FCO approves additional $3 Million for SIPT legal aid – Despite Cabinets denial BY OLIVIA ROSE THE FOREIGN and Commonwealth Office (FCO) has vetoed Cabinet’s decision to deny an additional $3 million dollars for legal aid in the Special Investigation and Prosecution Team (SIPT) trials. This was confirmed by the Governor`s Office which revealed that the Governor referred Cabinet’s decision to the FCO in accordance with provisions in the Constitution. The office told the Weekly News that: “The Minister for the Overseas Territories, Baroness Anelay, wrote to the Governor on 13 September instructing him under Section 3(4) of the TCI Chief Financial Officer Ordinance 2012 to direct the CFO to make the necessary arrangements for the budget allocation primarily for legal aid for the defendants in the trial as requested by the Chief Justice to be made available.” According to the Governor`s Office the Minister’s decision was taken to ensure that the defence in the trial has access to the appropriate resources to which it is legally entitled so as not to compromise the compilation and presentation of its case. “The Minister believes that this is essential for the continued good governance of TCI and the proper administration of justice.” Cabinet on August 3 denied yet another request for additional legal

aid funds made by the judiciary for the Special Investigation and Prosecution Team (SIPT) corruption trials. According to media reports, noticeable changes have been made to the structure of the security detail for attorneys prosecuting the trial: all of the foreign security staff has been replaced by local officers. This is a stark change, as since the start of the trial this year there have been several (more than five) specially recruited UK security personnel acting as bodyguards for the members of the Special Investigation and Prosecution Team (SIPT). The Commissioner of Police also confirmed this change, but would not say why the change was made. In the 2016/2017 budget $5.2 million was allocated to the SIPT under the police budget. $2.6million of that sum went to security for the prosecution team, and the remaining for housing and salaries, the Minister of Finance had told this publication. An additional $4million has already been allotted in the current budget for legal aid costs. In August last year, Governor Peter Beckingham had approved the initial $2.2M in a separate supplementary appropriation budget for security detail for the SIPT. The SIPT and civil recovery process records indicate that the price tag has amounted to some $36

million to date, half of which was paid by the UK government. Already nine months into the trial and prosecutors are already of the view that the trial could last way into 2017. This realization has evoked widespread concern about the cost of the SIPT trials and its impact on the public`s purse. Earlier this year, Minister of Finance Washington Misick categorically stated that the cost of the Special Investigation and Prosecution Team (SIPT) trial of former Premier Michael Misick and other corruption accused should be footed by the UK government. He said: “My view is that those

costs should be borne by Her Majesty’s UK Government.” Misick said that the funds being spent on the trial could be used to further develop the country. “We have a lot of things that we could be spending that money on, but at the end of the day, it says justice must not only be done it must be seen to be done, and sometimes the wheel of justice turns very slowly. “My opinion and the opinion of the government and, I believe the majority of the people of the Turks and Caicos, is that if whatever purported wrong was done, it was done while we had a British Governor here and they were sleepwalking. “If they can indeed prove that there’s been wrongdoing, they should pay for it. “That is unfortunate and unfair to the people of the Turks and Caicos who have to foot that bill.” This is not the first time a request was rejected for the SIPT trial; in August 2015 Premier Rufus Ewing rejected a request for $4.3million to provide security for Special Prosecutor Helen Garlick and her team. The Premier’s move was vetoed by the Governor who later approved the money from Government funds. According to the 2016/2017 budget statements, the SIPT judicial

cost was laid at some $5 million under revised statement for 2015 and 2016, while $4 million is slated for 2016/2017. The Myrtle Rigby Health centre renovation for the SIPT trial was funded to tune of $1 million through a UK grant. Since 2009, when they were accused of widespread corruption in the Sir Robin Auld report, Michael Misick and others have awaited their time before the judge. Former Premier Michael Misick and several others are accused of defrauding the Government of millions of dollars. Former Premier Misick, who is named as the main defendant in the trial, has since the beginning of the proceedings against him stated that he is being persecuted by the British government. The SIPT trials began on December 18, 2015, after an indepth four-year investigation into widespread Government corruption. The hearings were expected to last six months, but the trial has seen many delays since it began. And according to lead Prosecutor Queen’s Counsel, Andrew Mitchell it is very difficult to say when the corruption trial will end. Mitchell recently disclosed that they have planned and timetabled the Crown’s case until June 2017.

AN ONLINE survey recently declared the Turks and Caicos one of the safest islands in all of the Caribbean, but it is no secret that the country is seeing an increase in not only robberies, but also gun violence. Hon. Sharlene CartwrightRobinson, PDM leader, addressed the subject of crime during a press conference at the PDM headquarters in Providenciales on Wednesday. Mrs Cartwright-Robinson explained that she was concerned about the increase in crime, not only against residents and visitors, but also against police officers and other officials in authority. The politician made reference to a shootout which happened last weekend, where an alleged burglar fired shots at a security officer at the Leeward Gates in Providenciales. After the robber fled the scene,

police engaged him in a high-speed chase, during which shots were fired at the police. She said: “We have had a number of shootouts with police officers, and there is no outrage and no outcry. This shows that we are reaching a place where we are dismissing authority and those who are here to protect us. “The increase in robberies, the increase in murders and gun crimes; we are still waiting for a police imprint; we are still waiting to see

what it is that the country intends to do. “When I say the country, I mean this Government, together with police authority. “What do they plan to do to respond to what is happening in terms of crime in this country.” She said that on Friday, during House of Assembly meeting, a National Security Bill was brought to the table and she is not satisfied that the country is heading anywhere, in terms of setting up a large advisory group, which in her opinion was much needed. “However, more immediate, we need the training of police officers; we need the resources; we need more manpower and we need more skills, in terms of resolving the crimes and being able to not just detect, but to prevent.” The PDM leader also extended her sympathy to the family of Feliciano Antonia Garcia Quin, a 56-year-old Dominican man, who was killed at his home in Kew Town recently.

CFO a flagrant violation of TCI`s democracy – Premier BY OLIVIA ROSE THE POSITION of Chief Financial Officer (CFO) is a flagrant violation of the Turks and Caicos Islands’ democracy. These sentiments were expressed by Premier Rufus Ewing at the recently-held UK Overseas Territories Attorneys General four-day symposium held in Providenciales from 18- 22 September at the Blue Haven Resort. Delivering the keynote address at the conference, Premier Ewing lashed out at the British for imposing a Chief Financial Officer (CFO) upon the country under the new 2011 constitution. He said it was sold to the people that the position would remain until such time that the Loan Guarantee was lifted after repayment of the UK guaranteed bond. Ewing who shocked the gathering with his strong sentiments, revealed his plan to introduce in a CFO Repeal bill to the House of Assembly to forcefully demonstrate his Government`s will to remove the CFO. He said: “This Government upon assuming office took the stance as communicated in my letter to the UK Secretary of State in February 2013 that the position of CFO was a violation of the principles of democracy. “The responses received made it blatantly clear that we would be fighting an uphill battle against the UK’s position and this administration made the decision to focus efforts on governing this country and

aggressively embarked upon one of the most successful economic recovery strategies seen in modern times.” “We deemed it essential to fortify ourselves to fight another day and relied on the guarantee of the UK Government that the position of CFO would be extinguished upon retirement of the UK Guarantee.” Ewing reminded the conference that his government has since toiled arduously and the people have made tremendous sacrifice to achieve the economic recovery of the country. “We have retired our debt in February of this year and discussions had commenced with the Overseas Territories Minister and FCO from December last year as we demanded that the U.K. Government uphold its end of the agreement with the people of these islands.” It was agreed in the Government`s discussion with the UK Government

that there would be a six month transitional period following the repayment of the bond. However, this period expired at the end of August of this year and the UK government has failed to honor their end of the bargain to remove the CFO. Ewing, while addressing the gathering said: “Ministers and AG’s, separated by the ocean we may be, and in some cases by vast distances, there is much we have in common and much that we share beyond our status as colonies of the United Kingdom. “We share a belief in justice, fair play, honesty and each of us at the knee of our parents learned the value of a promise and that a man’s word is his bond.” The Premier even quoted Ecclesiastes 5:5 which reads:”It is better not to make a vow, then to make one and not fulfill it,” to get his

point across. He noted that as the leader of the nation he has a responsibility to speak out and stand up when a vow made to his people goes unfulfilled, especially when they have adhered to the principles and the rules. He said: “Six months ago a promise was made to the government of Turks and Caicos and to Turks and Caicos Islanders. “A vow agreed upon in the manner that all honorable men and women of integrity understand from a people and from a nation who have proudly, ably and more than capably, fought their way back from economic dependency under the scrutiny and spotlight of the world at large; under the institutions and standards of good governance. We have the undeniable right to expect no less than honorable actions by the FCO, whom I now advise in turn to beware of the scrutiny and spotlight

of the world at large, should they continue to treat this nation in a dishonorable manner.” He emphasized that six months ago Her Majesty’s representative of the United Kingdom vowed that upon the payment of a $170M debt that the CFO would be removed by an Order in Council, which would allow the duly and lawfully elected representatives of the people to resume the rightful authority to manage the financial affairs of the Turks and Caicos Islands. The CFO, under the provisions of the CFO Ordinance, has absolute authority over the Public Finance Management Ordinance, and through his actions and by exercising his authority, has unilaterally appropriated funds whose expenditure were not sanctioned by the duly elected members of Cabinet. Ewing pointed out that in several instances Cabinet opposed these appropriations where they were deemed not to be in the best interest of the people of this country. “In addition to authorizing the spending of millions of dollars to the benefit of a UK initiated legal trial and investigation team, for which there is no accountability, an undertaking with no end in sight, the CFO has denied and delayed major policy initiatives and decisions of the duly elected government with no regard as to the far-reaching implications for the livelihood of our people and our businesses. “In my meetings with all three of the successive Overseas Territories CONTINUED 

Urgent need for O positive or B positive blood- TCI Blood Bank THE TURKS and Caicos Islands blood bank is desperate need of O positive, or B positive blood. This newspaper was first informed first through social media, and Ricardo Missick, medical technologist for the public health lab, confirmed this information on Tuesday. In a recent interview Missick said that although the lab was in urgent need of these blood types,

all blood types were welcomed at the Cheshire Hall Medical Centre in Providenciales, or the Cockburn Medical Centre in Grand Turk. He said: “Blood stocks are down and we need to get blood stocks up. “We usually try to keep at least 15 units of blood for Providenciales and at least five units or more for Grand Turk.” Although it is quite evident that the TCI population is increasing on

an annual basis, Missick explained that only a small percentage of blood donations is able to be used, for a number of reasons. He encouraged everyone who is 17 or older and in good health, to go down to the hospital from Monday to Friday between the hours of 8am and 4.30pm to make a blood donation. If it is a large group that is interested in donating blood, the blood bank will facilitate those

individuals on a weekend. The blood bank and the blood supplying system have been divided into two major activity centres; one is the inventory and the supply chain side, which falls under the administrative control of the Ministry of Health. The Ministry of Health is responsible for contacting donors and bringing them in to donate blood.

