The Setauket Harbor Task Force will host its first Setauket Harbor Day Saturday, Sept. 12, from 11 a.m. to 4 p.m. The free event will be held at the Shore Road dock and beach. It will include live music, food, boat tours of the harbor, kayak and paddleboard demonstrations, marine environmental education and presentations about sea captains and boat builders from bygone eras. Task force members hope the festivities will inspire the community to join them in their efforts to clean and preserve Setauket Harbor, co-founder George Hoffman said. In a phone interview Monday, Hoffman said the group would need volunteers

to help with ongoing water quality monitoring and seasonal beach cleanups. Hoffman also said Harbor Day is intended to increase recognition of how important the

Morgan, like Parrish and the other volunteers, was happy to help the community, saying that making others happy made him happy. DeVivo had a similar response regarding clearing the park’s entranceway. “This is a really well-used park, and
they enjoy the ability to get to their tennis courts, and they enjoy the ability to take nice walks,” DeVivo said. “So it’s good to be able to come out here and help out, and help clean it up and get it back to functionality.” Mayor Delores Parrish also joined the volunteers, later in the day, to help clean and move trees and other debris from the park. According to Richard Parrish, the mayor was bringing a larger vehicle to help transport debris to a landfill.

The 132 first-year students of the Stony Brook University School of Medicine Class of 2019 — the largest ever in the school’s history — officially began their training with the school’s annual White Coat Ceremony. At the Aug. 23 event, the incoming medical students received their first physician-in-training white coats and took the Hippocratic oath for the first time. The Class of 2019 is a talented and diverse group coming from New York State, eight other states, and around the world. Only 7.4 percent of the total 5,255 applicants were accepted. A larger portion of students in this class, compared to previous incoming classes, already have advanced degrees. A total of 23 hold advanced degrees, including one Ph.D., one Doctor of Pharmacy, 18 masters’ and three Masters in Public Health. “Today is a celebratory and symbolic day for all of you. As you receive your first white coats, enjoy the honor and responsibility that comes with wearing the white coat,” said Kenneth Kaushansky, senior vice president of Health Sciences and dean of the School of Medicine. “Medicine is a field unmatched in the range of emotions you will experience. You will be struck by many firsts — your first newborn delivery, your first sharing of a diagnosis of cancer, the first patient you will see cured, and your first patient death. And never forget that your journey will require lifelong learning, as you take part in many advances in the art and the science of medicine in the years to come.” Among the many accomplished members of the Class of 2019 include Tony Wan, the son of Chinese immigrants, who enlisted in the U.S. Marine Corps right after high school. He served two tours in Iraq — where his duties included providing first aid to fellow soldiers. He then left the military and pursued college at CUNY-York College, where he graduated as class valedictorian in 2012. After seeing too many of his fellow Marines with life-changing injuries, he’s motivated toward becoming a neurologist specializing in traumatic brain injuries. Wan said he particularly wants to work to improve the care of veterans. Persis Puello, a mother of two and the oldest incoming student, at 34 years of age, is also part of the 2019 class. She earned advanced degrees from Columbia University, a Master of Science in Applied Physiology and Nutrition; and from Stony Brook, a Master of Science in Physiology and Biophysics. Her career as an athletic trainer and nutritionist inspired her to work toward becoming an orthopedic surgeon and, eventually, a team doctor. She credited support from her husband and her sister for enabling her to raise her two young children, ages 3 and 8, while pursing the challenge of a career in medicine. Nicholas Tsouris, who grew up in Stony Brook and is a former professional lacrosse player, was part of a team of fellow students hailed by Popular Mechanics magazine as “Backyard Geniuses” for their invention of a spoke-less bicycle. After graduating from Yale, he worked on Wall Street while playing major league lacrosse, later deciding to pursue medicine. The school has steadily increased its incoming class size over the past several years in order to address the significant shortage of physicians nationally, as cited by the Association of American Medical Colleges. New to the ceremony this year was the presentation of a stethoscope to each student to accompany with their white coats. The school’s alumni association donated the 132 stethoscopes for the event.

