Unemployment and construction to see major shifts in next few years BY DELANA ISLES UNEMPLOYMENT in the TCI is expected to decline over the next few years, with expected growth in construction. This was outlined in the Fiscal Strategic Policy Statement (FSPS) recently tabled in the House of Assembly. The forecast was made by the Strategic Planning and Policy Department (SPPD) and is based on the current economic climate charted in the FSPS. The document states that the unemployment rate, which is currently estimated to be less than 10 percent is substantially lower than the 17 percent in 2012, which was calculated from data obtained during the last census. The department suggests that the decline is due to the increased participation in the country’s growth by increasing number of residents. The report further outlines that the TCI now enjoys a stable macroeconomic environment with relatively healthy public finances, and as a result the Government now has a more predictable planning horizon. Inflation rate was estimated at 2.2 percent in 2016, slightly lower than the 2015 rate, and is now projected to be around two percent in 2017 and 2018. The macro economic performance of the TCI over the years and going forward can be examined through two aggregates: real gross domestic
product (GDP) and real GDP per capita. Both indicators suggest that the TCI has made significant advances between 2009 and 2015. Real GDP increased from $522.8 million in 2009 to $644 million in 2016. This represents an average annual growth rate of 3.4 percent. Real GDP per capita increased from $14,522 in 2009 to $16,844 in 2016, representing an average annual growth of 2.3 percent. CONSTRUCTION Construction activity is expected to increase slightly in 2017 and is projected to show steady growth over the next few years, the report states. It adds that this sector will be propelled by foreign direct investment in large-scale tourism related and other projects, as well as a revitalisation of stalled projects and other new private sector projects. These are expected to be complemented by increased public sector spending on capital works, which include a number of road works throughout the TCI, projects funded from the Carnival Infrastructure Fund, as well as other government projects. The real estate sector is forecast to grow by 3.4 percent and is expected to see continuous growth over the next five years. AGRICULTURE AND FISHING The agriculture and fishing sector is
expecting growth of 5.7 percent and the department is forecasting larger growth increases in future years. TOURISM The tourism sector has made a major turnaround with stay over arrivals increased by more than 10 percent during the first six months of 2016 when compared to the same period in 2015. It is forecasted that there will be an even larger increase in future years, as more rooms are added to the hotel stock.
TRADE The TCI merchandise imports totalled about $389.3 million in 2016, representing a decline of $20.4 million or five percent for the same period in 2015. Exports from the TCI during 2016 were valued at $4.5 million, compared to $4.6 million in 2015.
SPPD noted that this resulted in an overall merchandise trade balance of approximately $384.8 million in 2016 and the lowering of the overall trade balance by more than five percent or $20.2 million. The department further forecasts that due to the increase in the tourism sector, the attraction of foreign direct investment, the projected growth in the construction sector and the lack of a more diversified group of exports, it is likely that the trade imbalance will continue to increase in the near future.

The SPPD is also forecasting that the hotel and restaurant sector, which grew by approximately four percent in 2016, will grow by about six per cent in 2017.
THE CONTRACTUAL agreement between InterHealth Canada and the previous Government is currently being scrutinised. Minister of Health Edwin Astwood on Tuesday (April 4) disclosed that his administration is in the process of conducting a comprehensive review of the health sector and several statutory bodies. InterHealth Canada has been a source of considerable controversy since it was awarded the contract to build and manage the TCI’s two hospitals back in 2008. Concerns included a contract that was withheld from the public, the high cost of healthcare and the immense price of construction. The PDM while in opposition called for a thorough financial and clinical audit into the hospital contracts. However these calls seemingly fell on deaf ears until 2014 when the Progressive National Party (PNP) administration decided to launch a financial and clinical audit. The previous Government remained mum on the findings. This week the health minister
revealed that the Contracts Management Unit and the Service Review Board are currently carrying out a number of audits. He assured that the findings of these reviews will be made public soon. The PDM Government has maintained the position that a review of the hospitals contract will ensure important oversight bodies and committees are established to protect the people’s health and review their care. The InterHealth hospitals contract resulted in two two-storey hospitals - one in Provo with 20 beds and the other in Grand Turk with 10 beds that came at a high cost to the people of the Turks and Caicos Islands. The ‘exit clause’ in the InterHealth contract is reported to have penalty cost of $125 million, exclusive of the $125 million mortgage on the hospital buildings, which has a reported 12 per cent interest rate. If the mortgage runs its full 24year course, the buildings will have cost TCI residents half a billion dollars. INTERHEALTH CANADA In January 2008 former Finance Minister Floyd Hall and Health
Minister Lillian Boyce signed an agreement on behalf of the TCI Government to see two new hospitals constructed. InterHealth Canada was contracted to design and build the facilities as well as equip, maintain and staff them for 25 years at which point the responsibility will be handed back to TCIG. The company hired Johnston International to build the $125 million facilities - work began in 2008 and was completed in 2010. KPMG commenced a financial audit of the hospitals in March 3013 and submitted an initial draft summary of the findings to TCIG in July of that year. The document was then presented to Cabinet in September following which former Premier Rufus Ewing told media that issues and concerns had been passed to the Contract Management Board. Ewing explained that the “interim” report could not be made public because signing off had not occurred. No publication of the hospital audit and a lack of transparency were just some of the issues the PDM highlighted.

Premier proudly tables 2017/2018 budget – No UK approval needed BY DELANA ISLES “THIS, the dawn of a new year, my Government is proud to announce to the people of these beautiful islands that we have met all the debt sustainability indicators that were set out in the Framework Document agreed between the governments of the United Kingdom and the Turks and Caicos Islands. “This means that this budget did not require the approval of the UK government.” This was the proud pronouncement of Premier and Minister of Finance, Sharlene Cartwright-Robinson on Monday (April 3) as she laid the 2017/2018 estimates of revenue and expenditure on the table of the House of Assembly. To audible cheers, the Premier lauded her new Government for the significant achievement. The new budget projects a 6.2 percent increase over last year’s expenditure totalling $267.9 million, and a projected revenue estimate of $273.5 million. This will be largely funded through existing revenue streams with one new stream related to immigration services and a $20 million loan through the CDB or a Commercial Bank, the premier reported. She noted however, that on becoming the new Government her party has had to resist calls for them to spend money “widely”. She explained: “We were mindful of the sacrifices Islanders were forced to endure during the period of austerity imposed on them under the interim Government and the former PNP Government for us to achieve this fate. “We are committed to continuing on the path of fiscal prudence and accountability in a manner that does not punish our people, as we advance
the mandate of the people through the Change Document.” BUDGET PROJECTIONS The revenue streams include other customs duties which will account for $101.2 million or 37 percent of the revenues, the premier said. She added that accommodation tax is projected at $63.7 million or $23.3 percent of revenue, stamp duty $29.4 million or 10.8 percent, work permit and other immigration fees $26.9 million or 9.8 percent. The expenditure budget of $267.9 million is 6.2 percent higher than last year’s budget, with recurrent expenditure at $223.5 million, nonrecurrent expenditure $6 million, capital expenditure $38.3 million with an operating surplus of $6 million. The major areas of spending in the budget are - $66.7 million or 25 percent of the total expenditure for the Ministry of Health, Agriculture and Human Services and $41 million or 15.3 percent for the Ministry of Education Youth and Library Services. Under the education minister allocations are made to support the tertiary education programme at the TCI Community College, this has been increased by $500,000, also, there will be new staff and capital expenditure for Long Bay High phase three, and a new primary school for Providenciales to be funded through the European Development Fund (EDF) 11. Other major budget areas include $29.8 million or 11 percent of total expenditure for the Royal Turks and Caicos Islands Police Force with funding being allocated to support the CCTV programme across specific areas, the K-9 Unit and 18 new police officers for this year. Additionally, $24.5 million or 9.3 percent is proposed for The

