at the popular local restaurant, Crackpot Kitchen. As a result, fire and police officials were immediately dispatched to the location along with the Emergency Medical Team (EMT). A team from FortisTCI and

Provo Water Company were also dispatched. For four hours - until 12.04am firefighters battled the blaze, while owners of the businesses housed in the village helplessly stood by and watched their livelihood go up in smoke.

Some 30,000 gallons of water was used to put out the fire, which left the entire roof of the top floor completely destroyed. Fire Chief, Carlton Jennings told Weekly News on Thursday (May 21) that his department is putting together a report on the incident,

and is continuing investigations its origin. Among the businesses that sustained damage were popular local restaurant Crackpot Kitchen Restaurant Bar and Grill, Caya Hico, Island Escapes Turks and Caicos, Caicos Wheels Car and Scooter Rentals, Spa Tropique and Giggles. Just one week ago on Monday, the restaurant’s kitchen, from where the fire is believed to have originated, had reopened for takeaway service. The morning after the fire, business owners could be seen rifling through the rubble trying to salvage what they could. The Turks and Caicos Hotel and Tourism Association has extended heartfelt best wishes and support to their members who are affected by the fire. “As a resilient community, we will stand together and build back stronger. We ask the public to keep these businesses in your minds and hearts.”

Similarly, the Chamber of Commerce extended support. Sabrina Forbes, chair of community outreach and disaster management for the Providenciales Chamber of Commerce, said: “I would like to extend my heartfelt support to Mr Nikita Skippings of Crackpot Kitchen, Claudius Williams, Dinesh Rampersaud and Marjorie Sadler of Island Escapes TCI, Dom Rolle and Li Welch of Caya Hico Media, and all other businesses that have experienced loss or have been affected by the fire yesterday evening. “This tragedy has struck the chamber closely as my friend and fellow chamber board member, Ms Hope LeVin, is part of the Island Escapes TCI team.” She added: “It is at times like these that we need the support of our colleagues and friends.” Forbes has extended the support of the chamber to those affected as they move forward from this disaster.

Grand Turk mother arrested on suspicion of killing daughter BY DELANA ISLES A WOMAN has been arrested on suspicion of murder following the death of her nine-year-old daughter in Grand Turk on Wednesday evening. Najaj Karioka, 42, of North Creek, Grand Turk, is in custody, according to a police press release. At about 10.07pm on May 20, the police control room received a call about an incident involving a minor.

Upon visiting the scene - the dwelling home of the family located in the North Creek area of Grand Turk - they found Syrmaderia Karioka unresponsive with head injuries. She was transported to the hospital, but subsequently succumbed to her injuries, and was pronounced dead at 11.26pm. Syrmaderia lived in Providenciales with Minister of Education, Hon. Karen Malcolm and visited her mother in Grand

Turk during holidays along with her brother. She was in Grand Turk due to school closures and remained there when the TCI went into lockdown as a result of the Covid-19 pandemic. The tragic death saw an outpouring of condolences and support for the aggrieved family online, many people expressing shock and dismay. Among them, Commissioner of Police Trevor Botting said: “I would like to express sympathy as well as prayers to everyone involved in such a tragic situation on the island of Grand Turk. “While this is an active investigation and at the initial stages, I would ask the general public to avoid speculation at this time. “More information will be shared with the public once the investigation progresses.” The commissioner said the force is still trying to determine the circumstances under which the child met her death, and is appealing to the public to be sensitive to the family’s grief. “Although many will want immediate answers as to what happened last night, I urge you again not to speculate or share information that is inappropriate or insensitive.” The investigation is ongoing. This horrific incident brings the murder count to nine in the Turks and Caicos Islands, and the fifth murder since the territory was placed under lockdown. Seventy-seven-year-old Percy

Williams was shot dead in his Blue Hills home on May 3 as he tried to protect his family from armed robbers. A murdered man, who is yet to be identified, was found at Blue Hills dump site on April 18 after reports were made of shots being fired in the vicinity. On April 13, Martin Barga, a 44year old construction worker from the Dominican Republic, was tragically shot and killed on Millennium Highway in Blue Hills. On March 18, Acyjeune Brunorlien, 57, was shot dead during a home invasion in Five Cays, making it the third murder in just over a week.

Godly Petiote, 21, died in hospital on March 12 after he was shot several times on International Drive in Providenciales. Sheen Dean, 26, was shot dead on Bay Road in Blue Hills on March 10 - in an incident that left two others with serious injuries. Twenty-two-year-old Horace Wignal Junior, known as DJ Spookie, died from gunshot wounds on January 21 following a home invasion in Long Bay, Providenciales, earlier that month. The first murder of the year was that of 29-year-old Fritz Gerald Mossoul who died in Providenciales from gunshot wounds on January 17. In 2019 the TCI recorded a total of 13 murders across the territory.

Government lost $20m a month due to Covid-19 BY OLIVIA ROSE THE TCI Government has suffered about $20 million in losses per month due to the lockdown caused by the Covid-19 pandemic, the premier revealed this week. Although a complete account of the territory’s economic fallout is yet to be conducted, Sharlene Cartwright Robinson said the Government’s purse has suffered a sharp blow. During a press conference on Wednesday (May 20) she said in April the Government collected just $5.1 million - compared to $32 million during the same period in 2019. “What is costing us each month I can’t say, because you have to remember we’re doing a lot of preparatory work in terms of health. “You have [the Ministry of Health] that presented a budget of $10 million for upgrades and additional out of the normal expenditure.” She explained that ministries have to submit Covid-19 budgets with costs outside normal operational expenditure. “So not only will we know how much Covid-19 is costing us but also so we could prepare. “As I said when we passed the budget, we’re going to keep the budget under review so by the first quarter we perhaps have to reorganise the budget to see how it is performing and where else we need to top up and realistically have savings.” The premier explained that the Government is looking for ways to redirect funds from sectors that have not been operational during the lockdown. “For example when we did some cuts recently, we cut it from local travel – nobody’s going to be travelling like that anymore, so we wouldn’t need $20 million to run.

