Urges them to return home and contribute to development

At a reception hosted for members of the diaspora on Monday, February 13th, 2023, Premier Misick and Deputy Governor Her Excellency Anya Williams had the opportunity to meet residents with lineage and
roots in the TCI and share plans with the diaspora to establish an office in The Bahamas in the first quarter of the 2023 financial year.
He also announced the appointment of two Diaspora Liaison Officers, Andrea Vernay Mills and Canon Curtis Robinson who will provide non-consular services to members of the diaspora.

Speaking at the reception which was held at Crypto Isles in Nassau, Bahamas and attended by Hon Philip Davis, Prime Minister of The Bahamas; Misick said: “The TCI has a booming economy at the moment, we are a tourismdependent country and we have tremendous opportunities, both in terms of the job market, but also for those who may have entrepreneurial abilities and skills and resources and network, those opportunities also exist for you.
“And what is happening at home at the moment is that we are accommodating large numbers to expand, from all over the Caribbean and North America for that matter.”
He stressed although the territory’s economy is on an even keel, the indigenous Turks and Caicos Islander population is dwindling.
He said: “And one of the issues we face today is with the franchise, we are already outnumbered in TCI, in terms of the proportion of our population
Misick underscored that the TCI is rife with investments, which will ultimately require a robust workforce to bring projects to fruition, and this presents a number of opportunities for members of the diaspora.
He continued: “I can tell you right now, by my reckoning, that probably we have a good problem in that TCI is very attractive for foreign investment.
“We probably have about $2 billion worth of investment in the pipeline at the moment, which means that over the next 5-10 years, we're going to require large numbers of workers at different levels.”
Misick told the gathering that the Government is currently investing heavily in developing its human capital to support the demand for a highly skilled and educated populace.
“That is investing huge money in scholarships in training and empowering our islands by providing grants and small business support, but there's only
so many of us, and as the prime minister correctly said, there are probably more Turks and Caicos Islands living in the Bahamas than living in Turks and Caicos.
“We have been lucky in that we have already recruited a number of persons from the Bahamas to work in the TCI including persons who have come back to take on middle management and management positions.
“Just in the last few months, we have recruited an electrical commissioner from Grand Bahama, also the person that is assisting us in developing our airport in Providenciales is Mr Smith, whose roots are from Turks and Caicos… and so the movements between the two islands to island states are happening whether we officially endorse it or not”, he added.

BY DELANA ISLESIt is now costing the government approximately $2,200 a head to return illegal Haitian migrants to their country, with $5 million spent for the 2022-2023 fiscal year.
This was revealed by Althea Been, Permanent Secretary within the Ministry of Border Security during a press conference late last week.
She explained that for the 20212022 fiscal year, $3.6m was spent on the detention and repatriation of illegals, which she calculated at about $2,352 per person.
“So far, this financial year we have expensed $5.1m which is coming to $2,200 per person.
This indicates that between 2021 and 2023, to date the government has spent approximately $8.7m on housing and deporting illegal Haitian migrants.

Currently, Haiti does not have a government having lost its last vestiges of elected representation when 10 senators’ terms in office expired, leaving the country without elected officials.

He said: “And I would be lying to you if I didn't tell you that's part of the selfish motive of extending and working hard to make sure that we expand our franchise by including Turks and Caicos Islanders, or people with TCI heritage to become a part of TCI because you qualify for status in TCI.
“We don't really know the size of our population but we estimated about 50,000, we have a census going on at the moment, and among them back to the issue of the franchise, about 9000 voters.
“That's a big fear that we have, that we could lose the franchise.”
Premier Misick acknowledged that as the Government encourages more people from the diaspora to return home, it is cognizant of some of the challenges this would
pose, one being adequate housing and accommodation.
In this vein, he explained that his Government is working to expand the housing market.
He said: “So the right thing to do to encourage freedom of movement, with the skills between the Turks and Caicos and the Bahamas, we already benefit significantly from the experience in the Bahamas, it's going to expand so rapidly that we estimate that we're going to need about 600 houses a year, at least for the foreseeable future.
“In inviting people from the Bahamas my greatest fear is the shortage of accommodation for people if you want to move there, and so the government is making some speed and trying to deal with that problem.
Musgrove said the last real conversation the TCI Government had with Haiti was during the last CARICOM Heads of Government meeting in 2022.
He explained: “The last elected government of Haiti was disposed of a few weeks ago, and even before that we have been having problems getting in connection with them. We hope there will be some dialogue during the next week in the CARICOM meeting… to find out where we are going and where they can put whatever forces they have in place to help us with this situation.”
Been added to the minister’s statement saying that the ministry continues to maintain diplomatic relations with the local Haitian consul: “We have to maintain those relations because our ability to repatriate depends on that.”
She said diplomatic relations remain strong to facilitate that as well as for the human rights element.
Minister Musgrove noted that the decision to suspend visas for Haitian nationals has had many triggers, chief among which were the increased number of irregular migrants attempting entry and an upsurge in violent crimes in the TCI.
Adding to that decision was a rise in the communicable and infectious diseases in Haiti, the hiring of illegal immigrants and persons not authorised to work in the TCI by unscrupulous employers; and a noticeable propensity of persons arriving in the islands who are violating the terms of their visitor’s visa by overstaying and engaging in gainful occupation.
However, he has assured residents who have complained that visas are still being granted, that all applications that were submitted before the January 11 moratorium will be honoured.

accepted by the Customer Service Department during this period which ends on July 10, 2023.
He stated that while it is regrettable that this measure had to be taken at all, the government is committed to doing all that is necessary to protect TCI.
Addressing the calls for ties to be severed with the troubled country, Minister Musgrove stated: “I want the public to understand that we are in a very precarious position in that we depend on the diplomatic relations between the TCI and Haiti in order to repatriate illegal migrants.
“Should those ties be severed, we would be forced to keep all migrants entering our borders illegally from Haiti, here.
“That means every boat, every interception, all 2,355 migrants repatriated for 2022/2023 would remain here.”
He said this would not be sustainable and TCI cannot afford to lose the option of repatriation.
“It is better for us to continue to tackle improving interception, dismantling organised human smuggling and eliminating the pull factor of illegal employment, to cut down on illegal migration, than to take knee-jerk decisions that could cost us our very country in the long run.”
Judicial Services Commission appoints judicial officers
– AG reminds public as “scandalous” WhatsApp message maligns CJ, DPP and other court officials
BY DELANA ISLESMembers of the public continue to walk a perilous line between freedom of speech and immediate jail time for Contempt of Court, as observed recently in a viral social media post maligning the Chief Justice and Director of Public Prosecution.
The offending messages were widely shared two weeks ago accusing the Chief Justice Mabel Agyemang of trying to manipulate the system to position the DPP Eugene Otuonye K.C. – a fellow African national – for further elevation within the TCI’s judiciary system.
The messages further disparage the characters of both individuals, as well as a third court employee, accusing the Chief Justice of favouritism in the appointment of judicial officers and the sidelining of others.
In a joint statement, the Hon Attorney General, Rhondalee Braithwaite Knowles OBE KC and President of the Bar Council, Selvyn Hawkins addressed the “unsupported, scurrilous and defamatory” accusations.
Setting the facts straight, the statement sought to educate the public – once again – that judicial appointments are made only by the Judicial Services Commission, a body that is independent of the Judiciary and the Government.
The statement reads: “The message inaccurately and perhaps deliberately ascribes to the Chief Justice's decision-making on appointments to judicial offices when the Constitution reposes that responsibility in an independent Judicial Service Commission that makes recommendations to, His Excellency the Governor.
“For a small jurisdiction, we have been fortunate in securing the appointment of experienced and respected judges. We need to be able to continue to attract such candidates in future.
THE TOURIST BOARD SAGA
“That means that judges and those involved with the administration of justice are to be accorded the respect which they and their office deserve. If there is to be a comment on the conduct of the judiciary an abundance of care must be taken to ensure that any such comment is fair, and it must be scrupulously accurate. The administration of justice should not be brought into disrepute.”
The Attorney General and President of the Bar Council stated that they are united in their opposition to this kind of harmful, inaccurate and offensive publication in any and all manner.
“We work closely with the Hon Chief Justice and members of the Judiciary and wish to clarify in the minds of all right-thinking persons that the contents of that WhatsApp message are not only inaccurate in the legal sense but unfair in that the power to appoint lies with the JSC and not the Hon Chief Justice.”
The statement further clarifies that when inaccurate or even personally insulting public comments are made about the judiciary, it is impossible for judges to answer because inevitably it would mean commenting on a case to be tried, which is being tried or has been decided.
“It is part of the accepted role of judges that they cannot descend into public debate to correct misleading, scandalous or false criticism.”
However, part of that same code requires that, when judges are attacked unfairly, the Attorney General and other senior law officials should address such matters to prevent the public’s view of the judiciary and the administration of justice from being undermined.
“In extreme cases, if the judiciary is scandalised, it has historically been the role of the Attorney General to bring those in contempt before the courts to be punished.”
The recent termination of several employees at the Tourist Board is being seen as a betrayal of the people's trust by the PNP government, a move that has historical origins. Hon Edwin Astwood, Leader of the Opposition has once again strongly voiced his disapproval of the dismantling of the Board to make way for the government's muchtouted Destination Management Organisation (DMO).
Astwood spoke against the move after 17 tourist board employees were made redundant on February 3, as the government forges ahead with the transition.

It’s hard to replace the hard work and the promotional genius of the Tourist Board but if it is done it will hopefully be done in a responsible manner.
If it’s not broken, don’t fix it
TCI’s tourism is surging and the Tourist Board has been instrumental in bringing attention to these shores. Why make this move now? Is this such an important policy change? To many, it’s a gamble that is not needed.
Typical of the PNP
Classic PNP move. Throughout the political history of the PNP party, one can conclude that it has singlehandedly misappropriated most, if not all of TCI’s national assets. The party and its operatives have developed a reputation of arguably the most skilled group of people when it comes to divesting the TCI and its people of anything that has the potential for sustainable longterm benefit for generations to come.
Every deal when you examine it has the DNA of selfishness and greed to benefit just a few people
and it is usually the same families and friends. This kind of behaviour needs to change and not be encouraged. It’s wrong and wrong on all levels.
Tourism is our lifeblood
Does betrayal mean appointing a less competent and experienced team? If the present government's ambitions are achieved, we might survive an unforeseen crash in the USA. If we break the tourist industry our economy is doomed.
Confused
I do not think the termination of the employees is the real issue. The employees will be given the opportunity to apply for jobs in the new DMO, although I accept that there is no guarantee if they are doing a good job then they should stand a fair chance of being hired. The issue is the DMO itself. I saw a statement recently by Hon Ralph Higgs and there is much truth in what he says.
According to the statement, “I am not aware of a single country in the Caribbean, or in the world for that matter, which has seen the growth that TCI has realised on the small budget the board has had to work with, then demolish the said organisation like you and your government are proposing”.
The voting public fully agrees with his sentiments.

