Ritz Carlton gets set to build as local hotels drop appeal BY DELANA ISLES LOCAL point-man for the Desarrollos Hotelco Group, Walter Gardiner, has confirmed to the Weekly News that the developers are very happy that the lawsuit against the 12 storey development has been dropped, paving the way for construction to start. On Thursday (July 20), Gardiner, speaking on behalf of the developers, said: “We’re very happy with the decision and we’re looking forward to commencing construction as soon as possible.” The news broke last weekend when another publication reported that The Tuscany and The Venetian Hotels (Strata Corporation controlled) had decided not to pursue their judicial review to Her Majesty’s Privy Council. The report stated that the decision was made after the hotels reached agreed terms with the parties involved. Those parties involved in the legal action were - the Governor of the TCI; Minister of Infrastructure, Housing and Planning; and the Director of Planning along with Desarrollos Hotelco TCI Limited as an interested party. Gardiner said that he could not comment on the agreed terms reached between the parties. However, asked about reports of new rounds of public consultation to be conducted before the construction of the hotel, Gardiner said: “We’re going through all of that process, yes consultation is one.” Contacted for a comment on the

new development, Queen’s Counsel Conrad Griffiths, attorney for the hotels, also confirmed that the appeal has been withdrawn, the parties having reached agreed terms. He added: “Beyond that I have no instructions to comment.” Efforts to reach the Government about their take on the appeal being dropped, and the claims of new public consultations to be conducted were unsuccessful. However, the Premier did assure this publication on Thursday afternoon at press time that two departments are formulating a response to the news. ‘WILLY NILLY’ Only weeks ago, the future of the Ritz Carlton branded hotel in the Turks and Caicos was in question, as the new Government again voiced reservations and concerns about the ‘willy nilly’ approached taken by the Rufus Ewing administration in rushing the deal through public consultation. Back in March, the Premier had

told the press that the Government will be taking a cautious approach as it relates to 12 storey developments. When questions were put to her about re-opening the consultation process with key stakeholders, as that had been one of their chief complaints while in Opposition, she had stated: “We are not going to be involved, Government departments will be, but we will be guided by what the law says.” She did however state that the Government had met with the Hotel Group and are anxious to go forward with new developments that will benefit the people of the country. In April 2015, the Rufus Ewing government signed a development agreement with Desarrollos to build a $224 million Ritz Carlton hotel, resort, casino and spa in the Grace Bay area. That development is expected to consist of 124 luxury hotel guest rooms, penthouses, resort residences and associated facilities. However, following rounds of

public consultations, which were roundly criticized by the PDM party and stakeholders in the country, the Venetian and the Tuscany filed legal action in 2015 questioning the decisions to allow twelve storey developments. They won that round in November 2015, in which the court struck down the change to the development manual made in February that year, following which consultations were carried out in August. The Strata hotels stipulated that the 2016 amendment to the development manual to allow the increases in height and density represent a fundamental change to the nature and character of the built environment of the TCI, particularly Grace Bay, Providenciales. They contended that the amendment was enacted pursuant to section 39 A of the physical planning ordinance; and that the section was in itself enacted as a result of the 2015 ruling by the same Chief Justice that struck down an earlier amendment to the development manual that was made without a current development plan in place for the country. The Government had appealed that decision, but it was dismissed by the appellate court in May last year. The hoteliers further pointed out that section 39A has a twoyear sunset clause – due to a TCI development plan now being prepared by the Government. They contended that because of this state of affairs the need is greater for there to be appropriate

and meaningful consultation and for that consultation to be carefully considered before any changes are implemented in the absence of a development plan. They further argued that the 2016 consultation was inadequate because there was no written proposal, let alone a written proposal giving any reasons in support of the change. The hotels argued that a proposal to limit 12 storey developments to coastal parcels of five acres in Grace Bay and North West Point was not part of the stated consultation process, and it was never advanced in writing. They said it was merely part of the outcome set out in the 2016 amendment. They further stipulated that the narrowing of the changes to the geographical areas made it even more important that the limited class of property owners in these areas (including themselves) should be given meaningful access to all the relevant issues underlying the proposals to allow them to respond on an informed basis and to have reasonable time in which to do so. They further pointed to the Chief Justice ruling that consultation had taken place prior to 2015, pointing out that she had previously struck down an amendment to the development manual on the basis that there was not any defined consultation done in 2014. In March, the final legal battle was dismissed, with an affirmation of an order made by the Chief Justice, which saw her ruling in favour of the Government in 2016.

CABINET has granted approval for the Ministry of Finance, Investment and Trade to begin discussions with Airbnb on a memorandum of understanding to stop tax evasion. These negotiations will enable the Government to collect revenue from operators in the vacation villa rental accommodation sector and to support the regulation of vacation villa rental accommodation in TCI. This was revealed in this week’s post Cabinet press statement. The meeting, which was held on Wednesday (July 19), was chaired by acting Governor Anya Williams. The issue was brought to the fore by owners of the Regent Grand who recently voiced their concern about

the long running tax evasion practice of some villas, condos and private homes in the TCI. A call for greater regulatory practices was also made by the Chamber of Commerce and the Hotel and Tourism Association when they met for the first time with the new Government. Premier Sharlene Cartwright Robinson at a press conference in March said the Government had already sent legislation aimed at regulating the businesses to the Attorney General's Chambers for implementation over the next four years. “We want to do that from two standpoints and that is to make sure that we are not losing revenue and to make sure that the industry is regulated, but also in the issue of national security. “We want to know who is renting

where and given the recent unsettling environment as it relates to crime, we want to know where people are in this country. “It is important to know where tourists are in these stand-alone villas and heavily bushed, not well lit areas. “We want to be able to protect our product and protect tourists who continue to rent under the RBOs. “I don’t want to give the impression that all of them are illegal or unregulated but it is an industry that has to be managed and managed better.” In a recent press statement, both the TCHTA and the chamber, stated that private home owners are using platforms like Airbnb, Vacation Rentals by Owner (VRBO) and other online sites to secure bookings. This, they said is an emerging business which needs regulating as it can be a revenue source for the administration in the collection of taxes.

Conch Farm wins claims against Gov’t – But damages dramatically reduced BY DELANA ISLES THE RESULTS of a long running civil lawsuit by owners and operators of the Conch Farm - Trade Wind Industries (TWI) - against the Government have been revealed. The company won several of its claims and was awarded damages of $255,010, according to the Attorney General. But being far short of the original $100 million in damages sought, the Government has declared this as a win. On Wednesday (July 20) Attorney General Rhondalee BraithwaiteKnowles commented on the judgement, which was reached in October 2016 but was previously confidential. A recent agreement between the parties has now allowed publication of the decision. “TCIG is delighted to have been able to see off this massive damages claim and long-running litigation,” she said. “The claim - for nearly $200 million - would have been potentially catastrophic for the Government if TWI had been awarded anything like the sum they were claiming, and the fact that TWI has brought this enormous piece of litigation lasting years, alleging their business has been destroyed by the Government, and seeking these huge damages, but in the end has been awarded only $255,010 in damages, some interest and some limited costs is a very good result for the Government,” Braithwaite-Knowles stated. However, as reported by the Weekly News in 2013 and 2014 when the case was being heard, the company’s claim was for $100 million. In 2012, TWI had instituted action

against the Government and former Governor Ric Todd for breaches of leases, breach of the development agreement (dated May 28, 2010), malicious falsehoods, defamation and interference by unlawful means. In 2014, the company had offered to settle its $100 million claim against the Government, but not the former Governor. The company had proposed to terminate all legal costs and exposure to the TCIG if it would agree to honour the terms and conditions of the existing development agreement and amendments that the Conch Farm operators signed with the TCIG, former Governor Gordon Wetherell and the Crown in 2010 and 2011. In the Government press statement this week, headlined: “TCIG successfully defends $200m claim brought by TWI,” it stated the claims, first brought in the TCI Courts in 2012, and then in an international arbitration, were almost wholly dismissed with TWI winning just $255,010 in damages together with some interest and limited costs. TWI brought claims for (a) breach of its leases by permitting of the building of the Leeward Marina in 2007/8; (b) massive damage to its stock of conch and its farm caused by dredging in 2008/9; (c) massive damages for breach of a development agreement in 2012; (d) defamation by the Governor in 2012; and (e) expropriation of its assets. Altogether the damages claimed across all five claims totalled nearly $200 million, the release read. THE FIRST AWARD The First Award, dated October 13, 2016, is 280 pages long and followed many weeks of hearings earlier that year; a short summary of it has

more recently been prepared by the Tribunal. The First Award decided that permitting of the building of the Leeward Marina in 2006/7 including associated dredging was a breach of TWI’s then existing leases but TWI was entitled to only $250,000 damages for that breach; That TWI failed to prove that dredging caused any damage to its conch or farm. TWI’s business was loss making so it was entitled to no damages in respect of that claim; It further stated, according to the release, that although a development order issued by the interim administration in 2012 did not strictly comply with the terms of the development agreement and TWI were therefore entitled to a revised development order, TWI failed to prove it suffered any loss as a result, so it was awarded nominal damages of only $10. The judgement continued that although most of the defamation claims were dismissed, in one respect what was said by former

