The Minister who also doubles as the Leader of Government Business in the House of Assembly said the mapping and surveying aspect of the project has revealed that many of the unlawful settlements are built on private land. She said: ‘They've been mapping this for a while and that's when we realised the project is too big for just planning and so a completely separate programme is developed in order to assist, but when they go out persons show them that they have ownership and where they paid $10,000 for 100x100 square piece of land from X, X may not have owned the land, X may have been an overseer of the land, X may be a descendant of someone who has passed. “So that's why we said once we started the review we realised the nuance, if it's Crown land that's a different kettle of fish.” She stressed that the exhaustive process will also require a solution for legacy issues relating to the private ownership of property.
“A great deal of these unlawful settlements are developed on private lands that the persons who've developed the properties genuinely believe they have legal ownership.”

“Because what persons may not be aware of is that the employment ordinance has a strict provision, that if you import labour into the islands that you employ, you must make some provision for housing for them, whether that is paying them sufficiently so that they could rent a place to live or providing an actual accommodation and portions of that ordinance has not been enforced over the years.
The Minister stressed that one of the areas government is looking to sternly enforce is the ordinance that governs housing for imported labour as the lack of enforcement has resulted in a housing crisis.
The project, she explained, also requires a significant boost in technical resources within the Department of Planning, because manpower is needed, “To go out and survey what is actually happening, to know how many people are in the area because the resettlement of people has to be part of the project”.
“So this entire project is standalone because our regular day work cannot allow the focus on this, but we have the legislative teeth for it.

The Minister stressed that the eradication project has to be implemented in a manner that does not infringe on the human rights of squatters
To this end, she pointed out that a solution-oriented multisectoral approach is being taken to eradicate informal settlements and discourage squatting in the TCI. She disclosed that the project is well underway with the recent conclusion of a massive multisectoral workshop, which included her ministry, the Ministry of Home Affairs, the Premier's Office, the Border Services Ministry and the Ministry of Education.
Missick also stressed that the eradication project has to be implemented in a manner that does not infringe on the human rights of squatters.Shesaid: “You have to be sensible, these are humans at the end of the day, and we have to make sure that what we are seeking to achieve does not impact persons' human rights.
“We just agreed on some aerial footage with a third party provider so that they can map out all the islands; map out these areas, and then we're looking at the other resources, the trucks and the humans that we will need to come and assist when it's time to eradicate the shantytowns, but you have to document it.”

Bevan Springer, President and CEO of Marketplace Excellence, a global marketing company, in an opinion piece this week urged Caribbean countries to bring their “A-game” to tourism this winter.Springer said the global travel and tourism industry is rebounding and offering the Caribbean a unique opportunity to step up its efforts to ensure a strong, bright winter season for the region's leading economic driver. He noted: “The United States, one of the region’s biggest sources of travellers, is showing an easing of inflation which should positively impact the global economic environment as colder days approach the northern climes.“As such, Caribbean travel and tourism stakeholders can feel reasonably upbeat about prospects for a strong 2022-2023 season as pre-pandemic performance levels return.
“But this does not mean we can rest on our laurels.” He reminded that the Caribbean is competing against destinations across the entire planet to attract visitors, and it still enjoys only a very small percentage of the world’s tourism pie. However, Springer said the good news is that the region’s rate of recovery is robust relative to many of its global competitors, but in order to maintain this momentum, island countries need to bring their “A-game” to the table.Much more than simply commitment and hard work, this requires vision, foresight and some boldness. It also demands a constant refreshing and renewal of the region’s tourism product, he advised.Hecommended TCI, among other Caribbean countries for consistently providing world-class service.“Delivering consistent, worldclass customer service must be the norm, not the exception. Hoteliers such as Patricia AffonsoDass (Barbados), Josef Forstmayr (Jamaica), Gregor Nassief (Dominica), Karolin Troubetzkoy (St Lucia), Karen Whitt (Turks and Caicos Islands), and many of their peers are to be congratulated for embracing this standard and for their personal and corporate investment in hospitality training programmes for the region’s people.”Hestated that ‘A-game’ thinking also requires an innovative approach to marketing, sales and communications.“Investing in dynamic communications strategies, including public relations, will increase awareness about the region, especially if we refresh our audiovisual assets to project the best of the Caribbean,” Springer advised.

