Asymptomatic Covid-19 cases can end self-isolation after 10 days
Gov’t curtails activities as Covid-19 cases soar BY DELANA ISLES
BY OLIVIA ROSE CABINET has agreed to release people from quarantine after ten days if they tested positive for Covid-19 but were asymptomatic or had mild symptoms. This comes after the US Centres for Disease Control and Prevention released a controversial new testing guideline update on Monday (August 24). On Wednesday, Minister of Health Hon. Edwin Astwood during a press conference at the Premier’s Office in Providenciales said the decision is being guided by emerging science. “The Ministry of Health has updated its standard operating procedures for recoveries and people being relieved from quarantine, which is based on technical guidance received from PAHO, Public Health England, CDC, WHO and CARPHA,” he said. “These new protocols for recoveries and persons being released from quarantine are now being instituted by the Ministry of Health Agriculture Sports and Human Services [and] will come into effect immediately. “Again I want to assure persons that these changes are based on new and emerging science that have been reviewed and approved.” The CDC stated that accumulated evidence supports ending isolation and precautions for those with Covid-19 using a symptom based strategy. Astwood said: “Specifically, researchers have reported that people with mild to moderate

Covid-19 remain infectious no longer than 10 days. “Those with more severe symptoms or those who are severely immunocompromised remain infectious no longer than 20 days.” The CDC has recommended discontinuing home isolation by specific categorisation. “Persons with Covid-19 who have symptoms and were directed to care for themselves at home may discontinue isolation under these conditions - at least 10 days have passed since symptoms onset and at least 24 hours have passed since resolution of fever without the use of fever reducing medication. “Persons infected with SARS Covid-19 who never developed symptoms may discontinue isolation and other precautions 10 days after the date of their first positive RT-PCR test.” The CDC has also said that

people with no symptoms “do not necessarily need a test” even if they were exposed to an infected person. This falls short of previous guidance, in which the CDC recommended contacts of those infected with the virus be tested specifically because of the threat of asymptomatic or pre-symptomatic transmission. The CDC said: “If you have been in close contact (within six feet) of a person with a Covid-19 infection for at least 15 minutes but do not have symptoms, you do not necessarily need a test unless you are a vulnerable individual or your health care provider or state or local public health officials recommend you take one. “Not everyone needs to be tested, if you do get tested, you should self-quarantine/isolate at home pending test results and follow the advice of your healthcare provider or a public health professional.” The website also said that most people have mild Covid-19 illness and can recover at home without medical care. The CDC states that at this time it is not clear if someone can be reinfected with Covid-19, Astwood added. “Data to date shows that a person who has recovered from Covid-19 may have low levels of viruses in their bodies for up to three months after diagnosis. “This means that if a person who has recovered from Covid-19 is retested within three months of the initial infection they may continue to have a positive test result even though they may not be spreading Covid-19.” Astwood said viral particles will still be present within an infected person’s bloodstream and will show up on a PCR test as positive, however that person is not considered contagious. “That person cannot infect other persons, this is now the new data that has been released...however additional research is ongoing.”
NEW restrictive measures aimed at slowing and containing the spread of Covid-19 in the TCI were announced by Acting Premier Hon. Sean Astwood this week. During a press briefing on Wednesday (August 26), Astwood, spoke of the tightening of rules, which were approved by Cabinet earlier that day. The curfew has been revised from 10pm to 5am to 8pm to 5am daily starting Friday (August 28) and will expire on September 15, he said. All businesses must close their operations at 7pm daily. This is to be observed on all islands. There is now a full restriction on non-essential domestic travel, which will expire on September 15. Astwood detailed that no one is permitted to offer for hire or travel on any public service vehicle transportation or any public transportation, except those authorised to do so. This also includes interisland private and commercial air or sea transport that is nonessential. Travel for essential purposes is allowed, but airlines or boats have to limit the number of people on these vessels so as to permit physical distancing. Purposes deemed essential include banking, doctor and hospital visits, emergencies and cargo, and visits to utility companies. Tourists are permitted to
travel from Providenciales to other islands provided that island is their final destination for the duration of their stay in TCI. Inbound and outbound travellers are also permitted to travel to and from Providenciales. Travel for the purpose of attending an approved funeral also forms a part of essential travel. The acting premier stated that cruise ports will remain closed until January 1, 2021. Visiting military aircraft or vessels must be approved by Chief Medical Officer Nadia Astwood. Meanwhile, restaurants and bars have now been severely restricted in their operations. Starting Friday (August 28) until September 15, these establishments will only be permitted a limit of 10 patrons at any given time. Astwood emphasised that there will be strict enforcement of the wearing of face coverings in public. This will be done through the implementation of fines through the ticketing system which has already been developed. The Royal Turks and Caicos Islands Police Force will be enforcing this new system. Works begin on South Dock Road SHIFT workers have begun repairing and improving the airport runway bend on South Dock Road in Providenciales. Work on the roadway between the Smithco roundabout and the Five Cays gas station started on Monday (August 24). The roadworks will be carried out by crews working in a day shift and a night shift to expediently complete the project. The Department of Public Works explained that it has
erected the necessary signage and road monitors are in place to guide motorists. A Government press release said: “The department is seeking your patience and understanding as we complete these works. “Our staff remains committed to working along with the general public to maintain a safe environment. “We regret any inconvenience incurred and anticipate your full cooperation in this matter.”

TCI tops list of countries with greatest GDP percentage loss BY OLIVIA ROSE THE TCI has lost more than 9.2 percent of its Gross Domestic Product (GDP) due to a lack of tourism during the Covid-19 pandemic, making it the nation most affected in the world. This is according to a recent study conducted by visa service provider ESTA. The findings show that the TCI suffered the sharpest blow to its GDP compared to other tourism dependent nations in the world. This colossal depletion in revenue which amounted to some $94 million was due to the Covid-19 pandemic’s impact on the global tourism industry. With many travel plans thrown
into disarray as border closures forced airlines, tour operators, hotels and restaurants to close, travel and tourism was hard hit. The TCI ranked number one on ESTA’s list for highest percentage of GDP loss, while Aruba, Antigua and Barbuda, Saint Lucia and Grenada also fell in the top ten. The study revealed which countries and territories have suffered the biggest total revenue loss. It also listed those that suffered the highest percentage of GDP loss to show the financial impact of Covid-19 on world tourism. The travel authorisation site said it extrapolated data from the World Travel, Tourism Council and The World Bank. Jayne Forrester, director of

Acting Premier Astwood stated that the level of increased cases in recent days underscores the need for everyone to adhere to the established protocols. “We are confident that if we all do our part as outlined, which includes social distancing, eliminating mass gatherings, wearing a mask, constantly sanitising our hands and our surroundings we can prevent the spread of this disease.” He said that these measures are being enforced with a view to prevent having to completely shut the territory down again. “Your Government is
working tirelessly and taking all steps necessary to manage this pandemic and to avoid another complete shutdown of our country. “Our ability to do this depends on you, it depends on each of us doing our part.” He warned residents that if the increase in positive cases leads to key indicators being reached, the Government “will have no choice but to implement a complete lockdown and a shelter in place order”. He urged everyone to be their brother’s keeper so as to ensure the territory does not get to that stage. Residents are further advised to report any instances of rule breaking they observe to the authorities.

With a reported drop of 98 percent in international tourist arrivals in June, Spain has the second-largest revenue loss of $9,741 million. France is the world’s most visited country, with more than 89 million tourists each year, but the impact of Covid-19 has resulted in a revenue loss of $8,767 million. The Caribbean islands make up 50 percent of those who have suffered the highest percentage loss in GDP. At a press conference on Tuesday (August 25), Premier and Finance Minister Hon. Sharlene Cartwright Robinson gave a brief response to questions on the topic from the media. She said: “Because we are heavily dependent upon tourism, of course our GDP will be seriously impacted.” On August 11, the premier announced the establishment of a National Economic Council, a multi-sectoral body that will brainstorm plans to diversify the TCI’s economy. She stressed that the Covid-19 crisis served as a stark reminder of the territory’s overreliance on tourism. Cartwright Robinson emphasised the need for the territory’s economy to be shifted away from a single income source towards multiple sources from a growing range of sectors.

The Government is seeking to tap into the international financial services sector, a lucrative industry which could augur well for TCI’s economy once exploited. “As we have indicated on numerous occasions throughout the term of this Government, but particularly in the recent months, the need for a diversification of the economy is urgent,” she said. Although the territory reopened its borders to international travellers over a month ago, hotels,
resorts, restaurants and other tourism based businesses are still struggling to open. Several hotels in the territory have also rolled out massive layoffs as the tourism sector grapples with a Covid-19 induced recession. According to ESTA the financial impact of Covid-19 on world tourism has resulted in a revenue loss of $195 billion worldwide so far. In 2019, global travel and tourism contributed to $8.9 trillion to the world’s GDP.

MAKING UP FOR A BUDGET SHORTFALL
With a significant decline in tourism, which accounts for about 40 percent of the TCI’s gross domestic product (GDP), the Government is examining ways to source additional funds from financial institutions in the event they are needed. What other ways can the Government raise revenue to make up for budget shortfall? What are your thoughts?
Reducing politicians’ perks
For starters, we should not have given our money away to work permit holders. Cayman had the right idea. Past gifts (one must call it that) to Beaches and forgiving millions of dollars in taxes (really, who does this?) were bad calls by the Government. Also, stop giving developers concessions on stamp duty. How about reducing the salaries and perks of politicians? That said, I would not give any loans to TCIG if I headed a lending institution unless it is backed by England. This pandemic will have a lasting effect on countries that rely heavily on tourism like the TCI and soon it may not be able to pay its bills when they become due. More attention should be placed on diversifying the economy. Fishing (breaking up the fishing mafia is a must) and agriculture are two industries we ought to cultivate; at the very least we would be able to feed ourselves. These are both billion dollar industries if done correctly. Forget about the offshore finance industry as it is dying a slow death.
Basket weaving
Well, Governor Todd did recommend
basket weaving. If we all get started now we might turn a profit in 20 years, once we find someone to offload them onto. Any further taxes will simply drive what little business there is here into the ground and create an exodus. Please no more prattle about finance centres. It’s old hat and totally disingenuous. They have had 30 years and more to crank that up. The UK won’t let it happen because the EU and OECD tell them it mustn’t happen. They want to see us adopt tax structures harmonious with their own. It’s a bit rich for their part - they have sophisticated manufacturing and service elements in the economies they serve, whilst all we have is bucket and spade tourism. We have had endless reports and expenditure for the finance centre topic over the years with sweet nothing to show for it. In any case, it is a saturated market with players we cannot hope to match. Also no one wants to use a jurisdiction which penalises them outrageous sums for seemingly minor infractions. It is all somewhat passé in today’s world of turbo charged regulation. It simply is not commercially viable. Borrowing will probably be the only viable option, in the hope that eventually tourism picks up again. There is simply nothing else. Pray for a vaccine for Covid-19 and hopefully soon!
Diversify economy
We need to diversify our economy! Plain and simple. We need to enhance the financial sector by introducing Fin Tech and Automated Clearing House (ACH). We need e-governance and the introduction of blockchain technology. We need ship registry and be a leader in maritime administration. We also need ease of doing business and for politicians to consult with industry professionals such as the Bar Association, the Medical Association, the Chamber of Commerce, NGOs, the Banker’s Association, the Hotel and Tourism Association, the Airports Authority and the good people of the Turks and Caicos Islands. Politicians need to take their personal feels out of leading the nation and act in the best interest of country.
Cut MP salaries
Economics 101, cut the budget by cutting salaries and wages of MP, ministers and staff for six months. That would balance out the budget. Alongside such, borrow $200 million from the IMF. Plan for long term inclusive of agriculture development.
Civil service cuts
Maybe they should look at adjusting all government salaries downward to reflect
the fact that many of the positions are only working 50 percent due to social distancing, shortened hours. Many in the private sector are on reduced hours or have lost jobs completely and don’t have the comfort of a full pay cheque regardless of time worked
Politicians need a push
The Government is sadly bought and paid for and the reason and answers are these: With the inflated salaries that the politicians receive they (both parties) have absolutely no reason to either question or challenge the British government to do that which is legally right. Border control is HMG’s responsibility and immigration minister after minister pretends that they do not know to whom to go to solve the problem and if necessary with regional and UN support demand that CONTINUED

