Village board clears controversial plan By Elana Glowatz

After years of work and arguments, Port Jefferson’s controversial village development plan has become final. The board of trustees unanimously adopted the comprehensive plan at a meeting on Monday, but Trustee Bruce Miller said in an interview the following morning that he plans to retroactively change his vote at the next board meeting. Miller said he got “bogged down” during the board’s discussion about its agenda items, and didn’t mean to vote in favor of adopting the plan. The comprehensive plan is a guideline for future development in Port Jefferson Village, largely focusing on the waterfront commercial area downtown and the short but troubled uptown corridor that runs between North Country Road and the Long Island Rail Road tracks. It aims, for instance, to revitalize upper Port by making it more pedestrian-friendly and bringing in more apartments. Downtown, the plan includes adding recreational and green space near the water and widening Main Street. Residents and former members of the Comprehensive Plan Advisory Committee, with the support of Miller, have long sparred with the administration over the plan, citing fears that it would add too much density to what they want to be a

quaint village, snarl traffic even further on busy roads and bring in more cars than there is space to park them. Miller echoed those concerns on Tuesday, and said he also opposes adopting the plan for procedural reasons — he said he hasn’t yet seen a findings statement, which is a document certifying that the village has met the requirements of the State

Environmental Quality Review Act in its study of the plan’s environmental impact. The village board approved that findings statement at Monday’s meeting. Still, there have been voices of support for the plan, including from the other four board members and from other residents. And recent approval from the Suffolk County Planning Commission

was the final stamp the village needed before adopting it. While the commission issued a list of recommendations relating to the plan’s impact on traffic, density, taxes and parking, the village sent a response letter in which it disagreed that more study was required on most of those items. To the Planning Commission’s suggestion, for example, that the village conducts “an analysis of the impacts of increased rental housing” in Port Jefferson, the village responded in May that “it is unclear how the type of ownership status of housing units alone would impact community character, and the suggestion that because a property is a rental property that it would then have a negative impact on the community is unfounded.” The village’s response also noted that the apartments would likely serve single adults and couples without children, which is “the same demographic that … Long Island is seeking to retain, as the young contribute to our workforce and the [retirement-aged residents] continue to enjoy recreation and spend using their discretionary income.” Suffolk County Planning Director Sarah Lansdale wrote in an email later last month that the village gave the issues “proper procedural review” and took “a hard look at the issues raised by the commission.”

Port Jefferson’s school board approved district policy changes on Tuesday night that mostly regulate student behavior. After having a first reading of the 14 new or updated policies at a meeting two weeks ago, the board of education finalized the new language regarding the dress code, substance abuse, and student conduct and discipline, among other areas, at their meeting this week. With the adoption of the new policies, the board also deleted five old ones — the outdated versions of some of them. One of the most significant changes is in the district’s policy on school building visitors. Previously, visitors had to report to the school office and get a visitor’s permit. And “whenever possible, entrance to the school buildings shall be restricted to entryways most effectively supervised by building staff.” But under the new policy, visitors will be allowed inside during classes only “through the designated single point of entry, have a clear purpose and destination, and report to the designated visitor sign-in area.” Those visitors will have to surrender their photo identification while they are

in the building and wear a school-issued badge at all times. The student dress code policy has been changed from the original to specifically list inappropriate types of clothing, leaving the language less open to individual interpretation. “Extremely brief garments such as tube tops, net tops, halter tops, spaghetti straps, plunging necklines … and see-through garments are not appropriate,” the policy now reads. “Underwear [must be] completely covered with outer clothing.” Previously, the policy said only that clothing could not be too revealing, a health hazard or obscene in any way. The restriction on obscenity will remain, as the updated policy bans vulgar or obscene items on the clothing, and things that denigrate others or promote illegal activities like drug use. Much like the dress code policy added specific banned clothing, the updated policy on substance abuse adds language to the district’s list of prohibited substances. The list already contained substances like alcohol, tobacco, marijuana, LSD, cocaine, PCP, heroin and steroids, and now it also lists synthetic versions of those substances, regardless of whether they are illegal.

