Premier Sharlene Cartwright Robinson said that the new location is a three acre lot, adjacent to Beaches Resort and Spa in Providenciales. She said: “Moving ahead with the home for The Bight Fish Fry, the tender has been completed for that one.” This information was shared

during last Tuesday’s (June 6) town hall meeting at the Gus Lightbourne Sports Complex. Members of the crowd were sceptical about the parking space at the mentioned new venue, but the Premier assured that the location is suitable enough to host the event. The date for the relocation has not been announced. The Fish Fry is a collaborative effort between the Turks and Caicos Tourist Board, the Department of Culture, the Department of Environment and Maritime Affairs and Flow. The event has been growing week by week, enticing locals and visitors alike to experience an evening in the park in a fun, family style setting. Plates loaded with crab and rice, lobster mac and cheese and local island corn straight off the grill sit in front of hungry patrons relaxing on park benches under starry skies. Local restaurants come from all corners of the island and include Froggie’s on da Beach, Kay Jo’s, Miss Moonies, Upstairs Bar and Grill, Hole in the Wall, Smokey’s on da Bay, Cactus Bar and Grill, Uncle Dough’s Salad Bar, Middle Caicos Café, Bugaloo’s Conch Crawl, Doreen’s Place, Sailing Paradise, Native Cuisine and Three Queens with each offering up their specialty menu items and the opportunity to try one or all. Each week a new band takes the stage with rotations by local favourites Lee and the Force, Sea Breeze Rip Saw Band, Keno and Kazz, Alroy and Daz, Kew Band Lynx and V6 Rake n Scrape Band to bring to the venue a variety of styles and sounds and keep the line-up fresh.

Fingerprints may be taken from all residents – Biometrics legislation to come on stream soon BY OLIVIA ROSE THE GOVERNMENT is working to introduce biometric surveillance legislation that will aid the police in solving crimes throughout the Turks and Caicos Islands. This was revealed by Premier Sharlene Cartwright Robinson on June 5 during a radio interview. Biometrics are unique physical characteristics, such as fingerprints, that can be used for automated recognition. According to the Premier the biometric system will see the entire populace being entered into the database. “We will have legislation in place for that, it would be absolutely nonsensical to just do part of the population, we must fingerprint everyone.” She explained: “When I first raised it under the consultative forum, they had persons talking about human rights issues. “When we go to America and every time we have to place our fingers to print on whatever that machine is, I mean they also look into the camera and all these things we don’t complain. “The fact is, if we’re not going to have persons who are going to be coming forward to help the police solve offences then we have to look at all crime fighting initiatives that will help and that is one of the things we have to do. “It’s necessary for Turks and Caicos and I’m going to be guided by the Attorney General’s chambers, but at the end of the day we must have a database because unless you have committed an offence your records are not in the system for the police and that can’t help.” The People’s Democratic Movement (PDM) party while in opposition introduced a motion in the

House of Assembly in May 2014 that would allow the use of biometrics by law enforcement authorities as a crime fighting tool. The motion was aimed at addressing the escalating crime rate in the country. At that time, shadow minister for home affairs Goldray Ewing stated that the opposition had asked the Government about “fingerprinting laws and surveillance laws and they said that they had no appetite for that at the time. “But after the police commissioner came out with crime statistics the party decided that we wouldn’t leave it up to the Government or to the police to determine what type of tools they need to fight crime.” As a result, the PDM has long maintained the position to introduce legislation that will allow the Royal Turks and Caicos Islands Police to determine whether or not they wish to use biometrics in the course of their investigations. The law will also determine the legality of using the technology in the financial sector. The national police force already uses forensic technology such as DNA and fingerprint identification during the course of criminal investigations. In information technology, biometrics refers to technology that measures and analyses human body characteristics, such as DNA, fingerprints, eye retinas and irises, voice patterns, facial patterns and hand measurements for authentication purposes. Authentication by biometric verification is becoming increasingly common in corporate and public security systems, consumer electronics and point of sale (POS) applications. In addition to security, the driving force behind biometric verification has been convenience.

Service charge issue reduced to political ‘tit for tat’ – Government rejects PNP bill BY DELANA ISLES THE PDM Government has rejected a parliamentary bill brought by the PNP Opposition stating that all tips should go to hospitality staff. It was a move reminiscent of the former PNP government’s dismissal of a private motion to reinstate 100 percent gratuity. On Tuesday (June 13) when the House of Assembly convened, members voted on whether the private member’s bill put forward by Royal Robinson (PNP) could proceed any further in the House. Ten resounding votes of no, with Premier Sharlene Cartwright Robinson leading the chorus, echoed

across the air waves from the Grand Turk based NJS Francis Building. The two Governor’s appointed members - Tueton Williams and John Phillips - promptly abstained from voting, while the six PNP members voted yes. That meant that the bill, which has been given much air time by Robinson over several months, cannot proceed, as it was effectively killed. The move comes just days after the Premier assured members of the public at a town hall meeting in Providenciales that a resolution to the burning issue will be reached by December this year. However, it must be noted that

the votes of no to Robinson’s bill does not mean that a resolution still cannot be reached. But, what it harkens back to is a similar move taken by the former PNP government when Cartwright Robinson’s private member’s motion got no further than a divisive discussion in the Assembly on April 19, 2016. While there was agreement in the House at the time that something needs to be done, the then government were not too keen about taking notes or advice from the then Opposition. Instead, two months later, July 2016, the PNP government had announced that they will be

establishing a committee to look at the service charge reinstatement issue. The review committee was commissioned to examine information received from owner, worker and employer groups operating within the hospitality industry on the management and distribution practices regarding service charges. It comprised of members from both the private and public sectors, with intentions to focus on the hospitality sector as the existing service charge ordinance prescribes operational parameters solely for that sector. Since that time the committee has been carrying out its work, but to date there has been no definitive recommendations. As he has repeatedly done, after the Tuesday defeat of his bill,

Robinson accused the PDM of hypocrisy and double talk. In statements to the press on Wednesday, he said: “After a lot of speaking through both sides of her mouth, the Premier, this morning, engineered the killing of the Service Charges Amendment Bill at the second reading stage. “The hospitality workers must know that this came at the bidding of the hotels owners, in whose pockets it has been alleged that the Premier and her colleagues are in. “The word of the Premier has no worth. She vacillates with the wind.” He also noted that the only person “conveniently” missing from the vote was Minister of Tourism, Ralph Higgs, who he claims had previously said that hospitality workers will get the 100 percent service charge.

Appellate court hears appeal against Judge Shuster’s rulings BY DELANA ISLES

THIS week the Court of Appeal presided over a case brought before them by the Attorney General’s Chambers that raised serious questions about the discretion of a local judge to impose light sentences on convicted people. The matter was brought against Judge Robert Shuster, who, this publication reported back in February, was accused of not imposing the maximum sentence allowed on men convicted of firearm offences in the Turks and Caicos Islands. Those men whose sentences are in question are - Lavardo Outten, Ernst Dolce and Anthony Clarke Jr. They were reportedly each sentenced to three years’

imprisonment for their offences with two year suspended sentences. The chambers, represented by the Deputy Attorney General Michael Dillon, is asking to court to determine whether there is scope for a guilty plea in relation to the mandatory minimum term for people convicted of firearm offences under section 3(3) of the Firearm Ordinance. Two - If the judge in imposing sentence correctly applied the provision of section 3 (1) and 3(3) of the Firearm Ordinance in imposing the mandatory term of imprisonment of not less than five years taking into consideration section three of the suspended sentences ordinance. Three - If a judge has the

discretion to apply the suspended sentencing ordinance where there is a mandatory minimum term of imprisonment prescribed in another ordinance such as the Firearms Ordinance. And four – If the judge imposed the mandatory minimum sentence in the circumstances in this case. When the case came up for hearing on Tuesday (June 13), the judges argued with counsel that Judge Shuster or any other judge has the discretion on not imposing the mandated sentence if they want to. However, no decision has as yet been rendered in the case, as the hearing has not been concluded. When the Court of Appeal resumes in October this year there is expected to a decision when the matter is concluded.

