Masks to be worn for the rest of the year, 8pm curfew extended BY OLIVIA ROSE RESIDENTS in the TCI will be required to wear face coverings or masks in public spaces until the end of the year. Minister of Health Hon. Edwin Astwood made the announcement earlier this week when he updated the nation on new and revised Covid-19 measures. Speaking at a press briefing on Monday (September 28), Astwood said the Government has extended the nationwide rule requiring face masks in public and associated enforcement. According to the Centre for Disease Control (CDC), wearing a mask prevents respiratory droplets of Covid-19 from escaping into the air, spreading the respiratory illness. The recommendation to don a face covering is based on what is currently known about the role respiratory droplets play in the spread of the virus that causes Covid-19. Covid-19 spreads mainly among people who are in close contact with one another - within about six feet. So, the use of masks is
particularly important in settings where social distancing is difficult to maintain. The Government has also extended the 8pm to 5am curfew for all islands from September 30 at 5am to October 14 with the exception of essential workers. Businesses must close at 7pm. Astwood said churches and other religious places of worship will be allowed to host not more than 30 percent occupancy. In keeping with these adjustments, funerals services will not be allowed to host more than 30 percent of occupancy capacity. They must be held outdoors from September 30 to October 14 with all Covid-19 measures being adhered to. “Restrictions on domestic travel will remain in place from September 30 to October 14,” Astwood added. “An adjustment to provisions - schools to remain closed with allowance given to fourth and fifth form students to attend in classroom settings adhering to all Covid-19 protocols. “Visiting military aircrafts and vessels, those not already cleared through the TCI portal must obtain

the approval by the CMO.” The provisions for restaurants and bars were also adjusted starting September 30 to October 14. Restaurants and bars will have a limit on patrons and customers of not more than 30 percent of occupancy capacity which also must be verified by the Environmental Health Department. “Restrictions on social gatherings minor adjustment, from September 30 to October 14, no person shall host or attend any social activity of any description
including weddings, or a gathering with more than 25 persons on all islands that is an increase from 10 up to 25. “Public beaches - no more than six persons outside the same household, airports and seaports to remain open for international travel.” Astwood said the Government will continue to monitor, review and keep up to date with new and emerging science relating to Covid-19 to provide the public with the safest possible living and
working environment. “We will continue to do our best at balancing the protection of lives versus the protection of livelihoods,” he said. “Your Government will continue to base decisions following firstly the health indicators, followed by the social and then the economic indicators, we will follow the science both the natural science and the social sciences. “What we will not do is to be like others and make Covid-19 follow the political science.”

A BILL that introduces for the first time an unemployment insurance programme has been taken to the House of Assembly. On Tuesday (September 30), Premier Sharlene Cartwright Robinson read the National Insurance (Amendment) Bill 2020 into the record of the national assembly for the first time. The bill was first approved by Cabinet on September 9, and announced by the premier during an address to the nation on September 14. The introduction of the bill is in response to the significant increase in unemployment due
to the Covid-19 pandemic. Hundreds of businesses have been forced to close temporarily or close operations altogether, leaving countless people without jobs. The NIB and the Ministry of Finance came together to propose to Cabinet that a temporary unemployment assistance benefit fund, to the tune of $4.2 million, should be established. Contributors would need a minimum of 250 or five years of contributions with NIB, with special provisions for Turks and Caicos Islanders and PRC holders. Applicants must either have been laid-off or terminated as
a result of the effects of the Covid-19 pandemic. The proposed benefit rate is 50 percent of the individual’s average weekly insurable earnings and is payable for an initial period of eight weeks or until the exhaustion of the $4.2 million. This money is set to be paid out before the end of this year. The fund is estimated to assist up to 2,200 insured persons. The Government is also seeking to establish a permanent unemployment benefit. The implementation of which will take place in April 2022, and which will necessitate an increase in the contribution rate.

TCI luxury brand fares well amid Covid-19 BY DELANA ISLES EVEN in the height of the coronavirus pandemic, the Turks and Caicos Islands’ luxury brand continues to fare well. It would appear that the hashtag #dontcancelpostpone, which started trending on social media when the territory went into lockdown in March, resonated with a fair number of visitors. The Tourist Board and the Ministry of Tourism confirmed that the industry as a whole has “fared moderately” since the re-opening of borders to international visitors on July 22. “The current rebound is primarily in the luxury accommodation market,” Tourist Board director Pamela Ewing told Weekly News in the joint statement. “This is also evident in the number of private jets coming to the islands.” She continued: “We are now in the traditional off-peak season for the industry where we typically experience lower accommodation occupancy levels and modified airlift schedules into the TCI.” But, she added that they are confident that the current marketing initiatives being undertaken by the Tourist Board will produce favourable results for the upcoming winter season. announced that it is taking a global approach to revamping the industry by changing its marketing strategy. These initiatives include print and online advertising in major source markets, an enhanced public relations strategy and greater stakeholder engagement and partnerships. However, overall tourism has taken a hit, even during the last annual peak season. “Our annual peak tourism season was adversely impacted by the Covid-19 pandemic. “While borders have begun to open throughout the region,
research suggests that international travel is one of the slower recovery areas as a result of Covid-19,” the board said. But the tourism bodies are encouraged by the numbers the TCI has recorded, over the past couple of months. “Considering the current challenges faced by the travel and tourism industry globally, we are encouraged by the arrival numbers we are seeing coming to the destination as we delicately balance health and safety protocols and the vitality of our number one industry,” Ewing stated.

Shortly after the territory reopened in July, the KardashianJenners were among the first to jet off to Providenciales - a regular year round occurrence for them. Other notables included American rappers Ludacris, DJ Khaled, Fat Joe and others - and these are just the ones who posted their pandemic getaways online. As a luxury brand, the offerings
of the TCI are seen as a private, island getaway from the fastpaced lifestyle of the world’s top metropolis. A place where countless celebrities come to find peace away from their famous lives. The tourist board revealed that from July 22 up to September 23, 12,676 visitors and resident travel authorisation applications have been processed through the portal. A breakdown of how many of this figure accounted for tourists was not readily available as the board reported that it does not yet have figures for this quarter. In 2019, the TCI welcomed a total of 1,598,557 visitors. This was a nine percent increase of arrivals overall when compared to the previous year’s record breaking figures. These arrivals compose of 486,739 stopover arrivals and 1,111,818 from the cruise industry. Last year, the territory also saw increases in arrivals from its major source markets. The American market maintained its dominant share of total arrivals, accounting for 82 percent of the destination’s land based arrivals. While, Canada followed by Europe accounted for nine and four percent of stopover arrival shares respectively.
TCI Assured is a success, says tourism ministry SINCE the online travel portal for visitors was launched in July, thousands of people have successfully submitted applications to travel through it, according to the Ministry of Tourism. The TCI Assured travel authorisation portal is a risk mitigation tool, developed to reduce the risk of importation of Covid-19 positive cases into the territory. From its launch on July 22 to September 24, a total of 12,842 applications from visitors and residents have been processed, the Ministry of Tourism announced on September 26. In a press release Permanent Secretary Cheryl Ann Jones said: “Since the launch, we have received generally favourable
responses to the portal. “Our team is working tirelessly to ensure that the guest’s experience is seamless and sets a positive tone for their vacation to our ‘beautiful by nature’ destination.” The Public and Environmental Health (Covid-19) (Arriving Passengers Health Clearance) (No. 3) Regulations 2020 states that it is mandatory that every resident and visitor intending to travel to the TCI registers through the portal in order to receive authorisation. Minister of Tourism Hon. Ralph Higgs said: “We look forward to continuing to safely welcome visitors to the shores of the Turks and Caicos Islands. “The health and wellbeing of our visitors and residents is
paramount and as a Government the portal is just one component of our strategy to mitigate the Covid-19 pandemic.” The TCI Assured portal is time sensitive and as a result access is granted five days before travel date and not before. A Covid-19 PCR test must be completed five days prior to the intended date of arrival into the country by all travellers - visitors and residents alike. At this time, the Ministry of Tourism is not accepting Covid-19 antigen tests, rapid tests, home test kits or antibody tests. Residents should not have Covid-19 PCR tests taken in the TCI prior to travel for re-entry into the country. Travellers under the age of
10 are exempt from having to complete Covid-19 PCR test. Visitors and non-residents must provide proof of health insurance that would cover Covid-19 related illness to include hospitalisation, doctors’ visits, quarantine, prescriptions and medical evacuation. A copy of insurance summary/ policy page must be uploaded to the portal. Residents must have valid NHIP numbers included onto their application. TCI Assured applications should only be completed on receipt of Covid-19 test result and insurance policy/summary page for upload to the portal and not before. A separate application must be completed for each traveller,
infants and babies included. Applications must be completed and submitted to the portal 24 hours prior to departure. Travellers must have either a soft or hard copy of the TCI Assured certificate to present to the airline for boarding. They must also have a soft or hard copy of their Covid-19 PCR test results on entry into the TCI for presentation to health officials. It is recommended that visitors and residents review the requirements before making travel arrangements by visiting the TCI Tourist Board’s website. TCI headed to recession, premier says BY OLIVIA ROSE THE TCI is heading towards a Covid-19 induced recession, but Premier Sharlene Cartwright Robinson said the Government is prepared to meet any such challenge “head on”. Speaking at a press conference on September 10, the premier said the shutting down of the economy, which was a necessary decision, had severe consequences for the TCI. The lockdown, which lasted for almost four months, saw businesses lose markets, people lose income, and communities socially displaced, the premier said. The trigger point for a recession is usually two consecutive quarters of negative growth. “All indications are that, despite having to go on lockdown at the end of March, the country experienced economic growth in the first quarter of this year,” she said. “The second quarter, undoubtedly because of the necessary restrictions which had to be imposed, saw minimal activity. “And even though the level of activity in this quarter was more than the activity in the second quarter, when compared with the level of activity during the third quarter of last year, we are heading towards a second quarter of negative growth. “Hence we can conclude that this economy is heading towards a recession.” However, she stressed that “a period of challenge does not equate to a recession” and said she and the Government will “meet every challenge head on”. The premier said by taking drastic measures initially, including the virtual shutting down of the economy, the Government ensured a level of national economic stabilisation. “During that period, our goal was

to keep the spread of the virus to a bare, manageable minimum, to boost our health management and health care capacities, and to ensure that the system was not over-run by massive infection. We have managed to do so successfully. “Then, with the gradual opening up of the economy and the relaxing of some of the restrictive measures, we moved to the consolidation stage. “We were always clear that the sacrifices everyone in this nation had made must count for something – and that we must steady national economic life and return it to a place where, in the coming months, we could turn our attention to growth.”