Community unites in wake of tragic shooting By Phil Corso

Charleston, S.C., is 830 miles away from the North Shore. But on Sunday, it could not have been closer to home. An openly racist gunman, suspected to be 21-year-old Dylann Roof, opened fire at Charleston’s Emanuel African Methodist Episcopal Church last week, killing nine, including a relative of one local family. And on Sunday, Long Islanders took that national tragedy and balled it up into a clear and concise community-driven message that put love in the face of evil as more than 100 people flooded the Bethel African Methodist Episcopal Church in Setauket to show solidarity. “What we saw was a community coming together so well that it was almost unbelievable,” said Leroy White, whose second cousin DePayne Middleton Doctor lost her life in the tragic shooting. “The response was so overwhelming that we were taken aback by the number of people who showed up. It showed me that this is one of the better communities in America.” White and more than 10 members of his family moved to Port Jefferson from South Carolina nearly five decades ago and have since been active members of the Setauket church,

family headed down to South Carolina to pay its respects. “It was powerful and packed,” said Mount Sinai resident Tom Lyon, a member of the church and longtime friend of the White family. “There was

such a large contingent of folks from various parts of the community. It was very much a healing event.” Gregory Leonard, pastor at the Bethel AME Church, referred to the White family as one of the congregation’s longest-serving families, whose members have embedded themselves into the greater leadership of the church. He said the family’s impact on the greater North Shore community was on full display Sunday as members from groups outside the Bethel AME congregation came out to show support and mourn. “What I realized is that the shooting down in South Carolina did not only affect the members of that church, or the members of the black community, but the entire community. I could see it in the faces of those people on Sunday,” Leonard said of the Sunday service. “We needed to come together to mourn and draw strength from one another.” Other speakers at the service included state Assemblyman Steve Englebright (D-Setauket) and Brookhaven Town Councilwoman Valerie Cartright (DPort Jefferson Station). Space swap moves west Village to gain parking spots at downtown marina lot By Elana Glowatz

Port Jefferson Village could add 50 more spaces to its metered parking arsenal, drawing them on asphalt in the town’s marina lot. The village is leasing the spots as part of an agreement with Brookhaven Town regarding the historic First National Bank of Port Jefferson building at the corner of Main and East Main streets. Town officials are selling the former bank — and the attached building on East Main Street that used to house the Brookhaven tax receiver’s office — to local developer Agrino Holdings LLC, which has approval from the Port Jefferson Planning Board to put retail space on the first floors and apartments above. The developer plans to renovate the tax receiver’s office and restore the bank building, a historic landmark. But downtown Port Jefferson has a perennial parking problem, with a constant space shortage that can make it difficult for new developments to meet

requirements in the village code. To offset the lack of spaces at the site of the mixed-use project, the town has been working with the village for more than a year on a parking space swap — leasing to the village some spots at the townowned marina lot two blocks away. The original plan involved the roughly 30 existing spaces that wrap around the old Suffolk County Water Authority building across West Broadway from McDonald’s. But Trustee Larry LaPointe explained at Monday’s board of trustees meeting that it would have involved “a spaghetti of easements and curb cuts.” Instead the village will get land on the western end of the marina lot, near Beach Street, that it will restripe and meter. LaPointe said the size of that section will allow the village to create 50 new parking spaces, whereas the previous arrangement would have merely transferred ownership of 30 spots. Revenue from the village’s other parking meters will cover the costs of restriping and adding the new meter.