Security and border protection ties with US, UK and Bahamas bearing fruit –
Governor says Canada is now onboard
BY DELANA ISLESBorder security continues to be a top priority for the TCI, with significant collaborative ties being made and strengthened, most recently with the United States Government.
On Thursday, February 16, Governor Nigel Dakin met with a delegation from the US that included senior representatives from the National Security Council, the Vice President’s Office and the US State Department.
He said the subject was “how we could work ever closer on irregular migration”.
Further details on this meeting are expected to be shared with the public soon.
Last week, the Border Security ministerial team, along with police and regiment officials spoke extensively about the illegal migration and human smuggling issue that plagues the Turks and Caicos Islands.
That meeting revealed that the government has already surpassed what it spent in housing and deporting illegal migrants in this the eleventh month of the financial year. This figure, $5.1m, is significantly higher than what the territory spent in the previous financial year $3.6m.
The upsurge in illegal sloop arrivals has also significantly risen, due in no small part, and according to some, directly related to the unrest and violence in Haiti, a country without an elected government.
The Governor said: “In December and January, alone, we arrested and repatriated 690 irregular migrants at sea, that’s close to 1.4% of our population. Last year we repatriated about 6% of our total population to Haiti.”
He noted that although the TCI is good at what it does in terms of capture at sea, the challenges are regional, and so must be the solutions.

Church Folly Bridge
reopens; no heavy-duty equipment allowed
The Church Folly Bridge in Grand Turk has reopened to vehicular traffic following road work, however, heavy-duty equipment operators are being urged to avoid using the bridge for another two weeks.
The Public Works Department within the Ministry of Physical Planning and Infrastructure Development in a statement last week urged heavy equipment operators to avoid this route and use of the bridge for another two weeks (i.e. after February 24, 2023) “to allow the structure to reach its full curing strength”.
Coupled with this, the Public Works Department disclosed a collaboration with the Ministry of Home Affairs which will see the closure of West Road Bridge
from Coalbrooke’s corner to Town Tiger’s Bar from Monday, February 13, 2023, to facilitate planned bridge work in that area.
The Department said: “As an alternative, the public is encouraged to make use of the road leading toward the Bohio “Dive Resort by way of Town Tiger’s as well as the bypass road just outside Ona Glinton Primary school.
“Please ensure that the appropriate precautions are taken and drive safely.
“The Ministry of Physical Planning and Infrastructure Development, PPID, takes this opportunity to thank you in advance for your patience and understanding once again, as we strive to better serve you.”

Recounting the support the TCI has received in recent months and weeks, Governor Dakin stated that the US aircraft are now based here almost permanently helping TCI survey the oceans, a deployment that was supported by the United Kingdom.

“There is a US HSI agent here permanently supporting
our immigration ministry’s investigative efforts. Encouragingly, the Canadians made a similar offer to support us, today (February 16). More on that another day.”
The UK, meanwhile, is facilitating the build of the TCI Regiment including Sandhurst training, basic training teams and deploying a permanent instructor from the ‘Rifles’.
The UK Home Office also has a team on island working out the business case to bring in e-borders and e-gates as the Immigration Ministry moves towards finalising a Border Force, the Governor
revealed.
Additionally, The Bahamas has lent its policing capabilities, reinforcing TCI’s Police Tactical Unit, and the UK has sent detectives to bolster the Island’s criminal investigations.
The Governor said the UKtrained intelligence operation against serious crime is delivering. Also, TCI’s police and regiment ‘Ship-Riders’ can now operate on Bahamian vessels that operate closer to TCI shores, and as revealed by the Governor he will be meeting a delegation from the Bahamas military on Friday, February 17.

Two diaspora liaison officers appointed in The Bahamas
The appointment of Andrea Mills and Canon Robinson as diaspora liaison officers in the Bahamas is a determined step forward in the TCI Government’s plan to grow the local population through its familial Bahamian ties.
Members of the Government who are currently in the Bahamas for the CARICOM Heads of Government meeting this week took the time to solidify their intention with the appointments.
Noting the historically strong ties between the two countries, Premier, Hon Charles Washington Misick noted that members of the TCI diaspora are spread far and wide; however, a large contingent resides and holds prominent positions in the Bahamas.
“It is with that knowledge, and in the interest of expanding our human capacity, my government is progressing the establishment of a diaspora of the Turks and Caicos Islands office in the Bahamas. This initiative will restore links to the diaspora and open a line of communication to gauge interest in returning home, to invest and to contribute to the development of the Turks and Caicos Islands.
“Our diaspora liaison officers, Canon Robinson and Ms Mills
are no strangers to us, and I am confident that they will both work closely with the Ministry of Immigration and Border Services, the Ministry of Home Affairs, the Attorney General’s Chambers, and my office to assist our diaspora with non-consular requests, recruitment, and investment opportunities.”
A press statement on the appointments gave a brief history of both appointees.
Andrea Vernay Mills is a direct descendent of South Caicos who has lived in Nassau, Bahamas for most of her life. She has over 30 years of experience in formal education and currently serves in public relations and school administration roles as well as a research coordinator for a leading Bahamian publication.
Given her family history and extensive knowledge of descendants of the TCI in the Bahamas - Mills, a respected planner and property manager- will be a valued asset in providing non-consular liaison services to the diaspora.
Canon Curtis Robinson was born on the island of Grand Turk and received both his elementary and secondary education in the Turks and Caicos Islands. He and his family currently reside on the
island of Grand Bahama in the city of Freeport.
Robinson was an educator in the Bahamas’ Ministry of Education for more than 41 years and a member of the clergy in the
Anglican Diocese of the Bahamas and the TCI since 1979. He also possesses a vast knowledge of and experience with descendants from the TCI and the Bahamas professional and
religious communities. More details on the official opening of the TCI Diaspora Office in New Providence is expected before the end of the first quarter of 2023.
TCI to host CTO’s State of the Industry Conference in October
The Turks and Caicos Islands will host the Caribbean Tourism Organization’s State of the Industry Conference (SOTIC) from October 8-14, 2023.
The State of the Industry Conference is CTO’s annual event, where Caribbean Tourism practitioners, policymakers and strategic partners gather to discuss issues, derive solutions and generally develop a course of action that will benefit the tourism industry in their respective
countries and by extension the Caribbean.
Minister of Tourism, Environment, Heritage, Maritime and Gaming, Hon Josephine Connolly, who is also the Vice Chairman for the British Overseas Territories on the CTO’s Board of Directors, made the announcement.
It was made during the 81st Meeting of the CTO’s Council of Ministers held on February 9, 2023, in Curacao.

to the meeting said: “I am pleased to host this premier conference in no other place than the Turks and Caicos Islands, where we will gather to not only discuss issues affecting the tourism industry, trends and best practices but where major networking will take place, it is important that we gather as a region along with industry partners to strengthen links and position the entire Caribbean for further growth and development.”

included Acting Director of Tourism, Ms Mary Lightbourne, Mrs Clara Gardiner, OBE, recently appointed Chair of the Tourist Board and Personal Assistant to Minister Connolly, Ms Leandra Missick.
The CTO’s Tourism Ministerial Council is a governance body that meets regularly and is comprised of Ministers and Commissioners of Tourism, Secretaries of State for Tourism and representatives of the highest policy-making body in the organisation.
The meeting, chaired by CTO Council of Minister Chairman, Hon Kenneth Bryan of the Cayman Islands Government focused on approving work plans, budgets and strategic proposals for the organisation.
Hon Connolly currently serves on the CTO’s Executive Committee as the Vice Chairman for the British Overseas Territories.
The CTO’s 81st Council of Ministers meeting concluded on Sunday, February 12.
Agriculture minister impressed with Cayman’s hydroponic container farm
Agriculture Minister Hon Josephine Connolly, recently visited the Primitive Greens containerised hydroponic farm in the Cayman Islands on Monday, February 13, 2023.
This comes as the government, in its quest to make Turks and Caicos a more food-secure nation, is exploring various avenues to modernise and ensure the country has a consistent food supply.
To this end, Minister Connolly led a delegation to the Cayman Islands which included Permanent Secretary Wesley Clerveaux and Director of Agriculture Wilhelmina Kissoonsingh, to explore the Primitive Green Farms containerised facility and witness first-hand the growing operations, a statement from the Minister’s office said.
The delegation was also looped in on Primitive Greens' plans for expansion, which include the generation of solar energy to support the containerised farm, which would bring the cost of production down so that the price of the produce marketed to consumers will be significantly lower.
A container farm, or freight farm, is a climate-controlled hydroponic farm with a vertical farming system built inside a shipping container that produces a variety of leafy greens.
Primitive Farms explained that they produce an average of 1000 heads of lettuce per week out of one shipping container.
This is then sent straight to market, so the consumer gets farm-fresh local produce that is pesticide-free and full of nutrients.
The modular and stackable design, which also requires little
space compared to traditional farming and can be placed almost anywhere, makes it easier to scale a vertical farming business compared to other farming methods.
Primitive Greens' plan to encase a number of containers in a Category 5 hurricane-proof warehouse also means that food production and thus food supply will be uninterrupted if the island is hit by hurricanes.
Minister Connolly, in view of the operation, said: “The Government remains resolute in its quest to ensure sustainable food security for the Turks and Caicos Islands and our people.
“The potential of hydroponics, such as the approach presented by Primitive Green, as well as other strategies currently being implemented by the agriculture department, including but not limited to promoting and facilitating "back-yard gardening," is a step in the right direction.
The TCI delegation was pleased to see the fully computerised farm and learn about the Primitive Greens plans, which have the potential to not only ensure self-sufficiency in green leafy vegetables but also to attract young people into agriculture due to the technology.
In the government’s People Plan for Empowerment, it was recognised that "the global food systems are complex, and the volatility of the supply chain, diminishing resources, climate change, geopolitical tensions, and pandemics cause a mismatch between supply and demand." This puts the cost of nutritious food beyond the reach of ordinary people.

companies. I also do the same thing with restaurants for lunches. I spread my lunches around with different restaurants rather than supporting only one restaurant. Sometimes we take on more than we can handle. Rather than sharing with others, we try to secure everything for ourselves and sometimes we are unable to deliver because we have more than we can handle. If you know you do not have the resources to deal with the demand, be upfront with the individuals and even refer
them to others. I know some may say that does not sound realistic but it is true. I also believe it pays off because I know what goes around comes around.
In addition, customers that are getting great services from people, publicise it so that others can patronise that business too.
Furthermore, if someone approaches you for a service, refer them to people you know that offer the service. Don’t go and form your own company just to get the business. You know that is not your field, but you want to keep everything for yourself.
Sometimes, when a new company comes on the scene, some of the competitors may do all they can to block others. Let those people do their business. Some of you have enough business to share with others. Furthermore, competition is healthy and will help you to improve and grow your business. Focus on your
business and stop trying to destroy the competitors.
Too many times, we only share with people of the same colour or nationality. On the other hand, some of us do not even share with our own because we do not want to see our brothers and sisters prosper.
Give people a chance. Try them by giving them at least one opportunity.
Some people have gone to extremes to ensure that some people do not survive. There must be a point in our lives where enough is enough and when enough is enough, allow other people to participate. Some companies have to bring in additional people to meet their demands while others are suffering and longing for an opportunity.
If more of us learn to share with others rather than take everything for ourselves, I believe more of us will live in harmony.
How can the TCI cope with the constant increase in oil prices?
As our monthly power bills continue to balloon, it serves as a reminder that global oil prices are steadily climbing and it is inconceivably frightening to know that consumers would not survive such harsh price hikes if this trend prolongs.
The macro-economic effect, notably inflation, is already taking a toll. Still, lawmakers are hesitant to pursue strategies to stabilise the high domestic oil prices we’re paying for in power and at service stations.
More so, as price becomes unsustainable, it evokes a sense of nostalgia. If we’re not careful we might be forced to go back to cooking on firewood. Similarly, these untenable prices could