Dock Yard, Kew Town, Providenciales
Dock Yard has been identified as the most prominent of these communities and will be used as the case study location, according to a statement issued on Wednesday, August 24.
The study, which is aimed at improving and reshaping these communities to facilitate service delivery, and ensuring sustainability and security, will also inform a holistic national strategy. The comprehensive analysis will help the Government to better understand the size and demographics of the population; the conditions and circumstances that stimulated the formation of the community; the pull factors of the community; the ecosystems within the community; as well as the challenges experienced within and by the community; the unique characteristics that contribute to the prosperity and expansion of the community and its ecosocial impact on the territory, the statement noted.
The Dock Yard community will soon become the focal point of a new case study as the government prepares to address illegal settlements throughout the Turks and Caicos Islands. Dock Yard, sometimes referred to as Duck Yard, is a predominantly informal and unregulated Haitian community located at the back of Kew Town, Providenciales. As part of its efforts to regularise housing in the TCI, the Government is undertaking an in-depth study of informal settlements throughout the territory in an attempt to understand the ecosystems of such communities.
Government to spotlight Dock Yard’s illegal settlements in new case study
The Government said it is committed to the development of “safe and sustainable communities” throughout the islands. “In doing this, we must first address the rampant spread of informal settlements which has become a growing concern because of the potential for negative social consequences, as such, an urgent data-driven national strategy is required”, the Government stated.

Stop fighting people, rather fight the spirits that control them
What was once an abundant and easily accessible energy product and a vital ingredient in many industries, necessary for the maintenance of industrial civilization in its current configuration, petroleum is now a depleting commodity, owing to expansive exploration, exorbitant prices, and geopolitical risk factors. Although overall demand for petroleum has not reached its peak, each year global energy consumption continues to surge. Met Group, a Swiss-based European energy company further claimed, that if an oil blockade occurs, the world does not have enough renewable energy to offset the scarcity it will suffer. The dissipation of petroleum is not if, but when! Fossil fuel reserves are emptying rapidly, but the ineffectual date is undetermined, considering oil giants are discovering new reserves; however, the number of new discoveries is insignificant.

Luke 10:19 says that “Behold, I give unto you power to tread on serpents and scorpions and over all the power of the enemy and nothing shall by any means hurt you.” Therefore, I encourage you today to activate the power within you and you can defeat the power of the enemy. Stop being afraid of the power of Satan. Satan is the ruler of darkness, and he will try to convince you to operate in darkness by not believing the word of God. The Bible is the truth, and Jesus Christ is the Light of the World. John 8:12 states that “I am the light of the world. Whoever follows me will not walk in darkness but will have the light of life.” If you walk in darkness, you may be subject to depression and fear. Remember God has not given us a spirit of fear, but of power, love, and a sound mind. There is wickedness in high places and that is because the Devil and his agents are on loose in these high places. We can defeat the wickedness in high places by attacking the spiritual forces. We can win this spiritual battle by putting on the full armour of God. Ephesians 6:13-17 states that “Wherefore take unto you the whole armour of God, that ye may be able to withstand in the evil day and having done all to stand. Stand therefore, having your loins girt about with truth, and having on the breastplate of righteousness; And your feet shod with the preparation of the gospel of peace; Above all, taking the shield of faith, wherewith ye shall be able to quench all of the fiery darts of the wicked. And take the helmet of salvation, and the sword of the Spirit, which is the word of God.” From the above scripture, the full armour encompasses truth, righteousness, peace, faith, salvation, and the word of God.Toput on the full armour of God requires you to pray continuously and in the Therefore, spirit.I conclude with Ephesians 6:18 “Praying always with all prayer and supplication in the Spirit and watching thereunto with all perseverance and supplication for all saints”.

Our battle is against principalities, powers, rulers of darkness and spiritual wickedness
What if there is a disruption in the global supply chain?
Promoting energy efficiency in the TCI:
Many of us spend a lot of energy and time fighting with people. You know what comes out of these fights, more fights, more war, jealousy, hatred, and murders. The main reason why fighting against people does not resolve anything is because we are fighting the people rather than fighting the spirits that control the people. Ephesians 6:12 states that “For we wrestle not against flesh and blood, but against principalities, against powers, against the rules of the darkness of this world and against spiritual wickedness in high places”. The principalities mean demons and these demons have spirits. These spirits include the spirit of lust, violence, gossiping, lying and the list goes on and on. No matter how many times you attack your spouse for cheating or your children for lying, they may continue to carry out these behaviours because we did not attack the spirits. Satan has powers and he uses his powers to get to some of us through beliefs such as astrology and witchcraft. The power of Satan is limited and is inferior to the power of God. I think sometimes we forget how powerful our God is. The word of God says greater is he that is in you than he that is in the world.
Europe is set to suffer painfully this winter as Russia cuts its Nord Stream 1 pipeline to Germany and other neighbouring countries, forcing the EU to ration gas use over Russian supply fears. Judging from Europe’s inadequate oil reserves and renewable energy as an alternative, this move can coerce the union to rely on coal as a short-term solution. The situation could get worse if tensions between the US and China over Taiwan escalate. Already China’s recent military drills model a maritime blockade of fuels and other traded commodities through the Taiwan Strait, a busy shipping lane and politically disputed waterway between continental Asia and Ideally,Taiwan.ifChina invades Taiwan the US will strategically blockade the Strait of Malacca, a narrow, major shipping route between the Malay Peninsula and Sumatra, Indonesia, on which China depends heavily. Too, it is certain that America will deny Chinese ships entering the Panama Canal. Consequently, China had proposed the development of the Nicaraguan Canal, as an alternative trade route to the Caribbean Sea and the “Belt and Road Initiative,” connecting China to Europe, the Middle East and Africa. US Allies would also act, impelling UK to close the Strait of Gibraltar, with Denmark blockading the Danish Strait. During World War Two, enemy submarines lurking in oceans destroyed Allies’ cargo ships carrying supplies. We could expect a similar situation if chokepoints are established. Naval ships would seize oil tankers, creating more shortages and inevitably, driving up oil prices even more. The question is, how can the TCI survive such mayhem, considering we use oil to power everything from our homes, offices, and public transportation?Wecan counter these inescapable events if we act now! A strategic petroleum reserve is encouraged, which gives the TCI access to oil during world crises. Besides this, lawmakers must aspire to transition from fossils to renewables. It will be costly in the short run; nonetheless, in the longer term, it breeds real benefits for the economy and the environment. It would be irresponsible; however, for the authorities to ignore the abundance of clean energy sources, whether it is solar, wind, tidal or wave – and possibly geothermal, and wholly rely on fossils.IfOPEC’s tankers are blockaded, measures to replace supply then, won’t be enough and the TCI will need to curb demand, which would be difficult, highly improbable, and costly.

