23rd Pre-International Drug Enforcement Conference
Top cop attends international drug enforcement conference in the Bahamas BY OLIVIA ROSE IN AN EFFORT to combat the proliferation of illegal drugs and firearms within the region, law enforcement officers from agencies across the region are meeting in Nassau, Bahamas for the 23rd PreInternational Drug Enforcement Conference (Pre-IDEC). Commissioner of the Royal Turks and Caicos Islands Police Force (RTCIPF), James Smith, is attending the four-day seminar which will see drug enforcement Officials discussing trends within the illegal drug trade and best practices on how to combat the challenges that face law enforcement in their own territories.
During the opening ceremony on the 20th February, Minister of National Security, Hon. Bernard J. Nottage and Acting Charge’ d’ Affaires, Jamie Martin, in their addresses extended a special welcome to the delegates from 23 countries. The Turks and Caicos Islands and the Bahamas have been identified as major transshipment points for illegal drug trade. According to a 2016 International Narcotics Control Strategy (INCS) report from the US Department of State the Turks and Caicos Islands is being used as a critical transit point for drug trafficking between countries such as Haiti, the Dominican Republic and the

Bahamas. The report highlighted that drug smugglers are incrementally increasing the quantity of cocaine being trafficked between these countries. It stated that: “Strong family connections between the Turks and Caicos Islands and the Bahamas, coupled with direct flights between Haiti and the Turks and Caicos Islands, result in many Bahamian smugglers travelling to Haiti via the Turks and Caicos Islands with large amounts of cash for future smuggling ventures.” The report further detailed that: “Smugglers exploit the wide distribution of numerous islands and the high number of recreational vessels flowing through the Bahamas.” It also noted that large loads of drugs are split into smaller loads before entering the southern
Bahamas, sometimes bypassing the customs station in Great Inagua, which is strategically located between the Turks and Caicos Islands, Haiti, the Dominican Republic, and Jamaica “Traffickers move cocaine through the Bahamas via go-fast boats, small commercial freighters, containers, and small aircraft. “Small sport fishing vessels and pleasure crafts move cocaine from the Bahamas to Florida by blending in with legitimate traffic that transit these areas. “Larger ‘go fast’ and sport fishing vessels transport marijuana from Jamaica through the Bahamas and into Florida in the same manner as cocaine.” It pointed out that traffickers also skirt along the loosely monitored Cuban coast line, then head for Florida through Bahamian waters According to the report, Haitian
and Haitian-Bahamian drug trafficking organisations, increasingly networked between Haiti and the significant Haitian diaspora in the Bahamas, continue to play a major role in the movement of cocaine. Investigations of these organisations are hindered by a lack of trusted and appropriately assigned Creole speakers within the Royal Bahamas Police Force Drug Enforcement Unit. Over twenty countries are participating in the four-day conference. These are: Anguilla, Aruba, Bahamas, Barbados, Bonaire, Columbia, Curacao, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Peru, Puerto Rico. St. Croix, V.I., St. Kitts & Nevis, St. Maarten, St. Thomas, V.I., St. Vincent, Suriname, Trinidad & Tobago, Turks & Caicos Islands & United States of America.
Opposition leader calls out Premier after 12 storey appellate court decision BY DELANA ISLES LEADER of the Opposition, Washington Misick is “delighted” at the court of appeal’s decision to dismiss Strata Corporation’s appeal in the 12 storey case and has a reminder for the Premier that her party never backed the decision. Court dismisses appeal against 12-storey case BY DELANA ISLES THE LONG running fight between the Tuscany and the Venetian hotels (Strata Corporation) and the TCI Government has come to what could be the end of a process that has arguably frustrated development in the country. On Tuesday (February 21) the Court of Appeal dismissed the hotel’s appeal, affirming the order made by the Chief Justice Margaret RamsayHale which saw her ruling in favour of the government last year. However, while the appeal has been dismissed the hotels still have the option of moving to Her Majesty’s Privy Council for further recourse. But when asked if they will be doing so, their attorney Conrad Griffiths indicated to this publication that they will be awaiting the court’s written judgment where the justices will outline their reasons for their judgment, before making a decision on any further action. Those reasons are expected to be handed down in two weeks. However, the lawyers are now tasked with presenting written arguments to the court on why the appellant (Strata Corporation) should pay the costs incurred by the Turks and Caicos Government in defending this latest court action. When the appeal was heard last year October, the court was asked to decide the Chief Justice was guided by the law and the facts in the case when she concluded that the Government had conducted adequate consultation with respect to proposed changes to the development manual to permit increases in building height from seven storeys to twelve and for increases to be made in the density of buildings allowed in the islands. They were also asked to decide whether the Chief Justice erred in law and in fact in concluding that the environmental protections of section 18 of the Constitution had been met. In her ruling, delivered on July 21, Ramsay-Hale had also ordered that Strata Corporation pay the cost incurred by the respondents in the application for a judicial review.
Strata stipulates that the 2016 amendment to the development manual to allow the increases in height and density represent a fundamental change to the nature and character of the built environment of the TCI, particularly Grace Bay, Providenciales
Strata has also appealed that ruling. The respondents were – Governor of the TCI; Minister of Infrastructure, Housing and Planning; Director of Planning and the Desarrollos HotelCo TCI Limited (which is listed as an interested parties). Strata stipulates that the 2016 amendment to the development manual to allow the increases in height and density represent a fundamental change to the nature and character of the built environment of the TCI, particularly Grace Bay, Providenciales. They contended that the amendment was enacted pursuant to section 39 A of the physical planning ordinance; and that the section was in itself enacted as a result of the 2015 ruling by the same Chief Justice that struck down an earlier amendment to the development manual that was made without a current development plan in place for the country. The Government had appealed that decision, but it was dismissed by the appellate court in May last year.

The hoteliers further pointed out that section 39A has a twoyear sunset clause – due to a TCI development plan now being prepared by the Government. They contended that because of this state of affairs the need is greater for there to be appropriate and meaningful consultation and for that consultation to be carefully considered before any changes are implemented in the absence of a
development plan. They further argued that the 2016 consultation was inadequate because there was no written proposal, let alone a written proposal giving any reasons in support of the change. The hotels argued that a proposal to limit 12-storey developments to coastal parcels of five acres in Grace Bay and NorthWest Point was not part of the stated consultation process, and it was never advanced in writing. They said it was merely part of the outcome set out in the 2016 amendment. They further stipulated that the narrowing of the changes to the geographical areas made it even more important that the limited class of property owners in these areas (including themselves) should be given meaningful access to all the relevant issues underlying the proposals to allow them to respond on an informed basis and to have reasonable time in which to do so. They further pointed to the Chief Justice ruling that consultation had
taken place prior to 2015, pointing out that she had previously struck down an amendment to the development manual on the basis that there was not any defined consultation done in 2014. They also pointed to the court’s November 2015 decision to strike down the change to the development manual made in February that year, following which consultations were carried out in August. The appellants believe that the Chief Justice should never have found that consultations were reopened in January 2016 when as far as they are aware that was only consultation on the change that was ever lawfully done. They also believe that the judge was wrong when she found that the alternatives to the proposed changes were ‘self-evident’, as the respondents had allegedly withheld all relevant reports and explanations as to why the proposal to increase height and density was being considered.

Which “Blowhard”
The meaning of the word “blowhard” is reference to a boastful person. That in and of itself could be viewed as a truthful descriptive reference and not in and of itself offensive. However, in the TCI there was a character called “Blowhard” who did criminal deeds and was most offensive. So - which one was the Honourable Member actually referencing? That must have been the question for the Speaker and the House.

Smell the coffee
Come on Washie, You guys were so accustomed to having your own way that it must feel strange to be told now what to do and it was expected to be carried out. Washie, wake up and smell the coffee, it will be awhile before your party be in control of the HOA and the Government again. We, the public, saw no bias in the ruling and you being the Statesman you always projected should have apologized and move on, but its just not in the PNP culture to do so. Enjoy the suspension while the new Government is allowed to pick up the pieces and govern this country.
It’s not the Speaker
The problem is not with Speaker Taylor, the problem is with his accuser Washington Misick, who is having serious personal problems. His party lost the election and lost the confidence of the people and Washington himself. He has cost our country huge increases in the cost of living. He lost numerous families’ money they deposited in his bank and the small pensioners the possibility of a raise. He is in the House because there was not enough room for all the people who wanted to run for PDM and against PNP. They ran independent, stealing their families votes from the 5th PDM at large candidate, leaving the win to Washington for a few votes. So few he considered dropping out.
More trouble on the horizon
We admire Speaker Taylor and advise him to maintain his cool because from what we see and hear there is more trouble on the horizon. The shame and bias goes to tormentor Washington Misick. He has turned from the mild mannered man who was my classmate many years ago to a man unable to control himself. Former Speaker Green is in court for his bias actions. Speaker Dwayne Taylor who has previous experience in parliament knows the rules. Those watching and listening to Washington in the first new House session knew trouble was coming. Misick is a man with internal problems. He can’t accept a woman premier.

We heard that Washington was going to drop out and collect his fat pension. That is his best choice, because he is embarrassing himself. Bias was evident with Speaker Hall, who did not know the rules.
Speaker should be independent
With no comment or intended inference to the professionalism of Hon Taylor, this incident does raise the question (again) why the Speaker of the House is appointed by the sitting Government rather than an independent body.There will always be the possibility for friction and accusations of bias if the chairman and referee of the House is not completely independent. It would be much more appropriate (and productive) if the House Speaker was a Crown or Judicial appointment (with mutual agreement of all party leaders represented in the House, of course)A loyal, patriotic, well loved and respected non-biased Speaker of the House could potentially remain seated for many years.

