Crime ‘not to blame’ for tourism dip BY GEMMA HANDY TOURISM chiefs have hit back at hoteliers who claim a recent crime spate is to blame for a drop in air arrivals. Figures show a two percent dip – or 2,655 fewer people – flew into the TCI between April and June this year, compared to the same period in 2016. The biggest decrease was seen in flights from the US and Canada, the country’s principal source markets. Concerns earlier this month from Turks and Caicos Hotel and Tourism Association (TCHTA) chiefs came hot on the heels of the shooting of two American holidaymakers within five weeks. But the Tourist Board’s statistics, released in a statement on Thursday (August 24), only cover the period immediately prior to the shocking attacks against tourists, the third quarter of 2017 still being in progress. The data did show, however, that overall arrivals to the Islands, by both air and cruise ships, in fact soared by 17 percent for the second quarter of 2017, compared to last year. The decline in air arrivals is attributed in part to ‘the Trump effect,’ with patriotic Americans

apparently choosing staycations over international trips. “Travelzoo’s spring 2017 Travel Trends Survey finds that nearly 60 percent of Americans will travel domestically for their primary vacation this year,” the tourism ministry statement continued. American travellers are also showing an interest in long weekends to Europe, thanks to a slew of new low-cost carriers, it said. The ministry “makes it categorically clear that there is no evidence to support that the recent incidents of crime correlated to a decrease in arrivals to the destination”, it went on to state. The 2016 tourism season was “mixed” for much of the region and, according to the Caribbean Tourism Organisation (CTO), travel from overseas is expected to be sluggish for the upcoming season. A surge in alternative accommodation such as Airbnb is said to have resulted in fewer hotel stays across the region last year. Nonetheless, TCI tourism bosses remain optimistic. The statement claimed there was still “strong interest” among key markets. “The frequency of flights from most major gateways in the US and beyond makes the Turks and Caicos

an attractive destination, including for last-minute vacation planners,” it said, adding that the ministry was “working aggressively to maintain brand TCI”. “We assure the travelling public that everything is being done to ensure a sense of security in our destination.” Islanders were recently urged to join the fight against crime in a united plea from resort chiefs and Tourist Board members. TCHTA executive director Stacy

Cox previously said violent incidents had hit the TCI’s “economic vein” but, while they might temporarily bring the country “to its knees”, the Islands remained an “ultra-safe destination” compared to many regional counterparts. Cox admitted there had been concern - and subsequent cancellations - from vacationers deterred by the crime wave. On July 28, holidaymaker Mike Jones, 57, was shot during an armed burglary at his villa in Leeward.

Five weeks earlier, Kevin Newman, of Alabama, was robbed at gunpoint and shot in Grace Bay and had to be flown to Florida for treatment. Both men had been vacationing in the Islands with their families. A national security strategy aimed at tackling crime, and its causes, has since been announced. In February, Premier Sharlene Cartwright Robinson asked the UK for assistance during a visit to London.

Bill amended to allow biological data collection THE ADVANCE passenger information system (APIS), for which the Government has been in talks for some quite some time, has been given the green light with the recent passage of amendments to the immigration ordinance. On Monday (August 21), Deputy Premier and Minister of Border Control and Employment, Sean Astwood successfully took the Immigration Amendment Bill 2017 through its second and third readings when the House of Assembly resumed its ninth meeting for 2017. The amendment allows for the long-awaited introduction of an APIS in the Turks and Caicos Islands. Once implemented, it will capture passengers’ biographic data and travel details which will be shared with border control officials prior to the arrival of passengers in the TCI. This electronic database of passenger details is being undertaken in collaboration with the Joint Regional Communications Center (JRCC), a sub agency of Caricom IMPACS and the United States government. The information collected will be shared among cooperating countries of the United Kingdom, the United States and members of the Caribbean Community (Caricom). The benefits of APIS are touted as an improvement in crime perception and detection, and deterrence to engagement in the smuggling of drugs, humans, weapons and other contraband. With these features, it is hoped, as previously expressed by the

Government, that the borders of the TCI will be made safer, while also improving the overall passenger experience by reducing congestion and delays at the ports. GLOBALISATION During his delivery in the House of Assembly, the Deputy Premier stated that thanks to globalisation and the advancement in communication the world has now shrunk to such an extent that it has led to one global integrated community without boundaries. He said that while there is much to be gained from the exposure to world markets, trade and commerce, such as a thriving and healthy tourism industry, as a small island developing state the TCI cannot continue to ignore the increased exposure to threats that this growth brings. “And we cannot return to a day and time when we had very little exposure to threat, nor should we want to, as our days of less exposure and less threat were also our days of less success as a country and as a people,” he said. He added that the TCI, similar to other small island developing states, must find the balance to embrace the opportunities of globalisation and a shrunken world, while capitalising on the power of an integrated world community to mitigate against the inherent threats that comes with it. Astwood further noted that there is also the threat of international terrorism, a concern for both border control as well as the TCI Airports

Authority and the country’s airline carriers. He stated: “Not only have security inspections intensified in light of these risks but one has to wonder if there is also the need to reinstate border control checks on departure, which will create further delays in the check-in process as we have already seen in the arrivals and entering of passengers. “The threat of drug trafficking, passenger and gun smuggling along with that of other illegal contraband also present increased compliance risks that require greater vigilance and intensified inspections by both Border Control and Customs Department.” The deputy premier stated that together these risks have brought greater demands on an already stretched human resource and ultimately lowers the quality of the passenger experience on arrival and departure at the TCI’s ports. However, with the passage of the immigration amendment the Government will be able to implement an APIS that will allow them to systematically address the concerns and risks, Astwood said. The Immigration Amendment Bill 2017, which also includes provisions for the streamlining of the process for in transit passengers, was tabled for its first reading at the July meeting of the House of Assembly and will come in to force on a day as consented to by Governor John Freeman, having been published in the Gazette.

End in sight for sister island dumps BY GEMMA HANDY THE EYESORE of open dumpsites – and their indiscriminate fires with noxious fumes – which blight the sister islands’ pristine landscapes could soon be a thing of the past. Bosses at the firm which took over management of the Providenciales and Grand Turk dumps in 2012 dubbed the country’s remaining sites “one of the TCI’s biggest environmental problems”. Turks and Caicos Environmental Management (TCEM) has long been poised to expand its multi-million dollar clean-up nationwide but the rollout has been contingent on government funds. Premier Sharlene Cartwright Robinson recently announced her intention to use a Caribbean Development Bank (CDB) loan to address garbage disposal on every island – and help the TCI live up to its ‘beautiful by nature’ tagline. Discussions with CDB chiefs included an “integrated approach to the generation, treatment and disposal of waste… as well as designing the best option for waste disposal on each island”, her July 27 statement said. The premier’s comments also included a call to arms to Islanders; she said the issue involved

Hodge said no one from TCIG had yet been in contact about doing so, but that TCEM had “always had the vision and appetite for a much bigger project”. “The next major step is the dumps on the sister islands; they are one of

Daylight saving time returns March 2018 THE REINSTATEMENT of daylight saving time (DST) will return the Turks and Caicos Islands to the same schedule as most of the eastern United States and Canada. Effective from Sunday, March 11, 2018, the TCI will adjust time one hour forward until the autumn when it falls back. The change was announced by the Government this past week, after having conducted what they termed “extensive consultations” across the Turks and Caicos Islands. On July 19 following these

consultations, which took place online, cabinet took a decision to reintroduce the seasonal time change in the Islands. Daylight saving time will be observed during the summer months and standard time, otherwise known as local time during the winter months. The move comes three years after the PNP government took a decision in 2014 to not observe DST as of March 8, 2015. At that time, it was reported that the change to permanent DST would give guests and residents

later sunsets for tourism related activities during the winter months. Minister of Home Affairs Vaden Williams said that the return to DST was due to complaints from parents. “This is something that residents and visitors alike in the community have been asking for… “Children go to school and their parents are concerned about their children being out early in the morning and it being too dark. “I welcome it [the reinstatement of DST] and I believe that the community will welcome it also.”

They are still burning and dumping everything there.” TCEM’s plans, first touted several years ago, included closing all remaining dump sites and transporting all waste to the Wheeland landfill for processing. “The next phase also includes a national recycling programme, available to everybody, and a national composting programme to create fertiliser for the landfill site plus local farms and gardens,” Hodge said. Under TCEM’s initial proposals, the Government would contribute $1.5 million towards phase two of the scheme. TCEM, for its part, would stump up $20 million over the next 20 years. The long-awaited transformation of the sprawling open dump in Wheeland – where constant fires spewing out pungent gases had tormented nearby residents for years – into a properly managed landfill, finally got underway in late 2012. Hodge said lack of funds from the Government had hindered the implementation of measures to stop toxins leaching into the ground. Fires, too, have not ceased completely. Residents living downwind of the landfill off Millennium Highway reported “several smoke-filled days and nights” in early July. Problems were exacerbated

because TCEM’s excavator, water truck and bulldozer were all out of action at the time. “The fire got away from us very quickly, the wind dropped and the smoke was fairly bad, lingering over houses. It was smoking for about a week,” Hodge said. While problems with members of the public setting fire to trash have ended, landfills are plagued with combustible materials such as car batteries, he explained. “We have done a very good job of mitigating this with a gas control and collection system but methane develops as materials decompose and generates heat. It’s like a big hot baking oven prone to flare up.” Hodge added that repairs had since been completed and additional heavy equipment brought in to curtail future incidents. TCI’s former environment department director Kathleen Wood said efficient solid waste management was vital and “involves more than just disposing of bottles, cans, plastic bags and household garbage”. Currently, the TCI has no adequate method for getting rid of toxic waste like motor oil, battery acid and pesticides which leach into the ground and, subsequently, coastal waters, harming marine life and threatening human health, Wood continued. She said she was “appalled by the sheer quantity of litter” during a recent visit to Grand Turk. And while the capital isle’s dump has drawn criticism from some, Wood described it as “remarkably clean and well-organised”. But she added that an effective integrated waste management plan should also restrict importation of toxic chemicals already banned in the US and EU, ban or tax plastic bags, and ensure householders have easy access to garbage collection services to prevent fly-tipping. Wood added: “In TCI, where it is estimated that 80 percent of our tourists come here to enjoy the natural environment, solid waste management is critical, not only to protecting our environment, but also to ensuring our continued economic prosperity.”

