BY DELANA ISLES THE PROGRESSIVE National Party (PNP) has rolled out a comprehensive manifesto which it is asking voters to sign if they subscribe to the ideals and plans the party has put forward. The ‘Citizen’s Contract’ outlines, among other things, significant changes to the structure
of ministerial government, with the inclusion of a new ministry and departments. The 26-page document, which is presented as a contract with the people of the TCI, was released on Monday, January 18, at the party’s headquarters on Airport Road, Providenciales. PNP leader, Hon. from the launch, was quoted within the manifesto as saying: “The contract gives an overview of the policies and programmes the PNP will pursue to rescue the failing economy, deal with the impact of Covid-19 and set the TCI on the path to long term prosperity. “It is our commitment to deliver on every pledge and we want you to hold us accountable.” The party leader said the policies being proposed will stand the test of time and “build on our party’s legacy of looking out for the people, financial accountability, economic growth, social responsibility and environmental preservation”. He stated that the immediate focus of a PNP Government will be to turbo-charge the economy, create jobs, cut the cost of living, provide quality healthcare and education, create a more secure TCI and invest in the future through food production, environmental protection and infrastructural development. He assured residents that their wellbeing must and will be at the centre of any development. “It is the commitment of the PNP that only those projects that empower local people, protect our culture, and support our aspiration to nationhood will get the greenlight.” MANIFESTO POLICIES A significant shift in ministerial government has been put forth by the PNP. One, according to the manifesto, that is geared towards progress and productivity. The document reads: “The

Premier; Minister of Finance and Business Innovation; Education, Labour and Employment; Tourism, Culture, Heritage, Environment, Physical Planning and Infrastructure; Home Affairs; Immigration and Border Services; Health and Human Services; and Ministry of Digitalisation and E-Government. PDM launches ‘bold, yet realistic’ manifesto BY OLIVIA ROSE THE PEOPLE’s Democratic Movement (PDM) has launched its manifesto, with policy pledges focusing on employment, education, housing, national security and technology. On Tuesday, January 19, exactly one month before citizens will vote for a Government to run the territory’s affairs for the next four years, the party held a virtual manifesto launch. During the event, which was live streamed on the PDM’s Facebook page, several candidates outlined plans, pledges and promises for the territory. PDM leader Sharlene Cartwright Robinson described ‘The Agenda’ as a guide to a more prosperous and resilient life for all Turks and Caicos Islanders. “Our plan is bold, yet realistic, visionary and yet grounded in the simple ambitions of our people. Our plan is transformative. “We are here to announce that we are at the beginning of a TCI renaissance.” The document defines pillars for national development including ‘Empowering our people’, ‘Caring for our people’, ‘Securing our people’ and ‘Reaching into the future’. It also includes a description of party values, a record of past action, a statement of commitment to the people and pledges on various sectors. All-island candidate Robert Been Junior’s speech was centred on the pillar ‘Empowering our people’. He said his party is committed to sound economic management and diversification of the territory’s economy through the creation of employment opportunities. “We intend to create 2,000 new jobs in the non-service sector, in the blue economy, agriculture, fisheries and technology sectors this is just a start to diversifying our economy. “Our Government also plans to invest $100 million to help small business development. “As a business owner myself I do know how hard it is to find capital for a small business and the PDM Government will ensure people have access to capital.” Been pointed out that his Government also intends to make micro, small and mediumsized enterprises (MSMEs) integral to economic structural transformation.

“We intend to continue to review the fiscal incentive regime to promote greater local procurement and tourism property redevelopment.” Been added that the PDM Government, once returned to power, will expand tertiary education and provide more scholarships to young people as well as develop a youth entrepreneurship business programme. “We intend to continue the development of technical vocational educational and training and further expand and improve the training opportunities at our specialised trade school,” he said. All-island candidate Hon. Karen Malcolm discussed the pillar ‘Caring for our people’, saying the PDM will roll out a new set of stimulus for sectors hit hard by the Covid-19 pandemic.
“Your caring PDM Government will be providing $500 as a monthly assistance to the elderly over 65 who are without retirement benefits and other assistance,” she said. “We will make available the Covid-19 vaccines for the entire population by the end of 2021. “Your Government, the people’s Government will expand the infrastructure and enhance the lab capacity of primary healthcare facilities to perform various diagnostic services.” The Government will also establish public-private partnership initiatives to encourage construction of multi-family development housing units for low and middle income families. BETTER BORDER PROTECTION Hon. Ralph Higgs, the party’s
candidate for North and Middle Caicos (ED4) presented on the pillar ‘Securing our people’. He revealed that the PDM Government will aggressively pursue the procurement and implementation of advanced radar systems to better protect the borders of the TCI. He said work has already begun on this initiative and a tender for the implementation and construction of a new radar system across the TCI’s borders will be concluded soon. Higgs added that the Government has plans to establish a law enforcement school to train frontline workers. “Throughout our country we have a number of Government agencies - customs, immigration, DECR, fisheries etc - that are responsible for the protection of our various barriers… “We will further expand the public-private partnership ‘Safe Community Initiative’ and deepen cross-government strategic approach to crime prevention, intervention, enforcement and rehabilitation,” he added. Hon. Sean Astwood, candidate for Five Cays (ED9), spotlighted the pillar ‘Reaching into the
future’. He said his Government will establish the TCI as a technological hub in the region, with an e-government to lead the way. “Our children will begin to learn coding at an early stage. We plan to build an international digital complex to entice global tech companies to come and set up shop right here. “And once up and running we are estimating 2,500 new jobs in the digital economy will be created.” He said this process will get underway with the installation of a national fibre link to build strong capacity and resiliency for highspeed broadband internet. “We plan to introduce a policy that will see Turks and Caicos Islanders who want to engage in the technology industry have 100 percent concessions to assist them with business development.” The party’s manifesto also outlined the Government’s aspirations to promote climate change adaptation and environmental protection. Plans to expand the Providenciales International Airport and modernise the Sea Port facilities were also announced.

Bureaucracy continues to stymie Government’s function, says premier BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson said if her Government is re-elected it will submit a proposal to the governor to address the sluggish bureaucratic system. The leader of the Progressive National Party (PDM) made these remarks during a virtual launch of the party’s manifesto on Tuesday, January 19. On March 26, following a nationwide lockdown due to the coronavirus pandemic, the premier
announced that the Government would provide $45 million in direct financial support and waiver of taxes, fees and charges to help affected residents. Of the $45 million, $15 million was allotted in the form of oneoff payments of $1,200 for hotel and tourism employees and selfemployed people. $10 million was earmarked for the micro, small and medium enterprise (MSME) sector in the form of a ‘Coronavirus Business Assistance Grant’.
But excessive red-tape hindered the Government’s plan, Cartwright Robinson said. “As the economy wobbled, your Government immediately got into action, we did not just pass one cash stimulus, not even two, but four cash stimulus packages many people got helped. “But looking back and reviewing now we are not satisfied that all the people got helped, even though we allocated the monies and in some cases, some did not get the help fast

enough and some did so with immense frustrations. “Turks and Caicos it is your money and you shall get every cent of it, one of our policies going forward is that we must change the bureaucratic system.” She underscored that the system must not be “an excuse” for not helping people fast enough. “We promise more stimuli this year, but before we do, immediately after February 19 we have to have an urgent conversation about how the bureaucracy works and how it should be organised to help
ordinary people.” Cartwright Robinson stressed that the purpose of a Government is to help its people, and that means having adequate elbow room to carry out its function. “We accept that people voted for us to deliver for them and nothing should stand in the way of delivering for our people”, the premier added. More than 8000 direct and indirect hotel and tourism workers have benefited from the Government’s stimulus programme.
Businesses that break rules will be named and shamed ANY business that fails to follow Government rules to stop the spread of the coronavirus will be publicly named, a police spokesperson has revealed. The decision came into effect on Wednesday, January 20, just a day after a police press release was sent out saying three local firms had broken restrictions. They were not named. Executive members of the Royal Turks and Caicos Islands Police Force made the decision in order to provide a further deterrent to anyone deciding to breach the public safety regulations. The Public and Environmental Health (Covid-19) (Control Measures) Regulations 2020 indicate that businesses must close by 10pm nightly. The number of customers allowed in a restaurant, bar, night club or discotheque, at any one time, cannot exceed 30 percent of occupancy based on square footage verified by the Public and Environmental Health Department. And the business must indicate its capacity with a sign posted outside the entrance of the building, having regard to social distancing and maskwearing requirements. Any person who disregards these regulations commits an offence and is liable on
summary conviction to a fine of $5,000 or a term of imprisonment for three months, or to both. Police officers gave three Providenciales businesses $5,000 tickets on Monday, January 18, for breaking the rules. A bar on Sand Castle Drive and a bar and lounge in Grace Bay were fined for remaining open past the permitted hours of operation. A restaurant in Chalk Sound was also fined $5,000 for allowing people to be inside without face masks. Commissioner of Police Trevor Botting said: “The type of behaviour that led to the fines for breaching of the Covid-19 regulations present a danger to the health of our community and I condemn it in the strongest terms. “This irresponsible behaviour is drawing my officers away from dealing with other serious issues as well as increasing the risks of the Covid-19 virus to them.” He added: “Business owners and the community must know that we are adopting a very stringent policy on enforcement of the Covid-19 regulations. “We are determined to keep our communities safe and ask that you work with the regulations and the force to help us do that.”

Lillian Boyce to repay $1m to Treasury Six month suspended sentence also imposed BY DELANA ISLES JUDGE Paul Harrison has ordered that former Government minister Lillian Boyce repay $1 million to the Government and people of the Turks and Caicos Islands. This is money that Boyce has now admitted she illegally benefitted from two major projects
while she was a minister in the Michael Misick administration. After pleading guilty to misconduct in public office on January 14, Boyce and her defence counsel Alvin Garland appeared in court on Wednesday, January 20 for her sentencing hearing. The amount is to be repaid per a confiscation order under the

creating jobs for locals. -Ensuring the territory has a secure source of food right on its own land by developing and creating opportunities for such. -Improving the healthcare systems of the territory. -Guaranteeing safety, security and justice to all within the TCI’s borders, especially the most vulnerable. -Creating opportunities to boost the education of the territory’s children so as to ensure they are well equipped for the labour force. -Working with the relevant stakeholders to address the many legacy issues as it relates to Crown land, and create a system for perpetual revenue streams from the people’s land for their benefit. -Providing decent, affordable housing for everyone in the territory. -Investing in infrastructure to ensure sustainable growth and development. -Putting in place policies and laws to protect the environment so that it can be sustained for the benefit of all stakeholders. -Ensuring that youths, the elderly and disabled are provided with necessary tools and care they need. As it relates to their plans for immigration, the PNP manifesto outlines that immigrants have contributed to the economic and social development of the TCI, and as such, the party supports a flexible labour market with a broad skills base. They party also believes that the creation of a digital government will save the TCI millions of dollars,

ensure efficient, effective and equitable delivery of public service, build public trust, ensure transparency, participation and collaboration between government agencies. “Your next PNP Government will be digitised, accessible and service centred and that is why we will establish a dedicated ministry to execute this promise,” the manifesto reads. Meanwhile other areas of focus will be poverty alleviation through investment in the protection, welfare and safety of TCI people, and ensuring accountability of public officers. “The PNP will restructure the current performance management system to improve efficiency, effectiveness and equity. “We believe that accountability, transparency, effective leadership and efficient communication create a positive and beneficial relationship between the Government and the people and will make it the hallmark of our administration.”