Governor Todd was defamatory; however, TWI were entitled to damages of only $5,000 taking into account the “sometimes dishonest and provocative way in which TWI’s senior personnel had dealt with TCIG and the Governor”. It ended that TWI did not have any assets expropriated and its claim in that respect was dismissed entirely. The release stated that the total damages awarded to TWI, $255,010, were paid by the Government to the company in late 2016 shortly after the first award was provided to the parties. The arbitration began in 2014 with three arbitrators - all senior lawyers in London - hearing the case. A second award dated April 10, 2017, deals with various supplementary matters including the finalisation of the terms of a development order for TWI. That development order has since been granted by the Government, the release stated. The second award also deals with

whether the company should be entitled to 31 declarations dealing with the Tribunal’s First Award. The Tribunal decided TWI was entitled only to one, namely that TWI is entitled to farm fin fish. It also speaks to legal costs of the arbitration process, in which the tribunal decided that the Government should pay TWI 20 percent of its legal costs. The decision for this as stated in the release was that although the company had won something “its financial recovery was extremely small compared to what it claimed, the rights it has vindicated may or may not be of any substantial value, and a large part of the costs were incurred on issues that TWI lost”. The award also stipulates that the company is entitled to interest on its damages of $135,986.30, which the Government states has since been paid. It is expected that a third award will be issued by the arbitration panel that deals with legal costs and other outstanding matters.

Collision claims the life of another young person BY DAISY HANDFIELD A YOUNG man was killed in a vehicle collision on Leeward Highway in Providenciales last Friday night (July 14). Devante Lewis, 18, was driving a Ford Mustang car when it collided with a Chevrolet Colorado truck in the vicinity of Central Square at about 1.05am. Lewis was fatally injured in the crash. Officers from the Royal Turks and Caicos Islands Police Force said that an investigation has since been launched to determine the circumstances of the incident. They are asking witnesses to contact investigators on 941-3327. Police also released a statement expressing heartfelt condolences to the Lewis’ family and friends. The life of 25-year-old Idette Pierre was lost in a vehicle collision on June 28 on Millennium Highway. The Grace Bay Club employee was driving a silver Honda Accord at about 8.45am when it collided with a flatbed truck.

IT IS comforting to those of us in the business of providing information to the public, who depend on reliable information to order their lives, to hear the Premier promise (again) that the Freedom of Information legislation is still high on her Government’s agenda. The Constitution calls for it; it is only a matter of passing it in the House. What is the problem? Any thoughts?

giving these tips and all of this information, trying to educate, but I am not sure if everyone is listening,” he said. “I do know that a large cross section of the public are listening. So, let us make a conscious effort to know what we are to do on the road.”

Perhaps it’s been consigned to the same waste bin containing the tips for service staff and whatever really happened on the hospital deal. Usually freedom of information is the last thing any politician or official wants, because in government there is always something to hide. It’s called protecting the establishment. Minutes are kept, not to reflect what actually happens, but to protect people. You have to understand the UK psyche on these matters, which influences government here. The Governor’s office personifies this. It was once perfectly put with verisimilitude by Lord Salisbury, the prime minister of the UK at the turn of the last century. “English policy is to float lazily downstream occasionally putting out a diplomatic boat hook to avoid collisions. “Politicians also hope you have short memories; rather like a drunk regretting his previous night's performance. “Don’t hold your breath on this one. And so, the ship of state floats on!”

One would think that the many secret self-dealings that TCI Government officials have been found to have engaged in, to the disadvantage of the electorate, would make this issue one of the cornerstones of the new government.

SIPT trial: Dickenson admits to being ‘stupid’ in $12.5m Belize Bank loan BY DELANA ISLES AMONG the many Belongers whom were allegedly used by cohorts of the Michael Misick administration was Edwin Dickerson, owner of Olympic Construction Company. Over the past few weeks, Dickerson has been testifying in the Special Investigation and Prosecution Team (SIPT) trial about a $12.5 million loan from Belize Bank. He had signed the loan as guarantor for the controversial Juniper Hole development. Dickenson, who is a witness for the Crown, testified to being used to secure the massive loan from

Belize Bank as he did not read the documents which locked him into the deal. Dickenson ultimately lost the conditional purchase lease for land he owned on Salt Cay that was used as guarantor for the loan, when his CPL was revoked for non-payment of the loan. His contention is that he did not know that he was being used as a guarantor for the loan because he did not read the six documents he signed. On Monday (July 17) when the trial resumed after its one week adjournment, one of Chal Misick’s lawyers Hew Evans grilled Dickenson about his part in the deal. The witness had signed the loan

Police say speeding is a major cause of accidents in TCI BY DAISY HANDFIELD SPEEDING is a leading cause of road accidents in the Turks and Caicos Islands, according to Director of Road Traffic, Sergeant Winston Diamond. Sergeant Diamond said that speed has been identified as a key risk factor in traffic injuries, increasing the risks of fatalities. “Speeding is one of the major causes of road accidents, road fatality, damages to property and injuries to person. “The laws are there to govern the amount of speed you can do in different parts of the island.” Diamond explained that the speed limit for the highway is 40 miles per hour; 20 miles per hour for residential zones and 10 miles per hour for school zones. He said: “That goes in conjunction with the distance a person should drive behind other persons.

“People are taking the island for granted because it is small and we have good roads. “Sometimes we notice that these accidents happen at nights because persons are telling themselves that other persons are not on the road.” The director said that alcohol and drug usage are also key elements contributing to serious accidents in the TCI. “People are just being careless; some of the young folks especially who are testing the vehicles. “The other problem we have is drugs and alcohol. Drugs and alcohol do not go along well with driving. “Sometimes when you are driving and under the influence, it impairs your vision and your thinking and people exceed the speed limit without even being conscience that they are exceeding the speed limit,” he said.

Evans put to the witness that at the time of the loan his client had told Dickenson that the bank would only seek to recover the land if the loan was not repaid. But an angry Dickenson strenuously denied this, maintaining throughout the questioning that he would not have been stupid enough to sign the documents knowing that he was being used as guarantor for a $12.5 million loan when he himself did not have that much money. Evans also accused the witness of changing his story and denying all knowledge of the deal only after the SIPT came along and complicated matters with their investigations. Dickenson again denied this, stating that he had told his attorneys at the time of the investigation that he was asked to sign documents but that he was not fully aware of what he was signing. When asked if it was his own stupidity that made him lose the land, even though he had copies of the documents he signed and as such had ample time to read them, Dickenson admitted that he was stupid to put his signature to documents he had not properly read. However, he stated that after receiving the loan documents, he had

a discussion with Floyd Hall about them, and raised his concerns. PARTNERSHIP Upon further questioning about an alleged agreement for him to serve as partner in the Juniper Hole development, Dickenson testified that he did not see any documentation to this effect nor did he have any such discussion with Hall about a partnership. Dickenson told the court that he was not the only person that was used in this manner for the same Juniper Hole deal - that Warren Madden (purchasinng agent) had relayed to him that he too had signed documents without reading them, only to find out later that he had been a guarantor for a $12.5 million loan. But Evans accused the witness of lying and for colluding with Madden to claim they were used so as not to have any liability for the loan. Others who were listed in initial court documents as potential witnesses being used in the Juniper Hole deal include Henry Harvey, Elliot Harvey, Clay Arthur, Dwight Hall, Charne Williams, Roynord Robinson and Veldon Robinson. They all claimed to investigators that they had no knowledge of land purchased in their names or companies with their names attached.

The Juniper Hole proposed development in Middle Caicos has been described as the largest land scam in the history of the Turks and Caicos Islands with a low sale price of $15 million, while only $7.5 million was paid to the government. A second payment due in February 2011 went unpaid because the Miami-based developer was forced into bankruptcy shortly after the purchase. The “secret” land in Middle Caicos was exposed by the Weekly News in April 2010, launching a massive probe by the Civil Recovery Team. A loan of $12.5 million was provided to the developer by the then Belize Bank - now British Caribbean Bank Limited, controlled in part through holding companies by Lord Michael Ashcroft. The area sold to developers in February 2008 was originally believed to be 1,250 acres in size, but it was later revealed and confirmed that it was the area actually encompassed a staggering 2,580 acres. Then PNP leader Clayton Greene had acted as legal counsel for the developers. Greene is also a defendant in the SIPT trial. The trial continues.