In December 2019, economic activity in the TCI was forecast to expand by 5.4 percent in 2020. However, as a result of the pandemic economic activity is now forecast to contract significantly. The premier further explained that each sector of the economy that is forecast to have a growth reduction will be further affected by the curfew and working limitations which had to be implemented to save lives, as well as by the global economic recession. She said the combination of policies such as lockdowns, social distancing and quarantines, has triggered and implies a slowdown or even a complete stop in production and consumption of activities for an uncertain period of time. “The harsh reality is that even if the TCI is able to safely remove the travel and other restrictions, tourism
will continue to be affected as the world is currently in a recession.” MAINSTAY INDUSTRY Turning her attention to the hotel and restaurant sector which contributes about 40 percent of the TCI’s real GDP, the premier said it is forecast to contract by 53 percent in 2020. “Given the complexity of tourism consumption, its economic impact is felt widely in other sectors,” she said. “Because of its interdependence with other sectors of the economy, the economic impact of the fallout of this sector will be widely felt throughout the whole economy.” She explained that with this sector screeching to a standstill, the repercussions are significant. “The abrupt halt to tourism…will result in overall economic activity
Woman deported after harbouring illegal migrants A HAITIAN-born woman who had lived in the TCI for several years was deported on Monday (September 28) after being found guilty of sheltering two illegal migrants. On March 14, Neltha JeanFrancois Hosse was taken before the Providenciales Magistrate Court to answer to harbouring charges. She pleaded guilty to two offences and was fined $1,000 for each, to be paid in seven days by March 21 or face imprisonment. The court also recommended
deportation and explained to Hosse the right to appeal. On September 11, she was issued with a deportation order and subsequently sent back to Haiti. On Wednesday, the Ministry of Immigration, Citizenship, Labour and Employment Services warned that it is an offence to harbour an illegal migrant. Anyone found to be in contravention of the Immigration Ordinance is liable on summary conviction to a fine of $20,000 or to imprisonment for a term of four years, or to both.
falling by 26.8 percent this year.” The premier added: “Rising fears surrounding Covid-19 in both the TCI and the source markets have led to a number of potential visitors cancelling their travel plans. “And, as the pandemic spread, flights into the islands from the main source markets ceased in the latter part of March. “This resulted in the closure of most hotels and restaurants and led to the last month of the winter tourism season being lost.” She said it also had an adverse effect on real estate rentals, transportation services, car rentals and personal services among other things Meanwhile, a number of major properties have been closed since March and will remain closed until, in some cases, as late as October. In an effort to address the economic fallout resulting from the pandemic, the Government has reclassified $5 million of the $25 million in stimulus grants that were appropriated in April. A total of $4.5 million will be made available in direct assistance to employees that would have been impacted during the national lockdown in TCI during the period March to June. These individuals be given a oneoff payment of $600. According to a recent study conducted by visa service provider ESTA, the TCI suffered the sharpest blow to its GDP compared to other tourism-dependent nations in the world. It amounted to some 9.2 percent or about $94 million, making it the country most affected by GDP loss globally.
Dreadlocked gunman robs laundromat A LONE gunman stole cash from a laundromat in the Lower Bight, Providenciales, on Saturday (September 26). According to the police press office, the dreadlocked man was wearing a darkcoloured shirt and had a blue shirt covering his face. At about 3pm he entered the laundromat and demanded money from an employee before escaping with a quantity of cash on foot. No shots were fired or injuries reported in this incident. TCI in talks to be exempt from New York quarantine BY DELANA ISLES THE GOVERNMENT is in contact with the office of New York State governor Andrew Cuomo to have the TCI placed on the state’s quarantine exemption list. On Monday (September 28), Cuomo signed an executive order reminding international travellers entering the state from level two and three countries, including the TCI, to quarantine. They must also fill out the New York State Department of Health traveller health form to further prevent the spread of Covid-19. Since March, New York State has required a mandatory 14-day quarantine for anyone entering from a level two or three country which makes up all but 31 countries around the globe. In August, the Centres for Disease Control and Prevention (CDC) designated the TCI as a level three country for the coronavirus outbreak. A level three country is one in which persons are to avoid nonessential travel. In signing the order, Cuomo said: “The CDC decision to end enhanced screening at airports, coupled with alarming case increases in countries around the world, presents an increased threat to New York’s progress in the war against Covid-19.” He added: “Today’s executive order will require the Department of Health to alert all travellers from any level two or level three country of mandatory quarantine requirements, as well as require international travellers to complete the DOH Traveller Health Form to aid in the state’s robust contact tracing efforts and further prevent the spread of Covid-19.” The Weekly News reached out to Minister of Tourism Hon. Ralph Higgs on Thursday, to find out what impact this can have on the territory. He was quick to point out that the TCI is not blacklisted, as has been reported in some quarters. “We have reached out to the governor’s office and we are pursuing a dialogue with them which we hope will see the TCI being added to the list of countries that are exempted,” he stated. The success of this dialogue will require a continued drop in Covid-19 cases within the territory, the minister explained. “Obviously, that would require continued downward movement in our numbers of positive cases and... I would like to take this

Questioned as to whether this position taken by New York will affect tourism, particularly with the upcoming start of the high season, the minister said it definitely will. “Undoubtedly it will affect tourism in the region. “New York, the eastern

seaboard, is the one of the major gateways and source markets for the Caribbean, including TCI, so it would have implications on TCI tourism.” But the minister is confident that ways will be found to work around this inconvenience. “New Yorkers like TCI, they patronise Turks and Caicos and I am sure many of them will find ways to continue to visit Turks and Caicos. “However, it is a major gateway like the international airports, so it would have implications. “Again we strengthen our appeal to Turks and Caicos Islanders and
residents to do their part to help us suppress these numbers.” Thirty-one countries are currently not subjected to governor Cuomo’s executive order. They are American Samoa, Anguilla, Bonaire, Brunei, Cambodia, Cayman Islands, Dominica, Falkland Islands, Fiji, Guernsey, Greenland, Grenada, Isle of Man, Laos, Macau SAR, Marshall Islands, Mauritius, Micronesia, Montserrat, New Caledonia, New Zealand, Palau, Saba, St Barthelemy, St Kitts and Nevis, St Lucia, St Pierre and Miquelon, Sint Eustatius, Taiwan, Thailand and Timor-Leste.
The executive order builds on the travel advisory that is already in place for US states with a significant number of coronavirus cases. That list currently includes 29 states and territories. The advisory requires individuals who have travelled to New York from areas with significant community spread to quarantine for 14 days on return. The quarantine applies to any person arriving from an area with a positive test rate higher than 10 per 100,000 residents over a seven-day rolling average or an area with a 10 percent or higher positivity rate over a seven-day rolling average.
Five charged with overstaying in TCI FIVE foreign nationals have been ordered to leave the TCI after remaining in the territory beyond their permitted time. The Enforcement Unit within the Immigration Department arrested and charged four Dominicans and one Columbian national. They were taken before the Magistrate’s Court where they pleaded guilty. The Government has not yet released the dates of the court appearances. The court recommended deportation for three in addition to a fine. The other two were given seven days to leave the territory. Their names will be added to the TCI Stop List. On Wednesday (September 30), the Ministry of Immigration, Citizenship, Labour and
Employment Services warned it is an offence to overstay in the TCI. Anyone found to be in contravention of the Immigration Ordinance is liable on summary conviction to a fine of $10,000 or to imprisonment for a term of two years, or to both. If the offence is a continuing one, to a further fine not exceeding $100 for every day or part of a day on which the offence has continued. Hon. Vaden Delroy Williams, Minister of Immigration, Citizenship, Labour and Employment Services, spoke about staying in the TCI legally. He said: “…permits are authorised by the director of immigrations, the board or commissioner of labour for
persons to reside or engage in gainful occupations.” The minster stressed that these permits are issued with conditions or restrictions set out. “I want to make it clear, that if you fall within any of the following categories, please leave the Turks and Caicos Islands as soon as possible or face the consequences of your actions.” These categories are those whose work permit has expired and the current employer does not intend to renew, and those whose work permit has been cancelled. Also those who are currently unemployed and will be unemployed for several months after the curfew has been lifted, those who have an expired
temporary work permit. And finally, those whose visitor’s visa has expired. During 2019, a total of 103 cases were taken before the courts by the Enforcement Unit compared with 77 cases in 2018. The prime responsibility of the Enforcement Unit is to increase compliance with the TCI’s immigration laws. Through its enforcement operations, the unit is responsible for the investigation, detection and prosecution of immigration offenders and breaches of the law. It continues to partner with the Royal TCI Police Force, Customs Department, Planning Department, Business Licence and the Department of Employment.

