Downtown drainage woes being addressed – PPID Minister
The Ministry of Physical Planning and Infrastructure Development (PPID) is working assiduously to improve the Downtown Providenciales drainage system to alleviate flooding in prone areas.
This is according to the Minister of Physical Planning and Infrastructure Development (PPID), Hon Jamell Robinson who recently updated the public via a video presentation, on the works being undertaken to upgrade the drainage network.
Speaking from the Downtown region of Providenciales in the vicinity of the Centre Mall Complex which is usually inundated during times of heavy rainfall, Hon Robinson explained that the pump systems in Five Cays are being fixed to ensure flood waters recede faster.
“Over time, we have made improvements in the drainage so that water doesn't stay stagnant as long as it used to.
“Your ministry is working to make improvements by investing funds in the drainage system in the downtown area as well as making improvements to the Five Cays bypass near the airport, which is starting to also flood during heavy rain events.”
To this end, he further explained that the works which will be conducted by the Public Works Department will also include insulating a retention pond, closer to the pump house near the Five Cays roundabout.
He said: “That will improve our ability to gather up all the water
from all the areas and our civil engineer will describe to you how that drainage system works in the downtown area to be able to pump that off rapidly because we do have the firepower and the pumps available to move water off land very quickly.
“While we can never say we'll stop flooding from happening, we can always minimise how long it actually stays on land.”
Robinson pointed out that in addition to the flooding issues downtown, flooding in the Five Cays area along South Dock Road has also become a concern which is being addressed.
He said: “Recently we would
have had road improvements, but what we found is that the pumps utilised weren't strong enough to push the water off fast enough once it started to settle from any major rain event.
“So since the last major rain event that took place, we've installed four new high-powered pumps at this location where I'm standing at the airport road, so that will allow us to push water off twice the speed and you can see the older pumps in the background which we took out and reinstalled.
“So what is going to happen now is there are automatic pumps that use float gauges so if the first pump is overwhelmed, and the water presses down on that then the second pump at each location will kick in.
“So we shouldn't experience the type of flooding that we've seen in the past few weeks, going forward.”
The Minister also called on residents to do their part to help keep the drains free of litter which clogs the channels and hinders the flow of water.
He said: “The number one thing to do is ensure that we have our drains always clean and we need your help as the public to ensure we do that.

“Yes we get debris from the leaves and from the environment, but when we have persons throwing garbage it impedes our ability to keep the drains clear, so when the water goes down to the pipe and it pumps out, the roads can be dry in a matter of minutes or hours.”
Civil Engineer with the Public Works Department Mr Edner Siffrard said the project will see alleyways and drains cleared of garbage and other debris in both Grand Turk and Providenciales.
He said: “Our drainage system, especially for downtown is poor and also along the Leeward Highway, so we'll be addressing these issues as well.”
Downtown, Providenciales, was originally low-lying marshland, with shallow ponds, waterways, and mud flats with silver
buttonwood groves. Because of the low elevation, Downtown is susceptible to flooding, both from heavy rainfall and hurricane storm surges. Drainage engineering through both small channels and shallow wells has taken place multiple times over the years.
TCI delivers a Royal welcome for the Earl and Countess of Wessex

Grant, greeted the Royals. Captain Adrian Parker led an Honour Guard formed by contingents of the Royal Turks and Caicos Islands Police Force, the TCI Regiment, TCI Cadets and His Majesty’s Prison, in the Royal Salute.
After accepting the Salute, and an inspection of the Guard by the Earl, their Royal Highnesses took the opportunity to meet and talk to
the people of Grand Turk who were gathered there to welcome them as they disembarked at 4:30 pm. His Excellency Governor Nigel Dakin, Hon Premier Charles Washington Misick, Her Excellency Deputy Governor Anya Williams, ministers of government, other officials of government and the opposition were also gathered to welcome the Earl and Countess
on their first visit to these ‘Beautiful by Nature’ Islands.
Sharing some of the celebrations via his official social media pages, Governor Dakin made special mention of Primary school student Georgina, who joined him and the Premier in welcoming the Royal Couple as they disembarked, presenting the Countess with a bouquet.

RETURN HOME AND BUILD TCI
Members of the TCI diaspora living in the Bahamas were recently urged to return home, capitalise on opportunities and invest and contribute to the territory's booming economy. Premier Washington Misick appealed to the largest concentration of the TCI diaspora who reside in the Bahamas to return to their homeland and play a meaningful role in the development of Turks and Caicos. At a reception hosted for members of the diaspora on Monday, February 13th, 2023, the Premier and Deputy Governor Her Excellency Anya Williams had the opportunity to meet residents with lineage and roots in the TCI and share plans with them to establish an office in The Bahamas. What are your thoughts?

A necessary move
The truth is whether we want to admit it or not, the Turks and Caicos Islands is now a land of many different people, from different places with different customs.
In order for the indigenous TCIslander to hold on to some vestige of their identity, Islanders and descendants of Islanders need to come back to their fatherland.
If we think things are bad now, imagine 20 years down the line, true islanders will be unrecognisable.
Cart before the horse
People are already fighting for the few job opportunities that are available for Islanders, to invite members of the diaspora back without a solid plan for their integration or reintegration would spell the beginning of disaster. They need jobs and we need jobs too. Let’s see how this “bright idea” plays out in real life.
Political ploy
This is nothing but a political ploy!
Between Washy and Mike an enormous amount of TCI statuses were granted so that they can keep political power now they
feel threatened by those very same plastic TCIslanders. I have no objection to granting Bahamians of TCI descend TCI status, however, why not also amend the Elections Ordinance thus effectively permitting TCIslanders living in the diaspora around the world the right to vote whether in person or in absentia. Also what about other nationalities of TCI descent? Further, why not reduce the number of work permits/ government stamps that are issued in the private and public sectors to stop the exodus of TCIslanders immigrating to foreign lands looking for job opportunities?
Washy, you praise our booming economy and yet you do not create a level playing field so that your own people can benefit from all these riches you are so quick to boast about. Our children are being educated overseas and yet they cannot find meaningful employment at home at the end of their studies.
Provide them with job opportunities and stop the brain drain. I applaud you for reaching out to Bahamians of TCI descent but I urge you to not forget about TCIslanders who live in the diaspora and other nationalities of TCI descent. If we are successful in bringing back TCIslanders living abroad and persons of TCI descent there will be little or no need to issue work permits and government stamps. If this is not a political ploy on your part then encourage those persons to return home.
The mere fact that you all of a sudden only speak of the Bahamians excluding all others (TCIslanders and other nationalities of TCI descent living abroad) leads me to believe that this is in fact a desperate attempt on your part to keep a firm grip on political power. The bottom line is that you don't really care about us!
Much work to be done
Before one welcomes a valued friend or relative to one’s home, steps are taken to make the home comfortable, friendly and presentable. Welcoming Turks and Caicos Islander descendants home ought to have happened years ago. Previous Governments have tried it, the Hons Derek Taylor, Oswald Skippings and Sharlene Cartwright Robinson have all beckoned our Bahamian/ TCI family to return.
It is a strategic move for so many reasons. You share your land, culture and heritage with your people. What will they find? Giants in the Land? Already certain sectors of the TCI are dominated by others: Accounting, legal, wholesale and retail sales, construction and related sectors. To make this welcome home tangible’ Government must take steps to level the playing field in favour of the native-born TCIslanders. The reserved category of Business Licensing must be expanded and properly policed. There must be a development fund established for all: real money, say $50m in the first year and lowinterest facilities. You cannot ask them to return to ‘nothing’. Crown Land Reform is needed to enable easy access to land for the building of homes and businesses. By and large, bringing the people home is a great idea but there is much work to be done.
Actions speak louder than words
TCIslanders returning home are asked to liaise with a Diaspora Office with competent personnel. The intent of this office is to link aspiring residents with various Government Offices. The real problem is efficiency. You can write a Government Department today and not get a response for six months, a year or never. Will the Diaspora Office expose the new residents to this kind of inefficient Government? The ill-fated egovernment project would have gone a long way to getting rid of certain cracks and bumps in the system. These issues need to be fully addressed before you can
talk about bringing people home.
Policy change
Where native-born TCIslanders are to make a meaningful impact on TCI Development concrete plans must be put in place. So far there is no discernible change in Government policy that would facilitate this. Your people need land and money and that is the bottom line. Banks and finance companies seem free to regulate themselves and abuse the customer. This must change. Local developers, builders etc must have access to low-interest finance facilities. Persons returning home will benefit from this. TCI people are trading on an “international stage” in their own country, and they need protection. Fix these issues and give the returning TCI Diaspora a proper welcome.
On the other foot
Were this a White Island, would we see things differently if natives wanted their own people to return to the shores? Along with granting the TCI diaspora in the Bahamas status, how about allowing those persons from other nationalities, living and working in the TCI, who are skilful, educated, law-abiding, and community-oriented a chance also?
Which developing country has held on to their traditions or their natives? Every developed European country has changed over the last few decades, so too has the USA and Canada, and they still develop.
Maybe we need to stop looking backward and look forward.
Is culture just race and tradition? Or is it ever-evolving?

Residence at Waterloo, where their Royal Highnesses met with and spoke a bit more intimately with officials, and a cross-section of people who have contributed to TCI, including its local heroes.
Among those local heroes was Captain Kell, who, along with his crew, performed a remarkable rescue at sea, saving the passengers and pilot of a small aircraft that crashed in international waters.
Bobby Fulford – the TCI’s World War Two veteran was also in attendance and shared a private word with the Earl.
The Royal Couple were also able to meet and speak briefly with some of the Turks and Caicos Islands’ many pandemic heroes.
The reception included Cabinet ministers, members of the house of assembly, the youth parliamentarians, permanent secretaries and district commissioners. there were also representatives of the judiciary, church, civic groups, educators, media, culture and the arts, constitutional statutory bodies, Chevening scholars and tourism.
Their Royal Highnesses enjoyed cultural performances provided by the children of Grand Turk, and were regaled by the island’s unique ‘rake and scrape’ music.
On Thursday, the Earl and Countess enjoy separate programmes in Providenciales.
Global tourism ‘resilience’ fund to cushion economic shocks being explored
Global leaders are exploring the creation of a tourism ‘resilience’ fund to cushion tourism-dependent nations from major economic disruptions.
In recognising the importance of building tourism resilience to safeguard the sustainability of the industry globally, a declaration that formally recommends the establishment of a tourism resilience fund was made during the Global Tourism Resilience Conference held in Kingston, Jamaica last week.
The call for the establishment of the tourism fund was made by Jamaica’s Tourism Minister, Mr Edmund Bartlett at the high-level conference.
Addressing the gathering, Bartlett said: “While we talk about building resilience for tourism, we have to focus on the wider perspective on social, economic, political, health and security disruptions.”
In the aftermath of the Covid-19 pandemic, the notion of tourism resilience has been trusted to the forefront of the global discourse on the future and sustainability of international tourism.
Against this backdrop, he underscored that the pandemic highlighted the need for greater global collaboration among governments, through leaders and industry experts in the effort to enhance tourism resilience through innovative solutions.
The conference held at the University of the West Indies Regional Headquarters from February 15- 17, 2023 was attended by Government leaders across the world, including TCI’s Minister of Tourism Hon Josephine Connolly, and Deputy Permanent Secretary in the Ministry of Tourism, Mr Ronlee James.
The overall aim of the conference was to examine important tourism-related issues and explore the many aspects of tourism resilience with a focus on the lessons learned from the Covid-19 pandemic and the need for greater global collaboration.
During the three-day conference, Minister Connolly facilitated engagements with International and regional tourism leaders, according to a statement.
The tourism leaders explored a wide range of issues including seizing investment opportunities by leveraging off resilience and sustainability, building capacity for tourism resilience, the future of tourism, crisis communication and the role of public-private partnership in building tourism
resilience.
Through interactive discussions, presentations and panel discussions, the conference provided practical solutions and strategies for enhancing the resilience of the global tourism industry and ensuring its continued success and sustainability.
Leaders also explored how the pandemic has brought the topic of “Tourism Resilience” to the forefront of discussions regarding the future and sustainability of the international tourism industry.
Prime Minister of Jamaica, Hon Andrew Holness, who presented the keynote address, alluded to the importance of building Global Tourism Resilience through various forums.
During his speech, Holness stressed that one key aspect of building resilience in the tourism industry is the use of digital technology.
He highlighted how technology can be used to enhance resilience in the face of disruptive events.
Commenting on the conference, Hon Connolly said: "I am excited to attend this Global Conference as it offers many opportunities for the Turks and Caicos to collaborate with regional and international leaders in advancing my Government’s mandate and our country's prosperity.
“We must be cognizant of the importance of tourism resilience to the global tourism industry and it is imperative that we understand the various components of the complex industry.
“This conference provided insights and effective solutions, enabling us to secure a brighter future for the Tourism Industry”, she added.
As a result of the Covid-19 pandemic, the TCI lost more than 9.2 per cent of its Gross Domestic Product (GDP) due to a lack of tourism, making it the nation most affected in the world, according to a study conducted by Visa service provider ESTA.
While travel and tourism have been traditionally considered one of the most resilient segments of the global economy, it has also proven to be simultaneously and disproportionately prone to shocks, due to the impact of disruptive events on perceptions of destination attractiveness and security.