Savings, we said we would be drawing on that.” She explained that the Government has $140 million savings and is looking at an almost $70 million deficit. “We were looking at how we were going to use savings to fund the stimulus and fund

that shortfall in the deficit that was projected at that time - it may actually be worse than that. “I can tell you that the first day we reopened office we collected half a million dollars. “It could be that people didn’t use the

online facility which was available but it could also be that there’s going to be some uptake. Everything is fluid.” She stressed that if the Government continues to rake in meagre revenue, it could deplete its resources quickly which could spell an economic disaster for the territory. “I want us to appreciate that we only have $140 million, so if we continue collecting $5 million a month we’re going to be drawing down very quickly on that savings and that $140 million is unencumbered with commitments for projects.” Cartwright Robinson also disclosed that the Government has obtained a line of credit from a local bank which will cushion its expenses. “Our strategy was to reduce expenditure that has happened naturally with the closure of offices. “But the second was to obtain a line of credit so we have secured an overdraft facility with one of the local banks.” Turning her attention to the phased reopening of the territory’s economy, she said the Government is examining when and how to resume international travel. She said certain measures will have to be put in place to facilitate a smooth reopening process such as the installation of ventilators in healthcare facilities. She emphasised that the country will have to learn to coexist with Covid-19 as a “new normal” even after a full resumption of economic activities. The premier also signalled the Government’s intention to allow eventually barbershops and hair salons to resume business with strict sanitary protocols. She said the current social distancing protocols for churches and offices is still being enforced and called on landlords to be lenient with tenants during this period of hardship.

First food vouchers delivered THE FIRST batch of $200 food vouchers for residents struggling to make ends meet during the Covid-19 pandemic was distributed last Friday, May 15. The vouchers will be handed out once a month for three months to eligible citizens. Applicants must be Turks and Caicos Islanders and unemployed, so not eligible for any other financial assistance under the Government’s economic stimulus programme. The ‘Social Enhancement Aid

Covid-19 Stimulus’ was officially announced on May 1 in a statement from the Department of Social Development. The department stressed that the offer is temporary, providing short to medium term support to those that are vulnerable and or may become vulnerable as result of the pandemic. “This will allow persons to purchase needed food items for their families from the various identified grocery stores on their respective island,” a department

statement said on Sunday (May 17). A formal application must be made to apply for the vouchers with supporting documents. These include TC Islander Status Card, Government ID (passport, driver’s licence, NIB card or NHIP card), copies of expenses such as mortgage or power bills, and a letter of employment or payslip if applicable. Anyone who is approved for the aid will be referred on a distribution list to a participating

grocery store which will create the food voucher in the recipient’s name. These would reduce the company’s debt by $1.7 billion extending maturities and reducing ongoing financing costs, it said. “Following overwhelming support from our debtholders for these proposals, we are now progressing with the required administrative processes. “As such, we announced details of a proposed scheme of arrangement in the Bermudian Courts in connection with Digicel Group One Limited, which is purely an intermediate financing holding company.” The company said the scheme has the support of over 97 percent of its bondholders. “It’s important to point out that

Uncle Percy’s family asks for help in capturing murderer BY REBECCA BIRD THE FAMILY of murdered pensioner Percy Williams have asked for anyone with information on his death to come forward and not to resort to vigilante justice. Monique and Ron spoke candidly of their 77-year-old father’s untimely death in a witness appeal video put together by the Royal TCI Police Force and recently published online. Monique said that she is asking that her father’s legacy be preserved as “one of integrity, one of honesty, one of respect”. Just before 3am on May 3, three masked robbers entered Percy Williams’ home on Prophecy Close, Bay Road, Blue Hills. While attempting to protect his family from the armed men he was shot several times. Police and medical personnel were immediately dispatched and he was transported to Cheshire Hall Medical Centre where he was pronounced dead at 3.30am. Police released a witness appeal video on May 11 urging anyone to come forward who may have information into Williams’ death.

While speaking of their father, Monique and Ron remembered him as a joyful, caring leader who loved his community and wanted to see every TC Islander empowered. Percy’s daughter Monique Williams Harvey said: “Our daddy was a giant of a man. He had a very quiet demeanour and he was very stern at the same time.” She described him as an advocate for the indigenous people and wanted them to each own a piece of their own land. Percy’s son Ron Williams said: “People who never knew him personally would automatically call him Uncle Percy, Brother Percy”, adding that everyone automatically showed him respect. The two went on to describe the devastating moment that they were told of their father’s death on the morning of Sunday, May 3. “At that very moment, I didn’t hear anything else. It was like I was out of my body,” Ron said. “I was just lifeless. I had no feeling at all,” Monique said, “because how do you process daddy’s dead?” A tearful Rob said the death of his father brings anger and pain

like “nothing anybody, anybody should ever experience”. In addressing the murderer, he said: “What you did to my family, it’s more than my family, you did it to Turks and Caicos. And every day you wake up you’re going to remember you did it to Turks and Caicos.” Monique asked that her father’s legacy be preserved, “one of integrity, one of honesty, one of respect” and it not be tainted by vigilante justice. “We’re asking the community that if they hear anything or if any information crosses, the first thing they need to do is to get in touch with the police department. “And if we can say that, as a family who is going through the hurt, if we can ask the community to do that in the midst of our pain, then please, we ask you to do that with all decency respect and honour - please help us preserve our daddy’s legacy.” Assistant Commissioner of Police Grantley Williams said: “For those of you taking part in these criminal acts, taking innocent lives, please know that we are not backing down in the fight against

crime in the TCI.” He said that the Royal TCI Police Force is working hard to bring criminals to justice. “I would also like to encourage members of the community not to take the law into their own hands. If you know something, tell us.

‘Back to business, but not business as usual’ Premier urges continued caution and social distancing BY OLIVIA ROSE EVEN as the Government gradually loosens the TCI’s lockdown restrictions, Premier Sharlene Cartwright Robinson reminded residents that it is not business as usual. She was speaking on Wednesday (May 20) at the first live press conference at her office in Providenciales following two months of virtual press briefings. The premier made it clear that although the TCI has made tremendous strides in flattening the curve, the virus has not been

eradicated from the territory. “During the first week of phased reopening, the Turks and Caicos saw a new suspected case three or four days in a row,” she said. “We are pleased that these cases were all negative and for the past days in the Turks and Caicos we have enjoyed zero active cases and until Monday past, zero suspected cases. “Today the dashboard reveals zero active cases and three suspected cases, and while we’re excited about these numbers and while these numbers are low, we have not made a big deal about it because it is simply a fluid situation.”

