Government moves forward with disaster risk reduction BY OLIVIA ROSE THE ECONOMIC impacts of hurricanes Irma and Maria and an upcoming hurricane season that promises to be as active as the last, have led the Government to make procedural changes. The United Nations Development Programme (UNDP) is working with government officials in an effort to enhance resilience in the areas of disaster risk reduction, climate change adaptation and post-disaster recovery. As a result, a Financial Protection Strategy (FPS) that incorporates disaster risk reduction (DRR) and climate change adaptation (CCA) imperatives into public investment projects and programmes will be developed soon for the TCI. Cabinet on Monday, March 26, endorsed a proposal by the UNDP which will see a financial specialist being deployed to the territory to contribute to the overall national recovery process by enhancing the national capacity of TCI Government. According to information extracted from a procurement notice on the UNDP’s website, the economic specialist after he/she is selected via an electronic tendering process, will work specifically with the Ministry of Finance to incorporate DRR and CCA into public investment and planning systems. Additionally, they are expected to assess the Government’s current policy framework for mainstreaming

DRR and CCA in public investment programmes and projects while finding ways to integrate climate change into the present budgetary process. According to the UNDP, the territory’s existing budgeting system offers an opportunity for these climate change mitigation strategies to be implemented. “The consultant is expected to review institutional arrangements for promoting an integration of DRR and CCA policy priorities into budgeting and expenditure management including within and across key ministries and stakeholders. “Focus should be given to proportions of climate and/or disaster funding managed by the state versus non-state sectors (insofar as this can be estimated with available data) as well as estimate the balance between mitigation and adaptation funding. “Assess the extent to which

DRR and CCA has been addressed in key current and pending public investments, including the classification of a risk management portfolio, in collaboration with the Ministry of Finance.” This aspect will examine existing budgetary allocation and actual expenditure in this regard. “The consultant will review the financial management systems for allocating and spending DRR and CCA related expenditures. “This will involve the integration of DRR and CCA objectives within the budgetary process, including as part of budget planning and implementation. “The consultant will undertake trend analysis on both budgeted and actual expenditure as well as examining the balance between recurrent versus the capital budget.” NATIONAL DEFINITION The absence of a national definition on climate change and DRM
expenditure constrains stakeholders in tracking resources allocated for financing climate and DRM actions according to the UNDP. So the consultant will make use of existing and inclusive methodologies such as public expenditure review tools to define climate change and disaster risk management expenditure that is appropriate for the TCI. “The consultant will review and provide recommendations regarding how the integration of climate change and disaster risk management objectives should be addressed within the budgeting process, including as part of budget planning, implementation, expenditure management and financing.” As part of the efforts to train key personnel in charge of mainstreaming DRR and CCA in public investment programmes and projects, the consultant will facilitate a workshop targeting the staff of the Ministry of Finance and associate agencies.
Through the workshop, TCI Government officials will participate in capacity building sessions on the current management framework of TCI government as well as DRR and CCA operation management methodology within the context of basic budget management. Following the September 2017 hurricanes, Premier Sharlene Cartwright Robinson committed to developing key strategies to mitigate the effects of climate change locally. She said: “Climate change is real and we’re not a Government that is going to deny it.” “Our position is: it is real, something is changing something is happening, and while we can’t duck and dodge or ignore it we have to build a resiliency towards it.” Coupled with this, over the last few months, staff of the Ministry of Public Works attended training sessions on climate resilience hosted by the Caribbean Development Bank (CDB) which has its headquarters in Barbados. Climate change refers to a broad range of global phenomena created predominantly by burning fossil fuels, which add heat-trapping gases to the Earth’s atmosphere. These phenomena include the increased temperature trends described by global warming, but also encompass changes such as sea level rise, ice mass loss in Greenland, Antarctica, the Arctic and mountain glaciers worldwide, shifts in plant blooming, and extreme weather events. This global trend has been blamed for intensifying hurricanes and other natural disasters around the world.
Student registration for primary and high schools starts soon PARENTS and guardians can register their children for government primary and high schools from next week. Student registration in Providenciales will take place from Wednesday, April 11, to Friday, May 11. And registration for all other public schools within the territory will be held on July 9 to 13, according to a press release from the Ministry of Education on Thursday (April 5). The following documents are required for entry into public
schools: -One passport sized photo of the prospective student. -Birth certificate of prospective student. -Immunisation/medical certificate of prospective student. -Proof of status in TCI (parents and prospective student). -Passport photo page of parent or guardian and prospective student. -Transcript or transfer letter (if applicable). All of the above documents can be uploaded electronically using
the online system or submitted with the application form to the office. The online application system can be accessed on the TCI Government website at www. gov.tc/ministry-of-educationyouth-sports-and-libraryservices/ Application forms will also be available for a short period at the Department of Education offices in Grand Turk and Providenciales. Oseta Jolly teachers say they are unhappy at sports complex – Call on ministry to speed up repairs at the school BY OLIVIA ROSE TEACHERS from Oseta Jolly Primary School say they are unhappy with the deplorable conditions at Gustarvus Lightbourne Sports Complex, which is currently being occupied by the school on a temporary basis. Almost seven months after the destructive forces of category five hurricane Irma wreaked havoc across the territory, the school in Blue Hills is still in disrepair. While the teachers and students are eager to return, they believe that more needs to be done in the meantime to make the interim facility more conducive for learning. Recent investigations carried out by the Weekly News confirmed that the deteriorating conditions at the sports complex are threatening the health and welfare of the students. Washrooms filled with filth, mould, overhead hanging objects, littered classrooms and broken furniture are just some of the issues affecting staff and students at the facility. Two grade one teachers, who opted to remain anonymous, spoke to the Weekly News and divulged some very unsettling details about the conditions they are subject to. One teacher, who was particularly vocal about the state of the facility,
said that ensuring a healthy and safe environment for the students and teachers should be of paramount concern. She said: “We were placed here and when they placed us here nobody came to say anything to the teachers over here, like this is what you all will be facing for the time being, to say well you are here for just a term or two until the school is repaired; nobody said nothing to us they just put us here and that was that. “So we had to call for a meeting with the minister of education and the department and they came and we spoke about the conditions of the sports complex, and at that time it was hot because the air conditioning system was broken. “It’s humid and filthy, no AC and not conducive for learning. The children are uncomfortable they can’t function in this environment.” On Monday, January 29, as a result of challenges being encountered with the air conditioning system at the Gustarvus Lightbourne Sports Complex, classes were dismissed and fans and other cooling apparatus were placed in the facility to assist in making the environment more comfortable. Although measures were taken to repair the cooling system, the teachers pointed out that the system malfunctions at times which leaves

the makeshift classrooms extremely hot and uncomfortable. She said: “You can hear the other teachers complaining about the situation but it seems as though no one cares.” Turning her attention to the unsanitary restrooms which are reportedly cleaned twice a week, the teacher said: “We only have one cleaner, they said they’re going to hire another cleaner but you can see the floor and the bathroom facilities.
“I don’t even think that the public health department came to spray for mould and mildew and they always say that children’s health and safety comes first and they are not taking these things into consideration. “They put us here and think we are comfortable in this environment. BY DELANA ISLES MINISTER of Home Affairs, Transportation and Communication, Hon Vaden Williams has expressed scepticism that comments attributed to former prison superintendent Steve Barrett are his actual words. In an interview with the Weekly News on Thursday (April 5), the minister said that he has not had the opportunity to ascertain that Barrett had indeed called Her Majesty’s Prison “a real mess”, as reported by several media outlets in the Cayman Islands in late March. But he pointed out that the fact that Barrett would level such a statement at the local institution is “sad”, given that he ran the facility for a number years without any such utterance during his tenure. “First of all I haven’t had the opportunity to ascertain if that is a real statement issued by Mr Barrett. “If it was one that was issued by him it is sad, because he had led the prison for a number of years so he can’t be making that kind of statement after being in charge of the prison. “…If he has made that statement after he himself being in charge of leading the prison, and I don’t know it for a fact…the only thing I can assume is that when you are in a relationship everything is good until you depart.” As reported by the Cayman Compass, Barrett compared his old posting in the TCI very unfavourably against his new location. “The prison in the TCI is so impoverished environmentally to the people that are held there and the people who work there.

Barret should also add that the British authorities should stop applying racism in the prison. Grant, a black man, has acted and acted and acted so many times as superintendent and every time a white man takes the job while Grant gets no pay increase. Seems like he has acted so much it is time for him to get a screen part in Hollywood. Shame on you Britain demonstrating your racism again.

