Police recruitment ad attracts more than 2,000 applicants BY DAISY HANDFIELD AN ADVERT seeking experienced police officers to join the Royal TCI Police Force has attracted more than 2,000 applicants from across the region. Commissioner of Police James Smith shared this news during a press conference at the police headquarters in Providenciales on Thursday, April 27. He spoke about the recruitment process after one media house alleged that the force had recently recruited dozens of officers from Jamaica. Commissioner Smith said the jobs were advertised across the Turks and Caicos Islands and the Caribbean, and no one has been recruited yet. He explained that the force is looking for qualified police officers who are ready to go straight to work;

whether from Turks and Caicos Islands or any other country. “We are at the point now where we are beginning to shortlist these applicants to get the very best into
the force. “Not only does that mean we can get our boots on the ground quickly with experienced individuals, that means that we do not have the financial burden and problem of finding somewhere to house them, somewhere to train them and having to worry about the long training period,” he said. He added that it takes about two years to train police officers and an even longer period to train a marine branch officer. The Commissioner said: “You first get the basic skills, then you get the specialist skills which you will need to be out on the water in dangerous conditions. It is not an easy business. “My push is to get the best people as quickly as possible, but completely in line with the TCI constitution which says that we will take the best people for the job.”

Director of the DDME, Dr Virginia Clerveaux asked a few questions about hurricane preparedness to ensure that the students were paying attention. A church service was held at the Harvest Bible Chapel in Providenciales on Sunday (May 7) to commemorate the month. A Governor’s Hurricane Conference will follow, starting on Saturday (May 13) and running through to May 19. Minister of Home Affairs, Delroy Williams, issued a statement this week in which he said that he along with his Government are committed to building capacity within the DDME and by extension, building resilience throughout the entire TCI. “I have committed in the 201718 budget to address the need for a purpose built National Emergency Operation Centre (NEOC) with warehouse facilities, two snorkel vehicles to traverse flooded roads during emergencies, emergency radio communication upgrade and retrofitting of shelters. “I am also committed going forward to provide DDME with the requisite human resources that it needs to effectively and timely carry out its duties,” he said.
THE RENTAL of private homes through vacation accommodation websites must be regulated, according to a leading tourism expert. Former Bahamian Tourism Minister, Vincent VanterpoolWallace, has strongly urged the Turks and Caicos Islands Government to put regulations in place as soon as possible for Airbnb and Vacation Rentals by Owner (VRBO) rentals. Va n t e r p o o l - W a l l a c e ’ s suggestion came just a few weeks ago during a business conference hosted by energy supplier FortisTCI. It also came at a time when the Government is only now talking about regulating this emerging vacation rental service, despite many hotels protesting the unfair advantage private accommodation rental has over traditional options. Vanterpool-Wallace’s warning also mentioned the potential and known damage that these business have had on other countries - such as the Bahamas - and what it can do to the Turks and Caicos Islands’s very highly rated and sought after tourism product. The former CEO of the Caribbean Tourism Organisation noted that a study of some Caribbean countries has indicated that the Turks and Caicos Islands has the highest potential for bad deals where AirBnB and VRBO are concerned. “The bad deal is that Airbnb has the potential to disrupt the business model that was put in place here…when you begin to see some new clusters of people coming in…you’ve got a
problem.” Va n t e r p o o l - W a l l a c e ’ s reference to the local business model harkens back to earlier statements he had made at the FortisTCI conference. Those statements related to investors in the TCI developing a business model that attracts a particular high end and wealthy cluster of clients, who stick together when seeking out vacation spots. Drawing reference to the Bahamas’s vacation rental situation and the damage that has been done to the country’s reputation through some of these places, Vanterpool-Wallace stated that the Turks and Caicos Islands has to be careful to guard its reputation. “There is such a thing as the economic value of reputation and that has to be guarded as closely as you possibly can. “So, with Airbnb you’ve got to decide where they are located and where not to, you have to deal with the licensing, how you’re going to licence them, you have to deal with inspections to make sure they are up to par, and they have to pay their taxes.” He pointed out that if these things are not in place, then these people are taking advantage of the reputation and the economy of the country and they are not contributing anything. He noted also that the Turks and Caicos Islands especially, does not have a full appreciation for what it has, and how important it is to preserve its tourism product. “The birds of a feather idea, if you want to preserve that, and CONTINUED

make it stronger, you have to try to figure out what it is you’re doing very well and why, and making those things stronger. “Because you need those birds coming back and continuing to flock here,” the former Bahamian minister urged. Vanterpool-Wallace’s statement is especially relevant to the TCI right now, as the new Government battles with having to regulate the popular and controversial industry. Back in March, Premier Sharlene Cartwright Robinson promised that regulations will be
put in place to ensure protection of the TCI’s product. At that press conference held on March 2, she said: “We want to do that from two stand points and that is to make sure that we are not losing revenue, to make sure that it is regulated and also the issue of national security, because we want to know who is renting where. “In the recent unsettling environment as it relates to crime, we want to know where people are in this country and it is important to know where tourists are in these stand-alone villas and heavily-
bushed and not well lit areas.” However, she did accept that not all of these rentals are illegal or unregulated, but that the industry of itself has to be regulated and managed better. Back in February, information reaching the Weekly News pointed to scores of unregulated villas, condos and private homes in the TCI. A call was made at the time from the owners of the Regent Grand and other hotels for greater regulatory practices to be put in place by the government.

In March police detectives along with members of the Integrity Commission conducted a number of searches at various locations. They discovered that after valid work permits expired, payments would be made through an agency for renewal and instead of receiving renewed valid work permits they were issued with forged work permits. Two female employees of the ministry, aged 28 and 47, were arrested on Monday, March 27, on suspicion of forging work permit documents. Speaking on the seizure of the documents this week Sean Astwood, Deputy Premier and Minister of Border Control and Employment, underscored that every effort is being made to eradicate legacy issues including corruption and other malpractice from within the ministry. Astwood said: “Today, May 9, the collaborative efforts of the Royal Turks and Caicos Islands Police Force and the Integrity Commission
saw the seizure of numerous files from the Providenciales office, as a part of their ongoing investigations into alleged acts of corruption by members of the civil service.” The Border Control Minister informed that these activities will be ongoing. “We are committed to seeing them through to ensure that the Ministry of Border Control and Employment can operate as a well managed, efficient and responsive organisation that consistently delivers on its corporate objectives and responsibilities.” Astwood emphasised that his Government supports a corruption free public service and any activity that will lead to the accomplishment of this state of being. He further urged other workers to work together with police. “I want to encourage the many honest and hard working men and women under my ministry to continue to uphold the principles of integrity without fail and will cooperate fully with the RTCPF and CONTINUED

We are a mess
If we lose our tourism sector, we have nothing to fall back on. Period. Recently, Vincent VanderpoolWallace was preaching to the choir when he extolled the virtues of our tourism cash cow, and while I wholly agree with him, we are treading on thin ice. You see, I have friends who were going to come here to be married with a party of 30 guests, but they are savvy, and read the TCI newspapers online. With all the crime, robberies and break and enters in villas and homes they decided to spend their money elsewhere. Another family/large group of tourists turned away by reports of crime in our midst. We spout all the lovely reasons to come here, but we are a mess, and tourists don’t always turn a blind eye. They want to know where they are spending their hard earned dollars and how the country is taking care of its people. Well… we be hurtin’. The Provo hospital has issues with staff morale, the SIPT fiasco is still in the courts, and Mike Misick is the laughing stock of how to get away with millions and pull the wool over our eyes.

The key to maintaining our high end tourism product is our friendly people with low crime, safe streets, high quality hotels, and our unique restaurants with no franchise chains, so we are different. Also our Government’s wise car import policy that provides affordable rental cars to our visitors. Our political leaders from both sides understand these strengths and I am sure that they will protect them and guard them. So as we grow we will retain the uniqueness that makes us special, and with our God’s blessing our tourism product will grow from strength to strength.

