Congressman Lee Zeldin (RShirley) visited Comsewogue High School on Sunday to talk about a new federal-level effort to reduce the number of standardized tests students have to take. Dozens attended the event to show their support for the Student Testing Improvement and Accountability Act — which Zeldin is co-sponsoring along with about 30 colleagues — and their opposition to both the Common Core Learning Standards and state testing. The bill would halve the number of standardized math and English language arts exams students have to take. Zeldin’s press conference came shortly after Comsewogue district officials considered opting out the entire school district from state exams. Read the story on page A3. Photo by Victoria Espinoza

Library voters check out budgets Comsewogue and Port Jefferson library district members approved both institutions’ 2015-16 budgets on Tuesday. The Port Jefferson Free Library budget passed with 106 votes in favor and nine against. Comsewogue Public Library’s budget passed with 104 votes in favor and 19 against. The Port Jefferson budget, which totals $4.33 million, will increase annual taxes by about $10.80 for the average village resident. The budget includes a $107,000 transfer to the library’s capital fund for facility improvements, as the library nears the finish line on forming a strategic plan for how the institution will serve members in the future. That plan includes improving the facilities and considers possible uses for an adjacent residential property on Thompson Street that the library recently purchased. In Comsewogue, annual taxes will increase by about $11 for the average resident under the approved $5.58 million budget. The Comsewogue district residents also elected a new trustee, Corinne DeStefano, with 116 votes. The candidate, who ran unopposed for a five-year

Zeldin joins Comsewogue in fight against state tests By Victoria Espinoza

Congressman Lee Zeldin announced to Comsewogue teachers, parents and students on Sunday that he is working on a way to reduce state testing, amid a renewed local push against the standardized exams. The Student Testing Improvement and Accountability Act, which Zeldin

(R-Shirley) is co-sponsoring, has “strong bipartisan support,” he told the crowd at Comsewogue High School. “This legislation would roll back state-mandated testing to pre-No Child Left Behind levels.” The federal No Child Left Behind Act of 2001 required states to create assessments for basic skills in select grade levels. New York State students were tested in both English language arts and math in three different grades, for six total tests. Now students take those exams each year in grades three through eight. The Student Testing Improvement and Accountability Act aims to reduce the number of tests to previous levels — so they would be administered once in grades three to five, once in grades six through nine and once in grades 10 through 12 — based on the belief that it would allow for more curriculum flexibility, giving students more time to learn and helping to nurture their creativity. Gina Rennard, a Comsewogue parent and wife of school board trustee Rick Rennard, has had her children “opt out” of the standardized tests, something many parents have done in opposition to the Common Core Learning Standards and linked state tests. “These tests are developmentally inappropriate,” Gina Rennard said. “The grades for these tests come out after the students have already gone onto the next education level, therefore the tests have no bearing on their education plan. So why are we torturing them?” Superintendent Joe Rella hosted the press conference, and said the only goal of testing is “to put public schools out of business and have [charter schools] for

profit, because there is nothing about improvement here.” He said he will not stop fighting for change. The gathering came just a couple of weeks after Rella and Comsewogue school board members considered a proposal to refuse to administer state exams unless the state delivered more education aid and reduced the weight of student test scores on teacher and administrator evaluations. But after the idea created buzz TESTING continued on page A9

the proposed budget for 2015-16 includes funds for a new elevator at the high school.

Board adopts budget Proposal includes elevator, ambulances and more staff By Elana Glowatz

128744

Now it’s up to the voters. Port Jefferson school board members adopted a 2015-16 budget on Tuesday night that would raise the tax rate 1.62 percent, matching the state-imposed cap on how much it can increase. The $42.4 million budget proposal has not changed much since it was first presented to the community earlier this year. It would increase staffing levels — bringing in additional teachers for English as a second language, a groundskeeper and teaching assistants — and put $1.25 million toward constructing a new elevator at the district high school. The elevator project is so costly because in order to build a lift that is up to code, the district will have to construct a wider elevator shaft as well as new lobbies on each floor. Another driver of the budget increase is funding to have an ambulance present at Port Jefferson lacrosse and football games, a safety measure proposed in response to the death of a Shoreham-Wading River High School student-athlete following a football game against John Glenn High School in the fall. But it won’t be all increases — the