Gov’t is tackling unemployment, says Premier BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has said the high unemployment rate in the Turks and Caicos Islands is a serious issue that the Government is tackling. Her comments came in response to questions posed by a caller on a recent talk show interview on Radio Turks and Caicos (RTC). When asked what that Government is doing to ensure citizens are given a fair opportunity at securing gainful employment, the Premier said that the Government is trying its utmost to solve the issue holistically. “That’s what Government really wants, that our people are given preference,” she said. “Now when we reach to development agreements we do make a contractual statement that we expect Turks and Caicos Islanders to be hired, so it’s not something foreign to the Government. “And just for those who are speaking and saying that Turks and Caicos Islanders do not want to work; I’m telling you I have seen young people who have written me and said I don’t care what job it is, I just need a job, and I think there’s a new push to join the public service in terms of looking for job security. “The truth is there’s only so

many persons you can hire and it says to you that there’s a serious unemployment level.” She emphasised that the Government will not turn a blind eye to the plight of the people, but is working aggressively to address this important matter. “There are people who are desperate to work, so I’m going to make a push again for Honourable Astwood’s job readiness and unemployment drive that is coming up. “He postponed the date since it was clashing with CXC examinations, and we really wanted to make sure that high school students were involved.”

Government silent on sex trafficking report – Third year the TCI has been highlighted BY OLIVIA ROSE A US report has pinpointed the TCI for the third year running as a destination for sex trafficking. The Government has however, remained silent on the issue. According to the US State Department 2017 Trafficking in Persons (TIP) report, men, women, and children are subjected to sex trafficking and forced labour in the territory. It further highlighted “the absence of specific legislation criminalising trafficking as defined by the 2000 UN TIP protocol; the absence of victim identification, screening, and protection procedures; and limited awareness of human trafficking on the part of officials and the public continue to hinder anti-trafficking efforts”. It noted that a large population of migrants from Haiti, Dominican Republic and Jamaica are particularly vulnerable to sex trafficking and forced labour, with stateless children and adolescents especially at risk.

The report said: “Local stakeholders, including law enforcement officials, have reported specific knowledge of sex trafficking occurring in bars and brothels and noted trafficking-related complicity by some local government officials was a problem.” In December 2015, the Royal Turks and Caicos Police Force received the green light to be more proactive in tackling human trafficking. The Trafficking in Person’s Prevention Bill 2015 was then passed in the House of Assembly on January 27. The bill will see penalties of unlimited fines being imposed or a term of imprisonment for a maximum of ten years being levied against those found guilty of offences under the bill. Former Minister of Border Control and Labour, Ricardo Don Hue Gardiner said that the bill will clamp down on prostitution and trafficking. He explained that it included CONTINUED 

She urged those unemployed to listen out for the announcement of the new date. “Even until then register with Labour and we have to make sure that we begin to match people with jobs. “I believe that there are enough jobs for Turks and Caicos Islanders and we must make sure that we position our people for them,” the Premier said. The first ever national career recruitment drive will focus on getting young people into jobs. The initiative, which is one of the

top five priorities of the Ministry of Border Control and Employment, was brought up again by subject minister and Deputy Premier Sean Astwood during a recent Government press briefing. He said: “We had promised to immediately conduct a nationwide unemployment drive, and to fulfil this promise which is part of our 100-day commitment. “I am happy to report to this country and to the people of the Turks and Caicos that the National Career Recruitment Expo, first annual, will take place early in the month of May.” Astwood was quick to point out that the event would be far different from previous job fairs. “We are including an elements of job readiness workshop to make sure that persons come in early, sign up and get trained. “This puts them in a better position to land a job once an interview is secured for them.” The minister said that this aspect of the exercise is very important, as the Government is aware that a number of people seeking jobs show up to interviews unprepared.

He further explained that about six days after the workshop, the job fair element of the national career expo will take place. “We have already begun to partner with business groups like the Hotel and Tourism Association. “We are engaging the Chamber of Commerce as well and we have already begun talking with individual companies about partnering with the Government in the Employment Services Department to be a part of that project.” The Deputy Premier also revealed that students from the TCI Community College will be part of the project as well as high school students who are graduating in June this year. He was also happy to report that every company his ministry has approached to be a part of the project has been enthusiastic about participating. The programme is also expected to be held throughout all the islands of the Turks and Caicos Islands.

Where is the quality in public school education? Dear Editor, When will this country stop using the CXC examinations as the standard against which its students’ performances should be measured? If we expect our young people to ever be able to compete on the world stage, why do we continue to teach them to small pond standards? How can so much credit be taken by local educators for improvement in CXC examination results, when it is common knowledge that those results are so blatantly manipulated by the advance selection of which students will be allowed to sit the examinations? While there will probably always be a few students at the bottom of any class who are unlikely to do well in such examinations, if the large majority of any class cannot be expected to have a reasonable chance at challenging them, what does this say about the quality of instruction that these students are receiving? Let’s also realise that coming just short of success on an examination is often a good thing for a student, because it gives them practice in dealing with a high-pressure

situation, highlights for them where the deficiencies in their knowledge are, and makes them realise that ours is not a world where success should be expected first time, every time! And what percentage of our CXC ‘successes’ have occurred only because there are now three levels of passing these examinations – one of which can be considered just barely? How is a student expected to respond when he/she realises that their success on this exam has still left them totally unprepared to enter the university or working worlds with any real chance of success? When will the teachers and/or curriculum in this country begin to educate our students in even the most basic of skills that are now so sadly lacking, and that contribute to making their poor level of education so very apparent? Examples of these glaring deficiencies include no concept of how to deal with countable nouns (how much people in the group?), the inability to deal with the past tense (I purchase it yesterday), and a lack of understanding of the possessive case

It is a very competitive world we live in, and if our young people are going to have their fair chance at success, we owe them at least the benefit of not being perceived as uneducated bumpkins as soon as they open their mouths. And please don’t even think about the old excuse that this is just ‘local colour,’ because all that does is bring back memories of the ill-fated experiment with Ebonics - an attempt to develop a version of English that the AfricanAmerican population would be more comfortable with, only to realise that it was absolutely useless to anyone ever expecting to move out of that restricted community. So how does this country’s Curriculum Development Officer respond to these challenges, and when will the ministers of education stop handing out plaudits to teachers and administrators who simply are not getting the job done? Trade Wind Industries threatens new lawsuit if Leeward dredging resumes – As settlement in years long lawsuit finally reached BY DELANA ISLES THE SKIRMISH between the Government and Trade Wind Industries (TWI) may not be settled as the company has threatened to sue the Government if it allows further dredging. The Weekly News reached out to managing director of TWI, Richard Burke, for comment on the recent settlement which has now been revealed due to the non-disclosure agreement being lifted. The Government in a press statement on the award, claimed victory at being ordered to pay the litigants only a small portion of their final $100 million damages claim. When the civil lawsuit was first entered in 2012 the claim for damages was $50 million. The decision was reached by an arbitration panel of three esteemed United Kingdom jurists in October 2016 and has so far awarded TWI $255,010 in damages, 20 percent of its legal costs and interests on its

The denials come on the heels of an article published in the July 15 to 21 issue of the Weekly News. It followed a social media report in which it is alleged that the officer is under investigation for fraudulent activities within the department. This publication would like to offer apologies to that officer – who was not named in the article – for the publication of claims that they were allegedly being questioned by the commission. As stated in the article, when contacted before press time on Thursday (July 13) for a comment on the status of an investigation being conducted by his office, Director of Integrity Commission, Eugene Otuonye QC explicitly told this publication: “I have no comment on that, but we will issue a press release on that very soon.” However, that press release was not released until Tuesday (July 18) through the Government press office

The education challenge in the Caribbean EDUCATION is an ongoing process of development, through equipping its clients with the knowledge and competencies required by society to keep it competitive and culturally aware. When you talk with Caribbean educators you would get an idea of the challenges the region faces, although some would give the impression their system is fine. This is because of a system of winners and losers, with the former being praised for the number of subjects passed, while the latter are seen as failures. An example of the challenges faced by Caribbean education is seen where in one territory, as reported by one of its papers, 15 percent of students scored less than 30 percent in the secondary entrance assessment exam. In another country, according to an educator, only 46 percent of 166 high schools managed to achieve 50 percent or more of their entire Caribbean Education Certificate cohort, passing more than five subjects including English and mathematics. In yet another territory, a Caribbean writer states that about 60 percent of secondary school students fail to achieve grades one or two CSEC passes. At another level, a report in Caribbean News Now, quoting a new report by the American Community Survey, states that West Indian ancestry groups lagged behind other groups in educational achievement. And in another Caribbean country, the high school leaving exam performance sees a high failure rate in maths and English of over 50 percent in each subject.