She stressed that the figures, which are subject to change, indicate that the territory has suppressed the virus and slowed its pace. “While it ensures us that we have flattened the curve, I wish to remind us of truths that cannot be ignored and again to remind those of us who listen to Government strategy. “The evoking of emergency powers and the introduction of strict measures including the imposition of the curfew was to flatten the curve. “What does it mean to ‘flatten the curve’? It simply means to slow the rate of infection. “Second and most important fact that ought to guide us all - we have not killed the virus but we have slowed the rate of infection.” She said that while some residents might be tempted to resume normal activities, thoughtless behaviour at this time could undo the territory’s containment efforts.

“I’m stressing that point because many of us are too relaxed and we seemed to have gone back to business as usual. “We bought critical time as we flattened the curve for the rest of our strategy to be realised as we increase health capacity through the recruitment of additional medical

staff and critical upgrades to the hospital, procure personal protective equipment and secure in-country testing services.” The premier reminded residents to adhere to social distancing measures and urged them to continue wearing masks in public as previously mandated.

Schools to remain closed for rest of academic year BY DELANA ISLES THE MANDATORY closure of schools in the Turks and Caicos Islands will likely continue to the end of the 2019-2020 school year. This was revealed by Premier Sharlene Cartwright Robinson on Wednesday afternoon (May 20) during her first meeting with the local media since the country locked down on March 27. Since the mandatory lockdown, schools throughout the Islands have been using a variety of online platforms to deliver lessons to students while they are at home. “The schools’ reopening is everybody’s guess,” the premier said. “I was shocked yesterday when I got an email from a student in the United Kingdom, where from June 1 they are reopening schools… “I’m not aware of anyone else that is doing that, not even the United States.” In countries where schools have already reopened - China, Taiwan, Japan, Denmark, Norway and Germany - it is being done in a phased way, with only some students returning to class, and strict measures in place to ensure

social distancing and health of all. However, the premier expressed uncertainty that the TCI has the capacity that these countries have, which has enabled them to reopen their schools. She told the press: “Schools are very difficult environments… it’s difficult for us to even tell adults

not to touch their faces, it’s even more difficult with children, and of course… our class sizes are very difficult to achieve social distancing…” She added: “I personally do not see us opening schools any time before the next term... there’s going to have to be a number of measures

put in place. “Until we are able to mitigate the risks of the spread, I don’t think we are there yet.” Also a point of concern for parents is the third term examinations which students typically sit to progress to a higher grade or to another school, or to

end their high school education - namely the Caribbean Primary Exit Assessment (CPEA) and Caribbean Examination Council (CXC). The premier said the Ministry of Education has been engaged with the CXC body and are awaiting a date. “We’ve taken the decision on the CPEA, that we will not be going forward with that exam, but we will standardise a local examination used in previous grades…” she said. “CXC has responded and they are looking at a date which will be announced by the minister soon… but if we are following the region we have a number of countries who have opted to say they are not going to put their kids through the CXC or CSEC examinations.” However, school based assessment (SBA) assignments are still continuing. “Now we do have SBAs that are continuing so I don’t want persons to feel as if we dropped it and didn’t do anything...” The premier noted that the Government is still assessing where the territory is and how it is going to move forward to ensure the health of students and teachers.

Frontline workers first for virus testing MEDICAL professionals and others working on the frontline during the Covid-19 pandemic will be the first non-suspect cases to be tested for the virus in the TCI. The Ministry of Health’s National Public Health Laboratory recently acquired two polymerase chain reaction machines to be used to test for the virus in the territory. And a third machine donated by the private sector is on its way, according to Premier Sharlene Cartwright Robinson who spoke at a press conference on Wednesday (May 20). She that after frontline workers, sister island residents who have been living on a different island away from home during lockdown will be next in line for the tests. “Those of you who are from Grand Turk, South Caicos and the other islands and you’re here on Providenciales, you are among the priority to be tested and you should be contacted soon.” To sign up for testing, which if it produces a negative result will then allow them to return home, residents must contact the Ministry of Health by email at covid19testing@gov.tc They will be contacted and provided with a form for completion and an appointment to get swabbed. A law which ensures that anyone testing for Covid-19 in the TCI is using “reliable methods” came into effect on April 30.

The Public and Environmental Health (Testing of Covid-19) Regulations 2020 was Gazetted on May 1. The Ministry of Health’s National Public Health Laboratory is the only approved facility for testing Covid-19 samples. It uses polymerase chain reaction methodology which has been recommended by the World Health Organisation as well as the Government’s regional and international partners. This is the gold standard for testing of Covid-19 as it identifies the presence of the virus in patient samples and is highly sensitive and specific, a ministry press release said on May 17. Health facilities wishing to conduct Covid-19 testing must present an application to the Ministry of Health for review, deliberation and written approval. Application forms are included in the Gazette. “All health care providers are reminded that Covid-19 has been designated a notifiable disease under the Public and Environmental Health Ordinance and all cases must be reported to the Ministry of Health,” the release said. In a statement on April 17, the Ministry of Health said it has been made aware of testing being offered by the private sector in the TCI. However, no formal application

for testing had been sent to the ministry from any private medical facility. “Many quick tests are being marketed for the purpose of Covid-19 testing. These quick tests require a sample of blood and can provide rapid results,” the ministry wrote. These tests look for antibodies to SARS-CoV-2 which are produced by the body in response to the infection. They are not recommended to diagnose Covid-19, as antibody tests require confirmatory testing by polymerase chain reaction. “Many of these tests are not accurate and can provide false negative results or false positive results which would have a hugely negative impact on Covid-19 containment efforts being undertaken in the TCI,” the ministry said. “The Ministry of Health does not support testing with unapproved methodologies based on recognised international guidance as having value for diagnostic purposes.” For more information on applying for approval for laboratory testing, health facilities can contact the National Public Health Laboratory on 338-5161.

