Chief justice rules denial of four year work permits was ‘unlawful’ A DECISION to deny the issue of two four year work permits has been quashed in Supreme Court. In her judgment last week Chief Justice Margaret Ramsay Hale stated that neither the Work Permit Board nor the Immigration Appeal Tribunal’s decisions followed the rule of law. And while a Government policy had stated that only one year permits would be issued during a change of format to plastic cards, it was an “unlawful” blanket policy that was never published, the judge said. Lawyers Anthony Stephen Gruchot and Claire Elizabeth McAvinchey of Graham Thompson and Co applied to renew their work permits for four years. They were of the understanding that the Work Permit Board had the discretion to issue permits for up to five years. However, the board refused the applications and granted an extension of one year only on each permit, giving no reason for its decision. The applicants took the matter to the Immigration Appeal Tribunal, which upheld the decision stating “work permits are currently being issued for no more than one year at a time”. The case was taken to Supreme Court on May 9 as an application for judicial review. In an affidavit sworn on behalf of the respondents, Susan Malcolm, Permanent Secretary in the Ministry of Border Control, sought to explain the blanket policy. She said that there is currently “widespread circulation of fraudulent

paper work permits... and almost every aspect of the process in the issuance of a work permit has been compromised”. Malcolm added that “in an effort to rid the market of the compromised documents” a decision had been made to replace paper permits with plastic cards. Having considered and discarded several methods for transitioning from paper to plastic, it was determined that on expiry and renewal of every work permit in 2018, new cards would be issued. It was felt that this could not be achieved within the year if the board continued to issue paper permits for up to five years “so a ministerial directive was issued explaining to the board the need to allow transition to the plastic cards and that work permits should only be issued for a one-year period”. However, she revealed that the policy was never published. GROUNDS OF REVIEW Stephen Wilson QC represented the

two lawyers in court while and Tony Gruchot represented their law firm. Wilson said that as a consequence of the directive, the board and the tribunal adopted a blanket policy to the granting of all work permits for one year. He claimed this was inconsistent with the statutory regime and unlawful as the applications were not then considered on their merits. Further, as the new policy was not published, the applicants were denied the right to make representations to the board. He cited a UK case in which the Supreme Court concluded that “a policy must not be a blanket policy admitting of no exceptions”. It went on to say that “if unpublished it must not be inconsistent with any published policy and it should be published if it would inform discretionary decisions in respect of which the potential object of those decisions had a right to make representation”. Clemar Hippolyte, who was representing the respondents in court, said that it was within the minister’s purview to implement a

policy which he believed to be both urgent and necessary. She said the presence of a large number of foreign nationals within the territory in possession of fraudulent immigration documents was having a profoundly negative impact on the Islands. She said the court ought to engage in a balancing exercise to weigh the rights of the applicants against the wider public interest. The public interest in safeguarding against an influx of foreign nationals not subject to immigration control outweighs the interest of the applicants to be notified of the policy, she added. Hippolyte stressed that even if on the merits of the application the court finds that the applicants had a legitimate expectation to have their work permit renewed for more than one year, the Government is entitled to upset that expectation. DECISION In her judgment published on June 4, Chief Justice Margaret Ramsay Hale said while she accepts that it is within the executive’s remit to implement policy to govern its processes, the authorities are clear that “the rule of law calls for a transparent statement by the executive of the circumstances in which the broad statutory criteria will be exercised”. This would then allow a person affected to advocate for why a policy should or should not apply to him, she stated. “I am not persuaded that there was any urgency requiring the implementation of this policy without publishing the fact that the policy with respect to the grant of

Congrats to our new doctors

multi-year permits had changed,” she added. “I can readily accept that there is, as Mrs Malcolm says, persistent and pervasive fraud affecting the issuance of work permits but it is not new and it does not justify the implementation of an unpublished policy that fetters the discretion of the relevant decisionmakers and denies the rights of applicants for work permits from making representations as to why the policy should not be applied to them.” She stressed that the policy, being a blanket policy, was unlawful as it allowed no exceptions. It was unpublished which meant that representations could not be made by the applicants. The board improperly fettered its discretion when considering the applicants’ applications for renewal of their work permits by adopting the policy of issuing permits for one year only. The error was compounded when the tribunal failed to consider the merits of the applicants’ appeal but instead determined the appeal on the basis of the policy. The chief justice said the decision of the tribunal is therefore quashed and the applicants’ appeals are remitted to the Immigration Appeal Tribunal for reconsideration. The tribunal is then to direct the Work Permit Board to consider the application depending on the outcome. This is in accordance with section 37 of the Immigration Ordinance 2015 and Regulation 43 of the Immigration Regulations (Legal Notice 28 of 2016) made under section 111 of the Immigration Ordinance.

Newly minted doctors and Turks and Caicos Islanders - Twyla Greene, Royelle Robinson, Raven Saunders and Jakeira Jean-Joseph - will soon head into the local workforce in the TCI after having recently completed their master’s degrees from the University of the West Indies Mona Campus. PNP leadership suggests alternatives in light of Scotiabank closure THE CLOSURE of two Scotiabank branches is just a “temporary setback” and one which could lead to improvements in the local industry, according to the leader of the opposition. Washington Misick encouraged the Government this week to take another look at some low cost technology that could mitigate the effects of the bank’s recent decision. News of the closure hit the airwaves and social media last Thursday afternoon, prompting a round of protests and outrage from people across the Islands, especially many of whom will be affected in Grand Turk which relies heavily the bank’s presence. Misick’s voice was just one of many other officials, both current and former, who have spoken out about the adverse effects this move by the Canadian banking institution will have on the lives of citizens. However, he also proposed some ideas for the Government to take a look at.

The low cost technology actions Misick suggested included cheque cashing business opportunities which should be supported by legislation in order to regulate service standards and rates. Another suggestion was the operationalisation of credit unions, the legislation for which already exists, with the exception of regulations to go along with the law. Misick also pointed to old rumours of the bank’s closure in the Turks and Caicos Islands, which were dispelled at the time. “It had been rumoured for several years that the bank was retrenching. During my term as minister of finance when the bank’s representatives were confronted with the issue they always denied it to be the case. “I have in the past also personally made representation to the bank (not in writing) about the issue of derisking certain categories of business to no avail.” He stated that global institutions such as these operate on a one size

Leader of the Opposition, Washington Misick

fits all platform with the major emphasis on risk aversion and shareholder value. This means that despite the fact that a jurisdiction might be profitable, if any business is not, that business is regularly eliminated, he said. “I empathise with the anxiety of

the Bank of Nova Scotia customers in our nation’s capital, and categorically deny any knowledge of the bank’s decision until today; out of respect for the banks staff, it was the proper thing to wait until the bank management met with staff before issuing a statement. “Nevertheless, our people in the nation’s capital is faced with a problem not of their making and it behoves us as leaders to act with alacrity and cool headedness to address their anxiety and the inconvenience this sudden and disruptive decision will have on the public.” He added that all indications are that the decision is a fait accompli. Misick stated that from his meeting with the premier and a senior management delegation from Scotiabank’s local office last Thursday, there are indications from the bank that they are open to considering providing banking services for credit unions subject to an agreeable compliance protocol.

He added that the benefit of this would be formation of corporate vehicles to begin to build domestic capital and reduce the number of unbanked persons. Both of these things, he said, could be done within the next 90 days while a longer-term solution is considered. “I see this temporary setback as a teachable moment, a clarion call first to leadership to create an enabling environment including improvement in ICT that will allow the citizenry to engage in more self-help initiatives, and to the citizenry to combine their collective abilities and resources together so that everybody win.” The recent announcement also affects the Scotiabank branch in Grace Bay, which along with the Grand Turk location will be phased into one location on Leeward Highway, Providenciales. The consolidation of the Grace Bay branch will take effect on July 20 with the Grand Turk branch following on September 28.

Hundreds of students take GSAT exams BY OLIVIA ROSE MORE than 400 children from about 20 government and private primary schools across the TCI flooded the Gustarvus Lightbourne Sports Complex this week to sit their final exams before bidding farewell to primary school. Following consultations with education staff and primary school principals earlier this year, a decision was taken to postpone the Grade Six Achievement Test (GSAT) and students across the territory had an additional two weeks to prepare. The GSAT was administered to grade six students on Wednesday (June 13) and Thursday (June 14).

During the past two weeks, personnel from the Department of Youth Affairs along with specially invited motivational speakers Norean Williams-McCoy, Pastor Courtney Missick and Dr Cutella Talbot met with the grade six students. They were encouraged to do their best and each was given valuable resources to aid them during the test. Minister of Education Hon Karen Malcom on Wednesday in a statement expressed gratitude to all the teachers who worked extremely hard preparing the students for GSAT. She said: “We know that after the passage of two hurricanes it was not easy. “We appreciate you for your selfless dedication and for everything you have done for our children. “Students, the day has finally

arrived, go into the examination room and know that you can do all things through Christ who strengthens you. “Ask the Holy Spirit to bring everything you have learned to remembrance. I believe in you. “Your teachers, parents and extended family believe in you too. So, do well; make yourselves and your families proud.” The Weekly News caught up

with a few students on Wednesday after sitting their English paper one and general paper. From the chatter during recess, the students seemed quite confident in their performances. A pupil from Enid Capron Primary School said: “I did my best so I know I will pass. English is my favourite subject so I know my marks will be high.” Another from Oseta Jolly

Primary School said: “Some of the questions were a bit difficult but my mother and teachers tested me on many areas so I think I’m going to do well. I just want to make my mommy and daddy proud.” Another student noted that: “I was very nervous but after I came and saw my friends, I wasn’t nervous anymore. “Some of the questions were tough but I know I got most of my answers right.”

BANK BRANCH CLOSURE

SCOTIABANK is closing its Grand Turk and Grace Bay branches in an effort to consolidate its operations in the TCI. What effect could this have on the economy and what measures should the Government take? What are your thoughts?

Glorified garbage

Scotiabank is a commercial operation and cannot be pressured to keep a branch open that is losing money. They are not a charity. TCI Bank Ltd also made the mistake of having expensive branch operations in the Islands with dead-end economies and look what the result of that was. I can’t see it having too much of an effect on the economy, though some staff may be moved to Provo. What can the Government do? They could start by investing in Grand Turk infrastructure in a meaningful way and repair or demolish their own derelict buildings. I expect most investors who fly in, take a look at the state of the island, then fly out again. Unless they actually clean up the island, Carnival may leave. They don’t want their customers driving around glorified dereliction and garbage.

No bad word

The Government has no say in private business and our weak governor will say and do nothing against his Canadian friends. The Canadians love to make money anyway they can in our country.

Callous and insensitive

Either Scotiabank is doing a Donald Trump on the TCI so that the Government runs begging, or it is one of those technological leaps forward to force the majority of account holders to go electronic. To be truthful, I really don’t trust Scotiabank. Sounds a bit fishy to me, but I have not been able to put my finger on it yet. All in all, it seems callous, insensitive and wicked (as I said - could really be a Donald Trump move).

Rest in peace

What measures? Well, quite frankly there is sweet nothing Government or anyone else can do for that matter.

For the uninitiated, banks rule the world and when they crack a whip it’s governments that jump. Why? Because they and we are so beholden to them. It’s that big head office, impersonal 'Eye of Sauron' (Lord of the Rings) syndrome. We are all familiar with that “it’s being done for your convenience” when in fact what they are doing is for your utmost inconvenience, because it saves or makes money for them. People really don’t matter anymore nowadays and we are totally dependent upon them to put our money somewhere safe, and they know it. That’s what ‘consolidation’ really means. It’s sad for the customers and bad for the economy, but for a government to try to say or do something, it’s tantamount to ‘the mouse that roared’. If it’s any consolation it happens everywhere now; everything is down to impersonal automation, which also puts people out of jobs. Interesting how Einstein, George Orwell and Stephen Hawking all predicted that greed and technology will be mankind’s downfall. Scotiabank Grand Turk and Grace Bay RIP!

Public workshops

So many banking operations can be done online, however many people do not take advantage of this. I suggest that Scotiabank holds a number of free public workshops in order to teach people how to easily use their online banking services. This would save a great deal of time and aggravation.

Can only try

The government doesn’t own Scotiabank. They can try best to negotiate that it doesn’t happen, but like any investment or business the CEO/owner has the final say.

Customer service

I suppose Scotiabank (and any other banks)

are well within their rights to close any branches they deem unprofitable or perhaps security risks, but as a Scotiabank customer on Provo I do hope this consolidation is not being made without some consideration to customer service. Let’s have adequate ATM service in Grace Bay and an understanding that, when there are lengthy lines at Cherokee Road, ALL teller and customer service positions should be manned. At present, there seems to be a twisted management philosophy at Cherokee Road that tellers and customer service representatives should be either off-duty or hidden ‘somewhere in the back’ rather than providing an improved customer service experience!