TCI gets pointers on local government development from the Bahamas
A delegation from the Bahamas recently paid a visit to the Turks and Caicos Islands to assist the TCI Government with establishing 'local government' across the territory.
The Minister of Home Affairs, Hon Otis Morris, welcomed the Bahamas delegation to the islands on February 5, 2023.
According to the Ministry, the purpose of the visit was to strengthen the relationship between the two nations and explore opportunities for cooperation, with the main focus on helping the Turks and Caicos Islands Government set up local government around the islands.
As part of the visit, the Bahamas delegation met with various senior officials including the Governor, the Deputy Governor, the Premier, Members of the Cabinet, the Leader of the Opposition as well as TCI residents.
During the eight-day visit, the delegation toured several inhabited islands in the TCI, to better assess the geographic and
demographic layout of each island in an effort to provide greater assistance.
Commenting on the visit, Hon Otis Morris said: “The delegation's visit was an opportunity to continue building on a strong relationship between The Bahamas and the Turks and Caicos Islands, explore potential areas of cooperation, and strengthen ties between the two nations.”
He added: “The local government initiative is one of our key mandates for the Hon Premier and our Government that will be beneficial to all communities throughout the Turks and Caicos Islands”.
In keeping with the informationgathering mission, a delegation from the TCI will visit The Bahamas in the coming months to gain more knowledge and insight as well as get hands-on experience of Local Government to advance the necessary measures to implement a Local Government framework that will be suitable for the Turks and Caicos Islands.
Police Commissioner condemns online abuse of his officers
The Commissioner of Police, Trevor Botting has condemned a continuing stream of offensive and false messages about members of the Royal Turks and Caicos Islands Police Force.
The messages, circulated on WhatsApp and other social media forums, are believed to
have originated from ‘fake’ accounts and are targeting officers within the Force.
Botting stated that the content of the messages has no basis in truth and that the creators are clearly malicious in their motivation.
Commissioner Botting said:
“I condemn in the strongest
possible terms the abuse of hard-working police officers by persons using fake accounts.
“The abuse makes a number of allegations that have no basis in truth. The use of fake accounts says much about the people who spread such hatred and offense, they are cowardly and offensive.”
Many years ago, while I was working at KPMG, Hon Wendall Swann stopped by the office, and in the lobby, there were many different pamphlets on the various products and services offered by the company.

to rotate its employees. What if there is only one person in your company, that knows what to do in a particular area, and that individual gets sick, what will you do. This is one of the reasons why other employees should become familiar and proficient in other areas of the job. First of all, an organisation should not have one person assigned to one area only.
I understand in small companies, this may have to be the case. Even in small companies, you should still find a way for employees to understand all aspects of the company. Through rotation, employees may discover the job they are currently doing may not be the best suited for them. Rotation also should result in an appreciation for other colleagues.
Sometimes, we don’t appreciate what others do until we get in their positions. Furthermore, when it is time for promotion or the opportunity for another position in the company, you will be well-equipped with knowledge and experience in other areas. CEOs and entrepreneurs should also work in different areas of the organisation. You should not be totally dependent on your employees. You should know just as much or more than your employees, otherwise, you may find yourself in a handicapped position.
Employees, even if your company does not promote rotation, make it your business and ask to work in different areas of your company. You have so much to gain.
You do not have to be concerned about whether some of the jobs are beneath you. Every role in an organisation is important as each role serves different purposes. Unless you really love what you do and even if you love what you do, a change from time to time is essential. Rotation on the jobs may confirm whether or not you are in the right position. I am quite sure, sometimes you wonder if you made the right decision in the area that you are working in.
With that said, I am throwing a challenge to the public and private sectors and that challenge is to promote rotation among employees. Some people have been in the same position for too long. Maybe it is time to rotate so different perspectives can be brought to the organisation.
Diversifying your skills, enhancing your career Does easing US and EU inflation aid TCI's travel sector?
The growth and boom in the TCI is accelerating at Mach speeds, but as policymakers direct their chief energies toward tourism, inflation – among other macro-economic imbalances – promises to threaten economic development, tourism and its sustainability.
However, there is growing optimism about the future despite high inflation, largely in America and the EU, the nuclei of TCIs tourism sector and; therefore, the TCI is set to benefit enormously.
As demonstrated, the highly publicised tech sector layoffs had no impact on the broader US economy, considering the many job vacancies still existing.
Besides, the higher interest

Subsequently, the “Hill,” a Washington-based newspaper and digital media reported, the US labour market chalked up a record 517, 000 new jobs in January 2023, plunging the unemployment
rate to 3.4 per cent – a historic low since 1969.
Noteworthy, a larger workforce is a precursor to reducing inflation, allowing employers to find workers to fully staff their operations. More so, there is a slight dip in wages and the Federal Government is exploiting this undertaking to help take pressure off inflation – slowing the federal rate increases, and as the labour force participation rose more favourable job reports are expected.
Meanwhile, the European Commission said the EU’s 2023 economic growth forecast is 0.8 per cent, compared to 0.3 per cent projected last autumn – narrowly avoiding recession; however, households still faced high cost of living, owing to better-than-
expected economic performances in Germany and Italy, coupled with, relatively stronger growth in Spain.
So, why are we talking about the EU and the US? The answer is, the economic activities inside these two regions have major influences on the business cycle, aggregate demand and supply inside TCI’s travel sector, not withholding the expansion and contraction of its economy.
Too, Seth Borko – a senior research analyst at “Skift Research” observed an extraordinary trend, he termed, “good inflation.” He asserts, the travel sector represents the second biggest core driver of US inflation and the recent inflationary pressures were a ‘good thing’ for the industry when compared to the pre-pandemic periods.
Airfares leaped to 10.2 per cent, while vacations abroad rose by 7.6 per cent in costs. But looking at the numbers, it is difficult to see the ‘good’ it derived for the travel industry, He added!
The recent rebound in travel inflation is ‘good’ for countries like the TCI and a clear indication
of a resurgence of travel demand; therefore, travel companies are positioned to revamp pricing power.
However, hoteliers in the TCI must note, inflation of goods that enable the delivery of travel services posits a threat to travel businesses. And if input costs increase, it could impact businesses with already thin margins.
And as an economic principle, hyperinflation is detrimental to the consumer, where demand outpaces rapid economic growth, which impels producers to constantly raise prices for commodities and services; in addition to, supply constraints in the market.
When this occurs, consumers have less discretionary money available to spend on vacations. However, a contrarian view suggests, a full travel recovery could help mitigate the impacts of overall inflation.
For now, middle-income US consumers are yet to succumb to the price constraint hikes or allow declining savings to derail them from booking vacations and this is a ‘good thing!’

You have too much
There are a lot of self-help gurus. It seems everybody who has ever enlisted in the army, ran a marathon, parented, or visited a gym has something to say to the population about how to make life more meaningful and happy. A few years ago Marie Kondo was the star. Her call to fame was a book titled “The Life-Changing Magic of Tidying Up: The Japanese Art of Decluttering and Organizing.” If you have not guessed yet, Kondo is Japanese and her main thesis was as the book’s title stated, clean your house. And when you do so, throw away everything that does not bring you “sparks of joy”.
At the time of writing her best-seller, Kondo was in her mid-twenties, the perfect age for dispensing life-changing wisdom to the masses. As expected the book led to a Netflix show and a podcast and multiple speaking engagements. After a while, Kondo aged, changed, and got a family. In an article I read recently, she was attributed to have said that she had “kind of given up on” her own advice to clean her house and throw away everything that did not bring happiness. Every mother is smiling now. So what’s her focus, “Now I realize what is important to me is enjoying spending time with my children at home.”

REDUCE
In the Merriam-Webster dictionary, among the many definitions for reduce it gives these; “to restore to righteousness, to bring to a specified state or condition, to bring to a systematic form or character, to correct a fracture by bringing displaced or broken parts back into their normal positions”. Here are a few things you can do to reduce your life to its most important facets;
1. PRIORITISE
Create four or five big life buckets and pour the majority of your time, resources, and creativity into them. By doing this, you would reduce the amount of time and energy you spend doing things that do not help, like someone said, “You can grow an inch in a thousand directions
or you can grow a foot in a few directions”. You can frame your life buckets into vision statements but review them at a convenient time, an example is “By the end of this year I will develop and practice studying my Bible daily”. Here are some suggestions of life buckets you may want to focus on:
i. Your Faith in God
ii. Your Family
iii. Your Health
iv. Your Service in God’s Kingdom
v. Your Resources
vi. Your Relationships
2. PLAN
Now that you have your life buckets, plan your daily, weekly, and yearly schedules and calendars around them. This guides you to develop specific routines that help you to preserve your energies by directing them in the right path. Of course, you want to be flexible and there are times you would need to attend to emergencies that come up, but all in all, make a plan and
then follow it.
3. PRUNE
Some things in your life need to go. Once that life bucket has been determined and you plan around it, then you would clearly see what needs to stay in your life and what needs to go. Ask God for wisdom in this, so that you do not give in to the temptation to stop doing hard but necessary things and focus on easy, unnecessary things. Don’t skip church so that you can attend a gym class, or because you need to sleep after working 70 hours a week and hanging out 15. The enemy of your soul, the world, and the sinful nature of your flesh will want you to stop doing what is of eternal importance to focus on
temporal things. Other things to do to prune your life:
i. Have a “Stop Doing” List. Some things on your daily calendar need to stop.