Like most people, I have a lovehate relationship with my middle names. Ask someone their political affiliation, nationality, or favourite Star Wars movie and they would gladly tell you. Ask them their middle name and you get a cold, long, hard stare. It makes you wonder why we even have them. My Haitian friends do not know the freedom of not having a middle name. One of my names is Shaughn (Vaughn with an S). When I was growing up in Morvant, Trinidad, my best friend’s name was also Sean. To distinguish us, though it was easy to do so, he went by the name Red Sean (Red here means he had a lighter complexion) and I was, well, being of a darker hue, just plain Shaughn. I did have a nickname, but that is another story. Sean’s (the Red one) grandmother was a storyteller. On many evenings, after playing cricket and pelting mangoes, we would sit ourselves down on her porch and listen as she regaled us with these amazing stories. There were jumbie stories of Ladjablès and Soucouyant, (Caribbean horror stories if you like) mixed with real stories of her childhood in colonial Trinidad. These stories were fascinating, and they became our entertainment in a time when cable television had not yet invaded. Stories are necessary and they are powerful. Stories play a large role in shaping us. They form our traditions, define our values, and give rise to our collective wisdom. When stories are passed down throughout the generations, they fashion culture, a way of living. The chronicling of our experiences of the past helps us to anticipate the future and determine what choices we make today. Furthermore, it becomes the artesian source of our knowledge, reasoning, thought, and communication with others. Stories are important. Even though B.C. Israelite culture was literate, they were very much an oral culture, so stories played a huge role in their lives. While these stories recorded feats of human endeavour, they were mostly stories of Yahweh, the Israelite God, and the God of modern-day Christians. In the fourth chapter of the scroll of Joshua (found in the Bible) as the Israelites were crossing an overflowing Jordan River, they were told to pick up and erect two monuments, one in the middle of the dried-out riverbed and the other on the land. When the story of this miraculous incident was relayed to future generations and they asked what the significance of the stones were, they were to be told that it represented God’s display of power on their behalf and act as a call to worship. Stories like these were designed to help create in the Israelites a sense of identity, dependence, and trust in God. When the present coughed up seemingly insurmountable crises, the stories they told themselves would enable them to move forward. When the future looked bleak, the stories they told themselves would birth a bright hope. Their stories were important for their very existence. That is why the stories we tell ourselves are important. The British are a very proud and resourceful people. Read the history of British exploits in World War 2 and it would straighten your spine. But they are also pessimistic people. As someone said, it has rained in Britain for a thousand years. Americans are probably the most optimistic people on the face of the earth today. Their optimism drives their creativity and economy, but sadly, it also drives their follies. The Turks and Caicos is a British territory, but the Turks and Caicos is a culture shaped by American values. This places it in a unique position. If as a civilization, the TCI can harness British fortitude with American idealism it can be a beacon for others. But, and this is a big but here, only if its people tell themselves the right stories. If the TCI can tell itself stories of hope, generosity, community, and faith, and not stories of exclusivism, exceptionality, or entitlement. Tell the right stories and the prosperity of these islands will last for a thousand years, tell the wrong ones, and watch as the walls come tumbling down. The Bible is filled with really good stories, check it out and see forYouyourself.areloved.