Why is this the case in the Caribbean in this era which places so much emphasis on education? And why are we still producing winners and losers, which divide society into social classes? The point is, we talk about educational objectives, without a proper analysis of the context of education, and its shifting requirements. We also narrowly think of education as subject areas, when we should be explaining how the content relates to actual conditions in which education takes place. Many educators dictate rather than present issues requiring deep thought and critical thinking. But many of them are not trained satisfactorily in these areas themselves. So, the deficits are passed on to students. And it is only in rare moments students are asked their opinion on the issues or the content presented. I remember a case where a student pursuing a degree in mathematics stated that it was too theoretical and had nothing to do with the high school curriculum. There are teachers who also pursue studies with an insufficient subject base. They cannot inspire their students to pursue areas they might be

interested in, since familiarity with the subject matter is limited. Even though we have the internet, many educators do not read journals in their subject areas so new ideas and information are lacking. The problem of even training teachers is shown where one text still in use in educational psychology was used by institutions preparing teachers since the 1960s. Caribbean educators therefore need to ensure they have a subject base in their area of study, use their own teaching strategies based on the problems they come across in the classroom, challenge students to see different perspectives, ensure more project work is given and students are exposed to more case studies dealing with real issues. Teachers should also keep current with their subject areas, have discussions among themselves about new developments and encourage and inspire students to want to achieve, reward all of them and most importantly we need to abolish the entrance exam to high schools and replace it with a free flow, providing equal opportunity for all.

Another area of hypocrisy is the changing of the Crown Land Policy, which is of no consequence to the preservation, conservation or reservation of Crown land. The same lands are still available in the same locations and in declining acreages. The only changes are that, they are now managed by foreigners, issued to foreigners and unattractive to indigenous Turks and Caicos Islanders. We have become spectators to development of and in our land and country. What is clear, is that land for future generations of indigenous Turks and Caicos Islanders is not a factor, land as an empowerment instrument for indigenous Turks and Caicos Islanders is not a factor and development of land is good, only if it’s done by anyone other than an indigenous Turks and Caicos Islander. The only changes needed for the previous Crown Land Policy was for it to be operated concurrently with a development plan and better institutional arrangements - proper management, transparency and free from corruption. Who knows our environment better than us? We were the ones that remained during the exhaustion of the soils after cotton; and the destruction and decline after salt. Our forefathers learned, adapted and survived these evolutionary changes. Today, their heritage landscape is what we now call pristine and are promoting for economic development. Again, who knows our environment better than us? My fellow natives, we must not fall into destructive personal or

political arguments. They love it when we are fighting with each other on Facebook, in the newspapers and elsewhere. Their worse possible scenario is unity amongst us including the political parties towards common goals. Let us fight for our country and a prosperous future. Let us congregate, consult, communicate and develop our plan for our way forward. Who else knows best? The way forward is for the present institutional arrangement to be reviewed and revised to allow for greater control of the civil service by our elected representatives as previously existed. Provide them with the best qualified advice, but allow them to do whatever they decide in a democratic way to ensure the development of our country. We must ensure that measures of transparency, good integrity, good governance and accountability are in place, whilst at the same time ensuring that the indigenous people are the primary beneficiaries of growth and development, employment opportunities, and shapers of their society and destiny. Take a good look at the world, Britain no longer wants to be part of the European Community; the United States is looking inwards; pacts and treaties are being dismantled; and it appears that globalization is slowly dying. Nations are concerned about their own people and livelihoods, erosion of their culture and resources, and their future generations. Why aren’t we?! Failure to delegate Dear Editor, Delegation is the assignment of any responsibility or authority from a manager to a subordinate to carry out specific activities and is considered to be a basic tool in the effective and productive management of time, people and resources. It is also one of the core concepts of management leadership. No one person can do it all and most organisational leaders have their plates full - too full. Delegation is basically a way for leaders to distribute the authority to operate and make decisions to all levels of the organisation from the top to the bottom so that decisions and actions do not become ‘log jammed’ behind a single decision making person or leader. It is my personal observation and opinion after many conversations over the past six months with ministers of parliament, locals and developers alike, that these concepts of delegation and assignment of responsibility have eluded the Honourable Premier Sharlene Cartwright Robinson and that actual decisions on a plethora of issues in the Turks and Caicos Islands are, and have in-fact been log jammed behind the Premier as the only authority and decision maker in the PDM Government. The elected PDM ministers appear stacked in a pyramid supporting our Premier who makes the decisions from the very top, when she has time. And don’t expect any ministers to personally share that same opinion with the Premier. Nobody wants to

be the featured underdog in the next Josephine Connelly-like beat down. Developers with no access to land-locked real estate and in need of government assistance find the local minister receptive and supportive, but silence sets in waiting for a response from the single authority. Neighbourhoods desperately needing traffic mitigation or road repairs find their local ministers receptive and supportive, but silence sets in waiting for a response from the single authority. Hotel operators and local businessmen who offer ideas and concerns about crime find the local ministers to be receptive and supportive, but silence sets in waiting for a response from the single authority. An unconscionable number of invested developers in the Turks and Caicos Islands have approached numerous ministers with a variety of problems and issues and those invested developers also find the local minister to be receptive and supportive, but silence sets in waiting for a response from the single authority. We need to encourage the Honourable Premier to realise that the time has come for her to acknowledge her limitations and recognise that by developing and engaging in effective delegation and assignment of responsibility techniques she can increase the PDM’s productivity exponentially for the benefit of all Turks and Caicos Islanders. The art of the deal (12 storey edition) Dear Editor, When most people think of the phrase ‘The art of the deal’ - their minds quickly turn to the book authored by now United States president Donald Trump, with Tony Schwartz. The book is said to be a commonsense guide to personal finance and was a best seller in the US. However, the deal I would like to know the art of is: why after two years and millions of dollars spent in legal fees across the board - would the 12 storey appeal be withdrawn from the Privy Council by the Tuscany and Venetian Strata Corporations. The council, as you may know, is the highest court in the Turks and Caicos Islands. Many inquiring minds would like to know - myself including. Nevertheless, before we get to that question, afford me the opportunity to set the stage. Many didn’t quite understand why said Strata Corporations were challenging the building of a 12 storey project, that being - the Ritz Carlton, which is a little over a mile away. To give you some perspective, here are some hotels/resorts between the Ritz Carlton project site and the aforementioned resorts: Ocean Club, Club Mediterranean, Royal West Indies, Caribbean Paradise Inn, The Grace Bay Club, The Oasis at Grace

Bay Hotel and Lofts, Villa Del Mar, Ocean Club West, The Pinnacle on Grace Bay, Ports of Call Resort and Seven Stars Resort. That’s 11 different properties in closer proximity to the Ritz Carlton site than the group that sued. It could not be said that The Ritz Carlton would undermine their property value. Nor would it change the makeup of the Grace Bay beach strip, as it was too far away. Moreover, the often discussed ‘shadow’ would not disturb their guests’ sun bathing, as the distance was too great to cause an impact. So again, why the original lawsuit? Let’s dig a little deeper. It is reasonable to think that most business people or investors purely operate from a paradigm of selfinterest and profit above all else. Principally, this being the heart of capitalism and we ascribe to a capitalistic doctrine here in the Turks and Caicos Islands. In addition to the Ritz Carlton’s 12 storey project, I am reliably informed that there are/were at least two other 12 storey projects in the pipeline. However, those projects were awaiting the outcome of this court case. One of the projects was to be erected on a vacant site adjacent to one of the resorts named in the

lawsuit. Consequently, this case was never about the Ritz specifically. This case was about ‘building height’ threshold. If The Ritz Carlton got the goahead, so too would the property next door. This, of course, would have been unfortunate in the complainants’ view. Many have speculated that the appeal was withdrawn for political reasons. However, the PDM is on record in their support of the low density high end resort model. A model which they take credit for pioneering. So again, if a change in government for lack of inward investment was the desired outcome for the developers, why withdraw the appeal, if you don’t want 12 storeys in your neighbourhood? Oh, and stating “it’s confidential” - is not a good enough excuse. As we all know, with any secret, the truth will come out in the end. Just a cautionary tale, historically, US presidents always state that they don’t negotiate with terrorists, and surely - the TCI worker has been terrorised over these last two years by this unfortunate saga in the way of repressed job and career opportunities with a chance for selfempowerment in a beloved Turks and Caicos Islands. Shangri-La or Port-Au-Prince? ‘LOST Horizon’ is the name of a novel made into a famous Hollywood movie in 1937. The story tells about a small isolated community hidden away in the mountains of Tibet. Shangri-La is peaceful, stress free and has full employment. Everyone is happy with their lot in life. All is based on one simple rule - be kind. The mountains surrounding Shangri-La are full of gold. This gold is used to import all the cultural treasures of the outside world. Otherwise no one has a use for the precious metal. The Turks and Caicos Islands had been viewed by many to become something close to a potential Shangri-La. I am one of them.

We were on that path as the millennium dawned and we entered the 21st century. Now it seems Shangri-La is out of reach. Politics has ruined the progress. Politics based on greed and a thirst for power. Now we are once more side tracked from our move to creating something akin to Shangri-La.

