Nearly six months after a Miller Place woman was killed in a hit-and-run crash on North Country Road, police have made an arrest. Christopher Campbell, 35, of Sound Beach, was arrested on Tuesday after a grand jury indicted him for leaving the scene of a fatal accident, following an investigation by the Suffolk County Police Department’s Vehicular Crime Unit, county District Attorney Tom Spota said. Campbell allegedly drove the vehicle that struck 40-year-old Tracy Mangino, who was walking on North Country Road, east of Block Island Drive, on Oct. 18. Mangino died of her injuries

Police search for Rocky Point bank robber Suffolk County Police Department’s Pattern Crime Unit detectives are asking for the public’s help in finding a man who robbed a Rocky Point bank on Tuesday morning. The suspect, described as a white man, 30-40 years old and approximately 6 feet tall, was wearing a black coat when he entered the Capital One bank on Route 25A in Rocky Point shortly after 9 a.m. and gave the teller a note that demanded money, according to police. The unknown robber then fled on foot with an unknown amount of cash. Police ask that anyone with information call Crime Stoppers at 1-800220-TiPS.

Brookhaven highway gets extra state funds By Julianne CuBa

Following another devastating winter on Long Island, Brookhaven Town is receiving a little boost from the New York State Department of Transportation’s Extreme Winter Recovery fund for the year 2015-16, Highway Superintendent Dan Losquadro (R) has announced. The Highway Department will receive more than $501,000, while last year it received more than $400,000 in recovery funds in order to improve Brookhaven’s infrastructure. Prior to 2014, the town had not received any additional funding recovery funds for road damage. “I want to thank the Long Island delegation for working with me on securing this desperately-needed funding for Brookhaven,” Losquadro said in a press release. “The past two winters have been historically harsh and wreaked havoc on town roadways. The more funding we receive, the more roads we can pave.” In a phone interview, Losquadro said he is continuing to look for other sources of revenue from all levels of government in order to offset the cost to local taxpayers, whether in grants or funding from the federal government. “There’s easily five times the amount of work that needs to be done that I have money for ... maybe even six or seven times,” he said.

Within the next week — hopefully by April 15 — Losquadro said he hopes the resurfacing of the roads will start, weather permitting. Like last year, the work will likely continue right up until November, he said. For the past two years, Losquadro said the town has been able to repair about 60 miles of roadway each year. “I’m hoping to be able to match that, if not surpass that, this year,” he said. “If we’re able to get a little extra money from New York State like we did last year, every dollar we get is another roadway I can do.” Losquadro said “it’s not dollar to dollar,” and if he can get assistance in paying for other projects that the Highway Department would have otherwise had to fund, then he could repurpose that money for roadway paving. He referenced the traffic safety grant, which had been awarded for North Country Road in Miller Place, as an example of money that will now be free to allocate for repaving elsewhere in the town. “That [grant] money will allow us to redo that section of roadway, a lot of the work we would have had to do there will now be covered by that grant,” he said. “That’s an award that’s already been awarded. We are seeking grants on all levels. We are looking for sources from revenue and assistance from everywhere

Congressman Lee Zeldin announced to local teachers, parents and students on Sunday that he is working on a way to reduce state testing, amid a renewed local push against the standardized exams. The Student Testing Improvement and Accountability Act, which Zeldin (R-Shirley) is co-sponsoring, has “strong bipartisan support,” he told the crowd at Comsewogue High School. “This legislation would roll back statemandated testing to pre-No Child Left Behind levels.” The federal No Child Left Behind Act of 2001 required states to create assessments for basic skills in select grade levels. Before the controversial No Child Left Behind, New York State students were tested in both English language arts and math in three different grades, for six total tests. Now students take those exams each year in grades three through eight. The Student Testing Improvement and Accountability Act aims to reduce the number of tests to previous levels — so they would be administered once in grades three to five, once in grades six through nine and once in grades 10 through 12 — based on the belief that it would allow for more curriculum flexibility, giving students more time to learn and helping to nurture their creativity. Gina Rennard, a Comsewogue parent and wife of school board trustee Rick Rennard, has had her children “opt out” of the standardized tests, something many parents have done in opposition to the Common Core Learning Standards and linked state tests. “These tests are developmentally in-