Lowering the cost of living is high Convicted rapist on Government’s agenda – Premier gets third trial for same crime BY OLIVIA ROSE

THE GOVERNMENT is holding steadfast to its promise of reviewing the high cost of living in the Turks and Caicos Islands, according to Premier Sharlene Cartwright Robinson. Her statement comes following pressure from multiple sections of the society burdened by the rising prices of essential commodities. In a recent interview on Radio Turks and Caicos, the Premier said her Government will deliver on its promise to the people - to conduct a comprehensive review of the cost of living and the cost of doing business. She said: “What we have to do as a country is see how we can expand the economy, in order to grow the public service, we’d have to expand what we’re taking in because that is based on the amount of revenue. “Also we have to look at how we address the cost of living generally, we know that has to do with fuel, we know that has to do with electricity and all the way down to goods, but it is fuelled by fuel and the cost of electricity, it is fuelled by the cost of Provo Stevedoring. “We have to isolate these factors and tackle them one by one. “So there many ways that we can look at it and all of these factors we have to take into account.” Coupled with the high cost of living, sections of the population have repeatedly called on the Government to implement effective price control mechanisms. She said: “We did have consumer protection legislation passed in the House of Assembly under the former administration but there are no regulations in place, no standards

and that has to be further developed now going forward. “We supported its passage; we thought it was an important piece of legislation for Honourable Misick to have brought. “We support it but we have to work out the regulations and make sure that there are standards because that is something we thought should have come along with the bill but it is going to come.” The Premier pointed out that consumers too have a role to play and are not powerless to incite change. She explained: “Persons are calling for price control. I know in Barbados where they actually have a consumer protection agency that actually tells you what goods are and what drives a country is the consumers. “If this is too expensive, you go to the next one and through your power help to drive down the cost.

“So it is not as simple as we would like to think but it is a comprehensive approach that has to be taken.” She also underscored the importance of having measures in place to ensure consumers experience the trickledown effect of lowered costs on commodities. “What we have to do for example when we look at goods on the shelf we have to make sure that when these savings come that the merchants actually pass them on to the consumers, that is important.” Several local economists have reasoned that if the Government were to implement lower import duties, the suppliers in turn could pass on cheaper prices to the consumers and still make a profit. The PDM Government on its campaign trail pledged to tackle the economy and the taxation issues in an effort to alleviate the burden on consumers.

LINCOLN Smith, a man convicted twice already of the almost two-hour long rape of a Dominican woman back in 2010, will get a third shot to prove his innocence. The decision came down on Wednesday (June 14) in the Court of Appeal after arguments by Smith’s counsel, Oliver Smith about some missing documents related witness testimony and questions about the judge’s summation of the second trial. Smith’s arguments related to some of the witness testimony corroborated by the Crown. Upon questioning from the three appellate justices about the whereabouts of court transcripts, the court was told that there was none at the moment. However, the Crown counsel told the court that efforts would be made to get a copy from the trial judge, whom it was assumed kept a written transcript of the proceedings as it was conducted. The transcripts in question were that of the victim and of a South Caicos pastor who had found the young lady in the bushes where she was attacked and raped, allegedly by Lincoln Smith and another man. There were also some questions raised about the judge’s summation of the case to the jury and information provided to them that should not have been part of their deliberations in reaching a verdict. After a brief deliberation in

chambers, the justices ordered a retrial for Smith; his third so far. Smith was convicted in the first trial and sentenced to nine years of imprisonment. He was convicted on the strength of his DNA being found on the victim. However, his alleged accomplice, Lanard Forbes’ DNA was not found, and as such he walked free. Smith appealed the conviction, won and a retrial was ordered. He was convicted again in the retrial and sentenced to 10 years. At the time of the arrest of both men, the prosecution had alleged that the men brutally raped the Dominican woman without the use of condoms for over one and half hours. It was said that they beat her in the face then dragged her into some bushes where they took turns sexually assaulting her. A South Caicos local pastor later found her lying in the bushes naked from the waist down and crying for help. In court this week, it was revealed that during his trials, Smith had claimed, as his defence, that he had sexual intercourse with the woman on three other occasions, and that while he saw her on the day that she was raped, he did not rape her. The Court of Appeal also heard that Smith had claimed that the woman is a prostitute. The defendant’s lawyer also argued that the identification of his client was faulty, and called into question the testimony provided by the pastor during the trial.

Nine sloops headed to TCI averted by authorities BY OLIVIA ROSE NINE sloops en route to the Turks and Caicos Islands from Haiti were averted by authorities on Tuesday (June 13). This was confirmed by the Ministry of Border Control and Employment on Thursday (June 15) in a release. It stated that intelligence was received that a total of nine motorised sloops had departed Haiti and headed north in the direction of the Turks and Caicos Islands. According to the ministry, joint operations and collaboration with other regional border patrol and security agencies resulted in

the course of the vessels being disrupted. Minster of Border Control, Sean Astwood expressed his appreciation for the quick intervention of the US coastguard in successfully diverting what would have otherwise been an extremely challenging situation for the Government to grapple with. He said: “The Turks and Caicos Islands remains an active member of OPBAT, Operations Bahamas, Turks and Caicos, which is a combined Coast Guard, DEA and Government of the Bahamas partnership to combat illegal migration, drug and other contraband smuggling to and from the Bahamas and as a part of this organisation.

“The TCI continues to enjoy the success of operations such as that which deterred the nine sloops earlier this week. “We continue to caution our own residents that harbouring illegal migrants is a crime and such persons can now face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both. “In addition, persons acquiring status other than by birth that are convicted of such an offence, face the possibility of having their status in the Islands revoked, thereby making them liable to deportation.” Up to press time no reports of sloops being in the vicinity of the Turks and Caicos were received.

TCI will maintain stable S&P rating - Opposition leader BY DELANA ISLES THE TURKS AND CAICOS Islands is once again in the process of being assessed and rated by international ratings agency Standard and Poors (S&P). While the first two ratings were conducted under the former administration – the Progressive National Party (PNP), which is credited with putting the TCI back on a firm and solid economic and financial footing, this is the first one under the new government. This publication reached out to former minister of finance and now Leader of the Opposition, Washington Misick to find out if the change in government could in some way affect the rating - either negatively or positively. Misick was optimistic that the

country is in such a solid financial position, that the rating will not be impacted negatively at all. He said: “We may have to just wait and see what the report is, but I don’t think much has changed in terms of the economic situation one way or another. So, I would expect it to be maintained.” For two years running – 2014 and 2015 – the global ratings agency has maintained its BBB+ rating for the TCI, with a continued stable outlook for the Islands. During each rating S&P had made it clear that TCI’s close relationship with the United Kingdom, as an overseas territory, was a key factor in its rating calculation. And that one of the benefits of maintaining a BBB+ rating is in strengthening the TCI’s negotiating position as it held discussions

Sailrock launches internship programme SAILROCK Resort has launched its first annual summer internship programme. Interns will be given the chance to apply their academic knowledge to real industry situations while earning wages. For this year’s summer internship programme, the resort will be hiring two sets of four interns from South Caicos’ Marjorie Basden High School. They will be taking the following positions: food and beverage intern, front desk intern or housekeeping intern. The Sailrock Summer Internship Programme will begin on July 10 and end on August 26, with the first set of summer interns participating in the internship programme from July 10 to July 29, and the second set from August 7 to August 26. During their internships, students will undergo training, receive mentorship, and develop their skills through hands-on learning within the hospitality industry. According to a press release from Sailrock Resort, the programme was developed in order to expose the Turks and Caicos Islands’ future workforce to the hospitality industry. It allows those interested in pursuing a career within it to have better knowledge and a better grasp of the industry before committing to a full-time job. The programme was also created in order to accelerate career and

personal growth. Sailrock’s executive director Matthew Bywater said: “We are excited to announce Sailrock’s first annual summer internship programme. “This programme is a great opportunity for Marjorie Basden students because we’ve created it with growth in mind. “Our interns will have the ability to apply the knowledge they’ve gained in the classroom on a day-today basis over the duration of their internship, while receiving a salary. “They will also be paired with mentors who will guide them, assist them in achieving their goals and encourage them to suggest new ideas, which we have not previously considered. “Successful interns may even be offered full-time positions after graduation.” Students from the Marjorie Basden High School can apply for the Summer Internship Programme by emailing humanresources@ sailrockresort.com with the subject ‘Sailrock Summer Internship Programme,’ attached with their resume, a cover letter, status card (or birth certificate), a reference letter from a teacher, and the position they are applying for. with financial institutions ahead of refinancing its UK-guaranteed $170 million bond. That loan matured in February 2016 and has since been paid down. However, since the new government assumed office in December 2016, there have been commitments by the current administration of increased spending in critical areas. These areas were deemed to have been abandoned by the former PNP government as it concentrated on paying off the loan. How this could possibly affect the rating system remains to be seen. Following both previous ratings, the agency had also noted that the BBB+ rating is a strong factor in attracting foreign direct investment to the TCI and building confidence amongst its existing business community. In line with this view, since the PDM assumed government, there has been renewed interest in investing in the Islands, with two new hotels already turning sod for the establishment of high-end, luxury hotels and villas. Additionally, information has reached this publication of a reinvigoration of interest by investors in a hotel that stalled under

the PNP government. While these interests are all from hoteliers who are planning to stay within the seven storey height allowed in the country for all buildings, the PDM Government appears to be very hesitant about the proposed 12 storey development that was a hallmark of the PNP. One which they failed in getting

off the ground during their four years in office, due to a prolonged court battle with local hoteliers. The S&P review is expected to be out some time soon. During their visit to the Islands, the S&P team met with a range of politicians, officials and business leaders as part of the annual review process.