Ministry of Infrastructure, Housing and Planning including $4 million for road repairs and improvement; $20.3 million or 7.6 percent for the Ministry of Finance, Trade and Investment; $14.8 million or 5.5 percent will go to the Ministry of Home Affairs, Transportation and Communications.
The allocation to the home affairs ministry will see 10 new staff being assigned to Her Majesty’s Prison, two staff members for the fire department, a proposed national emergency operations centre in Providenciales and two vehicles. Meanwhile, the Ministry of Border Control and Employment has been allocated $9.9 million or 3.7 percent. This ministry will receive eight new immigration task force officers, the digitisation of records, and the enhancement of the radar software. Nine and a half million dollars or 3.5 percent of the budget will go to the Ministry of Tourism, Environment, Heritage and Culture; $9.6 million or 3.6 percent has been budgeted for the judiciary and $7 million or 2.6 per cent for the Attorney General Chambers. The Premier further stated that within the proposed budget there will also be a $18.4 million for pensions and gratuities, contingency fund and debt servicing, $6.6 million for the Governor’s Office, $3.3 million for the House of Assembly, $2.5 million
for the Premier’s Office and district administration, $2.3 million for the Deputy Governor’s Office, and $2.6 million for the Office of the Director of Public Prosecutions. Another major provision in the new budget is that of 100 public service vacancies, which the premier is encouraging people to apply for when they are advertised. Cartwright Robinson stated that with this budget there is much to celebrate, adding: “Before false claims are made in order to misguide and mislead the people of this country, let me make it clear, this is the sole accomplishment of this Government.” Recounting the challenges her Government faced in restarting the halted budget preparations when they were sworn in last December, the Premier stated that this experience must not be repeated, and commended civil servants for their hard work and dedication in getting the budget to the House of Assembly. The next session of the House will be held on April 18, when members will debate the 2017/2018 budget.
$60 million budgeted for local projects LOCAL contractors are being strongly encouraged to take advantage of the opportunities being offered under the 2017/2018 budget that was tabled in the House of Assembly on Monday (April 3). The Premier, her ministers of Government and other PDM elected House members on Tuesday celebrated 100 days in office, highlighting their accomplishments and plans for the country going forward. One of the significant initiatives is that of encouraging local contractors to position themselves to take advantage to some earn money through the whopping $60 million allocated for projects across the Turks and Caicos Islands.
The Premier, however, acknowledged that her Government needs to do something to assist these local contractors in successfully bidding for projects. She told the press: “I will meet with local contractors and I would try as much as possible to encourage them to be a part of the training because one of the challenges have been is that a number of our persons who have bid were not successful in their bids because they were not properly prepared. “So we want to make sure that our people have a fair opportunity, and this comes with an investment on their part to be available or make themselves available for the
training that will be coupled with the meeting I would have.” She further promised to announce the dates for these proposed meetings with contractors in a few days. The training will focus primarily on the tendering and bidding process. Over the past several years the past administration has been having major issues with local projects not being awarded, bid for, and as result not getting off the ground. However, the PDM Government has promised a new course going forward, one which will hopefully see the majority, if not all of the budgeted projects being completed.

No sledgehammer approach to service charge issue, says Premier – Cartwright-Robinson urges hospitality workers to come forward with their views BY OLIVIA ROSE PREMIER Sharlene CartwrightRobinson says her Government will not take a sledgehammer approach to resolve the burning service charge issue. Recently appointed member of the Progressive National Party (PNP), Royal Robinson labelled the Premier a hypocrite for not bringing the Service Charge Amendment Bill 2017 for its first reading in the House of Assembly on March 23. However speaking at a press conference on Tuesday (April 4) at the Hilly Ewing Building in Providenciales, Premier CartwrightRobinson made it clear that her administration intends to pass a comprehensive, well thought out bill. In this vein, the Government has embarked on a rigorous consultative process to listen to the plight of hospitality workers in an effort to craft a bill that reflects and represents their best interests. A change in the law would give hotel workers all of the service charge collected, and not just the 40 percent they are reportedly now receiving. This means that thousands of industry workers will have larger take-home pay. To date the Ministry of Finance has been conducting surveys of hotel workers to ensure that the Government gets the law right.
Premier Cartwright-Robinson at the press conference urged hospitality workers to come out to the consultation meetings and to not be afraid of reprisal when they share their candid views at these forums. She said: “I will meet you, and when I call the date to come and meet you please show up. “One of the challenges with the service charge review was that not only was there a low response from employers, but there was a low response from employees, and one of the reasons the employees refused to participate in the survey is because of fear of victimisation. “You have a Government that is going to stand by you, you’re sharing information on how to improve your own system.” She pointed out that the service charge issue is a ticklish subject which has to be addressed in a holistic manner. “I want us to be careful with the way we approach this service charge. “I’ll give you a few examples why. When I brought the private member motion, I did not bring a bill because despite the fact that there is legislation in place for a 60/40 spilt, there’s absolutely no mechanism in place to even ensure that the 60 percent is being paid.” She further explained that the previous Government needed to take its resources and look at putting a mechanism in place to ensure workers are receiving their dues.
“We could not do that because as a private member because we can’t incur expenses, we can’t increase on the public purse and that’s the rule of the standing orders. “Secondly the benefit that is being given to persons who receive service charge is varied, because some resorts give 100 percent service charge, there are some resorts that take the 40 percent for uniforms which is debatable, but also for transportation and food that they are not required to provide.
“There are also resorts that allow persons to borrow against the 40 percent and what we do not want to do is to pass a bill that goes in like sledgehammer and our people lose those benefits. “We have to hear from you. I’m talking to those who receive service charge. We need to talk to you to determine the best way forward on your behalf.” Premier Cartwright-Robinson said her Government is committed to ensuring that workers received their
full benefits. “What you get from us today is a firm commitment that the service charge you work for, you will get.” The Service Charge (Hotel and Restaurants) (Amendment) Bill 2017 asks for, among other things, that the full 100 percent service charge that is collected be paid to the workers. Also that an accounting of the collection and distribution be mandatory, while making it illegal for the penalisation of staff for collecting tips.
Police investigate double shooting in Kew Town BY DAISY HANDFIELD TWO men were shot and wounded in Kew Town, Providenciales, during the early hours of Wednesday morning (April 5). The first incident happened at about 2.15am in an area known as the ‘Trap’ in Kew Town. When emergency services arrived on the scene they found a 27-year-old man who was lying on the ground screaming in pain with what appeared to be blood and two wounds on his upper torso. The man was rushed to Cheshire Hall Medical Centre where up to press time he remained in a stable condition. Just five minutes after that incident police met with a 25-yearold man who had a visible wound to his right leg. The man told officers that when he was approaching the ‘Trap’ area

after hearing a loud argument going on, he heard gunshots going off. After hearing the gunshots, he ran from the scene and later realised that
he was shot. The victim was taken to the hospital where he is currently undergoing treatment. Police launched an investigation to find the culprits responsible for the shooting of the mentioned two men. Kevin Clarke, public relations officer for the Royal Turks and Caicos Islands Police Force (RTCIPF), said that residents should take appropriate precautions. He said that people should be vigilant of their surroundings and report anything that may appear out of the ordinary to local authorities. He also took the time to remind the public to secure their homes in the daytime when heading to work and in the nights before bedtime to avoid break-ins. Residents are encouraged to pay attention to their surroundings prior to exiting their vehicles, especially at nights.

‘Accountability and transparency’ – Governor emphasises need for proper review of statutory bodies BY OLIVIA ROSE GOVERNOR John Freeman has stressed the need for bona fide evaluations of statutory bodies in the Turks and Caicos Islands. The Governor in a release issued on Wednesday (April 5) highlighted the need for more transparency and accountability as it relates to the function of statutory boards. This comes as a recent report on the management of the National Health Insurance Board (NHIB) was submitted to Cabinet by the Chief Internal Auditor. The Governor said: “In December 2016 I commissioned the Chief Internal Auditor (CIA) to conduct a review of the management of the NHIB in light of the serious issues
involving significant liabilities that had arisen earlier that month. “The report by the CIA has since been considered in Cabinet, most recently following receipt of responses from the NHIB.” Governor Freeman asserted that the report serves as a reminder of the important responsibilities placed on the boards of statutory bodies. He said that responsibilities are especially weighty on boards such as the NHIB, where they are responsible for very significant financial resources with contingent liabilities for the public finances. He disclosed: “TCIG transfers over $45 million each financial year to the NHIB in respect of payment of the TCI Hospitals infrastructure costs, the Treatment Abroad Programme and Contributions for Wards of the State. “This accounts for a significant proportion of TCIG’s overall expenditure costs and along with the contributions of residents across TCI requires prudent management and accountability.”