Two killed in Grand Turk shootings Arrested men released on bail without charge

Britain does what is required to contain and control illegal immigration. There is, in one island only, at least three sources of revenue available and more too. Namely Grand Turk: i) As JAGS did, demand the funds for the air flight payments over the air corridor. ii) Likewise demand the funds from the radar surveillance. iii) Similarly, demand the maritime passage monies from the UK which go directly to HMG. The situation - HMG collects and fails to live up to the responsibilities required by the UN. Additionally, if there were to be a refuelling station for private jets established in Grand Turk (that is revenue) and likewise for the yachts which traverse the Islands (that is revenue). And on and on one could go. The problem is not that the revenue cannot be generated. The problem is that there is no generation power in all the politicians. For within a four-year term they are near a half million dollars and two terms then on to a million and thereafter set on a very comfortable pension for life. All bought and paid for by design of Her Majesty’s Government. And, you ask the question, why?
Deficit spending
A successful governmental response to the falloff in revenues depends on a number of critical factors. These are the ability to change course midstream in a financial year, discipline certain governmental agencies to be more proactive and productive. The Government’s ability to borrow, with a BBB+ rating, amid a global slowdown, with nations and companies failing worldwide is remarkable. The Treasury must be given leeway to engage in deficit spending as a means of expanding the economy. New monies will aid small business development, a further diversification of the economy and the ability of this Government to assist TCI Belonger businesses to enter a new economy.
Now is the time to move $50 million of National Insurance Scheme (NIS) funds into an economic revitalisation fund for new and existing TC Islander owned businesses, lending at one or two percent. Some resorts are playing hardball, seeking to place undue pressures on the economy - refusing to open is a wakeup call. This hinders growth and the ability of the Islands to start again. Now is the time to spur locally owned resorts as a means to reduce dependence an unaccountable economic dictatorship. TC Islanders now need to control more resorts, banks, mortgage companies and the means of development.
Crown land allocation
The Crown Land Unit must be more proactive in the allocation of Crown land to TC Islanders and to stop blocking applications from TC Islanders. This cannot help growth - it slows development and restricts the growth of the TCI. Invest TCI needs new and TC Islander-led leadership with a hunger to grow, empower and encourage local TCI owned businesses. These agencies can assist the TCI in terms of economic growth, empowerment and the ability of the country to repay new loan finance. These agencies function as governments within a government. These undue and improper tactics blocking and frustrating tactics cannot be within the scope of any discernible government policy. They are doing their own thing on a frolic of their own, killing growth possibilities and new revenues to the Government. London must take its knee off the Treasury and allow our finances to breathe so that the Islands may grow out of this economic situation. So, language such as ‘budget shortfall’ needs to be removed from the national discourse and debate. Laws that mandate balanced budgets hinder growth and require immediate amendment. The Islands need to enter an expansionist mode and new business development.
TWO men were shot dead in Grand Turk last weekend in a series of shootings which left another man in critical condition. Deon Emmanuel and Howard Freites Junior are the latest victims of a violent crime wave which has resulted in 18 murders since the start of 2020 – the most ever recorded in the TCI in a year. Commissioner of Police Trevor Botting said the level of crime is “unprecedented and unacceptable” and described the murders as “an attack on everything that we hold dear”. According to the police press office, Emmanuel, 23, was walking in the Over Back district at about 11pm on Sunday (August 23) when he was shot. Emergency personnel were dispatched to the scene but the young man was pronounced dead at 11.47pm. Less than half an hour after the first attack, two armed men came out of bushes and fired gunshots towards a group of men playing dominoes at a bar off Church Folly. Freites Junior, 37, was shot and died at the scene while a second man, aged 44, was injured. He was taken to Cockburn Town Medical Centre where his condition is currently listed as stable. On Monday, two men - Dominic Swann, 31, and Ellington Been, 25 - were arrested in connection with
the murders. Swann was arrested over the shooting death of Deon Emmanuel and Been was arrested over the shooting death of Freites Junior and the wounding of the 44-yearold man. Both men were released on bail on Wednesday (August 26). Neither has been charged with an offence. Swann was granted $20,000 bail and released from Grand Turk Police Station. He will return to the station for further investigations. Last year he was acquitted of gun and ammunition charges related to the discharge of a firearm at another man and served less than a year of his seven-year sentence. Been was granted $20,000 bail and released from Chalk Sound Police Station. He will return to the station for further investigations. In a press release, Commissioner Botting confirmed that the two murders bring the total number in the TCI to 18 for 2020. “The current level of violent crime is unprecedented and unacceptable,” he said. “The loss of two more men in the Grand Turk community in one evening highlights starkly the level of violence that is now within our communities. “Such acts are an attack on all of us; it is an attack on everything that we hold dear and it is an attack on
the values of the Turks and Caicos Islands.” Botting asked those involved to reject violence and the community to work with investigators to bring to justice those who are responsible for these acts. “Dealing with this level of crime is everyone’s responsibility,” the commissioner said. “We must join together to reject violent crime, what the perpetrators stand for and the fear and harm they are causing the communities of the TCI.” Botting said the investigation is active and the responsibility of investigating these matters rests with his team but said officers need the public’s help. “We need to know what you know. Together we can deal with the rise in serious crime and the societal issues that are leading to such violent criminality.” Anyone with information on either of these incidents can contact a police officer they know and trust or Crime Stoppers confidentially on 1-800-8477. “I am urging for the residents of Grand Turk to help us bring peace back to your small community,” the commissioner added. “My officers are working diligently to progress this investigation and any information you may have, no matter how small, can help us.”

Police force to take temporary command of HMP BY OLIVIA ROSE OFFICERS of the Royal Turks and Caicos Islands Police Force (RTCIPF) will take temporary control of Her Majesty Prison (HMP) in Grand Turk in an effort to restore order. Premier Sharlene Cartwright Robinson made this revelation during a press briefing at her office in Providenciales on Tuesday (August 25). The territory’s leader said lawmen will be sworn-in as prison officers, on a date to be announced, to curb the anarchy plaguing the prison. Over the years, the prison has been the scene of inmate uprisings, gang violence and a plethora of issues ranging from a lack of staff to run-down infrastructure. Earlier this year, an inmate wielding a plank of wood knocked a prison officer unconscious in the prison yard during an altercation. Following this incident, the Government approved a string of measures to protect staff at the facility including the use of Tasers, pepper spray and mace. The combined challenges have prompted the Government to further adjust operations at the facility which currently houses 71 inmates. Premier Cartwright Robinson said she made a request to Governor Nigel Dakin to have the police conduct an urgent threat assessment of the prison. “As a result of their findings I have sought assistance from the police to stabilise the prison

environment through provision of officers who have the necessary skills needed at this time. “This will be a temporary operation which will seek to provide support within all levels of the management and officers working within the prison, supported by an assistant commissioner from the police force executive who will provide strategic oversight, governance and direction. “The deployment will provide a senior officer to undertake the role of the prison superintendent who will lead and be accountable with a small team for the operational running of the prison.” She explained that the overarching aim of the police force’s short-term management of HM Prison is to deliver a “secure, safe, orderly and stable prison”. Cartwright Robinson said the force is expected to bring about
INMATE NUMBERS TOO HIGH Turning her attention to the chronic challenges faced at the prison, the premier explained that the HM Prison was not constructed for hardened criminals in high numbers. She said: “We currently see where violence is glorified, respect is everything and the mentality of kill or be killed is prevalent. “And these young men caught by law are sent to a prison that has seen little to no maintenance of its physical structure since it was built and no real plan for rehabilitation but certainly a prison that was not built for the type of criminals that are coming to it. “Today’s prison number stands at 71, of these numbers less than 10 are remanded or convicted for non-violent offences.” She stressed that these issues have altered the culture and environment inside the prison. “Many of us have watched with disgust the behaviour

These include, the effective command and management of the prison, the staff and operating procedures, maximising the safety and security of the staff, prison and prisoners. The force will also be tasked with supporting and building the confidence of the current prison officers while providing enhanced operational capability to respond to disorderly and security for the duration. The police force’s command of the prison also comes as the facility is preparing for new management. Incumbent Superintendent Grahame Hawkins has opted not to renew his contract. Hawkins in the few remaining months of his contract will continue with critical administrative tasks. “We have successfully identified a new candidate for the post of a superintendent for the prison and human resources are moving to finalise this,” the premier said.
demonstrated at Her Majesty’s Prison and the all too often challenges to authority and injury to inmates and officers.” The premier said too many of the new inmates present a danger to themselves and others which presents an environment that requires a different response. “It cannot be business as usual,” she stressed. “What we have at HM Prison is a microcosm of our society where young men operating in rival groups are now confined to a smaller area and remain determined that violence is the solution to any conflicts. “I am also pleased to advise that we may receive further assistance from the UK in terms of numerical support. “I am satisfied that the operational command now in the hands of highly trained law enforcement officers is warranted, and I am equally satisfied that the plans for the immediate and long term which feature a new facility will rise to the challenge.”

A NEW prison worth $18 million will be built next to the existing failing facility, according to Premier Sharlene Cartwright Robinson. She spoke about its construction during a press briefing at her office in Providenciales on Tuesday (August 25). “Two proposals were completed and costed last year and included the redevelopment of the current plan block by block,” she said. This proved costlier and lengthier in delivery than the other, which allowed the Government to construct the prison adjacent to the current facility.
This came in cheaper but more importantly was a quicker delivery of the new facility. “The latter was agreed and this year’s budget included a consultancy for the redevelopment of the prison,” the premier revealed. The territory’s leader stressed that the Government has invested heavily over the years into creating a better prison environment for staff and prisoners. These investments have amounted to millions of dollars, especially now that a new facility is in the pipelines, she said.
“We have funded requests of the prisoners’ priorities and I wish to acknowledge the UK’s support. “The cadre for the prison in the financial year 2016-2017 was 66 and for 2020-2021 its 88 - we have increased the numbers of staff by 22. “The recurrent budget from FY 2016-2017 has changed from $2.8 million to $4.5 million in 2020-2021 (61 percent increase), with operating costs increased from $680,000 to $1.4 million (100 percent increase) for the similar period. “We have also enjoyed UK CONTINUED

‘Soft, loving and large his spirit’ Friends and family remember murder victim GRAND Turk man Howard Freites Junior was remembered fondly as a “kind, loving, helpful spirit” this week after friends and family learned of his untimely death. He was one of two men ruthlessly murdered on Sunday (August 23) in series of shootings in Grand Turk – gunned down as he was playing dominoes with friends at a bar. Local musician Jack Lightbourne (formerly Jack Nasty) dedicated his ‘Fish and Grits Superstar of the Week’ award to the man also known as Junior, Scales and Pimp Scaley. “This young man spent his entire life trying to make life’s journey better,” he said in a Facebook post. “He did not have a lazy bone in his body and was quick to take on whatever task needed to be done. “He gave thousands if not millions of visitors travelling to Grand Turk via cruise ships an
experience that was never scripted in any tourism manual.” Jack described Freites Junior as an authentic, genuine example of a ‘Grand Turk experience’. “He never watered that down for the countless tourists he encountered during his daily hustle. He simply and completely embodied the life of a Grand Turk island man.” Jack said many visitors will be devastated to learn of his tragic passing as they understood so much about the local people of the TCI simply through meeting him. “His mouth was typically hard as so many Islanders casually are, but everyone knew without a doubt how harmless it was, how equally soft, loving and large his spirit was. “He had the kind, loving helpful spirit, that one could immediately sense upon his friendly greeting. RIP to a friend, son and national champion.”
In commenting on the post, Winfield Alexander said: “I loved this young man from the first time I met him as a little boy 25 years ago, and he will always remain in my heart. “I pray that his passing and memories will bring about a change in our young people attitude. RIP Junior, gone much, much too soon.” Gertrude Saunders-Forbes said: “He was such a gentleman. Always showed me nothing but love and respect.” While, Keisha Chin said: “Pimp would never do to anyone what they have done to him. On behalf of all the Jamaicans in GT, we love you Pimp, you was a real general.” According to the police press office, two armed men came out of bushes and fired gunshots towards a group of men playing dominoes at a bar off Church Folly. Freites Junior, 37, was shot and

died at the scene while a second man, aged 44, was injured. On Monday, Ellington Been, 25, was arrested over the shooting death of Freites Junior and the wounding of the 44-year-old man. Been was granted $20,000 bail and released from Chalk Sound Police Station on Wednesday (August 26). He will return to the station for further investigations. He was not charged with an offence. Freites Junior’s aunt Maude Beverly Freites Dozier has set up a gofundme.com page to raise
money to pay for the burial of her nephew. She wrote that he was “just a kind humble sweet young man who was senselessly murdered in a drive by shooting”. “No fault of his own, just standing in the wrong place at the wrong time. He was loved and known by all in our little island community of Grand Turk, Turks and Caicos.” At time of press $685 had been raised of the $5,000 target total. Community policing plan unveiled BY DELANA ISLES THE ROYAL Turks and Caicos Islands Police Force (RTCIPF) has unveiled a plan to enhance policing within communities. Assistant Commissioner Kendall Grant, head of the Community Policing Division, presented the phased plan to the public and media, during a press briefing on Thursday (August 27).
“Recognising that we the police cannot enforce our way out of where we are,” Grant said, “our approach is a holistic approach which encompasses government, non-governmental organisations and the various communities.” He noted that the vision for the community policing strategy is to build safer communities through partnerships. support. Over the years we have received funding for the perimeter fencing and external training for staff in the UK, as well as a fully funded long stint for officers following the hurricanes of 2017 during which time the yellow wing at the prison was burnt.” She further disclosed work is ongoing to rebuild the torched wing. infrastructure, Cartwright Robinson said the Government invested in short and long term plans that will bring about better conditions for both staff and inmates. “Last year my Government approved $260,000 for maintenance. But more importantly is the comprehensive work to redevelop the prison with a rehabilitative focus.”

