Ewing refutes premier’s claim of PNP constitutional deception BY DELANA ISLES FORMER Premier Rufus Ewing has called out what he describes as a ‘Hollywood’ worthy performance by Premier Sharlene Cartwright Robinson. His remarks came in the wake of a live broadcast press conference held by the premier last week Tuesday, during which she claimed she had been deceived by the Opposition party. The premier said that constitutional and Crown land changes she had been engaging the PNP on had been previously rejected by the United Kingdom while under the party’s administration. She stressed that the current PDM Government was only recently made aware of these rejections and accused the current Opposition of playing games with important issues of national interest. This week, Ewing roundly denied that the territory was not made aware of the 2015 constitutional changes rejection and added that he is not aware of the rejection of the Crown land bill as accused by the premier. “The recent statements by the honourable premier concerning the British government’s refusal of the recommendations for constitutional change and the matter of the Crown land bill is nothing but a smoke screen designed to confuse, mislead and deceive the people about the real truth, that the Government is incompetent and impotent and is not working for the people, business community or country,” Ewing said. He added that the position of the British government and refusal of the original constitutional recommendations, as were approved and submitted by the House of Assembly to the British Government, were made known to the speaker of the House, the premier and the leader of the Opposition in a July 2015 letter addressed to the speaker of the House. “The British government’s refusal of the constitutional changes was communicated to the people of the Turks and Caicos Islands during the sitting of the House of Assembly shortly after the letter was received,” the former premier stated.
He further stated that after the letter of refusal by the British government, he and Cartwright Robinson (who was leader of the Opposition at that time) discussed meeting with the UK ministers in a bipartisan representation to negotiate for at least some of the more critical recommendations. “I invited the premier to join me at such meeting in London and to give input into the constitutional revisions, but her cooperation was not forthcoming,” Ewing remarked. He said this non-cooperation by Cartwright Robinson, and reasons why, were highlighted in an email to him from the then governor Peter Beckingham, which was in response to Ewing’s email of inquiry on several matters. The following are excerpts of these emails: EMAIL TO PETER BECKINGHAM Dear Governor, I know that your time is winding down to depart these beautiful islands, but there are two important matters that it seems would be left unfinished and that is the matter of the CFO position and the constitutional changes. I am grateful for your efforts in looking at recommendations for constitutional changes submitted by the House of Assembly and also coming from the recent meetings with the Opposition and yourself. However, I am extremely concerned that following on from our (FCO Minister Doddridge, Governor, CFO, Minister of Finance, Richard Holmwood and myself) meeting following the last JMC there has been no movement on my request and our agreement as to the way forward. The agreement was that the CFO would remain in place for six months as a transitional provision after the loan guarantee would have been lifted on payment of the bond in February past. Our agreement was also that an order in council would be made so as to remove the position of CFO from the TCI constitution and repeal the CFO ordinance. The six month period has now
expired end of August and none of the above have taken place and with your departure it is likely to be delayed even further or not take place at all, both of which are totally unacceptable. As I had communicated to Minister Duddridge should this occur I would have no other choice then to take action to see that this is done as a matter of principle to fully restore and maintain democracy in these Islands. Governor you know that I have nothing personal against the CFO and while he was helpful in many instances, his authority as provided for under the CFO ordinance did not allow us to govern to the extent that the people elected us to govern in a democratic society. I had made a pledge that I will not go through a second term in office with such authority in place that can supersede the authority of Cabinet on matters of policies for which the people elected us to make decisions on to the betterment of our people. So, in that regard I am looking for your support in getting the CFO repeal bill on the Cabinet agenda this week and approving it to go to the House of Assembly or to just get the FCO to do what they promised to do ASAP. On constitutional change, as the solicitor general said yesterday, it is going to be difficult for ministers to proceed without assurances that there is a bipartisan agreement to the changes you made, and which we passed to the FCO some months ago. Unfortunately, we did not succeed in securing the Opposition leader’s agreement to a bipartisan approach on the current process. entire answers you are seeking, but I hope that it will at least go some way to satisfy you that London is aware of the pressures for change. They will have been left in no doubt about that after your speech yesterday, which I have forwarded to them urging them to look at how to get this resolved by the time you visit London, if not before… Peter Former premier Ewing continued that as evidenced by these exchanges, Premier Cartwright Robinson had the opportunity for bipartisan collaboration to address the constitutional issues, but she refused on the grounds that she wanted to wait until after election to have to opportunity to take credit, and lead the change herself, or not at all. “Now she has the gall to be pointing fingers and casting blame on others when she failed to act at that time. “Madam premier is nothing more than a movie star who acted her way to stardom making people believe that she can do the job. “This is not Hollywood, but you deserve an Oscar as the ‘best man for the job’,” Ewing said. He then urged the premier to stop acting, and get to work on the people’s business. CROWN LAND On the issue of Crown land, which again the Premier claim no knowledge of a 2015 refusal during last week’s press conference, Ewing again pointed out that the claims of the bill being rejected are inaccurate. “We as a Government had to address this pressing issue of the
Crown land and drafted a Crown land bill which was requested to be reviewed by the British government. “During my last bilateral meeting with FCO Minister Anelay in November 2016 she stated that the Crown land bill was being reviewed and they were awaiting further comments from the AG Chambers with whom they were in dialogue.” He added that it was anticipated that the Crown land bill would have been one of the first bills to be brought to the House of Assembly by the new Government in 2017. “I made an inquiry via email to the AG in January 2018 on the matter of the Crown land bill in response to the Taylor Bay debacle, and she stated that ‘on the proposals in Crown land bill, we continue to engage with the UK on the proposals with a view to finalising them as soon as possible’. “So I am flabbergasted that the premier would make a statement saying that the British Government sent us a letter rejecting the Crown land bill when no such decision was made or letter sent.” He continued that he is extremely disappointed that after so much work was done by his Government in drafting a Crown land bill, and making strong recommendations such as the return of Crown land to ministerial Government, after two years in office the premier can tell the people that the British government refused the PNP Crown land bill. “Madam premier, please tell the people what work your Government has done on the issue of Crown land. “Stop pointing fingers at others to cover-up your Government’s failure to address the issues of the people. “All of the heavy lifting was done for you, just get to work and see it through.”
No interest
The UK leaders consider these small territories of little importance. It’s only when you want to be independent of them you are someone to them. They want to own you more than they want to work with you.
Focus on crime
Since the murder has made national network news, many people are thinking twice about visiting. I’m sure local police are doing a good job but they should bring in the best minds to resolve this terrible crime.
A fierce urgency
The position of the British government is untenable and cannot be explained in the realm of reality, brilliance, stupidity or the worst of any possible conspiracy theories. It is not without precedent that a government obtaining 10 out of 15 seats, in a duly elected parliament, carries the right and the voice of the people to initiate constitutional talks of any nature. There can be no stronger mandate and as such cross-party support is not needed to start talks, especially where the Opposition can join the table at any time. The UK is solemnly wrong. It is this current administration, like them or not, who campaigned on constitutional reform in 2016, that is empowered to speak for an absolute majority of the people to advance constitutional talks. The premier was right to go to London alone as there was nothing stopping the Opposition from understanding that here too in the TCI there is that fierce urgency of now to fashion a constitutional order that would enable a duly elected Government to benefit empowerment of Turks and Caicos Islanders. Her decision is good statecraft and good statesmanship. The conditions are right and apt for constitutional advancement. This is the only reason we have a parliament, Opposition, Government
or constitution, ie to advance the welfare of the TCI people. No time to cast blame. However, the Opposition and equally able statesman Washington Misick needs to get on board. Even if the PNP Opposition changes leadership, it is only the elected leader of the Opposition who can speak for the other part of the TCI population. Their reason and rationale for not joining talks, at this time, does not wash with constitutional reality. It cannot be overstated that the premier is right for rushing the gun as the issues are critical.
Agreement needed
Exactly. Bipartisan is very important. Why did she go there without the Opposition’s input?
No attention
The tactless ignorance of our Government is huge and damaging to the TCI. The UK is in the middle of the worst political crisis since 1940. Hardly any UK MPs and ministers know anything at all about the TCI. The idea that the silly little ‘chief minister’ of a tiny village in the Caribbean will get any attention now is ridiculous. Wait and cuddle up to the USA and Canada.
Let’s get serious
It serves her and her team well as they play the game of politics and kiss up when they were in Opposition, less we forget, on similar issues. The day and time is here for us to stop being partisan on issues that affect the country and progress of its people. The saying says, ‘play with puppy and they will lick your mouth’. Let’s all get serious and learn to be bi-partisan when it counts and then and only then we will be taken serious as a country and possibly a nation in the future.
No nonsense
We have a civil service that is running the country at the expense of ministerial initiative and the democratically elected voice of the people. Since the interim administration, 2009-2012, the civil service control culture endures around the necks of our people like an albatross. We have seen TC Islanders fall behind, lose ground, lose businesses, lose homes and marginalised in their own country. Crown land, an erstwhile, yet proven instrument of economic TC Islander empowerment has been taken away from ministers and needs to be returned to local control. Some issues fall on the jokers’ side as well, such as where after 48 years, the TCI courts now have recorded hearings and that had to be pressured. Critical and fundamental issues remain to be resolved by constitutional talks. The debacle and impasse at Cabinet level where governors and acting governors insist on summing the consensus of a Cabinet meeting is retrograde and not provided for in the constitution. Gubernatorial powers are limited to those held by the Queen, ie governors have what she has and there is no precedent in London for the Queen to micromanage the Cabinet and no such provision exists in the TCI Constitution. This one can be handled by ministers here and need not form part of constitutional talks. That is where the governor persists on running Cabinet. Stop having Cabinet and tell him to run the country himself. The nonsense has to stop.