Alternative Blue Hills road faces significant delay BY OLIVIA ROSE THE CONSTRUCTION of an alternate route out of Blue Hills is currently stalled due to a land acquisition issue. The Blue Hills alternative road is expected to address the traffic congestion at the Blue Hills roundabout in Providenciales. The project will see the development of three connecting roads joining Millennium Highway with Blue Hills Bay Road and the development of an alternative road from Millennium Highway into Downtown or Airport Road. Updating the media on Tuesday (April 4) on the status of the project Minister of Infrastructure Goldray Ewing revealed that due to a land acquisition delay the project was temporality halted. He explained: “This is a very important and necessary road to be put in place, simply because it’s not just to take care of heavy traffic during rush hours, it is an emergency road that will move people out of the Blue Hills settlement into Downtown with the greatest of speed and less hassle. “This road is budgeted for in two phases in the 2017/2018 budget, but unfortunately there will be some significant delay because where the road is scheduled to go, the pathway will require land acquisition to be done. “But by taking this route it would

allow the Government to solve four problems in one road development.” Earlier this year Ewing had stated that he does not anticipate any problems with private land owners as the Government has the authority to gain land if they deem it necessary for infrastructural development for the count. The minister acknowledged the difficulty experienced by motorists particularly in the early working morning hours of the day. The first of the two phases involves the redesign of the entry to the Blue Hills roundabout, allowing the development of an additional exit lane on the Blue Hills Road through to the Leeward Highway. This will involve the widening of the Blue Hills road to four (4) lanes at a point just before it approaches
the Walkin Marine premises, this widening continuing through to the Blue Hills roundabout. This new lane will allow for the separation of traffic going left up the Leeward Highway, from traffic traveling around the roundabout going into the Downtown area. The second of the two phases involves the development of an alternate road out of Blue Hills connecting into Kew Town. This second exit road out of Blue Hills will allow motorists to access the airport and southern regions of the island without having to negotiate the Blue Hills roundabout. The engineering design work for phase one of the project has already begun and works are expected to commence this year. Phase two will follow thereafter.

He noted that: “Board members must be prepared to carry out the required governance and performance monitoring activities needed to ensure effective management of these entities. “By extension, CEOs and other senior management officers must be prepared to be held accountable for management shortcomings. “The object lessons from the NHIB are particularly acute: it is not beyond the realm of possibility
– as I have illustrated – that serious mismanagement of the NHIB or of certain other boards could cause a serious run upon the budgetary resources of TCI.” The Governor further noted that the need to address the issues raised as it relates to the NHIB is evident and is now being taken forward. He said: “But I believe they also reinforce the need for a proper review of the statutory bodies, especially of those which carry the largest risks, managerial and financial but also reputational for TCI. “The Premier and I are committed to setting such a wider review in train as soon as possible.” In December 2016, news broke that funds have been misappropriated at the NHIB. Then PDM while in opposition had accused the PNP Government of covering up the state of finances of the NHIB, which was said to be in dire need of a financial bailout. Cabinet statements indicated that the NHIB was hemorrhaging financially. At that time, Leader of the PDM, Sharlene Cartwright-Robinson slammed the former Government for being negligent in relation to the financial affairs of the National Health Insurance scheme.
No more money for fencing of Leeward fitness park THE GREEN fitness park in Leeward is not one of the Government’s priorities, according to Minister of Infrastructure, Housing and Planning, Goldray Ewing. Ewing on Monday (April 3) dismissed a question by elected member for Leeward and Long Bay, Akierra Missick about fencing of her constituency’s new park. The minister in response to the member’s question in the House of Assembly, stated that his Government has a lot more priorities to deal with than the fencing of the park. He turned the question over to the Minister of Education for her to answer as the project was initially started under that ministry. However, the Premier Sharlene Cartwright Robinson intervened in the exchange, pointing out that whatever the previous administration had budgeted for the programme would be in the new budget, as there has been no request for additional funding or variations. The project, which was a signal project for Missick while
she was the education minister, had been delayed due to shipment of equipment back in December. But according to the infrastructure minister, that shipment has now arrived and the park is being completed. The park is located in Yellow Elder Road, in Leeward Palms and first saw the past administration breaking ground on April 13, 2016. It was one of Missick’s promises to her constituency after being elected in 2012. At the time of the groundbreaking, the former minister of Government had stated that the $400,000 investment is not a ploy, but one to foster better health and fitness practices for the people of the community. Spread out on some 1.5 to 1.8 acres the park consists of a picnic area, gazebo, basketball court and multipurpose courts, a baby and toddler play area, an adult area, kids area. It was the intention of the former administration to replicate similar park spaces across the Turks and Caicos Islands, with South Caicos slated to be next in line.