Autopsy to be conducted on body of Reina Sanchez – police issue safety tips for road users BY DAISY HANDFIELD AN AUTOPSY will be performed on the body of Reina Sanchez this Friday (May 11) - a week after she was knocked down by a reversing water truck. According to police, the incident happened on Bible Street in Blue Hills on Thursday, May 4, at about 9.45am. A press statement said that while a white Suzuki water truck was reversing, the 55-year-old Dominican woman was hit. The long-time resident of Providenciales, who lived in Kew Town, was pronounced dead at 9.48am. The Dominican community has been mourning the death of Sanchez and many took to social media website, Facebook, to express their grief and shock. Alexandra Hidalgo said: “God, such a hardworking woman. I pray that God receives you in his holy Kingdom. I have always admired you.” Katia Almonte described Sanchez’s death as great loss and also referred to Sanchez as a hardworking woman. Anyone who may have witnessed the incident is urged to call the Police Traffic Unit on 946-2371. Police press officer Kevin Clarke issued safety tips for road users, explaining that it is important to be distraction free when on the road. He encouraged pedestrians to ensure that they are using a pedestrian crossing when crossing the street. He said: “To be more alert, please avoid distractions such as headphones and texting while walking, especially at night. “If you are at a pedestrian crossing, please make eye contact

with the driver before crossing because sometimes you may be under the impression that the driver saw you, but sometimes they do not. “Also, sometimes the setting of the sun reduces the visibility of drivers.” Clarke added that people should ensure the road is clear before exiting a vehicle. The officer said that if a driver must text, call, eat or fasten a child’s seatbelt, they should pull over on the side of the road to do so. “Drivers should know what to do when an emergency vehicles approaches. Drivers are required to pull off the road. “Having proper working lights is important and if you are reversing, use your rear mirror to ensure that no one is behind you. “We would also like parents to teach their children how to adapt good road safety practices, such as recognising traffic safety signals,” he said.

Gov’t set to promote TCI as health tourism destination BY OLIVIA ROSE THE TURKS and Caicos Islands could soon be promoted as a prime destination for medical tourism. That’s according to Edwin Astwood, Minister of Health, Agriculture and Human Services, who attended the World Health Care Congress in Washington DC last week. “The key to developing a successful medial tourism programme is high quality, liability and aftercare, all focusing on an enhanced patient experience,” Astwood said. The 14th Annual World Health Care Congress from April 30 to May 1 gathered decision makers from all sectors of healthcare to forge new partnerships and talk about change. The faculty focused on policy and market forces impacting the healthcare business environment. According to a Government statement, Minister Astwood’s attendance at the Washington Marriott Wardman Park event focused mainly on medical travel. Workshop and panel discussions which were hosted by the International Medical Travel Journal allowed participants to discuss and garner greater knowledge on the domestic medical travel opportunity. The conference also provided a platform for strong relationships to be fostered between the US, the Caribbean, and the Latin American
based health providers and customers. Through this medium Astwood was able to identify opportunities to promote the TCI and raise interest in the destination for medical tourism. Minister Astwood said the seminar was very informative and provided a clear and better understanding of medical tourism. He said: “I’ve learned that the medical travel markets are built on choice and require much collaboration amongst stakeholders. “In addition, the patient experience and value (that is the relationship of quality to cost) is a major determinant for customer choice. “The key to developing a successful medial tourism programme is high quality, liability and aftercare, all focusing on an enhanced patient experience. “The Turks and Caicos should find a niche healthcare market and focus on the delivery of excellence in patient care, patient experience, and patient satisfaction.” The seminar also discussed areas of opportunity for quality medical care, vetting the realities of healthcare travel, maximising the international patient journey, healthcare choices and health brand. Information on how consumers use facts and data to choose their providers was provided; focusing on communication and the international patient journey.
Minister Astwood also attended a dinner and panel discussion hosted by Health City Cayman where he
talked on the Turks and Caicos medical travel experience. He also participated in the

TCI touted as ideal investment banking option BY DELANA ISLES PRIVATE investment banker Bordier Bank this week hosted its second annual investment conference at Beaches resort. Its aim was to enhance the attractiveness of the Turks and Caicos Islands as an ideal investment banking option to outsiders. The conference was held from May 10 to 12, and kicked off with a cocktail reception on Wednesday, where the local media met and chatted with one of the three partners of the international bank as well as the bank’s local chief risk officer Kenrick Walters. “We are very happy to be hosting this conference yet again this year,
last year we had a very successful conference with our alternative investments area, and this year we are continuing on that theme generally, but we are sort of broadening that to include new ideas about traditional investments,” Walters told the press. Walters pointed out that while Bordier offers the traditional investments - stocks, bonds etc they also offer alternative abilities to access different products and markets that are not easily accessed anywhere in the Caribbean region. “So, we think that with that value added it gives us a competitive advantage that we have been really, really happy to build over the years.” Evrard Bordier, as managing partner and chief executive officer
of Bordier & Cie (Singapore), attended the event on behalf of its international arm. Bordier also serves as president of the board of Bordier International Bank & Trust, Providenciales, Turks and Caicos Islands since 2000. Expanding a little more on the banking areas, as outlined by Walters, he stated: “You can divide the investments into two categories - the public investments which are the trade and investments in the market and what we call the private market which is basically private investments such as private equity, private debts. “And I think as an institution we try to offer the whole range from the most liquid like treasure bills or cash
to the most illiquid in the private market which we hold for ten years or more in order to see the results, but obviously with much greater gains.” “So, we are trying to offer this whole range and we would like to offer tomorrow (Thursday) what private banking is all about in today’s age and how to stay relevant as a private bank, but also how to access this type of investments, both public market and private market,” Bordier explained. Among local investors, the guests who were anticipated to attend as well as present during the conference hailed from as far away as Vietnam, Canada, the United Kingdom, Singapore, Switzerland and several
other countries. Speakers at the event included Michel Juvet who addressed Macro Economics and Major Market Commentary; Borzou Azima focus on hedge funds; Robert A. Janson and Jonathan Colligan spoke on private debt and equity opportunities; Linda Nethery on captive insurance and alternative risk solutions. Evrard Bordier on the future of private banking, Mark Yaxley on physical ownership of precious metals; and Peter R. Ryder on focus on Vietnam. Bahamas elects Hubert Minnis as new prime minister BY OLIVIA ROSE THE OPPOSITION Free National Movement (FNM) led by Hubert Minnis emerged victorious in the Bahamas general elections. The Bahamas elected Minnis as their new leader, defeating Perry Christie’s Progressive Liberal Party in a 35-4 parliamentary split, according to local media. Although it was a deemed a closely-contested general election, Minnis managed to perform a clean sweep at the polls. Official results were not complete as of late Wednesday, but early returns showed that Minnis easily won his seat and that his FNM party would hold the majority. “My fellow Bahamians, the people have spoken,” Minnis, a physician, said in a victory rally before thousands of supporters. “We have been given a mandate for change.” Minnis was campaigning on a platform for change, seeking to impose term limits on the prime minister and promoting ‘Bahamian ownership in the economy,’ according to his website.

Christie conceded defeat and made a congratulatory telephone call to Minnis, wishing him success. “I understand as perhaps do few others, the challenges that await Dr Minnis and I wish him only success on behalf of our nation. He has my full support for a smooth transition,” he said. Allegations of corruption and unemployment dominated the election.
Christie, finishing his second nonconsecutive term as prime minister, was criticised for defiantly boasting that “not even God” could stop him, in a video posted by Tribune 242. “I support the FNM because I feel Christie was not doing a good job in the five years we gave him,” Nassau resident Jmeail Dames said of the prime minister’s current term. According to local media, the extensive delay to the opening of
the $4.2 billion Chinese-funded Baha Mar mega-resort along with rising unemployment and sluggish economic performance were some of the major factors that provided momentum to Minnis’ platform for transparency. “Dr Minnis has endured trial after trial and emerged victorious. He has a task ahead of him,” said FNM supporter Travis Edgecombe. “But I do believe that his new
administration will provide new and innovative plans to create opportunities for Bahamians.” More than 180,000 people were registered to cast their ballots for the 39 seats in the House of Assembly. The election was closely monitored by international observers the Caribbean Community, the Commonwealth of Nations, the Organisation of American States and the United States.