Opposition leader calls out Premier after... the developer and protecting the status quo will now come to an end. “We in the Opposition, look forward to the developers following the normal planning and continuing with their development to the benefit of the economy and the people of these islands.” The construction of the Ritz Carlton Resort proposed development in which the Rufus Ewing government had invested tremendous effort with the objective of increasing visitor accommodation, jobs, and counter-balancing other powerful interest in the industry was scheduled to commence development in the
middle of 2015, but was frustrated by robust opposition from competitors and their surrogates since 2015, the party leader further stated. He said that those who are opposed to the development of this high-end project was supported by the current PDM government. “While in opposition, members of the PDM party either opposed the project outright or gave opponents of the project tacit backing. “Among those who gave their tacit support to the opponents is the current Premier, who at no time expressed support for the project.” He added that in addition,
comments made in her recent contribution to the throne speech may be interpreted that the project may be subject to a new development master plan. This statement has created uncertainty around her government’s commitment to the project. Now that the court has ruled, the Premier should make a clear and unequivocal statement as to whether her government stands behind the project or not, Misick encouraged. He said that such a statement may be pre-emptive and should
send a strong message to the petitioners who it is rumoured are considering an appeal to the Privy Council. Commenting on the judgement, PNP Chairman, Royal Robinson stated: “It is imperative that the current government pushes forward with ensuring that this project comes to fruition, as it will tremendously benefit the people of this country opening up new opportunities for employment, entrepreneurship and economic empowerment.” The appellants in the case have always maintained that they are not

against development in the country. In a press statement, last September, they stated: “The Tuscany and Venetian Resorts are in favour of continued development in the Turks and Caicos Islands. “We support thoughtful building, consistent with the density and height guidelines which have contributed to the beauty and appeal of the islands for Islanders, tourists and investors alike. “We are opposed to construction authorized under a law where there was so little opportunity for public debate and where no national development plan exists.”

Tourism Association fears rising crime rate will damage country`s leading industry BY OLIVIA ROSE THE LOCAL TOURISM Association is worried that the rising crime rate will damage the Turks and Caicos Islands main economic engine. In a media release issued this week, the Turks and Caicos Hotel and Tourism Association urged the newly elected administration to urgently address the steadily rising crime rate before the destination’s leading industry is severely affected. The TCHTA in its release said: “With 2,080 crimes reported by the Royal Turks and Caicos Police Force between the period January to September 2016, with 87 of these involving crimes against visitors, along with the more recent shooting incident involving a TCHTA’s Allied member and TCI businessman Galmo Williams, TCHTA is urging both parties to better equip the local police force in order for them to perform more effectively. The TCHTA`s board of directors, while pointing out these stark crime statistics, praised the Royal Turks and Caicos Islands Police Force for having an increased presence along the Grace Bay tourist area. “The increased presence is welcomed but more must be done and at a much higher level to address this troubling situation. “Police can patrol the area but if they aren’t equipped with the necessary resources, or if their manpower is limited, then the issue remains.” The Association called on the county’s leaders to engage the country’s influential associations in a serious dialogue to find amicable solutions to the growing crime level. The board also noted: “This is a critical situation, because not only are crimes being committed against our visitors, but because we live in an age now where the news is in realtime. “A visitor who is robbed will share the story instantly with their friends and family via social media and will no doubt warn them against the dangers they encountered in the TCI. “This then endangers our product and the brand we have worked so hard to develop.” The Association pointed out that this puts the country`s tourism product and its reputation of being a safe tourist destination at great risk. “Over the past five years our Association and its members have put measures in place to assist the destination with combating the crime situation, including donations to the Police Force and the installation of CCTV cameras along the Grace Bay tourist area. “However, our hands are tied at this point because there is only so much our members can afford to contribute towards.” The Association further called for

a national conversation on crime in the Turks and Caicos Islands. “At some juncture, there must be national dialogue between all partners, where a serious and detailed analysis of the threat is given and a workable solution found, which includes educating our society about how negatively crime affects the industry.” Only recently the Chamber of
Commerce held a petition-signing exercise to gain attention from the country`s leaders on the growing concern over the increase in vicious crimes. President of the Chamber of Commerce Kyle Smith at the outreach made it clear that the petition signing was not politically motivated but one that took into account the common man`s safety.
He said: “We wish from the outset to declare that this outreach is not politically motivated. We are a large group of businessmen and women, mothers, fathers, sons, daughters, neighbours and law abiding citizens who understand and have experienced the benefits of living in close-knit communities, and where historically, petty theft was the primary criminal act.
“We are now faced with a new breed of criminal whose acts extend beyond petty thievery to extreme physical damage to business establishments, and to a level, which has instilled perpetual fear in our citizens. “We feel very strongly that the time has come for swift action, and Turks and Caicos Islands citizens hereby demand quantifiable results from you, who has responsibility for law and order, immediately.” Smith added that there is a cry that is resonating loudly throughout the TCI community, pleading for action now. The president said that it is evident that the police force is not adequately resourced to tackle the crime issues that the country is currently facing. He said: “We call upon you to exercise your powers to enlist external help as a matter of urgency to combat what has now become a national crisis. Furthermore, our reputation as a stable crimefree destination and our attendant livelihood is being jeopardized as word spreads throughout the international media.” Smith pointed out that the business community of the country would also like to have a seat at the table and offer their assistance through recommendations and implementation of ‘real quantifiable’ action.
Intruder killed in a Kew Town home invasion – TCI sees the second murder in the span of a week BY DAISY HANDFIELD ENSLEY Rolle, a Bahamian man with Turks and Caicos Islands roots, was killed on Wednesday morning during an alleged home invasion in Kew Town, Providenciales. Police say that the 29-year-old broke into the home of a Filipino native and was stabbed to death by the owner. According to a police press statement, at around 3:20 am, Police and Emergency Services were dispatched to an area in Norway, Kew Town after a report was made that a person was caught inside of a home. Upon arrival, officers met the complainant who stated that while he was asleep the deceased entered his home and during a struggle he

was stabbed. The intruder was later pronounced dead by a doctor. A number of persons are assisting police with the investigation. This was the second killing incident in Providenciales during the space of one week. Detectives of the Royal Turks and Caicos Islands police force presently are investigating the murder of 25-year-old James Smith

Jr. who was found dead in Blue Hills, Providenciales, on February 17, 2017. According to a police statement, at around 12:05am, police and medical services responded to the Bay Road area after the numerous reports of shooting were made to 911. Upon arrival the victim’s lifeless body was seen and was later pronounced deceased by Dr. King.
No arrest has yet been made in this incident. Smith was a lead suspect in the August 2015 murder of John Jennings of South Caicos, who was shot while playing the slot machine at a lounge in Blue Hills, he was also linked to another murder, in early 2016, where Bachard Walkin was found dead near Walkin Marine in Kew Town.

€14.6m to boost education, sustainable energy and marine biodiversity in TCI BY OLIVIA ROSE VOCATIONAL Training, Sustainable Energy, Marine Biodiversity and Disaster Risk Reduction for Climate Change will all receive a significant boost in the coming months as an additional €14.6m from the European Union (EU) is earmarked for improvements in these sectors. This comes as the EU approved the European Development Funds (EDF) program 11 aimed at advancing development in the Turks and Caicos Islands. To this end, Premier Sharlene Cartwright-Robinson, along with a delegation consisting of the Deputy Governor Anya Williams, who is the local EU Program Manager, and other officials, are currently attending the 15th European Union Overseas Countries and Territories Forum in Oranjestad, Aruba, which began on February 21st and ends February 24th, 2017. According to Government statement, the Turks and Caicos is a member of the European Union through its relationship with the United Kingdom and over the years has benefited from several EU Programs. The TCI is currently a beneficiary of two European Development Funds (EDF) 10 and 11 and is also a participant in several Regional EU Programs.
“Under the EDF 10 Program, which is focused on Strengthening and Improving the Business Sector, TCI has already benefited from a total of €10.6m in direct budget support, with the third and final tranche of €3.1m being received in December 2016.” Whilst in Aruba, Premier Cartwright-Robinson will not only be signing the Programming Documents commissioning the official start of the EDF 11 Program, but will also be assuming the role of Chair of OCTA, a position that TCI last held in 2003 under the leadership of the Hon. Derek Taylor, the release stated. “Under the EDF 11 program, the TCI is set to receive an additional €14.6m which is slated for improvements in the Education Sector, particularly in the area of Vocational Training.” Commenting on the EU Forum and the continued partnership between the Turks and Caicos and the European Union, the Premier said: “The Turks and Caicos has continued to benefit over the years from funding through the EDF program and I am pleased that the focus of the 11th EDF harmonizes with my Government’s agenda for vocational training, climate change and marine biodiversity, which are highlighted in the Change Document, our manifesto.” She noted that over the next three years her government will continue
to as one of the few members of OCTA to completely embrace and deliver on the commitments agreed through the EDF programs. She said: “In demonstration of our commitment I will be establishing a steering committee to swiftly implement the programs of the 11th EDF which will ensure that there are appropriate levels of monitoring and management of the program targets.” In this vein, the Premier pointed out that her administration came to office with a keen focus on the environment and renewable energy for the long term protection, survival and vitality of the country`s marine and eco environments. “And we have, through the Climate Change Committee which falls under my office, begun to identify initiatives that will lower our carbon emission and footprint and increase our adaptability to climate change,” she noted. Deputy Governor and EU Program Manager Anya Williams underscored that the Turks and Caicos Islands has made great strides in its EU program work over the years since being reinstated into the program in 2012. She said: “Within a relatively short period of time we have not only seen the completion and closure of the EDF 9 Program, but also the full implementation of EDF 10 with a 92% disbursement of funds based on the achievement of base targets.

Grand Turk clergy objects to Carnival`s nude cruise THE GRAND TURK clergy has deemed Carnival Cruise Line`s budding “nude” event as a blatant disregard to the laws of the land. According to a letter issued this week by the Grand Turk Ministerial Fraternal, the promotion of a nude beach and nude parties is against the country`s religious values. The Clergy in its strongly worded statement noted that : “ Further to Carnival’s Management Directive to its staff, pertaining to its February 10, 2017 Bare Essentials Cruise on Carnival Pride, it was brought to the attention of the Clergy that there were reported incidents of nudity on our beaches, Carnival’s premises and Gibbs Cay National Park.” The clergy noted that while there were previous reports of such occurrences, which were viewed as isolated incidents and not a planned event, Carnival’s Management Directive raised the concerns of our citizens who expressed dire indignation over the blatant disregard
for the laws of the land, the people`s Christian faith, mores, and godly principles. “As guardians of our faith and servants of our Almighty and Holy God, we were compelled to address this egregious conduct with our duly elected Government, in the absence of any statements issued by those who were entrusted with the good governance of our country and the enforcement of the laws of our land, for the protection of our people and our faith.” The pastors pointed out that Premier Sharlene Cartwright Robinson has been informed of the situation and thanked for her timely response, although she advised that her Government was unaware of such incidents. “The Clergy is encouraged and indeed has derived comfort from her advice that, having conferred with the Attorney General and the Commissioner of Police about the laws of our country with respect to nudity in public areas, that she will

liaise with Carnival’s management, to ensure they are aware of such laws and that the laws will be fully
enforced in this regard, in order to mitigate future occurrences.” This publication reached out to
Carnival Cruise for a comment on the issue. However efforts to contact them proved futile.