The far-reaching price trend suggests crude oil could soon wobble into a deficit. As reserve production capacity began to ebb, it will create an imbalance between supply and demand, touted Goldman Sachs’ top commodity analyst, Jeffrey Currie, in a recent event in Saudi Arabia. This is in
addition to a lack of investment to sufficiently secure future productions worldwide.
These phenomena could tip the oil market into grave supply shortages and; therefore, the price per barrel of Brent crude oil could soon reach $100. Meanwhile, rising demand from China; coupled with, sanctions on Russia’s oil could compound the deficit.
Echoing similar concerns about the industry’s insufficient spending and the impact of US oil sanctions on future oil production, is Saudi Arabia’s Energy Minister, Abdulaziz bin Salman. Assertively, the minister is promoting these sentiments to downplay Saudi Arabia’s role in hijacking total production; hence,
exhibiting a sense of corporate greed.
Despite these drawbacks, the TCI government has policy options for coping with escalating oil prices. Ideally, lawmakers can adopt a price-based policy, which would determine who bears the cost of higher prices and chiefly the allocation of subsidies and standards to reduce domestic costs.
The first broad strategy charges only a fraction – or none – of the increased cost to the consumer and finances the subsidy through the national budget, or lowers the financial gains of oil companies.
Another strategy is, regulating the price so that petroleum supplying companies receive a lower margin for each unit sold.
Besides, energy efficiency improvement and diversification of non-petroleum energy sources can correct the current dilemma. As a net importer of oil, the most common alternative for the TCI is renewable sources, such as solar and wind, and bio-fuel, which are gaining popularity.
However, in the event of severe supply disruptions, policymakers must ensure oil stock levels of no less than 90 days of net import, exclusively for emergencies and commercial purposes. More so, stocks can be held in other countries under bilateral agreements in meeting TCI stock holding obligations and energy security of oil supplies.
Noteworthy, if the government pursues unpopular policies, such as disqualifying subsidies on petroleum, because of increased fiscal strain it will encounter opposition and possibly a political upshot.
The global oil market remains tight according to Saudi Aramco, the world’s largest oil producer and this news does not bode well for the TCI which relies heavily on fossil fuels.
Although there is no universal strategy to deal with soaring prices, given the diverse circumstances surrounding this ordeal, a combination of strategies is encouraged to effectively balance the surge.

Over the last several weeks we have established a few things. Firstly, as the lights on your dashboard, govern how you treat your vehicle (the gas gauge indicates ‘low’ you fill it up), you must pay attention to the physical, mental, emotional, relational, work, moral, and spiritual lights in your life. If you find that simple tasks take longer than usual to accomplish, that means you need to adjust something in your work life.
If you cannot be happy with the successes of others, your emotional tank may be empty. The second thing we established was that when our life is plagued by feelings of unworthiness and hopelessness becomes the order of the day, it is usually because of the lies we believe. Chief among them is that we aren’t good enough. We are reminded to refute the lies with the truth of God’s word and believe what he says about us. We are fearfully and wonderfully made and God loves us unconditionally. We are well on our way to transforming our lives, but we must pause to acknowledge the importance of rest.

Acknowledge where you need help, seek God’s guidance and rest on his promises never to leave you or forsake you, (Deuteronomy 31:8) and to be your refuge and strength (Psalm 46:1). Just as God expects us to work and care for our families, he expects us to relax and enjoy his beautiful creation. He created beautiful beaches, He also created night for us to sleep. We read in Psalm 127:1 It is vain for you to rise up early, to sit up late, to eat the bread of sorrows: For so he giveth his beloved sleep. Here are a few ways in which you can fully enjoy the benefits of rest.
SLEEP
A. According to webmd.com reducing your sleep time by as little as 90 minutes a night can lead to a reduction of 32% in alertness.
Not getting enough sleep leads to decreased memory and ability to process information, increased moodiness, and conflicts which lead to stress on relationships, greater risk of injury at work or vehicular accidents, and a decrease in overall quality of life. Even your ability to make money is impacted by sleep as your creativity and productivity decrease.
B. Tips on getting better sleep include;
1. Find a routine – As much as possible, go to bed at the same time, and follow a procedure that your body would recognize its time to sleep (brush teeth, put on jammies, kiss kids, stretch, smile, set temperature of the room)
2. Exercise – do light stretching exercises before sleeping
3. Pray – Turn off the day’s events by giving them to God in prayer and put tomorrow in God’s hands.
4. Stay away from all social media
for at least an hour before going to sleep.
2. Take One Day off Per Week
a. If your work schedule allows for a day off, do not use the day to single-handedly rearrange the furniture in your house, cut down the trees in your yard, or take on other people’s problems beyond your capacity to help them. Rest. Do the things you enjoy, spend time with family and friends, and worship God.
3. Take Retreats
a. Once a quarter take a day to be alone. Periodic times of
solitude help your memory, mood, personality, and friendships (Leon Neyfakh, The Power of Lonely”). Avoid using your computer or viewing social media during these times, pray, meditate, read God’s word, and worship.
4. Take Vacations
a. Make the most of your vacation days. If you do not have the money to take a cruise or visit the wonders of the world, that’s okay. People travel from near and far to vacation where you live, here in the beautiful by nature Turks and Caicos Islands. Visit the other islands, enjoy the beaches, feel the sand between your toes, watch the birds, and enjoy nature. Spend some time just gazing at God’s beautiful creation.

Road safety: Transforming the way we move

In the recent past, tremendous growth has been observed in traffic patterns in both Grand Turk and Providenciales, how long will this be sustainable before it becomes a nightmare?
Ports Authority kick-start its Change Programme Initiative
Over the past few years, significant strides have been made in the enhancement and rebuild of the infrastructure of TCI’s main seaports, and now the Ports Authority is ensuring their staff are equipped to deal with the changes within the port system.
A statement from Deputy Director of Ports Authority, Shawna Lewis stated that with the redevelopment of the port system, the organisational culture must be adjusted to accept the changes being made within the entire port system.
As such, the Authority engaged the services of Desiree Adams Training (DAT) agency, a local professional training and consultancy company to facilitate a Change Management Consultancy. They commenced work this February and will conclude in December.
The agency will provide an assessment of the Port Authority’s capacity and readiness for change; prepare an organisational change management plan, including
training and coaching programmes that support the change programme; and develop a communication plan that retains transparency with staff.
They will engage extensively with the Port’s management and staff during the year to ensure owner and buying to the change initiative; and will be responsible for executing, monitoring and adjusting the change management plan, training programme and communication plan.
Transforming Ports System to Modern Standards
The rebuilding of the port system started with Grand Turk and is ongoing, with projects under contract in North Caicos and South Caicos.
The Bellefield Landing masterplan was finalised and will guide the development of the port in North Caicos. The groundbreaking of the Providenciales Office Block marked the beginning of the redevelopment of South Dock, Providenciales, and phase one and two of this project is expected to commence in the
upcoming months.
In March 2022, the Port Authority’s Board of Directors approved the Three-Year Strategic Plan (2022-2025).
The Strategic Plan commits the Authority to several activities and initiatives, each of which implies significant change within the organization such as an organisational restructuring, rebuilding of the port infrastructure and port digitalisation and information technology.
Initial steps have been taken towards change through in-house training programmes to build staff capacity in financial management and project preparation, ad hoc team-building training seminars and staff exchanges.
A Culture Card which includes the goals and values of the organisation has been introduced so staff can gear their work plans to achieve organisational goals. The Culture Card initiative was followed by an ‘I AM PATCI’ poster which reinforces the organization’s values.
With the trajectory the country is on, it is simply not safe for commuters, cyclists and pedestrians alike, in Grand Turk or Providenciales and eventually North Caicos.
We have got to start thinking “big picture” here, rather than a knee-jerk reaction to situations that could end up becoming detrimental to motorists or causing a strain on the public at large.
Case in point: Whilst the government was on the right track with regulating aged old vehicles and banning of used tires from an environmental perspective, many still question whether we put the cart before the horse on this one.
Perhaps, it’s time to start planning for traffic lights in select locations. Roundabouts are still doable, but it’s confusing to some and will not suffice in certain areas. Soft introduction of stop signs could also be a temporary solution, but adaptation will take time as it will be a cultural change in driving habits.
On the major highways and streets, there is no such thing as an absent dedicated bike route not shared with traffic which is pretty risky. Road traffic department should take a closer look into such areas and highlight the need for government to provide more secure bike paths.
There are a number of viable solutions. For example, can we repurpose coastal roads and select pathways for cyclists and pedestrians?
With the limited number of roads, are we at a point where a cap needs to be placed on the number of motor vehicles one business can operate while allowing others to share in the growth and development?
Is it time to conduct a feasibility study on traffic patterns and a way to transform the way we move?
This can be done by bringing in a consultant to predict and provide models of transport planning to work from.
The Leeward Highway in Providenciales and Lighthouse Road in Grand Turk, are all good examples to start with. They are the main arteries into town and a constant flow of traffic. With those roads being critically needed thoroughfares, what long-term plans are in place to help ease rush-hour traffic woes? This is especially concerning for residents during the busy season in Provo or multiple cruise ship days in Grand Turk. At times, golf carts, hummers, and ATVs could be lined up for quite a stretch.
With limited land space available, in order to expand the roads in certain areas, in all likelihood it will have to involve encroaching on eminent domain in Provo or the Salt Pounds in Grand Turk.
Perhaps, completing the Tarmac Road on the ridge in Grand Turk could offer an alternative route to the lighthouse or erecting an overpass in the downtown area in Providenciales, may ease the bottleneck traffic and make it safer for pedestrians trying to cross that busy highway.
We have got to start thinking long-term and put measures in place to proactively manage traffic in such a way that reduces the estimated crash potential.
With the advances in information technology and available closed-circuit television (CCTV) cameras on the streets, we should be collecting and analysing data to support our future growth and development in this critical area.
TCI hospitality and tourism college students to tour Europe
Hospitality and Tourism Management students from the Turks and Caicos Islands Community College (TCICC) are gearing up to embark on a 12-day educational tour across Europe.
The students will get an opportunity to explore future career options, enhance their Curriculum Vitae (CV) and build a portfolio and network professionally during their upcoming educational tour to
Switzerland, Spain and Italy.
President of the TCICC, Dr Candice Williams made this announcement during a press conference held on Friday, February 3 at The Grace Bay Club.
To fund the trip, the TCICC has set a goal of $60,000 and has since received over fifty percent of its total from corporate sponsors. This was made possible through food and beverage fundraising events hosted by Grace Bay Resorts.
In keeping with this, on Friday the Wine Cellar, a long-time corporate partner of TCICC, presented the college with a cheque for US$10,000, which Grace Bay Resorts matched in an effort to help the group to reach its goals.
Dr Williams expressed gratitude for the invaluable partnerships and collaborative efforts shared with The Wine Cellar and the Grace Bay Resorts.
She said: “These partnerships have allowed the college to put its vision within reach and to realise its goal of providing quality education and training.
“This 12-day European tour will provide students with firsthand experiences, professional opportunities, personal growth and a holistic understanding of tourism beyond the shores of the TCI.”
She added that: “While in these European countries, the Hospitality and Tourism Management students will garner an in-depth knowledge of tourism and travel, tourism sights and attractions, historical and cultural tourism, food and beverage and architectural design while fully immersed in the rich culture of these renowned cities.”
Chair of the Faculty of Hospitality and Tourism Management, Michelle Hosten who echoed similar sentiments said the tour will take the students to some of the most romantic, scenic, culturally enriched, and cuisine-diverse societies across Europe combining the elements of what is taught in the classroom with real-life experiences.