A cashless society

I see the consolidation of the branches as an opportunity for the community of Grand Turk. The impact creates a situation where those customers, personal and business, will need to find a new way to bank. Money comes in various forms (notes, bonds, stocks, credit, etc). So, what’s the opportunity? Develop the economy and community of Grand Turk into a cashless society. With a cashless society: -‘Cash stolen’ becomes almost nonexistent, one less type of crime for the police to investigate. -No more queuing in a bank for an hour to do a $50 deposit; that time be spent more productively (hobbies, company with friends, relaxing, etc). -Employees’ salaries can be deposited by direct deposit. -Goods and services can be settled by debit/ credit cards; all businesses (supermarket, taxis, church, utility company or government) would no longer hold cash, but subscribe to a

point of sale (POS) system. -Personal payments such as to the nanny would require the introduction of mobile money, (Google ‘M-Pesa’ and this CNN article). M-Pesa is owned by Vodafone. The bank already offers online bill pay. Their online banking offering would need to value added service such as an international wire and local bank transfer. The new service could retain a greater percentage of their customer base in Grand Turk. After all, one of their campaigns is, ‘Bank where you spend most of your time, Convenient banking with Scotia OnLine and Scotia Mobile is easy, safe and free!’ Past employees of the branch in Grand Turk can develop a financial service company to offer bulk cash couriers, financial advisors, deposit messengers, etc. Also, they can be the forerunners in the development of systems for the financial backbone in P2B and B2B payments. Surely, those people can the seek the assistance of Invest TCI and CED (Centre for Entrepreneurial Development) to develop the business. In the future as an extension to a cashless society/economy, the Bankers Association of TCI and the TCI FSC can collaborate on the introduction of a payment system as was introduced in the Eastern Caribbean Currency Union.

TCI dodges EU tax haven black list BY OLIVIA ROSE THE TURKS and Caicos Islands has managed to avoid being placed on the European Union’s tax haven black list. Although the territory was on the anti-corruption watchdog’s grey list in 2017, prudent financial measures including tax transparency and compliance have prevented international sanctions. The EU’s grey list consists of

jurisdictions from all over the world which do not respect EU antitax avoidance standards but have committed to altering their practices. Those countries on the grey list are usually moved to the black list if they do not honour their commitments. The black listed jurisdictions face reputational damage and stricter controls on their financial transactions with the EU. Premier Sharlene Cartwright Robinson in a statement issued

Suspect in drive-by shooting charged with murder TWENTY-eight-year-old Joseph ‘Joey’ Williams has been charged with the murder of a man that occurred in Lower Bight, Providenciales. Williams was first arrested on suspicion of murder by officers attached to the Criminal Investigation Division of the Royal TCI Police Force on June 3. He appeared in the Magistrates’ Court on Thursday (June 14), charged with murder, discharging a firearm and discharging ammunition. Williams is scheduled to appear in the Supreme Court on August 3 for a sufficiency hearing. At around 12 midnight on June 3, police responded to a 911 report of a shooting outside a local bar in the Bight.

When they arrived, they discovered a man lying lifeless on the ground. He was pronounced dead. Another man who was also shot had already been taken to the hospital for treatment of a gunshot wound. Eyewitnesses reported to police that a vehicle had driven up outside the bar and opened fire on people standing outside. The unnamed dead man was shot and killed in the hail of bullet, while another was injured. Police are appealing to anyone with information on the shooting incident to call the Chalk Sound Police Station on 338-5901, 9418082, 911 or call Crime Stoppers anonymously on 1-800-8477. Cop fires gun during altercation with armed NC man A NORTH Caicos man, Tino Forbes is currently in police custody after having been involved in an altercation with a police officer whereby a shot was fired during his arrest. At about 11pm on Sunday, June 10, in Long Bay, Providenciales while trying to arrest Forbes a police officer fired off a shot from his gun, causing Forbes who was fighting with ranks to quieten down and be properly arrested. Forbes was at the time in possession of a shotgun which was seized along with ammunition. However, over the course of the week, rumours of someone being shot as a result of the officer firing his gun have been circulating around the Islands. This prompted Police Commissioner James Smith to speak out in an attempt to dispel the rumours. In a statement to the press, the commissioner reported on

what actually took place and the measures the force is taking to investigate the matter. “During the arrest, an armed police officer fired one shot. “There were no injuries as a result of the armed officer discharging his weapon and the circumstances of the incident is subject to an internal review. “The male arrested remains in police custody and investigations continue into the firearms-related offences. “The Royal TCI Police Force is also aware of speculation suggesting a senior police officer was involved in a separate incident whilst off duty where shots were alleged to have been fired.” Commissioner Smith stated that there is no evidence or basis for this speculation and members of the community are asked to cease comment on this rumour. (Delana Isles)

on Thursday, June 7, credited the territory’s tax transparency, fair taxation and anti-base erosion, and profit shifting measures for preventing the black listing. She stressed that although the TCI is a small developing territory with its many challenges, it has to meet all the international transparency and compliance standards in the area of international taxation and reporting in the same manner applicable to developed jurisdictions. The premier said: “Good governance, fiscal stability, tax transparency and effective legislations are matters of significant importance to assessing compliance with the global financial systems.” The EU process to set up a taxhaven black list was triggered by publication of the Panama Papers documents that showed how wealthy individuals and multinational corporations use offshore schemes to reduce their tax bills. The TCI was one of eight jurisdictions placed on a grey list, partly as a result of the 2017 storms. Caribbean islands hit by hurricanes last year were given more time to comply with EU tax transparency standards when the black list was established in December 2017. The premier along with several senior government officials with private sector partnership engaged the EU Code of Conduct Group in February 2018 in Brussels to start the dialogue and conversation of matters of mutual interest. “The dialogue with the EU Code

of Conduct Group responsible for the compilation of the non-cooperate list continued with the Ministry of Finance, Exchange of Information Unit, Attorney General Chambers, Financial Services Commission and private sector representative and led to a commitment letter to examine the impact of proposed changes to TCI business models, particularly in the financial services sector.” The premier said the TCI Government was able to demonstrate to the EU Code of Conduct Group significant legal and operational reforms implemented in the area of tax transparency and reporting. The Chair of the Code of Conduct Group communicated with the premier by email on June 7 indicating

that the Turks and Caicos Islands will not be included in the 2018 List of Non-cooperative Jurisdictions. “As premier of the Turks and Caicos Islands, I want to thank and recognise the hard work of the Ministry of Finance, Exchange of Information Unit, Attorney General Chambers, Financial Services Commission and the private sector who partnered with us to achieve this successful outcome. “This is just the beginning and there is much more to come by way of monitoring, therefore you continued cooperation is welcome and appreciated.” Only last month the European Union finance ministers agreed to remove neighbouring Bahamas from the EU list of tax havens.

CABINET MEETING SUMMARY

Meeting of Caribbean overseas territories at the Pre JMC meeting in London

Overseas territories discuss mutual concerns in London BY OLIVIA ROSE CONSTITUTIONAL relationships, Brexit and disaster management were discussed at length during the UK Overseas Territories Pre Joint Ministerial Council (JMC) in London this week. The meeting, which was held at Lancaster House, saw Premier Sharlene Cartwright Robinson head a delegation which met with fellow overseas territory leaders and British government representatives to discuss a number of issues. The premier, who arrived in London on Tuesday (June 12), immediately joined a meeting with colleagues from the Caribbean. Last year, Cartwright Robinson said Brexit is still an urgent concern for the Turks and Caicos Islands since the territory is a beneficiary of European Union (EU) funding. On June 23, 2016, the people of Britain voted for a British exit, or Brexit, from the European Union in a historic referendum. The announcement prompted jubilant celebrations among Eurosceptics around Europe and sent shockwaves through the global economy. As the two year Brexit period counts down, the shift has already changed the financial dynamics of the entire world. It has since resulted in the slowing down of commerce in the UK and brought the British pound down to its lowest in history last year, not to mention the escalation of the volatility of the financial markets. The UK government has since triggered Article 50 to begin the process for the UK to leave the EU. Cartwright Robinson said the TCI and all other overseas territories will undoubtedly be affected by the decision. “The Turks and Caicos as a beneficiary of EU funding continues to have this as an immediate concern and to a lesser extent the freedom of movement.” The 2018 pre JMC meeting seeks to facilitate political engagement and collaboration between the UK government and the governments of the overseas territories to ensure that OT’s requirements are taken into

consideration in the preparation of the UK’s exit. A meeting which was chaired by premier of the Cayman Islands Alden McLaughlin focused on the recovery efforts of the BOTs affected by hurricane Irma and Maria. Disaster management is a key topic for the BOTs following the devastating storms last year that affected several of the TCI’s sister British overseas territories. The BOT leaders from Anguilla, Bermuda, the BVI, Montserrat and Turks and Caicos Islands discussed this year’s hurricane preparation, response and mitigation. The repercussions of the Money Laundering and Sanctions Act which will impose public registers of beneficial ownership of companies

on the BOTs also formed part of the high level discussion. In the evening the premier and her delegation attended a dinner in the House of Commons hosted by the premier of the Cayman Islands and current chair of UK Overseas Territories Association. The dinner provided an excellent opportunity for the premier and other leaders of overseas territories to meet informally with members of both the House of Commons and House of Lords. The TCI’s delegation included executive director of the Premier’s Office Ronlee James, representative and head of the TCIG London Office Tracy Knight, consular officer of the TCIG London Office Kimo Tynes and protocol officer Elizabeth Wilson.

NEW hospital IT systems, the reopening of the House of Assembly and vector control vehicles were all discussed at the latest meeting of the Cabinet. Acting Governor Anya Williams chaired the year’s 13th meeting on Wednesday, June 6, at the Hilly Ewing Building in Providenciales. All ministers were present except Hon Ralph Higgs, Minister of Tourism, Environment, Heritage and Culture. At this meeting Cabinet: -Approved a business licence application by Griffiths and Partners Attorneys to operate business in an area of restricted business activity in accordance with the Business Licensing Regulations. -Advised the acting governor to approve, with amendments being made, the draft TCIG Contributions Policy Paper governing cash grant contributions by government departments to organisations promoting the interests of the TCI. -Approved the appointment of Noreane Beatrice WilliamsMcKoy as the chair of the South Caicos District Board in accordance with Section 4 of the Caicos District Boards Ordinance 1945. -Received an information paper from Premier Sharlene Cartwright Robinson as Minister of Finance, Trade and Investment, updating Cabinet on the ongoing work into the review of the Service Charges (Hotels and Restaurants) Ordinance (2004). -Approved the draft Immigration (Amendment) Bill 2018 and Immigration (Amendment) Regulations 2018 for forwarding to the House of Assembly for approval. -Approved the draft Companies (Amendment) Bill 2018 for forwarding to the House of Assembly for approval. -Discussed a proposal by InterHealth Canada (TCI) to refresh the IT systems at its hospitals in the TCI. Cabinet agreed, in principle, that the IT systems should be refreshed subject to further information being provided to Cabinet. -Advised the acting governor to approve, subject to clarifications and amendments being made, the 2018/19 Draft Revenue and Expenditure Budget Estimates of the Self-Financing Statutory Bodies for tabling at the next sitting of the House of Assembly in accordance with Section 52 of the Public Finance Management Ordinance 2012. -Advised the acting governor to approve, subject to clarifications and amendments being made, the 2018/19 TCI Government Draft Revenue and Expenditure Budget Estimates for forwarding to the House of Assembly once approval of the Fiscal Strategic Policy Statement 2018/2022 has been received from the UK Government. -Was advised by the premier of her intention to attend the Pre Joint Ministerial Council (JMC) meeting being held in London from June 12 to 15. -Was advised by the premier that the House of Assembly would reopen on June 18. -Was advised by Sean Astwood, Deputy Premier and Minister of Border Control, of his ongoing dialogue with the UK Border Force Team and their intention to submit their findings by June 11. -Was advised by the acting governor of the outcome of the Fourth State of Preparedness Meeting which she co-chaired with the acting premier and Delroy Williams, Minister of Home Affairs, on May 30 in Grand Turk to discuss TCI’s state of preparedness for this year’s hurricane season. -Received an update from the minister of home affairs on his tour of hurricane shelters around the islands and the completion of visits to North, Middle and South Caicos and his intended visit to Salt Cay. -Was advised by the acting governor of the receipt of three vector control vehicles from the UK Government Agency, Public Health England, which would be officially handed over to Minister of Health Edwin Astwood and his ministry for deployment as part of a wider package of vector control assistance for TCI being funded by the UK government.

Parnell calls out hypocrisy in light of bank’s closure SINCE Scotiabank announced the consolidation of its operations into one location on Providenciales, there have been a variety of criticisms of both the bank and the Government from various people. Following the announcement, Premier Sharlene Cartwright Robinson outlined the Government’s position stating they are looking at various avenues to minimise the impact of the closure on Grand Turk residents particularly. However, since that time, past and current political figures – the former deputy premier and leader of the Progressive Democratic Alliance (PDA) in particular - have strongly condemned the Government for the closure. This prompted chairman of the People’s Democratic Movement (PDM), Doug Parnell to defend the Government’s actions while also pointing out the failures of the two men while they were in government. He outlined that Hall has no room to criticise since it was his party, the PNP, which was responsible for both suspensions of the constitution which eroded the minister of finance’s constitutional powers to regulate and issue financial services and banking licences. He then accused the PDA leader and former chief minister Skippings of being politically desperate and using JAGS McCartney’s name for his own political gain.