Emma S. Clark catalog system shift saves cash Setauket’s own Emma S. Clark Memorial Library is making strides to save money just in time for budget season. The library announced this week it would be migrating its catalog system to be part of the Partnership of Automated Libraries in Suffolk, which runs library services with 49 other libraries across the county. The shared product, according to library Director Ted Gutmann, should increase efficiency and ease of use for both patrons and library employees while also saving money. “The cost of ongoing maintenance is going to be shared across 50 libraries,” he said. “It makes a lot of sense for us to join this network.” A spokeswoman for the library said patrons will now be able to create their own usernames rather than remembering long library card barcode numbers and will also have the option to pay fines online and receive text alerts. “It will be much faster to borrow items from other Suffolk County libraries,” the spokeswoman said in a statement. “In just one click, the request is automatically put into other libraries, without the patron having to specifically request an interlibrary loan. The item is then delivered to Emma Clark Library for pickup or can be delivered
to other Suffolk libraries as well.” The cost-saving move comes just in time for the Sept. 16 budget vote at the library, which projected a 0.30 percent change in the tax levy from $5,177,684 last year to $5,192,968 this year. The proposed 2016 library budget saw an increase in employee salary expenditures and material and program expenditures, but a slight decline in costs related to mandated benefits, building and operations funding and estimated income. Voting on the 2016 library budget is scheduled for Sept. 16 at the library from 10 a.m. to 9 p.m. in the periodical room. The new system is also more cost effective, both up front and ongoing, the spokeswoman said. The move to PALS should result in an annual 61 percent savings for the library catalog operation costs and will help the library in complying with the New York State tax freeze program. Under the tax freeze program, New York State requires shared services in order to reduce costs and save money — under the tax relief program, if the library complies with the tax cap and shows cost savings through shared resources, qualifying homeowners are reimbursed for increases in their local property taxes on their primary residences. It is also important to note that during this migration, from Sept. 16 to

Nov. 2, patrons will not be able to use the online catalog to request interlibrary loans. They will, however, be able to pick up books themselves at other libraries or they may contact our reference librarians who can place requests on the patron’s behalf. Starting in early
November, when the new system is live online, interlibrary loan requests will resume. The library appreciates the understanding of the community — this small inconvenience while the catalog is under transition will lead to more improved services by November.

Shopaholic stopped A 48-year-old woman from Central Islip was arrested in Setauket-East Setauket on Aug. 26 and charged with petit larceny. Police said the woman took a gift bag, trading cards, KoolAid, board games and a bath rug and fled a Target on Pond Path. She was arrested at 4:11 p.m. Lights out Police arrested a 29-year-old man from Setauket and charged him with first-degree driving while intoxicated. Cops said that on Aug. 26 at 11 a.m., the man was driving a 2003 Jeep SUV westbound on Route 25A in Setauket and was pulled over because his rear taillight was out.

Stick ’em up Suffolk County police arrested a 24-year-old man from Centereach in Setauket-East Setauket and charged him with first-degree robbery, burglary and seventh-degree criminal possession of a controlled substance. Police said that the man displayed a gun and stole cash and lotto tickets from OK Petroleum fuel station on Middle Country Road in Centereach on Aug. 23 at 2:35 a.m. Before that, he entered the bathroom of another gas station, BP fuel, using burglar’s tools, but he didn’t take anything. He was arrested on Aug. 27 at 3:43 p.m. when he was stopped at the parking lot in Home Depot on Pond Path in South Setauket, where cops found him with prescription drugs without a prescription.