school district is expecting to see a 4 percent decrease in state teachers’ retirement system contributions next year. Although the tax levy would only go up 1.62 percent, the budget-to-budget increase would top 5 percent, due to staffing and capital costs. However, Assistant Superintendent for Business Sean Leister explained during a budget presentation on Tuesday, the district would draw $1.3 million from its debt service fund to offset the increase. That fund contains leftover monies from completed bond projects. If voters approve the budget in May, the tax rate would increase to $144.67 for every $100 of assessed value on a property. Also on the ballot will be a proposition to create a new capital reserve fund aimed at replacing roofs at the three schools. Leister said the district would put surplus dollars leftover at the end of each school year into the new capital reserve fund to support roof replacements, which would be staggered so that those new roofs don’t eventually have to be replaced all at once. According to Leister’s presentation, the district would need a community vote to use money from the fund, once it is established. The district will hold a budget hearing on May 12 in the high school auditorium.

Incoming message: Sign up for emergency alerts Village residents can join new notification system By Elana Glowatz

Port Jefferson officials want to get the word out that residents can sign up to receive local emergency information on their phones and computers. The Code Red system lets the village send messages to users with a call or a text to a mobile phone, a call to a landline or an email. Suffolk County has used Code Red for a handful of years, and according to a previous presentation from Florida-based Emergency Communications Network LLC, the village can share community contact information with the county to broaden its database of users — but it still cannot reach Port Jefferson residents who are not among the thousands signed up for Suffolk alerts. The village is encouraging local residents to sign up for the free notification service, so the public service agencies in

the area can reach them in the event of a weather event like a hurricane or a snowstorm, or to inform people about road closures or other emergency information. A link to sign up for Code Red is on the village’s website, at www.portjeff.com. According to Dave Williams, the Port Jefferson Fire Department chief and a village deputy fire marshal who is also tasked with improving the village’s response to emergencies, the alerts could target a specific group of people with its messages, such as village employees. “I think it’s a fantastic safety feature for everyone,” Williams said during the July presentation on the Code Red system. Other local municipalities use the system, including the Town of Huntington and the Village of Amityville. File photo

Mitchell Pollack Dr. Mitchell Coleman Pollack, former director of the emergency department of John T. Mather Memorial Hospital for 29 years, died on March 13 after a 15-month battle with cancer. He was 62. Pollack was appointed director of the emergency department at Mather in January 1985. He was one of the first emergency medicine-trained and board-certified physicians in the U.S. in the early 1980s and was a Fellow of the American College of Emergency Physicians. He completed training in emergency medicine at UCLA Center for the Health Sciences in Los Angeles in 1980. Prior to residency, he attended New York Medical College in Valhalla, graduating in 1977. He graduated from Cornell University in 1974 with a degree in mathematics and graduated from North High School in Valley Stream in 1970. Pollack was a pioneer in his field. At Mather, he developed protocols and clinical pathways for critically ill patients, and he was the volunteer medical director of numerous ambulance corps on Long Island. In 1989, he was a founding member and chairman of the Regional Emergency Medical Advisory Committee for Suffolk County EMS. Starting in June 1995, he was an original member of the New York State Emergency Medical Advisory Committee. In July 1996,

he founded and chaired the Mather Hospital Emergency Medical Services Quality Improvement Committee. Pollack assisted in the design of a new 30-bed emergency pavilion at Mather, which opened in December 1991. In 1992, he developed the first chest pain emergency room on Long Island at Mather and instituted the fast track area of the department. In the same year, he introduced physician assistant and nurse practitioner staffing to the department. Pollack was a highly respected physician who routinely conducted training courses for doctors, nurses, nurse practitioners, physician assistants, paramedics and emergency medical technicians. He was well liked, approachable and had a dry sense of humor. He epitomized the “renaissance man.” He loved cooking, art, jazz, the Islanders and the Jets. Pollack’s wife, Marilyn Temkin, is an internist and geriatrician. They have two daughters, Dr. Stephanie Pollack, 28, and Ilana Pollack, 23. Stephanie is a first-year resident in emergency medicine at North Shore University Hospital in Manhasset. Ilana will begin a biomedical research doctorate program in the fall at The Rockefeller University in Manhattan. Pollack is the son of the late Phyllis and Samuel Pollack of Valley Stream. He is also survived by his in-laws, Max and Sara Temkin, of Douglaston.