Then, there is the transfusion service, which is under the laboratory at InterHealth Canada. The donors go and they donate a unit of blood, which receives initial testing, then it goes to the main hospital lab, where the testing is repeated and if the physician decides that the patient needs a blood transfusion, then they complete the testing and do the transfusion at the laboratory.

WILL 12-STORIES SPOIL THE TCI? An appeal against the court’s decision to extend height of resorts to 12 stories has been filed. The Government stands by the extension. Will taller buildings affect the beauty and attraction of the TCI? Goodbye TCI and hello Miami Beach

Taller buildings will bring ‘mass market’ clients looking for deals. Our already ‘interesting’ traffic situation will become untenable. The buildings themselves, as seen in the papers, are really ugly and ordinary. They will shade the beach, the reef and the other resorts, which dared to be here first. This incredibly bad idea will go through because our ‘leaders’ do not have the cojones to admit that they have made a mistake, and of course are afraid of being sued by the firms which want 12 storey’s or more. So goodbye Turks & Caicos, and hello Miami Beach and wet T-shirt contests. Good bye Beautiful by Nature.

What’s wrong with five more?

The height will certainly not affect the beauty and attraction of the TCI, the buildings will be in Providenciales and along Grace Bay Beach. There are other islands with lower density, for example the East Bay resort on the island of South Caicos is the best kept secret, it must be discovered, it is such a beautiful and upscale property, I encourage persons to venture off to East Bay for a week-end get away. Grace Bay Beach is blessed with a curve that creates a natural light. There are no shadows casting from any of the already built resorts. You already have seven stories what matters with adding five more, the air and space can accommodate such a structure. Never mind the complaints about an increase in traffic etc. it comes with development. Let us not be selfish and acquiesce to the whims of people who have made TCI their home and have become exceptionally rich in so doing, we must look out for what is in the best interest of our born and bred ancestral Islanders and what we wish for. All I am asking the government to do is to ensure that the facilities are built by the hands of every Islander who wishes to work and that it bring about opportunities for its people.

Very bad idea

Yes of course it will affect everything. Too

many people, too much garbage, not enough TI’s to fill the jobs, so they will have to bring in outside labour, increase crime etc etc Very bad idea, too bad they couldnt stick to three stories. Someone is just too money hungry.

This will open the floodgates

There is absolutely no question this will open the floodgates and cause more requests for higher and higher buildings. This is all down to money as much cheaper to build up than try to get more land to build low level. We have enjoyed a reputation for low density and height restrictions allowing our beaches to stay in sunlight and provide the dramatic backdrop of sand and sea. Our prices are five star and to keep them at that level you must maintain the low density and control the building heights. Government needs to work on the support systems to accommodate the tourists we do attract as well as provide public transport for workers, residents and tourists and include more sidewalks that are well lit and more police patrols to encourage tourism and keep our tourists and residents safe. By allowing more and more room numbers without the basic necessary infrastructure we will end up with even more crime, more strain on emergency funds and start a decline in our tourism due to unsafe conditions and less than desirable aesthetics. Start thinking long term prosperity instead of short term greed.

Look at Bermuda

Look at Bermuda’s structured development for a high end destination. Are we going to invent a ‘quick money’ formula for the few to destroy the beauty for the many?

Government is wrong

The government is wrong and wants 12 stories because they are desperate to have some form, any form of development. High taxes and 10 years of corrupt dealings with already established developers have poisoned development. Investors have other choices. Turn TCI into another high rise destination and you will lose the tourists that come here

because we are low rise. Tourists now flock to the family islands because of the clean green environment. If this government and the PNP party had the country’s future at heart they would have encouraged low rise development in the family islands. That will now be left up to the PDM candidate in North Middle who promises to show the way.

The court was wrong

High rise is wrong for our tourist base. The court was wrong in its decision because high rise was never approved by the public. Put hirise on the ballot in the coming election and let the people decide. With hi-rise density comes dense sewage and garbage disposal. How can we protect people on the upper floors in event of a fire? How will they escape? We do not have low rise firefighting equipment. We are courting disaster. Even the drivers of our airport fire trucks have shown they need training when one flipped a truck over in a non emergency situation. The truck in North Caicos was found to have a flat tire when a fire struck the My Dees Mall. Incompetence has doomed TCI for over 13 years.

Let’s protect what we have

We have a wonderful niche in the Caribbean market. And this definitely spoils it and makes us just like the rest. We need to concentrate on protecting what we have, especially our environment.

No Miami beach

Absolutely, and if past is prologue, the next applications will be for additional stories on existing resorts and then 15-story buildings, which Government will no doubt also approve in the interest of instant gratification. Apart from aesthetics, there is the issue of density. Most tourists who come to the TCI do so because it is different than high density resort locations like Miami Beach – quieter, more laid-back and less congested. Will they continue to come as we become more crowded and congested? Moreover, we clearly have inadequate police protection as matters now stand and can ill afford the additional burdens imposed by greater density. The matter of fire protection for high rise buildings also needs to be considered, as well as the adequacy of medical services, public transportation, sewage treatment, etc, etc.

12 is too tall

I think that buildings should stay lower. 12 stories are too tall. Lower buildings will attract

tourist to ‘Island Style’ vacation/relaxation and beauty. Tall buildings on these small islands will take away from the beauty and will only be spelling out the word GREED! My greatest concerns are hurricanes.

Decide what we want

As a people, we need to decide what we want to promote with tourism being our main economic stay and how rapidly we want to expand our country’s human resources within our borders permanently. I believe that we as a country, through our tourism product should focus on the very high end of the tourism spectrum. I can recall this being the unwritten policy of all governments for decades ago and I am not convinced that this new move will help with the advancement of that policy. Before moving forward with this proposal, The Government needs to come to the voters and residents of this country and lay a detail plan that would include information such as . what is your population growth outlook for the next ten to fifteen years. With specifics on how you will achieve target.How would expansion of the population affect the lives and culture of the population that have a history of more than two hundred years living in the Turks and Caicos Islands.

Business as usual

Why doesn’t the government publish the results of the KPMG study on tourism which was carried out by world renowned experts in the field of tourism and economics? Not one of the politicians making this decision is qualified to do so. Politicians who truly put their people and country first take notice of the experts they employ. The sitting government’s attitude is unfortunately just more of the same “business as usual.

Not a bad idea

Life is all about growing, changes and adjusting, maybe 12 stories won`t be such a bad idea.

Hotel and restaurant workers should get 100% service charge – Selver BY OLIVIA ROSE HOTEL and restaurant workers should receive 100 percent service charge; this is according to Opposition Appointed member of the House of Assembly and veteran politician Clarence Selver, who has drafted a bill to resolve the ongoing issue. Selver, during an exclusive interview with the Weekly News, said the Service Charge Hotel and Restaurants Amendment bill seeks to reinstate 100 percent service charge to hospitality workers at establishments where it is charged. Selver said he drafted the bill and took steps to have it on the order paper for the next meeting of the House of Assembly, which will take place on the September 23. The private members bill, according to Selver, will also seek to clearly define the term “tips” in the context of the hospitality sector. He said :“There is a good reason why I provide that definition, because I’m also making a new sub-section, which would make it an offence for an employer to penalize an employee or servant for receiving a tip from a guest or customer that has not been solicited.” He explained that reports reaching him indicate that there are certain businesses that do not want staff to receive tips from their guests because of their own internal policy. “To me it goes contrary to what is happening elsewhere in the industry, not only in the Turks and Caicos Islands, but further afield. If customers are satisfied with the service being provided by the staff they would indicate that by saying thanks and, in addition,they would give them a monetary reward. “So to prevent or penalize a staff for accepting a tip, it de-motivates

the staff. Here it is that somebody recognizes your good work and your employer denies you that credit.” The Opposition has been beating the ‘service charge’ drum for some time now, Opposition leader Sharlene Cartwright Robinson, earlier in the year, moved a private members motion in this regard. She stated that the right approach must be taken to ensure that people are not treated unfairly as a result of the amended law. She explained that workers in the hospitality sector prior to the implementation of the gratuity policy received their full benefits. However, following the implementation of the policy, the benefits were significantly reduced at certain resorts. She said: “No government agency policed this to ensure that workers were protected.” The Opposition leader lamented that it was a disappointing turn of events to see members of the Government give reason as to why it cannot be reinstated. Pointing out that member from South Caicos, Norman Saunders, who had two weeks’ notice of the motion, said that he did not know enough to support the motion. On the other hand, back in May the Government announced the establishment of a Service Charge Committee to review and properly assess complaints emanating from the hospitality industry. This was revealed by Premier Rufus Ewing, who told the House of Assembly on Wednesday (May 11), that the Government is seeking to proactively address issues facing workers in the hospitality sector, especially complaints of reduced service charge (tips, gratuity etc). He said: “We heard the call from the Opposition with regards to the

Ministers, who held office since we were elected to office, the Secretaries of State and DFID Ministers, I have discussed the following the issues of concern: “The UK Funding of the endless SIPT Trial, Constitutional Amendments and the role of the CFO and, to date, the UK government has continued to disregard the wellbeing of the people of this nation and has continued to abuse its responsibilities as a sovereign

state.” He asserted that the Turks and Caicos haS the right to its autonomy. “I say this to you today, because there comes a time when words are insufficient and action must be taken, and I am prepared the take the action of removal of the CFO, and likewise call for an inquiry into the unaccountable and endless expenditure of the SIPT trial and seek to recover every cent of monies spent.”

provided for in legislation.” He explained that the committee has been established to allow the Government to fully understand what is taking place in terms of actual practice in the industry. “Because, even if today we were to just go and give a 100 percent service charge to those individuals, without fully understanding what is taking place in the industry, it may not be to the good of those particular individuals. “What is taking place behind the scene is still not accounted for, so we really need to understand what systems and mechanisms accounts for service charge from employers to employees. “There’s no doubt within anybody’s mind that gratuities and tips that are collected or paid by customers for the benefit of employees should be given to the employees 100 percent. “The only difference is in situations where these tips are in non-cash form, meaning that they

are collected through a system of payment by credit card. “Those credit cards incur administrative fees in the collection and distribution, and so only then employers may be able to take out the administrative cost on behalf of the employee.” The Premier emphasised that this issue requires the Government to find out exactly what mechanisms can be instated to ensure employees receive their full benefits. “We know there are a lot of practices taking place in the industry, where some establishments actually provide a number of things for staff, like transportation or subsidised housing, meals at work, uniforms, and training. “Even though I don’t agree that training should be a part of that, because training should be an obligation of the institution to provide for the individual, and not take it out of their charge fee.” The House of Assembly resumes today (Friday September 23).