The person told police that someone made two Internet purchases and an ATM withdrawal from the individual’s account between 8:50 and 9:01 a.m. on Aug. 25. Wallet woes A woman told police that someone removed cash from her wallet in her purse while at the Three Village Inn on Main Street in Stony Brook. Cops said the incident occurred sometime between 4:50 p.m. on Aug. 28 and noon on Aug. 29. There have been no arrests. Shoot! Someone took two camera lenses, a Nikon camera and assorted gift cards from a 2014 Acura MDX on Blinker Light Road in Stony Brook between 6 p.m. on Aug. 26 and 10 a.m. on Aug. 27. There have been no arrests. Phone, change stolen Someone entered an unlocked Honda on Driftwood Lane in Setauket-East Setauket and took a Verizon cell phone and change. Nineteen more mosquitoes and two birds have tested positive for West Nile virus in various neighborhoods across Suffolk County, Health Commissioner Dr. James L. Tomarken announced on Monday. The mosquito samples, collected from Aug. 17 to 19, hailed from Lindenhurst, West Babylon, Northport, Huntington Station, South Huntington, Greenlawn, Commack, Nesconset, Smithtown, Saltaire on Fire Island, Port Jefferson, Farmingville, Holtsville, Yaphank, Southold and East Hampton. Two blue jays collected on Aug. 24 and 25 from Smithtown also tested positive for the virus. “The confirmation of West Nile virus in mosquito samples or birds indicates the presence of West Nile virus in the area,” Tomarken said. “While there is no cause for alarm, we urge residents to cooperate with us in our efforts to reduce the exposure to the virus, which can be debilitating to humans.” To date, this year Suffolk’s total West Nile count comes to 99 mosquitoes and seven birds. No humans or horses have tested positive for the vi-
rus in Suffolk this year. First detected in bird and mosquito samples in Suffolk in 1999 and again each year thereafter, the virus is transmitted to humans by the bite of an infected mosquito. “The breed of mosquito, known as Culex pipiens-restuans, lay their eggs in fresh-water-filled containers, so dumping rainwater that collects in containers around your house is important,” Tomarken said. Residents should try to eliminate stagnant water where mosquitoes breed, in order to reduce the mosquito population around homes. That includes disposing of tin cans, plastic containers, ceramic pots or similar water-holding containers; removing discarded tires; cleaning clogged gutters; turning over plastic wading pools and wheelbarrows when they’re not being used; changing the water in birdbaths; and draining water from pool covers. Most people infected with West Nile will experience mild or no symptoms, but some can develop severe symptoms, including high fever, headache, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness, vision loss, numbness and paralysis. The

symptoms may last several weeks, and neurological effects may be permanent. Individuals, especially those 50 years of age or older or those with compromised immune systems, who are most at risk, are urged to take precautions to avoid being bitten by mosquitoes. Residents are advised to avoid mosquito bites by minimizing outdoor activities between dusk and dawn; wearing shoes and socks, long pants and long-sleeved shirts when outdoors for long periods of time or when mosquitoes are more active; using mosquito repellent when outdoors, following label
directions carefully; and making sure all windows and doors have screens and that all screens are in good condition. To report dead birds, call the West Nile virus hotline in Suffolk County at 631-787-2200 from 9 a.m. to 4 p.m., Monday through Friday. Residents are encouraged to take a photograph of any bird in question. To report mosquito problems or stagnant pools of water, call the Department of Public Works’ Vector Control Division at 631-852-4270. Town proposes law to better track illegal rentals Bill would limit cars allowed per bedroom By GiSEllE BaRklEy
It’s a battle between the town and landlords as officials and concerned homeowners keep trying to combat illegal housing. A proposed Brookhaven Town law aims to prevent overcrowding in rental homes by limiting the number of allowed tenants to four unrelated people — half as many as currently permitted — and restricting the number of permitted vehicles at a rental house to one car per legal bedroom plus one additional car. At a four-bedroom rental house, that translates to five allowed vehicles. The proposal is the most recent in a string of initiatives to prevent illegal house rentals, including a measure that outlawed paving over front yards to make additional space to park cars. “That’s how bad it was,” Supervisor Ed Romaine (R) said during last week’s Brookhaven Town Board meeting. The housing issue came to the forefront a few years ago with the help of Bruce Sander, the presi-
dent of Stony Brook Concerned Homeowners. In Three Village and neighboring areas like Port Jefferson and Middle Country, residents have spoken against illegal and often overcrowded rental homes that are filled with Stony Brook University students, citing quality of life issues such as noise and overflowing trash. Romaine said the rules detailed in the proposed law would make it easier for the town to identify rental homes that house more people than legally allowed. “There are a number of people who have taken over foreclosed houses for sale with four bedrooms,” Romaine said. “They’ve carved it up and put around eight to 10 students in them.” Sander said students aren’t the issue — landlords are. “The law department and town investigators are on top of this all the time because the landlord never obeys the laws,” Sander said in an interview, referring to landlords who rent houses to more tenants than legally allowed. “It’s just the nature of the