Minister Higgs awarded for ‘extraordinary contribution’ MINISTER of Tourism Ralph Higgs was given an award at a regional ceremony recognising the top contributors to the industry. He led a delegation to New York for the Caribbean Tourism Organisation (CTO)’s Caribbean Week 2017 from June 4 to 10. The annual week long occasion consisted of a series of meetings and events, both public and private. Organised by the CTO, Caribbean Week in New York brings together the most influential policy makers, marketing professionals and tourism industry officials to interact and discuss both tourism and investment

opportunities in the region. Minister Higgs was honoured with the Allied Award in recognition of his extraordinary contribution to the sustainable development of the region. The award was presented during the Caribbean Tourism Awards luncheon among a number of his counterparts, directors of tourism, industry executives including wellregarded journalists. Commenting on the award Minister Higgs stated: “I am honoured and grateful to the CTO and its members for this prestigious award. “My love for the tourism industry,

not just in the Turks and Caicos but throughout the region, goes without saying. “I am happy to continue my contribution as minister to this industry that will continue to be the main revenue earner for many of our small nations.” Also, a staple and highlight on the calendar of events, was the highly anticipated Caribbean Students Colloquium and Rum and Rhythm Benefit. Students from the Turks and Caicos Islands Community College captivated the audience with their sustainable tourism project on

climate change. The Rum and Rhythm Benefit saw three young chefs from the Turks and Caicos Islands entice the audiences with delicious cuisine and flare that can only be experienced in the TCI. The delegation which consisted of Permanent Secretary Cherylann Jones, Director of Tourism Ramon Andrews, Chairman of the Tourist Board Norman Hamilton and Head of Secretariat Mellisa Ariza were able to secure several one on one meetings with top travel magazine Travel + Leisure and Air BnB throughout the week. In addition, the team were also

able to conclude a site visit of the Tourist Board US office. The CTO is the Caribbean’s tourism development agency whose members include more than 30 Dutch, English, French and Spanishowned countries and territories, in addition to various private sector allied members. Their objective is to provide the necessary services and information for the development of sustainable tourism for the economic and social benefit of the Caribbean people. They are headquartered in Barbados and have offices in New York and London.

Travel company bosses visit the TCI BY DAISY HANDFIELD THE OWNERS and directors of 25 of the top travel companies in the United States, the United Kingdom and South America recently visited the Turks and Caicos Islands. The travel professionals were invited to the TCI by officials from Grace Bay Resorts and were treated to a cocktail dinner on Grace Bay beach earlier this week. Chief Operating Officer for the Grace Bay Resorts, Nikheel Advani, explained that this was the first event of its kind in the TCI. He said: “It is the first time that 25 of them have come all together to the Turks and Caicos Islands. “They have hundreds of thousands of travel agents and travel advisors that actually sell this island

[Providenciales]. “Over the years they have become very fond of this ‘Beautiful by Nature’ Turks and Caicos.” The trip also served as an educational opportunity, where students had a chance to showcase the outer islands of the TCI, added Mr Advani. “Hon Ralph Highs [Minister of Tourism] and the Director of Tourism, Ramone Andrews’ focus has been the outer islands. “We wanted to take them to the outer islands, so we took them on a boat. We went to Little Water Cay, we went to Half Moon and we brought students from all the different islands to make presentations and show pictures of their island. “Everyone was really excited to know that besides Providenciales,

Government pumps more resources into securing borders BY OLIVIA ROSE IN AN effort to curb the rampant influx of illegal migrants and illicit trafficking to the TCI, the Government will be pumping additional resources into the Ministry of Border Control and the police force. Speaking on the radio talk show Expressions on June 5 in Grand Turk, Premier Sharlene

Cartwright Robinson expressed her Government’s frustration with the age old human trafficking issue affecting the Turks and Caicos Islands. Trevorson Saunders on bail as he awaits new trial BY DELANA ISLES YET another case of missing court transcripts this week saw a convicted man being granted a retrial. Trevorson Saunders, who had appealed his conviction and sentencing for aggravated burglary and attempted rape in 2014, is now a free man as he awaits his second trial. After days of the Crown trying to locate documents that should have been in their possession for provision to the defence counsel and the court in the appeal, the three justices set aside Saunders’ conviction and ordered that a new trial be carried out. When Saunders first appeared in the Court of Appeal on June 6

with his lawyer, Lara Maroof, the case was adjourned until June 9 as attempts were made to locate files that Maroof brought to the court’s attention. Saunders was arrested in connection with a 2014 incident in which he is alleged to have broken into a dwelling house in Grand Turk, woken the female resident and attempted to rape her at knifepoint. However, a fight between the assailant and victim ensued and the woman was eventually able to escape. Lack of trial documents continues to be an ongoing problem one for the courts when defendants appeal their convictions, in many instances forcing the court’s hand to order a new trial.

She said: “I met with Baroness Analey and I did make representation in February to the UK asking for assistance not just in policing our borders but also in providing assistance to the police. “We had the benefit of the security assessment team here that was appointed. “They came into the Turks and Caicos, they met with Government, they met with members of the private sector and a case was made on our behalf that was contained in a report at the end of March. “We do expect to get benefit; we understand that this is difficult for the people of the Turks and Caicos as it is difficult for us as a Government. “The sad thing about it is that they are people in the Turks and Caicos who are Islanders who are actually benefitting from this trade and it’s not just about human trafficking.” Harkening back to revelations made by former Premier Rufus Ewing, who disclosed in 2015 that guns and illegal drugs are also coming in on sloops to the TCI, she said: “At the end of the day, no matter what, we need the additional assistance, we need the help. “We are able to bring in more boats that will be here in short order for the policing of our borders, we’re able to increase the manpower, we are going to move ahead on our border patrol unit. “There is greater coordination between the different bodies and I do know that the Ministry of Border

Control and Labour is going to have a full sit down with the Marine Branch and see what else can be done with the resources that we have. “But yes I am still hopefully looking forward for the assistance from the UK in terms of policing our borders. “Now let me say, no matter how much the Bahamas has pumped into boats and their defence force and even the United States there will always be landings. “But this level that we’re seeing is unsustainable and it’s something that we’re not going to sit down on.” STIFFER PENALTIES The Premier has since warned that stiffer penalties will be imposed on anyone caught supporting human trafficking and illegal trade. She said that anyone caught harbouring illegal migrants could face a hefty fine of $20,000. Cartwright Robinson added that the summary conviction or term of imprisonment for the offence is four years, while those acquiring status other than by birth convicted of the offence could face their status in the Islands being revoked. She noted that it is a vexing experience as each time the country’s purse is taxed, and monies that can be used elsewhere for developmental needs are directed towards detention and repatriation. Turning her attention to her party’s touted 12 point plan which focuses on the safety and security of Islanders, residents and visitors, the Premier noted that the plan is being executed in phases. She said: “Well the 12 point plan includes a lot for the police force as well as for the Government so there

are different initiatives that the police force has to roll out. “I can’t tell anyone that the Governor or Commissioner is not open to those plans because it looks at reviewing the force, it looks at providing retention plans and succession plans, it looks at generally the whole prison system but where the Government comes in is providing those resources and I don’t think a lot of people appreciate how much resources we’ve already provided for the police. “Our role is legislative and our role is providing resources and our role is coming up with policies and the three things mainly that people would’ve heard me speaking too which we are able to do as a Government is to provide the legislative framework that the police will need. “So right away persons will see in the legislative agenda the legislation that will allow the police to use more modern crime fighting initiatives, biometrics, to use DNA and fingerprinting and other modern crime fighting initiatives. “We are bringing that legislative support to the police and that is very high on the legislative agenda. “As well as intercessional communication, data protection, public order - all these sorts of things will help the police in terms of giving them additional crime fighting initiatives and we purchased a building as well to house CCTV. “In this year’s budget we increased manpower next year we’ll be looking at supporting them in a marine base that is near the radar station as well as looking to replace their planes so they’ll be able to do more air patrols.”

