Premier lauds passage of ‘revolutionary’ Companies Bill BY DELANA ISLES LEGISLATION governing the operations of companies in the Turks and Caicos Islands was on June 13 passed in the House of Assembly with majority support. Commenting on its passage was Premier Sharlene Cartwright Robinson who, during a press briefing on June 20, called the passage of the Companies Bill 2017 as revolutionary for the TCI. “We are pleased to have been part of a piece of rather revolutionary legislation. We passed the companies ordinance which will see a complete revolution in this area,” she told the press. She noted that while the 1981 Companies Ordinance saw changes, the architecture of the bill was difficult to change. This legislation, she stated, will see Turks and Caicos Islands placed on a more competitive footing. She thanked the Attorney General’s Chambers for their leadership on the new legislation, the external drafter, the private sector and most of the members of the House of Assembly who voted in favour of its passage. “We as a Government will commit to supporting major public education as this vital and revolutionary bill must be clearly understood by practitioners. “There are critical changes, and to allow for easier transition process, portions of the bill will be enacted at different times and the transition period will be over one year and that
is from the date of enactment. “I wish to however announce an important feature of this bill, the introduction of the beneficial ownership portion - the beneficial ownership issue was raised as we received exchange of notes from the UK several months ago – this bill will see the first portion enacted by June 30 this year.” This portion is related to beneficial ownership. She stated that the TCI is now positioning itself to be in compliance with the exchange of notes with the UK to have this central register established by June 30. The Premier added that this is a very important accomplishment for the country and from September 30, 2017, companies will be incorporated under the new ordinance and beneficial ownership information will be provided as part of the application process. Meanwhile, during its reading in the House of Assembly, Attorney General Rhondalee BraithwaiteKnowles stated that the bill, which runs for some 205 pages and includes 308 clauses, represents a reform in the companies law of the Turks and Caicos Islands going all the way back to 1981 when the current ordinance was enacted. She stated that it picks up on the improvements, modernisations that have been made in the region and in particular it follows the model that exists in the Virgin Islands. It also incorporates many of the subsequent amendments to the enactment of that legislation, and

picks up on various amendments and changes that have been made in other overseas territories such as the Cayman Islands and other jurisdictions. “This is a very important bill because the Companies Ordinance is the foundation ordinance to effectively doing business in the TCI,” the AG pointed out. THOROUGH CONSULTATION The bill is the product of lengthy consultation between the private and
public sectors, and is the result of a project that was instituted between the former Minister of Finance Washington Misick and carried on by the current Minister of Finance and Premier, along with the Attorney General. Braithwaite-Knowles stated: “The project calls for the enactment of a new companies bill to replace the 1981 outdated legislation but also to introduce new provisions in relation to insolvency, as there are no satisfactory provisions in the TCI in

relation to insolvency.” She noted that following closely behind this bill will be the insolvency bill, adding that there are provisions so that the companies bill and the insolvency bill will work together. She added that while the bill might not be perfect, it represents an improvement over the old one – a view expressed by both the private and public sectors. “Aside from the various proposals that relate to the improvements in our company law that are in the bill, there is also provision in the bill to deal with the establishment of a central beneficial ownership register in the islands.” She added that the need to create that register arises principally out of the commitments that have been made by the TCI in respect of its obligations to meet the FATF standards, also to the global forum for the exchange of tax information and to provide information to law enforcement.
THE CHIEF executive officer of the National Health Insurance Board (NHIB) has been ousted. Reliable sources this week confirmed that Zaneta Burton has already been replaced by Dr Hamlet Nation as new acting CEO. Government officials remain quiet this week on details surrounding Burton’s termination. However, since Burton’s appointment as CEO in 2011, a plethora of criticism has befallen the National Health Insurance Plan (NHIP) coupled with deteriorating financial conditions. Irate staff have repeatedly called for her removal from the post and have held several sickouts and sit-ins to demonstrate their frustration with management. Last November workers staged a no-show, leaving many visitors upset and management scrambling to rectify the situation. They also signed a petition

to have Burton removed, citing her ineptitude to manage the NHIP effectively. The petition stated: “Under the leadership of Mrs Burton, we, the people of the Turks and Caicos Islands, have been oppressed, victimised and demoralised. “Mrs Burton’s leadership skills leave much to be desired and at this time we feel that we have had enough.
“After much consideration, we as a united group have decided to go forth and make all concerned aware of what has transpired at this organisation and demand that Mrs Burton be removed from office. “We believe that we can no longer work with Mrs Burton and it is in the best interest of all concerned that she be replaced.” The staffers also bemoaned the lack of action by the former Minister of Finance Washington Misick and former Premier Rufus Ewing, who had direct jurisdiction for the NHIB. An insider told the Weekly News that Burton “lacks the caring temperament for her staff and the people of the Turks and Caicos”. They added that the general consensus of the members was that Burton should be replaced as CEO because they believed she demonstrated lack of leadership skills and inability to promote a team.

Connolly ‘disappointed’ over dismissal BY OLIVIA ROSE FORMER education minister Josephine Connolly said she is bitterly disappointed that the opportunity to help her people has been taken away from her. Last week she was terminated as education minister because of what she described as “false allegations” of undermining the Premier. Connolly, in a press release, made it clear that she was extremely saddened by the entire ordeal. She said that the Premier’s termination of her appointment was unjust. Connolly said she learnt of the dismissal at a meeting held on Friday, June 16, where the Premier informed her that her appointment as a minister had been revoked. She said: “I later received the Instrument (signed by HE John Freeman the Governor), dated yesterday (Thursday, June 15),
which was published in the Gazette today. “At the meeting with the Premier I was given reasons for my dismissal. Those reasons included false allegations that I was behind some ‘street talk’ intended to undermine her position. “I was not given an opportunity to answer the allegations as the decision had already been made.” Connolly argued that the charges laid by the Premier against her were without any foundation or credence. She said: “I am of the firm view that the reasons given by the Premier were a smokescreen to hide the real reason. “In leaving the Ministry of Education I would like to thank all my civil servants in all the departments under my sphere of responsibility including Sports and Library Services. “We worked together to make meaningful changes in the education
system and to bring positive changes to the lives of the children of the Turks and Caicos Islands. “It is one of my biggest regrets that I will not be able to see through the work we had started.” Connolly who is the second All Island member in the House of Assembly for the PDM party vowed to remain a loyal member of the country’s oldest party. She said: “I worked hard during the election because I believed in the philosophy of our party. “The party is not owned by any individual, but is made up of a collection of people representing the ideals and hopes of its founders and the many good and faithful supporters whose only desire is to see this country succeed.” Turning her attention to the PDM’s constitution Connolly said: “I was disappointed that the PDM constitution was ignored in relation to the disciplining of Cabinet members

and that the NGC did not have the opportunity to carry out the due diligence and the investigation to which the PDM constitution speaks.” She said that the founders of the party put this in the constitution to stop ministers being subject to unfair treatment or capricious behaviour by a premier. “I would like to say to the people who voted for me that I am very resilient and I will continue to represent you to the best of my ability in the House of Assembly. “I was born in these Islands and I decided to enter into politics late in life because I felt I had something to
offer, something to contribute, to my country and to my people. “It was a dream come true to be your representative and your minister and I cannot lie that I am disappointed that the opportunity to help my people has been taken away from me. “To my friends and the many people who have given me words of encouragement over the last three months as the storm clouds gathered, your kind words have sustained me.” The former education minister has pledged to remain committed to seeing the country flourish and succeed.
Premier defends firing of Josephine Connolly BY DELANA ISLES ON FRIDAY, June 15, a shocking development within the corridors of the Government rocked the Turks and Caicos Islands as news of the abrupt firing of PDM elected member Josephine Connolly made the rounds of social media. The initial circulation of an excerpt of the June 15 Gazette revealed that Connolly will no longer serve as a minister of government and a member of Cabinet. The move was authorised and signed by Governor Dr John Freeman, upon the advice of Premier
Sharlene Cartwright Robinson. Shortly after the Gazette was published, Cartwright Robinson defended her actions in a press statement. “I have unfortunately arrived at a place where I have had to ask His Excellency the Governor to revoke the appointment of Hon Josephine Connolly. “At this juncture, I will say that I thank Hon Connolly for her acceptance of my offer to serve in Cabinet and believe that she will continue to do for the people of this country as they have become accustomed.”
She further went on to state that the appointment, management and revocation, if necessary, of members is the sole responsibility of the Premier and that she accepted the responsibility with humility recognising that tough decisions will come at times along the way. The move, while not surprising to many political observers, came at a juncture when the Premier is battling negative public opinion on some campaign promises, as well as a recent incident involving the death of a relative of Connolly’s, during which time she is alleged to have conducted herself in an
unprofessional manner. In addition to the recent fractious political atmosphere, the two powerful women in the PDM have been at odds in relation to the politics of the party for quite a number of years, with many opinions being circulated that Cartwright Robinson is securing her top spot. However, in an attempt to deflect from these opinions and perceptions, in her press statement, the Premier stated: “It is important that the country understand that this Government and the PDM party is above personalities and will seek to make decisions that are critical for
the advancement of our people as a team.” She further noted that nation building requires team work and trust and when this is threatened and people are going in different directions and not ahead in one direction as one unit, they cannot deliver for the people. “Anything other than togetherness is a threat to nation building.” Further pointing to “scathing attacks” against her, elected members and their family members, the Premier stated that it is regrettable CONTINUED