Gov’t to restore Sports Commission BY DAISY HANDFIELD THE TCI Sports Commission is likely to be reinstated, according to Karen Malcolm, Minister of Education, Youth, Sports and Library. She shared these sentiments during a television interview with media on August 4. “We are working on introducing a Sports Commission again and once that is presented to cabinet and agreed upon, then the Sports Commission will basically be responsible for sporting events and NGOs here in the Turks and Caicos,” she said. In 2012 the Sports Commission was shut down due to the alleged mismanagement of funds. During Public Accounts Committee meetings in parliament, it was exposed in an audit report that little record was kept of money going out of the statutory body, which had Alvin Parker as its director. In 2009 to 2010, there were 662 transactions but 312 totalling over $123,000 were without proper documentation. By the next year, 2010 to 2011 the same continued and there were 228 of 605 transactions undocumented adding up to over $234,000. In 2011 to 2012 again, the transactions not documented were 28 and they totalled, over $173,000. In the interview Malcolm added that with her new role, she has already been updated on several sporting initiatives. “I have not met with Josephine Connolly [former Minister of

Education], but I have met with the Sports Department, who is basically responsible for all sporting activities here in the Turks and Caicos Islands. “They have brought me up to speed on various activities that was presented to them. “We have also met with a few of the local sporting NGOs and I am sure that going forward we would be able to put something in place to assist them more readily as our ‘Change Document’ indicated that we would promote our sports, as well as academics here in the Turks and Caicos Islands,” she said. The 62-page document is a road map of the changes the party intends to bring to the TCI, and a recap of some of the successes of past PDM governments.

Governor supports DDME’s hurricane preparedness efforts WITH the 2017 Atlantic hurricane season well underway, Governor John Freeman has begun a programme of visits to hurricane shelters throughout the TCI. His aim is to establish that the territory is as prepared as possible to protect the inhabitants in the event of a hurricane or tropical storm. The programme of shelter visits will run throughout the hurricane season. The Governor will inspect the shelters accompanied by staff from the Department of Disaster Management and Emergencies (DDME) who will update him on shelter preparations. Commenting ahead of the visits this week, Dr Freeman stated: “With so much potential storm activity already this season, it is

vital that we ensure that shelter facilities are equipped and ready for the public to use in the event of an emergency. “I would like to commend the work of the DDME in preparing for this year’s hurricane season and in raising public awareness of steps that every family can take to ensure their safety at this time. “I have been reassured by what I have seen of the shelters that I have visited so far. But we cannot be complacent. “I intend to visit as many shelters as I can during the hurricane season and hope to see the same level of readiness across all the islands.” The programme of shelter visits began on August 3, with a visit to the Enid Capron Primary School.

GETTING TOUGH ON ILLEGAL MIGRANTS

IMMIGRATION is getting tough on illegal migrants, conducting road searches for people who are in the TCI illegally or whose visas or work permits have expired. Deputy Premier and Border Control Minister Sean Astwood said: “This is the new way of life in the Turks and Caicos, where we will be enforcing the immigration laws.” What are your thoughts?

Fine employers

When will they start fining those employers, both expat and local, found to be using illegal labour? Only such fines, imposed and enforced, will dry up the pool of jobs that is drawing the illegal immigrants.

One law

It’s necessary. I feel sorry for the good illegals, many of whom are doing their best to support families in their home countries, but one law for all is perhaps the only way to go. I just hope the officers and the system have some compassion when rounding them up.

Build a wall

The Minister Sean Astwood is confirming that we in the TCI are a nation of laws. He is showing that it is time that “we get serious” about our country, its integrity and those of us who live here. Yet so many wider issues arise in light of this much needed crackdown. Owing to our geographical construct, sea, islands, we do not have the Trumpian dream to build a wall. Yet, quite cynically, the TCI could really use a wall. Yet it seems to the migrants that we are a nation of un-walled villages. The deputy premier, the premier and Government all need our support and commitment to this most worthy of goals to protect the integrity of our borders. To some migrants there seems to be no immigration law. More so critically, over the previous 14 years, it seems as if the idea of being a Belonger, TC Islander, PRC, resident must be of no value. Fourteen years ago, previous ministers tried: Hilly Ewing, being honest about the sheer size of the problem, said he ran out of ideas,

Oswald Skippings was vilified for going after this issue by those who wanted to keep it in place. A new day, a new dawn. This minister and Government needs our support. I say kudos to the efforts of the minister and his Government, as it seems that finally something is being done and we now have a chance in our country that people are there to fight for what’s right.

Tied hands

Really minister? Are you for real when the commissioner called off the operation? Guess your next response will be our hands are tied.

Too damaged

You know this may well now be a classic case of closing the barn door after the horse has bolted. Of course, this has to be done but the size of the problem, given ineffectual border control for years, is simply too much now to make any dent in the issue. The country has irreversibly changed now.

Backlash

The Government might soon have to reconsider their new approach to the immigration system. While it is necessary for them to protect citizens, harassing and interrogating tourists is not the way to go about it. Many are worried their stern measures will deter tourists and eventually have a backlash on the country’s bread and butter industry.

Time will tell

These measures are purportedly aimed at reducing crime, but will it? Will it really reduce crime? Time will tell.

New work permit and operational measures on the cards – Deputy premier tells community leaders

AS THE Government continues to go full steam ahead with its immigration crackdown, the Ministry of Border Control and Employment Services is engaging with representatives of countries that have a high number of citizens residing in the Turks and Caicos Islands. Two weeks ago, the minister and Deputy Premier Sean Astwood spent a considerable amount of time engaging with leaders of the larger migrant communities as a lead up to his ministry’s crackdown on the illegal population. At those meetings, the deputy premier also revealed that new policies and frameworks are on the horizon in the area of immigration. He promised his attendees that these measures will be introduced to the public within coming months as it relates to work permits, border enforcement and improvements in processing and other operational policies and procedures. On August 8 (one week ahead of the August 14 deadline), Astwood met with representatives of the Philippines, Jamaica and Haiti. This came prior to his meeting of August 10 when he brought together pastors of the Haitian community. During the meetings, he discussed the current immigration and border control initiatives in the TCI announced on July 26 in the House of Assembly.

Since the Deputy Premier’s announcement of tighter controls and improved enforcement of the immigration law, there has been much speculation and mischief-making, a statement from his ministry read. Hence, the purpose of those meetings was to provide factual information that the representatives could disseminate to persons in their respective communities. Astwood briefed the attendees on the aims of his ministry to regularise immigration in the Turks and Caicos Islands and further assured them that the intention of the ongoing initiative is to ensure that everyone in the TCI is legal and that all laws of the territory are being upheld. He also emphasised to the attendees that it is important that the Government do all within their power, and guided by legal frameworks, to ensure the safety and security of all people that live, work and visit the Islands. Astwood informed attendees that his ministry intends to ensure that all those living in the TCI have valid statuses to do so, as such, the immigration taskforce in conjunction with the Royal Turks and Caicos Islands Police Force will perform stop and search operations, and people found to not be in possession of a valid TCI status will be detained and processed. Community leaders were informed that while some deportation is

Police boats Under the tree commissioned BY DAISY HANDFIELD SEA Guardian and Sea Persuit were the names selected for the two new marine boats that the police force has invested in to help fight against illegal migration and smuggling. A ceremony was held at the Shipyard in Long Bay on Friday, August 18, to officially announce the arrival of the new vessels. The boats were named through an in-house competition, in honour of two fallen officers who lost their lives in 2002 as they attempted to get to shore after their fishing boat sank. The voyage of four left two survivors, including a serving police inspector. Constable Jordon Sutton, son of deceased officer John Sutton Senior, who was present at the ceremony said that it felt great to see that his father was not forgotten. He said: “He was a dedicated officer. Anybody you ask about John Sutton can tell you that he always got the job done. “I grew up seeing that he was dedicated to his job. It is good to see that he had one of these boats named

after him. I am very happy about it.” Premier Sharlene Cartwright Robinson expressed gratitude to officers of the Royal Turks and Caicos Islands Police Force (RTCIPF). She said: “I am more than elated to be a part of the virgin voyage for civilians and see the capabilities of the acquisition. “So, I am really grateful that we have been able to invest as a country in these vessels… we will build a marine base, already committed in the budget for next year. “This is to make sure that we protect the investment that was made.” She also acknowledged the fact that this initiative fell under the former administration. “Of course I have to stop and say to people that this is the effort of the former administration. “It is just the right thing to do, to show that no matter what it is, there are things that we have to agree on and this is one that we totally agreed on and we supported,” she said. After nearly two years of waiting, the boats finally arrived in the TCI earlier last week.

anticipated, the department will take a keen look at each case on an individual basis to ensure that those falling outside of the intended target objective are not disadvantaged by the operations, and that all others are either repatriated or charged and deported in which case they too will be added to the Immigration Stop List. The deputy premier impressed upon his audience the need for people to use the time given to either regularise themselves, or to leave the territory voluntarily, as this will permit re-entry at a later date, through legal means once approved to do so. When asked for his views on the success of the meetings, Astwood stated: “I am confident that the meetings provided a platform to not only address the migrant communities concerns regarding my ministry’s ongoing initiatives but it also gave opportunity to share this Government’s vision and expectations of the migrant population that remain amongst us with the hope that the consuls and pastors, as leaders within their own right, will provide clarity to persons in their communities and further encourage them to abide here following all of the laws of our country.” This immigration initiative, which has since come into effect, is just the beginning of a long-term goal to restore balance and order in the Turks and Caicos Islands, the Government has consistently expressed.