Hilly Ewing laid to rest in Blue Hills BY OLIVIA ROSE HILLY Arthur Ewing - a legend, a true patriot and a man who served God, his family and his country with excellence, has been laid to rest. On Wednesday (September 30), family, friends, local dignitaries and constituents gathered to say their last goodbyes to the former deputy premier who peacefully passed away on May 26. A public funeral was held for the statesman at the Ewing homestead on Bay Road, Blue Hills, Providenciales. The service, which got underway at 10.40 am, commenced with a sailboat salute from his fellow seamen, followed by a silent salute by officers of the Royal TCI Police Force to honour the life of a long-time public servant. Members of the Turks and Caicos Pathfinders group placed a country and church flag on Hon. Ewing’s casket which was at the front of a stage erected on the
Blue Hills beach. The service proceeded with the reading of several scriptures by officiating pastors, Steve Cornwall, Dr Peter Kerr, Roy Lindsay and Elder Michael Dean. The life and legacy of Hilly Ewing, who was often credited for his role in ushering in an era of growth and development in the TCI, was celebrated by his children, friends and political leaders. Many delivered tear-jerking tributes as they reminisced on his indelible contribution to the Islands. A JACK OF ALL TRADES Reading his obituary were his youngest son, former premier Dr Rufus Ewing, his second eldest daughter Marjorie Ewing-Bassett and his granddaughter Tracey-Ann Ewing Hurdle. They regarded ‘Baba’ Ewing as he was affectionately called, as a “jack of all trades”. His family spoke of his versatility and
witty attributes, as they recalled various phases of his life where he was a father, a builder, a seaman, a dentist and a politician. His daughter Marjorie Ewing-Bassett said her father came from very humble beginnings and always remained humble, yet confident. “He grew up in the quiet boating and fishing community of High Rock in the settlement of Blue Hills. “His childhood and much of his adult life was lived right here on the Ewing homestead. “Hilly, along with his seven siblings grew up in a timbered two-bedroom house that was dragged by rope and logged wood following the passage of hurricane Donna, which ravaged the islands in 1960, and placed on the lot next door where Par opened a gas station to service the community. “Hilly would later build his first permanent home here on the Ewing homestead where he would be laid to rest.” She remembered her father as a man who
loved and embraced his large family. “Family meant the world to Hilly, he always had to have all of his siblings and children, nieces and nephews around him at all times. “Hilly’s home was a shelter for many persons, from all walks of life. “Many of his grandchildren grew up under his roof, where he got the opportunity to spend lots of time with them and spoiled them. “In the Ewing’s household every occasion was celebrated, there were always huge gatherings on significant birthdays, Mother’s Day, anniversaries and Christmas and it was a joy to have over 100 family members present to most gatherings,” she added. His son, Dr Rufus Ewing said his father mastered many skills as a young man who worked hard to provide for his family. “He was a sailor, he was a boat builder, CONTINUED

he was a diver, he was a construction man, we know him as a politician today and what many people don’t know, he was a dentist. “As a young man with his own family he knew he had to provide, so he latched onto the coattail of his father and learned the skill of carpentry and masonry, both of which came in very handy when constructing his family home and the homes of many of his children and others on Provo. “He has a special love for the water and with much practice and teaching from his father he became a well sought-after captain. “He developed such a love for sailing. He also acquired the skill of boat building from his father. “He built his own boats - the Sea Fan and the Sea Jet - which made many trips to the Bahamas, Haiti and the Dominican Republic to trade conch and lobster from the TCI for fruits and vegetables, sacks of sugar and rice.”

A MENTOR AND A FRIEND Premier Sharlene Cartwright Robinson in her tribute to Hon. Hilly Ewing remembered him as one of her first political mentors who personally welcomed her to the People’s Democratic Movement (PDM). She said Hon. Ewing supported her political aspirations and guided her along the path of public service. The premier remembered him as a spirited parliamentarian who always spoke his truth and hardly ever minced words. “No doubt his love of politics and national commitment led to the former premier and our current Minister of Home Affairs Hon. Goldray Ewing and his youngest daughter to enter frontline politics. “I say today what a great legacy when national service becomes a family trait. “His children are all a testament of the great legacy as their contributions are far
and wide and driven by giving and service. “I honour his legacy today, evidenced through his work and through his children,” she added. Born on December 11, 1930, in Blue Hills, Providenciales, Hilly Arthur Ewing was well known for his involvement in enhancing the Blue Hills community. He was a founding member of the Progressive National Organisation (PNO) and was integrally involved in the development of the 1976 constitution. The 1976 constitution brought into being the first party-based ministerial system of government in the territory. Hon. Ewing was very instrumental in getting development into the island for economic growth. Although it took lots of negotiations to get developers to invest, his drive to see his people lead better lives brought about many positive changes.
In 1977 Ewing was employed by the Government as the country’s first building inspector. He was hailed as a voice for the voiceless when he was elected as representative for the Blue Hills constituency under the People’s Democratic Movement administration. In 1995, he took up a ministerial post where he ran the gamut of influential positions in public office for 15 years. He spent eight of those years as the deputy chief minister. Ewing retired from the political arena in 2003. The late Hon. Hilly Arthur Ewing was laid to rest at a mausoleum at the Ewing homestead estate on Bay Road, Blue Hills. He is survived by his wife Jane Ewing, six sons, seven daughters, 49 grandchildren, 66 great-grandchildren, and nine greatgreat-grandchildren.

Impact of increasing global temperatures FROM this remote locale in our vast universe, one can feel the ambient temperature strewn across the Vincentian archipelago, spurring emotions, impacting sleep pattern and hampering productivity. In this hot desert-like region, fans have become obsolete and the demands for private home air conditioning systems are on the rise. One wouldn’t dare walking in the open without one’s umbrella or risk the likelihood of permanent skin damage from the harmful sun rays. Enormous heat waves sterilising objects and crops. The corpses of decaying livestock can be seen everywhere and the stench is inescapable from a distance. The rise in temperature triggers these phenomena influenced by several detested human activities. Agriculture and land clearing are widespread, and the burning of fossil fuels and waste materials such as tyres is apparent. An enormous amount of diesel is being used to produce energy and other environmental malpractices are still the norm. In essence, these activities release an abundance of greenhouse gases into the

air, absorbing heat, turning the Earth’s atmosphere into an open furnace, devastating the Earth’s community - not withholding the TCI population is at risk! Importantly, the Intergovernmental Panel on Climate Change (IPCC) forecast a rise in global temperatures of 2.5 to 10 ⁰F. If the emission of greenhouse gases is not contained, the TCI will suffer immensely. NASA has projected that precipitation patterns in some areas will decrease. Considering the TCI’s geographical location, topography and lack of forestation, it could endure a decrease in its national averages. The outcome is severe droughts and heat waves. Lasting abnormal hot weather will be felt everywhere and summer temperatures will intensify.
This will lead to more intense and frequent hurricanes. Although a decrease in precipitation patterns in some periods is possible, hurricane-associated storms can intensify and citing NASA, rainfall rates are forecasted to increase, The low-lying lands of the TCI could succumb to extensive flooding. Higher temperatures allow more water vapour in the atmosphere without condensing. As the raging sun rays bear down on the tropics – especially on the warm Atlantic Ocean with a forcibly unlimited amount of water to evaporate into the air – the underlying atmosphere provokes extreme humidity. At this latitude, temperature and pressure
fall rapidly at higher altitude. When this warmer and lighter air rises, expands and cools it causes water vapour in it to condense into small liquid droplets, forming clouds and eventually falling back to Earth as rain. However, another disastrous phenomenon can develop from these activities. As the entire system of clouds and wind spins and expands, fuelled by the warm ocean temperature and water which is evaporating from the surface, the system rotates faster overtime and an eye is formed at the centre. When the system’s wind speed hits 74 mph a hurricane is formed. Frighteningly, NASA is projecting the Arctic Ocean will become ice-free in the summer before the mid-century, fuelling sea level rise of one to eight foot by 2100 from added water from melting land ice and seawater expansion from warmer temperatures. Therefore, storm surges and high tides could fuse with sea level rise and land subsidence to further increase flooding in the TCI. We must act now!

Socialism is never a free lunch IN A recent issue of the Weekly News, it was suggested by Markie Spring that socialism could be a temporary fix for the financial shortfalls governments are suffering as a result of the bat virus problem worldwide. It must be remembered that no matter what system a country employs, the funding must come from somewhere. Actually, Mr Spring seems to weave the suggestion that socialism be adopted across all TCI Government functions. Government financing, must come from somewhere. A value-added system based on incentive, capitalism, has proven far superior to what is called socialism. Socialism derives its income through taking income from the citizens before they receive it. Under socialism many employed people work for the government. One basic idea of socialism is for all employees to have near

The nations with purely socialist or communist systems have suffered this fate. In this current virus crisis, the capitalist countries borrow funds to pay the costs. Here in the TCI we installed a government funded health system. How well has it worked? The USA has laws that require hospital admittance to all applicants regardless of
insurance status. Recently I was admitted through the emergency entrance to the largest hospital in Fort Lauderdale and was treated promptly and professionally. The concept of socialism/ communism was created by German Karl Marx in his book published in the early 1800s. Marx was against the existence of different levels of social classes. His ideas were ignored and capitalism in the UK developed (evolved) over the years. In the USA, capitalism was an
inherit part of their government from their new constitution in 1776. The US constitution guarantees equal opportunity to prosper for each and every citizen. In the USA, private health insurance coverage was furnished for years by the prosperous corporations and their associate corporations who employed most of the population. Welcoming inexpensive products from China and other socialist nations by one of the US political parties closed down the USA’s manufacturers. The USA government itself grew huge, passing laws and regulations for business then pushing product legal liability closing thousands of businesses. There are areas where socialism might be appropriate. But can you trust the TCI Government? The TCI National Trust is a
prime example. Under a PNP Government, Washington acting as a private citizen took $18 million from the National Trust to finance his TCI Bank. The money disappeared in four years and Governor Gordon Wetherell allowed him to borrow $5 million more, which was promptly withdrawn by citizens yet to be disclosed. This killed the bank quickly. Not long later Washy’s Government granted him $500,000 retroactive pension. Meanwhile the poor people attempt to live on $200, $300 or $400 per month. The capitalist countries of the world need to ask why China, a communist socialist country, set up a laboratory generating the deadly virus from bats, then had their infected Chinese citizens travel spreading the germs worldwide. Socialism was the cause of the virus not a cure.

Eliminate overseas testing rules for residents IN ORDER for anyone to enter the Turks and Caicos Islands they must have a negative Covid-19 PCR test prior to arrival. I believe the testing requirement should exclude returning residents. A returning resident refers to a TC Islander, a BOTC, a work permit holder and a PRC holder. This testing is creating a burden on the residents of the TCI. In the past, many residents may have opted for weekend getaways but now because of this requirement residents will either not travel or have to extend their stay so that they can get a test. By extending their stay, they will incur additional expenses in accommodation and of course the test itself. Many residents missed out on the opportunity of seeing their children go away to universities and graduate from universities because of these same requirements. Some residents can only afford a weekend trip.