CABINET MEETING SUMMARY A DEADLINE for stimulus grant applications, a stimulus package for private school teachers and quarantine facilities for prisoners were discussed at the latest meeting of the Cabinet. Governor Nigel Dakin chaired the 18th meeting of the year on Wednesday (May 20) by videoconference. All ministers were present. Time to consider unemployment benefits

S A result of the Covid-19 crisis, people throughout the world became unemployed thus forcing governments to offer relief and stimulus packages to its residents. The good news is that some countries, particularly in the Caribbean, may not have to offer relief packages to individuals because they have unemployment benefits being offered through their national insurance boards. In the Turks and Caicos Islands, we do not have any legislated unemployment benefits through national insurance. If we were to do this, national insurance would have to increase its rate to accommodate this added benefit as the funds collected now cover other benefits and retirement. UNEMPLOYMENT BENEFITS

Unemployment benefits are payments made to unemployed persons based on a percentage of their previous insurable earnings. The amounts paid and the length

In the USA, the employment benefit is a jointly federal and state programme with each state administering its own insurance programmes within the guidelines established by federal law. Payments are as high as $783 and as low as $235 per week depending on which state you are in.

CANADA

In Canada, the unemployment insurance is 55 percent of your average weekly earnings up to a maximum amount. The maximum annual amount is $54,200 and so workers can receive a maximum of $573 per week. It should be noted that Canadians pay 1.62 percent of their insured earnings in order to receive employment insurance in the event they lose their jobs.

THE BAHAMAS

In the Bahamas, individuals can get paid a weekly rate of 50 percent of the average insurable income to a maximum of $200 per week. The minimum amount is $62.31. The payment is for a maximum period of 13 weeks as long as the individuals are unemployed. Self-employed persons, voluntarily insured persons or persons who are partially employed do not benefit from unemployment benefits. BARBADOS

In Barbados unemployment benefit is paid to eligible unemployed persons at a rate of 60 percent of your weekly average insurable earnings. Unlike the Bahamas, this also applies to persons who have been laid off or kept on short time employment. TURKS AND CAICOS ISLANDS

I know the timing right now is not ideal given the drastic situation we currently faced. However, in the meantime, we can start the consultation process on unemployment benefits and when the economy bounces back we can implement the unemployment benefits legislation because in the long run it will pay off. The Covid-19 crisis is a prime example of why we should have had unemployment benefits. CONCLUSION

His ideas leading to a socialist world have been accepted in some of the world’s largest countries. One is China. Marx was anti-capitalist and predicted the progress of capitalist societies into socialism-communism. Unfortunately, this has to a large extent come true. Be careful of anything political named ‘progressive’. The universities of Britain and the United States are populated with professors with no political or social experience teaching Marx’s flawed ideas.

This has caused the loss of freedom and the collapse of free societies and the elimination of incentive for the common man. Some countries with communism well ingrained are a mess. Russia, Cuba, Venezuela for example. Compare them to the USA and UK of the 20th century. Now our mother and partner country are moving in the wrong direction. Will the Corvid-19 virus, a type of bio war, push us into this socialistic situation? Where crime replaces incentive and inexperienced legal scholars run your life. Imagine living under a pure socialism-communist society. You want to choose your occupation? No way. You are assigned where

you are perceived needed. You want to belong to a church and worship your God. Under communism this is not permitted. Commie leaders believe only they get to make and administer the rules. You want to work hard and own a car and a home. This is programmed. Those in the ruling class are first. How do you become part of the ruling class? Not by being elected. The impact of the novel coronavirus epidemic Mitigating lessons for the TCI

THE CORONAVIRUS will disappear and new crises will surface, hence the Turks and Caicos Islands must devise a mitigating plan. As governments and citizens in the US and across the globe are grappling with this pandemic, undoubtedly there are important lessons that are worth considering and implementing to make the TCI and the world over a better reality. America has had early warnings about the disease - its response was inadequate and lacked speed, consistency and coherence. Today, these protracted impediments are the cause of more than 90,000 deaths across states. In examining the global impact inside multinational industries, the TCI must consider these exemplars and collaborate with international institutions to institute a plan and design resolute actions to alleviate and build equitable and sustainable paradigms for an optimistic future as global communities emerge from the Covid-19 pandemic. In medical terms, the global economy has been displaced and healthcare workers on the frontlines alluded that the pathway to respond to future crises must move digitally in all aspects.

Already, the World Economic Forum (WEF) has identified areas of concern. First, it highlights the importance of trust and speed of a warning system. A comprehensive model of trust will certainly drive citizens to act quickly, as in the case of selfisolation. Access to broadband internet is critical. Citizens can acquire information - medical data, online learning tools and financial assistance - remotely. Evidently Covid-19 has incapacitated world leaders regarding medical surge capacity and has shown that global systems lack the ability to assemble a powerful intensive care capacity. Health insurance is another area of global nemesis. Futurist Vinod Khosla is

convinced that ‘digital health’ will ensure that sophisticated medicine is delivered to patients’ homes and warned against the infinite financial backdrop of traditional hospital support systems. However, for this system to be effective it must be done in an ethical and equitable fashion.

The WEF believes that digital medicine orchestrates an unprecedented possibility to address the social epitope of health and permits access to communities. As developed countries pursue digital medicine and, in the process, are designing a world of health insurance for all, the TCI is deeply encouraged to embrace this core ideal. Eventually, this crisis will be contained by the technology of medications and vaccines – establishing a powerful future across industries. Bolstering these arguments, international reporting on the crisis indicate that just 81 miles from mainland China and the closest island to the epicentre, Taiwan’s handling of Covid-19 has earned plaudits from around the world. Not forgetting Singapore’s

prime minister Lee Hsien Loong who demonstrated masterful communication competency amid the outbreak. Learning from the SARS outbreak in 2003, Taiwan is leading the world with an effective government-led public private initiative. It is integrating mass media to disseminate information and identifying and clarifying misinformation and disinformation, and welcoming joint efforts by government and citizens. With these initiatives in place Taiwan was ready to confront Covid-19 face on. We now know, an early warning system is critical - digital access must be seen as a utility - an inventive partnership and a digital economy would create the ideal environment for all.

Of course there are some drawbacks to unemployment benefits in that it may encourage some persons to remain unemployed since they are getting benefits. However, one of the conditions of getting the benefit is that unemployed persons must demonstrate that they are actively seeking employment.

