Three compete for one seat on Miller Place school board By BarBara Donlon

The Miller Place Board of Education has one seat open, as incumbent Mike Unger decided he would not seek re-election. Three hopefuls, including former trustee Michael Manspeizer, who wasn’t re-elected to his seat last year, and newcomers Tom Brischler and Keith J. Frank, are vying for the position. The election, as well as 2015-16 school year budget vote, will take place on May 19. Unger, a six-year school board veteran, said in an email that he feels the board is in great shape and it’s a good time to hand it off. He reflected on a number of achievements during his tenure with the board, including construction of the administration building, addition of a full-day kindergarten

program, adoption of longterm budgeting practices and naming Marianne Higuera the district’s superintendent. “I thank the residents, my board members and the staff of Miller Place for trusting me with their educational, administrative and financial issues,” Unger wrote. “I have truly enjoyed these last six years and will maintain a high level of interest in all things Miller Place. Go Panthers.” Michael Manspeizer Manspeizer isn’t letting last year’s loss get him down, and the Cisco Systems program manager is running again. “I really want to have a second chance to get a full term and have an impact on the community,” Manspeizer, 55, said. The 10-year Miller Place resident was first elected to the

board to finish a retiring member’s term in spring 2013. He said he is running again because there are a lot of issues that need to be fixed. “We face a lot of issues, a lot of issues that require thoughtful contemplation,” Manspeizer said of his district. With everything going on in the education world, Manspeizer said he hopes to help manage the change by being respectful to students, teachers and the taxpayers. He also wants to see more discussion among board members when

Brischler, 63, said he loved teaching and called it a way of life instead of a job. He feels public education is in jeopardy, which is why he decided to make the run. “I don’t want to see teaching and learning fall apart,” Brischler said. making important decisions. If elected, he would continue to comb through the budget to find better and more efficient ways to spend money; encourage more science, technology, engineering and math — STEM — programs in the district; and work to enhance athletic programs. Rocky Point budget heads to a vote School board adopts $78.7 million spending plan By Erika karp

Come May 19, Rocky Point Union Free School District residents will take to the polls and vote on the district’s proposed 2015-16 school year budget, which would increase the tax levy by about 1.7 percent over the current year — slightly less than administrators previously expected to raise taxes. Since budget talks began earlier this year, district officials estimated the tax levy increase at 1.97 percent. But at an April 22 school board meeting, district Superintendent Michael Ring announced the lower levy increase, after the district received additional state building aid for next year. According to aid projections from New York State, the district is set to receive a total aid package of more than $27 million. The district had a difficult budget process this year, as it faces an increase in special education costs. Between more students being schooled outside of the district and those with high-cost Individualized Education Program plans, the special education budget line will increase by nearly 13 percent. According to a recent budget presentation, with BOCES services and

tuition for outside and private placements, the district is looking at spending more than $7.3 million. Assistant Superintendent Deborah DeLuca said officials tried to keep some special education students in-house but were unable to do so. “Quite honestly, there was no way of grouping them, with their needs and their IEPs, for us to do that here. … We wouldn’t be able to have nice, clean groups and it would be difficult to support,” she said. Ring said creating a more robust special education program at Rocky Point to educate the students makes sense, but supporting it over the years could be a challenge. “If we don’t get people to enroll in our program, what happens?” Ring said. Because of that budget line’s increase, administrators said there would be a decrease in the district’s Striving for Higher Achievement at Rocky Point, known as SHARP, at the elementary level. The district is cutting the after-school program, but summer SHARP would continue and other extra help would still be offered. Ring said that after reviewing the numbers, there wasn’t a strong correla-

tion between placement in the program and a child’s outcome, as students received the services for a brief time — from one hour to no more than four hours a week.

The move will save the district between $150,000 and $170,000, according to Ring. A public hearing on the budget will be held at 7 p.m. on May 5 in the Rocky Point High School auditorium.