“If you can’t handle the heat, get out of the kitchen” – PDM to Premier IN a blistering response to statements made by the Premier during a radio show on Wednesday (September 21) night, PDM chairman Doug Parnell rates him as devoid of any leadership qualities whatsoever. Following Monday’s tirade against the constitutionally allowed Chief Financial Officer position during a conference for the attorney generals of overseas territories, the Premier then took his statements to a popular radio hosted by Shaun Malcolm on Wednesday night. During the programme, Premier Rufus Ewing stated, among other things, that the PDM leader Sharlene Cartwright Robinson’s presence on the consultative forum during the period of interim administration was the PDM working in collaboration with the British on the TCIG’s budgetary cuts. On Thursday, the PDM Chairman refuted the statements in a release to the press. It states: “It is obvious to everyone except the Premier of the Turks and Caicos Islands that he has all but given up. His approach of blaming the Leader of the Opposition Honourable Sharlene CartwrightRobinson for every short fall of his government demonstrates that what is required to lead our country is over and beyond his political and diplomatic capabilities.” Parnell stated that while the Premier blames the PDM leader for budgetary cuts during the time of the consultative forum, he dissolves himself of reckless behavior as the civil service president

“when he led them for purely political purposes causing the blocking of the airport road, acts of vandalism causing electricity outages, the cancellation of flights and the turning away of arriving passengers to the TCI in 2011 when the country could hardly afford it due to the global financial crisis and the suspension of the constitution”. Now that his time is running out after he has had political power and could have offered more help to those dedicated civil servants on whose backs he rose to the premiership his explanation to the service is that now he has a duty to the entire country and he is wearing a different hat. He abandoned them after his bid for elected office, Parnell added. The party chairman further accuses Ewing of camouflaging his way through Government institutions meant to protect the people, and that he has not paid for “his heavy-handed influence” during

the Misick-PNP and the Britishinterim government. Parnell also sneered at claims by the Government that their inability to attract any meaningful investment into the islands is because of the British and the PDM government, when according to Parnell, the blame should lie squarely at the Government’s feet due to their inability to properly set policy that attracts investment. The chairman added: “He speaks the talk of a warrior standing up to the British, albeit unconvincingly. The tough talk about the many hurdles he claims only his government could overcome in the history of the TCI is undone and seems weak when he blames the Leader of the Opposition for not helping him negotiate better terms for his party’s headquarters. “His government’s financial accomplishments were at the expense of the hardworking Turks and Caicos Islander families who have had to suffer the burden of paying for his tough talk but his pockets are full from high salaries, higher than Michael Misick’s with his desire to even make it higher God forbids if he were to be re-elected.” Parnell also set the record straight that his party will not be used by the PNP in their election campaign of “blame, gimmickry and misguidance in an attempt to pollute the airwaves with half-truths”. “The Premier’s attempt at tough talk came across as tacky and desperate,” he ended.

Washy on 12-storey decision Finance Minister blasts court for lack in decision in twelve storey building saga THE decision by the Court of Appeal not to deliver its judgment in what is seen as a very important point in the future development of the Turks and Caicos Islands has come under attack from the Minister of Finance, Washington Misick. The decision the appellate has to reach involves an appeal they recently heard in a Providenciales Supreme Court, whereby the Venetian and the Tuscany hotels are asking to direct the Chief Justice to conduct a judicial review of a Government decision made in February, but which she refused to do, due to a number of grounds she presented in her judgement back in July. That February amendment had paved the way for developers to construct buildings taller than seven storeys, up to twelve, in the TCI. When the justices adjourned this session of the appellate court on Tuesday, they left without giving the

appellants, the respondents or anyone involved in the case, a definitive date as to when they will make a decision on the hotel’s appeal. On Thursday (September 22), when this publication contacted the finance minister, he was quite livid with the appellate court’s refusal to deliver a swift judgement in the case. “Clearly the Government is obliged to follow the law, but it is unfortunate [the delay], I think it is actually reflective of a system that is moribund (declining), a sort of an inertia. “I think justice must be done in all cases, but the wheels of justice mustn’t turn so slowly that it impedes the development of the people that that justice is meant to serve,” Misick said. The minister stated that the delay clearly impedes progress in development in the country to some extent. “As I have said before this could have serious economic impact, because we are tapped out in terms of our room capacity, and we need

to have additional room capacity in Turks and Caicos, really quickly for our tourism to grow. “If the revenue generated from tourism is going to grow in the shortto-medium term we need to start increasing the room count.” He added that whatever decision the court may come to, they need to find a way to hand that down really quickly. He further noted that one would have to accept that the judges would and can appreciate the problems the country now faces in terms of development. “I do think that the judgement should be expedited and hopefully they will come through early and hopefully they would find a way to deliver their judgement before next February,” the minister emphasised. Asked if the perception could be drawn that the court is simply being cautious about its decision, given the weight it carries and the importance of the matter, Minister Misick was not inclined to draw that conclusion. He stated that he does not know

The Caribbean’s future: Some reflections David Jessop, in Part Two of a Commentary in Caribbean News Now captioned “The view from Europe: The changing face of the Caribbean,” suggests that over the next ten years, the region’s economy may benefit from oil and gas discoveries in countries once seen as being at the margins, and that deep water ports, and the enlarged Panama Canal will aid in developing manufacturing, and assembly hubs. Also, tourism development will continue, along with increasing numbers of talented people in the region able to drive the growth of a high-tech, and service economy. Jessop then questions the way the region’s people might benefit long term, and how governments would use these developments for new investments. He notes most new economic developments in the region are foreign investment led, but it is unclear how much new revenue is generated from this for the government, and to benefit all citizens. He fears how Caribbean reality continues to retard such possibilities through an absence of leadership and vision, institutional weakness, and where an older generation remains in control suppressing new thinking. The consultant then mentions how the emerging situation calls for a debate on how best to manage

and benefit from foreign investment, and shows how Caribbean educators see education as no longer fit for purpose. He suggests the need for a new Caribbean philosophy involving a Caribbean led assessment of the region’s critical competencies, and a focus on those economic areas the region hopes to develop. I think Jessop projects a future for Caribbean development, which governments should heed. Oil and gas discoveries mean a reduced energy bill, and cheaper energy. It is a part of economic diversification and job growth. Deep water ports and assembly hubs mean a more efficient system of transportation. But a critical factor as Jessop notes, concerns benefits for the people, and I think, the prudent use of revenues. If done rationally, and is monitored, success is assured. But if managed for unhealthy purposes, the development process could be

undermined, causing further underdevelopment. I agree with Jessop about how Caribbean educators view education as not serving its purpose, and the need for an assessment of the region’s competencies linked to economic growth. This ensures targeted development. The education curriculum needs to relate to objective conditions, so that issues are dealt with successfully. Poor leadership, and intolerance for new ideas, could stifle development initiatives, since resources are hugged to benefit an elite. What secures a future for the Caribbean, is an education system that encourages open-mindedness, critical thinking, and creates awareness which fosters solutions. A new vision will then emerge free from political influence which benefits everyone equally and fairly.

Expanding on that last point, Misick stated that energy is directly proportional to age and mental capacity, adding that he is aware that in other jurisdictions the current appellate

judges would be unable to serve, as they would be considered beyond the age of retirement and dexterity. Misick’s point about the age of judges is one which has been touted and criticised before – in the corruption trial which is currently being presided over by a 78-year-old judge. - The court of appeal will sit again in January 2017, but it is likely that the decision on the appeal will come before that time.

Is teasing really just bullying? Dead Editor, Growing up in the TCI, teasing is considered a national pass time for both kids and adults alike. Some call it making game of someone or cracking jokes on them. However you define teasing, as a child you were either teased, did the teasing or been a part of both. It wasn’t until a few months ago that I had to confront this question: Is teasing really just bullying? Several weeks ago, my wife and I attended the Junior Achievers banquet at which she was bringing remarks. The banquet was organized in part by a longtime friend of mine Mrs. Cathrice James-Williams aka Tresee. Tresee and I go way back. We are talking about doing Primary and all of High School together kind of way back. After the dinner and engaging in some small talk with Tresee , she proceeded to tell my wife how I used to make game of the shape of her head back in High School and that she had only finally gotten over that in recent years and now loves the shape of her head. Looking on in shocked silence, I thought, “that can’t be me she’s talking bout because that was not my style then or now, as I never liked to be teased, so I avoided doing it to others”. Dumbfounded, I said, “Tresee, you sure you’re not thinking about Jarrett (Forbes) the king of teasing in high school?” She shook her head, “Nope, it was you!! For my part I remembered only the one time I made a remark about her head in Primary school but only after she had turned me down to be her boyfriend on a Christmas Eve. I was mad, so I was mean. What I likely was on those other occasions was a bystander when the teasing by Jarrett took place as he was also a friend. So in the end, I was no better than him anyway. For his part Jarrett has changed a great deal over the years and work tirelessly with kids today, but he says he teased because

he was also teased. So why did I go into great detail to recount that story? A certain amount of teasing may happen with classmates and family members, but we need to know where to draw the line. It is important for us to know, that teasing can in fact be bullying. When teasing happens repeatedly and when there is some kind of imbalance in power, our radars should go up. As parents, aunts, uncles, Godparents, in this day and age, we need to all have this radar. We need to know how to recognize it and how to help our children and teens through it. We need to take time to address the bullied, the bullies and the bystanders. I used my little story to show that what may seem like a quick laugh can have a lasting effect on someone years later. If someone had told me that Tresee had been carrying the self-conscience issue about her head all those years later, I wouldn’t have believed it. The words we say to each other today can and will have long term effects on us long after the person saying them would have moved on. I also wanted to highlight how important the role of the bystander is. Sometimes we may feel by not doing the teasing or getting involved, that we are not an active participant. However, in reality, the bystander holds much of the power, because they are often the audience that the bully is teasing for. This was written with the blessing of all those named. Teasing may seem to be part of our culture, a sort of rite of passage of many. However, as we strive to create a nation of confident and self-assured young people, it is our hope that we will take a serious look at the very real instances of physical, social and emotional bullying occurring in our country and strive towards change. NHIP workers stage a sick-out WORKERS employed with the National Health Insurance Plan (NHIP) staged a no-show on Wednesday, leaving many visitors upset and management scrambling to rectify the situation. Shortly after news of the sickout by the staff spread around the local media outlets, social media pages and private phone blogs, the management of the agency issued a press release acknowledging that they were aware of the absence of several of its employees. But they did not say what the reason for that absence was. However, sources close to the agency cited a number of internal issues related the employees’ raise in pay and the removal of the chief executive officer. The release stated that as a result of the ‘sick-out’ by the majority of the NHIP staff, the customer service department will be closed to the public until further notice. Up to Thursday, when checks were made, no one had showed up for work. The release further advised that the operations department, which deals with overseas treatment and all other medical emergencies, had an on-call team in place to handle all emergencies, which would not affect the service to NHIP holders. It added that all payment operations remained available online to business owners. Efforts by this publication to contact the management to see if employee’s grouses had been resolved proved futile.