beast; it’s just what they do.” Sander helped found Stony Brook Concerned Homeowners around three years ago, after he moved to Stony Brook and identified two illegal boarding houses across the street from him. As the boarding houses became disruptive, residents in the area became concerned. “I saw the value of my house and the value of my property just go down the tank.”
Tracking the number of people living in one rental home has been difficult for the town, but officials hope counting cars will make the process easier. The town’s overall goal is to provide legal housing for students without disrupting their neighbors. “Stony Brook is a middle to upper-middle income,” Romaine said. “People moving in with their kids expect a certain quality of life.”
One member of the concerned homeowners group said at the town board meeting that he would like the town to focus on property upkeep as well. “We’d like [the homes] to stay at a level of cleanliness and order that the community has around [the home],” the man said. While rental housing and landlord issues are not as bad as they once were, Sander said there is more to be done. “We still have a lot of work to do; these houses are in disrepair,” Sander said during the board meeting. “Some of these landlords just believe that they’re immune and that our group is going to go away. Well no, we’re growing. We have 1,400 to 1,500 homeowners that are standing strong against these illegal houses.” The public hearing on the latest proposed law is set for Thursday, Oct. 1, at 6:30 p.m. at Town Hall in Farmingville.

Stony Brook University faculty members Carl Safina and Russell Mittermeier have been named nominees for the 2016 Indianapolis Prize, which celebrates “true heroes in the field of animal conservation.” Safina was cited for having “brought ocean conservation into the environmental mainstream by using science, art and literature to inspire a ‘sea ethic.’” Mittermeier was cited as a “visionary leader able to motivate every level of conservationist to support the greater good of many species.” The prize, the most prestigious in the field of animal conservation, is awarded every two years by the Indianapolis Zoo; the winner receives an unrestricted cash award of $250,000.