“The finger pointing levelled at the PDM administration by Mr Floyd Hall and Mr Oswald Skippings is misdirected. “It exposes gaps in the memory and thinking of former PDM chief minister Oswald Skippings and former PNP minister of finance Floyd Hall. “While Mr Hall can be excused for his epistle of a newsletter because he hasn’t ‘belched’ politically in a long time, especially given his delicate circumstances, it is understandable but there is no excuse for the scapegoating of the Cartwright Robinson administration by Mr Skippings,” Parnell said. He said that Hall has deliberately left out the conduct of the PNP in causing losses to the TCI people for decades. “By way of history, it was during the first suspension of the constitution that the Turks and Caicos people lost control of financial services. “During the period 1976-1986 it was possible for a Turks and Caicos minister of finance to issue bank licenses because financial services was constitutionally completely under the control of the locally elected government. “Since 1986, Her Majesty’s Government has never relinquished control of this area of our constitution.” He added that both men were privy to numerous constitutional

talks, discussions and negotiations in their respective roles and neither one of them had advocated for this area of responsibility to be returned to the TCI people during their time in power. “This is the primary reason why Grand Turk lost its status as the financial centre of the Islands after 1986 and does not rival our sister OTs such as Cayman, the BVI and Bermuda as financial centres.”

PDM Chairman, Doug Parnell

INDUSTRY REGULATION He further stated that since 1986, it is the governor not the minister of finance who is responsible for the regulation of the financial services industry. “In 2009, we had the second suspension of the constitution caused again by the PNP administration that Mr Hall is a part. “In that instance, we had our second great loss, which was the ability for the minister of finance to be fully responsible for the finance of government with the imposition of the chief financial officer until debts were paid that were incurred during the time that Mr Hall was minister of finance.” The PDM chairman stated that given all of the above, and in accordance with Section 37(1)(c) of the constitution, it is the Governor who should be giving a response to the bank’s two closures. “But, the Hon Premier was accurate in her assessment and

approach to invite the leader of the opposition to jointly hear from Scotia, particularly since he may have had some institutional history on the matter as the former minister of finance (2012-2016) when many of these decisions were being contemplated by Scotia but more so because the closure of Scotiabank is not a partisan issue, it impacts us all.” He added that despite the attempts by Skippings and Hall to rewrite history in their respective releases it will not change the history of events that have shaped the current economic climate that is now prevalent in Grand Turk and their hand in it. “How can these writers explain the Scotiabank closure of the branch in Grace Bay, with its busy tourism economy, with their premise that the closure of Scotiabank in Grand Turk is a sign of a bad economy?

“Something else must explain it. And, this is what our PDM Government should concern itself with. “Contrary to what other political talking heads and shops have insinuated, the loss of Scotiabank does not mean that Grand Turk has lost its status as the capital of our country. “For our party, it is a sign that in addition to our plans in this term to revitalise the economy of Grand Turk we must double our efforts towards the transformation of the economy from primarily a government funded economy to a private sector driven model in the region.” He concluded that both men’s statements were short on ideas, and amounted to nothing more than misdirected political cheap shots at the PDM Government when, if they were being fair, these political shots should be directed at themselves.

COMMENT

When one door closes PART ONE

“When one door closes, another door opens, but we so often look so long and so regretfully upon the closed door, that we do not see the ones which open for us.” Alexander Graham Bell. The closure of Scotiabank branches is upsetting news for many of us especially the people of the nation’s capital Grand Turk. Personally, I will miss the Grace Bay branch and I want to use this medium to thank them for their professional services they have extended to my family and me over the past years. Like other multinational companies in the TCI, Scotiabank is controlled by shareholders who do not have any emotional ties to these countries in the Caribbean.

The only tie they have with us is their investment. Therefore, when decisions are made, it is based entirely on the bottom line. There are occasions when local management or the Caribbean government who have emotional ties to its citizens are able to convince the board to delay the laying of staff or the pulling out of a country, however eventually the board will have to make a decision to proceed with their initial withdrawal plan especially if there is no significant improvement in the bottom line. Scotiabank has even changed the way they conduct business in the Caribbean. Recently, I found out, they have discontinued offering mortgages for the construction of a home. They will give mortgages but they have to be for a home you purchased.

We know most locals in the Caribbean want to construct their own home and so this will not be an appetite for many of us. As a result, Scotiabank’s bottom line will not improve significantly and I am quite sure they expected this before they made the decision to discontinue the construction mortgage loans for residential customers. THE REASON Regionally, Scotiabank announced they will close 35 of the 200 branches and lay off 1,000 persons in the Caribbean because of prolonged economic recovery and continued uncertain outlook. Again, it is all about the bottom line. THE GOOD NEWS

The good news is that First Caribbean International Bank remains in Grand Turk that can service the people there. The other good news is that Scotiabank has agreed to provide the people of Grand Turk with 24hour ATM service. For the past two years, 95 percent of my activities with the bank were through online banking and the ATM. I used the ATM for my deposits and withdrawals. I used the online banking to pay my bills and credit card. THE BAD NEWS The bad news is Grand Turk is the capital and the closure of the branch does send the wrong signal. Grand Turk needs revamping and the closure of the branch will further put it in a decline state.

The other bad news is that a significant number of persons will be unemployed. Are there enough vacant jobs in the public sector on Grand Turk to accommodate those persons that may be laid off? The next bad news is that no matter what we say, write or do regarding Scotiabank’s closure of its branches, the decision will not be reversed. It is too late and I know many of us know that. Now is the time for us to move on and talk about the opportunities. Continued in next week’s newspaper. Drexwell Seymour,

On Scotiabank, Fintech, financial services and the future Dear Editor I have for the past week stumbled through a flurry of press releases relating to the closure of two out of three branches of Scotiabank in the TCI. I searched for a solution among the blame volley but came up empty. What does this mean? Where do we go? Can anything be done that does not involve taking a time machine back in time and flogging political figures at will? I cannot speak on the issue of banking without noting one primary loss for the TCI public, that is the inability of Belongers to access free and clear titles to Crown land. The majority of TCI Belongers are now in a position where they cannot collateralise any loan and therefore can never be more than a low-yield savings oriented customer (piggy banker) at the commercial banks. Now that the TCI client has lost commercial value by virtue of losing Crown land, the banks are forced, as any responsible business would be, to divert their resources to more rewarding and lucrative customers. How do we fix this? Well I am pretty sure every reader can readily answer that. This however is a different discussion for another time, fundamental of course, but I think we should fight the fires we can control. On the issue of the closure of

the banks, can anything be done that does not involve taking a time machine back in time and flogging political figures at will? In my humble view, there is a solution and a reality that we must face as a nation. The reality is that FinTech, the concept is upon us. FinTech which means financial technologies, represent technologies used and applied in the financial sector. FinTech has for some time mainly been used by financial institutions themselves on the back-end of their businesses. But as time and tech progresses, FinTech is coming to represent technologies that are disrupting traditional financial services, including mobile payments, money transfers, loans, fundraising, and asset management. Can the TCI avoid FinTech? Well…not really, first we as consumers are yearning for FinTech to relieve us of the long lines in our local branch and the gruelling minutes waiting for the teller to get an override and await the affirmative nod from a supervisor who is busy buying money from the vault etc. Reality is that we, like most other commercial bank customers, would gladly do away with most of our mundane banking treks in favour of safe and secure electronic alternatives. Secondly, financial technologies

are already impacting the way we do business and with the progress of cryptocurrencies (cyber money like bitcoin) it is conceivable that soon more banking options will be available on your smartphone then are available in your local branch, 24 hours a day and even on holidays. What does this mean for the banking sector? Firstly, it means that banks will become smaller and more efficient. The banks know that the technology will surpass them and they will right size to keep in step, however to cut to the meat of the matter, some experts are predicting that 40 percent of banking jobs will disappear in the next 10 years, not just in TCI but globally. WHAT CAN WE DO? The TCI must join the revolution and become a regional leader in accepting and FinTech as a reality. TCIG must ensure the absorption of persons displaced by institution right sizing exercises like the one happening at Scotiabank. Mark my word, Scotiabank today, others will follow. TCIG should also hasten its efforts to rekindle the growth of the nation’s capital. If the Grand Turk economy continues to crumble it will have a devastating effect on the TCI. We are slowly losing foothold and

identity in other islands; Grand Turk cannot follow suit. The Grand Turk economy can be rebounded very easily; it should not take more than six months to see positive recovery. For one, the TCI can streamline and relocate the bulk of its backoffice processing to the capital as it should rightly be. Technology means that a user in Providenciales can apply for the renewal of a driver’s licence online, have the application and payment processed in Grand Turk and pick the licence up from the Post Office the following day. My idea on recovery of the Grand Turk private sector would include an electronic cheque clearing house run by a third-party operator that can potentially revolutionise banking in the entire country. FinTech start-up should also be encouraged to setup research and development facilities in our nation’s capital. The consolidation to the Scotiabank Centre presents a slew of unique opportunities for the TCI, Providenciales in particular. Firstly, the Government is now in an excellent position to negotiate cutting edge end user interface technologies. There is no reason why a man cannot walk into an ATM after hours and deposit $500 cash to his account

and then drive to a local restaurant with his chip and pin debit card and have instant access to his funds for point of sale or online use. A consolidated Scotiabank Centre can also serve as the nucleus for the revitalisation of downtown with shop and plazas springing up around it. Town planners should by now be busy designing a new roundabout or three-way-stop intersection with sidewalks and easements to encourage pedestrians and commercial activities. The Government should be declaring a magical mile between the Downtown roundabout and the Scotiabank Centre intersection and offering tax incentives. The Government should also seize this opportunity to negotiate favourable changes in interest rates, processing fees and account charges that customers would rather not pay, not only at Scotiabank but in all commercial banks to the benefit of all customers. These writings get so long. I invite responses and criticisms as this is a community issue and I am sure others in the community have very useful suggestions and ideas. May God bless the readers. Warm regards from paradise, Devon E Williams, Providenciales

Is democracy dying? COMMENTARY

WAY back in 1215 on behalf of the common folk of Britain, the lords called for representation in what was called the Magna Carta. Nasty King John had no choice but to sign it because the lords collected the taxes and enrolled the people in the military. This was a rudimentary form of democracy for the folks. Through their representatives - the lords - people had some minor voice against ultimate authority, the king. Centuries later Britain has evolved into a parliamentary system. Representative democracy. The UK, Britain, home to 65 million, has 650 parliamentary seats. The USA with 330 million has 435! Some British constituencies have only 40,000 people.

BY DAVID TAPFER

David is a retired mobile hydraulic engineer and business executive. He has been married to Middle Caicos native Yvette Robinson Tapfer for 27 years and has lived in Conch Bar, Middle Caicos, since 2002. David formerly served as branch chairman of the PDM from 2008 to 2011

Why then do the British overseas territories with collectively 250,000 have no voice in parliament? Is the prime minister and our Queen aware of what is going on in the Turks and Caicos Islands, St Helena or Montserrat? Do they care? In 1982 when Argentina invaded the British Falkland Islands, prime minister Margaret Thatcher sent the British military in force to halt the invasion. Thatcher cared! In 1983 when the former OT of

Grenada was being infiltrated by Communist Cubans, PM of former OT Dominica, Dame Eugenia Charles, did not waste time calling the British Foreign and Commonwealth Office (FCO), PM or Queen. PM Charles phoned president Ronald Reagan. The rest is history. What the dickens is wrong with the British Queen? Is she so involved in her rich family’s affairs that 250,000 British citizens are left without parliamentary representation? Is

Prince Charles asleep? The TCI and its 32,000 people are being invaded daily by the independent French colony of Haiti, population 11 million. British governors historically have done little, ignoring the problem. While this governor spends his time consulting then rewarding his beautiful deputy. Can we afford to ignore him? We elect representatives for our district. Almost immediately some become ministers. They then represent all districts for their ministry. In Cabinet, they are led by the governor appointed by the British FCO way off in London. Months after landing here the governor finally recognises people by their first name. He might even begin to care. Off he goes back to Britain and his replacement begins the process all over again.

There is no incentive in parliament to do anything for the overseas territories. But they can install laws to kill our historic financial industry. People park their after tax funds here to avoid double taxation in their own country. Laws that are part of the world wide socialist plan. The reaction to USA socialism was to elect acid mouthed ‘Lord Trump’. The socialist Clintons got rich hiding their personal millions in their tax free fund. In proclaimed social communist countries the political leaders get rich and the middle class moves downward. Are proclaimed democracies turning socialistic and dying? Is it time for the overseas territories to demand democratic representation before democracy dies?