Ponzi schemer David Smith heads to Privy Council BY DELANA ISLES IN A LAST ditch effort to evade extradition to the United States of America, convicted fraudster David Andrew Smith is now headed to Her Majesty’s Privy Council. The move came on Tuesday (February 21) after the local appellate court denied his appeal for a reversal of Chief Justice Margaret RamsayHale’s March 31, 2016 decision for his extradition to go through. After the three justices delivered their decision to uphold RamsayHale’s judgement Smith’s lawyer, Clayton Greene (who was standing in for Oliver Smith), immediately applied to the court for a 21-day stay of the Governor’s signing, issuing and execution of Smith’s extradition order until they file an appeal with the Council, and until that appeal is heard if it gets the go-ahead. The order was granted, and Smith was returned to Her Majesty’s Prison in Grand Turk where he will remain until the Privy Council’s decision on his application for an appeal. Smith - who has served time in the TCI prison and is set to serve time in a US federal jail – was convicted of cheating thousands of Jamaicans, Turks and Caicos Islanders and others out of $220M. Since being released on January 22, 2015 after serving his time in the Turks and Caicos, Smith’s lawyers have been fighting vigorously against his extradition to the United

Four prisoners out on parole OUT of twelve prisoners who applied for parole to the parole board, four of them were on Wednesday (February 22) granted early release. Tesney St. Louis was sentenced to four years in prison for possession of a firearm and would have completed his prison term in November. He has been released on parole. St Louis was involved in an altercation with another man in the five cays neighborhood, when left the argument to go home to retrieve his gun, and accidently shot himself in the process. He was arrested after being treated for the gunshot wound at the hospital. Another parolee, Rubin Campbell was tried and convicted to twelve years in prison for robbery. Campbell and two others had
robbed employees of TCI lotto of $20,000 – money belonging to the company - on April 16, 2010. He was found guilty by a jury and sentenced to 12 years imprisonment, which would have ended in 2019. The third man - Wesley Durmoney – was convicted of aggravated burglary and sentenced to seven years in prison. His release date was to have been in November this year, but he has now been granted parole. Durmoney who is a national of Haiti is being deported back to Haiti immediately. The fourth parolee is Dentery Penn. He was scheduled for release in July this year after being tried, convicted and sentenced to five years in prison for gun possession. (DELANA ISLES)
court, the lawyer claimed that the Chief Justice erred in law by not granting or in denying the application for a habeas corpus writ. This was a writ directing the Superintendent of Prisons to release Smith from Her Majesty’s Prison. Lack of dual criminality of the money laundering offences The lawyer told the court that the magistrate at first instance discharged Smith in respect to the wire fraud charges on the ground that wire fraud was an offence not known to the laws of the TCI. He said that subsequently the Chief Justice in discussing the money laundering charges accepted as a fact that ‘the criminal proceeds in the US information are said to arise from the wire fraud’. In those circumstances, the Chief Justice fell into reversible error when she refused to issue the Writ of Habeas Corpus, maintaining that the appellant should be extradited, in respect of conduct, which cannot constitute an offence in TCI as wire fraud, being a federal offence is unknown to this jurisdiction. Smith added that the circumstances of this case are such that the money laundering offenses are predicated on conduct which is not criminal in the TCI, accordingly dealings with funs which arose from such conduct cannot be considered a criminal offence which would warrant extradition from TCI. The rule against double jeopardy He told the court that the Chief Justice again fell into reversible error in concluding that double jeopardy did not attach as each prosecuting authority prosecuted for different crimes. Adding that the Chief Justice stated in her judgement that the “US proceedings are not founded on the same or substantially the same facts” and that “there is no overlap between the offences for which the applicant was convicted here and those for which the United States now seeks
his extradition and double jeopardy does not arise.” The appellant maintains that it is one and the same scheme, that is – arising from the same factual stratum, involving seducing investors to deposit money with the appellant on the false promise that he was trading on the Forex Market and guaranteed the investors at the least 10 per cent profit per month on their investment. The lawyer argued that the Chief Justice did not in her judgment nor did the Crown at the hearing show a different scheme. Also, in seeking to demonstrate that this matter was not one of double jeopardy the Chief Justice sought to distinguish the principles arising from the case of Fofana and Anor versus Prosecutor Tubin (2006) EWHC 744 as not being applicable to the issues in Smith’s case. The lawyer stated that she again fell in reversible error in doing so. He said that the principles enunciated in that case are directly applicable to the issues raised in the case at bar. He added that the court fell even further into reversible error by relying on the case of Kulibaba and Anor versus Government of the United States (2014) EWHC 176, and misconstruing the effect of the same, which on a careful reading supports the contentions advanced on the appellant’s case. By way of example, the learned Chief Justice at paragraph 22 of the judgment quoted from Kulibaba as follows: “Notwithstanding the common features pointed to by the appellants, the reality is that the US and the UK indictments were not dealing with the same incident and were not founded on substantially the same facts, but were based on different transactions resulting in separate losses.” The appellant contended that this distinction is not supported
by the facts of the case, as both the information in the TCI and the indictment in the USA were based on the same ponzi scheme, on the same facts, with the same victims resulting in $220 million-dollar loss that was pleaded in both countries. He further argued that the principal case submitted by the appellant on the issue of double jeopardy was not considered nor distinguished by the chief justice in her written judgment. Specialty The lawyer stated that the Chief Justice again fell into reversible error in concluding that the appellant once he returns to the US could raise challenge by way of habeas corpus in the event the ruling of the chief magistrate is not adhered to by the US authorities. He stated that in so doing, the court ignored the oral submissions of counsel, which were unchallenged by the prosecution, that there is no such mechanism in the federal law that is available to the applicant at this time. The law in federal court dealing with habeas corpus after sentence is codified in 28 USC 2255 and has a one year statute of limitations period running from date of the imposition of sentence. Smith argued that his client is therefore statue barred and cannot now raise this issue – through no fault of his own. He stated that the Chief Justice failed to have due regard to the evidence before her in particular the posture of the director of public prosecutions to disregard the ruling of the chief magistrate in respect of wire fraud charges. He added that she also disregarded the unresponsiveness of the US Government to requests to provide the appropriate assurance that the chief magistrate’s ruling will be upheld. Constitutional breaches The lawyer argued that the Chief Justice having accepted that ‘time spent in the TCI is to count against time to be served in the United States’ failed to pay any or sufficient regard to the fact that the appellant had served a significant proportion of the 10 years which he would be made to serve if extradited. He said that in the circumstances, the appellant having served the term of imprisonment for which he is sentenced is now being subject to an unlawful deprivation of his liberty. He concluded that the Chief Justice erred in law in refusing to issue the writ, maintaining that the appellant should be extradited in circumstances which would amount to a breach of his constitutional rights not to be subject to inhuman or degrading punishment or other treatment.

Experts say East Caicos is one of the most ecologically important islands in the Caribbean.
Experts eye East Caicos for eco-haven BY GEMMA HANDY Could pristine East Caicos become the Caribbean’s next money-making eco-tourism haven? Conservationists celebrating the award of $53,000 to study its unspoilt coral reef certainly think so. They say they have already found critically endangered staghorn and elkhorn corals – the latter wiped out by disease in much of the region plus nesting sea turtles never before recorded in the TCI. The pristine 18-square-mile isle is described as among the region’s most ecologically important islands and is home to every single one of the country’s endemic plants. Covered largely by mangroves and wetlands where flamingos and wild ducks thrive, it is also home to 19th century sisal plantation ruins and centuries-old Taino cave artwork. The project’s ultimate goal is to secure official protection for East Caicos’s immaculate reefs, said Don Stark of the Turks & Caicos Reef Fund (TCRF), which recently received a 50,000 Euro grant from the International Union for Conservation of Nature. Currently, just a tiny fraction of the island’s marine habitat has any conservation status or management plan due mainly to its remoteness and limited use. Mr Stark, spearheading the scheme along with TCRF’s research director Kathleen Wood, believes East Caicos could draw in significant revenue from eco-tourists enjoying everything from ‘glamping’ to kayaking and bird-watching. Elkhorn and staghorn are two of the Caribbean’s most valuable reef-building corals, he said. Not only does staghorn offer shelter for
juvenile fish against predators, reefs also sequester carbon, act as a buffer against storms, and help prevent beach erosion too. “We want to work with South Caicos fishermen to help them identify eco-tourism business opportunities on East Caicos,” Mr Stark told the Weekly News. “We are currently looking for funding for a demo project to show that you don’t need big hotels to make money there. One of the biggest threats to East Caicos is some crazy development which would destroy it forever.” In 2014, an announcement by then finance minister Washington Misick of plans for a deep water shipping port and cruise terminal for East Caicos dismayed environmentalists. More than 1,400 acres of land on the island, including 12,000ft of “pristine beach frontage”, is currently listed by Sotheby’s as a “crown jewel” for sale to potential investors for $25 million. A Sotheby’s spokesman confirmed the land was still available for purchase. The TCRF’s four-phase study will begin by scrutinising satellite images of the reef to look for areas of possible interest. Underwater video footage will then be shot to provide a closer look, followed by a quantitative survey carried out by scuba divers. Finally, meetings will take place between the DECR and interested parties in South and Middle Caicos to determine where the new conservation areas should be. These will help facilitate management and monitoring systems for “this important cultural and environmental asset”, Mr Stark added. Ms Wood is one of few people on earth with intimate knowledge of the

island’s special topography having conducted several in-depth surveys there. “East Caicos is the most ecologically important island in the TCI – maybe in the entire Caribbean, with the exception of Cuba,” she said. “It’s the only island where you find all of the country’s endemic plants, those found nowhere else. “It’s also a very important turtle nesting area.” In addition to critically endangered hawksbills, nesting green turtles were recorded in the TCI for the first time in August 2015 following a survey on East Caicos. Loggerheads
are also believed to nest there. “We are very excited about this project which will give us a comprehensive understanding of the reefs and their value on East Caicos,” Ms Wood continued. “One particular area showed 80 per cent live coral cover which is unheard of in the Caribbean. We think it’s survived bleaching and mortality because of its location next to an upwelling of cold water. “Within that, there was a really significant population of elkhorn and staghorn coral which could be one of the most valuable in the Caribbean.” East Caicos is one of the largest
remaining uninhabited islands in the Caribbean and tropical Atlantic. But without proper protection, Ms Wood said, its fragile resources are at risk from uncontrolled landbased development, increasing their vulnerability to climate change. “The island has great eco-tourism potential; it could become a great source of revenue for people in South Caicos which has the highest poverty rates in the TCI,” she said, adding: “East Caicos is really the last reservoir of Crown land; everyone has their eye on it. But we think it offers much more economic opportunity by not developing it.”