Filipinos celebrate MILLS MUSES their country’s Soul vision of a TCI native independence THE TCI has a soul culture. People are attached to nature and religion, and this influences their thinking and attitudes. They pray frequently, their speech invokes references to scripture and they believe prayer can change situations. They believe in a soul which is all knowing and that it influences them to do good. As a result, they experience extraordinary events in their waking lives and when they are asleep. And they believe their dreams or visions result from the soul exploring different dimensions. This is why dreams play an important role in their lives. For many TCIs, dreams or visions are real events with deep meaning for them, although the experiences are sometimes so intense they find it difficult to determine whether an experience is a dream or vision. Dreams/visions clarify or portray what will happen for whatever purposes, and this is why the culture is filled with references and episodes of this higher soul experience in the form of visions. Soul vision is represented in the experience of a native who, on one quiet evening, was relaxing on a couch in his friends’ home.

No one else was there at the time. Miraculously, this person suddenly felt overwhelmed by a presence that confined him to the couch. He could not wrangle free and couldn’t determine whether he was asleep or partially awake. He remembered gazing towards the kitchen area and to his consternation saw a middle-aged, light-skinned lady washing dishes. She appeared quite disturbed as if bothered by something. And try as he may, this TCI native could not get up from the couch. It was as if some force from somewhere was holding him down. He felt helpless. Then just as suddenly as the experience came, it left. When his friends came, he told them what had happened and he was told they often heard sounds at different times in the house and steps

up and down the staircase. They seemed unaffected that something else occupied the house too. But things got more interesting. A few days later this person shared his experience with an elderly gentleman. Surprisingly, this gentleman said he knew the lady seen in the soul vision, gave her name, described her exactly and noted that her behaviour was precisely that as described by the individual who saw her in his soul vision. But she had ‘crossed over’ 40 years before! Does this mean that if we are sufficiently tuned in, we could have real experiences of the Beyond? Since it is said we are souls with bodies can we enable our souls to be more at the forefront and so have a life beyond our imagination?

FILIPINOS living in the Turks and Caicos Islands celebrated their country’s 119 anniversary of independence on Sunday (June 11) at Children’s Park in The Bight, Providenciales. Scores of people drove down to the area to celebrate the country’s milestone and the celebrations were nothing short of a fun Filipino experience. There were popular dishes available such as pansit (noodles), puto (rice cake), menudo (pork with tomato sauce and vegetables, and some sweets (variants of sticky rice and cold refreshments called halo halo). Although it was hot, Filipino nationals stayed to catch up with friends. Since many of the attendees wanted to sing, a karaoke was provided until 7pm and they stayed and sang out their favourite Filipino songs. During the celebrations attendees also took the opportunity to sign up for membership with the Filipino Community (FilCom) or renew their existing memberships. According to Alfonso Palatino, who has served as president of FilCom for four years, Filipinos came to the event because they wanted a stronger sense of affiliation with the group. He said: “I am very pleased with

the turnout of the Filipinos in the celebration of our 119 Philippine Independence Day at The Bight Park. “This goes to show that in every one of us here, no matter where we are, we still carry our sense of patriotism and love of our country, the Philippines. “And I personally express my gratitude for the Filipinos who showed up and signed up for the membership in our Filipino Community organisation. “I thank them for the continued trust, patronage and support to our community’s projects and initiatives. “This gives me more encouragement and inspiration to carry on the vision and vision of our community, that is, to be of service to the Filipinos and the entire Turks and Caicos Islands community. “Above all, I thank God for his faithfulness.” Palatino said the benefits of being a FilCom member, for a $25 annual membership fee, are assistance with consular needs with the Philippine Embassy in Washington DC, funeral assistance for a member who loses a family member, assistance with labour disputes, and the right to vote. FilCom has been given recently its fourth consecutive Environmental Stewardship Award from the Government and was a finalist at TCHTA’s Allied Member of the Year in February.

Early childhood board book which will be given to parents

TCI Hospital launches ‘Literacy Begins at Birth’ initiative BY DAISY HANDFIELD PARENTS and care givers are being encouraged to incorporate language and literacy development in their child’s daily routine. Learn and Lead Educational Centre has partnered with TCI Hospital to launch the ‘Literacy Begins at Birth’ project. Every baby delivered at the Cheshire Hall Medical Centre and later Cockburn Town Medical Centre on Grand Turk, will receive literacy and language tips along with an early childhood board book, which parents are encouraged to read to their little ones.

A press conference was held at the Providenciales healthcare facility on Wednesday (June 14) to explain the initiative. Yolande Robinson, founder of Learn and Lead Educational Centre, said that parents and caregivers should be more intentional and targeted in their literacy and language intervention during this critical period. She said: “Children acquire the tools for language and literacy before learning how to speak, read and write. “There is a higher likelihood of language improvement if a child is exposed to more vocabulary and utterances, which will improve

both their receptive and expressive language over time.” Commenting on the partnership, TCI Hospital chief of medical services, Dr Denise BraithwaiteTennant said that a literate country is an empowered country. “Even math problems start with a problem statement and one must clearly understand and comprehend the statement prior to attempting the numeric calculation. “The majority of births delivered at our health care facility are recorded at Cheshire Hall Medical Centre. “We have an immense opportunity to engage mothers in our care and provide these basic tools for literacy

and language development.” Braithwaite added that today’s world is so heavily dependent on electronics and the missing component is the human touch and the bi-directional conversation. She said that mothers of all nationalities will be empowered by this book provided by Learn and Lead Educational Centre, which encourages children from birth to have an interest in reading, which today seems to be a lost art. Staff at Learn and Lead Educational Centre believe that it is important for people to take a more proactive approach to language and literacy development in the Turks and

Caicos Islands. Research worldwide outlines the need for quality early childhood home learning environments in order to help build stronger literacy foundations for children between birth and five years of age. Children in the Turks and Caicos Islands typically begin formal education at the age of three. The greatest amount of brain growth occurs between birth and age five. In fact, by age three, roughly 85 percent of the brain’s core structure is formed. Problems associated with literacy later in life are traced back to the earlier years of life in many cases.

COMMENTARY

The challenges ahead THERE are two political stories circulating out there. Most believe the TCI will retain the PDM administration for the foreseeable future. The competition has self-destructed. Some say they are disappointed because change is not happening fast enough. Can a thoughtful humble God fearing government straighten out the devil’s 13 year mess in 13 weeks or 13 months? It could take 13 more years. Back in the day it took the first four years of the Taylor administration to balance the budget of four years of Washington Misick. This time we had the six years of Mike Misick and four years of Rufus/Washy to overcome.

We also have three years of something called the ‘interim administration’. Governors Wetherell and Todd. We admit Governor Gordon met a massive Misick/PNP debt and distorted political expectations. We also admit he faced the consequences of hurricanes Hanna and Ike. However, he had the 65 million people of Britain and its parliament

to back him up. Unfortunately for us it was a British progressive, liberal Labour government until May of 2010. In May 2010 the SIPT pounced after being funded by the new Tory British government. Now swvwn years later we still await a legal conclusion. In my opinion this is the first PDM government that is fuelled by the proceeds of its own making, the

1995/2003 PDM government. Those long 13 years in between were interesting but added up to nothing but ‘the mess’. We all expect the current PDM government to set policies for growing jobs, creating a proper productive education system and establishing a real immigration policy that will benefit the TCI and grow our population. Grow with folks who want to be the TCI’s contributing citizens not illegal bush hiders. It is easy to call for change but bringing change is not easy. We have a system that can work but those in power must take action. This time we are not speaking of only our internal government but the Brits. They are in charge of our police and border control, our courts and none other than our civil service.