North Shore native puts solar shingles in spotlight By Alex Petroski

The idea of installing solar panels to a roof as a source of electricity for a home is not exactly prehistoric. Reducing the use of electricity or gas to power and heat homes undoubtedly has a positive effect on the environment. Despite being fairly new to the market, solar panels may be supplanted soon by a less expensive, more effective alternative. Solar shingles have been available in the United States for about five years, according to an estimate by Richard Ciota, a Stony Brook resident who owns District 7 Inc. Ciota’s 21-year-old roofing company is located in Lake Grove. Its residential division is the only one in the Suffolk County, Nassau County and New York City areas permitted to sell Dow Powerhouse solar shingles. Solar panels have been available for decades, Ciota said in an interview at District 7’s main office. They are at this point more efficient in generating electricity than shingles in terms of kilowatts per square foot of roof space, though there are problems associated with panels that contribute to the higher cost Ciota said. “When you’re putting a solar panel onto a roof surface, you’re mounting that solar panel to the rafters through the existing roof,” Ciota said about the older technology, which his company offered prior to the availability of shingles. “So the waterproof technology has got to be perfect because ‘I personally think you could be putting 40, 50, penetrations through a the solar shingle 60 perfectly good roof.” will take over the Wind, shade from trees, excessive heat and animals marketplace.’ are other factors that Ciota — RichaRd ciota said are enemies to solar panels, which are installed on top of asphalt shingles and leave wiring exposed to the elements. They are waterproof and work in the same way that any conventional asphalt shingle would along with the added benefit of a reduced electric bill and a more environmentally friendly home than one that runs on electricity or gas heating. Despite availability and the obvious benefits, solar panels only currently exist on about 5 percent of Long Island homes, according to Ciota. The number of homes with solar shingles is exponentially smaller. John Petroski, District 7’s director of solar and residential operations, estimated that the company has done about 70 shingle installations on Long Island since 2012, when Dow partnered with District 7 Inc. Petroski said they have about 35 booked jobs left to complete, as part of Dow’s pilot program, which offered leasing or purchasing options to consumers. “The way [Dow] is moving forward with the technology of the shingles, the improvements they’re making — they’re covering their bases,” Petroski said in reference to the notion that unanticipated issues have arisen as solar panels have gotten older, which could also happen to the shingles. “I personally think the solar shingle will take over the marketplace,” Ciota said about the future as the technology continues to be upgraded. “There are new generations of solar shingles that will be coming out SOLAR continued on page A10

Students create living biography museum Dressed in period costumes, Edna Louise Elementary School third-graders recently participated in a living biography museum. The museum culminated a monthlong project in which the students in Nancy Winkler-Brogan’s class each selected a figure to research. The students then brought the figures to life during

the living biography museum, which was attended by the students’ peers, friends and family. The third-graders presented five-minute speeches in front of poster boards about their figures they had each created. Among the figures the students presented information on were Elvis, Blackbeard, Dr. Seuss and Michelle Obama.

OBITUARY Peter Haring Peter Haring, of Naples, Fla., passed away at home on April 1 after a yearlong battle with cancer. Peter grew up in Stony Brook and graduated in 1966 from Earl L. Vandermeulen High School, where he won the New York State championship in floor exercise as a member of the gymnastics team. He graduated from the United States Naval Academy in 1970. Peter met his future wife, Gayle, while at a gymnastics meet at Penn State University and they were married in 1971. After completing his education

in the field of nuclear power, Peter served as an officer on nuclear submarines out of the U.S. naval base in Charleston, S.C., and as a naval liaison with the Electric Boat Company in New London, Conn. After his naval service, Peter received an MBA from Harvard Business School and worked in the broadcast and investment banking industries. Peter and his family resided in New York City and New Castle, N.H., before he retired to Naples. In addition to wife Gayle, Peter is survived by his son, Alex; mother, Winnie Tobin; sister, Patrice Butterfield; and brothers, Chris and Paul.

The district extended its best wishes for a happy and healthy retirement to teaching assistants Louise Cash, Vicky Herman and Loraine Serabian; lifeguard MaryJane Fleckenstein; teacher Marianne McFadden; and office applications specialist Carole Udovich. The board also congratulated newly tenured employees Maureen Hull, executive director of curriculum and instruction;