Mount Sinai school board adopts $56.7 million budget Full-day kindergarten included in spending plan Over the last four years, only an average of 17 percent of registered voters in the Mount Sinai school district came out to the district’s annual budget and school board election. This year, Superintendent Gordon Brosdal is urging residents to show up to the polls in May. Prior to making his last presentation on the district’s proposed $56.7 million 2015-16 school year budget, which the school board unanimously adopted, Brosdal took a few minutes to remind the larger-than-usual crowd that every vote matters. “If people vote yes or no, that’s their issue, but please come out and vote,” he said at the April 22 school board meeting. “All of you. Encourage your friends, neighbors.” Elected officials, those who decide how much state aid the district gets, will

take notice, according to Brosdal. While the district budgeted for no increase in state aid over the current year, the district received $391,860 more than anticipated. Included in the total $16.4 million aid package is more than $500,000 in kindergarten conversion aid, as the district plans to transition from a half-day to full-day kindergarten program. The possible change has been a topic of discussion for a year, with many parents backing the move, as students require additional classroom time in order to keep up with the Common Core Learning Standards. Last month, the district committed to making the jump and included the full-day program in its budget proposal. At the April 22 meeting, Brosdal said that after he recently saw Miller Place’s newly implemented full-day kindergarten program he was “kind of elated” by

what he witnessed at the school and how much the students were learning. “We are leaving kids behind in our current program,” Brosdal said. But school officials have repeatedly reminded residents that the budget isn’t just about kindergarten; there is still a whole K-12 program that the budget maintains and betters. Under the spending plan, which increases nearly 3.3 percent from the current year, class sizes, class offerings and programs are maintained. In addition, the district will begin following Columbia University’s Teachers College Writing Project, which provides writing curriculum and professional development for teachers in grades kindergarten

through fifth. A resident with an average assessed home value of $3,500 will see an annual tax increase of $156. The slight increase in state aid also helps the district’s three-year outlook, as it won’t have to rely as much on appropriating fund balance year after year. In the past, board President Robert Sweeney pointed to the 2017-18 school year as to when the district’s surplus would be depleted. However, according to current district estimates, the fund balance would remain at nearly 2 percent of the operating budget that year. “We’re now in a position that we can develop our program each year and develop our program positively,” he said.

Bills to protect veteran valor By Rohma aBBas

A roomful of veterans and lawmakers gathered in Northport last week to salute the signing of two Suffolk County bills aimed at protecting veterans and the public against acts of stolen valor. County Executive Steve Bellone (D) signed the legislation, which was spearheaded by Legislator William “Doc” Spencer (D-Centerport), into law. One of the bills makes it illegal for individuals to fraudulently represent themselves as decorated veterans to members of the public in order to solicit donations or obtain money, property or other benefits. The law makes it a misdemeanor punishable by a fine of up to $1,000 and/or one year in prison. The second law imposes stiffer requirements on veteran nonprofit groups that solicit donations in Suffolk County. Such groups will be required to disseminate financial information to the public about how their fundraising dollars are being spent. The laws were born out of a joint effort of many veterans, Spencer said — namely John Cooney, the commander of Northport American Legion Post 694, and Tom Kehoe, a former Northport Village Board member. Both men held Spencer’s “feet to the fire” to get the legislation drafted, particularly after what Cooney described as instances in Huntington Town in which people fraudulently represented themselves as veterans for personal gain. “The needs of our veterans and the desire to give on part of our residents can create vulnerability, as organizations and individuals have sought to take advantage to profit from these circumstances,” Spencer told an audience of veterans at the Northport American Legion. “The two bills that we sign here today will work in conjunction to ensure our charitable dollars go where they should go — to support our veterans.” Other local leaders attended the signing, including Northport Village Police Chief Ric Bruckenthal. The chief lost his son, Nathan Bruckenthal, a U.S. Coast Guardsman, in a terrorist suicide bombing in Iraq 11 years ago last week. “Why are we here today?” Bellone, who is also a veteran, said. “Because the notion that someone would step forward and put themselves out as a veteran of this country in order to raise money to benefit themselves is an absolute disgrace and it is something that we cannot under any circumstances tolerate.” Nonprofit groups seeking to solicit donations on behalf of veterans already had to register with the county’s Veterans Services Agency before doing so, and that process will be enhanced under the new legislation. Those groups now have to submit information on how the funds they raise will benefit veterans, and they need to provide a slew of new documents, including federal and state tax returns and the names of the group’s board of directors. The Office of the Suffolk County Comptroller would work with the Veterans Services Agency to review the information, and the agency would ultimately decide whether to approve or deny an application. Individuals will be barred from fraudulently representing records of military service and must provide proof of veteran status in the form of credentials or identification. The Veterans Services Agency can deny or revoke a group’s registration certificate if it’s deemed that someone from the group violated the federal Stolen Valor Act. “This is a great example of veterans coming together and working with our committed legislators to provide and protect,” Cooney said. “To protect the valor and the integrity of those who have served. And to ensure that funds go to those veterans that legitimately need assistance.”