Autopsy results deemed American doctor’s death accidental THE AUTOPSY results for Dr John McGurk, an American doctor, whose body was discovered on a rock above the shore in Middle Caicos on February 10, 2017, revealed that he died of multiple blunt injuries and that the manner of death was accidental. Dr McGurk, a 32-year-old St Louis doctor arrived on the island on February 6, 2017 and checked in at the Blue Horizon Resort at around 2 pm. Hotel management, concerned about his whereabouts after not seeing him since check-in, filed a report to the police on February 8,
2017 at 9:12 pm. As a result, a search was launched and the body of McGurk was found in an area not too far from the hotel on Thursday (February 9, 2017) around 8:40 am. Dr. McGurk was on staff at Missouri Baptist Medical Centre and began practicing in 2014, according to BJC. He graduated from the University of Texas Southwestern Medical Centre in Dallas, and finished his residency in internal medicine at Barnes-Jewish Hospital and the Washington University School of Medicine. Jermain Missick remains on US $20,000 bail for causing death by dangerous driving JERMAIN Missick appeared in the Magistrates Court number 1 in Providenciales on February 14 before Judge Jolyon Hatmin for the charge of causing death by dangerous driving, following an accident that took the lives of Martin Field Jr. and Correll Glinton. The 38-year-old remains on a $20,000 bail and a sufficiency hearing has been set for April 7, 2017 at the Supreme Court in
Grand Turk. At the time of the incident, officers were called to the area of South Dock road at around 11:12 pm on Thursday (September 8, 2016) to investigate an accident involving a white Nissan V8 Titan Truck, driven by the accused, and a scooter, driven by Field Jr., with Glinton as a passenger. The bodies of Field Jr. and Glinton were found off the road
in the bushes almost 10 to 15 feet apart. They were both pronounced dead on the scene by Dr Adolphus Oguche. The suspect was taken to the Cheshire Hall Medical Centre to be treated for minor injuries and was released shortly after. However, he was arrested on suspicion of causing death by dangerous driving. Burton’s August 2011 five year contract appears to have run out or did it ? Who arranged that contract a year before the 2012 election ? Folks expect Seymour to get to the bottom of NHIP problems. Michael Misick augured against Seymour’s appointment. Is Misick concerned about what Seymour could discover ? Burton’s failure as CEO and employment contract costs NHIP two salaries as she remains in limbo. NHIP cost is a serious matter. Does the 8,000 page contract, oblige government to costly increases without concern to the level of care
provided! Is TCI responsible for overseas referral costs when Interhealth Canada can’t provide required care ? Under PNP the NHIP budget has increased but bills remain unpaid. Dr. Ewing and Royal Robinson had been paid large “honorariums” back in the day. Do they continue ? The Ewing clinic contract and Mrs. Ewings employment with Interhealth Canada are ongoing. Akierra Misick reported she receives income from NHIP in her declaration of interests as candidate for election, 2016. Blatant conflicts of interest do not seem to bother the Integrity Commission ! $3,700 raised for MRI Machine at Cheshire Hall Medical Centre by Wendy Hayward Foundation BY OLIVIA ROSE A CHEQUE of nearly US $3,700 that will go directly towards procuring a Sound Dock System for the Magnetic resonance imaging (MRI) Room at Cheshire Hall Medical Centre was presented to representatives of the hospital on Wednesday February 22nd. This comes as late Cancer patient of Turks and Caicos Islands Hospital prior to her passing in April 2016, Wendy Hayward`s foundation raised over US$9,000 for the Sound Dock system and for future performing arts scholarships. According to a release from the Hospital, Bob Hayward, the husband of late Wendy Hayward accompanied by his daughter and 4-year old granddaughter presented the cheque to the Hospital`s Chief of Allied Services, Eleanor Hall and Director of Diagnostic Imaging Services, Larry Stout. The remaining funds will go towards the Wendy Hayward Scholarship Fund, managed by the Friends of the Art’s Foundation, a non-profit organization. According to Bob Hayward, the veteran music teacher’s dying wish was to comfort patient’s who may fear undergoing an MRI scan by playing calming music, especially children who may experience

A fundraiser using multiple mediums such as Moneygram and online portals, was quickly launched to purchase a special sound system which is designed to bypass the MRI’s strong magnetic fields and radio waves used to produce detailed images of the inside of the body. Larry Stout explained that the costly specialized audio system converts the electronic signals into pneumatic signals. Commenting on the donation, TCI Hospital Chief of Allied Services, Mrs Hall said: “We wish to thank the family of the late Wendy Hayward for such a generous donation. “She was a very pleasant patient. “As a result of Wendy’s effort, the entire Turks and Caicos community will benefit from the installation of this special sound system, once purchased. “Music is a very relaxing tool, and this will certainly enhance the patient experience and allay their fears in the MRI room. Every time a song is played, Wendy’s love for music will be remembered by our team.” In 2015, Wendy experienced a resurgence of cancer due to stray cancer cells that had lodged, undetected, in the vertebrae of her neck. She underwent emergency testing
at Cheshire Medical Centre, which included an MRI scan. MRI (Magnetic Resonance Imaging) scanning is a medical investigation that uses an exceptionally strong magnet and radio frequency waves to generate images of your body. The MRI scan can reveal problems not readily identified by X-ray. To have an MRI scan, your body is inserted either partially, or completely, into a tube-type machine, which can be a claustrophobic experience to some, and outright scary to children. When Wendy learned that many children were afraid of the machine and either had difficulty being placed in the machine or just refused it, she wanted to do something to help. Although she was being prepared for emergency airlift to the University Hospital in Jamaica, she instructed her husband to obtain the appropriate information to obtain a sound dock system for the MRI machine; she would need to raise $5000. Sadly, Wendy never became well enough to see this project through and passed away in April of 2016. The sound dock system would allow doctors and technicians to communicate with the person inside the MRI machine as well as allow the patient to listen to calming music or other audio.

BY OLIVIA ROSE MINISTER of Health, the Hon. Edwin Astwood, has lauded the comprehensive and effective teaching methods of the (Special Needs Association of Providenciales) SNAP Center. Astwood who recently toured the institute applauded the intellectual and life skills education being administered to students there. The SNAP Center, which is located in Kew Town, Providenciales, provides an academic and wellrounded foundation for children and young people with disabilities between the ages 4-24 years. According to a Government release the Center caters to a range of disabilities including, but not limited to, Autism Spectrum Disorder, Intellectual Disability, Developmental Coordination Disorder, Speech/Language Disorder and Learning Disorders. Astwood during his visit reviewed several programs and interacted with students and teachers at the institution. Commenting on his visit he said: “It was a very enlightening experience for me to visit the SNAP Center. I was very impressed by the quality of services being offered by the Staff to the children that require this service. “The level of student teacher participation and interaction is truly producing the desired results, whilst the students eagerly demonstrated

their education skills to my team from the Ministry of Health.” The minister added: “This is indeed one area which truly needs to be expanded in order to assist many more children and their parents. “In addition, I am of the opinion that some of the teaching methods incorporated at the center should be duplicated in our mainstream school programs.” The Center is staffed by trained professionals namely; 2 -Special Ed Teacher, 1-Teacher, 1-Assistant Teacher and 1 – Maid
with the oversight by the Program Officer. The Center’s goal is selfdetermination for each child where possible allowing them to grow to their full potential. Individual Education Plans are designed for each student with the involvement of the parents, teachers, and a member of the Special Needs Unit management team along with the student where possible. The Ministry is supporting two special programs that it believes adequately meet the governments’ standards and will continue to do so in special public/private sector initiatives.” She said her government believes that a comprehensive approach involving key ministries, enhancement of current services and the involvement of parents and care givers in a well-structured and coordinated response to this area was needed. “I am excited at this and I am looking forward to passing the other policies developed for implementation,” Missick said. The suite of policies also included the school inspection policy, zero
tolerance policy, the alternative education policy and the teaching standards framework. The work was partially supported by UNICEF who funded a consultant to conduct the review and stakeholder consultation with teachers and others involved in Special Needs Education. The primary objective of the policy, as outlined, is to improve the overall management and service delivery within the sector. Here in the TCI there is a growing number of children within schools who have been diagnosed with special educational needs, and while the exact number is unknown, it is thought to be in the region of five per cent of the school population, the minister observed. The term Special Educational Needs covers specific learning difficulties such as dyslexia and attention deficit hyperactivity disorder (ADHD), pervasive disorders such as autism and physical disability, hearing impairment, visual impairment, as well as gifted and talented students. According to the minister, when the policy is fully implemented, a special education coordinator will be put in place. He or she will be responsible for developing procedures with key ministries, including the Ministry of Health. And areas such as systems of referral, assessment, and training of teachers and the enhancement of classrooms will also be addressed.

TCI Salvation Army recipient of a US $50,000 cheque donation – Committee members say funds will be used for the development of a multipurpose centre BY DAISY HANDFIELD A CHEQUE for US $50,000 was donated to the TCI Salvation Army on Tuesday by the Ports of Call Resort, to go towards the construction of a multi-purpose centre. The cheque presentation was held at the Ports of Call Resort in Grace Bay, in Providenciales, to formally handover the funds to representatives of the non-profit organization. Mr Dale Papke, owner of the Ports of Call Resort explained that he and his wife considered the construction of a multi-purpose centre to be ideal in the TCI and hopes that this donation would encourage others to come on board and donate as well. He said: “Well, my wife and I purchased the old Comfort Suites which is now called the Ports of Call Resort, five years ago. The island has been very good to us and our goal from the very beginning was to pay back to the island. We saw the need to do a building fund for the Salvation Army who is building a new hall here and we felt that by making a contribution, it would encourage other business owners and the general public to get behind the movement, donate some money and get the hall up and running because the Salvation Army does some
wonderful work on the island.” During the cheque presentation, Mr Todd Foss, general manager of the Grace Bay Car rentals and member of the Salvation Army committee, elaborated on some of the work that the Salvation Army has done throughout the years. “We are so pleased and excited today because this is a monumental day for the Salvation Army and the Turks and Caicos Islands. There is a huge need as we all know on the island for all of the programs that the Salvation Army runs, right from disaster management to early childhood care to social service work. We feed children in the schools, we transport seniors when they cannot get to where they want to go, but we can do so much more with a facility…,” Mr Foss said. The general manager added that the TCI Salvation Army received a US $400,000 grant which was used to purchase land on the Leeward Highway to construct the facility. He said: “We are currently designing the building which will have different phases which will include a women’s shelter. Your hard work on the island and such great citizens coming here, the island has really benefited from you guys being here and we are just super excited.”

