Hundreds vaccinated against Covid-19 BY OLIVIA ROSE ABOUT 344 people were given their first vaccination to protect them against Covid-19 during the opening week of the Ministry of Health’s nationwide inoculation programme. This includes 150 healthcare workers and 75 elderly people as well as those with chronic non-communicable diseases and frontline public sector workers. The initial batch 9,750 Pfizer/ BioNTech vaccines from the United Kingdom is enough to vaccinate about 4,875 people or 10 percent of the territory’s population. According to the Ministry of Health in a statement on January 15, 269 people have been vaccinated in Providenciales and 75 in Grand Turk. The figures come as the Government prepares to rapidly scale up its mass-vaccination programme and roll it out to the other islands in the coming weeks. Government officials and representatives of TCI communities were among the first to be vaccinated at the launch at Cheshire Hall Medical Centre, Providenciales, on January 11. In a statement on January 15, Governor Nigel Dakin, who was the first to receive the jab alongside his wife Amanda, said the initiative got off to “an excellent start”. “In the first week we’ve touched

multiple members of society: health workers, the elderly, those with underlying conditions, police, prison, pastors, Turks Islanders, Haitians and Dominicans,” he said. “…If we all embrace the opportunity it will make us not only a regional but a world leader. “The opportunity for us to be one of the safest destinations in the world, almost before all others, is not an opportunity for us to waste.” In a statement on Facebook on January 16, he said there were “absolutely no side effects” from the injection apart from waking up the following morning with a slightly sore arm. “Since then only side effect is looking forward to the second shot on January 31 so we know - by February 7 we have nothing to fear from Covid.” Premier Sharlene Cartwright Robinson was the next to be given the first of two Covid-19 vaccinations. During a press conference on January 12, she hailed the Covid-19 vaccination programme as a pivotal part of the territory’s fight against the spread of the disease. “The vaccine is an important first step for us to regain better control of our lives and our country and for us to protect our families and ourselves from this deadly virus. “We must see the wisdom on vaccinations as we have always

done in support of general individual and country health.” In a subsequent statement on January 15, she stressed that her participation in the vaccination programmes was essential to encourage residents to consider their health. “As premier I felt it important to participate so as to encourage us to take this vital step for our families, our country and ourselves. “We have seen vaccinations used over many years to promote national public health goals and this is no different. “There is no current scientific evidence that this virus will leave us any time soon and so it is important to see this as one of our best defences against the spread of the infection.” She stressed that this will give everyone in the TCI their very best chance to regain greater control of their lives and territory. “By taking the vaccine, we can each act individually to achieve our national public health goal and set our country on some path towards normalcy.” A vaccine registration portal was

Police intercept boat with 23 Haitian migrants TWENTY-three people from Haiti were detained on Sunday (January 17) after being smuggled into TCI waters in an undocumented boat. At about 10.15pm officials from the Coastal Radar Station alerted officers of the Royal Turks and Caicos Islands Police Force that they were tracking a target. Marine branch officers on police boat Sea Guardian immediately responded and intercepted a blue 27 foot vessel, five miles south of Bird Rock. Additional officers on board police boat Sea Pursuit assisted with transporting the boat and 15 men and eight women to South Dock in Providenciales. The migrants were handed over to the Immigration Department Enforcement Unit and Environmental Health official for immediate assessment, processing and repatriation. “The operation was conducted without incident,” according to the police press office. A boat containing 159 people from Haiti capsized 11 miles south of Providenciales just two days prior on January 15. Marine police officers, the US Coastguard and Government

officials worked together to rescue the passengers. There were no casualties. Immigration minister Hon. Vaden Delroy Williams said: “This vessel is the second interception within three days, which is very alarming. “We are very thankful for all organisations involved in the two interceptions.” He added: “Travelling here illegally is a wasted time, as our border protection team is very strong and you will be caught and you will be sent back to your home land. “Do not risk all you have to

travel here.” A 25 foot wooden boat containing 26 Haitian migrants was towed to South Dock in Providenciales after it was found in TCI waters on December 28, 2020. And on December 18, the United States Coast Guard intercepted another Haitian vessel containing 110 people about 40 miles from the TCI. It is an offence to harbour illegal persons and anyone found guilty risks a fine of $20,000 or four years in prison, or both in accordance with the Immigration Ordinance 2018.

Former Gov’t minister Lillian Boyce admits misconduct in public office BY DELANA ISLES FORMER minister of Government, Lillian Boyce, has been severed from the Special Investigations and Prosecution Team (SIPT) trial due to a change in plea. The news was first broken by the Weekly News on Thursday, January 14, just minutes after it was announced in court by her new attorney Alvin Garland. Boyce’s plea comes five years after the trial first began on December 8, 2015, and 12 years after the Commission of Inquiry into corrupt practices in the Michael Misick-led Government. Boyce, who was slapped with several charges stemming from the inquiry, has only pleaded guilty to misconduct in public office. On the other charges, Boyce has agreed to a financial settlement. For her admission, she will not serve any prison time. The charges for which she has now been relieved of are: defrauding the government and/or Belongers, conspiracy to defraud the government, conspiracy to defraud the PNP, conspiracy to disguise the proceeds of crime, acquiring $1 million knowing or suspecting it to be proceeds of criminal conduct in an arrangement to defraud the government and facilitating Michael Misick in criminal conduct. In four of these charges, Boyce was charged jointly with Floyd Hall, McAllister Hanchell, Jeffrey Hall, Clayton Greene, Thomas Misick, Melbourne Wilson and Michael Misick, all of whom remain defendants in the trial. A sentencing hearing which was initially planned for Monday (January 18) did not go ahead, and sentencing was rescheduled for Wednesday (January 20). When the court convened on Monday, attorney for Floyd Hall expressed some concerns regarding submission of documents from the prosecution to the defence team with regard to Boyce’s guilty plea. Earl Witter QC sought assurances from the prosecution team that all correspondence between Boyce and the Crown regarding her change of plea have been disclosed to all defendants. Lead prosecutor Andrew Mitchell QC replied that all documents that the prosecution were instructed to turn over to the defence had been turned over. Witter - whose client and several other defendants are still charged in some of the counts for which Boyce has now pleaded guilty

- insisted that the record shows he has made the requests for all documents. ‘GOD’S WILL’ In an explanation of her decision posted to her Facebook page on the evening of January 14, Boyce said it was with God’s guidance that she arrived at her decision to admit her guilt. “This decision was taken after much prayer, careful thought, wide consultation and respected legal advice. “It was the result of a plea agreement with the prosecution, led by Queen’s Counsel Andrew

Mitchell, in which other charges were discontinued against me and a financial settlement agreed upon.” She put to bed speculations that she has now turned a witness for the Crown against her former codefendants. “I am not a witness for the prosecution and I’ve now been removed as a defendant from the trial. “This morning, my new attorney Mr Alvin Garland made submissions on my behalf and the trial judge, Mr Justice Paul Harrison. “The judge has indicated that it will be non-custodial. I am indeed

thankful that there will be closure.” BOYCE’S PREVIOUS CHARGES In one count, she was accused of conspiring with Floyd Hall, McAllister Hanchell, Jeffrey Hall, Clayton Greene and Thomas Misick between August 1 and 31, 2009, together with Michael Misick and others to defraud the Government and/or Belongers by acting in a way that was contrary to the economic interests of the Government and/or Belongers in respect to Crown land. Another count names Boyce, Floyd and Jeffrey Hall, Samuel

Been and Melbourne Arthur in conspiring together between January 1, 2004, and June 30, 2006, with Michael Misick and other persons to defraud the Government by arranging the transfer of Crown land at North West Point on terms that were contrary to the economic interests of the Crown. Boyce was previously charged along with Floyd and Jeffrey Hall, Hanchell and Thomas Misick with conspiring with Michael Misick and others between July 1, 2002, and August 31, 2009, to defraud the Progressive National Party (PNP) and its members. Another charge alleged that between August 1 and 31, 2009, the defendants conspired to disguise the proceeds of crime namely: payments to the PNP purported to be political donations but which were in fact bribes paid into the PNP account for their own benefit, with a view to avoid the making or enforcement of a confiscation order or avoiding prosecution for unlawful conduct. Boyce was also charged with acquiring $1 million knowing or suspecting it was the proceeds of criminal conduct of an arrangement to defraud the Government, on or about May 19, 2006. She was also charged with entering into or becoming concerned with an arrangement whereby the retention or control by or on behalf of Michael Misick, the proceeds of Misick’s criminal conduct. That charge said she facilitated him knowing or suspecting that he was engaged in criminal behaviour.

Man charged with New Year’s Day murder CURTIS Butterfield, 23, has been charged with the New Year’s Day murder of 50-yearold Jean Venel Jacques in Providenciales. Along with the offence of murder, Butterfield has also been charged with attempted murder, grievous bodily harm and the carrying and use offensive weapon to cause fear. Head of crime and public protection Superintendent Lisa Mitcheson said: “We must stamp out this mindless violence that brings misery to those affected and puts communities in fear of

violence. “I hope this sends out a strong message to those criminals operating within our communities that our detectives will thoroughly investigate all serious violent crime, and with the support of the public, you will be caught and you will be brought to justice.” Jean Venel Jacques from Haiti was found dead in a yard on Walter Cox Drive, Kew Town on January 1 with what appeared to be a “blunt force trauma” to the head, the police press office said.