MINISTER’S DISMISSAL
AFTER heading the Government for a little over six months, Premier Sharlene Cartwright Robinson has revoked the appointment of Josephine Connolly as the Minister of Education. Was this firing premature? Was it justified? Will it have any effect on the PDM party or the Government? What are your thoughts?
TCI’s interests
The Premier is entitled to change her Cabinet, at her own discretion at any time. Obviously, she thought someone else would do a better job. The interests of the country come far before party politics.
Clean and open
If the dismissal is for corruption or any other misdeed, then it is a good sign. We need clean and open Caribbean governments.
Life will go on
Two esteemed ladies with powerful personalities. Like two matriarchal mastodons eyeing each other up across a primordial swamp. Perhaps a little of ‘this town ain’t big enough for the two of us’ thrown in for good measure as well. Or quite simply we don’t know the facts. Most folks thought Josephine would occupy a high position in the Government and the decision-making process. She will be sorely missed; she has excellent business acumen and a worldliness that many perceive will be lacking now. It’s hard to see her coming out with the sort of drivel we’ve heard about the new company’s legislation; which in effect is further regulation for a deceased industry. In any event, life will go on.
Tensions
Two bulls can’t rule in one pen; or two beauties can’t either. It had been rumoured for quite a while that there were long-standing tensions between the two of them. Now we know.
Disband the department
With so very little being done to improve the deplorable levels of literacy, numeracy and
general knowledge in our government schools, why not disband the Education Department altogether? The legacy of JAGS McCartney’s misguided policy that TCI children should only be taught by teachers from the Caribbean is a totally dysfunctional education system, out of which parents are pulling their children in droves if they can possibly manage the tuition fees at the private or parochial schools. One need only compare the average ‘quality’ of a graduate of the pre-McCartney system with one who has been through the ‘all Caribbean’ programme to see the drastic deterioration under the current strategy. And they wonder why they keep pumping out virtually unemployable high school graduates with very little hope of meaningful employment?
Distasteful
Am not clear on what brought that on, however I don’t think that the process on which it was done, was correct. As the Government has the power to shift responsibilities around, she could have been given another post in which to serve. I think it was distasteful.
Long overdue
This move was long overdue. Mrs Connolly was elected to replace Akierra Missick and she could have been an improved Minister of Education. She was so caught up with herself it seemed she wanted more power. Not the way the PDM works. Maybe she will go over to the PNP where power grabs and bar-room brawls decide who will lead.
Wrong focus
Our leaders need to stop fighting between themselves and concentrate on getting the various ministries that provide services to our population running smoothly and efficiently so our nation can grow and prosper. As the public understands the Hon Connolly got upset because she felt that the service
provided by the NHIP to her family was not fair and she spoke out about this matter and now she has been fired. One then must ask if one speaks out about being treated unfairly by other departments such as the Immigration Department, or the Business Licence Department, or Financial Services Department, or the NHIP, will this result in one being persecuted by those in authority?
Like a business
The Premier must have reasons. Not everything is talked. Cleaning out house early is extremely important. In one of my advanced administration courses at Columbia University, one of our assigned readings was the famous book The God Father, written by Mario Pucci. If you are doing the people’s business, running the country, then manage it like a business. Who needs to be deleted, must be deleted. I don’t think that it would have a great effect on the PDM or the country. Life must and will still go on. Grown profession people need to act likewise; know when, where and what to say.
Positions don’t give us freedom and authority to have constant verbal diarrhoea. We need to think about repercussions.
Loyalty tested
Josephine was brought into the PDM by Oswald Skippings for the 2012 election. He lost his seat and in the process lost the election for the PDM. Mrs Josephine won in 2012. She won the last PDM at large seat. Her win demonstrated her popularity with non-PDM voters. We wonder what she will do as a back bench PDM. A move to the other side is an option. Her loyalty will now be tested.

‘Committed and dedicated’ – Karen Malcolm sworn-in as new education minister BY OLIVIA ROSE THE TCI’s new education minister, Karen Evadney Malcolm, said she is “committed and dedicated” to ensuring that every child receives the best education and opportunities under her stewardship. Malcolm, who is also the Deputy Speaker of the House of Assembly, was swornin on Tuesday (June 20) by Governor John Freeman, upon commendation of the Premier. Malcolm’s appointment came on the heels of the removal of former Minister of Education Josephine Connolly after a fallout with the Premier over claims of insolence and falsehood. Premier Sharlene Cartwright Robinson, at a press briefing at her office in Providenciales on Tuesday, introduced the new minister to the media and by extension the TCI. She said: “I’m delighted to introduce the newest member of our Cabinet. “She defied all odds and successfully ran as an all-island candidate in the general election for the People’s Democratic Movement (PDM). She was elected Deputy Speaker shortly after. “A former banker and assistant accountant at Building Materials, founder of the Heart Foundation and active member of the Soroptimist Club and her church. She’s a wife, a mother and a grandmother. “I am pleased to announce that she hails from the island of Grand Turk and has resided in Providenciales for over two decades, Honourable Karen Evadney Malcolm is the new Minister for Education, Sports and Library Services and we have every confidence that she will make Turks and Caicos proud and will serve these islands well.” Malcolm, speaking to the TCI for the first time in her new capacity, said that she was grateful to God for the opportunity to serve her people. She said: “I’m grateful to serve in the capacity as the minister of education. Let me first say a special thank you to the people of the Turks and Caicos Islands who elected me on December 15 as their representative. “I would like to take this opportunity to congratulate all the students who took the GSAT examination last month and
earlier this month. I would like to say congratulations; you did an exceptional job. “Congratulations also to the parents and teachers, because I know that without teachers the students would not have been as successful as they were.” The new education minister pledged to leave no stone unturned to ensure that each child receives optimal education in the Turks and Caicos Islands. Informing the territory of her humble beginnings, Malcolm said: “I am and will always be a Turks and Caicos Islander. I was born in Grand Turk, I migrated to the Bahamas where I received my education. “I knew that I would return to these beautiful islands because God placed in my heart at an early age, the love and respect for my home country and today I can say that God had been faithful to his promise and it’s all because of his grace that I am here today and I so pleased that he has chosen me. “This is my season and I ask the people of the Turks and Caicos to continue to support me, continue to support our ministers as we continue to do our best for each and every one living here among us.” Malcom said she is confident that her experience, passion and love for children and the youth will enable her to address challenges within the ministry from an informed

viewpoint. Chief among her achievements over the years is her role in getting the Ministry of Health to send twins with heart condition to the UK. She is a past president of Soroptimist International of Providenciales. One of her many significant roles is to assist and mentor two young girls from their adopted Government schools and provide hygienic items for them at the beginning of each term. In addition, Malcom is the past president of Women Aglow Int’l Grand Turk Chapter. She spends her free Saturdays, volunteering at the Providenciales library assisting children with reading.

that this side of the country was showcased to the world especially via the internet. “We are fully aware that the recent weeks were fuelled by different agendas and motives and by disgruntled individuals who sought to exploit a private family matter for political and personal gain. “We are confident that this will all pass and we welcome being held to account and for persons expressing themselves freely as we as humans have a right to that basic right but we

ask that we do so respectfully and truthfully.” Despite the negative atmosphere, she assured that the Government remains committed to delivering on the promised change for the people of the country, and that they will not allow the distractions to deter them from governance. She added: “This does not mean that we will ignore the voice of the people but that we will accept criticism when it is meant to be constructive and when it is truthful.”

of shareholders other than from profits or shareholders’ equity. She noted that the bill achieves this much more directly by prohibiting distribution unless after the distribution company satisfies the solvency tests. She further explained that the new bill replaces the classification of exempted companies with the term international companies, and that the reason for this is to keep these exemptions as limited as possible. She noted that the difference between international and domestic companies is that international ones require a professionally registered agent and there is also some provision for ownership of land. This provision will be kept under review as when it was introduced in 1993 it appears that it was designed to restrict ownership of land to certain persons, however, the AG said that it has certainly not had that effect. The new bill also requires a professional agent for all companies. There are four types of companies that can be incorporated, these are – domestic, international, non-profit and protected sell companies. The bill provides for a
standard application form for the purposes of keeping the articles of incorporation clear of any indication that it is likely to change over time. The AG added that the concept of ultra vires has been abolished, so the new bill now allows a company to do anything that an entity or a person can do, although there are safeguards to prevent the misuse of companies. The bill also requires every person to keep a register of persons with a beneficial interest more than 25 percent in the company. This register of companies will be required to maintain a central register of persons with significant beneficial interests, which will be capped on a company to company basis. This information will be confidential and not open to the public, however it will be open to law enforcement, BraithwaiteKnowles pointed out. The new bill provides for these records will now be kept for 20 years (formerly five) in electronic form. Registration of charges, mergers and consolidation, liquidation, striking off and dissolution are also covered and modernised in the new bill, the AG informed.

Connolly claims her removal was unconstitutional – Premier refutes the allegations BY DELANA ISLES NOW former minister of education, Josephine Connolly has stated that the constitution of the People’s Democratic Government (PDM) was not properly applied in her removal as a minister of government and member of Cabinet. Connolly’s claims came following the revocation of her appointments by the Governor, Dr John Freeman, who was acquiescing to the advice of the Premier to remove the member from her government. In a Facebook post on Monday, June 19, Connolly outlined portions of the PDM’s constitution to substantiate her allegations. It read: “Section 24.6 extract from the PDM Constitution - “a. If the leader is dissatisfied with the performance of any minister of the Cabinet, he shall refer the matter to the National General Council (NGC) for appropriate action. “b. The National General Council after due deliberations and investigation shall advise the Leader to the necessary action to be taken.” She stated in the post that the drafters of the PDM constitution were far sighted enough to see that there may be occasions when