Frank Melville Memorial Park has rich history by beverly C. Tyler
The intersection of Main Street and Old Field Road in Setauket marks the entrance to the Frank Melville Memorial Park. The horseshoe-shaped park, completed in 1937 includes extensive plantings, a simulated gristmill, a magnificent view of Conscience Bay and the cottage of the last Setauket miller Everett Hawkins. From the park there is an entrance to the Frank Melville Memorial Foundation Sanctuary grounds with its extensive nature paths. This past month the park and sanctuary suffered a great deal of damage from the storm that devastated a narrow area on the North Shore from Smithtown to Port Jefferson. The park has worked hard to clear debris and bring the park back to its beautiful condition. Please explore the park this month and consider becoming a member of the Friends of the Park. The Setauket Millpond was a center of commerce for the community from the time it was settled in 1655 until early in the 20th century. It is easy to imagine almost any time in Setauket history while in the park. Looking out over the milldam, Conscience Bay reflects the 8,000 years the Native Americans lived here be-
fore the English settlers came to Setauket. The mill tells the story of the farmer grinding grain in the 1700s. The restored barn remembers the horse “Smokey” and speaks of a 19th-century horse and carriage. The stone bridge relates how an immigrant great-grandson came to Setauket and gave it an image of the countryside of rural England and Europe with a park. Just after dawn the Setauket Mill Pond shimmers with morning mist and reflects the early morning sky and the trees that partly surround it. Walking along the path in the Frank Melville Memorial Park, the only sounds, except for the occasional car going by, are the birds in the trees and the ducks in the pond. They contrast with the greens, browns and grays of early morning. The contemplative surroundings start the day with the beauty of God’s creation and give perspective to the rest of the day. This fall it’s all about that bass, and bluefish, too Anglers can rejoice as early September, fall fishing arrives By AngeLo PeLuSo
September marks the beginning of meteorological autumn. It is a time when we bid farewell to summer and embrace the magnificence of the fall migratory run of local game fish. This is a time eagerly awaited by all Long Island anglers, as amassing baitfish and pursuing game fish move into high gear. The stage has been set all around Long Island for the grandest spectacle of the fishing season. Although no place is more representative of this activity than the fabled waters of Montauk Point and the beaches of the South Shore, the open Long Island Sound and the beaches of the North Shore can give anglers a solid opportunity at some terrific fall action. While North Shore fishing may not be as frenzied, concentrated or sustained as it is at the end of Long Island, there is, nonetheless, some fine fishing to be had for those who put in the time and are willing to move about to find fish. A decade or so ago the North Shore of Long Island would boast respectable
spring and early fall runs of striped bass. Conditions related to cyclical weather changes, baitfish movement and the migratory patterns and behaviors of game fish, most notably striped bass, have somewhat altered the landscape of the fall run in the area of the central Long Island Sound. It seems as if the last half dozen years or so have brought stronger spring fishing than prolonged fall runs, especially those runs that occur close to the beaches, whereas the fall run would often last a few weeks. Now, some of the best late-season inshore bass fishing can often be measured in days, not weeks. The exception to this is that whatever bass remain in the area congregate off many of the deep-water drop-offs to bulk up on bait that follows the same path. At this time of year, diamond jigging is king. But all is not lost to the shore-bound angler. One of the keys to scoring bass and big blues from September to the end of the season is mobility. A body in motion should stay in motion until such time as
fish are located. Too many anglers spend too much time remaining stagnant, waiting for the fish. There are many time-tested spots where the probabilities are high that fish will move in as certain phases of the tide or current movement, so spend time fishing those locations. Obviously, these situations vary with the seasons, but time on the water and consistent previous successes are good barometers of future potential. That said, from September until the end of the season, any of the central Long Island beaches from those in and around the Huntington Harbor/Eatons Neck area, out to the beaches of the North Fork, can turn on any given day with bass headed east and close to the edges of the surf line. Many of the bass that linger west of Huntington in Nassau County tend to move west and back out into the New York Bight, but those movements are not always easy to predict as they are on the South Shore, where fish move east to west. Bass and some large blues can be seen in the Sound moving both east and west, so who knows how the fish decide to leave the Sound. That movement, though, argues for
the angler to remain in motion and to keep tabs on the whereabouts of fall bait. While not all parts of the Sound enjoy prolific concentrations of bait throughout the season, the cooling down of water temperatures and the shortened hours of daylight in September will stimulate various baits to amass into large rafts. Sand eels, spearing, bay anchovies and white bait like finger mullet will motivate the bass and blues. Most bait will be found along deep-water drops, moving out from the harbors or cruising the surf line. All scenarios present productive fishing opportunities.