In the police force the British have experimented with outside leaders with weak results. The courts under the last three Attorney Generals prove again, bad choices. This leaves us with the civil service. Our civil service is underpaid, overpopulated and under supervised. The one civil service bright spot is the practical head. Our own Deputy Governor Anya. The ball is clearly in her court. Will our lady Premier and lady Governor work together to ‘fix’ the civil service? It may take drastic steps. Steps that cannot be handled by our official two year governors from the British Isles who are only passing through to rubber stamp what is put before them.

TCI celebrates the Queen’s official birthday MEMBERS of the UNIFORMED services, schools and youth organisations took part in a parade for Her Majesty the Queen’s official birthday on Saturday (June 10). The annual event took place on the Parade Ground in Grand Turk in front of several dignitaries including Governor

John Freeman. The parade featured representatives from the police, staff from HM Prison, customs and immigration officials, firefighters, the Ex-Serviceman Legion, Boy Scouts, Girl Guides and Pathfinders. It was accompanied by music from the Royal Turks and Caicos Islands Police Force

band and concluded with a royal salute. The Governor presented long service awards to key members of the uniformed services in recognition of 18, 25 or 30 years of service to the Crown. A press release from the Governor’s Office said: “Governor Freeman took time to speak with leaders and members of the

various uniformed youth organisations which participated in the parade. “His Excellency even got a short tour of one of the Emergency Medical Services’ newest ambulances.” Monday (June 12) was a designated public holiday in the Turks and Caicos Islands.

Pupils prepare for life after school BY DAISY HANDFIELD PROFESSIONALS from various fields spoke to students at the TCIPS Comprehensive High School during their annual career day event. The initiative was held on the school grounds in Providenciales on Tuesday (June 13) with an aim to prepare school leavers for their immense journey through college or university. As for those who are heading straight into the working world it helped to serve as a tool to assist with their success, following graduation. TCIPS principal Daniel Morgan elaborated on some of the courses available for students at the school. He said: “We have food and nutrition [course], we have clothing and textile [course] and we have information technology and electronic document preparation and management, commonly known as

EDPM. “So, all these areas give the students an opportunity to have hands-on in all the activities, so when they leave here they can be well rounded and they can make significant contributions to our society.” Laughton Lewis, teacher of electrical and electronics technology at the school, who also spoke to the children during the career day event, explained that he tries to use a more hands on approach with the students. “What we tend to do usually is to teach the theory and then bring in the practical, so they can realise the theory in the practical. “I have recognised that the students hate theory. When I first started out with them, they were not so receptive of electrical technology and even becoming an electrical engineer. “Most of them said that they

wanted to be an accountant or sit in an office somewhere. “When they started realising that they could actually make things and make things come alive, it motivated

them a lot and some students are even changing their ideas as it relates to careers.” Lewis said that although the students have shown an increased

interest in their future, there needs to be more support to give them the push they need to be more proactive about pursuing careers in the TCI.

DDME hosts hurricane preparedness culinary cook-off BY DAISY HANDFIELD THREE groups of students from the Turks and Caicos Islands Community College participated in the second annual hurricane season culinary cook-off. The event was held on Tuesday (June 13) at the Providenciales branch of the college and was hosted by the Department of Disaster Management and Emergencies (DDME), in collaboration with the school. The theme for the initiative was, ‘Do you know how to cook a nutritionally balanced meal with limited food sources?’ Group One and winners of the competition told media that they had prepared for the competition before it began so they already had in mind how they were going to execute their ideal meal. Director of the DDME, Dr Virginia Clerveaux, explained that her goal was to ensure that the students were properly equipped in case a natural disaster occurs. She said: “We have been doing various public education campaigns, so we wanted to begin focusing on the health.

“As the famous saying goes, ‘the health of a nation is very important’ and we wanted to ensure that we have a healthy population that can assist, and not just with the response effort, but also in the recovery effort.” Judges for the event were Chief of Medical Services at the Cheshire Hall Medical Centre, Dr Denise Braithwaite Tenant, nutritionist Tamika Handfield and local chef Nikita ‘Chef Nik’ Skippings. Dr Braithwaite Tenant said that she views the initiative as very important. “This is a very good initiative. This initiative is very useful, especially for myself, being a mother who is often wondering what to cook if power goes off. “I think that this is a very good opportunity to showcase to the public some of those delicious yet nutritious meals that you can cook with non-perishable items. So, I really do like it.” Chef Nik, head judge and culinary ambassador for the TCI, noted that in the future he wants to see more food being cooked on charcoal grills because there is always a chance of not having electricity during hurricane season.

He said: “I would have liked to see some cold stoves [charcoal grills] involved because remember that during a hurricane season there

might not be any electricity and most of the amenities that we are used to in terms of preparing food is not available to us.

Kids learn how to swim on World Ocean Day BY OLIVIA ROSE FOURTEEN children had the thrilling opportunity to learn basic swimming skills as part of World Oceans Day. The Department of Environment and Coastal Resources (DECR) hosted a swimming and beach cleanup initiative to bring awareness to the day’s significance. The third annual ‘Learn to swim’ initiative was assisted by the Turks and Caicos Swimming Federation and the Edward C Gartland Youth Centre on June 8. The training equipped students with the necessary skills and knowledge needed to enjoy swimming in both a pool and the sea. Roxann Wake-Forbes, director at the Edward C Gartland Youth

Centre, said: “Members of the centre were able to take advantage of this great opportunity and had an amazing time whilst being educated on the importance of World Oceans Day. “A huge thanks to Amy Avenant, DECR and TCI Swim Federation and all of the instructors for taking the time to do this programme.” In Grand Turk World Oceans Day was observed by giving back to the ocean through a beach and water clean-up. More than 40 participants took to Governor’s Beach to assist DECR staff in the clean-up, during which 109 garbage bags were filled and disposed of. DECR’s Deputy Director Ethan Griesbach said: “It was really exciting to celebrate World Oceans

PNP launches membership drive with family fun day BY DELANA ISLES LAST Saturday (June 10) the Progressive National Party (PNP) held its first family fun day and membership drive, since becoming the Opposition. And on Thursday, leader of the Opposition, Washington Misick expressed his party’s thanks to those who showed up for what he deemed “a most successful” event. Misick noted that the purpose of the event was to promote camaraderie and citizen engagement, a direct consequence of which was the launch of the party membership drive. He stated that the membership drive is an appeal to all who support the ideals of the party. “It seeks to broaden the range and participation of those who align themselves with the party, and offer an opportunity to affirm that relationship by becoming a card-carrying member of the party qualifying one to hold office in the party.” The June 10 fun day was the first in a series of events planned by the social committee for the rest of the calendar year across the various communities within the Turks and Caicos Islands. Public invited to agriculture open day MORE than 13 exhibitors will showcase items during the Department of Agriculture’s inaugural Agriculture Open Day on Friday (June 23). The initiative will be hosted at the Butterfield’s parking lot in Providenciales from 10 am to 3pm under the theme, ‘Eat what you grow. Grow what you eat.’ Among the participants will be farmers exhibiting local produce and products, local businesses selling agriculture items, departments and organisations that support agriculture and some schools who will showcase their school gardens. The event is a part of the departments’ drive to grow and strengthen the agriculture industry in the TCI.

The event will provide an environment for farmers to exhibit and sell their products, raise awareness of the level of agricultural activity, and inform the public of the different services being offered by the Department of Agriculture. It will also sensitise the general public to agriculture best practices and the need to engage in food production, and encourage students and the younger population at large to become more involved and aware of the role of agriculture in society. Finally it will foster collaboration between the Department of Agriculture, farmers, and support agencies, and give public, private agency and stakeholders the opportunity to seize investment opportunities.

TYPE ONE DIABETES Type one diabetes is an autoimmune disease that occurs when the pancreas cannot produce enough insulin because the cells that make the insulin have been destroyed by the body’s own immune system. The missing insulin has to be replaced, resulting in life-long daily injections. While type one diabetes can and does occur at any age, it usually

develops in childhood and affects 10 to 15 percent of all people with diabetes. Symptoms can include excessive thirst and urination, unexplained weight loss, weakness, fatigue, irritability, muscle cramps, blurred vision, skin infections and slow wound healing, and in some cases, tingling or numbness in the feet. The exact cause of type one diabetes is not yet known, but we do know that it is not caused by a poor diet or lack of physical activity. Presently nothing can be done to prevent or cure type one diabetes.