Police were called out to the scene at about 6.50am, where the man was pronounced dead. Butterfield was arrested in connection to the murder and was charged on Monday (January 18). Superintendent Mitcheson said: “Witness cooperation is key to successfully investigating all crime. “I want to thank those that have assisted in this case, however, we still seek further information and encourage anyone who was in the vicinity of where the murder took place on Walter Cox Drive

to contact the police directly or call Crime Stoppers, which you can do anonymously.” Anyone with information can call 911 or Crime Stoppers on 1-800-8477. Meanwhile, the victim of a murder in Wheeland on December 27 has yet to be identified. Police received reports of a shooting at about 7pm on Miller Clarke Avenue and were dispatched to the area. They found a man on the ground with a gunshot wound. He was unresponsive and pronounced dead at the scene.

IS THE TRIAL COMING TO AN END? Bahamian national Christopher Forbes was found guilty of murder in 2019

Notorious prisoner transferred to the UK CONVICTED murderer Christopher Forbes was transferred to the United Kingdom on January 12 where he will serve in a Category A prison for the remainder of his sentence. This was seen as a “critical action” in a series of strategic steps being taken to improve security, decrease risk and to restore and maintain order at Her Majesty’s Prison, Grand Turk. Members of Her Majesty Prison and Probation Service escorted Forbes during his departure from Grand Turk International Airport. “All Covid-19 procedures were adhered to and strictly enforced to ensure the safety of the prisoner, the staff and the community at large,” a Government press release said. The absence of high-security accommodation and the steady increase in violent crimes in the TCI has seen an increased number of more dangerous offenders being sent to the institution. “This places additional pressures on the management and staff to maintain a safe and secure environment,” the press release said. The transfer of the prisoner was approved by UK ministers as permissible under UK legislation, and supported by the governor and premier. Minister with responsibility for the prison, Hon. Goldray Ewing, said: “We are grateful to the UK government for their support and agreement to accommodate this prisoner. “We will continue to take measured steps to support the management and staff of the prison as they work towards making the prison a safe, secure and rehabilitative institution.”

Governor Nigel Dakin said the stability of Her Majesty’s Prison is a critical piece in the TCI’s strategy towards safeguarding national security. “We will continue to exercise all avenues available to us in order to accomplish our national goals and secure our institutions and our communities.” Meanwhile, Prisons Superintendent David Bowden said the transfer of Forbes is an essential part of the ongoing development of Her Majesty’s Prison. “Prisoners who pose a greater risk must be kept in a prison, commensurate with the risk that they pose to others. “I am most grateful to the transfer team from the UK. I have also been very impressed by the inter-governmental departments, working very closely with the MoHA, to make this transfer as efficient as it was.” Forbes is serving two life sentences for the brutal murders of two Dominican women, Sorineida Moreno Arias and Yuneiry Veras, both aged 26, in Providenciales in 2016. The Bahamian national was found guilty in Grand Turk Supreme Court on October 21, 2019, and sentenced to life in prison. In May last year, during lockdown, Forbes took to social media to air his frustrations with the prison system. In the four videos he livestreamed on Facebook, the inmate was wearing street clothes, adorned with jewellery, and had a flat screen television in his jail cell. He stood against a backdrop of a well-stocked shelf of grocery supplies, all inside Her Majesty’s Prison, Grand Turk.

Director of Public Prosecutions, Eugene Otuonye, speaking at the opening of the law year on Monday, January 4, announced that the fiveyear-long SIPT trial would come to a close this year. Ten days after his prediction, on Thursday, January 14, Lillian Boyce, a former minister in Michael Misick’s government and a defendant in the trial, pleaded guilty to misconduct in public office. Could this be the beginning of the end of this drawn-out, expensive and lengthy case? What are your thoughts?

Investigate it all

Justice delayed is justice denied. The fact that the case dragged on for this long begs me to ponder the ulterior motive of the Crown. They could have just fined the defendants long ago and save this country a lot of money. My question is, will the Crown and the Integrity Commission investigate wrongdoings by this current Government in the areas of airport, dumpsite and yes, the Chalk Sound Police Station building. Justice cannot be lopsided.

Wrongs and rights

There are many ways a case can be prolonged. If, for example, the defence sees a number of likely issues to arise and same presents a chance for an appeal there are one of two ways to go. When the first issue arises, then it is appealed to the Court of Appeal then to the Privy Council only to be turned down then return to continue the trial. An alternative constructive approach would be to seek declarations or directions on the issues and in a cooperative manner not prolong the trial process unduly. It is clear that the defence strategy has been to prolong the trail so that the country is frustrated and logically is crying out for the trial to come to an end. Mrs Boyce did the right thing and came clean. So be it. Now Mike and the remainder of the crew should finally realise that wrong cannot be made into right.

Making money

There is an old story about a father and son, both lawyers and practising together. The father went on holiday leaving his son in charge. When he returned the son,

beaming somewhat stupidly said: “Dad, I have managed to bring closure to that case, which has gone on all these years.” The father reacted furiously: “You crass idiot, I was relying on the fees from that case for my old age.” Or the Hogarth cartoon, depicting a cow. The plaintiff pulling at its head, whilst the defendant resists by tugging at the tail. Meanwhile in between, the lawyer is sat on a stool milking the udder into a bucket! Tongue in cheek perhaps, but amusing and in litigation the only parties guaranteed to make money are the lawyers.

Tiptoeing around

Misick is the person they want. They will not stop until they can put a chain on him. I can feel your enthusiasm but they will never stop until they have him. It’s not about the money with the ‘motherland’ it is about how dare such a gangster-wannabeelil’-island-boy like Misick ever think he can match wits with the great empire where the sun never sets. Misick is one silly man who can’t see that he is already cooked but the motherland is just waiting for him to make the wrong move then they will snap on his backside like a shark. Right now, the motherland doesn’t want any upset with some of them silly folks in Caricom. Misick knows this. So, until the motherland grows a pair and grabs Misick’s trifling behind and does what they must with him, the tiptoeing around this elephant in the room will continue. Sorry to say so.

A racist trial

With any hope or prayer, this admission by the Hon. Lillian Boyce, would mark the possible ending of the Commission of

Inquiry, the endless SIPT trials and the season of persecutions that started with Helen Garlick as far back as 2008. Maybe justice will prevail. The Hon. Boyce has earned the right to be called honourable and a minister emeritus. Already former minister of finance Floyd Hall jumps to the podium to isolate the impact of the admission and to proclaim his innocence. Whatever it is, the Hon. Lillian Boyce’s admission will be a subtext for a double standard of investigation and one where a racist undertone takes effect former ministers on trial, expat developers walk free. History will record her well and many aware or ‘woke’ TC Islanders will be grateful to the stance she has taken, even though in some quarters it is indeed bad news. It is a statement and smart resolve. Yet again, former ministers are on trial for alleged misconduct that takes place on a larger scale in the US and Canada. History does not record a commission in the US or serious push by any Democrat or Republican for the trillions spent in Iraq for a war that contained no weapons of mass destruction as heralded by that US president. Yet we have here in the TCI, by contrast, where albeit billions are issue, all told, ten years of British cover up and a SIPT investigation that would not touch any expatriate investor or developer.

TCI cannot test for new coronavirus strains BY OLIVIA ROSE A NEW, more contagious strain of coronavirus discovered in other parts of the world has sparked concern among residents in the Turks and Caicos Islands. The worries came as active Covid-19 cases shot up over the past month from 33 on December 21 to 195 on January 18. Minister of Health Hon. Edwin Astwood during a press conference on January 11, said the TCI does not have the capacity to detect if there is a new dominant strain. In order for the TCI to carry out such studies, the Public Health Laboratory would need a different set of equipment, reagents, consumables and technical skills, he added. “Many have been talking about the variant strain of the coronavirus causing Covid-19 infections, and asking if we are looking for it here in the TCI. “For laboratory surveillance, ie. for us in the TCI to be looking for this variant strain, our laboratories will have to be equipped to do DNA and RNA sequencing, and molecular studies. “We are just redeveloping our Public Health Laboratory - most laboratories in the Caribbean are not equipped to do all these molecular studies on the genetic makeup of the virus. “This is what will be needed if we are to say we are looking for the virus. “It’s just not a matter of just seeing the patients, you’ll have to do the sequence of each person that is infected “...we do not have the capabilities nor the man power at this time to carry out such studies. “Hopefully in the future as we further develop our Public Health laboratory these capabilities will be in place.” Astwood said the fact that SARS-CoV-2 is morphing into potentially more dangerous strains is not a surprise. He explained that viruses must mutate in order to make up for a critical omission in their makeup.

“Let me be clear, viruses mutate all the time. SARS-CoV-2 mutates about three to four times a month. “Some mutations have no effect on the virus, and some mutations confer an advantage on the virus - like making it spread faster, making it more or less deadly, the deadlier the virus the less it spreads. “This is what viruses do as it is a positive evolutionary response for the virus, it is negative for human beings or the host but it is positive for the virus. “Some mutations may become the dominant strain of the virus meaning that it is spreading more or showing up more frequently than the other strains.” He added that: “The variant strain identified is called V112. It is shown to be more transmissible, however there is no difference in the modes of transmissions. “So the measures in place and tools being used are the same to prevent the spread of this version of the SARS-Cov-2 virus. “There has been no change in disease presentation or severity.” The minister urged residents to continue following health recommendations including social distancing, wearing masks and other health measures to prevent further community spread. “Together with limiting our close contacts, maintaining physical distance, masking and staying home when sick, and with the efficiency and completeness of our contact tracing efforts, we will be stopping new cases from developing in the TCI. “I want to state clearly that many persons across our Islands, including Grand Turk and Providenciales, have done a remarkable job in protecting their communities and preventing spread. “Their current numbers are simply a reflection of how interconnected we all are and that rising transmission in any Island impacts all of us.” He reminded residents to support each other, especially healthcare and frontline workers,

dramatically. “We cannot become complacent now and let our guard down, we have to keep this effort up, remember, we are all in this together, and we must face this challenge together.”