People watching in bars
I love people-watching. I find it to be the single most fulfilling pastime there is_and when alcohol is involved, it is even more amusing.
Drunk-people-watching, sadly, has become one of my favourite pastimes. Watching people behave in ways so questionable that you wonder why alcohol is an accepted substance. As I sat at a distance, in this all-black bar with sticky floors, I knew that I was about to be entertained.
It is what some people would call a nosy person but I see it in a different light. I don’t stalk people, I just observe others from a distance. Such is not a crime.
I have found that watching people is somewhat the key to becoming wiser in every sense of the word. Many people have

The CARIBAVIA airline alliance initiative
CARICOM is no closer to solving regional air transportation issues. Another summit of government leaders done; another failure. It does not make a lick of sense to bring illiterates together in a summit to discuss the writings of Shakespeare. And one cannot expect to make a marathon runner out of a patient who is limping around on crutches.
The right way to find solutions and make true progress in the region is by involving airline/ aviation professionals in a summit. The formula for success may be to bring three true government or political leaders together in one meeting, who are not only willing but also able to provide support and help to drive an initiative. Then bring into the discussion room, the existing regional air carriers who are already successful in their own way, regardless of size, yet are limited in growth and expanding their services, but need support to do so. Investors needed? Serious investors are becoming interested if a riskadverse financial institution is part of a development initiative before the investors themselves become part of it.

Creating a new airline was not mentioned here and it was not the purpose either. Mind that the words funding, financing or subsidies were not mentioned either. So, what is it all about then? Action and not just words.
Creating an air transportation alliance is what the initiative is aiming for. It may have the characteristics of a PPP-Airline (Private Public Partnership) but isn’t an airline per se. It should result in jointly getting geopolitical hurdles out of the way. It should result in giving the existing airlines, regardless of their current size or capacities, the oxygen they need to breathe and flourish. If you want plants to grow and blossom, don’t fertilise
them with currencies. Give them water and sunlight and take them out of the pot they are in, so that their roots have more space in the earth environment to find nourishment.
Here you have the formula for solving the regional Caribbean air transportation issues. Call it the CARIBAVIA initiative, not to do me a favour, it is just that the name makes sense. Call it the CARIBAVIA Alliance, again because the word makes sense. Of course, I’m personally very biased as to where and when this discussion for the initiative will take place, the CARIBAVIA conference is in June.

Culture and heritage training for teachers underway
Teachers across the Turks and Caicos Islands are learning more about the territory’s rich and diverse culture and heritage at several workshops.
On Monday, February 20, 2023, the Department of Culture and Heritage commenced a series of training workshops for teachers with an aim of equipping them with the knowledge and skills needed to support and strengthen the delivery of culture and heritage curriculums in school.
The workshops got underway in Grand Turk with teachers from the island and from South Caicos
in attendance, representing the Ona Glinton Primary, Eliza Simons Primary, Iris Stubbs Primary, Marjorie Basden High and Helena Jones Robinson High School.
The training sessions are being facilitated by several presenters who are well-versed in the culture and heritage of the Turks and Caicos Islands, including; Ms E. Blythe Clare, Dr Dellareese Higgs, Mrs Desiree Robinson, Dr Carlton Mills, Mr Kitchner Penn, Mr Alfred Robinson, Mr David Bowen, Mr Lindsey ‘Zues’ Butterfield, Mr Edric Smith and the staff of the Department of Culture
and Heritage.
The workshop was highly interactive and covered a number of areas such as Introduction to Turks and Caicos Islands, National Symbols, Communication and Transportation, Slavery and Apprenticeship, Our National Hero, Unsung Heroes, De Masses, Junkanoo and Costume Making, Past Festivals, Rip Saw Music, Folk Songs and Dance, Maskanoo, and Event Management, a statement from the Department of Culture said. As part of the training, teachers were provided with instructional material and other resources to guide them as they deliver lessons on TCI’s culture and heritage in their respective classrooms.
The Department said: “There is doubt that teachers will build upon their existing knowledge, harness new knowledge and skills on TCI’s culture and heritage and feel more confident imparting the information to our students.”
A similar workshop will be held from March 27-29, 2023 for teachers in Middle Caicos, North Caicos and Providenciales.

Shared crew training within the region. Shared maintenance services. Sharing airport facilities or services.
Joint negotiation strength for acquiring ‘other’ aviation services (e.g aviation fuel or needed spare parts). One frequent-flyer programme. Joint promotions. Last but absolutely not least, helping each other out when needed.
Everyone knows that compromises have to be made when getting into a partner relationship. Not to mention the private ones, we know about. But the most important thing is to get along with one’s partner and stick together as one. All of the above sounds so simple, doesn’t it? Then why not keep it simple and do it?
Hundreds of youth welcome the Earl of Wessex to Providenciales
BY OLIVIA ROSEOver 500 students from schools across the Turks and Caicos Islands gathered at the Gustavus Lightbourne Centre on Thursday to give a rousing welcome to Prince Edward, the Earl of Wessex during his official visit to Providenciales.
Prince Edward, the youngest son of the late Queen Elizabeth II and his wife Sophie, the Earl and Countess of Wessex, arrived in the nation’s capital, Grand Turk on Wednesday, February 22, and were
welcomed to the Islands by His Excellency Governor Nigel Dakin.
His Royal Highness accompanied by HE Governor Nigel Dakin, travelled to Providenciales on Thursday, February 23, where they met and interacted with youth and mentors and high school basketball players from across the Turks and Caicos Islands.
During his visit to the gymnasium, he was greeted with beaming smiles and loud cheers from hundreds of students who
attended the territory’s first ‘AllStar’ youth basketball game.
The top performers from the TCISS Inter-High School Basketball Championship were grouped into two sides: East and West and they engaged in a fierce battle with the former emerging as champion by just two points (8684).
His Royal Highness was also invited to award the ‘Royal Cup’ to the winning team which consisted of students from HJ Robinson in Grand Turk, British West Indies
Collegiate in Providenciales, Marjorie Basden High School in South Caicos and Wesley Methodist in Providenciales.
He encouraged team West which was made up of students from Maranatha Academy, Clement Howell High School, British West Indies Collegiate and Raymond Gardiner High School not to be dismayed as the competition demonstrated their ability to be worthy opponents.
Coupled with this, His Royal Highness met with leaders from
sport governing bodies; major donors to sport development and those who have accomplished greatness in sport, such as TCI’s first Olympian Mr Delano Williams, who represented Great Britain in 2016; TCI’s 2022 Commonwealth Games athletes; TCI’s pro boxer; a collegiate ice hockey player and a competitor in NCAA division one basketball in the United States.
He also met with TCI’s unsung heroes that have contributed to the development of sport in the
territory and lauded them for their indelible efforts in helping to mould TCI’s youth in the right direction.
Prior to his visit to the gymnasium, Prince Edward visited the Edward Gartland Youth Centre, a non-profit facility that empowers kids and teens in the TCI with opportunities to learn and interact socially outside the school setting.
While there, he met with representatives of the ‘100 Black Men’ and ‘Boys to Men’ mentorship groups to learn about the programmes and the impact they have had on the lives of young men in the Turks and Caicos Islands.
During his interaction with the groups, the Earl encouraged the young men to remain in the programmes and to stay focused on their goals.
He lauded the mentors of
both groups which included well-established businessmen in the private sector and many entrepreneurs.
Concurrently, the Countess spent her morning exploring the natural beauty and extraordinary environment of TCI.
She was hosted by environmental specialists where she explored TCI’s mangroves; observed the territory’s unique Iguana species; visited the third largest barrier reef in the world to understand the biodiversity and witnessed a demonstration of the baited underwater cameras now being used in the TCI as part of the TCI / UK Blue Belt Initiative.
The Earl and Countess later met with the Hon Premier for a luncheon in their honour bringing the visit to a close.
Their Royal Highnesses then departed the TCI for the Bahamas.
Five-year dredging licence to enhance travel –
Government has announced the execution of a five-year dredging licence to enable the Ports Authority to carry out maintenance and emergency dredging in ports and navigation channels throughout the TCI.
The news comes on the heels of a protest action staged by residents of Sandy Point North Caicos last week, complaining bitterly of the narrow channel, which they say is a disaster waiting to happen.
The residents, many of whom work on Parrot Cay, said the daily sea voyage to and from on a small boat instead of the proper ferry service is a treacherous and inconvenient one.
They issued a call to their
residents promised relief soon
parliamentary representative, Honourable Arlington Musgrove to ‘start the dredging and open the channel’.
This week, Hon Musgrove - who is also the minister with responsibility for ports - along with Hon Minister Josephine Connolly, who has oversight over the Department of Environment and Natural Resources (DECR) responded with news of the upcoming dredging process.
Musgrove said the execution of the licence is a very important development and with the new dredging licence the Ports Authority will now be able to launch dredging projects in a timely manner.
He assured his constituents: “No
longer will people, especially in the Caicos Islands, experience delays with dredging projects which compromise maritime safety.”
Under the licence the Ports Authority or sub-contractors it engages would be able to carry out dredging projects subject to notification of the DECR and compliance with conditions included in the licence.
Responding to the concerns of residents, Minister Connolly said that her ministry has been responsive to the dredging requirements of the Ports Authority.
She said she is pleased with the collaboration between the two bodies, with support of the Attorney Generals’ Chambers
which produced a licence that balances the need to undertake dredging projects in a timely manner while complying with environmental requirements.
The five-year dredging licence is granted in accordance with the Mineral (Exploration and Exploitation) Ordinance, and is also consistent with the Mineral Exploitation and Emergency Dredging Policy approved in 2021.
The dredging licence covers the following ports and channels: in Providenciales the South Dock and Heaving Dock port/navigational channel; in North Caicos and Pine Cay it covers the Bellefield Landing Turning Basin, Bellefield Landing Channel, the Pine Cay
Channel and Sandy Point and Sandy Point access channel. While in Grand Turk the licence covers South Dock and in South Caicos it covers the South Caicos Port. (DELANA ISLES)
Police have issued a wanted bulletin for 22-year-old Mervin Joseph, wanted in connection with a murder committed last September.
Joseph, a native of Grand Turk, is last known to reside in Dock Yard, Kew Town, Providenciales. Reports are that the wanted man was a part of Brandon Rahming’s gang which terrorised the Turks and Caicos Islands in the latter months of 2022. Rahming was gunned down by police on November 23. That police-involved shooting appears to be still under investigation, as police have still not revealed the findings of that probe.
The incident for which Joseph is wanted for questioning occurred on September 30 at about 8pm, when two men were shot resulting in one dying and the other being hospitalised.
Police were called in by residents who reported gunshots in ‘Archie Morley Yard’ in Five Cays. When cops arrived on the scene they discovered the lifeless body of a young man riddled with bullets. He was pronounced dead at the scene.
Shortly after this gruesome discovery, cops were called into the Cheshire Hall Medical Centre where a gunshot victim was receiving treatment. That victim was later identified as Joseph.
Joseph is now evading police and they are asking the public for their assistance in finding the suspected killer.
Police are calling on Joseph to surrender himself to the nearest police station.