“The [Turks and Caicos] prison is in a real mess,” the former superintendent reportedly said. The veteran prison officer, spent two years running the TCI prison before taking up his new interim post in the Cayman Islands. PRISON REPAIRS In terms of what is on the table for the upgrades to the prison, Minister Williams said that the Government has budgeted money to take care of the damage caused as a result of hurricanes Irma and Maria. The damaged section is one of three wings in the prison, and was burned and rendered uninhabitable during Irma’s passage in the TCI.
“We are budgeting to renovate that yellow wing which during the hurricane was burned down... and in future there are plans to redevelop the whole complex which needs a whole facelift. “It was built for a capacity of about 96, and we are up running over more than a hundred. So, we definitely have plans in place for the prison,” the minister said. Williams said that there are a number of other repairs to be carried out to the prison that will be disclosed in due time. He mentioned that the superintendent’s office will be repaired and some of the other offices are in need of upgrade.
Did he recommend and implement programmes? Why didn’t he leave as soon as he landed and didn’t like the prison environment? You see, these foreign people come to the TCI to benefit themselves not the people. They use the country and people as their stepping stones. Now he has left, he doesn’t have anything good to say? I see that as a bad reflection on him that he couldn’t make one positive change! He’s obviously not a good administrator, planner or organiser. Please forward my remarks to him. Mr Barret knows well that fisherman do not call his catch stink, if he wants to sell it. Only this time he is bringing repute to the FCO who oversees these very same protectorates that he is now undermining; and in good heart Cayman should never make him permanent in no fashion. work has started as yet and I don’t even know if the tender has gone out as yet. “We don’t know nothing because even when they communicate with our principal the information isn’t filtered down as it should be. “I feel as educators we’re not appreciated, because nobody comes to say anything to us we have to ask. Nobody don’t check for education that is a fact. “Look at where this facility is located in the heart of the Downtown traffic. There’s supposed to be a traffic monitor to ensure these children cross the road safely, nothing like that, they just dump us here,” the frustrated teacher said. SAFETY CONCERNS The Gustarvus Lightbourne Sports Complex is located in the bustling Downtown area of Providenciales. The facility, which is not gated or fenced, poses a threat to the safety of students who are often seen playing on the roadways during lunch breaks and after school. “Everything is just loose. Sometimes we have to stay here until 4.30pm sometimes 5pm waiting for parents to come and pick up their kids because of where its located. We don’t go away until they all go home. “Yes in spite of all of that they want us to come inside here and they want us to teach. “That’s all they’re concerned about - teach educate the people’s children, they’re not worried about how we feel, how it’s affecting us, how it’s affecting the kids they just want the job done.” The most resounding sentiment was that teachers are doing too much to be paid as little as they make. The irate teachers said although they are dedicated to educating the minds of the nation’s future leaders, their jobs could be made a lot easier if their concerns are addressed. The Ministry of Education in a press release issued on Thursday (April 5) stated that the drafting of the invitation to tender (ITT) for repair and rebuilding of the school, will be finalised and published by the end of April. Coupled with this, the Minister of Education, Hon Karen Malcolm conducted a work assessment tour on Thursday of Long Bay High School, Enid Capron Primary School and
Clement Howell High School in Providenciales to evaluate the repair works which have already begun. The tour is being undertaken to ensure that the works will be completed on time and are consistent with the specifications of the ministry. According to the statement, work is currently taking place on the block that houses the computer room, kitchen and sickbay at Enid Capron Primary School. However, phase two of the work for the school will commence once the 2018-2019 budget is passed. “The repair work at the Clement Howell High School commenced before the storm, however, the school sustained extensive damages during the passage of hurricane Irma.” Meanwhile phase three of Long Bay High School is progressing on schedule and the work is expected to be completed in July 2018, the statement read. It added that the Government, in its commitment to rebuilding schools, has approved a supplementary budget of more than $8 million. “To date, invitations to tender have been published for the Iris Stubbs Primary and the Marjorie Basden High School and contracts have since been awarded and works are to commence as early as May 2018. “The drafting of the ITT for repair and rebuilding of the TCI Community College and the HJ Robinson High will also be finalised and published by the end of April.” Funding for the repair and rebuilding of the Ianthe Pratt Primary School, Eliza Simons Primary School, C Hubert James Primary School, Mary Robinson Primary School, Adelaide Oemler Primary School and additional work at Enid Capron Primary School is allocated in the 2018-2019 budget. Construction work will commence once the budget is passed in the House of Assembly. The ministry also revealed that works on Eliza Simons Primary School will be completed in July 2018. Following the passage of hurricanes Irma and Maria 95 percent of the schools’ infrastructure throughout the Turks and Caicos Islands was affected. As a result, the Government has taken the decision to rebuild stronger, more resilient schools.

Provo airport terminal in need of ‘major upgrades’ BY OLIVIA ROSE FORMER premier Michael Misick has said the terminal at Providenciales International Airport (PLS) should be on par with other developing nations and is in dire need of major upgrades. He expressed his opinions about the facility on the Average Joe Show on PTV on Wednesday, March 21. During the broadcast Misick said: “Over a couple years ago I understand $10 million was spent on expanding the airport. “I don’t see the difference. Clearly the present facilities need to be
upgraded.” In 2014, phase two of a project to upgrade the airport and its facilities was completed. The $10 million works included the expansion of the terminal building and a parking lot, installation of a new flight display system, and expansion of the checkin counter areas, departure lounge and roadways. Phase one of the project concentrated on extending the runway and aircraft parking apron, and was completed in 2011 at a cost

Post Cabinet Gov’t moving ahead with public transportation initiative meeting statement BY DELANA ISLES THE ISSUE of public transportation in the Turks and Caicos Islands has been on the table for several years, with the PDM party making 2016 campaign promises to finally address the issue during their tenure in government. That promise is moving yet another step closer, according to Minister of Home Affairs, Transport and Communications, Vaden Delroy Williams. In an invited interview with the Weekly News on Thursday (April 5), Williams said that the public consultation on the issue carried out last year has been completed and they are now prepared to take it one step further. “We have completed the transportation survey and now we have a paper coming before the next Cabinet to deal with some amendments to the Road Safety Ordinance that will help to guide the way forward and how we are going to implement the public transportation service,” Williams said. He added that the system the Government is looking to put in place will be a bus service, as has been promised previously. “It will be more like a bus service. What we have now is a situation where there is no category for jitneys, so it is just a bunch of illegal cars running up and down the road providing transportation, but it is not licensed for in the ordinance.” He explained: “My intention is to put in place the bus transportation service to alleviate the risk of the jitneys; we all know that they are not

insured, they are not licensed. “It’s a mode of transportation that the general public needs, but it is not secured, so I believe once we put the public transportation into effect they would have to meet all of the qualification such as proper licensing and so on to make sure that the public is not at risk.” The risk the minister refers to is not just one of uninsured vehicles in the event of accidents or injury, or the fact that many of these operators are doing so illegally, there are also ones of potential physical harm to travellers and even drivers. Over the past few years, a number of incidents in jitneys have been reported to police, with the most recent occurring just last week. Police reported this week that a woman was allegedly attacked in a jitney car she was travelling in from the Downtown area, and only
managed to escape abduction by jumping out of the moving car. Last year, a spate of robberies by armed bandits targeted several of these illegal hire cars. In July last year, the governor approved the online public consultation on public transportation, which sought feedback from the general public on the introduction of a public transportation system for the TCI as none currently exists. In April, the Ministry of Home Affairs started a comprehensive review of the Road Safety Department and public transportation authorities which led to the online survey being published. The consultation was the first leg of the transportation overhaul in the territory, and will now be followed by the presentation of the survey to the Cabinet and subsequently to the public at large.

Misick said: “If I had it my way I would build a completely new facility and I believe that instead of spending $10 million on that old facility we should’ve built a new facility probably on the other side where we have a lot more space, where we would have proper parking. “You can have a jet bridge and all of that. We have to get into the 21st century and so in the short term we need to come up with a system where it is not so burdensome to go through immigration. “If a person qualifies, whether they have a required visa or necessary document, there should be a speeding up of the process.” He said that first impressions count and the growth in tourist arrivals into Providenciales often
stretches the current capacity of the airport, especially at peak times on holiday weekends. Minister of Tourism Hon Ralph Higgs at a recent press conference said building a jet bridge at the Providenciales International Airport will be considered if the demand arises. “The demand will dictate when that happens but clearly that is a standard or is becoming a standard across the region so as we move forward and as we seek to modernise our offerings that would be a part of it.” John Smith, chief executive officer of the Turks and Caicos Airports Authority, said plans to modernise the airport were put on pause after the recent hurricanes, however efforts are being made to resume the modernisation project. “We’re moving those plans
ahead to build a new terminal. The existing terminal that was expanded becomes the default to the regional domestic terminal, but the new terminal, what I referred to the premier and the former minister for finance Hon Misick as the all singing all dancing terminal, we’re more than likely a few months behind on that. “And one can understand why we are, because of the hurricane and other things, but both this government and the former government and indeed the board of the airport’s authority promotes and pushes for that, we have to do it.” Every year, more than one million tourists visit the Turks and Caicos Islands with many visitors flying into Providenciales International Airport (PLS).
A NEW primary school in Providenciales, the InterHealth Canada budget and North Caicos banking were all topics of discussion at the latest Cabinet meeting. Governor John Freeman chaired this year’s seventh meeting of the Cabinet on Monday, March 26, at the Hilly Ewing Building in Providenciales. All ministers were present. At this meeting Cabinet: -Advised the governor to approve the draft Rehabilitation of Offenders Order 2018; -Advised the governor to approve the draft Law Revision (Road Traffic (Public Service Vehicles) (Amendment) Regulations) 2015 (Validation) Bill 2018 for forwarding to the House of Assembly for approval. -Endorsed a proposal by the United Nations Development Programme (UNDP) for a programme of posthurricane assistance to enhance resilience in the areas of disaster risk reduction, climate change adaptation and post-disaster recovery. A more detailed report about the programme will be prepared for Cabinet’s consideration. -Approved the composition of the Project Steering Committee to oversee the implementation of the Climate Resilient Coastal Protection and Management Loan Agreement from the Caribbean Development Bank. -Approved the appointments of members to the following boards under the Ministry of Border Control and Employment with effect from April 1, 2018, to March 31, 2019 – Work Permit Board Zone 1; Work Permit Board Zone 2; and the Immigration Appeal Tribunal. -Approved the appointments of members to the following boards and committee under the Ministry of Education with effect from April 1, 2018, to March 31, 2019 - TCI Community College Board of Governors, Higher Education Advisory Board and the Education Advisory Board/Scholarship Committee. -Approved the appointments of members to the following bodies with effect from April 1, 2018, to March 31, 2019 - Prison Visiting Committee, Radio Turks and Caicos Board of Governors. -Advised the governor to approve the appointment of Stephan Correy Forbes as a member of the TCI Tourist Board. -Advised the governor to approve the National Parks (Amendment) Regulations 2018 to enable the inclusion of Half Moon Bay on the list of established navigational channels as per Section 3(7) of the National Parks Regulations. -Approved on a conditional basis with amendments Planning Application PA 196 submitted by Caicos Holdings for the emergency dredging of the channel between