Police officer dies from Covid-19 POLICE Constable Cydric Balanag of the Royal Turks and Caicos Islands Police Force died from Covid-19 on Saturday (January 16). He was the seventh person to lose their life after contracting the contagious virus in the Turks and Caicos Islands. Tributes and messages of loss flooded social media this week for the much-loved colleague, husband, father and friend. A police statement described Constable Balanag, who was assigned to the Response and Operations Unit in Grace Bay, as a “loyal, trusted and dedicated” member of the force. Commissioner of Police Trevor Botting said: “Officer Balanag loved being a police officer and cared about the community he served. “On behalf of the executive members of the RTCIPF, I would like to express condolences to

Cydric’s family and friends. “Let us take a moment to remember Cydric and keep his loved ones in our thoughts and prayers. “Deepest sympathies are also extended to Cydric’s colleagues and friends in the force. May God bring us all comfort at this difficult time. We’ve lost a great officer.” Cydric Balanag was married to Kristine Rusios who worked in Graceway Supermarkets, and they had a daughter Ezra. A statement from Graceway Supermarkets on January 18 said: “Cydric was a loyal and trusted member of the Royal TCI Police Force and, above all else, a loving and caring husband to Kristine, and father to their daughter, Ezra. “We give our deepest sympathies and condolences to Kristine and her daughter Ezra during this extremely difficult time. Please keep the Balanag family in your thoughts and prayers.”

TCI Hospital announced the death in a statement on Saturday. “The middle-aged male was a known confirmed Covid-19 case,” it read. Balanag was transported to the Emergency Department at Cheshire Hall Medical Centre by ambulance in critical condition on the afternoon of Saturday. The hospital’s Covid-19 emergency response was activated ahead of his arrival, and the team commenced immediate resuscitation. “The patient’s condition rapidly deteriorated despite our medical interventions and sadly, he passed away. The death is officially classified as Covid-19 related,” the statement said. “The Turks and Caicos Islands Hospital and the Ministry of Health wish to extend our deepest condolences to the grieving family and friends on the unfortunate loss of their loved one.”

159 rescued at sea after migrant boat capsizes – no casualties A DRAMATIC water rescue took place 11 miles south of Providenciales on Friday (January 15) after a Haitian migrant boat with 159 on board struck Molasses Reef. The “protracted and challenging” effort was led by the Royal Turks and Caicos Islands Police Force, supported by the Department of Environment and Coastal Resources and local boaters. Commissioner of Police Trevor Botting said: “Whatever the purpose of the journey and the intentions of those on board, their boat struck the reef causing damage to the boat and they needed help. “In response, many people stepped up to successfully rescue all those on board showing courage, humanity and professionalism.” The rescue was launched following a distress call at 9.05am on Friday. It was commanded and coordinated by the Royal TCI Police Force’s control room. As the operation unfolded, several key agencies were placed on standby as the scale of the rescue and the number of people involved became clear. This included the Immigration Department, the Ministry of Health, Cheshire Hall Medical Centre, the Department of Disaster

Management and Emergencies and the TCI Regiment. International search and rescue partners, the United States Coastguard were also on hand to offer support. The rescue operation was made difficult due to the reef itself, the position and precarious condition of the boat and the prevailing sea

conditions, the police press office said. Over several hours, 135 men and 24 women were taken from the partially submerged boat and placed on boats provided by the police force, DECR and a private citizen. Botting said: “Today [January 15] demonstrated an extraordinary

level of teamwork, leadership and collaboration between the RTCIPF commanders, Marine Branch, colleagues from DECR, members of the TCI marine community and the US Coastguard as 159 people were rescued from a very dangerous situation.” He added: “All those involved

deserve great credit - thanks for what they achieved today. I am very proud of my team but also proud of all who played a part in this rescue. “I especially want to thank the members of the TCI marine community who answered the call to support us. Your efforts are truly appreciated.”

Negative Covid-19 test required to enter UK and US BY OLIVIA ROSE THE UNITED Kingdom government has announced that all travel corridors – including to and from the TCI - will be removed from Monday (January 18) until at least February 15. This move comes as the country ramps up its efforts to stop new strains of the coronavirus from entering and infecting residents. Travellers from the TCI and all other countries must now provide a negative test result from within 72 hours of travel and quarantine for ten days on arrival in the UK. This is reduced to five days if they take another test at their own expense and it comes back negative. The TCI was removed from the UK’s quarantine list and added to its travel corridors list on November 13, 2020, following concerted efforts by the TCI Government.

Meanwhile, on January 12, the Centres for Disease Control and Prevention (CDC) issued an order to all air passengers to the USA from a foreign country – including the TCI. They must get tested no more than three days before their flight departs and present the negative result to the airline before boarding a flight. Premier Sharlene Cartwright Robinson speaking at a press conference on January 12 said: “We celebrated recently our change in rating under the CDC’s ranking and also celebrated our addition to the UK travel corridor. “Though a challenging and unfair assessment for us small populations, it matters to travellers. “Yesterday we took a small step back and was re-graded by the CDC to a level three and we are now on the watch list for the UK. “Despite this unfavourable

Fines up to $5,000 issued to Covid-19 rule breakers TWELVE tickets ranging from $250 to $5,000 have been issued over the past few weeks to people who have ignored Covid-19 control measures. The Royal Turks and Caicos Islands Police Force are continuing their efforts to enforce the Public and Environmental Health (Covid-19) (Control Measures) Regulations. From December 28, 2020, to January 9, 2021, two tickets of $250 were issued in Downtown, Providenciales, to individuals failing to wear face masks. Four $500 fines were issued for permitting a people to enter a business without a facemask. Six establishments, including a nightclub and a major hotel in Grace Bay, were given $5,000 fines for failing to comply with restrictions on businesses. The regulations say that the number of customers permitted in a restaurant, bar, nightclub

or discotheque at any one time, cannot exceed 30 percent of its maximum occupancy based on the square footage of the premises. Businesses that are in doubt about the numbers allowed in their businesses can seek the assistance of the Public and Environmental Health Department. On January 14, Commissioner of Police Trevor Botting said: “The Covid-19 regulations are in place to help prevent the spread of the Covid-19 virus and the RTCIPF will take all enforcement measures to ensure the safety of our communities. “I urge all businesses and members of the community to comply with the regulations. “Please wear a mask where required, keep socially distanced and wash your hands or sanitise regularly. Please help us to keep you safe.”

Voters’ safety a priority amid pandemic - Astwood BY OLIVIA ROSE AS RESIDENTS in the TCI gear up to head to the polls on February 19 amid the Covid-19 pandemic, talks on “prioritising voters’ safety” are ongoing. One of the biggest hurdles for election organisers and voters is handling a total overhaul of the typical voting day practices. Minister of Health Hon. Edwin Astwood said the Government is working to clearly define the procedures for safe voting – including for citizens in quarantine with Covid-19. Speaking at a press conference on January 12, Astwtood stressed that it is vital for the Government to take every step possible to ensure the safety of voters. “That has been the discussion in many meetings of how we gather safe voters turn out, how to protect the voters, how to ensure that persons in quarantine can vote and how to ensure that persons who may be Covid-19 positive can vote...how do we schedule it. “All of that is an ongoing conversation, ongoing talks, ongoing clarifications at this time to ensure that we get protocols right. “We know that many of our Caribbean sister nations have done elections at this time and we could

see what works and what does not work - we do not have to reinvent the wheel. “The United States just had voting and many other countries have voted during the pandemic and we can certainly see what can work in all our islands and what cannot work.” Countries like the USA encouraged ‘absentee voting’, a practice which allowed voters to mail in their ballots, as a safer

alternative to standing in queues at polling stations. However, millions of voters still opted for in-person voting at polling stations with strictly enforced social distancing and mask wearing rules. The TCI Government is also preparing to roll out a public education and awareness campaign using all communication channels to ensure that citizens know how to vote safely.

The rapture of the church The next event on God’s calendar

INSIDE museums the signs of Earth’s history are preserved through collections of scientific, artistic and cultural significance. Exhibits chronicle the inhabitants, places and events, sculpting the world we live in. Inevitably, a series of apocalyptic events will occur, which will put a period behind the world as is known and not a single museum will remain erected to memorialise this imminent destruction. A museum with such details containing the signs of what is to come – exhibits and remnants of the ‘End Times’ will never exist. However, if one does prevail, what could we learn? How would it impact our lives? When we x-ray God’s words, our imagination can catch a glimpse of what will happen through Bible prophesies and discovering signs in the Scriptures, unlike museums that only depict what had occurred. The Bible proclaims that one day millions of people will expeditiously vacate this Earth and although there are no signs for this phenomenon there is glaring evidence from around the world of the ‘End Times’,

hence the near occurrence of this marvel. The event, which I’m cataloguing is called the Rapture, which will change everything forever, when all believers will be caught up in the clouds to meet the Lord. Heeding God’s calendar, these events will take place in sequence. There was the first coming of Christ and following that era is the church age, in which we are now living. The Rapture will eventuate and inaugurate an epoch, which the Bible characterises as the ‘Great Tribulation’ – a seven-year period of unprecedented chaos, impacting Israel and all nations – an endeavour to prepare the people for the Messiah. Then there’s the second coming of the

Lord. According to the Book of Revelation when Jesus comes back for the Second Advent every eye shall see him, but in the Rapture only believers will be impacted – two different events. Noteworthy, the Rapture is not mention in the Scriptures. The word derives from the Latin word rapere meaning rapid. However, the Latin expression rapere originated from the Greek term harpazo, translated as ‘caught-up’. A further preview of what is to come before the tribulation strikes is established 1 Thessalonians 4:13, backed by 1 Corinthians 15:20. The apostle Paul’s purpose was to dispel the ignorance of the people. He explained

that those who are dead in Christ have merely fallen asleep and will rise to meet the Lord. In 1 Thessalonians 4:15-16 and Acts 1:11, the apostle outlined the promise of the Rapture and the return of Christ in the physical sense. This promise is fostered in Saint John 14:1-3 – Jesus said, he will come and received the saints unto himself. Furthermore, 1 Corinthians 15:51-52 proclaimed, we’ll changed instantly and some of us will still be alive. After the believers are caught up to meet the Lord in 1 Thessalonians 4:17, the Scripture offers some comfort in verse 18, however we must steadfast and make faith the bedrock of our lives, as declared in Hebrews 10:38. While we wait for this day, Titus 2:13, Philippians 3:20 and 1 Thessalonians 1:10 entreat that we should look eagerly for the Lord with hope. In Saint John 14:6, Jesus urged: “I am the way, the truth, and the life.” If you haven’t place your faith in him, do so now or risk left behind. The Rapture is near!