Allegations of inhumane treatment and illnesses at HMP dispelled
The ministry of home affairs is embarking on a programme to replace and refurbish the existing drainage system at Her Majesty’s Prison in Grand Turk.
The news comes as the ministry sought to dispel a news report regarding alleged inhumane conditions at the territory’s only penitentiary. The report alleged that prisoners were subjected to “appalling health and living conditions” at the facility, amid an overflowing sewage system which has resulted in serious illness and other health problems.
The ministry has since
explained that in recent times the drainage system at the prison has experienced issues and at all times plumbers have attended and cleared blockages. However, the ministry stated that some of these issues also lie with the inmates, who have historically and deliberately sabotaged the drainage system causing the residential units to flood.
They further clarified: “Last week a shower was found to be left on overnight and the drain blocked, causing clean water to cover the area outside of the showers. Over the past weekend, there was a
drainage issue that caused flooding in the grounds and communal areas.
“Two prisoners' cells were also affected but were subsequently cleaned and sanitised. During both occasions, prisoners were not held on the wing but were in communal areas within the prison grounds.”
To permanently resolve the issue the current drainage system is set to be upgraded to increase capacity and resolve the longstanding issues.
In addition to this, the ministry said it is continuing its modernisation of the prison’s
accommodation blocks with one block nearing completion and two more due to be started this year.
They said additional funding has also been agreed upon to convert a building within the prison to new accommodation.
“These initiatives are important in supporting HMP’s approach of housing prisoners in decent and safe conditions where the focus is on rehabilitation, successful resettlement and returning prisoners back to our communities with improved opportunities of leading a law-abiding life,” the ministry said.
They also clarified that there are no confirmed cases of Tuberculosis (TB) at the facility and that all prisoners are asked to test on their reception to the prison and those who refuse to test are offered a precautionary and preventative course of medication to help protect them, staff, and other prisoners. However, the prison superintendent continues to work closely with the chief medical officer’s team to manage the risk of disease or illness within the population in the same way as was successfully done during the Covid-19 pandemic.
A five-island roadshow aimed at informing residents of new opportunities under the Micro Small Medium Enterprise (MSME) Programme wrapped up this week. The roadshow which commenced on February 8 was aimed at educating business owners about recent amendments to the MSME Programme that increase opportunities for them.
The MSME programme is hosted by the Invest Turks and Caicos Agency (Invest TCI).
Commenting on the roadshow, Alexa Cooper, Vice President of SME Development, thanked persons for their attendance: “We
hope the new amendments will encourage more entrepreneurs and small businesses to apply to the MSME Programme and take advantage of the benefits and assistance available to them.
“Our mission is to foster sustainable growth and development for small businesses around the islands. Invest TCI is ready to assist you in taking your business to the next level.”
Kicking off in Grand Turk, the agency next took the show to South Caicos on February 13, then to North Caicos and Middle Caicos on February 16, concluding in Providenciales this past Monday,
February 20.
A statement from the Agency said they were able to inform residents of the changes under the programme which includes expansion in the qualifying sectors, increases in cash grants depending on the size of the business, further coverage for technical assistance and provision for businesses to access an additional $10k if they meet specific key point indicators. These changes also allow small businesses to experience a more streamlined application process with user-friendly forms.
The MSME Roadshow 2023 also provided a refresher on the
various benefits and assistance available, the priority areas that qualify, eligibility requirements, and the application process. The Agency was also able to inform the public on the programme's progress since its inception while addressing misconceptions.
One hundred residents attended the various shows, engaged in numerous sessions, asked questions, and provided feedback and recommendations to improve the programme.
Commenting on the event, CEO of Invest TCI, Angela Musgrove said the MSME Programme continues to grow, adding
additional support to recipients and other small businesses through the new Technical Support Unit, which will launch shortly.
“We aim to support all entrepreneurs and small businesses through business planning and training, counseling, business administration services, and MSME Grant Support Services.
“We are excited about the opportunities that the programme provides to the small business community and are optimistic about the positive future of the programme as we thrive to create sustainable growth and partnerships for small businesses.”

Caribbean leaders rule out sending troops to Haiti
Caribbean leaders attending an annual trade bloc meeting say they will not send a force to Haiti to help stop worsening gang violence in that country.
The spiralling violence in Haiti has been a key topic at the 15-member CARICOM meeting in the Bahamas with Haitian Prime Minister Ariel Henry asking for an international military intervention to stop the gang attacks in his country.
When asked by VOA’s Creole Service about possible troop involvement in Haiti, Grenadian Prime Minister Dickon Mitchell said, “No, we are not sending troops. That much I can answer.”
In October, Haiti requested help from the United Nations Security Council and has suggested the U.S. and Canada lead a force. No such intervention has come together, and neither country has offered to take the lead.
The prime minister of St. Vincent and the Grenadines, Ralph Gonsalves, said Friday
that CARICOM was working on a project for strengthening the Haitian police and security.
He told VOA’s Creole Service that a working group set up to help resolve the crisis in Haiti would expand to include political actors there who signed a December accord. That agreement aims to pave the way for new elections in Haiti and the establishment of a transitional council.
Gonsalves said the effort would help Haiti move toward both a political and a security solution.
“Let them work in tandem,” he said.
Also Friday, Haiti’s prime minister welcomed action by the United States and Canada to sanction Haitian individuals believed to be connected to the gang violence.
Henry also said that Haiti sanctioned two more Haitian politicians with alleged ties to the gangs.

UK-imposed legislation not the best for the BVI — Fraser
Opposition Leader Julian Fraser has argued that legislation imposed by the United Kingdom (UK) on the BVI is not always best for the territory’s residents.
Fraser was speaking at a community meeting in his district last week, where the issue of the controversial Police Bill was raised by residents. The Bill was withdrawn by lawmakers after sections of the proposed revised Act again attracted major concerns and public backlash.
Fraser commented that the United Kingdom had previously imposed “imperial legislation” on the territory when members of the House of Assembly (HOA) declined to move forward with a bill on capital punishment, that was brought by a previous governor.
“We just refused to lift the death penalty but the British government said, well, it’s out of step with the norm, for the time that we are living in, and they will do it. And they did it,” Fraser explained.

Cayman: Minimum wage report expected end of June
IT is almost seven years since a national minimum wage of CI$6 per hour was introduced in the Cayman Islands when inflation was running at -2.8%. Since then, that basic rate has not been increased, despite the runaway inflation over recent years. The newly formed Minimum Wage Advisory Committee held its first meeting just over three weeks ago to begin discussions on the adequacy of that rate but a report is not expected to go to Cabinet until at least the end of June.
Lemuel Hurlston, who chaired the original committee chair that recommended the CI$6 wage back in 2015 based on a very different set of circumstances, is once again leading a crosssection of representatives who are expected to make recommendations to increase the amount.
The committee includes people from various local associations representing both employees and employers, as well as representatives from
civil society, with support from the Ministry of Border Control & Labour, the Economics & Statistics Office (ESO) and the Department of Labour & Pensions (DLP).
The committee, which is now meeting weekly, will investigate the impact of a new minimum wage at various points as well as whether the country should establish various minimum wages for specific industries, sectors or age groups.
In a press release from the government Monday, Hurlston said the minimum wage rate affects everyone. “As we meet weekly over the coming months, by looking at current and future factors that it may affect and through advice from independent consultants, we hope to be able to advise the Cayman Islands on a way forward in determining a new minimum,” he said.

Bahamas PM: We cannot have shanty towns on our islands
PRIME Minister Phillip “Brave” Davis pledged to take “decisive” action on shantytowns, saying prosecutions will be made where seen fit on the issue.
Mr Davis made his remarks during a national address last night during which he spoke about the issue of irregular migrants in the country and introduced “Operation Secure” to aid in tackling the unregulated communities.
The collaborative security operation is between the Royal Bahamas Police Force, the Royal Bahamas Defence Force and the Department of Immigration.
“The operation is focused on identifying irregular migrants, documented migrants, and Bahamians living in these communities, and addressing their status in a comprehensive and coordinated manner,” Mr Davis explained.
He noted the Supreme Court injunction - which had barred action on the removal of shanty towns - that was recently lifted.
He said for more than a year his administration was working to satisfy legal requirements - put in place by the Supreme Court - so it could take more “aggressive” action on shantytowns. He said intelligence gathered during this period has shown these communities are expanding.
“We cannot have shanty towns on our islands: they are unsafe, a hazard to public health, they are against the law, and they directly
impact our way of life,” Mr Davis added.
This comes after Mr Davis suggested on Friday that the government will not immediately move to demolish shantytowns in the country despite the recent lifting of a shantytown injunction, saying it makes no sense “responding to a crisis to create another crisis.”
However, last night Mr Davis said it is a priority that “decisive action” be taken, which is based on laws of “our land.”
He noted undocumented migrants will continue to be
processed and repatriated, as he said this effort will expand in the coming days as well as weeks.
For this year, 1,024 persons have already been repatriated, according to the prime minister.
In terms of undocumented migrants living in unregulated communities, he said they will be required to relocate at their expense or their employer’s expense, or face repatriation.
“And any Bahamian citizens found to be living in these communities will be required to relocate,” he stressed.
Bahamas: Foulkes calls PM claim
FORMER Governor General Sir Arthur Foulkes dismissed Prime Minister Philip “Brave” Davis’ claims this week that the opposition left the 1972 independence conference in London, saying it’s a “persistent” untruth.
Sir Arthur in an interview with The Tribune responded to comments made on Monday about the 1972 independence conference.
Mr Davis during a debate in the House of Assembly said that the opposition left quickly on the completion of the conference.
In a 2014 Tribune editorial, it was reported that Foreign Affairs Minister Fred Mitchell also described the FNM members’ hurried departure from London on the completion of the 1972 independence conference at Marlborough House.
The inference in this remark is that the FNM did not wait for the end of the talks, but rushed to the

airport, leaving the government to dot the “i’s” and cross the “t’s” on The Bahamas’ most important document.
“The FNM was on the side and they were arguing, no to independence. That’s the point he made now, after the people rejected the view of the FNM.
“Right, and then the issue of the constitutional conference came up. It was only right for the opposition to have their say in the crafting of the Constitution,” Mr Davis said on Monday.
Mr Davis added: “They left; Christmas was coming. They signed off and said Sir Lynden whatever y’all say... And they came back home, that’s all part of the record.”
However, when The Tribune contacted Sir Arthur, he said the claims are false.
“It’s (false), it’s unfortunate I don’t know who told him that. But
obviously, somebody told him that and he repeated it,” Sir Arthur said.
Sir Arthur said the comments made by the Prime Minister were a discredit to him and his fellow colleagues such as former leader of the opposition the late Kendal Isaacs.
“It’s a discredit to us. Some of my colleagues, like Kendal Isaacs, who is now passed, it’s unfair to him.
“If you knew Kendal Isaacs, he was one of the most honourable men I’ve ever met in my life. To suggest he would have abandoned his duty like that it’s just utterly unspeakable; it’s really wrong.”
Sir Arthur explained that the British government decided when he and his colleagues were set to leave, noting they left after the conference was completely done.
He added: “From what other reporters told me, he repeated the same thing that Fred Mitchell said that we left before the conference
are unlawfully leasing land, engaged in human smuggling, or employing migrants illegally will be prosecuted.
“If you are a Crown land holder who is unlawfully leasing land, you will be prosecuted,” he said.
“If you are engaged in human smuggling, you will be prosecuted. And if you are employing migrants illegally, you will be prosecuted.
“We will have a zero-tolerance policy for anyone seeking to break or circumvent the laws of The Bahamas.”
Additionally, consideration is being given for the construction of a new detention centre in Inagua. Mr Davis added that efforts are being made to strengthen Operation Secure and recruit more immigration officers.
The prime minister also said that those who play a role in aiding the expansion of shanty towns will face prosecution.
He added: “Through Operation Secure, we will prevent the exploitation and abuse of migrants by unscrupulous landowners and businesses, holding accountable those with a reckless disregard for our laws. Operation Secure targets those entering our borders illegally, as well as any Bahamian citizen or legal resident who is breaking our laws.”