The five pillars are, communityoriented policing which emphasises a collaborative effort to work with the communities we serve to reduce violent crime and fear of victimisation. Two: problem-oriented policing which directs officers to focus on ways to prevent, disrupt and deter crime with stakeholders rather than enforcement actions alone. Three: intelligence-led policing which focuses on leveraging intelligence and research analysis to drive operational and deployment decisions. Four: enhanced guardianship which focuses on more visible police presence and positive community interactions that are designed to mitigate opportunities for crime to occur. This includes more foot patrols in hotspots, business checks at locations prone to victimisation, and regular attendance at community events. Five: community enhancement.
In phase one, the public can expect to see an increase and visible presence in communities, more officers engaged with those communities participating in neighbourhood group meetings, the development and revitalisation of watch groups, a sustained police presence in priority schools through the implementation of a school liaison officer programme and a sustained police presence in hotspot areas. In phase two there will be the development of an interagency task force, the development of a citizen and community advisory group and the implementation of Community Assisted Patrol Support (CAPS). In the third phase, there will be the development and implementation of youth diversionary programmes and the implementation of after school programmes (sports, study, brass/Junkanoo band). Grant said the strategy aims to reduce crime and reoffending, address overlaps and gaps in existing approaches used by all agencies, identify solutions, align the work of partners more effectively by expanding or improving on established
partnerships, and tackle social exclusion of both offenders and their families. It is also aimed at including wider social agencies to increase the effort on targeted offenders and create an integrated offender management regime, improve information sharing across the task force agencies and improve public confidence in the criminal justice system. He emphasised that community policing presents a viable approach to tackling gang activity and other chronic crime problems within the TCI. “The impact of gang culture and related violence continues to generate fear among communities across the TCI. “We recognise that such a challenge can only be met through strong partnership arrangements.” Grant stated that the RTCIPF is currently at phase one of its plan. “We will start recruitment in a few weeks. As we speak now we have a small team of officers supporting this area. “They have begun some work with two neighbourhood watch groups and taken on some crime prevention work.”

Post Covid-19 and the digital economy in the Information Age IT WAS the year 1760 and Great Britain was on the verge of acquiring global economic affluence. Illuminated the dark ages and crossed into a new era characterised primarily by the introduction of power-driven machinery, replacing the use of traditional hand tools. British overseas possessions and trade established between the 16th and late 18th centuries had fashioned and fortified the British Empire. Its economy was destined to soar. Hereafter, a new period was born and pronounced by historians, as the Industrial Age. From these advances, other countries would follow. Iron and coal were invented, which gave rise to the steam engine and the emergence of heavy equipment projects not withholding, the power loom, which revolutionised the textile industry. Since then, the industrial revolution has evolved. Many nations that copied Britain’s phenomenon have surpassed its successes. From appropriating the world’s biggest empire, Britain is now the world’s ninth

largest industrial state with a manufacturing output of $244 billion, boasting a mere two percent of global manufacturing. More so, Britain is the world’s sixth largest economy with a nominal GDP of $2.83 trillion. Suddenly, the Covid-19 pandemic hits the world, plunging industrial wealth and creating a chasm in the richest economies, markets and trade. Henceforth, global societies are adapting a new dynamism in the way we work and socialise and henceforth, a surge in new and fascinating times - the Information Age - an epochal shift from the traditional industry established during the industrial revolution. So, how does this new marvel impact the TCI and other developing nations
whose economies are built on conventional manufacturing and stop short of exploiting technological endeavours? This means that information and communication technology must drive the TCI’s economy, its business and industry functions. Therefore, to be competitive even at the regional level the TCI must adapt, focus on productivity, automation, job gains and income distribution. In essence, workers must develop new computer skills necessary to perform and survive the technological drivenenvironment. You’ve noticed, the industry is marked by information-intensive events, from being labour and capital-intensive.
Fortunately, the global economies, businesses and individuals are exploiting this approach. Citing the classical model, investing in human and financial capital is a useful prognosis for new venture performance, as evident in Mark Zuckerberg’s success. It is plausible, however, that people with little capital can succeed on large scales. Coupled with this, the information age is accredited to evolving technology in the digital revolution, considering technological innovations in optics and the transistor, but in conceptualising the TCI we’ll focus our attention on data and computation. Clearly computation exceeds human cognitive capacity and it is capable of processing information in split seconds. Businesses’technological capacity to store information has increased exponentially, giving rise to the flash memory, network and emails, video conferencing, order and purchase and the World Wide Web gaining easy access and retrieval at the click of a button. To gain in the digital economy, the TCI must adapt and exploit the many benefits of the Information Age.
A call for immigration reform PART THREE ALTHOUGH we are a diverse nation, many can agree that we are not an inclusive nation yet. There is an imminent need for our leaders to affirm their stance on making individuals, namely the youth that call TCI their home, to feel at home and become fully functioning members of the society. Members with tangible stakes economically, socially and politically. As much as some would love to identify themselves as Turks and Caicos Islanders, many who are returning graduates, professionals and skilled workers, according to legislation they are not able to. For many that are away pursuing tertiary education, our leaders should begin to consider the future and create the conditions for them to feel ‘at home,’ so that they can return and contribute to the advancement of our society. So many nearing their 30s have not been able to cast a ballot in a country that they call home. Despite the desire to integrate fully as a member of the TCI family, it is very difficult for an individual to navigate and live gainfully in such a household if he/she

doesn’t feel accepted by the household. A child that feels loved and valued will live with purpose, one that feels marginalised and inferior will live without a sense of purpose. We should strive to avoid the latter as this has the possibility to birth the conditions for further resentment and division. The lack of acceptance of those that have been in our society for most, if not all of their lives poses a threat to the national identity of the TCI. It is imperative that our leaders consider inclusive policies and driving existing policies to safeguard future generations from the aforementioned experiences and the experiences of local residents below: “Inclusion benefits the society as a whole when there’s more inclusion.
“I believe that every member of society has a lot to offer and bring to the table, and being included in society and more connected with everyone brings a sense of community. “It makes other’s experiences in a place better or worse. So the more inclusion there is in a community is the more the community will feel whole. “It leaves people with a bad feeling if they’re discriminated against, because they’re families aren’t originally from here. “In these islands, it feels like you’re at a disadvantage if you don’t have what is considered to be an indigenous surname,” said local business owner, male, 21. “Jean with Belonger status should be viewed the same as Rigby with Belonger status. Your last name doesn’t define your
status, stop pushing us to the back,” said university student, male, 20. “I always said that the way the system is set up in the Turks and Caicos Islands for people like me being born here from Haitian parents, prohibits me from actually being a kid for as long as I should be. “You’re constantly worrying about things you shouldn’t like being able to access public education as opposed to just your academic performance. “The first thing on your mind immediately after high school is how and IF I am going to be able to get a job. “Being of Haitian decent here for me personally has always felt like being the unwanted stepchild to a system that puts me far behind the starting line. “A state of mere tolerance if anything, instead of welcoming. “That has been what drives me to work even harder, because my whole life has been playing catch-up for necessities that are readily available to a certain group and them only,” said civil servant, female, 22. “I often get the question ‘how’s your people?’ from locals around the community. “My reply is a gentle smile followed by CONTINUED

He will try to pollute and destroy your mind. He will destroy your family. He will discourage you and create panic in your life. THE MIND
Never have we seen so many people on the loose with mental issues. While there are many reasons for mental issues, one prominent reason is the demonic attack on the minds of individuals. He is trying to control your mind and because he controls your minds you end up doing things that your mind tells you to do. The battle indeed starts in the mind. The mind is telling you to kill, the mind is telling you to steal and your mind is telling you to destroy. The mind is full of impure thoughts and

the name of Jesus. More importantly, find a church and talk with the pastor and tell him or her how you feel. You can be delivered if you run to God. After all, God has given you a sound mind. Stay grounded in the word of God so you will not have doubts. Furthermore, don’t allow your mind to become a reprobate mind. Renew your mind on a daily basis. THE FAMILY
The family is a foundation that was started
from the beginning of time with Adam and Eve. Families are being destroyed. Marriage is under the attack like never before. Sibling rivalry is under attacked. The relationship between children and parents are under attack. The definition of a marriage is changing. For some, it is no longer a man and his wife, it is man and man and woman and woman. When the family unit is destroyed, the foundation will fall. Therefore, we must protect and maintain our family through reconciliation and forgiveness. I conclude with quotations from the book written by Sun Tzu: “If you know your enemy and you know yourself, you need not fear the results of a hundred battles. “If you know yourself, but not your enemy, for every victory gained you will also suffer a defeat. If you know neither your enemy nor yourself, you will succumb in every battle.”
Developing the Caribbean from within PART TWO IN MY previous article, the development from within the Caribbean was suggested. Up to five territories could be the founders of such an initiative. Which territories? Is the first question that comes up. The willing and able to proactively and wholeheartedly and who are committed and competent to take on a pioneer’s role. Does that mean the ones with the largest economies, the highest growth rate, highest GDP or the richest? In that case, one would tend to think of the Dominican Republic, Trinidad and Tobago, the Cayman Islands, Jamaica or the Bahamas. Yet, those are not necessarily the criteria. Each socio-economy is different, regardless whether economic characteristics and challenges do exist. Even countries like St Lucia or Barbados could be one of the founding group. It all depends on what they potentially can offer each other in an inter-island development setting. To put a team together one must look at the talent, resources, opportunities and especially the determination to reach the objectives. Goals and results count. If one would put a sport team together, one may also insist on mental maturity. It would bring me in the doghouse when trying to explain what the latter means in government politics. The last thing that is needed are summits that end in a PR campaign with PR standing for PRomises and PRopaganda and no implementation. The only PR that is acceptable is PRogress! One cannot make a strong chain out of

weak links. About 15 or 16 territories will be standing on the side line and probably moaning, criticising or hoping while the five founders will move ahead. That’s just the way it is - few are in the parade, a larger number is watching the parade and there are some that don’t even realise that there is a parade. The ones on the side line don’t have to stay there forever but they have to perform and prove that they are worthy to join. One could call that creation of motivation. They may start following some of the benchmarks that are set by the founders. No one will be excluded from cooperating with the founders, on the contrary, eventually they may be able to join the group if they subscribe to the standards developed by the founders. The aim is not to create a Caribbean Economy Elite Club. The aim is to develop an initiative and movement to eventually create a much needed new normal, a new socio-economic development from within in the Caribbean. That new normal sets the bar higher than usual and eliminates mediocracy. A likely major side effect will be that international investors will have an interest in the group of founding countries. Businesses and financiers are usually getting involved where there is growth and
progress. That could be called the creation of an appetite. The developments will also help the much-needed diversification of the economies. Each of the founders’ ports or airports could become a transportation hub to connect with the rest of the Caribbean. The founders, as the movers of the group effort and activities would work on improved direct connections between their territories when focusing their group development. Once the founders have found each other and feel comfortable about jointly taking on the new challenges, the first step may be to inventory what each’s strengths, talents, resources and opportunities are, and them bring them into a group perspective. It has to be looked at where exchanges are useful and should be further pursued. What forms of cooperation can create new opportunities? Regulations could be adjusted and standardised between them for the purpose of being smoothed and eased for inter-island trade and transportation. There has to be a shared vision of the use ocean resources and available minerals or raw materials. Agriculture including horticulture and
manufacturing of goods including creative products that may be exported. Tourism will not be ignored but it will need adjustments to develop more unique niche markets. And who will be instrumental in all this? Probably it starts with one founder willing to take on the lead and discuss matters with other potential originators. It would be wise to select a panel of seven ‘wise men’ who are impartial technocrats. Five of those could be appointed by the five founders. Two should be from outside the group and who have a more pan-regional or global view. This panel could be called a ‘council’. The founders must trust and have confidence in this council, and must be more than willing to follow its advice or at least get into in-depth consultations. However, the council to a certain extent, could make itself also available to other territories in the region, as such would help a future extension of the founding group. Does the development from within the Caribbean mean that the region will be turned upside down? Some things will remain the same but overall new activities will be explored and cultivated. The image of the Caribbean for being known as one of the world’s top vacation destinations may be altered to one of the most flourishing sub-regions in the world that is attractive for many reasons. The well-being of its as many as 40 million residents on 28 territories will be the overall objective of the development from within. It is just that a different method and route is chosen than what was done before. And it could begin with just five founders, the ‘willing and able’.

