Border security high on agenda with UKOT Minister
As Haiti’s migration crisis escalates and the TCI continues to face an onslaught of illegal migrants, Deputy Premier Hon Erwin Saunders has registered the territory’s plight and the need for enhanced border protection with the United Kingdom (UK) Minister for the Overseas Territories (OTs) Hon David Rutley and CARICOM.
Hon Saunders recently raised these issues with Hon Rutley, MP during an introductory meeting with OTs political leaders in the Caribbean.
The introductory meeting took place in the margins of the 45th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) in Port of Spain,
Trinidad and Tobago, earlier this month.
The Deputy Premier led a delegation from the Turks and Caicos Islands to the 45th Regular Meeting.
In a brief report on his meetings with Hon Rutley, Saunders said: “I spoke about the need for us to strengthen the protection of our southern border from illegal migrants and the need for us to have a long-term plan to deal with this issue.
“I had a private meeting with him again today and asked for TCI to be included in any conversation/ discussion around a resolution to the problems in Haiti, I also raised that issue in CARICOM.”
TCI has a long history of illegal
migration, particularly, from neighbouring Hispaniola and to a lesser extent Jamaica.
However, in recent times the situation has worsened dramatically as Haiti is suffering alarming levels of killings and kidnappings by gangs, a situation compounded by longstanding impunity for human rights abuses and crime amid a humanitarian crisis.
Against this backdrop, the Turks and Caicos Islands’ government continue to grapple with the socioeconomic fallout of this crisis which is costing the territory millions each year to intercept, detain and repatriate migrants.
In this vein, Saunders said the TCI must be privy to any multinational discussion about the French-speaking country’s state of affairs.
He said: “In my personal view, as the TCI is Haiti's closest neighbour (outside of the Dominican Republic), we should be a part of
any multinational conversations around the current problems in Haiti and how to address them, as any decisions made on it will affect us first, I've registered this view very strongly with Hon Rutley and with CARICOM.”
Coupled with this, Saunders who is also the Minister for Finance, Investment, and Trade, said discussions were also centred on ways to expedite the delivery of projects and programmes that benefit the people of the TCI.
“I raised the fact that there are multiple bottlenecks that slow down the delivery of capital projects and that there is a need to review the entire process to find the right balance between agile decisionmaking and compliance with the rules and regulations that govern the delivery of capital projects.
“I gave the example of the police records application, which due to direct involvement by me (a minister), we were able to solve a
vexing problem in three months at a cost that will allow for full cost recovery in mere days.
“This example shows that ministers should be allowed to have more say over projects and programmes within their ministries.
“In the end, I thanked him for being so generous with his time and thoughtful with his answers. I believe that we as local ministers can achieve far more if we're allowed more direct access to our counterparts in the UK.
“Unfortunately, that very rarely happens, and that's why our meeting at CARICOM with Hon Rutley was so important.”

New work permit and PRC proposals draw mixed reactions
THE proposed overhaul of the Immigration Ordinance announced by the government two weeks ago has garnered mixed reactions from residents and the expatriate community online.
This comes as the Ministry of Immigration and Border Services in collaboration with the Ministry of Home Affairs, which has remit for citizenship, and the Immigration and Population Policy Council (IPPC), recently announced the launch of the public consultations on the proposed amendments to the Turks and Caicos Islands Immigration Ordinance.
Key changes to the immigration ordinance proposed by the government include; changes to time limits on work permits for skilled and unskilled applicants, the number of years on a work permit or residence permit to qualify for permanent residence certificates will increase from 10 to 15 years, as well as the opportunity for business visas and some classification of temporary work permits to be purchased at ports on arrival.
Other proposals deal with the changes to residency by investment, the increased powers of officers, the vestment of authority in the Director General and the need for persons to carry proof of status producible upon request by an officer
The government is also seeking to discontinue freelance permits.
Speaking to the consultation process which is slated to conclude at the end of July, Minister of Immigration and Border Services, the Hon Arlington A. Musgrove, said: “My team and I, along with the members of Cabinet, have put in long hours and engaged in deep debate about what improvements should be proposed for the Immigration Ordinance.
“Likewise, the Chair and members of the IPPC and the management of the Ministry of Home Affairs have also been instrumental in their contribution to this process.