TYPE TWO DIABETES With type two diabetes the pancreas makes insulin, but it does not work as well as it should and upsets the balance of glucose in the body. Type two is the most common

form of diabetes, representing approximately 90 percent of people with diabetes in Australia, and is the result of a combination of both genetic and environmental factors. CARICOM clamping down on returning ISIS fighters A CO-ORDINATED CARICOM clampdown concerning returning Foreign Terrorist Fighters (FTFs)— including targeting their assets— is in the works. In the next three weeks, CARICOM leaders will move to finalise plans for a CARICOM arrest warrant regarding FTFs and sharing of recovered assets, as well as regional anti-terrorism legislation. The latter will be based on T&T’s proposed anti-terrorism legislation. The matters are proposed for signature at CARICOM’s upcoming July summit in Grenada. Prime Minister Keith Rowley chairs CARICOM’s Security Committee. CARICOM Secretary General Irwin La Roque and National Security Minister Edmund Dillon spoke about the developments on Monday at a CARICOM CounterTerrorism Strategy conference. Stakeholders all stressed the need for an urgent Caribbean anti-terrorism thrust. “The question for the region (on terrorism) isn’t a matter of ‘if’ but ‘when’,” Dillon warned. IMPACS executive director Francis Forbes said Impacs and the US are tracking “several hundred” from the Caribbean and South American who’ve gone to the Islamic State (ISIS) terror network. Forbes said 200-plus CARICOM nationals have travelled to ISIS territories—fighters and families— and 130 are being tracked as alleged FTFs. Exact means of recruitment wasn’t clear, but all belonged to close personal networks.

This week’s conference at the Hyatt, hosted by CARICOM’s Implementation Agency for Crime and Security (IMPACS), involved CARICOM stakeholders plus experts from the US State Department, Interpol and Europe. Dillon said main security concerns for the region posed by terrorism include the FTF phenomena – persons travelling from this region to regions of conflict, and their subsequent return. Also at issue is the increasing influence of radical clerics and radicalised Isis sympathisers in CARICOM states, the growing volume/accessibility of terrorist

group propaganda on-line and via peer-to-peer networks; and the potential exploitation of the banking system to fund terrorist networks. Forbes noted calls had been made by Caribbean -born FTFS (in Isis’ Dabiq magazine) for home turf attacks. He said returning FTFs hold battlefield expertise and the potential for “lone wolf” attack and can spread radicalisation. He also noted the “push” such influence can have on transnational crime. La Rocque, who said no country was immune to terrorism, added CARICOM’s July summit will discuss the draft plan for the region concerning a CARICOM arrest warrant and sharing of recovered assets of FTFs.

AN American woman is scheduled for surgery on Friday in preparation for the fitting of a prosthetic arm after a shark attack in the Bahamas two weeks ago left her without part of her right arm. Tribune 242 reports that the woman was snorkelling in waters near Athol Island around noon on June 2 when the attack took place. She was transported to shore and taken to hospital where she was detained in serious condition. North Carolina residents Tiffany and James Johnson were reportedly enjoying the last stop of their cruise vacation when the mother of three encountered the shark while snorkelling in a shallow reef. “I wasn’t in pain, it just felt like I had bumped into something so I just casually turned to my right to look to see and that’s when I was face-toface with the shark,” Tiffany Johnson

told WSOC. She recalled seeing the shark’s mouth clamped onto her right arm. She struggled with the beast for a few minutes before it tore her arm off. “I kept trying to yank my hand back and the last time I yanked he had cut it clean off so I was able to actually get free,” Johnson told the news station. Her husband jumped in to help when he heard her scream, and she was helped ashore and rushed to hospital. Doctors in the Bahamas stopped the bleeding and administered emergency treatment, but her return to the United States was said to have been delayed because of passport and customs issues. A medical evacuation company reportedly eventually agreed to cover the flight cost to Carolinas Medical Center.

Bahamas: Jet ski operator allegedly sexually assaults Canadian woman A CANADIAN woman was allegedly sexually assaulted by a Jet Ski operator near Paradise Island on Monday afternoon, according to police. The incident took place shortly after 1.30pm on a cay near Cabbage Beach. Senior Assistant Commissioner of Police Stephen Dean said the victim alleged that a male Jet Ski operator took her on a ride from Cabbage Beach to a cay off Paradise Island where he allegedly sexually assaulted her. An employee of the Atlantis resort who was on the beach shortly after the alleged incident told The Tribune he saw the woman, who appeared to be in her late 20s crying and shaking in the sand. The man, who wished to remain anonymous, said the woman could

barely speak when he saw her on Cabbage Beach. “I work on the beach and I saw the lady earlier—she was walking on the beach around 11am and then she went with this guy on the Jet Ski. About an hour or so later, she came back and there was a crowd of people around her, she was crying real loud and shaking,” he said. “I went over there and she was saying she was raped. She thought I was the security and she told me that he (a Jet Ski driver) raped her,” the hotel employee claimed. “She said she told him she didn’t have any money and he said the ride was free so she went with him. She claimed he took her to either Rose Island or Sandy Cay and raped her. She even said he left the condom right there on the beach and then he brought her back and took

off. This guy doesn’t normally work around here, he comes once in a while but the normal operators don’t like him because he has a bad reputation. He has been accused before of groping a woman on the beach. Something happened to her, she was shaking and crying. It’s a shame these men who don’t work over here are giving the Jet Ski operators who normally work here a bad reputation.” Last year, amid allegations of rape against those in the water sports industry, The Cove at Atlantis warned its guests against renting Jet Skis on Cabbage Beach, adding that doing so is “at your own risk.” A copy of a letter to guests of The Cove - one of the Atlantis resort’s hotel brands – noted: “We are also concerned about your safety and security and are therefore obligated

to bring to your attention a matter related to the use of the beach.” The letter told guests that water sports operators are not associated with the hotel and their industry is “minimally regulated.” In March this year, the US Overseas Security Advisory Council (OSAC) cautioned US citizens travelling to the Bahamas for spring break to “avoid Jet Ski operators” because these individuals “continue to commit sexual assaults and other crimes against tourists, including US citizens.” The OSAC also cautioned US Embassy personnel not to use Jet Ski rentals on New Providence and Paradise Island, including Cabbage Beach and Cable Beach. The department also “strongly” recommended they “avoid patronising Jet Ski rental operations.”

Last year, a 29-year-old Jet Ski operator was remanded to prison without bail after being charged with the sexual assault of a 24-year-old woman on Athol Island sometime on Saturday, January 2, 2016. As a result of that incident, the US Embassy in Nassau also “prohibited” its employees from using Jet Ski rentals in Nassau. In December 2015, police arrested a Jet Ski operator in connection with an alleged sexual assault of a female visitor. That incident allegedly took place at Cabbage Beach. In 2014, an American woman claimed she had developed posttraumatic stress disorder following an encounter near Paradise Island with Jet Ski operators who allegedly tried to sexually assault her. Bermuda police investigate “disturbing” voice note regarding sudden death of former minister

Cayman Islands: Businessman Mike Simmons dies BUSINESSMAN Daniel ‘Mike’ Simmons, who was also one of the founding shareholders of Cayman National Bank, passed away on Monday at the age of 81. Mr. Simmons was among the pioneers of the infrastructure development of the Cayman Islands in the 1960s. He went on to open a number of businesses and restaurants on Grand Cayman. Mr. Simmons was a charter member of the Lions Club of Grand Cayman. Originally from Turks and Caicos, Mr. Simmons moved to the Bahamas and then to Cayman in 1956. Sybil Joyce Hylton, one of Cayman’s first social workers, was his locally adopted mother.

One of Mr. Simmons’s good friends, Alfonso Wright, said many of the projects the Lions Club got involved with to help people in need were through her [Ms. Hylton’s] connection with Mr. Simmons. “As a boy growing up, I always knew who Mike Simmons was … it was a rather popular name around the place,” he said. He said Mr. Simmons came into his life when Mr. Wright became a charter member of the Leos Club of Grand Cayman around 1974. Right away, Mr. Simmons became someone he looked up to, he said. From day one, he became one of his mentors and in spite of the age difference, they became close friends.