Revisiting our idea of quality of life
Long Island is infamous for its numerous layers of government, and sometimes those layers try to legislate too much of our lives. An underlying misconception about what truly affects “quality of life” is forcing our elected officials to pitch laws that are more knee-jerk reactions and overregulation than appropriate responses. We are seeing it in several North Shore communities, like in Brookhaven Town this week. As part of the town’s fight against overcrowded and illegal rental houses — many of them inhabited by students in the neighborhoods around Stony Brook University — officials want to limit the number of allowed vehicles per bedroom in a house, to help them track the number of people living in a home. But elected leaders are reacting based upon unrealistic expectations of what “quality of life” should mean to the average Long Islander. Telling a homeowner how many vehicles they can have, based on the number of bedrooms in a home, is drawing a dangerous line in the sand. What would that do to the basic Brookhaven nuclear family with four older kids, sharing two bedrooms? What would that do to the average car collector? Let’s also not forget about a different — but relevant — issue on Long Island: It’s difficult to even get around out here without a vehicle because of shoddy public transportation. And now we are going to limit the number of cars a family home can possess? There are already provisions in place to penalize irresponsible neighbors who make too much noise, don’t properly dispose of trash or park on lawns — true quality of life issues. Cracking down on vehicle ownership is beyond the pale, especially if everyone is parked legally. If we cannot use existing provisions to track or police rentals, perhaps they are not enough of a nuisance for us to get involved. Neighborhoods change. People build. People leave. New people with new personalities come in. These things happen, and it isn’t the job of our county or town officials to make regulations in an attempt to control that.

As acting [New York State] Supreme Court Justice, she spent three years presiding over hundreds of guardianship proceedings for incapacitated adults. She is widely respected for her compassionate temperament and calm demeanor under difficult circumstances, as well as her intelligence and broad knowledge of the law. ello, ladies,” the gentleman at the front door said. The blushing and grinning reminded me of middle school, where the athletic star walks into a room and the girls swooned. Except that, in this case, it wasn’t a group of middle school girls, it was their middle-aged mothers.

“Hey, bub,” I wanted to shout, “back here, behind the considerably taller women sits a man.” Of course, I didn’t say that, because I didn’t want to stand out, or even up, for that matter. I had a good seat and was waiting for a key moment to contribute something or to clear out. I was at a do-gooders gathering. That’s not the name of it, because people don’t generally come up with such generic sounding names for a collection of people who want to make a change, to help people, to make a difference in the world. But, really, that’s what they were. Why were they there? Who knows? I didn’t ask them. I suppose it could have been that they all felt a strong calling to contribute. It could have also been that they had friends who would be there that night and they wanted to do their part, alongside their close friends, to effect change. Or maybe it was because they were required to be there,
because their daughters played on a sports team and the parents of the team captains had the responsibility to make sure everyone, and they meant everyone, as email after email said, attended and contributed. After all, for this effort to be successful, they needed 100 percent participation. Lovely, lovely, lovely. But wait; I seem to recall reading this book called The Chocolate War, which kept springing to mind as I was furiously typing details of this meeting to my wife. For instance, I told her that I’d never smelled such a powerful combination of floral scents. The host of this gathering had gone deep into the well of potpourri for a scent that, I’m guessing, carried over the river and through the woods all the way to grandma’s house. I also told her that I was the only man in the room and that there was a plate of cookies in the center of the island that no one touched.

Anyway, in The Chocolate War, by Robert Cormier, Jerry Renault, on an assignment from a group of unofficial student leaders, is told not to sell chocolates as part of a fundraising campaign. When the assignment ends and he’s supposed to decide to accept the chocolates, he continues to refuse. Ultimately, he suffers serious consequences from rebelling against the school and the Vigils, the student thugs who effectively run the school. I’m not suggesting that these delightful women, with their floral-scented kitchens and earnest, sincere, and heartfelt grins and plans are anything like the Vigils. They are working toward a great cause and are encouraging complete participation. But, something feels wrong about the compulsory nature of a good act. cause or effort of each player, or a family-choice activity. I get it, of course. The complete effort of the players and all their families could easily be greater than the sum of the parts of small efforts from each person. Maybe it was because I was the only man in the room, or maybe it was because I am such a fan of The Chocolate War, but I couldn’t help wondering if there was a coercive undercurrent to all this cheerleading.