TURKS AND CAICOS WEEKLY NEWS

The new dimensions of tourism PART ONE IN A week in which Caribbean tourism leaders have been meeting in New York to build on the strong growth that much of the industry is now experiencing, it may seem perverse to be writing about the sustainability of Caribbean tourism. However, there is growing evidence that fundamental structural changes taking place globally in the industry are likely to raise new questions about the social and economic value tourism brings. Tourism is increasingly a pricebased commodity, benefitting mainly those who own its supply: the hotels, the airlines and cruise ships, and the industry’s multifaceted marketing operations. The commercial opportunity that economic globalisation offers is leading rapidly to consolidation, resulting in an industry dominated by a very few powerful brands, and the homogenisation of the product within specific price categories. The consequence is that before long what is on offer will become

hard to differentiate with the owners of the ‘hardware’ offering similar experiences in all warm-water destinations whether they be in the Maldives, Fiji, Barbados or the Dominican Republic. This suggests that the unless the Caribbean - the owner of the ‘software,’ for want of a better description - can successfully differentiate itself, it will find it increasingly difficult to grow the value, own or retain its share of the global market. By common, if sometimes grudging consent, tourism has in recent years become the most significant Caribbean-wide economic activity. It is now an indispensable economic force, generating taxes,

foreign exchange, and employment. It has the proven ability to turn Caribbean economies around rapidly. Its contribution to Caribbean GDP is substantial. Figures from the World Travel and Tourism Council for 2017 indicate that the industry’s total contribution was $57.1 billion (15.2 percent of GDP), is forecast to rise by 3.3 percent in 2018. It now provides 13.8 percent of total employment (2.5 million jobs) and $7.1 billion or 13 percent of total investment. Up to now the response of governments to capturing value has largely been to stimulate the supply side of the industry and by extension the number of visitor arrivals. This has involved encouraging

ever larger foreign investments in up-scale resorts - Baha Mar in the Bahamas is a good example incentivising new airlift to open new source markets, finding new ways to encourage cruise ships calls, and through the provision of extensive marketing support. It is an approach governments have been able to justify because it enables them to tax an ever-larger number of arriving visitors. Unfortunately, it is a strategy that has done little to address the pitiably low level of retention of the tourism dollar within the Caribbean economy. Recent research indicates that of each tourism dollar spent within the region just $0.15 cents at the low end and $0.40 cents at the high end remains, meaning that tourism

consumption by visitors continues to vastly outpace local production, with host countries failing to absorb and benefit from the domestic demand it could create. This cannot be right. Tourism in the Caribbean should be harnessed in such a way that it becomes less about numbers and more about delivering lasting nation-wide social and economic growth. That is to say, be of greater benefit to the small and mediumsize businesses and individuals who make up 80 percent of the industry in the region; result in genuine human resource development; enable many more Caribbean people to graduate to management positions; and be encouraged to promote an authentic national identity in all that it offers to visitors.

The Public Registers of Beneficial Ownership

What is the TCI’s response? PART TWO BY CARLTON MILLS THE BVI, in the same vein, has also reacted to this initiative by the British government. The BVI diplomat Benito Wheatley, at a recent meeting at Number 10 Downing Street, told the British government that such actions would undermine the partnership between the UK and the BVI. He further pointed to the fact that the BVI is experiencing some critical times since the passage of the two hurricanes in 2017 putting the islands in a very vulnerable position. They are still in such a position as they have not yet recovered from the devastation caused by these hurricanes. He further reiterated that the financial sector accounts for 60 percent of his government’s revenue particularly since the British government is well aware of the devastation of their

tourism sector caused by these same hurricanes. Although the British government is providing financial assistance to the BVI to rebuild climate resilient infrastructure, their government still has to take out commercial loans to support their financial sector. He also noted that with the imposition of the public registers of beneficial ownership and the current economic hardships currently being experienced, this will impede their ability to secure loans and undermine their financial industry. He also expressed similar sentiments to that of the Cayman Islands where the UK parliament is legislating for the overseas territories in areas where powers have been devolved to the territory’s governments and where there is no international legal obligation upon the UK to intervene in the territories to dispense its sovereign obligations. There is also strong support for the BOTs from some UK parliamentarians. Several persons have warned of a catastrophe for the territories’ financial industry. Lord Naseby noted that the

Dr Carlton Mills

regulatory standards in the territories were much better than those in the UK. He further pointed out the inequality in British legislation where Britain is imposing the public registers on the BOTs but not on their Crown dependencies. Several lawyers among the Lords in the UK also suggested that they will offer their legal services to represent the BOTs in a judicial review. If the regulatory standards in the BOTs are much better than those in the UK (as stated by the Lord), what then gives the UK the

moral consciousness or authority to legislate on their behalf? Clearly as the ‘mother country’ the UK is not setting a good example for the territories to follow. It goes without saying, ‘What is good for the geese is not good for gander.’ The UK has not changed. The burning question for the Turks and Caicos Islands is, what impact will such action by the British government have on our financial services sector? We have seen where both the Cayman Islands and the BVI have openly expressed their concerns about this action by the British government. What are we doing in the TCI? There seems to be no collaborative efforts by the BOTs to address this issue as they all basically depend on the financial sector as one of the primary revenue earners. Some of the territories seem to be going it on their own rather than collectively. The TCI also has the offer of legal advice from some of the Lords. Will we take them up on this offer or will we remain with our hands tied and

say as we did about the influx of Haitian sloops, ‘I can’t stop the sloops.’ Will our chorus now be, ‘We can’t stop the British government’? The Sanctions and Anti-Money Laundering Act 2018 received Royal Assent on May 24, which contains the provision that the overseas territories must adopt public registers of beneficial ownership by December 31, 2020. We have seen the responses from some of the other BOTs. What is the position of the TCI on this? What will be our Government’s position as leaders in the BOTs gather this month at the Pre-Overseas Territories Joint Ministerial Council Meeting in London. The premier of the Cayman Islands has already indicated that he will press the issue further at this meeting. Will the TCI follow suit? We, the citizens of the Turks and Caicos Islands, need to hear from our leader on this critical matter.

Tess Charles during one of her feature shows at the Shore Club resort

Entertainer of the year times two

AN INTIMATE LOOK AT

CHRYSTAL ‘TESS’ CHARLES BY DELANA ISLES SHE is the go-to entertainer for practically every TCI event, she hosts talent programmes for kids and young adults, and has an active social media presence where she engages her followers in social and political issues, but how well do you really know Chrystal ‘Tess’ Charles the individual? Before being known to many as ‘Tess the Performer’, Tess was working a day job in the hotel and hospitality sector. After leaving her hometown in Grand Turk at the age of 17 to pursue an Associate’s Degree in Hospitality and Tourism Management at the Turks and Caicos Islands Community College, Tess landed her first job at the famous Nikki Beach resort in TCI. From there she progressed to a few other hotels around the Islands, earning promotion after promotion due to her amazing work ethic, all while she pursued gigs on the side as a singer. REALITY CHECK “In November 2015 I had my first show that I produced, the Jazz and Soul concert at The Palms, it was a great production and it was a feeling unlike any other feeling. “It was kinda like my coming out party so to speak.” But then reality stepped in after that high - her cabaret show at Beaches resort and spa which she was juggling with her day job, was cancelled. “I had a reality check from that, you have to solidify yourself in certain ways or else this wouldn’t be something you could call lucrative, or you could get dropped any second. “I had bought equipment already, and had decided that I would do some side jobs when I get the time. “But then I realised that I would never get the time because the industry (hotel and tourism) I was in took so much time from me that the least I would work any day was nine hours, six days a week. “I didn’t have time to do anything, not even spend the money I was making. “I said if you don’t do it, you’ll never know how it’s going to work.” Then this happened: “I made the decision to

resign from my last ‘secure job’ on December 1, 2015, at 4 o’clock in the morning. “I called a friend out of his bed, poor thing, and I was hollering, hollering, because I just couldn’t do it anymore, it was so uncomfortable… it was my spirit inside of me telling me ‘listen you ran your course, get out’.” That was her listening to her ‘spirit’, or as others may know it her intuition. “When you get that gut feeling, and you feel uneasy about something, or uncomfortable and act out, you’re not encouraged anymore. “It gets so that everything is negative about the situation. That is not you not being a good employee.” Making the switch from a “secure job” to her true passion was “super-duper scary”, but she did it. “Every single thing in my life has been a lead up to my next step. Where I am now is a lead up to things that I don’t know what’s to come, but I follow my mind and I follow my spirit.” So, with no formal vocal training (she calls herself a YouTube singer where she learned the basics), some money in the bank and her equipment, Tess took the leap. LEAP OF FATE If you have ever taken that leap of fate, you may know that it is not all sunshine and rainbows; the tough days precede the good ones, sometimes in abundance, as Tess soon found out. “At first I was really, really green to the idea of doing anything else and it made me question my sense of purpose, “Like what am I getting up for in the morning? I called myself useless because I was not fixing a problem or outing a fire or making a salary, and I had some dark days laying down in that bed… because when I first started off I had one gig a week - one.” This led to her working at a restaurant to try to supplement her income, which did not quite pan out. “I made a pact with myself that the music, the gigs and the opportunities I could get would always be my first priority, and that led to me not performing well at the restaurant.” But things have improved significantly for Tess after her first dark days of self-doubt.

Today, she proudly donates her time to cultural programmes in schools, particularly Ianthe Pratt Primary School, organises and hosts a monthly event dubbed ‘Bring your own creativity’ for young talented artistes, has hosted several shows starring herself, won an ‘Entertainer of the year’ award twice, she is the person called on for national and social events when a soulful voice is needed to deliver a musical rendition, and has a full roster of gigs at restaurants and resorts around the TCI. She insists that people need to put their dreams first, and sometimes make that fateful leap. “When you’re working for other people nine hours a day, or 16 hours a day, six days a week, and you only get two weeks out of the 52 to go away and try to reset your brain, your mind just keeps going, you never get to stop and think and see real life. You only see what’s right in front of you.” Since venturing out on her own, there have been a lot of eye openers for Tess. “But all in all it’s been great. I’ve gone through some phases, I remember when I just finished the first couple of months on my own it was like oh yeah, I ain’t gotta get up and go to no job, I can eat what I want, and I don’t have to spend all my money down in IGA Gourmet.” PASSION AND PURPOSE Over the past three years Tess has become a household name, not just for locals and residents, but for tourists who see her perform as well, many of whom have returned to the TCI just to hear her sing. And sing she does, consistently and passionately. At this point in our interview, Tess excuses herself to go over and greet some ladies seated nearby. It just so happens to be one of their birthdays, so naturally Tess belted out a soulful rendition of ‘Happy birthday to you’ in her lustrous voice, much to the surprised and eventual pleasure of the other patrons in the cafe. Applause and smiles followed. She explained her passion. “Well that’s the thing, passion finds you, you don’t find it and I am following my passion, so that is something that drives you

and you cannot get away from. “The passion inside of you is like a fire, even though it may dim a little, you just got to find something to spark it back up and it will reignite and you can make a hell of a fire and keep it burning. “But you gotta keep throwing things on it.” As an entertainer in an admittedly small sea (TCI), Tess believes that she has to always do her best or she fears what will happen to her as a person. “I am proud of myself because I am able to put out good performances. I like to perform, I like to be seen, I like people to talk good about me, I like for people to be proud of me. “So I feel horrible when I don’t put out my best or give a good performance or give people what they pay for, or at least to keep up my own name.” As she explained, her innermost fear is not doing anything of worth with her talent, and that of getting bogged down with simply being comfortable when a world of advancement and opportunities await. She is really afraid of not pushing herself to continually improve and perfect her talents. Are you a glass full, half empty or the glass is refillable kind of person? “I am everything at a different time, sometimes I see the glass as half full, sometimes I get all frustrated and see it as half empty and then I am like okay it’s refillable. “I think it is phases for me.” When she is in the ‘glass is half empty’ phase, Tess prods herself out of that mode by chastising herself that it can and will be refilled. Her advice to people who dwell most times with a ‘glass is half empty’ attitude is to learn from every aspect of life - every failure, mistake, bad feeling, anything that has made you uncomfortable. “Face it and accept it, work through it, see how to prevent it and go on, because those things will continue to happen to you throughout every aspect of your life.” PROMOTING OTHER CULTURES Her most recent personal venture has seen Tess CONTINUED 

COMMENT

Walking with a purpose BY OLIVER MILLS WALKING seems so natural for us in the Turks and Caicos Islands. We walk for physical exercise, to shed pounds, so we could lose weight, to make us feel light and clear our heads. Sometimes we walk in groups so we can make jokes, feel safe, and be our true selves. Some of us walk without any particular reason. We do it because it is the thing to do or because we observe others doing it. In this sense, there is no real purpose to our walking. Nothing beneficial. Just to have fun, or to enjoy the outdoors. But for many of us walking has a meaningful purpose to it. We walk so we can think and clarify what is on our minds. Walking then becomes purifying, and edifying. Walking clears our conscience, helps us to deal with mental challenges and brings clarity so that we begin to make sense of things. It brings us further in touch with ourselves, the environment and the world at large. When we walk with a purpose, all our experiences come together which enable us to come up with multiple solutions to what is bothering us. Walking brings our life challenges to the forefront as well as how to fix them. It enables us to jettison our cares and worries, renews our minds and makes us whole beings again. And miraculously, for some, walking brings heaven and earth together, putting us in touch with both at the same time. We experience the beauty of earth, and the magic of heaven.

Walking connects us to our surroundings, helping us to become more sensitive to the trees, which we can touch gently as we pass them and inhale the sweetness of beautiful flowers. We enjoy the homes of others as we pass them by, observe people being busy with their chores and watch children happily at play and at ease with themselves and the world. Having a purpose to our walking means seeing it as a prayer. Walking is a prayer, since it frees us from earthly concerns, enables us to talk inwardly with ourselves and admire and connect with the vast expanse of the sky. We can then approach our creator without fault or blame, and the created and the creator become one, once again. Prayer provides the space where we see and touch the most high. The walking prayer cleanses us from what we are not and brings us face to face with who we really are. We are therefore changed and transformed. When we walk with a purpose, we can meditate deeper. All interferences internal and external melt away and we become our higher selves once more.