Bottle Creek man robs old customs building and primary school ON WEDNESDAY (April 4) police in North Caicos arrested and formally charged a Bottle Creek man for burglary and malicious damage to property. The arrest was made following reports of two burglaries that on occurred on Tuesday (April 3). The old customs building was burgled and stolen was one HP laptop computer. The other burglary occurred at the Adelaide Oemler Primary School tuck shop. Missing from the school are a number of food items, such as eggs, apples, cereals, cream and bread. The man is currently in police custody.
Woman thwarts jitney abduction by jumping out Police in Providenciales are investigating an attempted kidnapping that took place on Tuesday (April 3). Police said that a 34-year-old woman reported to the 911 centre that she jumped out of a moving jitney after an attack and attempted kidnapping. The complainant reported that she flagged down the vehicle from the Downtown area to take her to her destination, but on the way she was attacked by the driver. The reason for the attack or how the incident transpired have not been disclosed. The vehicle, a white Nissan car, was driven by a slim built male with brown complexion. Police are currently looking for the alleged attacker and would be kidnapper.
Police ‘stop and search’ yields drugs Police in Grand Turk arrested and charged a 20-year-old man on Sunday (April 1) for the offence of possession of controlled drugs, following a stop and search. The man was placed on $1,500 bail, and will appear in the Magistrates’ Court on Friday, April 6, to answer to the charge.
Teen charged with buggery An 18-year-old man has been charged with buggery by police. On Sunday (April 1) police formally charged the youth with five counts of buggery, in relation to a police report made on March 5. The accused is in police custody awaiting a court date.

Missing were a black 60 inch flat screen television valued at $1,000, a black flat screen Sankey television valued at $1,000, a black Plum cellular phone worth $40, an internet box value unknown, a quantity of alcohol that included 19 bottles of mixed wines, three cases of mixed beers, and nine bottles of mixed liquor to the value of $500.
Provo school robbed of snacks and documents Police in Providenciales are investigating a burglary that occurred at the Champions for Christ School on Sunday (April 1). Missing, according to the complainant, was one grey container containing snacks valued at $300 along with cellular phones and other important documents.
Provo homes robbed Police are investigating a burglary that occurred on the Lower Bight Road in Providenciales. The incident was reported to police on March 23, at about 11.03pm. According to reports, missing was a small grey pouch containing $200 and a grey Canon camera valued at $200. Investigations are also ongoing into a burglary that took place at a home on South Dock Road. According to reports, the homeowner secured her home and upon return on March 23 a quantity of plywood and two by four boards were missing.
Bottle Creek clinic robbed of washing machine Police in North Caicos are investigating a burglary of the Bottle Creek Government Clinic. The incident was reported to police at 2.30pm on Monday, March 26. Discovered missing is a fairly new washing machine valued at $800 and a stack of shelves, value unknown.
Couple charged with illegal gun and ammo possession A MAN and woman were on April 4 arrested for the illegal possession of a firearm and ammunition in Providenciales. The arrests were made following an intelligence-driven operation by the Royal Turks and Caicos Islands Tactical Unit. During a search carried out by officers on a Millennium Highway home, one firearm and several rounds of ammunition were found. Inside of a vehicle that was parked at the home police also found a bag that contained one spent shell. A 25-year-old man and a 21-year-old woman were arrested. Both are expected to be charged with the offences and taken before the local court soon. They are currently still in police custody.

Man discovered dead in his apartment POLICE are investigating the circumstances surrounding the death of man in Providenciales. The man was found dead in his apartment shortly after 11am on Thursday (April 5). Police said that it is unclear how long the body was in the apartment
before being discovered. “Please be advised that the circumstances surrounding the death of the man are unknown and further details will not be given at this time, as investigations are in the preliminary stages,” a police report stated.

Illegal immigrant and man who harboured him jailed TWENTY-two-year-old Papito Azmika has been sentenced to serve nine months in prison for entering the Turks and Caicos Islands illegally in January. Azmika appeared before a magistrate this week and pleaded guilty to the offence brought against him by the Immigration Department. Meanwhile, Roneck Philocleste, 39, was charged and sentenced for harbouring Azmika on March 19. He is serving six months in jail on that charge.
Man pleads guilty to illegal entry, jailed Fregenson Joseph has been sentenced to six months in prison for entering the Turks and Caicos Islands illegally. The Haitian national was apprehended and charged by immigration officials for the offence committed sometime during the month of January. The 23-year-old man pleaded guilty to the charge when he appeared in the Magistrates’ Court this past week and was sentenced.
Six months imprisonment for 2002 illegal entry Another man who also entered the territory illegally was also given a six month prison sentence by a magistrate this past week. Convicted is 28-year-old Melien Williams whom immigration officials said entered the TCI sometime in 2002.
Repeat offender jailed for illegal entry Immigration officials have also charged repeat offender Jacquelin Pierre who has previously served time in the local prison for illegally entering the TCI. When Pierre appeared before a magistrate this past week, he was sentenced to 14 months imprisonment for the same offence of illegal entry. Pierre is 50-years-old.
Supreme Court overturns excessive marijuana sentence Supreme Court Judge Robert Shuster has reduced a 25 month sentence for cannabis possession to just ten months. The convicted man is 27-year-old Jamaican national Sonja Campbell. Campbell was sentenced by Chief Magistrate Tayna Lobbon Jackson for possession of three and a half pounds of cannabis. The matter was taken to the Supreme Court on appeal by attorney Oliver Smith who was successful in his arguments to persuade the judge for a lighter sentence.

Recognising the real salesman – PART TWO Dear Editor Like the start up of most businesses, everything starts with an idea. The Ritz Carlton for the TCI started with an idea in 2010 when one of the consultants for the Desarrollos Group was embarking on a plan to expand in the Caribbean. Mr Walter Sean Gardiner made contact with the consultant and was able to convince the group to purchase the land in Grace Bay, Providenciales. The project was originally scheduled to be completed in 2016 after receiving a development agreement from the Government. The Desarrollos Group had planned to build an eight storey JW Marriot brand which would have been the same height as the Seven Stars Resort. However, after the new developers of the West Caicos Project at that time decided not to pursue the Ritz Carlton brand, the Desarrollos Group decided to move away from the JW Marriot brand to Ritz Carlton.
In 2013, under the Hon Rufus Ewing administration, the Government decided they would increase the height from seven storeys to 12 storeys to maximise the use of the land in order to make major resort development more economically viable for investors. After the Government changed its policy, the Desarrollos Group increased its original eight storey plans to 12 storeys. In April 2015, the TCIG signed the revised development agreement with the Desarrollos Group for the 12 storey project. As a result in the change in policy by TCIG, there were a few persons or groups opposing this policy primarily based on environmental reasons. Many people felt that the environment was an excuse and that some opposed it for selfish reasons. As a result of this opposition, the Government and the developers were faced with legal battles in the court for many years. The court ruled in the favour of the opposers stating that there was inadequate consultation on the 12
storeys. The Government appealed the case and sometime later held a town hall meeting in which the majority of people particularly the locals supported the project. The matter was referred back to the court and the judge was satisfied that the Government complied with the consultation aspect and thus provided the Government with the green light to proceed. However, the court required that the Government to commit future developers to perform extensive environmental impact assessment (EIA) followed by consultation. This was the last hurdle for the Ritz Carlton project. In November 2017, under the administration of Hon Sharlene Cartwright Robinson, the EIA public consultation took place. At the town hall meeting, the majority of people supported the findings of EIA consultation. Planning was satisfied and issued a building permit to the developers of the Ritz Carlton project. The official ground breaking for
the 124 hotel rooms and 64 condos was on February 26, 2018. I end by thanking and crediting Mr Walter Gardiner, a son of the soil, for his tremendous part he played in this project by not only convincing the developers to invest in the TCI while the country was going through a challenging time economically and politically (we were governed by the interim government) but by also encouraging the developers to remain committed to the project despite several years of delays and legal setbacks. Walter Sean Gardiner, you were truly proactive and therefore, as a local, deserves the most credit for the Ritz Carlton project.
In conclusion, one of the reasons we have not been able to get the other islands developed is because we have not been proactive in getting investors (local or international) to those islands. Yes, the stamp duty is lower which is an incentive, but we need to take the islands to potential developers rather than just hoping and waiting for something to happen. This is what Walter did with the Ritz Carlton project. The ideal thing to do of course is for a group of us to team up and form companies and develop the islands ourselves. Awkward times WE HAVE reached a time in history which is awkward. In the USA, Donald Trump’s election is now awkward for both US political parties. Republicans are embarrassed by Trump’s ignorant comments coming from his Twitter site and the White House. How could Trump have been elected? Why was Hilary unacceptable in all those districts around the USA that gave Trump a vast electoral vote win? Why are the Democrats now moving to the extreme left of the political centre when the USA countryside voted to the right? Awkward? In the TCI, awkward times started in 2009 as Britain took the reins of government out of the hands of the progressive party. At the time Britain was run by the Labour Party who themselves