Major economic studies to be released during meeting of minds BY OLIVIA ROSE ADVANCING economic growth in the Caribbean will be the focus of Caribbean Development Bank (CBD)’s 2017 meeting - hosted in the TCI for the second year. Hundreds of stakeholders from across the region are expected to attend the 47th annual meeting of the board of governors from May 24 to 25. During the event two major studies that support the region’s economic growth agenda are set to be released. This is according to CDB’s director of economics Dr Justin Ram, who said: “The studies will analyse two issues that are key to advancing economic growth in the Caribbean - regional productivity and tourism industry reform. “The findings of this research will provide countries in the region with insights, data and information that could guide policymaking and action to facilitate sustainable growth. “One study is entitled, ‘Enhancing productivity and growth in the Caribbean’. “That study will seek to identify the causes of low productivity and growth in the region, and put forward recommendations for initiatives that could reverse this trend.” The findings will be discussed at a seminar on May 24 during the annual meeting. According to the CDB’s website panellists from the public and private sectors will discuss policy initiatives that could substantially strengthen regional growth performance over the medium to long term. Panellists include Dr Timothy Antoine, Governor, Eastern Caribbean Central Bank; Nigel Baptiste, managing director of Republic Bank, Trinidad and Tobago; Jennifer Dotson-Isaacs, president, Caribbean Congress of Labour; the Honorable Gillmore

In addition stakeholders will take part in strategic discussions on resolving some of the Caribbean region’s most pressing economic and social development issues. our appreciation and thanks to the Government and people of the Turks and Caicos Islands for agreeing to host the bank’s 47th annual meeting. “This is the second time that TCI is hosting this event. The William G Demas Memorial Lecture is a signature event at which a distinguished speaker makes a presentation on a trending economic and social development topic.
Interactive seminars, in which expert panellists and presenters share research findings and data that can improve policymakers’ understanding of and, therefore, ability to, respond more effectively to critical development challenges. During the meeting, the bank will also convene the annual Governors’ Roundtable. At this event, Governors will receive an update on critical operational developments that could have implications on CDB’s day-to-day management, and consider strategic shifts that could enhance the bank’s effectiveness and responsiveness to its borrowing member countries.

RESIDENTS of North and Middle Caicos had the opportunity to raise concerns and be informed of developmental plans for their constituency at two town hall meetings. The newly elected Government has begun its first series of town hall meetings as promised in its touted ‘Change Document’. In this vein a meeting was held with the residents of Middle Caicos on Friday, April 28. The meeting saw Premier Sharlene Cartwright Robinson, and Minister of Tourism and MP for Middle and North Caicos, Ralph Higgs, in attendance. Representatives of the Government later that evening travelled to the island
of North Caicos to hold another town hall meeting with Minister Goldray Ewing. According to a Government press release, residents on both islands were welcoming and were pleased that representatives from the Government were present to hear from them and to keep them informed. The Government used the occasion to update the residents of the twin islands on its activities since coming to office and also to advise what programmes and projects are in this year’s budget. Premier Cartwright Robinson said that she was particularly encouraged and excited by the turnout. She committed to addressing the concerns raised by residents and pledged her Government’s
commitment to keeping them informed. Minister Ralph Higgs also emphasised the importance of keeping residents abreast with the Government’s plans in an effort to ensure their ‘buy in’. “We must encourage our residents to be more involved in the governance of these Islands and to ensure that they familiarise themselves with budget provisions for their islands. “Keeping close to our people in this fashion is a commitment made by us as a Government and we intend to visit at least once per quarter.” This first series of town hall meetings was organised to follow the recent passing of the fiscal budget.

Ministry of Tourism undertakes site visits on twin islands THE TWIN islands of North and Middle Caicos were the focus of a Government familiarisation trip this week. A team from the Ministry of Tourism, Environment, Heritage and Culture, accompanied by the Minister Ralph Higgs and other officials last week embarked on a tour of several sites. Members of the DECR and the Public Works Departments, the District Commission and the National Trust joined the visitors. The team was deployed to the islands for a first hand assessment of the proposed sites for the development of a major capital project to be carried within the current financial year. That project comprises of the construction of a promenade and craft market including a sisal museum, interpretative signage and revamping of heritage and ecological interest sites under the remit of the Turks and Caicos National Trust. Permanent Secretary of the
Ministry of Tourism, CherylAnn Jones, and Deputy Secretary, Michelle Fulford-Gardiner, used the opportunity to visit departments and projects falling within the auspices of the ministry. The visit was a successful one, the team said on their return, as the main objective was to garner an understanding of the day to day operations, challenges and constraints experienced by the departments, as well as facilitating the upgrade of core visitor attractions. There is now a promise to continue with similar familiarisation tours of the departments and sites in the ensuing months with the ultimate goal of providing assistance and support to the departments. Minister Higgs said: “The ministry was able to meet the staff and get first-hand knowledge of the sites, and the challenges they face. “We will make every effort to ensure that these islands receive the attention they need to promote key players in our tourism industry.”

Grand Turk man, 21, gets eight years for attempted murder LEONARD Pratt of Grand Turk has been sentenced to eight years in prison for a brutal and terrifying attempted murder. During the assault in Blue Hills, Providenciales, the 21-year-old held a gun to his victim’s head and pulled the trigger – but fortunately it failed to fire. Pratt pleaded guilty to the horrifying crime when he appeared in court this week and was subsequently sentenced on Tuesday (May 9). On December 17, 2016, police and medical officers responded to Bay Road in Blue Hills after numerous gunshots were heard. Upon arrival at the scene, 26-year-old Carter, only name provided, was met and confirmed the report. The victim later told detectives that he arrived home at about 6.30am, and while in his vehicle he heard what sounded like two gunshots. He immediately began to feel a pain in his left arm. When he looked outside the vehicle he saw Pratt and another man standing by his driver door holding handguns.
The victim said that Pratt opened the car door and pulled him out of the vehicle, threw him onto the ground and proceeded to search him. The now convicted Pratt then placed his gun to Carter’s head and pressed the trigger, however it did not fire. Another unknown man came and placed his gun on the victim’s chest, pulled the trigger, but that also failed to fire. They then proceeded to beat him about the face with their firearms. He was able to get away bursting into someone’s door where he collapsed on their floor. Both assailants then ran away. Police said that on that same day tactical unit officers were at the Providenciales International Airport when the suspect, later identified as Pratt, was seen. He was informed of the report against him and subsequently arrested. Pratt later admitted to shooting the victim, and stated that it was retaliation to a previous incident. He was arrested and charged with attempted murder.

Early childhood education gets a welcome boost BY OLIVIA ROSE EDUCATIONAL materials have been distributed to public and private schools across the TCI to help boost early childhood education. The Department of Gender Affairs within the Ministry of Home Affairs made the deliveries as part of a drive to provide a solid educational foundation for all young people. Principals were contacted regarding this initiative and were given an opportunity to select items based on the priority needs of the individual early childhood classes. The first presentation took place in Grand Turk and others will continue throughout the Islands next week. The Minister with responsibility for Gender Affairs, Vaden Williams, during the distribution exercise said: “I am delighted to present the educational resources to the early childhood classroom as it would stimulate their ability to develop resilience in children as early as possible.” Minister Williams said that by creating a consistent, secure and fair social environment, with clear expectations and predictable
consequences, children can develop skills in managing themselves and their emotions. He said: “When children are young, they are learning sponges. Every new experience, every word they learn, every behaviour they adopt, is an investment in a more fruitful future. He further added: “Early childhood is so much more than playing. While the basic educational benefits of preschool (such as literacy and numeracy) are tangible, the advances children achieve towards becoming well-rounded individuals are truly invaluable. “The ministry will continue in its endeavour to be a contributing factor to this advancement. “We further believe that, early childhood education is about honing and moulding the holistic child, which will eventually form the basis of their lifelong journey and we commit to playing an integral role in this critical stage.” The team comprised of Vaden Williams, Bridgette Newman, Acting Permanent Secretary, Director of Gender Affairs and other staff from the ministry.