Brexit: Fears EU law axe could side-line Welsh Parliament
PLANS to scrap EU-era laws will concentrate too much power in the hands of Welsh and UK government ministers, a report says.
A committee of Senedd members said the bill risks side-lining the Welsh and other UK parliaments, creating an “unacceptable power imbalance”.
The bill will allow ministers to fast-track scrapping or changing EU law.
The UK government said the bill would prevent laws inherited from the EU from “dragging down the UK”.
Some MPs have also expressed concerns about the proposals.
The bill would allow both Welsh and UK ministers to scrap, amend or replace EU laws on the UK statute book using secondary legislation, prompting concerns about a lack of scrutiny.
It creates a deadline of the end of 2023 whereby any remaining EU laws that have not been saved, reformed or removed will
automatically expire.
The Welsh government has recommended that Senedd members do not give their consent to the legislation, which will affect thousands of laws including many in areas under Welsh ministers’ control.
The Senedd usually has to say whether it consents to new UK Parliament laws that might affects its powers.
However its decision does not block the legislation from coming into effect.
In September, Mick Antoniw, the Counsel General for Wales, told to the UK government the bill would give UK ministers “unfettered authority to legislate in devolved areas”.
He said it risked “the reduction of standards in important areas including employment, health and the environment”.
But the UK government said EU law was copied over to smooth the Brexit transition and “was never intended to sit on the statute book

Jacob Rees-Mogg, who was the secretary of state for business, energy and industrial strategy at the time, told MPs when he introduced the bill to the UK parliament: “The time is now right to bring the special status of retained EU law in the UK statute book to an end on 31 December 2023, in order to fully realise the opportunities of Brexit and to support the unique culture of innovation in the UK.”
‘UNNECESSARY DEADLINE’
Huw-Irranca Davies, the chair of the Senedd committee, said there were “an estimated 4,000 pieces
of legislation on a wide range of important areas” to be considered.
“This bill, if it becomes law, will concentrate too much power in the hands of UK and Welsh government ministers, without proper scrutiny from the Senedd,” he said.
“For us to have good law in Wales on essential areas such as the environment and agriculture, we must have proper oversight and time to consider legislation - not a rush just to meet, for what is to most of us, an unnecessary deadline.
“These are important matters for the people of Wales and they must be considered carefully to
ensure we do not lose important protections that benefit all of us.”
The committee has also called on the Welsh government to clarify what impact the legislation could have on their resources.
First Minister Mark Drakeford told the committee deciding what to do with laws formerly covered by EU rules in areas like agriculture, animal welfare and product standards before the deadline would require capacity to be diverted from other parts of the Welsh government.
The bill is currently going through the House of Lords, where it is expected to encounter significant opposition. (BBC)
Mexico’s ex-security minister Genaro García Luna convicted of drug trafficking
THE former face of Mexico’s war on drugs has been convicted by a US jury of drug trafficking.
Genaro García Luna, once Mexico’s security minister, was found guilty of taking millions of dollars from Mexico’s biggest crime group, the Sinaloa drug cartel.
García Luna - who was arrested in the state of Texas in 2019 - had pleaded not guilty.
The 54-year-old.
At a minimum, García Luna will serve the mandatory minimum of 20 years, according to a statement from the Department of Justice.
The verdict came after a fourweek trial and three days of jury deliberation in the US District Court in Brooklyn, New York.
Prosecutors said the former head of the Mexican equivalent of the US Federal Bureau of Investigation accepted millions of dollars stuffed in briefcases and delivered by members of Joaquín “El Chapo” Guzmán’s Sinaloa drug cartel.
García Luna, who moved to the US after leaving office, is the highest-ranking Mexican official ever to be tried in the US.
On Twitter, a spokesperson
for current Mexican President Andrés Manuel López Obrador, Jesús Ramírez Cuevas, praised the decision and took aim at former Mexican President Felipe Calderón.
García Luna served under Mr Calderón, who oversaw a crackdown on drug cartels beginning in 2006.
“Justice has arrived for the former squire of Felipe Calderón,” Mr Ramirez Cuevas wrote. “The
crimes against our people will never be forgotten.”
In a statement to BBC News, Mr Calderón defended his administration’s handling of the fight against organised crime and said that the verdict against García Luna was “already being used to politically attack me.”
“I have been the president who has acted the most against organised crime,” he said. “I fought to build an authentic rule
of law, without which there is no freedom, justice or development.”
Mr Calderón added that “with the information available at the time, I took due diligence measures in the creation and operation of the government team”.
Ioan Grillo, a Mexico-based British author and expert on Mexico’s criminal underworld, told BBC News the conviction has “big implications” for both the US and Mexico governments’ fight against corruption and organised crime.
“This could encourage prosecutors to go after other cases,” he said. “They took a certain risk by not having physical evidence and convicting him on testimony from drug traffickers.”
He added García Luna’s conviction could also help dissuade Mexican officials from being “openly corrupt”.
“If you’re a Mexican agent, you’ll be thinking about how much you expose yourself to the Americans,” he said.
The ex-minister - widely considered the architect of Mexico’s war on drugs - was said to have shared information with the Sinaloa drug cartel about its
rivals and warned the group about law enforcement operations.
García Luna denied the allegations.
The claims against García Luna’s involvement with the Sinaloa cartel first came to light during a trial against Guzmán, who was sentenced to life in prison plus 30 years in 2019.
A former cartel member named Jesus “Rey” Zambada testified during Guzmán’s trial that he had delivered millions of dollars in payments to García Luna.
The case against the former minister was built on the testimony of nine cooperating witnesses, mostly convicted cartel members, including Zambada.
García Luna declined to testify at the trial, but his wife, Linda Cristina Pereyra, took the stand and attempted to downplay their finances and lifestyle.
In her closing argument, US prosecutor Saritha Komatireddy said the Sinaloa cartel could not have built a “global cocaine empire” without García Luna’s aid.
“They paid the defendant bribes for protection,” she said. “And they got what they paid for.”

Keir Starmer unveils Labour’s five missions for the country
Sir Keir Starmer has outlined the five “missions” he will put at the centre of his party’s offer to voters at the next election in a speech in Manchester.
He vowed to make the UK the fastest growing major economy by the end of a first Labour term in government.
Making the country a “clean energy superpower” and cutting health inequalities will be other key priorities if the party wins power.
The Labour leader claimed his plan would give Britain “its future back”.
The speech was an attempt by Sir Keir to convince voters Labour are a viable alternative government.
It was light on policy detailsthese are promised for later in the year.
But it was striking that the Labour leader spoke about a “decade of renewal”, hinting that he was already looking to a second term in government.
Pressed about this by journalists, he said he wanted to be “humble” and not take victory for granted but the problems he had identified could not be fixed within five years.
Labour has a lead of around 20% over the Conservatives in opinion polls, suggesting the party is on course to win the general election

proposes strict asylum restrictions at
US President Joe Biden’s administration has unveiled a plan that would make it harder for migrants to claim asylum once Covid border controls lift in May.
It would require adult asylum seekers to use an app to book a meeting with US officials or first claim asylum in another country before reaching the US.
Failure to comply would make migrants ineligible if they subsequently reach the border.
Human rights groups likened the plan to Trump-era policies.
The proposed measure is the toughest yet introduced by Mr Biden, who came into office promising a more humane approach to the border crisis.
The proposed rule would apply to adults and families but not to unaccompanied children.
Under the plan, migrants would have to use a phone app to make
an appointment to speak with a US immigration official when they arrive at the border.
Those who failed to make the appointment would be presumed to have been found ineligible for asylum in the other countries they passed through.
The proposal - issued jointly by the US Department of Homeland Security and the Department of Justice - allows for those undocumented migrants to be swiftly deported. If approved, it would be enacted on 11 May, when Title 42 - a Trump-era health emergency provision allowing migrants to be expelled back to Mexico - is due to expire.
The Biden policy would remain in place for two years with the option of extending it.
The American Civil Liberties Union (ACLU) said it would sue
wing policies that got him elected as Labour leader and is now embracing language it is possible to imagine Tony Blair using.
Strategically, that may be sensible to try to woo former Conservative voters, but it leaves him vulnerable to people suggesting it is unclear what he really believes and really stands for.
Addressing the audience on Thursday morning, Sir Keir said his “mission-driven government” would “restore our ambition, raise our sights above the quick fixes, the pandering to the noisy crowd, the short-termism that will only ever provide the sticking plaster”.
Conservative Party chairman Greg Hands said the Labour leader would “say anything if the politics of that moment suit him”.
“He lacks principles and has no new ideas - and that is how we know a Starmer Labour government would just revert to the same old Labour habits of spending too much, raising taxes, increasing debt and soft sentences.”
The left-wing campaign group Momentum attacked Sir Keir for abandoning promises he made when running for Labour leader in 2020 including, introducing common ownership of energy, water and rail.
Raising education standards
The Labour leader’s next speech, expected on Monday, will cover the economy and include what is described as a “round table” with some business leaders.
He confirmed he would back the big hike in corporation tax coming in April, adding that businesses were more concerned about a lack of stability than the tax rise.

At his new year speech last month, Rishi Sunak set out his own five goals for his premiership, which, like those set out by Sir Keir, included growing the economy.