ministers of government need the protection of due process and that while the powers of the Premier are many and varied, one of the few checks on a Premier’s actions are strong minded, independent thinking ministers. “The drafters of the PDM constitution understood this and with this clause provided protection for ministers against arbitrary and unfair actions by a Premier. “It is ironic that in the month that we celebrated our national hero, the honourable JAGS McCartney, as a visionary, the constitution that he brought into force anticipated an event 40 years in the future of a disagreement between a premier and a minister. “The Honourable JAGS McCartney reaches out over the decades with the tools to deal with these situations, it is just a question of whether we as a party have the strength to use them,” Connolly stated in her post. She further noted that in her case
there was no referral to the NGC, no due deliberation, no investigation and no opportunity for her to answer the false allegations. She added: “The reason I can say this with 100 percent certainty is that I am a member of the NGC. “The Premier firing me as minister was against the constitution of the PDM.” When this publication put the allegations made by Connolly to her, at a press conference on Tuesday, the Premier claimed otherwise. “The same thing I would say to anyone that poses a question to me about Cabinet and Cabinet functions, what happens in our NGC is not really to be discussed publicly. “And we are bound by our constitution and she [Connolly] would have had an opportunity to raise that at the NGC level where it is appropriately raised and discussed.” The Premier also refused to comment on Connolly’s claims that she was not given a chance to defend the allegations made against her, stating that it is a matter for the NGC. She further pointedly stated that Connolly still has a future with the PDM as she has not resigned from the party. “I think she has made it abundantly clear that she will continue to serve.” She added that decisions taken by her or the NGC are not based on street talk or what is said on social media. “We are more sound, logical and reasoning in our governance.”
Post-election report now published – $5k spent by all three parties THIS past week the Integrity Commission published the first part of its post-election 2016 report outlining the registration process and donations received by the political parties and independent candidates. Director of the Commission, Eugene Otuonye QC noted that the preparation and publishing of the report is an important statutory responsibility of the commission aimed at promoting transparency, openness and accountability. It also strengthens public trust and confidence in the parliamentary and democratic process, he said. He stated that the commission recognises that the monitoring of political financing in TCI remains the first of its kind in the Caribbean even after two general elections. “The commission wishes therefore to commend the political parties and candidates for their high compliance rate and cooperation with the commission in the successful implementation of the ordinance during the last general elections.” The report, which can be found on the commission’s website www. integritycommission.tc, gives an
overview of the regulatory controls under the Political Activities Ordinance and how these were managed and administered by the commission. In addition, the report briefly covers the commission’s role in relation to constitutional notice requirements. Under the Political Activities Ordinance, the commission, among other things, has the responsibility to monitor campaign donations and spending during elections by the political parties and candidates and to ensure they comply with the provisions of the law in this regard. These requirements include, keeping to statutory limits of donations from individual donors and ensuring that only permissible donations are accepted. They are required also to adhere to expenditure limits, permissible expenditure items and submitting returns of their campaign donations and expenditure to the commission during and after the elections. The report is based on the campaign donations returns submitted by the political parties and independent
candidates to the commission and contains information such as total donations reported by each political party and independent candidates in comparison to each other, and the sources of their donations, whether from companies, individuals or selffinanced. The report shows, that the three political parties together reported a total campaign donations of $576,708. Of this total, Progressive National Party (PNP) reported $268,798 or 47 percent; People’s Democratic Movement (PDM) reported $297,142 or 52 percent and Progressive Democratic Alliance (PDA) reported $10,769 or two percent. The ten independent candidates together reported a total donation of $129,353. Details of the donations reported by each of the independent candidates are set out in the report. Part two of the report will be published in July, 2017, and will focus on the actual campaign expenditure incurred by the respective political parties and the independent candidates.

CHHS to undergo major upgrade for new school year BY DELANA ISLES A MAJOR overhaul to the Clement Howell High School (CHHS) has been pushed back and is now slated to be completed in time for the new school year, this September. In a recent sitting of the House of Assembly last week, PNP elected member Akierra Missick sought answers from the Minister of Infrastructure, Housing and Planning on the progress and scope of the work to be done to the school. Minister Goldray Ewing responded that the upgrading of the CHHS commenced on December 19, and was initially slated for a 180-day completion. However, this time frame was revised due to the recent variances that came up for the project. He added that there has been no recent time frame set for the project due to some other more recent changes. He told the House that the project is proving to have numerous problems, and that these issues were unforeseen. However, he assured that the upgrades will be carried out in time for September this year. The scope of the project, as
outlined by the minister during the sitting of the House, is as follows: The demolition and construction of the stairs and balcony on the Claudette block, the demolition and construction of the support column for the structural steel beam on the Adams block. Demolition and construction of the concrete back wall on the ground floor of the Adams block, resurfacing of the ground floor to the Adams block. Demolition of the existing roof sheeting and installation of plywood, peel and seal roof sheeting to the Samuel Forbes block. Demolition and construction of the ceiling to the upper floor of the Samuel Forbes block, removal and replacing of floor tiles to some of the classroom blocks, demolition and construction of internal walls separating classrooms in the Samuel Forbes block. Replacement of windows, doors and electrical lighting to the classroom blocks, replacing and installation of AC units, painting of the classroom blocks. And the refurbishment and upgrade to the woodwork and electrical lab, and refurbishment and upgrade to the food lab.
Treatment abroad policy being revised, health minister says BY DELANA ISLES MINISTER of Health, Edwin Astwood has announced that his ministry will be conducting a review of the treatment abroad policy to ensure that it benefits the people of the Turks and Caicos Islands. The announcement was made at a press conference on Tuesday (June 20) at the Hilly Ewing Building in Providenciales, during a press conference. According to the minister: “It is not really working for our people as it should work. There are some changes that we are looking at. “Of course, we will evaluate all changes that can take place and can be afforded by Turks and Caicos Islands Government.” He further stated that the Government will also be reviewing the institutions that it sends patients to for treatment abroad, in order to assess them and to try to bring more acceptable institutions on board. The minister added: “That is being done and that is an exercise that will be carried out in the next two months so we can have a much better treatment abroad
policy that everyone in the Turks and Caicos Islands will feel comfortable with.” Astwood’s announcement comes on the heels of major issues that have been reported with the country’s treatment abroad policy. The most recent one involved the Smith family, and the death of infant Konnor Smith on June 4. The child, who was born premature, subsequently succumbed to complications with his birth, following some issues that arose between the family and the National Health Insurance Board for him to be flown overseas to a country of their preference. Konnor Smith was set to the airlifted overseas for treatment, but passed away before the arrangements were finalised. Media reports, and some social media interactions, threw the blame on the NHIP, with a number of accusations being bandied about favouritism and preferential treatment. It is alleged that the Smith family initially wanted the baby to be airlifted to the United States and that the cost involved was not entirely covered under the NHIP plan.

Precious Treasures tops GSAT again BY DELANA ISLES “IT WAS really exciting and I am very elated by my success in my examinations and this experience is evidence to me that hard work really and truly does pay off.” These were the words of a very happy sixth grader Jade Clarke of Precious Treasures, on her major accomplishment at the Grade Six Assessment Test (GSAT). Clarke, who received 94.95 percent to top the country, credits her success to determination and an incredible support base, both at home and at school. “Entering six grade I decided I would try for a scholarship and to get first place in GSAT. My mother and my father encouraged me, my teachers and my principal were all very helpful, they supported me in my decision to aim for my goal,” Clarke said. Meanwhile, Precious Treasures is certainly no new comer to snagging the coveted top spot in the country, as the school has developed and maintained an impeccable record of putting out high performing students. Principal Annoina Jones substantiated this: “Everyone expects Precious Treasures to put out a good showing at the national exams and we are very happy that we have not disappointed persons who are looking on for us to do well. “But this particular year it is particularly exciting not just to have a student who have once again placed first in the country but to have one of the highest overall average as the average for our grade six class is 86 percent.” 2017 GSAT RESULTS Four hundred and forty-five students sat the examinations held

on May 31 and June 1; of that number 358 students scored 50 percent or higher. The pass rate for 2017 is 80.45 percent compared with 75.1 percent in 2016. The pass rate in mathematics and English language increased by 7.89 percent and 9.99 percent respectively compared with the pass rates in 2016. The pass rate in science decreased by 8.74 percent and there was also a decrease in the pass rate for the general paper. New batch of passports ready for distribution BY OLIVIA ROSE THE DEPARTMENT of Registration and Birth is in receipt of a new batch of passports. Applicants throughout the Islands are being urged to collect theirs in a timely manner. Minister of Border Control and Employment, Sean Astwood at a press conference on Tuesday (June 20) emphasised that his ministry is working feverishly to improve the lengthy process of issuing passports. He said: “We are now in receipt of a new batch of completed passports from the UK, so persons who would’ve been waiting on their passports for some time now please contact the Department of Customer Service and inquire. “Over the next couple of weeks we will be receiving a lot more.” The minister noted that collaborative work between his ministry and the United Kingdom will ensure that the process is quicker. “We have opened up a more direct line with the UK in trying to facilitate these passports as well as streamlining some of our own processes and making sure that we have adequate staff in that department. “But also management is looking at the process to ensure that persons submitting applications are doing it the right way and all the correct information and supporting documents are present. “That gives their application the best chance of succeeding once we would’ve processed it and sent it off to the UK.” MINISTRY TO IMPROVE PASSPORT BACKLOG Following numerous complaints from the public the ministry has taken

a strategic approach to revamping the passport system. This will see the length of time taken to renew a Turks and Caicos Islands passport reduced. Last year the Government made a decision to electronically transfer all applications for Turks and Caicos Islands passports to the United Kingdom. According to the ministry, those who qualify and submit completed applications will experience shorter processing times and a swifter return of their printed passport. The decision to transfer the printing of passports followed recommendations made by UK parliamentary committees and the National Audit Office in 2007. They suggested that production of British passports be repatriated to Her Majesty’s Passport Office in the UK. A working group consisting of senior officials from each of the UK overseas territories was set up in 2011 to identify potential issues and to ensure that the revised processes were workable and sustainable. The transfer of passport applications from the Turks and Caicos Islands began in July 2015 - it proposed faster turn-around
times, but some challenges were experienced along the way. The ministry has disclosed that discussions were held with Her Majesty’s Passport Office (HMPO) and the members of the Registration and Citizenship Department within the ministry to address the passport backlog. During the meetings, staff identified that the key factors impacting the service delivery of passports are the lack of dedicated resources to the passport processing unit and the need for further knowledge development in the various British Nationality Acts and their applications. The ministry stated that: “While these gaps are the main contributors to the significant delays, it was further identified that a smaller number of passport applications are being affected by incomplete submissions of documents by customers. “The passport application process is two-pronged, with a local approval process prior to them being uploaded electronically to the processing site utilised by HMPO for verification of details and the final printing of the passport facility.” The Weekly News was informed that on May 30 that management within the ministry undertook a reassignment of duties among the personnel within the Registration and Citizenship Department to increase the number of resources that are now dedicated to the processing of passport applications. This, along with the temporary staff that the ministry recently employed, was designed to assist in decreasing the backlog locally, while efforts were made to organise the much-needed training in the BNA and other HMPO policies for the overall reduction in the inaccuracies being recorded in the application process.
Police warn against spreading false information BY DAISY HANDFIELD THE SPREADING of misleading information during ongoing investigations will not be tolerated, according to a police press statement. This warning was issued by the Royal Turks and Caicos Islands Police Force (RTCIPF) following a social media post written on an ongoing investigation. It spoke about a rape claim made by a female victim. The woman said that she was sexually assaulted by a Turks and Caicos Island man, who is also a public figure. The police statement read: “In recent days some local media agencies in the Turks and Caicos Islands have been making comment
on a potential police investigation into an allegation of a serious sexual assault. “The reporting has cited what it says is details of the offence which have not been provided by the RTCIPF. “It is normal practice for the force not to provide any personal data of investigations until at least a person is charged with an offence. This case is no different.” Acting deputy commissioner for the RTCIPF, Trevor Botting, said that the reporting of such matters without proof, in his view, was inappropriate and irresponsible. He said: “The recent reporting by some media agencies in the Turks and Caicos regarding an allegation
of a serious sexual offence has been, in my view inappropriate and irresponsible. “Whilst I can confirm that an allegation has been made by a female of a serious sexual assault and a criminal investigation was commenced and remains ongoing, no person has been charged with any offences. “A man was arrested and remains on bail.” Botting added that no further comment will be made at this stage regarding the details of this investigation. He urged the public to refrain from speculating or making comment within the media or social media regarding this investigation as this can have an adverse impact on the

investigation and the administration of justice. “I reiterate that this matter remains
under investigation and further public comment may interfere with the criminal investigation,” he said.