In summarising his sentence, Justice Harris said: “The confiscation order as it stands is that you Mrs Boyce will pay an amount of $721,580.49 forthwith, that is, immediate payment. “The balance of $278,419.51 to be paid within six months of today’s date, and shall be recoverable by way of levy on your goods if it is not paid. “In addition, we’ll impose on you a sentence of six months’ imprisonment, but I am going to suspend it for six months. “It means therefore, six months from today, if there is no question of you being involved in anything else that may attract a sentence of imprisonment or otherwise, then it means that the sentence of six months suspended shall fall away.” The judge added: “These are orders and sentiments based on your situation, inclusive of your medical condition and it is taken into consideration that you had a position of trust as a Government minister in the Turks and Caicos Islands Government.” Additionally, the judge ordered that in default of payment of the $278,419.51 within the six month period, that under the Proceeds of Crime Ordinance, Boyce will have to serve a period of four years in
Former Government minister Lillian Boyce prison. Following the sentencing, Boyce, through her attorney, expressed remorse for her actions that led to her being charged. Prior to the imposition of the six month custodial sentence, which was not previously discussed in the deal that Boyce struck with the prosecution, Judge Harrison had indicated his intention to impose a fine of $300,000 or six months in prison on the former minister. However, persuasive submissions by her defence attorney propelled the judge to impose the suspended custodial sentence instead. Garland told the court that his client was not able to pay the $300,000 fine in addition to the one million dollars in respect of the confiscation order in the stipulated time.
His arguments were considered and the aforementioned moderation was made to her sentence. Boyce is now no longer a defendant in the corruption trial. Last week, Boyce pleaded guilty to misconduct in public office; count 18 on the indictment in respect of her conduct as a Government minister between the period September 2003 to December 2008. She accepted the basis of the plea as put forward by the prosecution, as well as her detailed involvement. The two transactions involved in the amended plea relate to projects on North West Point and West Caicos, both of which she was involved in, and from which she benefitted $1,256,000. The new charge stemmed from a prior charge in which Boyce was named with Floyd Hall, Jeffrey Hall, Samuel Been and Melbourne Arthur Wilson. They are accused of conspiring together between January 1, 2004, and June 30, 2006, with Michael Misick and other persons to defraud the Government, by arranging the transfer of Crown land at North West Point on terms that were contrary to the economic interests of the Crown. As she has now been separated from that count, Boyce’s guilty plea has no effect on her alleged co-conspirators, all of whom have pleaded not guilty to the charge.

PDM candidates promise more jobs and better infrastructure BY OLIVIA ROSE TWO PDM candidates have promised to work assiduously to transform their constituencies into thriving tourism and business hubs if re-elected. As the territory’s race to poll gains momentum, candidates who are vying to keep their respective parliamentary seats revealed plans to further develop their constituencies. On Thursday, January 21, a virtual launch was held to inform residents of North and Middle Caicos of the party’s projects and objectives to enhance their lives and livelihoods. The launch which was streamed live on the PDM Facebook page featured special messages from Gertrude Forbes, candidate for Leeward, and Patrice Thomas, candidate for South Caicos, along with all island candidates Sharlene Cartwright Robinson, Maxovonno Thomas, Robert Been Junior, Karen Malcolm and Derek Taylor. Member of Parliament for North and Middle Caicos (ED 4), and Tourism Minister Hon. Ralph Higgs said if given another term, his Government will focus on developing tourism enhancement projects throughout the twin islands to create more employment opportunities. “Over the next four years we’ll be extending the national tourism product into the family islands so that many people, my people
can stay in their home district and make a living for their family. “We’re building a local economy in North and Middle Caicos with the preservation of our people squarely in mind but we’re bringing more opportunities by further investing into the Turks and Caicos with greater focus on agriculture, fishing and inward investment.” Higgs said his party outlined proposals to improve the environs of Flamingo Pond, Cottage Pond, Wade’s Green Plantation, and set up proper facilities for the Middle Caicos Cave. He added: “These are heritage assets and it is this Government’s intention to protect and preserve them for future generations while making them accessible.” Turning his attention to plans for the infrastructural development of his constituency, he said: “All of the roads in Whitby will be paved and a green park will be established for that community, these among other things are highlighted in our manifesto. “In our next term additional boat ramps will be constructed in Bottle Creek along the promenade ...we’ll improve the DECR office in Middle Caicos.” Higgs also said the Government is looking to reopen and redevelop the North Caicos Airport in conjunction with the private sector. also witness the development of the second phase of the Blue Hills craft market in the fish fry area. “You will witness the development of a community centre and a gymnasium. “You will witness the development of access roads and drainage infrastructure for Millennium Highway to the Bay Road, this will also incorporate a middle road running through the corridor of the interior of Blue Hills.” Ewing explained that these projects all form part of the Blue Hills masterplan - a strategy to see the community redesigned and repositioned as a proper organised settlement. Commenting on the work he accomplished over the last four years, Ewing said although he introduced 24 pieces of legislation and policies, there is still much left to be done. Suspended police constable found not guilty of corruption JONALD Belzy, suspended constable with the Royal Turks and Caicos Islands Police Force, has been found not guilty of corruption and perverting the course of public justice. Belzy stood before the Supreme Court in December in a judge alone trial, presided over by Justice Tanya Lobban-Jackson. The trial started on December 14, 2020 and ended December 22, 2020. The judgement was delivered on Wednesday, January 20. In 2019, Belzy was arrested and initially charged with several counts of harbouring illegal immigrants at his Grand Turk residence in contravention of the
Immigration Ordinance. He was suspended from the Royal Turks and Caicos Islands Police Force shortly after the charges were filed. On January 10, 2020, Belzy appeared in the Supreme Court where he pleaded not guilty to the amended offences of corruption and perverting the course of public justice. Previously, the policeman was jointly charged with harbouring illegals along with his wife, but those charges against his wife were dropped during the sufficiency hearing. The evidence that came out in court against the suspended cop
was that when his fellow officers came to his home and found some undocumented Haitian nationals, he allegedly pleaded with them not to arrest his family members. It was also alleged that Belzy told his fellow officers that he was going to buy airline tickets for his relatives to return to Haiti. The Crown put forth during the trial that these words alone amounted to an act of corruption on the part of Belzy. However, Judge LobbanJackson was not swayed by the Crown’s evidence, and neither was she convinced of the testimony of the prosecution’s main witness, Police Constable Jarcel Astwood.

CABINET MEETING SUMMARY MEASURES to stall the spread of Covid-19, the roll out of the vaccine and the upcoming general election were all discussed at second meeting of the Cabinet in 2021. Governor Nigel Dakin chaired the meeting on Sunday, January 10, by video conference. All members were present except Hon. Goldray Ewing, Minister of Home Affairs, Public Utilities and Transportation. Members agreed on additional approaches to contact tracing and testing of temperature in public places to be on the forehead only. -Approved the following extensions or new measures with effect from Wednesday, January 13, until 5am on Wednesday, January 27, unless otherwise stated: a) Night curfew on Grand Turk from 8pm to 5am. b) All businesses on Grand Turk to be closed by 7pm. c) Closure of businesses on Providenciales at 10pm to be extended to January 27. d) A complete ban on public and private gatherings or social activity on all islands, including on beaches. -Were updated on the roll out of the Pfizer/BioNTech vaccinations and discussed how best to increase rhythm and use of private sector staff. -Were updated on law, administrative and practical steps which need to begin as a result of elections taking place on Friday, February 19.
VIABILITY of a film commission, renaming of Government buildings and the donation of a computer lab for South Caicos were all discussed at the 50th meeting of the Cabinet in 2020. Governor Nigel Dakin chaired the meeting on Friday, December 18, by video conference. All members were present. Khalila Astwood-Dorsett provided advice from Attorney General’s Chambers for parts of the meeting during which the Hon. Attorney General was absent. At this meeting Cabinet: -Were updated on the state of the nation and discussed measures to further address and mitigate against any escalation of Covid-19. -Approved membership of the Covid-19 Vaccine Oversight Committee and the development of sub-committees required to ensure the effective delivery of a national vaccination programme in early 2021. -Approved a draft National Physical Development Plan and for it to be advertised in accordance with the Physical Planning Ordinance. -Approved the appointment of Rupert Taylor as a member of the District Board for Middle Caicos with effect from January 1 to March 31. -Approved the appointments of Kwame O Smith as the chairman of the National Insurance Board Appeals Tribunal for Providenciales, North and Middle Caicos, and George C Missick as the chairman of the National Insurance Board Appeals Tribunal for Grand Turk, South Caicos and Salt Cay for a period of two years with effect from January 1. -Approved the revision of fees under Schedule 1B Road Traffic Regulations for the period January 1 to December 31.
-Approved the Extension of Accounting Order for the Capitalisation of Interest by Fortis TCI. -Approved the deferral of Covid-19 related costs for Fortis TCI and period of amortisation for the life of the contract. -Approved findings on the viability of a film commission in the TCI and for preparatory work for the formation of a film commission within the next two years. -Approved the naming and renaming of the following Government buildings in the name of certain Turks and Caicos Islanders given their significant contribution to the Turks and Caicos Islands within their profession and field of work: a) The new police headquarters, Providenciales – The Albert Grant Police Headquarters. b) Trade school, Providenciales – The Mervin Cox Technical and Vocational Institute. -Approved the deployment of additional UK Her Majesty’s Prison and Probation Service staff in support of the Superintendent of Prisons and his staff at HMP Grand Turk. -Approved contractual amendments and the appointment of Delton Jones as Director of the TCI Ports Authority for a period of three years with effect from January 1. -Approved the donation of a 16 person computer laboratory, sponsored by Sailrock Development and one of the owners at the resort, for use by the entire community on South Caicos. -Approved amendments to the Telecommunications (Interconnection and Access to Telecommunications Facilities) Regulations providing greater efficiency in the management of the
interconnection rate regime. -Approved an application for academic and professional conservation research on the Stony Coral Tissue Loss to be conducted by the Turks and Caicos Reef Fund and SWA Environmental and Marine Environmental Services for a period of 12 months. Members also approved the continued use of antibiotic treatments, by the group on wild corals affected by the disease within limited coral reef areas around the Turks and Caicos Islands. -Discussed the Business Licensing Regulations and current rules covering restricted business activity and the need for a policy review. -Approved amendments to the Gaming Control Ordinance 2018 as provided in the Gaming Control (Amendment) Bill 2020. -Approved for a Provisional Warrant Resolution for the withdrawal from the Consolidated Fund of an amount not exceeding $102,831,333.59, in respect of the Recurrent Expenditure of the Islands for part of the fiscal year 2021-2022, for submission to the House of Assembly. -Approved additional funding for the retrofitting of a new vocational school (PN 005569) and the upgrading of the Radar Station (PN 005560). Members also approved for these funds to be taken from an existing redevelopment project (PN 005561). -Approved amendments on the handling of penalties, interest and remittances with respect to the Hotel, Restaurant and Tourism Tax (HRTT) tax dispute with Royal Bay Resort and Villas Limited (Beaches) for submission to the House of Assembly. -Approved the publication of a reprint of the Elections Ordinance 2020.