Power disconnection delay ends May 31 BY DELANA ISLES CONSUMERS must pay their electricity bills by May 31, FortisTCI said this week, or face disconnection and late fees. A 60-day delay in penalties implemented during lockdown to ease residents’ financial burdens ends on the last day of this month. The company’s press office said it is working with customers to manage their accounts and is offering extended payment plans. “The customer service team is on hand and ready to assist those referred to the company by the department of social development with extended payment options,” a spokesperson said. “Those needing bill payment assistance must contact our office by phone or email to speak with a customer service representative so that a personalised payment plan can be arranged, as such payments are not waived.” Customers are also being encouraged to continue to pay to avoid building up costly arrears on their accounts. “Also, it is vital that the company, which is an essential service, continues to meet its obligations,” the spokesperson said. At present, the company said it is reaching out by every means possible to customers who have past due balances as far back as February and earlier. A record of attempts to contact customers is maintained before any disconnection of service is carried out.

“Once we communicate with customers, bill payment assistance and a way forward can be discussed. “We also encourage customers who need to update their contact information to do so immediately by contacting our office.” As announced in March, the company is delaying the

implementation of a rate increase by 90 days, that is until June 30. FortisTCI said it also anticipates that there will be a decrease in the fuel factor on the upcoming May bills as a result of world market prices, which will offer some relief to customers. However, the company continues to stress the importance

of energy conservation and the monitoring of electricity usage during this time. Although customer service centres remain closed at this time, account payments are still required. FortisTCI said they are taking payments through third party payment centres or online through

Sri Lankan migrants flown to USA SEVERAL of the 29 Sri Lankan migrants who have been detained in the TCI since landing illegally last year have flown to the US to help with human trafficking investigations. They arrived in the territory on board a 40 foot Haitian sloop on the evening of October 10 and have been held in the Border Control Detention Centre ever since. This week some of the men voluntarily boarded a US Customs and Border Protection flight to assist as witnesses with the ongoing international investigations. On his Instagram page on Friday (May 15), Governor Nigel Dakin said: “You may recall that one of the many sloops we intercepted, months ago, had a group of Sri Lankans on board. “It seemed an anomaly at the time and the police moved quickly to develop an evidential case. “It’s still too early to explain the full

complexity of this but it helped shine a bright light on the international people smuggling business that bounces people through multiple jurisdictions bound, in the end, for North America.” The governor explained that the arrests and the energy put into the subsequent investigation coincided with the development and launch of a National Security Strategy in the TCI. It not only lifted TCI’s capability to intercept the sloops but also called out the need to take apart the underlying business model and those that profit from it, he wrote. The governor said it is all part of a multijurisdictional investigation into criminal activity that spans half the globe. “It’s genesis was here in TCI,” he added, “and none of the complex investigation that has since resulted would have been possible without some excellent policing work by a number of named, determined, RTCIPF

You can now exercise at the National Stadium and the Downtown Ball Park THE NATIONAL Stadium and the Downtown Ball Park in Providenciales have reopened for public exercise during select hours. The public will be able to use the sports facilities from 6am to 9am and from 4.30pm to 7.30pm from Mondays to Saturdays. They will be closed on Sundays. All users must wear face masks, use hand sanitiser upon entry, stay six foot away from other users and may be subject to temperature screenings. Limited occupancy will be in place and no group sports will be allowed. The TCI Sports Commission advises users not to share water bottles, equipment or towels. Gustarvus Lightbourne Sport Complex, the Downtown Ball Park and the National Stadium in Providenciales, along with the Parade Grounds in Grand Turk and the Sports Complex in South Caicos closed during lockdown. On March 19, the Department of Sports said it would continue to monitor the virus through the Ministry of Health and provide relevant updates.

made the presentation of the lifesaving machines to the Ministry of Health. Several health officials were on hand to receive the donation including the Minister of Health Hon. Edwin Astwood Astwood expressed gratitude to TCC for exemplifying corporate social responsibility during these

difficult times. He described the donation as “an early Christmas gift” to the people of the Turks and Caicos Islands. “This gift warms my heart to see the private sector step up in such a way. Each one of these machines represents a life saving device if things go bad. “It is like a fire truck - we have it and we pray we don’t have to use it. “We pay the firefighters every day even if we don’t have a fire because it is better to have it than not to have it. “The same applies to these ventilators. We pray that we don’t need them, but in the event we do, we have them. This truly shows the power of working together for the greater good.” The minster underscored the necessity of the critical equipment especially during the Covid-19 pandemic. “Globally, this pandemic has created a high demand and in many instances a shortage of much needed medical supplies and equipment. “TCIG is grateful to the TCC for its generous donation of life-

saving equipment, integral to protecting the health of our citizens and extremely vital in the care for Covid-19 patients.” Aldora Robinson, Director of Health Promotion and Advocacy Unit, Charlene Higgs, Director of Health Disaster and Florinda Talbot, Director of Ministry of Health, Contract Management Unit were also on hand to receive the machines. Speaking at the ceremony, TCC CEO Caroline Van Scheltinga said that despite recent economic struggles, the group saw stepping up to help the Government as essential. “Part of our mission at TCC is to serve the public good and as a company we feel compelled to do what we can right now to assist our healthcare providers in whatever way we can to help safeguard our communities through this pandemic. “Our hospitals may not be facing a shortage today or tomorrow, but it is important to be proactive to ensure our country’s wellbeing.” She added: “We saw the horror in Italy and we hope that these ventilators are part of capacity

building. “I admire the day Hon. Astwood you said in the House, ‘I regret the day we let our laboratories go.’ I know that you will never let them go again.” Van Scheltinga commended the Government for taking swift action at the beginning of the pandemic to ensure the safety of its citizens. “I am grateful to be standing here today healthy because of the actions taken even though they were hard we are better for it. “I look forward to Turks and Caicos having the best healthcare system in the Caribbean,” she added. New permanent secretary appointed to home affairs ministry

Althea Been is the new Permanent Secretary of the Ministry of Home Affairs, Public Utilities and Transportation