Set personal goals and keep them to yourself

LAST week, I wrote an article entitled, ‘Make a fresh start’. In that article, I mentioned that one of the things we should embark on is to set at least one goal at a time and complete it. This article is about setting your personal goals and keeping them to yourself. I know sometimes you feel like you not progressing in life. You feel like you are going backward instead of forward. Perhaps one of the reasons why you are feeling this way is because you have not set any personal goals for your life. Well no matter your age or stage in your life, it is not too late to set goals. One of the first things you need to do is establish what it is that you want in life. More than likely the things that you enjoy very much and are passionate about are what you need to focus on. After a self-assessment, document your plan. If you are unsure how to achieve these goals, do some research in the area that you want and use that data as a means to document a plan. Assign time frames and each day you get up, review your plan and focus on achieving the goals. Don’t just stare at the document you wrote, work your plan to achieve it.

Always make sure the goals are SMART – specific, measurable, achievable, realistic and timely. In addition, ensure that your goals encompass personal development, family, spiritual aspect, career or business and involvement in the community. You see, if you do not set your goals you may get lost. The goals will be your guide and steps to fulfil your passions and to allow you to become a better you. I think it is best to keep your goals to yourself. Do not share your goals if you have not completed them as yet. You will find that some of the people you share your goals with will become jealous and have some sort of animosity towards to you.

They will pretend they are happy for you but they themselves will either intentionally or unintentionally try to block you or discourage you. They may also try to do the same thing you are doing and if they have they have

more resources than you, they may very well complete those same goals before you. If they do, you may become discouraged and not continue with your plans. Sometimes the goals you have may be so unique that no one else even thought about it, but the moment you share it then soon everyone will want to do the same thing and the market becomes very competitive. If you are able to launch your goal far in advance of others you will have a competitive edge and will be well established before others enter the market. In conclusion, some may say sharing goals with others should be promoted because it can be a source of motivation and accountability. Motivate yourself!

Responding to Washington’s new hemispheric thinking PART ONE ON JANUARY 20, Joe Biden will become the 46th president of the United States. Many governments and individuals around the world will breathe a collective sigh of relief. This will not be because a Democrat has replaced a Republican, but because an individual who represents stability, certainty and rationality is again the head of state of the world’s most influential and economic and militarily powerful nation. On the afternoon of January 6 as insurrectionists, rioters and nihilists entered the US Capitol, Mr Biden spoke as a US president should, demonstrating leadership, calm, conviction, forethought, and strength. It was a moment that suggested that US values and democracy

Historical practices vs modernisation Dear Editor, In 1976, the TCI gained full adult suffrage from the British. Everyone was given the right to vote on who should represent us and make decisions for the development of our country. All praise unto God and acknowledgement to the radical movement and vision of the founder JAGS McCartney and the PDM party. This legacy must continue. Let us not forget that the direct colonial system prior to 1976 was represented by Buck Saunders and others of the People’s National Organisation - which transformed into the PNP and has the same mentality today. Unfortunately, they didn’t have the insight to transform this country as JAGS did because they were designed on maintaining power and the status quo. However, we must agree together that in spite of the constraints, to this point in history, we have made great political, social, economic and national progress. Between this gap of 1976 and 2021, I wish to compare

and contrast some significant indicators that voters need to take into consideration when casting their vote. Not only for self or commitment to party, but most importantly for their country and the generations to come. The record shows that the PDM has maintained clear focus in leading the people and the country with integrity, consistency, productivity and profitability. The PNP has failed the people in leadership and the country nationally, regionally and internationally in their political conduct and mismanagement of the people’s purse. This includes: 1) In Norman Saunders’ leadership administration, he experienced political corruption where he and two other ministers were arrested by the US DEA for drug trafficking and money laundering, spent years in prison in the US and caused the British to take over the country. 2) In 1994, the now leader of CONTINUED 

powerful nations, including Russia, attempt to permanently weaken democratic systems through a mix of misinformation, cyberwarfare, and subversion. In addition, multilateralism has gone into retreat, multiple refugee crises continue around the world, and the impact of climate change has become close to critical. All of which has been happening alongside a surge in autocracy, and a widening divide globally between the wealthy and the average citizen.

One consequence has been a loss of global confidence in US leadership. Faced with weakening alliances, attacks on the multilateral systems that underpin security and trade, and a consequent fragmentation of trust, Washington’s friends in Europe, the Americas and elsewhere have questioned in public, but mostly in private, whether the US was any longer a reliable ally. For president Biden and the team of individuals he has picked for their experience of real world issues, rectifying this poses a daunting task, not least in convincing allies that his foreign policy can outlast him. When it comes to the Americas, the incoming administration has indicated that it will pursue policies that have as their primary objective ensuring post pandemic recovery and economic growth

in ways that mutually benefit the whole of the hemisphere, providing security to all, including the US. Recent interviews, broadcast remarks and think tank contributions have been made by some of those who will have senior roles in the White House, the State Department and elsewhere. They suggest that an overarching policy principle in the hemisphere will be the promotion of shared values, cooperation and change encouraged, rather than driven, by the US. This is likely to be at its most evident when it comes to the existential issue of climate change. It is already clear from the nomination of John Kerry as Mr Biden’s Cabinet level special envoy for climate that addressing global warming will be a cross cutting theme in future US global and hemispheric policy.

Bring an end to the violence in our country Dear Editor, The citizens of this great country, the Turks and Caicos Islands, were unprepared to endure the level of crimes we saw unfold right before our eyes in 2020. It is deeply troubling and a trend of such cannot be repeated or continued. We have to do everything within our power to stop this madness. Where is the accountability among our leaders? Just so you understand the magnitude of the issue, we ended the year with record number of murders, 23 in total. This is a 43 percent increase over fiscal year 2019, with many of them still unresolved. What this tells us is the predator/s are still at larger, which leaves a chilling feeling among our residents. Prior to 2020 and beyond, we have seen a barrage of ongoing fires in the nation’s capital, with no end in sight. This is probably one of the

highest number of fires per capital in any developed country. Whether these fires are the work of an arsonist or just faulty electrical wiring, we have yet to see any arson investigators on the ground in Grand Turk to help remedy the issue. My fellow citizens, we cannot stand idle by and allow such performance by our appointed leaders continue. For most of my career in the USA, I have worked in the crime prevention field, conducting both civil and criminal investigations along with various branches of law enforcement. So, I’m fully aware of the efforts that go into resolving crimes. But I must say, I’m appalled by what I’m seeing as the lack of priority with certain matters. If it’s not working, change the process or the leader. I’m pro law enforcement and will always be. So, by no means is this a personal attack on our police commissioner. But, we all get paid

to do a job and should be held accountable. I’m of the opinion that our police commissioner has ran out of solutions, lacks the resources he needs or it might be above his pay grade. It’s time for a change of leadership. Yes, as concerned citizens we all have a role to play, but at the end of the day, the buck stops with him, the governor and the premier. All of them were charged with accepting the responsibility for the internal and external security of our country. In my opinion the governor is on the right path with some of the initiatives he is pushing for the country. But he will have to make some tough decisions as to whether this is the kind of legacy he wants to leave at the end of his term. May God be with us all this new year. Ed Forbes, Grand Turk

George Lightbourne runs independent of PNP BY DELANA ISLES ONE of the more vociferous voices in the former PNP Government and the now Opposition, elected member George Lightbourne, has staged a one man show in his bid to recapture his seat in parliament. Last week, Lightbourne officially announced his candidacy as an independent all island candidate. In addition to his impassioned speeches in the House of Assembly these past eight years, Lightbourne is also known for publicly butting heads with the PNP on more than one occasion. Most recent and notable, in October 2019, the outspoken parliamentarian attempted to sue the party for breaching its own constitution. He said the Progressive National Party (PNP) “illegally” returned Hon. Washington Misick as leader of the party, and current contender for the premiership in the February 19 elections. In the application to the court, he called for Misick’s removal, as well as all other appointments made since, including that of E Jay Saunders as deputy leader. That challenge was thwarted when the court decided that the issues raised should first be broached with the party before the court’s intervention. Shortly after this, Lightbourne signalled his intention to separate

himself from the PNP after attempts to broker a resolution were unsuccessful. This move was made final when in October 2020, the PNP unveiled its slate of candidates, notably missing Lightbourne’s name as the party’s representative for Grand Turk North - a position he won resoundingly in two consecutive elections. PLATFORM In a video message of his independent candidacy, Lightbourne said he has no malice in his heart, nor is he seeking revenge. “My decision to run is not one that is born out of malice or revenge but rather it is one that is born out of love, love for my country and love for my people. “I will run a clean campaign free of malice and free of slander. The empowerment of my people is paramount and the sole reason for my candidacy.” He urged voters to, on February 19, cast their ballot for people they feel will work in their best interests. “I ask that when you’re choosing, you also choose me. “I have been your voice for the last eight years in parliament, four of which were in Cabinet. I would like to continue representing you, therefore I ask for your vote on February 19.” He said the issues confronting

the territory are many, and serious. “My platform is clear and concise. A vote for me is a vote for the establishment for an agricultural authority, a statutory regulatory body that will serve as an umbrella body here in Turks and Caicos. “This authority will provide funding, land, training, quality control, quantity control, marketing, distribution, networking, transportation, inspections and overall oversight for the agriculture industry.” He stated that the time has come for the Turks and Caicos Islands to feed itself, and produce food for export. “I envision a Turks and Caicos Islands where we grow, produce and process our own eggs, beef, pork, chicken potatoes, sweet peppers, tomatoes, okra, corn, plantains and the list goes on…” A few days before the House of Assembly was dissolved to allow the hosting of elections, Lightbourne had presented his proposals in the form of a private member’s motion. This motion was received with goodwill by the Sharlene Cartwright Robinson administration. “I have also presented parliament with a private member’s motion asking for the implementation of laws to protect our musicians and