SIPT trial costs continue to be a burden, says premier BY DELANA ISLES AS ANOTHER year draws to a close, the same cannot be said of the Special Investigation and Prosecution Team (SIPT)’s trial of former Government ministers and others. The trial, which began on December 18, 2015, officially marked its three year anniversary this past week and there is no indication of when it will be coming to a close. Over the past three years, successive Governments have bemoaned its cost to the territory and the need for that cost to be shared with the United Kingdom. These two points were again raised by Premier Sharlene Cartwright Robinson during a recent live broadcast press conference in Providenciales. The premier disclosed that during her recent visit to the UK she attended a meeting of the Foreign Affairs Committee (FAC) - which is conducting an inquiry into the UK’s relationship with its overseas territories. During this time, she shared the need for the cost for the SIPT trial “which is now nearing $100 million” to be shared by the UK. “As the minister of finance, it is my responsibility to say how burdensome the cost is becoming, and looking back it has been almost $100 million,” the premier said. She added: “Last year, we budgeted $9.1 million for the operations. This year we had to do the same, and who knows if there are appeals, if there are convictions, if we will continue to budget $10 million; that is money that can go in rebuilding.” Over the past year, the territory has been engaged in numerous rebuilding efforts to infrastructure that was damaged as a result of hurricanes Irma and Maria in 2017. “At the end of the day,” Premier Cartwright Robinson added, “what
we are saying is: okay, fine and dandy, you want to say something went wrong, things went wrong, that is for the court to determine; but things went wrong there too with the bodies that had to play that game, so they [UK] must also bear some responsibility.” In spite of these continued calls for the UK to share some responsibility and costs of the trial, the situation remains the same. From the inception, the UK has been adamant that it will not fund the process indefinitely, that the territory must pay to clean up the mistakes of its past, and that the British taxpayer should not be burdened with the cost of this process. A March 31, 2010, report from the UK House of Commons outlines that the initial costs of setting up the SIPT were met by the Foreign and Commonwealth Office (FCO). This amounted to a total spend of about £435,000 to the end of January 2010 (including the fees of the fivestrong senior management team, one researcher, the rental costs of offices and associated IT, and telephone and travel costs). “The FCO ‘stretched the limited resources’ of the Overseas Territories Programme Fund to cover the cost of the core team until February 10, 2010, and agreed to provide an additional £36,000 to allow Ms [Helen] Garlick to begin to recruit the core intelligence and research unit and to rent more UK office space,” the report outlined. In addition to these costs, the FCO also reportedly agreed to fund an analyst for four weeks at a cost of £5,000. Following those payments, the TCI Government has since been covering the cost of the investigations and the subsequent trials. prosecutor in the SIPT trial wrapped up the Crown’s presentation of its evidence against the eight defendants in September this year. The judge is now considering several no case submissions that were recently submitted by the defence lawyers. When the trial resumes on February 14, 2019, the no case submissions, which were all submitted in written form to the court, will possibly be discussed in open court and a decision will be announced by the trial judge whether he will accept or reject the defence submission that the Crown has failed to prove its case against the defendants. If rejected, the defence lawyers can then present their own evidence and witnesses to either refute or offer alternate explanations of the Crown’s evidence, or they can rest their own case. If the defence lawyers do not wish to present their own evidence or witnesses and as such ‘rest their case’, the decision will then rest with the trial judge to determine if the Crown’s evidence was sufficient to find the defendants guilty of the charges against them.

Asked about the future of the trial and whether the territory may see it coming to a close in 2019, Premier Cartwright Robinson did not want to wager a guess on that, and seemed concerned at the possibility of another three, or however many, more years of paying money out of the territory’s

A comprehensive National Security Strategy with major focus on border protection, immigration controls and crime prevention, a 12 point crime plan, oversight of policing under a commission, develop a Chinese investment policy, adequate funding to ensure that those serving custodial sentences receive the best care and rehabilitative opportunities. JOBS AND ECONOMY Creation of a Jobs Policy, promoting ‘shop locally’ in support of the agriculture industry, encouraging the development of Meetings, Incentives, Conventions and Exhibitions (MICE) through a designated desk, encouraging and developing a Maritime Tourism Plan that will facilitate the sailing and yachting community, conduct comprehensive fishing industry review, promoting and sponsoring local music production, marketing and distribution, reviewing the reserved business categories and empower the public service to police it to ensure compliance with the laws, pre-approve concessions

Misrepresentations and historical truths Dear Editor, “One can stand on the seashore and marvel at the waves, but one can’t turn back the tide.” This was one of the sentiments expressed by Speaker Hon. Robert Stevenson Hall at the First Sitting of the Eighth Meeting of the Third Session of the 10th Legislature of the House of Assembly on Monday, August 17, 2015. This formed part of his formal response to the July 30, 2015, letter from the then Minister of State Rt. Hon. Grant Shapps rejecting the proposed constitutional changes. Hon. Speaker, in an impassioned speech, decried the response as ‘insulting and a slap in the face’ and stated quite unequivocally that in relation to the British, he was “tired of people peeing on his foot and making him think it is rain”. He charged the TCI to present a unified front in seeking constitutional reform by standing together. I believe wholeheartedly that misrepresentations when left
unchecked and unchallenged become historical truths. So, when I read the article in the Turks and Caicos Weekly News concerning the UK’s rejection for constitutional changes, some assertions gave me pause. Delana Isles reported that the premier “...revealed that she learned that the proposed changes which are based on the work of the TCI Constitutional Review Committee in 2015, had previously been wholly rejected in 2015.” The premier further stated that “...the Government was only recently made aware of this first rejection letter by way of another letter dated November 29, 2018, this time from the current Minister of State, Lord Ahmad.” I am not sure whether the premier is experiencing an early onset of Alzheimer’s or if she is engaging in selective amnesia. Because, not only was she present at this sitting, she commented on the British response
that all schools have proper sporting facilities, supporting the introduction a teacher liaison programme in all schools throughout the Islands, introducing the teaching of civics at all educational levels. HEALTHCARE Addressing the major challenge of access to healthcare and recognise groups that currently already use the services, those who require special consideration and the apparent restrictive NHIP registration policy, redeveloping and refocusing healthcare in the TCI beginning with primary healthcare and preventative measures. ENVIRONMENT, LAND USE AND PLANNING Returning responsibility of land management to an elected official, introducing sustainable funding for protection of the environment, introducing a comprehensive national anti-litter campaign styled the Spic and Span Programme and assisting in the management of the environment through alternative sentencing measures, commissioning and completing an environmental awareness audit, upgrading environmental legislation consistent with 21st century needs, developing and implementing a sustainable National Physical Development Plan, completing the Crown Land Audit, developing and implementing an environmental culture archive.

Whereas the then premier opined that he was flabbergasted at the response, then madam leader of the Opposition stated that she was neither “flabbergasted [n]or surprised”. She further said that she and then premier Rufus Ewing had already discussed a bipartisan team going to the UK and she was prepared to work with the Government to engage the British. This situation she said was “an open door that I believe we should walk through”. If there are inaccuracies or misrepresentations in the reporting, then the premier should demand a retraction and seek to clarify any misunderstandings. An anonymous writer penned these instructive words: “The greatest advantage of speaking the truth is that you don’t have to remember what you said.”

and strong local government, a national symposium to create a national plan/vision, seeking immediately to commission a review of the physical working condition of civil servants and prepare an aggressive repairs plan to improve the physical working condition of the civil service, a review of the compensation package offered civil servants is a priority to a PDM administration, implementing policy to ensure that there is a structured performance appraisals programme for promotion and training, holding structured periodic meetings with the civil service. We make commitments to others all the time. However, sometimes circumstances over which we have no control prevent us from keeping some promises. What is unacceptable is knowingly making promises that cannot be kept, or worse, that we have no intention of keeping. It really boils down to how many promises one knowingly breaks, and how one responds when one is unable to deliver on an achievable promise. Failure to keep our promises is a clear and unequivocal reflection of our view of the recipients of those broken promises. It is especially egregious for someone in public office to break promises made to followers. It speaks to the trustworthiness or lack thereof of the leader. “For by thy words thou shalt be justified, and by thy words thou shalt be condemned.” - Matthew 12:37. The PDM administration has broken just about every promise in its 2016 manifesto, especially those it promised to deliver within the first 100 days in office. The PDM administration needs to show some respect for the electorate, admit its failures, explain why and apologise for those broken promises to date and for those promises which it knows by now are unrealistic and unachievable. An unachievable promise is a comfort to fools. The people of the Turks and Caicos Islands deserve better. Washington Misick, Leader of the Opposition