There is always a first time for everything, and for the first time in my 33 years in the Turks and Caicos Islands, a column I wrote was rejected by an editor. The column was about a recent tragic news event, that occurred on 12 August. After a few paragraphs about the background story that led to this news event, I went on to make a remark about freedom of expression and freedom of speech, in particular as it relates to a work of fiction. In his explanation as to why he decided not the publish my piece, the editor explained that while “we have a small print readership in the Islands, there are close to 200,000 people who read us online Amongweekly.them,I would bet, are a few fanatical...I don't want you or me to be the next…”. In other words, he was genuinely concerned for our safely and the fallout that might have occurred had he published the piece in the paper. I respect his opinion and of course the editor of any publication has the right to turn down a piece, but it did make me think - isn’t it sad that we live in times when a weekly newspaper in the Turks and Caicos for fear of repercussions from fanatics, turns down a piece about, amongst others, freedom of speech. We do live in strange times. As a service to my readers and a sensible compromise in this matter, I have published the column on my blog and for any readers courageous enough to judge the content for themselves, here it is: https:// thmtci.blogspot.com/.AsIsataboardthe Salt Cay Ferry, on that Friday afternoon, I thought back to simpler times when political correctness didn’t yet affect all aspects of public life and when fanatics, while always part of any society, truly existed only on the fringes where they belong. And with that thought, as we returned to Salt Cay aboard the trusty ‘MV Brittany Leigh’, I spent the rest of the ferry trip contemplating and yes, reflecting on the words I have written over the years. Words matter, of course, and as such I have always strived to choose them carefully and tried my best to address issues in such a manner that was neither offensive nor insulting. Had this rejection of my piece resulted in a bruised ego? I’d like to think not, for that I would have to take myself and my writing far more seriously. I write, to bring some joy to readers, and to draw their attention to stories they might have missed amongst the avalanche of news we find ourselves confronted with on a daily basis. The focus is on issues that, I think, might be a valuable part of the national conversation. Salt Cay is a good place to reflect and an even better place to feel grounded. No pretensions, no vanities and no ‘keeping up with the Joneses’ - let’s face it, on an island with fewer than sixty inhabitants who are you really going to show off to? As I meander slowly back to my house, the phone rings. A friend, on the other end, sounds weak and distressed, “Titus can you please send the nurse over, I lost consciousness and collapsed and am not well at all”. It is moments like these when the Salt Cay community really shows what it’s made of. No sooner had the call been received, help was on its way, the patient brought to the Salt Cay clinic and stabilised and an airlift to Grand Turk arranged. Our friend and fellow Salt Cay resident was lucky to make it to the hospital on Grand Turk just in time to receive the additional, critical medical support following a potentially life-threatening condition.Atext, two days later, paid tribute to the Salt Cay spirit which so often kicks in when there’s an emergency. “Apparently, according to the doctors, I owe a huge debt of gratitude to you, Alan, the nurses, and everyone who rescued me and helped to get me here in time!! Very sobering thought!”Itisoften said you don’t know what you have until it’s gone and instances like this certainly put everything in perspective. Not only do they make you realise how easily the daily routine can be brought to a screeching halt by something like a medical emergency but also how truly blessed we are on Salt Cay to have a Salt Cay ‘family’, where an abundance of community spirit and a strengthened collective resilience ensures, when push comes to shove, everyone looks after each other. World events are edged out of focus when lightning strikes near to home and thoughts turn to those close to you.

The Cuban government has repeatedly met such comments by stating it must proceed cautiously to ensure capitalism does not become a force that could threaten the socialist nature of the system.
There are over 500 small and mediumsized enterprises licensed in Cuba.
“This collective crime adds to the list of victims ... that has reached an alarming proportion,” the office said. Poverty also has deepened, with inflation reaching 29 per cent and some prices of some basic goods such as rice more than quadrupling. Gasoline also remains scarce and, if available, costs $15 US a gallon. “I need the gas to work,” 28-year-old moto-taxi driver Garry Larose said as he marched. “I have a family to feed, school to pay.” In one protest, people wore black T-shirts, while at another they wore red T-shirts emblazoned with the words, “RISE UP.”

Cuban entrepreneurs hope for room to grow as the government ponders reform
Violence and kidnappings have surged in Port-au-Prince and nearby areas in recent months, with warring gangs killing hundreds of civilians in their fight over territory. They have grown more powerful since last year’s assassination of President Jovenel Moïse. In one of the most recent killings denounced by the prime minister and Haiti’s Office of Citizen Protection, suspected gang members killed eight people over the weekend in one community, including a mother and her two daughters who were set on fire while still alive.