Where Turks Islanders lost hundreds of thousands of dollars, getting back pennies on the dollar. 3) In 2008 under the leadership of former PNP leader Michael Eugene Misick the country was plunged into the ground because of corruption, causing another major international embarrassment. Several of his ministers were thrown out of office, arrested and charged for corruption, money laundering etc. After 10 years of causing the TCIG to spend hundreds of millions of dollars – which could’ve been spent on developing the country for the benefit of our people Mike has a team of leaders in court fighting corruption. Point to consider: Given the historical trends of leadership,

integrity and consistency can voters trust the PNP with the political responsibility of this country and their lives? Through the current corruption scandal and investigation many investors lost confidence in their leadership. Will voters endorse their conduct knowing that the British government has described the PNP as corrupt? Over the 44 years of ministerial government, we have been voting for candidates’ popularity rather than quality of representation. Given this modern time of science and technology, we need individuals who can sit around the table with investors and speak and analyse from science. I think it is time for us to lift the bar and demand higher qualifications in politics. Boutique hotel wins against competing developers and residents BY DELANA ISLES THE BIGHT by Dream Hotel Group has won a fight against residents and property owners who say the resort will infringe on already established tourism activities and hotels in the area. The boutique six storey hotel - a $43 million investment - is still on track to make its debut in the Turks and Caicos Islands in Summer 2022, with ground-breaking estimated for spring. The disputed development is set to be constructed at Lower Bight and Thomas Stubbs, Providenciales by The Yard. Upon completion, it will consist of 87 bedrooms, swimming pools, reception, restaurant, bar, gym, kid’s centre, spa and villas. In September last year, Chief Justice Mabel Agyemang denied an application for a judicial review of a Planning Department decision to grant the hotel outline development permission. The application for judicial review was filed in early 2020 by several residents, property owners and development owners in the area and heard remotely over two days in July. The results of the application were published in December on the new Turks and Caicos Islands Legal Information Institute website. The applicants included Eric John Levin, Daniel Joseph Levin, and the proprietors of Strata Plan No. 84. Respondents to the application were the director of planning, the Cabinet, the Physical Planning Board, the governor and The Yard as an interested party. APPLICATION FOR JUDICIAL REVIEW On November 6, 2019, Cabinet granted a conditional approval of an outline development permission to the interested party in respect of Application PR 13997 for the rezoning of Parcel No. 60801/76 from medium density residential (three to six units per acre) to a tourism related development in order to construct a full-service hotel. The applicants subsequently objected to the board’s decision to go ahead with Cabinet’s decision to grant outline development permission. The applicants complained that the decision to grant the approval was made without first requiring an environmental impact assessment (EIA) and a comprehensive impact assessment (CIA) be done.

Upon completion, The Bight will consist of 87 bedrooms, swimming pools, reception, restaurant, bar, gym, kid’s centre, spa and villas They asked the judge to declare that the director of planning should have refused to consider the application for rezoning, as it was not an application for development permission within the meaning of section 41 of the Physical Planning Ordinance, CAP 9.02 (PPO). They also asked that the judge declare that the Cabinet and or the Governor does and did not have jurisdiction to grant outline development permission for the rezoning of the parcel at the Bight and Thomas Stubbs, Providenciales. A further declaration that the board’s decision is irrational was sought by the applicants. They claimed it was irrational for the board only to take into consideration the decision of the Cabinet, while failing to consider -

properly or at all - representations made by the applicants and other representations and objections regarding the application. They asked the judge to make an order of certiorari to quash decisions of the board and Cabinet. Further or alternatively, they asked for a declaration that the decisions were ultra vires the power of the planning board and the cabinet and or governor. APPLICANTS COMPLAINTS Prior to applying for a judicial review of the board’s approval, some residents and property owners in the Bight had first made representations to the Physical Planning Board objecting to the grant of the application for outline development permission. The complainants in that

application were Rev. Daniel Delancy, Hudson Delancy, Collen Delancy, Katan QC on behalf of Strata Corporation, Christine C Levin, Daniel J Levin, Agile Levin and Chuck Hesse. The objections to the proposed development spanned personal, economic, socio-cultural, and environmental concerns. These objections were again outlined in the application for a judicial review before the court. Wymara Hotel - the third applicant - complained about the negative impact of the proposed development on its business. They asserted that a change of zoning would set a bad precedent and would likely open the floodgates to other persons seeking change of zoning. This they say, may lead to more and more hotels

and similar developments, in the area. Other objections stated that the interested party was allegedly looking to relocate residents from the area and that the proposed development would be an eyesore, sticking out as an “ugly disgusting freak” and was likely to lead to a loss of property values. In her judgement, Chief Justice Mabel Agyemang said no evidence of any of the allegations made by the applicants was placed before the court. Additionally, the chief justice said she could not find any evidence that the Physical Planning Board or the governor acted ultra vires their powers. “Accordingly, the application for judicial review of the said decisions, is dismissed.”

Environmental organisation gets new executive director THE TURKS and Caicos Reef Fund (TCRF) announced the hiring of its first full-time executive director, Alizee Zimmermann, this week. Zimmermann will start on February 1 as the first and only paid employee of the 11-year-old organisation. Don Stark, co-founder and chairman of the Turks and Caicos Reef Fund, said: “Alizee has been working with TCRF for over a year as our project manager for the Stony Coral Tissue Loss Disease (SCTLD) treatment and education effort and I am pleased that she has agreed to come on board as our first executive director. “Alizee has quickly become a regional leader and mentor on all aspects of SCTLD and is very enthusiastic about the mission of the TCRF.” Zimmermann was born in Grand Turk and raised in Providenciales. Having grown up on, in, and under the water, she has a fervent passion for the ocean and specifically the marine environment of the TCI. She became a certified diver at the age of 12 and at the age of

13 she was part of the Islands’ very first Junior National Park Programme where her passion and understanding for the need for conservation was nurtured. She got to ‘break ground’ for the current Environmental Centre and present a speech to members of the Government.

At 15 she left the TCI to further her education, receiving an International Baccalaureate Diploma before continuing on to The University of Edinburgh where, at the age of 21 she graduated with a Master’s of Arts with Honours in English Literature. Zimmermann returned home in

late 2008 for a couple years before moving to China in 2011. For five years, she worked as an English language teacher abroad in China, Vietnam (where she also became a dive instructor), Spain and The Netherlands. She worked with varying levels and ages ranging from primary to university professors looking to work abroad. Zimmermann returned to the TCI in 2016 and has worked as a freelancer on various boats including the Aggressor Liveaboard. She is also an illustrator and has collaborated on an educational children’s book called ‘Sarai Saves the Cay’ which was a TCI Government education and outreach project. Since returning to the TCI, Zimmermann has volunteered for the TCRF and shown interest in furthering her marine education which led to TCRF sponsoring her to attend an AGRRA Trainers Training programme in The Bahamas in early-May 2018. Becoming an AGRRA Benthic Trainer gave her the opportunity to start doing more meaningful work and collecting data on the health of

the reefs. She partook in an expedition to East Caicos to survey all the reefs off that uninhabited island as a baseline study and has become more and more involved in helping with Environmental impact assessments leading her to work on a range of development projects. “I am very excited about this opportunity to work with an organization which leads the way in TCI environmental advocacy and action,” said Zimmermann. “I look forward to continuing the excellent work the organisation has done to support conservation efforts in the TCI for the past 11 years.” Founded in 2010, the Turks and Caicos Reef Fund is the only active environmental advocacy organisation in the TCI. It provides funding for education, research and conservation programs to individuals, organisations and agencies that help to preserve and protect the environment of the TCI. Gov’t offices close for deep clean TWO Government offices closed for a day each this week to make way for a deep clean of the premises. The Revenue Department, Exchange of Information and Budget located at Wilma House in Grand Turk closed on Monday (January 18). A staff member from the Revenue Department had tested positive for Covid-19, a statement from the Government said. “In accordance with established public service guidelines and efforts to ensure the safety of personnel and prevent the spread of the virus a deep cleaning of the office space will be conducted. “…We sincerely apologise for any inconvenience this may cause and extend our gratitude for your patience and understanding at this time.” The Road Safety Department in Providenciales closed on Friday (January 15) also for deep cleaning. “This exercise is being carried out to safeguard both staff and the general public,” the Government press office said.