We are being attacked by the nation of Haiti. Not by Haitians but by greed. Greedy Haitians are bringing their countrymen, at great risk to Provo, for money. Greedy Turks and Caicos Islanders are doing the same. Trafficking in humans. In the last election Harold Charles told anyone that would listen that

Haitians would control the election. How could that work? Do Haitians who have obtained TCI citizenship own one percent or more of the vote? Haitians who have been assimilated think like the average Turks and Caicos Islander. We have a number of Haitian friends who we respect and value as close friends. They are fine folks, but Haiti as a country has failed. They cannot elect a government. They did best under a dictatorship! While the Haitians had no problem in taking their country from France’s soldiers back in the days of Napoleon, they no sooner got their freedom then they agreed to pay France reparations. How does that work? Anyone who has visited Martinique or St

Barts will be impressed with the way France has invested in their French Caribbean Islands in modern times. Haiti should have stayed French. Now illegal Haitians invade Provo trying to improve their lot in life. Is the little Turks and Caicos Islands responsible for the problems of Haiti? Are legal Haitians willing to risk their legal status for illegal Haitian immigrants? Tough but fair policies need to be applied. Haitians who are needed and who have run the gauntlet of the work permit process should stay and the illegals need to go home before Provo becomes a second PortAu-Prince.

Cabinet approves loan for coastal protection study BY OLIVIA ROSE A TECHNICAL assistance loan of $441,000 was approved by Cabinet this week to begin the feasibility study for coastal protection on the islands of Grand Turk, Salt Cay and Providenciales. According to a post Cabinet statement issued on Thursday (July 20) acting Governor Anya Williams, who chaired the meeting, approved the loan from the Caribbean Development Bank (CDB) and a grant of $50,000 from the European Investment Bank. The $50,000 grant complements the CDB’s loan for consultancy services to conduct the feasibility study and prepare designs for climate resilient coastal protection. The loan agreement with the CDB will be forwarded to the House of Assembly for approval, according to the statement. The feasibility study and designs will include a shoreline management plan to protect the Islands’ coastlines using climateresilient approaches. The project is expected to

receive counterpart funding of $289,000 from TCI Government. The provision of the loans and grant came directly on the heels of the CDB’s recently concluded 47th annual flagship event held in the Turks and Caicos Islands in May. Chief of economic infrastructure

division of the CDB, O’Reilly Lewis, underscored the importance of coastal defence to the TCI’s tourism industry. He said: “Tourism is the main pillar of TCI’s economy, with its coastal and marine resources as the basis of the sector.

“The loss of critical beach assets due to coastal erosion, as well as the other anticipated changes resulting from climate change, would potentially have significant negative implications for settlements, tourism sites and livelihoods resulting from the reduction in coastal and marine

economic activity.” Lewis pointed out that the feasibility study and designs derived from the technical assistance project will provide the TCI Government with viable designs for climate-resilient infrastructure solutions. These will safeguard social and economic development, economic growth and livelihood security. The shoreline management plan will strengthen TCI’s capacity to sustainably monitor and manage the country’s beaches and related coastal assets. It will also assist the Government with the development of a more comprehensive integrated coastal zone management plan. The intervention is consistent with the bank’s strategic objective of supporting inclusive growth and sustainable development within its borrowing member countries. It also aligns with CDB’s corporate priorities of promoting disaster risk management and climate change mitigation and adaptation; and improved protection and sustainable management of natural resources.

DESPITE challenges, the country’s main economic engine - the tourism sector - continues to perform above expectations. That is according to Tourism Minister Ralph Higgs who said that while the zika virus is a factor in tourist arrivals it has not affected the performance of the destination. Speaking at recent Government press conference Higgs said: “Brand Turks and Caicos remains one of the most sought after brands in the region and that is evident by the performance of the destination in the first quarter. “And I suspect that once we get the first half of the 2017 report it will confirm that Turks and Caicos remains one of the most sought after destinations. Revenue collection from the sector would also support that statement.” Higgs noted that while there are no new hotel developments, private villas right across the length and breadth of the TCI have performed extremely well. Last year a major travel alert was issued for the Turks and Caicos Islands and other countries, following an outbreak of the zika virus.

Tourists were warned to take precautionary measures when travelling to the Islands. Minister Higgs pointed out that his ministry, in collaboration with the Ministry of Health, has been working to convey to the international community that the TCI is zika free. He said: “We are going to craft the perfect message which we will send out into the market place to reassure them that Turks and Caicos Islands is zika free and in fact the entire region has not been under the leading edge of concerns for the zika virus.” FASTEST GROWING TOURIST DESTINATION The Turks and Caicos Islands was dubbed “the fastest growing tourist destination” in the Caribbean in February this year. This is according to the latest statistical report published by the Caribbean Tourism Organisation (CTO). According to the CTO, despite political uncertainties, security concerns and economic challenges in the territory’s major source markets, stopovers to the destination grew by a robust 17.5 percent in 2016 totalling 453,612 arrivals when compared to

385,531 arrivals in 2015. The CTO pointed out that the TCI welcomed and hosted some 1,300,575 tourists to its shores in 2016. It noted that while the majority of arrivals are cruise-based, 2016 marked an impressive, fifth consecutive year of growth in stopover arrivals. Further assessment of the 1.3 million arrivals in 2016 shows 453,612 visitors were stopovers and 846,963 arrivals came via cruise.

The Turks and Caicos Islands Tourist Board underscored that 2016 marked a record setting year for the destination; which saw for the first time some 400,000 stopover arrivals through the TCI’s international airports and fixed based operations. The release stated: “For a consecutive year, the destination recorded growth in each month of the year and within the overwhelming majority of its major source markets. “The growth rate ranged from a 27.4 percent increase in stopover

arrivals recorded in September to a 7.5 percent increase in December of 2016.” According to the recently released State of The Industry Report 2016 from the CTO, tourist arrivals among the destinations showed uneven growth. Of the 28 Caribbean destinations reporting data for varying periods between January and December, the Turks and Caicos Islands’ 17.5 percent increase in stopover arrivals lead the region.

Rita Gardiner receives Commonwealth Games Award of Merit BY OLIVIA ROSE RITA Gardiner is now in the history books as the first woman to be honoured with a Commonwealth Games Award of Merit medal for her outstanding service to sports and community development. The Ministry of Education, Youth, Sports and Library Services on Wednesday (July 19) congratulated Gardiner on achieving the award. According to a Government press release, the Commonwealth Games Federation awards membership of the Order of Merit is for

distinguished services rendered to the Commonwealth Games movement, including the games themselves, to the federation and to a Commonwealth Games Association. The honour is awarded on the recommendation of the executive board at the general assembly. The recipients of this special award are people whose voluntary contribution and achievements have significantly impacted on society and its work, or represent the society in an exemplary way, in particular in the fields of sport and youth. A perusal of its website after the statement was sent to this publication the following week, reflects the statement as having been posted to the website on July 14. The AG’s release continued: “The Government’s funds, including that, which have been appropriated to the Land Registry, are managed and paid through

strict financial management and procurement procedures, and audited at the end of each Financial Year. “There has been no finding to implicate Ms Anderson of any wrongdoing since she commenced her service with TCIG. “All persons are reminded of the serious legal consequences of causing damage to the professional reputation of public officers who are merely seeking to carry out their functions in accordance with the high professional standards of the public service. “Public officers are reminded of Circular No 2 on Social Media issued by the Deputy Governor in June 2017 and in particular, that under penalty of law, officers are reminded to uphold and maintain the highest ethical and processional standards and to not – ‘indulge in activities that would bring himself or herself or the public service into disrepute, and at all times shall discharge his or her duties and generally conduct himself or herself with integrity, impartiality and honesty.’” According to the Attorney General Chambers, the matter has now been referred to the police.

INDIVIDUALS with A positive or O positive blood are urged to visit the Blood Bank at the Cheshire Hall Medical Centre in Providenciales or Cockburn Medical Centre in Grand Turk to donate blood. Throughout this month the Department of Health has been sending out text messages appealing to the public. Medical technologist at the public health lab, Ricardo Missick, explained that blood stocks are down and the facilities need blood. Missick added that although the Blood Bank frequently has many donors, there is only a small amount of blood that they are able to use, for a number of reasons. He encouraged everyone who is 17 or older and in good health, to go down to the hospital from Monday to Friday between the hours of 8am and 4.30pm and state that they are interested in donating blood. If it is a large group that is interested in donating blood, the blood bank will facilitate those people on a weekend. The Blood Bank and the blood supplying system have been divided into two major activity centres. One is the inventory and the supply chain side, which falls under the administrative control of the

Ministry of Health. The Ministry of Health is responsible for contacting donors and bringing them in to donate blood. Then, there is the transfusion service which is under the laboratory at InterHealth Canada. The donors go and they donate a unit of blood which receives initial testing, then it goes to the main hospital lab where the testing is repeated. If the physician deems that the patient needs a blood transfusion they then complete the testing and carry out the transfusion at the laboratory.