CSEC/CVQ pass rate increases by 1% THE RESULTS of the May/ June 2017 Caribbean Secondary Education Certificate Examinations (CSEC) and the Caribbean Vocational Qualification (CVQ) were released last week, showing an increase of the TCI’s pass rate by one percent, from 72.59 percent in 2016 to 73.59 percent. This year, 484 students registered 2,371 entries in 29 subject areas; an increase of 3.62 percent. Government secondary schools recorded pass rates between 70 to 94 percent. The Ministry of Education this week reported that the results show an improvement in the number of Grade I’s and II’s achieved, with the number of passes at Grade I increasing from 237, representing 11.43 percent, to 303, representing

13.85 percent. The number of passes at Grade II increased from 589 or 28.41 percent to 636 or 29.07 percent; a difference of 2.42 percent and 0.66 percent respectively. Two hundred and twenty-one of the candidates who sat the exams, received passes in one to four subjects, 170 of them received passes in five to nine subjects while five received passes in ten or more subjects. Although the pass rate for English A remained at 69 percent, the quality of passes improved with 14.96 percent receiving Grade I versus 14.10 percent last year and 27.27 percent receiving Grade II when compared with 20.66 percent in 2016. There was also a decline in the

number of Grade III passes. While mathematics again recorded a pass rate of 42 percent, there was a slight increase in the number of passes at Grade III. The ministry is advising the public that the results for English A and mathematics are not a true reflection of performance in these areas, as a number of students would have passed these subjects at earlier sittings. Additionally, and noteworthy, 11 students sat additional mathematics this year with nine or 81.82 percent of them achieving a passing grade; one student received a Grade I and two received Grade II. The 2017 results also revealed that there was improvement in the pass rate for 15 of the 29 subjects sat, namely: chemistry, physics,

integrated science, information technology, office administration, principles of business, electronic document preparation and management, English b, geography, French, Spanish, visual arts, textiles clothing and fashion, food nutrition and health and technical drawing. For the first year of registering for CVQ, 15 students pursued certification in four areas; carpentry - Level 2, commercial food preparation - Level 1, data operations - Level 1 and general office administration - Level 1. Two students received unit certification for carpentry, two for commercial food preparation, three for data operations and two for general office administration. Commenting on this year’s performance, was the Minister of Education Karen Malcolm. “It is with a sense of pride, that I congratulate the students who successfully obtained passes in the CSEC examinations. “I am delighted with the overall improved academic results in 15 of the subject areas and awards for the first ever CVQ entrants. “I also wish to congratulate the dedicated teachers who gave of themselves diligently to ensure that our students have a solid foundation

to begin their adult lives. “I must commend and congratulate the parents and guardians who provided strong support to their children and encouraged them to do their best. “I wish all students much success in their future endeavours. May God bless you. Congratulations once again.” The Ministry of Education further promised that they will continue to facilitate professional development opportunities for high school teachers. Early in the 2017 to 2018 academic year training will be facilitated for teachers in the Caribbean Vocational Qualifications (CVQ) programme. Teachers are slated to participate in the regional subject specific workshops and seminars facilitated by the Caribbean Examinations Council during the year. In addition to professional development the ministry will continue the upgrading of laboratories, expansion and refurbishment of classrooms and outfitting of schools with the technological and other learning resources that are required to improve the quality of teaching and learning.

DECR gives advice on staying safe in the water High school and college students graduate Beaches internship workshop

Students graduate from Beaches internship MORE than 100 students have graduated from Beaches TCI’s annual summer internship programme. Participants received certificates of completion and for outstanding achievements after their six week tenure. The interns included high school and college students who are interested in the diverse fields of hospitality as a long-term career choice and those exploring their career opportunities. They were placed in various front of the house and back of the house departments including concierge, housekeeping, spa, purchasing, public relations, Photoshop and the tour desk to name a few. Deleria Simms, assistant human resources manager at Beaches, said: “We allow them to have training with regards to customer service, grooming and etiquette, leadership and much more to ensure they have that exposure when they are ready and from experience we find that they are the better employees when they come into the hotel as full time employees.”

Simms said the hotel’s HR department actively seeks people for the programme who have potential but may not be ready for the world of work as yet. “We make it a learning experience from the onset, they have to submit their resumes just like a regular employee, they go through an interview process like a regular employee, they are rated on their interview skills and it doesn’t eliminate them but it helps us know where we can place them and they can make a meaningful contribution,” Simms continued. Simms said the six-week programme has helped to recruit some of the hotel’s finest employees in the past as the interns are groomed on all aspects of hospitality. “They develop real skills. Most of them remain with the resort,” Simms remarked. Managing director Donald Dagenais said: “We are so excited to give over interns the opportunity to advance their professional experience.

“These students represent the future of the Turks and Caicos and it is an honour to utilise each of their unique skills here at Beaches while giving them a valuable experience working in the hospitality industry.” Speaking at the graduation ceremony was Tourist Board director Ramon Andrews who encouraged them to take advantage of opportunities. Andrews also commended the resort for this latest initiative. Cliphlande Mano of the purchasing department also brought remarks as a graduate of the apprenticeship programme. Mano successfully completed the programme after one year and is now a full time employee of the resort. Bringing her heartfelt remarks to the graduation, Mano thanked the hotel’s management team for believing in her. While primarily a summer programme, students who are successful can return to the resort during holidays and can apply for full time employment.

A NUMBER of incidents within the waters of the Turks and Caicos Islands recently prompted the Department of Environment and Coastal Resources (DECR) to reiterate necessary etiquette while on holiday or enjoying a cooling swim. “The DECR reminds the resident and visiting public that the ocean holds many creatures and that appropriate safety precautions should be taken at all times,” a statement said. “Globally, such incidents are exceptionally rare and are typically associated with fishing or fish-feeding activities (the latter being banned in the TCI).” In order to minimize incidents related to marine animals, the DECR urges the public to be familiar with the following swimming, snorkelling and dive etiquette prior to jumping into the water: -Use biodegradable suntan lotion whenever possible and allow time for all lotions to soak into the skin before going into the ocean. Suntan lotion is toxic to the reefs. -Do not touch, stand on or kick the coral; it is a living animal and you will harm it. -Employ the ‘buddy system’

(swim/snorkel/dive with a friend and make sure someone knows where you are at all times) whenever going into the ocean. -Avoid kicking sand with your fins when snorkelling so that fine particles do not smother and choke living coral. -Do not remove corals, sand, shells and wildlife, whether dead or alive, from the protected areas. It is illegal. -For your safety, please swim within the ‘swim zone’ (within 300 feet of shore in designated areas). -Do not fish in protected areas such as national parks and nature reserves. It is illegal to do so. This includes ‘catch and release’ fishing or hunting for conch and lobsters. -For your safety, so as not to attract fish, do not swim, snorkel or dive whilst wearing shiny jewellery, watches or accessories. -Be cognisant of vessels in the water, even if you are within a demarcated swim zone. -If you are a first time snorkeler, please adhere to these guidelines - practice with your gear first, stay relaxed and reduce your effort, learn to read ocean condition, choose your first location carefully, choose a calm spot, and be a steward.