Belongers first? Dear Editor, In the Turks and Caicos Islands many of our politicians and civic leaders have been very good at talking the talk of a ‘Belongers first’ policy, but many of those same politicians and civic leaders fail miserably when it comes time to actually walk the walk of what they talk. A good example would be the Turks and Caicos Islands Airport Authority where the CEO is John T Smith. The Providenciales International Airport is owned by the people of the Turks and Caicos Islands and that asset generates a substantial portion of the country’s operating revenue. The airport is also the first point of contact for visitors and tourists and an ideal advertising venue to expose and promote our tourist related products. The immigration, baggage and customs inspection areas of the arrival terminal at PLS have been thoughtfully equipped with a significant number of large flat screen colour monitors that display a perpetually changing array of Turks and Caicos Islands advertisers who inform visitors
about topics and locations of interest in the TCI and effectively distract those same visitors from focusing on the long lines of immigration. Flat screen advertising at the airport is an unsophisticated and rudimentary form of marketing and promotion that does not require a large full-time staff, significant operating costs, sophisticated technologies or time consuming maintenance, but does generate a very profitable and lucrative annual cash flow stream estimated to be in the many hundreds of thousands of dollars annually. Which begs the question; why did the TCIAA go ‘outside’ the TCI for this very simple service? Clear Channel Airports of Allentown, Pennsylvania, was (for some unknown reason) awarded a 10 year contract to display airport advertising in the TCI through their local subsidiary Interspace Airport Advertising, TCI, Ltd. That means that our local businesses are spending advertising dollars to attract tourists and the profits from local advertising dollars are going to the United States owners of Clear Channel Airports. Does this
make good business sense? Would it not be better to keep as many of our own dollars in our economy when and where possible? It is obvious, and we should accept, that there are some jobs in the TCI that require skills, training or education that cannot be found locally. But we definitely have a selection of young, educated and talented Turks and Caicos Islanders skilled in video and DVD production that are more than capable of producing advertising displays at the airport that are equal to or better that what appears there now. Revenue and profits generated at PLS from local business advertising should have remained here to circulate in our economy via direct administration of airport advertising by locals employed by the TCIAA or by awarding the contract to a couple of local entrepreneurs. If there is to be a ‘Belongers first’ policy in the TCI where fair and practical, then the TCIG and its statutory bodies must set a better example for outsiders, expatriates and foreigners to follow. To be or not to be “TO BE or not to be” are the opening words of Prince Hamlet’s soliloquy in Shakespeare’s well known play. Prince Hamlet is concerned about corruption in his country Denmark’s - government. “There is something rotten in Denmark,” says Hamlet. As the story plays out, Hamlet discovers the remains of his dead friend York. Prince Hamlet’s uncle is charged with stealing the government from his brother, Hamlet’s father, possibly by murder. In many ways the TCI mirrors Hamlet’s storyline. We had a government, for a decade, now on trial for alleged corruption. Run by one of two families, a party who has been in trouble with the law whenever in power.

Their claim on government was they could get things done. We wonder how they could ever make that claim. Recently Mark Fulford bemoans the fact that Britain is declaring independence from the European Union’s common market. According to Fulford - if UK’s overseas territories had voted, the split up called Brexit might not have won.
Mark, who could not retain PNP’s seat in Middle/North, is wrong because the numbers are simply not there. Yes, the EU gave grants to the TCI for the causeway but not to his party. It was the PDM who petitioned the EU and was granted the funds, May 2003. The PDM promised to add to the grant and build a bridge. The PNP blew the funds and four years later
built a dirt causeway for half the funds granted. The weak remnants of Mark’s party now make charges against Minister Ralph. Why? Because he is creating real development in North Caicos! The thoughtful voters of Ralph’s district are happy he has promised to restore Royal Reef in Sandy Point and his family has begun to build their Bottle Creek development. This will replace St Charles Place built on Crown land by ‘the Misick family’. One of several promised buildings was completed but never occupied. A building now reported leaning needing to be bulldozed. The future is now bright for the two big islands. Will Prospect and Whitby Hotel return again someday? Ask Ralph.
It is only right and proper that the PDM was elected to spend the income generated by developments vetted by the PDM 1995/2003. We need a second party. A loyal opposition. Something akin to the interim government’s Consultative Forum. The citizen voters will evaluate the performance of the Government and the opposition. The PNP’s chairman Robinson, family member Akierra and South Caicos’s Ruth need to put their heads together and decide if their party can survive, rebuild and be loyal. If they continue talking negative nonsense while standing still, a fresh new party could soon replace them. The PNP needs to decide will they ‘be or not to be’.

THE WINE Cellar hosted its annual Cinco de Mayo celebrations at Ports of Call in Providenciales last Friday, May 5. The Mexican celebration is observed to commemorate the Mexican Army’s unlikely victory over the French forces at the Battle of Puebla, on May 5, 1862, under the leadership of General Ignacio Zaragoza. The event featured about seven different Providenciales restaurants and attendees had the opportunity to enjoy an array of Mexican inspired dishes. One of the organisers Desmond Williams said that the liquor store has been running the party for over a decade and that it is a fun way to give residents and visitors something to do. He said: “It is just a fun way for the community to get together and celebrate a Mexican tradition. “We invite vendors to come out and show their talents in the culinary aspect and pretty much have fun.” John Draper, vendor at the event and owner of Baci Ristorante, an Italian restaurant in the Turtle Cove area, said that he has been a part of
Young achievers to attend LA science fair THREE young scientists are jetting off to Los Angeles, California, next week to take part in an international science fair. The winners of the FortisTCI National Science and Technology Fair are heading to the Intel International Science and Engineering Fair (ISEF) from May 14 to May 19. This Sunday (May 14) Holy Family Academy students Declan Beresford, Bridgit Tyson and Albert Dayupay will be beginning the one-week fact finding trip sponsored by FortisTCI. They will be joined by their teacher Elizabeth Munoz, education officer from the Ministry of Education, David Bowen, FortisTCI senior human resource officer Robyn Hinds and junior corporate communications officer

The Intel ISEF is the world’s largest international pre-college science competition and although the TCI students will not compete during the event, they will attend as observers, sitting in on symposiums and sessions and taking in all the excitement that comes with showcasing projects on an international stage. During this trip, FortisTCI representatives will also meet with ISEF officials in preparation for next year’s event, when the Turks and Caicos Islands will officially participate. The winners of the 2018 FortisTCI Science Fair will submit a project to compete in this prestigious, global event that attracts the brightest and best young innovators.

Candles shine bright at annual cancer walk BY DAISY HANDFIELD IT WAS a great turnout for the National Cancer Society’s second annual Night for the Fight candlelit walk. The initiative was held at the National Stadium in Providenciales last Saturday, May 6, in an effort to spread awareness, and to show support to those who have been diagnosed with cancer and those who have lost loved ones to the disease. The event featured a line-up of performances by schools, churches and individuals. Eight time cancer survivor Dionne Warner led the relay, carrying the Torch of Hope which symbolises faith, along with other survivors and their families. Rosemary Jolly, president of the National Cancer Society, said that residents are becoming aware of the seriousness of the disease and its prevalence in the Turks and Caicos Islands. “This event signifies the support and the cognisance of people as it
relate to cancer. “I think people are becoming more aware of the disease and how serious it really is. They are eager to come out and support,” she said. Jolly reflected on some of the cancer stories that she has heard in the past and noted that breast cancer and prostate cancer are the two leading cancers in the TCI. She said that, “the numbers continue to increase and it is kind of heart-breaking”. The president added that although she is not a doctor, she does believe that poor diet plays a huge part in the increases. She encouraged those battling with cancer to not give up and to always put their trust in God. “We have people in our group that do consultation with them, but my advice would be to lean on the strength of your family, of your friends, but more importantly put your hands and your trust in God. You know that he can do anything,” Jolly said. There are more than 100 types of cancer, including breast cancer, skin

cancer, lung cancer, colon cancer, prostate cancer, and lymphoma. Symptoms vary depending on the type. Cancer treatment may include chemotherapy, radiation, and/or surgery. During a press conference at Cheshire Hall Medical Centre in Providenciales during October last year, officials revealed that 259 people were diagnosed with cancer in the TCI. The numbers have increased since, and at least three to four new patients are being diagnosed with cancer every month. This number included cases that were diagnosed at the hospital before the actual registry was launched in January 2014. Providenciales has nearly three quarters of the cancer patients; Grand Turk makes up 17 percent and the smaller islands covering the remaining percentage. When the statistics were released, women made up 54 percent of the cancer population, while men made up 46 percent.