THE NATIONAL Health Insurance Plan (NHIP) appeals tribunal has been restored, and all the required budgetary provisions have been made for the setting up of a Health Regulatory Authority. This was revealed by Minister of Health Edwin Astwood on Tuesday April 4 at a press conference where he updated the media and the public on the Ministry`s accomplishments during his first 100 days in office. It’s no secret that a great deal of controversy has surrounded the National Health Insurance Board (NHIB) and the National Health Insure Plan (NHIP) which includes the financial haemorrhaging of the NHIB. However according to the Minister ,the Health regulatory Authority will act as a watchdog agency that will receive and investigate Health care injustices and matters of poor health care delivery, and address them in a timely manner. Speaking at the press conference ,Minister Astwood reiterated his Ministry`s mission which is to provide high quality services to the people of the Turks and Caicos Islands through the hard work and dedication of professional health care providers and policy makers, in partnership with communities and organizations. Pointing to Pillar 6 of his Government’s Change document he said “Healthcare reform for real change” our PDM Government is committed to providing healthcare that is affordable, accessible, available, appropriate and acceptable.” During the first 100 days the Ministry of Health activated its Healthcare outreach program, which took healthcare into communities throughout the islands. He said: “My Ministry has conducted a review of the scheduling of visiting health professionals to the islands of Salt Cay, South Caicos, Middle Caicos, and North Caicos. From the review a schedule was developed that will ensue the necessary health coverage is provided to these communities. “My Ministry has also reviewed the practices and policies surrounding the provision of pharmaceuticals to the aforementioned islands.” In this vein he revealed that cabinet recently signed a memorandum of understanding (MOU) with the Caribbean Public Health Agency`s, to evaluate and approve medicines based on safety, quality, efficacy and affordability criteria. He shared that the list is also examining the cost of medicines and the options for reducing the expenditure on medications in order to make them more accessible to the TCI populace. the Migrant Health Policy with the objective of providing more efficient and acceptable service to users. “This goes hand in hand with our development of the National Public Health Laboratory, which will be fully equipped to perform all necessary investigations, with the accuracy and precision that is required.” To this end the Ministry is preparing the dental rooms at the salt Cay Clinic, Bottle Creek Clinic, and South Caicos Clinic for the workings of the dental department. “In the first 100 days my Ministry collaborated with PAHO to provide and fund a technical consultant for initiating the development of an integrated health information System. “The Consultant conducted a one-week onsite consulting visit to confirm strategic, organizational and clinical priorities for a health information system platform. “My Ministry has commenced moving our Health IT project, beginning with the organization and sorting of medical records from the previous Grand Turk Hospital and the Myrtle Rigby Health center.” Coupled with these accomplishments, the Ministry also conducted a number of cleanups throughout the islands, with a special focus on areas of high Zika occurrences. Minister Astwood in emphasizing the importance of these cleanup campaigns noted that there has been as significant reduction in the amount of unsightly litter and trash
communities across the Turks and Caicos Islands. The Department is also currently conducting spraying of tires at the dump sites, which is an environment where mosquito breeding occurs, and is fogging in communities throughout the country. Another major highlight for the Ministry during the first 100 days is the establishment of a framework for a situational analysis for the School Nutrition Policy. He pointed out: “My Ministry has scheduled a visit with PAHO`s Audrey Morris, Decentralized Regional Advisor in Nutrition to the Turks and Caicos for conducting training of trainers on baby friendly hospitals and for the school nutrition policy. Turning his attention to the Human resources for Health initiative, Minister Astwood disclosed that his Ministry had engaged the services of PAHO for technical consultancy on Human Resource in Health Care. This lead to a visit in March to the TCI by Dr. Erica Wheeler, PAHO`s Advisor on Human resources where she identified a number of weakness within the system, which needed to be addressed. She highlighted three main objectives in developing a competent, socially responsible and culturally appropriate workforce. Dear Editor, On February 21, 2017, the Appeal Court of the Turks and Caicos Islands handed down a ruling upholding the conviction and sentence of Oswald Wilson, that should have made the entire Bar Association, and all the powers that be, from his Excellency the Governor, the Hon Premier, the Hon Attorney General and indeed all the residents of the Turks and Caicos Islands, take notice. Not because of the crime that was allegedly committed but because of the scathing critique of Supreme Court procedures given two weeks earlier by President of Appeals Court Justice Elliot Mottley, QC who along with newly appointed Madame Justice Paula Mae Weekes pointed out several procedural flaws before upholding the conviction and sentence that many sitting in the court room on February 7, 2017, thought was going to be overturned. Justice Mottley going as far as stating that certain operational preferences were not in the interest of justice and should not be continued. The ruling has left many with a bad taste in their mouths after asking the question we should all be asking and expecting answers to, if so many flaws were found why did they still uphold the conviction? Among the discrepancies found were, prosecution’s witness credibility procedural errors and the Trial Justice’s failure to properly instruct the jury on several points in the defendant’s favour, during her summing up and direction to the jury. Also pointed out were some of the court’s deficiencies; particularly the recording of trials and the production of transcripts. It is worth mentioning at this point that Chief Justice Ramsey-Hale raised some of the same concerns in her address opening the Supreme Court in 2016. Notwithstanding Madame Chief Justice efforts the production of transcripts continue to be lackadaisical and frustratingly filled with errors of missing sections in support of the points of appeal, with some appellants waiting up to three years for their transcripts to be ready before they can have their appeals heard. What made Justice Mottley’s remarks even more concerning is that they were not isolated to the Oswald Wilson Trial but in fact striking similarities were found in other appeals before upholding those convictions as well, giving rise to a plethora of questions. Why are those convictions being upheld if the trials are not being conducted in accordance with the
rules of law? Why do men and women have to remain in prison in the absence of proper procedural convictions under the laws of the Turks and Caicos Islands? How many have been incarcerated wrongfully? Who do they turn to? By the time an appeal to the Privy Council is heard, if one could afford it, certainly in Mr Wilson’s case, the sentence would have been completed. What does a man in his shoes do? Having maintained his innocence from the onset of the allegations, gone through the humiliation of a trial and then to sit and hear the appellate justices point out flaw after flaw, raising his hopes with each reprimand feeling that his vindication was finally at hand, only to come back two weeks later and have all his hopes dashed against the stones, so to speak. What happened? Did they just change their minds? Did the procedural errors go away? Has the appellate court grown weary of continually scolding the courts below? Has anyone else heard the stern warnings given by His Lordship Justice Mottley or has it fallen to deaf ears because they are not the ones afflicted by it, or has the nonchalant approach to justice, the very ills that the appeals court are intended to correct finally become the norm? Gone are the days when a person who felt he/she was not given justice in the lower courts could confidently carry their case to the highest court of the land and have the best legal minds available to either verify or nullify their points of appeal. To have one’s points of appeal agreed to and be a catalyst for stern warnings about the interest of justice and then two weeks later have your hope denied, must leave a person asking where has justice gone in the Turks and Caicos Islands. Meanwhile Mr Wilson and others face each day with unanswerable questions, and the loss of faith in the justice system. Turning now to God to find the solace needed to maintain their sanity and forgiveness for those who wronged them. Corned beef back on supermarket shelves – Government lifts temporary ban BY OLIVIA ROSE BELOVED corned beef will soon make its way back on supermarket shelves across the TCI as the Government lifts its temporary ban on importation of the product from Brazil. This was confirmed by the Minister of Health Edwin Astwood during a brief interview with the Weekly News on Thursday (April 6). This means that all imports en route, all stocks of corned beef that were quarantined, all stocks of corned beef in warehouses on the wharf, or elsewhere, destined for distribution across the country will now be released for distribution. In light of a major “bad meat” scandal in Brazil local authorities on Wednesday, March 22, in an effort to safeguard the health of the populace issued an immediate withdrawal of
corned beef and other meat products from Brazil. The ban came amid reports of alleged corruption of government meat inspectors allowing card board, expired meat and carcinogenic products to be exported. The crisis was triggered by a huge federal police operation on Friday, March 17. It found evidence that meatpackers had been selling rotten and substandard produce for several years. Brazil is the world`s second largest exporter of meat and the industry plays an important part in the country’s economy, with exports worth more than $12 billion a year. Brazil is also the world’s biggest red meat and poultry exporter. Federal police raided meatproducing plants and arrested more than 30 people.

primary level of care that offer a wide range of integrated and comprehensive diagnostic, therapeutic and preventative services as well as health education and promotion that are supported by a care network and address their health and related social needs. “Ensure that all health professionals, technicians and administrators possess the humanistic, technical, intercultural and collaborative competencies appropriate to the respective roles and responsibilities, thereby ensuring optimal quality care. “That health personnel and health care teams attains optimal levels of performance and productivity in accordance with established standards that are coherent with the model of care, the objectives of the health system and the expectations of the public and their communities.” In keeping with the Ministry`s drive to grow more food locally, the Ministry has embarked on several initiatives during the first 100 days. These included a sweet potato production pilot program and a farm to fork initiative.
Minister Astwood explained: “Sweet Potato production – Farmers and students were exposed to how to select planting material, land preparation, planting techniques and acre of sweet potato plants. “This was a practical and field activity program which was held on the Government farm in North Caicos. “The first steps in making the farm a research and demonstration facility. “Farm-to-fork- The United Nations “Farm –to-Fork” backyard campaign was shared with staff by consultant hired – Mr.Keian Stephenson.” The goal was to adopt similar campaign in TCI. He explained that a pilot program was launched with beach House restaurant where they had established a garden at the resort around the restaurant and the produce from the garden will be used by the chef in the dishes offered to guest – the “Farm to –Fork concept”. Guest get to experience the garden and locally grown food. Overall the Minster said he is satisfied with the strides his ministry has made during the first 100 days in office.
The Government suspended more than 30 senior civil servants who should have spotted the unhygienic and illegal practices. They are currently being investigated for corruption. During an exclusive interview with the Weekly News on Wednesday, March 22, Director of the Department of Agriculture, Wilhelmina Kissonsingh, stressed the importance of safeguarding the welfare of consumers. Kissonsingh further pointed out that corned beef and other meat products are not directly imported to the Turks and Caicos Islands from Brazil. It is imported from Jamaica which imports from that market. She emphasised that while many local grocery proprietors may find it burdensome to go through the department’s strict importapplication process, it is necessary to ensure that products are safe for human consumption. Kissonsingh said that this is the reason her department is strict on biosecurity measures in an effort to avoid importation of rotten and substandard produce that would pose harmful health threats to consumers. She also revealed that Jamaican health officials are planning to embark on a fact finding mission in Brazil to do their own investigation into the allegations, after which information will be shared with the relevant authorities in the Turks and Caicos Islands. The Brazilian government has done all it can to avoid a total or partial ban on meat imports from other countries.

Brazilian president Michel Temer held emergency meetings during the weekend and even invited foreign diplomats to a steak house on Sunday evening to try to reassure them, according to Brazilian news reports.
“The Brazilian government reiterates its confidence in the quality of a national product that has won over consumers and obtained the approval of the most rigorous markets,” said Temer. But the effort was in vain.
Man gets seven years for gun possession A BLUE Hills man was on Thursday (April 6) sentenced to seven years in prison for a November 2016 incident in which he was found threatening someone with a firearm. The trial of Juvy Inelus commenced on Tuesday before Judge Robert Shuster in Grand Turk Supreme Court. After three hours of deliberations on Thursday, he was found guilty of the charges of carrying/keeping a firearm and possession of a firearm with intent to cause fear. Two of the seven years were suspended.
Attorney at law Ashwood Forbes represented Inelus, while Latisha Williams appeared for the Crown. Inelus was first arrested last year, after police, responding to reports of a man brandishing a gun, visited the Blue Hills community. When officers responded to the scene, Inelus ran away after throwing the firearm into some nearby bushes. A chase ensued and the defendant was apprehended and charged. The firearm was retrieved from the bushes.
International health specialists evaluate residents with disabilities BY DAISY HANDFIELD A TEAM of health specialists from the United States visited the TCI to assess people with disabilities this week. The Ministry of Health in collaboration with the Special Needs Association of Providenciales (SNAP Centre) invited the visitors as part of Autism Awareness Month. Audiologists, speech and language pathologists and occupational therapists were stationed at the SNAP Centre in Kew Town, Providenciales, from Monday (April 3) to Friday (April 7). Speech and language pathologist Deborah Venditti explained at the event that it is extremely important to take advantage of opportunities such as this one.
She said: “It is so important because autism is something that is becoming more prevalent and children with autism are certainly able to learn so many things and function and have a good quality life. “It is really important that we embrace their abilities and some of the things that they have trouble with and help them to have a good quality life.” Five professional audiologists and four volunteers were on hand to test, clean ears and fit hearing aids so that people with hearing problems can hear better. Audiologist from Entheos Academy Nora Stewart explained that the team was providing hearing aids to children and adults alike. “Hearing loss affects all age. It is not just kids and it is not just adults,”
she said. “It is really affects all ages so we are here to identify and treat people, no matter what age.” National Autism Awareness Month was first declared by the Autism Society in April of 1970. The purpose of this month is to education the public about autism. Autism is better known as a complex mental condition and developmental disability, characterised by difficulties in the way a person communicates and interacts with other people. It can be present from birth or form during early childhood, typically within the first three years. It is a lifelong developmental disability with no single known cause.

