Mount Sinai backs parents on full-day K By erika karP

A small contingent of parents erupted into a round of applause at Mount Sinai’s March 18 school board meeting, as Superintendent Gordon Brosdal announced that fullday kindergarten is included in his 2015-16 budget proposal. The meeting marked the first time district administrators committed to making the jump from half-day kindergarten. However, they were quick to remind parents that the move helps more than just the youngest students. “It’s not a full-day K budget,” Brosdal said. “By giving our kids full-day K, you’re ben-

efiting our entire program.” The school board still must vote on whether to adopt the budget next month before it goes to a community vote on May 19. The proposed $56.7 million plan increases spending by a little more than 3 percent over the current year and stays within the school district’s tax levy increase cap of 1.86 percent. Last month, a group of residents spoke in support of full-day kindergarten, saying students need the additional classroom time to meet the new Common Core Learning Standards. Suffolk County retailers who sell liquid nicotine will now have to display a sign warning customers of the possible dangers associated with the product. On Monday, Suffolk County Executive Steve Bellone (D) signed the legislation into law, which officials say is the first of its kind in the nation. The bill was sponsored by Legislator Sarah Anker (D-Mount Sinai) and seeks to educate consumers about liquid nicotine — an ultra-concentrated nicotine substance used in e-cigarettes. The product could be poisonous if swallowed, inhaled or if it comes in contact with skin. Anker pitched the legislation in December following the death of a Fort Plain, N.Y., one-year-old who ingested the product. “This potent and possibly toxic product requires regulation, and without leadership from the federal Food and Drug Administration, Suffolk County must move forward to protect our residents with the required warning sign,” Anker said in a press release.

Legislator, community work to preserve parcel MP Landing Road property could be developed By Jenni Culkin

A parcel of wooded land next to Cordwood Landing County Park in Miller Place is up for grabs, and the community isn’t letting the land be developed without a fight. The 5.4-acre parcel, which backs up to the more than 64-acre county park off of Landing Road, has value to the residents of Miller Place, and according to Legislator Sarah Anker (D-Mount Sinai), constituents have been making it clear that the land needs to be preserved. A website and Facebook group, operating under the name Friends of Cordwood Landing, was launched a few months ago, and the group has been advocating for the land’s preservation. A representative from the group could not be reached for comment. Back in December 2014, Anker began the process of acquiring the land from its owner, Rocky Point developer Mark Baisch, of Landmark Properties. The legislature unanimously voted to start the acquisition process so that the county could protect the area, which Anker described in a phone interview on March 17 as “residential,” from possible com-

mercialization or industrialization. The county has hired appraisers to determine the land’s worth. According to law, the county can’t pay any more than the appraised value. Anker said she would like to see the land become a part of the waterfront property of Cordwood Landing. “I am a true environmentalist,” Anker said. “I will do everything I can to advocate and move this parcel forward through the acquisition process.” According to Town of Brookhaven planning documents, Baisch submitted a request for a subdivision back in January. In a recent phone interview, Baisch said he would like to build homes on the land. However, if the county’s offer is sufficient, he said he would sell the land. Anker said the proposal to acquire the land is currently in its early stages and is awaiting approval from the Environmental Trust Fund Review Board. If approved, the proposal will head to the Environmental, Planning, and Agriculture Committee, of which Anker is a member. She expects the proposal to get there by April. In 2013, the county tried to purchase the land from its original owner, but the owner refused to sell.

Rocky Point delays capital improvement bond Proposals won’t be on this year’s May ballot By Erika karp

Meeting cancellations and a growing list of projects proved too much for Rocky Point school board trustees, who decided on Monday not to propose a capital improvements bond this May as they needed more time to sort through specifics of the proposal. Chris Malone, the district’s plant facilities administrator, along with Larry Galante, a member of the facilities planning subcommittee and district architect John Grillo returned to the Rocky Point High School auditorium Monday night with an updated list of projects that totaled a little more than $20 million. In January, the men presented a $17 million project list, which included installing new ceilings, windows and LED lighting; redoing bathrooms; upgrading security; installing turf fields and solar panels at the high school; and improving air-conditioning and heating systems, among other items. Projects such as wrestling room renovations, redesigning the cafeteria at the Joseph A. Edgar school and new bleachers and sports lights at the lower fields were added into Monday’s presentation.