Royals handed first loss of the season in extra innings BaseBall

Southold . . . . . . . . . . . 6 Port Jefferson . . . . . . 5 By Bill landon

Fresh off their three-game sweep of Greenport last week, the Port Jefferson baseball team, at 6-0 in League IX, looked to keep their winning ways when they hosted Southold (5-1) Monday afternoon. The Royals struck first and led by four runs before Southold rallied late to tie the game at 5-5 and force an extra inning. Southold scored the go-ahead run in the top of the eighth, and the team’s defense held it down to win 6-5 and hand Port Jefferson its first loss of the season. “We stayed in the game,” Royals starting pitcher Benjamin Kluender said. “We had a couple of errors, but we got over those. They have a couple of guys who can hit the ball and they can field the plays.” With the game only a few pitches old, play was stopped as the trainers examined Kluender. With a back strain, he remained in the game only to take a line drive to his foot in the next inning. Hobbling around the mound, he shook it off and got back to the business at hand and retired the side. Port Jefferson senior James Murphy crossed the plate first on a Southold error at

the bottom of the inning, for the first run of the game. “We both came in with the mentality that we’d fight to the end, and that’s what happened,” Murphy said. “We expected them to be tough. We played well and everyone did their part.” Southold drove in a run in the top of the second to tie the game with the go-ahead runner on first. On the next pitch, Southold’s base runner took off to steal second, as senior catcher Corey Carnahan threw a bullet to the second baseman for the pickoff play, retiring the side. “Southold is certainly a strong team in this league — they played a very clean baseball game today,” Royals head coach Jesse Rosen said. “They were pretty much what I expected in terms of their talent level.” Port Jefferson sophomore Ryan Walsh punched a line drive to right field to load the bases in the bottom of the third, and sophomore Sean Griffin showed patience at the plate as he drew the walk. His RBI brought home Matthew Keresztes for the lead, and Kluender smacked a sacrifice fly to right field to give his team a 3-1 advantage, leaving runners on second and third. With two outs, sophomore Kristopher Cheslock battled at the plate, looking to keep the inning alive. He ripped one deep to left center that almost went out, but both runners were able to run home standing up for a two-run double. With the scores, the

Royals broke out to a 5-1 lead. “I thought we hit the ball pretty well today and we had strong pitching and good cuts at the ball,” Cheslock said. “But I thought we could’ve cleaned up our infield today.” Southold answered back in the top of the fourth inning, by driving in three runs to draw within one, 5-4, and on an overthrow to home plate, a Southold runner scored from third to tie the game at 5-5. Port Jefferson followed with a missed opportunity at the plate with a runner in scoring position, and with the batter caught looking, the go-ahead run on second was stranded. Rosen said Southold is the team’s strongest opponent in the league, and he thought his team could keep pace even though it was the first time the Royals have seen the Settlers this season. “Moving forward, I think we can certainly hang with them,” he said. Neither team threatened in the seventh, forcing an extra inning. Port Jefferson relief pitcher Neil Alvarez, a lefty, took over at the mound, and Southold opened the inning with a deep hit to center field for a double. A sacrifice fly advanced the runner to third, who scored on another passed ball at the plate, for a 6-5 advantage. Still trailing by a run with two outs in the bottom of the eighth, the Royals had their backs against the wall. Kluender battled in the box, and was hit by a pitch. Stealing second base proved too risky, so Kluender didn’t venture far from the bag. Port Jefferson’s final batter struck out and the Royals had their first loss of the season. Although Kluender was left stranded on base, his coach was impressed with his