Society highly critical of state of political discourse THE HISTORY of dissension in its political discourse makes the TCI vulnerable to violence, partisanship, political identity and regress. This arduous journey assesses politicians’ end games and their infamous amoral operations designed to wreak havoc in the political system and the brazen threat to the nation’s democracy. “Yet in many countries where elections are held, freedom and democracy are actually in retreat. “Intended as mechanisms for the peaceful arbitration of political rivalries, they frequently become flashpoints for political violence. “At the core of these paradoxes are elections without integrity.” Kofi Annan’s words – written in a time of global de-democratisation, yet applicable to the current political malevolence here. Citizens evince a jarring verdict on the state of political discourse in the country. For many residents, their public political discussions have become exhausting experiences – actions they wish never existed. As demonstrated mostly on social media a large majority affirmed, the tone and nature of political debates have become

more negative overtime – and in many cases, less respectful, less fact-based and less substantive. Like all other nations, politics in the TCI has become a part of voters’ everyday lives. Mostly, commonplace political dialogues and other sensitive issues are often tense and acutely harrowing and persons who talk to others about political issues with whom they disagree, often hype mounting strife. In fact, some people are more comfortable speaking to other people about tourism and the weather – and even religion – than politics. Political leaders are a major influence in voters’ views concerning the state of political discourse, changing the nature and tone of political debates for the worse. Violence is more likely to occur against particular groups and individuals when
aggressive languages are directed toward them by elected officials. Some languages and tactics are viewed as clearly over the line, so few voters decry the tone and the kind of speeches which are deemed unacceptable when criticising political opponents. While it is not acceptable for elected politicians to wilfully mislead voters from the podium about their opponent’s record, some voters are roused by these insidious behaviours. These exploits certainly are unhelpful to our democracy. So, is partisanship, shouldering a major impact on these opinions. It is impossible to exhibit respect for the other side, if partisans hold their opponents to a higher standard than their own camps with regards to acceptable discourse for
political disputations. A Pew Research Centre study on the state of the US political discourse discovered similar political trademarks among Americans in the environment former President Trump precipitated. These findings conclude that the majority of Americans suffered an array of negative emotions – including concerns, confusion, embarrassment and exhaustion – about his remarks. Therefore, positive vehemence about Trump’s statements are less pervasive. A few Americans said they were informed about the issues at hand, excited and happy about the president’s messages. However, the majority of voters indicated that they were mostly entertained by what Trump says. Learning from these political miscarriages, entertaining the populous, using ‘politically incorrect’ phrases and words and disrespect won’t restore our abysmal health conditions or up socioeconomic activities. Neither do these perversions occasioned political stability. Henceforth, meaningful political discourse is needed to drive policy and stability.
Responding to Washington’s new hemispheric thinking PART TWO APART from a much-needed return to the Paris climate accord, the Biden administration is expected to mobilise multilateral institutions to develop post pandemic climate related solutions that address the unresolved issue of high borrowing costs for vulnerable nations. In comments made last year, Juan Gonzalez, who Mr Biden has appointed Senior Director for the Western Hemisphere at the National Security Council, suggested that in the Caribbean the deployment of Mr Biden’s proposed Clean Energy Export and Climate Investment Initiative will likely be a priority. An initial focus will be on providing lowcost financing to small island states ‘ready to demonstrate leadership on climate change’. On the hugely divisive issue of Venezuela and Cuba, the incoming administration will continue to press for change in both countries, but with clear objectives and the abandonment of the Trump administration’s

divisive attempt to create a Caribbean ‘coalition of the willing’. In Venezuela’s case the new approach appears to involve reviewing and adjusting sanctions while encouraging the development of a common approach with Europe, Latin America, and other international partners. This will likely involve the adoption of ‘smart sanctions’ calibrated in a way that encourages internal dialogue between Venezuela’s government and its independent opposition with a view to bringing about domestically led democratic change, On Cuba, although the issue has been complicated by the disgraceful decision
taken in the dying days of the Trump administration to re-designate it as a ‘state sponsor of terrorism’, the Biden White House seems set to ease restrictions on US travel and remittances, as a part of an incremental strategy that aims, to quote Mr Gonzalez’s past words, to ‘empower the Cuban people as protagonists of their own future’. On China, the Biden administration’s objective in the Americas will likely be to play a central co-ordinating role in future hemispheric economic development in ways that China cannot. That is by bringing together financing from bodies like the Inter-American Development Bank and other multilateral
institutions, the private sector, and likeminded allies. The approach is intended to see the US doing more to enhance and consolidate economic prosperity on an Americas-wide basis, utilising new technologies. As such the focus will be less on nearshoring, and not overtly transactional or framed publicly in the context of US national security. In the coming months, the development of these general themes will be gradually fleshed out against a background of the significantly more immediate US domestic and international concerns the incoming administration will have to address. Already the multitude of Washington think tanks and lobbyists that swim in Washington’s policy waters are convening virtually to shape the detail and inform the April Summit of the Americas at which Mr Biden is expected to outline a new hemispheric policy. Government workers to go back to shift system Eight departments close due to Covid-19 cases BY OLIVIA ROSE PUBLIC servants in the TCI reverted to working a shift system on Monday (January 25) after a surge in positive Covid-19 cases triggered the closure of eight Government departments. In a statement on Sunday, Deputy Governor Anya Williams said a number of staff are at home recovering from the virus or are in quarantine. She said to further reduce the spread of the virus and to ensure the security and safety of staff that have not been impacted, the civil service will revert to its previous shift system. “In order to observe social distancing protocols, staff will work on a rotational basis to reduce the number of persons in office at any given time. “For business continuity purposes this will help to reduce any possible spread and will assist with contact tracing. “Strict sanitation measures will remain in place to ensure that offices are appropriately cleaned each day and the use of masks in the office place will remain a strict requirement.” The Government’s operating hours were also tweaked and offices will now be operating from 9am to 4pm from Monday

to Friday with the lunch hour from 1pm to 2pm each day. Williams said: “To limit the number of persons visiting government departments on a daily basis we ask that where possible, customers utilise the online payment and other services that are being offered by various departments as a limited number of visitors will be allowed in government buildings at any given time. “The use of masks and sanitisation by persons visiting government buildings will remain a strict requirement.” The deputy governor, who was among the first to be inoculated against the virus in the TCI, encouraged staff who have not yet been vaccinated to consider doing so as soon as possible. “We must recognise that we are still in the midst of a very active fight against the Covid-19 pandemic,” she said. “I ask that you pay keen attention to the advice and notices issued by the Ministry of Health to do what is necessary to protect you and your families from this deadly virus.” These closed departments were the Deputy Governor’s Office, the Ministry of Border Control, the Employment Services Department, the Revenue Control Unit, the

NEW MEASURES Given the exponential increase in cases across the territory, Minister of Health Hon. Edwin Astwood said the Government will be implementing a string of new measures. During a virtual press conference on Friday, January 22, Astwood said: “Recommendations will be presented to Cabinet on Monday (January 25), for additional measures as the current measures expire on Wednesday (January 27). “So two or three days before the measures expire we have
recommendations for additional measures.” He told residents that whatever measures need to be enforced to protect the people and the country as a whole will be implemented. “Do not say the minister of health did it to you, you did it to yourself. New measures will be announced next week and we hope that people listen to them.” He added: “It is the Government’s desire and mandate to balance lives and livelihoods and we want people to still be able to live, but live safely.” Astwood admonished residents who continue to blatantly disregard the health and safety rules such as wearing a mask in public especially while attending events. “Providenciales, I want to speak
to you. We have seen events and we have seen activities and we live in a small country. “Many of us know what is happening and you have many concerned citizens in Providenciales that will bring these things to the attention of the authorities.” He thanked “concerned citizens” who report to the authorities when they see “something that is being done wrong”. The health minister reminded residents of the seriousness of the disease and the lingering threat it poses to everyone in the Islands. “Covid-19 is real. It may not kill you, but it can kill your friends, family members and your loved ones. Please be safe and be careful.”

in its desire to see the hemisphere take a collegiate approach to developing and shaping policy, it is incumbent on Caribbean civil society and especially more thoughtful private sector representatives to develop new working relationships in
Washington. It suggests too that this is the moment when mechanisms with longevity, beyond the contacts governments may have, are required which ensure the authentic voice of the region’s economic interests are clearly heard.
Police chase at sea leads to arrest of three men MARINE officers finally intercepted a suspicious vessel two miles away from Providenciales after a lengthy chase when the captain ignored orders to stop. The Coastal Radar Station informed the Royal Turks and Caicos Islands Police Force that it was tracking a “target of interest” at about 8pm on January 19, the
police press office said. “The vessel was non-compliant and it was not until after a lengthy pursuit, officers were able to intercept the vessel two miles out to sea.” Three Haitian men that were on board were detained and taken to South Dock Port where they were handed over to the Immigration Department for processing and
further investigation. It is an offence to harbour illegal migrants. Anyone found guilty may be fined $20,000 or be imprisoned for four years, or both in accordance with the Immigration Ordinance 2018. TCI Regiment seeks 40 reserve marines Application process closes February 5 BY DELANA ISLES
Commanding Officer Ennis Grant is keen to recruit a full range of professions
TURKS and Caicos Islanders, British overseas territories citizens and British citizens can now apply to become a reserve marine with the Turks and Caicos Islands Regiment. The application process officially opened last week, and will close on February 5. To become one of the 40 who will be selected, applicants must be between the ages of 18 and 50 years old, have courage and be resilient. Recruits will also be required to start with a good level of physical fitness and be committed to improvement. To become a marine, applicants must also be adaptable, be willing to use their initiative and be able to work as part of a cohesive team. During a press event to launch the recruitment drive on January 18, Commanding Officer Ennis Grant explained: “We are keen to recruit a full range of professions
and trades that can serve the country in times of disaster or emergency. “Leadership potential will be prized and developed, as will an attitude that can deliver against the odds.” They are looking to recruit anyone with skills in carpentry, masonry, auto mechanics, electricians and information technology, Grant said. He added that one of the successful candidates will be selected for training at the Royal Military Academy Sandhurst, and that there will be opportunities for others to gain early promotion into non-commissioned officer roles. As a reserve marine, candidates will be required to undergo a two-week recruitment residential training course and further developmental training, deploy operationally, build skills throughout the year, and participate in a two week annual training camp, the commanding officer said. Marines will also have to work alongside the Royal Turks and Caicos Islands Police Force Marine Branch to protect the Islands’ borders, maintain TCI’s territorial integrity and sovereignty, and protect the marine biodiversity. Additional roles include providing humanitarian assistance and relief during and after disasters and assisting in building the territory’s disaster resilience capabilities.
If selected, Grant said, marines will receive a daily stipend for training and work, be afforded with opportunities for promotion based on performance and experience, opportunities for training and teamwork as well as other benefits currently being developed. He noted that the regiment is a contingent force with three distinct functions, namely: defence of the Islands, protection of Islands’ borders and disaster preparedness, resilience and response. Applicants are required to complete the online application form and medical questionnaire. Successful applicants will be invited to attend a selection weekend. This will involve fitness, initiative, swimming and aptitude assessments. “Do not rule yourself out,” Grant encouraged. “If you have what it takes to be a reserve marine in the TCI Regiment, we will find that potential and develop it.” All members of the TCI Regiment will be subject to the TCI’s Defence Ordinance, which is currently being developed. Six poacher boats captured within ten days JUST over a week after two poacher boats were captured off East Cay, another four illegal boats were apprehended by Bush Cay, each with four people on board. The Department of Environment and Coastal Resources (DECR) and marine police officers located the Panga style boats on the Caicos Banks on Thursday, January 21. Sixteen people from the Dominican Republic were apprehended and found to have
illegally caught marine product on board. The amount of product has yet to be determined, the police press office said on January 22. Four further Dominican nationals were arrested on Saturday, January 16, when two boats were intercepted south of East Cay. The vessels and illegally caught marine products were handed over to DECR officials for further investigation.