Let them eat cake Dear Editor, Marie-Antoinette (1755-93), the Queen consort of Louis XVI, is supposed to have said this when she was told that the French populace had no bread to eat. Marie-Antoinette understood little about the plight of the poor and could not have cared less. Turks and Caicos Islands Premier Sharlene Cartwright Robinson declared much of the same sentiment on Tuesday, June 13, when the PDM Government unanimously rejected a parliamentary bill brought by the PNP Opposition stating that all tips should go to hospitality staff. Apparently Sharlene Cartwright Robinson knows or understands little about the plight of poor and middleclass Turks and Caicos Islanders in the service industry who depend on gratuities to supplement their low hourly wages.
With ten resounding votes of no reverberating throughout the TCI from the NJS Francis Building on Grand Turk, the parliamentary bill stating that all tips should go to hospitality staff was effectively killed with Premier Sharlene Cartwright Robinson leading the chorus. She is hardly a Premier for ‘the people’ but the hotel, restaurant and business community will be pleased at another delay in doing the right thing. The Governor’s two appointed members - Shamard Butterfield and John Phillips - abstained from voting and effectively demonstrated that they are spineless puppets who would not want to endure the wrath of the hotel, restaurant and business community for making a decision that might be considered ‘proworker’. The move comes just days after
the Premier assured members of the public at a town hall meeting in Providenciales that a resolution to the burning issue will be reached by December of this year. One must ask, ‘Why will it take until December for the PDM to make a simple decision and do the right thing.’ What is the precedent for allowing employers to continue stealing gratuities from employees until Christmas? That’s what it’s called when you take something that does not belong to you - stealing. A tip is money a customer leaves for an employee over the amount due for the goods sold or services rendered. If you question that definition, ask customers who leave a tip where they think the tips are supposed to go. An employer should never retain any portion of a gratuity; the

South Caicos episodes MANY of our young people have yet to realise that South Caicos was once the economic and social giant of the Turks and Caicos Islands. Its economy was booming, boosted by the export of salt, marine products and a hospitality sector, and this fed into the development of a small, vibrant business sector along with an uptick in the building construction trades. Also, the people were and still are welcoming to anyone who came to its shores. All this brought about a type of culture unique to the island, which contributed to the formation of particular behaviours, giving rise to certain episodes involving certain characters. These episodes impacted its social life. One episode involved a small businessman who was talkative and had a sense of being right on everything. He spent more time talking than serving his customers. He wore a short pants, had a protruding tummy and a receding headline. This shopkeeper played the organ in his church and when he played he sang so loudly you could barely hear the organ. But what was intriguing was that he was choosey with the

goods he sold. Whenever particular goods were scarce, but his business carried them, he would refuse to sell to those who patronised other businesses. He would reprimand them for not ever giving him any business but preferred others, and then tell them his goods were for his loyal customers. This businessman was well known for always threatening to “slap” someone, and every visitor to his store was told the story of the last person he slapped. To him it was a badge of honour, although he preached as well. Could someone tell others how to live, but not take their own advice? The cultural behaviour of two different types of South Caicos fishermen forms the next episode. One fisherman, in the early evening, would bait his pots, set them and retrieve them the following morning.
The fish were taken from the pots, emptied in a container and placed on individual bunches. Buyers would crowd around selecting which bunch they wanted. This happened each morning and was the way this fisherman earned his livelihood. His fish were caught in fish-pots, but the other type of fishermen used a fishnet and specialised in catching bonefish. When the tide was low the bonefish came in schools which made them vulnerable to the fishermen’s net. The strategy was to designate each section of the net to a fisherman, form a circle around the bonefish, then close in. The fishnet was then pulled to the boat and its contents emptied and shared. The fish were taken to shore and sold. Real episodes from South Caicos’ culture.

I’m baffled! Dear Editor, Thank you so kindly for affording me the space in your newspaper today and for the last 18 years, allowing my voice to be heard nationally. It is said that the voice of the people, is the voice of God. And so, I respect the decisions on December 15, 2016, giving the People’s Democratic Movement the governing authority for the Turks and Caicos Islands over my party, the Progressive National Party. I want to again, take this time to thank the electorates of Wheeland ED 10, who supported me. I assure you, that I am here as your voice, holding this government and your member of parliament Hon Vaden Delroy Williams, accountable for the many promises he made during his campaign. We must remind our representative, Hon Vaden Williams, that words mean so much more than what was set out in his colourful manifesto. It takes the human voice, combine with a determination and will to work relentlessly, in an effort to get the job done. It is time that we see our representative as a ‘doer’ and not just a ‘talker’. We need true representation. During these last six months, I like many others have experienced a roller coaster ride from this current administration that exceeds that of any other government in this beautiful by nature Turks and Caicos. It makes me question the competence of the administration to function effectively under their assigned portfolios. Don’t get me wrong, I have the utmost respect for all members/ ministers of the Government. Some are great entrepreneurs and have done incredibly well for themselves. But in running this country, I am baffled by the decisions/lack of decisions they continue to make. To me, it seems as if they are experimenting with the country’s affairs. My people of ED10 and the Turks and Caicos at large, it is not too early to commence holding our electorates responsible for their actions. It was
‘change’ that was promised and it should be responsible, accountable and worthwhile change that should be sought after. Change that will meet the demands of the masses, holding the PDM Government accountable for the many promises made. In the words of the PNP, a promise made, is a promise kept. I pose the question to you my people. Are you satisfied with the campaign promises made thus far? In my eyes, the people have been deceived already in this early stage of governance. One hundred percent gratuity/ service charge for hospitality - they scrapped that! Delroy Williams campaigned on the Police Station in Wheeland for 24 hours opening - still shut and lock up like a coffin! The lights for Millennium Heights. Priton is only awaiting a letter from the Government for installation of their lights, however, it is alleged that Hon Williams has said to Priton that it is not his responsibility, it’s Hon Goldray Ewing’s responsibility. He’s the minister responsible. The Promenade in North Caicos how incompetent can a government be, allowing tax payers hard earn money to enrich the Higgs developers? Conflict of interest and Cabinet/ Hon Higgs should know better! Firing of a minister in just six short months! Come on, when will this whirlwind stop? No concrete evidence for the reasons for her firing, but if it is due to lack of incompetence, then they all should be fired based on the successes thus far. The campaign season is over. It is time to put differences aside and get on with the country’s business. I wish this Government well and lots of success, for it will only benefit the people of this country. Government to remove Mega One Triton wreck by December BY OLIVIA ROSE THE GOVERNMENT is making a concerted effort to remove the Mega One Triton wreckage on Governor’s Beach in Grand Turk by December. This was revealed by the Minister of Tourism Ralph Higgs during a recent Government press conference on Tuesday (June 20). He said: “We continue to make significant steps in the removal of the boat on the beach and it is our desire to have the boat completely removed hopefully by the end of the year.” The minister noted that additional information on the process will be divulged at a subsequent press conference. Higgs in an interview with the Weekly News said that while he is not at liberty to disclose the exact cost of the vessel’s removal, the Government has already retendered the contract. He also noted that a preliminary assessment is currently being conducted to determine the state of the Mega One Triton wreck. The vessel, which has become an eyesore, disabled and anchored off Government Dock in the capital and was eventually grounded at Governor’s Beach during the passage of hurricane Sandy in October 22, 2002. The vessel started life as a tender vessel supplying offshore oilrigs. There were about 190 litres of fuel on board and about 150 litres of

motor oil when it became grounded. After it was decommissioned and sold to a retired captain, the ship supplied the Turks and Caicos Islands with building materials from the Dominican Republic for more than 20 years. According to a release from the Government, CWaves, a UKbased Maritime and Engineering Consultancy, conducted an initial assessment and proposed a range of options to be considered for the safe and efficient removal of the wreck from Governor’s Beach in an environmentally friendly manner. Commenting on the assessment Minister of Tourism Ralph Higgs said: “I am grateful for the assistance of CWaves and their input which will help with the removal of Mega One Triton, which has become unsightly on one of our most popular beaches over the years. “My Government stands firm on seeing the removal of this impediment in a timely manner.”

This consultancy was awarded to CWaves following a tender process, and was funded by the UK Government. CWaves will be responsible for overall management of the project through to completion. Members of the public are being advised to refrain from climbing on or entering the wreck due to the deterioration in its condition, and potential exposure to hazardous substances remaining on board. On January 28, 2013, the
Government charged the vessel’s agents, due to the absence of the owner, Ked Megnath. Four people were charged with various offences under the National Parks, Coastal Protection and Marine Pollution Ordinances. As reported previously, the safeguards to be put in place prior to the vessel’s removal to protect the local environment include: The removal of several thousand gallons of contaminated water and fuel that if released into the environment during
the removal, pose a significant environmental threat. Specialised equipment must be employed to skim the petroleumbased contaminants from the surface of the water in an effort to remove the most hazardous of materials. The remainder of the water must be pumped and transported to an upland location for safe disposal. At the same time that toxic fluids are being removed, oil booms and turbidity curtains must be deployed to contain any potential spills.

The elected boss man OUR Premier won more votes in the 2012 election than any other candidate. However, her party lost that contest by one seat. Due to the disappointments of the 2012-2016 Ewing and Misick government everyone wanted to run for election in 2016. We were so anxious for the election - remember? Vote winner Sharlene faced competition from the other party, their estranged candidates and disjointed PDMs who ran as independents. None of these made strong showings but they did siphon off votes. Nevertheless, Sharlene won and so did her party. She was and is the undisputed Premier.