are, in a word, progressive. Progressive Meg Munn found no corruption among the TCI’s progressive folks now on trial. Munn, British, USA and TCI political power is now gone from progressive hands. One of the first thing Britain’s Governor Wetherell did was approve the 8,000 page contract between the PNP’s National Health Insurance Plan and Interhealth Canada. Was anything Canadianbased acceptable to Britain? The
progressive Canadian buck is now worth only 70 cents. The TCI’s progressive health plan is deemed an expensive mess and this could affect the Canadian contract. Seven years later the TCI has spent $280 million and our people have died. Died because they were sent away late due to inadequate diagnosis, inadequate clinics, foreign doctors. Millions spent for tiny hospitals and diagnostic equipment. Not up to
the standards of Myrtle Rigby days? In 2009, Wetherell took over the morass of a financial disaster. Representing Britain, Wetherell already faced 2008 hurricanes Hanna and Ike. Wetherell stayed afloat but made one ill informed decision after another. He gave golden handshake retirements to civil servants who were doing good jobs for years. He kept those aligned with the very PNP government he had removed. He assigned these employees to carry out his individual decisions. They never carried out his orders. Had governor Gordon stayed another year or two he would have faced his own mistakes. Meanwhile the independent Special Investigation and Prosecution Team arrested 16 progressives but never looked at the $22 million moved from the National Insurance Board. The bank quickly failed taking the
$22 million and untold millions of the 4,000 depositors and stock holders with it. Now the PDM has been elected to straighten out the Government’s mess from stem to stern. The PDM, which had been dormant for 13 years while the progressives took every opportunity to punish PDMs trying to survive with undercapitalised private businesses. The TCI has been in an awkward position since 2009. Since 2012 the TCI faces Rufus’ high taxes levied to pay for the mess. Two remaining progressives hold a press conference. Not in their headquarters or a tent, but in the bare bone remains of their realty company. No companions, certainly no one calling out for progress to continue! Awkward times?

Is leadership in the Caribbean missing? OR IS it not? Many say it is! The very essence of leadership is having a vision. Do you know of any of the self-proclaimed or elected leader in the region who has a vision in the broader sense of the word? It means creating a vision, articulating the vision, passionately promoting the vision, and relentlessly driving it to completion. Especially the latter is crucial. Vision is the secret to leadership success. Beware of those who tell fairy-tales as a surrogate for a vision or take a shortcut version saying that all will be better than before and enhance it with the trendy word ‘resilience’ to add some magic. It appears that some leaders who claim to have the desired foresight, may need to go to an eye doctor to get prescription eyeglasses with photochromic progressive noline bifocals to be able to see the distinction between fiction and nonfiction. Let’s skip the common leadership definitions. Everyone has its own view on it anyway. For one it’s the singer in the group who stands in front and does the yodelling while the others behind him are humming the chorus, for others it’s the guy who beats the drum for the rowers on a galley. Some leaders believe it’s being the protector of the industry shrine, or just being voted in office. Leadership should lead to…? The vision! And what is the vision in the region? Let’s just bluntly state that there is little to no leadership in the region due to a lack of vision. Absence of vision may cause dissatisfaction and discouragement. Not a good thing, especially when commoners keep asking for change! In some instances, by absence of leadership, one might wish for a saviour instead as the ultimate solution. One of the reasons for the lack of strong vision statements is the fear
of failure or public ridicule. It takes courage to make a blunt statement of vision. There are very few who are willing to take that risk and are rather more worried to either sound absurd, to not be able get the show on the road, or to lose friends. And so, most prefer to diddledaddle about what was achieved in the past and what the mission could be if the sun keeps shining. And then there are those who speak up and are able to say nothing like no one else, and turn the vision into a mystery like the big rock candy mountain where there’re lemonade springs and the bluebird sings. A scientific explanation for lacking vision is how the human brain works. The brain tries to maximise its efficiency by taking shortcuts in processing information. That’s why, the more often we do a certain task, the easier it becomes. For the same reason, we get comfortable in our own surroundings and lose the ability to think beyond it, or thinking outside the box. It’s no joke that the brain’s neural circuits of a visionary are more active. Tremendous research has been done in neuroscience and neuroeconomics. The brain’s need for energy efficiency works against imagination, since imagination involves stronger neural connections and more focused attention to create deeply imprinted and detailed visualisations. One of the important attributes for better perception is having a broader view on various developments inside and outside the political or industrial environment and seeing in ways most people cannot; a panoramic or even a three-dimensional view. So, having a vision is not quite what one would popularly call a ‘nobrainer’. Who are the visionaries in the Caribbean? One who has the courage to air a vision and having created a

However, just having a visionary on board of a vessel may determine
the course but it still doesn’t make the engine run. That’s where the additional talent of a mover comes into action. Having a leader of thought on board may already be useful. Here is how Antoine de Saint Exupéry, a French author, journalist and pioneering aviator described what vision is all about: “If you want to build a ship, don’t herd people together to collect wood and don’t assign them tasks and work, but rather teach them to long for the endless immensity of the sea.” A sure thing is that without a vision, one just keeps doing what everyone else does and what has been done before.

New post office construction starts next week BY DELANA ISLES THE long-awaited construction of a new post office for Providenciales will see intense construction works starting as of next week. This is according to Minister of Home Affairs, Transportation and Communication, Hon Vaden Delroy Williams. Williams told the Weekly News on Thursday: “We just signed off on
the rebuilding of our new post office - that is something that the workers can’t wait to be completed. “That is something that the staff are excited about, probably more than I am, to get the project off the ground. “Construction has started, but it should be in full force in about week.” The minister said that they are aiming to have the building
completed by March 2019 and the displaced post office employees in their new and improved building. Early last month, the minister announced that the demolition of the old dilapidated building on Airport Road was underway, making way for a modern facility. TCI finish ninth at Carifta Games – Beat 19 other nations after four-medal haul THE TURKS and Caicos Islands finished ninth at last weekend’s Flow Carifta Games after standout performances from several of the territory’s young athletes. Wikenson Fenelon etched his name in the 47th edition of the
games, which was held in the Bahamas, after winning a gold medal in the octathlon. His Jamaica College schoolmate Ken Reyes netted a silver medal, while Katrell Pierre won TCI’s first ever javelin medal (bronze) at the

OUTSTANDING Coach of the team Randy Ford told the Weekly News that he was impressed by most of the athletes, especially since several of them were attending the games for the first time. “It was an encouraging performance seeing that this year seems to be a changing of the guards with the most experienced athletes competing the final year of Carifta eligibility. “Most of the team that competed was in the Under 17 age group and we had a total of eight competitors being at the basic age requirements for Carifta which is 14 years.” Of the 10 personal best performances that were achieved by individual athletes, Pierre’s performance was the most impactful. The 15-year-old Marjorie Basden High School student threw the 700g javelin 45.23 metres to cop a medal at his first Carifta Games. The U17 boys were very
competitive in their relay. They clocked a respectable time of 44.34 seconds to finish just behind the Cayman Islands. Jamaica won the event, while the Bahamas finished fourth. GREAT SUPPORT Ford said that the TCI support in the Bahamas boosted the morale of the side. “It was the largest parent and spectator group I have seen since I have been travelling with teams since 2014, and I say thanks and encourage this kind of support group, as this aids in the athletes’ mental preparation.” The coach added that his job was made easier by the support of Judith Robinson, Kayla Mills and Royland Burrell, who played a great supporting role and helped to manage the athletes. He also thanked Turks and Caicos Islands Amateur Athletic Association president Edith Skippings, Rosalie Ingham and Alvirto Smith for their administrative and technical support.