“I am now asking that the public make a concerted effort to actively participate in the many avenues for engagement on the proposed amendments and to ensure that they provide feedback so that we all work together to shape the future of our beloved country.”
The public consultation which is currently ongoing is being undertaken in three main phases, the first being the publication of the proposed amendments on June 30th, followed by the launch
of an online survey and email address for feedback on July 15th, and countrywide face-to-face live engagement with the public commencing on the week of July 17th.
MIXED REACTIONS
Since the announcement of the proposed changes to the immigration ordinance, residents have weighed in on the matters online.
While some pointed out that the government’s move to introduce these changes will augur well for belongers as employment opportunities will likely increase, others opined that these changes which affect thousands of work permit holders, and is tantamount to victimisation and will sow further division among the population.
In a popular local Facebook group “Free to Speak TCI” one resident, Jacinta Forbes-Shaw said: “A load of nonsense, revisit these illogical laws and alter them... life is about living, and a wife or husband should not have to wait 20 years for status this obviously demonstrates that these legislators lack logic”.
Another Facebook commenter wrote: “I hope none of these proposals gets approved, you’re brewing a lot of hate for foreigners and it’s so sad”.
A resident, Straudy Lightbourne said: “The million dollar question is will they have people with integrity policing these new laws, we always have laws in place but no enforcement, let’s wait and see.
“I’m glad about the crackdown on fake marriages because some people on they 4th, 5th and 6th marriage”.
Other residents alleged that corruption within the system will undo most of what the Government is trying to achieve with the changes to the ordinance.
One resident of Providenciales wrote: “Everything is for sale child, even now people getting belonger with five years resident when it should be 10, and so on and so on”.
Livingston Chow Watkins said: “We are now going to have more fake skilled workers than ever before who is going to police these changes? I thought the rule for unskilled workers was always three years then leave and no spouse or children endorse on the permit and we see how that went, corruption, corruption TCI for sale and to the lowest bidders”.
An expat worker who has lived and worked in the Turks and
Caicos Islands for nearly nine years told the Weekly News that these changes if brought to fruition will make it increasingly harder for the government to attract foreign skilled and unskilled workers, and persons who have contributed to the development of the Turks and Caicos Islands in one form or another will be disenfranchised.
PROPOSALS
While the amendments proposed are numerous and generally seek to clean up and tighten the ordinance, there are some key policy changes, these are as follows:
PERMANENT RESIDENCE
Permanent Residence Certificates will see the introduction of a category for a spouse to apply for PRC in their own right having spent 11 years endorsed on a
PRC. The number of years on a work permit or residence permit to qualify for an application for a PRC will increase from 10 to 15 years.
LONG TERM RESIDENCE
A new category of residence by investment will be created for a period of 25 years, renewable on conditions. The investment amounts for the various investment routes will be increased by $50,000 to $4,000,000, depending on the category.
RESIDENCE PERMIT
The investment amounts for qualification to apply for a residence permit will increase by $250,000 to $500,000.
HOME OWNER’S PERMIT
The investment amount will increase to a minimum of $500,000.
WORK PERMITS
Freelance work permits are to be discontinued. Term limits are to be placed on work permits: a maximum of three consecutive for unskilled work permits with a mandatory requirement for absence of not less than three months from the Islands before a new work permit can be applied for after the full-term period has been exhausted. Additionally, skilled and unskilled categories will be defined and endorsement of dependents will be prohibited on unskilled categories of work permits. Temporary Work Permits will be defined in policy to specify a category for emergency.
THE $10 ARRIVAL FEE
ARRIVING passengers to the Turks and Caicos Islands, including returning residents and visitors, will now be required to pay a $10 destination management fee for each ticket booked. This comes as the House of Assembly on Wednesday, June 28, passed the Destination Management Fee Bill 2023 to support the operation of the territory's first Destination Management and Marketing Organization (DMMO) Experience Turks and Caicos.
According to the Minister of Tourism, Environment, Heritage, Maritime, and Gaming, Hon Josephine Connolly, who laid the bill on the table of the House for debate, this fee will enable job creation within the DMMO, training programmes, and small business development, thereby benefiting the local community and reducing dependence on funding from the consolidated funds. What are your thoughts?