More than an hour into the presentation, and after numerous questions from the audience, school board President Susan Sullivan broke her silence and said if the board wanted the bond on the May ballot, everything would need to be final by Thursday. “Quite honestly our heads are spinning and it’s not going to happen,” she said. Later in the evening, the board tabled a State Environmental Quality Review Act resolution regarding the capital improvements. State law mandates SEQRA and governing bodies must approve the determination 45 days prior to a vote. A few audience members said they were curious about how officials determined what items to include in the proposal. While they said they agreed updates are needed — original lockers, equipment and tiling exists in the schools — they questioned if some projects fell into more of a “wish” category. Resident Jennifer Intravaia said she was a “little bit sticker shocked” after seeing the updated list. “I think we need to seriously look at our priorities,” she said. In response to Intravaia’s comment, Superintendent Michael Ring said it was a good point, and the school board would

be reviewing the items, which were included based on feedback from many different individuals in the district. Monday night’s presentation was delayed by nearly two months, as the school board’s meetings on Feb. 2, which was then rescheduled to March 3, were both cancelled due to snow.

While the board decided to not pitch the bond in May, it could still move to bring the proposal — or another version of it — to a vote in the future. Under the current plan, the bond would be separated into two different proposals: Priority I and Priority II. The latter would only pass if voters approve Priority I.

Raia said while $80,000 seems like a lot of money, given cost of living, it is not as much for a family of four living on Long Island when compared to the same family of four living upstate. He said the cost of living is higher here and the increase in a maximum award is greatly needed. Lupinacci, who currently teaches at Farmingdale State College, said it is important to have this increase in an effort to lessen the financial burden on students. He said it would help cover significant portions of tuitions at State University of New York and City University of New York schools, and whatever it could for private schools’ tuitions. Currently, the bill that was introduced on March 5 is being referred to the Assembly’s Higher Education committee, where Lupinacci is a ranking member. If this bill is approved, Lupinacci hopes the increase kicks in beginning April 1, 2016. The most recent TAP increase was just $165 back in 2014. Cuomo announced the increase after nearly 15 years without any increase at all. The bill also has a

The Miller Place school district plans to bring a driver’s education program back to the district after roughly 10 years without it. At the Feb. 25 budget meeting, Superintendent Marianne Higuera included a summer pilot driver’s education program in the budget — at no cost to the district. She said course fees would cover the cost of the selfsustaining program.

The district decided to add the program back as there is no location in Miller Place for students to take driver’s education. Currently, they must travel to neighboring districts or schools to participate. No details have been made available regarding the program, but the district expects to have more information at the end of May. — BarBara Donlon

State lawmakers fight for safer child products By BarBara Donlon

A new bill protecting children from toxic chemicals is making its way through the state Assembly as elected officials work to keep chemicals out of children’s products. The bill — commonly known as the Child Safe Products Act — would empower New York State to identify and phase out dangerous chemicals in products marketed to kids, lawmakers said. State Assemblyman Steve Englebright (D-Setauket) helped craft the legislation and has been pushing it forward with hopes of keeping young people safe from what they cannot see. If the legislation is passed, the state would compile a list of high-concern chemicals made up of those known to cause health problems such as cancer, learning and developmental disorders, asthma and more, officials said. Then, a list of priority chemicals used in children’s products will be drafted for disclosure, lawmakers said. “This bill addresses issues of poisonous products for children,” Englebright said. “It’s very important to protect the children. And that’s what I intend to do.” The makers of children’s products would also be required to report their use of priority chemicals in their merchandise after a year, and phase out their

use of such chemicals three years later. Suffolk County Legislator William “Doc” Spencer (D-Centerport) said legislation like this is important because there is always a need to prevent innocent children from being exposed to such harmful chemicals like arsenic, mercury, cadmium, formaldehyde and more. “Kids are more vulnerable and more likely to put things in their mouth,” Spencer said. “Almost any toy could potentially have toxic chemicals.” Spencer also said toxic chemicals are found in many children’s products such as clothes, dolls, toys and more. He said they can be in found things such as paint on a button or a bracelet a child wears. According to Englebright, there are some 84,000 chemicals on the market today. The federal law that was supposed to protect against them — the Toxic Substances Control Act of 1976 — “is a very weak law and has never been updated,” the lawmaker said. The assemblyman also said he feels a bill like this is important for everyone in the state as it sets the standards manufacturers would be held to. “We all benefit when children are protected from poorly regulated toxic chemicals that have the potential to harm development, cause illness and impair learning,” Englebright said. “I think it’s very important to get this bill