TCI Appellate Court welcomes two new Justices of Appeal
His Excellency, Governor Nigel Dakin has confirmed the appointments of Justice Jacqueline Cornelius-Thorne and Justice Bernard Turner to the Turks and Caicos Islands’ Court of Appeal.
The two officially commenced their duties on February 1, 2023, and will serve until January 31, 2028.

The Hon Mr Justice K. Neville Adderley as acting President; Mrs Justice Jacqueline CorneliusThorne as Justice of Appeal and Mr Justice Bernard Turner as Justice of Appeal.
Justice Cornelius-Thorne – wife of prominent, former SIPT attorney Ralph Thorne KC – is a native of Barbados, while Justice Turner is a native of the Bahamas.
The two were appointed by the Governor upon the recommendation of the Judicial Services Commission.

She was a Pegasus Commonwealth Scholar at Trinity Hall, Cambridge University, where she gained a LLM (Commercial Law). She has taught at the Faculty of Law as the course director for Revenue Law and Insolvency Law and has taught or tutored family, administrative, and contract law.
Her commercial law expertise has been utilised in many organisations in Barbados including the Board of the Central Bank, and Advisory Committees on International Business and mutual funds. She is currently part of the committee to reform the insolvency law legislation in Barbados and is the supervising
judge in the commercial division of the High Court.
Justice Cornelius Thorne has extensive experience in the criminal court and was the only Barbadian member of the Advisory Committee on Guidelines for Sexual Offences Cases, a Judicial Reform and Constitutional Strengthening (JURIST) Project funded by the Government of Canada and managed by the Caribbean Court of Justice.
She is an active trainer and frequent speaker on bias and gender-sensitive adjudication and drafted the Gender Protocol for Barbados.
Justice Cornelius Thorne is also one of the Founder Members of the Caribbean Association of Women Judges and sits on its executive committee as a Vice President. She is a member of the International
Association of Women Judges and a member of its Human Trafficking Committee.
Justice Bernard Turner, a 1987 graduate of the Norman Manley Law School, Kingston Jamaica, has been a Judge in the Supreme Court of The Commonwealth of The Bahamas since December of 2009.
He was appointed a Senior Justice in The Bahamas in October 2020. Senior Justice Turner served as Crown Counsel in the Office of the Attorney-General since 1988 and was appointed the DPP in 1999, where he served for 10 years.
He is presently the Senior Judge in the Criminal Division of the Supreme Court. He chairs the committee for the design and installation of an electronic Bail Management System in The Bahamas, is one of three committee chairs responsible for
the relaunch of a Digital Recording System within the court system of The Bahamas, is a member of the Executive Committee of the Supreme Court, and a member of the Judicial and Legal Services Commission of The Bahamas. Prior to joining the Judiciary, Justice Turner was a trained AntiMoney Laundering and Combating the Financing of Terrorism Examiner, a CFATF Mutual Examination AML/CFT Examiner and Trainer, and an IMF Short Term Consultant on Assessing the Quality and Consistency of AML/CFT Reports. He also chaired the 2002 to 2004 Commonwealth Working Group on Asset Repatriation and was the Bahamian designated expert on the Committee of Experts on the Implementation of the Organization of American States Corruption Convention.
Nicola Sturgeon says time is right to resign as Scotland’s first minister
Nicola Sturgeon has announced she is resigning as Scotland’s first minister after more than eight years in the role.
The Scottish National Party leader said she knew “in my head and in my heart” this was the right time to step down.
Ms Sturgeon said she would remain in office until her successor was elected.
She is the longest-serving first minister and the first woman to hold the position.
Ms Sturgeon insisted her resignation was not in response to the “latest period of pressure”, which has included controversies over gender reforms, trans prisoners and the strategy on independence.
She acknowledged there had been “choppy waters”, but said her decision had come from “a deeper and longer-term assessment”.
“Since the very first moment in the job, I have believed that part of serving well would be to know, almost instinctively, when the time is right to make way for someone else,” she said.
“And when that time came, to have the courage to do so, even if
many across the country, and in my party, might feel it too soon.
“In my head and in my heart I know that time is now. That it is right for me, for my party and for the country.
“And so today I am announcing my intention to step down as first minister and leader of my party.”
The first minister said she had been struggling with conflicting emotions since around the turn of the year.
“I get up in the morning and I tell myself, and usually I convince myself, that I’ve got what it takes to keep going and keep going and keep going,” she said.
“But then I realise that that’s maybe not as true.”
She said there were two questions - whether carrying on was right for her, and whether it was right for country, her party and the cause of independence.
Ms Sturgeon said the answer to both questions was no.
“We are at a critical moment,” she said. “The blocking of a referendum as the accepted, constitutional route to independence is a democratic
outrage.
“But it puts the onus on us to decide how Scottish democracy will be protected and to ensure that the will of the Scottish people prevails.”
She said that support for independence needed to be “solidified” and to grow further.
“To achieve that we need to reach across the divide in Scottish politics, and my judgement now is that this needs a new leader,” she said.
Nominations to elect her successor have now opened. Names to have been suggested as
potential candidates include John Swinney, Kate Forbes and Angus Robertson.
The SNP Westminster leader Stephen Flynn told the BBC he would not be standing.
Ms Sturgeon said she was “not leaving politics” and would continue to fight for Scottish independence.
She added that the intensity and “brutality” of life as a politician had taken its toll on her, and those around her.
The first minister said leading the country through the Covid pandemic had been “by far the
toughest thing I’ve done” and that she had only recently started to comprehend its physical and mental impact.
Scottish Labour leader Anas Sarwar said the first minister had led Scotland through some of the most “challenging times” in recent history.
He said: “It is right that today we pay tribute to those achievements, particularly during the pandemic. “Regardless of our differences, she is an able politician who has stood at the forefront of Scottish politics for more than 20 years.” (BBC)
Scammers profit from Turkey-Syria earthquake
SCAMMERS are using the earthquakes in Turkey and Syria to try to trick people into donating to fake causes, security experts have warned.
These scams claim to raise money for survivors, left without heat or water following the disasters that have killed more than 40,000 people.
But instead of helping those in need, scammers are channelling donations away from real charities, and into their own PayPal accounts and cryptocurrency wallets.
We’ve identified some of the main methods used by scammers, and tools you can use to double check before donating.
On TikTok Live, content creators can make money by receiving digital gifts. Now, TikTok accounts are posting photos of devastation, looped footage and recordings of TVs showing rescue efforts, whilst asking for donations.
Captions include phrases like “Let’s help Turkey”, “Pray for Turkey” and “Donate for earthquake victims”.
An AI-generated image is being used to seek donations
One account, which was live for over three hours, showed a pixelated aerial image of destroyed buildings, accompanied by sound effects of explosions. Off-camera, a male voice laughs and speaks in Chinese. The video’s caption is “Let’s help Turkey. Donation”.
Another video shows a picture of a distressed child running from an explosion. The livestream host’s message is “Please help achieve
this goal”- an apparent plea for TikTok gifts.
But the photo of the child is not from last week’s earthquakes. A reverse image search found the same image had been posted on Twitter in 2018 with the caption “Stop Afrin Genocide”, referring to a city in north-western Syria where Turkish forces and their allies in the Syrian opposition ousted a Kurdish militia in that year.
Another word of caution about gifting on TikTok: a BBC investigation found TikTok takes up to 70% of the proceeds of digital gifts, although TikTok says it takes less than that.
A TikTok spokesperson told the BBC: “We are deeply saddened by the devastating earthquakes in Turkey and Syria and are contributing to aid earthquake relief efforts.
“We’re also actively working to prevent people from scamming and misleading community members who want to help.”
On Twitter, people are sharing emotive images alongside links to cryptocurrency wallets asking for donations.
One account posted the same appeal eight times in 12 hours, with an image of a firefighter holding a small child amid collapsed buildings.
The picture used, however, is not real. Greek newspaper OEMA reports that it was created by the Major General of the Aegean fire brigade Panagiotis Kotridis using
Artificial Intelligence software Midjourney.
AI image generators often make mistakes, and Twitter users were quick to spot that this firefighter has six digits on his right hand. China sanctions Lockheed, Raytheon after vowing to retaliate against US restrictions
CHINA has imposed sanctions on two American defense manufacturers over arms sales to Taiwan, a day after Beijing pledged to take “countermeasures” in response to Washington’s handling of a suspected Chinese surveillance balloon that entered US airspace late last month.
Lockheed (LMT) Martin Corporation and Raytheon (RTN) Missiles & Defense, a subsidiary of Raytheon (RTN) Technologies Corp, will be added to China’s sanctions list, its Ministry of Commerce said in a Thursday statement. They are banned from importing, exporting and investing in China.
Both companies are also subject
to fines “twice the amount” of their arms sales to Taiwan dating back to September 2020, and their senior executives will be prohibited from entering and working in China.
It was not immediately clear how Beijing would enforce the fines. While the United States prohibits the sale of weapons to China, some US defense contractors have ties to civilian sectors.
Beijing has previously imposed sanctions on both companies in relation to their arms sales to Taiwan, without specifying what the penalties would entail and how they would be enforced. China’s ruling Communist Party views democratic Taiwan as its territory,
FBI searches Biden papers at University of Delaware
THE FBI has conducted two searches within the last month at the University of Delaware to check if US President Joe Biden donated papers that could have been classified.
Investigators retrieved multiple boxes from the college on two different days, according to CBS, the BBC’s US partner.
The university, Mr Biden’s alma mater, houses thousands of boxes of files related to his time in the Senate.
Donald Trump faces a criminal inquiry over his handling of classified files.
Documents marked classified have been found in recent months at Mr Biden’s home in Delaware and offices that he used in Washington DC. The FBI recovered some of
the files during a search of his private residence at Wilmington last month.
Sources familiar with the investigation told CBS that the searches at the University of Delaware were carried out at the end of January and beginning of February.
The material recovered did not appear to have classified markings, but the FBI is now reviewing the files, reports CBS.
As with previous searches, Mr Biden and his team consented, meaning no warrant was needed, according to NBC News.
The college received 1,850 boxes of files from Mr Biden in 2012, however, those files have not been available to the public since then.

