If one of TCSG’s graduates educated under a standard program or his/her employer finds that the graduate is deficient in one or more competencies as defined in the standards, the technical college will retrain the employee at no instructional cost to the employee or

MESSAGE FROM THE COMMISSIONER
It is with great pleasure that I present the 2023 Annual Report for the Technical College System of Georgia (TCSG), a year that stands out for its significant achievements and transformative initiatives. Our steadfast dedication to enhancing Georgia’s workforce and educational landscape continues to yield remarkable results.
We take immense pride in Georgia’s ongoing recognition as the #1 state in the nation for business for the 10th consecutive year and for Quick Start’s recognition as the #1 workforce development program in the nation 14 years in a row! These accolades are a testament to our collective efforts in creating an environment conducive to economic success and innovation. A couple of key contributors to this success are the focus on high-demand programs and expanding apprenticeship programs. By broadening these opportunities, TCSG is proactively addressing workforce needs, ensuring our students gain the practical skills and experience that today’s industries require.
In Fall of 2023, TCSG saw a 9% growth in enrollment across the system. This increase underscores the growing trust in and reliance on the quality education provided by our colleges, and it mirrors our commitment to developing a skilled and competitive workforce. Our presidents have done a remarkable job in growing enrollment at their colleges, providing more students with the opportunity to achieve their dreams.
Another pivotal achievement this year was the launch of the WorkSource Georgia Job Portal. This innovative platform serves as a vital link between job seekers and employers, streamlining the employment process and enhancing job outcomes across Georgia.
Adding to these milestones, Governor Kemp’s announcement at the Governor’s Workforce Summit of the Georgia Match direct college admissions initiative marks a significant step forward. This initiative promises to revolutionize the transition from high school to higher education, ensuring direct college access for our high school graduates. It’s a move that aligns perfectly with our mission to cultivate a well-educated, skilled workforce.
All these initiatives collectively are pivotal in growing a skilled workforce, crucial for the continued success and competitiveness of business and industry in Georgia. As we move forward, we remain committed to advancing technical education, workforce development, and thereby driving economic growth.

QUICK START
In FY24, Georgia Quick Start once again was voted the No. 1 workforce training program in the U.S. in Area Development magazine’s annual survey of site location consultants. This respected trade publication has conducted its survey for the past 14 years. Quick Start has ranked No. 1 in all 14 surveys.
Quick Start, Georgia’s top discretionary incentive helping to attract investment and job creation to the state, continued to be in high demand by companies utilizing increasingly sophisticated technologies: chemical processing, plastics and composites, metals and fabrication, and assembly, all being applied to clients in manufacturing, food processing, automotive, aerospace, and distribution.
Most notably, Quick Start is accelerating into a new era, amping up its activity in the booming electric vehicle sector. Quick Start’s team has been working steadily with architects and client companies to design and construct two training centers dedicated to EV manufacturing. At the same time, Quick Start continued to deliver customized training for other “cleantech” industries such as solar modules, metals recycling, and lithium-ion batteries.
Training for many of the Original Equipment Manufacturer (OEM) suppliers and affiliates got underway in FY24, with training for the OEMs themselves to quickly follow. These projects have included training in processes such as seat and other component assembly, and chemical synthesis. Anticipating the extraordinary demand for customized training for the suppliers to the EV OEMs, Quick Start also completed the design for an expansion at the Quick Start Advanced Manufacturing Training Center in Pooler, Georgia. That expansion consists of a standalone building designed and equipped to deliver training for OEM suppliers in the region.

OFFICE OF WORKFORCE DEVELOPMENT
The Technical College System of Georgia’s Office of Workforce Development (OWD) is the administrator of WorkSource Georgia, the state’s employment and training system, working to connect talent with opportunity. Funded through a variety of federal resources, as well as state funds, WorkSource Georgia serves as the State Workforce Agency.
In this role, WorkSource Georgia operates the State’s Labor Exchange System, the WorkSource Georgia portal, facilitating direct connections between employers and jobseekers. Staff in 35 locations around the state provide referrals and case management services to individuals, and offer resume writing and interview skills workshops, and one-to-one support in obtaining employment. Employers can also access a variety of services including posting jobs, receiving applicant referrals, and assistance with recruitment and hiring events.
The Technical College System of Georgia’s Office of Workforce Development (OWD) is the administrator of WorkSource Georgia, the state’s employment and training system, working to connect talent with opportunity.
WorkSource Georgia is the administrator of WIOA Title I funds, which are distributed to 18 Local Workforce Development Areas. These funds are used at the local level to train individuals with obstacles to employment for jobs in high demand areas that support local economic needs. These funds are also used to support business and industry in need of upskilling incumbent workers to remain competitive and avoid lay-offs or closures.
WorkSource Georgia also manages the state’s registered apprenticeship program, Apprentice Georgia, which is a comprehensive training model that helps employers grow their talent pool through job-related technical instruction with on-the-job learning experiences. Registered Apprenticeship Programs are both industry-recognized and officially certified by the U.S. Department of Labor.
Through a network of programs, training providers (including TCSG colleges), local area workforce providers, state Employment Services staff, and the WorkSource Georgia portal, WorkSource Georgia serves as a comprehensive workforce development system, connecting employers with the talent they need and jobseekers with resources to help them maximize their opportunities.