“The government must be more flexible,” said Cuban economist Omar Everleny. “They have to allow direct foreign trade and any investment amount, in any area.”
FOR those seeking proof that even modest foreign investment can help propel Cuba’s fledgling entrepreneurs, look no further than Oscar Fernandez’s Havana-based dried fruit business. Thanks to a $40,000 loan from abroad, the family-run company, registered last year after a government rule change that authorized small businesses, upgraded antique equipment to state-of-the-art dehydrating ovens and a packaging machine.
The new sector, with some 70,000 employees, has grown quickly despite the U.S. sanctions and rules that prohibit entrepreneurs from independent foreign trade and from receiving foreign investment in exchange for equity in their business.
‘We’re going to die’: Thousands demand Haiti’s
THOUSANDS of protesters in Haiti’s capital and other major cities blocked roads, shut down businesses and marched through the streets Monday to demand that Prime Minister Ariel Henry step down and to call for a better quality of Associatedlife.
But Fernandez’s real dream –to partner with a foreign investor and open a full-fledged factory –is still not possible under the tight regulations of Communist-run Cuba. Like other entrepreneurs, he is hoping the government will enact further reforms to stimulate the moribund economy. That hope is not without some basis. The government last month said it was reviewing “seven projects for foreign investment in private businesses,” state media reported.Thegovernment has not yet detailed those plans but President Miguel Diaz-Canel, who took charge in 2019 after six decades of rule by the Castros, has criticized the economy’s “dogmas, obstacles andHammeredself-limitations.”also by blanket U.S. sanctions and the pandemic, the economy plunged nearly 10% during 2020-2021 and has struggled to revive. It has loosened some restrictions around foreign investment in the wholesale and retail sectors, which the economists Reuters spoke to critiqued as too little to make a difference.
Dalieny Ortega, owner of a laundry service for businesses, said she was negotiating for equipment with a Spanish industrial laundry equipment company, and said perhaps in the future they could form a joint “Legalizationventure. of foreign investment would allow us to go further in the future and sit down with the suppliers or with different companies and be able to legally sign the necessary contracts,” she said.

A trade union leader on Tuesday night forecast the Government will likely approve a 24 percent hike in the private sector minimum wage to $260 per week after a presentation was made to the Davis Cabinet on the issue this week.
Obie Ferguson, the Trades Union Congress (TUC) president, told Tribune Business that such an increase - amounting to $50 per week or roughly $200 per month - was something the organised labour movement can live with given the economy’s continuing struggles to fully recover from COVID-19 even though it falls short of their $300 target. While the outcome of Tuesday’s Cabinet meeting was unknown, and it is unclear if any final decision has been reached, Mr Ferguson said: “What I do know is they’ve had discussions along the range of $260; roughly about $260 per week, which is a compromise with what we were looking at. “We were looking at $300 per week, and had a progressive formula for reaching a living wage. I think it’s going to be $260 and there should be a gradual formula to work towards a living wage. I think that’s probably where it is going to be. We are suggesting that there be a progressive, gradual formula to get to a living wage.”
“I heard that same feedback in 2015 when the minimum wage was increased from $150 to $210 per week. Everybody said: ‘Why didn’t you do something sooner?’ but we were newly formed and not responsible for making the recommendation. I heard the feedback then, and we agreed at the National Tripartite Council level we should look at it every two years, but how could you justify that when the country is going through a cataclysmic experience with Dorian and COVID?
Confirming that he himself was awaiting news of any Cabinet decision on the minimum wage increase, Mr Goudie said: “I can tell you there was a presentation to Cabinet, but I don’t know of any decision. It was to be discussed, but how far they got in their discussion and what decision they made, I haven’t got a clue.” He added that the presentation was given by three members of the National Tripartite Council, who “went through all the research and how they arrived at their recommendations”. The Davis administration was already in receipt of papers on the issue, and Mr Goudie said: “Everybody has been waiting a long time for this [increase]. I just want to see it done. Whatever’s going to be done, let’s get it done.”
Robert Farquharson, the director of labour, previously estimated to Tribune Business that around 25 percent of the Bahamian workforce - some 60,000 workers - will benefit from a minimum wage increase. “There are approximately 235,000 in the workforce, and based on information from the Department of Statistics we estimate 25 percent to be on minimum wage or will be impacted by a rise in the minimum wage,” he said. Mr Farquharson did not break down the 25 percent, or near60,000, who would benefit from a minimum wage hike although it is possible that figure includes a significant number of persons who make the majority of their income in commissions or tips. Such workers are often paid a low basic salary, and those numbers will also include the likes of food store and gas station workers. While a minimum wage increase will raise labour costs for employers, and could provide a disincentive to hiring for some, it will also boost living standards for impacted workers and potentially boost the economy by raising consumer spending.