TCI real estate market closed 2020 ‘like a champ’ BY DELANA ISLES A STRONG fourth quarter has propelled the Turks and Caicos Islands’ real estate market into 2021 with fervour, despite the challenges of last year. This is the view of luxury real estate brokerage The Agency Turks and Caicos, following an assessment of the industry’s performance in 2020 amid a global pandemic. In the company’s yearend report, managing director Sean O’Neill stated: “It is evident that while the United States was undertaking ‘the Great Migration’ from urban to suburban areas, the closure of the TCI’s borders meant our engagement was somewhat limited. “This, coupled with the restrictions on Canadian travel, account for much of the reduced market activity. “That being said, the market data and the proliferation of private aircraft frequenting our FBOs are evidence that despite the challenges, Turks and Caicos Islands remains a top destination.” The report stated that in 2020, the TCI’s real estate market saw a

four percent reduction in average price and a 12 percent reduction in number of sales. The report further outlines that the condo sector, particularly the luxury condo market, saw
a resurgence in 2020. Volume, average prices and median prices all increased over the year. “With a renewed growth in tourist numbers, we expect to see condo sales remain active in 2021,
reinforced by inquiries received over the holiday period.” Adding to The Agency’s recap of the year past and its promising projections for the future, was another major player in the real estate market - Turks and Caicos Sotheby’s International Realty. In their yearend market report, Sotheby’s stated that the TCI’s real estate market closed “like a champ”. “The 2020 TCI real estate market performed better than we ever could have hoped for in the context of Covid-19, a fourmonth countrywide shut down and stringent travel requirements.” Sotheby’s recalled a challenging first quarter, with some momentum being built in the second, led by the sale of a couple of trophy properties and several new development villa sales. This was also assisted by a stimulus for the market from the Government in the form of a concession halving stamp duty for the second quarter. “This helped us close sales during this torturous time for our hotel, resort and villa rental partners grappling with the border’s closures.
“And this is really the first time in our history that our real estate industry has not been so directly tethered to tourism flow,” the report reads. “The overall market in 2020 exceeded our projections noted in the third quarter report, finishing well above the predicted $273 million mark thanks to a busy fourth quarter stimulated by a stamp duty reduction.” The Sotheby’s report notes that after a steady third quarter, the fourth quarter started strong and ended with a flourish, bringing the market to within 15 percent of last year in gross sales volume of $339 million versus $290 million for this year - and ahead of 2018 which was a strong year in its own right. On the luxury end, there were 16 home sales over the $3 million price point with the highest recorded home sale at $13 million for an existing villa. The average price decreased slightly, finishing at $1.68 million. Completed sales in the new villa development category, represented 24.9 percent of the single-family homes sales volume, the report outlines.
New deputy attorney general appointed GRAND Turk native Khalila Astwood-Tatem has been appointed as the new deputy attorney general. She will be responsible to Attorney General Rhondalee Braithwaite-Knowles for the management of the legal and administrative workflow within the AG’s Chambers. In accepting the appointment on January 18, Astwood-Tatem said she is thankful for the opportunity to serve in the role. “I look forward to strengthening the delivery of service within the chambers, my continued representation of the Government of the TCI and engagement with others on its behalf.” Astwood-Tatem has 20 years of legal experience and practiced for many years in the Bahamas, first as an associate and then as a partner at Evans and Co. She returned home to the TCI Attorney General’s Chambers
where she became senior Crown counsel and then principal Crown counsel with the lead on commercial and litigation matters. Covid-19 vaccine registration website is live ALL residents are invited to register their interest in receiving the Covid-19 vaccine on the new Covid-19 vaccine registration website - covidvaccineregistration. gov.tc The TCI is currently administering the Pfizer/BioNTech Covid-19 vaccine which must be administered in two doses over a course of 21 days. In order to be eligible for registration, applicants must be a resident of the TCI, a Government press release said. Priority will be given to people over the age of 55, those with chronic non-communicable diseases and residents that work in frontline positions. However, all residents are encouraged to register their interest. Premier Sharlene Cartwright Robinson, who was one of the first people to be vaccinated, said she is
pleased with the response received so far from those interested. “Whilst our focus remains on vaccinating our healthcare workers, vulnerables and other frontline workers, we are happy to extend to those who are willing to be vaccinated. “This website will aid us in the orderly registration of interested persons.” She said the Government will be looking to put additional measures in place to ensure there are no barriers to accessing information. “We as a country have been blessed with this great opportunity and it is important that we do not squander what others long for,” she said. “Our country has always done well in our vaccination programs in an effort to promote individual and general health. “We need to do continue this practice to regain greater control of
our lives and country, as we learn to co-exist with this virus.” Hundreds of people have already been vaccinated since the launch of the programme on January 11. Governor Nigel Dakin said: “Our aim is that every person in TCI should have the opportunity to be vaccinated. “We want TCI to be the safest as well as the most beautiful place in the world. “We will not be able to secure more vaccine from the UK unless we can demonstrate we can quickly and judiciously distribute that which we already have at our disposal, so please don’t watch and wait.” He urged anyone who wants to be vaccinated to register now. “We will prioritise based on need but once we have taken the vaccine from the freezer we intend to use every ounce of it to safeguard these Islands

History and poetry Reflections on an historical week and the passing of a friend I LIKE history. Actually, let me rephrase that. I love history. Not the boring, remembering of dates, of battles and lists of presidents, kings and queens history, but enduring, people’s history. The history that makes us understand that yes, change is constant and that without a knowledge of history we are, in the words of Marcus Garvey, “like a tree without roots”. Perhaps that’s why I am so infatuated with Salt Cay; history on every corner, and a people’s awareness of it, that cannot be found anywhere else in this blessed archipelago. Occasionally I find myself standing in a particular spot, wondering what it may have looked like 50, 100, 500, 1,000 years ago. What were, for example, the people’s hopes, aspirations, struggles and fears in the Salt Cay, Grand Turk or Providenciales of 1921? One friend with whom I could talk about history for hours on end, was Josiah Marvel, who passed away this week, after years of bravely living with cancer. When I first moved to Providenciales, Josiah, Si, was a flamboyant fixture in the watering holes and cocktail parties of Provo and the newly-appointed ‘quintessential historian’ of the

Turks and Caicos Government, as he liked to regularly remind people, with great enthusiasm. The year was 1991 and with the quincentennial of Columbus’ 1492 landfall just around the corner, Si Marvel was a much sought-after guest at social functions of every ‘couleur’. “Oh hello,” I remember him saying during one of our first encounters, “you wouldn’t happen to speak Hittite?” Thus began an over 30-year friendship,
based largely on a shared love of history - and poetry. I am not a writer of obituaries but no doubt, in the not too distant future, a column dedicated to Josiah Marvel, may be in order. But for now, I will cherish the memories of a friend, whom I shall miss. During his last trip to Salt Cay, in 2018, Josiah and I had a most memorable chance to finally catch up, reminisce about the good old days on Provo and share poetry. When he left, he gave me his translation of ‘The Wonder of Wisdom’, by Ajab ul-Hikmah. If I had to point to one piece of writing that summed up Josiah, I think it would be this: “We live best when we dare to be wise. So Humans! Emancipate yourselves from mental slavery. “Even though there is no truth comparable to sorrow, truth is ever stable, and the more you’re enlightened, the more you’re free. The more you’re free, the more you’re beyond sorrow. “Against the darkness of griefengendering ignorance, wisdom, like every luminous equation, is the lustre of eternal light.” History and poetry. And what a week it has been, as we witnessed, once again, the peaceful transfer of power from one US administration to another. Knowing full well that among my American readership on Salt Cay, there are wildly enthusiastic supporters of
the now former commander-in-chief, as well as people who loathed the man with a passion, I will stay well clear of politics. One thing is certain: He’s history. Or in the words of Nina Simone: “It’s a new dawn. It’s a new day. It’s a new life for me, and I’m feeling good.” History and poetry. And boy, do our American friends know how to throw a party - or rather an inauguration. For me, personally, the icing on the cake, amongst the pomp, officialdom, speeches and star-studded musical performances, was the poem, read by Amanda Gorman, the US’s first-ever youth poet laureate. Right there was history in the making, on so many levels. For anyone who did not get a chance to read or hear Gorman’s poem, entitled, ‘The Hill We Climb’, my suggestion is, read it. In fact, read it now. Put down this paper, Google it, watch it on YouTube. Here’s an excerpt: “We will rebuild, reconcile and recover and every known nook of our nation and every corner called our country, our people diverse and beautiful will emerge, battered and beautiful. “When day comes we step out of the shade, aflame and unafraid. The new dawn blooms as we free it. “For there is always light, if only we’re brave enough to see it. If only we’re brave enough to be it.” It’s a new dawn. It’s a new day.

Museum seeks volunteers for tours and gift shop THE TURKS and Caicos National Museum Foundation is seeking the help of volunteers to assist with the running of the existing museum facility in Grace Bay, Providenciales. Duties will include conducting short tours and assisting with gift shop sales and will amount to a few hours a week at set times, a statement from the foundation said. “It is hoped to assemble a team of three or four persons so a roster can be established. JOSIAH Marvel, who has died in Paris after a long illness, aged 75, came to the Turks and Caicos Islands in 1986 looking for treasure, and found it, but of a variety quite different from gold doubloons and diamond encrusted jewels. Providenciales was a backwater and Pan American flights still landed – if only just – on Grand Turk when Marvel threw up a Wall Street career to finance and join a team hunting for wrecks. A couple of years later, any treasure on the TCI reefs remained buried, Marvel was broke, and the crew sailed home amid squalls of controversy, much to the relief of archaeologists who take a dim view of “treasure hunters”. Marvel stayed on. He had become enchanted by the Old Caribbean, and fascinated by the islands’ history. He joined the company of notable expat eccentrics, with a finely wrapped Indian turban against the sun, or a piratical tricornered hat for special occasions. He teamed up with Bryan Sheedy, who was opening Salt Cay to an era of micro-tourism built around his dive shop and the bar of the Mount Pleasant Guest House, to locate the wreck of the frigate HMS Endymion, now a premium adventure dive. He hosted the first television show broadcast from studios on Provo, then beginning its

international boom, and discovered the cause that would absorb his extraordinary levels of intellectual curiosity for the rest of his life: Christopher Columbus, and the quest to determine the exact location of his first landing in 1492. He became the Islands’ official historian: could he prove, once and for all, that the island of Guanahani, recorded as the landfall in the Columbus logs, is present day Grand Turk? Josiah Marvel III was born in Delaware, the firstborn son of a deeply rooted patrician descended from the family of the English Enlightenment poet Andrew Marvel, whose portrait he kept above his desk. Perhaps his eventual devotion to the tropical seas was born in
the nearby Delaware Museum of Art in Wilmington, which houses the work of the illustrator Howard Pyle, who drew the universal vision of romantic, swashbuckling pirates of the Spanish Main. Marvel’s father became US Ambassador to Denmark for president Truman and so a traditional childhood was interrupted by several years abroad before Marvel went on to university and Wall Street. There a genius for mathematics, applied to finance, brought him success. Fortune followed his devising of a wholly new formula to enable state governments to finance public housing projects. His attitude to that more conventional career, however, could be glimpsed by his purchase of a vintage Rolls-Royce in which he would drive clients around town in stately fashion. It was after a marriage failed while he was living on Provo that Marvel moved to Salt Cay, marooned himself into a solitary life of modest means and absorption into the vast library he always managed to maintain, and found his true and lasting treasures. He pursued the Columbus thesis with undying vigour, learning Castilian Spanish to read El Diario in the original, and teaming up with Provo sailboat captain Tim Ainley to retrace and rechart every wave and tide of Columbus’ first cruise through the Lucayan Islands to Hispaniola. Marvel evolved into a contemporary Prospero; there

was nothing quite like chatting of Lucretius and Epicurus while lunching below the shade tree in the garden of his Salt Cay cottage. He would bemoan the popular misunderstanding of ‘epicurean’, celebrate the joys of modest pleasure in place of strife and ambition, and of the pursuit of contentment through calm inquiry. He got to know his neighbour, Miss Nettie Talbot, the widow of Rock Talbot, and a bedrock of Salt Cay island life. It might have begun as an unlikely friendship between a deeply Christian, deeply traditional Belonger and a non-believing, rationalist and sometimes intolerant ex-pat, but this became an island love as deep as a diamond. Treasure. And Marvel met Olivia Savouré, a globe-trotting French photographer more than 20 years his junior, trimmed his beard, and
married for the third time. He was nearly 60 years old when Olivia gave birth to their daughter, Marvel’s first child. He was infinitely proud and blissfully happy. The family moved to Paris to raise Athena, and now divided its time between the island and the Bohemian quarter of Le Marais. But it was soon after that Marvel was diagnosed with cancer, and began an extraordinary struggle. He was determined to live to see his infant daughter grow up. She has, is at the top of her class, and, in reflection of her island home, is poised for college and a career in marine science. Marvel completed his Columbus thesis last summer, and it is lodged with the University of Leiden, in Holland. He died peacefully, his hand in Olivia’s, his treasure found, hoarded and intact.