Local Ricardo Missick builds first funeral home in the TCI BY DAISY HANDFIELD MEDICAL technologist for the public health lab, Ricardo Missick, is the first to build a funeral home in the Turks and Caicos Islands. Mr Missick, who is also recognized as the owner of R and S Funeral Services, stated during an interview on Wednesday that he has been in the business now for about three years. He told this publication that being a mortician has been his passion from as young as his childhood days and it runs it his family. He said: “When I was going to school to become a lab tech, I was driving on the road one day and every time I would pass a funeral home I would be like, wow.” The funeral director said that the first time that he stepped into a funeral home, he was excited and even went on to work in a funeral home in the United States while

Malnutrition killing inmates in Haiti jails Digicel to cut 25% of DOZENS of emaciated men with sunken cheeks and protruding ribs lie silently in an infirmary at Haiti’s largest prison, most too weak to stand. The corpse of an inmate who died miserably of malnutrition is shrouded beneath a plastic tarp. Elsewhere, prisoners are crammed shoulder-to-shoulder in cell blocks so overcrowded they have to sleep in makeshift hammocks suspended from the ceiling or squeeze four to a bunk. New arrivals at Haiti’s National Penitentiary jostle for space on filthy floors where inmates on lockdown 22 hours a day are forced to defecate into plastic bags in the absence of latrines. “Straight up: This is hell. Getting locked up in Haiti will drive you crazy if it doesn’t kill you first,” said Vangeliste Bazile, a homicide suspect who is among the about 80 per cent of those incarcerated who have not been convicted of a crime but are held in prolonged pretrial detention waiting for their chance to see a judge. Overcrowding, malnutrition and infectious diseases that flourish in jammed quarters have led to an upsurge of inmate deaths, including 21 at the Port-au-Prince penitentiary just last month. Those who monitor the country’s lock-ups are sounding an alarm about collapsing conditions. “This is the worst rate of preventable deaths that I have encountered anywhere in the world,” said Dr John May, a Florida physician who co-founded the non-profit group Health Through Walls to improve health conditions in the Caribbean and several African nations. au-Prince penitentiary flocked around a team of Associated Press journalists on a recent morning, eager to discuss their cases and complain of being all but forgotten at the foul-smelling furnace. Some 40 per cent of the country’s 11,000 inmates are housed there in appalling squalor, a block away from government headquarters, and many are tormented by the prospect of indefinite detention. “I’m really scared I won’t get to see a judge until I’m an old man,” said Paul Stenlove, a 21-year-old murder suspect who was put in the prison 11 months ago. Prisons are crowded, dismal places in any number of countries. But Haiti’s penal system is by far the globe’s most congested, with a staggering 454 per cent occupancy
level, according to the most recent ranking by the University of London’s Institute for Criminal Policy Research. The Philippines comes second with 316 per cent occupancy. Inmates, some waiting up to eight years to see a judge, try to keep their sanity by maintaining a daily routine of push-ups and lifting jugs filled with dirty water. Others play checkers or dominoes. Sentenced convicts and the far greater numbers of untried suspects pool together what little money they can scare up to buy small TVs and radios for their shared cells. But with widespread malnutrition and rats scampering through cells made for 20 men but now crammed with 80 to 100 it’s hard to focus on anything but basic survival.
Extradition of Haitian senator was illegal, says former presidential candidate ON Friday, at a conference at the State University of Haiti (UEH) on “The 1997 Extradition Treaty between Haiti and the United States in the context of the 1987 Constitution”, former presidential candidate and constitutionalist, Mirlande Manigat, told a student audience that in her view the extradition of the newly elected senator, Guy Philippe, on January 5 was illegal under Haitian law. Manigat, after rejecting the treaty of October 27, 1997, which she described as irregular, in particular because of a question of signatures, on which the Brigade for the Fight Against Narcotic Drugs (BLTS) relied for the arrest, recalled that Philippe, as a Haitian citizen, should, like any other Haitian citizen, have been protected by the state (Article 41 of the Constitution: “No person of Haitian nationality can be deported or forced to leave the national territory

for any reason whatsoever...” On the other hand, she indicated that before the arrest of the senator a warrant of arrest should have been issued against Philippe, in accordance with Article 24.2 of the amended Constitution, which in this case was ignored by the authorities

BUSINESSMAN Denis O’Brien’s telecoms group Digicel will cut up to a quarter of its workforce over the next 18 months as part of a “transformation programme” announced by the company. In a statement on its website Digicel said it was designing an organisation which would be “fit for purpose for 2030 and beyond”. Digicel has around 6,000 staff across 31 countries primarily in the Caribbean and Central America. A plan to reorganise the group around a small number of regional hubs and to centralise back office functions will see the company cut around one in four jobs. The statement said this would be done through a “voluntary separation programme” and would begin in March. Digicel had planned an initial public offering (IPO) of shares in the company in 2015 through which it
hoped to raise up to $2 billion. The plan to list the company in the US was shelved, however, as investors were not prepared to meet the valuation Digicel expected. “Why would you sell your front garden when you know it’s worth a lot of money and why would you sell at a discount?” Mr O’Brien said in an interview with CNBC at the time. Digicel is carrying debt of over $6 billion. It has been dealing with falling revenues and currency depreciation in some of its biggest markets relative to the US dollar which makes its dollar denonminated debt more expensive to repay in local currency terms. Alongside its announcement of a redundancy programme Digicel also said it was partnering with ZTE, a Chinese telecoms equipment company, on what it called a “multi year network upgrade programme”. Bermuda: Racism tops crime in list of concerns RACISM has overtaken crime as one of the biggest issues facing Bermuda, according to a poll commissioned by The Royal Gazette. A surge of voters named racism as their top concern in the Global Research survey this month: 16 per cent, up from 7 per cent three months ago and 2 per cent in December 2015. Whites and One Bermuda Alliance supporters were more likely to pick racism than blacks and Progressive Labour Party supporters, a breakdown of the results shows. Among blacks, the economy, education and crime remain the chief three concerns; among whites, the economy is only marginally more of a concern than racism, with very few whites citing crime as their main worry. Overall, the economy was once again the top answer, although its figure of 36 per cent is seven points down from the previous survey in November. Education came second with 24 per cent, then racism on 16 per cent, and crime fourth with 15 per cent. The telephone survey of 401 registered voters took place between February 7 and 9, and has a margin of error of +/- 5 per cent. It came in a sustained period of high political tension during which many have pointed to divisions in Bermuda’s community. Since the previous poll, last November, there was the major demonstration and blocking of the House of Assembly over the airport redevelopment on December 2,
which culminated in protesters being pepper-sprayed by police; and protests over the refusal of a work permit renewal for the Reverend Nicholas Tweed. On both occasions, the vast majority of demonstrators were black, while the PLP’s Reply to the Throne Speech in November painted a picture of “two Bermudas” where some prosper but others suffer because of social and economic problems. Analysis of the results by race shows that, among whites, the top concern was the economy, with 30 per cent; second was racism (29 per cent), followed by education (20 per cent) and crime (7 per cent). Among blacks, economy won more votes, with 41 per cent, and education was next with 24 per cent, followed by crime on 18 per cent and racism on 9 per cent. Some 21 per cent of OBA supporters said racism was their main concern, compared with 13 per cent of PLP supporters. Results from the differing age groups highlights another disparity, with the 18 to 34 bracket highlighting education as their top issue (32 per cent), and those aged 45 and over picking the economy (more than 40 per cent). A separate question asked voters how much faith they have in the economy, with 27 per cent saying they are confident, unchanged from last November; 31 per cent said they were not confident and 40 per cent in the middle.

Regional News Tough approach on tax arrears pays off for Bahamas government A “BRUTE force” approach in The Bahamas by the Perry Christie administration to rake in millions of dollars owed from outstanding tax revenue is paying off – $15 million every month to be exact, says Financial Secretary in the Ministry of Finance Simon Wilson. But he says that is just the tip of the iceberg, as the Government goes after delinquent taxpayers to recover arrears in excess of $600 million. “On average, this effort has yielded $15 million a month. Our target is $400 million in two years in incremental revenue without adjusting [tax] rates. We believe that’s quite achievable,” Wilson said. “We’ve listened to our advisers who suggested taking a more aggressive stance. Their target is two times that. And that $15 million is only on New Providence,” he continued, adding that the crackdown would soon extend to businesses in Abaco, Grand Bahama and Eleuthera. The initiative launched last November pressures businesses to pay up arrears in four key areas – Value Added Tax (VAT), Business Licence fees, Real Property Tax and Customs duties.
Wilson told the recent State of the Economy 2017 forum hosted by the Chamber of Commerce that the Department of Inland Revenue had zeroed in on 800 entities importing/ selling more than $30,000 worth of goods per year without businesses licenses. He pointed to 24,000 properties in New Providence whose owners had not placed them on the roll for Real Property Tax increases. In addition, the Government has also netted a significant number of shippers allowing goods to come in without proper business licences and names. Acknowledging there was some resistance from some quarters, Wilson said the crackdown was the best approach to avert new or increased taxes as the Government attempts to boost its annual revenues by around four to five percentage points of gross domestic product (GDP). “The obvious way to get there is increasing tax rates or finding new taxes,” he said. “We’ve taken a new approach because the system is sufficient to achieve this by being more aggressive on tax compliance.” (Caribbean360)
Jamaica police now on the beat with body cams In a move to boost the image of the Jamaica Constabulary Force (JCF) amid persistent allegations of police misconduct, officers are being outfitted with body cameras. The roll-out, albeit two years late, began this week with police operating in Kingston and St Andrew using the technology, which can record their interactions with the public or gather video evidence at crime scenes. Experts say the use of these types of cameras has helped to increase both officer and citizen accountability. It was back in 2014 that National Security Minister Peter Bunting had announced that body cameras would be introduced, at the height of concerns over allegations of extrajudicial killings and misconduct by members of the force. Police high command said the cameras would be worn on the pockets or vests of officers and data captured from them would be uploaded at the end of each duty. In August last year, 120 body cameras were presented to the JCF from the United States government as part of a pilot project. Former Police Commissioner Dr Carl Williams had explained that the