A passage to Salt Cay An account of travelling from Providenciales to Salt Cay on the Salt Cay Ferry IT WAS a trip I had wanted to make for the longest time. So, when one morning Captain Allan Dickenson of the Salt Cay Ferry, aka MV Brittany Leigh, called me and asked whether I’d be interested in joining him and a small group of Saltans on a trip from Providenciales to Salt Cay, he didn’t have to ask twice! The now legendary Salt Cay Ferry, Salt Cay’s lifeline to the rest of the world, had been in the dry dock in Provo for almost four weeks and after some well-deserved and muchneeded maintenance work and some upgrades, it was now time to come home. For as long as I have lived in this unique archipelago, I have always had a fascination for inter-island travel by sea and remember only too well the stories my late friend Tom Lightbourne used to tell me. How he and his father would sail aboard a Caicos sloop from Blue Hills (as Provo was known back then) to Grand Turk, to purchase merchandise for their family store. Such trips were easily a two-week adventure - or more - depending on the winds and weather conditions. And yet I remember distinctly Tom’s accounts of sailing the Caicos Bank and the elation felt by the crew as Six Hill Cays came into view. Soon I was to understand why. Monday, January 4, 2021. It appears to be our lucky day because, unlike the current carriers’ preferred modus operandi of late, the plane actually materialises! As we are about to take off and the exceedingly polite pilot reminds us that this is a five-minute flight. I think of the stories Ms Nettie used to tell me about the trips aboard a sailing sloop that she used to endure in order to travel the nine miles from Salt Cay to Grand Turk. “Tacking all the way up to Grand Turk and most people ending up seasick.” She recounts the experience with the slightest hint of a smile that makes one

understand that she - of course - was not seasick. After we land in Provo, the team is briefed: Come to the south side marina and ship yard the next day at 11.30am, for a noon departure. Perfect. Enough time to run a few errands, to conduct one or two sociallydistanced meetings and to order in Thai food. Hey, ‘When in Rome’… In order to get into the right frame of mind, I had brought along, as travel literature, a brilliant account of sailing from Grand Turk to Providenciales and back, from 1914, simply entitled ‘Round the Caicos’, by H H Hutchings. While the story of H H Hutchings, a former commissioner of the Turks and Caicos Islands, will no doubt be the subject of a future Salt Cay Note, it is noteworthy that H H Hutchings voyaged under sail from Grand Turk to East Caicos, Middle Caicos, North Caicos, Pine Cay, Dellis Cay, Blue Hills (Providenciales) and South Caicos, because: “It became necessary to make the usual arrangements to visit the schools in the Caicos settlements in connection with the annual inspection.” The journey, aboard the ‘Neptunia’, from April 26 to May 8, 1914, is a truly fascinating account of life in these Islands, over 100 years ago. From detailed descriptions of the fibre plantations in Jacksonville (East Caicos) and “a car ride through the fields”, to dining on flamingo roast in Bottle Creek. “These birds are protected and there is a fine of 40 shillings for taking one, so

we dined expensively.” The travel journal of commissioner Hutchings is not just a delight to read but also a literary treasure trove, full of fascinating anecdotes and descriptions of people and places in these islands from a 1914 perspective. But more about that, another time. Tuesday, January 5, 2021, at 11.30am, as agreed, the Salt Cay Ferry team meets at Provo’s south shore marina and, with the help of members of the Royal Turks and Caicos Police Force Marine Branch, load the ferry with materials and provisions. Three additional passengers (all returning Salt Cay residents) jump aboard and an hour and a half later, we begin our journey home. Conditions are perfect and what follows is a truly magical passage, across the shallow waters of the splendidly turquoise-coloured Caicos Bank. When, after three hours, Six Hill Cays and Long Cay (just south of South Caicos) come into view, I am as awestruck by the beauty of this magical world of sea, cays and marine life as my friend Tom Lightbourne would have been all those years ago or indeed the crew of the Neptunia, when they passed this very spot on May 7, 1914. From now on it is dark blue seas, as the Salt Cay Ferry crosses the Turks Passage on the final stretch home. As if choreographed for a picturesque documentary, the MV Brittany Leigh pulls gracefully into Deane’s Dock, with a picture book perfect sunset as its backdrop. It is good to be home.

BVI governor launches corruption inquiry GUS Jaspert, the outgoing governor of the British Virgin Islands, has opened a commission of inquiry into allegations in the territory of significant political corruption, major governance issues and even accusations of criminal gangs infiltrating the elected and administrative branches. In a press release from the Cayman Islands governor’s office, officials said the seizure of two tonnes of cocaine in the BVI in November, with a street value of about $US250 million, indicated the scale of the problem. According to local reports, the cocaine had been found in the home of a serving police officer. Britain’s Foreign Secretary Dominic Raab said in a written statement to parliament Monday that they were “concerned about the potential vulnerability of the islands to serious organised crime”. This includes political interference and coercion in relation to public service and statutory board appointments; intimidation of people in public service, the media and community leaders; the misuse of public cash set aside to help families suffering as a result of the pandemic; and corruption relating to procurement of tens of millions of dollars for various government projects. Sir Gary Hickinbottom, a UK judge, has been appointed to run the inquiry and investigate the allegations. British officials said that neither the BVI governor nor the UK government could stand by, given the serious allegations that have been made. The commission will inquire into whether there is information to

substantiate claims that corruption, abuse of position and serious impropriety has taken place in public office in recent years. It will then make recommendations, which are expected to be reported to the BVI governor within a few months, with a full report expected within six months. Cayman Islands Governor Martyn Roper said in the release from his office that this was a serious matter and the launch of the inquiry underlined Britain’s strong adherence to good governance in the overseas territories. “I am proud of the good governance mechanisms in the Cayman Islands, which are enshrined in our constitution,” the governor stated, despite the persistent concern here about corruption, though this is considerably more discreet and less substantial than the level currently suspected in the BVI.

Roper pointed to offices in the Cayman Islands, including those of the auditor general and the ombudsman, and independent commissions such as the AntiCorruption Commission and the Commission for Standards in Public Life, which “all continue to perform valuable work which underpins our democracy and good governance. I have every confidence that they will continue to do so”. Cayman and the BVI have fairly strong connections and the two Caribbean territories have assisted each other over the years. In 2017 the RCIPS sent officers to the BVI to help the police there round up prisoners who had escaped in the aftermath of Hurricane Irma. Premier Alden McLaughlin also assisted BVI and other territories hit by the 2017 hurricanes get cash from the UK to help them rebuild.

THE controversial same-sex marriage suit brought by Chantelle Day and Vickie Bodden will go before the UK Privy Council in six weeks time, according to the updated schedule for the high court. The senior judges will be the final arbitrators on whether or not the Cayman Islands Bill of Rights requires marriage to accommodate same-sex couples or if government has gone far enough with the Civil Partnership Law. Day, who is Caymanian, and Bodden, who is British, began their personal journey to try to marry here almost four years ago when they wrote to Premier Alden McLaughlin asking for some form of equivalent framework to marry, in accordance with the European Convention, that would allow them, as a samesex couple, to lawfully secure their relationship in the Cayman Islands.

However, the government failed to implement any form of legal gay unions. So when the couple returned to Cayman in 2018, they applied for a marriage licence, knowing it was likely to take them on a long road through the courts. They were, as expected, refused a marriage licence on the grounds that the law here defines “marriage” to mean “the union between a man and a woman as husband and wife”. Day and Bodden applied to the Grand Court of the Cayman Islands for a declaration that the law did not conform with their rights under the Bill of Rights and should be modified accordingly. In March 2019 the Grand Court found in their favour, deciding that the Marriage Law should be read as defining “marriage” to mean “the union between two people as one another spouses”.

Jamaican pastor claims God healed him from HIV DEVON Williams, who now also goes by the name Apostle the Major One Prophet Success, said his life before Christ seemed to have taken all the wrong turns and light at the end of tunnel seemed very dark. From being arrested, deported, and almost losing his life, Williams said he was able to turn all of that into good, with tertiary education, a ministry, and what he claims to be a body healed of HIV by God. Though he could not foresee the reasons for the lows he experienced, the pastor believes that the episodes of his life happened as they should. “I was in London, having got one month in the country, but I told myself that I would not return home until I could buy my house on the hill and own a business. I got a job sweeping street the following week, having left a sales job in Jamaica. I

swept streets for three months, and during the time, I got a different job in a KFC restaurant as a security guard,” he said. But the life he tried to settle into was disrupted when Williams said

he was attacked by five men in the restaurant and retaliated by hitting one with a chair. “I was later arrested and deported back to Jamaica. I was angry against God and everybody. I was saying to

God, ‘Why this had to happen to me?’ not knowing that He had a plan for my life in Jamaica. I never saw what He wanted to do with my life,” he noted. Two months later, Williams said he found himself back on a flight to London with a different identity. “I was still saying to myself I had to make it in foreign because I was being led by Satan to pursue greed and selfish gains. When I returned, I got a job at a McDonald’s store to work in the kitchen, and I was attending school part time, pursuing a bachelor’s degree in computer technology.” But as he tried to hide from the British police, resettle, and make something of his life, the pastor said he started feeling ill. “… The authorities knew I had re-entered the country, and thus they were watching me, observing my

activities, for the right time to arrest me with some crime, to give me a huge sentence. As a result, I was under stress. I was very fearful of the consequences of my actions. I was finding it difficult to sleep at nights and to eat anything significant. When I did, I had diarrhoea. I almost lost my mind. I was paranoid for a long period of time, and I was still refusing to seek medical attention.” All this time, Williams had contracted HIV without knowing and said that he was on the brink of dying. “It was not until I was almost dead I finally went to the hospital, and when I did, I remember the doctors surrounded me in a team, running all kinds of tests on me for the better part of that day. At the end of the day, it was revealed to me that I was HIVpositive.”