The King co-writes children’s climate change book
King Charles has co-written a children’s book about the environmental threats the planet is facing.
‘Climate Change’ - a Ladybird Book, will be published next month.
On Friday the King hosted global leaders at Buckingham Palace to support action on restoring the natural world.
Speaking at the reception, the book’s co-author Chair of Natural England Tony Juniper said the King wanted to empower young people.
“I think he’s been struck by the level of energy and passion shown
by young people on these subjects, and was keen to put something into their hands which was about those basic facts and figures, basic ideas, but also with his personal message in there,” Mr Juniper said.
In 2017 the King and Mr Juniper wrote a book for adults about climate change. The new publication aims to make the topic accessible for 7-11 year-olds and is “trying to bring the facts to the fingertips of the people who’ve got most to gain by finding solutions in time,” Mr Juniper explained.
Leaders from government, business, charities and indigenous communities went to the palace
reception to support stronger action on protecting biodiversity.
It followed promises made by nations at the UN summit COP15 in December to prevent what is called the “sixth mass extinction event”. Biodiversity - the variety of living things - is declining faster than at any time in human history.
At COP15 leaders agreed to stop the extinction of species and raise £167 billion ($200 billion) a year to protect nature.
In the historic deal known as the Global Biodiversity Framework, almost 200 countries pledged to protect 30% of the planet by 2030 to allow nature to flourish.
The King’s reception followed a major government meeting aimed at kick-starting private fundraising to deliver on promises made at the UN’s COP15 summit in December.
Environment Secretary Thérèse Coffey said the meeting was aimed at mobilising private finance to meet goals set at COP15.
“Instead of constantly playing catch-up and repairing the damage that’s subsequently happened, which can cost even more money, let’s get solutions now,” Ms Coffey told BBC News.
Rapper Nipsey Hussle’s killer Eric R Holder Jr gets 60 years in prison
The man convicted of killing rapper Nipsey Hussle has been sentenced to at least 60 years in prison.
Eric R. Holder, Jr. was found guilty of first-degree murder last July for killing Hussle - whose real name is Ermias Asghedom - outside Hussle’s South Los Angeles clothing store in 2019.
Hussle, a Grammy-nominated artist, died aged 33.
Two bystanders were also hit and injured in the incident.
Superior Court Judge H. Clay Jacke announced Holder’s 60 years to life sentence on Wednesday after hearing from one of Hussle’s friends as well as reading a letter from Holder’s father.
Holder was found guilty of murder as well as two counts of attempted voluntary manslaughter for the two bystanders injured in the shooting after a months-long trial.
JK Rowling dismisses backlash over trans comments: ‘I don’t care about my legacy’
Harry Potter author JK Rowling has said she is not concerned about how the backlash to her position on transgender issues will affect her legacy.
She said anyone who thinks she is has “profoundly” misunderstood her.
She has been called transphobic for her views on gender identity and allowing trans women into women-only spaces.
Rowling told a new podcast she “never meant to upset anyone”, but added: “However, I was not uncomfortable with getting off my pedestal.”
Referring to fans who claim she has “ruined” her legacy, the writer said they “could not have misunderstood me more profoundly”.
“I do not walk around my house thinking about my legacy,” she continued.
“What a pompous way to live your life, walking around thinking, what will my legacy be? Whatever, I’ll be dead. I care about now. I care about the living.”
THREATS OF VIOLENCE
Rowling has attracted extensive criticism for a series of comments
Rowling said she had received “direct threats of violence” as a result of her stance
voicing concerns about how trans issues affect women’s rights, and her opposition to Scotland’s gender recognition bill.
In an essay on her website in 2020, she wrote: “When you throw open the doors of bathrooms and changing rooms to any man who believes or feels he’s a woman… you open the door to any and all men who wish to come inside.”
Her position has been interpreted by some as transphobic, leading to calls for a boycott of the Harry Potter franchise, ranging
from its books and movies to the blockbuster video game Hogwarts Legacy.
Harry Potter movie actors including Daniel Radcliffe, Rupert Grint and Emma Watson have criticised Rowling’s comments.
Ralph Fiennes, who played Lord Voldemort, came to the author’s defence, calling the abuse she has received “disgusting” and “appalling”.
She has denied being transphobic, saying she respects “every trans person’s right to live
any way that feels authentic and comfortable to them” and that she wants trans people to be free from discrimination and abuse.
Stars including Eddie Izzard and Helena Bonham Carter have also said they do not consider Rowling’s views to be transphobic, but reflective of her own experience of abuse.
In the podcast, titled The Witch Trials of JK Rowling, the author said she had also received “direct threats of violence” as a result of her stance.
“I have had people coming to my house where my kids live, and I’ve had my address posted online. I’ve had what the police, anyway, would regard as credible threats.”
Rowling later said many questions do not necessarily have clear-cut answers.
“There is a huge appeal, and I try to show this in the Potter books, to black and white thinking.
“It’s the easiest place to be and in many ways it’s the safest place to be. If you take an all-ornothing position on anything, you will definitely find comrades, you will easily find a community. ‘I’ve
sworn allegiance to this one simple idea.’
“What I’ve tried to show in the Potter books, and what I feel strongly myself, is that we should mistrust ourselves most when we are certain.”
The Witch Trials of JK Rowling is a seven-part series presented by Megan Phelps-Roper, who was raised for 26 years in the extremist Westboro Baptist Church, before escaping in 2012.

James Webb telescope captures ancient galaxies that theoretically shouldn’t exist
The James Webb Telescope has been giving us clearer views of celestial objects and exposing hidden features since it became operational last year. Now, according to a study conducted by an international team of astrophysicists, it may also completely change our understanding of the cosmos.
Upon looking at images taken by the telescope near the Big Dipper, the scientists found six potential galaxies that formed just 500 to 700 million years after the Big Bang. That they could be almost 13 billion years old wasn’t what makes them odd, though, it’s that they could have as many stars as the Milky Way according to the team’s calculations. The scientists
explained that they should not exist under current cosmological theory, because there shouldn’t have been enough matter at the time for the galaxies to form as many stars as ours has.
What the scientists saw in the images is a few fuzzy but very bright dots of light that look red to our instruments, indicating that they’re old. Joel Leja, one of the authors of the study, told Space that scientists typically expect to see young and small galaxies that glow blue when peering into the ancient universe, since they appear to us as “objects which have just recently formed out of the primordial cosmic soup.” (Don’t forget that it takes time for light to reach Earth, so we’re essentially looking back
in time when we view telescopic images.)
“We looked into the very early universe for the first time and had no idea what we were going to find. It turns out we found something so unexpected it actually creates problems for science. Diabetes drugs in short supply as they grow in popularity as weight-loss tool
A DRUG that helps lower blood sugar in adults with Type 2 diabetes is in short supply, as it has become increasingly popular among people using them to lose weight.
There is limited availability in pharmacies of Novo Nordisk’s diabetes drug Ozempic that is not expected to resolve until mid-March due to skyrocketing demand, prompting diabetes patients who depend on the drug to stretch out their supplies or switch to alternatives. Ozempic has only been approved by the Food and Drug Administration for treating diabetes, but its main ingredient, semaglutide, has been shown to help with weight loss.
“The ADA feels strongly that people who have a medical condition should have access to treatment,” said Dr. Robert Gabbay, CEO and chief medical officer of the American Diabetes
Association. “We’re very much concerned about anything that limits access to effective treatments for diabetes and for those at risk of being diagnosed with diabetes.”
Health providers handed out over 313,000 prescriptions for Ozempic in the last full week of January, up roughly 78% from the 176,000 written the year before, according to analysis from J.P. Morgan obtained by the Wall Street Journal. Doctors aren’t limited to just prescribing Ozempic for its FDA-approved use, allowing them to prescribe the drug off-label to patients looking to lose weight.
Diabetes drugs have exploded in popularity for weight loss as celebrities and high-profile figures, such as Elon Musk, have publicised using the drug on social media. Meanwhile, the American Diabetes Association and some
health providers have expressed concerns that shortages fuelled by increased demand could prevent people with diabetes from getting the medication they need, noting that off-label use could affect the drug’s safety and efficiency.
“The medication has been an important tool for people with diabetes. Not only does it lower blood glucose and weight, but it has been shown to decrease cardiovascular events (heart attacks), one of the leading causes of death for those living with diabetes,” said Gabbay. “If they do not have access to the drug, their blood glucose increases, and this turns out over time to be a greater risk for complications of diabetes.”
The FDA approved Ozempic for people with Type 2 diabetes in 2017, and in 2021, greenlit Novo Nordisk’s Wegovy, the same drug
after the Big Bang. But they’re tiny and don’t challenge our knowledge of astrophysics.
For these six galaxies to appear old and massive means they were forming hundreds of stars a year shortly after the Big Bang. In comparison, the Milky Way only forms around one to two new stars every year. Further, these potential galaxies are about 30 times more compact in size than ours despite having as many stars.
The scientists admit that there’s a possibility that the fuzzy red dots they saw are something else, such as faint quasars or supermassive black holes. They could also be smaller in reality compared to the projected size the scientists got from their calculations. The team needs more data and to verify their findings through spectroscopy, but they think they could have official confirmation sometime next year.

with a higher dosage for weight loss or diabetes. Wegovy is also on the FDA’s shortage list. They both work as appetite suppressants and help lower blood sugar levels, though the drugs can cost patients over $1,400 out of pocket if insurance doesn’t cover them.
The agency is also reviewing an application from Eli Lilly to approve its diabetes drug Mounjaro for weight reduction. Mounjaro, like Ozempic, has been in short
supply the last several months since launching last year, as doctors have prescribed the drug for weight loss following encouraging results in an obesity trial.
In 2017, the U.S. obesity prevalence was over 41% and has been tied to other related conditions, including Type 2 diabetes, heart disease, and certain types of cancer, according to the Centers for Disease Control and Prevention.

Laxative use may be linked to dementia risk, study says
RESEARCHERS say they’ve found a possible link between regular laxative use and a person’s risk of dementia, but experts note that the research is very early and should be interpreted with caution.
According to the researchers, from medical institutions across China as well as the University of Cambridge and Harvard Medical School, constipation affects about 20% of the general population and about 70% of people in nursing homes, and most people with constipation are treated with one of two versions of over-the-counter laxatives.
The study, published Wednesday in the American Academy of Neurology’s medical journal, Neurology, suggests that a potential dementia link is strongest with osmotic laxatives, which draw water into stool to make it softer and easier to pass. The other major kind, stimulant laxatives, increases muscle contractions along the stool mass.
The study included about 10 years of self-reported data from 476,219 adults ages 40 and 69 in the UK. At the start, the study authors identified the participants’ health status and lifestyle factors, including their exposure to overthe-counter laxatives. About 3.6% of the participants reported using laxatives most days of the week for the previous four weeks.
These regular users were more likely to be women, have less education, have a chronic illness,
and regularly take anticholinergic and opioid drugs. “The prevalence of stroke, high blood pressure, depression, poor overall selfhealth rating, and the uptake of calcium channel blockers, statins, and steroid drugs were higher in regular than non-regular users,” the study says.
The researchers found that 2,187 participants had a diagnosis of allcause dementia, which includes Alzheimer’s disease and vascular dementia, by the end of the study period.
“Regular use of laxatives was associated with a higher risk of all-cause dementia, particularly in those who used multiple laxative types or osmotic laxative,” they wrote in the study.
Dementia was diagnosed in 1.3% of the participants who regularly used laxatives and 0.4% of those who didn’t report regular laxative use.
Dr Richard Isaacson, a preventative neurologist at the institute for Neurodegenerative Diseases of Florida, says the findings are interesting but only speculative.
“Further study is absolutely warranted to make a definitive impact on clinical practice,” said Isaacson, who was not involved in the study.