Visiting environmentalists highlight importance of nature conservation STAFF of the Department of Environmental and Coastal Resources (DECR) along local stakeholders recently met with rconsultants from Wolfs Company. Wolfs Company is a research company on environmental economics based in Bonaire and Amsterdam. The meeting, held during this month, was used as an opportunity to discuss the preliminary findings of the AGRRA reef assessment conducted in May. Attendees also spoke about the importance of nature for TCI’s economy and opportunities to increase financing for nature management and monitoring in TCI. Along with the DECR staff, representatives from the Ministry of Finance, the Ministry of Tourism,

Environment, Heritage, Culture and Gaming, and the civil society joined the meeting that was conducted in Providenciales. During the sessions, representatives from Wolfs Company presented the key findings from the sustainable finance project conducted in 20152016 with the support from the partnerships of the Gulf and Caribbean Fisheries Institute and the US National Oceanic and Atmospheric Administration (NOAA). Following the meeting, Viviana Luján Gallegos, a partner at Wolfs Company stated: “The meetings provided valuable information to the participants on the importance for nature to TCI’s economy. “This will support DECR and other nature management organisations in building a fact-based business

Mobile clinic to launch in November BY DAISY HANDFIELD INCREASING the accessibility to healthcare for residents of the Turks and Caicos Islands is still on the immediate agenda of the Ministry of Health. Earlier in the year the ministry held a press conference at the Town Hall Centre in Providenciales where they announced plans to take healthcare to the vulnerable communities in Providenciales through a community outreach programme. A statement from the ministry recently said that it is in the process of designing a state of the art mobile clinic that will travel to various communities to offer healthcare education and services to the public. It will be especially aimed at those who might have difficulties in getting to the hospitals or might not know that they require medical attention due to a lack of education about both communicable and uncommunicable diseases that affect the TCI population. Minister of Health Edwin Astwood said that the ministry is in the process of getting the vehicle to carry out the operation and that members should expect to see it commissioned later this year. He said: “The mobile clinics are on schedule to be here in November… We have submitted the design to companies, exactly to the specs that we want.” Astwood said that if the ministry had gotten the design a little bit earlier in the year, the vehicle would have been

available for September. Nonetheless, he said he is still excited about the début of the vehicle. Senior public health nurse, Elrisa Gardiner said the teams of medical professionals will be visiting various communities, starting with Providenciales. “We will be walking from house to house and assessing each household to see what we need to do for them and to see if we need to refer them to any other organisation or unit within the Ministry of Health or any other organisation that is nongovernmental,” she said. She added that the idea is to conduct a health and wellness assessment of these communities to provide background data for the Ministry of Health so that they will know what has to be put in place.

case to increase financing for nature management.” The project estimated that the natural resources of the TCI contributed an economic value of $45.5 million per year to the tourism industry. This analysis did not quantify other ecosystem services provided by nature, such as coastal protection, fisheries and local recreation. COST OF PRESERVATION Based on a financial plan that calculated the budget needs for DECR to improve their management of marine protected areas, an incremental investment needed to effectively manage and protect TCI’s natural resources could be covered by, for example, earmarking only 1.8 percent of the tourism-related revenues (around $1.1 million from $61.5 million). In his comments, post meeting, Ethan Griesbach, acting Director of the DECR observed that the economy of the TCI depends in large part on tourism, and tourism in turn is heavily dependent on TCI’s natural resources – especially its beaches, natural landscapes, clean coastal waterways and vibrant coral

reefs. However, he added: “There is a large disconnect between the revenues that are generated from, amongst others, tourism and the investment that has been made in the management of the natural capital that underpins these revenues. “A relatively small incremental investment in the financing of the organisations responsible for the natural resources of TCI would contribute significantly to improve the management and protection of essential natural capital.” He stated that the DECR would encourage further use of natural capital valuation by the Government to further demonstrate the value of nature to TCI’s economy in planning and development strategies for TCI. The meetings also served to present the preliminary findings and suggestions of the ongoing BEST 2.0 project financed by the BEST 2.0 initiative with funding from the European Commission. The preliminary results of the assessments conducted during the May AGRRA training in the framework of this project, show that in the two sites surveyed (one

inside and one outside the Princess Alexandra Park) the coral cover has decreased in comparison to the findings of a baseline monitoring survey conducted in TCI in 1999. Other reef health indicators show improvement, which could be attributed to effective conservation policies, like the fishing ban on parrot fish. To assess whether in general the health of the coral reefs in TCI is declining, a new baseline survey of all the sites assessed in 1999 will need to be conducted, the results concluded. In addition, suggestions were presented for other management and socio-economic indicators that could be applied by DECR to track and report the benefits of more investments in nature management. And discussions were held on suggestions to improve the long-term financing for monitoring and nature management in TCI, including potential sources of revenue and legal mechanisms that will guarantee that these funds will be only used for nature management. Minister of Tourism and Environment, Ralph Higgs, who also attended the meeting, stated: “I am convinced about the importance of our natural resources to the health of our economy. “These types of initiatives are important to provide fact-based information to decision makers to support policy that will enhance our capabilities to manage and conserve our valuable natural resources.” He further promised to support consideration by the Government of options to achieve this, including mechanisms that could be similar to the Conservation Fund that the country enjoyed in in the past. The Conservation Fund that provided additional financing for nature management organisations in TCI was abolished in 2009.

Two young chefs represent TCI in Barbados BY DAISY HANDFIELD TWO junior chefs are currently in Barbados representing the Turks and Caicos Islands at this year’s Junior Duelling Competition. The event started with a series of workshops between August 21 and August 23. Then junior teams took part in the competition on August 24 and 25 at the Lloyd Erskine Sandiford Centre in Barbados. Prior to their departure, a press conference was held at the Seven Stars resort in Providenciales on August 18, to discuss details of the competition. Executive chef at Seven Stars resort Edwin Gallardo said that the chefs would be judged on a number of things, including on the way the made use of the mystery food items

provided for them. Christin Greene, a culinary student at the Turks and Caicos Islands Community College and competition participant, stated that she has taken part in other competitions, but she considered this challenge to be a major step for her. “I feel confident going into the competition. I have no doubt that we will be bringing home the trophy. “Win or lose, we are just going there to have fun and give it our best,” she said. Kentisha Hall who also left to represent the TCI explained that this competition would help her improve her culinary skills. She added that she hoped to bring more exposure to the TCI. Stacy Cox, executive director of the Turks and Caicos Hotel and

Tourism Association (TCHTA), explained how the two chefs were selected to represent the TCI at the competition in Barbados this year. She said that every year the TCHTA hosts a ‘Black Box’ competition, in addition to a week of activities which give them the opportunity to identify the most passionate individuals on the culinary team. She said: “At the end of that week those individuals were chosen, not only to be a part of the Barbados team, but to also participate in the Taste of the Caribbean team that you would have seen TCI a part of in June of this year.” Since 1993, the best chefs and culinary teams unite to learn, demonstrate their skills and provide the general public with tasty treats at the annual Taste of the Caribbean event.

The fight for East Caicos Dear Editor, In the publication of your newspaper dated July 15 to 21 and 22 to 28, I extensively highlighted serious concerns in the Turks and Caicos Islands. Now Mr. Editor, I want to corroborate that article with this one to highlight that there are some ‘fishy’ and deceptive plans concerning the natural and built environment, that are afoot. I was astounded to have read in the August 5 to 11 issue of your newspaper, an article titled “Ecohaven plans for East Caicos gather pace,” which emanated from a recent workshop. The description of an eco-haven is given as a place for “kayaking tours, bone fishing, bird watching, and other things that offer an authentic experience”. Specially selected participants for this workshop were reported to be “local fishermen to environment chiefs and watersports operators”. I was not surprised that the organisers received funding for their study and presentations, since the name of the funding agency is selfexplanatory, the IUCN, International Union for Conservation of Nature. However, I am flabbergasted that the group would be conducting studies towards determination of our Islands’ future without the sanctioning of the Turks and Caicos Islands Government, and without

consultation and participation of the public, preferably held at venues that would guarantee attendance of indigenous people: for example, the Downtown Community Centre. It is the anticipation of the organisers that they will get the Government’s official support, meaning approvals in cabinet and parliament. Mr Editor, of more concern and hypocrisy, is that they are conducting these studies and making such recommendations without being under the purview of a comprehensive sustainable development plan. These are the same individuals who argued that changing the height of buildings along Grace Bay beach must be carried out under a sustainable development plan study. What a group of hypocrites! I think that both must be done under a development plan study, which it is anticipated would balance community needs, development potential and conservation. Without this plan, how can they dare to believe that they can decide on the future of the entire Turks and Caicos Islands? How can we accept their studies with predetermined objectives and rubber stamp them? Are they trying to prejudice the upcoming development plan process? Please don’t be fooled, this is not

just about East Caicos, this is about the entire Turks and Caicos Islands. They have not assessed any of the following and/or carried out assessments and consultations nationwide on: -Whether we will need land for overspill population(s) and communities outside of developed Islands. -Land to be set aside for farming and agriculture on East Caicos to meet the needs of future generations of indigenous Turks and Caicos Islanders. -Economic development outside of the already developed islands to meet the growing aspirations of future generations of indigenous Turks and Caicos Islanders. -Planning and design of a road linking South Caicos to the remainder of the Caicos Islands and possibly spanning onto Providenciales. This has been the objective of successive governments of the Islands from as early as the 1970s. -An economic assessment of the full development potential of East Caicos. Or simply put, a development plan analysis of East Caicos itself examining development potential as well as conservation/preservation possibilities. -What about a low impact seaside town, developed around a cruise port and international shipping? -What if Microsoft wanted a getaway location for a high-tech

Memory can be short Response to Floyd Hall's letter Dear Editor, Memory can be short, but if you forget the lessons of the past, not only are you doomed to repeat them in the future, but you risk all that you have. Floyd Hall, a former minister in the previous Michael Misick government in the Turks and Caicos Islands, thinks the people have forgotten him. Now he’s back and up to more mischief that, as far as I can see, is certainly not in the best interests of our beloved country. Hall, who is under investigation for corruption by the British authorities, crept out of the woodwork recently to jump on the bandwagon of Antiguan prime minister Gaston Browne, who has launched a vicious and apparently unsubstantiated attack on

the Sandals group and its chairman Gordon Butch Stewart. Hall, who himself is facing criminal prosecution, commended Browne for “finally taking action to protect Antigua and Barbuda and its people from further exploitation from Sandals” and called Stewart “a bully”. But we should not be surprised that Hall has risen to the defense of a man like Gaston Browne, who was recently named in the El Pais newspaper by an operative of disgraced Brazilian construction company Oderbrecht. People, rightly or wrongly, quickly make associations and are apt to say that birds of a feather flock together. Both Hall and Browne have made unfounded and unproven attacks on