ALTHEA Been has been appointed the new Permanent Secretary of the Ministry of Home Affairs, Public Utilities and Transportation. She previously served as Acting Permanent Secretary in the Ministry of Immigration, Citizenship, Labour and Employment Services from September 2019 to March 2020. “It is with great humility and profound gratitude that I assume the role of permanent secretary within the civil service,” Been said in a press release on Tuesday (May 19). “In so doing I am joining the highest ranks within the service, a group of proven and outstanding professionals that I will now have the privilege of calling my colleagues.” She explained that in her new position she will be assuming

oversight for critical areas in the territory including prison, energy and communications. “As it relates to the prison, I am aware that the minister, along with the governor and the premier, have identified key objectives to promote stability, security and reformation within this system, which I will assist in delivering. “I have had a fulfilling tenure as one of the Deputy PS of the Ministry of Immigration, Citizenship, Labour and Employment Services and wish to take this opportunity to wish the staff and management every success for the future. “As I transition to my new assignment I am eager to work along with my team and wish to assure the heads of government, the minister, and the management and staff of the Ministry of Home Affairs of my commitment to continue to give of my very best in service to you, the entire Government, and the people of the Turks and Caicos Islands.” Been holds a Master’s Degree in Service Excellence and has extensive training in leadership and management. She began her career at Cable and Wireless, now Flow, where she spent 17 years as the first local market research officer. She was

promoted to dispatcher and service delivery manager. Been continued to advance her career and in 2007 was promoted to vice president of retail sales and services and remained in this capacity until 2013. She joined the civil service in August 2013 as the senior press and protocol officer in the Office of the Premier and in 2015 was promoted to the role of executive director. In April 2017, she was promoted to the post of Deputy Permanent Secretary within the Ministry of Border Control and Employment Services. Deputy Governor Anya Williams congratulated Been on her promotion. “Mrs Been has demonstrated strong leadership, dedication and commitment during her tenure with the TCI Government and has led on a number of key initiatives in her previous roles in the Office of the Premier and Ministry of Border Control and Employment Services, which has ably prepared her for this new role. “I wish her much success and look forward to working with her in this new capacity as the Head of the Ministry of Home Affairs, Public Utilities and Transportation.”

Receiving the ventilators on behalf of the secondary healthcare facility, were TCIG Director of Contract Management Florinda Talbot, Daniel Carriere, chief executive officer at TCI Hospital, and Dr Denise BraithwaiteTennant, chief of medical services at TCI Hospital. Talbot said the importance of planned preventative maintenance and care of these medical devices is to preserve their lifespan at the hospital. She said the donation will further expand the hospital’s critical care capacity once these medical devices undergo the relevant biomedical

testing and checks. Carriere said: “These ventilators will save lives and is a welcoming complement to the equipment and supplies we have already secured to fight this deadly disease. “This is a good example of collaboration and partnership and we have to work together as a team to fight this disease, and we will beat it.” There are generally two modes of ventilation: invasive and non-invasive. A comparatively smaller percentage of Covid-19 patients may require advanced and aggressive respiratory support. The hospital also applies non-invasive ventilation, where clinically suitable, to provide the best clinical outcome.

Tatiana Handfield is a trained English language and literature high school teacher, an author and a poet who enjoys teaching and nurturing young people to embrace and enhance their creative abilities. Handfield has penned two book series and a magazine: Merilla City (a children’s adventure story), the TCI Word Search Puzzle Book and the Let’s Create TCI Youth Magazine. She was recently shortlisted for the London Book Fair Trailblazers Award 2020. As the owner and creative director of local independent publishers Cyril and Dorsie Publishing, she hopes to gather and share the stories of the TCI with the world.

PART TWO SELF-PUBLISHING has recently become a popular and reliable method for authors to share their work with the world. Self-publishing is defined as: “The act of publishing media, especially a creative work of art, as the author or artist, without the use of a publishing house or company.” (Hartgers, 2019) As it relates specifically to book publishing, Hartgers explains that this refers to when “an author writes a book and completes the entire publishing process themselves, such as editing, designing and formatting the book without the aid of a traditional publishing company”.

Quo vadis Salt Cay? Thoughts about tourism on the charmed isle in a coronavirus world

A

FEW months ago, just before the corona pandemic landed on our shores, a team from Invest TCI flew into Salt Cay and held a town hall meeting together with an American developer. A “word class” cruise port was to be constructed on the island, or as a press release, following the town hall meeting stated: “Invest Turks and Caicos Agency (Invest TCI) is proud to announce that Sea-T Adventure Ltd with the approval of the Turks and Caicos Government is in detailed negotiations to establish operations in the Turks and Caicos Islands by constructing a world-class cruise port on the island of Salt Cay...” As the Salt Cay community and indeed the country was digesting the news, I decided to keep an open mind and above all reminded anyone who asked me for my opinion that the final decision had to rest with Salt Cay Islanders. It is with this in mind I wrote a little later: “This is a momentous decision for Salt Cay, one that, if this development goes ahead, will transform Salt Cay for ever. That, everyone can agree on. “So once again, my input in this matter and indeed what I have said to all my native, Salt Cay friends is this: Is this truly what you want? “If it is, and if you have come to the conclusion that this is the future for your island, then grab the opportunity handed to you and run with it.” Thrilled at the news I was not. Like all full-time Salt Cay residents, I too used to see the massive cruise ships docked off the shore in Grand Turk and then tried to imagine one of those, let alone two, off Salt Cay’s Northwest Point. The thought alone broke my heart. And if visions of thousands of cruise ship passengers descending on Salt Cay weren’t daunting enough, I kept remembering a story a friend in Grand Turk had

shared with me many years ago. Sometime in the 1980s, decades before the Grand Turk cruise port began operations, an Italian ship anchored off the island and brought hundreds of passengers ashore for a day visit. Not long after the ship left TCI waters there was a severe influenza outbreak on Grand Turk. An unfortunate coincidence? Unlikely. Long before words like social distancing, selfisolating and lockdown became part of our daily vocabulary, it was a known fact that cruise ships are potentially giant, floating petri dishes, where viruses and bacteria are able to spread easily on the many touchable surfaces, buffets and through the circulating air conditioning. Then came Covid-19 and with it the official advice from the US State Department: “US citizens,