appropriate,” Gina Rennard said. “The grades for these tests come out after the students have already gone onto the next education level, therefore the tests have no bearing on their education plan. So why are we torturing them?” Superintendent Joe Rella hosted the press conference, and said the only goal of testing is “to put public schools out of business and have [charter schools] for profit, because there is nothing about improvement here.” He said he will not stop fighting for change. The gathering came just a couple of weeks after Rella and Comsewogue school board members considered a proposal to refuse to administer state exams unless the state delivered more education aid and reduced the weight of student test scores on teacher and administrator evaluations. But after the idea created buzz in and around the community, the officials nixed the proposal on the advice of legal counsel. TESTING continued on page A9

School districts looking to go green could see more green for it, if proposed state legislation to help school districts pay for alternative energy projects makes its way through Albany. New York State Sen. Carl Marcellino (R-Syosset) has sponsored legislation that would strengthen the state’s support for alternative energy in school districts. Currently, there’s state building aid available for the installation of wind and solar systems, but Marcellino’s legislation allows all types of alternative energy systems to be eligible for building aid. Also, currently, only alternative energy systems that meet an 18-year payback window are eligible for aid, but Marcellino’s proposed law removes that requirement, according to Debbie Peck Kelleher, director of the state Senate Investigations and Government Operations Committee. “It would allow all systems to get the building aid,” Kelleher said. Most districts see an average reimbursement between 70 to 75 percent of the project cost, she said. In an interview last week, Marcellino said school districts turning to alternative energies provide a boon to taxpay-

ers, because of energy savings in utility costs over time. “It’s a win-win all the way around.” Marcellino’s legislation has been referred to the Senate’s education committee, and has support from assemblymen Chad Lupinacci (R-Melville) and Andy Raia (R-East Northport). Long Island school officials have pondered solar panel installations, and some districts have embarked on projects of their own. Last year, Miller Place school district green-lighted a $4.3 million project to install solar panels on the roofs of its four school buildings. The project qualified for $3.7 million in state aid, according to Danny Haffel, the executive director of energy solutions on Long Island of Johnson Controls, a Wisconsin-based technology and energy-savings solutions company that the district worked with. Haffel added that the project would save the district more than $243,000 — close to half of its utility budget — in annual energy costs. Under the contract with Johnson Controls, the district, which would lease the panels for $362,528 a year over 15 years, would be guaranteed those savings, so that in case the savings are not realized through the solar panels, Johnson Controls would foot the bill.

Patchogue-Medford Superintendent Michael Hynes said at the event that the pressure on both students and teachers is far too intense. “If you look at countries whose education systems are performing well, they are doing the opposite of what we’re doing right now,” Hynes said. The crowd roared in agreement. Jennifer Jenkins moved her family to Comsewogue because of the schools,

With this new legislation, combined with what officials have

said is a drop in price for solar panels, going solar is “a question that would be worth reconsidering,” Binger said. In Huntington, school board member Tom DiGiacomo noted that the district’s aging roofs could make solar costly for the district. But it’s still worth considering, he said. “I think that we need to look at renewable energy as a way to saving money for school districts,” he said. “Quite honestly, the state should be empowering the school districts and the taxpayers ultimately to find ways to save money by using [renewable] energy.”