“Message to TCI youths: THIS IS OUR TIME” For a very long time in this country we have been celebrating National Youth Day and most recently National Youth Week. While I have appreciated the government’s decision over the past years to set aside a holiday recognizing the importance of youth; I question their understanding of the true importance and role that Youths play in this country when I examine their policies or lack thereof that have yet to empower the youths of this nation in the last 40 years. The policies in the last forty years has demonstrated to me that they still do not see the youth of this nation as a priority. Nevertheless, this specific National Youth Day finds us at a very important Crossroad in the history of our country. It comes one day after the 40th anniversary of our first general elections for ministerial government (September 29th, 1976). It comes at a time when this nation is about to go to polls to participate in a historic general election. Why historic? Because this

country will have to choose whether or not we are going to spend four more years in the wilderness or to cross Jordan and begin our journey into the Promised Land. TCI Youths, we are a part of that big decision because for the first time in a very long time there are more of us than there are of them. So we have the numbers, we have the power, we have the vision, we have the passion for change, therefore; “this is our time. This is our time because the future of the next Government rests within our hands. This is our time because we are dedicated to securing for ourselves a better country than the one that was left for us. This is our time because we have what it takes to correct the mistakes of the past, the vision to avoid future mistakes, and the understanding that we still can rely on the experience of our elders to guide our future steps. This is our time because unlike the last generation, we are not afraid to make new mistakes and learn from those mistakes. This is our time because we are more openminded than the last generation and we don’t see things like they

COMMENTARY

Deplorable and explorable The USA media is buzzing about candidate Clinton calling Trump supporters “deplorable”. Let me preface this column by saying I do not identify with either US candidate. Both USA major parties have better people to represent them. Let us explore how TCI candidates appeal to TCI voters. We have continuously supported the PDM party and have been questioning the actions of the PNP since we began to write in public a dozen years ago. Editor Boyce of the TCI Sun reacted to my questioning of the PNP by calling me nasty names on the pages of his rag years ago. We ignored Boyce as the Inquiry and SIPT formally charged the PNP with what we cautioned voters about way back then.

It must be frustrating for a PNP party journalist and party supporters to praise party leaders who have been repeatedly removed from power, arrested, jailed, fled and hid and now have an entire cabinet and relatives dragged into court. Close relatives and associates in the current administration are walking the tightrope of trying to separate themselves from the same accused they grew up

with, adored, praised, benefited from, and campaigned for and with. PNP candidate motives are history. Historically they sought election for their own personal wealth and benefits. Why PNP core voters remain supportive of PNP needs exploring. We have close friends in this group and have found them reasonable God fearing people. In fact conversations we have had with some of the current candidates have at the time of the

discussion seemed pleasant. Get them close to election and a Doctor Jekyll and Mr. Hyde mentality sets in. PNP promises to borrow another 108 million dollars bringing 4 more years of high taxes and ordinary folks paying down debt while the millions stick to government ministers. Failing to trickle down to the voters who believed in them. TCI grew fast with the life of founding humble hero, JAGS, cut short. He explained; TCI internal government is about using the common wealth of the country for the common benefit of all. Further it is the responsibility of government to provide policies that protect the rights of everyone including the right to work in any segment of the economy

OPPOSITION Leader Sharlene Cartwright-Robinson, in press conference on Wednesday, refuted allegations that she is being investigated by the Central Intelligence Agency (CIA), or by the Special Investigation and Prosecution Team (SIPT). The media briefing was held at the PDM’s headquarters, in Providenciales, and was attended by most of the local media houses. During the meeting, she said: “I want to make it clear to the people of the Turks and Caicos that the PDM will not be supporting the degradation, or the pulling down of anyone’s character in this campaign season. “We are not going to engage in the responding to a lot of the allegations and silly statements that are being made against us. “However, there are one or two things that I feel I must clear up to the public. “I want to make it clear to the people of this country that the statement made that if the PDM

were to win, there would be another Commission of Inquiry is totally false, as I have done nothing that I am aware of. “I know that I have done nothing that would warrant any investigation by the CIA, or any involvement by SIPT. “I want the country to understand that and know for a fact that that is not so.”

The leader is urging the people of the Turks and Caicos Islands to ‘ask for more, and demand more’ in this election season. “We want people to ask those that are running, what plans they have for the Turks and Caicos Islands. “Your campaign platform cannot be about what another party is doing, or is not doing. “It must be the change that the people are looking for. They want to hear issues and how we who are running in this election, are going to improve their lives.” Mrs Cartwright-Robinson also clarified that the list of civil servants’ names that was circulating, stating that they would be terminated if the PDM becomes Government, was false. She reiterated that neither she nor her party would participate in petty tactics, or political gimmicks. “Civil servants have a security of tenure, and we are not in the business of uprooting anyone’s life, but to grow this country and move it forward; and we intend to work with the civil service in order to do just that,” the PDM Leader said.

TCI Gaming representative donates to Snake Hill fire affected families.

Snake Hill fire victims receive support from the local community THE five families that were affected by Friday (September 17) night’s fire have received an outpouring of support from local organisations, as they piece their lives back together again after the tragedy. On Wednesday, the TCI Gaming Enterprise and Caicos Express Airways presented representatives of the five families with cash donations of $400 and $200 respectively Both companies, whose representatives presented the money at the handover, indicated that they

were moved to help the families out of kindness as a tragedy such as this could happen to anyone. On Saturday, the Adventist development relief agency presented each of the families with a $200 cheque to assist them in finding more long term housing solutions. On Thursday, Mrs Sarah Amachee also held a clothing and toy drive at the International School of the TCI, where students and staff donated items to be given to the families.

DDME Director, Dr Virginia Clerveaux has been spearheading the donations to families over the past week. She is inviting anyone who may be of a similar bent, to help in whatever way they can, as every little counts. The families are still in need of many of other items, such as furniture and electrical appliances as they lost everything in the devastating Friday night fire. Anyone who is willing to help can contact the DDME office.

It’s time for another book review. Which really means that just having returned to the capital, I haven’t had time to research a specifically local story. C’est la vie. A few weeks ago I reviewed Patrick Leigh Fermor’s “Travellers Tree”, which portrayed the West Indies as seen though the eyes of a 1950’s English traveller. One such story is that of the three chiefs (Khama, Sebele and Bathoen) from the Buchuanaland Protectorate (today’s Republic of Botswana), who decided to travel to the British Isles in 1895 to convince the Queen (Victoria) and her Colonial Secretary (Joseph Chamberlain), not to let their Protectorate fall into the hands of Cecil Rhodes (founder of Rhodesia – today’s Zimbabwe). This is the ultimate David and Goliath story; to mind comes “The mouse that roared”, as well as the saying “ if you can’t beat them – join them.” It is the story of three very clever African chiefs who (realizing that one wasn’t going to get very far by threatening the most powerful Empire on the face of the earth) went on a “charm offensive” instead, only to return with a deal in their hands that guaranteed them the continued protection from the Crown against encroachment from neighboring Rhodesia. Many historians argue that this act not only saved Buchuanaland from becoming part of Rhodesia, but also guaranteed the ruling chiefs a much greater level of autonomy, which eventually lead to the independence of the Republic of Botswana. Chiefs Khama, Sebele and Bathoen not only had “guts” but also incredible foresight when they commissioned a London Press cuttings agency to clip all the newspapers for references to themselves. This not only proved to be of immense historical value, but it also meant that the chiefs had some control over what they called the “hunters of words” – the journalists. As Chief Khama reminded one of them… ”Be sure now, and only write as I have spoken to you, nothing more than my words”. One of the most amusing accounts of their journey, is the encounter with Queen Victoria, who the three chiefs met on 19 November 1895, upon completing their agreement with “Emperor Joe” (Colonial Secretary), Joseph Chamberlain. Afterwards Chief Sebele commented on his visit: “Her Majesty is a very charming old lady. She has a kind, round, beautiful face and a very sweet voice. But I had no idea that she was so short and stout”. The queen, it was reported, bowed her head to each chief in gracious acknowledgement and then proceeded to present each one of the chiefs with a bound copy of the New Testament in Sechwana (the native tongue of Botswana), a photographic portrait of herself and Indian shawls for the wives of the chiefs. Government pumping $500K into local Zika fight – 11 Zika cases now reported BY OLIVIA ROSE THE GOVERNMENT is pumping some five hundred thousand dollars to actively fight the dreaded Zika virus in the Turks and Caicos Islands. This comes as the Caribbean Public Health Agency (CARPHA) Laboratories recently confirmed an additional three cases of the infection in the TCI. These three new cases now bring the total to eleven cases. According to a Government release issued Monday September 22, 2016 the monies were recently approved from the contingency fund and will go directly towards the management of Zika in the Turks and Caicos Islands. According to the release, approximately eighty thousand dollars will be used for promotion and awareness initiative by Health Promotion and Advocacy Unit, while another twenty-five thousand dollars will be used for street cleaning by Public Works Department. The balance is expected to be expended by the Environmental Health Department for staff support and other resource needs.

This is being done in an effort to minimize the spread of Zika,in the islands. With the recent confirmation of eight Zika cases in the Turks and Caicos Islands, the Government has since intensified its house-to-house inspections and increasing fogging exercises throughout the country. A total of 402 derelict vehicles have been removed and properly disposed in a manner to reduce these vehicles from servicing as breeding sites. The Minister of Health, Agriculture and Human Services and Premier Rufus Ewing are reminding residence and tourist alike to use approved repellents when outdoors, in order to minimize the risk and further spread of the Zika virus. Residents are being urged to take immediate steps to stop Zika by eliminating all breeding and potential breeding sites on or near their premises. In addition to Zika, the TCI is still on alert for other mosquitoborne viruses such as Dengue and Chikungunya, both of which have been public health concerns here in the islands in recent years.