Another major victory for Jamaican man against Bahamian government JAMAICAN Matthew Sewell, who was left to languish in a Bahamian prison for a combined period of nine years and nine months, has won another round in a lawsuit filed against the government of The Bahamas. Last week, the Bahamian Court of Appeal refused the government’s application for an extension of time to appeal the ruling. Sewell’s lawyers are seeking US$27.5 million in damages for breaches of his constitutional rights after their client was harassed relentlessly with false charges between 2006 and 2016, experiencing hell in and out of prison as the police drummed up unproven and unrecorded accusations. Sewell’s first arrest was 10 days after arriving in The Bahamas to visit his father. He was 18 at the time. The 32-year-old, who is now being treated by psychiatrist Dr Wendel Abel, said he was never allowed due process and was abused and forced to live in inhumane conditions at the Bahamian detention centres. Sewell said 10 days after his arrival in The Bahamas, he was accused of raping a six-year-old girl, and despite his pleas of innocence, was beaten by neighbours before being later arrested and charged by the police. he said he was beaten repeatedly, fingerprinted, taken to court but was not asked to plea. During his detention, which lasted up to May 2008, he said no medical report for the child was submitted. In April 2009, he said he was again arrested for rape of a 17-year-old and remanded in custody for another four years at the Fox Hill Prison, where he said the real ordeal began. “The prison was very dirty. There

was no toilet. We had to pass stool in a bucket in the cell in front of the other cell mates. I slept on the dirty floor for years as there was no mattress or beds in the cells. I would fight a lot because some of the prisoners would try to molest me,” he shared. He also said he was moved to a dungeon cell for about six months, where, without the luxury of doors and windows, he would go for days

without seeing sunlight. He said the cells were overrun with rats, and he was not allowed to have visitors. At times he said he had multiple suicidal thoughts. In August 2013, Sewell said he was taken to the Supreme Court, where the judge “discharged the case” after he revealed that he had spent four years in prison without a trial. Two months after his release, he was again arrested by the South Beach police, who accused him of being a Haitian pretending to be a Jamaican. They claimed to have made checks with the Registrar General’s Department and were told that there was “no record of him”, and so they were going to ship him off to Haiti. Eventually, Sewell was forced to return to Jamaica in 2017 for his safety. If awarded, the amount being asked for by his lawyers, this would be the single largest payout by any court in that country and a landmark victory. President of the Court of Appeal, the Hon. Sir Michael Barrett, in his summation yesterday, said the intended appellants – the attorney general, the commissioner of police, and the immigration and correctional services – had two weeks to appeal

each order but were out of time. “His case has been in the courts since 2015; started in the Supreme Court with a habeus corpus application ordering his release from the detention centre, where he spent almost 24 months, and overall, nearly 10 years in the prison system,” his lawyer, Doneth Cartwright, explained to The Gleaner. In response, State Minister in the Ministry of Foreign Affairs and Foreign Trade, Leslie Campbell, accused Brown of breaching Senate rules and demanded that Brown withdraw the comments. To add to the response, Johnson Smith made it clear that it was the then People’s National Party administration whose term ended in 2016 that inserted provisions for the US to take over prosecutorial jurisdiction in matters involving Jamaicans on the high seas. “If Senator Brown has any sense of that the Jamaican people have been sold out by anyone, he should speak to his current leader of Opposition business in the Senate (Peter Bunting) and the Opposition in its entirety because it is they who brought the law that allows for waiver over any Jamaican national.”

Keystone pipeline: Biden ‘to cancel it on his first day’ US President-elect Joe Biden is to cancel the controversial Keystone XL Pipeline on his first day in office, North American media report. The pipeline is projected to carry oil nearly 1,200 miles (1,900km) from the Canadian province of Alberta down to Nebraska, to join an existing pipeline. Environmentalists and Native American groups have fought the project for more than a decade. Work had been halted but restarted in 2019 under President Donald Trump. Mr Trump overturned a decision by his predecessor, Barack Obama, who vetoed a bill approving construction in 2015. The privately financed pipeline is expected to cost about $8bn (£5.8bn; CAD $10bn). A briefing note seen by Canadian and US media says Mr Biden will sign an executive order revoking the permit for Keystone XL on Inauguration Day - 20 January. He will also return the US to the Paris climate agreement - a global pact on cutting carbon emissions reversing another decision by Mr Trump, who took the US out of the accord on 4 November last year. Biden team says won’t lift Europe, Brazil travel restrictions despite Trump order THE incoming Biden administration on Monday said it won’t lift an entry ban on most visitors from Europe, the U.K. and Brazil, shortly after President Donald Trump ordered an end to the Covid-19 travel restrictions. “With the pandemic worsening, and more contagious variants emerging around the world, this is not the time to be lifting restrictions on international travel,” tweeted President-elect Joe Biden’s spokeswoman Jen Psaki. Trump put the rules in place early in the pandemic to curb the spread of the

virus and on Monday rescinded them, just days before Biden’s inauguration Wednesday. They prohibit entry to the U.S. for most non-U.S. citizens if they had been in Brazil, the 26 countries in the Schengen area of Europe, Ireland or the U.K. in the previous two-week period. Trump’s order came less than a week after the U.S. said it would require travelers arriving from abroad, including U.S. citizens, to test negative for Covid-19 before flying. That requirement takes effect on Jan. 26, the same day the travel restrictions would be lifted.

Covid-19: Four million in UK get their first vaccine More than four million people in the UK have received their first dose of a coronavirus vaccine, according to government figures. People in their 70s and the clinically extremely vulnerable in England are now among those being offered the vaccine. However, Health Secretary Matt Hancock said UK data showed more people were in hospital with Covid than ever - and urged people to follow lockdown rules. He said: “Do not blow it now. We are on the route out. We have to stick at it.” Speaking during a Downing Street briefing, Mr Hancock said more than half of those over 80 and half of elderly care home residents had been vaccinated. He said that in some parts of the country the “vast majority” of people in their 80s had had their first dose and specifically congratulated Slough for having already vaccinated every single elderly care home resident. He warned there would be no “Open Sesame” relaxation of Covid restrictions, adding that any easing was reliant on the vaccine rollout being a success and there being no further concerning variants of the virus. The number of people who have received their first dose of the vaccine is now 4,062,501 - which is more than have tested positive (3,433,494) in the UK since the pandemic began.

The expansion of the vaccination programme means it now includes priority groups three and four people in their 70s and clinically extremely vulnerable individuals. However, people in the top two groups - care home residents, those aged 80 and over, and front-line healthcare workers - should still be prioritised for vaccinations, the Department for Health and Social Care said. Nadhim Zahawi, the minister responsible for the vaccine rollout, said that although vaccine supply remained “lumpy”, he was “confident” the government would meet its target to vaccinate all 15 million people in the top four priority groups by 15 February. Meanwhile, Prof Stephen Powis, national medical director for NHS England, said there was more pressure on the NHS than ever before. Speaking alongside Mr Hancock in the briefing, he said around 15,000 people had been admitted to hospital since Christmas Eve, adding: “That is well over 20 hospitals worth of patients.”

Covid vaccine: WHO warns of ‘catastrophic moral failure’ THE world faces a “catastrophic moral failure” because of unequal Covid vaccine policies, the head of the World Health Organization (WHO) has warned. Tedros Adhanom Ghebreyesus said it was not fair for younger, healthy people in richer nations to get injections before vulnerable people in poorer states. He said over 39 million vaccine doses had been given in 49 richer states - but one poor nation had only 25 doses. Meanwhile, both the WHO and China were criticised for their Covid response. An independent panel commissioned by the WHO said the UN public health body should have declared an international emergency earlier, and also rapped China for not taking public health measures sooner. So far, China, India, Russia, the UK and the US have all developed Covid vaccines, with others being made by multinational teams like the American-German Pfizer vaccine. Almost all of these nations have prioritised distribution to their own populations. Speaking at a WHO executive board session on Monday, Dr Tedros said, “I need to be blunt: the world is on the brink of a catastrophic moral failure - and the price of this failure will be paid with lives and livelihoods in the world’s poorest countries.” Dr Tedros said a “me-first” approach would be self-defeating because it would push up prices and encourage hoarding. “Ultimately, these actions will only prolong the pandemic, the restrictions needed to contain it, and

In their interim report, the panel of independent experts said both China and the WHO should have acted faster during the early stages of the coronavirus outbreak. The document said that Beijing should have acted more forcefully to localise the initial outbreak in the city of Wuhan first detected in late 2019. The experts also criticised the WHO for only declaring a global emergency on 30 January 2020. “The global pandemic alert system is not fit for purpose,” the report said. “The World Health Organization has been underpowered to do the job.” The panel of experts was led by former New Zealand Prime Minister Helen Clark and former Liberian President Ellen Johnson Sirleaf. But after Mr Trump’s victory in the US election in 2016, then Foreign Secretary Mr Johnson said there was a “lot to be positive about”, and while running for the Conservative leadership in 2019, he said the President had “many good qualities”. Mr Johnson congratulated Mr Biden in a phone call after his US election win, saying he looked forward to “strengthening the partnership” between the US and UK. But BBC political correspondent Chris Mason said Lord Sedwill’s remarks would not be unhelpful to Downing Street as any perception in Washington that Mr Johnson was like Mr Trump becomes a liability with the arrival of President Biden. In his Daily Mail article, Lord Sedwill, who was the UK’s most senior civil servant until he stood down in September, said there was “relief in Western capitals” that normal diplomatic relationships will be restored once Mr Biden is inaugurated on Wednesday.