We acknowledge the Haitian view of leadership. When a person hires you he or she is known as the exclusive boss or ‘boss man’. In democratic politics, the people elect who they want as leader and boss. ‘Change’ was the PDM platform’s keyword and change is what we are experiencing. Change in tone and change in policies.
There will be another election in four years. Meanwhile when one under the boss openly snipes at the boss they do not recognise the ‘boss man’ concept or the democratic process that elected the boss. At the beginning of the 20th century a man named Fred W Taylor laid down the principles of a well-run organisation. These rules are learned in ‘Business 101’.
Government and business follow these rules. Authority is delegated to ministers. The ‘boss man’ sets the policies and the ministers carry them out. The details are left to the minister. If the policy does not work the minister must check back with the boss leader and between them the issues are resolved. Premier and ministers must work as a team. The Cabinet must join together to affect needed progress. Everyone in government must follow rules and advise their superiors of their plans. Further when a minister attempts to diminish the authority of the elected leader they do not understand politics or business. The campaign is over and the choices have been dictated by the
voters and within the party framework. We are only one eighth of the way through an election cycle. We must give our new leader every chance to succeed. The first commandment talks about authority. Render to God what is God’s. We must honour our voters’ choice and the authority they have assigned. We have moved away from the days of purchased power grabs and intimidation. We are closer to true elected power. Let us give it a chance to work. Sharlene Cartwright Robinson is the Premier and will remain Premier for at least four more years, God willing. She is the elected ‘boss man’.

TCI culinary team brings home gold medal BY DAISY HANDFIELD SEVEN chefs and one bartender from the Turks and Caicos Islands competed in the Taste of the Caribbean culinary competition in the United States and brought home gold medals. The group travelled to Miami, Florida, on June 2 to compete in the international competition. Last year’s team brought home a silver medal overall. A press conference was held on Wednesday, June 14, and the chefs and bartender shared their experiences of the competition. Team leader Colin Watson said that he has seen tremendous improvement from the team and he was impressed by their attitudes overall. He said: “It was an honour to take the team. They were a great bunch.”
TCI culinary junior chef Wilkiens Martin, who was a recipient of a gold medal, said that the bar was already set high by last year’s team and that he considers that he put out his best into the competition. “I will never forget the junior camp where I started from. When I started at the Lil Chefs camp, I did not know how to hold knife or do basic things. “However, today I am working my way up the ladder and one day I will be the executive chef of one of the resorts on island,” he said. Martin also shared some advice for those who want to be successful in their fields of interest, stating that regardless how impossible things seem, giving up should never be an option. He said: “If you have a dream, you have to work for it. It will not come easy, but there has to be a passion that burns inside of you.
“Once it is inside of you, you have to work for it. Yes, sometimes you might say it is hard and that there is no help out there, but if you look for it, you will find people out there who are willing to help you to grow.” Bartender at the Seven Stars resort and bartender with the culinary team, Jean Toussaint, said that he was proud to be given the opportunity to compete against trained mixologists. He added that although he may not possess the certificates that some of the international mixologists at the competition have, he feels that he still has a lot of knowledge. He said: “This year I got a bronze medal and last year I got a silver. I consider that I did really well because these guys are some of the best mixologists in their countries. “What I learnt can be implemented into my cocktails that I make at my job.”
New tourism director to travel across the States – Ramon Andrews said he wants to promote brand TCI BY DAISY HANDFIELD THE NEW director of the Turks and Caicos Islands Tourist Board, Ramon Andrews, said that he plans on increasing visitor numbers to the highest ever recorded. In an interview with media this week, Andrews explained that he and his colleagues will be doing a lot of travelling throughout the United States to further promote the chain of Islands. He added that he will soon leave the country for a week to visit New York, New Jersey and Connecticut and that during that time he will be speaking to a number of travel agents. He said: “At least 80 percent of our visitors come from that area, so

it is always good to go and reinforce that relationship that we have in these areas with our partners. “Of course, we already have a good relationship with them, but touching base every now and again, letting them know that we appreciate their business, not only from a hotel stand point, but from a brand stand point…”
Andrews also revealed that the TCI Tourist Board has partnered with clothing brand Polo and they will be collaborating on an event in the Hamptons [Long Island], in an effort to attract high end clients to the TCI as well. Andrews has been appointed the new Director of the TCI Tourist Board, succeeding Ralph Higgs who resigned this past summer to pursue a career in politics. The announcement was made during a Cabinet meeting last November. He will serve for two years as the TCI Tourist Board Director. Andrews managed a number of small resorts in the TCI before moving to Harbour Island in the Bahamas, where up to his appointment was managing an upscale resort there. He holds a Bachelor’s Degree in hospitality from Johnson and Wales University in the United States.

Thank God for Salt Cay, its people and a way of life that is really quite unique in the Turks and Caicos Islands. If there is one thing I have learned during the past, somewhat trying, few months, is that once the ‘Salt Cay family’ has taken you in, they really do look after you. And so it was in the aftermath of my recent loss. For weeks I had regular visitors. Some came for just a chat, some stopped over for tea, others brought food. All of them had a kind word. Not that Salt Cay people aren’t sociable to begin with, but this genuine care for a fellow resident going through a rough time, was really very special. So more than anything else, this ‘come back column’ is also my very personal ‘thank you’ to the people of Salt Cay. It was during a routine trip aboard the Brittany Leigh (Salt Cay’s trusty and trusted link to the outside world), from Grand Turk back to Salt Cay that I suddenly snapped out of it (whatever one wants to call ‘it’). Here were all the familiar faces, enjoying the commute back to their beloved island. Each one of them lost in his/her thoughts but so obviously content to be going back to the ‘island that time forgot’. And as the vessel was gently rocked by the waves of the increasingly warm, majestic summer seas, one couldn’t help but notice the genuine happiness of all the fellow passengers. From the ship’s mates having a cheerful banter with some of the older gents, the local musician all dressed in bright red dancing to his latest composition, to the elderly ladies having an animated chat about this day’s retail experience in the nation’s capital - here was a boatful of unquestionably content people. The Greek philosopher Democritus once wrote: “Happiness resides not in possessions, and not in gold, happiness dwells in the soul.” He might as well have been writing about Salt Cay - for here is the key (forgive the pun). Whereas Providenciales residents, by the sheer, fast paced nature of the busy environment they live in, appear to be chasing the big bucks constantly, the emphasis on Salt Cay is placed more on living life (admittedly a very simple life) to the fullest and to never lose that sense of admiration and awe for one’s natural surroundings. In Salt Cay, happiness truly dwells in the souls - of its people.

TCI Blood Bank in critical need of O positive blood BY DAISY HANDFIELD RESIDENTS with O positive blood are being urged to visit the Blood Bank at the TCI Hospital to donate blood immediately. This message was sent on a text message from the Department of Health on Tuesday (June 20). Ricardo Missick, medical technologist at the public health lab, explained that although the TCI Hospital is in urgent need of O positive blood, all blood types are welcome. He encouraged potential donors to visit the Cheshire Hall Medical Centre in Providenciales, or the Cockburn Medical Centre in Grand Turk to donate blood. Missick explained: “Blood stocks are down and we need to get blood stocks up. “We usually try to keep at least 15 units of blood for Providenciales and at least five units or more for Grand Turk.” Missick added that although the Blood Bank frequently has many donors, there is only a small percentage of the people’s blood that they are able to use, for a number of reasons. He encouraged everyone who is 17 or older and in good health, to go down to the hospital from Monday to Friday between the hours of 8am and 4.30pm and state that they are

interested in donating blood. If it is a large group that is interested in donating blood, the blood bank will facilitate those individuals on a weekend. The blood bank and the blood supplying system have been divided into two major activity centres. One is the inventory and the supply chain side, which falls under the administrative control of the Ministry of Health. The Ministry of Health is responsible for contacting donors
and bringing them in to donate blood. Then, there is the transfusion service which is under the laboratory at InterHealth Canada. The donors go and they donate a unit of blood which receives initial testing, then it goes to the main hospital lab where the testing is repeated. If the physician deems that the patient needs a blood transfusion they then complete the testing and carry out the transfusion at the laboratory.

RESIDENTS and visitors from the British Virgin Islands participated in a Geographic Information System (GIS) mapping workshop this week. The workshop was held at the Department of Environment and Coastal Resources in Providenciales from Monday, June 19, to Thursday, June 22. GIS can capture, store, check and display data related to positions on the Earth’s surface. It can also show many different kinds of data on one map, which enables people to more easily see, analyse, and understand patterns and relationships. Minister of Tourism Ralph Higgs was present at the opening of the workshop and brought brief remarks. He welcomed the visitors to the Turks and Caicos Islands and added that he was excited to have this type of technology on the Islands. “During the course of this exercise, I am sure you will examine techniques that will significantly benefit the TCI and our region.
“The use of remote sensing data proves that GIS provides an excellent opportunity to easily plan and manage the environment in the most sustainable manner and would undoubtedly contribute to the enhancement and policy development,” he said. The first session was presented by earth observation specialist for Joint Nature Conservation Committee (JNCC) in the United Kingdom, Dr Gwawr Jones, who explained to the audience that this workshop will give them a flavour of what other people around the world have been doing with GIS technology. She assured attendees that GIS technology would be useful to people in the Caribbean. Dr Jones was joined by two other facilitators, environment director at Environment Systems Dr Katie Medcalf and senior environmental GIS consultant at Environment Systems, Dr Jamie Williams. Medcalf has over 20 years of experience in delivering successful projects in environmental policy, agrienvironment, ecology, GIS and remote sensing.
TCI to observe day against drugs and illicit trafficking BY OLIVIA ROSE THE TCI will join the rest of the world on June 26 to observe International Day against Drug Abuse and Illicit Trafficking. Illicit drugs include illegal drugs as well as some pharmaceutical drugs when used for non-medical purposes, and other substances used inappropriately. The day was first implemented by the United Nations on December 7, 1987, as a reactive measure to the world’s drug crisis. This year’s day is an opportunity to highlight the importance of addressing these threats through the rule of law and the provision of health services. The day will be observed under the theme, ‘Listen first - Listening to children and youth is the first step to help them grow healthy and safe.’ The Department of Mental Health
and Substance Dependence in a release stated that while it is satisfied with the advancements made in recent years, challenges still remain. It read: “Despite improvements such as an increase in manpower resulting in an influx of persons seeking and receiving treatment, implementation of the Tobacco Control Ordinance and the ground breaking of the long-awaited Drug Rehabilitation Halfway house, still realises the global drug and illicit drug trafficking epidemic which has unfortunately invaded our shores. “Statistics stemming from the Royal Turks and Caicos Islands Police Force drug reports from 2014 to 2015 indicate that seizures of illicit substances namely cocaine and marijuana were a normal monthly occurrence. “This finding corroborates with the Mental Health and Substance Dependence Department’s annual
reports during the same period which indicated a high number of persons between the ages of 15 to 25 seeking treatment for cocaine and cannabis addiction.” The department noted that the increase in substance use and distribution negatively impacts the population and its economy’s sustainable development. The department further called for a multifaceted approach to tackle the issue of illicit drug trafficking. This approach would be based on guidelines put forward during the United Nations General Assembly Special Session on Drugs (UNGASS) which took place in April of 2016. According to the department its main recommendations were to “explore alternative measures to conviction/punishment, where appropriate, promoting international cooperation, chasing down the financial proceeds of drug related

crime - focusing on drug prevention and treatment - and upholding fundamental human rights”. “It is for this reason that we have moved past mere policy creation to taking actions. For this we are requesting public assistance by joining us on Saturday, June 24,