Bring back TCI Bank BY OSWALD SKIPPINGS, Leader of the People’s Democratic Alliance

This Scotiabank bombshell dropped on the Turks and Caicos Islands Government and people in recent days, is a substantial addition to the gloom and doom that currently exists in Grand Turk post the onslaught of hurricanes Ike, Irma and Maria and the drastic failure of recent administrations. It is an aggravation to the already high unemployment, the lack of commercial activity and other prevailing woes that have overshadowed Grand Turk over recent years. The fact is, the nation’s capital of Grand Turk will now have only one commercial bank, a situation that is definitely not attractive nor conducive to industrial and economic growth. Heretofore, the Government had a choice in selecting its banker, now it has no such choice. Therefore, the Government has no bargaining powers in selecting its banker and civil servants in both Grand Turk and Providenciales will be forced to deal with First Caribbean Bank as it is inconceivable that the Government would have two different banks to facilitate its financial business. This move would inevitably increase inconvenience to First Caribbean customers in Grand Turk who are already faced with long, slow lines because of inadequate customer service, inclusive of their one and only ATM that is already too often dysfunctional. This move also creates inconvenience in Providenciales by the closure of the Grace Bay facility, thereby adding tremendous pressure to the remaining one and only Scotiabank in the most commercially active island in the Turks and Caicos

An intimate look at ... seeking to foster inter Caribbean integration among the many nationalities residing in the TCI. Once every other month, Tess hosts a form of a ‘cookout’ at her own residence where her friends and social media followers can come, cook, eat and enjoy popular dishes from various Caribbean countries. This is certainly a different approach from the prevailing attitude of many native Islanders. Asked about her motives behind the event, Tess had a very interesting perspective. “I am a Caribbean woman, I am a West Indian, I am a Turks and Caicos Islander first and foremost, of course.

“I was born here, I grew up here, I was given my education here, my life experiences most of them come from here but I had a lot influences, and I have a lot of love for other people.” Tess’ mother grew up in Jamaica, her grandfather is a Jamaican, and her father is a Vincentian. All of these influences combined to play a pivotal role in her selfconfidence, and her identity. “Basically the way that I am is just unapologetically Caribbean.” She also understands that what she does with this event, is not something that some Turks and Caicos Islanders may subscribe to. “These are things that I hear

Islands. It should be noted that if the lack of profitable, financial activity is a contributor to this drastic decision, then one must consider the hundreds of millions of dollars that are being remitted to foreign countries by work permit workers while so many Turks and Caicos Islanders are not employed. Therefore, this highlights further justification for the public and private sectors to first and foremost guarantee jobs for our very own Turks and Caicos Islanders whose monies will remain here in the banks and be invested here in the Islands thereby creating even further and more profitable economic activity for the banks thereby guaranteeing their success. These sorts of disasters should bring us to the realisation that if we are to overcome the multitude of problems that are besieging us daily, there are some inherent political anomalies that we as a people need to recognise, admit to and commit to fix forthwith! For example, when the Honourable Derek Taylor, the then chief minister, conceived the idea, initiated the move and laid the foundation to establish a Turks and Caicos Islands Bank, it was a visionary and noble aspiration. However, once again this was ruined by cronyism and selfish, greedy politicians, and unfortunately,

blindly supported by overzealous irresponsible party supporters who not unlike now, put a blind eye to anything and everything wrong, oppressive or retrogressive their ruling party was doing. It is why unless and until we as a people stop voting for a great, noble and heroic man that is now dead, and political parties whose core principles and ideologies have also died, and begin to vote for committed, patriotic people with vision and intestinal fortitude, whether they be from a third, fourth or fifth political party or be independent candidates, we will continue to be duped, taken for granted and exploited by uncommitted and incompetent politicians, who are no longer held accountable by those of us who vote them into office. It is obvious that the introduction of trade unions is long overdue and would undoubtedly go a long way in meeting many of the needs especially of the working populace. However, from a development, investment and an overall economic standpoint for Grand Turk, this does not eliminate the need for a commercial bank. As a permanent and practical solution to this huge problem that we are experiencing with Scotiabank, the TCI Bank must be reinstated! Preferably, its board of directors must not be infested with politicians and or close relatives of politicians at all. However, if politicians are placed on the board of directors, then politicians from all sides should enjoy that privilege. This is the only way independent, bipartisan, transparent and public scrutiny will be guaranteed, and it would then be next to impossible for corruption to rear its ugly head again and effect the closure of such a much-needed national facility.

from people all the time saying ‘I could never do that’, but that is because it is not a part of our heritage that has been brought over to our culture.” But for her, culture means respecting and appreciating everything that made her. “I am appreciating what has made me, Turks and Caicos has made me but other people have as well, and honestly and truly I love my gut, Caribbean food is everything - I love Caribbean music and I love the food.” She believes that most Turks and Caicos Islanders love it too, but due to what some may perceive as an identity crisis, this love is not easily

noticed. “I find that everybody from everywhere has a little bit of identity crisis; when I’m travelling every group of people I hear say it - Guyanese, Trinidadians, Barbadians, and they all have it but I don’t think it’s nowhere near as bad as over here.” Over here, meaning the Turks and Caicos Islands, where Tess believes the feeling is justified. She explained that while other countries are fighting for their identities, they do have one, but they are fighting to ensure it would not be taken entirely from them. In the TCI, that threat is real. “I don’t feel Turks and Caicos

when I land in Turks and Caicos, I don’t feel it when I walk around and talk to people. “I don’t feel Turks and Caicos, I don’t know what Turks and Caicos is, we don’t know what Turks and Caicos is at this point, and that’s why my innermost fears for the Turks and Caicos is that it would never be able to find its identity because we are being so heavily saturated with everybody else’s and honestly we are not getting a fighting chance to find ourselves. “Yes, I am critical of Turks and Caicos Islanders in the way they handle other people, but we need to realise what the reason is behind it. “I understand why.”

Commonwealth Caribbean resolve to work together to fight corruption BY DELANA ISLES AFTER four days of intense discussions and interactions, member countries at the recently held conference of integrity commissions of Commonwealth Caribbean countries, have resolved to, among other things, enhance working relationships with governments and public sectors to fight corruption. The fourth annual Conference of the Commonwealth Caribbean Association of Integrity Commissions and Anti-Corruption Bodies (CCAICACB) concluded last Thursday, June 8, at the Beaches Resort and Spa in Providenciales. The theme was, ‘Counting the real cost of corruption - Engaging everyone in the fight.’ Commenting on the conference proceedings this Thursday, outgoing chairman association, Eugene Otuonye, QC called the event a huge success. “If the independent assessments of the conference by the delegates are anything to go by, it is fair to say that this fourth conference was a huge success. “Its positive impact on the delegates is evident in the conference communiqué which, among other things, articulates the determination and commitments of the delegates and the association members to intensify their anti-corruption and good governance efforts, involving everyone in the process.” The conference featured addresses and presentations by eminent persons in the region and the world, as well as stakeholders involved in the national, regional and international anti-corruption and good governance efforts.

Through country presentations, peer reviews and benchmarking, country delegates from Antigua and Barbuda, Belize, Cayman Islands, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Trinidad and Tobago, Turks and Caicos Islands and others, shared their experiences, exchanged ideas, strategies and best practices in their anti-corruption and good governance efforts. In addition, the various panel discussions at the conference provided unique opportunities and platforms for the delegates and the representatives from the media, the civil society, religious, and youth organisations and other private sector stakeholders, to engage and explore together the enormous cost and damage of corruption and how best to engage everyone in the fight against it. The conference ended with the annual general meeting of the association, during which elections were held to fill vacant positions in the executive committee of the association and the conference communiqué was issued. COMMUNIQUÉ Having extensively discussed the theme of the conference and its programme content, the executive committee members with a full exchange of views of participants agreed and adopted the following resolutions: -Reiterate that regional integrity commissions and anti-corruption bodies must continue to maintain their independence, impartiality and professionalism, to further enhance their effectiveness. -Urge the integrity commissions

and anti-corruption bodies to harness and put to maximum and innovative use, all resources available to them, to engage everybody in the fight against corruption. -Urge integrity commissions and anti-corruption bodies to make recommendations to their governments with a view to realising reinvigorated political will, public sector and nationwide commitments, to continuously combat corruption. -Urge regional governments to enact, expand and implement national legislative frameworks and strategies for improved effectiveness, so that there are no legislative silos which deter holistic anti-corruption work in the region. -Urge the integrity commissions and anti-corruption bodies to secure at national and regional levels, statistical information on the real cost of corruption and make the information available to the ordinary person. -Must encourage integrity commissions and anti-corruption bodies to develop harmonised benchmarking systems and protocols for the purposes of both internal and national systems and institutions, statutory corporations and agencies, for which they have oversight. -Must implement effective organisational risk management strategies and gather to achieve meaningful inter-agency collaboration, locally, regionally and internationally. Continue calls on member governments to: -Provide adequate financial, technical and human resources to the integrity commissions and anticorruption bodies. -Give encouragement and

support in their prompt and efficient discharge of their statutory functions in their sustainable fight against and in the eradication of corruption. -Agree that integrity commissions and anti-corruption bodies should further intensify their public education and citizens’ engagement and initiatives, surveys and data gathering, and in particular continue the deeper mobilisation with children, youth, civil society organisations and religious bodies, in the fight against corruption across the region. -Agree that as part of their efforts to engage everyone in the fight against corruption, and for optimal utilisation of resources available for anti-corruption and good governance efforts, the integrity commissions and anti-corruption bodies should robustly embark on national stakeholders conferences, inter-agency collaboration, sectorwide training and capacity building programmes. -Must encourage integrity commissions and anti-corruption bodies to develop harmonised strategies and practices for strengthening cooperation and the sharing of data, information and lists of persons of interest among themselves. -Must encourage Caricom to place on its agenda the discussion of anti-corruption efforts. -Must encourage governments, integrity commissions and anticorruption bodies to acknowledge corruption perception indices, and engage independent integrity agencies to work regionally to determine strengths and challenges

so that the association can share more objective corruption indicators and recommendations for improving the fight against corruption across the region. Having regard to the diverse experiences of members of the Association it was further agreed that the integrity commissions and anti-corruption bodies should: -Continue to pursue the development and implementation of regional anti-corruption model legislation in keeping with the requirements of the UNCAC and the constitutional and legislative frameworks of their respective countries, to achieve effective reduction and eradication of corruption in the Commonwealth Caribbean. -Continue to support and encourage each other through benchmarking and practitioners’ exchange, and thereby enhance the sharing of their experiences, best practices, information and solutions among themselves and the monitoring of the impact of the association’s interventions. -Be innovative, and seek to secure the best results, in their anti-corruption and good governance efforts, taking into account the social, cultural, economic and political circumstances of their local environment. The association also agreed to accept the offer of the government of Grenada to provide facilities for capacity building programmes of the association, in collaboration with the government of India and the commonwealth secretariat. They also accepted the tentative offer of Cayman Islands to host the next conference in 2019.

Metal found in canned pork Consumers urged to throw it away BY OLIVIA ROSE CUSTOMERS are warned not to consume Spam products and to either throw them away or return them to the place of purchase. This comes after the US Department of Agriculture (USDA) announced the recall on May 26 of more than 228,000 pounds of Spam and related Hormel Foods products after several people claimed to

find metal fragments in their food. The Animal Health Division of the TCI’s Department of Agriculture issued an immediate recall of all Hormel Foods products imported by Graceway Trading on Tuesday (June 12). The department said that strict measures have since been taken to ensure that all remaining products have been removed from the shelves in

local supermarkets. The popular luncheon canned pork and chicken product is said to be contaminated with extraneous materials, specifically pieces of metal. The USDA Food Safety and Inspection Service was informed of people suffering “minor oral injuries” after consuming the product. The recall is labeled as a class one with a high health risk, according to the USDA.

Premier Sharlene Cartwright Robinson, Minister of Home Affairs Hon Vaden Delroy Williams and other Government ministers

Artist’s impression of the new state-of-the-art Post Office

First blocks laid at site of $1.5m Post Office BY OLIVIA ROSE THE SYMBOLIC first blocks have been laid to commence the construction of the TCI’s first stateof-the-art Post Office in Downtown, Providenciales. The new $1.5 million building will integrate the latest technology and high tech features that are available in postal services around the world.

At a block laying ceremony on Friday, June 8, Minister of Home Affairs Hon Vaden Delroy Williams said that the new facility represents the Government’s commitment to developing the Downtown area as an important and central hub for business and government activity. He said: “As a culturally historical site, this block laying marks a new and exciting chapter in this very important institution.”