Sad and dishonourable Dear Editor, The PDM strongly believes in the importance of a united front between the parties on our constitution. Nevertheless, the PNP’s actions on constitutional advancement have been underhanded, contradictory, spiteful and downright dirty, all done with the ill-intent to derail a ‘PDM led’ effort to bring meaningful changes to the benefit of our people. It stands to reason that the PNP Leader Hon. Washington Misick, its Chairman Hon. Royal Robinson and constitutional chair Hon. Akierra Missick must have privately communicated to the British government that they were no longer in favour of the bipartisan constitutional changes that was previously agreed upon. When, how and to whom was this communicated? The governor? The overseas territories director? The minister? Or the Foreign Affairs Committee? Indeed, the PNP were careful not to inform the people of the Turks and Caicos Islands who participated in the review that they had back tracked. Here are the facts on the PDM’s
engagement with the PNP over the constitution: Over the past year the premier, deputy premier and myself attempted to engage the PNP’s constitutional team on many occasions to advance talks between the parties. The process seemed to be going smoothly until around May 2018 when their side stalled. On 10 separate occasions over the spring and summer of 2018 the premier and deputy premier made unsuccessful attempts to set a meeting with the PNP’s team so that we could jointly finalise agreed proposed changes to the constitution. Unfortunately, the PNP’s intentional delays and refusal to engage has set the people of our country back for years, a new constitutional commission could take years to complete this work. It is now apparent that the PNP could not make the time necessary to work on recommendations perhaps because they had not done the necessary work within their party to advance discussions with the PDM (confirmed by the December 17 release by the PNP Chairman when he said they were waiting on their
stalwarts to meet). Finally, in September 2018 the PNP officially withdrew from the cross-party talks because they were certain new leadership would be selected at their November convention and that any leadership change would completely alter their party’s outlook for constitutional advancement. In good faith we waited and did not make any public statement regarding their decision to pull out to see if their convention would in fact bring about new leadership with a different position. Previous releases by our party have outlined this move and none on their side denies it. However, there was no PNP leadership change in November, but we have since been publicly informed (two weeks ago) by their leader, Hon. Misick that they will reengage the PDM and its Government early in the new year. How contradictory! How can they engage us in early 2019 under the same circumstances? This public announcement by their leader was meant to serve the sole purpose of attempting to win
back public support for their failure to genuinely engage our party and seek meaningful constitutional advancement. This is sad and dishonourable. The Turks and Caicos people are not impressed and cry shame on their boisterous rhetoric backed up with no action. The PNP clearly intended to manufacture delays due to the timing of all these actions and subsequent statements by their leader, chairman and PNP constitutional chair. This should leave the public suspicious since it seems clearly orchestrated to bluff real talks with the PDM while communicating disagreement to the British with the hopes of gaining some political advantage at the people’s expense. The premier was right to advance the suggested changes from the last bi-partisan constitutional review in addition to those positions between the parties that we were sure of. This was the proper thing for her to do, to seek to make gains on behalf of the people. It is evident that we must improve our constitutional relationship with HMG. In fact, if you want to have an
accurate look at our relationship with the UK government all anyone must do is watch the exchange between the premier and Mr Mark Gapes of the UK Foreign Affairs committee and they will see that this fight is not one that any political party should play politics over. It is a shame that the PNP has allowed the politics of their past and present to prevent such unity. It is tantamount to treachery. A blue-tiful Christmas Dear Editor, Re. The Weekly News article ‘UK says no for the second time’ dated December 15-21. It is very disappointing but par for the course for Premier Sharlene Cartwright Robinson. She is acting like president Trump in blaming the Opposition for her failures. She seems to have forgotten that she campaigned for the job of premier so that she could be the mover and shaker, but now that she is in the driver’s seat as the ‘best man for the job’ it seems the grass is only greener when looking from the outside. One of her ministers some time ago remarked in the House of Assembly that he didn’t realise that governing was hard work. That sentiment seems to percolate from head to toe. Let us look at the blame game with respect to the constitutional advancement that we all want. After the review led by Dan Malcolm, the UK rejected those proposals out of hand. Their response was read in the House of Assembly after it was
received. Everyone knew that, save and except the premier. Yes, the Opposition was engaged to move the process forward and we did on two occasions. We were to the point of having our position ratified by our party stalwarts. The process was that we would have that agreement and on a bipartisan basis hold a series of town hall meetings to gauge the views of the public, even if it meant changing the thrust of the current position and adding more to bolster our position. We would then be able to say that we have the full backing and blessings of the Turks and Caicos Islands’ people when we engaged the UK on a date for bipartisan constitutional talks. Before we could conclude all of the arrangements, the leadership contest came into play and we advised the premier that we would disengage until this was concluded. The premier, in trying to be ‘previous’ and score petty political points, set her own time to come on the back end of the JMC, an annual event between the UK and all the overseas territories.
This did not give sufficient time to hold meaningful discussions and make the requisite changes. It was sheer laziness and no attention to detail why the premier sent up to the UK the exact text of a document that had already been rejected. Yes, we used it internally as a starting point of our discussions, but that had to be jettisoned before any discussions with the UK as we were to be taking a different perspective, bearing in mind the failed previous attempt. The premier got slapped around by the UK, even though they were mired in the stalled Brexit negotiations. Madam premier, do not blame the Opposition for your grief and despair. You wanted to come back from the UK flaunting a document to show that you had what it takes to govern on the heels of the disaster of the service charge bill’s implementation date being pulled back. You just got hung by your own petard! Now you have to eat crow and wait for full engagement by the
Opposition and a demonstrable backing of the public for whatever is being proposed. It is instructive that in a previous correspondence that the UK cited, the number of people who attended Malcolm’s exercise was 200. Remember, it was never the intention of the premier for the hospitality workers to get what in the legal profession is called ‘an uplift’ for Christmas. If that were so, she would have stated in the Gazette that the start date was November 1 as there is a 21 day lag between the end of the pay

The power-couple was lauded for their unwavering commitment to enhancing the lives of many families and individuals in the Turks and Caicos Islands. Mr and Mrs Williams were
the recipient of the award which recognises the work of people in the community who are devoted to the welfare of humanity. The co-founders of the Edward C Gartland Youth Centre and chairs of the recently founded Gilley Family Foundation were credited for their work in education. Through their tangible support they have afforded many young people the opportunity to further their education by sponsoring
various scholarships over the years. Speaking at a gala-style event hosted at the Shore Club, Galmo Williams said: “We are grateful for winning this award tonight but also recognise that there are others in this category that have worked just as hard for our community. “We are proud just to be nominated alongside them and to be here today. This award is not the end because we plan on working even harder.
“It is our commitment to continue passing it on,” the former TCI premier said. “For us, it’s not just about our kids and our family but how we can help other families within the Turks and Caicos.” Other nominees for the 2018 Humanitarian of the Year Award included Marion Williams, founding member of the SNAP Centre, Jasmine Thomas of the Youth Department, Angela Williams

in youth empowerment. She launched a girl’s empowerment organisation in April 2018 to help address challenges facing young women and provide them with an outlet for inspiration and change. The young activist upon receiving her award said: “I wanted to reach out to young girls because as a young woman myself I went through a lot in my younger years and I wanted these girls to know they are not alone.” Junior Humanitarian of the Year nominees included Estacio Ariza for his work in promoting culture in the community of North Caicos, Briann Gardiner for her contributions to the community of North Caicos, Jessica Corvil for youth empowerment, Arian Louis in the area of education and
youth empowerment and Ryesha Higgs for her immediate response to vulnerable residents following hurricanes Irma and Maria in 2017. Director of the TCI Human Rights Commission, Sabrina Green, said the first Humanitarian of the Year event in the Turks and Caicos Islands shines a light on the fact that there are a wide variety of wonderful people who are doing important work across the TCI. She said the commission saw it fit to highlight and acknowledge the work of these individuals. “Sometimes I feel we don’t give the people who work among us the credit they deserve for the work that they do, these awards are a way that we can address that. “Education is one of the most successful ways to pull people out of poverty, reduce discrimination and
build a secure and successful society so it was wonderful that the winners of both the junior and senior award do a lot of work in that area. “Hon. Galmo and his wife Althea Williams do a great deal of work across the Islands to help the youth achieve their dreams by providing not only scholarships but also recreational facilities.” She said that in this way they provide opportunities for the children of poor families and seek to break the cycle of poverty in which families can sometimes feel trapped. “Jessica Corvil at the young age of 16 is addressing issues that she herself has experienced in her life, helping to empower young women to know their own minds and make good decisions,” Green added. “She has not allowed her
experiences to break her but has found her strength and then lent of that strength to others “Issues such as teenage pregnancy lead to young girls missing out on education, condemning them and their families to a life lived in poverty. “Jessica, like the Williams, has found a way to break the poverty cycle,” Green said. “Both our winners of the first Humanitarian of the Year Awards in the Turks and Caicos Islands are contributing valuable work to build a better Turks and Caicos Islands for all our futures.” Green encouraged nominees to continue the selfless work they do while also urging others to give back to their communities. “I would like to congratulate all the nominees for these awards, not