Tourism director attends US polo match during pandemic DIRECTOR of Tourism Pamela Ewing jetted off to the USA to attend a polo match during the height of the Covid-19 pandemic this August. She joined Kevin Matier, director of sales and marketing at Turks and Caicos Collection, to promote the TCI at the event in the Hamptons – an elite area of New York state. The visit took place on August 15 as coronavirus cases continued to sour in the US and began to rise
exponentially in the TCI. The Weekly News asked the Jennifer Pardo, marketing executive of the Tourist Board, if it was it deemed necessary that Ewing travel for this event during a health crisis. She responded: “In her role as Director of Tourism, Ms Ewing is a steward of safe travel and is working tirelessly to rebuild tourism alongside her colleagues. “Polo Hamptons is her first in-person event since the start of
the pandemic and it’s expected to positively impact tourism arrivals to the Turks and Caicos Islands.” She said that Ewing continues to be a regional representative for the TCI in the United States until a replacement is made, in addition to her role as Director of Tourism. More than two thirds of the world’s countries have banned US residents from visiting because of the huge number of cases – including the 27 countries of the European Union.
Coastal cultural values survey online now TCI residents with an interest in the marine environment can make their mark on the future of the territory by taking part in a coastal cultural values survey. The online questionnaire is available until next Monday (August 31) and can be found at www.gov.tc/decr/ The results of the survey will help to support the development of a marine spatial planning (MSP) framework. It will help create tools to help manage the human uses of the marine environment of the TCI to help achieve the Government’s ecological, economic and social objectives. A Government press release on August 18 said coastal areas are especially important to human well-being with about
half the world’s population living close to the sea. “Cultural identity is strongly associated with the ways in which people interact with their coastal areas,” it added. “It is imperative for the TCI, being a coastal community, to determine and document the coastal cultural values, which could be in the form of nonmaterial benefits people obtain from coastal areas.” In March last year, the DECR announced that the TCI had secured four sustainable environmental projects as part of a $4.5 million grant from the Darwin Plus funding agency. One of those was a two-year project entitled ‘Developing MSP tools for the TCI’. It is headed by the Department
of Environment and Coastal Resources (DECR) and the South Atlantic Environmental Research Institute (SAERI) in the Falklands Islands. Also assisting are the Joint Natural Conservation Committee (JNCC), Economics for the Environment (eftec) and the Department of Culture. Its aim is to develop MSP tools to feed into long-term planning and decision-making in the marine environment. “Please take the survey and help us to better understand the coastal cultural values of the TCI,” the press release said. Those taking the survey can leave their email address to be entered into a draw for a $200 Graceway voucher.
The TCI is one of the few countries or territories that will allow American visitors, with restrictions. Pardo said that Ewing maintained social distances and wore a face covering while attending Polo Hamptons, adding that the Tourist Board is a longtime sponsor of the event. This is because the Hamptons is “a core source market with a large high-net worth audience”, she said. “Ms Ewing also provided jockeys with Turks and Caicos Islands branded masks to wear during the event to help publicise the destination.” According to Pardo, the director is regularly tested and follows all TCI Assured procedures when travelling. The Tourist Board announced the visit to Polo Hamptons hosted by Social Life Magazine in a press release on August 18.
It said that with the reopening of the TCI’s borders this event was a “key part of the strategy used to market and promote the destination as a luxury destination”. The Tourist Board used the platform to promote the new TCI Assured procedures, it read. It added that the event was a part of the holistic campaign to target the Hamptons and higher-end east coast area. As a part of the campaign the TCI was featured in the July 2020 issue of the Social Life Magazine. “The campaign looks to not only reach the audience for high-end accommodations and natural beauty, but also reach the destination’s new niche market of private jets,” it read. This is a key component of Tourist Board’s strategy to attract visitors during the pandemic and beyond.

Jas ‘De General’ Walkin named PNP campaign manager BY DELANA ISLES JASMIN Walkin, former president of the TCI Civil Service Association and special needs education officer, is now national campaign manager for the Progressive National Party (PNP). Walkin’s appointment comes as the main Opposition party gets set to kick their re-election campaign into high gear. Last weekend the first campaign rally was held at Progress House, Airport Road, Providenciales, indicating that the party is ready for the next general elections, despite no date being announced. Then Walkin’s appointment was announced with much pomp and ceremony this Tuesday (August 25) at the party headquarters. Party leader Hon. Washington Misick welcomed Walkin to the
party, stating that he is the “crème de la crème” when it comes to motivating the young people of the Islands. “He is committed, he is brilliant, he’s got connections to the religious community, to the education community, to the youth and is known across the TCI,” Misick said. He added: “As the leader of this Progressive National Party, I am honoured, I am proud and I am pleased that he has chosen to cast his lot with the Progressive National Party.” Walkin - a former teacher and talk show host - contested the 2016 general elections as an independent all island candidate, calling himself ‘De General’. He secured 834 votes in total, 795 less than former PNP premier Michael Misick, who also featured

in that election as an independent. In accepting the appointment, Walkin said it was not his intention to be involved in the elections cycle this time around, but felt the need to return to the battlefield in some form. “There are many who will be asking why now and why as the national campaign manager of the Progressive National Party in 2020. “Here is my answer: firstly, the last time I saw my country needing my voice in frontline politics, I reported for duty as just another soldier and independent candidate.
“I fought a good fight, but learned a strategic lesson: a soldier is only as strong as the army he is with because there is strength in numbers. “Secondly, a few months ago, after a national address by the Hon. Premier, I saw a vision of what this country would look like four more years under the PDM administration, and I did not like what I saw. “I don’t want that future for this country and neither should you.” In full elections campaign mode, Walkin listed the many ways in which the PDM Government
has short changed the people of the territory - their handling of hurricanes Irma and Maria, their approval of FortisTCI’s rate increase, illegal immigration, their promised 12 point crime plan, their handling of the Covid-19 pandemic and the still to be fully disbursed stimulus package. He urged: “So my people, since all we have gotten from this PDM administration is shortchange, when election day comes do unto them what they have done unto you: short-change them at the polls and vote them out.”
Premier calls PNP appointment of former civil servant ‘history making’ BY DELANA ISLES A CURT remark by Premier Sharlene Cartwright Robinson during a press briefing this week, set social media abuzz about the legality of a political appointment recently made by the PNP. The main Opposition party on Tuesday (August 25), announced that it had appointed former Civil Service Association (CSA) president Jasmin Walkin to lead its election campaign. Asked about the readiness of her party - PDM - for the next elections, the premier responded: “The PDM is a government, we are working, we don’t have time to be pandering to make believe elections. “We sit in the chair, we ring the bell and in the meantime, we are a working government, we will continue working for our people.” She added: “And the only thing I want to say is history was just made. I don’t think we’ve ever had a civil servant who’s been appointed as a campaign manager of a major political party, so this is certainly a history making decision and announcement.” Her comment referred to Jasmin Walkin’s appointment as campaign
manager of the PNP. Walkin served one year of a three-year term as president of the CSA and had tendered his resignation just weeks ago to that body, which was accepted. Under the Code of Conduct for Persons in Public Life 2012, public officers are prohibited from political campaigning. The relevant section reads: “Public officers have rights of freedom of speech and independence in the conduct of their private affairs but they must not engage in campaigning on behalf of a political party, represent a political party or be a candidate for political office. “They must comply with restrictions on their political activities to avoid any conflict of interest, or the appearance of a conflict of interest, in performing their official duties.” On Wednesday (August 26), Walkin sought to set the record straight about his state of employment with the public service and his new political appointment. “Yesterday at the end of the premier’s press conference she stated ‘history was made’ because a civil servant became a campaign
Jasmin Walkin manager of a political party. “For the record, my resignation was tendered on July 28, 2020, and subsequently acknowledged and accepted by the Department and Ministry of Education. “The details of my resignation is with the ministry and human resource directorate.” He said last week Thursday, he officially informed the entire civil and public service of his resignation in an email “using TCIG email portal of which the premier is a part of”. “But I guess like many other notices, she missed that one.
“In any event, as a former civil servant, protocol and the structure of the public service would have it that human resource matters of the civil service is managed by the human resource directorate under the Office of the Deputy Governor - not the Office of the Premier. “Hence, if she didn't know, she should have asked somebody and not try to mislead this country,” he added. In that missive to civil servants, Walkin expressed his thanks and gratitude to the civil servants who elected him in 2019 to serve their interests.
“I know that this decision is disappointing to the 350 civil servants who voted for me in June 2019 and perhaps the wider civil service whose support I was never able to gain. “I will go as far to say that I deserve every criticism, ridicule or backlash that awaits me. “I do not fear the criticism or ridicule as I do not fear the weight and measuring of my actions and milestones reached since being president when they are analysed by those who cared to read the data and reports and measure it against my predecessors.” He went on to say that equally difficult was his decision to resign from the post of special needs education officer in the Department of Education, which he was appointed to in August 2017. “For reasons I will not share in this forum, after much thought and consideration, I made a difficult decision to tender my resignation from the post.” In accordance with provisions of the TCI Civil Service Association Constitution ratified in October of 2019, DeMarco Williams became the CSA president effective Friday, August 21.

Police chief appoints new superintendent A VETERAN police officer with more than 30 years of experience with the Royal TCI Police Force is soon to be promoted to the rank of superintendent. On Thursday (August 27), Commissioner Trevor Botting announced the appointment of Willet Harvey effective September 1. Harvey, who currently holds the rank of assistant superintendent, spent the last nine years as head of the National Crime Intelligence Bureau. Commissioner Botting said: “Mr Harvey has worked across a range of challenging portfolios and has the wealth of experience to move up to the rank of superintendent. “This represents a tremendous moment in the TCI when Turks and Caicos Islanders are promoted to senior roles within the force. “Harvey has demonstrated the temperament, demeanour and
wisdom necessary to face the challenges in policing today. “On behalf of the entire force and executive members, I congratulate him on this significant achievement and wish him the best for the future.” After official training at the Barbados Regional Police Training Centre, Harvey joined the Royal Turks and Caicos Islands Police Force on February 12, 1990. He spent the beginning of his journey in Providenciales as a police constable and a beat and patrol officer, after which he joined the first Drug Squad Unit for almost two years. Harvey was then transferred to the Criminal Investigations Department where he served as a detective for three years. Harvey moved up the ranks to sergeant in 2003 in the Traffic Unit. He later worked in the first
Anti-Robbery Task Force then onto the Joint Intelligent Unit now the National Crime Intelligence Bureau where he was promoted to inspector of police. On August 1, 2017, Harvey was promoted to assistant superintendent of police. Harvey said he is “humbled and honoured” to serve as superintendent of police within the Royal Turks and Caicos Islands Police Force. “I thank Commissioner Botting and the executive team for their faith in me to lead in this role. “I pledge to serve with the dignity and honour befitting the high standards of the force as we remain steadfast in our mission of service to all citizens, residents and visitors to the TCI and continue on our course of community collaboration and progressive policing.”

Tropical storm Laura spares TCI, kills 13 in Haiti and the DR BY OLIVIA ROSE THE TCI narrowly escaped the wrath of tropical storm Laura, which killed at least 13 people in neighbouring Haiti and the Dominican Republic over the weekend. On Saturday, August 22, residents in the TCI hunkered down for a 50 mph tropical storm which was forecast to pass directly over the territory. The Government ordered a national lockdown which saw airports, businesses and government operations halted on Saturday at 4pm. The lockdown was in keeping with the Government’s standard operating procedures and guidelines for disasters and hazards. The territory experienced windy conditions as the storm passed south of the territory on Sunday (August 23). The disturbance was forecast to move over the TCI by Sunday morning with maximum sustained winds near 50 mph with higher gusts. However, the vicious storm veered away from the territory but not before dumping at least one to three inches of rainfall over the TCI and southeast Bahamas. As the inclement weather cleared up, the shelter in place order was discontinued for the TCI
at 4pm on Sunday. While the TCI experienced manageable weather conditions and suffered no loss to life or property, life-threatening flash floods struck in parts of Haiti and the Dominican Republic. The storm was blamed for killing at least 13 people as it battered Haiti, the Dominican Republic and Puerto Rico over the weekend with high winds and flooding. According to the Associated Press, nine people died in Haiti and two went missing, while officials in the Dominican Republic reported that four people were killed during the storm. Those dead included two women, two men and a 10-yearold girl. According to the Haitian Times, the girl was killed when a tree fell on a home in Anse-à-Pitres, which is along the southern coast on the border with the Dominican Republic. The storm strengthened to a category four hurricane as it made its way to the Texas and Louisiana border early Thursday morning. The National Hurricane Centre said a storm surge could penetrate up to 30 miles inland from the coast in southwest Louisiana and far southeast Texas. Laura became the fourth hurricane of the 2020 Atlantic hurricane season.