“I think $260 will be reasonable. The private sector was somewhere in the range of $230 per week, which would not be reasonable in this set of circumstances with inflation and all of that. It has a serious impact, but they seem to be willing to do it at $260.”
Raising incomes for the lowestpaid workers in Bahamian society has assumed increasing importance due to soaring inflation that has sparked a cost of living crisis for many both locally and worldwide. Any rise in take home pay will help these persons and their families to at least offset some of the price hikes witnessed across multiple essentials and consumer goods since the COVID-19 pandemic.
“I totally agree that in the future we should look at it every two years so it’s not such a large impact on businesses and everybody else as long as we know what inflation is, but we have a statistical institute that can give us that information.”
Union leader: Bahamas minimum wage to jump to $260
The only prior increase was the 40 percent, or $60 per week, increase implemented in 2015 to offset the impact of VAT’s introduction. Mr Goudie said smaller, more frequent increases linked to inflation via the consumer price index or some other measure would be easier for impacted
employers to absorb. “I totally agree that, yes, that’s what we should do,” he told Tribune Business. “We had originally planned on increasing it every two years, but when Hurricane Dorian came and then the pandemic set in, we couldn’t justify recommending anything. I agree that we should do it in short spurts every two years because then it’s not such a big impact at one time. I totally agree.
Tribune Business sources, speaking on condition of anonymity because they were not authorised to talk publicly, confirmed that the Davis administration was considering three separate proposed minimum wage increases along the lines suggested by Mr Ferguson. These included a recommendation of around $230 per week from the private sector; $300 per week from the trade unions and organised labour; and the likely $260 per week which was described as the Government’s “compromise” solution. The latter $260 would be some $10 per week higher than the $250 minimum wage that the Progressive Liberal Party (PLP) committed to in its election manifesto, potentially allowing it to claim a victory over thePeterincrease.Goudie, head of the Bahamas Chamber of Commerce and Employers Confederation’s (BCCEC) labour division, and a private sector representative on the National Tripartite Council, declined yesterday to comment on the various figures and proposals before the Government. However, he confirmed that other members of the National Tripartite Council, the joint private sector, union and government body responsible for dealing with all labour-related matters in The Bahamas, had made a presentation to the Davis administration’s Cabinet yesterday on the various minimum wage recommendations andAndproposals.MrGoudie agreed that future minimum wage increases should be implemented “in short spurts”, with the matter reviewed every two years and rises linked to inflation, rather than the two significant one-off increases that have occurred in the two decades since the then-Ingraham government introduced it at $150 per week in 2001.

Although a $260 minimum wage would be 13.3 percent, or $40, short of the unions’ ideal, Mr Ferguson said the union movement regarded such an increase as “reasonable” given that many employers are still trying to rebound from the pandemic.“Having regard to the state of the economy at this point, it is not unreasonable,” he told this newspaper. “We would obviously prefer it to be better. We recognise the state of the economy, and we are prepared to consider that as reasonable in this set of circumstances.

The UK government highlighted that the sanctions were being taken exactly five years after a series of brutal attacks carried out by the Myanmar military on Rohingya communities living in the country’s Rakhine state. The Rohingya, a predominantly Muslim group in Myanmar’s majority Buddhist state, have suffered decades of persecution. The UK government also announced its intention to intervene in a legal case that will determine whether Myanmar breached its obligations under the United Nations’ Genocide Convention regarding the military’s acts against the Rohingya in 2016 and 2017.
A spokesperson for the UK’s Department for Environment, Food and Rural Affairs said it was untrue that the UK was not holding itself to water quality targets: “The Environment Act has made our laws even stronger on water quality than when we were in the EU, from targets to tackle nutrient pollution to new powers to tackle harmful substances in our waters.”

Biden administration to cancel at least $10K in student loan debt
US President Joe Biden has announced his government will forgive at least $10,000 in student loans for many debt-laden university graduates in the United States, in a move that progressive activists and lawmakers welcomed but said does not go far enough. In a tweet on Wednesday morning, Biden said students who received federal Pell Grants for lower-income families would get $20,000 in debt forgiveness, while those who did not would get $10,000. The relief only applies to those earning less than $125,000 annually, he said. “Both of these targeted actions are for families that need it the most, working- and middle-class people hit especially hard during the pandemic,” Biden said during a news conference at the White House later in the day. He said his administration, which also extended a freeze on student loan repayments through the end of the year, hopes to “provide more breathing room for people” burdened by their debt. “When this happens, the whole economy is better off,” Biden told reporters. The forgiveness could impact eight million borrowers automatically, the Department of Education said, while others would need to apply. Members of Biden’s own Democratic Party have pushed him to forgive as much as $50,000 per borrower, arguing that the debt makes it impossible for younger Americans to save for down payments on a home or other big consumer purchases.
Natalia Abrams, president and founder of the Student Debt Crisis Center, said in a statement that the Biden administration’s move “marks a historic moment and critical first step in the long fight to end the student debt crisis”. That was echoed by other progressive groups in the US, who pointed out that Black students, in particular, hold disproportionately more debt than others.
“The student debt burden also falls disproportionately on Black borrowers. Twenty years after first enrolling in school, the typical Black borrower who started college in the 1995-96 school year still owed 95% of their original student debt,” the statement said. Most of the student loan debt in the US is held by the federal government, the result of private and state-backed university tuition fees that are substantially higher than in most other countries. Tuition fees to attend US universities have also surged over the past decades, with the average annual cost at a public 4-year college now 37 times higher than it was in 1963, according to the Education Data Initiative research group.Amid a nationwide campaign to forgive student debt, Biden campaigned on a promise to immediately cancel “a minimum of $10,000 of student debt per person”. But his administration had only extended the pause on student loan repayments put in place during the COVID-19 pandemic. On Wednesday, Biden said those repayments would start up again in January“Today2023.is a great day for the millions of Americans who have been drowning in student loan debt,” said Democratic Congressman Tony Cardenas, a member of the Congressional Hispanic Caucus who lobbied Biden for debt forgiveness. “Now, countless individuals, many Latinos, will soon get some relief needed to help make their dreams more accessible and affordable.”