Malix Cox gets life for murder CONVICTED murderer Malix Cox has been sentenced to serve a life sentence for the murder of Andreika Stubbs-Saintelmon. Cox was sentenced on Tuesday (December 18) by judge Shiraz Aziz in the Grand Turk Supreme Court. Stubbs-Saintelmon was fatally shot when Cox attempted to fire his gun at another man in a devastating incident that took place on March 23, outside the Versace Bar on Leeward Highway in Providenciales. One of the fired bullets hit the young mother. Also shot was 17-year-old Tyrone Smith. Cox will again stand trial for the shooting Smith sometime in 2019. The murder trial came to a close on December 12, with Judge Aziz, who tried the case without a jury, declaring a guilty verdict. Cox and another man, Anthony Francis, were both arrested and The Gaming Inspectorate and the Financial Intelligence Agency sign the MOU
Gov’t signs exchange of info agreement THE MINISTRY of Tourism recently signed an MOU between the Gaming Inspectorate and the Financial Intelligence Agency (FIA) of the Turks and Caicos Islands. The MOU was established to encourage the exchange of information related to money laundering, associated predicate offences (corruption, bribery and extortion) and terrorist financing offences. It was signed by Tourism Minister Ralph Higgs and FIA Director Dwayne Baker. Present at the signing and
instrumental in its development were, Stuart Taylor, Deputy Permanent Secretary of Tourism, Shayone Gardiner and Desmond Ewing, Acting Director Gaming. Minister Higgs said: “This MOU is a significant step forward in our quest to the detection and combating of financial crimes, and terrorism activities within our country. “This alliance is certainly one which serves to strengthen our capabilities with regulatory oversight through the exchange of information.” The FIA serves as the Financial
Intelligence Unit (FIU) for the Turks and Caicos Islands and is one of more than 150 FIUs making up the Egmont Group. The FIA is responsible for the receipt, storage, analysis and dissemination of information related to anti money laundering and combating the financing of terrorism and connected crimes in observance of the Financial Action Task Force (FATF) international standards on combating money laundering and the financing of terrorism and proliferation.
Strata Corporation wins against condo owners in rental case BY DELANA ISLES CHIEF Justice Margaret RamsayHale has ruled in favour of Ocean Club West in a case where condo owners were protesting the circumstances under which the resort banned the owners from directly renting their condos. The plaintiffs who brought the case were Julianne Marie Dodds, Kevin Dodds, Blue Grass Holdings, Grace Holdings, Valerie Anne Beattie, Howard Grant Beattie, Litlan, Michael William Craig and Sara Ayres Craig.
They are owners of seven strata units in the resort development on Grace Bay, Providenciales, and all rent their units to holiday guests as well as use them privately. Representing the plaintiffs were attorneys Ruth Jordan and Neale Coleman. The defendant was the corporate body Strata Corporation, which embodies all of the owners at the Ocean Club West resort. The actions taken by Strata are directed by elected owners who form the Executive Committee (EC) of the Strata Corporation.
Queen’s Counsel Conrad Griffiths and attorney David Cadman represented the defendants in the matter which was heard from January 30 to February 2. In her conclusion Ramsay-Hale said: “In my judgment, it cannot be said that the plaintiffs have taken something for nothing for which the defendant is entitled to require payment and the defendant would not be entitled to negotiating damages.” A detailed report on the case will be published in the next edition of the Weekly News.

Francis appeared in the Supreme Court for a hearing on Monday (December 17) but no details of its outcome are as yet known. However, the deal struck for his testimony could see him walking free from the murder and shooting charges. During his testimony, Francis said he saw Cox with a gun, that he, Francis, drove the car with them in it away from the bar after the shooting took place, and that he did not see the shooting first hand as he was still in the vehicle when Cox exited and returned. Evidence also came out in court from the teenage shooting victim that on the night in question, a gun was fired from the same location in which he had seen Cox.
Five Cays man guilty on gun and ammo charges STAN Forbes has pleaded guilty to charges of keeping a firearm and ammunition that were found in his home by police. Forbes appeared in front of a judge on Wednesday (December 19) and admitted to the offences. He entered the guilty plea before Justice ShirazAziz in the Providenciales Supreme Court in the presence of his attorney Ashwood Forbes. Attorney Forbes was able to persuade Judge Aziz to allow his client to remain on bail for the Christmas and New Year, pending sentence in February 2019. Forbes faces no less than seven years’ imprisonment when he is sentenced in February. Another Haitian man convicted
for sex crimes ANOTHER Haitian national has been convicted of indecently assaulting a child. On Monday (December 17) Guilbaud Thomas of Sandy Lane, Five Cays, Providenciales found out his fate from a jury. Thomas, who is on remand at Her Majesty’s Prison, will be sentenced in January 2019. The Five Cays man was arrested on August 27 after the victim’s mother reported to the police that her daughter was sexually molested by the accused in the Granny Hill area. Thomas was officially charged by police on August 31 with indecent assault.
Burglars steal safe full of cash from Western Union ANOTHER targeted burglary of Western Union money transfer at Quality supermarket has police in Providenciales investigating. Burglar(s) got away with a security safe containing a large sum of cash from the Hospital Road location in Providenciales, police say. The burglary was reported to police at about 6.40am on
Tuesday (December 18). The last attack on the business took place on October 16 when three masked and armed men terrorised employees at the location, eventually carting off an undisclosed sum of cash. Police are asking anyone who may have any information on the burglary, to call Crime Stoppers anonymously on 1-800-8477.
Former ports director charged with faking qualifications FORTY-six-year-old Andy Lovell Robinson has been formally charged by the Financial Crimes Unit for falsifying his academic qualifications to gain the job of Director of Ports. Robinson appeared in court on Friday, December 7, charged with two counts of uttering a forged document, one count of obtaining
a pecuniary advantage in the amount $134,563.73 and one count of possession of criminal property. He has since been granted bail in the sum of $80,000 and has surrendered his travel documents. He will report to the Grand Turk Supreme Court for his sufficiency hearing in February 1, 2019.

Boxing Day Maskanoo promises to be bigger and better BY OLIVIA ROSE PREPARATIONS are underway for the biggest annual street festival in the Turks and Caicos Islands. On Wednesday, December 26, the Grace Bay strip will come alive with heart-pounding drums, whistles, horns and cowbells as the territory celebrates the eighth annual TCHTA Maskanoo Extravaganza. The annual cultural event is organised by the Turks and Caicos Hotel and Tourism Association (TCHTA) and allows visitors and residents to experience the rich cultural tapestry of the TCI. The fun, family friendly
experience showcases the best of the islands’ cultural heritage, mixing junkanoo with masquerade to create ‘Maskanoo’, explained TCHTA’s association executive Stacey Cox. Cox was speaking at a press conference on Wednesday (December 19) held at the Landing in Grace Bay. She said: “We are excited to bring TCHTA Maskanoo once again and we’re looking forward to yet another wonderful celebration for residents and visitors to enjoy. “We really are ecstatic about the entertainment line-up this year. We look forward to welcoming the Island Boys, Pro-Vision Band and also QBand Lynx who will headline

the event.” As is customary, Maskanoo will be emceed by Cultural Director David Bowen who has guaranteed a spectacular line-up accentuated by vibrant colours and cultural performances, a parade, local music, food and fun for all ages. The show will kick off at 3pm on Grace Bay Road with popular DJs and bands. In addition to the headline entertainment there will be cultural displays, dancing by Oshane and Shanice and a number of giveaways. There will also be two Maskanoo
parades - one will happen earlier in the evening and the other later in the evening. Cox stressed that security of both residents and visitors is a priority and is urging persons to come and celebrate without worry. “One of the things that we take most seriously is security. As usual, the Royal Turks and Caicos Islands Police Force will be out in full effect along with officers of the Dove security firm. Anyone interested in renting tables to sell crafts, retail or food items are encouraged to do so
quickly since tables are going fast. The organisers encouraged more corporate support for the success of the event, which also promises to boost the economy. Maskanoo has its roots in the ‘Masses’, a masquerade tradition that fuses traditional African culture with costumed balls held in the colonial era. In Providenciales, Maskanoo originated with enslaved people brought by the Bermudian salt farmers to work the salt ponds of nearby Salt Cay and South Caicos 200 years ago.

Christmas comes early during toy drive CHILDREN enjoyed some early Christmas cheer when Santa Claus brought them gifts as part of an annual holiday toy drive. The Sandals Foundation in partnership with Hasbro distributed hundreds of toys across Providenciales, a press release on Wednesday (December 19) said. Elanor Finfin Krzanowski, Beaches public relations manager and drive organiser, said: “Our
partnership with Hasbro has allowed us to expand our annual toy drive to include not only students of our sponsored schools but also several children in the Providenciales community. “This year we were able to bring an early Christmas to hundreds of local kids and our goal is to keep expanding to bring holiday cheer to as many kids as possible.” Each year the Sandals Foundation
initiates an international Holiday Toy Drive, encouraging the support of travel and industry partners, team members and the public. “Our team members and guests have got involved this year,” Finfin Krzanowski said. “Knowing that the treat and gifts are going to the local communities means a lot because our employees come from these communities.” During this year’s drive,
children in Providenciales had a chance to party with foundation volunteers and Santa Claus during donation events. Heidi Clarke, executive director of the Sandals Foundation, said the drive is a long tradition executed by the employees of Sandals and Beaches hotels across the Caribbean. “Hasbro, as well as other donors, generously support this initiative, and our team members volunteer