special education teachers Taylor Forstell and Kelly Spencer; speech teacher Stacia Schoen; and foreign language teacher Celiana Gandolfo. “You have reached a milestone in your careers and we hope that you continue to serve as an inspiration to students over the next 20 to 30 years,” Superintendent Ken Bossert said. Boys’ Lacrosse The Port Jefferson boys’ lacrosse team capped off its inaugural season with some prestigious individual and team honors. Three players, Max Scandale, Brian Mark and Connor Fitterer, were selected as members to the League IV All-League team. Scandale also made the All-County team, and Mark was selected as the League IV “Rookie of the Year.” As a team, the Royals were the recipient of the “Crosse Award,” for which a team is nominated by the Suffolk County Lacrosse Coaches Association as being the most improved squad from the beginning to the end of the season. “I really could not be more proud of what this team accomplished this past season,” Port Jefferson head coach Taylor Forstell said. “Being a first-year varsity lacrosse program in Suffolk County is hard enough. As we all go about our busy lives, we sometimes forget to say thank you to those who protect our freedoms and our coveted way of life. Those liberties were bestowed upon us by visionary forefathers, etched in our Constitution, fought for in wars, and above all else, preserved and protected for generations by all those who serve. Regardless of one’s political beliefs or political party affiliations, we as a nation are united by those freedoms we all enjoy. We are forever indebted to the many who have served and to those who have made the ultimate sacrifice so others can enjoy unparalleled liberty. Paying tribute to members of the American military for their honorable and selfless service to our country takes many forms. Members of the outdoor community were among the first to embrace that patriotic practice. The Soldiers on the Sound fluke tournament, organized by the Smithtown Bay Yacht Club, is supported by the Veterans of Foreign Wars, Post 395 from St. James. The 2015 event marked the seventh annual gathering of soldiers and volunteers. The tournament drew a total of 300 participants, including 135 active members of the military, 60 boat captains, 60 mates and 45 event volunteers — all working to make this the best day possible for the guest soldiers. Those military members in attendance represented the Army, Navy,

Air Force, Marines and the renowned 106th Rescue Wing of the New York Air National Guard, which is based in Westhampton. Many of the soldiers had recently returned from various deployments abroad. It was my honor to once again participate in the event and serve as mate aboard captain Adrian Mason’s boat, Big Trouble. Two distinguished members of the 106th Rescue Wing joined with us for the day’s fishing activities — Master Sgt. Shawn Burke and Chief Master Sgt. John Bellissimo. These two seasoned military veterans are also seasoned anglers who are quite adept at catching fluke and big sea robins. One of the team’s keeper flukes was a contender for the day’s weigh-in. In the end, that fish was bested by the winning flatfish in excess of six pounds. The winning fish was caught by 16-year-old first mate Jake DeLeo with the assistance of Staff Sgt. Chris Arrigo from the 106th Rescue Wing, Air National Guard and his captain Tony Voelker. It was both DeLeo and Arrigo’s first year participating in the event. Captain Adrian Mason of Time Flies Fishing Charters was at the helm of our boat. Like the other gracious captains, he donated his boat, time and skills to host our team of soldiers. Captain Adrian did not disappoint as a number of quality summer flounder were caught, including half a dozen large keeper fluke. of patriotic Americans. “I have been involved with the Soldiers on the Sound for five years, and I can’t thank these service men and women enough for all they do,” he said. “Spending a day on the water with them seems like such a small way to say thank you, but it really means a lot to them. They are heroes in my book and this tournament treats them as such. I am honored to be a part of it every single year and I am already planning for next year.” The concept for the Soldiers on the Sound fluke tournament was the brainchild of Kings Park resident Mark Garry. Garry felt a compelling and overwhelming need to honor members of our armed forces who are currently serving our country. His dedication to both cause and mission was intense, and he, along with his team of volunteers, took his vision and turned it into reality — organizing and running one of the most successful events of its kind. “This event is a small token of appreciation for all that the U.S. military does so that we can all enjoy our freedoms and life in the greatest country on earth,” Garry said to the soldiers who took part in the event. “We can never repay you enough for all that you do for us and for your courage and skills.” While the initial event seven years ago was a tremendous success, the 2015 tournament set the bar even higher. All soldiers and participants were treated to a pre-tournament breakfast, a BBQ upon their return from fishing, live mu-

sic and a hot food buffet as the extensive raffle was conducted. The raffle prizes, donated by individuals, local businesses and corporate sponsors, included fishing rod and reel outfits, gift bags, gift certificates and handcrafted products. The top prizes were kayaks, flat screen TVs and computer tablets. Beyond the fishing, the food, the prizes and the camaraderie of the event, one soldier’s comment hit home. During one of the idle moments in an otherwise very active day, Chief Master Sergeant John Bellissimo spoke about the importance of the event. “You cannot imagine how much an event like this means to the entire base,” he said. “Even those soldiers who did not attend will be talking about this for weeks. What matters most of all this is that we know people here on Long Island care about what we do. We are already looking forward to next year.”