Officials from the Department of Environment recently told the Weekly news during a telephone interview that they are working with an outlined programme of action to delineate the various resources and needs that will be required to step up efforts. It was noted that presently spraying and fogging is ongoing in a number of islands, including Providenciales. However, emphasis was placed on the need for more personal

protection. Recently the Director of Environmental Health, Kendrick Neely, outlined some of the measures that will be implemented and those that are already ongoing. He said: “We have increased house-to-house inspections, because the Aedes aegypti mosquito, we call it the house mosquito. They live around our homes and hotels, so we’ll be stepping that up.” He is urging the community to

support the department in this effort by ensuring their surroundings are kept clean. “We’re also going to be having meetings with the pastors’ fraternity throughout the Turks and Caicos Islands. “The reason why we are taking this approach with addressing pastors and educating the pastors is because we want them to assist in passing the message on to their congregation and CONTINUED 

Ongoing road upgrades not an election ploy – Premier BY OLIVIA ROSE THE UPGRADING of roads and other critical infrastructural development across the country is not an election ploy says Premier Rufus Ewing, who refutes claims by some section of the public, who label the Government`s recent boost in infrastructural development as a tactic to gain political mileage in the upcoming general elections. A few months ago the Progressive Democratic Alliance (PDA) accused the Government of building roads and bridges hurriedly and poorly in an attempt to hoodwink the people and secure votes at the polls. Ewing, who was at the time speaking on the RTC radio show,‘Expressions,” some two weeks ago, categorically debunked these claims. He said: “When people start to say you`re only doing this now because election is here, no; we`re doing it now based on our program of works, and our prioritization of spending.” He explained that many of the ongoing road work were in the groundwork stages, which took some time to be completed based on the logistical layout of the work. He said : “People must realize that when you`re doing road development the most important aspect is the preparation and the base work. It only takes two days to put black tar on the road, as many persons would have seen in Glass Shack when they

started paving. Within two days the whole of Glass shack road was black topped . “But most of the work goes before with the actual preparation, the ground preparation the extension, the fitting out, the infrastructure that has to be put in place, all the utilities that have to go underground, so work is being progressed there. “Some persons say that there`s been a delay, but we assure that there`s no delay; it’s just that preparatory work is taking place on that particular road.” He asserted that the Government has a list of priorities which are narrowed down and executed, based

on the urgency. “So now that we`ve gotten all of those critical infrastructure out of the way, where we could prioritize our spending with the little money that we had, we are now focusing on the less critical infrastructure than more essential ones, such as road infrastructure ; and we`re now spending money towards our road infrastructure program.” He reminded that the Government always has to focus on the most essential needs of the populace and execute them in a strategic manner. “We have to focus on the critical stuff first; the essential stuff second, and then the less essential but

necessary infrastructural work, and that is how we run our infrastructural programs.” Premier Ewing admitted that the Government could have done much more because the funding is there, but the capacity to deliver all the projects is limited. In this regard he stated that there was a need for more resources within the Public Works department, to assist in the execution of projects. “Right now we have multiple projects running at parallel with limited staff to do it.” The Government is projected to spend millions this year to undertake work on roadways across the country.

“It has already rolled out several projects across the country, which included fixing a road network problem in Providenciales, by carrying out infrastructure works on Glass Shack Roads Phase one. “The scope of work involved in the $1 million project entailed the redesigning and resurfacing of the Paradise and Windward roadways, the construction of a roundabout at the junction of these roads, sidewalks, cycle paths and upgrades to the drainage systems.” Minister of Infrastructure, Housing and Planning, Amanda Misick said: “The Government is providing $6.17 million under its roads infrastructure push across the country. “The Ministry of Infrastructure, Housing and Planning, also undertook road repair work on several major roadways on North Caicos. Some $754,000 was allocated to start the redevelopment and surfacing work of the Belle Field Landing Road, inclusive of sidewalks, cycle paths and upgrades to the drainage system. Commencement is May 2016, to be completed by October 2016.” Misick noted that building quality infrastructure can change people’s lives, and it can also save lives. These projects will also provide significant opportunities for residents to be employed. This is a clear sign of progress, Misick added.

Wrightfully Fit to host 8th annual charity walk and run BY DAISY HANDFIELD HUNDREDS of residents and even visitors participate in an annual charity walk- and-run, organized by the Wrightfully Fit gym, in Providenciales. This year’s event is scheduled to take place on November 12, and the Turks and Caicos Islands Diabetic Association will be the beneficiary of the funds raised, for the second consecutive year. The initiative will commence at 6:15 pm at the gym’s Salt Mills’

branch, in Providenciales. One of the gym’s workers explained that the main reasons that they have decided to dedicate the funds to the Diabetic Association again is because they believe that diabetes is a serious problem in the Turks and Caicos Islands (TCI), and people are continuously dying from it. In previous interviews, John Wright, managing director for Wrightfully Fit, said that he enjoyed putting on this event because not only does it promote a healthy lifestyle, but it also gets corporations

involved. Wright has still not revealed the routes for initiative. However, the walk-and-run are 5km and 10km, and will begin and end at the gym’s Salt Mills branch. Those interested in participating can contact the gym’s main office on

941 3311. The Turks and Caicos Islands Diabetic Association was established in 2007 in an effort to increase diabetes awareness by showing how it can affect the community. Their goal is to help improve the lives of people living with diabetes

and educate people with diabetes, their families, friends and even caretakers. The Association holds meetings on the first Tuesday of every month in the Cheshire Hall Medical Centre hospital’s conference room, in Providenciales.

Celebrating TCI’s successes – Governor’s farewell praise for the Islands

The British Ambassador to Japan, Tim Hitchens, noted recently that leaving a Post can be both sad and challenging. Jill and I have experienced that with all our postings, and Turks and Caicos Islands is certainly no ex ception. I have been wondering how to “sign off”, and a radio interview I was asked to give this month may have provided an answer. The coanchor, Drexwell Seymour, of the Radio Turks and Caicos programme, “Financially Speaking”, invited me to join his programme for a farewell talk. I haven’t got a transcript, but a summary of his questions and my responses may be of wider interest. What Has Been Your Role as Governor?

First, as TCI remains from choice a monarchy, the Governor represents Her Majesty The Queen. One of the best examples of how this works is the annual opening of the House of Assembly when I am invited to give a “throne speech” setting out the priorities of the elected Government - although, as I explained to Drexwell, that speech is not mine, but the Government’s. In addition it is important for the Governor to be seen supporting important community events, like the opening of the High School on Long Bay, special church services for events like Heritage Month, Law Keepers, or Remembrance Sunday, and events for the less well–off, sick or elderly. I was delighted to have one of Grand Turk’s oldest residents, Billy Fulford, round for tea to mark the Queen’s 90th birthday, and to send a personal message to centenarian Alfred Stubbs on 17 September.

The Governor also has a responsibility to look after UK and international interests, for example ensuring that TCI abides by its commitments under law, and sharing with the Government a responsibility for our relations with regional neighbours like the Bahamas, Haiti and the Dominican Republic. In addition I try to ensure that domestic legislation and practice, for example in prisons and mental health, confirms as far as possible with accepted UK and international norms, as well as having an overall responsibility for security. Finally the Governor chairs the fortnightly sessions of Cabinet. Here decisions are normally reached by consensus, and only rarely is there a requirement, normally on financial grounds, to refer decisions to London. The Governor also has a responsibility, often shared with government, for appointments to a wide range of bodies like the Integrity and Human Rights Commissions, as well as their work. What is the Aim of the New National Security Council, and How Do you View Security in TCI?

The Police Commissioner proposed recently a National Security Council which the Premier and I co-chair. The aim is to discuss in a small group the country’s strategy towards security, including both domestic crime and illegal migration. An ordinance for the Council has just been agreed by Cabinet, and it also includes an Advisory Group including the opposition, business and community leaders. I hope there may be an opportunity to have a further meeting

before I leave. Compared to some of our neighbours we are in a better place on overall crime figures - I was told recently that Trinidad has had over 300 murders so far this year – but there is no room for complacency, and there are still too many murders and burglaries on island. I also remain unhappy that there are unsolved murders, including in Grand Turk as well as Provo, although the recent arrest in connection with the death of two women from the DR is a boost to police morale and public confidence. The more the public take the police into their confidence the better. We are never going to reduce crime, and arrest wrongdoers, if there is a reluctance to pass on information. How Do the Country’s Finances Compare to Three Years Ago, When You Arrived?

educating them. “We will also be meeting with civic groups, and we’re in the schools, and we’re going to youth fellowships to talk to persons there as well.” According to Premier Rufus Ewing, the Government dipped into its contingency fund to provide the necessary financial resources to procure the essential equipment, such as additional foggers. “Getting more manpower to provide fogging in Providenciales, North and Middle Caicos, the islands that have the highest index of mosquitoes.” Mosquito nets will also be procured and distributed throughout the islands.

The Zika virus has since been reported in 20 countries and territories in Latin America and the Caribbean from February 2014 to January 26, 2016. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI. Most persons with Zika are not aware that they have the illness and may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include mild fever, skin rash,

conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness. Zika virus can cause Microcephaly in the unborn foetus of a pregnant woman. Pregnant women should take special precautions to ensure that they are not bitten by mosquitoes. Extra special precautions should be taken when travelling to affected areas and countries. Persons are advised to adopt safer sexual practices e.g the use of condoms during sexual activity; this includes pregnant women for the duration of their pregnancy.

To turn around the country from a UK guaranteed loan of $260 million when TCI was bankrupt to consecutive budget surpluses of over $40 million a year on average is phenomenal. It’s not just me saying this – one of the world’s biggest ratings agency gave TCI a top notch rating which many countries crave. We should all celebrate this more than we do. What Have been the Highlights of Your and Your Wife’s Time in TCI?