It is very difficult finding a test to get results within days. Some cities do not even allow testing unless you exhibit symptoms of Covid-19. Some people have difficulty getting testing results within five days, so imagine travelling for a weekend. There are some facilities in the USA that charge a higher rate for non-residents - as high as $400 per person. Returning residents should be allowed to enter the country without having to undergo a Covid-19 PCR test abroad unless it is a
work permit holder arriving to the Islands for the first time. If these individuals travel abroad they should be allowed to take a test upon arrival. We should engage the private labs to meet these individuals at the airport and take a test there and results will be provided to these individuals within 24 hours. While these individuals are waiting, they can be placed in a resort for one night. If they are tested negative, then they can be released and of course if they are tested
positive, they will be quarantined. Another recommendation is that Covid-19 testing abroad should only be requested if the returning resident’s travel days are longer than a week. If the returning resident’s travel days are only for the weekend, the resident should be tested when they return. Another recommendation is to allow those residents that want to go away for the weekend to take the test on island before they leave, so they and the ministry would know their status. And when they return they can take another test upon arrival to the island to determine whether or not they contracted the virus while away for the week. It takes just the stroke of a pen to change the policy. I know there is a concern that we do not want persons that are positive with Covid-19 to enter the country, however someone can be positive after getting a negative test and still enter.
Delay endangers all. Call the election! PART TWO I HAVE been hesitant to criticise Governor Nigel Dakin. It is a difficult line to walk being both the reputed impartial representative of the UK government and also a cheerleader and inspiration for the TCI without becoming involved in party politics. But as alluded to by me in an earlier statement I do believe that in the press conference of September 16 that line was crossed. The reference to the view of the premier as prudent may be a personal view of the governor and as such perhaps it should have stayed a personal view. To state it as a fact is unfortunate, especially as the Opposition has long argued against the premier taking credit for prudent cash management that we believe is unwarranted. It was in the last budget debate where I pointed out that the $45 million in the Development Fund was there not because of prudent cash management. In fact, the published plan of the minister of finance was for all of this money to be spent last year. I said in the House of Assembly that no one should confuse good luck with good management. I also pointed out that the $25 million in the Capital Wealth Fund was not there through prudent management but because

of a law passed by the PNP Government to put money aside in good years. And finally, that $80 million is reserved because of a requirement under the Public Finance Management Ordinance. So, the majority of cash left available at the end of last year was not the result of prudent cash management, but luck, a law that the PNP introduced and the ordinance. Providing ammunition for election speeches is not the job of the Governor. However, having raised the issue of prudence, the governor and the permanent secretary of finance might now wish to look closely at the supplementary appropriation that was passed in the House of Assembly at its last meeting. Almost $200,000 was approved to cover extra costs needed to fast track the completion of school buildings for August 31. This was passed in the House on the Tuesday. On the Friday, the minister of education announced to the public that the schools would not be open until October 31.
So, this country wasted or, to use the term in the Public Finance Management Ordinance, lost $200,000 by paying money it did not need to. I believe the term used in section 19 of the Public Finance Management Ordinance is ‘losses through nugatory payments’. This is when losses of public moneys occur if the payment is unavoidable and
there is no benefit to the Government. The ordinance sets out the procedure to deal with such losses so I expect that the law will be followed. In the meantime, my eyes are directed to Cabinet’s recently approve stamp duty rebate, and social relief measures. I will be following these closely to measure their effectiveness and abuse if it were to occur. I am especially concerned about the method of the food relief distribution announced by the premier. It would be unfortunate if it were used as a political weapon ahead of the election - as currently appears to be happening with small contract awards - especially in Grand Turk. Perhaps the Governor should be concerned about this as well.

PNP picks Providenciales to launch the first in a series of rallies and motorcades to sound their conch shell that they are ready for the next elections
PNP is ‘ready for the road’ BY DELANA ISLES LAST weekend, the Progressive National Party (PNP) enjoyed a full day of campaign activities. On Saturday, September 26, the day started with a prayer and a consecration service at Progress House located on Airport Road, Providenciales. “We wanted to begin our official campaign on a spiritual platform seeking God’s protection and guidance for the rest of the campaign,” PNP campaign manager Jasmin Walkin told media this week. “During that service a powerful sermon was delivered by the party’s chaplain Bishop Coletta Williams.”
Rally and motorcade signal election enthusiasm The chaplain urged supporters - some who attended physically and countless others virtually - to stay united and to throw their full support behind party leader Hon. Charles Washington Misick. Walkin said the event was very well attended by supporters who were “enthused and motivated”. The day’s event was capped off with a massive motorcade and rally, the likes of which “Providenciales has never seen”, the campaign manager said. “There were cars for miles and miles on Leeward Highway, the Progressive National Party took
over the road, sending a strong message that this campaign is ready for the road and ready to win the next elections.” In videos posted to social media, long lines of cars adorned in the party colour - bright yellow - sounded their horns as they traversed along main roadways in Providenciales. A big truck, adorned with the party’s message and colour, pulled executive members of the PNP who on loudspeakers spoke to residents as the motorcade travelled around the island. Walkin assured that all social
distancing protocols were followed, as such the party is confident that members were able to “not just have a successful political event, but that they did it bearing in mind the new normal protocols with regard to Covid-19”. There are more such campaign activities planned for the coming weeks and months, the campaign manager said. “We are gearing up for a marathon of campaign, rallies and motorcades, because we are not going to wait for this incumbent government to set a date for elections.
“The country is ready for elections, the Progressive National Party is ready for elections, and so we will continue to set the tone and we will continue to send a clear message to the PDM Government that ‘tick tock’ the time is up.” The campaign manager, like his party leader, is convinced the Government has “run out of answers, ideas, solutions and now they have run out of excuses, and very soon they are running out of time, and we will run them out of office.” Walkin promised that this is just a touch of what is to come from the party, as it has an aggressive campaign lined up. “We don’t intend to leave any island or constituency behind.”
Sixth person dies from Covid-19 A PATIENT with underlying medical conditions died from Covid-19 at Cheshire Hall Medical Centre on Monday afternoon (September 28). The tragic event marks the sixth person to lose their life from the deadly virus in the TCI and the fifth in Providenciales. According to a press release from TCI Hospital and the health ministry, the patient was under isolation and clinical management at the facility and was a known confirmed Covid-19 case. The death has officially been classified as Covid-19 related. The Ministry of Health has adopted the World Health Organisation (WHO)’s definition of a Covid-19 related death. This is defined for surveillance purposes as a death resulting from a clinically compatible illness in a
probable or confirmed Covid-19 case. This is unless there is a clear alternative cause of death that cannot be related to Covid-19 such as trauma. There should be no period of complete recovery between the illness and death, according to the WHO. “The TCI Hospital and the Ministry of Health wish to extend our deepest condolences to the grieving family and friends on the unfortunate loss of their loved one,” the release said. Grand Turk recorded its first death from Covid-19 on the evening of Monday, August 31. TCI Hospital announced the death in a press release on September 3, stating the individual arrived at the facility “in a medical state that worsened shortly after
admission”. While they were not known to be symptomatic for Covid-19, a swab was taken as a precautionary measure and submitted to the National Public Health Lab for testing. The Ministry of Health announced on August 31 that a fourth person had died from coronavirus in the TCI. “While the individual was not known to be symptomatic for Covid-19, out of an abundance of caution a swab was taken and the result returned as positive,” the ministry said. Minister of Health Hon. Edwin Astwood announced the third death on Thursday, August 27, despite it happening the weekend prior. He explained the next day that the delay was due to the ministry conducting investigations and
attempting to locate the family for proper notification of death. The second death from Covid-19 in the TCI was an elderly resident, who had underlying health conditions. They passed away in Cheshire Hall Medical Centre on June 29. The TCI recorded its first Covid-19 death on April 4. Dudley Lightbourne, who had pre-existing conditions, was admitted to Cheshire Hall Medical Centre on March 21 in critical condition. Prior to hospital admission he had travelled to the United States and later developed fever and respiratory symptoms. He was under clinical management and isolation and went on to receive aggressive respiratory care, according to a joint press statement from TCI
Hospital and the Government. Lightbourne is the only person so far to be named after dying from Covid-19 in the TCI. Damian Wilson, press officer for the Governor’s Officer, said: “It’s the Ministry of Health’s position that given the nature of the situation, and so as not to cause further harm, distress or discrimination to loved ones of the deceased, it would not be appropriate to publish the names of the individuals. “The Ministry of Health also has a duty to protect patient confidentiality even after death and this may violate that responsibility.” Anyone with symptoms or who needs further information can call the coronavirus hotline on 3330911 or 232-9444 or visit www. gov.tc/moh/coronavirus

Second lockdown could have ‘catastrophic consequences’ BY OLIVIA ROSE A SECOND wave of Covid-19 and another round of lockdown could have a catastrophic socioeconomic impact on the Turks and Caicos Islands. These sentiments were expressed by Minister of Health Hon. Edwin Astwood who was speaking at a press conference held at the Office of the Premier on September 18. Although most major hotels, restaurants and tourism oriented businesses remain closed and others are struggling to stay afloat, the Government has resisted the knee-jerk reaction to close the TCI back down. Minister Astwood stressed that regressing to a full lockdown would be “unsustainable” and “catastrophic” for the territory. He said: “Resorting again to a total shutdown was never an option for me, in terms of what we are doing right now and the measures that could be put in place
to mitigate against the spread of this coronavirus.” He added: “It will lead to catastrophic social and public health consequences, and will produce a debilitating economic fall back.” Astwood pointed out that while the daily recorded cases are dropping significantly and recoveries soar across the territory, everyone still has a role to play to avoid another outbreak. “With that being said, I want to continue to ask all to wear face coverings, practice social distancing, wash or sanitise your hands regularly, and shelter the vulnerable population.” He called on young people and older socialites to avoid packed and crowded social settings as the virus has not been eradicated from society. “Be safe and be smart. We need all our residents and the visitors to do their part, together we can and will overcome this Covid-19 pandemic.

“We all know this Government has done much, and that we all know that this Government will continue to do more.” He told residents that while the Government’s measures may appear harsh, every decision is being carefully considered with people’s safety and wellbeing at the core. “I also want to state that it gives me no pleasure to have had put in
place the additional measures that we currently are living under, albeit that these current measures are significantly less severe measures, as much more severe ones were recommended. “I am unhappy to have to put them in place, but as your Minister of Health, I must do my duty, and do what is necessary to protect our people, to stop the spread of the virus, and to save
the lives and livelihoods of our people.” Astwood said while closing the TCI to international tourists is not a viable option, restrictions on interisland travel, social gatherings and an 8pm curfew are necessary measures. On March 27, the Government issued a mandatory stay at home order and curfew which ran for almost four months.