Haitian Flag Day 2017 expected to attract huge crowds – America’s Got Talent band Harmonik to perform BY DAISY HANDFIELD ATTENDANCE at Haitian Flag Day 2017 is expected to exceed previous years, according to co-organiser of the event, Clara Lightbourne. The event is scheduled to take place at the Downtown Ballpark on Thursday, May 18, from as early as 4pm. Organisers are inviting children as well as adults to come out and enjoy an exciting line-up of cultural performances, poetry pieces, prize giveaways and plaque awards. Children will be well entertained with a free bouncing castle and face painting. Lightbourne said that one of the highlights of the event will be the performance of well-known Haitian band, Harmonik. The group arrived in the Turks and Caicos on Thursday (May 11) and will be performing at Club Pillows on Friday (May 12) during a pre-Flag Day celebration. They are known for starring in America’s Got Talent and touring internationally. Delicacies served during the celebrations will include cassava,
pork griot and legume and suspwa. Lightbourne said that her main goal is for residents and visitors to enjoy themselves as they celebrate an important day for Haitians worldwide. She said: “K and C Entertainment [hosting the event] is expecting everyone to just come out and have a good time. “Whether you are Haitian, Bahamian, Turks Islander, Dominican or Jamaican, just come out and have a good time with us.” This will be the third consecutive year that K and C Entertainment hosts Haitian Flag Day. There will be a small admission fee of $5 for children and $10 for adults at the gate. Haitian Flag Day is geared at showcasing the culture and heritage of the Haitian flag, which is emblazoned with the country’s coat of arms and the colours red and blue, adopted from the French flag. Haiti gained its independence from colonial rule in 1804, making it the first country in Latin America and the Caribbean to do so, and the second republic to defeat a European colonial power in the Americas.

Pupils discover the power of self-love BY DAISY HANDFIELD STUDENTS at Oseta Jolly Primary School have received gifts baskets containing toiletries from the Turks and Caicos Islands Real Estate Association (TCREA). The donation was presented last Friday, May 5, on the school grounds as part of an eight-week programme called The Power in Me. The initiative is geared at encouraging children to love and accept themselves as they are. Director of the National Youth Affairs, Jasmine Parker, said the main objectives of the Governmentled programme are to encourage selflove and to educate young people on self-acceptance. Through this programme education officials visit different schools and teach children about topics such as bullying, socialising and taking care of their bodies. They also talk about healthy eating and how to exercise, and participants get the opportunity to take part in activities that keep them on their toes. Youth officer Dulcine Hall said that she considered the programme to be quite successful. She added that students mostly enjoy sessions geared at taking care of their bodies, money handling and bullying. She encouraged educators of all the schools to sign up students for the programme. “I just think that most schools should be a part of this programme

because it is not just about taking care of yourself. “There are a lot of other programmes that the students can benefit from. These topics can really help these students with their daily struggles.”
A spokesperson for the TCREA said that it was a pleasure to be able to give back to the community. “The children have certain needs and this is an ongoing programme for them. We have some toiletry items here with us.
“We have some children who are underprivileged, so we want to help in those areas. We are excited about giving back to them,” she said. Students at Oseta Jolly Primary School have successfully completed the programme and facilitators have
now moved on to conducting the programme at Enid Capron Primary School. Schools can sign students up for the programme by calling the Department of Youth Affairs on 9417471.
Government appoints new senior finance officer SHENIKA Boyce-Fulford has been awarded the role of senior finance officer within the TCI civil service. “I look forward to working and learning through diligence and dedication, but most importantly I look forward to serving the Turks and Caicos Islands Government to the best of my ability,” she said. Fulford holds an Associate Degree in Accounting from the Miami Dade Community College in Miami, Florida, and a Bachelor’s Degree in Management from Nova Southeastern University in Plantation, Florida. She is also currently pursuing an online Master’s Degree in Accounting from Nova South Eastern University. Commenting on her appointment
Boyce said: “My career and passion in the accounting field began when I commenced employment immediately after high school with for the former Turks and Caicos Islands Investment Agency. “This led me to pursue studies overseas in the area of finance and allowed me, whilst overseas, to take up employment with the Broward Regional Health Planning Council in Fort Lauderdale as a financial and administrative officer, before being later promoted in another senior capacity. “Today, I am excited to be awarded an opportunity to embark on this journey as a senior finance officer in the Ministry of Finance. “My time in the private sector both locally and abroad has helped me to develop invaluable
communication, time management, team building and accounting skills which I am pleased to offer as I know they will be an asset in my new role within the Ministry of Finance.” Deputy Governor Anya Williams said: “As we continue to strengthen our financial management team within the Ministry of Finance, we are pleased to have Mrs Fulford, a young, educated Turks and Caicos Islander, join us as a member of the civil service. “We know that she will find her tenure in the ministry to be both challenging and also rewarding and would like for her to see this appointment as an opportunity for further growth, development and upward mobility within the Ministry of Finance.”

Dental care for children BY AROUND the age of two a child will have all 20 of their baby (deciduous) teeth. These teeth will stay with the child until the adult teeth come through which is around six to eight years of age for the front incisors and laterals and around 12 years for the molars (the bigger teeth at the back). It is therefore important that the baby teeth are properly cared for with good oral hygiene and regular visits to the dentist. DAILY CARE OF YOUR CHILD’S TEETH You should begin tooth-brushing as soon as a child’s teeth start to come through (around six months). A child under the age of seven years is unlikely to be able to effectively brush their teeth themselves and so I recommend that an adult takes responsibility for brushing the child’s teeth twice a day. A small-headed brush with medium soft bristles should be used with a small (pea-sized) amount of toothpaste. A child’s fluoride toothpaste should be used.

In general I find that flossing is unnecessary for a child as it is difficult for a child to do effectively themselves and hard for an untrained adult to do for the child, especially when baby teeth become loose. A fluoride, non-alcohol mouth wash may be used. Limiting the amount of sugar, especially hard candy, juice and soda, will also help to keep your child’s teeth healthy. VISITS TO THE DENTIST I recommend that a child’s first visit to the dentist is nothing more than accompanying a parent or guardian during their own routine dental check-up. In this way, a child sees an adult that they trust sitting happily and comfortably in the dentist’s chair and in turn will help make the child feel more relaxed and familiar with the environment. Then, at the age of around 18 to 24 months I recommend a first check-up. This would be very relaxed, involve no pain and might even involve them sitting on mum or dad’s knee whilst in the dentist’s chair.

FISSURE SEALING Fissures are the very narrow grooves that occur naturally on the chewing surface of adult molars and premolars.
These are vulnerable to decay as the fissures can be deep and difficult to clean (often narrower than the thickness of one bristle of your toothbrush). Fissure sealing is a preventative treatment where a liquid filling material is used to fill in the fissure which then sets, thereby preventing anything entering the fissure and causing tooth decay. LOSING BABY TEETH A child’s baby teeth should start to come out naturally from around the age of six. The teeth become loose because the roots have dissolved and so they have very little to anchor them into the jaw. Therefore losing these teeth should be relatively painless and straight forward and require nothing more than a little wiggle to help them along. This is not that unusual, is nothing to worry about and often there is nothing more to do than wait a little while longer. Set aside to cool. Make the frosting: In a medium-sized mixing bowl, beat sugar and butter on low until combined. Gradually stir in vanilla and champagne, starting with just one tablespoon and gradually adding more until the consistency is smooth and easy to spread. (If it gets too thin, add a spoonful of powdered sugar.) Frost each cupcake. Make the strawberry topping: Slice strawberries and add sugar. Let them sit for 18 to 20 minutes to release juices, then top each cupcake with a slice.