Small price to pay
If the DMMO does what it professes it is intended to do and is an improvement on the previous dysfunctional Tourist Boardthen it's a small price to pay for the TCI'S advancement.
Should be tourists only
Why include residents of TCI? You have enough tourists coming in to supplement this initiative. And if you don’t, increase it to $15 per tourist.
Not progressive
They love those little bureaucratic taxes, don't they? The planning department is working hard to make Providenciales very ugly. Not a good idea for destination marketing. A really big combined committee of planning and the DMMO would solve the problem.
Counterproductive or innovative?
As a property owner, on the island, I feel more clarity on this article is needed.
I recall, not long ago, that the government was pleading with the airline industry to
reduce fares for passengers travelling to Providenciales (PLS).
Their argument was that lowering airline costs would increase the number of passengers arriving thus boosting the island's economy through spending.
Now arrivals will be charged an additional $10 (US) fee.
Let's do the math - the latest available data (2019) shows that 1,598,557 passengers arrived at PLS. A $10 arrival fee would gross $15,985,570 per annum.
One could construct a world-class airport and a modern 24/7 transportation system (plus, more importantly, have funds available for improving all belonger's cost of living) with that guaranteed annual income.
It's no wonder that airlines have no interest in reducing their fares to the islands.
In addition, from the article, it is not clear how this surcharge will be collected. Will it be added to the price of an airline ticket or paid, in cash or credit card, upon arrival? If it’s the latter, I cannot imagine the negative "arrival experience" this will cause.
A major step backwards
The removal and untimely, ‘jettison’ of the tourist board never found favour with the people of the TCI. Like any national institution, there is a certain attachment and identification with that entity. In selling the idea of removing the tourist board to the
people of the TCI, the Hon Premier painted visions of grandeur, huge revenues and economic growth. Sensible Turks & Caicos Islanders, especially those prescient ones, especially our media class, the 5th estate, soon realised the people were being sold a 6 for a 9.
It was clear that the hapless “Destination Management Organisation” (the “DMO”) was not a proper replacement for the tourist board and in fact, it was a major step back for the TCI and its people. It became clear that this was something that was not properly thought of and even if campaigned on in 2021, had the real agenda of getting rid of the tourist board been spelt out to the people, this current PNP regime would not have been elected.
The people were sold down the river. One would have also taken the position, that with the government being some kind of stakeholder in the DMO, that some kind of sensible budgeting would have taken place, in the same way it would have to finance the tourist board. Now the government has moved from having oversight over a major national asset to begging for $10 a head to enter the islands and to run the DMO, hopefully “out of town”.
A bad idea
The Turks & Caicos Islands in these latter days veered to market its tourism product to high-end, rich people. High-end visitors prefer to spend serious monies on a five-star hotel but will find it “hard” or bothersome to pay $10 to enter a high-end destination like the TCI. It is irksome, ridiculous and establishes that this government does not know what it is doing.
This cannot be the policy of the Hon Connolly, she is known to do things in a classy and sensible way. This $10, beggingon-the-street model of tourism, is utterly "ghetto and embarrassing" to the islands and to the people of the islands. It is something that should be considered further with a view to its removal. It is a bad idea and something that no sensible policymaker or high-end tourism planner would engage in. Get rid of the “beggars’ tax”. It “makes no
sense”!!!
Writing on the wall
When will the madness end? As the expenses and costs of running the Destination Management Organisation increase, people will be asked to pay more “at the gate” to enter the Islands. Without saying more or too much about the matter, “it simply looks bad”. You cannot be “proud to be a Turks & Caicos Islander” with the government doing stuff like this.
This “new model of tourism marketing” is not a good sign and will not enable the proper imaging and “management of the destination”, whatever that means. What is this number 10 all about though? Why $10? It harkens to the scripture, in Samuel 8:15 when the people were warned about having a king, in this case, a ruthless government (rulers).
They were warned that the king “will take the tenth of your seed, and of your vineyards, and give to his officers, and to his servants.” Simply put, these rulers will just take the people's monies and wealth in the form of taxes and do silly things with the proceeds and share it up amongst themselves. This is clear with the $10 shake-down tax at the ports of entry to the TCI. It is also making the destination that more expensive to access. These little monies here and monies there add up and the result will be, over time, that the TCI will tax itself out of business. It is a bad idea, on top of another bad idea.