TCI’s beaches are a visitor highlight BEAUTIFUL beaches and ease of travel access account the main reasons tourists choose to visit TCI, according to a recent survey. The Tourist Board and the TCIG Department of Statistics conducted the visitor’s survey in March. Many tourists expressed dissatisfaction with souvenir shopping, taxi and rental car services and the lack of nightlife, however. The survey also found that 33 percent of tourists use recommendations from family and friends as their main source for information on the TCI. The percentage of tourists who relied solely on the internet for travel info was 27.6 per cent. A Government press release said the data serves as a resource for key players in the tourism industry to develop marketing strategies, revise services and remain competitive. The Department of Statistics expressed gratitude to the airport authority and the students of the TCI Community College who assisted with the survey. The next survey will be conducted in August.

Young girls empowered during Hartling Group workshop BY DAISY HANDFIELD SEVERAL young girls from the Edward C Gartland Youth Centre participated in an empowerment workshop held at The Palms resort in Providenciales on Monday (July 17). The initiative was a collaborative effort between the Hartling Group and the youth centre and was held under the theme ‘Hartling girls empowered’. Karen Whitt, vice president of sales and marketing for the Hartling Group, explained that the event was a female focused day of fun and festivities. Different female leaders in roles such as human resources, housekeeping, events planning and other departments within the Hartling Group worked with the young ladies to help them discover some of their potential. Whitt said she chose those ladies to speak to the girls because they demonstrated great leadership skills. “They [the mentors] play very important roles in our organisation in a variety of departments. “What we wanted to do is provide a good cross section of leadership roles for the group, so that they can have an opportunity to engage and to learn from everybody,” she said. The group took part in arts and crafts and also in interpersonal communication, where the youngsters were able to ask questions. The mentors also shared some of their experiences and spoke on some of the paths that they took to get to where they were today, some of the obstacles they faced and some

of the great opportunities that they received. Whitt said: “We are saying that some of these ladies have amazing girl super powers and today we are

Fluoride is a naturally occurring mineral found in many foods and in water in varying amounts (dependent upon where you live). HOW DOES FLUORIDE PROTECT TEETH? Fluoride helps fight tooth decay in two ways: Systemically (through the body) by changing the structure of developing enamel, making it more resistant to acid attack. These structural changes occur when the adult teeth are forming in the gum which is from birth up to the age of around seven years. Topically (in the mouth) by helping to repair enamel where acid attack has already started, so reversing early decay, and by

CONCERNS ABOUT THE SAFETY OF FLUORIDE There have been some concerns that fluoride can be linked to a variety of health conditions including bone cancer and kidney disease. However, extensive research has found no evidence to support these concerns and scientists agree that the correct amount of fluoride has a significant benefit to oral health whilst causing no harm to overall health. There is a condition called fluorosis that can occur when developing teeth are exposed to too much fluoride. Mild fluorosis is not a serious condition but is irreversible. It is characterised by very fine pearly white lines or flecking on the surface of the teeth. FLUORIDE IN DRINKING WATER In some countries fluoride is added to the tap (drinking water). This is a government and/or local health

authority decision that occurs in parts of Canada and USA, and areas of Europe including parts of UK. Fluoride is not contained in city water on Provo or in any of the locally produced bottled water. Determining the sex of a papaya tree QUESTION: How early in the life of a papaya tree can you tell if it is a female or hermaphrodite that will produce fruit? I have several plants started from seeds. My real dilemma is that, once I grow a plant, I can’t bring myself to discard or destroy it! At this rate, pretty soon, I’ll be overrun with papaya trees! Answer: I know your dilemma as I have grown papayas from seed before myself. Until the seedlings start to bloom after germination I know of no way to tell them apart. You can easily grow your own papaya (Carica papaya) fruit in the Turks and Caicos Islands. But for your papaya tree to bear fruit, you need to know whether you have a male or female tree. It takes just a glance to identify

the types of flowers on a papaya tree in bloom. MALE FLOWERS Papaya trees with only male flowers are considered male and will not produce fruit. You can identify male flowers by their shape, color and location. Male flowers will look like elongated bells on trumpets. Each male flower will have 10 filaments supporting anthers. These look like long threads topped with fuzzy anthers. You will find the male flowers hanging down from stalks. According to the California Rare Fruit Growers, extremely hot weather during the summer can cause a tree with only male flowers to produce perfect flowers or male flowers that appear short and stocky, like female flowers.

FLUORIDE AND CHILDREN You should commence gently brushing your child’s teeth with a fluoride toothpaste as soon as the teeth are fully though the gum. This is proven to be more effective at preventing cavities than brushing with water alone or a non-fluoride toothpaste. Children’s toothpastes are available that contain less fluoride than adult toothpastes and often have

Adhere to the following guidelines: Children up to three years of age should use a toothpaste with a fluoride level of at least 1,000 ppm (parts per million). After three years, the child should use toothpaste with a fluoride level of 1350-1,500ppm. After the age of around seven years an adult toothpaste is suitable to use. The amount of toothpaste that your child uses is important. Up to the age of three years, a smear (approximately the size of a grain of rice) is sufficient. Between three and six years a pea-sized amount is recommended. Children should be supervised when brushing their teeth and encouraged to spit out the toothpaste after brushing. For children growing up in TCI and drinking bottled water I generally recommend a fluoride supplement up to the age of around seven years. Ask your dentist for advice when you take your child for their regular dental check-up.

FEMALE FLOWERS Papaya trees with only female flowers are female trees. Female flowers produce papaya fruit after they are pollinated. Female flowers may be white or yellow. They are large in size but short. The ovary should be visible at the base of the flower, giving the flower a stocky appearance. The stamens are very apparent in the middle of the flower, but there are no filaments or anthers. TREES WITH BOTH MALE AND FEMALE FLOWERS Some papaya trees have both male and female flowers. These do not require a second tree for pollination, because the male flowers on the tree can pollinate the female flowers on the same tree. The likelihood that your papaya

tree will have both male and female flowers on it depends on the variety. For instance, ‘solo’ papaya has a 66 percent chance of producing both male and female flowers. PERFECT FLOWERS Perfect flowers are found on bisexual or hermaphroditic papaya trees.

These flowers contain both male and female parts on the same flower. They have a wide, stocky base and are found growing directly from the bases of the leaves, like female flowers, but they produce stamen like male flowers. Trees with these types of flowers do not require a second tree for pollination.

Students participate in Junior Chef Competition

Junior chefs compete for top title BY DAISY HANDFIELD TWELVE students competed in the Junior Chefs Competition held on Friday, July 14, at a villa in South Dock, Providenciales. During the competition, the students were divided into three groups and competed against each other. The initiative was started by the Turks and Caicos Hotel and Tourism Association (TCHTA) to give young aspiring chefs the opportunity to

polish their culinary skills. Executive director of the TCHTA, Stacy Cox, explained that the competition exposed children to the culinary arts. She said: “Not everyone that you see here today is interested in culinary; it peeked a lot of their interests and now you have a few of them saying that they want to pursue it as a career. “So, it is important for the industry in building a young culinary

team, it is important to the children for exposure and it is just enhances all that we have to offer here in Turks and Caicos Islands.” One of the winners, Rodiesha Johnson said that she was elated, but also a bit surprised about the win. “I was quite surprised actually because it was a tight competition. “At the beginning of the day I told them [teammates] that it does not matter whether we come first, second or third.

She said: “We sautéed our chicken for the appetiser and for the entrée we had to season our meat, devein it and we it sautéed it. “I love cooking because you can

express yourself and you get to eat your result.” One of the parents, Sanfra Foster said that this was a wonderful programme and she believes that the community should applaud programmes such as this one. “Such an exciting week and so much creativity and design and thinking. I mean it was just so much strategizing that came out in this week that it was unbelievable… This is a wonderful opportunity,” she said.

New premier Burt pledges to govern all Bermuda DAVID Burt has been sworn in as Premier of Bermuda, pledging to work his hardest for “every single Bermudian in this country”. He was sworn in at Government House on Wednesday afternoon. A healthy crowd of family members and party colleagues attended the event. Mr Burt delivered a unifying message in his first speech to Bermuda as premier. “Our aim is simple: to be a government for all of Bermuda, whether it be the haves or have-nots, whether it is Front Street or North Village,” he said. On Tuesday, the Progressive Labour Party won a resounding General Election victory over the One Bermuda Alliance, by 24 seats to 12, with Mr Burt defeating Nick Kempe in Pembroke West Central by 639 votes to 326. Mr Burt, a 38-year-old father of two, becomes Bermuda’s youngest ever premier. He thanked his family, and became visibly emotional as he mentioned the recent death of his brother-in-law. “It is without question so gratifying to see so many of you here today to support me as I represent you on this occasion,” he said.

The former premier said that he remains “totally committed to helping the party and whomever it chooses to be the next leader and deputy leader”.