Louise Schmus Louise Marie Schmus, widow of Jack, passed away on March 17 after a brief illness, just months shy of her 100th birthday. She was a longtime resident of Rocky Point, before moving to Ellijay, Ga., in 2014 to be close to family. Louise was very active in community affairs, generous to charities, and enjoyed

traveling, playing cards, dancing, entertaining and cooking Italian feasts for family and friends. Most of all, Louise loved her family, and they will miss her greatly. She is survived by her two sons, Richard (Barbara) and Donald (Carol). In addition, she had four grandchildren, Melissa (Glenn) Foley, Chris (Beth), Lane (Allison) and Lauren; as well as five greatgrandchildren. Per her wishes, cremation was private. Eagle Scouts swarm the North Shore

Late March was a time of great celebration for new Eagle Scouts in some North Shore communities. On March 21, Troop 161 in Shoreham honored five new Eagle Scouts at St. John’s R.C. Church in Wading River: Matthew Epp, Liam Lane, William McCarrick, Seth Mohl, and Sean Scarbrough. One of the major requirements for achieving Eagle status is the comple-

tion of a community service project. Matthew’s Eagle project was to rebuild a stable in the back of the Wading River Congregational Church. He removed the old stable, built a new one and renovated the trail and fence. Liam’s project was to construct a sitting area next to the medical building at Camp-Pa-Qua-Tuck in Center Moriches. William built a fence and planted flowers at Calverton Na-

Sean’s Eagle project was to restore a triptych, clear debris, and add more plantings in the pavilion area at the Shrine of Our Lady of the Island in Eastport. On the same day, Boy Scout Troop 204 in Miller Place held a Court of Honor in Miller Place High School for their newest Eagle Scouts: Anthony Mammina, Kyle Thompson and Nathaniel Gass. Anthony’s Eagle project consisted of making bins for the recycling program at Riverhead High School. The bins have helped the school earn money and are good for the environment. Kyle constructed a bobwhite quail brooding cage for Mount Sinai Elementary School. The project was part of a restoration effort to

grow Long Island’s bobwhite quail population. Nathaniel’s project was the revitalization of the Miller Place-Mount Sinai Historical Society’s corncrib, which was built prior to the 1870s. His work improved the structure aesthetically and preserved it for the future. Councilwoman Jane Bonner (CRocky Point) was in attendance at both ceremonies. “Congratulations to these outstanding young men for achieving the rank of Eagle Scout. It’s quite an accomplishment that they all should be very proud of. I also want to acknowledge their parents whose support and encouragement helped them reach their goals. Boy Scouts are the leaders of tomorrow, and from meeting these … outstanding young men, I can say that we’ll be in good hands,” Bonner said.

Eagles fall in overtime Boys’ Lacrosse

Despite leading 3-0 early and 8-5 at halftime, the Rocky Point boys’ lacrosse team let Elwood-John Glenn battle back to tie the game at 9-9 and force a four-minute overtime period, where the Knights managed to sneak one in past the Eagles to win 10-9. Rocky Point hit the scoreboard first when junior midfielder Tim Yannucci’s shot found the cage off an assist by senior midfielder Alex Borja, and on Rocky Point’s next possession, Borja drove one home from 20 yards out unassisted, to jump out to a 2-0 lead. With the game just over three minutes old, Rocky Point senior attack Brendan Cain fed a cross to freshman attack Jake Wandle, who fired between the pipes to break out to a 3-0 advantage. The Knights responded with four unanswered goals to take their first lead of the game with 5:46 left in the half, but the Eagles didn’t let that lead last for long and swooped into the Knights’ territory with just over four minutes left in the half score two goals to tie, and then take the lead. First, Rocky Point senior attack Christopher Vaden dished one to Yannucci, and senior midfielder Jack Sullivan served one to Wandle, who drove his shot home to retake the lead, 5-4. “We came out hot, we went up 3-0 and then they started coming back — we got to halftime up by three,” Yannucci said. “We