Honours and awards nominations close June 30 THE CLOSURE for nominations to be made for national honours and awards is this June 30 and members of the public are being encouraged to take advantage of this opportunity. Premier Sharlene Cartwright Robinson on Tuesday (June 20) reminded that the general public to go out and nominate who they would like to see honoured this year, and urged them that in doing so to make sure they also nominate persons who are alive as well. “We are asking you to go to any of the district commissioners’ offices around the Islands, to the Premier’s Office in Providenciales and Grand Turk. “We have had success where we have had a large number of recipients over the past two years, there are so many people in the Turks and Caicos that are deserving of honours.” She further reminded that politicians cannot be nominated and that they also cannot nominate anyone. Therefore, she is calling on the
people of the country to celebrate their fellow Turks and Caicos Islanders by nominating them for a national honour and award. The award of the distinctions is celebrated in October every year. The program recognises outstanding citizens who have made exemplary contributions to the country’s development. The classifications of awards are:

Gov’t officers to visit homes for labour survey BY OLIVIA ROSE THE DEPARTMENT of Statistics is currently in the process of conducting a Labour Force Survey from June 21 to July 21. Enumerators with IDs and special vests will visit selected households on each island in the TCI during this period. The department is appealing to the populace to lend their support and cooperate with the exercise. A Labour Force Survey provides estimates of employment and unemployment, and will help to give an insight into the TCI’s economic performance. The data collection will be based on a sample of households throughout the Turks and Caicos Islands, drawn from an overall listing of households. The data is being collected through face-to-face interviews with members (or a member) of the sampled households. The information provided by these respondents will be used to produce a picture of the activities of the entire population.
According to the department the Labour Force Survey will be conducted in the Turks and Caicos Islands twice yearly. “The success of the Labour Force Survey in accurately capturing persons’ employment status depends on the full cooperation of the public. “Persons are informed that the work of the Department of Statistics is conducted under the authority of the Statistics Act, 2012. “The public is therefore assured that information provided to the department is strictly confidential and would only be disseminated at the aggregate level. “The oath of secrecy which will be administered to each interviewer before commencement of duties also guarantees to the public that information given would not be revealed. Anyone violating this oath can be prosecuted.” The department has underscored the importance of the public’s positive response to completing the questionnaire accurately and its significance to the overall success of the survey.

Golf dinner and tournament raises $20k for children BY DAISY HANDFIELD MORE than $20,000 was raised during the 17th annual Jadot Cup Dinner and Golf Tournament for students at the Edward C Gartland Youth Centre in Providenciales. The cash will assist the centre with its various extracurricular programmes and projects for the young people. It will also pay for operational costs. This initiative was a joint effort between the Turks and Caicos Aids Awareness Foundation (TCAAF) and the youth centre. The dinner segment of the event was held on Friday, June 9, at Opus restaurant in Providenciales. Eighteen teams took part in the golf tournament which was held at the Provo Golf Club on Sunday, June 11, at 1.30pm. TCAAF director Terry Drummey said: “Approximately 80 golfers
came out this year, many of whom take part year after year and we would like to thank all of them for their continuous support. “Our congratulations to this year’s winning team members: Mike Flynn, Billy Simonton, Marc Rawlins and Garvin Simmons. “A special thank you goes out to all the companies that donated to this worthy cause, who helped to make this annual event a huge success.” Director of golf at Provo Golf Club, Dave Douglas, described this year’s Jadot Cup event and silent auction as a “fun filled” fundraiser and a huge success. “The sold out event was fully enjoyed by all with a menu of delectable dishes and intriguing wines. “We would also like to thank the patrons that bid generously on the silent auction prizes knowing that it was all going to a worthy cause,” he
said. The Edward C Gartland Youth Centre caters to young people between the ages of 10 and 18-yearsold and has had more than 1,700 young people registered. The TCAAF is an independent, non-profit organisation formed in 2003 to combat the spread of HIV and Aids in the Turks and Caicos Islands and its rippling, negative effects on the community through increased education and awareness. The primary focus of the TCAAF is to affect positive lifestyle and behavioural changes, especially among the youth as they are most at risk for HIV and Aids. The TCAAF dedicates its time to fundraising efforts as well as implementing informative and fun programmes that engage young people and help dispel myths about the disease.

Lifestyle... Therapy or no therapy? WITHIN the field of psychology, therapists and psychologists alike are trained to look at unhealthy behavioral patterns of people to provide the best form of care a person may need when struggling with mental health concerns. Signs, symptoms are often contributed to clusters called mental health disorders found within the Diagnostic and Statistical Manual of Mental Disorders. However, over time professionals learn that not every person who struggles through something fits into a mental health disorder diagnosis and often-times professionals, and especially people not versed in such practice of care, can be quick to judge an individual’s behavior without knowing the truth or extent of the situation. Nevertheless, assistance may still be needed in cases where such behaviour starts to negatively affect our lives. Here are four common things that we all may struggle with at certain points in life, that therapy has been scientifically proven to help with.

In fact, according to Andrea Bonior, PhD, clinical psychologist and professor at Georgetown University, if intrusive thoughts are not addressed they can later turn into more serious disorders such as obsessivecompulsive disorder. Now please, do not automatically assume that if you or a loved one experiences intrusive thoughts that you or they are mentally sick; correlation does not prove causation. However, it is important to be aware of its seriousness and to take avenues in reducing its negative effects. Studies have proven that therapists, specifically cognitive-behavioural therapists, are well trained in such thought processes and provide the most beneficial form of therapy regarding negative thoughts. 3) UNABLE TO LET GO OF A MINOR EVENT OF THE PAST This minor event could be an experience in childhood, high-school, a relationship, or friendship. People are quite unique in that experiences throughout life can be taken deeper or more superficially than others may experience things. At times this can lead to psychiatric concerns but in many instances, this is not the case. However ‘minor’ the event may be, some people are unable to let go
of the experience, dragging it into friendships, relationships and even work. Sometimes it is done subconsciously as a way of providing a defining moment in one’s life that changed them when it oftentimes is a marker for a need for talk therapy if this moment is constantly brought up without resolve. No matter how big or small the concern may be, a skilled therapist is willing and able to help one come to terms with the experience and move on in a healthy and productive way. 4) EMBARRASSING FEARS YOU RATHER NOT SAY We all understand the types of common phobias we or others we know struggle with whether it be fear of elevators, spiders or even clowns. However, there are many other paralysing fears that we go through such as getting in a car accident, losing a loved one, fear or escalators and fear of patterns in tiny holes. Sometimes it’s hard to understand why we fear what we fear and why it is so debilitating to us. As mentioned before above, when it comes to such fears, it is important to understand the root cause of the matter and to find the right techniques needed to live a freer life. Therapy can be very beneficial to understanding the root cause of the phobia, the thoughts attached to it and more.

this problem and the best solution in this case may be to crown the tooth. DENTAL WHITENING Dental whitening or bleaching can be performed when the teeth appear dull and grey. The whitening eliminates discolouration and brightens and whitens the smile. From a clinical perspective, there are two types of tooth discoloration, extrinsic (on the surface) and intrinsic (within the tooth itself). Superficial extrinsic stains can largely be removed by regular brushing at home and professional cleaning at your dentist. Intrinsic staining is when the dentine inside of the teeth has changed colour and this is where dental whitening can really make a difference.
DENTAL WHITENING SOLUTIONS - In-office The procedure takes about an hour, and because it uses a relatively high concentration of bleaching gel requires a dentist to administer it. The lips and gums are protected and the bleaching gel is painted into the teeth. A ‘laser’ light can then be used to help activate the gel. This accelerates the bleaching effects of the gel and generally improves whitening results. The gel is removed after approximately 15 minutes and the procedure is repeated another one or two times. This method produces the most rapid results; you will see an immediate, significant colour change at that first appointment.

This further amplifies the fact that may people go to therapy for normal life concerns and should not be a negative reflection of their mental state and abilities. FINAL THOUGHTS The stigma that is associated with the field including therapy can be seen throughout certain cultures including our own here in the Turks and Caicos Islands. Nevertheless, mental health concerns, as well as typical life concerns, are very real issues that affect family’s friends and loved ones regardless of educational, economic, social, and or relational status. Being mindful, understanding, less judgmental and dare I say, less fearful of those that may struggle with such concerns is just as important as it may be helping those affected. Regardless of our situation, it is important for us to remain humble in our perceptions of others and ourselves. When it comes to us and others finding ways to improve life, this is something that should be celebrated. Always remember that forward is forward regardless of the pace.