TCI rated one of the world’s quietest destinations THE TURKS and Caicos Islands is one of the most peaceful destinations in the world for holidaymakers, according to an online visa application website. Official-Canada-eta.com analysed 169 countries against the number of arrivals and the population density to determine the most remote locations for a quiet break. And it placed the TCI in spot 12, making it the quietest island destination in the Caribbean. “If you’re after a few weeks in paradise without the crowds, Turks and Caicos Islands ranks in the top 20,” a press release from OfficialCanada-eta.com said. “With a population of only 37,665 – 40 people per km2 - the Islands prove a popular spot as they welcome 10 times its population in tourist arrivals per year (441,000). “Made up of 40 low-lying coral islands, this destination is a favourite of celebrities with many luxurious all-inclusive resorts to choose from. “ The website assigned a number out of 100 for each destination depending on its arrivals and
population density. The TCI was awarded 75.6/100. New Caledonia ranked as the most remote vacation destination with a population of 284,060 and an estimated 120,000 arrivals per year. It rated 92/100 for a quiet vacation. The compelling archipelago, less than a three-hour flight from the east coast of Australia, is known for its tranquil beaches, breath-taking rainforests and French cuisine. The Solomon Islands came in second with a total score of 91.4, followed by Vanuatu in third place with 87.5. The top three ranking remote destinations are all located in Oceania. Jayne Forrester, director of international development at Official-esta.com, said: “With many travel bans and airline cancellations bringing global travel to a standstill during the pandemic, 2020 has had a detrimental impact on the travel and tourism industry. “But, as we start to come out of the other side and the world
starts opening back up to tourists, we also have to adapt to the new normal of social distancing.” She stressed that it is “crucial” that people begin travelling again in order to help the travel and tourism industry to recover and prevent more job losses. It will also help the countries where tourism contributes a significant amount to their GDP. She added: “A bustling and busy city break was once a popular destination, but some people may now be looking for a more remote location to enjoy a quiet trip. “We know that choosing to travel again will be a big step for most people, but have some piece of mind knowing these top destinations are perfect for a quiet, low-populated trip and hopefully will inspire your next adventure.” Mongolia, Australia, Iceland, Canada and Kazakhstan all rank in the top five countries with the lowest population per square km. Governor’s Office awards prestigious scholarship TCI’s Alexa Cooper has been awarded a much sought after Chevening Scholarship for the 2020-2021 academic year, the Governor’s Office announced on September 24. She will travel to the UK to study a Master’s Degree in Entrepreneurship and Innovation at Queen Mary University of London courtesy of the UK government. Cooper is currently vice president of SME development at the Invest Turks and Caicos agency. She plans to defer her award until the 2021-2022 academic year. Chevening Scholarships are the UK government’s global scholarship programme, funded by the Foreign and Commonwealth Office (FCO) and partner organisations. They are awarded each year to outstanding individuals with leadership potential who wish to contribute to the development of their country. The scholarships offer full financial support to study for any eligible master’s degree at any UK university, and access to exclusive academic, professional and cultural experiences. The application season for this year’s 2021-2022 scholarship opened on September 3 and closes on
November 3. In order to be eligible for a Chevening Scholarship applicants must be a citizen of the TCI, and return to TCI for a minimum of two years after completing their scholarship. They must also have completed an undergraduate degree, have at least two years’ work experience and be able to receive an unconditional offer from a UK university. Chevening Scholarship offers a monthly stipend, travel to and from the TCI, a thesis or dissertation grant and tuition fees. Applicants should read the online guidance and be able to demonstrate how they meet the Chevening selection criteria before submitting an application. “IT’S gonna be a rough one,” says fisherman Lionel Talbot as he gazes across the horizon, beyond the protective sea wall of Deane’s Dock. And rough it was, in fact so rough that the fabled Salt Cay Ferry did not make a trip to the nation’s capital for an entire week. At the risk of repeating myself, unlike the populations of Grand Turk and Providenciales, residents of Salt Cay depend on their weekly trip to the shops of the capital for fresh produce, fuel and other essential provisions. Then again, that is the charm of the place. When you’re stuck because of rough seas, you make do and for everything else there is old fashioned barter. It never fails. Guaranteed. In last week’s Salt Cay Note I had written about a reader who had approached me with an extremely kind offer: “I tried making contact with you recently,” he texted me via the Salt Cay Ferry Facebook messenger. “I noticed you often write your articles for the media. I create websites and I wanted to know if I can go ahead a create one for you. I will manage it and search engine optimise it for visitors.”

This fine young man turned out to be none other than my very good friend Kevin Clarke, better known for being a shining bright star within the ranks of the Royal TCI Police Force. I’ve known Kevin since he was 12 and the first ever intern at the Bamboo Gallery in Providenciales. Already then, he was noticeably intelligent, articulate and equipped with a seemingly insatiable appetite for learning.
True to his word, Kevin followed up on his offer and, after receiving enough copy and photos from me, created www.saltcaynote.com I have seen some fairly brilliantly composed websites in my time, especially when I worked in fine arts marketing, but I must confess the speed and efficiency with which www.saltcaynote.com was created, was truly mind-boggling. Thank you, Kevin. The introduction to the webpage sums up what we are trying to achieve: “The Salt Cay Note was created by Titus de Boer in August 2019, after a successful pitch to the publisher of the Turks and Caicos Weekly News for a specifically Salt Cay themed weekly column. “The idea behind ‘The Note’, as it is now affectionately known, was to have a mix between island diary and weekly commentary about Salt Cay’s events and issues. “Whereas the Salt Cay Note started off with a modest 400 words and no photographs, it quickly developed a loyal readership around the Turks and Caicos and also internationally and very soon a full-page column became the norm. “With the arrival of the Covid-19 pandemic, readership of The Salt Cay Note and interest in Salt Cay appears
to have increased exponentially as people, locked down for months on end, found more time to read again and became increasingly intrigued with a place that has successfully manoeuvred through the troubled waters of the ‘new reality’.” With so much going on in just this one week, you’d think I had enough material for this week’s column - and I did. And then, boom, a truck caught fire! There it stood, parked just on the west side of the government water catchment, as the fire services flew down Chapel Street to come to the rescue. And rescue they did. Within minutes of their arrival the situation was under control as everyone’s jaw dropped at their professionalism. It was very impressive. In the end, a faulty switch was to blame but as, thankfully, no one was hurt, Salt Cay and all of its residents simply spent the rest of that evening praising our firemen. Once again, this episode speaks volumes about that unique spirit that makes this island so special. A potentially negative event becomes a celebration of sorts because in the end - as everyone in Salt Cay knows instinctively - all’s well, that ends well.

Power company names its new chief financial officer FORTISTCI has announced the appointment of Grand Turk native Aisha Laporte as the new vice president of finance, corporate services and chief financial officer. In her new role, which started on Thursday (October 1), she is responsible for the fiscal management of FortisTCI as a subsidiary of a publically listed and traded company. Laporte will also serve as the executive lead of the materials management, customer service and
human resources functions. She began her tenure at FortisTCI in 2008 and served as supervisor of financial services before being promoted to manager of financial services. During her time leading the finance team, she was responsible for managing the financial reporting activities, budgeting process, and maintenance and development of financial policies and procedures that improved the company’s fiduciary processes. In 2012, Laporte was promoted to director of customer services and in 2017 to senior director of customer services and stakeholder engagement. At corporate level, she led the automation of customer services including consumption readings, account data and payment options on customer web portal ‘My Online Account.’ She also played a critical role in establishing the company’s revenue protection services and meter auditing processes, and

Tropical storms and hurricanes to use Greek names BY OLIVIA ROSE TROPICAL storms and hurricanes in the 2020 Atlantic hurricane season have exhausted the list of names given for the year and storm names will now be pulled from the Greek alphabet. This year’s hurricane season, which began on June 1 and will run until November 30, has had many record-breaking moments since it got underway. It got off to an early start with tropical storms Arthur and Bertha which formed on May 16 and May 27, and has seen an unprecedented rate of cyclone formation. So far the season has featured a total of 24 tropical or
subtropical cyclones, 23 named storms, eight hurricanes and two major hurricanes. Due to the rapid system formation, the number of storms this year has already exceeded the number of official names according to the National Hurricane Centre (NHC). On September 18, tropical storm Wilfred claimed the list’s 21st and final name, which means that subsequent storms will be given Greek names. This is the second time this has happened since the centre started naming storms in 1953. The first time the NHC ran out of official names for tropical storms was in 2005, when 27 names were given, the last one being Zeta.
According to the centre a list of names is repeated every seven years and the only time that there is a change is if a storm is so deadly or costly that the future use of its name on a different storm would be inappropriate or insensitive. The letters q, t, u, x, y and z are often not used since there are not enough names that start with those letters. On September 10, a day designated as the peak of the hurricane season, Ken Graham, director of the National Hurricane Centre, in a YouTube video called on countries located in the Atlantic Basin to remain prepared. He said: “We’re in the busiest part of the season. It’s been busy
already, we still have ways to go, this is the heart of the season. “So let’s make sure we still have our plans, let’s make sure we’re able to have the latest information on hurricanes. “Listen to those local officials. Know where you’re going to go if they tell you to evacuate. “Have enough supplies for a week - water, medicine, food. Let’s get through this season together.” September 23, marked three years that the TCI was severely impacted by the category three hurricane Maria, two weeks after category five hurricane Irma slammed the territory in 2017. From the start of the season, Dr Virginia Clerveaux, Director
of the Department of Disaster Management and Emergencies (DDME), has asked the public to “be ready and stay ready”. She reminded residents that whether a tropical storm or a category five hurricane, both systems are capable of causing massive destruction to the TCI. “I do not want people to take it easy thinking it’s just a tropical storm - we have to prepare and prepare as if we’re expecting a category five storm.” The TCI’s geographical location in the hurricane belt and its low lying land makes it vulnerable to the effects of hurricanes and tropical storms such as wind damage, inland flooding and coastal surge.