Albany Technical College (ATC) stands as a vibrant hub in Southwest Georgia for over 60 years and continues to champion technical education. It’s a key player in the Technical College System of Georgia, committed to developing the workforce and community.
In 2023, ATC welcomed 3,935 technical education students, highlighting its appeal across age groups with a variety of flexible learning options, including online courses. The college’s strength is reflected in its excellent licensure pass rates, especially in Nursing and Emergency Medical Technology, emphasizing the high-quality education it provides.
Faculty achievements have brought national attention to ATC, enhancing its stature. Responsive to local industry needs, ATC has introduced relevant innovative programs, supporting the community’s evolving economic landscape.
Investments in infrastructure, like new centers for healthcare education, align with ATC’s goal to address current healthcare challenges. The college’s near-perfect job placement rates are a testament to the effectiveness of its training and its impact on regional employment.
ATC also plays a pivotal role in adult education and local economic development, demonstrated by its adult education program successes and collaborations with businesses for workforce training.

Established in 1958, Athens Technical College (ATC) operates across three campuses situated in Walton, Elbert, and its main campus in Athens. The college is dedicated to offering topnotch educational programs and support services that empower students to achieve more in their educational and career objectives. At Athens Tech, students have access to a diverse range of programs and services designed to equip them with the knowledge and skills necessary to enter and progress in the job market.
With over 190 associate degree, diploma, and technical certificate programs to choose from, students have a plethora of educational pathways available to them. Additionally, the college extends its offerings to include Adult Education, GED preparation, customized training, continuing education, and Dual Enrollment programs for local high schools. It is also a partner with five career academies in the area.
Athens Tech welcomes individuals from over 90 counties in Georgia, more than a dozen states across the United States, and over 10 different countries. Instructors are not only highly qualified with outstanding educational credentials, but also possess substantial real-world experience in their respective fields, ensuring that they remain attuned to the evolving needs of local industries.

With a steadfast commitment to excellence and a rich legacy, Atlanta Technical College (ATC) is a cornerstone of educational opportunities and workforce development at its current location for almost 60 years. In 2019, ATC introduced the Center for Workforce Innovation (CWI), a visionary initiative aimed at enhancing student success, career readiness, and addressing critical workforce needs in Atlanta. This innovative endeavor is the result of a collaborative public-private partnership involving ATC, the City of Atlanta, and the Atlanta Committee for Progress.

Augusta Technical College (ATC) is an award-winning institution of higher education. Since 1961, Augusta Technical College has provided academic programs in high-demand areas such as Allied Health Sciences & Nursing, Business, Public & Professional Services, Cyber, Digital and Engineering Technologies, and Industrial Education for Burke, Columbia, Lincoln, McDuffie, and Richmond counties.
In the past three years, Augusta Tech has undergone a full rebranding, launched a five-year strategic plan, and created six new academic schools, including a School of Health Sciences Campus in Summerville through a partnership with Piedmont Augusta. It became the first higher education institution in Augusta to partner with Amazon, initiated the Augusta Advantage Transfer Program with Augusta University, and founded the Jim Hudson Automotive Innovation Institute.
The college received $45.5 million in state funding for a new advanced manufacturing and engineering technology training center, established a $2.3 million incubator with the Downtown Development Authority of Augusta, received its first milliondollar gift, and named its first academic school after T.R. Reddy. Additionally, Augusta Tech played a key role in the Biden-Harris Administration’s Workforce Hub Augusta Initiative, became a U.S. Economic Development Association Tech Hub, and collaborated with Augusta National Golf Course and First Tee of Augusta to develop the nation’s first golf education corridor in partnership with the City of Augusta.