‘Come up the Atlantic, smell fish and chips, turn right and there’s England’ Suhaili, spray and Tinkerbelle. And the art of mastering solitude
T
ROPICAL storm Laura has come and gone, not with a bang but a whimper, and that’s a good thing. Thanks to the dutiful updates from their district commissioner, via the Salt Cay community WhatsApp group, residents of the charmed isle knew what to expect and when to expect it. And when the all clear was given, everyone was naturally relieved that this 12th named storm of the 2020 Atlantic hurricane season was as anticlimactic an experience as the last one. As ever, with memories of Irma and Maria still fresh on people’s minds, Saltans always hope for the best and plan for the worst. Life on Salt Cay is peaceful and, for the most part, blissfully uneventful in the best of times; yet when a storm is approaching and you are forced to seek shelter, sometimes up to 24 hours, life on the outpost can begin to feel somewhat like solitary confinement. In times like these it helps if some form of entertainment is available, be it a good film or perhaps take the opportunity to catch up on one’s reading. For this most recent visit by tropical storm Laura, I decided to pass my time by re-reading some of my favourite maritime writers. Like many readers of my generation, I grew up enthusiastically reading C S Forester’s Horatio Hornblower series, Herman Melville’s Moby Dick, Jack London’s The Sea-Wolf and of course Mutiny on the Bounty by Charles Nordhoff and James Norman Hall. Later in life, I was increasingly drawn to non-fiction accounts of maritime adventures and the works of sailors such as Joshua Slocum, Robert Manry and Sir Robin KnoxJohnston. Should reading, especially the reading of maritime adventures, not be your cup of tea, then perhaps this may be a good time to set this week’s Salt Cay Note aside. That said, for anyone who likes a good story, here are my

recommendations for three excellent reads during a tropical storm/hurricane: The first is ‘Sailing Alone Around the World’ by Joshua Slocum. Published in 1900, this book is a riveting account of Slocum’s singlehanded global circumnavigation aboard the sloop Spray between 1895 and 1898 making him the first person to sail around the world alone. Many of my mariner acquaintances tell me that this book is a must have in any boat library. Next up is a great little book entitled ‘Tinkerbelle’ by Robert Manry. In it Manry tells the fascinating story of his 13½ foot sloop Tinkerbelle - the smallest boat that had, up to this point, crossed the Atlantic nonstop. Departing from Falmouth, Massachusetts on June 1, 1965, he arrived in Falmouth, England, after some 3,200 miles and 78 days at sea. Tinkerbelle is as much entertaining as it is a useful sailing journal for anyone crazy enough to attempt crossing the Atlantic on a 13 foot sloop. It is truly a jolly read! Last but certainly not least on my list of hurricane reads is ‘A World of My Own: The first ever non-stop solo around the world voyage’ by Robin Knox-Johnston, which recounts the story of Knox-Johnston’s nonstop solo sail around the world from 1968-1969, aboard his 32 foot boat Suhaili. This is a beguiling read, at times

hilariously understated and very British, in the most complimentary sense of the word. “Well, sailing around the world is terribly simple from a navigation point of view. “You leave Britain, turn left, go down until you reach Cape Town, turn left, go round to Cape Horn, turn left, come up the Atlantic, smell fish and chips, turn right. And there’s England.” There are dozens of other great maritime reads but these three books are a good start - aside from being well written sailing journals they are also very entertaining. Their narrative, sharp-wittedness and drollness have stood the test of time rather well. “My mother, when asked for her opinion of the voyage before I sailed,
had replied that she considered it ‘totally irresponsible’ and on this Christmas Day I began to think she was right. “I was sailing round the world simply because I bloody well wanted to – and, I realised, I was thoroughly enjoying myself,” noted Robin KnoxJohnston in 1968. Seventy years earlier, Joshua Slocum had observed: “I had already found that it was not good to be alone, and so made companionship with what there was around me, sometimes with the universe and sometimes with my own insignificant self; but my books were always my friends, let fail all else.” Here’s to the joy of reading and staying safe and sound during this hurricane season.

PNP leader calls for review of force BY DELANA ISLES AS THE number of serious crimes climb and the resources of the Royal TCI Police Force (RTCIPF) are being stretched thin, the Opposition has called for a review of its operation. During a press briefing on Tuesday (August 25), Leader of the Opposition, Hon. Washington Misick appealed to Governor Nigel Dakin to look into the organisation. “The Progressive National Party has a common-sense security plan that includes the operation of the Royal TCI Police Force,” he said, “and we want to say to the governor today that we believe it is time for an independent review of the operation of the police force.” He said only until after stock is taken of the deficits within the force and action taken to shore them up, will the public’s trust in the police be restored. “We would like to salute all of the brave men and women who put their lives on the line everyday as crime escalates in these Islands, but it is time we have an independent
review of the operations of the police force so that the confidence that people must have in the force would actually be restored,” the party leader said. Meanwhile, Commissioner of Police Trevor Botting and his executive members have pointed to gangs on the streets and those in the territory’s only prison as the main cause of rising violence. During a press conference on Thursday, Botting revealed that overall crime has fallen by 32 percent for the period from April to August 24, when compared to the same period last year. However, the number of serious crimes is not falling at anywhere near that figure and in the case of some crimes, the numbers are rising. “For this period, April to August, compared to last year, murders have risen from eight to 13 and aggravated burglaries have risen from eight to 12. “I am pleased to say that robberies have reduced, with 37 this year compared to 42 for the same period last year.” Pointing to the murder rate, the
commissioner acknowledged that the figures are grim. “The officers and staff of the Turks and Caicos Islands Police Force feel every one of the murders on the TCI and the officers are working hard to bring those responsible to justice. “We are conscious that behind each murder sits a victim, a grieving family and a fearful community. That is not lost on us and it drives us to get justice for those involved.” So, what is behind the rise in the number of murders, he asked, stating: “Whilst it is easy to see the murders as simply a ‘policing matter’, the causes of crime are complex and multi- faceted.” He said analytical work is being undertaken to properly understand the issues that sit behind these crimes. “What we know is most murders on the Turks and Caicos are committed with a firearm, most of the victims are male, and that the majority of victims are aged between 18 to 30. “Most crucially in understanding

the factors that sit behind the murders is that we believe that around half of the murders are motivated by rival group hostility. “Old scores and conflict being settled in a disproportionately violent way with tragic consequences. “It is also believed the young men who are settling disputes with guns are also committing other crimes of violence such as robbery and aggravated burglary.” However, the commissioner was quick to point out that the police do have “a very prominent and critical role to play in reducing and detecting crime - it’s our core business, of course”. “This is also true of our partners in the criminal justice system with whom we work closely,” he added. However, Commissioner Botting said, if anyone in the TCI believes that they have no role to play in reducing the levels of
criminality then they are failing to understand the societal issues that sit behind the motivation to commit crime, especially the most serious crime. One of the biggest issues for the police force has always been community trust in the police officers, something that preceded Botting’s appointment and that of his predecessor. Since his appointment, Botting has been working hard to build this trust, and this week, a comprehensive community policing plan was unveiled. The commissioner promised the territory this on the day he was appointed on August 1 last year.
Hospital lab closes over Covid-19 contact ROUTINE laboratory services and outpatient phlebotomy services were suspended on Wednesday (August 26) at Cheshire Hall Medical Centre. The decision was made when the hospital was told by the Ministry of Health that an employee within the Laboratory Department had been exposed to an active Covid-19 case. A TCI Hospital spokesperson said other employees within the department and close contacts were required to self-isolate and undergo immediate Covid-19 testing. This took place “out of an abundance of caution and in accordance with public health guidance”. The department has undergone a robust deep cleaning above the usual sanitisation measures. Meanwhile, its business continuity plan was activated to continue essential operations and emergency services. An update will be provided once these services resume, the spokesperson said. “We sincerely apologise for any inconvenience caused as a result of this unavoidable development.”

Lab director fired, Covid-19 testing not impacted BY DELANA ISLES THE TCI’s lab director Samuel Johnson has been fired, according to Deputy Governor Anya Williams. She confirmed to the Weekly News this week that Johnson was relieved of his duties at the National Public Health Laboratory on Friday, August 14. Asked under what circumstances was Johnson fired, the Deputy Governor who is also the head of the civil service said it is an internal employment matter. “Further statements will not be made respect to this matter, except to inform that the National Public Health Laboratory continues to carry out testing as necessary under the leadership and direction of the acting director of the NPHL Samajeo Williams who is a local highly trained and qualified
chief medical technologist.” Williams added that the Government continues to work to improve the capabilities of the National Public Health Laboratory and its on-island testing capacity. She stated that the director post, which recently became vacant, will be advertised in the next recruitment batch as a part of the Government’s recruitment programme. The firing comes as the territory’s Covid-19 testing capacity is already severely constrained and as positive cases continue to climb rapidly. The National Public Health Laboratory experienced a disruption in testing on Wednesday, August 19, due to a delay of shipments. It resumed normal operations on Thursday and a ministry statement apologised for any delays to the public.
Another road safety employee tests positive A SECOND worker at the Department of Road Safety in Providenciales has tested positive for Covid-19. The employee and other staff members at the Town Centre Mall are in quarantine and the office will be closed until further notice. Management received confirmation of the new case from the Ministry of Health on Friday, August 23. Since then contact tracing has been carried out in order to identify and reach those who may have had close contact with them. During the closure period, the office will undergo deep cleaning and sanitisation. This is in keeping with the established guidelines of the civil service for the minimisation and prevention of the spread of the virus within offices and among employees and customers. A Government press release said:
“We wish to assure the public that the Ministry of Home Affairs and the Department of Road Safety have and continue to follow all health protocols for the protection of our staff and our clients.” Following the sanitisation of the offices, the Environmental Health Department will carry out an inspection to indicate if they can reopen. All other Road Safety Department offices remain open to the public. Anyone needing urgent assistance can contact the Grand Turk office on 338-3204. “Management apologises for any inconvenience caused and thanks to our customers for your understanding,” the press release said. Earlier this month on August 4, the Department of Road Safety had was told by the Ministry of Health that an employee of the Providenciales office had tested positive for Covid-19.
Don’t share photos of murder victims, says police chief SHARING photos of murder victims is both “unsympathetic and inhumane”, Police Commissioner Trevor Botting said this week. He made the statement on Monday (August 24) in a press release following the brutal killings of two men in Grand Turk on Sunday. The police chief asked the public to stop circulating images of one of the deceased men.

The message comes just weeks after photos were shared on communication apps of 26-yearold Haitian-born Dieudonne Cantave. Caring for desert rose plants requires a full sun location and well-drained soil - that’s easy enough. This is one of the few plants that sometimes does better in a pot where you can control the drainage than in the ground. Perfectly happy to live in a large pot for years, the plant is easy to maintain and will flower nicely. An interesting thing about desert rose plants is its natural resemblance to a bonsai plant. Flower colours range from red, pink, purple, white, yellow or variegated. For more flowers, cut off the tips of the branches once during warm months of the year. This

encourages new growth and then flowers. The slow growing desert rose can grow as much as four foot tall, but that takes quite a while. Follow some basic Adenium desert rose growing tips for healthy plants that won’t disappoint with full crowns of richly coloured tubular flowers. Adeniums are succulent, tropical plants. They are distinctive among the class because they develop a swollen trunk. All succulent plants have some sort of water storage system, be it leaves, stems or roots. In desert rose, the trunk swells to conserve moisture for times of drought. A nice fat trunk is an indicator of plant health. A skinny stem can indicate that the plant requires more moisture. Remember that Adenium plants are native to regions with poor, gritty soil and hot, sunny climates. You can’t expect the plant to thrive in overly moist soil, in a site with limited light. Desert rose succulents like bright light, so provide enough sun for the plants to flourish and bloom. Soil is very important. Adenium plants should have a mixture of cactus soil with gritty sand or
quarry rocks for good drainage. Rather than tucking one into a full, lush garden bed, this plant should be allowed to shine on its own. Try to find a spot where it can work as a small specimen plant in a desert garden or by the entry walkway, for instance. The one thing that will kill these plants quickly is improper watering. They are succulents but are used to rainy periods during which they grow, followed by a dormant, dry period. Match your watering practices to these needs for best success. Keep soil moderately moist in spring and summer, but reduce watering in fall and especially winter when the plant is dormant. Trimming is optional though a light spring pruning or pinching of stem tips will help create more branches and a fuller effect. Many of these plants have a wonderful shape without any help from their owners. Fertilise in spring, summer and autumn with a good granular fertiliser. You can supplement feedings with an application of liquid fertiliser, if you like, to promote heavier bloom.