OPINION Farewell, customers TO ThE EDITOR: The last nine years at The Knitting Cove Yarn Shop in Port Jefferson have passed too quickly, and it’s time for me to retire. I enjoyed helping and working with my customers, many of whom became my friends. My staff and I were always ready to provide help with knitting and crocheting projects or give lessons when needed. I am leaving the shop in the hands of Toni and Barry; Toni is an excellent knitter. Although I am sad to leave, I am confident that they will continue the Knitting Cove traditions of friendly service and help. Look at big picture TO ThE EDITOR: Legislation backed by New York’s trial lawyers (A.285 and S.911-A) would lengthen New York State’s medical malpractice statute of limitations. While patients who are the victims of malpractice deserve justice and fair compensation, these proposed laws do nothing to further those goals. In fact, they would have negative consequences for our entire health care system. New York’s world-class doctors

and hospitals already spend billions annually on medical malpractice coverage — the highest in the nation. The legislation would increase these already enormous costs by hundreds of millions of dollars and further divert vital patient care resources. New York’s medical malpractice statute of limitations is among the longest in the nation, with important exceptions for children and patients undergoing continued treatment. Unlike New York State, many states with provisions similar to

those in these bills also have reasonable caps on the amount that can be recovered for pain and suffering, and some even cap total damages. The proposed legislation is the wrong approach to fix New York’s medical malpractice system. We urge the New York State Legislature to consider a comprehensive package of medical malpractice reforms that will strengthen New York’s entire health care system and to reject piecemeal legislation. Our nation suffered yet another tragedy last week when an avowed racist allegedly murdered nine people at the famous Emanuel African Methodist Episcopal Church in South Carolina, and it didn’t take long for the debates to start. Should the Confederate flag still be flown? Does institutional racism still exist? Should the suspected shooter, Dylann Roof, be labeled as a terrorist? The correct answer depends on whom you are speaking to. Most people already have an opinion and are sticking to it, which really doesn’t solve any of the important issues this most recent incident brings to light. Nine innocent people are still dead. According to the Southern Poverty Law Center, the number of hate groups nationwide has increased by 30 percent since 2000. In addition, antigovernment groups rose from 149 in 2008 to 874 in 2014 — numbers that jumped following the financial downturn and the election of President Barack Obama. The center also cited an influx of nonwhite immigrants as another factor. “This growth in extremism has been aided by mainstream media figures and politicians who have used their platforms to legitimize false propaganda about immigrants and other minorities and spread the kind of paranoid conspiracy theories on which militia groups thrive,” the center said on its website. We are lucky to live in a country that values freedom of speech and there are countless platforms to voice our opinions today as the Internet continues to connect us. But, it also gives individuals a space to spread their message with like-minded people. Our nation has a serious case of confirmation bias — the tendency to read, listen and seek out information that we agree with — and it is a big issue. Those who condemn the killings but continue to spew vitriol are fueling a fire. The effects of the South Carolina shooting rippled throughout the country because they could happen in any community, including our own. In fact, one of the victims was a blood relative of a family from Port Jefferson. The chilling notion that hatred and racism still persist in modern American society should not be ignored. Our freedoms come with responsibility and those who preach hatred against any group of people are wrong. As a society we need to be kinder, or at least remember the lessons we learned as children. Let’s think before we speak, and if we don’t have anything nice to say, let’s not say it at all.