St Monica’s Anglican Church reopens after storm damage repairs BY OLIVIA ROSE FOURTEEN months after hurricane Irma blew through the TCI, Rector Alvardo Adderley of St Monica’s Anglican Church in Providenciales has rededicated it. The episcopal church closed for repairs due to damage caused by the September 2017 hurricane. The storm destroyed the annex building, basement, main floor and other parts of the structure. A recent rededication service served as a proclamation of the word of God and the celebration of Holy Communion as the first act of worship in the new refurbished building. A newly-tiled floor in the chapel and baptistery and a new steeple were all part of the church’s remodelling. Speaking at the rededication ceremony held on Friday, December 7, Father Alvardo Adderley praised the church members who volunteered their time to help rebuild after the hurricane hit. He said: “It is truly a temptation in life to magnify the destination without looking at the holistic nature or the journey. “Indeed, this is true as it relates to the many men and women who have laboured and worked tirelessly towards the spiritual and physical development of this worshipping community. “Upon my assignment here in the TCI, the Islands had not long before suffered severe damages at the hands of hurricane Irma on September
7, 2017, which left it in a state of disrepair. “To this end, among the devastation and structural damage that affected many homes and buildings within the Turks and Caicos Islands, was St Monica’s Church. “The aftermath of hurricane Irma added more damage to an already weak church structure. “Indeed, as a people, despite the odds, despite the economy, and yes even despite the hurricane, we did not tremble, but we were ‘steadfast, immovable always abounding in the work of the Lord, knowing that your toil is not in vain’ (1st Corinthians 15:58). “In conclusion, many thanks go out to my predecessors, those rectors and priest who have laboured with you over these many years and on whose shoulders I stand. “A special thank you is also extended to Mr Stan Hartling Jr for his generous donation towards the building and renovations of this church, in memory of his father Stan Hartling Sr (may his soul rest in peace).” Also speaking at the ceremony, Premier Sharlene Cartwright Robinson said: “As you rededicate your sanctuary to the Lord today so that it can continue doing the work God intended it to do, let his love be with you and may you enjoy the blessings of the Lord always. “As the word of God says in Philippians 1:6 ‘being confident of this, that he who began a good work in you will carry it on to completion
until the day of Christ Jesus’. “We are very much confident that what the Lord has started in us, he will bring it to completion. “Today’s celebration comes as a result of the catastrophic effects of hurricane Irma and Maria and I pause to remind us all that God can turn any situation around for his glory; what appears to be tragic can be transformative and can become a testimony of triumph when we trust him.” Leader of the Opposition Hon. Washington Misick also congratulated the church on the most extensive repair and renovation that it has ever seen, resulting in an even more beautiful interior and exterior. He said: “I am honoured to have been asked to bring congratulations on the completion of the repairs to St Monica. “I therefore extend my sincere compliments to the rector, vestry and members of your congregation on the remarkable transformation of your sanctuary in the wake of the damage sustained by the recent hurricanes. “It is always pleasurable and uplifting to visit and worship with you from time to time. “On the last occasion of my visit, I was quite impressed by the improved backdrop of the altar and the quality of the finish to the ceiling and other areas of the edifice. “It is indeed a finished product that all who had a part in bringing to fruition ought to be justifiably proud.”

Christmas poinsettia POINSETTIAS bring a splash of festive red and green to the table or windowsill. An attractive bowl planted up with one or two makes a cheery winter gift. Poinsettias are indigenous to Central America and Mexico where they can easily grow three to four meters tall. They develop large, showy, red flowers specifically designed to catch the eye of hummingbirds which find the poinsettia’s sugarrich nectar irresistible. As the birds hunt for nectar they inadvertently spread pollen from poinsettia to poinsettia - a win for both bird and plant. The poinsettia acquired its common name from Joel Poinsett, the United States ambassador to Mexico who, during the mid-1800s, fell in love with the flame-leaf flower and brought one back to the US in the early 1900s. How should I care for my poinsettia plant after the holidays? You can plant your poinsettia outdoors in a container or in the ground. Choose a partially shady spot that will not receive artificial light at night. Place the plant in the soil at the same depth it was growing in the container. To encourage branching, start pruning in early spring. Cut back to within 12 to 18 inches of the ground. Poinsettias may become ‘leggy’ and unattractive if not pruned regularly during the growing season. Cut back a few times during the summer if needed, leaving four leaves on each shoot. Discontinue pruning after September.
The poinsettia is a ‘short day’ plant that blooms when days are short and nights are long. If the dark period is interrupted by artificial light from any source after October, flowering will be delayed or interrupted. If your plant is exposed to outdoor lights, you’ll need to cover your poinsettia every night during this critical time for flowers to develop. You can use a cardboard box and cover all holes to keep out light. Once you start to see colour develop, you can stop covering the plant. The colourful and showy ‘flower’ is actually a cluster of modified leaves called bracts (same as bougainvillea). The true flowers are small and clustered in the centres of the bracts. Red poinsettia varieties usually establish better than other colours. Purchase plants that are blooming in mid-November because these early flowering varieties are ones that will also bloom earliest in the landscape. Contrary to a popular myth, poinsettias are not poisonous. However, some people are mildly allergic to their white, milky sap. Therefore, if you are prone to skin allergies, wear gloves when pruning your plants. Any plant that can undergo a miraculous transformation from green leaves to a multitude of boldly coloured bracts just in time for the Christmas season is darn near perfect in my opinion. And I’m sure that if Joel Poinsett were around today he would wholeheartedly agree. Wishing you a festive holiday season and a very happy new year!
TCI Friends of the Arts Foundation brought together scores of talented vendors in Providenciales
TCFAF hosts another successful arts and crafts fair ANOTHER rousingly successful arts and crafts market was recently hosted in Providenciales with the intention of raising funds to promote the visual and performing arts in the territory. Amy Avenant, who planned the market, and Mark Pankhurst, treasurer and founding member of the Turks and Caicos Friends of the Arts Foundation (TCFAF), said that they were thrilled with the success of the market. This year, they pulled together 52 vendors and raised thousands of
dollars for the TCFAF organisation. Avenant said: “The event, in its ninth year, was the biggest yet, with 52 vendors selling goods handmade in the Turks and Caicos Islands. “Through table rentals and food sales, we managed to raise $2,300 for the Turks and Caicos Friends of the Arts.” The event was hosted in the form of a pop up market in Salt Mills, Grace Bay, Providenciales, on December 8 and 9. The intent was to showcase the
arts and crafts talent in the TCI, as well as to raise funds for the a notfor-profit organisation, founded in February 2002. TCFAF was created with a specific mission: to promote a heightened appreciation of the performing and visual arts in the Turks and Caicos Islands through encouragement, entertainment and education. “We hope that next year, the 10th year, will be even bigger and well supported,” Avenant said. The Sands at Grace Bay celebrates 20 years in TCI TWENTY years later, The Hartling Group’s resort The Sands at Grace Bay continues to offer vacationers luxury amid the turquoise blue beauty of the Turks and Caicos Islands. Last Saturday evening, December 15, the resort hosted its staff and special guests in an ‘On with the Carnival’ themed party on the sands outside its Grace Bay beach property. Employees were honoured during an award giving ceremony, long standing workers were recognised and board
members were commended by Stan Hartling, chief executive officer and lead partner of the Hartling Group during his remarks. The Sands at Grace Bay, which officially opened its doors in December 1998, is the first of three resorts for the Hartling Group, which boasts a strong development record in the TCI. In 1996, Stan Hartling purchased an initial beachfront parcel of land on Grace Bay beach in Providenciales, on which he
planned to develop a 90-unit condominium resort, the group’s website shared. Hartling acted as general contractor on The Sands at Grace Bay, using reputable construction firms and ensuring internal control over the project’s timing and expenditures. “The Sands opened in December 1998, and today it is one of the most successful resorts in the region with solid year-overyear revenue growth.” It is said to be one of two pioneering
projects in the mid-1990s, with many developers striving to emulate The Sands’ model. Today, the resort is spread across a six acre Caribbean plantation-style setting and comprises 114 suites in six, three-storey buildings. It is an all-suite resort, offering guests a spectacular, central beachfront location on the famed Grace Bay beach, with breathtaking views and well beautifullyappointed accommodations. Santa spreads Christmas cheer to 700 boys and girls BY OLIVIA ROSE MORE than 700 girls and boys received gifts and goodies when Father Christmas and his helpers rode through the streets of Providenciales spreading festive cheer this December. The annual ‘Santa in the Streets’ tour brought lots of joy and laughter to many less fortunate children in vulnerable communities. Youngsters lined the streets with their parents as they awaited the arrival of Santa in his carriage when the week-long tour kicked off on Monday, December 10. Organiser Corola Stipa told the Weekly News that the event aimed to promote social sensitivity and human solidarity by helping people in need while delivering a moment of happiness.
The Santa in the Streets tradition started in Venezuela and has since spread to more than 30 countries around the world. Founders partner with a number of organisations and businesses to make the initiative successful. “For the Santa in the Streets project this year we did five different events which saw more people being involved in it and it gave a sense that Turks and Caicos is one community,” Stipa said. “Santa in the Streets started over 13 years ago with my cousin in Venezuela and it’s just about bringing a moment of happiness to someone who might need it and community efforts together - whether it’s through volunteerism and people donating items.” The tour saw many private school children and parents joining to help donate toys for
children in need. This year, the organisation reached out to the International School and received toys from the students which were later gifted to other children. “The idea behind this is for the parents to teach the children how to share to someone in need, and the kids were so excited to help that the donations were just non-stop,” Stipa said. “So instead of them receiving from Santa they gave to Santa to give to other children.” As part of the project students of the Ashley Learning Centre, a small non-profit institution created to nurture and develop young children with mild to severe disabilities, received tailored gifts at a holiday party on December 12. Stipa said that Santa in the Streets also partnered with Salvation Army TCI to deliver
presents to 500 boys and girls in Providenciales whose families may not be able to afford a Christmas gift. During the week of activities, Santa also visited Oseta Jolly Primary School which is the only Government school that still has not been fully repaired since the 2017 hurricanes. Several companies offered their support by donating gifts, food, drinks and bouncy castle for the children. Stipa thanked several companies and organisations for their support. “I’d like to thank the International School, Provo Primary, KB Homes, CBMS, Salt Mills, the Ritz Carlton, the Salvation Army, Grace Bay Realty, Misick and Stanbrook, Digicel, Grace Bay Car Rental, Automotive Arts, Grace Bay Paint and Supplies, Gourmet IGA and Mr David Stone who was our Santa this year.”
First annual Santa in the City is a huge success BY OLIVIA ROSE CHILDREN of all ages were treated to a day of fun, presents and laughter last Saturday (December 15) at Five Cays Community Centre in Providenciales. The Five Cays Constituency Council of the Progressive National Party (PNP) held its first ‘Santa in the City’ event for the public. Scores of children and adults who attended enjoyed a wide range of games and activities including bouncing castles, craft tables, gingerbread house competitions, pantomime and
ornament making. They also had the opportunity to enjoy face painting, photos with Santa Claus and participate in the highlight of the evening, the lighting of a Christmas tree. The exciting event also saw many local dancers and choirs entertaining guests with spectacular renditions of traditional Christmas dances along with carolling. Speaking to the Weekly News, one of the event organisers Selvyn Hawkins said the day was all about spreading holiday cheer and bringing the community together. “This is what we call Christmas
in the Cays. We hope this to be the beginning of an annual event, so what you’re seeing is the beginning of something we hope to grow every year. “It’s pretty much a festivity all about bringing the community together around Christmas time. “Five Cays has historically been known as that community where you go to for fellowship and for festival, so it’s just reviving some of that.” He explained that the event was planned by the Five Cays Constituency Council of the Progressive National Party. “Pretty much what we’ve been
doing is meeting as a council and trying to put together community initiatives,” Hawkins said. “We want to be careful in making clear that it’s not a political party event. We just happen to be planning it. “It’s meant to be something that everyone can enjoy. It’s for the whole community, so we welcome everyone regardless of political affiliation or regardless of religious views, whether you celebrate Christmas or not. “It’s just a time to come together and be a part of a community and to cater to children.” Spearheading the event along
with Hawkins are Kalvin Green, Chairman of the Five Cays Constituency Council, council caretaker Rachel Taylor, June Hawkins, Kimberly Ewing and others. “We’ve also had some businesses supporting us,” he said, “and we’re grateful to them for all the help, we’ve had a lot of community support. “We had Bugaloo’s right here in Five Cays who was excited to see the community come together.” The event is the first of its kind for Five Cays and the council hopes to make it even bigger and better next year.