to the governor’s desk.” Spencer also said while he does support the bill, there should be guidelines and parameters set as there is the ability to detect parts per million, billion and even trillion. He said it is unnecessary to be overly restrictive as something at a certain parts per billion or trillion, may not be harmful.

The Suffolk County Legislature stood united Tuesday as it approved a new Suffolk County bill that will change the way police and advocacy agencies approach domestic violence by taking a new look at different risk factors. The bill, which County Executive Steve Bellone (D) said he intends to sign into law, emphasizes a three-pronged approach: directing county police to assign grades of recidivism risk to offenders, providing domestic violence victims with self-assessment opportunities, and linking them up with advocates to deliver more resources. County Legislator Kara Hahn (D-Setauket), who introduced the bill, plugged the measure alongside Bellone, Presiding Officer DuWayne Gregory (D-Amityville) and other Suffolk leaders just hours before the Legislature voted Tuesday evening with 16 legislators in favor and one absent at the time of the vote. “One out of four women in the United States will experience some type of domestic violence during her lifetime, and every year more than 1,500 of these women will be killed by their abusers,” Hahn said. “Key to addressing this issue is to realize that over half of domestic violence victims who are murdered or are the victim of an attempted murder by an abuser did not

The 20-question assessment, lawmakers argued, helps victims see how much danger they are in while also linking them up with advocacy groups near them. As far as the offenders go, Bellone

and Sgt. Kelly Lynch, commanding officer for the Suffolk County Police Department’s Domestic Violence Bureau, said cops will use a new danger assessment tool to identify at-risk victims and assign a level of risk to previous offenders on a scale of one to 13, with the highest number meaning they are most likely to repeat an offense. “This computer program automatically collects and analyzes data from internal police records and produces a score that will identify offenders who are most likely to ‘recidivate’ in domestic violence offenses,” Lynch said. “Domestic violence officers will use this tool to contact the victims and families who are associated with these high-risk offenders.” Bellone called the legislation both a personal and professional endeavor for Hahn and described domestic violence as one of the most important issues facing the county. He plugged the various agencies in attendance at Tuesday’s press conference and said their services were an essential tool in the fight to empower domestic violence victims. “As the police are some of the first people to come into contact with victims of domestic violence, it is important that they have access to proven assessment tools and the most effective resources to best serve and protect victims,” VIOLENCE continued on page A13

Cavallaro receives Asarch scholarship from New York Bar Foundation Second-year Touro Law student Vanessa Cavallaro, of Mount Sinai, has been awarded the New York Bar Foundation’s 2014 Honorable Joel K. Asarch Elder Law and Special Needs Section Scholarship. “Vanessa is an exceptional student who is dedicated to serving the needs of our aging population,” said Touro Law Center Dean Patricia Salkin. “Last summer she was awarded a fellowship at Touro Law’s Institute on Aging and Longevity Law, where she distinguished herself in the issues surrounding aging law.” The Asarch scholarship was established in 2009 with a gift from the New York State Bar Association’s Elder Law and Special Needs Section and renamed in 2013 in honor of the esteemed Honorable Joel K. Asarch. Until his untimely death, Judge Asarch taught New York Practice as a member of the adjunct faculty at Touro Law Center. The purpose of the scholarship is to help create a network and cultivate relationships among lawyers practicing elder law and law students planning to practice elder law, and to advance the practice of elder law among lawyers throughout New York state. Last month, Renee Massari, one of the parents who supported the full-day plan, said she supported fullday kindergarten because she is seeing her son struggle this year as a first-grader who went to a half-day program. At last week’s meeting, she thanked the district administrators for proposing the change. “I think I am speaking on behalf of plenty of people when I say thank you and we are excited.” While the district is receiving $459,125 in state aid to help implement the program, it will still have to spend $90,000 of its own funding to cover the cost. In past budget presentations, officials had estimated a higher district cost. At previous meetings, school board members agreed that full-day kindergarten was important for student success but were hesitant to propose the change, as they wanted to make sure the district’s current kindergarten through 12th grade offerings were maintained and the full-day program would be sustained in the future. “The board and myself annoyed you perhaps, but you have to look at the budget down the road,” Brosdal said. At the March 18 meeting, school board President Robert Sweeney spoke about some of the challenges in budgeting for the upcoming school year, as the district grapples with a dwindling surplus, which could run out by 2017-18. Even so, he said he remained optimistic about the future, as the school board members advocate for additional education aid and legislators move to restore the Gap Elimination Adjustment, a reduction in aid for each school district that was once used to plug a state budget deficit. Sweeney thanked residents for their patience but was blunt about the importance of voting in the future. “Where will you be in the future, as a community, in terms of supporting your school?” he asked.