Autistic students in the TCI celebrate World Autism Awareness Day BY DAISY HANDFIELD STUDENTS from the Hope Autism Classroom in Providenciales hosted a party on Sunday (April 2) at the school in the Mills Institute in Long Bay to recognise World Autism Day. From 5pm to 7pm children, parents and teachers celebrated with games and light refreshments. Maxcia Rigby, founder of the Hope Foundation and the Hope Autism Classroom, said that the event was well attended and the feedback she received from participants was phenomenal. She said: “We have been receiving excellent feedback. We are closing off our second year and the students are progressing well. “We have had overwhelming support from the community and corporate sponsors as well.
“The Centres for Disease Control and Prevention (CDC) estimate that one in 68 children, per 1,000 eightyear-olds in multiple communities in the United States has been identified with autism spectrum disorder (ASD). “We have also had an increased number of cases reported in the Turks and Caicos, so it is important for us to reach out, accept those children and assist them with getting the help that they need to live a normal life.” Meanwhile, the Hope Foundation will be hosting a Blue Gala event on April 27 at 7pm at Mango Reef restaurant in Providenciales. Tickets are on sale for the price of $70 and that includes a three course meal with welcome drink. Funds raised from this initiative will go towards the Hope Autism

Islands on April 16, 2013, to cater to autism awareness, diagnosis and treatment. The Hope Foundation partnered with the Mills Institute in Providenciales for the establishment of a classroom for autistic children. The Hope Autism Classroom is specifically designed for children with autism, with furniture and a
curriculum designed in a way to accommodate these students. The classroom currently caters for seven students and the teachers are professionals with experience in teaching children with autism. Every year autism organisations around the world celebrate the day with unique fundraising and awareness-raising events.

Yesterday and today Last weekend my friend Marcus from Bambarra was laid to rest. He follows Carlynn and Emanuel from the same community. Friends we enjoyed yesterday as Middle Caicos fellows. There were others from Conch Bar and Lorimers. Many gone to God. Others just gone. They leave today to those few that remain. We remember yesterday’s discussions with Marcus as we waited for the ferry in 2003, 2004, 2005 and 2006. We wondered why the causeway had not been started under PNP because the money was granted PDM in early 2003. The causeway opened August 2007 but was gone by August 2008. Today over eight years later

Today the faulty system awaits change. Today we also have a financial and medical disastrous secondary healthcare mess. No problem for the politicians
that put it in place because they are collecting income from ‘TCI healthcare’. They personally use USA for real healthcare. Our first Premier along with his cabinet are standing trial before a judge for bribery and corruption. A senior judge not much younger than our senior friends from Bambarra will make decisions - if old age does not overtake him before defendants’ lawyers let it end! Yesterday the TCI heard arguments for a jury. Interesting is a study recently conducted in the huge legal world of the USA. Thousands of judges were interviewed and they reported that in over 95 percent of the cases tried before juries they as judges agreed with the jury’s decisions.
It appears judges view evidence from the same perspective as juries. Sharlene, our lawyer lady premier, has brought forth an anti-bribe anti-corruption law. The Royalistic PNP are against the law. No Surprise. Yesterday bribes possibly solicited from existing resorts by the PNP cost TCI its 2003 stellar investor reputation. Today a voice from our people notes that inward investors from yesterday and today look to our legal system to uphold their agreements. That voice recommends restoring investor confidence to grow our economy by making changes in the long tainted office of the Attorney General. We agree.

Pupils learn about the benefits of college education BY DAISY HANDFIELD PRIMARY and high school pupils visited TCI Community College (TCICC) this week to learn about how to further their education. More than 60 students from four different schools in Providenciales attended the open house event on Monday (April 3). Students from the Elite High School, Ianthe Pratt Primary School, Shining Stars Preparatory School and the Precious Treasures International School engaged with students from the college. They learnt about some of the subjects and courses that were available to them. As part of the event business students at the college created businesses and presented them to attendees. TCICC offers a more hands on approach to learning such as Early Childhood Education, a course aimed to teach children key subject areas at an early age. Attendees were briefed on the ins and outs of this course.
TCICC public relations officer Rachel Harvey said that for future open houses the school will take a different approach, by inviting the corporate community to come in and share what they have to offer with the students. Present at the event were students from the Einstein Nebbia School in Italy who have been in the Turks and Caicos Islands for nearly a month, participating in a student exchange programme through a partnership with the TCICC. Teacher and coordinator at the Italian school, Rafaella told press that the students were having an amazing time in the TCI. She said: “We are having a great time because the people in the Turks and Caicos are extremely nice and extroverts. “The students are also having a lot of fun at work. Everybody has been extremely welcoming and I think that the students have learnt a lot of things. “They now have many new skills from working and learnt a lot of things about the TCI culture.”
Students to compete in second annual Long Bay High School pageant BY DAISY HANDFIELD NINE young women will compete in the Long Bay High School’s second annual pageant at the Tropicana Show Club in Providenciales on May 26 at 6.30pm. Kavanna Hanna will represent Parrot Cay, Celine Fredric will represent Grand Turk, Laura Walkin will represent Salt Cay, D’asia Saunders will represent West Caicos, Alisia Williams will represent Middle Caicos, Tashly Belthius Will represent East Caicos, Quinique Cartwright will represent Providenciales, Audrea Stubbs will represent North Caicos and Erika Pinales representing South Caicos. The pageant, which is centred on providing the students with personal development, grooming and giving them general exposure, will be celebrating the theme ‘Old Hollywood Glam’. Pageant coordinator Tiffany Ivey said in an interview that the event helps pupils to build their self-esteem and encourages them to embrace their talents and their individualities. She said: “The pageant is really geared at promoting and exposure
for the young ladies’ personal development and growth. “Basically we want them to be aware of themselves and to garn and relish experiences for promoting personal growth for themselves.” The ladies will be competing in the areas of Best Evening Gown, Best Talent and Best National Dress. Contestant Stubbs said that if she won the title of Ms Long Bay High, she would use this as a platform to encourage students to believe in themselves and to work together as one. Cartwright said that if she won she would promote equality and self-acceptance. Last year Jamika Prosper and Keanu Williams had the most votes for best overall female and male contestants, so were crowned Mr and Ms Long Bay High School 2016-2017. Long Bay High School opened its doors in 2015 for the 2015 to 2016 academic year. Located in the Long Bay Hills area, the Long Bay High School as it is named, is a fully functional high school separate and apart from the Clement Howell High School.

Fortis TCI continues to encourage residents to lead healthy lifestyles BY DAISY HANDFIELD RESIDENTS and visitors participated in the ninth annual Fortis Fun Spring Walk and Run hosted on Saturday (April 1) at the company’s headquarters in Providenciales. The initiative began at 5.30am and participants had the option of either walking, running or cycling. The event brings together residents and visitors from across the TCI to promote healthy living, improve personal wellness and build community ties. Eddington Powell, CEO of Fortis TCI, told press that the objective of the event was to allow residents to come out, relax and have some fun while getting fit. Devon Cox, senior vice president of operations for Fortis TCI, who also participated in the event said that he started off strong, but eventually started to really feel the workout. He said: “As long as you start and then you finish, that is what it is really all about. “We conduct this initiative because we believe in health and we believe that people should live a healthy lifestyle and it is just a good thing to do.” At the end of the event, health and fitness advice was provided by physicians from InterHealth Canada, in conjunction with other TCI health oriented organisations. HOW DOES YOUR GARDEN GROW
The art of opening a coconut Fresh coconuts are great, they are filled with the most refreshing, sweet-tasting water. The meat inside isn’t hard like the typical old coconut fund at the grocery store, they can be as soft as jelly. Usually it’s a bit harder, somewhat chewy but delicious and the perfect ingredient in many raw dessert recipes and smoothies. In the Caribbean, young coconuts are used for drinking and the meat inside is also eaten as a snack. Old coconuts, with a brown skin once shaved, are used to extract oil and also make coconut flakes. As the coconut matures and ages, there’s less water inside of them, and the meat gets harder and richer in fat. You can also get coconuts in the supermarkets all around the world.
They are usually brown, without the natural green shell, which have been shaved for shipping. But the two big problems with young coconuts is opening them and getting the meat inside of them. You can open them in many ways. Here are a few ways that many people might eventually try: Smashing it on the ground repeatedly. You can extract the water of a young coconut by poking holes at the bottom. But getting inside for the delicious meat is more difficult. The method I employed in my early innocent days was to smash the coconut repeatedly on the pavement. After a few enthusiastic attempts, it will generally crack open. But this method is messy and leaves a trail of coconut mess behind.