This comes after students staged a peaceful protest on the outskirts of the NJS Francis Building on Pond Street, Grand Turk, last week to vent their frustration with an inconsistent water supply and overall unhealthy conditions at the institution. The pupils who picketed the parliament building said the campus has been without clean running water for months which has left the restrooms filthy. They also highlighted that the college has become rodent infested
and dilapidated, there are not enough bathroom facilities, little classroom space and few supplies. The students said they were unhappy with the way the facility is being managed since this was not the first time they had aired their grievances to teachers and administrators. President of the college Dr Hubert Fulford and Minister of Education Hon Karen Malcolm were given letters outlining the points of contention raised by the students. In a statement issued on Tuesday (April 3), Fulford commended the students for their organised stand and revealed several plans to address their immediate needs. Even though senior management
did not receive any prior warning of the planned action, Fulford said the students had “all rights” to bring attention to the situation at the college. “However, had they discussed their concerns with management beforehand they would have been apprised of what had been approved for refurbishment and upgrading at the college,” he added. Fulford confirmed that the inconsistent water supply is an ageold issue and that it has been reported to the personnel responsible as well as the permanent secretary and the minister over the years. “The water supply sits on the southern side of the island and the college campus on the northern point as among the last stops,” he said.
“There has always been an issue with the water supply but it became even worse with the passage of hurricanes Irma and Maria.” Following the protest, the students met with the premier, the minister of education, the permanent secretary and the manager of the water facility. They were assured that money was already passed in parliament, which would remedy the situation, and the process of tender would be carried out to ensure that the works would be completed soon. Fulford said TCI Community College students have learnt about people who stood up for causes over the years and they decided that their issues warranted a similar demonstration.
Watersports operators learn national park etiquette ANOTHER important step was taken recently to protect the delicate ecosystem within the TCI’s national parks. The Department of Environment and Coastal Resources (DECR), assisted by Blythe Clare, training manager of the Turks and Caicos Tourist Board, hosted a training session for watersports operators. It addressed customer service and appropriate etiquette to be applied when undertaking business within the Princess Alexandra Land and Sea National Park, a press release on Thursday (April 5) read. Luc Clerveaux, assistant director
of law and enforcement in the DECR, said: “With the vendors and tour operators being at the frontline of TCI’s tourism product, their actions can potentially have a detrimental impact on the environment as well as a visitors’ perception of the destination. “Hence, the DECR is continuing its efforts to educate all stakeholders, so that persons would be aware of what is permissible within the law and what actions are grounds for prosecution.” The DECR is mandated to manage the natural resources of the TCI so that all stakeholders can legally
and sustainably enjoy the unique ecosystems. The success of this mandate depends heavily on the effective implementation and enforcement of the relevant environmental laws and compliance by the public. The workshop, held on Wednesday, March 28, was designed to ensure that vendors and park users adhere to the regulations of the National Parks Ordinance and to provide users with an opportunity to discuss the operational challenges that they face on a daily basis. This was the second vendor-
oriented workshop hosted by the department this year, as the it continues to strive to improve the operations and working environment within the national parks. The press release said: “The department would like to thank everyone who attended for their cooperation and would like to encourage stakeholders to attend future sessions as we work together to sustain the ‘beautiful by nature’ Turks and Caicos Islands, and provide the best possible service and environment to our guests and visitors.”

Gov’t subsidy for parents who cannot pay private school fees – Limited public school access sparks debate BY DELANA ISLES THE GOVERNMENT of the Turks and Caicos Islands has a system in place that provides financial aid to parents who need assistance to clear their children’s overdue private school fees. However, while this system is geared at helping parents and students to stay in school, parents have to provide proof that they have been attempting to clear their outstanding balance. They are also required to continue to help to clear the entire overdue balance in addition to what they are being provided in government subsidy. The issue came up during the March 27 sitting of the House of Assembly following a question posed to the Minister of Education, Hon Karen Malcolm by opposition appointed member Hon Royal Robinson. Robinson wanted to know if a child is forced to leave a private school due to non-payment of fees, and there is no space in government

schools to accommodate them, what provisions are made for the child’s continued education. To which Minister Malcolm replied: “Parents and students who find themselves in situations where they have outstanding fees at private schools are encouraged to negotiate a payment plan with the schools to have their fees paid and their children’s education uninterrupted.” She added: “While the ministry is able to give assistance through the Private Schools’ Subsidy Programme, parents are required to provide evidence that they are settling their outstanding bills with the schools.”

But as for the provision of public education to students whose parents just simply cannot afford the continued payment of private school fees or to clear an overdue balance, for whatever reason, there appears to be no clearly expressed provision in the public school system to accommodate these children. Elected member for the Bight, Hon Porscha Stubbs-Smith said: “If the parents are unable to pay the fees due to loss of job or if they are unable to make or meet the payment plan, if the Government is not responsible, therefore the child will be out of school?” The minister firmly stated that
she is not saying that, and reiterated her statements that if there is not a space at the public school, the school subsidy programme that the Government has in place will kick in and the parents are required to pay a small amount to assist with the payments of the overdue fees. That school subsidy is about $100 per month, the minister said. Dissatisfied that her query was properly or fully answered, StubbsSmith stated that the Government is required to provide more so education, than it does assistance, to students up to the age of 16 to 18. enrol their children in private institutions, the member stated that in the event that they are somehow unable to continue doing so, the obligation should be a space at a government schools for the students. She questioned whether this should not be the case; but the debate on the issue was cut short by the Speaker of the House, Hon Dwayne Taylor who considered the question fully answered by the minister. As it stands, parents are required, in spite of the circumstance(s) that may have contributed to or been the reason for the overdue private school balance, to work out a payment plan with the school owed, apply to the Ministry of Education for the school subsidy if necessary, and to make whatever payments are necessary to continue clearing that balance, in the event that the public schools cannot accommodate their child or children. Currently enrolled in the public primary schools in the Turks and Caicos Islands are 2,508 students and 1,539 in the public secondary schools. In the private primary schools in the TCI there are 2,394 students enrolled, and 658 in private high schools. The total student population of the territory is 6,999 students, the minister of education reported to the assembly.

New prison boss from UK to take up post mid-April HER Majesty’s Prison in Cockburn Town, Grand Turk, will soon receive new top management, the home affairs minister has revealed. Hon Vaden Williams told the Weekly News on Thursday (April 5), that the new superintendent has been hired from the United Kingdom after an extensive recruitment and interview process. “We advertised twice for a
new superintendent, the first time we did not have anyone from the Turks and Caicos Islands applying, and we advertised further. “In the second round, we found a suitable candidate and he should be in office at the middle of the month.” Williams said that advertisements for the position were done in the Turks and Caicos
Islands, the wider Caribbean, United Kingdom, United States and Canada. The new appointee will be replacing former superintendent Steve Barrett who headed the penitentiary for two years. Growing beans USE seeds for growing beans as transplants do not do well. Seeds should be sown one to two inches into the soil in rows 18 to 30 inches apart. When sowing your seeds, keep in mind that you want about two to three inches between each plant. Soaking your seeds before planting is not necessary and could actually hurt germination; too much moisture will cause seeds to crack and germinate poorly. As with all new plants, irrigation is an important part of growing successful beans. Keep the soil consistently moist until your seeds sprout, then water whenever you notice the soil surface has dried out. Be careful when weeding because bean plants have weak root systems - shallow cultivation is best for controlling nuisance plants. Beans will grow well in your garden or a container and you can fertilise your bush beans at half the rate used for other vegetables. Turks and Caicos baked beans INGREDIENTS • Navy beans (1 bag) • Pork ribs • 1 large red onion (cut into medium pieces) • 1 Jalapeño (cut into small pieces) • 1 Turks head beer ‘Gon-ta Nort’ (dark beer) • 1 cup of molasses • 1 cup of brown sugar • 1 tablespoon of mustard (Dijon
mustard would be best) • 3 oz of tomato paste • 1 teaspoon of Asian blend five spices • 1 teaspoon of herb of Provence • Salt and pepper METHOD • Soak the dried navy or white beans in water overnight. • The next day drain the beans, put them in a pot and cover with water. • Bring to a boil and simmer for 45 minutes to one hour (or until the skins break when you blow on them). Drain the beans. • Preheat oven to 300 F. • In a large ovenproof pot, heat oil over medium-high heat before adding the ribs (this seals the surface, trapping in juices), for two or three minutes on each side. • Then remove and put it aside. • Return to the pot and cook the onions and jalapeños until soft. • Then put back the ribs, add the beer, molasses, brown sugar, tomato paste, mustard and spices. • Pour water over enough to just cover the beans and bring it to a boil. • Then cover the pot and cook it in the stove for four to six hours, stirring occasionally and adding water if necessary so the beans do not dry out. • Take the lid off for the last half hour of cooking. • I hope you will try this recipe, and please give me feedback on my Facebook page Nature Splendor.