Central Georgia Technical College (CGTC) operates three campuses and five centers throughout an 11-county service area in middle Georgia. As one of the largest two-year colleges in Georgia, CGTC provides adult education, economic development, and academic programs to serve more than 36,000 individuals annually. CGTC also operates the Georgia Veterans Education Career Transition Resource (VECTR) Center, which provides training and resources to transitioning service members and their families.
CGTC is focused on meeting the needs of the community by offering quality educational services to assure a well-qualified workforce to support a healthy local economy. CGTC is a partner in seven career academies and offers Dual Enrollment courses to high school students across the service area.
The Office of Global Initiatives directs the development and implementation of new educational and training partnership opportunities beyond the border of the United States. Created in 2013, the program follows TCSG’s lead to expand the educational reach of technical colleges beyond Georgia.
Study abroad trips to England, Ireland, and St. Vincent and the Grenadines are available through the office. In addition to for-credit opportunities, the office also hosts students studying from countries as varied as Scotland, Colombia, China, Libya, Vietnam, and Brazil.
To engage in campus activities, CGTC offers multiple student organization opportunities and participates in intercollegiate athletics as a Division I member of the National Junior College Athletic Association (NJCAA).

Chattahoochee Tech began with one building in 1963 with 120 students at the current location in Marietta. Chattahoochee Tech is now one of the largest technical colleges in the state, with nine campus locations serving Bartow, Cherokee, Cobb, Gilmer, Paulding, and Pickens counties. Recent college highlights include the Center for Advanced Manufacturing at the North Metro Campus in Bartow County and the Superior Plumbing Veterans Education Career Transition Resource (VECTR) Center at the Marietta Campus in Cobb County. The new Chattahoochee Tech Aviation Training Academy in Paulding County will prepare students for careers in aviation mechanics and maintenance.

North Georgia Technical College is the first technical college established in Georgia and is proud of its community-rich heritage. Keeping in lockstep with the economic development of the area, the college has evolved through the years. The Clarkesville campus was originally the home of the Georgia Ninth District School of Agriculture and Mechanical Arts founded in 1907, changing to Habersham College from 1938 to 1943, progressing to North Georgia Trade and Vocational School in 1944, and arriving at its current fully-credentialed status as North Georgia Technical College in 2000.

In its over 30-year history, Ogeechee Technical College has risen to become one of Georgia’s premier technical colleges. Ogeechee Tech provides students with a fast-track to a career by offering over 100 degree, diploma, and certificate programs, and continues to boast an impressive job placement rate. Unique programs to the region such as Funeral Service Education and Conservation Law Enforcement provide options within TCSG and more traditional programs ensure the college meets the everyday workforce needs of the local community, as well as regional and statewide needs.
Through continuing education and economic development, the college provides programs for recertification, self-improvement, and advanced training and education. Traditional on-campus classes, hybrid classes, and online classes mean that the college has flexible schedules to assist students in finding just the right fit for them.
Through its robust noncredit industrial systems and robotics programming, the college conducted 122,381 hours of training for local, regional, and national companies in FY23. Ogeechee Tech is a FANUC Authorized Satellite Training (FAST) site, one of only five in the United States, and the only site in the state of Georgia. FANUC America Corporation is the world leader in industrial robotics. The FANUC Robotics lab brings state-of-theart robotics training to Southeast Georgia and offers hundreds of manufacturers in the state and beyond the opportunity to send their industrial systems mechanics to campus to receive their initial robotics training and certifications.

Founded as The Opportunity School in 1929, Savannah Technical College serves Coastal Georgia with quality, market-driven technical education with campus locations in Chatham, Effingham, and Liberty counties and on-site training in Bryan County.
Annually, the college serves thousands of students in both credit and non-credit courses, providing a diverse range of nearly 150 instructional programs. These programs span Aviation Technology, Business and Professional Services, Industrial Technology, and Health Sciences. Additionally, the college offers Adult Education/English as a Second Language classes, industry-focused training, and continuing education opportunities.
Savannah Tech provides world-class education, skills training, and lifelong learning opportunities through delivery of associate degrees, diplomas, technical certificates of credit, non-credit economic development programs, and adult education. The college has the largest enrollment of military-affiliated students in TCSG. The main campus in Savannah is located next door to Hunter Army Airfield and the Liberty County Campus is near Fort Stewart in Hinesville.
Savannah Tech graduates are career ready with training employers want for high-demand jobs. Within one year of graduation, 100% of graduates are working or continuing their education and 92.5% are working in their field of study (AY22).