Vegan fritters
INGREDIENTS • 3/4 cup all-purpose flour or chickpea flour • 1/2 cup milk • 1 teaspoon cumin • 1/2 teaspoon cayenne pepper • 1/4 teaspoon paprika • 1/4 teaspoon garlic powder • 1/2 teaspoon salt • Pepper • 1/4 cup chopped red onion • 3/4 cup chopped red pepper • 3/4 cup corn • 2 tablespoons chopped parsley • Vegetable oil
INSTRUCTIONS • Mix dry ingredients. Add milk and mix until all the clumps are out. Fold vegetables into batter. • Heat pan on medium high heat. Add enough vegetable oil to cover the pan. • Spoon some of the batter on the pan, fitting as many fritters as you can on the pan you use. Cook until browned. • You should be able to lift the fritter easily when it is ready. Flip and cook the other side. • Repeat with the rest of the batter, adding more oil as needed. • Serve with a vegan dip or bread roll.
And oftentimes, you have to clean the inside of the coconut for pavement debris that might have found their way in. You can also open it with a knife. If you use the right knife, you can cut around the coconut and open it from the top. However, this method is dangerous and not recommended. Putting it under the wheels of a truck. Dohhh, skip that method. The best way, is the way that Caribbean people are doing it, by using a machete. With one hand, steady the coconut at the rounded end and tilt the opposite end downward. Use a very sharp machete in your other hand, hack at the pointier end of the coconut at a sharp angle. Slowly decrease the angle of the coconut to create a notch in the husk. Repeat this process to create a larger and larger notch in the husk until you have penetrated the husk and can access the inner fruit.

Regional News UN warns personnel in Barbados about crime THE UN has its eye on the crime situation in Barbados, and has issued a security advisory to its staff in the island following a string of recent robberies. The UN’s Department of Safety and Security (UNDSS) has advised personnel to increase their vigilance following “credible reports that a number of recent robberies are believed to be committed by a group of five armed men”. It is believed the men are travelling in one vehicle and targeting both businesses and individuals. They attempt to trick victims into stopping or exiting their vehicles by driving behind them and flicking their headlights. “All UN personnel and family members are reminded to always lock your car doors, keep your windows up, only pull over in welllit populated areas, and to remain aware of your surroundings at all times. Avoid driving alone at night,” the UNDSS advisory added. It offered UN employees further advice on how to deal with any such encounter. “If you detect that you are being
watched or followed do not panic and drive to your nearest ‘safe haven’ (UN office, police station…). Try to collect as much information on any suspect vehicle such as make, colour, licence plate, identifying marks, description of occupants, etc. If someone tries to bump your car, honk the horn, put on hazard lights and continue driving quickly,” the UNDSS urged staff. “If you are hit from behind and have to stop, do not get out of the vehicle or unlock it until you have called the police. Check the mirrors to observe the situation and if you see something suspicious like a pair or group of men descending all at the same time, try to rush to a ‘safe haven’. If you have a driver, instruct him accordingly. It is illegal to leave the spot of an accident but safer to go away straight to the closest police station. The CSFP [Common Foreign and Security Policy] and UNDSS will assist you with the police if necessary.” Last month, the Royal Barbados Police Force confirmed that it was investigating several crimes which may have been committed by a group of five men travelling in a vehicle. Jamaica lifts corned beef ban and local company JAMAICA has lifted its ban on the sale and importation of corned beef from Brazil, and one local manufacturer is contemplating manufacturing the product at home. Minister of Industry, Commerce, Agriculture and Fisheries Karl Samuda announced the lifting of the ban on Tuesday, which gave the green light for stocks of corned beef that were pulled from the shelves or prevented from getting there, to be released for distribution. The ban and recall of Brazilian corned beef was imposed two weeks ago amid investigations in Brazil into major meat processors who were allegedly using rotten beef and poultry. Almost all of the corned beef supplied to Jamaica comes from the South American country, and the Bureau of Standards Jamaica (BSJ) and the Veterinarian Services of the Ministry of Industry, Commerce, Agriculture and Fisheries carried out testing and found the product to be uncontaminated or “within normal limits”, Samuda said. Furthermore, teams from Samuda’s Ministry, as well as the Health Ministry, visited two
plants in Brazil where most of the corned beef destined for Jamaica is manufactured, and found that they were in compliance with the necessary standards. The teams visited the country March 29 to April 2. “In specific terms, factory number 337 and 226 were found to be in compliance with the international and quality safety standards. All the phytosanitary and other measures required to ensure safety in the consumption of the product manufactured were within the required standards,” he said. Samuda assured that the Ministry would continue to monitor the situation. Meantime, manufacture and distribution company, GraceKennedy, is now contemplating the manufacture of corned beef at its local meat facility. Chief executive officer Don Wehby, in a press release, announced plans to have its innovation team look at the requirements to have the company produce corned beef at GraceFood Processors where it already manufactures a wide range of products, including sausages, frankfurters and ham.

Smith predicts PLP will win closest election since 1967 THE upcoming general election in the Bahamas is expected to be the closet poll since the vote in 1967, which ended in a tie, according to former Progressive Liberal Party (PLP) Cabinet minister George Smith. Despite expecting a very tight race, Mr Smith predicted that the PLP will pull off a narrow win in what he feels will be an acrimonious election. There was a tie in the 1967 general election with the PLP and the United Bahamian Party, the governing side, each winning 18 seats. The remaining two seats went to Randol Fawkes, of the Labour Party, and Alvin Braynen, an Independent, who both later put their support behind the PLP, leading to Majority Rule. “This is going to be the closest election since 1967 and whoever wins will win by very few seats,” Mr Smith, a former member of Parliament for Exuma, told The Tribune. “My prediction is it’s going to be a hard-fought election and I pray to God that there is no violence, but a lot of insults will be hurled back and forth and, again, I pray for calm. “I predict that this will be the closest election since 1967 and I am still mindful that the Progressive Liberal Party will at the end emerge victorious, but it will be a close election and many constituencies will be determined by small numbers.” He said he is not concerned that close election margins may be challenged in Election Court due to concerns about voter fraud. He said a few people in New Providence, Grand Bahama and even some Family Islands have “misled” revising officers. A man was arrested last Tuesday and charged in connection with alleged voter fraud the next day. “I’m not too concerned about what they called voter fraud. People (may) attempt to do that but I believe the checks and balances in the Parliamentary Elections Act guarantees that no one can get away with that,” Mr Smith said when asked. “The officials are there, every candidate will have their poll workers, the police are out. I expect the election process to be fair, I expect for there to be some nail biters in a
number of constituencies, the end result will be that of those who are registered, we don’t have registration up to a point where we can say the potential electorate are all registered, of those who are registered there will be a handsome turnout. “We will have outside monitors (from the international community) and there will be a number of nail biters and when the smoke clears in late evening on election day I am hopeful that my party will emerge as the governing party and performs to the level that we are capable of performing and live up to people’s expectations.” Despite criticism leveled at Prime Minister Perry Christie over his performance this term, Mr Smith believes the nation’s leader has an advantage over his rival, Free National Movement Leader Dr Hubert Minnis. “One of the things the PLP has going for it is the lack of great expectation of Minnis as an alternative in spite of all the criticism levelled at Mr Christie - he has the ability to rise to the occasion when it requires,” Mr Smith said. “The problem is both parties in a number of constituencies failed to nominate candidates who have the intelligence and temperamental capacity to deal with many of the problems facing the country. “When the people sit down and analyse the slate of candidates, the one thing that has always come to the fore is stability of the country, because that is paramount in the psyche of the Bahamian people, to make sure they vote for individuals that will keep the country stable. And that is why I believe at the end of the day the PLP will win.”