Prison volunteer seeks donations for inmates INDIVIDUALS and businesses are invited to donate books, stationary, sheets, towels, clothing and board games to inmates at Her Majesty’s Prison in Grand Turk. The project, led by volunteer Patricia Duff, is part of efforts to help with prisoner rehabilitation. Over the past few months several businesses have made donations of food, sports equipment and more, Duff said in a press release on January 14. IGA donated presents of a bottle of shampoo and granola bars as Christmas presents and chocolates for competition prizes. While Flow donated water bottles and Fitbit sports bands to encourage self-esteem and motivation during sporting activities. The Hartling Group donated sheets, towels, snacks and toiletries and shorts and t-shirts have been provided by members of the
community. Sonny’s Taxi assisted with carrying the donations to the airport and Caicos Express continues to fly the donations over free of charge – which it has done since 2005. It was then that Duff successfully campaigned for the reopening of the prison school and started organising donations for it. “Rehabilitation is key,” she said, “so that on release, people have gained sufficient skills to get a job. “Clearly donations allow more money to be spent on rehabilitation programmes, so when former inmates re-join society they can do so as honest citizens, capable of earning a living. “It shows how making such donations benefits us all.” Anyone who wishes to make a donation to inmates at Her Majesty’s Prison can contact Patricia Duff at 244-6838.

IT IS the time of the year when we like to see the flower buds of Phalaenopsis orchid and the flowers of other native orchids. Unlike palms, ferns or philodendrons, orchids grow on rocks and trees not in the ground. In fact, planting an orchid in potting soil and treating it like a houseplant is a sure way to kill it. To copy nature, orchids are planted in bark, moss, coconut husks etc. Growing plants in these types of media is different from growing houseplants in potting soil. But have you ever seen orchids that look like they are naturally growing on trees? Well, this is what they do in the wild but humans have decided to pot them up and bring them indoors. Get them back outside and you will be amazed at how much happier they look. This is a fun project that you can do in your garden and it can be completed quickly and is great for kids as well. Get some orchids and keep in mind, not any orchid will do, you will want to be selective and contemplate the location a bit. Most orchids are happier when they are attached to trees rather than when they are stuffed into pots. Dendrobiums, phalaenopsis, oncidiums, vandas and cattleyas usually do very well. moss if necessary, but if your orchid is presently potted it may have moss already in the pot around the roots which can be reused. Location! Location! Location! Most orchids like filtered light, not too shady and not too sunny. Palms with ‘boots’ (bases of old fronds that are still stuck to the trunk) have ready-made pockets - just make sure the boots are secure. Sometimes boots that are lower on the trunk will fall off and take the orchids with them. If you are tying them around the trunk of a self-heading palm (where the fronds fall off without having to be cut), make sure you don’t tie an orchid around the top of the palm containing the sheath of the next frond to fall off. Canopy trees like lignum vitae, shady lady olive trees and mahoganies make great orchid supports as well. Now search out a pair of old pantyhose and I can tell you, this is the only good use for these uncomfortable things especially here in the TCI. The nude colour blends in the most and knee-highs are easier to work with than the kind that swallows up the entire lower half of your body. If you only have the latter type,
you can cut off the leg portions to make your own knee-highs. Cut a hole in the middle of the knee-high and put most of the root system inside with a little bit of moss to help retain moisture. The open hole should face the trunk so that the pantyhose side faces outward. This will allow the roots to make contact with the trunk so they can attach. Once they attach, the pantyhose can be cut off or they may have disintegrated by this time. Take the legs and wrap them tightly around the trunk and tie them in a knot to secure the orchid to the trunk or branch. If the plant is top heavy, you can tie a second band loosely around the upper part of the plant or bloom spike. Water them. You can run spaghetti tube irrigation up the trunks with small emitters to water them with your existing sprinkler system, but it’s not very pretty. Best is to water them by hand with a mister, watering can or light spray from a hose. Orchid fertiliser is often not necessary but may be helpful if they aren’t blooming or if they look chlorotic (off-colour).

Bahamas ‘has tamed Covid-19 Pandemic’ according to scientists THE Bahamas is one of just 27 countries that have tamed the COVID-19 pandemic, according to over 4,000 scientists and community organisers worldwide. The list of countries “beating” COVID-19 was put together by scientists from EndCoronavirus. org, a self-described international volunteer coalition made up of researchers and other community stakeholders. A local infectious disease expert said although the country’s healthcare officials should be congratulated by the situation, citizens should not drop their guard. Dr Nikkiah Forbes, director of the National HIV/AIDS and Infectious Disease Programme at the Ministry of Health, said: “The Bahamas is one of those 27 countries that has flattened the COVID-19 curve. That is good, but remember this can change in a relatively short period of time if we put down our guard. We see countries that had flattened the curve are having challenges with COVID outbreak now, so we know that things can change rapidly. “So, yes, we should be congratulated. We have learned a lot about COVID-19 and what we need to do to keep the curve flat. The lessons we learned over the last year were hard, learned lessons. They were painful. We have to focus on what we still need to do.” Other countries on the list which are “beating” the disease
are: Australia, Bhutan, Brunei, Cambodia, Djibouti, Dominica, Fiji, Holy See, Iceland, Laos, Liechtenstein, Marshall Islands, Mauritius, Monaco, Mongolia, New Zealand, Saint Kitts and Nevis, Samoa, San Marino, Solomon Islands, Somalia, Sudan, Taiwan, Timor-Leste, Trinidad and Tobago, Vanuatu and Vietnam. Explaining the road to flattening the curve, Dr Forbes said: “We know that we have flattened the curve of the first and second wave. So, when we look at how the curve got flattened it’s a combination of things. We have a robust prevention strategy we have the public health recommendations and also you have to have a good control strategy. “You have to be able to isolate, do contact tracing and quarantine. One of the most important things is how well we adhere to the public health recommendations. That is what is needed to stop the ongoing spread of COVID-19 and keep the curve flat. We were able to flatten the COVID-19 curve twice, but there is something more important than that and that is keeping the curve flat.” On Wednesday, America saw the swearing in of Joseph Biden Jr, its 46th president. Before the day ended, President Biden reversed the decision of his predecessor and returned America as a member country of the World Health Organization (WHO). The Tribune asked Dr Forbes what this means for The Bahamas
in terms of assistance in obtaining COVID-19 vaccines. She said: “The WHO has support for member countries. With the United States returning as a member country there should be additional contribution and support. This may not necessarily mean direct assistance. The WHO has a platform called COVAX which essentially will be very helpful to vaccine accessibility and equability. So, if there is more member country support, there would be more help for developing countries.” The Bahamas is a part of COVAX. Meanwhile, the US Centers for Disease Control has updated its guidelines to say instead of six feet, airborne COVID-19 can infect a person from as far as seven feet. Asked if this means The Bahamas has to amend its protocols which currently ask for social distancing at six feet, Dr Forbes said an amendment is not necessary. She explained: “Not necessarily because scientists had an idea that there were certain scenarios where people can get infected outside of the usual six feet. Example, if you are in a crowded closed room with a lot of people or if a person sneezes or coughs and a fan is blowing or if an air-condition vent is blowing in one direction, this is where the guidelines come in – wear a proper fitting mask and avoid closed rooms with a lot of people. “So, there are examples where

you can get COVID even if you are further than six feet away from someone, but there are only certain scenarios with that. Most infections of SARS CoV-2 are spread from close contact and not airborne transmissions. Basically airborne transmissions only occur under special circumstances like enclosed spaces and prolonged exposure.” Recently Medscape’s Coronavirus Resource Center reported that about 17 percent of COVID-19 survivors
retested positive in a follow up study in Italy. These people were said to have recovered from COVID and then upon retesting two weeks later they were found to be positive and displaying symptoms of sore throats and rhinitis. Asked about this, Dr Forbes said scientists have also learned that if they test people weeks and even months after they have recovered from COVID-19 they can still detect the virus.
Haiti senator released from jail after president orders arrest FORMER Haitian opposition Senator Nenel Cassy was freed Friday, hours after he was arrested in Miragoane, a town on Haiti’s west coast, on orders of President Jovenel Moise. Cassy, who represented former President Jean Bertrand Aristide’s Lavalas party in parliament and is a native of the region, had travelled to Miragoane on Thursday to seek the release of political activists who had been arrested during an antigovernment protest earlier in the day. They were charged with committing “flagrant delinquent acts” but were released with Cassy. “What happened yesterday (Friday) is unfathomable; even under the Duvalier regime this was never done,” the former senator said in recounting his ordeal for reporters during a press conference on Friday. “The attorney general arrived at the police station where lawyer Andre (Michel) and I were talking to the departmental director. Two policemen were present, and Andre

arrest and he (Moise) threatened to fire him if he didn’t do it,” Cassy said. “‘If I went against the order, I’d have to flee the country,’ he told me.” Cassy said the attorney general then handcuffed him. Muscadin, during an interview on a Haitian radio show, confirmed that Moise had asked him to arrest Cassy. Moise has not commented on the arrest. But in a Jan. 18 speech, Moise warned his political opponents that the country’s new intelligence agency was keeping watch and that any “vagabonds” found to be handing out money to encourage people to protest would face consequences. News of Cassy’s arrest spread quickly on social media, sparking outrage from Haitians and the diaspora. VOA Creole reporters said they saw tires burning on some streets of the capital and that makeshift barricades were erected, including in front of the police station where Cassy was being held. Meanwhile, opposition
politicians, who tend to disagree on most topics, rallied to support the senator, calling on Moise to rescind the arrest order. “Senator Nenel Cassy has just been arrested in Miragoane at the office of the director of the police department in accordance with an order from President Jovenel Moise,” lawyer and opposition leader Andre Michel tweeted from Miragoane. “The battle for the respect of the constitution must be sped up. Unacceptable. Shut down the country.” “The competent authorities should evaluate this act. Democracy is too fragile. We must preserve it,” he said. In a subsequent tweet, Senator Lambert said he asked the authorities to reevaluate Cassy’s arrest. “The position of the Senate is clearly in favor of (respect for) individual freedoms. Haiti has chosen democracy,” Lambert said. Former Chamber of Deputies leader Deputy Gary Bodeau also took to Twitter to criticise the arrest of his former colleague.

Jamaica: Fraudsters selling UWI bachelor’s for $150,000 apiece FOR six times less than the amount an average student would pay for tuition at The University of the West Indies (UWI), Mona, in three years, a counterfeit degree can be obtained within days by anyone wishing to bypass the rigours of intellectual discourse of tertiary education. Fraudsters now have both The UWI and the Caribbean Examinations Council (CXC) worried as the job market tightens and the demand for certification increases. The Gleaner obtained the going price list for fake certificates to trick employers that jobseekers are qualified to work as professionals. According to the information obtained, a fake UWI bachelor’s degree has a going rate of $150,000 while an associate degree can be had for $100,000. A Caribbean Advance Proficiency Examination certificate as well as Caribbean Secondary Education certificate, which are legitimately issued by the CXC, can be obtained on the black market for $10,000 per subject. The fraudulent documents are being advertised on social media as well as websites, with claims being made that connections deep in the institutions allow the process to take place seamlessly. But monies have to be first wired to a bank account with a requirement of a photo showing the transaction reference number being sent to those running the scheme. Chairman of the University Council of Jamaica (UCJ), Professor Errol Morrison, told The Gleaner that while the practice is not new, fraudsters are becoming technically advanced. “When you look at some of these certificates, they look just like the real ones,” he noted. “That is what you call academic scamming,” Morrison said as he chided those engaged in the practice. “If students are going to get a UWI degree online for that sort of

a thing and they know they haven’t done the requisite course of study, it should say to them, there is a red flag. If they go ahead and acquire the degree without their studies, they, too, are complicit,” Morrison argued. Morrison cautioned those who might be tempted to obtain one of the fraudulent documents. “No pain, no gain! Going for this easy fix, it is a dishonest route which will certainly come to light at some point,” he said. Morrison told The Gleaner that even with tertiary students themselves, false degrees are being presented, fooling university administrators in some instances. “Students apply for graduate
degree programmes and come with false first degrees. Even or own (academic) institutions are caught now and then,” Morrison stated. Morrison cautioned employers to be on the lookout and use the avenues available to them to verify documents jobseekers are presenting to them. “They are downright dishonest, and I don’t think there is enough legal teeth in that yet. I don’t know to what extent the law would come in to make that a criminal activity but certainly it is beyond the realm of corruption,” Morrison told The Gleaner yesterday. would write to the UCJ seeking to verify information. In a release to the media, The UWI urged said those who come into possession of the counterfeit documents to report the matter to the Fraud Unit of the Jamaica Constabulary Force. All certificates conferred by the university have security features to guarantee authenticity, The UWI said. “We encourage any organisation in doubt of the legitimacy of degrees or certificates to contact our Examinations Sections for verification of same,” the St Andrewbased institution said. New guidelines for visitors seeking long term stays in Bermuda TOURISTS who would like to extend their stay in Bermuda beyond six months were asked to follow a new application process. Guidelines announced today also included changes for business visitors and people with periodic work permits who would like to apply for extensions. A Government spokeswoman said that the maximum length of stay for all tourists was increased from 90 days to 180 days from August 1, 2020. But she added: “At the end of which, visitors are expected to depart Bermuda.” The spokeswoman said: “The Department of Immigration notes that visitors wishing to remain in Bermuda beyond the maximum period allowed should submit an application requesting permission to reside on an annual basis.” She said that “visitors who require an extension based on extenuating circumstances” should follow a new visitor extension procedure. The spokeswoman added: “In an effort to adjust to the global pandemic and its associated challenges, the Bermuda Government recognises