Sandals and its principal Gordon ‘Butch’ Stewart, apparently because they fear he is too powerful to be under their control. In the case of Hall, I believe he is angry that Stewart has had to dissociate himself and Sandals from the administration of which he was a part, after the British and United States authorities accused it of corruption in the Turks and Caicos Islands. But Sandals had no choice but to dissociate itself, after a senior executive of the hotel company went off the reservation, broke the trust that was placed in him, and funneled money to individuals in the TCI administration. Remember Sandals had to pay a significant fine for the actions of that executive, but was never charged

All of the above can be properly planned by qualified and experienced consultants to harmonise with the natural environmental characteristics of East Caicos. These group of environmentalists are trying to prejudice other possibilities, other than pure nature conservation. To prove all that I’ve said: One of the organisers of the abovementioned event wrote an article entitled “A precious treasure” published in the Times of The Islands (Fall 2015, No.112), in which she slammed the former premier Rufus Ewing’s announcement made at a trade conference, about the possibility of his Government’s intentions of having a trans-shipping and cruise port on East Caicos. This like many very important things did not reach the headlines in the TCI. Again, a cruise port on East Caicos is also an idea that spans successive TCI governments. The writer of that article, stated that in her opinion: “The entire island of East Caicos can be set aside as a national park, ensuring that TCI’s remaining fragile fragments and wonders of nature will always be free for everyone to enjoy and benefit from, rather than just the elite few with dollars to pay for them.” Mr Editor, all that is nice and

juicy, but what about the other side of the coin? Consider: -Businesses, jobs and entrepreneurial opportunities for indigenous Turks and Caicos Islanders. -Land for housing for our children and children’s children. -Would our children and children’s children want to have new prospects and possibilities like we have enjoyed from 1997 to 2009? -Why should our future generations be faced with constraints on land, such as ‘national parks’ to be enjoyed by tourists while they are confined to the ever-deteriorating settlement areas? -Can’t we sustainably plan for our own future as qualified professionals? Mr Editor, I pray to God that we begin to observe, research, read and respond to what’s happening around us and within our community. We can no longer be on the sidelines and keep our opinions and ideas to ourselves. I hope that the TCI Government shelves these biased assessments and never implement any of their premature recommendations, unless they similarly arise out of the findings of the approved development plan. Thank you. Respectfully,

For this, Hall uses the ill-advised attacks on Sandals by Browne as an opportunity to besmirch the reputation of the hotel chain and Stewart who has done more for the TCI and Antigua than these two collectively will ever be able to. Hall says he feels sorry for the government and prime minister of Antigua and Barbuda “because Sandals appears to have held them hostage”. I am sure the people of both countries would not regard themselves as being held hostage by a company which is their biggest employer, the largest earner of foreign exchange, which attracts the bulk of airline flights benefiting the entire hotel industry and which pays the most taxes. In short, the biggest contributor to the development of their economy.

Let’s step away from the mudslinging for one moment and imagine a TCI without Beaches. Imagine an Antigua without Sandals. What do you see? I’ll tell you what I see. I see long unemployment lines. I see mothers and fathers unable to feed their children or send them to school. I see local businessmen suffering and retrenching even more TCI citizens. I see a country deprived of revenue, and I see the airlines flying away, maybe to Barbados, where Sandals is opening a new hotel. If Hall and his friend Gaston cannot see these things, then they are either ignorant of the value of having major investment, or they are intentionally trying to hurt the economy and society of the Islands they call home. Either way, both men are risks to the economic and social stability of their countries, and anything they say should be dismissed out of hand.

Dip in lobster landings recorded Stewart vs Braithwaite-Knowles on opening day Dear Editor, Butch Stewart is the founder and chairman of the Board of Sandals International, the parent company of Beaches Resorts, the world’s leading all-inclusive chain of resorts. Beaches is also the largest single employer in the Turks and Caicos Islands. When Mr Stewart and his development team came to the Turks and Caicos Islands to invest, they negotiated a development agreement with the Turks and Caicos Islands Government and the British Crown that articulated certain obligations and requirements of the developer (Beaches), as well as certain financial concessions and privileges that were granted to the developer by the TCI Government and Crown. The grant of financial concessions and privileges is a tool of inducement commonly utilised by governments worldwide as an honest and transparent means of attracting desirable job creating businesses and development. One of the elements reportedly contained in the Beaches Resort development agreement is a clause that would prohibit “vending” on the three acre plot of land immediately across the street from the Beaches Italian Village where the TCI Government has approved plans for the construction of a new fish fry complex. Beaches has now filed legal proceedings in the TCI Supreme Court.

When questioned about the litigation, a spokesman for the Attorney General’s Office responded by claiming that the dispute arises from “interpretation”. Once again the TCI Government, the TCI Attorney General’s Office and the Crown are embroiled in an alleged breach of contract litigation case with another of our local developers. Sound familiar? Only this time the developer, Butch Stewart, has very deep pockets and will no-doubt pursue a complaint against the TCI Government that will undoubtedly siphon ridiculous sums of money for legal fees from our thread-bare Government budget. Perplexed about the “interpretation” excuse, I ask my fifth grade friend Harry to define “vending” for me and Harry said that “vending” is a verb that can be defined as: 1) offering small items, especially food for sale, 2) to sell as one’s business or occupation, 3) to engage in the sale of merchandise, 4) to be disposed of by sale. Harry says that definition, from his understanding of the Beaches Development Agreement, would exclude the fish fry complex from operating on the property across the street from Beaches. Let me say that I am not taking sides and I have not formed an opinion on whether the fish fry should be moved to that location or not. But, I do have an opinion about the

negative and public reputation that the TCIG and Crown, and particularly the Attorney General’s Office, have created for unilaterally violating TCI development agreements with developers whenever they choose. That negative reputation has remained the single biggest risk and obstacle to foreign investment in the TCI since 2008; the well-known unreliability of the TCI Government, the Attorney General’s Office, the Crown and the TCI development agreements they draft. And, I also object to the unnecessary and obscene waste of tax-payer dollars, millions and millions and millions of dollars litigating cases with developers that would not occur if the Attorney General’s Office would read their own development agreements before acting. This Beaches case is a perfect example. The TCI Constitution empowers the TCI Attorney General to “advise” the Government of the Turks and Caicos Islands, not to direct policy and initiate action without directions. If Rhondalee BraithwaiteKnowles wants to continue imposing and inflicting her will on the elected Government of the TCI in areas that are severely effecting finances and development, she should register to run for an elected office. ON TUESDAY, August 15, lobster season 2017/2018 kicked off with the opening catch landed at processing plants in South Caicos and Providenciales totalling 32,262 lbs - a 25 percent drop in landings recorded for the first day of the open season in 2016. Ethan Griesbach, acting director of the Department of Environment and Coastal Resources (DECR), reported that while the first day is important, it is not necessarily an indication of the overall health of the fishery, nor does it accurately forecast the coming fishing season. “The past three years have seen a decline in the opening day landings, however the total catch per unit of effort for the season has increased,” he said. “There are management measures in place to support the recovery of the lobster fishery stock and DECR will continue to monitor the landings throughout this year to inform further fact-based management decisions, where required by DECR.” DECR officers have been inspecting the catch as fishermen come into the plant and while at sea, and boat patrols have been conducted to deter illegal activities. However, the department’s fleet has been on stand-by to assist rescuing fishermen when needed. Fisheries Minister Ralph Higgs said: “I would like to express my appreciation to the staff and management at Department of Environment and Coastal Resources for efforts made to ensure maximum

compliance and minimal infractions during the opening of the 2017/18 lobster season. “I would also like to thank the fisher folk that came out in numbers, all of whom displayed complete respect for the law and officers. “The fishing industry is a very important traditional sector which the Government is committed to working along with all stakeholders to ensure future sustainability of the industry.” Restrictions relating to crawfish restrictions, as per the Fisheries Protection Ordinance, are as follows: -When whole, a length of 3.25 inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell or when the tail has been separated, a tail weight of five ounces whether processed or not. -Fishers are not to be in the possession of any egg-bearing crawfish. -Fishers are not to remove eggs from egg-bearing crawfish. -Fishers are not to take or be in possession of moulting/soft-shelled crawfish or crawfish in early stages of spawning (described as appearing ‘tar-spotted’). -Fishers are to ensure that the crawfish are landed unharmed and whole after being taken and landed at processing plants or at home, unless processed at sea as per the terms of the processing license. The DECR is further appealing to citizens, residents and visitors in the TCI, to familiarise themselves with and to uphold the Fisheries Regulations.