Christian Tarsia and Allie Dimtchev, students at Laddie A. Decker Sound Beach School, won 1st and 2nd place, respectively, out of 30 entries in the third- to fifth-grade portion of the 4th Annual Young Illustrator’s Challenge. The juried art contest, which featured original artworks from students in kindergarten through eighth grade, from schools across Long Island, aims to teach students art appreciation and encourages students to pursue a career in the visual arts. This year’s competition theme, Outer Space, was the basis for the students’ creations of ceramics, paintings, computer art, sculpture and other forms of expression. Mia Riley, Analynn Bisiani and Lexi Burt also submitted artworks. Student Nick Follo won an award in the sixth- to eighth-grade portion. Everyone who participated received an achievement certificate and art supplies for future projects.

Rocky Point student researchers garner awards As a result of their cutting-edge research projects, several Rocky Point students earned top honors at this year’s Long Island Science and Engineering Fair — the most prestigious competition on Long Island. After earning a bid to compete in round 2 of the high school division, ninth-grader Kyle Markland earned third place in the contest for his project The Effect of Shielding on Cosmic Ray Interference. His project tested to see which material is most effective for shielding a hypothetical space traveler against cosmic rays, a study that concluded that aluminum foil is significantly better at blocking cosmic rays than any other material. Eighth-graders Amber Carangelo, Charlotte Courbois, Grace Fade, Hunter Hess, Paul Leheste, Bryant Liu, Briana O’Conner and Joshua Vogel competed well in the middle school division, surpassing many of the contest’s 177 participants. Jerry Spiliotis, a businessman and entrepreneur who helped the Port Jefferson Country Club rise to the elite status it is today, died on March 18. He was 76. Walter Hurney, a longtime friend of Spiliotis, described the late North Shore native as someone who had a true eye for hospitality. “He was always upbeat and smiling,” he said. “Jerry was always willing to help anyone in any way that he could.” He owned and worked out of various eateries across the North Shore, including the Charcoal House Restaurant and Bar in Setauket, where Hurney said everybody knew his name because of his uppity attitude. He also helped resurrect the Port Jefferson Country Club, where he purposely worked on his golf game solely to relate to his patrons and become closer with the product he was working to deliver. to minimize the damage. The half ended with the Wildcats down 7-2. “I think we had some moments of greatness, but I think there were times where we could have won a few more 50/50 balls and taken some better shots,” Daly said. “Sayville is a great team. They have some really good players and some really good ball movement, so I think defensively we communicated well with each other.” At the start of the second half, Shoreham patiently maintained possession of the ball for more than five straight minutes and finally found the back of the net, to bring the score to 7-3. After another Daly save, Sayville hammered one in net and forced Shoreham to call a time-out. Daly came out of the huddle to make another save, but Sayville squeezed another ball past her to jump out to a 9-3 lead. “I walk into every game with the same attitude, and every single game I just try to play my best,” Daly said. Sayville’s defense continued to pressure, forcing Shoreham outside the crease. Even there, the Wildcats couldn’t find the open looks. Sayville scored another time before Shoreham scored its final goal of the game. Samantha Higgins, who won possession off of several draws for the Wildcats, swiped