Dominion sues Giuliani for $1.3 billion over ‘Big Lie’ about election fraud DOMINION Voting Systems has sued former President Donald Trump’s personal lawyer Rudy Giuliani for defamation after he pushed the “Big Lie” about election fraud on his podcast and TV appearances. Dominion is seeking more than $1.3 billion in damages. “Just as Giuliani and his allies intended, the Big Lie went viral on social media as people tweeted, retweeted, and raged that Dominion had stolen their votes. While some lies -- little lies -- flare up on social media and die with the next news cycle, the Big Lie was different,” lawyers for Dominion wrote in the lawsuit, filed in DC District Court on Monday morning. “The harm to Dominion’s business and reputation is unprecedented and irreparable because of how fervently millions of people believe it.” The lawsuit notes that while Giuliani spread falsehoods about Dominion being owned by Venezuelan communists and corrupting the election, he did not make those claims in lawsuits he pushed on behalf of Trump. This is the second defamation lawsuit Dominion has filed in recent weeks seeking to recoup its losses following the Trump post-election disinformation campaign. The vote auditing company previously sued lawyer Sidney Powell, who pushed similar claims alongside Giuliani.

The Powell lawsuit is still in its earliest stage. Dominion has positioned itself in recent weeks as a major voice to push back against Trump’s false election claims and the insurrection of the Capitol by his followers who hoped to overturn Joe Biden’s win. In the lawsuit Monday, the company focused on how Giuliani continued to claim without evidence that Dominion aided election fraud even after he received a cease-anddesist letter. The Canadian-founded company details how listeners of Giuliani reacted by amplifying online his message of a stolen election. The former mayor of New York and well-known prosecutor repeated his claims on podcasts and his radio show and YouTube shows. He also used his platform in recent
months to make money pitching cigars, a conservative alternative to the AARP and the sale of gold coins, the lawsuit says. Giuliani also appeared on TV networks OANN, Fox and Fox Business to make accusations of election fraud, the lawsuit notes. Dominion also details how on January 6 -- hours before a crowd of Trump supporters in Washington violently overran the Capitol -Giuliani continued to push claims of election fraud about Dominion in tweets, on a YouTube appearance and in his own speech at the event. Giuliani said at the rally, without evidence, that he knew of an expert who had examined Dominion voting machines and saw changed votes, concluding, “This election was stolen,” according to the complaint.
Biden reinstates Covid-19-related travel restrictions lifted by Trump PRESIDENT Joe Biden on Monday reinstated the Covid-19 travel restrictions on non-US citizens who have been in Brazil, Ireland, the United Kingdom, and much of Europe, a White House official confirmed to CNN. Biden will also extend the restrictions to travellers who have recently been to South Africa, the official said. The step, which was first reported by Reuters, comes just one week after President Donald Trump signed an executive order in his final days in office lifting the restrictions on travelers from these countries effective January 26. “I agree with the Secretary that this action is the best way to continue protecting Americans from COVID-19 while enabling travel to resume safely,” Trump wrote in the order, referring to then-Secretary of Health and Human Services Alex Azar. UK firms told ‘set up in EU to avoid trade disruption’ UK firms that export to the EU say they are being encouraged by the government to set up subsidiaries in the bloc to avoid disruption under new trade rules. Firms have been hit by extra charges, taxes and paperwork, leading some to stop exporting to the EU altogether. But several say they have been told that setting up hubs in Europe would minimise the disruption, even if it means moving investment out of the UK. The Department for International Trade said it was “not government policy”. “The Cabinet Office have issued clear guidance, available at www. gov.uk/transition, and we encourage all businesses to follow that guidance.” The Cheshire Cheese Company said it had been advised by an official to set up in the EU after it was forced to stop its exports to the bloc due to trade rules that came in on 1 January. The firm, which sold £180,000 of cheese to the EU last year, found that every £25-30 gift box of cheese it sends to consumers on the Continent now needs a veterinary-approved health certificate costing £180. “I spoke to someone at the Department for Environment, Food and Rural Affairs for advice. They told me setting up a fulfilment centre in the EU where we could pack the boxes was my only solution,” cofounder Simon Spurrell told the BBC. The firm, which had been optimistic about Brexit, is now looking at setting up a hub in France where it would “test the water”. But it has also scrapped plans to build a new £1m warehouse in Macclesfield employing 20-30 people. “Instead we might end up employing French workers and paying tax to the EU,” Mr Spurrell said. “I left the EU as a UK citizen but now they are suggesting I rejoin my company to the EU, so what was Brexit for?”
The issue, he said, was that the under the post-Brexit trade deal, a vet must approve every consignment of fresh food that his company ships to the EU. It is a complex and costly process that has hit exporters of fresh meat and fish as well, and was partly why the government set up a £23m support fund for UK fishing companies. UK retailers who export to the EU have also complained about being hit with unsustainable costs when customers in the bloc return goods bought online. This is due to new customs clearance charges incurred by shipping firms. Some retailers have even warned they could burn clothes stuck at borders as it is cheaper than bringing them home. Ulla Vitting Richards, who runs her sustainable fashion brand Vildnis from the UK, told the BBC last week she had stopped exporting to the EU, which was her fastest growing market, because of the new processes. She also said that she had been advised - this time by a Department for International Trade (DIT) representative - that setting up a subsidiary distribution hub might help. “He told me we’d be best off moving stock to a warehouse in Germany and get them to handle it,” she said. As early as last October, trade consultants Blick Rothenberg warned that thousands of UK businesses might need to set up an EU presence in order to keep exporting to European markets. However, experts say EU firms exporting to the UK - which currently enjoy a grace period over the imposition of some rules - will soon face the same issues. Indeed, some EU exporters have already stopped deliveries to the UK because of new VAT related charges. The DIT said it was not government policy to advise UK firms to set up EU hubs and that it was “ensuring all officials are properly conveying” the right information. (BBC)

WHO says Pfizer deal could allow poor countries to start vaccinating in Feb THE World Health Organization said last week it had reached an agreement with Pfizer/BioNTech for 40 million doses of its COVID-19 vaccine and should be able to start delivering vaccines to poor and lower-middle income countries next month under its COVAX programme. The COVAX scheme, led by the WHO and the GAVI vaccine alliance, signed deals for hundreds of millions of doses to vaccinate people in poor and lower-middle income countries, but vaccinations have yet to start. Pfizer’s vaccine is so far the only one that has WHO emergency approval. “In this world we are as protected as our neighbour,” said Pfizer’s CEO Albert Bourla, officially announcing the deal which Reuters reported on Thursday. Bourla said the 40 million doses, a fraction of the company’s total 2021 production estimate of 2 billion, would be sold on a nonprofit basis. He described it as an
initial agreement, and said more doses could be provided through the COVAX programme in future. The deal comes amid growing criticism of vaccine inequity from both the WHO and others as wealthy countries inoculate millions of people using shots procured through bilateral deals. WHO Director-General Tedros Adhanom Ghebreyesus said that the new agreement with Pfizer should allow vaccinations to begin in February for health workers, although details of supply arrangements are still being finalised. He said he hoped the agreement would also encourage other countries to donate more of their Pfizer shots to support rapid roll-out, like Norway has. “The commitment of the (United States) to join COVAX, together with this new agreement with Pfizer/ BioNTech, mean that we are closer to fulfilling the promise of COVAX,” he said.
DUP leader Arlene Foster has said a potential vote on a united Ireland would be “absolutely reckless”. She was speaking after a poll commissioned by the Sunday Times in NI found 51% of people want a referendum on Irish unity in the next five years. Speaking to Sky News, the first minister said “we all know how divisive a border poll would be”. Sinn Féin’s Michelle O’Neill said there was an “unstoppable conversation under way” on the issue. The deputy first minister called on the Irish government “to step up preparations” for a border poll. Provisions for a possible border poll on Irish reunification are included in the Good Friday Agreement - the deal which led to peace in Northern Ireland after decades of violence. It states that the Northern Ireland Secretary must call a border poll if it at any time it appears “likely” to that a majority of people in Northern Ireland would vote for a united Ireland. Mrs Foster said she thought it was “very disappointing” that some nationalist parties in the UK were focusing on “constitutional politics” during the Covid-19 pandemic. “We all know how divisive a border poll would be, and for us in Northern Ireland what we have to do is come together to fight against Covid, and not be distracted by what would be absolutely reckless at this time,” she said. She added if there was a vote on Irish unity, the arguments for the union are “rational, logical, and they will win through”. The polling was carried out by

Respondents also said they believed there would be a united Ireland within 10 years, by a margin of 48% to 44%. SDLP leader Colum Eastwood said the poll placed a “solemn obligation” on those seeking a united Ireland “to engage with every community, sector and generation”. “The United Kingdom may be coming to an end but we are all called to build a new future together. That’s the work the SDLP is engaged in,” said the Foyle MP. Ulster Unionist leader Steve Aiken said “all political energy should be focused on making Northern Ireland
a better place to live and work rather than a divisive border poll”. “We need to concentrate on the here and now, fostering better relationships and plotting a way through and out of the Covid-19 pandemic,” he added. “As Northern Ireland enters its second century, we should be talking about recovery, renewal and reconciliation.” The polls also found across the UK, respondents believed Scotland would become independent within the next 10 years. In Scotland, it found a large poll lead for the Scottish National Party, with them potentially being on course to win 70 of 129 seats in Holyrood. The research was carried out by Lucidtalk in Northern Ireland, Panelbase in Scotland, and YouGov in England and Wales. The polling was carried out between 15 and 22 of January, with 2,392 people polled in Northern Ireland, 1,206 in Scotland, 1,416 in England, and 1,059 in Wales. (BBC)

Rioters attacked police and set cars and bikes on fire to protest against a curfew introduced on Saturday. In the southern city of Eindhoven, protesters threw fireworks, looted supermarkets and smashed shop windows. There were smaller protests in Amsterdam, and in some cities and towns around the country. More than 200 people have been detained, police said. “This has nothing to do with protest, this is criminal violence and we will treat it as such,” Mr Rutte
told reporters on Monday. In Eindhoven, golf balls and fireworks were hurled at police in full riot gear, who eventually used tear gas to clear the crowds. Burning bikes were built into barricades. In the eastern city of Enschede, rioters threw rocks at the windows of a hospital. A Covid-19 testing centre was also set alight on Saturday evening in the northern village of Urk, local authorities said. “The fire in a screening centre in Urk goes beyond all limits,” Health Minister Hugo de Jonge said. Regional security councillors are meeting on Monday to discuss a response. The Dutch government has just introduced its toughest measures
since the start of the pandemic including a night-time curfew which runs from 21:00 (20:00 GMT) to 04:30. It is the first in the Netherlands since World War Two. Anyone caught violating it faces a €95 (£84) fine. The country’s bars and restaurants have been shut since October, while schools and non-essential shops closed last month. A ban on flights from the UK, South Africa and South America has been put in place due to fears over new variants of the virus. The 47-year-old funnyman was set to perform Thursday through Sunday at Stubb’s Waller Creek Amphitheater in Austin before becoming infected with the virus. His spokeswoman, Carla Sims, said Chappelle was quarantining
on Friday and described his case as asymptomatic. According to TMZ, the first to report about the comedian’s diagnosis, Chappelle performed the first of his five-show run in Austin Wednesday night. He had been holding sociallydistanced shows in Ohio since June and then moved his performances to Austin over the winter.