Bahamas: Man found guilty of raping children A FREEPORT man was found guilty on Tuesday in the Supreme Court of the rape and indecent assault of three underage girls – ages eight, seven and six. The jury reached the verdicts around 2.30pm after two hours of deliberation following a lengthy two-hour summation of the case by Justice Estelle Gray Evans. The jurors found 34-year-old Anthony Smith guilty on all three counts. Smith was charged with two counts of unlawful sexual intercourse involving two minors—ages eight and seven-years-old— between January 1 and February 29, 2016. He was also charged with the indecent assault of a six-year-old girl between January 1 and February 29, 2016. Carlson Shurland represented Smith. Erica Kemp of the Office of the Attorney General prosecuted on behalf of the Crown. Smith denied the charges against him. Before the case was turned over to the jury for deliberation, Justice Evans told the panel Smith was presumed innocent and the

prosecution must prove beyond a reasonable doubt that he committed the offences. “Anthony Smith has nothing to prove. She advised the jurors that they must consider each of the counts separately. “If in fact, you find Smith guilty

of one count, it does not mean you have to find him guilty on the other counts,” she explained. Justice Evans told jurors that a unanimous verdict was not mandatory in the case, but that they must return a verdict where at least six must agree. She said a true verdict is 9-0 guilty or not guilty; 8-1 guilty or not guilty; 7-2 guilty or not guilty, and 6-3 guilty or not guilty.

FORMER Premier Michael Dunkley has resigned as the leader of the One Bermuda Alliance, saying he “felt it was the right thing to do given the election result,” adding that he “remains totally committed to helping the party.” This follows after the Progressive Labour Party’s major victory in the General Election, where they won 24 seats to the OBA’s 12, and 20,059 votes [58.89%], compared to the OBA’s 13,832 votes [40.61%]. In addition to winning 24 seats, the PLP increased their winning percentage of the vote in multiple seats, and recorded fairly large margins of victory in many of the seats they won from the OBA. Mr Dunkley retained his seat, and is one of 12 remaining OBA MPs in the 36 seat House of Assembly, with the other eleven including Sylvan Richards, Cole Simons, Trevor Moniz, Craig Cannonier, Jeanne

I am heartened that the people of Smith’s North expressed confidence in me by re-electing me as their Member of Parliament. I will continue to serve them with my heart and soul. “With that said, I want to inform you that I resigned as Leader of the One Bermuda Alliance early this morning in a communication to Party Chairman Lynne Woolridge.

Former Cayman Islands premier arrested in Florida CAYMAN Islands Speaker of the House McKeeva Bush was arrested Monday at a South Florida casino, two Florida law enforcement agencies confirmed Wednesday. According to publicly available records in the U.S., Mr. Bush, 62, was arrested by Seminole Police late Monday night. Allegations against him were stated as one count of “touch or strike/battery,” and records indicated that a cash bond of US$1,000 had been granted. The arrest on a misdemeanor offense was made public on Wednesday, according to Broward County court records. The Broward County Sheriff’s Department confirmed that the arrest occurred at a casino in Coconut Creek, Florida, which is just north of Fort Lauderdale. “He was arrested at the casino,” said sheriff’s office spokesperson Jonathan Fishman. A spokesman for the Seminole

Minnis pledges ministers will not line own pockets PRIME Minister Dr Hubert Minnis assured Bahamians under his watch no minister of the cabinet will seek lucrative contracts for themselves because they are “very sensible”, as Baha Mar executives eye the completion of another phase of the West Bay Street project. Despite the Free National Movement’s various negative pronouncements while in opposition regarding the development, Dr Minnis took on a positive tone in referring to Baha Mar yesterday calling it an “excellent edifice” set to offer great opportunities for Bahamians. The prime minister maintained the FNM always wanted to see Baha Mar open, while dodging questions on whether his administration was considering selling the development to another buyer. Dr Minnis refused to respond when he was asked for the government’s position on Baha Mar’s original developer Sarkis Izmirlian’s call for a moratorium of the resort’s sale to Chow Tai Fook Enterprises (CTFE). We’ll have Bahamian bands working in the hotel using a lot of the Bahamian art work that is very, very encouraging. “Baha Mar personnel are in discussions with the National Training Agency so engaging those individuals and you would know exactly what are their needs and desires and we’ll ensure that we have Bahamians trained in that particular area so as to maximise Bahamian employment within the Baha Mar product.” Dr Minnis said now that he has seen the progress of Baha Mar, his only concern is that it opens as soon as possible to aid in providing jobs and boosting the Bahamian economy. He was adamant that his administration has not considered the next course of action should China Construction America miss its October deadline. “We don’t think of failure. That’s a negative view. We are always thinking of success,” Dr Minnis said. In response to questions of his relationship with CCA and Baha Mar management, Dr Minnis said: “I am a very, very approachable and friendly individual and I am friendly with everybody.” When asked whether he received assurances from Baha Mar executives that they will meet the October 15 deadline for the SLS Lux’s completion, Dr Minnis said: “We’re only assured that the project will eventually open and employ Bahamians. That’s what we are more

concerned about and we would hope that it opens as quickly as possible.” In March, Dr Minnis pledged his party would “engage and execute a real sale” of the resort “to a qualified and respectable purchaser who believes in Bahamians” if the FNM won the May 10 general election. In a statement posted on his Facebook at the time, Dr Minnis also said this buyer would use only Bahamian labour to complete the beleaguered resort, while again promising that his party would make public the details relating to the Baha Mar deal and any other government dealings with Chinese investors. Meanwhile in April, emails exclusively obtained by The Tribune showed from as early as 2013, former Education Minister Jerome Fitzgerald was seeking to secure millions of dollars in brokerage, trucking, and limousine contracts for his family’s business at Baha Mar while he sat in Cabinet. Mr Fitzgerald - the former Marathon MP - appeared also to be requesting $20,000 a month from Mr Izmirlian, citing the expenses that were necessary to cover the cost of his father’s medical treatment. In an email dated May 18, 2013, sent to Mr Izmirlian by Mr Fitzgerald, with Quentin Porter, Shelly Curtis and Alarice Fill copied, Mr Fitzgerald indicated his readiness to start brokerage and trucking services for the Baha Mar project and remain the brokers of record for the property.

China holds live fire drills, as border dispute with India enters fifth week THE Chinese government has issued a warning to neighbouring India to withdraw its troops from the disputed Doklam border area to “avoid further escalation of the situation.” The comments, made by Foreign Ministry spokesperson Lu Kang during a regular press briefing Tuesday, come amid what has evolved into an increasingly bitter and entrenched border dispute between the two nations. The standoff, now entering into its fifth week, centres on a thin strip of land in the junction with Bhutan. Though not a part of Indian territory, the area is close to the “chicken’s neck,” a strategic corridor that serves as a vital artery between Delhi and its far northeastern states. The dispute appears to have escalated in recent days, say analysts, with both Beijing and Delhi looking to consolidate their positions. On Monday, China conducted live-fire drills in the Qinghai-Tibet Plateau close to the site of the current standoff. The aim of the drills, according to reports in Chinese state media, was to improve troops’ “combat capability in such locations.” An increasingly bellicose domestic media environment has further added to the sense of intractability surrounding the dispute, with press reports from both sides calling on leaders to protect the “sovereignty” and “honor” of their

VETERAN US Republican Senator John McCain has been diagnosed with brain cancer and is reviewing treatment options, according to his office. The options may include chemotherapy and radiation, his doctors said. The 80-yearold politician is in “good spirits” recovering at home. The tumour was discovered during a surgery to remove a blood clot from above his left eye last week. A Vietnam veteran, Mr McCain spent more than five years as a prisoner of war. The six-term senator and 2008 Republican presidential candidate underwent surgery at a clinic in Phoenix, in the state of Arizona, last Friday.

Tissue analysis revealed that a primary brain tumour known as glioblastoma was associated with the clot, a statement from the Mayo Clinic said. “The senator’s doctors say he is recovering from his surgery ‘amazingly well’ and his underlying health is excellent,” it added. “Treatment options may include a combination of chemotherapy and radiation.” Glioblastoma is a particularly aggressive brain tumour, and increases in frequency with age, affecting more men than women. Christian Israeli man accused of killing teen daughter for dating a Muslim A CHRISTIAN Israeli man stabbed his teenage daughter to death because she was dating a Muslim man, according to prosecutors. Henriette Karra, 17, was found dead last month, two weeks after she left home because of threats from her father Sami Karra over her relationship with the unidentified man. An indictment reported by Haaretz said that she told a relative on the day of her death that her boyfriend, serving time in prison for an unidentified crime, was getting out at the end of the week. She also said that she was going to convert to Islam, a plan that allegedly set her father, 58, on a course to kill her on June 13, days after she graduated from high school. Henriette’s mother allegedly told police that her husband, who has a criminal history including intimidation and drug crimes, thought her daughter’s love violated the “family’s honor.”