Gov’t officials tour Grand Turk capital projects PREMIER Sharlene Cartwright Robinson joined Government colleagues on a tour of Grand Turk recently to scrutinise progress on the latest capital projects. The parade grounds, government offices, police station and high school were among the locations she visited during the trip on August 17. Accompanying the premier were Hon. Edwin Astwood, Minister of Health, Agriculture, Sport and Human Services, Hon. Karen Malcolm, Minister of Education, Youth, Culture, Social and Library Services, and Ronlee James, Executive Director at the Office of the Premier, Local Government and Community Affairs. The tour in early September took in ongoing and completed government projects advanced under the Capital Programme and the Community Enhancement Programme. In a press release on September 14, the premier said: “My Government, in this financial year, has budgeted for the refurbishment and repairs to all Government buildings. “And to centralise Government through the construction and reinstatement of Government complexes on every island. “We have prioritised school repairs and have invested in expanding the facilities for Government schools which have outgrown their facilities.” She said the Office of the Premier, Local Government and Community Affairs continues to focus on the enhancement of all communities in the TCI.

stabilising and stimulating the economy of the TCI. “And we as a Government intend to be deliberate in our approach to ensure that Turks and Caicos Islanders are the beneficiaries of such projects. “In progressing these critical works…my Government has and will continue to explore job creation for the people of the TCI. “Employment for Turks and Caicos Islanders remains a major priority for my Government.” The Office of the Premier listed the projects and completion dates, beginning with the Ministry of Education building - scheduled for completion in September. Work on the AstroTurf, grand stand and storage room at the Grand Turk Parade Ground is scheduled to be completed in December. Renovations of the Grand Turk Police Station and of the Crown Land building are due to be completed in January 2021. Grand Turk Marine Branch is scheduled for completion in May 2021 and HJ Robinson High School’s new block will be finished by June 2021. The premier also toured the
newly renovated Craft Market. Refurbishment to each craft hut included replacing the lights, repairs to structural cracks to walls, columns, and beams, repairs to floor deck and handrails, replacing metal roof sheeting and painting of all huts. The Community Enhancement Programme has completed a number of projects this year including repairs and refurbishment to walls and the installation of planters on Pond Street. Other projects include the construction of pond retention walls, the construction of a platform for the JAGS McCartney statue at Crabtree Corner, repairs to the gazebo and the enhancement of Emancipation Square with the erection of a new flag pole and flag. Under this programme as well, works are set to begin on the refurbishment and beautification of the West Road Basketball Court, Governor’s Beach, and Crabtree Corner Park. Plans to erect a JAGS McCartney statue at JAGS McCartney International Airport and a welcome sign in Grand Turk are underway.

Hurricane peak over, but storms still expected in October WHILE the hurricane season statistically peaks in mid-September, October is an important time for tropical cyclone development in the Gulf of Mexico and the Caribbean. Most October storms form and move north and then northeastward. Depending on the exact circumstances, this setup can often bring storms close to the Florida peninsula. October isn’t very busy, but from 1950 through 2019, an average of about two named storms form each October, one of which becomes a hurricane. Every other October, on average, one of those hurricanes intensifies into a major hurricane, at least Category 3 intensity. To shed some light on this, we examined the busiest hurricane seasons of the past to see what could happen this year. We looked at the seasons with both the most storms and most hurricanes. For brevity, we omitted consideration of a metric called
the ACE index – which takes into account not just the number, but also the intensity and longevity of storms and hurricanes – since this season’s ACE index isn’t as anomalous relative to other seasons as the number of storms and hurricanes. OCTOBER IN SEASONS WITH MOST STORMS Prior to 2020, the seasons with the most Atlantic storms after 2005’s 28 storms were 1933 (20), and five seasons each with 19 – 1887, 1995, 2010, 2011 and 2012. In October, those seven seasons produced an average of four to five named storms, and two to three became hurricanes. October named storms in those seven busy seasons ranged from one in 2011 to seven in 2005. Through the end of September, we’ve already chalked up eight hurricanes in the 2020 season. Prior to 2020, the seasons with the most Atlantic hurricanes after
2005’s 15 were 1969 and 2010 – 12 hurricanes each – and four seasons with 11 each – 1887, 1933, 1950 and 1995. In October, those seven seasons produced an average of five to six named storms, three to four of which became hurricanes. October hurricanes in those seven busy seasons ranged from two in 1933 and 1995 to five in 2010 OCTOBER TAKEAWAYS If those past record-busy hurricane seasons are any indication, we could see anywhere from two to four more October storms than average and one to three more October hurricanes than average this season. That could be a significant concern because the typical October breeding grounds and tracks for storms are closer to land, from the western Caribbean Sea to the eastern Gulf of Mexico, Florida and the East Coast.

Later in the record 2005 season, Hurricane Beta soaked Nicaragua and Honduras with flooding rain and storm surge. In 2010, another of the busiest hurricane seasons for both storms (19) and hurricanes (12), Hurricane Tomas slammed into the Windward Islands at Category 2 intensity the
day before Halloween. As you often hear with investments, past performance is no guarantee of future results. But if this busy season holds serve with the others, we still have a long way to go before closing the books on the 2020 Atlantic hurricane season. (Weather. com)
Bermuda ‘guaranteed’ access to Covid vaccines BERMUDA will get “guaranteed access” to Covid-19 vaccines when they become available, the Minister of Health revealed this week. Kim Wilson said that the Pan American Health Organisation was working with Gavi, The Vaccine Alliance, an international organisation tasked with improving access to vaccines and sourcing Covid-19 vaccines for PAHO countries. She added: “This collaboration provides Bermuda with access to vaccines to support 20 per cent of our population in the first instance and additional access if and when required. “The Covax facility, which is managed by Gavi Alliance, is the mechanism through which demand and resources are pooled to support availability of and equitable access to the Covid-19 vaccine for all economies.” Ms Wilson said the Gavi centre’s goals included the delivery of at least 2 billion doses of approved vaccines by the end of next year and to end the “acute phase of the pandemic” in the same time frame. She added that the UK would also send Bermuda doses of the vaccines. Ms Wilson said: “With the two streams of vaccine access available to Bermuda, we are well-placed and prepared to tackle Covid-19 with vaccines when they are approved and available.” She was speaking as she

announced there were no new cases of the coronavirus after 418 test results came back to the Ministry of Health yesterday. The island’s total number of cases remained at 181 with five active and none in hospital. Ms Wilson warned against a dangerous rumour that circulated on social medial last week. She said: “Mask wearing does not cause cancer. “The Centres for Disease Control and Prevention recommends that people wear cloth face coverings in public settings, when around people
outside of their household, especially when other physical distancing measures are difficult to maintain.” Ms Wilson said it was “vitally important” that people in Bermuda continued to wear masks and did so correctly. She added that reopening indicators on the government website showed that mask-wearing and physical distancing was still classed as “red zone”, despite shortlived spells of amber. Ms Wilson said: “We are seeing, unfortunately an increase in persons that are not utilising their mask.”
She added: “I think principally that’s because people think that Covid is gone because we’re not hearing of hundreds of persons that have contracted Covid and deaths and all the other things that we read about in other societies. “People think that it’s not still here, and it still is here, it’s prevalent.” David Burt, the Premier, said an app was being developed to make safety restrictions easier to check at restaurants and other liquor-licensed premises by a scan of the driving licences of customers. The Privacy Commissioner is expected to examine how information obtained through the technology is used. Details would not be available to the venues but only to public health teams, if needed. Mr Burt said that 521 electronic bracelets had been used so far to monitor people who had arrived on the island without a clear predeparture test. A total of eight Bermudians who were out of work were hired to set up the initiative, which launched on August 31 and paired a bracelet with a smartphone through Bluetooth and GPS to show the user’s location and flag up quarantine violations. Mr Burt said the technology was now being marketed overseas, which would allow the island to cash in on a rebate on future bracelet purchases. The Premier said that the “large number of persons who will no
longer be working” — after the 18-month closure of the Fairmont Southampton for renovations — was “one of the biggest challenges facing any government”. He highlighted that the work was a major construction project and advised anyone interested in employment opportunities to contact the Bermuda College or the Department of Workforce Development. Hotel owners and hospitality employers were told that all 2020 and 2021 work permit applications in hospitality would be “heavily scrutinised” to make sure that Bermudian hotel workers were “employed first”. Mr Burt said there would be about a 17,000 airline seat capacity in October, but that would still be only about 36 per cent capacity compared with the same month last year. New flights serving the island will launch next month — Delta Air Lines will fly to New York JFK three times a week, American Airlines to Miami three times a week and British Airways is to move from three weekly flights to five by the end of October. Mr Burt said that public schools would be closed only on Thursday — to be used as General Election polling stations — and “open as normal” on Friday morning. He added that schools would be “stringently” cleaned before they reopened.

Regional News Bahamas Covid-19 cases now over 4000 THE Bahamas now has over 4000 cases of Covid-19, the majority of which have been recorded in New Providence. By Wednesday evening, there were a total of 4123 cases with 96 deaths. New Providence were far
ahead on 3022 cases, while Grand Bahama, which was able to stem its flow over the last several weeks were on 632 cases. Of the cases, 1791 are active; with some 2206 persons having recovered from the disease.