Canadian cannabis company starts exporting to Cayman Islands including 12,960 millilitres to a pharmacy here. The shipment makes Canada the second country, after Jamaica, to export cannabis oils to Cayman since the product was legalised here last October. While the Legislative Assem-bly legalised the oils for medicinal purposes, it did
not approve local production, requiring legally viable product to come from abroad. First Shipment The Cayman Compass reports that the Foster’s Food Fair-IGA pharmacy received its first shipment of the oils from Jamaica last month but in limited quantity for one patient.

Special Jamaica task force to inform Govt on ‘cannabis-enthused tourism’ A SPECIAL task force to inform the Tourism Ministry on using cannabisenthused tourism for the promotion of the sector, is to be established. Ed Bartlett, the tourism minister, said that although cannabis is still subject to Schedule I of the United States Controlled Substances Act, the most tightly restricted category reserved for drugs not currently accepted for medical use, the Government is satisfied that the industry can benefit from the nutraceutical value of the drug. “So, we are going to designate an area and, while I am not creating the policy, I am indicating that within that framework there is going to be discussions,” he told the opening segment of last Friday’s ‘Cannabis + Jamaica: The Time is Now’ seminar series involving international, local and regional experts and stakeholders, staged by CanEx Jamaica. CanEx Jamaica is an event platform started in 2016 to promote networking, collaboration, education, and expansion of the legal cannabis market in Jamaica. Cholera cases down 60 percent in Haiti THE number of cholera cases reported in Haiti through Apr. 8 this year is down significantly compared to the same periods in 2015 and 2016, according to a new report from the Pan American Health Organization (PAHO). A total of 4,871 suspected cholera cases were reported in Haiti, including 69 deaths to date. This represents a 60 and 61 percent decrease compared to the 12,373 and 12,226 suspected cholera cases reported during the same period in
2015 and 2016, respectively. In addition, the 69 deaths reported in 2017 represents a 41% and 50% decrease compared to the 116 and 139 deaths reported during the same period in 2015 and 2016, respectively. All 10 Departments of Haiti have reported suspected cholera cases during 2017. The five departments with the highest rates in descending order are: Centre, Ouest (which includes the capital city of Port-auPrince), Nippes, Artibonite, and Nord.
Bahamas: Young man could face death penalty if convicted of teenaged boys’ murder A MAN, who was charged with the double murder of two teenaged boys in March as well as a string of other charges, could face the death penalty if convicted. Deon Scavella, 21, of Lightbourne Street was brought to the Nassau and South Streets Magistrate’s Court complex to face multiple murder charges. He was also charged with a third murder, an attempted murder and gun possession charges. Scavella appeared before Assistant Chief Magistrate Subusola Swain accused of the March 19 double murder of Devonte Lindsay, 15, and Keishon Williams, 13. The charges were brought under Section 291(1)(a) of the Penal Code, which attracts the discretionary death penalty if a conviction is reached at the end of trial in the Supreme Court. On the Sunday in question, the bodies of two boys were discovered with gunshot wounds on a dirt road off Graham Drive in Yellow Elder Gardens. Police formally identified the victims the following day as Williams, of Plantol Street, and
Deon Scavella, 21, faces multiple murder charges.
Lindsay, of Knowles Drive, Bozine Town. Williams was a student at Government High School, according to police, who confirmed that Lindsey was a student of AF Adderley High School. Scavella was told that he would not be required to enter a plea to the charges until his formal arraignment before a judge of Supreme Court. He was told that the matter would be fast-tracked to the Supreme Court through the presentation
of a voluntary bill of indictment scheduled for June 29. The 21-year-old accused was then further charged with a non-capital murder contrary to section 291(1)(b) of the Penal Code. It is alleged that on April 25 he caused the death of Genairo Rahming. On the early morning in question, police received reports that the body of a man was lying in the road on 3rd Street, the Grove. When officers arrived at the scene they found the lifeless body of a man who had been shot. Rahming was pronounced dead at the scene. This case also will be transferred to the Supreme Court by a Voluntary Bill of Indictment on June 29. Scavella and 19-year-old Malik Rolle, also of Lightbourne Street, were then charged with the April 29 attempted murder of Dershawn Edgecombe Symonnette. Rolle and Scavella were then charged with two counts of possession of an unlicensed firearm with intent to endanger life where it is alleged that the pair, on May 6, were armed with loaded Austria Glock and Luger 9mm pistols.
A PAHO official says the region needs to further strengthen the application of standards that limit speed in urban areas to reduce deaths and injuries.
PAHO recommends urgent action to save lives on Caribbean roads TRAGIC road deaths across the Caribbean could be significantly reduced if authorities beef up traffic management, the Pan American Health Organization (PAHO) has concluded. And the global body is recommending the lowering of speed limits, the installation of more speed bumps and the construction of roundabout among speed management measures. According to PAHO/WHO Regional Advisor on Road Safety Eugenia Rodriguez, “the region of the Americas has made progress in adopting standards that limit speed in urban areas, but it needs to further strengthen the application of these standards to reduce deaths and injuries due to traffic accidents”.
In a report on Road Safety in the Region of the Americas, PAHO noted that 17 countries in the Americas have already set maximum speed limits of less than 50 km/h in urban areas and 13 have given local authorities the green light to reduce limits even further. PAHO stressed that speed limits must be accompanied by strict compliance. “Control at the local level is important, so lower speed limits can be set in populated or vulnerable areas such as those near schools or health facilities,” PAHO said. “However, laws on speed limits must be accompanied by strict compliance, so that they are effective and thus save lives.”

Bermudian government will not appeal same-sex ruling THE Government of Bermuda will not appeal last week’s landmark legal ruling on same-sex marriage. Home affairs minister Pat Gordon-Pamplin told The Royal Gazette last night: “The Government acknowledges the Supreme Court ruling handed down on Friday last and, upon legal advice, we have determined that we will not lodge an appeal against the judgment. “While we accept that widespread support of this very sensitive and emotive issue of marriage equality is difficult to achieve, we do, however, recognise that as a community we must be able to have open and honest conversations which help to encourage awareness, understanding, tolerance and respect for one another. “We will abide by the decision of the judiciary and will implement the necessary steps to ensure compliance with the judgment.” The ruling by Puisne Judge Charles-Etta Simmons enables gay couples to marry in Bermuda. Bermudian Winston Godwin and his Canadian fiancé Greg DeRoche brought the civil suit against the Government after the RegistrarGeneral refused to publish their marriage banns. They claimed his failure to do so was discrimination under the Human Rights Act and Mrs Justice Simmons
agreed, ruling that the plaintiffs were entitled to a declaration that same-sex couples could be married here and an order compelling the Registrar to issue the banns. Earlier yesterday, before the minister made her comments, this newspaper asked Mark Pettingill, the lawyer representing the couple who won the case, if an appeal was likely. “In light of how significant this judgment is and how it accords with all of the decisions in relation to human rights internationally and in the United Kingdom and in Europe, I would be extremely surprised were the respondents to pursue an appeal,” said the former Attorney-General. Another legal source, who did not wish to be named, pointed out that this Supreme Court case was the fourth regarding the primacy of the Human Rights Act over other laws. The Government lost the three previous suits, two of which involved same-sex relationships, and did not appeal. “It would be kind of odd for them to appeal this one,” said the source. Preserve Marriage, a group opposed to same-sex marriage and civil unions, was an intervener in the most recent case. Bahamas elects Minnis as new prime minister THE Bahamas has elected Hubert Minnis of the Free National Movement (FNM) as their new leader, defeating Perry Christie’s Progressive Liberal Party in a 34-5 parliamentary split, according to local media. Official results were not complete as of late Wednesday, but early returns showed that Minnis easily won his seat and that his FNM party would hold the majority. “My fellow Bahamians, the people have spoken,” Minnis, a physician, said in a victory rally before thousands of supporters. “We have been given a mandate for change.” Minnis was campaigning on a platform for change, seeking to implement term limits on the prime minister and promote “Bahamian ownership in the economy,” according to his website.
Christie conceded defeat and made a congratulatory telephone call to Minnis, wishing him success. “I understand as perhaps few others, the challenges that await Dr. Minnis and I wish him only success on behalf of our nation. He has my full support for a smooth transition,” he said. Allegations of corruption and unemployment dominated the election. Christie, finishing his second nonconsecutive term as prime minister, was criticised for defiantly boasting that “not even God” could stop him, in a video posted by Tribune 242. “I support the FNM because I feel Christie was not doing a good job in the five years we gave him,” Nassau resident Jmeail Dames said of the prime minister’s current term. In a statement issued on Friday, Douglas accused the prime minister of rebuffing calls for cooperation with Interpol and China. He said, “Despite formal requests by China, as well as Interpol, to secure the return of Mr Ren Biao from St Kitts-Nevis to face prosecution in China, the current St Kitts-Nevis government is refusing to cooperate.” He added that, while the government has said there was no formal request from China, he was reliably informed that there had indeed been several requests to the government from a Caribbean