Looking down the road

“LOOK down, look down the long, lonesome road.... before you travel on,” are the opening lyrics of a well-known song. The song then asks you to, “look up and meet your maker before Gabriel blows his horn.” This is one of my favourite tunes. The song’s message pertains to each person’s life. In a larger sense, we also need to ask what road our territory will be taking. Independence has been on the table so many times the idea has worn itself out. We had near independence with the 2006 constitution and less than three years later the county was bankrupt. Not because of the constitution but from the mismanagement and alleged corruption of one

before it’s too late. In many cases, it was too late. The PDM change government has promised to improve primary care because that is where health issues are addressed. Early and before it is too late. The entire health mess needs review. Why are we paying $30 million a year ($40 million

Canadian), not including the hospitals, to InterHealth Canada? IHC is nothing but a referral agency. The history of the TCI has deeper roots in the USA than it does in Britain, or Canada. The ancestors of native Belongers can trace their roots back to the USA, not Britain. Britain considered the USA a colony when TCI ancestors lived there under slavery conditions. The TCI land belonged to the Crown and so we stayed with Britain. However, in the WWII years and beyond we had US military bases here. Our use of the US dollar and open USA visas have facilitated our constant travel to and from the states. I believe that there are more TCI natives living in the USA than in the TCI!

Before the development of the earlier PDM years, the TCI lived on British grant and aid. It was not adequate and people learned how to live off the land and the sea. That is the beginning of the TCI’s culture. Self-sufficiency. It has served our people well. What about the American culture that rubbed off here in the Islands from the military and the American tourists? Rubbed off when natives visited and lived in the states. We have reached a place in our history when it is time to think about the future. Ask yourself - will we continue to look down the left side of the road in cars set up for the right side of USA roads?

Caicos pine saplings planted in Pine Cay CAICOS pine, the national tree of the Turks and Caicos Islands, received a well-needed population boost on Pine Cay last week. It was all through collaborative efforts of the Department of Environment and Coastal Resources (DECR), Department of Agriculture, Meridian Club at Pine Cay, and Royal Botanic Gardens, Kew (RBG Kew). The fourth planting of Caicos pine saplings, also called Caribbean pine, grown in the Caicos Pine Recovery Project (CPRP) nursery on North Caicos, saw 157 young trees between two and five feet tall transported to Pine Cay and planted in the Diamond Jubilee Pineyard. Established in May 2012 during the Diamond Jubilee of HM Queen Elizabeth II and coinciding with the International Day of Biological Diversity, the restoration habitat now boasts over 400 healthy young saplings. These saplings should soon begin bearing their own seeds. Caicos pine trees have been carefully tended in DECR’s CPRP nursery since 2009, following wild collection of seeds and a carefullyexecuted custom-made seed sowing protocol by Junel Blaise, nursery and maintenance officer. Blaise, along with supervisor Bryan Naqqi Manco, DECR’s terrestrial ecologist and environmental officer, together manage the nursery. It contains more than 500 pine trees and upwards of 50 species of native plants. They also tend to the ten miles of firebreaks and trails on over 1,000 acres of pine yard, a critical habitat in North and Middle Caicos and Pine Cay. Caicos pine’s population was reduced by 95 percent across the TCI

by the introduction of the invasive pine tortoise scale insect, but Pine Cay’s population has survived better than those on North and Middle Caicos. The Diamond Jubilee Pineyard gives DECR and RBG Kew scientists a better understanding of successful methods towards the restoration of this globally imperilled ecosystem and a historically unique part of TCI’s natural and cultural heritage. Karen Preikschat, assistant resort manager of the Meridian Club, said: “I spent a very informative one and a half hours touring the control site and planting site on Pine Cay with Bryan Naqqi Manco. “Bryan took his time explaining the procedure that would be completed this week here on Pine Cay. “One of the most interesting facts I learned that the 157 trees that were planted were germinated from seeds from the Pine Cay trees. “I also learned how important controlled burning is for the survival of the Caribbean pine. “I believe we need to take a closer look at the trees, shrubs and flowers that we import from other countries which are carrying pests that are endangering our local flora.” CPRP staff members met with the Wildlife Management International team working on the ‘Saving the

Iguana Islands’ project, and agreed that it will be very interesting to see how recovering Turks and Caicos rock iguanas interacts with the recovering Caicos pine ecosystem. In no other place does the endemic rock iguana naturally inhabit pine yard habitat, but with successful recovery techniques, Pine Cay’s historically natural ecosystem should become more intact. Originally supported by the TCI Government’s Conservation Fund, later grants from the Overseas Territories Environment Programme and Darwin Plus funds kept the Caicos Pine Recovery Project wellfunded until 2016. The project is now supported with staff and transportation from DECR, but currently has no regular recurrent funding. Following this outplanting event, the CPRP nursery has plenty of room to plant more seeds, which will grow into saplings that can be planted out in about three years. The 200 plus trees remaining in the nursery are from North and Middle Caicos populations, which are genetically different from Pine Cay’s trees. They will be planted in the seed orchard at the Kew Agricultural Station (Government Farm) and hopefully on some protected sites on Middle Caicos soon.

Desmond the donkey By Elphina de Boer Today I woke up to the strange sound of a donkey and no sooner had I walked outside, there he was, Desmond the donkey. He was just staring at me for food but luckily last night I had a salad and there were lots of peelings and as soon as I gave him the peelings, he just jumped up and called his friends and then a few minutes later my other donkey, Vinegar, came and they were definitely two happy donkeys. So now I go to the story of Desmond and Vinegar: You may wonder why Desmond is called Desmond. It all started on the day after my dad’s friend for 40 years, named Diederic, heard a donkey wake him up and when he saw that donkey he said to me that that donkey looks like a Desmond and then I looked and said wow! It really does look like a Desmond. And that is how it started. And now to the story of Vinegar: Okay it all started when an unusually hungry donkey showed up one afternoon and all we had were old vegetables with vinegar on them and I said we should give it to him. My dad said he probably wouldn’t like vinegar, but still, I gave it to him and guess what - he liked it. And that’s my story about Desmond the Donkey and his friend, Vinegar. This is story of one little seven-year-old. I would like to use this forum to encourage others, children and adults to, share their stories and observations about the Turks and Caicos Islands with me. As I do not get involved in day to day politics, anything outside of the political arena will be of interest and that includes of course the history of TCI politics. A country’s stories must be recorded and shared! That’s the basis of a cultural identity. Road repairs continue in Glass Shack BY DAISY HANDFIELD DRIVERS and pedestrians will notice that in recent weeks repair work has continued on the roads throughout Glass Shack in Providenciales. The project is a continuation of road development which started in

the area sometime last year. Minister of Infrastructure Goldray Ewing gave a review on the work at a Government press conference on June 20 at the Hilly Ewing Building in Providenciales. The Blue Hills area was one of the first areas to see a facelift, he said.

Ewing stated that the roads in Blue Hills has been expecting development for some time now. He added that road grading exercises will be carried out on a number of roads which the Government currently cannot pave. “Right now what they are doing

is actually sinking the wells for the drainage. “The road construction should start officially on August 26, but right now they are doing drainage preparations and later on you will see grading and preparedness for the pavement.”

The minister estimated 150 days for competition time, which will include the installation of drainage wells and asphalts roads. He explained that proper reconstruction of the roads will depend on how fast the Government can get the project out for tender.

Tropical almond tree FIRST of all, tropical almonds trees are not the same almonds that you find at your grocery store, and they are not related to the north’s almond trees. The northern almonds are members of the rose family while tropical almonds belong to the Combretum family - the Combretaceae, a family little known in the north and allied with the myrtles. Despite them not being related, tropical almond fruit are a lot like northern almonds in the taste. Beneath any mature tropical almond tree usually you can find some rather shaggy, often dirty looking, almond-shaped fruit. They’re shaggy because the seeds are encased in a fibrous husk so tough that the fruit can lie around for weeks or months being trod upon,

gathering dinginess. My friends who grew up playing ‘crack-the-tropical-almond-nut’ make cracking the nut with a big rock look easy, but it’s not. If a beginner cracks the nut at all, usually the kernel ends up so smashed and mingled with dirty husk and shattered rock that it’s useless. Nevertheless, it can be done, don’t give up! During the early dry season many of our native trees, as well as some introduced ones, are losing their leaves or are already completely leafless. The leaf drop is to conserve water during the upcoming rainless months, for leaves transpire water, even leathery, waxy-surfaced ones adapted for arid environments. The Hacienda’s tropical almond

trees haven’t lost their leaves yet, but their big, club-shaped leaves will turn red in preparation for it. The red leaves add a touch of fall to the landscape, even as other dry-season-leafless trees look wintry, and other dark, green, broadleaf-evergreen trees look summery. I learned that tropical almond leaves are describe as ‘chemically rich’ and that they’re used in many different herbal medicines for various purposes. The most frequently mentioned medicinal use is against dysentery and diarrhoea in humans. Also, used among tropical fish breeders in tropical countries often leaves are placed in the water to deal with fish parasites and bacterial pathogens.