Jill has become attached to seeing every week the juvenile prisoners. As a teacher of special needs, hopefully her time with them will help, at least at the margin, in their eventual rehabilitation into the community: and I believe they enjoy the cakes she brings, and the twice yearly visit to our home! Along with her other work with TCI charities, Jill’s annual Footseps4Good charity walk across TCI has been a fabulous way of meeting a cross section of the community in all the family islands as well as Grand Turk and Provo, especially from so many schools. It has generated well over $70,000 in the past two years for schools and local NGOs, and I hope there will be a big turnout for all the walks which begin in Grand Turk on 23 September, ending in Blue Haven, Provo, on 1 October. We are delighted that Waterloo Holdings have committed to keeping the walk going next year. From a professional point of view the highlight has been the turnaround in the economy, which was my number one goal when I came here. Another target was reaching out to business, and although not many major new developments have yet appeared, many are getting closer to fruition. And we ignore at our peril our existing developers like Parrot Cay, Amanyara, Grace Bay Club and the Hartling Group, whose

principal owners I’ve spent a good deal of time with over the last three years. I’m delighted to say they have all committed to significant new investments over the last two years, which is a major boost to our economy. I’m also optimistic that with the greater involvement of business with the public sector – for example with the ex-Finance Director of one of the UK’s top companies supporting our negotiations with Fortis and pushing the alternative energy agenda - Gilly Williams offering guidance to streamline work permits and Ken Adams our infrastructure planning – we will eventually see a more business and customer-friendly public sector. I have also been happy to watch the success of a number of new appointments during my term . The first female Chief Justice and Attorney General have made a big mark since they started, I’ve praised the energy and commitment of the Police Commissioner and Prison Superintendent, and businesspeople have described our new Financial Services Commissioner as a breath of fresh air. Although they are relatively new it is not too early for them to start considering succession planning, with I hope an increase in local employment: as we have done so successfully in the Governor’s Office, reducing the UK-based team from six when I arrived to just two. How Optimistic Are You for Turks and Caicos in the Next Five Years?

There should be nothing stopping these beautiful islands retaining and building on their reputation. We have secured a strong and robust place among Caribbean tourist destinations. The growth of our villa market in the past two years has also been especially noteworthy, and made a big impact on our revenue. So long as we preserve and protect the natural beauty of our environment, which is currently world class, don’t allow crime to increase, and build on our work to make this a fair, transparent and efficient place to do business, we should see further growth. Any backsliding in those areas – environment, crime or governance – and we could quickly topple from our high ratings. Above all it is to the youth of TCI that we must look for our future success. Having had meetings on several occasions with Olympian Delano Williams, and seen the pride the Cadets Corps take in their work and parades, I am confident that with Ambassadors for TCI like them the country can continue to prosper and thrive. I look forward to helping promote TCI wherever I travel, and coming back to see for myself its progress.

Gov’t needs to invest in proper lighting on South Dock Road – PDM Deputy Leader BY DAISY HANDFIELD SEAN Astwood, PDM deputy leader, blames poor lighting on South Dock road as a contributing factor to many accidents in the area. He explained that the South Dock Road is a highway and that the design of the road has a great deal of curves and valleys, which leads to the settling of water. The politician said: “There are also areas where bushes need to be cut back and there are drop offs in certain areas, so in its natural current design the road can be very dangerous. “I think that in addition to looking at how this road can be redesigned, a more immediate solution would be

proper lighting.” Mr Astwood made reference to the September 8 car collision, which led to the death of young couple, Martin Field Jr. and Correll Glinton. “While I cannot pinpoint that the tragic situation involving the couple is the cause of one particular issue, I can say with confidence that having the road properly lit would definitely aid in safe driving and safety on that road. “It is important for that road to be lit because in the past we have had situations where gravel would fall off of the big construction trucks, causing cars to slide. These are problems that have been happening over the years,” he said. He also reflected on the year 2012,

when the life of Nichelle Farrington, a local television journalist, was killed in a car collision on that same road. Astwood explained that just like the issues pertaining to Five Cays, he has been addressing the issue concerning insufficient lighting on South Dock Road, for many years. Early last year, Fortis TCI made mention of a project, which would have started on the Leeward Highway, in Providenciales, to remove all high pressure sodium lights and replacing them with lightemitting diode (LED) lights, which are brighter lights and are also more energy efficient. However, the pilot project has still

not been executed. Mr Astwood is appealing to the Government and to Fortis TCI to embark immediately on changing all the current lights to LED and to add additional lights to South Dock Road. He said: “It is extremely frustrating for me as the representative of that area, to continue making mention of this and to continue bringing it to the forefront for years, and to have something like this happened, possibly as a result of it [in reference to the recent fatality, involving the young couple]. “At the same time, I see no immediate action, or reaction. It is a real issue and it needs to be addressed immediately.”

Five families left homeless after devastating blaze BY DAISY HANDFIELD DONATIONS of clothing and bedding have been flooding in for the five families that were left homeless after a devastating fire in Snake Hill, Blue Hills, last Friday. The fire which started at about 7:15 pm in a wooden structure, soon engulfed four additional homes, leaving five families of about 20 people, completely homeless. The victims include Haitians and Dominican nationals, comprising eight adults and seven children between the ages of six months and eight years. Virginia Clerveaux, director for Disaster Management and Emergencies (DDME), said in an interview on Wednesday that shortly after the fire took place, DDME received some favorable and quick responses from many of their donor agencies, who provided the victims with food items. “Following the fire incident, we met with the fire victims and we obtained their needs and based on that we were able to liaise with our donors to try and get some basic relief items for those victims. “I would like to thank the first responders that assisted… “It reminds me that community service is still alive in the Turks and Caicos Islands. In a time of need, the community really galvanized together. They are not concerned about nationalities, or politics. Everybody just wanted to and

still want to assist. We have been receiving calls every day from different entities to make donations,” the director said. Dr Clerveaux explained that although many items were donated, the families are still in need of other basic essentials. She said: “We are working with our partner agencies to see what we can obtain to assist the victims.” She is asking those who would like to assist to contact DDME directly on 649-946-4521, or the Department of Social Development on 338 2684. The director explained that cash donations are not accepted by any of the mentioned entities, but through them those interested in helping could contact the victims and make the cash donations directly.

High blood pressure Hypertension, commonly known as high blood pressure, is a sustained increase in the pressure in the blood vessels. Three out of ten people who have high blood pressure don’t know, about seven out of every ten people don’t have their blood pressure under control. So if you have no idea what your blood pressure is ask your doctor to check it. If you have already been diagnosed, follow your doctor’s advice. The best advice is to follow a treatment of diet and exercise. Your doctor may have prescribed medication, and this is fine however, lifestyle efforts are truly essential. DIET AND LIFESTYLE DO’S AND DON’TS DO EAT THE FOLLOWING: • Fruit, especially watermelon, as it has been proven to help to lower blood pressure. • Leafy green vegetables • Legumes -Legumes refer to a class of vegetables that includes beans, peas and lentils. These vegetables are generally low in fat, cholesterol-free, and high in potassium, iron, fiber and protein. • Celery - Celery stalk salt content is low, and you also get fiber, magnesium and potassium to help regulate your blood pressure, as well. • Garlic - Garlic could help cut blood pressure by 10 per cent – but only if you take it in the form of tablets, claim scientists. • Fiber – flaxseed is an excellent source of fiber, ¼ cup ground flax with ½ cup soymilk, drink right away or it

will become thick and oily. • Potassium – found in bananas, potatoes, tomatoes, peaches, avocados, oranges • Calcium – spinach and broccoli • Magnesium – cooked dried beans and peas, dark green leafy vegetables, nuts, soybeans • Omega 3 fatty acids –Flaxseed, walnuts, soy products • A vegetarian diet with lots of fruits and vegetables is the best way to lower high blood pressure. If not make sure to minimize your intake of animal fat. · Live juices are very effective for lowering blood pressure – celery, carrot, beet, watermelon, citrus, parsley, spinach and cranberry. Take 6 stalks of celery, 2 carrots, and 1 apple and juice. This is only enough for one sitting, and you will need 4 eight ounce glasses of this mix per day. Have one before breakfast, one before lunch and the last two for supper. {Supper like a pauper} • Whole grains – brown rice, rolled oats, millet, barley etc. • Drink only distilled water • Rest is very important, so make certain you get sufficient sleep. At least 7 -8 hours nightly is recommended. It is also recommended that one get to bed at least by 9 p.m. the room should be dark and void of a television and radio. • Wait 4 1\2 - 5 hours in between each meal. • Eat 2 meals per day, Breakfast and Lunch. If you must have a third meal make it very light. Juice • Drink 7 – 8 glasses of water per

day. • Use Olive oil. It is a laxative and aids in digestion, and has many other health benefits. • Make sure your last full meal is not late. Preferably by 4 p.m. • Avoid sugar and foods with sugar. This slows the metabolism and suppresses the immune system. • Limit your intake of meats. Use non-meat products, peanut butter and nuts, to get your daily intake of protein. • Regular gentle exercise is very important for the success of your program. • Lose weight – just losing 10 pounds can help to significantly lower blood pressure. • Begin with a day of fasting, followed by three days in which only apples are eaten (raw, cooked, stewed, dried or frozen) at each of three meals. Apples have been found by Dr. B.S. Levin to have a beneficial effect on the blood pressure. After the three days of apples, for the following two days eat only fruit and salt-free, whole grain bread for breakfast, and vegetables and the salt-free bread for dinner. Eat only one apple for supper. (Omit supper if overweight). FASTING 3 DAYS EACH MONTH HELPS TO DETOX AND CLEANSE THE SYSTEM OF TOXINS. • Careful attention to proper clothing of the extremities is essential to calm the autonomic nervous system and to equalize the circulation. Cool skin

causes an alarm reaction in the autonomic nerves. Chilled tissues cause the blood to shunt from the extremities to the interior of the body where vital organs are congested and their function is made less efficient. Keep all skin warm except during active sweating for cooling. Check especially the hands and feet, the backs of the arms, and the sides of the thighs. Wear only clothing loose enough to move up and down freely. Adaptation to messages from the skin signaling chilling takes a large tax from nerve energy resources. • Avoid soft drinks like sodas, juice, make your own juice - carrot, celery. • Avoid salt. It retains water and causes blotting. Italian seasoning is salt free and enhances the flavor of food adequately • No snacking in between meals DON’TS • Caffeine drinks and foods with caffeine should be avoided at all cost • Alcohol • Spices – avoid cinnamon, nutmeg, mace and use in its place coriander and cardamom • Fermented {foods with vinegar} pickles, hot sauce, soy sauce should be avoided • AVOID ALL animal meats and meat products. • Cheese - a substance called tyrosine breaks down to tyramine, a chemical capable of constricting

blood vessels and causing headaches or an increase in blood pressure. It is well for all to leave off cheese for the sake of healthy blood vessel reactions. • Salt – no more than one-half to one teaspoon of salt per day. Baking soda and baking powder are also high in sodium, as well as being unhealthful in other ways. All baked goods using these substances should be avoided. After high blood pressure has developed, salt, baking soda, baking powder, most antacids, even toothpaste and all other sources of sodium may need to be eliminated for a time until the blood pressure is entirely normal and stable. Do not forget that sodium is in many overthe-counter and prescription drugs. Sodium is present in most antacids. • Free fats promote high blood pressure. Any fat that is added to your food, while cooking, is considered free fat. The blood vessels are apparently sensitive to fats and the entire cardiovascular system responds to their presence by maintaining greater tension. Remember any changes you plan to make should be first discussed with your doctor.