POLICE in Bermuda, already probing the circumstances surrounding the sudden passing of a former tourism minister over the weekend, have now also launched a full investigation into the circulation of a voice note which includes “disturbing” and false information about the death. Independent legislator and former member of the One Bermuda Alliance (OBA) Shawn Crockwell was “found in an unresponsive state” at his home last Saturday evening and was subsequently pronounced dead at the scene. Police say initial reports suggest no foul play, but they will conduct an inquiry. On the heels of the news, a 21-second audio recording which described the supposed circumstances surrounding Crockwell’s discovery and his condition began circulating on social media. And in a statement issued on Monday, police said the person whose voice was in the recording had been identified. “It has been confirmed that the voice on the recording belongs to a member of the Bermuda Fire and Rescue Service (BFRS). Accordingly, the matter has been referred to the Chief Fire Officer who has initiated an internal investigation,” it said, adding that “the contents of the voice note are disturbing in that they make sensational and speculative

Chief Fire Officer Reginald Lloyd Burchall said this “serious issue” is being fully investigated. “First responders are required to operate at the highest levels of competence and sensitivity. Our firefighters are well trained and answer calls around the island every day, professionally, and in keeping with our expected high standards. Where that standard is not met or some breach occurs, we act swiftly to ensure that public confidence in the BFRS remains high,” he added.

After Crockwell’s death, his best friend, business partner and fellow Independent MP Mark Pettingill said in a prepared statement that he “had suffered for some time with bouts of ill health”. “I realise that many people are stunned by his passing and are questioning the cause. Having his confidence, as I did, and given communications between us in the hours before this tragedy, I must accept that his struggle with his health led to this escape,” he said Pettingill also released a statement on Crockwell’s family’s behalf, asking the public to stop speculating about the circumstances under which he died and to await the outcome of the inquiry into his death. They also asked for their privacy to be respected. Crockwell, a father of three and an attorney by profession, was a tourism minister in the OBA government before he quit the Cabinet in March last year, citing a loss of confidence in Premier Michael Dunkley, and left the party in July. Earlier this month, he had indicated that he would vote against the OBA in a vote of no confidence which was expected to be moved by Opposition Leader David Burt last Friday, but that did not materialise as Parliament was dissolved the day before and elections called for July 18. Janelle Edwards, 25, was found unconscious in her car on Bellamy Loop near Co-op City Blvd. in Co-op City at 8:10 p.m. Thursday, sources said. Her parents found her slumped behind the wheel and called police. Edwards died 30 minutes later at

Montefiore Medical Center’s Albert Einstein Hospital — where she once worked, according to a Facebook post, sources said. “We found her in the car unresponsive,” her grieving mother Marjorie Edwards, 57, told the Daily News. “We don’t know what happened.” An initial autopsy on Saturday was inconclusive as more tests were ordered, but a doctor told detectives that Edwards died of a blood clot caused by her recent surgeries, police sources said.

WITH a record number of 628 murders so far this year, including 54 homicides in one week, Jamaica’s top cop is deploying security officers to crime hotspots to arrest the recent spate of crime. Police Commissioner George Quallo told reporters the situation is frightening, as he reported that the figures so far this year include 45 killings which claimed 100 lives. “There were 37 double murders, six triple murders and two quadruple murders. This underscores a high level of wantonness and brutality,” the police commissioner lamented. Quallo, who took office just last month, pointed out that most of the bloodshed was happening in volatile communities and he blamed gangs for more than half of the murders. Macron says ‘door remains open’ to UK remaining in EU until talks end FRENCH President Emmanuel Macron says “the door remains open” for Britain to change its mind about Brexit, after talks with Theresa May in Paris. Mr Macron threw out the olive branch, even amid rising EU anger about the delays to the exit talks – which he said should be “launched as soon as possible”. “Of course the door remains open, always open until the Brexit negotiations come to an end,” the President said, when asked if Britain could yet stay in the EU. Mr Macron said it was not for him to say whether the decision should be questioned. “Once the negotiations have started we should be well aware that it’ll be more difficult to move backwards.” Alongside him, the British Prime Minister dodged a question about whether she would pursue a “softer” Brexit after her election setback, insisting there was a “unity of purpose” in the UK about leaving. And she refused to respond to John Major’s warning of the danger of violence returning to Northern Ireland if she strikes a deal with the Democratic Unionist Party, to prop her up in Parliament. Farron quits as Lib Dem leader over clash between Christian faith and politics TIM Farron has said he is to step down as leader of the Liberal Democrats, less than a week after the election. In a statement, he said he was “torn between living as a faithful Christian and serving as a political leader”. He said he should have dealt “more wisely” with questions relating to his faith during the election campaign, including his views on gay sex. Possible successors include former ministers Sir Vince Cable, Jo Swinson, Sir Ed Davey and Norman Lamb. Church leaders praised Mr Farron. The Archbishop of Canterbury Justin Welby said he was “honourable and decent”. The acting Bishop of London, Pete Broadbent, said “no-one should have to choose between their faith and politics” and it was “deeply regrettable” he felt the need to quit. of people who believed differently to him, but said he had been the “subject of suspicion” because of his own beliefs. While questions about his faith were legitimate, he said they “distracted” from the party’s election campaign. During the campaign, he was asked repeatedly in media interviews to clarify his views on gay sex but did not, to begin with, answer directly. He later insisted that he did not believe it was a sin and that, while he believed political leaders should not “pontificate on theological matters”, it was right to address the subject as it had become “an issue”. Earlier on Wednesday, shadow home affairs spokesman Lord Paddick himself quit, citing concerns about Mr Farron’s “views on various issues”. As the party does not currently have a deputy leader, Mr Farron will remain in place while an election is held to choose his successor. Mr Farron succeeded Nick Clegg in 2015 after the party’s disastrous election result, in which it lost nearly 50 seats. Having not served in the coalition government, he positioned himself to the left of Mr Clegg and sought to rebuild the party at grassroots level. The party increased its tally of seats from nine to 12 at last week’s election, but its vote share fell from 7.9% to 7.4%. They were hoping to make significant headway on the back of a pledge to hold a second EU referendum. Citing unnamed officials, the newspaper says three senior intelligence officials have agreed to be interviewed by Mr Mueller’s investigators. However, Mr Comey has since suggested that Mr Trump attempted to get him to shut down the investigation into his former National Security Adviser Michael Flynn. Mr Flynn was fired in February for failing to reveal the extent of his contacts with Sergei Kislyak, the Russian ambassador to Washington. The White House has denied it put pressure on Mr Comey. At least a dozen people have died in a west London tower block fire and the number of deaths is expected to rise, police have said. Firefighters rescued 65 people from Grenfell Tower in north Kensington, after they were called at 00:54 BST. Witnesses said people were trapped in the tower block, and that some jumped from windows in an effort to escape. Theresa May said there would be a full investigation and “if there are any lessons to be learned they will be”. It is understood that “several hundred” people would have been in the block when the fire broke out, most of them sleeping. The tower had around 120 flats. The cause of the fire remains unknown. BBC reporter Sarah Corker said firefighters were working through the night to dampen the fire - with flames still visible, more than 24 hours after the blaze began. She said crews using an aerial platform were going “floor by floor” shining lights into the building. The ambulance service said 68 patients were taken to six hospitals across London, with 18 in critical care. A further 10 patients made their own way to hospital. But many more people are unaccounted for, and loved ones have appealed on social media for information. Among them is 12-year-old Jessica Urbano Ramirez, 66-year-old retired lorry driver Tony Disson, and security guard Mo Tuccu, a British national from Eritrea. The sale of US combat aircraft represents a major signal of US support for Qatar as it faces regional isolation and the severing of travel and trade links.

The announcement comes after a week of somewhat mixed messages from the Trump administration regarding the spat between Doha and number of Arab nations. After three Sunni Gulf countries -- Saudi Arabia, Bahrain and the UAE -- along with Egypt moved to cut off diplomatic ties with Qatar, host to the one of the Pentagon’s largest military bases in the Middle East and a linchpin in the fight against ISIS, President Donald Trump seemed to back the move, saying last week that Qatar had to do more to combat the funding of terrorism.