It didn’t last for long though — by the time another minute had passed, Sayville had edged ahead, 3-1. Shortly afterward, following a foul call, Shoreham eighth-grader Isabella Meli, a midfielder and attack, fired a shot straight up the middle from 10 yards out to pull her team within one. “I think today wasn’t one of our best games but I think we did good on draw controls,” she said. “I think we need to have a more positive attitude while we’re playing — and less turnovers.” Sayville then scored four straight goals, but it would have been more without Shoreham senior goalkeeper and captain Lauren Daly, who made three big saves

the ball out of the air, took it all the way down the field and passed to Meli in front of the net, who whipped it in for the score. Daly made her final of nine saves on the day, and Sayville scored twice more to end the game at 12-4. Feirstein does not believe the game and its result are indicative of the way her team can play. “I think the negative outweighed the bright spots, but there were some — we had an eighth-grader who scored two goals,” she said of Meli. “I have a lot of confidence in my team; they just need to show it. They need to work together as a team, and they practice it all week long — they just need to

put it together in a 50-minute game.” Daly said to end the regular season strong the team will need to work on winning more ground balls and capitalizing on turnovers, which the girls did against Miller Place. The girls looked to continue the forward momentum when they hosted EastportSouth Manor Wednesday, but results of that game were not available by press time. The Wildcats (6-4 in Division II) will host Comsewogue (8-3) on Friday at 4 p.m. “We have some really great players and we’re a young team, but I think we’re a confident team,” Daly said. ”I think when we play confident and when we play our best, we’re a threat.”

state of New York is at an all-time low and he hopes that by gaining a seat on the board he can fix that. If elected, Brischler said he would work on being a facilitator and making sure teachers’ jobs are manageable, as the Common Core Learning Standards and aligned standardized testing continues. “I would like to see shared decisionmaking come back to Miller Place,” Brischler said. Brischler said is he is against Common Core and teacher evaluations being tied to the state tests. Brischler and his wife, Janine, who is a teacher in the district, have lived in Miller Place for 10 years. He has two grown children.

an effort to continue the great experience his children are having in Miller Place. Brischler, 50, said his children have had a tremendously positive experience in the district and he wants to get on the board to make sure the district continues that. “My goals are to make sure [the] schools continue to run as well as they have with the proper balance to maintain programs for kids,” Frank said. Frank is a partner at the Uniondalebased law firm Forchelli, Curto, Deegan, Schwartz, Mineo & Terrana, LLP, where he practices labor, employment and business law. He said he feels he has a lot to bring to the board with his skill set, especially as he has litigation experience. “I think I bring a good perspective of understanding how a large organization runs,” Frank said. “I try to see both sides of all issues.” Frank has lived in the district for 12 years, with his wife, Kristina, a stay-athome mom.

We should secure our homes and cars when we are not in them. Solar panel prices have decreased over the years.

Out of control

Bright ideas

To The ediTor: Your recent article “State pol aims to boost green energy in schools” (April 16), regarding alternative energy legislation to help school districts fund the use of solar panels, was disturbing. Why should we be looking to lease solar panels when the price of solar panels has decreased by 75 percent in recent years? Solar panels are no long unaffordable. The school districts should buy them outright and reap all the savings in electric charges down the line. To lease the solar panels from [Wisconsin-based technology and energy-savings solutions company] Johnson Controls seems to be an unnecessary expense. it would be giving Johnson Controls too much “control” over our tax dollars. Mary ellen Johnson Port Jefferson Station

To The ediTor: We already think of cities as centers of business, fashion, and the arts. Now, thanks to a nationwide solar energy boom, cities are increasingly becoming centers for clean energy production, and New York City is right at the center of it. A new environment New York research & Policy Center report, Shining Cities, found that New York City ranks 9th in the nation for solar power installations, with enough solar online at the end of last year to power more than 6,300 homes. As centers of population and energy consumption, cities like New York City are taking the logical lead in this solar energy boom. Through creative and forward-thinking policies like New York City’s “Solar empowerment Zones,” cities nationwide are encouraging local lending for solar

projects, facilitating communityowned solar, and making it easier for residents to go solar. And right now, the New York Public Service Commission (PSC) is considering establishing a program, called Community Net Metering, to allow expanded access to clean energy. This could be an innovative program that would empower low-income families, renters and millions of other New Yorkers to choose solar or other renewable energy sources for the first time. With the cost of solar going down and concern about global warming going up, solar power is not only growing rapidly in New York City, but on Long island and across the state as well. heather Leibowitz, director environment New York