Williams stressed the importance of the Government updating and enhancing the Post Office facilities to ensure customers receive better service. “We should be in a position to capitalise on the lucrative and rapidly growing e-commerce industry,” he said. “If other large developed countries have not abandoned Post Offices, why should we?” He said that although many private delivery services are operating in the TCI there is still a “very strong” demand for Post Office boxes and the postal services. “We have seen this from the activity at the temporary location in the Town Centre Mall and the boxes in Grace Bay. “We cannot run away from

technology. We must embrace it,” Williams said. The new Post Office will be fully computerised and replete with a sorting room with mail sorting facilities, credit card machine service, a stamp shop, and up to 3,000 more mail boxes. There are also plans for a stamp machine which will make postal services accessible after working hours. Williams took the time to thank the staff of the Post Office for the work that they have been doing, especially under the present conditions and reminded them that better days are ahead. He assured the public that in addition to the excellent facilities, the Government is committed to offering quality customer service and

ensuring that the Post Office remains relevant, reliable and competitive. This project launches one of the many new capital projects which the Government plans to embark on during the next few months and years. Williams emphasised that this embodies an ambitious development plan for the entire Turks and Caicos Islands as the Government continue to modernise the territory. The ceremony was attended by Acting Governor Anya Williams, Premier Sharlene Cartwright Robinson, Hon Goldray Ewing, Minister of Infrastructure, Housing and Planning, Hon Edwin Astwood, Minister of Health, Agriculture, Sports and Human Services, and Postmaster General Elizabeth James.

The car driven by the deceased woman

Woman killed in two-vehicle smash up A WOMAN became the latest road death victim in the Turks and Caicos Islands after her vehicle collided with another and careened into a pole on Leeward Highway in Providenciales. Police reported on Monday (June 11) that they are investigating the cause of the fatal accident which occurred at about 9.49pm on Sunday at the Venetian Road roundabout. When police and emergency

personnel arrived at the scene they found a severely damaged yellow Suzuki Alto and a black Chevy Tahoe with the occupant of the Suzuki badly injured. She was rushed to the hospital by ambulance and later succumbed to her injuries while receiving treatment. The exact cause of the crash is still under investigation. The deceased woman’s identity is being withheld at this point.

UK provides three new trucks for vector control BY OLIVIA ROSE THE MINISTRY of Health has received three brand spanking new 2018 Ford trucks from Public Health England to help tackle the mosquito problem across the Islands. Acting Governor Anya Williams handed over the keys of the trucks to Premier Sharlene Cartwright Robinson and Minister of Health Hon Edwin Astwood on Friday, June 8, in Grand Turk. The acting governor during a

simple handing over ceremony said the vehicles will boost the Ministry of Health’s vector control operations throughout the territory. She said: “On behalf of the United Kingdom government and Public Health England, I am pleased to present to the Turks and Caicos Islands Government, and more specifically the Environmental Health Department of the Ministry of Health, three brand new Ford F-150 vehicles to assist in carrying out fogging and other anti-mosquito

activities this hurricane season.” The vehicles are part of an $835,000 project being funded by the UK government to help equip the TCI, Anguilla and the British Virgin Islands with both equipment and chemicals to assist in the fight against mosquito borne diseases. This donation is a part of a much larger donation from Public Health England to the Turks and Caicos Islands following the devastation of hurricanes Irma and Maria last September.

A group from Long Bay High School visit Half Moon Bay and Little Water Cay

Half Moon Bay is a vulnerable domicile for rock iguanas due to discarded trash

Pupils learn about the perils of plastic pollution STUDENTS took a trip to some of the TCI’s smallest islands recently to learn about the dangers facing rock iguanas as part of World Environment Day. The group from Long Bay High School visited Half Moon Bay and Little Water Cay on June 5 where they took part in several educational activities. The excursion was sponsored by the Turks and Caicos National Trust as a way to encourage young people to care for the environment. According to a press release from the trust, the visitors learnt about the iguanas’ habitats and the importance of keeping them clean. “Students were urged to be more responsible in managing garbage since waste, particularly plastic, can be devastating to marine biodiversity. “More importantly, the tour exposed students to the detriment to the health and wellbeing of the

iguanas caused by plastic products and trash being left behind by humans who visit their homes. “In fact, the group was able to collect a few plastic products within the vicinity.” During the trip, they also learnt how to do bead tagging - a strategy used by scientists, to keep track of the population, study their life span and monitor their health. Staff also discussed an ongoing rat eradication project. The students had previously been surveyed by the trust’s public awareness officer in February to gauge their knowledge of the dangers facing rock iguanas. They will be surveyed again in 2020 to complete the education component of the project. On June 5 every year, the World Health Organisation (WHO), United Nations and thousands of global communities and organisations celebrate World Environment Day.

The theme of this year’s World Environment Day was ‘Beat plastic pollution’

This year, the theme of the day was ‘Beat plastic pollution’ - a call for action for the world to work together to address the environmental challenge and raise global awareness of the need to reduce the heavy burden of plastic pollution. Half Moon Bay is a vulnerable

domicile for the rock iguanas as it is a popular location for locals to have beach cookout and tour companies to take guests to relax, have beach parties and see iguanas. The Turks and Caicos National Trust continues to seek more support towards conservation plans though

funding and donations, and appeals to tour operators and stakeholders to be partners in the stewardship of this area. More information on the Turks and Caicos National Trust is available at 941-5710 or info@ tcnationaltrust.org

Non-profit repairs hurricane damaged schools THE SANDALS Foundation held a symbolic key handover and ribbon cutting ceremony recently for the reopening of Providenciales school buildings damaged during last year’s hurricanes. The non-profit arm of Beaches and Sandals Resorts hosted the event on June 4 at Enid Capron Primary School (ECPS) and Clement Howell High School (CHHS) in Blue Hills. It also opened a state of the art library at CHHS, which was under construction when the hurricanes hit. According to a statement from Sandals, the three major projects cost more than $200,000. They were undertaken as part of the foundation’s pledge to assist with post-hurricane recovery efforts and return children to normalcy. The Enid Capron project included hurricane repairs such as roofing, electrical work and other infrastructural improvements to the Stubbs Block. The Stubbs Block houses the school’s sick bay, a canteen, the computer room and teacher resource room. The school project also included the donation of furniture with the Sandals Foundation confirming that new computers will also be given to the school. Heidi Clarke, executive director of the Sandals Foundation, said the Ministry of Education and the Ministry of Public Works have been instrumental in the completion of this project. “I must also applaud our partners, the American Friend of Jamaica, the Yellow Bird

Foundation, and of course, our guests and team members from Beaches Resorts who responded to the call for assistance and came on board to help to repair the Stubbs Building and improve the learning experience of the students.” Construction of the new library at CHHS, funded by the Sandals Foundation, was well underway when the hurricanes hit in September 2017 and the newly refurbished structure suffered some damage. The school also suffered damage to its canteen. The Sandals Foundation, with support from School Specialty who donated new furniture and school supplies, has since completed construction of the state of the art library and made the repairs to the school’s canteen which included replacing the roof, patio, doors and windows. Clarke said: “The Sandals Foundation truly believes that our children are our future and an investment in them is the best gift to the survival and sustainability of this region. “It is, for us, about providing the best environment in which our students can excel and reach their full potential.” Speaking at the handover ceremony for both schools on Monday, Minister of Education Hon Karen Malcolm expressed the Government’s appreciation for the projects. “I would like to say to Sandals Foundation and Beaches Resorts, thank you for your continued generosity and commitment to the

education within these islands.” She also encouraged students from both schools to take care of the facilities.

“Use them for the betterment of your lives and the improvement of your academic work.” Clement Howell High School

Deputy Governor awarded MBE Deputy Governor Anya Williams has been awarded an MBE

TCI’s Deputy Governor Anya Williams was awarded an MBE in Her Majesty the Queen’s 2018 Birthday Honours. Governor John Freeman congratulated Williams on her accolade this week. “This is richly deserved and as the citation states has been made in recognition of her services to the Turks and Caicos Islands. Those services are notable,” he said.

“The deputy governor continues to exhibit exemplary dedication to her duties, demonstrating the strong leadership that she displayed following the passage of both hurricanes Irma and Maria which was commended by myself, the UK military and NGOs present.” Williams will be invited later this year to Buckingham Palace to receive the award from Her Majesty The Queen or another member of

the Royal Family. Governor Choudhury ‘temporarily withdrawn’ from post The U.K. Foreign and Commonwealth Office has “temporarily withdrawn” Cayman Islands Governor Anwar Choudhury from his post pending an investigation into “a number of complaints” against him, Premier Alden McLaughlin said in a statement released early Wednesday. Cayman officials, including the premier and Deputy Governor Franz Manderson, were advised of the FCO’s decision late Tuesday. The premier’s statement did not specify whether the complaints against Mr. Choudhury were related to Cayman or elsewhere. The premier also did not state the nature of the complaints. Mr. McLaughlin, who is in the U.K. this week, said he was advised by the U.K. overseas territories minister, Lord Tariq Ahmad, that Mr. Choudhury was in the U.K. and that the investigation against him was likely to take four to six weeks. “While this development was unforeseen and is most unfortunate, I am confident that it will not affect the continued good governance of the Cayman Islands,” Premier McLaughlin said. Lord Ahmad told Cayman

Haiti’s ministers for the interior, external co-operation and culture, Jean Marie Reynaldo Brunet, Aviol Fleurant and Joseph Guyler Delva, at a news conference announcing the banning of Oxfam GB.

officials that the foreign office did not intend to make any public statement regarding the matter. Mr. Choudhury could not immediately be contacted for comment. Deputy Governor Manderson will take up the post of acting governor while Mr. Choudhury is away. Mr. Choudhury, 58, arrived in Cayman in late March and was well-

received. He had just completed an interview with the Cayman Compass on Thursday afternoon in which he stated his intention to work with Cayman on the formation of a strategy to address U.K. requirements that its territory adopt a public register of company ownership by December 2020. HAITI’S government on Wednesday said it was withdrawing Oxfam Great Britain’s right to operate in the Caribbean country after allegations of sexual misconduct by some of the charity’s staff. In a statement, three ministries, including the Planning and External Cooperation Ministry, said they were withdrawing Oxfam Great Britain’s status as a non-governmental organisation “for violation of Haitian law and serious violation of the principle of the dignity of the human beings.”

The British aid organization has been rocked by allegations that staff, including a former Haiti country director, used prostitutes during a relief mission after a devastating earthquake hit the island nation in 2010. In February, Haiti temporarily revoked Oxfam Great Britain’s right to operate in the country. A spokeswoman for Oxfam in Haiti said the organisation would be releasing a statement about the withdrawal of Oxfam Great Britain’s right to operate in Haiti. (Reuters)

Miller becomes third FNM MP to publicly oppose VAT increase GOLDEN Isles MP Vaughn Miller on Tuesday became the third Free National Movement member of Parliament to publicly oppose the government’s impending value added tax increase. Miller said he does not support VAT being raised to 12 percent, adding families across the country could not afford the tax hike. Mr Miller said his constituents have advised the increase is too high and should be implemented incrementally. Miller joined Centreville MP Reece Chipman and Pineridge MP Frederick McAlpine, all members of the Free National Movement, who have opposed the move. On Monday, Long Island MP Adrian Gibson called on the government to delay the increase to give persons time to prepare. Miller said in Parliament: “Golden Isles cannot support this increase in VAT from 7.5 percent to 12 percent. It’s too aggressive, it is too much, it is too soon. I am merely the conduit, I am merely the messenger, I have made a vow to speak as they asked me to speak. I am their servant. “Personally, I think this form of taxation as has been stated before is regressive and repressive and the poor and middle class will have to

carry this burden disproportionately. A more fair taxation to me would be a form of income tax or even payroll tax where you can exempt persons below a particular salary scale. This is too burdensome on the poor and the middle class and small and medium sized businesses.” Earlier on Tuesday, Attorney General Carl Bethel said the country is suffering “fiscal illness,” adding it is better for all Bahamians to shoulder paying off the nation’s debt.

Mr Bethel said the VAT increase was in the government’s view “the most painless” way to arrest government debt. He was responding to questions from the press on a recent Public Domain poll which found that 76 percent of respondents said they oppose the 2018-2019 budget. Mr Bethel said: “We’ve reached a stage in the Bahamas fiscally in terms of where the government is in terms of its obligation and the fact that nearly $800m has to be used to pay either matured debt or interest on old money borrowed decades ago sometimes that’s already been spent. When you look at the traditional sources of revenue they are not enough to cover these obligations that have been incurred by previous governments including previous FNM governments. “So we have to do what is right for the Bahamian people. We have to do what is right to restore financial balance and sanity in budgeting in this country. We cannot continue to borrow our way out of debt. It is impossible to borrow your way out of debt and if you cannot borrow your way any further because every time you borrow you increase your debt then you have to find some other way to re-balance your expenditure.

The Bahamian government is hoping that Douglas Manchester will take the post before the end of the year.

No Change in nominee for Bahamas ambassador role DOUGLAS Manchester, real estate developer and billionaire, is still the nominee to fill the post of United States ambassador to the Bahamas, according to Foreign Affairs Minister Darren Henfield. The government, the minister said on Tuesday, is also hoping Mr Manchester will take the post before the end of the year. “I had a bilateral meeting in Washington last week at the State Department and the position remains the same,” Mr Henfield said yesterday outside Cabinet in

response to a question from The Tribune. “We’re hoping to have the nominee Mr Manchester in the Bahamas as soon as possible. “We hope (it’ll be within the year),” the minister also said. “It has to be within the year. We look forward to an ambassador being here in the Bahamas. We haven’t had one for more than 10-11 years and he unfortunately had some hold ups in his committee hearings, but hopefully they’ll have them resolved and we could have him in The Bahamas very soon.”