MPs reveal Christie turned against Davis THE missteps of the Christie administration should not spoil Philip “Brave” Davis’ leadership ambitions, former parliamentarians Philip Galanis and George Smith said, telling The Tribune on Monday that Mr Davis was “out of the loop” in the administration after former Prime Minister Perry Christie became “insecure” over his leadership threat and began undermining him because of this. Mr Christie, they said, removed programmes that would typically remain in the remit of the Ministry of Works in order to wound Mr Davis’ ambitions while showing favouritism toward less senior Cabinet ministers. Their statements come as Mr Davis seeks to cement his leadership of the party at its convention in October despite calls from some for the “old guard” of the Progressive Liberal Party to make way for politicians untainted by its recent history. Though allies of Mr Christie pushed back against their characterisation of the relationship between Mr Davis and Mr Christie this week, it was backed by at least one former Cabinet minister in the Christie administration who spoke to The Tribune on the condition of

anonymity. “(Mr Christie) did stuff to prevent projects from starting and in essence that’s one of the reasons we lost the election,” the former Cabinet minister told The Tribune. “Everything had been postponed to the last minute. Davis was minister of works and almost all of these things would’ve been a bad reflection on him because people wouldn’t say the Ministry of Finance held up the money, they would say ‘Brave’ didn’t do his job. It was a concerted effort to discredit him. It started to happen probably in the second year, and the closer we got to the date for Christie to (expectedly) retire the worse it got. If he had allowed Davis to do his job, the unpopularity of that government would’ve been assuaged.” During his contribution to the budget debate in May, Works Minister Desmond Bannister hinted that Mr Davis was undermined as minister of works. While criticising the former administration’s management of public private partnerships, Mr Bannister said: “(The member for) Cat Island (Mr Davis) can’t help us to unravel this puzzle. E-mails obtained by this newspaper show that the thenminister of labour and national insurance “directed” top BPL executives and the former Board to make the payments by May 5, 2017, so that the energy monopoly’s unions maintained “parity” with their public sector counterparts. The documents show that the payments were rapidly calculated, authorised and paid within a fourday period following Mr Gibson’s directive. A May 2, 2017, email from nowterminated BPL chief executive, Pamela Hill, to a senior human

resources executive, stated: “I have been advised that the Minister of Labour has directed BPL to provide a one-time lump sum payment, equal to an increment, payable to all staff in both unions.” That same evening, Donna Smith, BPL’s then vice-chair, obtained confirmation from Mr Gibson that his instructions were correct, while also revealing that former deputy prime minister, Philip Davis, who had ministerial responsibility for BPL, “has no objection” to the payment being made. Ms Smith wrote that “it would appear that we are obliged in the circumstances” to make the payment, and added: “I am asking DPM and Minister of Labour to confirm knowledge of, and agreement with, above matters so that payments may be made without further delay.”

Trinidad ISIS fighter on UN terror list

TRINIDADIAN Shane Crawford is on a United Nations Terrorism Sanctions List for his joining terrorists fighting for the Islamic State of Iraq and Syria (ISIS). The Office of the Attorney General in Port of Spain in a statement on Monday stated that the UN Security Council had established a committee referred to as ISIL (Da’esh) and AlQaida Sanctions Committee, which imposed sanctions against Crawford on August 18, the Trinidad Guardian reported. Crawford, who also goes by the name Abu Sa’d a Trinidadi, appeared in an ISIS recruitment video last year where he called on Muslims in Trinidad and Tobago to commit acts of violence against “non-believers”. Crawford, the release stated. was listed following a proposal submitted by the Trinidad and Tobago government. The attorney general obtained an order from the High Court in Port of Spain on March 31 and declared Crawford a listed entity and ordered that his funds be frozen pursuant to

MINISTER of Culture, Gender, Entertainment and Sport Olivia Grange says the Government is moving to clear National Hero Marcus Garvey of all criminal charges that were laid against him in Jamaica. She said a Bill is being finalised that is aimed at absolving a number of iconic Jamaicans, including Garvey, of what she described as “acts of liberation”. The Bill is to be presented to Parliament soon. “We continue to argue that Garvey’s actions were not criminal, but were acts of liberation with moral justification. The Bill should be brought to the House in October to absolve National Heroes, including Garvey, and other freedom fighters of criminal liabilities arising from their acts of liberation and connected matters. By including Garvey in this Bill, we are moving to ensure that his record will be totally cleared,” the Minister said. Grange said despite several failed attempts to get Garvey’s name cleared of criminal charges in the United States, the Government remains unrelenting in efforts to achieve that goal. “As a country, we have done a number of things to honour this great son of Jamaica and to remove the blots against his name….We cannot give up this fight to clear his name,” the Minister emphasised. UK: Big net migration fall since Brexit vote, latest estimates show NET migration has fallen to the lowest level for three years after a surge in the number of EU nationals leaving the UK since last June’s Brexit vote. Net migration - the difference between those entering and leaving the UK - fell 81,000 to 246,000 in the year to March 2017. More than half that change is due to a decrease in net migration of EU citizens, which is down 51,000. The government is committed to reducing net migration to below 100,000. Immigration Minister Brandon Lewis, welcomed the new figures, saying: “It was good to see a third quarter running of net migration figures coming down”. But business groups raised concerns about the fall, with the CBI saying: “The loss of these vital skills should concern us all.” The ONS figures show a particularly sharp rise, of 17,000, in departures of citizens from the so-called EU8 countries - Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia. An ONS spokesman said: “These results indicate that the EU referendum result may be influencing people’s decision to migrate into and out of the UK, particularly EU and EU8 citizens. “It is too early to tell if this is an indication of a long-term trend.” The ONS figures show that immigration from all countries has fallen - and emigration has also risen. Brazil opens part of the Amazon to mining BRAZIL has opened a massive swath of the Amazon to mining. The government has abolished a reserve that straddles the northern states of Pará and Amapá, a move that opens the vast area to mineral exploration and commercial mining. The reserve, which was established in 1984, is huge: It covers 18,000 square miles, an area twice the size of New Jersey. Brazil said that mineral extraction would only be allowed in areas where there are no conservation controls or indigenous lands. An official report from 2010 said that up to two-thirds of the reserve is subject to such protections. The government, which has previously said that the region is rich in minerals, gold and iron, framed the decision as an effort to attract new investment, boost wealth generation and create jobs. Brexit: May says UK leaving EU court’s jurisdiction THERESA May has insisted the jurisdiction of the European Court of Justice in the UK will come to an end with Brexit. As the government published new details of its position, the PM said the UK would “take back control of our laws”. But critics say it will be impossible to avoid European judges having a role in enforcing new agreements drawn up with the EU. Ministers say the two sides will keep “half an eye” on each other’s rulings. The ECJ is in charge of ensuring member states abide by EU law. Its rulings are binding on all member states, and it also settles disputes between countries and EU institutions. In its new policy paper, the government: Does not rule out ECJ keeping its jurisdiction during the Brexit transition period that is planned after March 2019 Promises to work with the EU on the “arrangements for judicial supervision” during this period Makes clear that the rights of EU citizens living in the UK after Brexit will only be subject to British law a sticking point in the negotiations with the EU Says giving the ECJ authority over UK-EU disputes would be unprecedented and not “fair and neutral” The promise to end “direct jurisdiction” in recent policy papers - a phrase not used by Mrs May - has raised questions about what “indirect” jurisdiction the EU court could be left with. In the latest publication, about how to enforce disputes after Brexit, the government has outlined several models used by other countries that it says show there is no need for the ECJ to be the final arbiter. But some of these involve the ECJ having an influence on the outcome of disputes, for example by interpreting EU law in a way that binds a disputes panel, or for its past rulings to be taken into account.

The government said it was not committing to following any of the arrangements set out, ruling out an “off the shelf” model. And sources played down the significance of the word “direct”, saying it meant ECJ rulings would no longer automatically apply to the UK and that the court would no longer be able to strike down domestic UK laws. Asked about her government’s position, Mrs May said: “What we will be able to do is to make our own laws - Parliament will make our laws - it is British judges that will interpret those laws, and it will be the British Supreme Court that will be the ultimate arbiter of those laws.” Earlier Justice Minister Dominic Raab said there would be “divergence” between UK and EU case law after Brexit, adding: “It is precisely because there will be that divergence as we take back control that it makes sense for the UK to keep half an eye on the case law of the EU, and for the EU to keep half an eye on the case law of the UK.” The ECJ’s remit extends into many of the areas where the UK is hoping to draw up new arrangements with the EU, including trade and citizens’ rights. Mr Raab said “some form of arbitration” would be needed, but that this would not be akin to a European court. Arbitration is where disputes are settled by a neutral third party. The UK and the EU could each appoint arbitrators and agree on a third, Mr Raab suggested. He said this was different to the UK accepting the jurisdiction of ECJ which would be “lopsided and partisan and that’s not on the cards”. Pro-EU campaigners say the government made an “appalling error” by making leaving the ECJ a “red line” in Brexit negotiations, saying new courts will now be needed in all the areas it extends to, including trade, citizens’ rights and security. The pro-EU Open Britain group claimed a “climbdown” in the government’s approach.