Republicans have argued the move will disproportionately help people earning higher incomes. “President Biden’s student loan socialism is a slap in the face to every family who sacrificed to save for college, every graduate who paid their debt, and every American who chose a certain career path or volunteered to serve in our Armed Forces in order to avoid taking on debt. This policy is astonishingly unfair,” Senate Minority leader Mitch McConnell said on Wednesday. But the White House said in a statement that “skyrocketing cumulative federal student loan debt—$1.6 trillion and rising for more than 45 million borrowers— is a significant burden on America’s middle class”, and is even more crushing for vulnerable Americans.
“Cancelling $10,000 in student debt when the average white borrower is $12,000 in debt, while Black women hold on average over $52,000 isn’t just unacceptable, it’s structural racism,” said progressive activist and former Ohio state senator Nina Turner. The organization says that drinking accounts for around 6% of all cancers and 4% of all cancer deaths in the AccordingUS.toACS and the US Centers for Disease Control and Prevention, drinking alcohol can increase the risk of six types of cancer: mouth and throat, larynx, esophagus, colon and rectum, liver and breast in women. ACS also says that alcohol use probably increases the risk of stomach cancer and some others. “For each of these cancers, the more alcohol you drink, the higher your cancer risk,” ACS say. “But for some types of cancer, most notably breast cancer, consuming even small amounts of alcohol can increase risk.”

First, the two assessments of alcohol use took place two years apart with a maximum follow-up of seven years and the authors did not have details about participants’ alcohol intake earlier in life, meaning they couldn’t examine long-term changes. It also lacked information on other healthy behaviours that could have happened alongside reductions in alcohol intake, so the changes in risk may not be attributed solely to alcohol use. There was also no discussion about alcohol-induced flushing and an inherited deficiency in an enzyme involved in breaking down alcohol, which are common in East Asian populations. The editorial authors said that further research in other racial and ethnic groups is needed.Despite the limitations, the editorial authors said the research provides “important, new findings about the potential role of changes in alcohol consumption in cancer risk,” and suggest future studies follow its lead and examine the association in other populations and using longer intervals between assessments.

In those who increased their drinking from being non-drinkers, the researchers found a high incidence of stomach, liver, gallbladder and lung cancer, multiple myeloma and leukemia. They also found that there was an association between decreased risk of alcohol-related and all cancers and reducing heavy drinking to moderate or mild levels of drinking.
“In this large cohort study that used repeated measures of alcohol consumption, we found that individuals who increased their alcohol consumption, regardless of their baseline drinking level, had an increased incidence of alcoholrelated and all cancers compared with those who sustained their current level of drinking,” wrote the study authors from the Seoul National University Hospital. “Quitting was not associated with a lower incidence of alcohol related cancer, but if abstinence was maintained over time, the incidence of alcohol-related and all cancers tended to decrease.”

“I think it’s very important that folks realize that heavy alcohol use can significantly increase the risk of cancer,” said Dahut. “Unfortunately, although this is not a new finding, this information would be very surprising to many. It is imperative that physicians inform patients of this risk and provide whatever tools are necessary to help patients modify this behaviour.” (CNN)
The risk also increased for nondrinkers who changed their habits and became mild, moderate or heavy“Thisdrinkers.isanother great example of how changing behaviour could significantly decrease cancer deaths,” Dr. William Dahut, chief scientific officer at the American Cancer Society, told CNN in an email. “The most striking findings is the impact on cancer deaths with changes in alcohol consumption. Individuals should be strongly counselled that they can dramatically decrease their cancer risk if alcohol consumption is moderated.”Thestudylooked at data from more than 4.5 million participants. The study participants were from the Korean National Health Insurance Service, were 40 years old and up, had taken part in a national health screening in 2009 and 2011, and had available data on their drinking status.

The study found that people who increased the amount they drank had a higher risk of all cancers.
“The aim is to find a treatment that can help people get better quicker and get out of quarantine,” said Professor Sir Peter Horby, one of the PLATINUM trial researchers at the University of Oxford. Around 500 patients will take part in the trial. Some will be treated twice-daily with tecovirimat tablets while they recuperate from the virus in their own home; others PEOPLE who increased the amount of alcohol they drank also had an increased risk of cancer, according to the results of a large study in Korea published on Wednesday in JAMA Network Open. The study found that people who increased the amount they drank had a higher risk of all cancers, including alcohol-related cancers, than the group that made no changes to their drinking habits.