Grace Bay named number one beach in region ONCE again Grace Bay has topped a list of beast beaches, this time being named the number one beach in Central America and the Caribbean for 2018. Online travel agency FlightNetwork collected insight from more than 1,200 journalists, editors, bloggers and agencies to
create the top 50 list. Its website read: “The invaluable wisdom they provided ensured our list of Central American and Caribbean beaches will lead you to shores so extraordinary you may decide to permanently change your address.” Grace Bay in Providenciales

Regional News Sandals Resorts denies claims of cover-up of sexual assaults on guests JAMAICAN-BASED luxury resort operator, Sandals Resorts, is denying allegations that it is covering up sexual assaults at its hotels. “Recent allegations of cover-ups by our organisation are false and are gross misrepresentations of not only the facts but who we are and what we stand for as a leader in the industry,” it insisted in a statement this week. The Butch Stewart-founded company that boasts of leading the industry with the highest guest return rate of any resort company in the western hemisphere – which it says
is partly as a result of “the safe and enjoyable environment that we have provided for over three decades” – is defending itself on the heels of allegations that it has been trying to silence tourists’ claims of sexual assault. Some of the allegations were made in a report aired yesterday on US-based ABC Network, in which make-up artist Melissa Blayton alleged that when she was a guest at a Sandals property in Ocho Rios, Jamaica last year, one of the hotel’s employees sexually assaulted her during a solo sailing lesson.
Couple Jeff and Ashley Pascarella also claimed that when they went to Sandals Royal Bahamian to get married in 2016, the butler assigned to them sexually assaulted the bride the night before their wedding. In both cases, the alleged victims said they were asked to sign a non-disclosure agreement (NDA). Blayton was given a voucher for future stay, which she has not used. In the case of the Pascarellas, they refused to sign the NDA to get the refund they were offered, and are instead suing Sandals for US$30 million.

‘Keep on trying to do better’ BY THE RIGHT REVEREND LAISH Z BOYD, Bishop of the diocese of the Bahamas and the TCI

“HE CAME down to earth from heaven, who is Lord and God of all.” - Cecil Frances Alexander in her hymn ‘Once
in Royal David’s City’. It’s Christmas once again. In our culture this means excitement, decorations, cards, gifts, food, gatherings, junkanoo etc. All of these things are good and have their place. But some of us do not feel the joy and happiness that we are ‘supposed’ to feel because of
pain and disappointment in our own lives. Despite all that is wonderful, we are concerned about the way things are going in our two countries, the Bahamas and the Turks and Caicos Islands. We feel the pinch of tough economic times. We see disrespect and a lack of love in
many persons’ behaviour. We yearn for opportunity for ourselves and for our children. We are unfulfilled in our relationships. We have less hope for the future than we would like to have, etc. For many it is tempting to give up, but let’s not do that. Instead, let us fight back. No one can change the world or a country but each of us can work on ourselves and then seek to make a difference in our small corner with our time and resources. We must believe in ourselves, believe in what we can do, and then try to DO what we can do. This brings us to the point of Christmas. God did what God could do: moved by love (“God so loved the world ...” John 3:16) God sent his son Jesus into the world to make a difference. His son became fully human to identify fully with us and our human condition and to bring us into a closer relationship with the father. There is no question about the fact that Jesus coming into the world changed it for the better. Dr James Allen said in his well-known poem ‘One Solitary Life’, that no one person has had anywhere near the impact on the world that Jesus has had. Whether you are a Christian or embrace another religion, or whether you are atheist or agnostic, you have to agree with that. The breakdown comes in human failure to live up to what Christ is all about, and there have been times when the church has fallen short because individual Christians fell short. This does not change the goodness of God, nor the high purposes of Jesus, nor the good which has been done, nor the love of the father in sending the son. We know what God did and THAT is what Christmas Day and the Christmas season are all about. The real question remains: What have we done, what are we doing and what are we going to do to touch the people right around us and to make the world a better place? Whatever your beliefs or whatever you do not believe - which I respect - I challenge you to look at intention and action: God intended to and did send his son to impact the world. How are we going to LOVE in return? Are we going to LIVE this love ourselves in order to make this world a better place?
Though not perfect let us try to do this, and keep on trying to do better than we did before. This is really what Jesus came for: to call the whole of humanity into a better consciousness of who we are as persons, and to call us all into a deeper relationship with the divine. Christians sometimes see Jesus’ message and challenge as only for us and for those who embrace Christianity. How narrow! How shallow! God’s message through Jesus is SO BIG that it spills over into the rest of the whole world, into all religions, and to the people we least expect - and to the people that we dislike, disdain or are most uncomfortable with. When we embrace Christmas - whether we are Christians or not - we embrace the loving intention of the heavenly father in sending his son to make a colossal impact. We are invited to respond to God by living this love ourselves, ie. by changing our outlook and by seeking to make the difference that we can make. Sy Miller and Jill JacksonMiller wrote a wonderful hymn that says, “Let there be peace on earth and let it begin with me!” Let’s not blame others! Let’s start with ourselves and do what we can do! The Most Reverend Michael Curry, presiding Bishop of the Episcopal Church of the USA, in his book ‘The Power of Love’ released this year, wrote the following: “I hope you recognise love as the most powerful force for personal change and for changing the world around us. “Yes, we live in scary times. Yes, people are hurting. Yes, people are hurting one another. But anger is not he key; revenge is not the answer. “The way of love - the love and power of God - is the key to our hope and our future. “The message of God is very simple. Love one another. Take care of one another. Take care of creation. And while you’re at it, love me – love God.’ “Do that and you will find your way. That is the core of the gospel. That is the only sermon that matters.” How appropriate! How timeless! What a borderless challenge! Merry Christmas! The Anglican Diocese wishes you and your families a loving, life-changing Christmas, and a new year where we each commit to loving and living for Jesus.

IN 2018 our Islands were spared visits from hurricanes or storms on the scale we suffered in 2017. As we approach the Christmas festival, that would be reason alone to thank God for blessings over the past 12 months. But of course, as communities and as individuals we will all have other reasons to count our blessings, reasons known only to us. We should also keep in our thoughts those who have lost loved ones over the past year and pray that as we head into Christmas and a new year they will receive strength through God to help them in their time of loss. AS WE celebrate the festive season, the Royal Turks and Caicos Islands Police Force would like to sincerely thank citizens for their contribution towards maintaining law and order throughout the territory. I cannot overemphasise how important community involvement is in the fight against crime, and the need for the police and citizens to create a stronger relationship. Fighting crime is everyone’s business. Throughout 2018, we have experienced tremendous success, a steady decrease in crime overall, the implementation of modern technologies through new equipment and training, the introduction of the CCTV technology and 911 upgrades, and the opening of the Ethel Ingham Centre that will enhance the service and care given to victims of sexual offences. Regional News Sandals Resorts denies claims of cover-up of sexual assaults on guests JAMAICAN-BASED luxury resort operator, Sandals Resorts, is denying allegations that it is covering up sexual assaults at its hotels. “Recent allegations of cover-ups by our organisation are false and are gross misrepresentations of not only the facts but who we are and what we stand for as a leader in the industry,” it insisted in a statement this week. The Butch Stewart-founded company that boasts of leading the industry with the highest guest return rate of any resort company in the western hemisphere – which it says is partly as a result of “the safe and enjoyable environment that we have provided for over three decades” – is defending itself on the heels of allegations that it has been trying to silence tourists’ claims of sexual assault. Some of the allegations were made in a report aired yesterday
on US-based ABC Network, in which make-up artist Melissa Blayton alleged that when she was a guest at a Sandals property in Ocho Rios, Jamaica last year, one of the hotel’s employees sexually assaulted her during a solo sailing lesson. Couple Jeff and Ashley Pascarella also claimed that when they went to Sandals Royal Bahamian to get married in 2016, the butler assigned to them sexually assaulted the bride the night before their wedding. In both cases, the alleged victims said they were asked to sign a non-disclosure agreement (NDA). Blayton was given a voucher for future stay, which she has not used. In the case of the Pascarellas, they refused to sign the NDA to get the refund they were offered, and are instead suing Sandals for US$30 million.
Jamaica government denies dengue outbreak ALTHOUGH the number of dengue cases so far this year has more than tripled that last year, the government is insisting there is no dengue outbreak in the country. National Epidemiologist Dr Karen Webster Kerr said there have been 570 suspected cases of dengue thus far, compared to 177 cases for 2017. “Based on the information we have now, we are having a more active season. However, it is not at outbreak level at this time, but we continue to monitor the levels of dengue,” she said. Chief Medical Officer Dr Jacqueline Bisasor-McKenzie insisted that while there has been an increase in the number of dengue and influenza cases, there is no need for alarm, noting that the majority of cases are mild. She noted, however, that persons should immediately seek medical attention if they develop