just didn’t come out as good as they did and they ended up with the win.” A minute later, John Glenn shot back to tie the game 5-5, but Wandle and Cain paired up again, this time with Wandle feeding to Cain, who buried his shot to retake the lead, 6-5. With 21 seconds left before the halftime break, the Eagles scored twice more. Cain flipped one out to junior midfielder Anthony DeVito, and five seconds later, Borja’s shot found its mark off another assist by Cain, to take an 8-5 lead into the third quarter. “We led 8-5 at the half, but we let them right back in,” Rocky Point head coach Mike Bowler said. “Mistake after mistake — little things and not converting when we should’ve converted [hurt us].” John Glenn wouldn’t go quietly, and found the scoreboard twice in the third to trail 8-7 to begin the final quarter. Momentum continued to shift the Knights’ way with two more unanswered goals, and the team took a 9-8 lead with just over six minutes left. Vaden said his team wasn’t expecting a zone defense and added a penalty at the end of regulation hurt his Eagles. “We moved the ball well from behind with Jake Wandle quarterbacking,” he said. “And eventually we slipped up and let it get away from us.” From behind the cage, Cain, looking for the cutter, jumped out front like he was going to pass but spun around and air gaited the ball — jumping from behind the goal crease and scoring mid-air by dunking the ball over the crossbar — just inside the pipe. “They came in a lot hotter and they came ready to play in that second half,” Cain said. “We went on a run, but then they took their

run on us and tied the game, so they outplayed us in the second half.” Rocky Point was penalized in the final seconds of regulation and started the first minute of the four-minute overtime period a man down. The Eagles survived the penalty, but the Knights ended up the victors

after scoring a goal with 1:04 left to play. With the loss, Rocky Point dropped to 2-3, the middle of the League III standings. The Eagles looked to break a three-game losing streak when they traveled to Westhampton Beach Wednesday, but results were not available by press time.

OPINION Connections TO ThE EDITOR: Yik Yak may sound like a candy but it’s not. It’s a pernicious new social media app that has transformed college campuses into middle school cafeterias populated by mean boys and girls using demeaning, homophobic, racist and sexually explicit language to spout their anonymous vitriol. Why such meanness? When did free expression become a weapon? The ancient Greeks believed that the purpose of education was to inculcate society’s ideals in its citizens. In college, I was given a historical and global perspective on the world that made me a more thoughtful and altruistic person. As a high school English teacher, I used literature to help my students to explore their own lives. We discussed man’s humanity and connected characters and themes to current events as well as to the past. Isn’t this the intrinsic value of our classic books? To help students understand more about themselves and the world in which they live. To make them better citizens. have we lost that connection? Can we trace the roots of this to our own

schools, or to the fierce competition and stressful test taking that we expose our young adults to every day? When did our teachers, who should be helpful guides, and our fellow students, who should share the journey, become antagonists? When I was a teenager, a tutor told me that a fellow student in her physics class refused to help her understand a problem because it would “screw up the curve.” I was appalled. I would love to assign that bad boy to a study group with the understanding that his grade would reflect the average of the group, not the individual. I fear that the competitive atmosphere of our school systems is poisonous — not creating a better education but rather an atmosphere of nastiness, aggression and bullying. For our students, has the test score become who they are? Empathy, respect and cooperation — these are the qualities we should instill in our students. And, yes, taking responsibility for one’s words and actions, not hiding behind the white sheet or anonymous strokes of our keyboards. Kerri Glynn Setauket

Making schools brighter

From unfunded mandates to grounds maintenance, school districts are burdened with many costs, but high energy bills don’t have to be one of them. State Sen. Carl Marcellino (R-Syosset) recently introduced legislation that would strengthen the state’s support of alternative energy systems in school districts. All types of alternative energy systems — whether solar, wind and/ or geothermal — would be eligible for state building aid. The legislation would also remove a requirement that has the systems meet an 18-year payback window in order to receive aid. These changes make sense, as they’ll empower school districts to go green while also saving taxpayers money. A few school districts on the North Shore have discussed install-

ing solar panels on their building roofs, while two — Miller Place and Three Village — are moving forward with plans to install the panels. In Miller Place, the panels are expected to save the district more than half its utility budget. In Three Village, by the time the project is paid off, the district could be saving hundreds of thousands of dollars. While we encourage other school districts to investigate how alternative energy systems could help their districts reduce costs, we also hope they’ll continue searching for ways to reduce their energy consumption. Replacing an energy source with a clean alternative is a step in the right direction, but it doesn’t do anything to address a greater energy consumption problem that pervades our communities, including in our schools.