Supplements: do we need them? This is a question I am asked all the time. The answer needs to be made on an individual basis but I can tell you that very often the answer is yes. As many of us are seeking optimal health, supplementation becomes important to create the best internal environment. This is because nutritionally depleted foods and our modern lifestyle can lead to vitamin and mineral deficiencies. Digestive issues make it difficult for some individuals to absorb and utilize the food they eat. Some specific conditions have increased requirements for various nutrients. Finally at certain times in our life we may need extra support, such as during pregnancy or in old age. Now I must say right off the bat, not all supplements are made equal. Although there is a considerable lack of regulation of the supplement industry by groups such as the FDA (Food and Drug Administration of the United States), there are companies that are committed to providing pure, unadulterated (uncontaminated) products. These companies have their products undergo independent third party testing. There are many inexpensive brands and products on the market. These often do not contain the advertised quantities of

supplement or vitamins, and several have been found to contain traces of toxic substances. This is a multibillion dollar industry with huge profit incentives, so doing your homework on the company you are purchasing from is very important. You should be able to find the following on any company’s website: • What is their commitment to Quality Assurance? (Meaning, how do they guarantee the product has what it says it has on the label). • Is there third party testing, or do they test their own products?

(Third party testing eliminates the bias of wanting your product to pass the test). • Do they use “proprietary blends” or do they tell you exactly how much of each ingredient is in the mix? (proprietary blends are meant to protect the company’s “secret formula” but also allow them to contain very little of the most expensive part of the combination and a lot of the cheaper ingredient without being obvious about it. Brexit has had little effect on Caribbean tourism – Claims new CTO chairman THE Caribbean Tourism Organisation (CTO) says it has so far not recorded any decline in arrivals out of the United Kingdom since Britain voted to opt out of the European Union. Newly installed CTO chairman and Bahamas Tourism Minister Obie Wilchcombe told a news conference Friday that while the Caribbean was still monitoring the effects of Brexit, apart from the decline in value of the pound sterling, there was no other significant impact. “The truth is that the numbers seem to be going up. Now what happens in the future we will have to wait and see but so far people are still traveling, and tourism remains one of the most resilient industries in the world. “So we have not seen any decline thus far but obviously we are playing attention to it and continue to monitor,” he told reporters. Wilchcombe, who succeeds Barbados’s Minister Of Tourism and International Transport Richard Sealy, will serve a two-year term. It is his second stint as chairman, having previously been elected to the position in 2002. He said that a lot of work was being done on the Brexit issue as there has been an “excellent collaborative effort between CARICOM? and CTO and others to deal with the issue. COURT proceedings against Sandals Royal Bahamian and two of its senior executives brought by union officials were dropped by order of the Attorney-General on the day the Cable Beach resort terminated nearly 600 staffs to facilitate a $4m renovation programme, it has emerged. Allyson Maynard-Gibson gave a ‘nolle prosequi’ (no prosecution) direction to the Magistrate’s Court to discontinue the criminal action on August 15, a move which Obie Ferguson, the Trades Union Congress (TUC) president, described as adding “insult to injury”. Mr Ferguson said that the entire trade union movement was “very, very, very shocked” by Mrs Maynard-Gibson’s directive and accused the Government of betraying and deceiving the Bahamas Hotel, Maintenance and Allied Workers Union (BHMAWU), and all workers, by not being “up front” about its actions and intentions. He pointed out that while the TUC’s BHMAWU affiliate, and other

trade unions, have been engaged in talks with the Government for more than a month in a bid to resolve the Sandals situation and other matters, the ‘nolle prosequi’ was signed and dated August 15. Mr Ferguson said neither Prime Minister Perry Christie, nor Mrs Maynard-Gibson, had disclosed the ‘no prosecution’ directive’s existence despite meeting several times with the unions over the past five to six weeks. He added that the directive was only brought to light during court proceedings on Monday. The Attorney General’s directive to the court “authorises” and requires it to enter into its records that the proceedings against Sandals and two senior executives “be discontinued”. This halts the action launched against the resort, its general manager, Gary Williams, and financial controller, Fitzroy Walker, by five officers of the BHMAWU who had alleged that Sandals Royal Bahamian was in breach of the Industrial Relations Act by failing/refusing to “treat or enter into negotiations” with the union.

Cayman Islands police failure blamed for child sex abuse acquittals TWO Cayman Islands men accused of consistently sexually abusing a child in the family home have been acquitted after the judge pointed to the “gross incompetence” of the police investigation that undermined the evidence and prejudiced the defendants so much that he had no choice but to find the men not guilty on all counts. The two male relatives, who cannot be named for legal reasons, were accused of abusing the little girl from when she was as young as six or seven years old until she was around 12, when she revealed the abuse to an adult at her after-school club. The case was heard without a jury by visiting UK judge, Justice

Timothy Owen, who described it as a very “troubling case”. When he delivered his verdict via video link on Thursday, he made it clear that he did not think the child was lying. Although he rejected the defendants’ claims that the child had made up the allegations of abuse to escape her violent mother, he said the problems in the massive delay between the victim making the complaint and the case coming to court made it difficult for him to be sure to the required standard of the men’s guilt. Justice Owen was damning in his criticisms of the police investigation, which he described as incompetent. He made it clear it was the “inexplicable and inexcusable

delays”, the failure to interview relevant potential witnesses and the loss of important notes by the police that undermined the case. In the first unexplained delay, the police simply did nothing for some 18 months after the child gave video evidence. The judge said the “truly lamentable police response” after the child gave evidence meant that no witnesses in the house where the abuse took place were ever interviewed. As a result, there was no evidence to corroborate the child’s allegations, which were inconsistent and unspecified regarding times and places. While the child lived in a small five-bed family home with 15 relatives, “cheek by jowl”, during

the time period she claimed the abuse occurred, none of her other relatives there were ever questioned by the police. The two defendants were not interviewed until more than 18 months after the allegations for a brief period, and there was another delay of approximately a year before they were charged. As a result of pressures on the court timetable, the case was heard some four years after the child was first interviewed. The judge said he was left with no choice but to acquit due to those delays, as well as the missing notes, the lack of specific times and places regarding when the abuse occurred, inconsistencies in the young girl’s evidence at court compared with

her earlier interviews, and the fact that it was difficult for the accused men to properly answer the vague charges. He said that the defendants did not make an abuse of process application based on the delays in the case and the police mishandling, so no senior police witnesses ever appeared in court to explain the failures. During the case the court had heard harrowing allegations about the abuse the child suffered, not only at the hands of her male relatives but also the violence inflicted by her mother, who beat her after she made the report. The court also heard how the child and her siblings witnessed their parents having sex as they had all shared a room and beds.

Regional News Pastor threatens to hold ‘urgent mass meeting’ If CLICO debacle not solved THE management of CLICO (Bahamas) and the Christie administration have been warned to resolve the savings and investments debacle no later than this month, with a prominent pastor threatening to hold an “urgent mass meeting” with policyholders if one is not reached. Bishop Simeon Hall, pastor emeritus of New Covenant Baptist Church, said the “corporate sin” that is the CLICO (Bahamas) debacle, almost eight years since its inception, continues to have policyholders “languishing in uncertainty” as neither CLICO (Bahamas) nor government officials have indicated a possible end to the controversy. This is notwithstanding a previous promise by CLICO (Bahamas) officials that “financial bonds” would be distributed within a “few months” after March, when a collective $16m payout was issued to victims, Bishop Hall said. Thus, Bishop Hall said if “nothing concrete” takes place by the end of this month, he is prepared to summon CLICO (Bahamas’) former policyholders in an attempt to “channel all that energy or frustration into what we can do to get this thing to be resolved”. Bahamian held in US for attempted smuggling of immigrants A BAHAMIAN is being held in US custody for the attempted smuggling of over a dozen illegal immigrants from the Bahamas into the United States. According to Bahamas Immigration officials, the Bahamian is suspected of captaining a go-fast vessel that departed from Bimini with 15 illegal immigrants of mixed nationality - two Haitians, two Dominicans and 11 Ecuadorians. The vessel was intercepted by the US Coast Guard about 36 miles off Hallandale Beach, Florida, on Wednesday. Immigration officer Napthali Cooper reported that the two Haitians - a man and woman were brought to Freeport, Grand Bahama, and turned over to Bahamian authorities.

The Dominicans and Ecuadorians are expected to be deported from the US to their respective countries of origin. Mr Cooper said the Haitians will be flown to New Providence, where they will be kept at the Detention Centre to await repatriation. In a separate incident, the US Coast Guard was also expected to turn over to Bahamian authorities 10 migrants who were intercepted at sea in Bahamian waters. Mr Cooper reported that the USCG Cutter was expected to arrive at Lucayan Harbour around 6pm on Friday. This week 47 Cuban migrants were intercepted by the US Coast Guard near Cay Sal Bank and brought to Freeport. The group was flown to New Providence for detention. (Tribune242)

Clinton emails reveal more ‘shenanigans’ in Haiti IN an article entitled “More Clinton shenanigans in Haiti”, Mary Anastasia O’Grady writing in the Wall Street Journal has reported that on January 27, 2011, Clinton Foundation chief operating officer Laura Graham sent an email to thenSecretary of State Hillary Clinton’s chief of staff Cheryl Mills, voicing concern about a rumour that the State Department was thinking about revoking the US visa of then Haitian Prime Minister Jean Max Bellerive. “Wjc will be v unhappy if that’s the case,” Graham warned Mills, using the initials of former president William Jefferson Clinton. Clinton Foundation staff therefore used connections at the State Department to try to influence US policy decisions involving a powerful Haitian politician. “That’s unethical and it is also contrary to what Mrs Clinton promised when she went before the Senate Foreign Relations Committee in January 2009 as president-elect Barack Obama’s secretary of state nominee,” O’Grady wrote. Back then she boasted that the foundation and the incoming administration “decided to go beyond what the law and the ethics rules call for to address even the appearance of conflict” of interest with a “memorandum of understanding” to “address potential concerns” and ensure transparency. However, a string of State Department emails from January

2011 -- made public through a Freedom of Information Act (FOIA) request by Citizens United -- demonstrates that Clinton’s State Department did not separate itself from the Clinton Foundation but instead collaborated with it. The US did not revoke Bellerive’s visa, and it is not clear whether the State Department contemplated doing so. Bellerive was an important Bill Clinton ally. After the January 2010 earthquake, he worked with the State Department and inside the Haitian parliament to pass emergency legislation that created the Interim Haiti Recovery Commission (IHRC). He and Clinton became its co-chairmen. “Perhaps if former Saint Lucia minister Richard Frederick had donated money to the Clinton Foundation instead of resorting to the courts, he would have stood a better chance of resolving his own visa revocation issues,” said regional commentator Melanius Alphonse. According to reliable sources, some Clinton era State Department emails exist that contain extremely disparaging comments, including racial slurs, about Frederick and his sister, attorney at law Lydia Faisal. Meanwhile, the Daily Caller reported that the former Senate president of Haiti, Bernard Sansaricq, told a crowd of Donald Trump supporters last Friday that Bill Clinton once tried to bribe him. Speaking at a Trump campaign event in Little Haiti in Miami, Sansaricq said that he became president of the Senate in 1994, a year during which the Clinton presidency attempted to oust the oppressive military regime in Haiti by threat of invasion. Sansaricq said that in order to try to “appease” him at the time, Clinton sent Bill Richardson, a former US Representative of New Mexico. Sansaricq said he spoke with Richardson for four hours during the visit in an attempt to persuade him not to invade Haiti, asking him to “take the message back to President Clinton.”