Bahamas: Police insist public is safe despite spate of killings The 20-foot boat, disabled and adrift with three Dominicans from the island of Dominica, was located by the crew of the Liberian-flagged-886-foot bulk carrier Skiathos .

Three Dominicans rescued after being stranded in the Caribbean Sea for 21 days THE crew of the Coast Guard Cutter Donald Horsley combined efforts with the Liberian-flagged bulk carrier ship Skiathos to rescue three stranded boaters on Friday in the Caribbean Sea, approximately 75 nautical miles south of Puerto Rico. Rescued are a man and two women, claiming to be Dominican nationals from the Caribbean island of Dominica, who were stranded at sea for 21 days after their 20-foot boat ‘Papa Fish’ became disabled and adrift on a trip from Dominica to Martinique that started May 19. Coast Guard watchstanders in Sector San Juan received initial notification at 7:19 p.m. Thursday from the crew of the 886-foot Skiathos, who reported locating a boat with three people onboard

waving their arms for assistance. The crew of a patrolling US Customs and Border Protection Caribbean Air & Marine maritime patrol aircraft located the Papa Fish and confirmed there were three people onboard signaling for assistance. Coast Guard watchstanders proceeded to launch a Coast Guard HC-144 Ocean Sentry maritime patrol aircraft from Air Station Miami, a MH65 Dolphin helicopter from Air Station Borinquen, and diverted the Coast Guard Cutter Donald Horsley to deliver assistance and rescue the boaters. The crew of the Coast Guard helicopter arrived on scene with the Papa Fish and vectored in the Donald Horsley on its final approach to reach the stranded boaters.

AFTER a spate of murders and amid a heightened fear of crime, the senior command of the Royal Bahamas Police Force held a press conference to reassure the public the country is still safe. Police said many of the recent killings were “senseless” acts of opportunity or motivated by robbery, adding increased police presence will be seen on the streets. The double homicide which killed two teen brothers on Saturday was likely due to gang activity and retaliation, police said. Acting Commissioner of Police Emrick Seymour said despite the recent killings - six since Saturday according to this newspaper’s records - police are “working assiduously” to resolve these matters. Hours after the press conference, police said a shooting at Cox Street off Grant Street in Fox Hill left one man dead and another in hospital. Flanked by several of his colleagues, including Assistant Commissioner of Police Clayton Fernander, the officer in charge of crime investigations, Acting Commissioner Seymour said members of the public can “rest assured” that the country remains “a safe place.” Of the recent killings, he said police have several significant leads, further contending the recent scourge in crime could be attributed to a “minute percentage” of the population. He encouraged members of the

public to continue to stand with police in its fight against crime. The acting commissioner also rejected the notion that specific sectors of society were being targeted, namely taxi drivers and school campuses. A day earlier, Bahamas Taxicab Union President Philip Watkins questioned if taxi drivers were being targeted after two taxi drivers were killed in the past week. Meanwhile a security guard was shot dead on Tuesday morning at A F Adderley School. Acting Commissioner Seymour said there is no evidence to support either view, adding that recent trends suggest that a large percentage of recent crimes were being carried out

due to opportunity. He said police have heightened efforts against crime. While he stopped short of going into specific details, he said the presence of the RBPF would be seen and felt by those responsible for crime. For his part, ACP Fernander highlighted a nearly 50 percent reduction in murders for 2018, when compared to the same period over last year. He told The Tribune earlier yesterday there have been 47 killings so far this year. The double homicide last night in Fox Hill increased the count to 49. Figures presented by the RBPF showed that at this point last year, the country had recorded 69 homicides. (Tribune242)

Cayman’s leaders seek constitutional reform

Jamaica is no stranger to natural disasters.

Jamaica government collaborates with UNDP to implement early warning systems AS part of the mitigation efforts to strengthen disaster resilience in vulnerable communities, the Government is partnering with the United Nations Development Programme (UNDP) to implement early warning systems in four parishes. Local Government and Community Development Minister Desmond McKenzie said the initiative will be undertaken in St Catherine, St Mary, Portland and St. Thomas.

The US$1 million project is slated to come on stream in early 2019, the Minister said, as he launched the national hurricane preparedness campaign at Jamaica House, recently. “We’re going to be the third country outside of Cuba and the Dominican Republic that will benefit from this programme with the UNDP, where they will help us to create a National Climate Information and Early Warning Service for Disaster Risk Reduction,” he said.

CAYMAN Islands leaders continued to push for constitutional reform in a series of meetings in London following the U.K.’s decision to impose public beneficial ownership registries on its overseas territories. Premier Alden McLaughlin has described the decision as “constitutional overreach” and is lobbying for changes in the relationship between the Cayman Islands and the U.K. Mr. McLaughlin, along with Financial Services Minister Tara Rivers and a delegation of Cayman Islands government officials, met with Lord Tariq Ahmad of Wimbledon, Minister of State for the Commonwealth and the United Nations, Monday for “bilateral talks” on the issue. The premier has indicated he would like to see section 125 of the constitution – which gives the U.K. full power to make laws for the “peace, order and good government

of the Cayman Islands” – either dropped or revised. Following last month’s beneficial ownership decision, he believes this clause needs to be clarified to make clear that the U.K. should only intervene in the territory’s affairs, for matters involving “the most serious of circumstances [such as] a fundamental breakdown in public order or endemic corruption in the government, legislature or judiciary.” The Cayman group also met with two leading barristers in London Monday as they considered their strategy ahead for further constitutional discussions. Sir Jeffrey Jowell, QC, who advised on the drafting of Cayman’s constitution, and Lord David Pannick, QC, advised the Cayman Islands team about “desired outcomes, formulation of a plan for the way forward and setting time lines necessary for the Cayman

Islands,” according to a press release on the meeting. “We talked about the way forward with constitutional talks,” Mr. McLaughlin said. “We are concerned about the actions of the House of Commons in seeking to legislate for the Cayman Islands, which amounts to constitutional overreach by forcing the Cayman Islands to adopt public registers of beneficial ownership.” Eric Bush, Cayman’s representative in London, said the meetings had gone well and the territory was “making progress” in developing desired improvements to the constitutional relationship. Mr. McLaughlin has previously indicated that Cayman’s main goal is to ensure that, provided the Cayman Islands is not in breach of international standards, the power of internal self-governance is absolute. TURKS AND CAICOS WEEKLY NEWS

World News Trump downplays abuses by Kim Jong Un’s regime US President Donald Trump downplayed abuses by Kim Jong Un’s regime in an interview following his summit with the North Korean leader, saying that other countries had also done “bad things”. “A lot of other people (have) done some really bad things. I mean, I could go through a lot of nations where a lotta bad things were done,” Trump said in an interview with Fox News on Wednesday night (June 13). He praised Kim as “a very smart guy” and “a great negotiator”, saying that “I think we understand each other”. According to Trump’s own State Department, Kim’s regime holds between 80,000 and 120,000 political prisoners in forced labor camps, facing torture and forced starvation. As well as abuses at home, Kim is also suspected of ordering the assassination of his half-brother at a Malaysian airport last year. Trump and Kim met in Singapore on Tuesday - an unprecedented encounter that saw the leader of the world’s most powerful democracy

shake hands with the third-generation scion of a dynastic dictatorship, standing as equals in front of their nations’ flags. Critics have charged the summit legitimised Kim and said the summit was more about headlines than

substantive progress. Trump also had kind words for Chinese President Xi Jinping in the interview, describing him as “an incredible guy” and noting that he is “essentially president for life. That’s pretty good.” (Straitstime)

THE number of terrorism-related arrests in Britain hit a record high after a series of attacks around the country last year, official figures show. In the year ending 31 March, 441 people were held on suspicion of terrorism-related activity, the highest number of arrests in a year since data collection started in 2001, and an increase of 17% on the 378 in the previous year. The Home Office said the rise was partly due to a number of arrests made following attacks in London and Manchester last year. The number of terror-related arrests in Britain since the 9/11 attacks in 2001 has passed the 4,000 mark, standing at 4,182 at the end of March.

Assistant commissioner Neil Basu, head of counter-terrorism policing in the UK, said: “With the terrorist attacks of 2017 we saw a genuine step-change in momentum. As a result, our operational activity increased to meet the new and emerging threats we now face. “A year on and our activity continues to be at unprecedented levels; shown, not least, by the fact that, in the past year, working together with the security services we have stopped an average of one terrorist attack every month. Police, together with the security services, are determined to make the UK as hostile an environment for terrorists as possible.”

UK’s May defeats final Brexit challenges in parliament PRIME Minister Theresa May defeated the final challenges to her Brexit blueprint in parliament yesterday, leaving plans for Britain’s departure from the European Union still largely on track but her authority weakened. Lawmakers supported the government’s position to reject amendments to the EU withdrawal bill that challenged May’s commitment to leave the bloc’s customs union and single market, leaving the overall shape of her Brexit strategy intact that will transform Britain’s trading relationships for decades. But it was a vote in parliament on Tuesday that left her seemingly at the mercy of two groups in the Conservative Party – those who want to maintain the closest possible ties with the EU, and others pressing for a clean break. An agreement that defused a potential rebellion over handing parliament more control over Britain’s exit from the EU looked in danger of unravelling on Wednesday, when the two camps argued over the shape of a possible compromise on a “meaningful vote”. Before the vote, she assured lawmakers she would honour her promise and deal with the “concerns raised about the role of parliament in

relation to the Brexit process”. There was little doubt the government would win on the customs union and single market, which some pro-EU lawmakers say is the only way for Britain to retain economically advantageous close ties with the bloc, with the opposition Labour Party also divided over future relations. Parliament voted 325 to 298 in favour of rejecting a House of Lords amendment to require ministers to report on their efforts in negotiations to secure a customs union. They also voted against remaining in the European Economic Area (EEA), which offers tariff-free access to the EU’s single market in return for accepting free movement of people, goods, services and capital, by 327 to 126. Britain’s future trading and customs arrangements after Brexit have become a lightning rod for divisions that have not only plagued May’s Conservative Party but also in the Labour Party. May had faced the prospect of losing the vote on the customs union after rebels had indicated their support for a change introduced by the House of Lords to require

ministers to report what efforts they had made to secure a customs union. But a government proposal to instead report its efforts to secure a customs “arrangement” was enough to postpone a more searching debate about government policy, with future debates the more likely stage for a revolt. It won over most of the rebels, but was openly mocked by Ken Clarke, a veteran Conservative who has run at least six government departments, who accused the government of using “pathetic” jargon which was “utterly meaningless”. In the end, parliament accepted that proposal. With not all rebels persuaded that May’s plan can prevent an economic shock after Brexit, some say they will challenge her plans to leave the customs union again during votes on other bills, on trade and customs, which will be brought back to the house some time before July 24. But it was in the Labour Party where the deepest rifts were exposed. Many of its pro-EU lawmakers went against their leader, Jeremy Corbyn, by supporting the vote and not his amendment which argued for a new single market deal with the EU.

Eight days after the death of Martine Bernard, 20, her desecrated body was moved into a garbage bin in an alley, which detectives found before sunrise on Tuesday.

From his second floor apartment at 522 N.E. First Avenue in Fort Lauderdale, Cassandritz Blanc could look over that alley. The 22-year-old — who does not have a criminal record in Florida — is facing charges of premeditated murder and abusing a corpse in the June 4 killing.

TURKS AND CAICOS WEEKLY NEWS

World News North Korea sanctions to stay until full denuclearisation, says US

SNP MPs including Mr Blackford (centre) gathered on College Green after Wednesday’s walk-out.

SNP pledges more action over Brexit bill THE SNP will continue to “frustrate what the government are doing as much as we possibly can”, the party’s Westminster leader has said. Ian Blackford led a walk-out of his MPs during Prime Minister’s Questions on Wednesday over the government’s handling of the Brexit bill. Opponents branded the move a “pre-prepared stunt” aimed only at furthering the cause of independence. Mr Blackford said it was “not the end of the matter, it is the beginning”. The walk-out came after Speaker John Bercow expelled Mr Blackford from the chamber when the MP refused to sit down after asking for the Commons to sit in private. SNP MPs were furious after amendments to the EU Withdrawal Bill affecting Scotland were passed after less than 20 minutes of debate the previous evening, with the only speech being from Cabinet Office minister David Lidington. Mr Bercow has now granted the party an urgent debate on Brexit and devolution in the Commons, which will be held on Monday and last up to three hours. Holyrood had previously refused to grant formal consent to the bill, with Labour, Green and Lib Dem MSPs uniting with the SNP to outvote the Conservatives. The opposition centres on the bill “temporarily” constraining Holyrood’s ability to use 24 powers that return from Brussels for up to seven years. The UK government, which reached an agreement with the Welsh government over the issue, says this will ensure the same rules and regulations remain in place across the UK in areas such as agriculture and food labelling. The remainder of the 153 returning powers will go straight to the Scottish Parliament, however. Speaking in the Scottish Parliament, Nicola Sturgeon argued that this week’s events had been “the most clear and powerful evidence so far that the Westminster system simply does not work for Scotland”.