performance overall, and especially from the mound. “He tweaked his back a little bit, he gets hit with a come-back and yet he’s willing to battle back and throw 88 pitches today,” Rosen said. “Ben had an awesome performance today.” With the loss, Port Jefferson was tied with Southold and Pierson/Bridgehampton for first place in the league, at 6-1. After a game on Wednesday, the Royals will finish up the Southold series at home on Thursday, with the first pitch slated for 4:30 p.m. “Often you look at the immediacy of the game — winning or losing — as to whether it’s a success or not,” Rosen said. “A loss in a close game isn’t the worst thing because you can learn from it.”

OPINION Don’t bust through

File photo by Elana Glowatz

Village officials might vote to pierce the state’s cap on tax levy increases.

To The ediTor: Following tax increases of 4.4 percent, 8.7 percent and 6.2 percent over the past three years, it is infuriating to see that the Village of Port Jefferson trustees have voted to potentially blast past the state’s tax levy increase cap once again for 2015, with a 4 percent increase (compared with the 1.68 percent cap). Trustee Larry LaPointe was quoted in The Port Times record (“Board preps for piercing cap,” April 9) as stating, “i don’t know many businesses that go year to year with only a 1.68 percent increase in expenditures.” Well, Trustee LaPointe, how about virtually every school district on Long island? When exceeding the tax cap requires the approval of 60 percent of voters, it’s amazing how the school districts find a way to make it work. it’s unfortunate that villages aren’t subject to the same process. Keep the essential services and eliminate the pet projects of the administration, and the village could live within the cap as well. robert J. Nicols Port Jefferson

Hard to argue To The ediTor: i would like to take this opportunity to thank Mayor Margot Garant and the village board of trustees for preserving the six-acre property adjacent to the highlands condominium complex and dedicating it as parkland. This parkland designation means that the property will remain a green space for generations to come. As a resident of the highlands complex, i have seen a host of wildlife within this parcel, including most recently deer. This parkland designation, with the potential of realigning a section of highland Boulevard while revitalizing upper Port under the new master plan, makes it difficult for anyone to argue with the benefits. This recent action indicates that the mayor and the board of trustees for the Village of Port Jefferson are not only working in the here and now, but are also looking toward

the future of Port Jefferson. importantly, a committee will be formed to bring before the board by way of a public hearing the proposed uses for this newly dedicated parkland. it is apparent that the mayor and

Using alternative energy at our local school districts, through methods like installing solar panels, can save taxpayers money.

ediToriAL

Making our school districts brighter

From unfunded mandates to grounds maintenance, school districts are burdened with many costs, but high energy bills don’t have to be one of them. State Sen. Carl Marcellino (r-Syosset) recently introduced legislation that would strengthen the state’s support of alternative energy systems in school districts. All types of alternative energy systems — whether solar, wind and/or geothermal — would be eligible for state building aid. The legislation would also remove a requirement that has the systems meet an 18-year payback window in order to receive aid. These changes make sense, as they’ll empower school districts to go green while also saving taxpayers money. A few school districts on the North Shore have discussed installing solar panels on their building roofs, while two — Miller Place and Three Village — are moving forward with plans to install the panels. in Miller Place, the panels are expected to save the district more than half its utility budget. in Three Village, by the time the project is paid off, the district could be saving hundreds of thousands of dollars. While we encourage other school districts to investigate how alternative energy systems could help their districts reduce costs, we also hope they’ll continue searching for ways to reduce their energy consumption. replacing an energy source with a clean alternative is a step in the right direction, but it doesn’t do anything to address a greater energy consumption problem that pervades our communities, including in our schools.