South Georgia Technical College (SGTC) in Americus is the second oldest technical college in Georgia and is one of only two technical colleges in the state with on-campus housing. South Georgia Tech celebrated its 75th anniversary in 2023. The college offers students the “Complete College Experience” and is a nationally recognized leader on all levels – academics, student activities, and intercollegiate athletics.
South Georgia Tech has been named the Best Community College in Georgia for four consecutive years by two different ranking agencies. SGTC offers over 200 associate degree, diploma, and technical certificates of credit as well as topranked student activities such as SkillsUSA, Phi Beta Lambda, and the National Technical Honor Society. With campuses in Vidalia and Swainsboro, Southeastern Technical College’s (STC) mission is to offer tailored, practical, enriching education to the residents of southeastern Georgia. Southeastern Tech serves the counties of Candler, Emanuel, Jenkins, Johnson, Montgomery, Tattnall, Toombs, and Treutlen by providing an innovative, educational environment for students. STC focuses on building a well-educated, globally competitive workforce for southeastern Georgia. Last year, the college saw an enrollment of over 2,400 students across a range of more than 90 credit programs. These awards certify that STC’s graduates are ready to become immediate contributors in the fields of business, environmental and industrial technologies, health sciences, and human services.
Southeastern Tech remains committed to non-credit programs, as well. Its Continuing Education and Economic Development divisions continue to offer hundreds of classes, seminars, and customized training opportunities for the community at large. Thousands of citizens were served last year through the college’s economic development programs.
The Adult Education program at STC provides students with locations in all eight service delivery area counties where they can receive instruction to improve their literacy and mathematical skills and prepare for their High School Equivalency certification examination. More than 600 students without high school diplomas were enrolled in STC’s Adult Education program last year. Southeastern Tech is the community’s lifeline to a trained workforce and economic growth. It is committed to building stronger communities and a better Georgia.

As one of the most sprawling colleges in Georgia, Southern Regional Technical College (SRTC) serves students across Southwest Georgia in Colquitt, Decatur, Early, Grady, Miller, Mitchell, Seminole, Thomas, Tift, Turner, and Worth counties. The college offers over 150 degree, diploma, and certificate programs on several convenient campuses and online.
The Associate of Science in Nursing (ASN) degree at SRTC is a flagship program, graduating more registered nurses than any other technical college in Georgia. To accommodate demand, the program launches numerous cohorts on multiple campuses every semester. Because of its diverse facility affiliations, SRTC guarantees rich and varied clinical experiences for students. Furthermore, SRTC’s Simulation Coordinator collaborates with high-fidelity patient simulators in state-of-the-art simulation labs on each campus to provide students with hands-on, lifelike learning experiences. Exceptional faculty, generous funding, and clinical partnerships continue to drive the SRTC nursing program’s successes.
Other standout programs at SRTC include an innovative Commercial Truck Driving certificate program, a transfer-friendly Interdisciplinary Studies degree program, a groundbreaking Apprenticeship program, and augmented online courses thanks to new Simulcast classrooms. SRTC is also the home of a remarkably productive adult basic education program, producing an outsized number of the state’s high school equivalency credentials each year. Additionally, SRTC boasts one of Georgia’s largest dual enrollment programs, offering college courses to students at more than 20 area high schools.

With five campuses and three instructional sites, West Georgia Technical College (WGTC) is the powerhouse for workforce development and technical education in West Georgia. WGTC provides a variety of educational options, ranging from associate degrees to diplomas and certificates, and dual enrollment opportunities for high school students. Additionally, WGTC offers specialized training through continuing education and corporate training, as well as adult education services.
WGTC is powered by partnerships and has forged significant business and industry relationships for credit and non-credit training. One example is Delta Airlines, through the Economic Development division, to provide customized training including skills assessments and gap training to Delta Ground Support Equipment employees from all over the U.S., who work behind the scenes to help keep Delta’s ground support operations running smoothly. Other industry partners include Kia Georgia, Hyundai Transys, Nestle Purina, Kimberly-Clark, Trident Seafoods, Ed Miniat LLC, Remington Arms, Duracell, and more. WGTC continues to build on its benchmark partnership with the University of West Georgia (UWG). UWG refers students to WGTC through the West in Thirty program, and five associate degrees at West Georgia Tech fully transfer to UWG. Most recently, the institutions have created Wolf Bound, a joint advising model for those students who seek to transfer to UWG.
The college recently opened a new, high-tech $66M Carroll Campus in Carrollton and the Regional Workforce Training Center (RWTC) in LaGrange. The RWTC is a regional hub offering customized training to help employers quickly and efficiently close the skills gap that many are currently facing.