GT fishing tournament a huge success THE 2017 annual Grand Turks Fisherman’s Tournament (GTFT) was a resounding success, despite the challenging weather conditions with gusty winds and high seas. The event started with live and silent auctions and a record breaking Calcutta at the historic Salt Raker Inn on Grand Turk on Friday night with host Erika Faller. Boats were on the water from first light on Saturday but encountered very rough conditions as soon as they were out of the lea of Grand Turk. Despite this a decent catch was landed on day one. Grand Turk boat ‘Juice Kings’ captained by Tim Dunn took the lead on the overall weight with 94.5

Day two kicked off with much enthusiasm despite the gusty winds, this did not dampen the spirits of fishers or stop the fleet bringing in an even larger catch, and more variety, with mahi, wahoo, tuna and mackerel. ‘Catching Caicos’ captained by Roy Forrester, landed 138.2 pounds to win day two. Second was ‘Juice Kings’ with 60 pounds, and a very close third ‘Screaming Reels’ with
58.1 pounds. Largest fish of day two was caught by Captain Edwin Dickenson running ‘La Christa’ with a nice yellow fin tuna of 37.7 pounds. On combined weight, tournament champions were ‘Catching Caicos’. The largest fish of the weekend caught by ‘Due West’ won the TCI Lotto $1,000 bonus. ‘Catching Caicos’ also won the Calcutta with the boat, and winning bidder Ralph Dietsche of ‘My Boat’ (last year’s champions) sharing $8,400. Lively fish auctions followed each day of fishing with everyone trying to get in on the action, as local auctioneer William Cole whipped the crowd into frenzy with some very frantic bidding.

Bahamas opposition leader says ‘budget helps the rich not the poor’ OFFICIAL Opposition Leader Phillip “Brave” Davis on Tuesday said the Minnis administration is benefiting the wealthy and not the poor, insisting that most tax concessions in the budget for the upcoming fiscal year will only help those who are already well off. In particular, he faulted the government for reducing taxes on maintenance parts for aircraft, paint supplies, sea vessels, salmon, caviar, asphalt and parts for washing and drying machines. He also criticised the government for not extending the previous administration’s tax break on building materials for residential and commercial properties in inner-city communities even while it extends the previous administration’s concession on importing art into the country. “Some people,” Mr Davis said in the House of Assembly, “those wealthy enough to own airlines, paint supply stores and wash houses, must now be extremely pleased that it is indeed ‘their time.’ This budget offers no relief for the ordinary person. Instead this budget washes you, presses you and cleans you out! It is indeed ‘the people’s time,’ but the identities of those people are coming into sharper focus as the days go by, and the fig leaf covering this government’s true fiscal priorities

FORMER Minister of National Security Dr Bernard Nottage is in the Intensive Care Unit (ICU) at Doctors Hospital and is said to be “gravely ill,” according to Progressive Liberal Party (PLP) Chairman Bradley Roberts. Dr Nottage was taken to hospital on Tuesday and as of Wednesday afternoon, remained under care, Mr Roberts said. “He is in the Intensive Care (Unit) at Doctors Hospital and he is gravely ill,” Mr Roberts told The Tribune Wednesday afternoon. “I haven’t had any report in the last hour. That’s the
only information I have.” This comes more than a month after Dr Nottage appeared ill at a PLP campaign rally. Dr Nottage had to be seen by a doctor on Thursday, April 27 for “dehydration” after slurring and stumbling over his words during his speech at a rally at RM Bailey Park. Dr Nottage, 71, mispronounced words and had to constantly correct his sentences. He was visibly flustered as he spoke to the large crowd of supporters gathered that night. (Tribune242)

There are no initial reports of serious injuries but property damage can total millions of TT dollars, according to Trinidad Express reports. This includes flooding in Lower Barrackpore and other areas in the Penal/Debe and Siparia regional corporations as well as Oropune Gardens, Piarco. Haiti’s Philippe gets nine years in US prison Guy Philippe, an elected Haitian senator and former police commander who eluded capture in Haiti for more than a decade, was sentenced to nine years in prison in Miami federal court Wednesday for accepting bribes to protect cocaine smugglers who used the island to ship drugs to the United States. Philippe, 49, had pleaded guilty in late April to a drug-related, moneylaundering conspiracy charge. His plea agreement allowed him to avoid going to trial in May on a more serious trafficking charge that could have sent him to prison for the rest of his life. Instead, he faced up to 20 years on the money laundering conviction, but under the
federal sentencing guidelines the punishment amounted to about half that time. Philippe said nothing to U.S. District Judge Cecilia Altonaga as she affirmed a sentence agreed upon by the defense and prosecutors. His prosecution, which initially attracted a throng of supporters, including his wife, to the federal courthouse earlier this year, ended on an anti-climactic note. There was only one curious spectator who showed up on Wednesday for his sentencing hearing, which lasted ten minutes. A handful of Haitian activists from the group “Veye-Yo” did show up outside the courthouse in support of Philippe’s incarceration.

Unsealed Baha Mar papers show deal done on leases BAHAMIANS who owned and held shop leases and concessions in the Baha Mar project were permitted by the China Export Import Bank (CEXIM) and the preferred purchaser to continue to hold them under the existing terms and conditions, according to the newly unsealed heads of terms for the West Bay Street project, tabled in Parliament Tuesday night. The agreement further allowed for up to 1,200 work permits to be issued to China Construction America (CCA) and 30 work permits for all necessary staff of the asset special purpose vehicle (SPV) during the remobilisation and construction phase. The project was also to benefit from exemptions of value added tax and import taxes of goods and services for completion. The document was approved for release by the Supreme Court last Thursday, Prime Minister Dr Hubert Minnis announced Tuesday night before he tabled the agreement, which he said fulfilled a campaign promise by the governing Free National Movement (FNM). However, he added that other “sensitive” documents relating to the sale remain under a court seal.
UN: Sheeran to raise funds for Haiti cholera victims S E C R E TA RY- G E N E R A L Antonio Guterres has appointed Josette Sheeran who formerly led the U.N. World Food Program as his special envoy for Haiti with a mandate to raise money for a trust fund to help victims of a cholera outbreak that has afflicted over 800,000 people. Guterres announced Tuesday that Sheeran, who heads the Asia Society, will be “fully engaged” in fundraising for Haiti which she visited for WFP and as U.S. undersecretary of state. The U.N. is seeking $400 million to aid affected communities and help eradicate cholera in Haiti but as of late May only $2.67 million had been contributed to the fund. U.N. troops from Nepal were widely blamed for introducing cholera to Haiti after a devastating earthquake in 2010. The death toll as of April was over 9,500. (Daily Mail)

This government campaigned on a platform to promote greater transparency and accountability by government. We pledged to disclose the details of the heads of terms signed August 22, 2016 by the former government with the Import-Export Bank of China (CEXIM) relating to the Baha Mar
resort project. “I am therefore pleased to announce that on Thursday, June 15, 2017, pursuant to an application made by the Office of the Attorney General, the Supreme Court of the Bahamas granted its sanction and approval for the disclosure and release of the heads of terms. This was with the consent of the other stakeholders to the agreement. “As promised during our campaign, we have unsealed the deal.” He continued: “While it is the case that the previous government did not specifically make an application to the court for the sealing of any of
the Baha Mar documents, the heads were requested to be linked to an affidavit and suite of documents which were ordered sealed on an application made by lawyers for the CEXIM Bank. “Those documents contained sensitive commercial material relating to the process for the advertising, bidding and sale of the Baha Mar assets, and remain sealed. “I now have the honour and pleasure to table in this Honourable House the following document, the heads of terms dated August 22, 2016, as well as a short amendment made to it by a side letter dated April 25, 2017. “Mr Speaker, I will also like to table the agreement made on April 25, 2017, between the government of the Bahamas and CTF BM Holding Ltd and CTF BM Operations Ltd. “I should indicate at the outset that the main effect of the amendment was to basically extend the timeline for the purchaser to complete the purchase, which was stated in the heads to be the end of November 2016, subject to a 10-day extension,” Dr Minnis also said. husband Maxwell Gibson owns the retail jewellery store chain that had been granted storefront leases in Baha Mar. At the time, she rejected accusations that she had a conflict of interest due to her role as government negotiator for the stalled resort. Mrs Maynard-Gibson’s revelation came in a statement released four days after she initially said her two daughters, 28 and 30, had leases to operate stores in Baha Mar while she was a guest on the More 94 FM talk show “Real Talk Live”. Mrs Maynard-Gibson revealed her daughters’ connection to the resort and Prime Minister Perry Christie’s knowledge of the matter. However, earlier this year, she and former Education Minister Jerome Fitzgerald dismissed tabloid accusations of abuse of power and conflict of interest as election season smear tactics. Both former ministers were alleged by a tabloid to have forged secret “sweetheart” deals connected to the mega-resort and its new buyer Chow Tai Fook Enterprises (CTFE) that would see them allegedly net “unlawful private profits” in the millions. The heads of terms noted: “Further, the government expects that Bahamian citizens owning and holding shop leases and concession in the project will be permitted by CEXIM and the proposed purchaser to continue to hold them on the same terms and conditions as currently exists.
Cayman Islands: Former political candidate guilty of indecency charges against young teen FORMER political candidate Errington Webster, 55, was found guilty Tuesday afternoon on three counts of indecent assault on a girl of 13 and one count of gross indecency. Jurors took just under two and a half hours to find Webster guilty of the charges. He was remanded in custody. Defense attorney Steve McField requested bail pending sentencing, but Justice Charles Quin said the seriousness of the offenses warranted immediate custody. Mr. McField also asked for a pre-sentence social inquiry report. Justice Quin said he would also order a victim impact statement. Sentencing was set for Aug. 16, but will be brought forward if reports can be completed earlier. Family members, one of whom wept loudly, shared hugs and a few words with Webster before he descended into the cells at the court building. Justice Quin began his summing up at 10:30 a.m. on Tuesday and sent the jury out to begin deliberations at

For the gross indecency, defense attorney brought an expert witness, psychiatrist Dr. Marc Lockhart, who explained his conclusion that Webster was in a state of delirium at the time of the act. Justice Quin explained the defense of automatism as Webster acting involuntarily and unable to exercise any control over his actions. This condition was said to have been brought about by the interaction of his blood pressure medication with grapefruit juice and other ingredients in a “belly fat flush” drink he had been taking the day the girl took the video. Crown counsel Darlene Oko called a psychiatrist and a forensic toxicologist to reply to Dr. Lockhart’s testimony. Justice Quin pointed out that experts are called to assist jurors because they provide scientific information which would not
be part of the ordinary person’s experience. They are entitled to state their opinion, but their evidence is only part of the whole, the judge explained. If after careful consideration jurors did not accept the experts’ evidence, they were free to reject it. Jurors remained “the ultimate arbiters,” he said. Justice Quin reminded them of Webster’s good character and the work he had done in his community. Ms. Oko had asked the defendant how he could have given the girl over $1,000 when he received a pension of $1,300 per month. Webster had replied that he had savings. He said he had given money to a lot of people; he wanted to win their votes. Webster was an unsuccessful candidate for Bodden Town in the 2013 elections. He apparently planned to run in 2017; he had told Dr. Lockhart that the video of him touching himself “must have been fabricated to get me out of the election.”