Former Fort Myers pastor, wife who returned to Haiti to minister found murdered in home A HAITIAN couple who once lived in Fort Myers, Florida and returned to the island to continue a religious ministry just a month ago, were murdered in their home on Sunday. Pastor Jean Phillippe-Quetant, 57, and his wife, Erna Plancher-Quetant, 54, were shot to death in a home invasion-style robbery. Police told family members the killers were a local armed gang. Jean Baptiste Corgelas, 56, of Fort Myers, said Erna PlancharQuetant was his sister and was deeply saddened by the murders. He said the couple’s five children, Kevin Quetant, Nehemy Quetant, Dan A. Quetant, Tabitha G. Quetant, and Eleazar Quetant, grew up in Fort Myers. “There is nothing we can do,” he said. “I told them not to go, the situation (in Haiti) was not so good.” Corgelas said his sister, who was also a nurse, and brother-in-law had an answer for him. “She looked at me and said ‘God will provide everything,” he said. “They were only there a month. They started doing ministry and they were killed.” News reports said in a four-week period ending Aug. 28 more than 16 people were murdered by gangs in the Port-Au-Prince area with one victim the head of the Port-au-Prince bar association. Police issued a red alert. A U.S. State Department advisory against travel to Haiti on Aug. 6 warned of widespread violent crime, such as armed robbery, carjacking, and kidnapping, with victims having included U.S. citizens. Beatrice Jacquet-Castor of Fort Myers, president of the HaitianAmerican Community Coalition of SW Florida, and a friend of the family, said the couple lived in Fort Myers for more than 20 years. They had moved to Ocala not long ago and returned to Haiti from there. “I will always remember Pastor Jean Phillippe-Quetant and his wife, Edna Plancher-Quetant, fondly and have wonderful memories when they attended First Haitian Baptist Church of Fort Myers,” Jaquet-Castor said in a Facebook posting. “Pastor Quetant and his wife, Edna, leaves behind a wonderful family and I know you will all be a great source of comfort and support to one another.” According to ANMWE, a Haitian media site, the couple was killed Sunday morning at their home in the town of Croix-des-Bouquets, east of Port-au-Prince. Bahamas leads English speaking Caribbean in prison occupancy THE Bahamas leads the English speaking Caribbean in prison occupancy rates, coupled with the third highest rate of repeat offending, according to a new Inter-American Development Bank report. The report adds that the Bahamas Department of Correctional Services is overcrowded by 173 percent, with overcrowding affecting the majority of inmates. Additionally, the report found that differences in The Bahamas were very pronounced when compared to other countries in the region where 65 percent of males compared to 23 percent of females resided in overcrowded conditions. The details were outlined in the IDB’s Regional Comparative Report - Survey of Individuals Deprived of Liberty: Caribbean 2016-2019. The Bahamas, Barbados, Guyana, Jamaica, Suriname and Trinidad and Tobago were the countries surveyed. “In all countries, male inmates experienced overcrowding to a greater extent than female inmates,” the IDB noted. “These differences were very pronounced in The Bahamas, where 65 percent of males compared to 23 percent of females resided in overcrowded conditions, and in Guyana, where 62 percent of males compared to 21 percent of females lived in overcrowded cells. “The lowest levels of overcrowding were in Barbados, where two percent of the males and none of the females lived in overcrowded conditions.” The report also added: “The highest overcrowding overall was

World Bank seeks board approval for $12 bln coronavirus vaccine financing plan WORLD Bank President David Malpass said on Tuesday he is seeking board approval for a $12 billion COVID-19 vaccine financing plan to help poor and developing countries secure a sufficient share of vaccine doses when they become available in the coming months. Mr. Malpass told Reuters in an exclusive interview that the initiative, part of $160 billion in coronavirus aid financing pledged by the multilateral lender, is aimed at helping countries procure and distribute vaccines early to healthcare and other essential workers and expand global production. He said the board was expected to consider the plan in early October. Global competition for early coronavirus vaccine doses is already fierce, months ahead of any approvals, as wealthy countries move to secure supplies. The U.S. government has pledged over $3 billion to secure hundreds of millions of doses of vaccines under development by Britain’s AstraZeneca Plc and by U.S. drug giant Pfizer Inc and Germany’s BioNTech SE. A team at Imperial College London analysed samples from 84,000 people chosen at random from across the country. They said the R number, the virus’s reproduction number, appears to have fallen since measures including the “rule of six” were introduced. However, they warn cases are high, with one in every 200 people infected. The React study is highly influential, both due to its size and because it gives an up-to-date picture of how the virus is spreading. The last samples used in the analysis were collected as recently as Saturday. It was the previous React report that found infections were doubling every seven to eight days in late August and early September. This, in turn, led to warnings that there could be 50,000 cases a day by mid-October if that pattern continued. More than 60 million people in India may have caught Covid-19, survey finds MORE than 63 million people in India may have contracted Covid-19, health authorities said on Tuesday -- about 10 times higher than the official reported figures. A national survey of more than 29,000 people across 700 villages and wards found that about one in 15 people above the age of 10 had antibodies against the coronavirus, according to the Indian Council of Medical Research. The survey was conducted from mid-August to midSeptember. Antibody tests, also known as serology tests, check for proteins called antibodies in the immune system, which indicate if someone has been exposed to the virus. Of the country’s 1.3 billion citizens, more than 966 million are aged 10 or above, according to the government’s most recent census in 2011. If one in 15 people of this group have been infected with Covid-19, that’s a total of 63.78 million people. As of Wednesday, India has reported more than 6.1 million cases and 96,000 deaths, according to data compiled by Johns Hopkins University.

The survey suggests that for every one infection officially reported, there are actually 26 to 32 people infected who slip through the cracks, said Dr. Balram Bhargava, director of the medical council, at a news conference on Tuesday. figures suggest. There are numerous reasons for this: People simply aren’t getting tested enough. There are sometimes errors in reporting and registering cases. Changing government strategies can muddle the numbers and paint a misleading picture of the situation. The government began rolling back restrictions in May after a months-long
lockdown, with ministers turning their attention to reopening the economy and public services. But experts, including Bhargava, warn that it’s too soon to relax. “Since a large proportion of the population is still susceptible, prevention fatigue has to be avoided,” Bhargava said, adding that the risk of infection was highest in urban slums where millions live in crowded conditions, often with limited sanitation or running water. Slum residents had a seroprevalence -- meaning they carried antibodies -- of 15.6%, almost double the 8.2% detected in residents of non-slum urban areas. The figure drops in rural areas to 4.4%, according to the survey. The survey shows how important it is for the Indian public to continue taking coronavirus precautions like social distancing and personal hygiene, said Bhargava on Tuesday -especially during Diwali, the festival of lights. The festival, which this year falls on November 14, is one of India’s biggest annual holidays. “In light of the upcoming festivities, in light of the winter season and mass gathering,
containment strategies must be implemented by the states and the use of masks cannot be underlined more than after this seroprevalence survey,” he warned. “That is very, very essential.” THE NUMBERS DON’T SHOW THE FULL PICTURE Experts have long suspected that the number of cases in India may be vastly underreported. Ramanan Laxminarayan, a senior research scholar at Princeton University, predicted that the country may be undercounting infections by a factor of 50 to 100 -- meaning the “true” number could be upwards of 100 million. One simple reason behind the discrepancy is insufficent testing. India has stepped up its testing, almost doubling the amount of tests conducted during the month of August -- but it still lags far behind other major countries. Only about 82 of every 100,000 people in India are being tested per day, according to Johns Hopkins University -- compared to about 284 in the US and 329 in the United Kingdom. (CNN)

On October 1, millions of people were expected to pack highways, trains and planes for the National Day holiday, one of the busiest times for travel in the world’s most populous country. The eight-day break is China’s first major holiday since it emerged from the coronavirus outbreak. While life has largely returned to normal in recent months, the upcoming “Golden Week” holiday will be an ambitious test of China’s success in taming the virus -- and a much-awaited boost to its economic recovery. Last year, a total of 782 million domestic trips were made during the holiday, generating nearly 650 billion yuan ($95 billion) of tourism revenue, according to the Ministry of Culture and Tourism. The ministry predicts 550 million domestic trips to be made this year, while Ctrip, China’s largest online travel agency, estimates the number to be over 600 million -- both above 70% of last year’s level. The scale of mass movement in such a short period of time is unthinkable in many parts of the world, where governments are still struggling to control soaring infections. In the United States, the number of coronavirus cases topped 7 million over the weekend. Much of Europe is now in the grip of a second wave of infections; even countries largely spared by the first

wave, such as Greece and Croatia, have seen cases surging as tourists took summer vacations following the reopening of Europe’s internal borders in June. But for now, the virus is much less of a concern for Chinese holidaymakers, given China’s close to zero local transmission and some of the world’s strictest border control measures. Chen Qianmei, a 29-year-old from the southern city of Guangzhou, flew to Shanghai on Tuesday for her vacation. She said she wasn’t worried about the virus, although she still took precautions. “I think China has (the virus)
under pretty good control,” she said. “I’m wearing masks and bringing alcohol wipes with me to clean my hands, especially before eating -although in Shanghai, few people wear masks now.” The coronavirus, first detected in the central Chinese city of Wuhan last December before spreading across the globe, has been largely contained in China since March. In the following months, small-scale outbreaks have occasionally flared -- from the country’s northeast to the capital Beijing and the far western region of Xinjiang, but all were swiftly contained through stringent lockdown measures and mass testing
programs. China has not reported any locally transmitted symptomatic case since mid-August, and is rigorously screening overseas arrivals and workers at risk of exposure to the virus. Last week, it detected its first local asymptomatic infections in over a month, after two port workers unloading frozen imported seafood in Qingdao tested positive for the virus in routine screening. The sense of control is in stark contrast to the anxiety and foreboding that had overshadowed China’s last major travel period -- the Lunar New Year holiday in late January. Back then, the coronavirus outbreak was
sweeping through Wuhan after local authorities initially silenced healthcare workers trying to sound the alarm. Two days before Lunar New Year’s Day, the Chinese government ordered an unprecedented lockdown on the city, but by then, the virus had already spread to other provinces and beyond the country, as hundreds of millions of Chinese people headed home for family reunions or took vacations overseas. More than eight months on, China’s restrictions on domestic movement have all been lifted. Officially, some cities still require passengers to produce a green health code on their smartphones at train stations and airports to show they’re safe to travel, but implementation can be lax in practice. In a sign of the government’s confidence in keeping the virus under control, the Chinese Center for Disease Control and Prevention said last week that domestic travels can be arranged “as normal” for the upcoming holiday, given all cities in mainland China are marked as low risk for the coronavirus. But the center still recommended travelers obey local epidemic control measures, wear masks on trains, flights and in crowded places, and keep 1-meter (3.2 feet) distance at tourist spots -- the last of which could be difficult if not impossible to observe, given the size of crowds that often inundate popular sites during Chinese holidays. ean was born June 5, 1937, in Lima, Ohio to Alexander Dalzell and Mary Wynne MacDonell, who preceded her in death. She married Thomas Thedieck Weis Sr. on May 26, 1962, who survives her. She is preceded in death by her brother Alexander D. MacDonell, Jr (Martha) and survived by John Wynne MacDonell (Sally). Other survivors include four children: Thomas T. Weis Jr. (Christine) of Chicago, Mary Francis Weis of Boston, Catherine MacDonell Weis (Henry Wykowski) of Chicago, and William Alexander Weis of Lima and grandson Thomas T. Weis III of Chicago. She graduated from the Masters School in Dobbs Ferry, New York and Denison University in Granville, Ohio. Jean was unfailingly steady, reliably generous of spirit, and endlessly engaged in a myriad of civic projects with schools, churches, hospitals, community centers, civic and economic development organizations. Even more personally, she mentored and encouraged so many as they fulfilled their personal or professional aspirations—always with a quick wit and dry humor. The Weis family had a home in the Turks and Caicos Islands for over 40 years where she was instrumental in creating the Pine Cay Project, a charitable organization that provides support to educational opportunities and promotes educational achievement and excellence in the islands. Berlin patient: First person cured of HIV, Timothy Ray Brown, dies THE first person cured of HIV - Timothy Ray Brown - has died from cancer. Mr Brown, who was also known as “the Berlin patient”, was given a bone marrow transplant from a donor who was naturally resistant to HIV in 2007. It meant he no longer needed anti-viral drugs and he remained free of the virus, which can lead to Aids, for the rest of his life. The International Aids Society said Mr Brown gave the world hope that an HIV cure was possible. Mr Brown, 54, who was born in the US, was diagnosed with HIV while he lived in Berlin in 1995. Then in 2007 he developed a type of blood cancer called acute myeloid leukaemia. His treatment involved destroying his bone marrow, which was producing the cancerous cells, and then having a bone marrow transplant. The transfer came from a donor that had a rare mutation in part of their DNA called the CCR5 gene. HIV RESISTANCE CCR5 is a set of genetic instructions that build the doorway that human immunodeficiency virus (HIV) walks through to infect cells. Mutations to CCR5