Cash-strapped Caribbean recovers from deadly Storm Laura CARIBBEAN islands already reeling from the economic impact of coronavirus started recovering from the damage brought by Tropical Storm Laura this week, which left at least 24 dead and damaged thousands of homes and electricity infrastructure. Brigades of workers were out fixing toppled power poles, removing fallen trees blocking roads and repairing roofs after the storm blustered through the region’s largest countries. – Laura became a hurricane since exiting Cuba on its northwestern path towards the United States. Prior to making US landfall, it had reached category four in strength. Laura caused the most damage in Haiti, where preparedness is weak while deforestation has left the country vulnerable to flooding and landslides when there are heavy rains. Some scientists say hurricane season is becoming more intense due to warming seas in the wake of climate change and forecasters have predicted a particularly active one this year. The impact too is more severe due to stretched resources in a region particularly affected by the collapse of tourism in the wake of the coronavirus pandemic, with 50-90% of GDP and employment in some islands depending on the sector.
In the Dominican Republic, the Caribbean’s top tourism market, Laura left at least three dead, while in Jamaica, landslides and swollen rivers left some roads impassable, washing out at least one bridge. “We can’t get in and out of community,” said Troy Cruickshank, 33, in the eastern parish of St. Thomas on Tuesday. In Cuba, there was no loss of life reported after more than 316,000 people were evacuated but a thousand homes were damaged, President Miguel Diaz-Canel said, and some farms were affected. “Laura’s winds of around 75 km (47 miles) per hour felled my banana plantations, while the rain destroyed my yucca,” said Raul Mayol, 44, in the southern Isle of Youth. “We still don’t have electricity because lots of poles were toppled.” Diaz-Canel noted however the rains had been positive for regions affected by drought, replenishing reservoirs and drenching parched fields. Bahamas at risk of losing 80% of landmass by 2100 due to global warming expert warns THE Bahamas is at risk of losing 80 percent of its landmass in the next eight decades due to the current pace of global warming, according to Bahamian T Oneil Johnson Jr. “I want to make this abundantly clear, The Bahamas is perhaps one of the most vulnerable countries to sealevel rise,” he stressed, as he spoke on the topic, ‘Climate Change - the Reality of Our Warming World’ to the Rotary of Club of Grand Bahama via Zoom. Mr Johnson - who has a Master’s Degree in Foreign Impact of Hurricanes and Climate Change on Education – said Climate Change is real and threatens The Bahamas, the Caribbean and other small countries. He noted that sea level is projected to rise by as much as one metre by 2100. Eighty percent of The Bahamas’ landmass is less than one metre above sea level, he said. “The Bahamas is at risk of losing 80 percent of its landmass by 2100 if sea level continues to rise the way that it is,” Mr Johnson warned. “Sea level rise, which we are hearing more and more about in The Bahamas, is perhaps one of the most vexing concerns for small island developing states because most of us
are very low-lying.” Countries, such as Guyana is at risk of losing 90 percent of its landmass if sea levels were to rise one metre, and Guam, the US Territory is already experiencing the impact on sea-level rise, Mr Johnson pointed out. The US, he added, is also at risk of losing 40 percent of its landmass in Florida. Mr Johnson said greenhouse gases caused by pollution in the atmosphere are responsible for global warming, which is causing glaciers to melt around the world. He noted that countries such as China and the US are mainly at fault, with the former accounting for more than one-quarter of global emission of greenhouse gases, and the latter 14 percent, while the rest of the world contributes less than 22 percent of emission. Mr Johnson indicated The Bahamas’ emission is 0.001 percent. “So obviously, we are not causing global warming and we are not causing climate change,” he said. I think last year was a humbling experience for The Bahamas and it shows us we must really take serious action,” he said.. Climate change also impacts all sectors of the economy from Agriculture, Tourism, and Education. Caribbean countries are experiencing extreme drought more than ever before, such as Barbados, St Kitts and Nevis, St Lucia, St Vincent, and the Grenadines, said Johnson. He stated that the Tourism sector is going to be crippled by the sun, sand, and sea. “According to exit surveys, tourists are now complaining about the heat in Caribbean countries. This is, of course, very concerning because we are expected to see an increase in temperature,and tourism is the lifeblood, the bread and butter of many economies in our region,”
he said. In terms of education, Mr Johnson said if The Bahamas has more hurricanes children are going to be out of the classroom for more extended periods. Mr Johnson said that all is not lost as there are things that can be done to mitigate the effects of climate change, including reducing greenhouse gas emissions by requiring countries like America, Japan, European Union by resorting to more environmentally friendly means of doing business, with renewable energy. Adaptation by reducing The Bahamas’ vulnerability and enhancing resilience is another weapon in the war against climate change, according to Mr Johnson. “This could range from building sea walls, which I am totally against, to research, preventative measures, and passing legislation and environmental laws, mangrove rehabilitation and restoration, he said.

Cayman joins line-up for COVID-19 vaccines
Minister of State for Grand Bahama Senator Kwasi Thompson said the lockdown has created a lockdown of cases.
Lockdowns have worked for us, says Thompson Minister of State for Grand Bahama Senator Kwasi Thompson said the lockdowns have worked for Grand Bahama, where they are now seeing a reduction in new COVID-19 cases, as well as cases in the hospital. “The lockdown recommended by the medical officials was necessary, he said prior to the prime minister’s national address. “Our hospital and ICU beds were at capacity. The Prime Minister took immediate action to save lives.” He further reported: “We have begun to see a reduction in the number of new cases which Grand Bahama is now experiencing. The lockdown has worked for Grand Bahama. We no longer have cases spiraling out of control and have seen a reduction in cases in hospital and visiting our emergency rooms in Grand Bahama.” Minister Thompson said the COVID-19 second wave caused a real crisis in Grand Bahama, where the numbers had escalated in a few short weeks from eight to now having over 500 active cases. As a result of spike in cases following July 1, the Prime Minister imposed a two week lockdown in Grand Bahama on July 23 to August 7, which was extended for another 12 days to August 19, and further extended one week to August 24. Non-essential businesses were lockdown for five weeks, and small business operators feared that another week would put them in financial crisis and called for the lockdown to be lifted so they could resume their operations, under the COVID-19 protocols and guidelines. A letter on behalf of 180 businesses were sent to the Prime Minister on Sunday, calling on him cease and desist from lockdowns and meet with small operators to discuss a plan for the way forward and to reopen business. Mr Thompson noted that said that assistance programmes for small
businesses were available to business owners during lockdowns in Grand Bahama “to help them survive, such as small business grants, business continuity grants, tax deferrals, and NIB unemployment for selfemployed persons.” He further noted the Office of the Prime Minister initiated a zoom meeting with the Prime Minister’s Covid-19 Task Force medical team and the Grand Bahama Chamber of Commerce. “This meeting was very fruitful and some plans and suggestions for the way forward were discussed. The Chamber has also been provided with a draft Ministry of Health Workplace guidelines to operate during Covid-19. “We are prepared to have further discussions with GB Port Authority business licensees and the GB Chamber who represent the private sector and business community in Grand Bahama. In fact, the cooperation of the business community will be key in continuing to combat this virus,” Mr Thompson stated. “The Prime Minister has always been guided by the health professionals and the medical data. However, he has also stated that it must be balanced with rebuilding the economy. This is also true in Grand Bahama. We must open the economy, but it must be done in a safe and responsible way.” Meanwhile, Deputy Prime Minister Peter Turnquest said representatives from the group of small business operators were present and had the opportunity to receive answers to all their questions. “The PM will address the nation this evening. The representatives were advised to pay attention to then PM’s and Health Teams address rather than to speculate.The government remains available to meet with any legitimate group or individual to discuss their concerns,” Mr Turnquest said. CAYMAN has signed up for the global COVAX facility which will allow for access to COVID-19 vaccines once they are developed and approved, Health Minister Dwayne Seymour said on Tuesday. The initiative, which is backed by the Bill and Melinda Gates Foundation in partnership with a number of agencies, including the World Health Organization, is designed to ensure countries, rich or poor, have the same access to vaccines. Seymour, speaking at Tuesday’s COVID-19 briefing at the Government Administration Building, said, “Cayman Islands is one of 150 countries that has expressed an interest in the purchase of COVID vaccines through joining the COVAX family.” He described COVAX as a mechanism designed to guarantee rapid, fair and equitable access to COVID-19 vaccines worldwide. “These vaccines will be delivered equally to all participating countries, proportionate to the populations,” he said, adding that, initially, there will be prioritisation of healthcare workers and vulnerable populations. It will then expand to cover 20% of the population. “Each person is likely to require two doses of the vaccine. The approximate cost of each dose is

However, Seymour said, through the COVAX initiative, the aim is to accelerate the development and manufacture of COVID-19 vaccines and guarantee equal access for every country in the world. “The goal of COVAX is by the end of 2021 to deliver 2 billion doses of safe, effective vaccines that have passed regulatory approval or World Health Organization prequalification,” he said.
Cayman border reopening still scheduled for October PREMIER Alden McLaughlin confirmed Tuesday that Cayman’s borders were still on track to reopen in a phased manner from 1 Oct. He acknowledged there were vastly different opinions among everyone in Cayman on how and when to reopen the islands to the world. But he said government had to look at ways to bring back tourism and the revenue it provides. He said Cayman would proceed with caution and the first phase of reopening would likely be aimed largely at vacation-home owners and other long-stay tourists. “It is not a question of us opening the borders and saying, ‘All who want to come and visit our beautiful Caribbean island, please come.’ “It is aimed at people who own or have access to a place here and intend to stay significantly more than two weeks.” Government is still fine-tuning the likely protocols and requirements for entry into the islands but he said it was not likely to include the resumption of commercial flights from the US.

The premier outlined a process that would include an application to travel through the Travel Time hotline, a negative COVID-19 test within 72 hours of departure, a further COVID-19 test eight days after arrival, and monitoring with a BioButton or similar technology. He said people arriving would not be required to go into mandatory isolation at a government facility and could isolate at their home or condo if they agreed to wear the BioButton.
The technology tracks health data points, including temperature and heart rate, and alerts public health officials to the early signs of infection. It also allows for the use of ‘geofencing’ to ensure arriving passengers were keeping to the conditions of their isolation. McLaughlin said government was also beefing up its “public health safety unit” by increasing the number of people available to check up on those who are self isolating.

Coronavirus: UK ‘could lose £60m a day’ as tourism slumps THE UK is set to lose up to £22bn in tourism revenues this year because of the coronavirus pandemic, an industry body has predicted. Spending by visitors from overseas could fall by as much as 78%, equivalent to £60m a day, said the World Travel & Tourism Council (WTTC). In the worst case scenario, this would put three million jobs in jeopardy. The WTTC said tourists were “staying away from the UK in droves” because of uncertainty over travel restrictions. Visitors have been put off coming to the UK because it has been hit harder by the pandemic than any other European country. Travel has also been discouraged by the UK government’s quarantine measures imposed on people arriving from nations including France, the Netherlands and Spain. This summer’s “staycation” boom has seen UK residents flocking to book holidays in their own country, but the WTTC thinks the lack of foreign visitors will still inflict economic damage. London had been hardest hit by the collapse in visitor numbers, the WTTC said, because about 85% of tourist spending in the capital was from foreign visitors. “The economic pain and suffering caused to millions of households across the UK, who are dependent upon travel and tourism for their livelihoods, is evident from the latest figures,” said WTTC President Gloria Guevara.

PRESIDENT Donald Trump says federal law enforcement will be sent to Kenosha, Wisconsin, following unrest sparked by the police shooting of a black man. Jacob Blake, 29, was shot and injured by police on Sunday as he leaned into his car as his children watched. Protests have been ongoing for several nights, and on Tuesday, two people were shot dead and another was injured. A teenager has been charged with murder. Mr Blake is recovering in hospital and is conscious, his family say. But his lawyers say it will take “a miracle” for him to walk again. The protests over Mr Blake’s shooting have at times turned violent, causing damage to property. Tuesday night’s incident was believed to have involved protesters against Mr Blake’s shooting and
armed men guarding a petrol station. Hours later, police in neighbouring Illinois said they arrested a 17-yearold on suspicion of first-degree murder. Announcing his move in a tweet on Wednesday, Mr Trump said: “We will NOT stand for looting, arson, violence, and lawlessness on American streets. My team just got off the phone with Governor Evers who agreed to accept federal assistance (Portland should do the same!).” Shortly following Mr Trump’s tweet, Wisconsin Governor Tony Evers said he had authorised 500 National Guard troops to support law enforcement efforts. Kenosha Mayor John Antaramian told reporters on Wednesday: “I am here today basically to, number one, inform everyone that we are not planning on letting this violence continue.