Covid: James Bond film No Time To Die delayed for third time THE release of the next James Bond film has been delayed for a third time because of the coronavirus pandemic. No Time To Die had already been pushed back twice, and will now debut globally on 8 October, an announcement on the film’s website said. It had originally been due to hit screens in April 2020. The film is the 25th instalment in the Bond franchise, and marks Daniel Craig’s final appearance as British secret service agent 007. It also features Lea Seydoux and Rami Malek. The delay will come as a further blow to cinemas that have been forced to shut for months at a time
because of lockdowns. Earlier this week, leading filmmakers including Danny Boyle and Sir Steve McQueen wrote to the UK Government, calling for financial support for cinema chains because “UK cinema stands on the edge of an abyss”. Cineworld said in October, when No Time To Die was pushed back for the second time, that delays to big budget releases meant the industry was “unviable”. Bond’s latest move sparked a flurry of other delays to major releases. Sony has pushed back Ghostbusters: Afterlife, Peter Rabbit 2, Jared Leto’s Morbius, Tom Holland’s Uncharted and Cinderella, which will star singer

Hand sanitizers are hurting more children’s eyes, study finds HAND hygiene is an important way to prevent the spread of Covid-19 and, when soap and water isn’t available, alcohol-based hand sanitizer is the next best way to do this. Dispensers of hand sanitizer have popped up in malls, schools, workplaces and on public transportation to make it easier for people to disinfect their hands. However, one consequence, documented in France, has been chemical injuries in children who have accidentally gotten sanitizer in their eyes. There were seven times more cases among children of eye exposure to hazardous chemicals in hand sanitizer
between April 1 and August 24, 2020, compared with the same period a year earlier, according to data from the French Poison Control Center. Similarly, in the same period, 16 children were admitted to a pediatric ophthalmology hospital in Paris because their eyes were spattered with hand sanitizer compared with only one boy in 2019. Two severe cases required surgery to transplant tissue into their corneas. The hospital cases were all in children under the age of 4, and the French researchers said the reason for this was likely because gel dispensers are usually at 1 meter (3 feet)
in height. While this is waist level for most adults, it’s eye level for young children. “With the current widespread use of hand sanitizer in public places, it is not unexpected that young children would be drawn to these dispensers, many of which appear to be inadvertently designed to facilitate contact between the hand sanitizer and young eyes,” said Dr. Kathryn Colby from the Grossman School of Medicine’s department of ophthalmology at New York University in a commentary that accompanied the research. The study was published in the journal JAMA Opthamology on Thursday.

SpaceX: World record number of satellites launched A NEW world record has been set for the number of satellites sent to space on a single rocket. The 143 payloads, of all shapes and sizes, rode to orbit on a SpaceX Falcon rocket that launched out of Florida. The number beats the previous record of 104 satellites carried aloft by an Indian vehicle in 2017. It’s further evidence of the major structural changes taking place in space activity that are allowing many more actors to get involved. This shift is the result of a revolution in robust, miniaturised, low-cost components - many taken direct from consumer electronics such as smartphones - that mean pretty much anyone can now build a capable satellite in a very small package. And with SpaceX offering to transport those packages to orbit for just $1m, the commercial opportunities will continue to open up. SpaceX itself had 10 satellites on the Falcon - the latest additions to its Starlink telecommunications mega-constellation, which is going to deliver broadband internet connections around the globe. San Francisco’s Planet company had the most satellites of all on the flight - 48. These were another batch of its SuperDove models that image the Earth’s surface daily at a resolution of 3-5m. The new spacecraft take the firm’s operational fleet now in orbit to more than 200. The SuperDoves are the size of a shoebox. Many of the other payloads

on the Falcon rocket were little bigger than a coffee mug, however; and some were smaller even than a paperback book. Swarm Technologies is rolling out what it calls the SpaceBees. They’re just 10cm by 10cm by 2.5cm. They’ll act as telecommunications nodes to connect devices that are attached to all manner of objects on the ground, from migrating animals to shipping containers. Some of the larger items on the
Falcon rocket were suitcase-sized. Among these were several radar satellites. Radar has been one of the major beneficiaries of the revolution in componentry. Traditionally, radar satellites were big, multi-tonne objects that cost hundreds of millions of dollars to fly, which essentially meant only the military or major space agencies could afford to operate them. But the adoption of new materials and compact “off the shelf” parts
have dramatically shrunk the size (to under 100kg) and price (a couple of million dollars) of these spacecraft. Iceye from Finland, Capella and Umbra from the US, and iQPS of Japan all took the ride to orbit on Sunday. These start-ups are establishing constellations in the sky that will return rapid, repeat imagery of the Earth. Radar has the advantage over standard optical cameras of being able to pierce cloud, and to sense the Earth’s surface whether it is day or night. We’re entering an age when any change on the planet, wherever it happens, will be picked up almost immediately. The Falcon carried the 143 satellites into a 500km-high path that runs from pole to pole. This is one of the drawbacks of a big rideshare mission: you go where the rocket goes, and for some that might not be ideal. A number of satellite missions will want an orbit that’s higher or lower in the sky, or on a different inclination to the equator. This can be achieved by mounting the satellites on “space tugs” which, after coming off the top of the rocket, modify the final parameters for their “passengers” over the course of several weeks. Sunday’s Falcon carried two such tugs. But for some missions a bespoke ride is going to be the only satisfactory solution. It’s why we’re now witnessing a rush to produce small rockets that can run dedicated flights. These smaller rockets will not be able to compete on cost with the big
vehicles, such as SpaceX’s Falcon-9, but they should attract the custom of those with very specific or urgent needs. Dan Hart, the CEO of Virgin Orbit, which has developed a small rocket that can be launched from under the wing of a Boeing 747, says the start-ups are becoming more discerning. “These small satellites used to be points of fascination and interest, and it was a case of finding the cheapest way possible to get into space,” he explained. “That’s rapidly changing. These are now businesses with critical missions that risk losing revenue if they have to wait on others or go into an unsuitable orbit. And that’s why you’re going to see people who will pay that little bit more to get to where they want to go when they absolutely need to go there,” he told BBC News. With the roll call of satellites going into orbit now accelerating rapidly, the issue of traffic management is becoming a hot topic. Full-on collisions are currently rare, but a surprisingly large number (10%) of satellites will even now experience sudden, unexpected momentum changes, most probably the result of being hit by some small fragment from a previous mission. The space sector needs to find smarter ways to track objects in orbit and to command timely avoidance manoeuvres, otherwise certain altitudes could ultimately become unusable because of the presence of dangerously dense debris fields. Largest sea on Saturn’s mysterious moon Titan could be more than 1,000 feet deep NASA’s epic Cassini mission at Saturn is still generating valuable scientific data more than three years after its demise. Data from one of the spacecraft’s last flybys of Titan, a large moon with the precursors of life’s chemistry, reveals that a huge lake on the surface called Kraken Mare is more than 1,000 feet ( 300 metres) deep — that’s roughly the equivalent of the height of New York City’s Chrysler Building. In fact, the lake is so deep that Cassini’s radar couldn’t probe all the way to the bottom. Back in 2014, preliminary data from this flyby suggested that Kraken Mare was at least 115 feet (35 metres) deep but extend farther; the newly released results show the lake is nearly 10 times deeper than that early estimate. Understanding the depth and composition of Kraken Mare will gradually reveal more about Titan’s mysterious chemistry, dominated by ethane and methane that collects in
pools, lakes and rivers on the surface, researchers said. The importance of the lake stems from Kraken Mare’s immense size; if placed on Earth, it would cover all five of the Great Lakes of North America. “Kraken Mare … not only has a great name, but also contains about 80% of the moon’s surface liquids,” study lead author Valerio Poggiali, a research associate at the Cornell University Center for Astrophysics and Planetary Science, said in a university statement. While Titan’s chemistry is alien compared to Earth’s, the moon’s geography is reminiscent of swampy or lake-rich regions on our planet. Titan is also the only known moon in our solar system to boast a thick atmosphere — a gaseous nitrogen shroud, compared to Earth’s mostly nitrogen-oxygen atmosphere. That sets Titan apart from the numerous moons in our solar system with tenuous exospheres or no atmosphere (like Earth’s moon) and from the potentially life-friendly “icy

moons” where water ice covers an internal ocean — such as on Jupiter’s Europa or Saturn’s Enceladus, which both spout water through the ice into space. Data on Kraken Mare was collected during Cassini’s 104th flyby of Titan on Aug. 21, 2014, about three years before engineers deliberately threw the aging
spacecraft into Saturn to avoid the small chance of accidentally contaminating the moon’s surface. Kraken Mare was just one of the lakes on the mission’s survey list for that flyby. Researchers also wanted to look at Ligeia Mare — the site of a mysterious “magic island” that regularly appears and disappears — and a smaller estuary called
Moray Sinus, which the researchers estimated to be 280 feet (85 m) deep, about the equivalent of the Statue of Liberty’s height. Cassini probed the moon’s surface with its radar altimeter from about 600 miles (965 kilometers) away. Scientists calculated sea depth by figuring out how long it took the radar signal to bounce back from the liquid surface and from the sea bottom, comparing the difference between these depths and taking into account the composition of the lakes’ liquid, which absorbs some of the radar signal’s energy. The composition of Kraken Mare surprised scientists, along with its depth. It contains a mix of methane and ethane, which differed from previous models suggesting ethane would prevail due to the lake’s size and geographical position farther from the moon’s poles. The unexpected chemistry in the lake could help scientists better understand the precipitation cycle on Titan, according to the researchers.