Concern raised about schoolchildren in Trinidad contracting STDs TRINIDAD authorities are grappling with an alarming level of sexually transmitted diseases (STDs) among schoolchildren. Last year alone, five primary school students tested positive for the HIV virus and scores more have tested positive for other STDs, officials from the Ministry of Education and Health reported to a Joint Select Committee of Parliament examining the issue. Guidance officer in the Ministry of Education Darlene Smith said of the five children diagnosed with HIV, two are boys, ages 8 and 11, and three girls are seven, nine and ten years old. Education Minister Anthony Garcia subsequently clarified that those five children did not contract the virus through sexual activity, but were born with the virus. Stressing that the ministry has a zero tolerance policy on discrimination, Smith said that the HIV infected children would “remain in the system unless their health factors should warrant that they should be removed.” Separate and distinct from these cases, specialist medical officer Dr Aruna Divakaruni said, the level of sexual activity among children was worrying. She said a substantial number of school-aged children had been seeking the services of the

Dr Divakaruni lamented that despite the fact children were engaging in sex, parents and some schools have been pushing back against the teaching of sexual education by qualified medical professionals in the classroom. She said that many parents complained that students were being educated “too much” about sex, which they believe would encourage them to engage in sexual activity. “We sent our trained doctors to schools to teach children, even to teach teachers and other staff members about STDs. I, myself, attended quite a few schools to teach them and to educate them to include awareness of STDs in children, but we faced a lot of resistance from the schools and teachers and even from parents of the children.” Chief Education Officer Harrilal Seecharan said efforts are underway to address the problem, revealing that consultations have been ongoing with stakeholders, including the National Parent-Teacher Association and the various denominational boards. Nottage: Crime rates affecting perception of countries in region IN marking the opening of a regional drug enforcement conference, National Security Minister Dr Bernard Nottage lamented the impact that murder and crime rates are having on global perceptions of countries in the region. “As you are all aware, our region continues to attract the attention of the world as a place where murder and crime rates are high,” he told those attending the 23rd Annual Caribbean Regional Conference on International Drug Enforcement. “These crime rates are fuelled by the trade in illegal drugs, illegal firearms, psychotropic substances, and precursor chemicals. Of critical concern is the flow of illegal firearms into our region and the propensity with which prolific offenders in our countries use them to cause serious harm and to purvey death.” Drugs and illegal firearms “go hand in hand,” Dr Nottage said, noting that in 2016, 85 per cent of murders in The Bahamas were committed with the aid of an illegal firearm. “While these were predominantly cases of ‘prolific offenders attacking

Noting that there was an increase in the amount of cocaine passing
through Bahamian waters in 2016, he said Drug Enforcement Unit (DEU) officers seized 3,539.46 pounds of cocaine, 4,077 pounds of marijuana, 40 illegal firearms of various descriptions, and 289 rounds of assorted ammunition. The cocaine seized in 2016 was a 56 per cent increase from over 2015. In addition, 847 drug cases were placed before the Magistrate’s Court along with 1,191 defendants. “We are pleased with the significant seizures, we recognise the implications of these increases,” Dr Nottage said. “We are therefore mindful that the increase trafficking in illegal drugs might be an indication that international drug cartels are again seeking to infiltrate our region because of pressures upon them on the USA and Mexico borders. Further, we are patently aware that due to economic pressures in the United States of America, resources to our region might be reduced in our ongoing fight against drug trafficking organisations and trans-national organised crime groups. This is not good for our region and not good for America.”

Jean-Claude Juncker: UK faces hefty Brexit bill EUROPEAN Commission President Jean-Claude Juncker has warned the UK it faces a “very hefty” bill for Brexit. He promised two years of “tough negotiation”, when discussions on leaving terms get under way between the government and the European Union. Exit will not come “at a discount or at zero cost”, he said in a speech to the Belgian Federal Parliament. Reports suggest the UK could have to pay the EU up to 60 billion euros (£51bn) after Brexit talks start. Mr Juncker’s comments came as the House of Lords held a second day of discussion of the government’s European Union (Notification of Withdrawal) Bill, which, if passed into law, will allow Prime Minister Theresa May to trigger Article 50 of the Lisbon Treaty, allowing formal talks with the EU to start. She is hoping to do this before the end of March, with EU negotiations expected to take up to two years. Discussions are taking place in Brussels on the size of the bill to be presented to Mrs May when she launches the talks. The amount will cover the UK’s share of the cost of projects and programmes it signed up to as a member, as well as pensions for EU officials. In his speech, Mr Juncker, a former prime minister of Luxembourg, said: “It will be a tough negotiation which will take two years to agree on the

A 69-YEAR-OLD grandmother sucker-punched outside a Queens deli as she made her way home from church last October has died — and prosecutors are looking to charge the deranged man who attacked her with murder. Richard Springer, 28, punched Eve Gentillon in a drunken rage after he stormed out of the Sutphin King Deli on Sutphin Blvd. near 108th Ave. about 8 a.m. on Oct. 15. After arguing with store workers over the price of beer Springer punched an 18-year-old deli employee in the face, then exited the store and attacked Gentillon, who was simply walking home from church, witnesses told police.

Gentillon suffered a massive head injury after falling backwards on the concrete. Paramedics rushed her to Jamaica Hospital, where she stayed until she died of her wounds on Saturday. The city Medical Examiner concluded she died of “complications from a traumatic brain injury from blunt impact,” a spokeswoman said. Gentillon’s death was ruled a homicide on Tuesday. Police arrested Springer, who has 13 prior arrests, on Oct. 31 near his home, also in Jamaica, officials said. Prosecutors charged Springer with robbery and assault at the time of the arrest.
Met Police appoints first female chief CRESSIDA Dick is the new Metropolitan Police Commissioner, the first woman to take charge of London’s police force. She succeeds Sir Bernard HoganHowe, who led the force from 2011 until announcing his retirement last year. Ms Dick, previously the national policing lead on counter-terrorism, said she was “thrilled and humbled”. But her appointment was criticised by the family of Jean Charles de Menezes, who was wrongly shot dead during an operation she led in 2005. The Brazilian electrician was killed two weeks after the 7/7 London Bombings when he was mistakenly identified as a terror suspect. A jury later found the Met had broken health and safety laws, but found there was “no personal culpability for Commander Cressida Dick”. Ms Dick, 56, left the Met for the Foreign Office after 31 years of service in December 2014. She was chosen for the
commissioner’s job ahead of National Police Chiefs’ Council chairwoman Sara Thornton, Essex Police chief constable Stephen Kavanagh and Scotland Yard’s Mark Rowley. Blair defends Guantanamo release for ‘ISIS bomber’
FORMER British Prime Minister Tony Blair has defended his attempts to secure the release of a UK citizen from Guantanamo Bay after reports that the former detainee carried out an ISIS suicide attack in Iraq this week. ISIS on its media affiliates claimed that Abu-Zakariya al-Britani -- a British citizen who initially went by Ronald Fiddler and later took the name Jamal Udeen al-Harith -- detonated a car bomb at an Iraqi army base southwest of Mosul this week. While a spokesman for Prime Minister Theresa May said there had been no independent verification that the attacker was the former Guantanamo detainee, an official told CNN that UK intelligence services believe with “high confidence” that the bomber killed near Mosul was the former British inmate. CNN affiliate Channel 4 has verified the identity of the man through a family member as al-Harith, a 50-year-old from
Manchester. Blair confirmed Wednesday that al-Harith was paid compensation by a subsequent UK government in 2010 for his time in the US detention facility, but did not confirm how much he was given. “The fact is that this was always a very difficult situation where any government would have to balance proper concern for civil liberties with desire to protect our security, and we were likely to be attacked whatever course we took,” Blair said in the statement. Former US President Barack Obama was unable to close the Guantanamo Bay prison, facing opposition in Congress. Al-Harith spent more than two years imprisoned in Guantanamo Bay before being released in 2004 after pressure from the UK government led by Blair. “The reason it did take a long time for their release was precisely the anxiety over their true affiliations.”
US Supreme Court rejects use of ‘racial stereotypes’ in death penalty cases The Supreme Court rejected the use of “racial stereotypes” in death penalty cases Wednesday, reopening the case of a black man in Texas who was sentenced to die after his jury was told African Americans are more likely than whites to commit crimes. Chief Justice John G. Roberts Jr. said this testimony had no place in a sentencing hearing and “appealed to the racial stereotype that black men are prone to violence.” “Our laws punish people for what they do, not for who they are,” the chief justice said in the courtroom. The 6-2 decision faults Texas authorities for refusing to give a new sentencing hearing to Duane Buck, a Houston man who was convicted of shooting and killing his ex-girlfriend and seriously injuring her new boyfriend in 1995. Buck was found guilty of murder,
but when his jury was debating his fate, his court-appointed defense attorney put on the witness stand an expert who cited statistics showing blacks are more likely to commit future crimes than whites. After hearing this testimony, the jury decided to sentence Buck to death. Years later, Texas state attorneys set aside the death sentences for six other black defendants whose juries heard similar testimony, but they refused to reopen Buck’s case. In Buck vs. Davis, the high court said that was a mistake. The jury was deciding “the question of life or death,” and this is no place for the introduction of a “particularly noxious strain of racial prejudice,” Roberts said. The court sent the case back to judges in Texas to reconsider the death sentence.
MALAYSIAN authorities want to speak with a North Korean embassy official and airline employee as part of their investigation into the murder of Kim Jong Nam. The two being sought are Hyon Kwang Song, who worked at the North Korean embassy in Malaysia, and Kim Uk Il, a staff member of the North Korean carrier Air Koryo, Malaysian Inspector-General of Police Khalid Abu Bakar told a Wednesday news conference. Both are still in Malaysia, he said. Kim Jong Nam was the estranged half-brother of North Korean leader Kim Jong Un. He died last Monday after a suspected poisoning while trying to catch a flight from Kuala Lumpur to Macau. Security has been increased at the morgue where Kim Jong Nam’s body is being held after an attempted break-in, Bakar told reporters. But he wouldn’t be pushed on whether the break-in suspects were North Korean. “We know who they are. No need to tell you,” he said. In addition to the embassy worker and airline employee, Malaysian authorities are looking for four North Korean suspects, whom they “strongly believe” are back in Pyongyang. Police say they are seeking another North Korean -- named as 30-year-old Ri Ji U -- to assist them with the investigation. Ri is still thought to be in Malaysia. Jalaluddin was Aishah’s boyfriend. In one of the stranger twists in the case, Indonesian police said last week that Aishah told them she not aware that she was part of a murder plot. She thought it was participating in a prank for a TV show. But Bakar said Malaysian authorities aren’t buying that excuse -- he says the women were trained, pointing in part to security footage that surfaced Monday which appeared to show the assault. “These two ladies were trained to swab the deceased’s face,” he said. Police believe the four suspects who are now in Pyongyang gave a liquid substance to Aishah and Huong. Aishah did it first, followed by Huong. They both then went to the restroom to wash their hands, as they were instructed to by the four North Koreans.
Mexican jumps to death 30 minutes after getting deported from U.S A MEXICAN man jumped off a bridge and killed himself Tuesday just 30 minutes after getting deported from the U.S. for the third time, authorities say. Guadalupe Olivas Valencia, 45, passed away in a hospital after being found unconscious next to his possessions, which were in a plastic bag, BBC News reported. The apparent suicide took place near the El Chaparral border crossing between San Diego and Tijuana. Valencia was “anxious” after being pushed to a region where “he knew nobody,” a friend told AFP, according to the Independent. He suffered a concussion and died of a heart attack at the point of impact, according to BBC. The Sinaloa native was afraid to go back to his home, which was once ruled by Joaquin “El Chapo” Guzman and remains an extremely dangerous place, the BBC reported.