It comes as schools in Leicestershire became the first in England to reopen after the coronavirus lockdown. Head teacher Clare Darby said it “doesn’t help” when government guidance changes the evening before. Boris Johnson said the advice changed based on events in Scottish schools, He also blamed a “mutant algorithm” for recent exam results chaos. The use of face coverings in schools had been opposed by the government right up until Tuesday night. Visiting Castle Rock school in Coalville, Leicestershire, earlier, the prime minister said the abrupt change in policy was prompted by lessons learned from children returning to school in Scotland. He said: “As they discovered in Scotland, where they’ve had the kids in for at least a couple of weeks now, what they found was that it was raining outside, people were coming in and they were congregating in the corridors and the move to face coverings they thought was sensible. “What we are doing, following what the WHO have said, is we are saying, if you are in a hot spot area where there is a higher risk of transmission then face coverings in those types of areas outside the classroom. “But not in the classrooms
because that is clearly nonsensical you can’t teach with face coverings. You can’t expect people to learn with face coverings.” He also acknowledged the problems surrounding A-level and GCSE results. “I’m afraid your grades were almost derailed by a mutant algorithm,” he told them. “I know how stressful that must have been for pupils up and down the country.” But shadow education secretary Kate Green said: “Boris Johnson is shamelessly trying to avoid taking responsibility for the exams fiasco that his government created. “Responsibility for this shambles lies squarely with Downing Street and the Department for Education, who set out how they wanted the algorithm to work and were warned weeks in advance of issues, but repeatedly refused to address the problems they had created.” Schools across the UK closed on 20 March, except to children of key workers or vulnerable children. On 1 June, they began a limited reopening for early years pupils, Reception, Year 1 and Year 6. In Leicestershire and Leicester schools traditionally break up for summer a week earlier than other local authorities. Because of that, pupils have returned earlier than the rest of the country. In the city about 20 of more than 110 schools are reopening and about half of the county’s more than 120 have also returned - though some only with selected year groups. THREE US states are suing the Trump administration over changes to the US Postal Service (USPS) ahead of the November election. It is the latest development in a huge row over the federal agency, which is tasked with handling mailin ballots for the vote. The filing alleges “partisan meddling” is slowing deliveries, which could “endanger” election plans. Neither the White House nor the USPS have yet commented on the filing. Democrats allege that the head of the USPS, who was appointed by US President Donald Trump, has tried to deliberately “sabotage” the election with a series of recent reforms. Postmaster General Louis DeJoy has dismissed the allegations. The top Republican donor told senators on Friday that all ballots will arrive on time and announced the reforms would be delayed until after the election. But he has overseen the removal of mail boxes and reduced overtime pay for workers. An unprecedented number of US voters are expected to vote by post this year due to the ongoing coronavirus pandemic. Mr Trump has repeatedly made allegations that mail-in ballots will lead to voter fraud - something dismissed by experts and voting officials.

Hawaii, New Jersey and New York states are all plaintiffs in the lawsuit, as are the cities of San Francisco and New York. “Thanks to a series of sweeping policy changes beleaguered by partisan meddling, the independent agency has become a political football set to undermine a federal election,” the filing reads. It claims President Trump has “repeatedly, emphatically, and openly attempted to undermine mailin voting efforts”. Officials appointed by him meanwhile “eliminated or substantially altered” processes that kept mail delivered on time, leading to severe delays and a massive backlog. New York state Attorney General
Letitia James tweeted on Tuesday about filing the suit. “The slowdown is nothing more than a voter suppression tactic,” she wrote. Last week Maryland’s attorney general said more than a dozen states were considering legal action against the Trump administration. The US House of Representatives meanwhile has passed a bill for $25bn (£19bn) in funding for the USPS ahead of November’s election. The head of the Republican-led Senate however has said the body will “absolutely not pass” the bill into law. At the Republican National Convention on Monday Mr Trump again claimed that mail-in ballots could lead to fraud. In his speech he called it “the greatest scam in the history of politics”. (BBC)

Asher Faye Vander Sanden, 28, was permitted to fly home to Perth in Western Australia and hole up for 14 days at a hotel — but she instead traveled by truck to her partner’s home, according to the BBC. Australia has imposed intense state border regulations as it fights back a second COVID-19 wave. Overall, 25,203 cases of coronavirus have been reported in the country during the pandemic, including 549 deaths, according to Johns Hopkins University. Vander Sanden was traveling from hard-hit Victoria to Western Australia, according to the BBC. Elton John’s ex-wife ‘attempted suicide’ during their honeymoon SIR Elton John’s ex-wife, Renate Blauel, tried to take her own life during the couple’s honeymoon in 1984, according to legal papers filed at the High Court in London. Ms Blauel said she took an overdose of Valium after the star told her “the marriage was not working and that he wanted her to leave” three days into their stay in St Tropez. The claims emerged as part of Ms Blauel’s £3m damages claim against Sir Elton, over allegations he broke the terms of their divorce deal. The German-born sound
engineer was married to Sir Elton for four years, and has kept a low profile since the end of the marriage in 1988. But she filed legal papers earlier this year, after taking exception to the depiction of their relationship in Sir Elton’s 2019 autobiography Me, as well as in the hit movie Rocketman. The disclosures triggered longstanding mental health problems, her claim said. In response, Sir Elton’s defence acknowledged the existence of the divorce agreement, which both parties signed, but denied
any breaches or causing “psychological harm”. However, Ms Blauel’s lawyer, Adam Wolanski, said the star had prior knowledge of Ms Blauel’s struggles with “depression and anxiety”, and that the condition was “exacerbated by press interest in her and by publicity relating to her”. Taylor graces the cover of Vanity Fair’s September issue, painted by Michelle Obama portraitist OPRAH Winfrey’s magazine isn’t the only one using a coveted cover to honor the legacy of Breonna Taylor. For its September issue, Vanity Fair features an image of the Black woman who has become a symbol in the protests against police brutality, social injustice and systemic racism after being murdered by police in her Kentucky home in March. The late Louisville-based 26-year-old emergency medical technician is immortalised on the cover in a painting created by artist Amy Sherald. Sherald, whose only other commissioned work is a painting of former first lady Michelle Obama for the National Portrait Gallery in 2018, called the cover a contribution to the “moment and to activism.” The richly detailed image contains a gold cross chain necklace, and an engagement ring that Taylor would never get to wear. “I made this portrait for her family,” Sherald said in a behindthe-cover interview with the Conde Nast publication, which is renowned for its coverage of high society and celebrity culture. “I mean, of course
I made it for Vanity Fair, but the whole time I was thinking about her family…. Producing this image keeps Breonna alive forever.” On Monday, the company officially revealed the special issue which explores art, activism and power in 21st century America, guest-edited by best-selling, awardwinning author Ta-Nehisi Coates. Coates writes the September cover story, “A Beautiful Life,” about Taylor’s life and tragic death at the hands of police through the eyes and voice of her mother, Tamika Palmer. He drew from a series of interviews with Palmer in Louisville, retelling Taylor’s story “in a way that only a mother can,” the magazine said. Renowned photographer LaToya Ruby Frazier also traveled to Louisville to photograph Taylor’s family and boyfriend holding the engagement ring he was never able to propose with. “Partnering with Ta-Nehisi under the banner of Vanity Fair has been an honor, though the title “guest editor” is not honorary,” Jones wrote. “He is the driving force of this body of work, both creator and collaborator….

Judge rules Oscars academy had legal right to boot out Roman Polanski ROMAN Polanski is miffed about his latest Oscar snub. On Tuesday, the 87-year-old filmmaker lost his bid to be reinstated by the Academy of Motion Picture Arts and Sciences after it kicked him out in 2018, reported Variety. Polanski had sued the academy in 2019, claiming that he had wrongfully been expelled without a fair process. Polanski became a U.S. fugitive in 1978 after a guilty plea to raping a 13-year-old girl. Attempts to extradite him over a four-decade span have proven unsuccessful. In her ruling, Los Angeles Superior Court Judge Mary Strobel ruled that although the academy, which doles out Academy Awards, could have given Polanski a fair hearing it was well with its legal rights to give him the boot. “Board had cause to expel petitioner,” wrote Strobel. “While the board could have found the circumstances surrounding petitioner’s continued fugitive status, including his allegations of serious judicial and prosecutorial misconduct, mitigated the need for expulsion, the board’s decision is supported by the evidence, was not arbitrary or capricious, and was not an abuse of discretion.” Polanski’s attorney, Harland Braun, indicated that an appeal was unlikely and stated that his client’s academy membership was not important.

Berlin Film Festival to go gender-neutral with ‘Best Leading Performance’ THE Berninale is adopting gender neutrality. Organisers of the Berlin International Film Festival announced major changes for next year’s edition of the prestigious cinematic event. “For the first time, the performance awards will be defined in a gender-neutral way,” the festival directors, Mariette Rissenbeek and Carlo Chatrian, said Monday in a statement. The annual festival, commonly referred to as the Berlinale, is one of the world’s most important film gatherings, next to the Venice Film Festival in Italy and the Cannes Film Festival in France. Until 2020, the festival awarded the coveted Golden Bear for the best film, as well as a series of Silver Bears, which included prizes for best actors and best actresses. But starting in 2021, the acting awards will be replaced with a Silver Bear for Best Leading Performance and a Silver Bear for Best Supporting Performance. Additionally, the festival will no
longer award the Alfred Bauer Prize, named after the Berlinale’s founding director. The prize, offered to “a feature film that opens up new perspectives in the field of cinematic art,” had been suspended earlier this year, over allegations that Bauer was linked to the Nazis’ moviemaking bureaucracy, The Associated Press reported at the time. “The evaluation of an external specialist historical study on Alfred Bauer will be available in late summer and then published,” the directors announced Monday, adding that the Berlinale 2021 is “being planned as a physical festival.” “Festivals and markets are places of encounter and communication. JOB SUMMARY: The Chief Executive Officer is the chief executive of Invest Turks and Caicos and is responsible for the success of the organization. The CEO will ensure that the organization has motivated staff who produce positive results using best international practices. The position involves overseeing a staff of up to thirteen persons who are predominately highly trained investment professionals. The challenge is to build on the success of the Agency, communicate effectively with Government, and develop new policies and programs that attract and retain job-creating investments of all sizes and types. The successful candidate is expected to bring considerable international managerial or entrepreneurial experience to the position and be a communicator who is customer-focused and goal-driven. KEY OBJECTIVES: 1. To manage the day to day operations of Invest TCI through planning, organizing, coordinating, directing and controlling the functions of the Agency. This includes maintaining, modifying and implementing a rolling five-year Strategic Plan for the Agency, complete with annual marketing plans and budgets; monitoring financial and operational performance; and ensuring that the organization has a full complement of operating policies and procedures for both internal operations and for dealing with prospective investors and dailyoperations. 2. Climate change: Removing CO2 could spark big rise in food prices There have been more than 23 million cases of coronavirus infection around the world.
Hong Kong reports ‘first case’ of virus reinfection HONG Kong scientists are reporting the case of a healthy man in his 30s who became reinfected with coronavirus four and a half months after his first bout. They say genome sequencing shows the two strains of the virus are “clearly different”, making it the world’s first proven case of reinfection. The World Health Organization warns it is important not to jump to conclusions based on the case of one patient. And experts say reinfections may be rare and not necessarily serious. There have been more than 23 million cases of coronavirus infection around the world. Those infected develop an immune response as their bodies fight off the virus which helps to protect them against it returning. The strongest immune response has been found in the most seriously ill patients. But it is still not clear how strong this protection or immunity is - or how long it lasts. And the World Health Organization said larger studies over time of people who had previously had coronavirus were needed to find out more. This report, by the University of Hong Kong, due to be published in
Clinical Infectious Diseases, says the man spent 14 days in hospital before recovering from the virus but then, despite having no further symptoms, tested positive for the virus a second time, following a saliva test during airport screening. “This is a very rare example of reinfection,” said Brendan Wren, professor of microbial pathogenesis, at London School of Hygiene and Tropical Medicine. “And it should not negate the global drive to develop Covid-19 vaccines. “It is to be expected that the virus will naturally mutate over time.” Dr Jeffrey Barrett, senior scientific consultant for the Covid-19 genome project at the Wellcome Sanger Institute, said: “Given the number of global infections to date, seeing one case of reinfection is not that surprising even if it is a very rare occurrence. “It may be that second infections, when they do occur, are not serious though we don’t know whether this person was infectious during their second episode.” Prof Paul Hunter, from the University of East Anglia, said more information about this and other cases of reinfection was needed “before we can really understand the implications”. TECHNOLOGIES that can remove carbon dioxide from the air could have huge implications for future food prices, according to new research. Scientists say that machines that remove CO2 from the air will be needed to keep the rise in global temperatures in check. But these devices will have major impacts on energy, water and land use. By 2050, according to this new report, food crop prices could rise more than five-fold in some parts of the world. In the wake of the Paris climate agreement signed in 2015, researchers have tried to understand what keeping the world under a 1.5C temperature threshold would mean in practice. The Intergovernmental Panel on Climate Change (IPCC) reported on this question in 2018, and found that keeping below this temperature rise would require the world to reach net zero emissions by 2050 but would also need the removal and storage of large amounts of carbon dioxide from the atmosphere. One of the ideas on how to achieve this is called BECCS bioenergy with carbon capture and storage. It means growing crops that soak up CO2, then burning them for electricity while capturing and burying the carbon that’s produced. Critics say this idea would need the deployment of huge amounts of land which would reduce the amount of land for agriculture at a time of increasing global population. Another technology that has raised much interest is called Direct Air Capture (DAC), where machines pull CO2 directly from the atmosphere. A number of experimental installations of this idea have been successfully implemented, notably in Switzerland and Canada.