US likely to expand airline laptop ban to Europe: government officials THE Trump administration is likely to expand a ban on laptops on commercial aircraft to include some European countries, but is reviewing how to ensure lithium batteries stored in luggage holds do not explode in midair, officials briefed on the matter said on Wednesday. Any expansion of the ban could impact U.S. carriers such as United Airlines (UAL.N), Delta Air Lines Inc (DAL.N) and American Airlines Group (AAL.O). Six U.S. and European officials said they expect the U.S. Department of Homeland Security (DHS) to make an announcement but declined to say when. In March, the U.S. announced laptop restrictions on flights originating from 10 airports including in the UAE, Saudi Arabia, Qatar and Turkey because of fears that a concealed bomb could be installed in electronic devices taken onto aircraft. Britain quickly followed suit with restrictions on a slightly different set of routes. One European official acknowledged that the expanded ban could affect flights to the United States from Britain. Labour party manifesto pledges to renationalise energy, rail and Royal Mail JEREMY Corbyn will lay out plans to take parts of Britain’s energy industry back into public ownership alongside the railways and Royal Mail in a radical manifesto that will also promise an annual injection of £6bn for the NHS and £1.6bn for social care. A draft document drawn up by the leadership will also pledge a phased abolition of tuition fees, a dramatic boost in finance for childcare, and scrapping the bedroom tax, the Guardian has learned. Sources say that Corbyn wants to promise a “transformational programme” with a package covering the NHS, education, housing and jobs as well as industrial intervention and sweeping nationalisation. One central promise will be to build 100,000 new council houses a year and alongside a policy to ban fracking. The manifesto claims that the policies will be fully costed with tax rises for those earning over £80,000 – although full details are not included.
There will also be a reversal of corporation and inheritance tax cuts. Excerpts seen by the Guardian says the party will “take energy back into public ownership to deliver renewable energy, affordability for consumers and democratic control”. It includes plans for a public owned energy company in every region of the UK. The manifesto will include a 20:1 pay cap for businesses that have public contracts. There is also a promise to review decisions on welfare cuts, although not necessarily reverse them. A ministry of labour will oversee a new raft of reforms on workers’ rights and planned hikes in the pension age beyond 66 will not go ahead. The draft manifesto also sets out plans to borrow £250bn to invest in infrastructure. Meanwhile, there will be a promise to “review” other government decisions, with a view to reversing them. Among those in line to be considered are the plans for a £3.4bn cut to the Conservative’s

Ward to stand as independent for Bradford East A GENERAL election candidate suspended from the Liberal Democrats due to accusations of anti-Semitism will stand as an independent. Former MP David Ward caused controversy in 2013 when he accused “the Jews” of atrocities against Palestinians. He planned to stand for the Lib Dems in Bradford East - the seat he lost in 2015 - but was suspended in April, with party leader Tim Farron saying he was unfit to represent the party. In 2013, Mr Ward posted a tweet calling Israel an “apartheid state” and saying that “Zionists” were “losing the battle”. He refused to apologise at the time and had the party whip withdrawn. The following year he was forced to apologise after suggesting he might be ready to fire rockets from Gaza into Israel. He also tweeted, following
the Westminster terror attack in March, that “all terrorist attacks in UK stem from our foreign policy”. Speaking to the BBC after his suspension, Mr Ward said: “I am a liberal through and through. How on earth could I be racist or be anti-Semitic? “I would defy anybody to find one single derogatory comment I’ve made against a Jew which was not related to something being done in Israel.” He said he understood the conflict between Israel and Palestine was a controversial issue, but said “criticising Israel because of what they are doing” did not make him anti-Semitic. Mr Ward said he had chosen to stand as an independent as he could not appeal against his suspension until after the general election, and because he believed it was up to local people to decide if he should be their MP.