particularly travellers with underlying health conditions, should not travel by cruise ship.” To be clear: There is a cruise centre on Grand Turk and I sincerely hope for all the people who work there and the store owners/operators, taxi drivers, tour operators, etc, that in the not so distant future, they can all go back to work. Of course I do. But on Salt Cay, there is no such operation and even if this proposal were to be approved, there wouldn’t be any cruise ships landing here until 2023. So, in view of the ‘new reality’ we all have to come to terms with, it is I think only fair, indeed legitimate, to ask, is this really for us? While the future of travel remains unclear in a new coronavirus world, many travel industry experts say that one trend is likely to ring true: “An interest in remote destinations where social distancing is a way of life rather than a concerted effort.” In other words, they are describing Salt Cay, to a T. “Isolated places are going to have a whole new appeal because people are afraid to mix with others and socialise,” an advisor at one luxury travel company stated in a recent article I read. He went on to note: “They want to travel but get away from everyone and secluded destinations offer the opportunity to do that.” I don’t wish to rain on anyone’s parade and I continue to believe very strongly that Salt Cay’s future has to be determined by Salt Cay Islanders, but in these radically changed times, they - like everyone around the globe - have a right to think again about their island’s future and indeed, the future of tourism on their island.

UK migration: Net migration from outside EU hits ‘highest level’ NET migration to the UK from countries outside the European Union has risen to its highest level

for 45 years, the Office for National Statistics says. Figures show an estimated

282,000 more non-EU citizens came to the UK than left in 2019, the highest since the information was

first gathered in 1975. The ONS says a rise in students from China and India has driven this.

In contrast, the number of people arriving from EU countries for work has “steadily fallen”. In 2019, an estimated 49,000 more EU citizens came to the UK than left - down from the “peak levels” of more than 200,000 in 2015 and early 2016, the ONS says. In total, an estimated 270,000 more people moved to the UK with an intention to stay for 12 months or more than left the UK in 2019. The ONS says more than 677,000 people moved to the UK and about 407,000 people left. EU net migration to UK at lowest for 16 years Jay Lindop, director of the Centre for International Migration at the ONS, said: “Overall migration levels have remained broadly stable in recent years, but new patterns have emerged for EU and non-EU migrants since 2016. “For the year ending December 2019, non-EU migration was at the highest level we have seen, driven by a rise in students from China and India, while the number of people arriving from EU countries for work has steadily fallen. “We know the coronavirus pandemic has had a significant impact on travel since December and new analysis today shows how international travel to and from the UK has decreased in recent months.” The ONS says overall migration levels “have remained broadly stable” since the end of 2016, but patterns for EU and non-EU citizens “have followed different trends”. “This in part reflects the different trends in immigration for employment and study, with EU migrants predominantly arriving for workrelated reasons and non-EU migrants arriving for study,” its report says. PANDEMIC IMPACT Rob McNeil, deputy director of the Migration Observatory at the University of Oxford, said it was “too early to quantify how the pandemic will affect migration to the UK”. But he said it was clear that the consequences of coronavirus “already reach right across the immigration system - from workers’ inability to travel to take up work and employers’ difficulty bringing seasonal workers to British fields, to sharp reductions in the number of people detained and deported”. He said the crisis raised questions on whether employers in the UK will still want to recruit from overseas or if international students will still apply and take up places at British universities. Matthew Fell, chief UK policy director of the Confederation of British Industry, said businesses were “currently prioritising safety and protecting jobs during this period of unprecedented stress”, saying: “For now, some businesses are less likely to hire from overseas than before the crisis.

Boris Johnson will not face criminal investigation over Jennifer Arcuri BORIS Johnson will not face a criminal investigation into his dealings with US businesswoman Jennifer Arcuri when he was Mayor of London. The Independent Office for Police Conduct said in its report that there was “some evidence” the pair had an “intimate relationship”. But there was no evidence Mr Johnson had influenced payments to Ms Arcuri or her companies. The prime minister has always denied any wrongdoing. His spokesman said: “We welcome the fact that this politically-motivated complaint has been thrown out.

“Such vexatious claims of impropriety in office were untrue and unfounded.” The spokesman added that it was “not a policing matter, and we consider this was a waste of police time”. The PM now faces a separate inquiry by the Greater London Assembly into allegations of conflict of interest during his time as London Mayor, between 2008 and 2016. The Assembly investigation had been put on hold until the IOPC published its findings. Mr Johnson was referred to the police watchdog in September over allegations of misconduct in a public office, as the role of the mayor of London is also London’s police and crime commissioner.

China security law ‘could be end of Hong Kong’ PRO-DEMOCRACY activists say they fear “the end of Hong Kong”, after China announced plans for a new security law. The US said the move could be “highly destabilising” and undermine China’s obligations on Hong Kong’s autonomy. China’s National People’s Congress will on Friday debate the law, aimed at banning sedition and subversion. Supporters say it is needed to tackle the violence in political protests that erupted last year. Opponents fear it will be used to remove basic freedoms. Hong Kong has observed a “one country, two systems” policy and a “high degree of autonomy” since Britain returned sovereignty

to China in 1997. But activists, and the pro-democracy movement, feel that this is being undermined by Beijing. Last year, millions took to the streets over seven months to protest against a bill that would have allowed extraditions to mainland China. Many of the protests turned violent. The bill was eventually paused, and then withdrawn. The security law is more controversial still. According to the Basic Law, the territory’s mini-constitution, Hong Kong’s government was itself supposed to have passed national security legislation. However, an attempt in 2003 failed after 500,000 people took to the streets in opposition.