Entertainment Foxx ‘target of racial slur’ in Croatian restaurant POLICE have filed disorderly conduct charges against two people alleged to have used a racial slur against actor Jamie Foxx at a restaurant in Croatia. In a since-deleted Instagram post, Foxx claimed an offensive racial term was
among vulgar language used by the men. Police said they responded to reports of “particularly arrogant and rude”. Insults being made against diners. They said one insult was
made against “one of the guests on racial grounds” but did not name Foxx as the target. The statement from the police said they were investigating whether to pursue other charges against
the two men. Foxx had been in Dubrovnik filming Robin Hood: Origins, in which he plays Little John. Tim Minchin and Jamie Dornan also star in the film, which sees Taron Egerton take the lead role.

Soap star Eric Braeden says dad was Nazi, talks Trump DEBONAIR actor Eric Braeden, who has played self-made business magnate Victor Newman on “The Young and the Restless” since 1980, has just released a memoir entitled “I’ll Be Damned.” In it, the 75-year-old grandfather reveals that his father was a member of the Nazi party. Braeden, born Hans Gudegast in SchleswigHolstein, Germany, says he had no idea about the Holocaust until he came to the United States in 1959 and saw a documentary in Los Angeles. His father died when he was 12 and he never got a chance to ask him about Nazism. He says a neighbour told him his dad had misgivings about Hitler in 1939. Ever since then he has been on a mission to repair GermanJewish relations by playing on the Jewish-American soccer team the Maccabees, visiting Auschwitz with Holocaust survivors, and going to Israel several times. He ruefully admits that he has Adolf Hitler to thank for his lengthy Hollywood career — because he got his start playing World War II German officers on ’60s television shows. Braeden does not see
parallels between Hitler and President Trump, but is no fan of the administration. “It is an entirely different situation,” he told the Daily News. “Although Trump says he’s going to make America great again. Where has that idiot been? America is great and has always been great and any immigrant will tell you that. “He grew up with a silver spoon in his mouth. What the hell does he know about it? This is a great country. Entertainment Jay-Z to become first rapper inducted into Songwriters Hall of Fame JAY-Z has several reasons to be happy right now. Less than a month after it was announced he and his wife Beyonce are expecting twins - he is to receive a top songwriting honour. Jay-Z is to become the first rapper ever inducted into the Songwriters Hall of Fame in the US. A handful of artists who are considered to have “enriched the world’s culture” with their songwriting and music are selected for induction every year. Joining the hall of fame is a huge deal - previous inductees include Marvin Gaye, Bob Dylan, Dolly Parton, Bruce Springsteen and Michael Jackson. But no rapper has ever
made the cut before. Jay-Z will be inducted as part of the hall’s class of 2017 alongside Max Martin, who has written songs for Taylor Swift, Katy Perry and Ariana Grande. Other inductees this year will include Jimmy Jam and Terry Lewis. The duo have written and produced number one singles for Janet Jackson, Mariah Carey and Usher, among many others.

Bowie, who died in January 2016, was named British male artist of the year and is also nominated in the album of the year category for valedictory release “Blackstar” Bowie’s award was accepted by Michael C. Hall, star of “Lazarus,” a stage musical based around the late artist’s songs. “If David Bowie could be here tonight, he probably wouldn’t be here tonight,” Hall said of the famously elusive musician. When Bowie won the same award at the Brits in 2014, he sent supermodel Kate Moss, dressed as his character Ziggy Stardust, to collect it for him. VENOM from a small snail could be used to develop a treatment for chronic pain, scientists from the US suggest. Normally used to paralyse or kill its prey, the venom also contains a compound that appears to act as long-lasting pain relief. In research on rats, the compound was still working three days later. The findings meant it may be possible to create a new pain therapy for patients who had run out of options, the researchers said. Most medicines for moderate to severe pain, called opioids, work by reducing the perception of pain. They do this by attaching to specific proteins in the brain and organs of the body, called opioid receptors. The orbital periods of the innermost six worlds range from 1.5 days to 12.4 days; the outermost planet, known as TRAPPIST-1h, is thought to complete one lap in about 20 days. (Spitzer spotted just one transit by TRAPPIST-1h, so its orbital path is not well-known.) The six inner planets are in near-resonance, meaning their orbital periods are related to each other by a ratio of two small integers. This arrangement suggests that the worlds formed farther out in the system, where water was likely plentiful, and then migrated in

ASTRONOMERS have never seen anything like this before: seven Earth-size alien worlds orbit the same tiny, dim star, and all of them may be capable of supporting life as we know it, a new study reports. “Looking for life elsewhere, this system is probably our best bet as of today,” study coauthor Brice-Olivier Demory, a professor at the Center for Space and Habitability at the University of Bern in Switzerland, said in a statement. The exoplanets circle the star TRAPPIST-1, which lies just 39 light-years from Earth — a mere stone’s throw in the cosmic scheme of things. So speculation about the alien worlds’ life-hosting potential should soon be informed by hard data, study team members said. “We can expect that, within a few years, we will know a lot more about these planets, and with hope, if there is life there, [we will know] within a decade,” co-author Amaury Triaud, of the Institute of Astronomy at the University of Cambridge in England, told reporters on Tuesday (Feb. 21). The astronomers kept studying the system, using TRAPPIST and a number of other telescopes on the ground. This follow-up work suggested that the supposed TRAPPIST1d transits were actually caused by more than one planet, and also revealed evidence of additional possible worlds in the system. DIRECTOR OF CONSTRUCTION ASSISTANT COOK • Sailrock Contracting Limited is seeking a Director of Construction to reside in South Caicos and oversee all construction activities carried out by the Sailrock Development. The employee will be responsible for acting as Owner’s representative during construction of infrastructure, hospitality and residential components of Sailrock Development. His responsibilities include managing and supervision of architects, engineers, contractors, vendors and all construction activity; to provide oversight and supervision of quality building practices, good construction environmental controls and best practices; to develop and implement a quality assurance program; to manage project controls and pay requests including change order management; drive to achieve schedule and budget goals; and to assist in the development and ongoing updating of project schedules.
SKILL REQUIREMENTS:
• Must be consistently punctual for work. • Maintain a clean work station throughout shift. • Must maintain a clean, well kept appearance upon arrival and though out shifts. • Must be able to multi task in a fast pace, high pressure environment. • Work the pass and salad station on the hot line, during service when needed, executing food to order in an ala minute kitchen according to the ticket in a timely manner. • Be able to stand on ones feet for 8 hours and be comfortable lifting 25 pounds or more without physical restrictions. • Be available to work holidays and weekends with a flexible schedule • Prepare meats, vegetables and fruits according to standardized recipes utilizing the following skills: • Knife skills – dicing, chopping and slicing of various products to achieve a uniform result to promote consistency in accordance with recipe standards • Prepare a variety of dressings, salsas, and sauces based on standardized recipes • Finish and plate cooked items on the pass station on the hot line quickly and efficiently. • Prepare items on salad station quickly and efficiently. • Execute proper sanitation procedures to insure that high quality food is served that accurately represents the Café

Assist in evaluating bids and prepare a qualified tabulation for review and approval • Develop a list of value engineering recommendations and review/comment on those VE recommendations provided by others • Assist in preparation, review and negotiation of Contractor(s) agreement • Secure insurance certificates and other required contractor documentation prior to start of construction • Lead project team and stakeholders in creating a culture of driven and measured performance • Oversee management of design team in conjunction with Project Engineer and Corp team • Contribute to project programming, design reviews and proforma analysis • Track progress of planning and permit approvals in conjunction with Planning Consultant • Interface with Authorities Having Jurisdiction to drive reviews and approvals of project documents • Engage with various Government entities to track and cause timely execution of submittals • Nurture and maintain strong relationships with local business and governmental community • Construction Project Management• Act as Owner’s representative on South Caicos managing and providing daily oversight of all construction activities with a critical path and quality control focus. • Meet daily with contractors to review progress relative to contract construction schedule, discuss open items and delivery of items required for future work. • Provide daily oversight of quality control. Identify and discuss with Owner action plans for any observed deficiencies in the work or potential change in scope • Provide weekly written progress updates specifically noting schedule and budget status as well as identifying critical path decisions required. • Manage accounting associated with pay requests, pencil draws and final pay applications. • Conduct weekly progress meetings with Owner to discuss progress, budget and critical path items • Coordinate with contractor(s) to ensure delivery of all materials in accordance with project schedule. This may include reviewing orders, tracking shipment and ensuring delivery of both Contractor-supplied and Owner-supplied materials. • Review and authorize pay requests, change orders • Manage accounting associated with pay requests, pencil draws and final pay applications. • Review and approve submittals, including shop drawings, as required • Schedule and document required government inspections during construction • Prepare initial punch list and maintain log of completed items. • Monitor contractor’s progress towards completion of punchlist • Collect and maintain all project closeout documents including guarantees, manuals, record information, etc. • Work with contractor to ready buildings for occupancy • Coordinate delivery and installation of all FFE and OSE • Maintain all insurance certificates and other required documentation • Overall responsibility in driving actuals to established comprehensive project budget and schedule • Interact with Owners and other stakeholders as needed to resolve project issues Education and Experience: • Candidate must possess a Bachelor’s or Master’s Degree in Engineering, Construction Management or related field. Fluency in Microsoft Office Suite, Accounting Software, and MS Project Scheduling or similar software is a must. Candidate must have significant experience in ground up development and construction with a minimum of fifteen (15) years of relevant experience. Salary Range: $90,000 - $145,000 yearly