Foods that can reduce stress STRESS levels may be high these days, but did you know that what we choose to eat can help to reduce stress, ultimately allowing us to take charge of our mental health? “Instead of thinking of food as ‘stress eating’ or ‘guilty pleasures,’ we can think of using food to shape the lens in how we experience stress,” said psychiatrist Dr. Drew Ramsey, an assistant clinical professor at Columbia University Vagelos College of Physicians and Surgeons and author of the upcoming book “Eat to Beat Depression and Anxiety.” Taking control of stress with the foods we eat can help to counter inflammation throughout the body, as well as elevated levels of the hormone cortisol, which can otherwise lead to high blood sugar, increased appetite and weight gain, among other symptoms, according to Felicia Porrazza, a Philadelphiabased registered dietitian who helps stressed-out clients find natural ways to improve their overall wellness. Feeling less stressed already? I hope so! Here are some food suggestions to help you live in a state of calm in 2021. OPEN YOUR PALATE TO OILY FISH Try out anchovies, sardines and herring, in addition to salmon, trout and mackerel. These foods are a rich source of stress-busting omega-3 fatty acids known as DHA (docosahexaenoic acid) and EPA (eicosapentaenoic acid), which play an important role in brain health. “Increasing omega-3 fatty acids can help to regulate how our bodies handle stress,” Porrazza said. Stress can increase inflammation in the body so if we can reduce inflammation by consuming more omega-3s, we could also potentially reduce cortisol levels, which could improve health and wellness, Porrazza explained. In fact, omega 3s help to blunt the cortisol response after acute stress, some research has shown. On the flip side, low levels of omega 3s may affect the function of the HPA, or hypothalamicpituitary-adrenal, axis, which plays a role in how our bodies respond to stress, according to Porrazza. Omega-3 fats might help to reduce the symptoms of clinical anxiety, concluded a recent review and meta-analysis of 19 clinical trials involving over 2,200 participants from 11 countries. Consuming high amounts of these fatty acids in fish may help protect us from depression, too, according to other research. Need some ideas besides grilled salmon? Try a Caesar salad with an anchovy vinaigrette dressing, or add some herring to your Sunday bagel order. MIX IT UP WITH SHELLFISH Mussels, clams and oysters are rich in vitamin B12 in addition to

omega-3s, which are both prominent nutrients in diets connected with lower anxiety, Ramsey explained. In fact, B vitamins, including vitamin B12, help to maintain the nervous system, and stress can cause a slight increase in the body’s requirements of these B vitamins, explained Martha McKittrick, a New York City-based registered dietitian who provides nutrition counseling and wellness coaching to many stressed-out New Yorkers. Vitamin B deficiencies can increase the risk of developing stress-related symptoms such as irritability, lethargy and depression. Since vitamin B12 is not produced by plants, if you are vegan, you should ensure that you are consuming vitamin B12 from fortified foods or a supplement. CONSUME MORE VITAMIN C Foods such as red and green peppers, oranges, grapefruit and kiwi are rich in vitamin C, which in high doses has antidepressant effects and improves mood, and may be helpful in treating stress-related disorders. Other research has revealed that vitamin C may help reduce anxiety among high school students. To boost your vitamin C intake, aim to include one vitamin C-rich food with a meal, and another for a snack. You could also try one of my favorites: dark chocolate-dipped kiwis or oranges for dessert! CHOOSE HEALTHY CARBS Carbohydrates can help to boost serotonin production in the brain, which is key in influencing our mood. “Serotonin is a neurotransmitter that is responsible for happiness and well-being,” Porrazza said. Serotonin has a calming effect and also promotes sleep and relaxation, McKittrick explained. In fact, low levels of brain serotonin, research has suggested, can lead to increased vulnerability to psychosocial stress. Tryptophan is an amino acid that is necessary for the production of serotonin in the brain. Complex carbs including whole grains and vegetables can help boost levels of serotonin
because they make tryptophan more available in the brain. Carbs like soybeans and peas also deliver a small dose of protein, which can help to balance blood glucose levels. This benefit is important, since fluctuations in blood glucose can cause irritability and worsen stress levels. Additionally, if you eat too many highly processed carbs that are loaded with sugar and lack protein or healthy fats, like cookies and sweets, you can experience blood sugar spikes and crashes, “and that can make you feel more stressed,” McKittrick added. FILL UP ON FERMENTED FOODS Fermented foods such as yogurt, kombucha, kefir, tempeh and sauerkraut contain friendly bacteria known as probiotics, which have the ability to reduce stress and cortisol levels. In fact, randomized controlled trials featuring probiotics suggest
a causal link between the gut microbiota and stress responding. Feeling shy? Fermented foods may help reduce symptoms of social anxiety, too, research has shown. These probiotic-rich foods may also help control negative thoughts that are associated with low moods. How does it all work? Our gut bacteria produce about 95% of our body’s serotonin supply, which can positively affect how we feel, according to Porrazza. On the flip side, stress can increase inflammation and gut dysbiosis, which is basically an imbalance of the gut microbiota, and this can negatively influence mood. Other fermented foods include sourdough bread, kimchi, miso and pickles. Ramsey fights stress with a kefirrich banana smoothie. “I get a good dose of potassium from the banana and I add nuts, cinnamon and cacao for its anti-inflammatory properties. It’s a great energy and brain boost.” Bananas are also a source of vitamin B6, which helps in the conversion of tryptophan into serotonin. A lot of times when you are stressed out, your magnesium levels can become depleted, McKittrick explained. “If you have a magnesiumdeficient diet, it can raise stress hormones, so it is important to eat magnesium-rich foods, like leafy green vegetables, nuts and seeds; legumes; and whole grains,” she said. “A lot of my clients, when they think about crunchy foods, they think of chips, but sometimes you can manage stress with healthier crunchy foods like celery and carrots with hummus,” Porrazza said. Cutting up an apple and then munching on it can also release
stress, as Porrazza has observed with her clients. “Doing something with their hands can help them take themselves out of their head and give them a little bit of a mindful moment, which can take them out of the stress of the moment,” she added. Take a tea break Green, black and oolong teas are rich in theanine, an amino acid that helps reduce stress and promote calm feelings. These teas are also rich in antioxidants, which can help reduce oxidative stress in the body, which helps protect against disease. Black tea in particular has been studied for its role in stress recovery and reduction in cortisol levels. And while there isn’t enough research to show that chamomile reduces stress, the act of sitting and drinking a cup of this herbal tea may be calming for some, Porrazza explained. Lastly, there are a few diet strategies to avoid, in order to feel less stressed. One is to consume less caffeine. “Caffeine has effects on the brain and nervous system and can elevate cortisol levels and exacerbate the effects of stress on the body,” McKittrick said. Because of caffeine’s effects, it’s important to pay attention to how your body responds to caffeine. “If I am stressed, I can only have half a cup of coffee,” McKittrick added. And it’s important to not go too long without eating. Doing so can cause low blood sugar, which can make you feel more irritable and worsen stress. “It’s very individual, but for most I would say don’t go more than four to five hours without food -- but pay attention to your own body,” McKittrick said. Elephants counted from space for conservation AT FIRST, the satellite images appear to be of grey blobs in a forest of green splotches - but, on closer inspection, those blobs are revealed as elephants wandering through the trees. And scientists are using these images to count African elephants from space. The pictures come from an Earth-observation satellite orbiting 600km (372 miles) above the planet’s surface. The breakthrough could allow up to 5,000 sq km of elephant habitat to be surveyed on a single cloud-free day. And all the laborious elephant counting is done via machine learning - a computer algorithm trained to identify elephants in a variety of backdrops.
African elephants are listed as vulnerable to extinction.
“We just present examples to the algorithm and tell it, ‘This is an elephant, this is not an elephant,’”Dr Olga Isupova, from the University of Bath, said. “By doing this, we can train the
machine to recognise small details that we wouldn’t be able to pick up with the naked eye.” The scientists looked first at South Africa’s Addo Elephant National Park.

Chelsea sacks manager Frank Lampard CHELSEA has parted company with manager Frank Lampard, the club announced on Monday. Lampard’s last game in charge was Sunday’s 3-1 victory over Luton Town in the FA Cup fourth round. Considered one of the greatest players to have ever played at Stamford Bridge, he left the Blues in 2014 having won three English Premier League titles during 13 years at the club. The 42-year-old returned as the club’s head coach in July 2019. Lampard enjoyed a successful first season which saw the London club qualify for the UEFA Champions League and reach the FA Cup final. The former England international was backed in the summer transfer window by owner Roman Abramovich, recruiting bigmoney signings including German internationals Kai Havertz and Timo Werner. But after a strong start to the season, the club’s form has tailed off. Lampard leaves with the club languishing ninth in the Premier League following a run of five defeats in the past eight league games. In a statement, Abramovich said:
The 84-year-old had tested positive for the coronavirus in November, his daughter said, but had recovered without having shown many apparent symptoms. Lampard has overseen five defeats for Chelsea in the past eight league games.

Brady, who won six Super Bowls with the New England Patriots, was instrumental as Mike Evans, Scotty Miller and Cameron Brate all scored, with Leonard Fournette adding a rushing touchdown. Aaron Rodgers also threw three touchdown passes as the Packers fought back, but the Buccaneers held on to seal a thrilling 31-26 victory. The Buccaneers will face either reigning champions the Kansas City Chiefs or the Buffalo Bills, who play in the AFC Championship game in Sunday’s second match. Super Bowl 55 will take place on 7 February at the Buccaneers’ Raymond James Stadium. It will be the first time a team have played in a Super Bowl at their home stadium. As a result of Covid-19 restrictions, only 22,000 people will be at the match, with 7,500 places reserved for health care workers, who have been given free tickets. FIFA ex-president Sepp Blatter was in coma after heart surgery, daughter says FORMER FIFA president Sepp Blatter spent a week in an artificially induced coma after heart surgery last month, his daughter has told Swiss media. “Just before Christmas, he had to go to the hospital for heart surgery,” Corinne Blatter said in an interview with CH Media, adding the operation had been expected to be routine. “But then everything became more complicated and dangerous. In total, he was in an artificial coma for over a week and was no longer responsive.” The 84-year-old had tested positive for the coronavirus in November, his daughter said, but had recovered without having shown many apparent symptoms. Blatter, who was FIFA president for 17 years, was suspended and
later banned by the soccer body’s ethics committee after becoming the subject of criminal proceedings in Switzerland in 2015. The proceedings, which are continuing, were widened in November to include suspicions of fraud alongside those of mismanagement and misappropriation. FIFA in late December also said it had filed a criminal complaint with Zurich prosecutors against Blatter over “criminal mismanagement” of a museum project he set up. Jamaica grieves passing of former Reggae Boy Luton Shelton JAMAICANS were left in shock yesterday with news of the passing of former Reggae Boy Luton Shelton. Shelton, 35, died at home after ailing with amyotrophic lateral sclerosis (ALS) since 2017. ALS, also known as Lou Gehrig’s disease, is a progressive nervous system disorder that affects nerve cells in the brain and spinal cord, causing loss of muscle control. Jamaica Football Federation (JFF) General Secretary Dalton Wint and Harbour View FC head coach Ludlow Bernard said Shelton’s passing marked a very sad moment in the nation’s football. Wint said he had hoped the speedy forward would not have passed so soon. “We all knew he was ailing, but we were hoping and praying he would stay around for a much longer time,” Wint told The Gleaner. “He has done so much for football and he is still the leading goalscorer for the men’s national team. So we are saddened by the passing of this young man because he was still a young man.” MORE THAN A PLAYER For Bernard, the news hit him hard, as he said that Shelton was more than a player to him. “For me, personally, I have lost a son, somebody who was very dear
and close to me,” Bernard said. “I have been working with him since he was 12 and we never lost contact with each other. “But we weren’t expecting it so quickly, so when his mom called me, I was lost for words. It struck me very hard. He is going to be sadly missed by everybody, but it was a joy working with him and knowing him.” Bernard noted that since the former Wolmer’s Boys’ School star was a young player, he had an appetite for goals and brought that wherever he played throughout his career. “He was always an aggressive forward … . He was always passionate and emotional about goalscoring and he thrived on scoring goals,” he said. During his career, Shelton played for Sheffield United (England), Valerenga (Norway), Karakukspor (Turkey) and Volga Nizhny Novgorod (Russia) and he always showed his scoring prowess. “He came back to Harbour View FC and quite significantly, in his last game for Harbour View, he scored his last goal for the club and in his career,” Bernard pointed out. Curry is now just 411 made 3-pointers behind Hall of Famer Ray Allen for the most in NBA history. Haye-Smith starts off 2021 with a 500M victory TCI’s top female athlete Yanique Haye-Smith started off her season with a bang on Saturday after registering a victory in the Women’s 500M race at the Liberty Elite Invitational. Haye-Smith, who will be 31 in March, was elated with the win, since it was her first race after a year of no competitions. “I’m blessed to have raced again, now it’s time to continue working!!” Haye-Smith was able to execute her win with relative ease and managed to clock 1:12.17, which was not far off her personal best in the event, which is 1:10.98. She noted that although the win was important, it was just a
stepping stone. “It felt good to be back competing again, but my main focus is outdoors.” It is at the outdoor leg of her season that the Jamaican born, Turks Islander hopes to dominate in her quest to make it to the 2021 Olympics.