Dr Reinhart said the treatment “could cause selective memory improvement that lasts for at least oneThemonth”.results, published in the journal Nature Neuroscience, showed those volunteers who were struggling with the memory games at the beginning of the experiment were those whose memory improved the most.
HOW MEMORY WORKS
The researchers are investigating whether the technology can be used in Alzheimer’s disease to stimulate the surviving brain cells, as well as in schizophrenia and obsessive compulsive disorder.
Dr Susan Kohlhaas, the director of research at Alzheimer’s Research UK, said: “We don’t know if brain stimulation techniques have potential to help people with dementia but there is research under way in this area.”
SCIENTISTS have discovered they can boost people’s memory for a least a month by harmlessly stimulating parts of the brain with electricity.Volunteers performed better at word memorisation games, which tested both their immediate “working” memory and their longterm memory, experts found. Exactly what the results mean for day-to-day life is still unclear. But ideas range from helping old people cope with memory decline, to treating disease and aiding exam preparation.DrRobert Reinhart, from Boston University, described the stimulation technique as “an entirely different approach to isolating and augmenting parts of the brain” which offered “an entirely new realm of potential treatment options”. People on the trial wore a cap filled with electrodes. A controlled electrical current, which feels similar to an itch or a tingle, was then used to precisely alter brainwaves in targeted regions of the brain. The volunteers underwent 20 minutes of stimulation daily for four days in a row. Throughout the study they had to memorise lists of words, which they were again asked to recall one month later. THE world’s largest and most powerful space telescope has revealed unprecedented views of Jupiter. The James Webb Space Telescope (JWST) took the pictures of the Solar System’s biggest planet in July. The images show auroras, giant storms, moons and rings surrounding Jupiter in detail that astronomers have described as “incredible”. The infrared images were artificially coloured to make the features stand out. This is because infrared light is invisible to the human eye. “We’ve never seen Jupiter like this. It’s all quite incredible,” said planetary astronomer Imke de Pater, of the University of California, who played a key role in the “Weproject.hadn’t really expected it to be this good, to be honest,” she added.
The electrical signals changed the rhythm of brain activitybrainwaves - in the areas targeted. Scientists think the four rounds of stimulation reinforced those patterns and led to lingering improvements as the brain adapted and rewired itself - known as neuroplasticity.“It’ssortofconnecting to the socalled language of the brain, that speaks to itself and communicates with itself through electrical impulses,” said Dr Reinhart. However, it takes different types of stimulation to boost the different types of Workingmemory:memory is for the here and now. The $10bn (£8.5bn) JWST is an international mission led by the US space agency Nasa with its partners from the European Space Agency and the Canadian Space Agency. Nasa said that in the stand-alone view of Jupiter, created from a composite of several images from the telescope, auroras extended to high altitudes above both the northern and southern poles of Jupiter. Auroras are light shows in the skies above the planet caused by interactions with particles streaming away from the Sun. Meanwhile, the Great Red Spot, a famous storm so big it could swallow Earth, appeared white. This was because it reflected a lot of Thesunlight.JWST was launched in December 2021, and is currently positioned about one million miles (1.6 million km) from Earth. It can detect light which began travelling towards Earth 13 billion years ago, shortly after the Big Bang.

and his team measured the amount of tears among 18 dogs with a standard test known as the Schirmer Tear Test. It involved a paper strip placed inside the eyelids of the dogs for a minute before and after they were reunited with their owners following five to seven hours of separation.
“Tear volume was evaluated by the length of the wet part on the STT. The baseline was about 22 mm, and the reunion with the owner increased by 10%,” Kikusui explained via email. With the help of 20 dogs, researchers then compared the amount of tears before and after reunions with their owners and people with whom the animals were familiar. Only the reunion with the owner increased the amount of tears.
To understand whether oxytocin played a role in producing the tears, a solution containing the hormone was applied to the surface of 22 dog’ eyes. The amount of tears significantly increased after the oxytocin was applied, compared with a control solution. There’s still a lot the researchers don’t know about dog tears. Humans often cry in response to negative emotions, but researchers didn’t test to see if dogs did the same, too. They also don’t know if a dog’s ability to tear up plays a social function in the canine world. Kikusui said it was possible humans would better care for dogs that got teary-eyed. His team showed 74 people pictures of dogs’ faces with and without artificial tears in them and asked them to rank the animals. After completing the feat, Mack encouraged others to “follow your dreams, no matter how old you are”.“Work hard and move forward to achieve your goals”, he added. The trip took him through Europe, Asia, Africa, the US, across two oceans, with his plane touching down in the UK at Wick in Scotland and departing from London’s Biggin Hill Airport earlier this week. Mack, who comes from a family of aviators, set off from the Bulgarian capital on 23 March, with the arduous journey seeing the extreme heat in Dubai and unexpected airport closures in India. The young aviator also said he had slept in a shed beside a runway on an uninhabited island in the Pacific Ocean after a “hairy moment” passing through through rain and low cloud. In an earlier interview with CNN while he was part of the way through his journey, Mack described some of the beautiful places he was able to fly past, from wildlife in national parks in Kenya to the New York City skyline. He added always having “something I can look at” helped him maintain focus in the lowaltitude flights - which took up to 11 hours at a time. Asked what his plans for the future were, Mack said: “I’m A WAGGING tail, a loving lick, a playful jump, a heart-melting gaze.