Seeking a slogan for Hillary 2016

hat Hillary Clinton needs is a slogan. Now that she’s declared that she is, indeed, running for president, she needs to let the world know what she’s all about. The problem is she’s spent the last quarter of a century in the public eye. How can someone who lost the presidential primary in 2008, whose hus-

band’s peccadilloes provided endless fodder for the latenight TV hosts and whose every move, comment or speech let us know who she is and what she’s all about? I have a few suggestions: • “Campaign Clinton IV”: The first two were about Bill, the third one was a dress rehearsal and the fourth time is the real thing. • “She’s nicer than you think”: That’s not hard to imagine. She doesn’t exactly come across as warm, fuzzy and relatable. She has the opposite public persona of her husband, whose charm and hospitality play so well on TV. • “25 years in the making”: A woman who has written two autobiographies and who was the first lady for eight years may finally make it out of the primaries. • “Long day’s journey into the White House”: Borrowing from Eugene O’Neill, Clinton has gone through many dra-

mas, subplots and struggles on her way to running for the most important job in the land. • “About Time”: Did you see that charming movie with this title with Rachel McAdams? This slogan could suggest it’s about time a woman became president. Then again, maybe if, like the movie, she could travel back in time, she’d change a few things. • “Let the first family back in”: The Democrats seem to love her these days. Why not suggest that she and her biggest fan, largest supporter and No. 1 asset and liability, return to the White House together? • “We’ll be back”: I know Arnold Schwarzenegger is a Republican, but wouldn’t it be cool if he introduced her campaign in his Austrian Terminator accent? (Or, perhaps, borrowing from “Jaws II”: “Just when you thought it was safe to go back to the White House again.”) • “Interns need not apply”: OK, that’s a cheap shot.

• “The ultimate battle of the sexes”: Let’s see who runs the country better, a wife or her husband? We’ve had fathers and sons — the Adamses and the Bushes — and the Roosevelt cousins. How about we try a married couple? • “Time for new revelations”: Every so often, it seems as if there’s a new revelation about the Clintons. Think about how many more revelations from staff members, former cooks and the U.S. Secret Service we might have if the Clintons once again occupy the White House? • “The publishing business needs this”: Book publishing and publishing in general don’t seem to be as profitable as in the past. Bookstores are closing and small publishers are struggling to keep up with the endless space in the Internet. Surely a Clinton campaign and, possibly, a presidency would give new life to an industry that desperately needs a few more blockbuster political

books before it finds the next Charles Dickens? • “It’s time to watch latenight TV again”: “Saturday Night Live” and late-night talk show hosts must be cheering the possibility. They don’t even need to create new characters or find people who can look and act like the Clintons. • “Grandma knows best”: Forget about her role as first lady, senator or secretary of state, who would dare argue with a grandma? Let battle commence but it’s going to be a long, drawn-out affair. There are still 572 days to go, whatever the slogan. ho would have believed it? After the grueling winter we have all lived through, it is spring — finally, certainly, surely, unarguably spring. The relief, the excitement, the miracle of this annual rebirth is here. So I am suggesting that we live in the moment, at least

for a few moments, and plan to enjoy our surroundings. How do we celebrate the season? Here are some of my suggestions. For starters, go outside and breathe deep breaths that won’t freeze your windpipes. Unless you are in the middle of traffic, you can smell the fresh earth. Look up at the limbs of the trees. You might see birds building a nest to receive and shelter their young. Listen to those birds singing. They are bustling with activity as they serenade those who listen. usual cast of characters is also pushing its way into our field of vision: crocus, hyacinths and any number of weeds that aren’t paid to blossom but do so to join the riot of color. The weather this weekend sounds pretty nice, so get out those garden tools, but leave time to wander over to a beach and enjoy the views of calm water and the early distant sailboats. Bring The New York Times or your laptop and have breakfast on the sand Sunday morning. Get on your bike, take a long walk through the ’hood and chat with neighbors you haven’t seen in months. No, they weren’t away for the winter, they were just hibernating in their homes. If you wish, write and tell us what your particular rituals are for welcoming the season.