Cable becomes Lib Dem leader Sir Vince Cable became the new leader of the Liberal Democrats this week. The 74-year old, the oldest leader of the party in its near 30-year his tory, was the only candidate on the ballot paper. Other possible contenders had all ruled themselves out by Wednesday, paving the way for the Twickenham MP and former business secretary to assume the leadership being vacated by Tim Farron. Sir Vince, who has been acting and deputy leader in the past, has argued that Brexit is not inevitable. Mr Farron stood down after a disappointing general election in which the party increased its number

of MPs from nine to 12 but saw its vote share fall to 7.4%. The party’s main campaign pledge during the election was to give the public the final say on the terms of the UK’s exit from the EU in a further referendum, ahead of the scheduled withdrawal date in March 2019. Although Sir Vince has admitted this message did not “cut through”, he has argued that attitudes are beginning to change and that the public mood will come round to the party’s position. A new poll shows that Clinton’s approval rating is even worse than Trump’s

The average age women become mothers is just over 30 in England and Wales.

Quarter of babies born to foreign mothers in England and Wales MORE than a quarter of babies born in England and Wales in 2016 were to foreign mothers - the highest level on record, official figures show. This figure has increased every year since 1990 to the current 28%. Data from the Office for National Statistics also shows more women in their 40s are giving birth than women aged under 20. This is the second year in a row this has happened - a pattern last recorded in 1947. The fertility rate for women aged 40 and over has now trebled since 1990, to 15.9 babies born per 1,000 women in that age group.

The rate at which women in their 30s are having babies has been on the rise since the 1980s. In contrast, among women under 20 and aged 20-24, fertility rates are now at their lowest level since 1938. The proportion of all live births to mothers born outside the UK stood at 11.6% at the start of the 1990s. The ONS says one of the reasons for the increase since then is that fertility levels are generally higher among foreign-born women. The overall number of live births in England and Wales decreased slightly last year, to just under 700,000.

Man who killed stepdaughter and had sex with her corpse is contesting terms of divorce A MAN convicted of killing his stepdaughter and having sex with her corpse is contesting the terms of a divorce from her mother. Appearing in court via video feed from his Pennsylvania prison cell, 55-year-old Gregory Graf said Monday that he never agreed to terms that would give him 25 percent of the assets shared with his longtime wife. Graf’s attorney, Jack McMahon, told The Morning Call that Graf was happy with the agreement when it was reached in February. But Graf says he felt abandoned by McMahon, claiming the lawyer didn’t give him the proper information. “I don’t know what is going on,” Graf said. “I’m not a legal person.” McMahon, who sent another attorney to Monday’s hearing in his place, said he doesn’t know why Graf is unhappy with the settlement. Graf was convicted in 2014 of fatally shooting 33-year-old Jessica Padgett and recording video of himself abusing her corpse. A Bloomberg Politics poll released Tuesday showed Hillary Clinton with a 39% approval rating, 2 points lower than Trump’s approval rating in the same poll. It was Clinton’s second-lowest approval rating since Bloomberg started tracking her in 2009. The poll was conducted July 8-12 among 1,001 adults and had a margin of error of plus or minus 3.1 percentage points. It is normal for former candidates to experience rehabilitation in the polls following a presidential campaign — Clinton experienced the phenomenon during her tenure as secretary of state, and her 2016 primary opponent Sen. Bernie Sanders remains one of the most popular politicians in America. But the Trump White House and conservative media outlets have remained in campaign mode against the former secretary of state, who has criticized Trump for misleading Americans with “alternative facts” and knocked policies like Trump’s budget and his healthcare plan.

Nicole and Shane Sifrit welcomed their baby girl, Mariana, on July 1, just a week ahead of their wedding. But just two hours after the couple traded vows their infant had “quit breathing, and all her organs just started to fail,” Nicole told WHO. They left the ceremony early and rushed to Blank Children’s Hospital in Des Moines, where they learned Mariana contracted meningitis HSV1, caused by the herpes virus, also responsible for cold sores. Nicole Sifrit on Tuesday announced Mariana had “gained her angels wings at 8:41 a.m. this morning in her daddy’s arms and her mommy right beside her.” Both of Mariana’s parents, who each tested negative for the virus, said it’s likely the disease came from someone who visited the child. “They touched her, and then she touched her mouth with her hand,” Nicole

De Grasse, who won silver and bronze behind Bolt at last year’s Rio Olympics, has been tipped as a natural successor to the Jamaican and was snapped up by Puma – who have long been associated with Bolt – for a seven-figure sum last winter.

of sports in the TCI, received the award last week, but was informed of it since the General Assembly in October last year. It is truly a great honour and I am extremely proud, but humble to have won the award going up against 70

other nations. Also, what is even more notable is that I am the first woman in the Commonwealth to receive this prestigious Award. I share this award with all persons who have travelled with me on this amazing journey of 40 years.�

TCI girls defeated the Bahamas national team 5-4 on Thursday afternoon in the Commonwealth Youth Games beach soccer competition. Erika Jean Guy and Sydnee Campbell scored twice while Dessa Douglas netted the other.

IFEANYI Otuonye won his first professional meet since graduating from the Kansas State University last year. The national long jumper record holder won the Memorial Rasschaert Track Meet in Ninove, Belgium with a best jump of 7.71.

The 23-year-old had been in form of recent, with most of his jumps over the 7.7m mark. He told the Weekly News that he had to adapt to the weather in Europe, which is different from what he is accustomed to in the USA.

Jennings felt he could have won gold if school coach had travelled NEW national 400M record holder Colby Jennings is confident that he could have won the gold medal at the IAAF World U18 Championships last Friday in Nairobi, Kenya. The 17-year-old finished with a bronze medal at the event with a remarkable time of 46.77s. His run eclipsed Angelo Garland’s record of 46.82s. The Jamaica College student who travelled with the Jamaican national team had to use another coach, but felt that the advice of his school coach could have gotten him the top

spot in the race. “I’m telling you. I could have won if he [coach Timhu Richards] was there.” All three podium finishers ran personal bests and only .2 seconds separated first place from third. STAYED CALM For Jennings, he just stayed calm in the final and paced himself. “I just stayed calm. The moment you get scared is the moment you lose it.” The race according to information from the IAAF was the closest final in the competition’s history.

Beaches won the toss and inserted the Tigers. Damien St. Ange, who was one of the bowling heroes in the opener against the Super Kings,

showed his all-round capabilities when he smashed 75 runs (9X4s and 2X6s) to take the Tigers to 152 in 16.4 overs. Ancel Williams and Mario Smith captured three wickets each for Beaches. In reply, eventual man-of-thematch Danar Lewis hit a quick-fire 43, which included three sixes and

two fours, while Smith finished with 36 runs and Jesse Alexander added 33 (5X4s and 1X6) to take Beaches to the target in 19.4 overs. Bowling for the Tigers, Ajay Vyas took 3-26 runs and Winnick Caleb 2-27 runs both from four overs. Meanwhile the competition continue this Sunday with the Quality Super Kings taking on Beaches.

CARIBBEAN AMATEUR JUNIOR GOLF CHAMPIONSHIPS:

Rivers says her drives helped her defend title BROOKE Rivers credited her straight drives for her convincing win at the Caribbean Amateur Golf Championships which was held at the St. Andrews Golf Club in Moka, Port of Spain early this month. The 12-year-old defended her U14 age division title by an impressive 13 strokes during the competition two weeks ago. She had rounds of 84, 81 and 77, which included three birdies and several pars. “I was very proud to represent Turks & Caicos Islands in the Caribbean Junior Amateur and bring home the trophy,” Rivers said. “Conditions were very wet which made the St. Andrews Golf course even more challenging but my drives were straight and the putts started to fall. It was fun to play against all the other talented golfers from the

different Caribbean teams. This was a great tournament to remember.” TCI was represented by the preteen and 10-year-old Kurt Rivers, who also competed in the U14 division (boys). The youngest player of the tournament managed a top 10 finish over the 5900 yards of play. “I really enjoyed competing against some of the best players in the Caribbean and managed to achieve my goals,” said Kurt Rivers. “It was a lot of fun playing for the national team and I look forward to this event next year.” Along with the TCI, Barbados, Bahamas, Cayman Islands, Dominican Republic, Jamaica, United States Virgin Islands, Puerto Rico and home team Trinidad and Tobago also competed. Tammy Glugosh travelled as coach and Gregg Rivers as manager.

Scott wins another bodybuilding competition in Canada TCI’s top bodybuilder, Denique Scott continues to impress in Canada where he resides. The former national athlete notched up another win when he competed in his first ever Flex Lewis Canadian Classic Eastern Championship last Saturday evening. As at the Nova Scotia competition in April he again won the Men’s Physique Overall. Prior to this competition, the

Saint Mary’s University student had placed fifth at the Canadian Nationals in May. “The goal was to come into the competition full and well conditioned,” Scott told the Weekly News. He said that he worked on his less defined body parts, such as his shoulders and back. “It took me over two weeks to dial everything in for the show.”