Bahamas: ‘Three months after immigration deadline, nothing’s changed’ DESPITE Prime Minister Dr Hubert Minnis’ demand last year that illegal immigrants leave the country by December 31 or face consequences, nothing about this country’s immigration posture and policy has changed more than three months since the deadline passed, opposition leader Philip “Brave” Davis said this week. Last October, Dr Minnis announced his hardline approach to illegal immigration, though he gave scant details about how the country’s approach to the issue would change if illegal immigrants ignored his warning. “Since the December 31 deadline for all illegal immigrants to leave the country and a meeting with the Haitian president (during a CARICOM session), nothing seems to have changed,” Mr Davis told reporters on Tuesday. “Irregular migration seems to have continued unabated (as has) the expenditure of hundreds of thousands in public funds on repatriation efforts, draining our resources that can be used to provide other essential services to our people.” Mr Davis also took aim at recent immigration related judicial rulings, some of which he believes constitutes overreach. He said: “Our principle concern on immigration is the protection of our territorial waters, our sovereignty and preservation of our national identity. We believe that recent court

rulings and in particular the Jean Charles and Bruno Rufa rulings were wrong in law as the decision to permit or deny entry in The Bahamas rests with the executive and not the judiciary. “The role of the judiciary is to ensure the decision making process of the executive is always fair and rational to all involved, not to make the decision as to who could or should be (given status) in The Bahamas.” In 2015, Mr Rufa was given just seven days to wrap up his affairs in Grand Bahama and leave the country – despite having earlier being given a 150-day visa to stay in the country. The seven–day order came at the end of a long-running dispute with the Immigration Department
which had seen protracted court appearances over a number of years. Former Appellate President Dame Anita Allen, along with appellate Justices Stella CraneScott and Roy Jones, in a written ruling released last week, said the director of immigration’s actions on December 23, 2015, against Mr Rufa were beyond his powers under the Immigration Act and thus not supported by law. The case of Jean-Rony Jean Charles grabbed headlines after he was deported late last year. Mr Jean Charles was born in The Bahamas to Haitian parents, but did not apply for citizenship between 18-19 years old, as outlined in the Constitution, or any time thereafter. After he was deported, his lawyer filed court action.
Extortion charges against former Bahamas minister may be dropped THE prosecution in the extortion and bribery case in The Bahamas against former Progressive Liberal Party (PLP) member of parliament and minister for the public service and National Insurance, Shane Gibson, has indicated that it intends to formally drop 15 counts of the extortion against Gibson when the court reconvenes on May 4. The Bahama Journal reported that the attorney handling the prosecution on behalf of the Crown, Terry Archer, has disclosed the Crown’s intention to notify the presiding judge, Acting Chief Justice, Stephen Isaacs, of the realignment of the case on Gibson, and in so doing will focus on other aspects of the case where other charges have been brought against Gibson. This was also confirmed by Gibson’s attorney, Wayne Munroe, the Tribune reported. Gibson was formally charged with 36 counts ranging from conspiracy to commit bribery to extortion on August 4, 2017, some three months after the PLP lost the general election and subsequent corruption probes were launched by the new

Call for a new approach to developing climate adaptation strategies in the Caribbean DOMINATED by coastal communities, climate change impacts such as sea level rise (SLR), is projected to cost the Caribbean region US$187 billion by 2080. A 1-metre (3.3-foot) rise in SLR is expected to displace 110,000 people throughout the Caribbean with The Bahamas expected to feel some of the greatest impacts, affecting five per cent of the Bahamian population, three per cent of their urban districts, 36 per cent of their coastal resort properties, 14 per cent of their roadways and six per cent of the agricultural land. And in her dissertation titled, ‘Ecosystem-based Adaptation and a Nexus Approach to Climate Adaptation in The Bahamas,’ Kendria Ferguson calls for a twopart approach to developing effective climate adaptation strategies that will address climate change impacts and related socio-economic issues faced throughout The Caribbean. Highlighting the economic damaged incurred following Hurricane Irma (September 2017), the third consecutive Category 4 hurricane to impact The Bahamas
since Hurricane Joaquin in 2015, Ferguson writes: “The Bahamas government has found themselves unsustainably spending extensive efforts to rebuild communities, temporarily relocate families and provide much-needed relief to those affected. Despite increasing evidence of its repercussions and the need to build strategies equally focused on improving coastal resilience and their ability to rebound after major natural disasters, The Bahamas has yet to find a model of climate adaptation that is effective and efficient at reducing their climate vulnerability.” With this year’s hurricane season a little over three months away, the region is focused on re-building climate resilient communities. Last December, there was the launch of the Caribbean ClimateSmart Coalition, which will focus on reducing the region’s reliance on fossil fuels by introducing opportunities for renewable energy integration, improving the built and natural environment climate resilience, providing financial models and promoting climate-smart growth pathways.

HSBC said to mull exit from smaller markets HSBC Holdings is considering pulling out of some of the smaller markets in which it operates — such as Bermuda — according to a report by Bloomberg News. John Flint, chief executive officer of the global bank, and Mark Tucker, the chairman, are considering shrinking the bank’s global imprint as part of a plan set to be revealed over coming months, Bloomberg reported, citing people with knowledge of the plans. Bloomberg states: “Flint, who took over in February, is reviewing as many as a quarter of the 67 countries the bank operates in, and is mulling an exit or sale from smaller consumer operations such as Bermuda, Malta and Uruguay, said the people, who asked not to be identified because the strategy isn’t finalised.” Bloomberg adds: “While the countries under review may be profitable, the duo want to sharpen the focus on the trade corridor that runs from Asia, through the Middle East and Europe, to North and Central America, the people said. With investors increasingly questioning sub-
par returns, HSBC needs to eliminate more peripheral operations where there’s little rationale for running a costly fullservice bank, especially on the retail side, according to the people.” HSBC bought the Bank of Bermuda in 2004 and has operated on the island ever since. The bank sold its Bermudian private banking and trust businesses to Butterfield in 2015, but kept the investment, retail and commercial banking operations. In 2017, HSBC Bermuda reported net income of $162 million — a 38 per cent increase in profit over 2016 — as revenue rose 3 per cent. In an interview with The Royal Gazette last month, after the results were announced, Mark Watkinson, HSBC Bermuda’s CEO, said the bank was performing well and returning value to shareholders. Barbados minister applauds Sandals expansion amidst controversy over beach access AT a Democratic Labour Party (DLP) Joint Constituency meeting last week, minister of social care, constituency empowerment and community development, Steven Blackett, touted his government’s success in creating new room inventory and particularly Sandals Resorts’ expansion of its allinclusive property on Dover Beach in Barbados. However, the expansion was met with some criticism from noted calypsonian and cultural ambassador, Dr Anthony ‘The Mighty Gabby’ Carter, in a video of a protest that went viral on social media during the Easter holidays over beach access for locals to the Sandals’ resort and the Crane Resort, owned by entrepreneur Paul Doyle. In the video, The Mighty Gabby, along with several protestors, warned Doyle and Sandals’ owner, Gordon ‘Butch’ Stewart, that beaches in Barbados will never be off-limits to locals who wish to bathe on the beach; neither for vendors on the adjacent beaches to the property. With special reference to beach access in Jamaica, Gabby was concerned that Barbados will lose beach access in the same the way locals have done in Jamaica, making note that much of the beachfront there is only accessed via a fee to the property owners and, particularly in regard to Sandals, in one instance Sandals has fenced off access well into

the water on one of its properties. This is something, he said, will not happen in Barbados as he took his fellow protestors down Crane Beach to perform a rendition of his famous 1982 hit song, “Jack (Da beach is mine)”, which was recorded during a similar controversy with another property owner at the time. As recently reported by Caribbean News Now, general manager of the National Conservation Commission (NCC), Keith Neblett, said that “Under the NCC Act Cap 393, beach is defined as the land adjoining the foreshore of Barbados and extending not beyond 33 meters beyond the landward limit of the foreshore.” Citing the law as antiquated, Gabby insisted that even this small privilege is being abused and that no owner has the right to block access or entry on to the beach or seal off any coastal access to the beach for locals or anyone that wishes to bathe and in this particular case, to the vendors who use the beach. The recent criticism has sparked a lot of debate on social media, with comments from residents in Barbados, Barbadians living abroad and also from other persons from around the Caribbean and a part of the diaspora, who also experienced similar issues with the blocking of beach access by private entrepreneurs for resorts to locals.
Another busy Atlantic hurricane season expected, but unlikely as brutal as the last one LAST year’s hurricane season was more than twice as active as a typical season, and an onslaught of storms left deep wounds across the Caribbean and southern United States that have not yet healed. But, ready or not, the 2018 Atlantic hurricane season begins on June 1. As it has done every year since 1984, Colorado State University has released its initial predictions for the upcoming season. Its forecast is for a total of 14 named storms, seven hurricanes and three major hurricanes, which is slightly above the long-term average of 12 named storms, six hurricanes and two major hurricanes. Last year, we saw 17 named storms, 10 hurricanes and six major hurricanes. These 2018 predictions will be updated on May 31, July 2 and Aug. 2. Two primary factors critical for determining how active the upcoming Atlantic hurricane season will be whether El Niño develops and the configuration of North Atlantic sea surface temperatures. When El Niño conditions are present and ocean temperatures in the tropical Pacific are warm, the Atlantic hurricane season tends to be less active. The reverse is true when La Niña, the opposite phase, prevails and the tropical Pacific waters are cool. Right now, the verdict is still out about which conditions, if any, will take control by the time hurricane season is underway.