Seeking a slogan for Hillary 2016

D. None of the above by DaNiel DuNaief

vtimes@tbrnewspapers.com

W

hat Hillary Clinton needs is a slogan. Now that she’s declared that she is, indeed, running for president, she needs to let the world know what she’s all about. The problem is she’s spent the last quarter of a century in the public eye. How can someone who lost the presidential primary in 2008, whose hus-

band’s peccadilloes provided endless fodder for the latenight TV hosts and whose every move, comment or speech let us know who she is and what she’s all about? I have a few suggestions: • “Campaign Clinton IV”: The first two were about Bill, the third one was a dress rehearsal and the fourth time is the real thing. • “She’s nicer than you think”: That’s not hard to imagine. She doesn’t exactly come across as warm, fuzzy and relatable. She has the opposite public persona of her husband, whose charm and hospitality play so well on TV. • “25 years in the making”: A woman who has written two autobiographies and who was the first lady for eight years may finally make it out of the primaries. • “Long day’s journey into the White House”: Borrowing from Eugene O’Neill, Clinton has gone through many dra-

mas, subplots and struggles on her way to running for the most important job in the land. • “About Time”: Did you see that charming movie with this title with Rachel McAdams? This slogan could suggest it’s about time a woman became president. Then again, maybe if, like the movie, she could travel back in time, she’d change a few things. • “Let the first family back in”: The Democrats seem to love her these days. Why not suggest that she and her biggest fan, largest supporter and No. 1 asset and liability, return to the White House together? • “We’ll be back”: I know Arnold Schwarzenegger is a Republican, but wouldn’t it be cool if he introduced her campaign in his Austrian Terminator accent? (Or, perhaps, borrowing from “Jaws II”: “Just when you thought it was safe to go back to the White House again.”) • “Interns need not apply”: OK, that’s a cheap shot.

• “The ultimate battle of the sexes”: Let’s see who runs the country better, a wife or her husband? We’ve had fathers and sons — the Adamses and the Bushes — and the Roosevelt cousins. How about we try a married couple? • “Time for new revelations”: Every so often, it seems as if there’s a new revelation about the Clintons. Think about how many more revelations from staff members, former cooks and the U.S. Secret Service we might have if the Clintons once again occupy the White House? • “The publishing business needs this”: Book publishing and publishing in general don’t seem to be as profitable as in the past. Bookstores are closing and small publishers are struggling to keep up with the endless space in the Internet. Surely a Clinton campaign and, possibly, a presidency would give new life to an industry that desperately needs a few more blockbuster political

books before it finds the next Charles Dickens? • “It’s time to watch latenight TV again”: “Saturday Night Live” and late-night talk show hosts must be cheering the possibility. They don’t even need to create new characters or find people who can look and act like the Clintons. • “Grandma knows best”: Forget about her role as first lady, senator or secretary of state, who would dare argue with a grandma? Let battle commence but it’s going to be a long, drawn-out affair. There are still 572 days to go, whatever the slogan. ho would have believed it? After the grueling winter we have all lived through, it is spring — finally, certainly, surely, unarguably spring. The relief, the excitement, the miracle of this annual rebirth is here. So I am suggesting that we live in the moment, at least

for a few moments, and plan to enjoy our surroundings. How do we celebrate the season? Here are some of my suggestions. For starters, go outside and breathe deep breaths that won’t freeze your windpipes. Unless you are in the middle of traffic, you can smell the fresh earth. Look up at the limbs of the trees. There are beautiful, symmetrical buds readying themselves to burst into bloom. Look under tucked away places, like the eves of your house. You might see birds building a nest to receive and shelter their young. Listen to those birds singing. They are bustling with activity as they serenade those who listen. Note the forsythia contributing bright yellow to the edges of driveways and roads, bolstered by smiling daffodils at ground level. The

usual cast of characters is also pushing its way into our field of vision: crocus, hyacinths and any number of weeds that aren’t paid to blossom but do so to join the riot of color. The weather this weekend sounds pretty nice, so get out those garden tools, but leave time to wander over to a beach and enjoy the views of calm water and the early distant sailboats. Bring The New York Times or your laptop and have breakfast on the sand Sunday morning. Get on your bike, take a long walk through the ’hood and chat with neighbors you haven’t seen in months. No, they weren’t away for the winter, they were just hibernating in their homes. If you wish, write and tell us what your particular rituals are for welcoming the season. In the meantime, let’s celebrate: Oh, Happy Spring!