BAHAMIAN PM Perry Christie revealed on Tuesday night that his nation would head to the polls either in the first or in the second week of May. The revelation came during the PLP’s joint constituency meeting for Bain and Grants Town, Killarney, Mount Moriah and Fort Charlotte where Dr Bernard Nottage, realtor Reneika Knowles, former Attorney General Alfred Sears and attorney Arnold Forbes respectively are contesting the constituencies. Syria chemical attack victims gassed as they slept RUSSIAN claims that a regime airstrike on a “terrorist” ammunition depot caused the deaths of at least 70 people in northern Syria have been rejected, as victims described the aftermath of chemical bombs dropped from planes. International condemnation mounted on Wednesday over what appeared to be a targeted chemical attack on a rebel-held town in Idlib province, one of the deadliest since the Syrian war began six years ago. The White House and the UK blamed the regime of President Bashar al-Assad for the outrage, which caused the deaths of at least 10 children, some asleep in their beds when the attack struck at dawn. At the United Nations, western powers lambasted Russia for standing by the Assad regime.
The World Health Organization said victims bore the signs of exposure to nerve agents, and Amnesty International said evidence pointed to an “air-launched chemical attack.” International agencies were working to establish the provenance of the agents used in the strike. Russia claimed the deaths were caused by gas released when a regime airstrike hit a chemical weapons factory on the ground. But victims being treated in a hospital on the Turkish side of the border told a CNN team they saw chemical bombs being dropped from planes. The Russian defense ministry claimed on its Facebook page that a Syrian airstrike hit “workshops, which produced chemical warfare munitions” in the eastern outskirts of Khan Sheikhoun.

STEVE Bannon, President Donald Trump’s chief strategist, has been removed from his permanent seat at the National Security Council, multiple sources tell CNN, moving the council into a more traditional structure. The decision, which one source with knowledge said was made by Trump himself, comes after the President in January authorised the reorganisation of the National Security Council to include Bannon as a permanent member of the panel. The move is a demotion for Bannon and a win for H.R. McMaster, who Trump picked in February to lead the council after Michael Flynn was fired for misleading Vice President Mike Pence about undisclosed contacts he had with Russian operatives. McMaster, an Army lieutenant general, has to date struggled to gain tangible influence inside the White House, including in issues of hiring and firing. Bannon’s title was removed from the standing list of members of the National Security Council in a regulatory filing posted Wednesday, first reported by Bloomberg. Long Island foster dad threatened to kill his adopted son if he didn’t act as his sex slave THE adopted son of an accused pedophile testified Wednesday that the Long Island foster dad threatened to murder him if he didn’t submit to sick sexual acts. “I was afraid of him,” the 29-yearold witness said on his second day on the stand at Riverhead County Court. “(He said) ‘I will shoot you. I will run you over with my car. I will kill you.’” Cesar Gonzales-Mugaburu, 60, is accused of molesting eight foster kids in the Suffolk County house of horrors where he took in more than 140 children over 20 years. For more than 90 minutes, the adopted son described in sickening detail how he was used as GonzalezMugaburu’s personal sex slave. The witness said he moved into Gonzales-Mugaburu’s home in Ridge in 1997 at age 9 or 10. “He was a friendly person, friendly parent, always joking around,” the son testified. The man said the first sex assault took place after Gonzales-Mugaburu lured him into a bedroom and turned on “gay porn.” Gonzales-Mugaburu was soon violating him all over the house. The foster father would even demand oral sex in the presence of other kids while they were all

watching a movie in the dark, the man testified. Gonzales-Mugaburu, when he wasn’t molesting the young boy, was psychologically tormenting him. “You’re disabled,” the man said Gonzales-Mugaburu would tell him. “You’re mentally retarded. You’re not going to get nowhere in life.” The 29-year-old was the third victim to take the stand. The other
boys, a 14-year-old and 12-year-old, also described being forced to satisfy Gonzales-Mugaburu’s relentless sexual demands. The older witness said he eventually devised a plan to get transferred out of GonzalesMugaburu’s home. The man testified that he intentionally got in trouble in school, leading to a meeting with his adoption agency. “I told them I just don’t wanna go back ‘cause I hate it there,” the man recalled. The plan worked — at first. The boy was sent to live with a different foster parent in Unionville. “It was great,” he said. But his worst fears came true four years later after he got into a fight with the woman’s son. The boy was shipped back to Gonzales-Mugaburu’s home where the abuse continued. He was eventually adopted, and the Long Island man was arrested in March 2015. Prosecutors say GonzalesMugaburu, in addition to abusing eight kids, had sex with a female dog as one of the children watched. His defense lawyer told the jury last week that his client is the victim of a “witch hunt.” (NYDailynews)

Russia’s justice ministry argues that Jehovah’s Witnesses pamphlets incite hatred.
Russia court considers Jehovah’s Witnesses ban RUSSIA’S Supreme Court has begun hearing a government request to outlaw the Jehovah’s Witnesses and declare it an extremist organisation. The justice ministry has already placed its headquarters near St Petersburg on a list of extremist groups. An estimated eight million people worldwide are part of the Christian-based movement, best known for going door to door looking for new converts. It has 175,000 members in Russia and 395 branches across the country. As the case began in Moscow on Wednesday, lawyers representing the movement submitted a counter suit, asking the High Court to declare its members victims of political repression and the justice ministry’s action unlawful.
The court ruled that this was not part of its jurisdiction, but did not say whose it was, Russia’s legal information agency reported. The ministry argues that the Jehovah’s Witnesses’ activities “violate Russia’s law on combating extremism” and their pamphlets incited hatred against other groups. Jehovah’s Witnesses representative Yaroslav Sivulsky told the BBC that the movement had nothing to do with extremism and he complained that in every case the courts never really listened to their arguments. One pamphlet quoted the novelist Leo Tolstoy, describing the doctrine of the Russian Orthodox Church as superstition and sorcery, according to BBC correspondent Sarah Rainsford.
Malaysia MP: ‘Ok for rape victims to marry their rapists’ A MALAYSIAN MP has drawn outrage for saying it can be OK for rapists to marry their victims and that some 12-year-old girls were “physically and spiritually” ready to get married. Shabudin Yahaya from the ruling Barisan Nasional coalition said marriage could help victims “lead a better life”. Malaysia, a Muslimmajority country, has just passed a new law on sexual offences against children. Despite opposition efforts, the law does not ban child marriages. It remains legal for Muslims under 16 to get married in Malaysia under certain circumstances. Speaking during a parliamentary debate on the bill on Tuesday, Mr Shabudin said that although rape was considered a criminal offence, the rapist and the victim
should both be “given a second chance to turn a new leaf”. “Perhaps through marriage they [the rape victim and rapist] can lead a healthier, better life. And the person who was raped will not necessarily have a bleak future. “She will have a husband at least, and this could serve as a remedy to growing social problems,” he said. He also said some children were “physically and spiritually” ready for marriage. “Some girls who are aged between 12 and 15 years have bodies like 18-year-old women,” he said, citing his experience as a former Sharia court judge. He later said his comments had been taken out of context, but that he opposed criminalising child marriages as they are a part of Islamic law, Reuters reports.

Nigerian singer, Mo Adeniran wins The Voice UK MO Adeniran, a 21 year old Nigerian singer, has emerged the winner of the 2017 edition of The Voice, United Kingdom. “After months of stellar performances, battle rounds and public votes, Mo Adeniran was crowned the winner of The Voice UK during Sunday night’s live final,” according to Dailmail UK. Flabbergasted as the result was announced, Adeniran looked on in shock whilst his mentor, singer and Oscar-winning actress Jennifer Hudson immediately burst into tears of happiness. Adeniran who worked night shifts at a hotel prior to the show, came to the show with his best friend, Max Vickers, who made it through to the semi-finals. He beat other contestants with his rendition of Iron Sky which had the judges turning their chairs. Adeniran who scooped the title with winning performances of Paolo Nutini’s Iron Sky and Unsteady by X Ambassador looked stunned as host Emma Willis announced his name. He thanked his mentor, Hudson, for her support. “An amazing thank you to the most phenomenal person I have ever met, thank you Jennifer,” he said. Adeniran’s stirring performance of “Unsteady” had Hudson struggling to contain her emotions. Blinking back tears, she told him: “Mo, we feel your heart. He won praise from all the coaches, with Gavin Rossdale gushing: “You have the voice of a generation.” Adeniran was adopted into a family at the age of three – only to be taken away again at the age of eight after it was discovered his adoptive mother was abusive. The star was then placed back into social services and his turbulent family life led him to go off the rails as a teen. This came to a head when Mo lost his close pal in 2015 after he died from a drug overdose.