Sex-trafficking investigation into Republican Matt Gaetz dropped
US federal officials will not charge Florida Republican congressman Matt Gaetz with sex-trafficking crimes.
Lawyers for Mr Gaetz released a statement that said the case had been dropped without any charges filed.
The two-year investigation tried to determine whether the congressman had crossed state or international borders to have sex with underage girls.
Mr Gaetz, a loyal ally of former President Donald Trump, has repeatedly denied wrongdoing.
“We have just spoken with the Department of Justice and have been informed that they have concluded their investigation... [into] allegations related to sex trafficking and obstruction of justice and they have determined not to bring any charges,” his lawyers said on Wednesday.
Federal prosecutors informed witnesses of the decision earlier in the day.

BVI added to EU’s tax haven blacklist
The British Virgin Islands along with Russia, Marshall Islands and Costa Rica were added to the European Union’s list of noncooperative jurisdictions for tax purposes yesterday.
This is the first time that the BVI, which has a long history of providing international banking services, made the list since its creation in December 2017.
The BVI joins Trinidad and Tobago, Turks and Caicos Islands, US Virgin Islands, The Bahamas and Anguilla as the other Caribbean countries and territories on the list.
In a statement, the EU Council said it added the BVI because it was “found not to be sufficiently in compliance with the [Organisation for Economic Co-operation and Development] standard on exchange of information on request”.
Elisabeth Svantesson, Minister for Finance of Sweden, added: “We ask all listed countries to improve their legal framework and to work towards compliance with international standards in taxation.”
In response to the news, the BVI Government said it “is committed to complying with evolving international standards on transparency and the fight against financial crime”.
This is the first time that the BVI, which has a long history of providing international banking services, made the list since its creation in December 2017.
The government highlighted recent legislative changes such as the BVI Business Companies Amendment Act 2022 and BVI Business Amendment Regulations 2022 which are meant to meet requirements set out by the OECD.

Governor John Rankin has attempted to put to bed swirling rumours that the United Kingdom (UK) will prevent the BVI from holding its upcoming general elections which are due by May 2023.
Several lawmakers have claimed for months that the BVI’s constitution will be suspended and its general elections denied in the wake of last year’s damning Commission of Inquiry (COI) report on governance in the territory.
The claims have continued to fuel speculation among residents that they will not have an opportunity to elect leaders at the upcoming polls, but Rankin said
those claims have no basis.
“I have seen the speculation that, somehow or another, elections will be prevented by myself or by the United Kingdom government. Nothing could be further from the truth,” the governor told reporters at a press conference yesterday. “And that speculation, as far as I’m concerned, has no basis whatsoever.”
Since the release of the COI report, the UK has held an Order in Council in its parliament that would trigger a suspension of the BVI’s constitutional order and threatens to implement direct rule if the territory does not enact agreed governance reforms.
Jovenel Moise: Four more people arrested over plot to kill Haiti’s president
US police have arrested four more people for alleged roles in the plot to assassinate Haitian President Jovenel Moise in 2021.
One of the suspects is the owner of a Florida-based security company, which authorities say hired Colombian ex-soldiers for the mission.
President Moise was shot and killed at his home in Port-auPrince, reportedly by Spanishspeaking foreign mercenaries.
Eleven suspects are now in US custody.
According to the Justice Department (DOJ), VenezuelanAmerican Antonio “Tony” Intriago, who is the owner of Florida-based CTU Security, hired a squad of former Colombian soldiers for the operation. He has now been hit with a slew of charges, including conspiracy to kill or kidnap a person outside of the US.
A CTU company representative, Colombian citizen Arcangel Pretel Ortiz, has also
arrested. A third suspect, Florida-based financier Walter Veintemilla, is
accused of financing the plot to kill Mr Moise. His attorney told the Associated Press that he plans to plead not guilty. The fourth suspect - Frederick
Joseph Bergmann Jr - has been accused of smuggling ballistic vests as part of the plot.
“It is extremely important to bring (them) to justice,” said US Attorney for the Southern District of Florida Markenzy Lapointe.
“We will deliver justice in the courtroom.”
US authorities had previously announced the arrest of seven men for their alleged role in the plot, including Haitian-American dual citizens James Solages and Joseph Vincent, and pastor and businessman Christian Emmanual Sanon.
Haitian police have said that Mr Sanon had “political objectives” to replace President Moise.
The DOJ believes that Mr Solages and Mr Vincent, along with Colombian national Germán Alejandro Rivera, originally planned to detain the Haitian
president and fly him away from Haiti so that a new president could be installed. The plan was reportedly abandoned because they did not have an aircraft.
In a statement in January, US prosecutors said that the three men and others met at a house in Haiti just before the assassination, “where firearms and equipment was distributed and Solages announced that the mission was to kill President Moise”.
Haiti’s own investigation into the assassination has largely stalled, with three judges having resigned from their posts due to security concerns. A fourth was dismissed.
More than 40 suspects have been arrested in Haiti and remain in custody, including 18 Colombians. Three others were killed immediately after President Moise’s death. (BBC)

Chairman: CARICOM may send troops to stabilise Haiti
CARICOM countries could well agree to send troops to unresthit Haiti if accompanied by personnel from bigger countries, hinted Caricom chairman Philip Davis to reporters on Tuesday, ahead of Wednesday’s opening of the 44th Regular Meeting of the Conference of Heads of Government of Caricom in The Bahamas.
His support followed a February 1 pledge by Jamaican Prime Minister Andrew Holness to the Jamaica Parliament to send soldiers and police to Haiti as part of any eventual multinational security force, in reply to the Haitian Government’s calls for help since last October.
Davis said, “It will not be the first time that we as a country will have provided assistance by allowing members of our defence force to go into Haiti to provide peace-keeping initiatives. So, in that regard we are discussing doing the same thing again if called on to do so.
“That will be, though, with the assistance and being led by one of the powers that be as may occur.”
He said Caricom countries do not have the resources to do this on their own.
“Once we have identified assistance we are prepared to do our part to ensure stability is obtained in Haiti.”
Davis remarked, “The resources required to bring stability to Haiti are not in the remit of Caricom at
Bahamas: PM will ‘resist’ further burden on poor
all, individually or collectively.”
He said a solution needed the inputs of others and that Caricom was now looking towards the US and Canada. He said the goal was to stabilise Haiti and hold elections to provide a government that was free of fear and violence.
While urging inputs from Caricom, Canada and the US, he said efforts must result in a Haitianled solution, to be sustainable.
Philip, when asked if it was unsafe to visit Haiti, said the instability did not make anyone feel safe.
Saying people should not be reluctant to help Haiti, he said, “It has to start somewhere. Hopefully this time...If it is Haitian-led it can be sustained.”
Caricom secretary general Dr Carla Barnett told reporters Haitian Government representatives will attend the Caricom meeting.
TT’s Prime Minister is also expected to attend Wednesday’s meeting.
Barnett said an increased flow of Haitian migrants to nearby territories recently was a reflection of instability in Haiti, and it was hard to solve migration without first addressing instability. She said, “Caricom is talking about bringing together all parties.”
The briefing heard that Wednesday’s meeting would include Canada President Justin Trudeau, plus a video-link message from Ukraine President Volodymyr Zelenskyy .
PRIME Minister Phillip “Brave” Davis refused to reveal whether the government intends to increase National Insurance Board contribution rates.
Last week, Myles Lardoa, the State Minister responsible for NIB, told reporters the government will soon announce its decision on whether or not NIB contribution rates will be increased. However, a local daily reported that Cabinet had greenlit a rate increase which is believed to take effect on July 1. While tight-lipped on the matter, Mr Davis repeated he does not intend to further burden society’s poor working class.
He said a rate increase is as an option for the government, however, they are aiming to identify the next course of action.
“As is my mandate, I continue to say that I’m going to try to resist putting more burden on our poor working class,” he told reporters on the sidelines of the commissioning ceremony of the Russell Island water supply project on Friday.
“Yes, we have looked at the matter.
He continued: “We understand that we have to do something, and we are trying to identify exactly what to do, and increasing the rate is one of the options that we are looking at.”

On Thursday, press secretary Clint Watson was also unable to
confirm reports of whether the government has approved an increase for NIB, however, he said the government was mindful of increasing costs facing Bahamians.
“I can’t say much on the increase because it’s not been announced as yet from Cabinet other than what you would’ve heard the minister talking about – the fact that a decision has been made,” he said at the time.
“We don’t know what decision has been made as far as what it will be. What I can tell you though is as far as all of these increases, the Cabinet is mindful of that and that’s why programmes and designs are being implemented to try and soften the blow upon the Bahamian people.”
He continued: “But I cannot say whether or not there has been an agreed increase because it hasn’t
come to my desk yet.”
There have been ongoing discussions as to whether the government will decide to increase NIB contributions, especially in view of reports that the agency’s board had recommended that they should move quickly to affect the increase in time for January 1, 2023.
Most recently, this newspaper exclusively reported in April that the 11th actuarial review of the National Insurance Board predicted the fund could be depleted by 2028.
That report had reduced the fund’s potential depletion timeline by one year, as the 10th review had made a prediction of 2029.
It also recommended NIB increase the contribution rate by two percent and continue increases every two years until 2036. (Tribune242)
Haiti gangs: Three churchgoers kidnapped after Mass
GANG members in Haiti have kidnapped three worshippers as they left a church in the capital, Port-au-Prince, after attending Sunday Mass.
Local media say the kidnappers are demanding high sums of money as ransom.
Kidnappings for ransom have skyrocketed in Haiti in recent years and clergy and places of worship are increasingly being targeted.
The United Nations High Commissioner for Human Rights has described the situation as “a living nightmare”.
Witnesses said a couple and one other person who regularly attends services at the First Baptist Church in the centre of Port-au-Prince were snatched by gang members on Sunday morning local time.
Their kidnapping came just five
snatched.
The Claretian Missionaries, the religious congregation he belongs to, said it had been contacted by the gang with a ransom demand.
There were more than 1,200 reported kidnappings in Haiti in 2022, double that of those reported the previous year.
But kidnapping is not the only crime that has been on the rise in Haiti.
A new UN report released last week highlights how gang violence has sharply increased in Brooklyn, a neighbourhood on the outskirts of Port-au-Prince.
It describes how one gang uses snipers to kill anyone entering its territory and how women are gang raped in front of their families to spread terror in gang-controlled areas.
UN High Commissioners for Human Rights Volker Türk described the findings as “horrifying”.
“It paints a picture of how people are being harassed and terrorised by criminal gangs for months without the state being able to stop it,” Mr Türk said.
Haiti was plunged into lawlessness following the assassination of President Jovenel Moïse in July 2021.
The country has been led by Prime Minister Ariel Henry since then, but he has failed to rein in the gangs which now control an estimated 60% of the capital.
Mr Henry has repeatedly called for the deployment of an international force to help police in their fight against the criminal gangs.