“The time had come to call on Qatar to end its funding,” Trump said. But other officials in the administration including Secretary of State Rex Tillerson have called for the situation to be deescalated and on Wednesday while appearing before the House foreign affairs committee Tillerson played down any suggestion the President is on a different page stating: “there is no daylight between he and I” on the issue of Qatar. Speaking to the House armed services committee Monday, Mattis called the diplomatic situation “very

complex,” acknowledging the large US military presence and close USQatar military relationship. “We’ve obviously got shared interests with Qatar ... I will admit it’s not tidy but it’s something we’ve got to work together on,” Mattis later added. The Qatari defense ministry issued a statement Wednesday celebrating the F-15 deal. “This agreement underscores the longstanding commitment of the State of Qatar in jointly working with our friends and allies in the United States,” al-Attiyah said in the statement.

Planet Earth: Iguana chase scene was not faked, says BBC THE BBC has denied claims awardwinning series Planet Earth II faked a nail-biting scene showing a baby iguana being chased by racer snakes. Reports on Wednesday suggested more than one iguana was actually filmed, with scenes then stitched together. But the BBC has said only one animal was chased by the snakes with other iguanas only filmed for close-ups. The scene quickly went viral when it was aired last year and later won a Bafta for must-see moment. The iguana hatchling, filmed in the Galapagos, eventually got away - much to viewers’ relief. The Daily Mail claimed the episode was embroiled in a “fakery

row” after producer Elizabeth White told the Media Production Show: “It wasn’t the same iguana, no, and often we have to augment it with other clips. “Unfortunately lizards, snakes and iguanas aren’t good at ‘takes’.” But the BBC defended the Sir David Attenborough-fronted programme, with a spokeswoman saying: “The BBC strongly refutes any suggestion that the awardwinning iguana v snakes sequence was ‘faked’. “The final iguana chase in which one iguana escapes the snakes was unusually for natural history filming - shot using two cameras, allowing us to follow both the individual iguana and the snakes’ point of view.

Science & Technology Broccoli compound could help treat type 2 diabetes Some people don’t like to eat their vegetables, but for obese people with type 2 diabetes, broccoli could hold the key to slowing, and potentially reversing, the disease, according to a new study. Scientists used both computational and experimental research to zero in on a network of 50 genes that cause symptoms associated with type 2 diabetes. They also located a compound called sulforaphane — which is found naturally in cruciferous vegetables such as broccoli, Brussels sprouts and cabbages — that could turn down the expression of those genes, according to the findings, published today (June 14) in the journal Science Translational Medicine. In the study, the scientists gave sulforaphane to obese patients, in the form of a concentrated broccoli sprout extract. They found that it improved the patients’ systems’

ability to control their glucose levels and reduced their glucose production — two symptoms of diabetes that can lead to other health problems, including coronary artery disease, nerve damage and blindness, according to the Centers for Disease Control and Prevention. “It’s very exciting and opens up new possibilities for the treatment of type 2 diabetes,” Anders Rosengren, an assistant professor at the University of Gothenburg in Sweden, told Live Science. [Science You Can Eat: 10 Things You Didn’t Know About Food] Type 2 diabetes, the most common form of diabetes, affects more than 300 million people globally. For those with the disease who are obese, the excess fat in the liver makes the body less sensitive to the hormone insulin, which can make it difficult for the organ to help regulate blood sugar levels. Normally, insulin, which is produced by the pancreas,

stimulates the liver to pull glucose out of the bloodstream and store it for later use. Currently the main treatment option is the drug metformin. But not every person who needs it can take it. About 15 percent of type 2 diabetes patients have reduced kidney function and taking metformin can increase their risk for lactic acidosis, an unhealthy build-up of lactic acid, which can cause abdominal discomfort, shallow breathing, muscle pain or cramping, and tiredness. Guerrier leads Wildcat female relay team to historic finish at NCAA Outdoor Championships TCI’s national sprint record holder Akia Guerrier led the Kansas State University Wildcat women’s relay team to a historic eighth place finish at the NCAA Outdoor Track and Field Championships last week at the Hayward Field Stadium in Eugene, Oregon. If was the first time a 4X100M female team from the university make the final, and the second Wildcat female relay team to score a

point. The previous team to score a point, was the 2014, 4X400M team. Guerrier, the lone freshman in the side ran the first leg in both races. Fools Regatta set for this Saturday The 26th annual Fools Regatta will be held on Saturday from 10:00h at the Bight Children’s Park. Several big races are set for the day, including: the Big Boat Race, the Inter-School Challenge Cup, the Great Raft Race and the Hobie Cat Resort Challenge among others. Provo teams win Danny Delancy Softball Tournament PROVO All Stars’ male, female and co-ed teams dominated last weekend’s Danny Delancy Softball Tournament, which was held in Grand Turk. The TCI Softball Federation organised tournament was held over three days at the Parade Ground with the Provo teams challenging their Grand Turk

counterparts. In the high scoring male final on Sunday, Grand Turk took the lead after the first innings 7-5, but the visitors scored 11 runs in the second with Joan, Maky and Jose scoring twice to pull ahead 16-14 after two. Provo All Stars reached 30 runs by the fifth innings, while their opponents were on 21. The home

team then attempted to make a run with five runs in the sixth innings, but it proved a little too late as the two teams finished 31-26 after seven innings. The female final was less competitive with the visiting All Stars team winning 20-8. Of the GT Steelers’ eight runs, five were scored in the second

innings—where they briefly led 6-5 before the visitors turned on the heat in the third and scored 11 runs. The Co-ed final was another big win for the visitors as nine runs in the third innings propelled the Provo Co-ed All Stars to a 14-3 win (run-ahead rule) at the top of the fourth.

Otuonye equals national long jump record The national record holder jumped 7.88M last Saturday.

NATIONAL long jump record holder Ifeanyi Otuonye equalled his national long jump record when he competed at the Altis Invitational in Arizona last Saturday. The 22-year-old finished fourth in the event with a leap of 7.88M—a distance he first made approximately 11 months ago, while competing at the NACAC U23 Championships in El Salvador. Otuonye, who has broken his national long jump record several times over the last few years, has not competed a lot this season. His main restriction is funding.

Since the multi-talented athlete has completed his bachelor’s degree at the Kansas State University, he no longer jumps under the school name. He is still attached to the university, but at a postgraduate, none-athletic, level. “I wish I was able to get more meets in to be able to compete at a higher level. Turks and Caicos helped me get into a few meets (indoors and outdoors), but later on

when it mattered like later in the outdoor season I had to go back to start finding my way to meets.” Prior to this meet, Otuonye, who also holds several national relay records, had a season’s best of 7.60M. Last Saturday he passed that distance twice. His first attempt was 7.75M. “I really feel I can jump a lot farther. The 7.88M wasn’t exciting as it should have been.”

Youth athletes off to Trinidad for NACAC All Age Championships

The British West Indies Collegiate (BWIC) will look to defend their title.

Inter-High School rugby tournament set for this Friday The Inter-High School tag rugby tournament is set for this Friday evening (June 16) from 17:00h to 21:00h at the Meridian Field in

Providenciales. The BWIC will look to defend their title against several worthy opponents, including teams from Grand Turk,

TCIPS and Wesley Methodist. The round-robin tournament is also expected to attract a few other school teams.

EIGHT under-15 athletes, several officials and a few parents left Providenciales on Thursday to participate in the first NACAC All Age Championships, which is set for Port of Spain, Trinidad on Saturday and Sunday. Of the eight athletes, four will compete in the 13-14 age category, while the others will contest the 11-12 age division. The younger age group female athletes are Lynn Antoine (ECPS) and Tanesia Gardiner (IPPS). The males of the same age group are Aliando Durham (ECPS) and Raheem Hall (ISPS). The teenage females are Sarah

Forbes (RGHS) and Emma Parlee (BWIC), while the males from the 13-14 age group are Daveon Durham (LBHS) and Mikancy Zamor (LBHS). Kayla Mills travelled as head coach, with Damien Grant assisting. Gervin Simmons is the Team Leader while Audrey Ewing will perform the chaperone duties. Three parents also made the journey from their own pockets, to cheer on team TCI. According to information from the TCAAA, the championships are referred to as the Junior CARIFTA Games and will be used to prepare the young athletes for future competitions.