Rap legend Dr Dre returns home after brain aneurysm AMERICAN rapper and producer Dr Dre has been discharged from hospital after being treated for a brain aneurysm. A lawyer for the hip-hop star, 55, said on Saturday that he was now back at home, without giving further details. A day earlier, actor and rapper Ice-T said he had spoken to Dr Dre, describing him as “safe and looking good”. TMZ reported on 5 January that Dr Dre had been taken to CedarsSinai Medical Center in Los Angeles, California. Dr Dre’s team later issued a statement saying the rapper - whose

real name is Andre Romelle Young was in a stable condition. “Thanks to my family, friends and fans for their interest and well wishes. Yeezy, the “Mercy” rapper’s apparel company, is suing former summer intern Ryan Inwards for allegedly breaching a nondisclosure agreement by taking to Instagram with confidential photos, according to The Hollywood Reporter. Inwards signed an NDA barring the sharing of confidential company information via social media, alleges a complaint filed earlier Friday in L.A. County Superior Court. The company says Inwards did just that, sharing restricted photos on the Facebook-owned app and neglecting to take them down despite

multiple cease-and-desist letters. At the time of publication, the first two Instagram account results for “Ryan Inwards” had zero posts, while a third and private account had two posts to its name. In addition to suing for breach of contract and conversion, Yeezy is seeking $500,000 in liquidated damages — as allegedly included in a provision in the NDA. Believing the former intern is acting with malicious intent, the company also wants punitive damages and an injunction mandating he turn the pictures over and be prohibited from similar posts going forward. Film directors call on government to support UK cinema chains DANNY Boyle, Steve McQueen and other leading British film-makers have called on the government to offer financial support to the UK’s big cinema chains. “These companies represent over 80 per cent of the market,” they write in a letter to chancellor Rishi Sunak published in the Sunday Times. “Without them the future of the entire UK film industry would look extremely precarious.” Sam Mendes and Christopher Nolan are among the other signatories. Bond producers Barbara Broccoli and Michael G Wilson, Love, Actually director Richard Curtis, Bend It Like Beckham director Gurinder Chadha, actor Jude Law and broadcaster Stephen Fry have also put their names to it. “We recognise the support that government has already been able to provide,” the letter states. “But we fear that this will not be enough, with the challenges being

Tokyo Olympics ‘will take place this summer’, even without vaccinations, organisers say TOKYO Olympics organisers say they are not willing to see the event held behind closed doors - and that the Games “will take place this summer”. International Olympic Committee member Dick Pound said recently there could be no guarantees of the postponed 2020 Games going ahead from 23 July. But a spokesman says it could even happen without the need for athletes or spectators to be vaccinated. “Our position remains - we will deliver the Games,” Masa Takaya said. “The IOC have made it clear that they are absolutely on the same page as Tokyo 2020.” Takaya told BBC Scotland’s The Nine that a decision on how many fans will be allowed inside venues in the light of the Covid-19 pandemic will be taken in March. “We are not willing to see the

Games taking place behind closed doors,” he said. “We obviously want to see as many spectators as possible inside the venues, which is why we have been working tightly with the Japanese government and all international stakeholders, spearheaded by the IOC. “We will see in spring how we can accommodate spectators inside the venues. We also have to see what guidance we get from the government regarding spectators and look at the situation around sports, both internationally and nationally.” Takaya also dismissed a recent survey suggesting 80% of locals want the Games cancelled or postponed, saying that it was just one of a number of such polls. “Most recent surveys show people want the Games to be re-postponed, but in that trend we see that people are willing to see the Games go ahead in some form, which is why

we want to keep conveying how we are able organise the Games in this situation,” he said. Takaya said the Games could be delivered without mass vaccination, pointing out that “lots of sporting events are taking place in Japan” without one. “Our counter measures on Covid-19 are working under the assumption that we will not have a vaccine, so even if we do not, our plan is that we will be able to deliver the Games,” he said. “The J League and baseball season will start here very soon and there will be government guidance, so we will take all of those things into our considerations.” Takaya was aware of the problems being experienced in Melbourne, where positive cases on three flights forced 72 tennis players into full quarantine before the Australian Open, with three players testing positive.

FIFA President Gianni Infantino has called for officials of Cameroon’s Football Federation (Fecafoot) to respect a decision from the Court of Arbitration of Sports (CAS) annulling elections held in 2018. On 15 January the Switzerlandbased court cancelled those polls, which saw Seidou Mbombo Njoya voted in as Fecafoot president, after several amateur clubs led by Olympique Meiganga challenged the procedure which they said was flawed. The ruling, which coincided with the start of the 2020 African Nations Championship (CHAN), instead of imposing a new normalisation committee to run the federation has recommended that the current board prepares for new elections. The set-up will be headed by secretary general Benjamin Banlock, whose title will change to interim secretary general, with Njoya having to step away from the process. “CAS took a decision to cancel the elections at the same time the current leadership has to make the necessary arrangements to organize new elections,” Infantino explained to Cameroon Radio Television.

“It’s important now that everyone stays calm and that we give the federation the time to make the necessary amendments. “Fifa will be involved in following this process closely to ensure that new elections take place and that there is a new governance structure to run the football federation in Cameroon” “An important country like Cameroon should be an example not only to Africa but to the world because when it comes to football, Cameroon is a world power.” Fifa’s general secretary Fatma Samoura in an email to Fecafoot on 16 January, which BBC Sport Africa has read, stressed that the current team of officials at the federation will stay in place. Samoura explained they will “assure the continuity of activities, as well as concluding within a limited period the adoption of new statutes that will pave the way for new elections”. Like Infantino she stressed that the transitional period will be closely scrutinized by football’s world governing body.

Triple jumper Zango first to go beyond 18 metres indoors BURKINA Faso’s Hugues Fabrice Zango became the first athlete to triple jump over 18 metres indoors with an 18.07m effort in Aubiere, France. The 27-year-old’s effort breaks the 17.92m indoor world record set by his French coach Teddy Tamgho in 2011. Zango, who won world bronze behind the USA’s Christian Taylor and Will Claye in 2019, hopes to win his country’s first Olympic medal in Tokyo this year. Zango combines his sport with studying electrical engineering at university. He is based at a university in Bethune, close to Lille, in northern France. Britain’s Jonathan Edwards holds the outdoor triple jump world record with a leap of 18.29m in Gothenburg in 1995. Tamgho tweeted that “we knew

the record must fall” after Zango’s jump, adding “now we go back to work because we must not stop there”. Zango’s current outdoor best is 17.66m set in 2019. Rodgers secures spot for upcoming Tour of Grand Bahama DOMINANT national cyclist Sean Rodgers secured his spot in the upcoming Tour of Grand Bahama by storming to a huge victory in the Turks and Caicos Cycling Federation Qualifying Race. The ace-cyclist, won the ninelap (52-mile) ride on Long Bay Road by about eight minutes. Rodgers, who rode to four consecutive individual time-trial wins late last year, was ecstatic about his victory and credits his intense training programme. Rodgers will look to defend

his title at the upcoming event. Last year he won the Elite Category 2. In the 2020 competition, which was held in the first week of February, Rodgers had defeated his closest competitor by almost half a minute. TCI also claimed victory in the Masters Divsion with Devaughn Williams and Kevin Ewing finishing first and second respectively. The 2021 Qualifiers began like any other last week, with

the pack sticking together for the first lap. In the second lap, Tyrone Bishop launched an attack against the group and momentarily gapped them, but the lead was short lived. The next attack was totally opposite to the first, as Rodgers made quick work of his fellow riders. The gap increased and was soon estimated to be about eight minutes. Rodgers maintained that lead all the way to the finish line. With victory out of their reach, the rest of the pack battled for the

second position. Ewing was able to get past Peter Melleney. He also won the Masters 1 Division with Dan Redmond finishing second, the Masters 2 Division was won by Kenneth Grant, who finished sixth overall. Melleney’s third place overall finish, earned him a second place finish in the Elite Division, just below Rodgers. Tyrone Bishop placed third in the Elite. According to information from the federation, the official start to the 2021 season is planned for the

second weekend in February. The opening meet will be the Oxygen Time Trial (subject to health guidelines). The federation said that last weekend’s Qualifying race was made possible through the support of “the Long Bay Express team for the use of their parking lot, the Royal Turks and Caicos Police force for their assistance, the public who came out to support the event, and our volunteers who assisted in making this event a success”.

New PPL President Baptiste excited about 2021 league IRA Baptiste will look to build on what he describes as an established football setup when the Provo Premier League (PPL) re-starts in April. The retired Royal Turks and Caicos Police Force Assistant Superintendent replaced Victory Lowe last week as head of the top male football league in the TCI. Lowe, who opted out of his duties due to work commitment, never started his term, since the League was cut short due to the COVID-19 pandemic. Steve Kendrew, who had administered over the league for nine years and had helped to produce some of country’s best male footballers, had opted to retire as head after the season was suspended.

Garland says she is privileged and excited about VP’s position in FA LISA Garland is ready to roll up her sleeves and get to work as the second Vice President of the Turks and Caicos Islands Football Association. The head of the Women’s Football League (WFL) said that it is a privilege to function in the position and that she is ready to work. “I am very excited to be a part of the team that’s leading the TCIFA

to success. I look forward to working with the entire executive committee and supporting staff to build on the FA’s momentum and strong fundamentals. I am grateful to the FA for affording me the opportunity to serve in my new capacity.” Garland takes the rein from Victor Lowe, who was voted into the position when the FA held its Congress last June.

According to information from the FA, Lowe opted to resign from his position due to work constraints. “Though eager and enthusiastic about contributing to the ongoing works of the FA, due to work constraints, Lowe is unable to continue this fulfillment to the organisation,” the FA stated through a release. Garland will remain in the

position until the FA’s 2021 Congress decides her fate. She will also continue to fulfill her duties as President of the WFL, and will also be responsible for overseeing the operations of the TCIFA women’s football programmes. She took over as head of the WFL last season after long-serving administrator Candace Hanchell retired. President of the TCIFA, Sonia

Fulford, said that Garland has brought her own “tremendous scope of experience and expertise” to the WFL. “I am certain that as 2nd Vice President she will help us drive forward and execute our vision for not only women’s football, but football in its entirety. We welcome her to the Executive Committee and look forward to working with her side-by-side.”