Registration opens for National Internship and Apprenticeship Programme
Tertiary students and graduates in the Turks and Caicos Islands are being urged to register for the National Internship and Apprenticeship Programme 20232024.
The programme which aims to align young adults with work experience within their field of study, forms part of the TCI government’s dedication to build human capacity within the islands.
In keeping with this, the Employment Services Department (ESD) recently announced that the second phase of the programme is being implemented.
ESD in a statement said the programme is designed to showcase the knowledge, passion, and drive of young people to help them excel in their chosen career paths.
“Participating in this programme will allow companies to organically increase their local capacity. Additionally, companies could utilise this programme as an extended job interview.
“ Thus, allowing you to display what you have learned, ask questions, and demonstrate your willingness to grow professionally and be one step closer to your dream career”, the department added.
The programme aims to provide Turks and Caicos Islanders and B.O.T.C residents, currently studying at or graduated from

tertiary institutions, a formal internship and apprenticeship opportunity in the Turks and Caicos Islands' public and private sector.
The programme's internship portion is scheduled to last four to six weeks with a stipend of $250 per week.
On the other hand, the apprenticeship programme could last nine to 12 months with a stipend of $1800 per month.
REQUIREMENTS
In order for applicants to take advantage of this opportunity, they will need to complete a survey via https://docs.google.com/forms/ d/e/1 that will match them with a potential employer.
For this registration process, applicants must be 18 years and older, must provide a tertiary transcript/degree (college/ university), must provide proof of legal status (Status Card, BOTC Passport) and must provide a resume and cover letter.
The Department further explained that the prospective employer will interview candidates along with a representative of the Employment Services Department.
“Please note we will do our very best to match everyone who applies, but we cannot guarantee that all applicants will be selected.
“Our mission is to support your career development while working with local employers to find young
talent.”
The programme will also allow participants to engage in a number of personal development workshops and training. Areas such as branding, self-actualisation, mindfulness, and productivity are
also a part of the sessions.
Since the pilot, which was launched on June 21st, 2022, the ESD has had 55 intern graduates across 24 private and public enterprises.
Currently, six apprentices are
enrolled and are completing their nine months of working experience within their respective fields. Applications will be vetted and applicants will be contacted regarding their candidacy by April 30, 2023.
Louis Vuitton picks Pharrell Williams to lead men’s designs
French fashion brand Louis Vuitton has named Grammy-winning producer, rapper, singer and songwriter Pharrell Williams as its new menswear creative director.
The label described Williams as “a visionary whose creative universes expand from music to art, and to fashion”.
He is also the co-founder of the streetwear brand Billionaire Boys Club.
The Louis Vuitton role was
previously held by high-profile designer Virgil Abloh, who died in 2021.
Williams’ first collection for the label will be shown at the Men’s Fashion Week in Paris in June.
“I am glad to welcome Pharrell back home, after our collaborations in 2004 and 2008 for Louis Vuitton, as our new Men’s Creative Director,” Louis Vuitton chairman and chief
executive Pietro Beccari said in a statement.
“His creative vision beyond fashion will undoubtedly lead Louis Vuitton towards a new and very exciting chapter,” Mr Beccari added.
Louis Vuitton is one of the world’s leading international fashion houses. It is part of the luxury goods group LVMH, which is owned by the world’s richest person Bernard Arnault.
Rust filming to resume with Alec Baldwin in lead role
Filming on the Western movie Rust is to resume this spring, according to US reports, with producer Alec Baldwin remaining in the the starring role.
It comes after Baldwin was charged with two counts of involuntary manslaughter over the fatal on-set shooting of cinematographer Halyna Hutchins.
A mix of new and old crewmembers will work on the film, with Bianca Cline filling in for the late Ms Hutchins.
Her widower Matthew has also approved a documentary about her, producers said.
The documentary, made “at [executive producer, Mr] Hutchins’ behest and with his blessing and support” will explore Ms Hutchins’ life and “final work, including the completion of the film”, they noted.
Baldwin had been rehearsing a scene for Rust when the shooting, which led to the 42-year-old Ukrainian’s death, occurred at a ranch near Sante Fe, New Mexico in October 2021.
The movie was expected to
resume filming in January, after the Hollywood star reached a settlement in a wrongful death lawsuit brought by Mr Hutchins.
But then fresh charges of involuntary manslaughter were brought against him, and the film’s armourer Hannah Gutierrez Reed, by the Santa Fe District Attorney’s office last month.
Lawyers for both denied any wrongdoing and said they intended to fight them in court.
Baldwin’s lawyer, Luke Nikas, called the decision to charge the actor “a terrible miscarriage of justice”.
“Mr Baldwin had no reason to believe there was a live bullet in the gun - or anywhere on the movie set,” Mr Nikas said. “He relied on the professionals with whom he worked, who assured him the gun did not have live rounds. We will fight these charges, and we will win.”
‘HALYNA’S LEGACY’
Rust Movie productions, which Baldwin is part of, said on Tuesday that the scene which was being
rehearsed when Ms Hutchins was shot has now been rewritten, and that the “any use of working weapons and any form of ammunition” had now been barred from the set.
The company added Ms Cline, whose credits include Marcel the Shell With Shoes On and American Horror Story, will now “complete Halyna’s vision for the film” and also donate her salary to charity.
“Though bittersweet, I am grateful that a brilliant and dedicated new production team joining former cast and crew are committed to completing what Halyna and I started,” said director Joel Souza, who was also injured in the shooting.
“My every effort on this film will be devoted to honouring Halyna’s legacy and making her proud. It is a privilege to see this through on her behalf.”
Safety officers Gary Jensen and Paul Jordan from Tenet Production Safety will join the production, as will production designer Christine Brandt.

Rust actor and producer Alec Baldwin is facing fresh charges over the death of Halyna Hutchins
brought against Baldwin by the Santa Fe District Attorney’s office last month will require proof of underlying negligence on his behalf.
The second charge requires proof that there was more than simple negligence involved, due to a firearm enhancement, which, if proved, could see the star serve five years in prison.
However, last week Baldwin’s lawyers argued the second charge
was “unlawful” because such enhancement had only been enacted after the incident occurred. Earlier this month, Ms Hutchins’ family - her mother Olga Solovey, father Anatolii Androsovych and sister Svetlana Zemko - filed a new civil lawsuit against the actor and the production company seeking damages for alleged battery, intentional infliction of emotional distress, negligence and loss of consortium.
Is Disney’s magic spell wearing off?
Accountant Kit Parfitt has no illusions about the variable quality of some of Disney’s recent Marvel Studios’ releases.
The She-Hulk and Moon Knight mini-series were weak, he says. The Thor: Love and Thunder film even worse. “Not re-watchable.”
But the 27-year-old, a selfdescribed “massive” Disney fan who lives near Brighton, says those disappointments won’t keep him from cinemas this month, when the franchise’s latest - Ant-Man and the Wasp - debuts.
“When it comes to Marvel, Star Wars, I’ll watch anything,” he says.
That’s the kind of commitment that Disney is banking on as it tries to forge a profitable path in a world of falling cinema sales, pay TV cancellations and money-losing online streaming.
Boss Bob Iger, who was reinstalled in November after the abrupt ousting of chief executive Bob Chapek, told investors this month that the company would be doubling down on its big brands like Marvel and Frozen, time-tested profit-makers, while slashing spending on more risky “general entertainment” fare.
There’s a new Little Mermaid, another Indiana Jones and a third Guardians of the Galaxy on deck this year.
Toy Story 5, Frozen III and a second Zootopia, known as Zootropolis in the UK, will come after that.
The moves are a gamble that the strategy that Mr Iger oversaw during his first run as chief executive from 2005 through 2020, when he acquired Marvel, Pixar and Lucasfilm and the firm’s share price increased more than sixfold, will continue to work its magic.
He even said the company would step back from its streaming push a bit, looking more to cinemas and traditional television to distribute material than it has in recent years, when it sent content to its Disney+ streaming service in a push to win subscribers.
Will the traditional playbook be enough?
Jessica Reif Ehrlich, an analyst at Bank of America, says the resonance of Disney’s brands give it a leg up on its competitors, but investors have yet to be convinced. Disney’s share price has nearly halved since March 2021, and did not move much after Mr Iger outlined his plans.
“Everyone knows there are a tonne of challenges,” she says. “There’s a lot of heavy lifting ahead.”
FAN FATIGUE?
Cinema ticket sales remain roughly a third lower than they were in
2019, before the pandemic closed theatres around the world.
And the rise of streaming has fractured audiences, making it difficult to generate the kind of buzz that propels people to pay for entertainment.
Oxfordshire mum-of-two Jackie Allen says she opted against a Disney+ subscription for her two children, unconvinced the offering justified adding another expense.
The company’s upcoming slate does not excite her much either.
“It looks like they’re rehashing something just to make money rather than whether it should be made,” she says.
Even committed fans like Kit will confess to some fatigue.
Speaking to me among the mix of tourists and locals browsing Disney’s cavernous store in Manhattan’s Times Square, he says Disney’s recent action films such as Avatar can reliably lure him to the cinema.
But wife Andrea, who walked down the aisle to a song from Disney/Pixar 2009 film Up, worries the lengthy backstories that come from developing a franchise like Marvel can be off-putting to new audiences.
And both say they feel little urgency to see something like a Toy Story 5.
Not only are the couple more inclined to stay at home with the cost-of-living rising, but they are generally growing tired of the tale after four films and a spin-off.
“Milking something to number five is a bit much,” Kit says.
The charge that Disney relies too heavily on recycling and reworking classics is nothing new.
After all, the firm is gearing up for the ninth version of Snow White and the Seven Dwarfs since the first one debuted in 1937.
But in recent years the strategy, which has fuelled decades of success, has become entangled in America’s increasingly bitter culture wars, with some updates driving accusations from conservatives that the firm is becoming too “woke”.
Last year’s release of Lightyear, a spin-off of Toy Story, for example, was clouded by controversy over a same-sex kiss, which the company restored after employees accused the firm of censoring gay affection.
Banned completely in some markets, the film’s same-sex plotline also drew criticism from right-wing politicians such as US Senator Ted Cruz.
Despite the risks of alienating some fans, the profit-making potential of a franchise strategy has been proven, says Janet Wasko, professor of media studies at University of Oregon and the
Toy Story 4 reunited much of the original cast of the first movie, along with some new additions such as Forky
author of Disney Inc.
“It is in some ways risky, but building on already existing fans and consumers and expanding what possibilities they have to consume - if it’s successful, it really can be incredibly profitable,” she says. “I can’t imagine they will stop.”
Disney fan Amanda Welch, 29,
a subscriber to the firm’s streaming platform who has been to Disneyworld more than 10 times, says the company’s strategy of going back to its big-hitting brands has done little to dim her love of Disney.
She and fiance Brandon Dumont, 31, have cancelled the
service a few times to help manage their expenses. But they keep coming back. Sometimes they turn on Disney+ simply to soothe them to sleep.
“There’s not really any Disney movie I’m sick of,” Brandon says. “I could watch them over and over.” (BBC)

The Project Manager is responsible for managing all aspects of projects and maintenance operations at Ocean Club Resorts (OCR) in support of the organization’s business goals and objectives.
ESSENTIAL DUTIES:
1. Work closely with Ocean Club Management’s (OCM) leadership to plan, develop and execute the organization’s short and long-term operational strategies.
2. Manage the OCR Maintenance Department: lead, coach and support the team; liaise with other department heads to ensure maintenance needs are met.