The first minister also repeated her claim that the Tories had “ripped up the convention that has underpinned devolution for nigh on 20 years.” The UK government has signalled that it wants to continue working with its opponents towards finding a resolution to the long-running row. In a statement to MPs on Thursday afternoon, Scottish Secretary David Mundell said the powers at the centre of the row had been “handed to the European Union through our membership in 1972, long before devolution existed in Scotland”. They had therefore never been under the control of Holyrood, and it was wrong to argue that the powers had been “taken away” from the Scottish Parliament, he added. Mr Mundell, who faced calls to resign from opposition parties, said the government would press on with its Brexit plans despite the lack of Holyrood consent, but insisted its aim was still for agreement to be reached between the two sides. He added: “The Scottish government’s position from the outset was that they would be content with nothing less than a veto. However, such an unreasonable position would fundamentally undermine the integrity of the UK internal market. “We on this side of the house have compromised, we have made every effort to reach agreement. We have sought consent. “Now, we are legislating in line with the Sewel Convention to ensure the whole of the United Kingdom leaves the EU with as much legal certainty as possible. That’s what people and businesses in Scotland need.” The Sewel Convention states that the UK Parliament has the authority to legislate on any issue, whether devolved or not, but will “not normally” do so in devolved areas without the consent of the Scottish Parliament. But Mr Mundell said the Scottish government’s Brexit secretary, Michael Russell, has previously said Brexit means “these are not normal times”. (BBC)

TOUGH sanctions against North Korea will remain in place until its complete denuclearisation, the US secretary of state, Mike Pompeo, has said, apparently contradicting North Korea’s view that the process agreed at this week’s summit would be phased and reciprocal. The US president, Donald Trump, and the North Korean leader, Kim Jong-un, issued a joint statement after their Singapore meeting reaffirming the North’s commitment to “work toward complete denuclearisation of the Korean peninsula”, while Trump “committed to provide security guarantees”. Trump later told a news conference he would end joint USSouth Korean military exercises. “President Trump has been incredibly clear about the sequencing of denuclearisation and relief from the sanctions,” Pompeo told reporters after meeting South Korea’s president and Japan’s foreign minister in Seoul. “We are going to get complete denuclearisation; only then will there be relief from the sanctions,” he said. North Korean state media reported on Wednesday that Kim and Trump had recognised the principle of “stepby-step and simultaneous action” to achieve peace and denuclearisation. The summit statement provided no details on when North Korea would give up its nuclear weapons programme or how the dismantling might be verified. Sceptics of how much the meeting achieved pointed to the North Korean leadership’s long-held view that nuclear weapons are a bulwark against what it fears are US plans to overthrow it and unite the Korean peninsula. However, the South Korean president, Moon Jae-in, said the world, through the summit, had escaped the threat of war, echoing Trump’s upbeat assessment of his

US Secretary of State Mike Pompeo: ‘We are going to get complete denuclearisation; only then will there be relief from the sanctions.

meeting with Kim. “What’s most important was that the people of the world, including those in the United States, Japan and Koreans, have all been able to escape the threat of war, nuclear weapons and missiles,” Moon told Pompeo. Pompeo insisted North Korea was committed to giving up its nuclear arsenal but said it would “be a process, not an easy one”. Kim understood getting rid of his nuclear arsenal needed to be done quickly and there would only be relief from stringent UN sanctions after its “complete denuclearisation”, Pompeo said. Moon later said South Korea would be flexible when it came to military pressure on North Korea if it was sincere about denuclearisation. Also on Thursday, North and South Korea held their first military talks in more than a decade. The talks followed on from an inter-Korean summit in April at which Moon and Kim agreed to defuse tension and cease “hostile acts”. Speaking later in the day in

Beijing, Pompeo said China, Japan and South Korea all acknowledged a corner had been turned on the Korean peninsula issue, but that all three had also acknowledged sanctions remained in place. “China has reaffirmed its commitment to honouring the UN security council resolutions. Those have mechanisms for relief contained in them, and we agreed that at the appropriate time that those would be considered,” Pompeo said, standing next to the Chinese government’s top diplomat, the state councillor, Wang Yi. “But we have made very clear that the sanctions and the economic relief that North Korea will receive will only happen after the full denuclearisation, the complete denuclearisation of North Korea.” Wang said China had consistently supported the denuclearisation of the Korean peninsula but that it was impossible to solve the issue overnight. “At the same time, we believe North Korea’s reasonable security concerns should be resolved.”

Queen and Duchess visit Cheshire on first joint trip THE Queen and Duchess of Sussex are in Cheshire for their first royal engagement together. Her Majesty and newly-married Meghan officially opened the Mersey Gateway Bridge and Chester’s Storyhouse Theatre. They then attended a lunch at Chester Town Hall as guests of the city council. It is the first time the duchess has attended an event with the Queen without her husband Prince Harry. Thousands of people were already waiting at the venues hours before the royal pair arrived, with stalls set up on the streets selling flags and souvenirs. George R.R. Martin teases new ‘Game of Thrones’ prequel series THE newly ordered “Game of Thrones” prequel pilot won’t affect “Winds of Winter,” that book George R.R. Martin is definitely going to finish. HBO greenlit a spinoff pilot from Martin and writer Jane Goldman last week, and the genre-changing author is giving a few hints about what the series could be. “Yes, this is a prequel, not a sequel. None of the characters or actors from GAME OF THRONES will appear in the new show. All of the successor shows we’ve been developing have been prequels, as I have mentioned before,” Martin wrote on his website. “This one really puts the PRE in prequel, since it is set not ninety years before GAME OF THRONES (like Dunk & Egg), or a few hundred years, but rather ten thousand years (well, assuming the oral histories of the First Men are accurate, but there are maesters at the Citadel who insist it has only been half that long).” Martin also suggested the show

George R.R. Martin wants the prequel series to be called “The Long Night.”

be called “The Long Night,” which certainly hints at the importance of the White Walkers. The official logline for the pilot, released by HBO, describes the show was chronicling “the world’s descent from the golden Age of Heroes into its darkest hour. And only one thing is for sure: from the horrifying secrets of Westeros’ history to the true origin of the white walkers, the

mysteries of the East to the Starks of legend… it’s not the story we think we know.” The iconic author will be involved in the project, but promised that his long-awaited novel, “Winds of Winter,” still takes priority; the sixth book in his series has already been pushed back to at least next year and there’s little sign that he’s close to done.

Clarke signs letter of intent with CU-Harrodsburg TCI’s Rising Stars’ player Shadarno Clarke is heading to university. The 6’7’’ forward who was outstanding for the Galilean Christian Academy Eagles recently signed a letter of intent with the Campbellsville University-Harrodsburg in Kentucky, USA. Press officer for the Eagles, Quincy Burt interviewed head coach of CU, Herve Kouna and he was very excited about Clarke playing for his basketball team. “Shadarno has the mindset and body of a college athlete,” Kouna said of his latest signee. “He understands that it will take extra work on and off the court to be successful as a student athlete. He will play a major leadership role on our team.” “Our program aims to provide students an experience in college athletics while making sure that they get their degree,” the coach added. “I believe that Shadarno will make the best of this opportunity. I believe his work ethic and drive to be an excellent student will make him a great fit to our program.” Burt said that “Clarke was a double-double waiting to happen on a balanced Galilean Christian team over the last two years”. He helped the team win a State Championship and went to two KCSAA State final fours. He averaged 10 points and nine rebounds per game over the course of his two-year career at GCA coming off the bench. Shadarno started his final game in a Galilean uniform at the NACA National Tournament and turned in a 20-point, 17-rebound performance. The freshly minted college basketball player led the Eagles in field goal percentage in both of his seasons at Galilean including a school record 68% last season and 65% this year. “Shadarno is more than his stats,” Galilean head coach and athletic director Scott Jones said. “He is such a great young man that understands what it means to be a student athlete.

He works really hard in the class room and on the court. He will be greatly missed around here.” Clarke, an American citizen, who was born in Florida, but attended school in the TCI, said he is excited about the new opportunity. “I think joining CU-Harrodsburg is a great fit for me,” Clarke added. “It is a good, Christian environment and I really like the academic program as well. I am really looking forward to furthering my education and my basketball career. I am very grateful to coach Herve and Campbellsville for this opportunity.” Clarke will make a transition from a pure forward to more of a wing-forward hybrid called a stretch four at the college level which fits in great with his new coach. “I was once in Shadarno’s shoes,” Kouna explained. “I had raw basketball abilities, but I could barely speak the language. It was a long process to adapt myself linguistically and athletically. Shadarno doesn’t have the language barrier, but will be going through the athletic transition. The key words are to trust the process. Shadarno has the potential as long as he trusts the process and then he will be able to show his true colours”. The Rising Stars Basketball Club here, under the direction of Mervin Forbes, helped get Clarke moving in the right direction. He learnt the game here, but progress at Galilean. “There have been a lot of people that have helped me get to this point,” said Clarke. “I want to, first, thank God for all of this. He helped me and my family get me to a great school in Galilean. I am thankful for the time that coach Mervin Forbes (TCI Rising Stars) put in to get me going and coach Scott Jones and the staff at Galilean really helped me a lot. All the teachers there put a lot of work in when I needed help with my studies. I am excited to represent the Turks and Caicos Islands, my family, Galilean and everyone in this next chapter.”

Otuonye confident of 8.2+ jump after breaking national record again AFTER trying for several years to reach the 8M mark, Ifeanyi Otuonye did so at the 2018 Commonwealth Games—several weeks later, at his first meet since shining in Australia, the 23-year-old has done it again. The national long jump record holder leaped 8.07M to eclipse his previous mark of 8.03M. In measurement, his new record slightly increases his PB, but another 8M+ jump, means that the national long jump record holder has moved

into the next level of his career. “I mean, it’s not much of a difference from what I jumped at the Commonwealth Games, it’s just the consistency I’m most impressed by,” Otuonye told the Weekly News. At the USATF San Diego Association Championship at the Chula Vista USA Olympic Training Center last Saturday in California, the K-State graduate student finished third. Otuonye landed the 8.07M

mark in his first jump—a mark, which eventually earned him a bronze medal at the meet. His second jump was 7.86M, he then fouled before passing on his fourth jump. In his fifth jump, he leaped 7.22M while he registered his third best jump of his career in his last attempt (7.99M). Otuonye’s next mark is 8.20M. He is hoping that his consistency, his faith in the process and the Almighty will help him achieve his goal.

Ifeanyi Otuonye has a new national record.

Preparations almost compete for “Race for the Conch” 2018 Preparations are almost complete for the next Turks and Caicos “Race for the Conch” Eco-SeaSwim, which is set for Saturday morning, July 7, 2018. Now in its 9th year, the annual swim competition will once again feature: 2.4 mile (Ironman), 1 mile, and 1/2 mile events, plus a 100 metre Children’s Swim for kids 10 and under. As before, the swim races will start and finish on the beach in front of Rickie’s Flamingo Cafe. The race typically draws close to 100 swimmers from the US and Canada and other countries, making it a premier international sporting event for the TCI. Founder / Director Ben Stubenberg said TCI has become well-known as an open water race destination. “The perfect open water conditions of Grace Bay tend to spoil any swimmer who glides through these waters, but I hear time and again how they also love the friendly island welcome. Always nice to see so many visitors organising their vacations around the “Race for the Conch” Eco-SeaSwim. It showcases

Aloe Up as the official reef safe sunscreen this year. Aloe Up will be providing free sunscreen on the beach for all swimmers and spectators. At the same time, the event will be using biodegradable straws and cups for it’s official rehydration drink NUUN and coconuts provided by CocoVibes.

The ninth edition of Race for the Conch is expected to attract a large number of local and overseas participants. (Photo compliments of Brilliant Studios)

the best of TCI and benefits the local economy tremendously.” Swim organisers are especially pleased to see a steady increase in TCI swimmer participation, as both swim clubs and interest in swimming has grown over the past couple of years. Co-Founder / Director Chloe Zimmermann stated, “We’re

delighted that we can provide a venue for TCI swimmers to test themselves, as well as compete against top swimmers. The benign water conditions, particularly this time of the year, make it easy for swimmers new to open water swimming to get started. At the same time, the fast swimmers like the fast

course and serious competition. So, something for everyone.” As an “Eco” SeaSwim,” the event is keenly conscious of its environmental responsibility and strongly promotes use of reef safe sunscreens that are free of the reef destroying chemical oxybenzone. Race directors are delighted to have

US MASTERS SWIMMER JONES INVITED Race organisers have invited star US Masters and open water swimmer, Eney Jones, to take part in the race and hold swim clinics on Provo. More information will be forthcoming on that next week. Proceeds from the “Race for the Conch” goes to Provo Children’s Home and other local charities. TCI swimmers should register for the race at Marco Travel, Caicos Cafe Plaza, Grace Bay to get discounted island resident rates, but they must do so before race day July 7. For more information on the races, including times and course layout, go to www.ecoseaswim.com. Races are scheduled to start on time.