Laxatives may also disrupt the epithelial barrier, which regulates nutrient absorption and helps deliver necessary substances to the central nervous system.
The study’s limitations include that patient data was self-reported and could have been inaccurately noted, and that there was limited information on possible confounders like fiber intake and severity of constipation.
Dr Ali Rezaie, director of the GI Motility Program at Cedars-
Sinai Medical Center, said that he’s skeptical of the findings and that the study lacks one main component needed to accurately draw an association between regular laxative use and dementia: enough data.
“Laxatives do change the microbiome, but we don’t have data to suggest that those changes caused by the laxatives are the same changes that we see in the study of dementia,” said Rezaie, who was not involved in the research. “That is a big leap that will take decades of studying to figure out.”
He says that the study period was not long enough to draw concrete evidence and that the foundational participant data does not accurately represent what he sees in his practice.
The study equates the amount of participants who used laxatives
regularly to the number who experienced constipation, but the two groups may not always overlap.
“How come the prevalence of constipation in their study was only 3%?” he asked. “This simply tells me that they did not pick up all of the constipation patients, they only picked up patients who mentioned over-the-counter laxatives they were taking regularly. … It’s very unusual to find only 3% of a population constipated.”
Isaacson also noted the lack of participant data, especially related to the diversity of participants.
“From a health equity perspective, it’s important to say that the specific study population was 90% White,” he said. “Broader conclusions based on a more diverse population really have to be withheld.”
Isaacson and Rezaie came to a similar conclusion: More research is needed, and the potential link isn’t strong enough to change medical practice.
“We don’t really want to be telling people it’s time to stop their laxative because you’re going to have dementia. That is the wrong message,” Isaacson said.
Rezaie said he worries that his patients may be overly concerned about the possibility of dementia and avoid the laxatives needed for certain procedures.
“This may even affect our colon cancer screening,” he said. (CNN)
Another person cured of HIV after stem cell transplant
A FIFTH known person has likely been cured of HIV following a specialised stem cell transplant. According to the man’s doctors, he has lived essentially free of the virus for about a decade. Though the treatment isn’t practical for the general population living with HIV, the knowledge gained from these patients may help scientists figure out a more scalable cure down the road.
The 53-year-old German resident, known only as the Düsseldorf patient (after the city in Germany) underwent the procedure more than nine years ago. He needed the stem cell transplant to help treat a case of acute myeloid leukemia, a form of cancer that affects white blood cells. But his doctors had the opportunity to rebuild his immune system with compatible donor bone marrow from someone with a rare genetic mutation that provides natural resistance to HIV-1, the most common type of the virus.
Though the man did experience some health problems over the years (including a brief recurrence of his cancer a few months after the transplant), his HIV viral loads stayed consistently undetectable while he remained on antiretroviral therapy. At the same time, some tests suggested that his body still contained traces of HIV RNA and DNA, while others indicated that no surviving fragment would be
able to replicate and restart the infection. Eventually, in 2018, his doctors made the choice to wean him completely off HIV treatment and monitor him closely. Thankfully, more than four years later, the infection has not returned and they feel confident enough to declare him cured of HIV.
“Four years after analytical treatment interruption, the absence of a viral rebound and the lack of
immunological correlates of HIV1 antigen persistence are strong evidence for HIV-1 cure,” they wrote in their paper, published Monday in Nature Medicine.
There have been four other reports of patients possibly being cured after receiving this kind of stem cell transplant, including two announced last year. Typically, the doctors involved are careful to state that their patient has only achieved long-term remission and that it would take more time to confirm a true cure. But this case now appears to be one of the longest gaps between the procedure and an ongoing HIV-free status.
There have been some improvements over the years in how viable these transplants can be for HIV patients. Last year, doctors reported on a woman who achieved sustained remission after being given umbilical cord blood, which meant that her donor only needed to be a partial match. But these procedures are still a high-
risk intervention that come with many potential complications, which is why they’re typically used as a last resort option for other conditions like leukemia. And there’s been at least one recent case where this kind of transplant failed to completely clear a patient’s HIV. While these limitations mean that donor stem cell transplants will never become a standard HIV cure, they could spark new avenues of research and eventually lead to a truly practical treatment, experts have said. Some researchers are already studying whether it’s possible to genetically engineer a recipient’s own immune cells to become HIV-proof in the lab and then transplant them back, for instance.
In the meantime, the Düsseldorf patient’s doctors say they’ve since treated several other patients with donor stem cells, with similarly positive initial results, though it’s still too early to declare them cured. (Gizmodo)
For a longer life, afternoon exercise may be best, a large study shows
Afternoon exercise may reduce the risks of premature death more than morning or evening workouts, according to a new large-scale study of more 90,000 men and women.
But if morning or evening exercise is your preference, don’t despair. The study also finds that physical activity at any time of day is better for longevity than not exercising.
And other new research indicates that there can be unique benefits to slotting exercise into the morning hours, suggesting that the best time to exercise depends on what we want from a workout.
There is already mounting evidence that the health effects of exercise depend, to some extent, on when we are active. In past research, people at risk for diabetes improved their bloodsugar control more if they worked out in the evening than in the morning, while in other studies, people lost more body fat if they exercised early rather than later in the day.
But most of these studies were small and their results narrow and inconsistent, so it’s been difficult to draw conclusions about when we should exercise.
One of the new studies helpfully steamrolls any concerns about study size, though. Published this month in Nature Communications, the new study marshals data about 92,139 men and women who had joined the UK Biobank, a health study of adults in the United Kingdom, and worn an activity tracker for a week.
Using the trackers’ readouts, the researchers divvied up the volunteers according to how often and when they moved around, checked mortality records for up to seven years after people joined the Biobank, and compared movement patterns and deaths.
The strongest and leastsurprising correlation they found was that the men and women who most frequently engaged in moderate or vigorous physical activity (the equivalent of a brisk walk), lived longer than people who rarely worked out, no matter what time of day people got up and moved.
But the researchers also uncovered subtle links between midday exercise and even better odds of a long life.
People who clustered their physical activity between 11 a.m. and 5 p.m. or spread it out throughout the entire day were less likely to die prematurely from heart disease or other causes (except cancer) than people who mainly exercised before 11 a.m. or after 5 p.m.
This afternoon time frame, the researchers point out, neatly coincides with the time of day when, statistically, people are least likely to experience a heart attack.
The benefits of afternoon exercise for longevity were most pronounced for men and the elderly. But, overall, the findings suggest exercise timing “may have the potential to maximize the health benefits of daily [physical activity],” the researchers conclude.

MORNING EXERCISE TARGETS BODY FAT
But for many of us, afternoon exercise in the middle of the workday is logistically challenging or temperamentally undesirable.
For those people, a new study featuring healthy mice on tiny treadmills, offers some hope.
The research builds on a separate, ambitious study from last year in which researchers at the Karolinska Institute in Stockholm and other institutions, catalogued almost every molecule that changed in the body tissues of mice, depending on when they ran.
To their surprise, they noticed the changes were especially pronounced in the animals’ fat tissue. “We hadn’t expected fat to be so affected,” said Juleen Zierath, a professor of clinical integrative physiology at the Karolinska Institute and one of the senior authors of the study. She and her
co-authors had anticipated that the animals’ muscles and livers, which help fuel exercise, would show the most molecular alterations.
So, for the new study, they decided to focus on fat and how exercise timing changed it. They had male mice run for an hour on tiny treadmills or stand on the same treadmills as a control. Some ran a few hours after they had awaked, equivalent to midmorning for us.
Others ran a few hours into the period when the animals would normally slow and rest.
Some of the animals skipped eating before their workout; others nibbled beforehand on kibble at will.
The researchers drew blood and fat tissue from the animals repeatedly in the hours after they exercised. And they found far more going on in the fat of the animals who ran within a few hours of waking up. Their fat
released substantially more fatty acids, the building blocks of fat, into the animals’ bloodstream, ready for use as muscle fuel. And the remaining fat tissue showed larger increases in biochemical markers of heat production and mitochondrial activity than the fat from the evening (in mouse terms) runners, as well as in the activity of certain genes related to fat metabolism.
In effect, a single session of early-day exercise had set up conditions in the animals’ fat tissue that presumably would lead to greater fat burning and fat loss over time than the same exercise in the evening, Zierath said.
HOW SHOULD YOU DECIDE THE BEST TIME TO EXERCISE?
“This study identified some fascinating effects,” said Jeffrey Horowitz, a professor at the University of Michigan, who studies exercise and metabolism. He was not involved with the new study. But it also complicates the question of when to work out. Is afternoon exercise preferable if our goal is longevity, while morning exertions are better to narrow our waistline?
In reality, any differences “will be marginal,” Zierath said.
The biggest gains in the longevity study, after all, came from frequent activity, whatever the time of day.
And any increases in fat burning after morning workouts would likely be small, Zierath said.

IBS is a chronic disorder of the stomach and intestines affecting up to 15 per cent of the population. It causes cramping, abdominal pain, bloating, gas, and diarrhea. This study looked at more than 1.2 million IBS patient hospitalizations from 4,000 U.S. hospitals over a three-year period and found that more than 38-percent had anxiety, and more than 27-percent had depression.

Both figures were double the rate of anxiety and depression found in those without IBS. The
prevalence of psychiatric problems including anxiety, depression, bipolar disorder, suicidal attempt/
ideation, and eating disorders was significantly higher in the IBS patient population when compared to the general adult population.
“One possible explanation is the so-called brain-gut axis,” said lead researcher Zahid Ijaz Tarar, MD, assistant professor of clinical medicine.
“We’ve long suspected that dysfunction of the brain-gut axis is bidirectional, such that IBS symptoms influence anxiety and depression, and on the other hand, psychiatric factors cause IBS symptoms. Medical professionals need to treat both ends of the axis.”
Untreated psychiatric disorders among IBS patients also puts additional strain on health care systems through increased frequency of hospital admissions and longer stays. Chronic diseases like IBS are also known to be associated with stress, work impairment, and
associated economic burdens on patients and their families.
“I frequently tell my patients who have IBS, that if they have any type of psychologic stress, it will get expressed in some form or the other,” said senior author Yezaz Ghouri, MD, assistant professor of clinical medicine and gastroenterology.
“The mesentery membrane that holds the intestines together has one of the largest collections of nerve cells in the body. When those nerves start firing impulses, that can lead to the state of nervousness in and around the GI tract, resulting in IBS symptoms.
“The resulting decline in patient quality of life can lead to poor lifestyle choices, such as smoking. Early evaluation and treatment of both IBS and associated psychiatric conditions is essential.”

Football regulator: UK government confirms new independent body
Blocking clubs from joining a breakaway European Super League will be among the powers held by English football’s new independent regulator.
The plan for a regulator, recommended by a fan-led review last year, has been confirmed by the UK government.
Preventing historic clubs going out of business is one of the aims, as well as giving fans greater input and a new owners’ and directors’ test.
The significant move aims to protect English football’s cultural heritage.
The main purposes of the proposed new regulator will be:
• Stopping English clubs from joining closed-shop competitions, which are judged to harm the domestic game
• Preventing a repeat of financial failings seen at numerous clubs, notably the collapses of Bury and Macclesfield
• Introducing a more stringent owners’ and directors’ test to protect clubs and fans
• Giving fans power to stop owners changing a club’s name, badge and traditional kit colours
• Ensuring a fair distribution of money filters down the English football pyramid from the Premier League
“The English game remains one of the UK’s greatest cultural exports, with clubs and leagues around the world modelling themselves on its success,” the government said before its white paper on football governance - a policy document which outlines the proposed legislation - is released on Thursday.
“That is why the government is today taking the necessary and targeted steps to ensure that continues for generations.”
The Premier League was understood to be wary of a regulatory body when the proposals were announced in April last year.
The league says it is “vital” a regulator does not lead to any “unintended consequences” that could affect its global appeal and success.
What will the regulator cover?
EUROPEAN BREAKAWAY LEAGUES
Six English clubs - Arsenal, Chelsea, Liverpool, Manchester City, Manchester United and Tottenham - were among a dozen from across the continent that announced plans to form a European Super League in a shock move in April 2021.
It sparked a tumultuous few days in English and European football.
Fans quickly demonstrated their anger at the plan outside English clubs’ stadiums - with similarly vitriolic protests taking place across Europe - forcing the Premier League clubs to back down and apologise.
Despite the U-turn, the debate over the future of top-level European football has continued.
“The regulator will have the power to prevent English clubs from joining new competitions that do not meet a predetermined criteria, in consultation with the FA and fans,” said the government.
“That criteria could include measures to stop clubs participating in closed-shop breakaway competitions which harm the domestic game, such as the European Super League.”
FINANCIAL STABILITY AND FANS’ INPUT
A new licensing system will require every club - from the Premier League to the National League - to prove it has a sustainable business model implemented by responsible custodians as part of an application process.
If clubs are not granted a license by the regulator, they will not be allowed to compete.
Another key power of the regulator will be ensuring fans have a greater say in their club’s strategic decisions.
Moves by owners which may prove controversial - for example, changing the name, badge and traditional kit colours, or moving stadium - will not be allowed to be made before consulting fans.
It will “put fans back at the heart of how football is run”, says the government.