Queen’s Speech: Brexit bills dominate government agenda A HOST of proposed new laws designed to prepare the UK for a “smooth and orderly” departure from the EU have been announced in the Queen’s Speech. Of 27 bills, eight relate to Brexit and its impact on immigration, trade and sectors such as fisheries and farming. Prime Minister Theresa May urged MPs to “seize this moment of national change” to unite and work for a fairer country. But Labour leader Jeremy Corbyn said she had lost authority after axing a raft of manifesto pledges. Proposals to scrap the winter fuel allowance for well-off pensioners, end automatic 2.5% pension rises, expand grammar schools and end free school lunches for all infants have been dropped, while reforms to social care funding will be put out to consultation and a cap on some energy tariffs considered further. Amid continuing talks with the Democratic Unionists about them supporting Theresa May’s government, Downing Street said it was confident the Queen’s Speech could “command the confidence” of the House of Commons when MPs vote on it next week. The DUP said it too was confident a deal would be place by next week’s votes. ‘Criminal hand’ started Portugal fires - fire chief A “CRIMINAL hand” may have been behind the deadly wildfires that have raged through central Portugal, a firefighting leader has said. Jaime Marta Soares said he believed the lightning strike blamed for igniting the fire came two hours after it broke out, and an investigation was needed. Sixty-four people were killed, and more than 200 people are reported injured. Questions have been raised about the speed of response and Portugal’s state of preparedness. Many people died trying to escape on route N-236, which local people
have said should have been sealed off by authorities. On Wednesday, government ministers and officials joined a minute’s silence for the victims of Portugal’s deadliest wildfire, which began at Pedrogão Grande on Saturday. “I am convinced that the thunderstorm was much later than the start of the fire, and the fire was very large when it started,” Mr Marta Soares told local media. He said he believed the fire had been deliberately started, and called for a “scientifically based study” to try to establish the truth.
US gun laws: Colorado to arm teachers in classrooms TEACHERS are being trained to carry guns in classrooms in Colorado in order to protect children as part of a scheme motivated by a school massacre in 2012. The three-day course, which consists of firearms and medical training, was launched on Tuesday in Weld County. Seventeen members of staff who “would like to be considered armed first responders” have so far taken part. The pilot programme will allow volunteers to enter schools with guns under US “concealed carry” laws. Teachers were taken to a shooting range in Weld County, near Denver, where they were tested on their abilities with weapons. The course, provided by the Faculty Administrator Safety Training and Emergency Response group (Faster), was set up by parents, law enforcement officers and medical experts who believe that US schools are a “soft target” for violence. North Carolina man allegedly kidnapped family at gunpoint, made them shop at Target A 29-year-old is accused of pulling a gun on a Durham, N.C., family at their home and forcing them to go with him to a nearby Target for some shopping. Rollin Anthony Owens Jr. allegedly knocked on the family’s door Tuesday around 7 a.m. asking for money, which he received, but according to police, he proceeded to point his weapon at the husband and wife and their two children, WSOCTV reports. After Owens made them get in their car with him and drive to ATMs for cash, he allegedly had the

driver go to Target, where he and the entire family proceeded to purchase clothing and gift cards. Owens’ undoing came when one of the family members managed to alert a Target employee, who then called 911. Police officers who just so happened to be in the Target parking lot responded and were able to arrest Owens without incident. Jailed under a $1 million bond, he will remain behind bars as he waits to face several counts of seconddegree kidnapping and robbery with a dangerous weapon.

US inmates who saved guard’s life to have sentences cut SIX US prisoners are being rewarded for saving a prison officer who had suffered a suspected heart attack. Polk County Sheriff Johnny Moats said the Georgia prisoners, who all have committed minor crimes, would each have their sentences shortened by 25%. The work crew had been cutting grass at a public cemetery when the corrections officer who was guarding them collapsed in the heat. The six men used the guard’s phone to call police and began performing CPR. “When that happened, in my opinion, it wasn’t about who is in jail and who wasn’t,” inmate Greg Williams told 11alive.com.
“It was about a man going down and we had to help him,” he continued. The work crew ran to the lone officer after he fell to the ground and removed his bullet-proof vest to perform CPR. The victim told police that he slept with Jarvis, while his cellphone had evidence that he and the teacher were in a romantic relationship. An indictment charges Jarvis with sodomising the victim in May 2016 and having sex with him a month later. Jarvis was arrested by Lexington police and pleaded not guilty to two counts of rape on Monday. She was also charged last week with rape, sodomy and unlawful transaction with a minor. She most recently worked as a teacher’s aide at Veterans Park Elementary School and resigned last Friday — the same day she was

India arrest 19 for celebrating Pakistan’s Champions Trophy CELEBRATING Pakistan’s big Champions Trophy win over India has landed 19 people in jail in India for reportedly shouting “proPakistan and anti-India” slogans. The arrests have been labelled a violation of freedom of expression by Amnesty International, who are calling for the group to be released.
Pakistan beat India by 180 runs in the final in London on Sunday. Fans took to the streets to celebrate the win. According to the Times of India, 15 men and four minors were arrested in Madhya Pradesh, Uttarkhand and Bihar. They were charged with sedition
and criminal conspiracy. Their application for bail was denied and they were sent to jail. Sanjay Pathak, chief officer of Shahpur police station told the Times of India those arrested had been “bursting crackers and raising pro-Pakistan and anti-India slogans”.

Smith hunting first senior trial win FORMER national athlete Teray Smith, who now competes for the Bahamas is hunting his first senior trial win at this weekend’s Bahamas Senior Nationals Championships in Grand Bahama. The meet will be used as the trials for the World Championships. The US born Smith, who has parentage in both the TCI and the Bahamas, has already obtained the standard 3 time which is set at 20.44s for the 200M. The sprinter told the Weekly News that he has no times in mind, but would like to register wins this weekend at the Grand Bahama Sports Complex. The Auburn State University student is currently ranked 20th in
the world with a season’s best of 20.25s. He attained the time last month at Regionals in Lexington, Kentucky. For the 22-year-old he is already focused on this August’s IAAF World Championships. HOPING TO ADVANCE ‘My goal going into the World Championship is to advance. I want make it to semi finals to give myself a shot on making the finals. I’m not worried about time because I know it will come as long as I execute my race.” At the NCAA Outdoors Track and Field Championships earlier this month Smith helped his school to a silver medal in the 4X100M relays.

Good mixture of local and foreign swimmers expected THE eighth annual “Race for the Conch Eco-SeaSwim will be held on Saturday July 1st and organisers are expecting a large turnout. The race will once again feature three main distances: 2.4 miles (3.8 km) Ironman, 1 mile (1.6 km), and 1/2 mile (800m), as well as a 100m Children’s Swim for swimmers 10 and under. Race directors Ben Stubenberg and Chloe Zimmermann expect that just over half the anticipated 175 swimmers will be from the US and Canada and a few other countries and a little less than half from TCI. “We are particularly grati?ed to see the growing number of TCI swimmers,” said Mr. Stubenberg. “At the same time, it’s a marvelous opportunity to bring so many people to TCI and show off Grace Bay as a world class venue for swim racing, as well as a vacation
paradise. This is another great way to use our incredible ocean resources to tap into the burgeoning sports tourism market and generate revenue for TCI.” The annual event raises funds for local charities, with Provo Children’s Home the major bene?ciary. Wesley Methodist and TCIPS win titles WESLEY Methodist and TCIPS claimed overall victories in the InterHigh School Tag Rugby Tournament last Friday evening at the Meridian Field in Providenciales. In the U15 division, Wesley Methodist defeated HJ Robinson 3-1
in the final. Merrone Thomas from the winning team claimed the MVP award. TCIPS were the U19 winners. They defeated HJ Robinson 8-6 in an exciting final. Stanley Haven from the Grand Turk school was adjudged
the MVP of the competition. Defending champions the British West Indies Collegiate (BWIC) finished third in both age groups. Wesley Methodist teams have rapidly improved over the last three months under current Rugby
Development intern, Canadian Ryan Sutton. Information from the TCIRFU indicates that the Wesley Methodist players were out in their full numbers on Saturday morning for the youth training sessions—a
service available to all schools in Provo. The TCIRFU will next host a Youth Rugby Summer Programme with sessions at the Downtown Ball Park and the Meridian Field. Dates are yet to be finalised.

Coach Mills was confident of Gardiner medalling
AYLA Mills, head coach of the youth team that competed at last weekend’s first North American Central American and Caribbean Games (NACAC) Age Group Championships in Trinidad, was confident that 11-year-old athlete Tanesia Gardiner would have medalled at the event. The IPPS student finished second in the 800M race while competing at the Hasley Crawford National Stadium in the Twin Island Republic
capital, Port-of-Spain. “I knew all along Tanesia would bring home a medal. As her coach I am really happy and proud of her and we will continue to work hard for future events,” Mills told the Weekly News. Eight athletes (four males and four females) competed in two age groups (11-12 and 13-14) at the multi-events meet. Along with the silver medal, the TCI athletes also captured five
ribbons for making the finals in various events. The younger athletes competed in the pentathlon while the teens battled in the heptathlon. In the 800M younger age group race, Gardiner won heat one with a time of 2:32.74. She had a top jump of 1.30M. Sarah Forbes earned a ribbon for her performance in the Shot Putt. The young teen threw the 3kg ball 8.49M in her second of three attempts. She opened with 7.19M and closed with
7.92M. The top male performer was 1112 year-old athlete Raheem Hall who captured two ribbons. Hall and two Bahamians were tied for third with top jumps of 1.35M each in the boy’s high jump. In the long jump, the TCI athlete fouled twice (first and third) in his three attempts. In his second attempt, he reached 4.54M, which eventually earned him an eighth place finish in a field of 28 jumpers.