A needed increase

College is expensive. Actually, college is ludicrously expensive these days, as 60 percent of graduates from colleges and universities in New York are coming out of school with a debt of more than $26,000, according to the Project on Student Debt, an initiative of the nonprofit Institute for College Access & Success. With these numbers in mind, we support Assemblyman Chad Lupinacci’s (R-Huntington Station) push for increasing the maximum amount of financial aid awarded through the New York State Tuition Assistance Program. While college costs have increased drastically over the last 10 years, there has been no substantial increase in the maximum TAP award a student can receive. Individuals can currently cash in a minimum grant of $500 and a maximum of $5,165 each year. Lupinacci said he wants to raise the maximum to $6,470, while also increasing the maximum eligible

household income from $80,000 to $100,000. We wholeheartedly support this measure, as the increases would better align with SUNY and CUNY tuition rates for in-state residents and the high cost of living in New York. For the 2014-15 school year, a typical undergraduate student studying at a SUNY college will pay a little more than $7,500 for tuition and student fees. Add room and board, and that cost becomes about $19,600. Raising the maximum TAP award would provide many students — who may be supporting themselves and working full-time — an easier pathway to obtaining their degrees. This program could be especially crucial to students who are on their own and may not have someone to co-sign a loan. We often use the phrase “every penny counts,” and in this case it couldn’t be truer. The purpose of public education is to increase access to an important service. Increasing TAP will help further that goal.

TO THE EDITOR: I want to publicly thank the Centereach Fire Department crew for responding to a recent call at our premises. It was the result of a carbon monoxide detector alarming us that the level of CO in our basement was at a dangerous level. The response was timely, professional and efficient. Their knowledge and concern for our staff was nothing short of great. With the help

of Lake Grove Fire Marshal, Andrew Brofman, we diagnosed the situation quickly, and it was determined that we could resume operations after repairs and safe conditions were verified. CO detectors were installed at The Good Steer years ago. This was the first time that an alarm sounded. I find it outrageous that the New York State Department of Environmental Conservation wants to destroy these beautiful birds. Swans are peaceful birds and would not be a danger to the public unless provoked,

unshots rang out in the night on March 11 in Huntington Station. The bullets from the gun of someone fleeing a traffic stop struck Suffolk Police Officer Mark Collins in the neck and hip, triggering an immediate reaction in a team of medical and emergency personnel with one goal: Do whatever can be done to keep Collins alive. Seeing the injuries to Collins’

neck, the medics at the scene directed the injured officer to the Stony Brook Trauma Center, where the Code T Team — the highest level activated — was called in. Several medical professionals prepared for his arrival, including a board-certified general surgeon and an anesthesiologist, in case the officer needed emergency surgery. The center also held open an operating room and a CT scanner and had several other medical professionals, including a radiology technician, at the ready. “We bring all the necessary resources to handle any array of injuries,” said Dr. James Vosswinkel, chief of Division of Trauma, Emergency Surgery and Surgical Critical Care at Stony Brook Medicine. A gunshot wound to the neck “doesn’t sound good,” said Vosswinkel, who was home in East Setauket before the incident. When Collins came in, “we mobilized all the appropriate services.” The prospect of such a serious injury raised concerns for their