Rooney’s agent in China to discuss potential move WAYNE Rooney’s agent Paul Stretford is in China to see if he can negotiate a deal for the forward to leave Manchester United. There are no guarantees of success and it is thought a deal remains highly unlikely before the Chinese transfer window closes on 28 February. But the fact Stretford has travelled to China is a clear indication United boss Jose Mourinho would let Rooney, 31, go. And if he does not leave this month it seems certain he will go in the summer. Rooney has fallen down the pecking order at United under Mourinho. The England captain has been made aware of interest in him from the Chinese Super League for some time, although it is not known which clubs Stretford has spoken to. Beijing Guoan, believed to be the favourite team of Chinese President Xi, had been seen as one of the favourites to sign Rooney but sources close to the club have told BBC Sport they are not interested in signing him. Because of new restrictions on overseas players, Jiangsu Suning and Tianjin Quanjian look like the most likely remaining options. Robinson and Chapman claim two wins each MIKE Robinson and Catherine Chapman dominated last Saturday’s Valentine’s Day Cup with two wins each in Middle Caicos. Robinson steered his model sailing boat The Banana to the coveted Premier’s Cup when the 17th edition of the competition was held. The veteran model racer piloted his yellow boat to victory on Bambara Beach ahead of Randy Carmin and his boat Sea Wings and George Ellis and his vessel Miss Val. Earlier in the Sweethearts’ competition, Robinson and Erica claimed first prize with The Banana, ahead of Chapman and Zack who were in charge of the MSOS Victory. Mary and Siobh’an finished third in Forbes Flyer. As Robinson, Chapman also won two races. She led the MSOS Victory to wins in the Ladies competition
and Class B. Incidentally; it was the Banana, led by Kathy and Abby, which finished second in the Ladies’ competition with Shimmer sailed by Marsha and Camille finishing third. Betsy Ross led by Brad finished second in Class B, with M Co Op (sailed by Sam and Liam) finishing third. National youth sailor Grace Reaston Brown, won a trophy for being the youngest competitor, while T. Boy was the best ‘non completer’. The premier and several members of the government were in attendance. According to information from the organisers, the event was only possible with the hard work of several key persons, including Sara Kaufman the main organiser for the last 17 years. Next year’s competition is set for February 17th.
Otuonye represents TCI in season opener NATIONAL long jump record holder Ifeanyi Otuonye started a new chapter in his life last week when he jumped without a K-State uniform. The 22-year-old, who is working on his Masters at the university, no longer competes for his school. In his first competition this season, last week’s Arkansas Qualifiers, he jumped under the TCI banner. His distances were: 7.36m, 7.38m, 7.34m, 7.27m, 7.38m and 7.40m. It was his best opening distance in the indoors. Since Otuonye is charged with finding funds for the meets he competes in, he is now selective of his choices. “I’m feeling good physically; emotional it’s very up and down

because I’m by myself and trying to sort out stuff.” Otuonye is nevertheless confident that he can break 8M this outdoor season. His national record is 7.88M.
EIGHT students from the Tiger School of Shotokan Karate in Providenciales received their next level karate belts after intense training and external examinations last week. An award ceremony was held at the school grounds at Wright Hook, next to NAPA, in Providenciales last week Thursday. The school is centred on building a strong and vibrant karate community in the TCI, by offering karate training for youngsters, as well as adults. Mr Sandeep Jagger, the president of the school stated in an interview on Wednesday that he believes that karate can reduce household abuse by empowering women to defend themselves and for children to learn discipline and dedication. He said: “I hope that the school can provide training to the police force and security companies one day as well. In the future I would like to see a Turks and Caicos Islands national Shotokan Karate team. None of which will be possible without sponsorship and assistance from the business community.” Mr Jagger added that he hopes to have a team in place for the XXXVI SKIF Mexico National Championships on July 20 to the 23, 2017 in Puebla Mexico or even for the X SKIF Pan-American Championship on August 16 to August 20, 2017 in Buenos Aires, Argentina. The sports enthusiast, who is competitive in multiple sports in the TCI, said he was: “humbled and excited” to have his first appointment. “I am looking forward to representing the local referee body, the TCIFA and the Turks and Caicos Islands to the best of my ability, both on and off the field. I will endeavour to make my mark on the international refereeing scene so other local referees can aspire to attain the same level or higher. I also hope this will be the beginning of greater things to come.” Ritchie will officiate in early March in Group B of the tournament, which is slated for Port-au-Prince,

The winless Teachers only played with nine men and ended up losing 17-2. Along with Dorvil’s record nine strikes, Pluviose Peterson and Lucus Martin added three goals each. Also on Saturday, Small World United handed the SWA Sharks their first defeat (4-0). Small World are ahead of the league with 12 points from five games, while Beaches are second with 10 points from six games. The Sharks are third on seven points in four games. Defending champions, the AFC Academy, recorded their first win on Tuesday evening when they defeated Beaches 2-1. They are now on five points in four games.

WIKENSON Fenelon’s breakout season continued last weekend with him equalling the national pole vault record at the Issac Henry meet at the National Stadium in Jamaica. The 17-year-old Jamaica College student, who jumped 1.90M early this month and clocked a personal best in the 100M two weeks ago, equalled Woodens Corvil record of 3.40m.
He looked solid to break the record after having easy jumps at 2.90m, 3.10m, 3.20m and 3.40m. His attempt at 3.80m was however affected by his worn-out shin and he fell short. Meanwhile national athlete Ken Reyes led his team to a third place finish in the 4X400M relay. He split 49s. He also ran the 1500M and finished in fourth position in a time of 4:20.

U12s win TCI’s first overseas football tournament – Bien Aime calls performance exceptional TCI’s U12 footballers made history when they recorded our first ever overseas victory in an international football tournament last weekend. Competing in the Weston Cup and Showcase held in Weston, Florida the pre-teen boys played unbeaten to the title. The Zachary Scholar led U12s were one of four TCI teams that competed at the tournament. They were joined by the TCI U9 Boys, the TCI U11 Boys and the TCI U10 Girls. President of the TCIFA Sonia Bien-Aime called their performance exceptional and said that the win demonstrated the hard work of the players and coaches.
“I am very pleased with the players’ performance,” she told the Weekly News. “Those that are new to tournaments at this level will gain experience and confidence which will contribute to raising the level of their game. I salute and congratulate all of our players and a hearty congratulations to our U12 winners.” The U12s have been developing nicely, having had international exposure since at the U9 level. They made their mark in the Roma’s President Day’s Cup in February of 2014 with a semi-final finish, at their very first international tournament— this year they etched their names in history.
Guerrier wins first indoor race, breaks 200M record again NATIONAL sprint record holder Akia Guerrier won her 200M in a record breaking time when she competed at the KSU Steve Miller Open last Friday. The 18-year-old stormed to 24.71s to eclipse the 24.93s she made a few weeks back. It was the third time this year that the K-State student had broken her national 200M indoor record. In the race, she trailed two runners before surging forward at the second curve of the track. Her coach Cliff Rovelto told her it was a great improvement and that she was definitely getting back into shape. For the former BWIC student winning the race was not as important as reducing her time in the event.

TEAM EFFORT All of the U12 boys contributed well, but Carson Greatrex led the scoring. He scored the lone goal in their opening clash against Pinecrest Premier last Saturday. He also found the back of the net in their 2-1 win over Soccer 5 United. On Sunday against the FC Bescola the U12s recorded a 4-0 win with Greatrex, Lucas Coles, Kyle Cushing-Mehan and Joshua Saunders scoring. With the win, the Boys advanced to the semi-finals on Sunday and had a challenging clash against Boca United. TCI took an early lead via a Hayden Williams strike, and looked likely to pull off the win in regular time, but with 30 seconds left on the clock Boca were awarded a free kick just outside
the penalty area—the kick was fired into the top corner of the goal. The game progressed to penalties and although TCI fell behind early, the young boys were able to hold their nerves and regroup. Goals by Harry Schofield and Scholar (who also kept well) left Greatrex with one spot kick to put TCI into the final— he delivered a perfect strike into the corner for the win. In the final clash TCI defeated Pinecrest 4-2 for the title. Our U12s dominated the clash with goals from Cushing-Meehan, Greatrex, Harry Schofield and Williams before Pinecrest scored two consolation goals. The squad included: Scholar (GK and Captain), Vijay Kalliecharan,
Jake Whent, Christopher Louisy, Williams, Coles, Cushing-Meehan, Schofield, Greatrex, Saunders and Sam Connolly. Coaches Neil Coles and Mike Connolly and TCIFA Technical Director Daz Meehan led the team from the sideline. Another coach, Frazer Park (did not travel), was also instrumental in developing the side, given that he had coached the youngsters for many years. The current U9s defeated Team Boca 6-0 on Sunday, while on Saturday they drew 2-2 with Key Biscayne. Although the Boys U11 and the Girls U10 failed to win any games they fought hard in their clashes.
Five Cays teams ahead as race to the PABA Playoffs heats up FAVOURITES the Five Cays Flyers (10-1) and defending champions the Five Cays Knights (8-5) are currently first and second in the Provo Amateur Basketball Association (PABA) Night League. The eight teams are all looking at the post season, especially when it comes to match ups given that less than three weeks are left in the regular season. In last Friday’s games the Knights eased past the HAB Sonics 88-62. Guards Andujar Gardiner and Melvin Elsie Jr. led the winners’ attack. Gardiner finished with a game high 26 points, while his scoring partner added 23. Jordan Garland (13 points and seven rebounds) and Darado Fulford (11 points) were the main contributors for the Sonics (currently sixth on the list: four wins in eight games).