We are living in an age of extinction, said director of science at Kew, Prof Alexandre Antonelli. “It’s a very worrying picture of risk and urgent need for action,” he said. “We’re losing the race against time because species are disappearing faster than we can find and name them. Many of them could hold important clues for solving some of the most pressing challenges of medicine and even perhaps of the emerging and current pandemics we are seeing today.” The report revealed that only a small proportion of existing plant species are used as foods and biofuels. More than 7,000 edible
plants hold potential for future crops, yet only a handful are used to feed a growing world population. And some 2,500 plants exist that could provide energy for millions worldwide, while only six crops - maize, sugarcane, soybean, palm oil, rapeseed and wheat - generate the vast majority of biofuels. Dr Colin Clubbe, head of conservation science at Kew, told BBC News: “We’re currently utilising such a small proportion of the world’s plant and fungi, be it for food or medicines or for fuel, ignoring the potential treasure chest of wild species which we now have increasing knowledge of and the techniques to investigate for the good of humanity.” The scientists estimate that the extinction risk may be much higher than previously
thought, with an estimated 140,000, or 39.4%, of vascular plants estimated to be threatened with extinction, compared with 21% in 2016. They say the increased estimates are partly down to more sophisticated and accurate conservation assessments. They are calling for risk assessments to be fast tracked, using technology such as artificial intelligence, and for more funding for plant conservation. The research found 723 plants used for medicine are at risk of extinction, with overharvesting a problem in some parts of the world. And 1,942 plants and 1,886 fungi were named as new to science in 2019, including species that might be valuable as foods, drinks, medicines or fibres.

Time travel is theoretically possible, new calculations show IMAGINE you could hop into a time machine, press a button, and journey back to 2019, before the new coronavirus made the leap from animals to humans. What if you could find and isolate patient zero? Theoretically, the pandemic wouldn’t happen, right? Not quite, because then futureyou wouldn’t have decided to time travel in the first place. For decades, physicists have been studying and debating versions of this paradox: If we could travel back in time and change the past, what would happen to the future? A new study offers a potential answer: Nothing. “Events readjust around anything that could cause a paradox, so the paradox does not happen,” Germain Tobar, the study’s author and a student at the University of Queensland, told IFLScience. His work, published in the journal Classical and Quantum Gravity last week, suggests that according to the rules of theoretical physics, anything you tried to change in the past would be corrected by subsequent events.
Put simply: It’s theoretically possible to go back in time, but you couldn’t change history. THE GRANDFATHER PARADOX Physicists have considered time travel to be theoretically possible since Einstein came up with his theory of relativity. Einstein’s calculations suggest it’s possible for an object in our universe to travel through space and time in a circular direction, eventually ending up at a point on its journey where it’s been before – a path called a closed time-like curve. Still, physicists continue to struggle with scenarios like the coronavirus example above, in which time-travelers alter events that already happened. The most famous example is known as the grandfather paradox: Say a time-traveler goes back to the past and kills a younger version of his or her grandfather. The grandfather then wouldn’t have any children, erasing the time-traveler’s parents and, of course, the timetraveler, too. But then who would kill Grandpa?
A take on this paradox appears in the movie “Back to the Future,” when Marty McFly almost stops his parents from meeting in the past – potentially causing himself to disappear. To address the paradox, Tobar and his supervisor, Dr. Fabio Costa, used the “billiard-ball model,” which imagines cause and effect as a series of colliding billiard balls, and a circular pool table as a closed timelike curve. Imagine a bunch of billiard balls laid out across that circular table. If you push one ball from position X, it bangs around the table, hitting others in a particular pattern. The researchers calculated that even if you mess with the ball’s pattern at some point in its journey, future interactions with other balls can correct its path, leading it to come back to the same position and speed that it would have had you not interfered. “Regardless of the choice, the ball will fall into the same place,” Dr Yasunori Nomura, a theoretical physicist at UC Berkeley, told

Applied to the grandfather paradox, then, this would mean that something would always get in the way of your attempt to kill your grandfather. Or at least by the time he did die, your grandmother would already be pregnant with your mother. Back to the coronavirus example. Let’s say you were to travel back to
2019 and intervene in patient zero’s life. According to Tobar’s line of thinking, the pandemic would still happen somehow. “You might try and stop patient zero from becoming infected, but in doing so you would catch the virus and become patient zero, or someone else would,” Tobar told the University of Queensland. Nomura said that although the model is too simple to represent the full range of cause and effect in our universe, it’s a good starting point for future physicists. (Businessinsider)
Coronavirus: Global Covid-19 death toll passes one million THE number of people worldwide who have died with Covid-19 has passed one million, researchers say, with many regions still reporting surging numbers of new infections. The tally by Johns Hopkins University shows that deaths in the US, Brazil and India make up nearly half that total. Experts caution that the true figure is probably much higher. UN Secretary-General António Guterres called it a “mind-numbing” figure and “an agonising milestone”. “Yet we must never lose sight of each and every individual life,” he said in a video message. “They were fathers and mothers, wives and husbands, brothers and sisters, friends and colleagues. The pain has been multiplied by the savageness of this disease.” The development comes nearly 10 months after news of the coronavirus began to emerge from Wuhan, China. The pandemic has since spread to 188 countries with more than 32 million confirmed cases. Lockdowns and other measures to try to stop the virus spreading have thrown many economies into recession. Meanwhile, efforts to develop an effective vaccine are continuing - although the World Health Organization (WHO) has warned that the death toll could hit two million before one is widely available.

The US has recorded more than seven million cases - more than a fifth of the world’s total. After a second wave of cases in July, numbers dropped in August but appear to be on the rise again now.
The coronavirus has been spreading fast in India, with the country recording about 90,000 cases a day earlier in September. Confirmed infections in India have reached six million - the secondhighest after the US. However, given the size of its population India has seen a relatively low death rate. Brazil has the highest number of deaths in Latin America and has recorded more than 4.7 million cases, the third highest in the world. Elsewhere in the region, newly
confirmed infections are also rising quickly in Argentina, which now has more than 700,000 cases. Because of differences in how countries record cases and deaths - and the sporadic rates of testing in some regions - the true numbers of coronavirus cases and deaths is believed to be higher than reported, experts say. HOW IS THE HUNT FOR A VACCINE PROGRESSING? Globally there are about 240 potential
vaccines in early development, with 40 in clinical trials and nine in the final stage of testing on thousands of people. Vaccine development normally takes years but because of the global emergency, scientists are working at breakneck speed. One being developed by the University of Oxford - already in an advanced stage of testing - has shown it can trigger an immune response and a deal has been signed with AstraZeneca to supply 100 million doses in the UK alone. In China, a potential vaccine has been shown to produce protective antibodies and is being made available to the Chinese military. However, concerns have been raised about the speed at which the vaccine is being produced. Meanwhile in Russia, scientists say early tests on a vaccine called Sputnik-V show signs of an immune response. In a report earlier this month, they said that every participant in trials developed antibodies to fight the virus and suffered no serious side effects. Russia licensed the vaccine for local use in August - the first country to do so. Again, there was concern at the speed of the process and some experts said the early trials had been too small to prove effectiveness and safety.

The Kingston College athlete, who is making a name for himself in the shot put and discus events, said that although he is satisfied with his grades, he aims to take them up a notch when he writes CAPE and his SATs later on.

At the same meet, the youngster copped third place with a throw of 41.37M in the discus. That distance had eclipsed the 34.47M, which was made by Levard Missick in April of 1998 at the CARIFTA Games. Looking forward, the youngster is unsure about 2021, since the season has not been confirmed. “The track association ISSA is considering cancelling the 2021 track year, so it would be a disappointment if they actually carry through with it.” Despite the hurdles, the Jamaica-based athlete is trying to keep himself fit with the hope that sports return to normal in the near future.

The national footballer is heating up the Taiwan Football Premier League with goals galore. His latest conquest was a four-goal, twoassist win—his best performance to date in the Asian country. Malcolm contemplating playing pro-hockey in Europe after degree ONE of TCI’s most accomplished hockey players Kristoff Malcolm is contemplating playing pro-hockey in Europe after his university degree ends in 2021. The seasoned star, who started his hockey career in rollerblades with the Provo Hockey League, before transitioning to ice, said that the possibility of going pro is something that he is seriously considering. He said that at the moment he is 70% sure that he would attempt to take his game to the next level. “…I’ll have to reach out and show interest, either through an agent or by myself, but that process I’m still contemplating as it would
not be top level pro that pays well.” Before he makes the decision, Malcolm says he wants to enjoy his last year at Florida Gulf Coast University, where he is reading for a dual major in Accounting and Finance and a minor in Entrepreneurship. “I just want to give it my best shot and enjoy it.” The 25-year-old noted that he took three years off after high school to travel and play junior hockey in Philly and Wyoming, so all of those factors he will weigh when he is set to make his decision.