Take easy precautions to prevent crime Sun’s out, thieves out. As Long island heats up after a long, cold winter, so does criminal behavior. We’ve been seeing more and more reports of larcenies, burglaries and stolen property as the weather warms up. it may tick up from here into summer, which would be nothing new in the world of crime patterns. But many of these incidents can be avoided if people would just use their heads. That means locking our cars when we’re not in them, and not leaving purses and other valuables inside — and especially not in full view of every passerby. it also means turning the cars off and not leaving the keys inside. one of our reporters once called the police after spotting an idling but empty car in a parking lot, the lights on and the driver’s side door ajar. About five minutes later, a man who may or may not have been the owner got into the car and drove away. Leaving a car running and walking away from it is foolish, whether we are in a parking lot or in front of our own house. Why tempt fate? We should also remember to close the windows in our houses when we aren’t there. This one is tricky because it’s hot outside and there could be a lot of windows open. But we should all be in the habit of doing it just like we are in the habit of locking our front doors, because open windows can make an easy access point for burglars. Sometimes we cannot prevent a criminal from breaking in and stealing something, but we can reduce our risk by securing our belongings as much as possible.

Raising the level of our romantic game

D. None of the above by DaNiel DuNaief

vtimes@tbrnewspapers.com

W

hen you’re meeting deadlines every week, dealing with angry clients, when traffic takes forever for an important meeting or when body parts that all worked together for all those years now seem to be pulling in opposite directions, it’s easy to let the whole notion of romance slip. Sure, we have Mother’s Day,

Father’s Day, birthdays and Valentine’s Day — well, you have Valentine’s Day. I’m not a big fan of mass, romantic gestures on cue that support the card and flower industries, when we can make our boyfriends, girlfriends, husbands or wives feel special. But, much of the time, especially when we’ve got kids who have mastered the art of playing on our last nerve with the kinds of conversations that are soaked in sarcasm and disrespect, we might find it a tad challenging to find the time, energy and resources to raise the level of our romantic game. And yet, one day our children, who just yesterday seemed to have absolutely no use for the opposite sex, have made that remarkable transition from whispering to each other about who they like to mustering the courage to speak to that person. Recently, our daughter and her friends have been pulled

into the whirlwind of an eighthgrade formal. The communication network is extraordinarily efficient and reliable. Everyone, it seems, knows who is asking everyone else. It’s too bad they can’t add some algebra to the messages they’re all delivering to each other or, perhaps, a few Latin phrases that might be on an AP exam. As an aside, it’s too bad meteorologists, who still seem to be living with egg on their faces from the big blizzard miss of 2015, can’t develop a forecasting model with the same level of middle school accuracy. These kids seem to have taken a page from the birds on suburban streets, who sing loudly through the day, calling to their would-be partners to come share some quality time in their cheery, oak, maple and dogwood trees. One boy interrupted everyone’s lunch in the cafeteria, took a microphone and asked a girl to the formal.

Another suitor, who wanted to go to the dance with a softball player, took softballs and wrote one letter on each ball, to spell out “formal”? And, speaking of sporting equipment, another courageous boy filled a girl’s locker with ping pong balls, which spilled out on the floor when she opened it. In the back of her locker, he’d put a note saying he finally found enough, uh, balls to ask her to the dance. She said “yes.” There have been a few broken hearts and a few near misses, with a girl saying “yes” to someone just as another boy approached her with flowers. Those flowers suffered an unfortunate fate in the hands of the tardy suitor. Learning that a boy she didn’t want to accompany to the dance planned to ask her at an after-school activity, another girl changed her plans and was suddenly missing in action. Fortunately, it seems that, on balance, the anxiety level and

Boys are finding increasingly clever ways to ask the girls to the dance.