IN the foothills of a Martian mountain, NASA’s Curiosity rover found stunning new evidence of an ancient lake in the form of rocks etched with the ripples of waves — and the telltale signs appeared in an unlikely place.
The rover is traversing an area of Mars called the “sulfate-bearing unit” that researchers previously thought would only show evidence of mere trickles of water, as scientists believed the rocks there formed as the surface of the red planet was drying out. Instead, the rover found some of the clearest evidence yet of ancient waters.
“This is the best evidence of water and waves that we’ve seen in the entire mission,” said Ashwin Vasavada, Curiosity’s project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California, in a statement. “We climbed through thousands of feet of lake
deposits and never saw evidence like this — and now we found it in a place we expected to be dry.”
The sulfate-bearing unit is a region previously identified by the Mars Reconaissance Orbiter as containing salty mineral deposits just beneath an 18,000-foot (5,500-meter) mountain called Mount Sharp. Scientists consider the sulfate-bearing unit to be a location rife with clues about how and why Mars morphed from a watery planet into the frozen place it is today, and researchers have long sought to explore the area in more depth.
Though the region contains rocks that were thought to have formed “when water was drying to a trickle,” according to NASA, the new images from Curiosity show evidence of a shallow lake.

The wave-marked rocks were found about one-half mile (800 meters) into Curiosity’s ascent of Mount Sharp. As the rover climbed higher, it travelled over rocks that would have formed more recently. That’s why researchers didn’t expect to see such clear markers of a large body of water.
Specifically, the rocks were
discovered in what’s called the Marker Band Valley, a zigzag formation of rocks that stands out against the landscape, thanks to its darker colouring. The rover began exploring the Marker Band feature — which was found to have thin, hard rocks covering the surface is a scalelike pattern — in 2022.
Curiosity has attempted to extract samples from some of the rocks, but they proved too hard for the rover’s drill, according to NASA. But scientists are hoping the vehicle will stumble on some
softer spots more conducive to sample collection as its trek continues.
The Curiosity rover has been exploring the Martian surface for about a decade, and it’s been climbing the base of Mount Sharp since 2014. Scientists are particularly interested in the mountain because its suspected past — in which the landmark was surrounded by streams and lakes — could have been host to microbial life forms. That is, if any ever existed on Mars. (CNN)
Male contraceptive pill prototype stops sperm swimming
An on-demand, non-hormonal male contraceptive pill may be a real possibility say scientists who have found a cell pathway, or switch, that stops sperm from being able to swim.
Tests in mice suggest it keeps sperm stunned for at least a few hours - long enough to stop them reaching the egg.
Many more tests are planned and needed, moving to rabbits before people.
The idea is users could pop a pill an hour before sex and keep an eye on the clock for when it wears off.
HOW DOES IT WORK?
Unlike the female contraceptive pill, it does not involve any hormones.
Scientists say that is one of the advantages of the approach they are exploring - it will not knock out testosterone and cause any male hormone deficiency side effects.
Instead, the “sperm-swim” switch they are targeting is a cellular signalling protein called soluble adenylyl cyclase or sAC.
The experimental male pill inhibits or blocks sAC.
In the early study in mice, funded by the US National Institutes of Health and published in the journal Nature Communications, a single dose of the drug, called TDI11861, immobilised sperm before, during and after mating.
The effect lasted for around three hours. By 24 hours, it appeared to have fully worn off with the next batch of sperm swimming normally.
One of the scientists, Dr Melanie Balbach from Weill Cornell Medicine in New York, said it showed promise as a reversible, easy-to-use contraceptive.
If it does ultimately work in humans, men might be able to take it only when, and as often, as needed. They could make day-today decisions about their fertility. But it would not protect against sexually transmitted infections, experts warn. Condoms would be needed for that.
Prof Allan Pacey, professor of andrology at the University of Sheffield, said: “There is a pressing need for an effective, reversible, oral contraceptive for men and although many different approaches have been tested over the years, none has yet reached the market.
“The approach described here, to knock out key enzyme in sperm that is critical for sperm movement, is a really novel idea. The fact that it is able to act, and be reversed, so quickly is really quite exciting.
“If the trials on mice can be replicated in humans with the same degree of efficacy, then this could well be the male contraceptive approach we have been looking for.
“They have done some tests on human sperm in the laboratory and it works in exactly the same way. So that, I think, really does open up the prospects that we can have some human trials.”
Meanwhile, other researchers have been looking at a slightly different pathway to halt sperm swimming, by blocking a protein on the surface of sperm. (BBC)

Ancient stone tools found in Kenya made by early humans
Archaeologists in Kenya have dug up some of the oldest stone tools ever used by ancient humans, dating back around 2.9 million years.
It is evidence that the tools were used by other branches of early humans, not just the ancestors of Homo Sapiens.
The tools were used to butcher hippos and pound plant materials like tubers and fruit, the researchers said.
Two big fossil teeth found at the site belong to an extinct human cousin, known as Paranthropus.
Scientists had previously thought that Oldowan tools, a kind
of simple stone implement, were only used by ancestors of Homo Sapiens, a grouping that includes our species and our closest relatives.
However, no Homo Sapien fossils were found at the excavation site in Nyayanga on the Homa Peninsula in western Kenya.
Instead, there were two teeth - stout molars - from the Paranthropus genus that had combined ape-like and human-like traits, along with 330 stone tools.

can,” said Prof Rick Potts, of the Smithsonian National Museum of Natural History, a senior author of the study.
“Oldowan technology was like suddenly evolving a brand new set of teeth outside your body, and it opened up a new variety of foods on the African savannah to our ancestors.”
“The association of these Nyayanga tools with Paranthropus
may reopen the case as to who made the oldest Oldowan tools. Perhaps not only Homo, but other kinds of hominins were processing food with Oldowan technology,” said anthropologist Thomas Plummer of Queens College in New York City, lead author of the research published in the journal Science.
The latest find of the Oldowan tools show that they
were a significant upgrade in sophistication compared to earlier crude stone tools dated to as early as 3.3 million years old, before the emergence of the Homo genus, researchers said.
Other hominins existing at the time included the genus Australopithecus, known for the famous even-older fossil “Lucy” which was found in 1974 in northern Ethiopia. (BBC)
Scientists say “Doomsday Glacier” is ‘in trouble,’ after finding surprising formations under ice shelf
ANTARCTICA’S “Doomsday
Glacier” – nicknamed because its collapse could drive catastrophic sea level rise – is melting rapidly in unexpected ways, according to new research.
The Thwaites Glacier is roughly the size of Florida and is located in West Antarctica. Part of what holds it in place is an ice shelf that juts out onto the surface of the ocean. The shelf acts like a cork, holding the glacier back on the land and providing an important defense against sea level rise.
But the crucial ice shelf is highly vulnerable as the ocean warms.
In two studies, published in the journal Nature on Wednesday, scientists revealed while the pace of melting underneath much of the ice shelf is slower than previously thought, deep cracks and “staircase” formations in the ice are melting much faster.
As climate change accelerates, the Thwaites Glacier is rapidly changing.
Every year it sheds billions of tons of ice into the ocean, contributing about 4% of annual sea level rise. Particularly rapid melting happens at the point where the glacier meets the seafloor, which has retreated nearly nine miles (14 kilometres) since the late 1990s, exposing a larger slice of
ice to relatively warm ocean water.
The complete collapse of the Thwaites itself could lead to sea level rise of more than two feet (70 centimetres), which would be enough to devastate coastal communities around the world. But the Thwaites is also acting like a natural dam to the surrounding ice in West Antarctica, and scientists have estimated global sea level could ultimately rise around 10 feet if the Thwaites collapsed.
While it could take hundreds or thousands of years, the ice shelf could disintegrate much
sooner, triggering a retreat of the glacier which is both unstable and potentially irreversible.
To better understand the reshaping of the remote coastline, a team of US and British scientists from the International Thwaites Glacier Collaboration traveled to the glacier in late 2019.
Using a hot water drill, they bored a hole nearly 2,000 feet (600 meters) deep into the ice and, over a five-day period, sent down various instruments to take measurements from the glacier.
The instruments included a
torpedo-like robot called Icefin, which allowed them access to areas previously almost impossible to survey. The remotely-operated vehicle took images and recorded information about the temperature and salinity of the water, as well as ocean currents.
It was able to “swim up to these really dynamic places and take data from the sea floor all the way to the ice,” Britney Schmidt, an associate professor at Cornell University and a lead author on one of the papers, told CNN.
The results of the research reveal “a very nuanced and complex picture,” Peter Davis, an oceanographer at the British Antarctic Survey and a lead author on the other paper, told CNN.
The scientists found even though the glacier is receding, the rate of melting beneath much of the flat part of the ice shelf was lower than expected. The melt rate averaged 2 to 5.4 meters a year, according to the study, less than previous models had projected.
Melting is being suppressed by a layer of colder, fresher water at the base of the glacier, between the ice shelf and the ocean, according to the research.
“The glacier is still in trouble,” Davis said in a statement, adding, “What we have found is that
despite small amounts of melting there is still rapid glacier retreat, so it seems that it doesn’t take a lot to push the glacier out of balance.”
The scientists were also surprised by a second finding. They discovered an underwater glacial landscape much more complex than expected, dominated by strange staircaselike terraces and crevasses – big cracks going all the way through the ice shelf.
Melting was particularly rapid in these areas, the research team found. Warm, salty water was able to funnel through and widen cracks and crevasses, contributing to instabilities in the glacier.
“The glacier is not just melting up, but it’s melting out,” Schmidt said.
Melting along the sloped ice of the cracks and terraces “may become the primary trigger for ice shelf collapse,” according to the studies’ authors.
David Rounce, a glaciologist at Carnegie Mellon University who was not involved in the study, told CNN the new research offered “novel insights into how rapidly the bottom of the ice shelf is melting and the mechanisms by which it’s melting, which are very important for improving our understanding and ability to model how Thwaites will change in the future.”

Michael Jordan is making a recordbreaking $10 million donation to Make-A-Wish America in honor of his upcoming 60th birthday, the organisation announced Wednesday.
The gift is the largest given by an individual in the foundation’s 43-year history.
Jordan, who turns 60 on Friday, hopes his donation will inspire others to support Make-A-Wish.
“For the past 34 years, it’s been an honor to partner with Make-AWish and help bring a smile and happiness to so many kids,” the Charlotte Hornets owner said in a statement.
“Witnessing their strength and resilience during such a tough time in their lives has truly been an inspiration. I can’t think of a better birthday gift than seeing others join me in supporting Make-A-Wish so that every child can experience the magic of having their wish come true.”
The first wish Jordan granted happened in 1989. He has “granted hundreds of wishes to children all over the world,” according to the

The IRFU confirmed he will need surgery which is likely to keep him out of action for 12 weeks.
Beirne will miss Ireland’s remaining fixtures against Italy, Scotland and England.

Manchester City returned to the top of the Premier League for the first time since November as they leapfrogged leaders Arsenal with a vital victory at Emirates Stadium.
The reigning champions turned on the power in the second half in the biggest game of the domestic season as Arsenal paid a heavy price for individual errors.
Takehiro Tomiyasu’s poor backpass allowed Kevin de Bruyne to loft a finish over Arsenal goalkeeper Aaron Ramsdale after 24 minutes but Arsenal deservedly drew level three minutes before half-time, Bukayo Saka scoring from the spot after City goalkeeper Ederson fouled Eddie Nketiah.
City, lacking spark in the opening phase, improved after the break and had a penalty of their own ruled out for offside against Erling Haaland before they showed a ruthless streak to punish Arsenal.
Gabriel lost possession to allow Bernardo Silva and Haaland to set up Jack Grealish for a deflected finish after 72 minutes before they ended Arsenal’s hopes with 10 minutes left.
Inevitably, Haaland was the scorer from De Bruyne’s pass to put City top on goal difference having played one game more than Arsenal.