incoming patient. Any time there is a Code T alert, “your blood pressure goes up a little bit,” Vosswinkel said. Still, he and the other members of the medical crew were prepared to follow a system that uses a “standard algorithmic approach” for injured patients, “where we have people come in and everybody knows their role.” The medical staff relies on a set of instructions that involve multiple people whose responsibilities range from stabilizing the patient to identifying injuries. How does a surgeon who might be required to spend hours with a patient at any given time — and often late in the night, as was the case with this officer — prepare for the moment when he might ask his or her body and mind to focus on something unexpected? Vosswinkel’s response, like those of the police who deal with emergency situations in our communities, was simple: training. Four years of medical school, five years of general surgery and then

a few years of additional trauma training helped him prepare emotionally and physically. The doctors also “try to keep ourselves in good shape with a healthy lifestyle and the necessary rest,” which gives them emotional and physical control. “You’re prepared when you’re on call,” he said. “The first priority” in an emergency is to “get a good enough team and good enough number of people together so you can handle the rigors that may be required.” Vosswinkel said he does what many people who confront a high-stress situation do: He takes a slow deep breath, moves a step back and does whatever he can to remain focused and logical. “Practicing in a hospital like this allows you to keep focus and keep your emotions in control,” he said. Collins in a wheelchair as other officers saluted their wounded colleague, Vosswinkel brought Collins out of the hospital. Vosswinkel said he and the staff were inspired by Collins’ dedication as a police officer and his contribution to the community. “How could you not be inspired by someone like him?” Vosswinkel asked. “These guys are out there making it safe so something bad doesn’t happen to us.” And, when something bad happens to them, the trauma unit stands ready. everal joyous events are coming together for us at Times Beacon Record Newspapers. One is the 39th anniversary of the founding of our media group, which began with the first issue of The Village Times on April 8, 1976. While we had little doubt that we would be successful, such being the perception of total ignorance, we look back at the intervening years with astonishment and humility. We are astonished by all that has transpired in the communications in-

dustry during that time, from the advent of typesetting and desktop computers to the soon-to-be released Dick Tracy watch from Apple. And we are deeply grateful for our endurance, the result of a selfless and totally committed staff and a trusting and supportive readership and advertising base. We are incredibly appreciative that we have with us staff who have been with the company for so many of those years, and subscribers and advertisers who still think we are worth the cost. And we highly value those who have joined us most recently, for they keep us on the cutting edge. In creating The Village Times, in effect we created a microscopic world within our office in which talented staffers worked as a team to publish a hometown newspaper each week. Everyone learned to fill almost every position because we never knew who would be called away without finishing the allotted work. Why would that happen? Because we were mainly a group of mothers with young children, and I can say in all truthfulness that we invented

the concept of job sharing. As a result of so much teamwork, we tightly bonded then, even as we have continued the tradition of helping each other every day. Those bonds are much in evidence whenever former staffers, now highly successful perhaps in larger communications corporations, stop by to say “hello” and catch up on the latest. For we know of each others’ families, challenges and successes over the years and we delight in staying in touch. As we built and grew newspapers, we also worked diligently to build and grow community. That is, after all, the consequence of a community newspaper that exists to share the problems and triumphs of the latest news, The net effect is to encourage bonding among residents for the common good and for pride of place. Where there is a strong sense of community, everyone benefits, from school districts and local governments to commercial, cultural and athletic efforts. This weekend, we will celebrate the 39th annual party

Coming off a 2012-13 season where the team made it to the Class B Long Island championship, and a 2013-14 season where the Panthers made it to the Suffolk County Class B finals, the Miller Place boys’ lacrosse team is looking to continue its string of successes. “Last season was a good experience for us,” Miller Place head coach Keith Lizzi said. “We had a lot of eyes on us and had to deal with some different pressures that we never really had to deal with before, and going back to a championship game like we did showed the endurance of these kids.” The boys went 11-3 in Division II and 13-6 overall, and despite graduating 14 seniors last year, Lizzi said this season he has one of his biggest rosters. “We’re carrying 35 guys and we bring back a lot,” the coach said, despite losing two Division I defensemen who are both starting on their current college teams as freshmen. “I think our strength right now