ADDITIONAL OWNERS’ AND DIRECTORS’ TEST
The test to determine the suitability of owners and directors of English clubs has long been under scrutiny.
The regulator will introduce an “enhanced” test which will operate alongside the current process implemented by the Premier League, Football League and Football Association.
According to the government, it will lead to “ensuring good custodians of clubs, stronger due diligence on sources of wealth and a requirement for robust financial planning”.
The suitability of Premier League’s owners’ and directors’ test has been criticised in the past, most recently following the Saudi Arabian-backed takeover of Newcastle.
Amnesty International urged the league to change the test to address human rights issues, with the Saudi state accused of human rights abuses.
A bid for Manchester United by Sheikh Jassim bin Hamad Al Thani, the chairman of one of Qatar’s biggest banks, has also raised concerns among human rights and LGBTQ+ groups.
Requirements that currently prohibit someone from becoming an owner or director of a Premier League club include criminal convictions, a ban by a sporting or professional body or breaches of key football regulations such as match-fixing.
The regulator will have backstop powers to impose a new financial settlement, which effectively means it can force the Premier League to share more money across the pyramid.
EFL chairman Rick Parry wants a 25% share of pooled broadcast revenue with the Premier League, merit-based payments across all four divisions, and the abolition of ‘parachute payments’ to teams relegated from the top flight.
But the EFL has told its clubs it is “not hopeful” of securing the settlement it is looking for.
While discussions between the bodies are ongoing, the new regulator will force arbitration if an agreement is not reached.
“The Premier League remains the envy of club competitions around the world and the government remains fully behind its continued success,” said the government.
“But in order to secure the financial sustainability of clubs at all levels, a solution led by those running the leagues and their clubs is needed, and remains the government’s preferred outcome.
“However, if the football authorities cannot reach an agreement the regulator would have targeted powers of last resort to intervene and facilitate an agreement as and when necessary.”
The Premier League has said it gives away 15% of its revenue already and in 2020 also agreed a £250m rescue package to help ease the financial challenge faced by EFL clubs as a result of the Covid-19 pandemic.
Parachute payments are solidarity payments made to help
relegated sides adjust to lower revenues. Clubs receive 55% of the amount each Premier League side get as part of a share of broadcast revenue in the first year after relegation, followed by 45% in year two and 20% in year three.
The payments have been criticised for creating ‘yo-yo’ clubs and financial disparity between sides in the Championship.
WHY WAS THIS MOVE NECESSARY?
The need for the introduction of a regulatory body in English football has divided opinion.
But its creation is seen as one of the most radical transformations of the game’s governance since Sheffield FC was formed in 1857.
Last year’s fan-led review was chaired by former sports minister Tracey Crouch following a number of high-profile crises in the sport.
The government initially promised a fan-led review in its 2019 general election manifesto after Bury were expelled from League One following the collapse of a takeover bid.
The review was brought forward as a result of the Covid-19 pandemic, which caused matches to be held behind closed doors and affected revenue, along with the failed attempt to launch a 12team European Super League in 2021.
The review’s recommendations seek to address concerns over the financial disparity between the Premier League and the Championship, with clubs in the second tier breaching profitability and sustainability rules in attempts to gain promotion. (BBC)
Women’s World Cup 2023: Haiti join England’s group
ENGLAND’S final group opponent in this year’s Women’s World Cup was decided as Haiti beat Chile 2-1 in a play-off to qualify for their first tournament.
Midfielder Melchie Dumornay, who will join Lyon from Reims in the summer, opened the scoring with a powerful strike just before half-time.
Captain Nerilia Mondesir missed an 89th-minute penalty but Dumornay doubled Haiti’s lead in the eighth minute of added time.
Maria Rojas pulled one back for Chile.
Haiti will join the Lionesses, Denmark and China in group D at the tournament in Australia and New Zealand, which starts on 20 July.

Wimbledon: WTA could halve fines imposed on LTA and All England Club for banning Russian players
The $1m (£825,850) fine imposed by the WTA Tour for the ban on Russians and Belarusians at last summer’s grass court events will be halved if the players from the two nations are allowed to enter this year.
In 2022, the Lawn Tennis Association (LTA) and the All England Club (AELTC) banned all entries from the countries following Russia’s invasion of Ukraine.
The WTA fined the organisations $750,000 (£619,485) and $250,000 (£206,495) respectively, and Wimbledon was stripped of its ranking points.

A BOXER and victim of the Windrush scandal who was left stranded in Jamaica for a decade is bringing a high court challenge against the government.
Vernon Vanriel claims the Home Office refused to fully compensate him for his loss of benefits after he was wrongly prevented from reentering the UK.
US claim fourth successive SheBlieves Cup
MALLORY Swanson scored the decisive goal as the United States won their fourth consecutive SheBelieves Cup with a 2-1 victory against Brazil.
Prolific forward Swanson neatly finished in the second half for her seventh goal in five games.
Alex Morgan gave the US the lead in first-half added time while Ludmila pulled a goal back for Brazil in the 90th minute.
The win caps a turnaround in form for the US side after a poor end to 2022.
Friendly defeats by England, Spain and Germany saw them record three successive losses for the first time since 1993.
However their confidence will surely have returned during the SheBelieves Cup and they will have belief they can land an unprecedented third consecutive World Cup in Australia and New
Zealand this summer.
“The whole time throughout the tournament, while we’re in camp, we’re talking about how it’s not just about this tournament it’s about preparation for the World Cup,” said head coach Vlatko Andonovski.
“The fact we were able to do well against such great opponents - all three of them, Canada, Japan and Brazil - is very motivating for us going forward because we believe we still have a few things to fix and get better.”

The government, defending against his claim, say he received “appropriate” compensation.
Battling for 13 years to prove his right to remain in the UK, suffering homelessness and poverty, Mr Vanriel finally returned in 2018.
He later received a personal apology from former home secretary Priti Patel over the “shameful” injustice and hardship he suffered.
He was one of nearly 100 members of the Windrush generation the Home Office recently admitted it had wrongly removed from the UK.
Mr Vanriel won a separate High Court challenge over the Home Office’s refusal to grant him British citizenship following his return to the UK in December 2021.
Before this ruling, he applied to the Windrush Compensation Scheme in July 2020 and the Home Office decided he was entitled to an award of just over

£103,500.
As part of his latest legal claim the court was told the department later offered £29,250 in relation to his homelessness, after it accepted he would have been in social housing but for the refusal of his entry to the UK.
But Mr Vanriel argued that he was entitled to further compensation for “loss of access to benefits” between 2008 and 2018, said his lawyer Chris Buttler KC.
Mr Buttler said his client had received incapacity benefit, income
support and disability living allowance before leaving the UK, and was eligible for benefits on his return years later amid a “desperate financial situation”.
Edward Brown KC, for the government, said Mr Vanriel’s legal challenge should be dismissed and that his human rights had not been infringed.
He said in written arguments, no award over loss of benefits was made because Mr Vanriel had “no entitlement” to them and therefore “suffered no financial loss”. (BBC)

LOS Angeles Lakers icon LeBron James’ perfect 5-0 record as an NBA All-Star Game captain has come to an end after his team was defeated 184-175 by Team Giannis in Salt Lake City, Utah, on Sunday night.
Upon receiving the winning trophy, All-Star captain and Milwaukee Bucks star Giannis Antetokounmpo jokingly said “Winner, winner chicken dinner.”
The 72nd All-Star Game concluded a weekend-long showcase of the league’s most talented players, held in Utah for the first time in 30 years.
Both teams played to raise nearly $1 million for their selected charities – Big Brothers Big Sisters of Utah for Team LeBron and Raise the Future for Team Giannis.
Boston Celtics forward Jayson Tatum finished the game with a
game-high 55 points, setting a new All-Star Game record. Tatum was named the MVP of the game.
“It means the world,” Tatum said when asked about the significance of beating the record.
“You think of all the legends
and great players to play in this game and in all honesty, records are meant to be broken,” Tatum said on the TNT broadcast after the game. “So, I’ll hold it for as long as I can but I’m certain someone will come along in a couple of years
and try to break it.”
During halftime, the league honored James, who broke the NBA scoring record earlier this month. He was joined by Lakers legend Kareem Abdul-Jabbar and Utah Jazz legend Karl Malone, who hold the second and third spots on the NBA all-time scoring list, respectively.
James was ruled out of the game after suffering a hand injury, after apparently hitting his hand on the rim in the first half, according to the TNT broadcast. He finished the night with 13 points and four assists.
“I’ll be fine. I don’t think it’s too much to worry about, but for precautionary reasons I had to take the rest of the night off,” James said following the game.
The weekend’s contests began Friday with an All-Star Celebrity game featuring rappers 21 Savage
and Cordae, actor Simu Liu, tennis star Frances Tiafoe, NFL player DK Metcalf and singers Nicky Jam, Janelle Monáe and Ozuna. The celebrity players were coached by Ryan Smith, Utah Jazz governor and honorary captain, and three-time NBA champion Dwyane Wade.
Also on Friday, four teams competed in the Rising Stars showdowns, featuring the best rookie and sophomore talents in the league.
Saturday’s lineup included a Skills Challenge, Three-point Contest and Dunk Contest.

THE East team defeated the West in a thrilling basketball encounter, dubbed the Royal Cup High School All-Star basketball clash on Thursday at the Gus Lightbourne Sports Complex court in honour of the visit of Their Royal Highnesses the Earl and Countess of Wessex.
In the close encounter, the game was tied twice in the final minute before a last-second bucket by the East team, which ended the clash 86-84.
The top 24 players, who competed in the TCISS InterHigh School Basketball Championship, took part in the All-Star event.
SWA Sharks win PPL Apertura title
THE SWA Sharks were crowned Apertura champions of the Provo Premier League (PPL) when the curtains came down on the first half of the leading club football tournament in the TCI. Sharks have had a dominant season thus far with six wins from
eight games to go with two draws. Although they knew the Apertura title was in the bag, they still dominated their last game before the break against the Flamingo.
That game ended 5-0 with the dominant Brian Gregg scoring in the third and 27th minutes. Jameson
Lavard also scored a double in the third and 16th minutes, while Angelyn Cadet added the other.
For his brace, Lavard was named Player of the Game for the Sharks.
In the other clash, Beaches and the Academy Eagles drew even 1-1. Beaches scored first via a K.
Yasmin penalty before Raymond Burey evened the game for the Eagles.
Overall, the Sharks are ahead on 20 points from eight games, Teachers FC are second on 12 points (three wins, two draws), Academy Eagles are on 10 points
(two wins, four draws), while Flamingo FC are on seven points and Beaches FC on four points.
The Clausura (Rounds 3 and 4) starts on Saturday, February 25 with the Academy Eagles vs Teachers FC from 18:00hrs and Beaches vs Flamingos at 20:00hrs.