Coronavirus: ‘Wash hands at least six times a day’ WASHING your hands at least six to 10 times a day makes catching infections such as coronavirus much less likely, a study by UK researchers suggests. It looked at data, from 2006-09, on viruses structurally very similar to the deadly pandemic strain circulating now. Coronaviruses are a family of virus that most usually cause mild illness such as the common cold. And all of them, including the pandemic one, can be killed by soap and water. Each winter the Medical Research Council asks people in England whether they have flu-like respiratory symptoms and tests those who do for common cold coronavirus infections. And the study, published in Wellcome Open Research and awaiting peer review, found the 1,663 participants were much less

likely to be infected if they washed their hands at least six times a day. Hand-washing more than 10 times a day did not appear to cut the risk of infection further, however. Study author Dr Sarah Beale, from University College London, said: “Good hand hygiene should be practised at all times regardless of whether you show symptoms or not. “This will help protect yourself and prevent unwittingly spreading the virus to others around you.” A Public Health England official said: “Regular hand-washing for at least 20 seconds is one of the best ways of stopping the spread of coronavirus, particularly after you blow your nose, sneeze or cough, as well as before eating or cooking. “Also, it’s a good idea to get into the habit after you’ve been out in public places or on transport.” (BBC)

A TRIAL to see whether two anti-malarial drugs could prevent Covid-19 has begun in Brighton and Oxford. Chloroquine, hydroxychloroquine or a placebo will be given to more than 40,000 healthcare workers from Europe, Africa, Asia and South America. All the participants are staff who are in contact with Covid-19 patients. US President Donald Trump was criticised this week after he said he had been taking hydroxychloroquine, despite warnings it might be unsafe. The first UK participants in the global trial are being enrolled on Thursday at the Brighton and Sussex University Hospitals and the John Radcliffe Hospital in Oxford. They will be given either hydroxychloroquine or a placebo for three months. At sites in Asia, participants will be given chloroquine or a placebo. Clarke makes Campbellsville University’s Dean’s List TOP local basketball player Shadarno Clarke has once again made the Dean’s List at the Campbellsville University. The 6’7” forward who had also made the Dean’s list in his freshman year in 2018, again proved that he is as lethal with his books as with the ball. The academic honours’ list recognises students who achieve a grade point average of 3.50 or above for the Spring semester of 2020 with a course load of at least 12 hours. The TCI’s Rising Stars’ player continues to follow his own path and balance his academics and basketball. When he made his first Dean’s list Clarke had noted that he was doing it for his people back home. “Other people back home do not have this opportunity so I’m trying to make the most of it each day in every aspect. “Being the only one in my family to be in college and play basketball, I want to represent my grandmother, my mother and Turks and Caicos as much as I can. Swedish FA completes webinar series for TCIFA officials OFFICIALS from the Turks and Caicos Islands Football Association (TCIFA) have just concluded a webinar series by the Swedish FA. The Match Analysis webinar series, which included three sessions moderated by Ramin Kiani and Anders Eriksson and assisted by Perra Widen concluded last Saturday. It was the first UEFA ASSIST Programme course by the European nation. Due to Covid-19 restrictions in place, the webinar had no practical component to it. According to information from the local FA, “virtual learning and training are part of the ongoing Continued Education Programme organised by the TCIFA’s Coaching Education Department, and it is intended

to pick up the threads with coaching development during this period of restriction. The TCIFA is coming into its seventh week with sessions held on Tuesdays at 3:30 - 5:00 pm and Saturdays at 11:00am1:00 pm. In addition to all fulltime members of staff, these sessions have been attended by volunteer coaches, as well as other invited coaches from across the region.” The FA added that “football, not as we know it, compels TCIFA to find new ways to adapt while observing social distancing protocols. Whilst virtual learning and training for coaches is only a few weeks old, we can expect that it will be diversified and expanded to last however long the Covid-19 pandemic limits social contact.”

English Football League: Promotion and relegation to remain if seasons curtailed CLUBS will still be promoted and relegated from the three divisions of the English Football League if seasons are ended amid the coronavirus crisis. Play-offs will also be played, but with no more than four teams. The EFL has confirmed that 51% of Championship, League One and League Two clubs need to agree for the campaign in each division to be curtailed. This could pave the way for the League One season to be cancelled, with teams currently split over a resolution. Talks last week stalled after at least six clubs in the third tier, including Sunderland, Portsmouth and Ipswich Town, said they wanted to continue the season. And BBC Radio Solent understands that Portsmouth will back continuing the season when clubs are asked to vote on the issue. With only 23 teams now in that

division, following Bury's expulsion by the EFL, any vote is certain to be decisive either way. If the season is brought to an early conclusion, using the unweighted points-per-game system proposed by the EFL eighthplaced Wycombe Wanderers would move into the play-offs at the expense of Peterborough United another of the sides determined to carry on playing. The new regulations still have to be voted on by all 71 EFL clubs before they can be implemented. While League One could follow League Two in being curtailed, the Championship is hoping to resume in June alongside the Premier League. Players are set to return to training on Monday but with strict protocols. Clubs voted to end the League Two campaign immediately on 15 May, also proposing that no team should be relegated to the National League.

However, with the EFL including relegation in its framework for curtailing a season early, Stevenage would go down from League Two as it stands. Swindon, Crewe and Plymouth would be automatically promoted to League One. "In the event a divisional decision is made to curtail the 2019-20 season, the EFL board is recommending that the League adopts the original framework with the amendments as identified, as there is a strong desire to remain as faithful as possible to the regulations and ensure there is consistency in the approach adopted across the EFL in all divisions," EFL chairman Rick Parry said. "The board has always acknowledged that a single solution to satisfy all clubs would always be hard to find, but we are at the point now where strong, definitive action is need for the good of the League and its members." In early 2018, Forbes took over as Director of Sports and his department was placed under the Ministry of Health, Agriculture and Human Services. According to the pro-active administrator, a lot of work both at

the Ministry level, Department level and by inputs from the sporting bodies since the establishment of the National Sports Policy, helped to push the Sports Commission bill, which paved the way for the establishment of the Sports Commission once again. Although the Department of Sports helped organisationally, it had its shortcomings. “While being in government has produced a lot of proper systems in governance and systems of financial accountability and also systems of oversight, the government was unable to full meet the need on how sports works. Systems and procedures that statutory bodies follow are more suitable to meet the needs of sports development in the TCI,” Forbes noted via a short video. WHY THIS SPORTS COMMISSION IS DIFFERENT Forbes added that the new Sports Commission is more structured that its predecessor. “What makes this Sports Commission different from the last one? “There was a lot of organisational infrastructure that was not in place and that lack of infrastructure made it difficult for certain processes to be done properly, this Sports Commission takes into account and can mirror government systems at the statutory body level which allows for oversight and control, while allowing for things to flow smoothly.”