complications such as bleeding, which could be a sign of dengue hemorrhagic fever. “So for dengue, usually, you get fever, joint pain, muscle pains and that can be treated at home. However, if you start to develop complications, such as you discover that you are coughing up blood, or you are not tolerating fluids, you are becoming
sicker, not getting better, then you must go to your health practitioner or probably to the hospital,” Dr Bisasor-McKenzie advised. She said that vulnerable persons, such as the very young and the elderly, are more prone to develop complications, so vigilance must be exercised. “There are a range of complications that can occur, but it tends to occur when you almost feel as if you’re running the course now and you are about to get better. So persons just have to be aware that these conditions can occur and it is better to be safe and to visit your health practitioner than to stay at home if you have a condition that is worsening,” she added. The Chief Medical Officer further advised persons to use paracetamol to treat dengue symptoms instead of non-steroid, anti-inflammatory drugs such as ibuprofen, as this worsens bleeding problems.

‘To the unsung heroes and heroines’ BY WASHINGTON MISICK Leader of the Opposition
IN A world of shrinking civility and increasing polarisations; growing wealth and dying faith, quantitative measures by world bodies prescribes one size fit all solutions that mask the reality of multi-dimensional poverty such as ‘lack of education’, ‘inadequate living standard’, ‘lack of income’, ‘poor quality of work’ and ‘threat from violence’. An example is the World Bank’s definition of extreme poverty as income level below $1.90 per day. By that definition, no one in the Turks and Caicos Islands is extremely poor and $1.90 cannot buy a loaf of bread here. Clearly, then poverty standards are not transferable across economies and cultures. Local communities must therefore develop the capacity and compassion to build socially sustainable institutions, methods and structures to meet the needs of the current generation and to support the capacity of future generations to maintain a healthy community balance. In that regard, the TCI is making strides, as civic-minded persons and corporations volunteer time, treasure and talent in support of programmes to empower the vulnerable in our communities. At a time when many among us have still not
recovered from the ravages of recent hurricanes and many others suffer disempowering circumstances, the personal generosity of many philanthropic individuals, corporations, NGOs, NPOs and QANGOs deserve the gratitude of all in our country. I therefore dedicate this Christmas message to those unsung heroes and heroines who exhibit the spirit and love of Christ all year round. “Truly he taught us to love one another, “His law is love and his gospel is peace, “Chains shall he break for the slave is our brother, “And in his name all oppression shall cease, “Sweet hymns of joy in grateful chorus raise we, “Let all within us praise his holy name.” To all who have the privilege of calling these Islands home or legally living within its boundaries, we have a moral obligation to be our brother’s keeper; we can make these Islands the envy of the world if our contacts with each other are based on respect for the sanctity of each of us, and if we determine to develop transformative rather than exploitative relationships. “With God as our father, brothers all are we. “Let me walk with my brother in perfect harmony. “Let there be peace on earth and let it begin with me.” Delthia and I, and our extended family together with the executive, membership

Just six months of walking may reverse cognitive decline, study says WORRIED about your aging brain? Getting your heart pumping with something as simple as walking or cycling just three times a week seems to improve thinking skills, new research says. Add a heart-healthy diet, and you maximise the benefits, possibly shaving years off your brain’s functional age, according to the study published Wednesday in the journal Neurology. “Our operating model was that by improving cardiovascular risk, you’re also improving neurocognitive functioning,” said lead study author James Blumenthal, a clinical psychologist at Duke University. “You’re improving brain health at the same time as improving heart health.” Many experts “are already convinced about the benefits of lifestyle interventions to reduce risk of Alzheimer’s and cardiovascular dementia,” said Dr. Richard Isaacson, who directs the Alzheimer’s Prevention Clinic at Weill Cornell Medicine. “But for those who are not, this study is a randomised, clinical trial that illustrates the benefits. “You can do something today for a better brain tomorrow,” said Isaacson, who was not involved in the research. DIET, EXERCISE OR NOTHING AT ALL The study was a first, said Blumenthal, who has long studied

the effects of diet and exercise on depression and overall cardiac health. “I don’t think there is another study that looked at the separate and combined effects of exercise and diet in slowing cognitive decline in patients who are vulnerable to develop dementia in later life,” he said. The study enrolled 160 adults who had high blood pressure or other risks for cardiovascular disease, who never exercised and who had verified cognitive concerns such as difficulty making decisions, remembering or concentrating. Participants were an average age of 65, two-thirds female
and equally divided between whites and minorities. Anyone diagnosed with dementia or unable to exercise was excluded. Researchers randomly divided participants into four groups for the six-month study. One group started the DASH diet, short for Dietary Approaches to Stop Hypertension. DASH is a widely respected hearthealthy diet that cuts salt, fatty foods and sweets while emphasising vegetables, fruits and whole grains. This group received nutritional guidance on how to stick to the diet but was not encouraged to change their couch-potato habits. A second group exercised but
was not encouraged to diet. For the first three months, this group was supervised at a cardiac rehab facility where they did non-strenuous exercise three times a week: They warmed up for 10 minutes and then did 35 minutes of continuous walking or stationary cycling. During the last three months of the study, this group exercised at home, filling out compliance logs that were monitored by research staff. The third group did both: They exercised three times a week and followed the DASH diet. The fourth group received only advice on reducing their cardiovascular risk during a 30-minute call with a health educator but was told not to change their diet and exercise habits. Before starting their assigned path, participants underwent a battery of cognitive tests, a treadmill stress assessment and a dietary analysis. In addition, their blood pressure, blood sugar and lipids were recorded. The tests were repeated at the conclusion of the study. CHANGE IN ONLY SIX MONTHS The group who only exercised saw significantly greater improvements in their executive functioning skills than the group who did no exercise. “The results showed that controlled aerobic activity within a very short period of time can have a significant impact on the part of the
brain that keeps people taking care of themselves, paying their bills and the like,” Isaacson said. “Not only can you improve, but you can improve within six months!” Blumenthal noted, “Remember, these are older adults who are completely sedentary and have verified cognitive impairments. We had no dropouts, and everyone was able to sustain the exercise program and do it on their own. That was great.” The group who followed the DASH diet with no exercise didn’t show a statistically significant improvement in thinking skills, but both Blumenthal and Iscaason stressed that they only missed it by a small margin. “I would be cautious in saying diet didn’t help, because I believe it likely did,” Isaacson said. “While the brain sits in a separate compartment, it’s still part of the body, so everything that affects body will also affect the brain.” However, it was the group who combined exercise and the DASH diet who saw the greatest benefit. This group averaged nearly 47 points on the overall tests of executive thinking skills, compared with 42 points for those who only exercised and about 38 points for those who were told not to change their diet and exercise habits. In fact, the group thayt both dieted and exercised reversed their brain’s aging by nine years.
Gently stroking babies ‘provides pain relief’ GENTLY stroking a baby reduces activity in their brain associated with painful experiences, a study has found. The study, by University of Oxford and Liverpool John Moores University, monitored the brain activity of 32 babies while they had blood tests. Half were stroked with a soft brush beforehand and they showed 40% less pain activity in their brain. Author Rebeccah Slater said: “Touch seems to have analgesic potential without the risk of sideeffects.” The study found that the optimal pain-reducing stroking speed was about 3cm (1in) per second. “Parents intuitively stroke their babies at this optimal velocity,” said
Prof Slater. “If we can better understand the neurobiological underpinnings of techniques like infant massage, we can improve the advice we give to parents on how to comfort their babies.” That speed of stroking activates a class of sensory neurons in the skin called C-tactile afferents, which have been previously been shown to reduce pain in adults. But it had been unclear whether babies had the same response or whether it developed over time. “There was evidence to suggest that C-tactile afferents can be activated in babies and that slow, gentle touch can evoke changes in brain activity in infants,” said Prof Slater.
Prof Slater said the study, published in Current Biology, could explain anecdotal evidence of the soothing power of touch-based practices such as infant massage and kangaroo care, where premature babies are held against the skin to encourage parent-infant bonding and possibly reduce pain. “Previous work has shown that touch may increase parental bonding, decrease stress for both the parents and the baby, and reduce the length of hospital stay,” said Prof Slater. The study authors now plan to repeat their experiment in premature babies, whose sensory pathways are still developing. Caroline Lee-Davey, chief executive at the premature and sick baby charity Bliss welcomed the