The challenging language of report cards

e don’t start at the top of a mountain, climb on a bicycle and coast to the bottom. That’s not how education works. My daughter recently graduated from middle school. In a room packed with proud parents, school officials shared their observations of this “special” class. One of the officials offered

several stories. “I says,” he began, “that this is a great school.” “I says”? Really? “To fully understand the contribution this class makes to the community,” he continued. I know graduation isn’t about grammar, or is it? If school encourages students to learn, to push themselves and to work hard, it behooves these teachers and those who provide direction to provide a good example. On our son’s previous report cards, teachers have written that he “reads a lot” and has “a lot of energy” and is “a lot of fun.” Hmm. By the time teachers reach the end of a marking period, they have an enormous stack of papers to grade, a need to tally all the times their students were absent, and an administrative burden that takes them away from the front of the room, where they would otherwise have the opportunity to inspire and challenge. These report cards are, per-

haps, not the forum for aspiring writers to share a Dickensian turn of phrase or a Shakespearean allusion. And, yet, they are a way for teachers to spell out how our children are doing and indicate opportunities for growth. My father-in-law has this incredibly amusing routine in which he discusses the modernday little leaguer. “Johnny gets up there, holds the bat all wrong, his knees knock into each other, he’s looking into the stands and he watches three straight-called strikes,” he says. “He puts the bat down and goes back to the bench where the coach congratulates him on a good at-bat,” he continues. “Good at-bat?” my fatherin-law demands, his voice rising in sarcastic surprise. “Seriously? What exactly was good about it? You can convince little Johnny that he’s doing well, but I certainly wouldn’t.” Harsh? Yes, of course. Inappropriate? Possibly. But, here’s the

thing: Kids know when they’re moving forward, when they’re marking time and when they’re mailing it in, regardless of the sales and marketing job parents and teachers sometimes provide as they try to convince them that they’re “truly exceptional.” Several years ago, I accompanied my daughter on a class field trip to the Bronx Zoo. On the way home, I sat next to a teacher I’d never met. She impressed not only with what she knew about the animals at the zoo, educational standards and American history, but with the way she expressed herself and with her ability to listen. When we returned from the bus ride, I told my wife I hoped our daughter would have the privilege of learning in this teacher’s class. Two years later, my hope became a reality. Hearing that this teacher had a reputation for giving considerable amounts of homework, our daughter predicted it would be a “terrible year.” By the

A serene ride by sea to NYC

uriosity won and I arranged to travel into New York City on the new Sea Jitney last Friday afternoon. The ferry, with a capacity of some 150 people, runs between Highlands, N.J., near Sandy Hook, picks up the bulk of its passengers at the 35th Street terminal on the East River, then sails to the Port Jefferson dock, a twohour ride. I took the ride in reverse, using the new water route to get into Manhattan. Here is what I can tell you

about the trip. It is a beautiful and serene cruise down Long Island Sound. I stood at the rail on the upper deck, watching the lush green bluffs of the Island silently slip by, thinking that the view of the land from the water probably hadn’t changed much since the Indians paddled their canoes along the waterway. The day was cool, the air smelled of salt water and the boat barely rocked as it hugged the North Shore and powered along, escorted by an occasional seagull. I could have been anywhere, I suppose, on any river cruise, until we reached Queens and the boat traffic became heavier, with barges, tugs, tankers and fishing boats plying the waters. We began seeing the many bridges that herald the approaching port. Although I was born and grew up in Manhattan, I had never seen this perspective of the borough before. The bridges are the sentinels as the distant skyline, with its high-rise buildings, announces the coming metropolis.

We slid through Hell Gate, the place where waters from the Sound and the East River meet, then started downtown. There were all the east side landmarks, from the East River Drive and the Triborough Bridge — known officially as the Robert F. Kennedy Bridge — on the northern end to the unmistakable outline of the United Nations Plaza, followed shortly by the canopy of the 35th Street dock. Without much ado, the captain neatly nosed the ferry to the pier, and I was walking down the gangplank and into the crowds and energy of Friday evening city life. The docks were filled with people waiting for other ferries, and helicopters were landing and taking off from the adjoining heliport. Red and blue buses were allegedly taking people across town for free, although I didn’t immediately see them in the crowded streets. Municipal green and yellow buses were carrying people uptown and downtown. The abrupt change from the serenity of the water to the cacophony and crowds of the