And that means ending the cuts in the schools at primary and secondary level. It means free childcare. It means free school training when you need it throughout life. And yes it means scrapping tuition fees once and for all so we don’t burden our kids with debt for the future.” Theresa May softened the blow for recipients of cuts to universal credit last year by changing the “taper rate”, but Labour would review the Tory cuts, and look at ploughing money back into the “work allowance” – the threshold at which the benefit is removed. The decision to limit tax credit and universal credit payments to the first two children in the family is also expected to be placed under review, while the so-called “rape clause” will be ended immediately. There is also a suggestion that legal aid cuts will be reviewed, but without a guarantee to reverse them. Entertainment Chris Rock: Yes, I cheated on my wife Chris Rock has admitted that his infidelity led to his divorce. In an interview with Rolling Stone magazine while on his Total Blackout Tour, Rock talked about how marriage is a hard commitment and thought out loud about probably not doing it again. In August of last year, Rock and Malaak Compton’s divorce was finalised after two years of child-custody battles between the two. Compton insisted that Rock
pay child support for Ntombi, a girl they raised together from when she was six months old. Ntombi was brought home from South Africa by Malaak. But the terms of the divorce are sealed and not much is known about the outcome of this tussle. They have joint custody of their two daughters, Lola Simone and Zahra Savannah. year now. In the interview with Stephen Rodrick, Rock admitted: “I wasn’t a good husband a lot of the times.” In one of his shows, he said he only slept with three women. He even continued to say that he thought he could get away with his cheating because he was “the famous breadwinner” but has come to realise that the opposite of this train of thought was true. He said, “My faults are
magnified. Your significant other, if they really love you, has a high opinion of you. And you let them down.” Rock is on the road for his “Total Blackout Tour” that will also see him visit Canada, the UK, Australia and New Zealand, besides different cities in the US. McQueen, 12 Years a Slave director, to make Tupac Shakur film ACADEMY Award-winning film-maker Steve McQueen is to direct a documentary about the life of Tupac Shakur. McQueen, who won an Oscar for 12 Years a Slave, has been signed up to make the film by the late hip-hop star’s family. Shakur, who was murdered in 1996, had only a five-year career but has sold more than 75 million records and acquired a hero status. “I am extremely moved and excited to be exploring the life and times of this legendary artist,” McQueen said. “I attended NYU film school in 1993 and can remember the unfolding hip-hop world and mine
overlapping with Tupac’s through a mutual friend in a small way,” McQueen added. “Few, if any shined brighter than Tupac Shakur. I look forward to working closely with his family to tell the unvarnished story of this talented man.” Shakur’s aunt, Gloria Cox, will oversee the film as executive producer and the film is being made with the support of Amaru Entertainment, set up by the rapper’s mother to release her son’s posthumous projects. Shakur died in September 1996 in Las Vegas after being shot four times by an unidentified assailant. He acquired worldwide fame and last month became
the first solo hip-hop artist to be inducted into the Rock and Roll Hall of Fame. This year two more films are due to be released about him, including the dramas All Eyez On Me and LAbyrinth with Johnny Depp. British director McQueen’s credits also include Hunger and Shame, and in 2014 he became the first black filmmaker to win an Oscar for best picture, for 12 Years a Slave. He is also a Turner Prizewinning video artist. Robert Miles: DJ known for 1990s hit Children dies aged 47 DJ Robert Miles, best known for his trance hit Children, has died at the age of 47 after a short illness. The Italian musician topped the charts in 12 countries with the track, which was first released in 1995 and reached number two in the UK in 1996. Miles’s radio station OpenLab confirmed he died “after a courageous battle with stage four metastatic cancer”. Pete Tong led the tributes to the DJ, tweeting: “Sad to hear Robert Miles passing. RIP, thanks for the music.” Singer Boy George wrote: “R.I.P Robert Miles. Together with the Board, the incumbent is expected to lead the implementation of the Turks and Caicos Islands (TCI) Government’s economic development vision, attract significant investments to the various inhabited islands, oversee services for Micro, Small and Medium (MSME) businesses and support expanded sustainable development throughout the entire Turks and Caicos Islands. As well, the Chief Executive Officer will be actively engaged through the Agency in supporting trade and small business development. The incumbent will ensure that the organisation has motivated staff who produce positive results using international best practices. The position involves overseeing a staff of up to fifteen persons who are predominately highly trained investment professionals. HOUSEKEEPING SUPERVISOR Job Purpose: Responsible for managing Housekeeping operations and performing highly diversified duties in support of the organization’s business goals and objectives. Essential Duties: 1. Manage inventory process – coordinate ordering, record and monitor items, receive and issue goods, manage and participate in physical inventory of amenities and linen 8. Regularly reviews processes and procedures and amends as necessary to increase productivity and improve efficiencies 9. The 27-year-old wife of president of TCI Commonwealth Games Association and 1st VP of the TCAAA, Alvirto Ali Smith, finished in a time of 23.6s for a
first place finish. The Jamaica born athlete is currently awaiting her documents, which will give her status, and the legal ability to represent the TCI in future meets. Last month she ran the World Championships qualifying time for the 400M hurdles.
Teenagers enjoy Flow Ultimate Football Experience ABOUT 29 up-and-coming youth footballers between the ages of 13 and 16 had their skills put to the test over the weekend during the Flow Ultimate Football Experience. The initiative is a competition put together by Flow and Manchester United Football Club and supported by the Caribbean Football Union (CFU). The girls and boys vied for the chance to participate in a talent development football camp in Trinidad and possibly win a VIP trip that includes touring Old Trafford and viewing a Manchester United home game. In the end, it was Dylan Ayer, 13 and Sydnee Campbell, 15 - the only
girl to make it through to the finals who best demonstrated the abilities needed to compete with 28 other players from the 14 Flow markets around the Caribbean. Local coaches Olivia Graveley, Dane Ritchie, Fraser Park, Gillian Vernice, Mark Parish and Daz Meehan put the kids through their paces at the National Academy Field in a series of challenges that tested their dribbling, short passing and control capabilities. The programme was specially designed for the Flow Ultimate Football Experience by coaches at the Manchester United Soccer School, and the 29 talented footballers were chosen by their clubs and/or school coaches.
Knights one win from PABA Night League title DEFENDING champions of the Provo Amateur Basketball Association (PABA) Night League, the Five Cays Knights are one win away from retaining their title. After going down in the opening clash to fellow Five Cays side the Flyers, the Knights won backto-back games on Monday and Wednesday evenings for a 2-1 lead in the best-in-five finals. The Flyers recorded a comefrom-behind 120-113 point overtime win in game one. The winners were trailing by 26 points at the end of the first half, but Captain Anthony Cash and Saundro Germain led a major
fight back with a barrage of shots. Germain scored a season high 40 points, 10 rebounds and three steals, while Anthony Cash added 37 points, four rebounds and five assists. Andujar Gardiner led the way for the Knights with 36 points. Eighteen of his points came from beyond the arc. Melvin Elsie added 24 points. On Monday night, neither of the two Flyers’ in-form players could have replicated their scoring with Cash finishing with 16 points and Germain chipping in with a modest 13 points and five rebounds in a 78-

Football comp aired on app and website THE 2017 Confederation of North, Central America and Caribbean Association Football (CONCACAF) Men’s Under-17 World-Cup Qualifiers took place last week. It was featured on Flow Sports and Flow Sports Premier with multiplatform, on-the-go access via the Flow Sports app and website. The winners of the Men’s U-20 and U-17 championships will go on to compete in the 2017 FIFA World Cup in India in October. The U-20s wrapped up on March 5, while the U-17s competition took place in Panama from April 21 to May 7.

The National High school champs dominated the game 87-28. Wilkins Sylvain led the attack for the side with 15 points, six rebounds and four steals. According to information from the organisers, the Spartans were only able to field six players for the final, as other players were busy
studying for their exams and were engaged in other important school activities. Guard Braden High led the Spartans with 12 points, while Lawrence Saintange added eight points. The eight-team league ran from November to May.
AKIA Guerrier broke her national 200M record with a sub 24-second finish last Saturday at the Ward Haylett Track Meet in Texas. The Kansas State University student finished second in the event with a time of 23.91s. Her run eclipsed her previous outdoor record of 24.01s, which was attained at last year’s CARIFTA Games in Grenada. The freshman, who also holds the national 100M and 400M outdoor records, said she was excited to break the 200M record again. The 18-year-old claims to have tweaked several aspects of her race. “I’ve gotten better in terms of being much more forceful coming out of the blocks and gaining more strength to maintain a certain speed.”

TCI Flamingos jump one spot in Americas’ rugby rankings after DR win VICTORY against the Dominican Republic last Saturday at the Meridian Field in Providenciales has propelled the Turks and Caicos Islands Rugby Football Union (TCIRFU) senior male team, the Flamingos, one spot up the ladder in the Americas’ rankings. Prior to the 24-15 points win, TCI were ranked 22nd in the Americas, one spot below their opponents. As of this week, the side reached 21st. The Dominicans are now ranked 23rd, while Guatemala take over the 22nd position. TCI are now just one point behind their next 15s opponents, the Bahamas. The two teams will clash next Saturday (May 20) in the Bahamas. As it stands, the Flamingos are ranked higher than 18 countries in the Americas. Smith to serve another term as FIFA Appeals Committee member TCIFA’s General Secretary Oliver Smith has been voted in to serve another term as a member of the FIFA Appeals Committee. The lawyer, who has been instrumental in football development in the TCI for a
number of years, was first elected to the body in 2013. The Appeals Committee is responsible for the handling of appeals against decisions of the Disciplinary Commission, which FIFA regulations do not define as final.
Historic CONCACAF D-Licence coaching course held in Grand Turk Grand Turk hosted its first CONCACAF D-Licence coaching course last week. The event followed a well-received FIFA grassroots coaching course and festival that was held last year, according to a release from the Turks and Caicos Islands Football Association. Lead by SKNFA’s Technical Director Leonard Lake, and TTFA’s Technical Director Anton Corneal, the course covered topics such as roles of the coaching educator, principles of coaching, principles of the game, age appropriate training, session planning, physical training, and small sided games. Theoretical
sessions took place in a classroom setting during the first two days, whilst practical sessions were conducted at the Grand Turk Parade ground on May 6th-7th. The 16 participants were required to design and deliver their own session plans, given the topics covered. The course concluded with an oral examination and written assessment. “As the Technical Director, this is another stepping stone in the right direction of what I highlighted when I first joined the Turks and Caicos Islands Football Association. Coaching education is an integral
part of getting the fundamentals right in any football team. With the extra knowledge these coaches have gained, they will be able to use this in all grassroots sessions and making our players have better technical and tactical awareness,” said Darren Meehan. The CONCACAF C- License Coaching course is the next step in the coaching development process for those who have previously earned the CONCACAF D-License. The participants’ results will be released in the coming weeks, once all sessions and assessments have been graded.