ENGLAND women’s rugby players are now entitled to 26 weeks’ fully-paid maternity leave as well as funds for children to travel to games with them.
The Rugby Football Union’s maternity, pregnant parent and adoption leave policy will “normalise motherhood”, says pregnant lock Abbie Ward.
Pregnant players will be supported to start other employment within rugby.
Ward said the policy will “give players the best possible chance of returning to play” after having a baby.
In February 2022, it was announced that players in the top two tiers of women’s football in England would get full pay for the first 14 weeks of maternity leave.
The majority of England women’s international rugby players have had professional contracts since 2019, but the RFU did not previously have a maternity policy designed specifically for players.
The new policy was created with the Rugby Players’ Association (RPA) and the input of players themselves.
England prop and RPA representative Vickii Cornborough described the announcement as a “game changing moment”.
Cornborough explained how the three year process “looked quite extensively at different sports” and “looked for inspiration from other unions”.
In particular they looked closely at the New Zealand Rugby Union’s policy for the Black Ferns.

Arsenal and manager Mikel Arteta must not get too down on themselves, although the scale of the setback here cannot be underestimated in the context of the title race.
The Gunners were excellent in the first 45 minutes but Tomiyasu’s poor back pass and Gabriel’s concession of possession were the sort of mistakes you simply cannot make against this class of opponent.

Cristiano Ronaldo was on Tuesday reimbursed over $300,000 for legal fees he spent while defending himself in a federal civil case alleging he had raped a woman in a Las Vegas hotel room in 2009.
The case was dismissed in June, after the judge found that the plaintiff’s lawyer engaged in misconduct so severe that it would be impossible for Ronaldo to have a fair trial.
US District Judge Jennifer Dorsey ruled the attorney representing the accuser Kathryn Mayorga, Leslie Stovall, pay Ronaldo $334,637.50. The court found Stovall owed the money after the attorney was judged to have harmed the footballer through “bad-faith lawyering.”
Ronaldo’s legal team had sought more compensation, but Dorsey concluded Ronaldo and his lawyers had dragged the case on longer than necessary.
The case was dismissed with prejudice, meaning Mayorga cannot refile the complaint.
Mayorga said she was coerced into signing a non-disclosure agreement and $375,000 settlement following the alleged rape, which Ronaldo has maintained was a consensual sexual encounter. Mayorga had asked a judge to void that agreement.
The existence of the settlement was first reported by the German newspaper Der Spiegel in
2017 using leaked confidential communications from Ronaldo’s attorneys.
Last year, a court found that Stovall reached out to the source of that leak to request those documents, including “the reporting and communications of the attorneys and investigators representing and defending Ronaldo following the sexual assault thru the negotiations and conclusion of the settlement and non-disclosure agreement.”
“Stovall’s repeated use of stolen, privileged documents to prosecute this case has every indicia of badfaith conduct,” Judge Dorsey wrote on Friday.

The judge found that “the misappropriated documents and their confidential contents have been woven into the very fabric of Mayorga’s claims,” stating that simply striking the leaked documents from the case and disqualifying Stovall would not adequately address the misconduct.
The Las Vegas Metropolitan Police Department reopened a criminal investigation at Mayorga’s request in August 2018. In July 2019, the Clark County District Attorney’s Office announced they would not pursue criminal charges, saying the allegations could not be proven beyond a reasonable doubt.

The 37-year-old James had missed the three previous games due to ankle soreness but returned to action on Wednesday night to great effect.

Thirteen out of 18 England men’s players on central contracts remain at their teams, including Test captain Ben Stokes with Northern Superchargers.
Smriti Mandhana, the most expensive player at the Women’s Premier League auction, is retained by Southern Brave.
Nat Sciver-Brunt, the joint most-expensive overseas player in the WPL auction, will stay with Trent Rockets.
England white-ball captain Jos Buttler of Manchester Originals, and former captain Joe Root from Trent Rockets, are also among the centrally contracted England
players to be retained.
England women’s captain Heather Knight, who had to pull out of the 2022 competition through injury, returns to London Spirit.
In total, 113 players have been retained from 2022 across the eight teams with the majority of the remaining 135 places filled at Hundred Draft on 23 March, which includes the women’s competition for the first time.

The 29-year-old Scot crossed the line in four minutes 20.15 seconds, with British team-mate Katie Snowden finishing third.
Olympic 1500m silver medallist Muir produced a strong finish to fight back having lost the lead late in the race.
The prestigious Wanamaker Mile attracts the world’s best middle distance runners and is the showpiece event of the Millrose Games.
In the men’s Wanamaker Mile, Britain’s Neil Gourley placed second in a personal best time of three minutes 49.46 seconds.
Muir’s training partner Jemma Reekie was ninth in the women’s race, more than eight seconds back.
Earlier at the Millrose Games, Olympic bronze medallist Josh Kerr set a new Scottish record of seven minutes 33.47 seconds to win the 3,000m.

RORY McIlroy says the world number one ranking has been passed around “like a hot potato” as he looks to regain top spot at the Genesis Invitational.
McIlroy became number one for the ninth time when defending his CJ Cup title in October before being replaced by Scottie Scheffler, who retained his Phoenix Open title last weekend.
The American now leads by 0.5 points.
McIlroy will return to the top if
he wins in California, regardless of Scheffler’s position.
A third-place finish for the Northern Irishman will also be good enough unless Scheffler finishes in the top 25 or Jon Rahm wins or finishes second.
“Yeah, of course I care about it,” McIlroy told a pre-tournament press conference. “I think it’s a really cool thing to be ranked number one in whatever you do, but I think it just goes to show the level of depth and the level of talent that’s out here.
“I literally have one average week, it wasn’t even a bad week, just an average week, and there’s always someone waiting to overtake you or to come and try to take that mantle from you. I think it’s a great thing for the game.
“I’ve got a chance to get it back this week. You know, hopefully it’s a bit of a sort of hot potato thing where me, Scottie and Jon [Rahm] sort of pass it around a little bit because it means we’re all playing great golf.” (BBC)

TCI’s teamwork leads Registre to Tour of the Bahama title
TCI’s reigning national champion Fredise Registre surged to overall victory when he competed in his first Tour of Grand Bahama earlier this month in the Bahamas.
TCI had previously won the Tour in 2019 by taking home the top honours in every category, while in 2020 and 2021, they missed the overall victory, but took home a few first and second-place prizes.
This year, the visiting side was armed with one of their strongest teams, including Registre, Sean Rodgers, Tour winner (2019); DeVaughn Williams, Masters winner 2020; former attendee Tyrone Bishop and another firsttime participant Karl Isaacs, who is also the President of the TCI Cycling Federation.
Stage one of the Tour was a 3.63-mile prologue. Heavy rains almost hindered the event, but the rain stopped and the cyclists were called to the line.
Team TCI was hoping to win the prologue, which would have given them the early lead. However, Registre was edged out by seconds by Nassau’s Felix Nealy.
With Fred having the better time out of Team TCI in the time trial, the team now had their first option to win the tour.
Stage Two, the criterium, had to start slightly earlier than expected due to intermittent showers.
Team TCI lined up on the road ready to execute their first game plan, to get Fred across the line first.
It was cat and mouse in the beginning, but Team TCI put their game plan into play, and controlled the race right to the end, getting their leader across the line first, followed closely by DeVaugn Williams who had the Masters category at that point, locked down.
The final stage of the tour on day two, Stage Three, was an 80-mile road race for Pro one and two, and a 64-mile road race for Masters.
It seemed early that the race would not take place due to heavy rains once again. However, the rain held up, and the race got on the way.
Again, the cat and mouse started, with everyone trying to see who would be the first to move.
Then the attacks started. Attacks from the left, attacks from the right. Counter attacks, rundowns, etc, but Team TCI had a different game plan for this race and executed it to perfection.
Coming down to the finish for the Masters’ category, DeVaughn Williams led out by Sean Rodgers, took a fast sprint for almost a mile, demolishing his competition and winning the Masters category for the Tour.
But he wasn’t finished, being the second option for Team TCI and only seconds behind, Registre and Felix Nealy (separated by two seconds) continued for the 80 miles, to add back to team TCI’s arsenal.
With 13 miles to go, Nealy decided, enough was enough, and it was time to go, as he launched a massive attack to get away, but he was quickly covered by Bishop who took the assignment to cover Felix’s attacks throughout the road race and did an amazing job at it. DeVaughn was a little slow to respond but was able to catch up to Felix and Tyrone. Sean, after realising that the race leader Fred had missed out on the break, got on his wheel, hung his head down, and produced as much power as he possibly could, to get Fred to or as close as possible to what looked like an almost impossible distance. Sean was able to bridge the gap within a few hundred yards of the three ahead, when like a slingshot, Fred shot from the back of Sean and closed the gap before the final turnaround some eight miles to the finish.
Registre and Nealy then started the game of cat and mouse, attacking each other and then trying to force each other in front as they drew closer to the finish line. But with the teamwork of DeVaughn Williams and Tyrone Bishop, the chances of Felix winning were slim, not to mention it was three against one at this point. The attacks, the counterattacks, and the blocking, all increased as they drew closer to the line, and with a clear path created by his team, Fred sprinted to victory, making himself the winner of the 2023 Tour of Grand Bahama, and giving his team, Team TCI the victory.

Forbes finishes with “Top Goal Scorer” title at America Winners Cup
SENIOR National Captain Billy Forbes led TCI’s Turquoise Beach Soccer Club to seventh place by scoring a tournament-high 13 goals, when the Americas Winners Cup 2023 was held in El Salvador on Sunday.
Turquoise finished with three points and the fourth position in Group A.
Overall, the Cup was won by home team Barra de Santiago.
A total of 10 teams competed, including sides from Latin America and North America.
In the seventh and eighth position clash, the TCI side were
able to surge ahead of Futbol Beach Soccer Futsal Club (FBS) on Sunday last with Forbes exploding.
The US-based footballer scored six of TCI’s seven goals in the 7-5 win.
The game also proved to be a thriller with FBS drawing even at 5-5 at the end of regulation, before Jepthe scored his first and Forbes added his sixth in extra-time for the win.
TCI had also defeated Garita Palmera 6-5 in the Group Stage. In that game, Forbes had scored a hat-trick.
Track and Field season opens this weekend
The event gets underway from 9:30 am and will run until 3 pm.
On February 24, Meet 2, which focuses on Sprints and Throws, will take place at the same venue during the same hours.
The two events will help to get young athletes competition ready for next month’s Primary and High School Championships.
The TCISS Inter-High Track and Field Championships is set for March 9-11 at the National Stadium.
Later in the month, from March 29-31, the TCISS Inter-Primary Track and Field Championships will take place at the same venue.
The two Development Meets will have an entry fee of $5 for adults and $3 for students, while adults will pay $10 and children $5 each for entry to the two championships.