Sir Duncan: Johnson didn’t want Brexit win BORIS Johnson only campaigned to leave the EU to set himself up as the next Conservative leader, Sir Alan Duncan said the day before June’s referendum. Sir Alan said he believed the now foreign secretary, who is his current boss, wanted to lose narrowly and be the “heir apparent” to David Cameron. The foreign minister’s comments were made in a BBC Two documentary. Mr Johnson has said the UK will be better off outside the European Union. In his first interview after becoming foreign secretary he said: “There is a huge opportunity and... I have been very struck by how excited and how positive people here are about the opportunities for Britain.” The UK voted by 52% to 48% to end its membership of the bloc in a referendum on 23 June. In a behind-the-scenes documentary, Brexit: A Very British Coup?, Sir Alan - then a backbench MP but now a minister in Mr Johnson’s Foreign Office - predicted the result would be 52% for Remain and 48% for Leave. Charlotte shooting: State of emergency amid protests NORTH Carolina’s governor has declared a state of emergency in the city of Charlotte, after violence erupted during a second night of protests over the police killing of a black man. Keith Lamont Scott was shot dead by a black officer on Tuesday. One protester remains in a critical condition after a “civilian on civilian” shooting, police said. Nine protesters were also injured while police arrested 44 people, according to the police chief. Charlotte-Mecklenburg Police Chief Kerr Putney said arrests charges included looting, failure to disperse and assault. Five officers also required medical care, including two for minor eye injuries, he added. Mr Scott was the third black man killed by US police in a week. Such shootings have sparked nationwide protests. Riot police in Charlotte used

tear gas as they faced hundreds of protesters. The local police department said four officers were injured. Earlier North Carolina Governor Pat McCrory said he had “initiated efforts” to deploy the national guard and highway patrol to help deal with the protests. “Any violence directed toward our citizens or police officers or destruction of property should not be tolerated,” he said. Terminally ill US couple die days apart A young US married couple who bonded through their shared struggles with cystic fibrosis have both died within days of each other. Katie Prager, 26, died in Kentucky on Thursday, five days after the death of her husband, Dalton Prager, 25. Katie died in bed on Thursday morning, her mother said wrote on Facebook. “I know Dalton was waiting with open arms, as well as both her grandmothers and a host of family and friends that have gone before her,” she wrote. Dalton had tried desperately but was unable to travel to Kentucky to see Katie one last time before his death. “He has tried so many times and he has tried so hard. Unfortunately his body is not agreeing with what he wants to do,” his mother Renee Prager told the St Louis PostDispatch. The couple raised money for their treatment, and wrote extensively about their difficult experiences. Lamenting how he and his wife were treated by health insurance companies,Dalton wrote: “They are turning my wife into a number, a statistic, a dollar sign. I cannot lose her! This can’t be the end of our love story!

FOUR crew members were arrested Thursday after a boat believed to be carrying 450 migrants capsized off the Egyptian coast, according to state-run Nile TV. The men were detained on possible charges of “human trafficking and involuntary manslaughter.” One of them is the owner of the vessel. Hundreds of migrants are feared dead after Wednesday’s sinking, with just 163 people rescued and 43 bodies recovered, the country’s military said in a statement. The boat had set off from Egypt and was heading for Italy when it was found 12 nautical miles northeast of the town of Rashid -- also known as Rosetta -- in El Beheira Governorate on Wednesday afternoon. Initial estimates had put the number of people on board at 600. Mahmoud Aly spent Wednesday going between hospitals along the coast. His brother and cousin were on the boat. He told CNN his cousin was rescued but his 24-year-old brother is missing. “The boat had more people than it could take. It’s a wooden boat,” he said. He said his family would spend the night on the beach waiting for boats to resume the search and rescue efforts at daylight. “We saw the last boat after sunset. Seven people were on board.”

More than a million people watched it, and she became the subject of jokes and abuse. Tiziana killed herself in her aunt’s home in Mugnano near Naples on Tuesday. Local prosecutors have opened an investigation into her death, which came more than a year after the video was circulated on Facebook, WhatsApp and other social media. The four men are being investigated for defamation. After the video went viral, Tiziana left her job, moved to Tuscany and was in the process of changing her name, but the story kept following her. Angelina Jolie filed for divorce from Pitt earlier this week, and it was his conduct with their six children that was the final straw, the gossip website reported. Sources told TMZ that the “Fight Club” star allegedly was drunk or high and raised his voice while on a private jet with Jolie and the children last week. The gossip website referred to Pitt as being “wasted.” The L.A. County Dept. of Children and Family Services and the LAPD are looking into his behaviour, TMZ reported. He also may have gotten physical with the children, according to the report.

An official with the LAPD told the Daily News on Thursday that there is not an investigation into Pitt, but the DCFS confirmed to KTLA that they are looking into abuse claims. Rapper Shawty Lo dies in car crash at age 40 RAPPER Shawty Lo, known for his song “Dey Know” and an abandoned reality TV show about the mothers of his 11 children, died Wednesday after a car crash in Atlanta, his manager told a local radio station. He was 40 years old. The Fulton County Medical Examiner’s Office confirmed his death to CNN. The official cause of death is pending. Born Carlos Walker, the Jonesboro, Georgia, native was a founding member of the group D4L, whose song “Laffy Taffy” peaked at No. 1 on the Billboard 100 chart in 2006. The song made it into the Guinness Book of World Records in 2007 as the most downloaded song. It was one of the biggest hits in the hip hop sub-genre known as “snap” music. In a 2015 interview with radio

station Streetz 103.3, Walker said he was in prison at the time his group was enjoying its chart success. “I was facing 20 to 40 years on three different cases,” he said. “I got a year on each case and all of them got ran concurrent. I came home to my group heating up to ‘Laffy Taffy’ in the streets.” Walker said during the interview that he was dealing drugs at the time and invested his money in his music. His grandmother’s death when Walker was 17 left him on his own and he turned to the streets. “When I was at the end of the dope game, that’s when I became about the music because this was the only thing that was going to keep me living the lifestyle that I’m living,” Walker said. In 2008 he released a solo single, “Dey Know,” which helped him win the “Rookie of the Year” award at the

BET Hip Hop Awards the same year. The Atlanta Journal-Constitution reported that the car crash involved a white Audi that “went over a guardrail, hit two trees and burst into flames.” Two women in the car were taken to a hospital, the newspaper said. Hours before the crash, photos posted on Walker’s verified Instagram page showed him partying at a local strip club. Known as the “King of Bankhead” (though that title led to a dispute as many fans believe that fellow rapper and Bankhead neighbor T.I. held that title) for his affiliation and love for the Atlanta neighborhood, Walker was embraced by the industry. Radcliffe explained that he also believed it was difficult for gay actors to come out publicly out of

fear of being typecast. “I suppose then people just want to cast you as gay,” he said. Iron Maiden go to war with ticket touts ROCK band Iron Maiden are introducing a series of measures, including paperless tickets, in an effort to combat touts on their forthcoming UK tour. It means that fans will not receive printed tickets - but will have to present photo ID and a credit card when they arrive at the venue. The band say they hope it will stop tickets changing hands for “ludicrously inflated” prices on resale websites. They join the likes of One Direction and The Pixies in addressing the issue. “We do not want our fans being ripped off either by counterfeit tickets or through costly mark-ups on so-called secondary ticketing websites,” said Iron Maiden’s

manager Rod Smallwood. “These problems now affect the UK more than any other country outside of the USA.” He said paperless ticketing had helped combat touts on Iron Maiden’s recent North American tours. The band are also employing other measures to prevent fraud. A limit of four tickets per person has been set, and a dedicated team will monitor transactions for suspicious activity. Tickets found to have been bought by touts will be retrospectively cancelled and put back on sale, the band added. Burley wins Player of the Year trophy

TEENAGER Raymond Burey was elated on Saturday night when he was named the Provo Premier League (PPL) Player of the Year. The AFC Academy forward, who also won the Golden Boot, told the Weekly News: “It’s a very wonderful feeling; all the hard work that me, my teammates and my coaches did have paid off.” The 19-year-old who played in his first league after moving from Jamaica was the leading goal scorer with 23 successful strikes. The Coach of the Year award went to Oliver Smith after he led the young AFC Academy team to wins in both the Gilley’s Enterprises Provo Premier League and the Turks Head Cup. Smith, who also serves as a second VP in the TCIFA said his players focused on the team. “They shelved any quest for individual glory and focussed on the team…. It (the award) says more to the work attitude, dedication, commitment and application of the players and less about me.” Along with the goal scorer Burley, Smith also praised Jepthe Francois, who he said was outstanding in central defence (his first time in that position) and midfielder Ledson Jerome who was labelled as “one of our better and most consistent players throughout the season”.

Roman Catholic and Jericho to battle in softball finals THE best-in-five championships series in the Church Co-ed Softball League will pitch off on Saturday afternoon at the Downtown Ball Park between defending champions Roman Catholic and former champions Jericho Baptist Church. Roman Catholic finished the preliminary round just ahead of Jericho; while in the first round of the best-in-three playoffs both teams dominated their opponents. Roman defeated Global United 11-0 and 9-6 in their series, while Jericho defeated Bethany Baptist Church 7-5 and 21-10. In their last semi-final clash Jericho dominated the fourth and the fifth innings scoring a combined 13 runs. The AFC Academy won both titles this year.

Paul Nevers won the most improved official award.