But there has been little research to date on how the deployment of DAC would impact crop and food prices. This new study looks at the large-scale deployment of a range of negative emissions technologies including DAC. The report says that the energy and water resources needed to drive these machines will be on a very large scale. DAC will need large amounts of heat to make the process work, say the authors. This would require energy equal to 115% of current global natural gas consumption. Water for DAC is also a significant cost by 2050, with the machines using 35% of the water currently used in global electricity production. And while DAC reduces the amount of land required, there will still be a need for significant amounts of energy crops and new forests. “I want to make clear that we’re not in any way trying to throw cold water on efforts to try and develop DAC,” says Dr Andres Clarens from the University of Virginia, who led the study. “I think DAC is really very important technology that needs to be developed.” “But in our simulations, what we

find is that the world doesn’t just go 100% all in on DAC, right? “Even under optimistic pricing scenarios for the technology, the world is still deploying a decent amount of BECCs, if you want to get to 1.5C. “DAC is not going to be the only thing.” According to the report, with widespread use of DAC, many parts of the world will see substantial price increases in maize, wheat and rice. The worst affected areas would be in sub-Saharan Africa which could see prices rise by 5-600% by 2050. India, Pakistan and many other countries in Asia could see three to five-fold increases, while Europe and South America could see prices double or treble. But some people involved in DAC reject the report’s findings, saying that the authors wrongly assumed that all air capture systems are the same. “We would like to point out that the paper only analysed liquid sorbent direct air capture technology whilst Climeworks has developed a solid sorbent technology that does not rely on the burning of natural gas or has a need for fresh water to deliver carbon dioxide removal from the air,” said Christoph Beuttler from Climeworks.

Having some caffeine in pregnancy ‘is fine’ WHILE mums-to-be and women trying for a baby should limit their caffeine intake, a couple of cups of tea or coffee a day is fine, say experts. Their comments come as a new research paper in a medical journal suggests there is no safe level in pregnancy. But the experts say that is alarmist. The NHS and many other organisations say consuming 200mg or less a day should not pose any significant risk in terms of miscarriage or growth of the baby while in the womb. The stillbirth charity Tommy’s has a caffeine intake calculator to help women keep track of their consumption. The controversial research paper, published in BMJ Evidence Based Medicine, looked at 48 studies on the topic. The author of that paper, Prof Jack James, a psychologist at Reykjavik University in Iceland, acknowledges that the work is observational, so can’t prove definitively that any caffeine in pregnancy is harmful. But he says his analysis, which links caffeine with harm, suggests avoiding drinks like tea and coffee

Oral sex linked to vaginal condition bacterial vaginosis ORAL sex may create an environment for a common vaginal condition called bacterial vaginosis or BV, according to research in the journal PLoS Biology. BV is not a sexually transmitted infection. It is an imbalance of the usual bacteria found in the vagina. Women who have it may have no symptoms, but some get a strongsmelling discharge. Researchers explored what effect mouth bacteria have on microbes that live and grow in the vagina. ABOUT BV BV is not usually serious, but should be treated because having BV makes women more vulnerable to catching sexually transmitted diseases and getting urinary infections. If the woman is pregnant, it increases the risk of premature birth. It is quite common and women who have it may notice they have an unusual discharge that has a strong fishy smell. You may notice a change to the colour and consistency of your discharge, such as becoming greyishwhite and thin and watery. Your GP or sexual health clinic could arrange for a swab test to see if you have BV. If the result is positive, it can be treated with antibiotic tablets, gels or

Sometimes this healthy balance can tip and let other vaginal microorganisms thrive. around your vagina The study in PLoS Biology showed how a common type of bacteria found in the mouth that is linked with gum disease and dental plaque may support BV. They did experiments in human vaginal specimens and in mice to look at bacterial behaviour. The mouth bacterium, Fusobacterium nucleatum, appeared to aid the growth of other bacteria implicated in BV. The researchers, Dr Amanda Lewis from the University of California and colleagues, say the findings show how oral sex might contribute to some cases of BV.
The odds of catching Covid-19 on an airplane are slimmer than you think, scientists say Sitting squeezed between a number of strangers on board an aircraft might feel like a risky position during these uncertain times. But according to some experts who point to the very few documented cases of in-flight transmission, the chances of catching Covid-19 while on board a flight are actually relatively slim. Fear of flying during the pandemic has drastically reduced global air traffic, which has also been restricted due to border closures. If new scientific claims are borne out, the perceived heightened risk of boarding an airplane could be unfounded. In one case, about 328 passengers and crew members were tested for coronavirus after it was learned that a March 31 flight from the US to Taiwan had been carrying 12 passengers who were symptomatic at the time. However, all the other passengers tested negative, as did the crew members. And while there have certainly been cases of infected passengers passing the virus on to an airplane’s crew or fellow travelers in recent months, the transmission rates are low. A study recently published in medical journal JAMA Network Open found evidence of the possible spread of coronavirus during a fourhour flight from Tel Aviv to Frankfurt in March. Two passengers developed infections after flying with a group of tourists who had come into contact with an infected hotel manager and also became infected, according to researchers from the Institute for Medical Virology at Goethe University in Frankfurt. The two who may have been infected were seated at the back of the aircraft, directly across the aisle from seven passengers who had unknowingly picked up the virus. An earlier flight from the UK to Vietnam on March 2, in which one passenger seemingly spread the virus to around 14 other passengers, as well as a crew member, is so
far believed to be the only known on-board transmission to multiple people. One explanation for the apparently low risk level is that the air in modern aircraft cabins is replaced with new fresh air every two to three minutes, and most planes are fitted with air filters designed to trap 99.99% of particles. Meanwhile, various new protocols have been implemented, such as facecoverings for both passengers and crew, which is mandatory on most airlines, temperature screenings, as well as more intensive cabin cleaning and limited movement in the cabin during flight. Arnold Barnett, a professor of statistics at the Massachusetts Institute of Technology’s Sloan School of Management, tried to quantify the odds of becoming infected with the virus while on board a short flight in a recent study that looked at the benefits of the empty middle seat policy. According to his findings, based on short haul flights in the US on aircraft configured with three seats on either side of the aisle, such as the Airbus 320 and the Boeing 737 -- and assuming everyone is wearing a mask -- the risk of catching the virus on a full flight is just 1 in 4,300. Those odds fall to 1 in 7,700 if the middle seat is vacant. “Most things are more dangerous now than they were before Covid, and aviation is no exception to that,” he tells CNN Travel. “But three things have to go wrong for you to get infected (on a flight). There has to be a Covid-19 patient on board and they have to be contagious,” he says. “If there is such a person on your flight, assuming they are wearing a mask, it has to fail to prevent the transmission. “They also have to be close enough that there’s a danger you could suffer from the transmission.” Barnett says he took all of these probabilities into account before determining an overall transmission risk. ‘Black people in America are scared,’ says LeBron James after Jacob Blake shooting LEBRON James said his “emotions are all over the place” after the shooting of Jacob Blake. Blake, an unarmed Black man, was shot multiple times in the back by police as he entered an SUV in Kenosha, Wisconsin. His three children aged three, five and eight were in the car, according to a family attorney. Footage of the shooting has emerged on social media, and James, who has passionately spoken out throughout the Black Lives Matter movement, said after the Lakers’ win against the Portland Trail Blazers that he had seen the video. “If you’re sitting here telling me that there was no way to subdue that gentleman, or detain him, or before the firing of guns, then you’re sitting here, you’re lying to not only me, you’re lying to every African American, every Black person in the community because we see it over and over and over,” James told reporters.

Tokyo 2020: Athletics must be creative if Olympic Games do not go ahead - Lord Coe WORLD Athletics president Lord Coe says the sport “may have to think out of the box” if the Olympic Games do not go ahead in 2021. The Tokyo Games have been pushed back a year because of coronavirus and Coe says there are “no certainties” they will happen on the new date. The two-time Olympic 1500m champion suggested other events could be organised to replace those cancelled. “I really hope we are in a position to deliver the Tokyo Games,” he said. Coe, speaking on BBC Radio 4’s Today Programme, continued: “We also may have to think slightly out of the box about how we might have to create other types of events if - I hope not - but if we have a very badly disrupted season generally.” The president of the London 2012 organising committee added that should the Games have to take place without fans, it would still be worth doing but that the idea did not fill him “with unalloyed joy”. Manchester United captain Harry Maguire to appeal Greek court verdict MANCHESTER United captain Harry Maguire will appeal a Greek court decision finding him guilty of assault, resisting arrest, and attempted bribery following an incident on the Greek island of Mykonos. The 27-year-old, who was represented by his lawyers in Tuesday’s trial, was handed a suspended prison sentence of 21 months and 10 days, according to Reuters. Maguire has continued to plead his innocence and released a statement Tuesday saying his family and friends were the true victims.
“Following the hearing today, I have instructed my legal team with immediate effect to inform the courts we will be appealing,” he said. “I remain strong and confident regarding our innocence in this matter -- if anything myself, family and friends are the victims.” Maguire had been on vacation in Mykonos with friends last week when he was arrested Friday morning following an incident with police. Haye-Smith aims to compete for the UK at 2021 Olympics NATIONAL sprinter Yanique HayeSmith is focusing her attention on attending the 2021 Summer Olympics. The ace athlete is hoping to represent the UK at the Games, which are billed from July 23 to August 8 in Tokyo, Japan. The 30-year-old, who continues to get better as she ages, told the Weekly News that she is working to make the mark in the 400-metre hurdles. “The Olympics has been rescheduled for next year and that is my main focus, so I have a goal to keep me motivated.” Haye-Smith, who has several national records, including the 400M hurdles, which she broke several times since switching allegiance from Jamaica, noted that the UK is the only option, if she wants to
qualify for the Games. “TCI does not have an Olympic committee/ not qualified as yet to compete at the Olympics. So because we are a British territory that allows us to go to the British Olympic trials.” KEEPING HERSELF ACTIVE AT HOME The ace sprinter, who normally competes in the US and Europe during this time, noted that she is elated to be Covid-19 free, but is sad that the pandemic has robbed her of many opportunities to earn. “This pandemic has affected everyone in the world and not only athletes like myself. Since the lockdown I still managed to continue my training at home which usually isn’t where I would be around this time of year in hopes of competing again somewhere.”

SERENA Williams said there were “really no excuses” as she was knocked out of the Western and Southern Open in the third round by Greek Maria Sakkari. Thirteenth seed Sakkari had trailed by a set and a break before beating the American 5-7 7-6 (7-5) 6-1. Sakkari will play Britain’s Johanna Konta in the quarter-finals. “It was tough,” said Williams, who will chase a seventh US Open singles title next week. “I literally should have won that match. There was no excuse. “It was hard, but I had so many opportunities to win, and I have to figure that one out, like how to start winning those matches again. “There is really no excuses, to be honest.” Third seed Williams, 38, had
started the match at pace, racing into a 5-2 lead after an early break of serve. But Sakkari, facing the 23-time Grand Slam champion for the first time, was then able to settle, levelling the first set at 5-5 before Williams took the next two games. It was Sakkari who earned the early break in the second set, going 3-1 up but Williams won the next four games to find herself serving for the match, moving just two points from victory before her opponent was able to break back and go on to send the match into a decider. From then on, the world number 21 controlled proceedings as frustration got the better of Williams, surging 5-0 ahead before wrapping up the win. “I’m kind of proud of myself that I came through that match just
because of my mentality and my fighting spirit,” Sakkari, 25, said. Williams added: “I literally put myself in this situation. “You know, it’s like dating a guy that you know sucks. That’s literally what I keep doing out here. It’s like I have got to get rid of this guy. It just makes no sense. It’s frustrating.” The Western and Southern Open, which Williams has won twice, is usually held in Cincinnati but was moved to Flushing Meadows in New York to create a two-tournament safety bubble that also incorporates the US Open, which starts on Monday. Williams, who earlier this month lost in the Top Seed Open quarterfinals in Lexington to world number 116 Shelby Rogers, will be seeking a record-equalling 24th Grand Slam singles title at the US Open.