frustration is considerably lower than the amusement these classmates have for this process. As the boys are finding increasingly clever ways to ask the girls to the dance, I can’t help wondering if adult women and men find a similar satisfaction with a good romantic comedy or chick flick once in a while. The sound of those birds singing outside our homes may be just as recognizable and pleasant as a part of the courtship dance to men as they are to women — or indeed to the growing children. What is anti-Semitism today and how did it start?

recent editorial in The New York Times decried a blatant act of antiSemitism in Europe. Fans in a major soccer stadium in Holland chanted “Hamas, Hamas, Jews to the gas,” and “Jews burn the best.” The home team, FC Utrecht, subsequently apologized for the outrage that occurred in a game against Ajax Amsterdam on April 5, but just imagine how someone Jewish in the stands might feel in the midst of those shocking outcries. Worse, it was not an isolated incident. Kick It Out, a Brit-

ish watchdog organization, has reported that there were 59 instances of anti-Semitic slurs in the first half of the English Premier League soccer season, with chants of “Yids” and “Kill the Jews” at games. According to the Simon Wiesenthal Center, a human rights organization, there seems to be a new alliance between neo-Nazis and jihadists. After the terrible consequences of anti-Semitism in Europe in the previous century, it is hard to believe such bigotry still exists, much less is alive and flourishing for the rest of the world to witness. What is anti-Semitism today and how did it start? According to columnist David Brooks, there are three strains of anti-Semitism circulating now. The first is in the Middle East, where it feels like “a deranged theoretical system for making sense of a world gone astray,” according to Brooks. Iran’s supreme leader, Ayatollah Ali Khamenei, calls Israel the “sinister, unclean rabid dog of the region,” whose leaders “look like beasts and cannot be called human.” Iran’s President Hassan

Rouhani “reinstated a conference of Holocaust deniers and anti-Semitic conspiracy theorists,” who propagate the usual conspiracist idiocy about Jews drinking the blood of non-Jews and spraying pesticides across arable lands. “This sort of anti-Semitism thrives where there aren’t that many Jews,” according to Brooks. “The Jew is not a person but an idea, a unique carrier of transcendent evil: a pollution, a stain, a dark force responsible for the failures of others, the unconscious shame and primeval urges they feel in themselves, and everything that needs explaining. This is a … flight from reality even in otherwise sophisticated people.” Incredibly it can be a part of the architecture of society and taught repeatedly in some madrassas or schools to children. “It cannot be reasoned away,” said Brooks, “because it doesn’t exist on the level of reason.” “In Europe,” Brooks continued, “anti-Semitism looks like a response to alienation. It’s particularly high where unemployment is rampant. … The plague of violence is fueled by young

Islamic men with no respect and no place to go.” Brooks goes on to say that thousands of Jews a year are fleeing Europe. The echoes of terrors throughout past centuries are nipping at their heels. In the United States, which Brooks pronounced “an astonishingly non-anti-Semitic place,” nonetheless there is rising tide of anti-Semitism, especially on college campuses, with its basis seemingly in Israel’s policies toward Palestinians in Gaza and the West Bank. But why the policies of Israel should reflect on Jews in America any more than policies in Ireland reflected on the Irish in Boston, or the discriminatory and shameful treatment of Japanese Americans interned during World War II should have ensued, is simply bigotry. And anti-Semitism is a particularly virulent form of bigotry whose dark underside is hatred leading to violence and even extinction. History is filled with brutal examples including the pogroms, which preceded the First Crusade in 1096; the expulsion from England in 1290; the persecutions of the Spanish Inquisition and expulsion from Spain in 1492; the

Cossack massacres in Ukraine, 1648-57; the pogroms in Imperial Russia between 1821-1906; the Dreyfus affair in France, 18941906; and the more recent horrors of the 20th century, just for a historical overview. It’s an evil virus that sometimes hides but does not die. Brooks suggested that the best response is confrontation, arousing the “brave and decent people” to take “a page from Gandhi” and stage demonstrations, as laws and governments reign in even the smallest assaults. “Disturb the consciences of the good people. … Confrontational nonviolence is the historically proven method to isolate and delegitimize social evil.” Is that enough? We seem to have conquered or, at least, mitigated the virus causing AIDS. Perhaps against this form of racism, we can together do the same?