Similar to what occurred last winter, the tropical eastern and central Pacific cooled to weak La Niña conditions this past winter. These weak La Niña conditions have continued to persist, although there has been rising of sea surface temperatures in the eastern and central tropical Pacific in recent weeks. During the Northern Hemisphere spring, the future state of the El Niño and La Niña is notoriously difficult to predict — a phenomenon known as the springtime predictability barrier. The low-level winds that force ocean circulation changes that drive El Niño and La Niña events
are usually at their weakest during this time, and consequently, small changes in the atmosphere can have significant effects on whether El Niño develops. As a result, computer model forecasts are typically least reliable during the Northern Hemisphere spring. Senate approves extension of State of Emergency in Jamaica THE Senate has unanimously approved two motions to extend the State of Public Emergency in parts of the parish of St Catherine until July 3. All 16 members of the Senate who were present voted in favour of the Emergency Powers (No. 2) (Continuance) Resolution and the Emergency Powers (No. 2) Regulations (Continuance) Resolution. Five members were absent. The Senate’s approval follows a similar nod given in the House of Representatives on March 27. N Korea missile ‘could reach UK shores within months’ NORTH Korea will almost certainly be able to reach UK shores with an intercontinental ballistic missile within six to 18 months, MPs have said. However, the Commons’ Defence Select Committee report said there was as yet no evidence that North Korea could arm these missiles with nuclear warheads. MPs, who have been investigating the threat posed by North Korea, added that such a strike seemed “highly unlikely”. They described the country’s ruler, Kim Jong-un, as “ruthless but rational”. He was “ruthless, like other Communist dictators before him, but he is rational” and could be “dissuaded from the use of nuclear weapons, by means of a policy of deterrence and containment”, the report said. North Korea has carried out six nuclear tests, and has a ballistic missile that experts believe could put the whole of the US in striking range. In doing so, Pyongyang said it had achieved its mission of becoming a nuclear state. However, last month, after months of mutual hostility, Mr Kim was said to be “committed to denuclearisation” as he and US President Donald Trump agreed to

France plans to slash MPs by a third as part of reforms FRANCE’S government has announced plans to cut the number of lawmakers by almost a third as part of sweeping reforms of the country’s institutions. The changes, considered to be one of the biggest in decades, were agreed between Prime Minister Édouard Philippe and the oppositioncontrolled Senate. Mr Philippe has also revealed plans to introduce proportional representation to choose 15% of lawmakers. The reforms are in line with President Emmanuel Macron’s campaign promises. The changes still need to be approved by both houses of parliament. There are currently 348 seats in the Senate and 577 in the National Assembly. “These bills will contribute to a deep renovation of political and parliamentary life, in a spirit of responsibility, representativity and efficiency,” Mr Philippe said. Smaller parties have complained that they are often squeezed out by the current system. The far-right National Front gained only eight seats in the

The House of Commons Treasury Select Committee has announced several tax inquiries to assess the progress made by Her Majesty’s Revenue and Customs in tackling offshore tax evasion and in discouraging the use of tax avoidance schemes. An inquiry by the Treasury SubCommittee intends to examine the success of U.K. tax authorities in reducing the amount of “tax lost to avoidance and offshore evasion” and assess the resources available to HMRC to effect real change in the behavior of “tax dodgers” and their service providers. Coinciding with the announcement, Treasury Sub-Committee Chair John Mann published an opinion piece in U.K. newspaper The Guardian in which he states that “tax havens are a stain on Britain.”
In the article the Labour MP said, “We need answers about crown dependencies and overseas territories that help the wealthy dodge tax owed to society.” He pointed to the role of the British Virgin Islands in the Panama Papers as home to half of the 240,000 shell companies set up by Panamanian law firm Mossack Fonseca and the U.K. tax gap of £34 billion between the amount of tax owed and the amount of tax collected. Noting that Crown dependencies and overseas territories are included on a tax graylist by the European Union, Mr. Mann said: “We should regard it as a matter of national shame that the Crown Dependencies and Overseas Territories that fly our flag give shelter to the wealth of the world’s financial elite. Russian spy: Moscow bid for joint poisoning inquiry fails at OPCW RUSSIA’S proposal for a new, joint investigation into the poisoning of an ex-spy and his daughter in England has been voted down at the international chemical weapons watchdog at The Hague. Russia has accused Britain of blocking access to an investigation being carried out by the Organisation for the Prohibition of Chemical Weapons (OPCW). Britain earlier said Russia’s call for an inquiry with the UK was “perverse”. Russia lost the vote by 15 votes to six, while 17 member states abstained. China, Azerbaijan, Sudan, Algeria and Iran were among the countries that backed Russia’s motion at the OPCW executive council, Reuters reported. Russia called the meeting to challenge the UK, which has blamed Moscow for the March 4 poisoning of Sergei Skripal and his daughter Yulia in Salisbury, southern England.
Russia has strongly denied any involvement and in a press conference after the vote said what happened in Salisbury looked like a “terrorist attack”. It strongly criticised the US and EU countries for siding with the UK. The votes backing Russia and the abstentions showed that more than half of the council “refused to associate themselves with the West’s point of view,” said Russia’s ambassador to the OPCW Aleksander Shulgin, He said the UK had told the council “a dirty flow of complete lies... outright Russophobia”. At the Hague meeting, UK acting representative John Foggo had said the victim of a chemical weapons’ attack was not required to work with the “likely perpetrator”. Foreign Secretary Boris Johnson later accused Russia of trying to undermine the watchdog’s work and said the international community had “seen through these tactics”.
Bahrain discovers offshore oilfield ‘containing 80bn barrels’ BAHRAIN says a newly-discovered oil field contains up to 80bn barrels of tight (or shale) oil, dwarfing the Gulf island kingdom’s current reserves. Appraisals of the offshore Khaleej Al Bahrain basin by two US firms also suggest the presence of 280bn to 560bn cubic metres of natural gas. Oil Minister Sheikh Mohammed bin Khalifa Al Khalifa said it was not yet known how much oil could be extracted. But it could turn Bahrain into a major player in the global market. Officials expect extraction from the oil field to begin within five years, according to Bahrain’s national news agency. Before the discovery, Bahrain had proven crude reserves of just 125m barrels and 92bn cubic metres of natural gas. By comparison, neighbouring
Saudi Arabia, the world’s top oil exporter, has 266bn barrels of proven reserves. Qatar, the top exporter of liquefied natural gas, has 24tn cubic metres of gas. In recent years, the Bahraini government had responded to its relatively small reserves and falling oil prices by seeking to diversify the economy into other sectors, such as financial services and tourism. Sheikh Mohammed told a news conference in Manama on Wednesday that the National Oil and Gas Authority aimed to attract foreign oil and gas firms to develop the Khaleej Al Bahrain field, which covers 2,000sq km. An agreement had already been reached with Halliburton to drill two further appraisal wells this year to “further evaluate reservoir potential, optimise completions, and initiate long-term production”, he said.
FORMER Brazilian President Luiz Inácio Lula da Silva will be imprisoned while he appeals his corruption conviction, the country’s Supreme Court has ruled. He is facing 12 years in jail on charges of accepting a bribe but had asked to remain free during his appeal. Lula claims the charges are politically motivated, and designed to prevent him from running in October’s presidential election. Polls suggest he is the top candidate in the race. The Supreme Court judges ruled against him by six to five after a marathon session, which ended in the early hours of Thursday morning. The BBC’s Katy Watson said that Lula watched the ruling at the Metalworker’s Union, where his supporters held an upbeat concert. The 72-year-old former president is likely to remain free for a short time, until paperwork for his arrest is completed. His Workers Party said the ruling was a “tragic day for democracy and Brazil”. Lula served as president between 2003 and 2011. Despite his lead in current polls, he remains a divisive figure in Brazil. Up to 20,000 people protested in São Paulo on Tuesday calling for his immediate imprisonment,

A former metalworker and trade union activist, he was the first left-wing leader to make it to the presidency in Brazil in nearly half a century. Christian Englander, 33, filed a lawsuit in New Mexico Friday claiming Chappelle’s bodyguard whacked him twice in the face as he was being restrained by security. Englander says the alleged attack happened on Chappelle’s watch, and that the comedian should have had a better hold on the people he chose to employ and how he disciplined them, according to the New Mexican.

Entertainment Facebook scandal ‘hit 87 million users’ FACEBOOK believes the data of up to 87 million people was improperly shared with the political consultancy Cambridge Analytica - many more than previously disclosed. The BBC has been told that about 1.1 million of them are UK-based. The overall figure had been previously quoted as being 50 million by the whistleblower Christopher Wylie. Facebook chief Mark Zuckerberg said “clearly we should have done more, and we will going forward”. During a press conference he said that he had previously assumed that if Facebook gave people tools, it was largely their responsibility to decide how to use them. But he added that it was “wrong in retrospect” to have had such a limited view. “Today, given what we know... I think we understand that we need to take a broader view of our responsibility,” he said. “That we’re not just building tools, but that we need to take full responsibility for the outcomes of

A spokeswoman for the UK’s Information Commissioner’s Office told the BBC that it was continuing to assess and consider the evidence before deciding what steps to take. Facebook has faced intense criticism after it emerged that it had known for years that Cambridge Analytica had collected data from millions of its users, but had relied on the London-based firm to self-certify that it had deleted the information.