North Carolina returns home to celebrate sixth NCAA title NO longer haunted by the memory of a buzzer-beating loss in last year’s title game, but galvanised by a misstatement from their most decorated former player, the Tar Heels returned home Tuesday with their sixth NCAA Tournament trophy, which they earned a night earlier by beating Gonzaga in the championship game. “This year,” senior Isaiah Hicks said, “we did it.” Thousands of fans poured into the arena and onto the court before the team’s flight had even landed at nearby Raleigh-Durham International Airport, and they cheered fanatically every time live footage of the team’s motorcade was shown on the video scoreboards. When the individual players were introduced, they showered Atlantic Coast Conference player of the year Justin Jackson with chants of “one more year.” “It just didn’t seem like we were going to get back to where we wanted to be, and you all did a great job,” said guard Joel Berry II, still wearing the net from the title game around his neck. “We just basically did our thing, and we came back home with it.” This was the first time the team and its fans were together inside the Smith Center since a victory over Duke in the regular-season finale exactly one month earlier — a night made memorable by Michael Jordan’s surprise appearance at halftime to announce a partnership between the athletic department and his Nike line. During his remarks to the crowd, he said of the American football programme: “The ceiling is the roof.” Just as quickly as it went viral, the basketball team adopted it as its rallying cry for the postseason. The Tar Heels (33-7) climbed as high as No. 3 in the AP Top 25 and were sixth in the final media poll, won the Atlantic Coast Conference’s regular-season title by two games and earned No. 1 seeds in both the conference and NCAA tournaments. They won their last five NCAA Tournament games by an average of 5.6 points, earning a one-point victory over Oregon in the Final Four before pulling away to beat Gonzaga and claim their latest championship while capping a season overshadowed by events from both the near and distant past. Another year was played amid the shadow of an NCAA investigation into the school’s long-running academic fraud scandal touching athletes in numerous sports, tied to irregularities in an academic department and leading to five broad-based charges against the school that include lack of institutional control. The NCAA reopened its investigation in summer 2014 and first charged UNC in a Notice of Allegations (NOA) filed in May 2015. It then revised the charges in a second version last April, and then changed them again in a third version filed in December. There’s currently another delay while the school and the NCAA work on a new schedule for UNC to file its response to the third Notice of Allegations, as the attorney for a woman at the center of the scandal said he is working to set up an interview after she had previously refused to speak with investigators.

Predators join Flyers in semis THE Predators join tournament favourites the Five Cays Flyers in the semi-finals of the Provo Amateur Basketball Association (PABA) Night League after both teams eased to 2-0 wins in their best-in-three first round clashes. Defending champions the Five Cays Knights, (number three seeded team), and the GT Stallions (number two seeded) have both registered a win and a loss in their respective series against the Spartans and Sonics. The number one seeded Flyers sent the Nazarene Kings fishing on Saturday night after a good battle left the former champions with a sixpoint win 68-62. Credit should go to the Kings, who found valiantly most of the game. Anthony Cash scored 15 points and nabbed four rebounds for the winners, while Jakee Been added 12 points. Stefan Morris scored 21 points, to go with five rebounds and three assists for the Kings. His teammate Lofton Seymour added 20 points, four rebounds, three assists and four steals.
In game two on Saturday night, a defiant Spartans team extended their series with the Knights. The game (80-77) was a heated battle, with several lead changes, but it was clutch free throws (three of them) by Emanio Williams with .02 seconds left on the game clock that sealed the win. Williams finished with a night high 38 points and three steals. His teammate Devon Williams chipped in with 17 points and eight boards. Andujar Gardiner and Don Bascombe led the Knights’ attack with 20 points and six rebounds and 19 points, eight rebounds and three steals each. Mark Handfield added 15 point and 10 rebounds. On Wednesday evening John Meise, who buried four three pointers, led the Predators to a series win (77-60 in latest clash) over the Hustlerz. KENYA’S Joyciline Jepkosgei broke four world records as she stormed to victory at the Prague Half Marathon. The 23-year-old completed what was just her fifth half marathon in one hour, four minutes and 52 seconds - 14 seconds quicker than the record set by Peres Jepchirchir earlier this year.
And she also clocked splits of 30:05, 45:37 and 1:01:25 to break the 10km, 15km and 20km world records on the way. “I only wanted to improve my time. This is a surprise for me,” Jepkosgei said. “I didn’t know I would break the world record today.
“But the conditions were good for me because I’m used to training at this time of day.” Defending champion Violah Jepchumba finished second - 30 seconds back - and Fancy Chemutai third, with America’s sixth-placed Jordan Hasay the only non-Kenyan in the top 10.

Fenelon breaks national decathlon record – Achieves six PBs in medal winning event at Champs

WIKENSON Fenelon did not just break a Champs record in the decathlon; he broke the national overall record as well. The third place performance last week at the National Stadium in Jamaica earned the TCI athlete 6270 points, 40 more than what previous record holder, Woodens Corvil made last year. Incidentally, Corvil, who is Fenelon’s Jamaica College schoolmate and friend, coached him throughout the event and spurred him on to break the record. “I was really proud of him, I felt overwhelmed and overjoyed when he did it. I was there with him during the two days period, motivating him
and ensuring that he did everything right. I did actually know he was going to break it before he even competed. I felt great knowing someone has evolved to this level and that’s what I want to see happen each and every day,” Corvil told the Weekly News. SIX PERSONAL BEST Fenelon also achieved six personal best performances. One of which is also a Champs’ best. His 7.09m in the long jump, eclipses the 6.98M previous best (in the decathlon) which was made by a Morent Bay High School student, Marcus Brown, in 2016. Fenelon’s other PBs included:
11.07s in the 100M, 51.74s in the 400M, 5:23.11 in the 1500M, 45.31M in the javelin, and 32M in the discus. The 17-year-old also equalled his national record in the pole vault. His 3.50M was better than last year’s Champs’ 3.35M mark, but the first place finisher Donovan Thames leaped to 3.90M to bag the new record. Fenelon said that his plan was just to score the most points he could in every event. He said none of it would have been possible without divine help. “I just want to thank GOD for making me do so well on my first time and for most of my plans.”

Meridian Marauders beat Nuff Said in Cup final THE Meridian Marauders handed the Le Bouchon Nuff Said their first defeat this season, but it happened in the most important clash—the Cup final. Veteran player Gareth Butler scored two crafty tries to give the eventual winners a 4-0 lead in the championship clash, but Nuff Said retaliated with some single point tries from Miguel Malcolm and Darren Bardin. Meridian’s offence worked the ball from sideline to sideline creating room for speedy Tyrese Taylor to swoop in with four tries. Nuff Said, however remained motivated and narrowed the lead with tries from Wesley Chery, LJ Outten and Blair Mason.
A key factor of the win was the defence by the Meridian women who held the Nuff Said ladies off the scoreboard for the first time this season. In the last play Hendriks Joseph beat his opposite number to score and cap Meridian’s win at 11-9 in the thrilling final. In the Shield final, the Unicorn Bookstore Unicorns of Doom, led by six points from Claire Winchester, defeated the Pampered Paws Reef Rovers 18-11. A strong first half from the BCQS Jolly Ranchers (7-0) ensured an 11-5 Bowl win over the Coast Red Mist in their clash, while in the Plate final, the BCB Wahoos defeated the Alexandra Resort Tipsy Turtles 15-5.

Reyes breaks his national 800M record twice
KEN Reyes continues to shave time from his national 800M record; his latest accomplishment is over a second—a feat he achieved twice in three days. The Jamaica College athlete made the marks last week in the semi-finals and
final at Jamaica’s top school event: Champs. Reyes, who clocked 1:57.95 at CARIFTA last March, had lowered the mark several times, including last month when he finished third in the Digicel Grand Prix with a time of 1:53.77s.
At the National Stadium, the 17-year-old won his heat with a time of 1:55.28s. On Thursday, he broke his record with a run of 1:52.75s to qualify for Saturday’s final, where he again lowered his time. His fifth place finish was achieved in 1:52.52s.