The UN has warned the United States over its alarming rise in ethnic violence A UNITED Nations committee has issued a formal warning to the United States and its president, Donald Trump, over recent racial violence in the country, indicating serious concern that conflicts like the recent one in Charlottesville, Virginia, will spread. The Committee on the Elimination of Racial Discrimination (CERD) has issued an “early warning,” the first step in its system of measures to prevent tensions from escalating and inform member states of the urgent need to address problems. It criticized the US for “failure at the highest political level to unequivocally reject racist violent events.” The statement, though it doesn’t say so explicitly,

appears to refer to Trump’s widely criticized response to the violent clashes on Aug. 12 between white-supremacist groups and counter-protesters in Charlottesville. NORTH Korea appears to have revealed details of two as-yet untested missile systems in its press coverage of a factory inspection by the country’s Supreme Leader Kim Jong-un. Photographs released by KCNA state news agency to go with a report on Mr Kim’s visit to a facility at the Academy of Defence Sciences facility show wall charts describing the missiles, called Hwasong-13 and Pukguksong-3. Hwasong-13 appears to be a three-stage ICBM (Inter Continental Ballistic Missile), while the chart showing Pukguksong-3, although largely obscured by officials, is an Submarine Launched Ballistic Missile (SLBM). RUSSIA’S ambassador to Sudan was found dead in the swimming pool at his home in the capital city of Khartoum on Wednesday, police said. Mirgayas Shirinskiy, who had high blood pressure, is believed to have died from natural causes, a spokesman for the police told Reuters. Shirinskiy served as the Russian ambassador to Rwanda before he was appointed to his last post in 2013. He also held diplomatic positions at Russian embassies in Yemen, Egypt and Saudi Arabia, CNN reported. Sudan’s foreign ministry expressed its condolences to Russia in a statement, hailing Shirinskiy’s diplomatic efforts. Shirinskiy is the fourth Russian ambassador to die this year. • Follow sound purchasing policies, systems and procedures in accordance with company standards. • Monitor vendors for quality, service and price through standard purchasing specifications. • Obtain competitive quotations for hotel requirements and ensure that the best product is sourced and purchased. • Calls for quotations for any items costing more than USD XXX (As per company policy) and inquire into prices from various suppliers. • A minimum of three independent genuine quotations must be obtained. • Establish contracts to ensure reduced pricing for all operating areas of the hotel. • Receives market list from the Executive Chef on a daily basis and arranges for delivery of those items daily. • Ensures that all order receiving dates are updated by the buyers according to the suppliers promised delivery dates. • Ensures that all authorised or approved purchase orders are sent to their respective suppliers/vendors for delivery purposes on a daily basis. • Ensures & verifies that quotations are regularly updated and supplier’s new current price lists are maintained. • Coordinates consolidation of inbound shipments and associated logistics and tracking • Research and identify new products and services for the hotel in market. • Obtains written approval for established Minimum / Maximum stock levels by the financial controller and general manager. • Ensures appropriate duty is applied to all imported goods. • Verify the 'pending orders' report on a daily basis, and all pending orders are checked and verified regularly. • On a daily basis prepare list of to be cancelled orders and sent to accounts for deletion, with appropriate reasons. • Issues regularly slow moving item lists.

• Identifies items for standing orders utilising vendor's logistics for regular deliveries to the hotel based on approved highly consumed items. • Ensures validity of items available, force issue obsolete items and follows up on action taken for disposal. • Verifies that all documentation and proper quotations are maintained and filed according to Policy and Procedure requirements. • Approves all storeroom re-order requests, verifying quantities within the established Min/Max stock levels. • Responsible for all purchasing functions, quotations, quality and availability. • Responsible for physical control of all receiving of goods under strict control procedures • Responsible for maintaining logical storeroom inventory levels operationally needed. • Spot checks storeroom requests if properly maintained, verifies quantity requested and issued, proper items received by signatories. • Spot-checks entered system quotations, period validity, quotes locked by, etc. • Ensures that the suppliers follow the rules relating to hygiene of goods delivered. • Keeps all records in a way that they can be checked at any time for information or audit purposes. • Liaison with Department Heads, Shipping Broker, Shipper, Receiving Agent, and Cost Controller • Maintains all documents, files and listings up-to-date and performs his duties in the most efficient manner. • Willing to work a flexible schedule in order to accomplish all major responsibilities and tasks.

PREREQUISITES:

Strong negotiating and closing skills required, along with a demonstrated ability to develop negotiation strategies for complex activities. Ability to evaluate legal and business risks and ramifications of proposed contractual terms. Consistently offer professional, engaging and friendly service

EDUCATION:

Charlery fires Super Kings to win over Police CHABBIE Charlery slammed an unbeaten 75 runs to lead the Quality Super Kings to a 21-run win over Police when action in the TCICA Summer T20 Cricket League continued last Sunday at the Downtown Ballpark in Providenciales. The Super Kings won the toss and opted to take first strike with a new opening pair. Middle order batsmen Naga Kuthalingam and Greg Best were promoted up the order. Best, however, did not trouble the score and fell after four balls, which brought in the in-form Charlery. He and Kuthalingam then slammed the highest second wicket partnership this season—166 runs. Kuthalingam, who was somewhat watchful at the crease, scored 51 runs from 54 balls. During his time in the middle, he hit five fours and two sixes. When he fell at the start of the last over, he was replaced by Ganesan Kuthalingam, who fired in 12 runs before he was run out attempting a single from the last ball of the

innings. Eventual man-of-the-match Charlery was left unbeaten on 75 from 59 balls (8X4s and 3X6s). SOLID START Needing 190 for victory at 9.5 runs per over, the Lawmen started the chase well. Ira Baptiste and Kareem Jack belted the ball to all corners of the wicket in the first few overs. When Baptiste fell, off the bowling of Ganesan Kuthalingam for 25 (13 balls 2X4s, 2X6s), Police were already on their way with 78 in the sixth over at a staggering run rate of 14.7. Wickets however began to tumble and Jack became more watchful. Bruno fell for two and Kalvin Mars for one. Summer transfer window: Premier League clubs spend record amount PREMIER League clubs have spent a record £1.17bn on players in this summer’s transfer window, according to business analysts Deloitte. The 20 clubs had spent the sum by the end of Wednesday, beating the previous record of £1.165bn set last summer. This summer has seen Manchester United pay Everton an initial £75m for striker Romelu Lukaku, while Chelsea paid Real Madrid £70m for Alvaro Morata.

At the same stage last year, clubs had spent £865m. “The level of transfer expenditure in this summer’s window has been extraordinary,” said Deloitte consultant Chris Stenson. “But when analysed in the context of record broadcast, commercial and matchday revenues, Premier League clubs are spending within their means. “We expect further significant expenditure in the next seven days as clubs seek value in the market.

Grand Turk youngsters benefit from international basketball coach FORMER US professional basketball coach Don Kelbick imparted his knowledge and unique training skills to 45 youngsters (ages 8-16) from Grand Turk while spearheading the Drills and Skills Basketball Camp, which was organised by the Rising Stars Basketball Club last week. Kelbick, who worked with a number of NBA stars, said that: “These are great kids who are hungering for basketball and I am happy to help.” The veteran, who has coached for over 27 years at the college and professional levels took the campers through a series of drills that progressed in intensity and precision as the week went by. Campers were also amazed and motivated by the stories that Coach

Kelbick shared about working with some of the top players in the world as well as being in the gym at 5:30am with NBA superstar Kevin Durant. Kelbick has coached numerous players over the years, including several from the NBA: Tim Hardaway, Joe Johnson, Rasual Butler, Raja Bell, JJ Barea and Omri Casspi along with female players Kelly Schumacher and Stefani Yrdstrom. Kadis Simmons was a dominant force for the Louisiana State University-Alexandria this year.

Simmons feels hard work led to National Young Achievers selection NATIONAL rugby player Kadis Simmons has called 2017 his greatest season so far in rugby. His latest achievement is becoming a National Young Achievers awardee. Simmons, who attends the Louisiana State UniversityAlexandria, is expected to receive the award (for his exceptional performance in sports) this October. “I’m very appreciative for this award; when you work hard enough you achieve great things.” Last month, the 21-yearold was named on the USA Rugby’s Collegiate All-American team for his dominance in the National Small College Rugby Organisation’s 7s, while in May he was honoured by the NSCRO for his dominance in the 15s. President of the Turks and Caicos Islands Rugby Football Union, Keith Burant in an invited comment told the Weekly News that Simmons worked hard. “Kadis Simmons has shown what great athletic potential and proper

coaching can accomplish. Kadis was not the most experienced rugby player when he joined the U19 squad, but after attending the U19 tournament in Trinidad in 2014 and dedicating himself to training the following year Kadis along with five other players from TCI impressed a number of USA college coaches in attendance.” Burant added that Simmons excelled in challenging for the high ball and with his long limbs was difficult to stop once he learned how to employ a straight arm while being tackled. He said that under Coach Lejeune at LSUA Kadis has improved his rugby skills and continues to improve in all faucets of the game. “As President of the TCIRFU I am, as is the entire rugby Union, very proud of Kadis’s accomplishments. I hope the TCIG will continue to support Kadis in his educational and rugby endeavours. Government, sporting bodies and corporate entities must support all persons who excel at academics or athletic endeavours so that they can strive for perfection in their field.”

TCI might not have claimed victory at the CONCACAF U15 Championships which concluded last week in Florida, but according to the FA’s Technical Director, Darren Meehan, the experienced gained was invaluable. “I am confident that the exposure provided to our eight younger players will help prepare them for the upcoming Championships, which will occur in the next 2 years, as these players could be the core of that team,” Meehan said this week. There were a lot of positives

coming out of the tournament for the TCI footballers according to the TD. “The football philosophy and methodology that I am trying to install into all our players was definitely shown on the pitch. Our players have conducted themselves with respect on all occasions and were a credit to the TCIFA and the Turks and Caicos Islands.” In an invited comment, President of the FA Sonia Bien-Aime told the Weekly News that: “The development tournament was the perfect experience the boys needed

to prepare them for the FIFA U17 which will be the next stage for most of them. Despite the score line the boys played well and we are all very proud of them.” In the tournament, Jeftho Joachin scored four goals, including all three against BVI (TCI lost 3-7) and the lone one against the Bahamas (TCI lost 1-5). Orrin Campbell was the other scorer. He found the back of the net when TCI played Anguilla (TCI lost 1-3). TCI opened against Montserrat, but lost 0-3.