JOB SUMMARY
The Chief Financial Officer is responsible for directing the fiscal functions of the NHIB in accordance with International Financial Reporting Standards and any other financial management techniques and practices appropriate within the health and insurance industry.
MAIN DUTIES AND RESPONSIBILITIES
• Plan, develop, organize, implement, direct and evaluate the NHIB’s fiscal function and performance. • Participate in the development of the company’s plans and programs as a strategic partner. • Evaluate and advise on the impact of long-range planning and the introduction of new programs/strategies • Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO and the Board in performing their responsibilities. • Develop, implement and enforce financial policies and procedures that will improve the overall operation, efficiency and effectiveness of the company. • Provide technical financial knowledge and advice to others within the financial discipline. • May perform other duties as assigned by the CEO or any other person authorized to give instructions or assignments. • Lead the timely completion of the financial statement audit process. • Assist in the completion of key accounting functions such as reconciliations, manage and supervise the finance, compliance and billing teams. Minimum Qualification & Experience Required: • Candidates should have a Master’s degree in Accounting or equivalent combination of education and experience • Preferably with professional qualification as a CPA or any equivalent accounting designation. • At least 7 years of experience in a senior finance management role is a must.
REQUIRED KNOWLEDGE AND SKILLS:
• Experienced financial leader with appropriate industry experience, strong supervisory and mentoring skills, high ethical standards, exceptional analytical and problem solving, well organized and self-directed, excellent written/verbal communication, speak, read and write in excellent English language, proficient in Microsoft Word, Excel Spreadsheets and Pivot Tables, and Accounting software packages, effective time management skills. • Solid understanding of international financial reporting standards • Solid understanding of the NHIB Ordinance and Regulations • Experience in healthcare financing • Training in International Accounting Standards for Social Security • Experience In Microsoft Dynamics • Team worker who is willing to take a hands-on approach to the role.

The Chief Executive Officer is the chief executive of the National Health Insurance Board (NHIB) and, has system wide responsibility for the effective and efficient administration and day-to-day management and administration of the of NHIB in accordance with the National Health Insurance Ordinance and Regulations. Providing supervision to other professional and clerical staff. The CEO is expected to generate satisfactory results when the qualitative and quantitative output of the staff is at a high level, the expenditure of the NHIB is within the limits of the budget, and the services of the NHIP are provided to the Government and the beneficiaries in a timely and value for money basis.

Monitoring and administering the Plan; Monitoring and administering the Fund; Monitoring the collection of contributions under the NHIB Ordinance; Advise the Minister on the policies relating to the health care needs of the beneficiaries Advise the Minister on the policies and directions concerning the use of monies of the Fund; • Establish a quality assurance programme for the functioning of the Plan through monitoring of the health care service being provided to the beneficiaries; • Supervise and control expenditure from the Fund; • Financial and operational matters; • Developing administrative and human resources development manuals for approval by the Board; • Preparing regular financial and operational reports for the Board; • The administration and control of the staff of the Board; • Accounting for all monies collected, paid or invested under the Ordinance; • Contracting health service providers for the purposes of the objects of the NHIP; • Ensuring compliance by contracted health service providers with the quality standards as may be prescribed by the Minister from time to time; • Make disbursements from the Fund; and • Perform such functions as are for the time being conferred on him or her by Virtue of the Ordinance or any other law or any Regulations and as the Board or the Minister may from time to time assign. Qualifications and Experience: • A Master’s Degree in Health Administration/Health Financing/Health Insurance/Finance or a related field; • A minimum of ten (10) years’ on the job experience in a senior management position in insurance or health related field to acquire the necessary competencies to effectively respond to the challenges of the role; • Certification in the Accounting/Finance field (such as ACCA, CPA, CMA or CGMA would be an asset).

TCI athletes and shooters to start quest this Sunday THE Turks and Caicos Islands 2018 Commonwealth Games team will begin their quest for medals on Sunday in shooting and athletics. Six athletes and two shooters along with several officially are currently in Australia preparing for their respective competitions. Initially, nine athletes were supposed to represent the TCI, but national sprint record holder Akia Guerrier had document problems. The Kansas State University student told the Weekly News that her passport did not return in time so the team
was forced to leave without her. According to athletics coach Randy Ford, Devante Fulford starts the 100M heats on Sunday, while former national record holder Angelo Garland will run the 400M heats. The shooting pair of Sergeant Latoya Rigby and Constable Dovar Moultrie will begin their 10M Air Pistol Shooting competition on Sunday. The athletes will also compete in the 4X400M, the 200M, the 400M hurdles, long jump and high jump.
THE team of nine TCI swimmers had their best showing ever in the 2018 CARIFTA Swimming Championships in Kingston, Jamaica last weekend. Standout swimmer Luke Haywood, 14, made it to three finals in the breaststroke events: 200 metre, 100 metre (1:13.82 ), and 50 metre (33.09s), while top female swimmer Arleigha Hall, 17, swam to a top 16 place finish in the 50 meter freestyle (28.46s). All nine swimmers achieved Personal Bests in 43 out of 45 events they entered. The TCI team also, for the first time, fielded two female relay teams in the 400 metre and 200 metre freestyle distances, with two of the female athletes swimming above their age group. Six of the nine TCI swimmers train in Provo (Leon Cummings, Jack Parlee, Alex Maclaren, Georgia Greatrex, Calen Castillo, and Lillian Taylor) using limited training facilities, while three (Luke Haywood, Arleigha Hall, and Raine Monet Williams) train in UK, Bahamas, and US respectively. INCREDIBLY PROUD National Coach Jessica Soderquist stated: “I am
incredibly proud of our swimmers, not just for their commendable performance in the pool, but as athletes and outstanding individuals in and out of the water. As it is with all competitive sport, swimmers face challenges and roadblocks, disappointments and successes. This competition was no different and all of our athletes showed resilience, courage, commitment, sportsmanship and humility. The people and
the government of the Turks and Caicos Islands should be very pleased to have them out there competing as ambassadors for this growing sport.” Team Manager Caren Castillo said, “It was a great pleasure spending a week in Jamaica with the TCI CARIFTA Swim Team that not only made Turks & Caicos sports history, but served as wonderful ambassadors for the country. Fenelon fought through injury to win gold – Wanted to leave his legacy at CARIFTA Games TCI’s gold medal winner at last weekend’s CARIFTA Games, Wikenson Fenelon battled through the gruelling Octathlon (eight events) with an injury. His groin injury which he sustained a few weeks ago did not stop him from breaking the decathlon (10 events) national record at Jamaica Champs and he was not about to let it affect his last CARIFTA Games. “I was still injured and what pushed me was the fact that I wanted to leave a legacy behind, I want to be able to look back and say I did that and feel good about it.” Fenelon lost the gold medal last year by a single point, this year he passed second place by 254 points. The Jamaica College teen did not win all of his events, but he stayed close. He won the 100M Dash in a time of 11.12s on Saturday before leaping to a second place in the long

Glasglow takes over as TCI Basketball Federation head HEAD of the Provo Amateur Basketball Association (PABA) Sydwell Glasgow is the new president of the TCI Basketball Federation. The 45-year-old won 9-5 against Mervin Forbes to take the presidency after long-standing president Calvin Williams decided to step down. Williams headed the federation from 1989. Glasgow’s tenure will last until 2022. At the elections, last Saturday at the Holy Ghost Church of the Nazarene on the Leeward Highway, Keith Cox was voted in as first vice-president, while Curtis Forde was given the nod as second VP. Trevor Cooke will serve as Secretary General, with Nekoda Fulford as honourary secretary and Nathalie Sweeting as honourary treasurer. The assistant secretary is Alfonso Palatino.

Digicel NBA Jumpstart Camp set for Graceway Sports Centre THE Digicel, National Basketball Association (NBA) and TCI Basketball Federation Jumpstart Camp will take place at the Graceway Sports Centre this Saturday and Sunday. Senegalese professional basketball coach and former NBA player Mamadou N’Diaye was expected to arrive in Providenciales on Friday for the camp. The 7ft centre, was drafted by the Denver Nuggets in 2000. He also played for the Toronto Raptors, Dallas Mavericks, Atlanta Hawks and Los Angeles Clippers in the NBA. He last played for Maccabi Haifa in Israel. Now into its 4th year, the Digicel NBA Jumpstart Basketball Programme is expected to train over 430 youth
participants between the age of 12 to 16 years from nine Digicel markets across the Caribbean including Anguilla, Antigua and Barbuda, Barbados, Haiti, Jamaica, Montserrat, St Kitts and Nevis, Trinidad and Tobago and the Turks and Caicos Islands.