FIVE-TIME Olympic champion Missy Franklin has announced her retirement from swimming aged 23, saying she is “ready not to be in pain every day”. The American won four gold medals at London 2012 as a 17-yearold amateur. But a shoulder injury and issues including depression have affected her since, and she is “ready” to retire. In a letter to ESPN, Franklin wrote: “I began to realise that my greatest dream in life, more so than Olympic gold, has always been becoming a mom.” She became the first woman to win six golds at a single World Championships in 2013 and was named Laureus Sportswoman of the Year in 2014. Franklin won her London 2012 golds in the 100m backstroke, 200m backstroke, 4x200m freestyle relay and 4x100m medley relay, adding a bronze in the 4x100m freestyle relay. She retires with 11 world golds in total. In the letter, Franklin said swimming was her “first love” and the first 18 years were “picture perfect”, adding: “The equation couldn’t have made more sense you work hard, you have a positive attitude, you show up every day, give your best, and you get faster.” However, she began to battle physical and mental issues before the 2016 Rio Olympics.
The 23-year-old said that she is ready to become a wife and in time a mother.
Franklin added: “I’ve been very open about what I went through as I prepared for the Olympics in 2016. The struggles I endured included shoulder pain whenever I tried to train or compete, depression, anxiety and insomnia. “I trained through it all - both the physical and emotional pain - and did everything I possibly could have to keep my head held high. “Looking back, surviving through those eight days in Rio was the greatest accomplishment of my career.” She won another Olympic gold in 2016 in the 4x200m freestyle relay for appearing in the heats, but had
surgery on both shoulders in January and February 2017. After the operations, the Californian was receiving physical therapy multiple times a week, before going through rounds of cortisone injections and an ultrasound bicep tendon injection to help relieve the pain, “but nothing was working”. Cuban baseball players allowed in MLB without defecting US Major League Baseball (MLB) and Cuba’s Baseball Federation have reached a deal to let Cuban players sign with US teams despite diplomatic tensions. Eligible Cuban players can now join MLB teams without defecting from the communist-run nation, in a deal similar to those with Asian leagues. The MLB has also agreed to pay Cuba’s Federation a percentage of signing bonuses that Cuban players receive. Officials say they hope the deal will end player trafficking from Cuba. Under the new agreement, Cuban baseball players over age 25, who have played in Cuban leagues for six years, are free to leave and sign with MLB teams, according to US media. If a player defects from Cuba, which traditionally produces some of the best players in the world, they will have to wait one to two years before playing for a US team. The Washington Post reported that the deal required “extensive” discussions between MLB and the Trump administration, given the US embargo

The two-day stroke play event which was held earlier this month, featured the challenging course layout from the recently renovated back nine. The field of 35 golfers competed in four men’s flights and two ladies’ flights resulting in an extremely competitive Club Championship. Srinark shot rounds of 77 and 71 for a two-day total of 148 to narrowly win the Men’s Club Championship by two shots over new member Cameron Jacobs who also has a great game. Srinark won in impressive style by erasing a first day two shot deficit by starting four under par through seven holes on Sunday. This was his 13th Club Championship in its 25th year history. The Ladies Club Championship was successfully defended by thirteen-year-old Rivers who shot rounds of 74 and 74 to win her second title at the Provo Golf Club. Alex Maclaren, Luke Haywood, Arleigha Hall and Jack Parlee were the first ever TCI representatives at the event, but instead of being intimidated by the big names, they held their own. “I was so proud of how well they dealt with the environment. At a meet like this, it’s very intense, teams keep to themselves, it’s not overly friendly and social like a club meet would be. People are there to win medals and break records. So it can be intimidating as a young swimmer. But they all got up behind the blocks like they had done it a million times and it just didn’t affect them. I think their ability to learn to do that- put things in perspective- is so incredibly valuable.” TCI was one of the 137 countries competing at the event, which was held in Hangzhou, China. “I think the experience gave them a peek into what’s possible for them,” Soderquist added. “They are still very young, most of the world class athletes there were well into their 20’s and 30’s and our guys were just above

the minimum age, really. So I think it was great for them to see that this can go so much further than age group swimming if they wanted it to.” Medals were never on the card for the young swimmers, but they held their own and a few had personal best performances. Eighteen-yearold Arleigha Hall swam the 50M free in 27.31s and the 50M butterfly in 30.95s, while Luke Haywood (15) swam the 50M breaststroke in 31.62s and the 100M breaststroke
in 1:09.30s. Jack Parlee (16) also recorded PBs when he swam the 50M butterfly 30.20 and the 50M freestyle 28.10. Alex Mclaren was a few tenths of a second off her best times in the 100M free (1.10.46) and the 100M IM 1.19.83. Soderquist said she was impressed with all the swimmers. “Each swimmer excelled in their own way, whether it was their mental game prior to their races, their best
times, their overall placing. I would say the standout performances would be our two relay races. All of the swimmer split really well on their legs of the races, they worked really well as a team. The smiles on their faces and laughter as they walked off deck after the race was probably the best part of the meet for me, and for the parents too.” SWIMMING AT HOME According to the national coach, the
event did not only have an impact on the swimmers who were in China, but the entire swimming fraternity. “For the sport in general, I think this was big. It was a big first for us, and it really gave the swimming programme a lot of publicity which we are grateful for. I hope that these swimmers become role models for our younger generation- they all have the makings of great role models as they are all incredibly well -rounded, smart, kind individuals. The important thing is that we stay focused on the developmental level of the competitive sport. By that, I mean focusing our funding and our efforts on building the swim clubs, on age group swimming, on developing young athletes and coaches. These international meets are fun, and important, but it won’t be enough for us to just participate moving forward. This is only just the beginning and we celebrate it for what it is, but we need to develop athletes to get up there and make semi finals, then finals, then podiums. And that’s done at the entry club level with the young kids on island, and by giving them the resources they need. Like a pool!”

Margaritaville, Carnival Cruise Port, under the theme “A Winter Wonderland”, a
huge success. In attendance to celebrate with the Honourees were the Premier, Hon. Sharlene Cartwright-Robinson and Mr. Robinson, Minister of Sports, Hon. Edwin Astwood, Minister of Education, Youth and Library Services, Hon. Karen Malcolm and Hon. Temard Butterfield who blessed the food. The committee which honoured outstanding females in the past wanted to honour the trailblazing men of the two sports this year. According to a release: “The committee realised that there are many cricketers, past and current, throughout the TCI who have made valuable contributions to the cultural sport. However, in order to limit the number of honourees, it was necessary to have specific qualifying criteria that distinguished the selected group. It was therefore decided that only trailblazers, those men who started out in the sport, some as old as 90 years old, should be awarded.” As a result, this year, the committee agreed to honour 24 deserved men who were the movers and shakers in cricket and softball during their day. Guest Speaker Rosalie Ingham-Hall told the gathering
that she noticed that although some of the Honorees have decided to put up their sporting gear they have decided to take on the role of sporting administrators and coaches of various sporting bodies or simply showing up at sporting events to give moral support. “Some say an event such as this is long overdue and praised the Women in Sports for stepping up to the plate and giving them the honour. “However, I believe that nothing happens before its time and this moment I believe is indeed perfect timing. I say it is perfect timing giving the recent trend of unfortunate events that have been impacting the young men of our country and communities.” Ingham in her address further added, “these honourees are men from our various communities who have build strong characters, who are modest who can be mentors for our young men. They have played the game of life well.” All honourees were elated to receive their plaques of recognition and have their sport bios read by family members who came out in huge numbers to witness the historic event.

Masters League could be held twice per year PRESIDENT of the Providenciales Men’s 35-and-over Masters League Dane Ritchie is contemplating holding the event twice per year. The league which concluded last week is a big hit with aging footballers and many have asked the FIFA assistant referee for more playing time. “It (this year’s league) was thoroughly enjoyed by the players and fans, so much that some players are requesting to have the league played at least twice per year.”
Ritchie said that he is definitely thinking about it, but will have to look at the logistics of it before increasing. The Teachers’ FC player is looking to have at least one more team in next year’s league. RAKERS WIN The 2018 league, which was sponsored by CSC Insurance Brokers, finished with the SWA Rakers on 13 points after four wins, a draw and a defeat in their six games. Teachers FC finished in second place
on 10 points (three wins, a draw and two defeats), while Realist placed third on nine points (three wins and an equal amount of losses from their six games). Cheshire Hall, who won a single game to go with five defeats, ended on three points. Realist FC’s Romain Small finished with the most goals, after netting nine. The Rakers’ Syed Hassan finished second in the goalscoring department with seven, while Teachers FC’s Ian Chang was third on five goals.

Brown outstanding at National Sailing Championships – TCISA president encouraged with quality of sailing THE quality of sailing last weekend at the National Sailing Championships was “encouraging” according to president of the TCI Sailing Association David Douglas. The two-day event at the National Sailing Centre at the Bight Park had a number of outstanding performance, but it was young Grace Reaston Brown who highlighted the event. The 12-year-old had a near perfect performance in the optimist class with six wins from seven races. Brown is training for a number of competition, including a recordbreaking event at Lake Garda in April where she will have to battle with 1500 optimist competitors. Provo Sailing Academy coach Ross Patrick was elated with the performance of his young sailor. “I am so happy for Grace to be crowned National Champion, she has come along so much in the past year and it shows, all the hard work she has been doing is playing off!” Although Brown claimed the overall win in the optimist class, the competition was relatively still with George Ellis finished in second place and Brad Gerard in third. There were three laser classes to go with the optimist. Grace Mann, returning National Champion and TCI Worlds representative won the Junior (19 and under) Womens’ Laser Radial division title, while Tarrick Gremeil returned as Senior Laser champ. Mann challenged Germeil in every laser race on Saturday (the laser radial were raced together), while she ended up taking two of the three races on Sunday to finish the regatta with 10 points to Gremeil’s seven (in sailing, lower scores win). In the Laser Radial Senior division, Gremeil finished ahead of Luc Roulet and Lickson Blanfort, while Mann won the Laser Radial Junior. The Laser 4.7 was won by Gerard with Rory Bywater finishing second and George Ellis third. Douglas said he was impressed with the talent on display. ““On