Laughable, but sad
Students of economics will realise that this fee at the dock defies and flouts the basic canons of taxation. As it is not equal or fair, really uncertain as it is likely to increase and become really inconvenient.
It is not something that a progressive government should be doing and the fee should be repealed. It is not properly planned and leads to greater confusion as to how the TCI is to be managed and marketed to the world.
It is clear that the economic policy and ‘rationale’ behind the fee and the idea of establishing the Destination Management Organisation was not given serious thought. These measures were made up “after the fact” and as they went along. There was little dialogue with the people, the Official PDM Opposition and its leader were left out of the
equation and they simply with their, sledgehammer, 14-seat overwhelming majority in parliament, rammed the fee through.
None of this is accepted by the people and it remains in place, under a cloud of confusion. That little fee must go because it adds little to the real budget required to manage the destination or promote tourism in the TCI. Despite the claims by the government, premier and minister vested with responsibility for tourism, it will continue to increase and there will be greater dependence on the consolidated fund for revenues to fund the development and marketing of tourism in the TCI. Yes what is most laughable is the ‘explanation’.
Where tourism is TCI’s main economic product, it was always accepted by the people that they will finance marketing and that those funds as always would come from taxes through the consolidated funds. They have people for fools.

ASYLUM
New Ordinance to be created.
GENERAL IMPROVEMENTS
The ordinance is to introduce the director general as the head of Immigration and Customs Controls and to change immigration officers to officers as a mechanism to commence the merger of the two departments into a single entity.
Additionally, the powers of Officers are improved for searching, use of reasonable force and interrogation of evidence and detention.
Overall, all appeals processes, except for asylum are clarified as permissible from
outside the Turks and Caicos Islands.
Finally, all persons are required to carry proof of identity and proof of status at all times and must be producible on request by an Officer or Police Officer.
NEW SECTIONS TO BE ADDED
PERMANENT RESIDENCE
It is proposed that there be a new category for Permanent Residence:
• A route for PRC for a spouse who has been endorsed on a PRC for a period of not less than 10 years, ending with the date of application.
LONG TERM RESIDENCE
It is proposed that a new category of residency be created to replace the PRC by investment routes.
• Long Term Residence for investment will offer a certificate for a period of 25 years, renewable.
TEMPORARY WORK PERMITS
It is proposed that there be different categories of temporary work permits:
• Emergency – (Pilots, mechanics, specialised fields, and disaster, are just some of the categories for a period of ten days – extendable to 30 days)
• Short Term – Up to six months and with the possibility for transition to a full-term work permit.
BUSINESS VISAS AND TEMPORARY WORK PERMITS
It is proposed that business visas and emergency temporary work permits will be available for purchase at the airport on arrival.

Her Excellency the Acting Governor, Anya Williams, chaired the 18th meeting of Cabinet on Tuesday 27 June 2023 at the Premier’s Office on Providenciales.
All Members were present.
AT THIS MEETING CABINET:
• Was presented with a zeroemission, environment friendly, waste management proposal with the capacity to clear existing landfills, generate electricity, create employment opportunities and produce various waste products which can be use in the construction and agricultural sector.
• Noted the ruling of the Supreme Court for an interim settlement for asylum applicants currently in the Turks and Caicos Islands and approved the payment of the Judgement as failure to do so would constitute a contempt of the court’s Ruling.
• Discussed proposed policy changes for Renewable Energy Bill (2023) following advice from an independent consultancy, existing stakeholders and the Energy and
Utilities Commissioner, aimed at increasing an uptick in renewable energy systems within the Turks and Caicos Islands and reduce the cost of energy for all. Members agreed next steps.
• Discussed the establishment of regulations to empower the Energy and Utilities Department to regulate all capital spending for public utility companies within the Turks and Caicos Islands, including but, not limited to approvals for capital projects, the provision of quarterly reports on all capital expenditure and the creation of tiered thresholds for approvals and denials of such projects applicable to all utilities within the Turks and Caicos Islands. Members agreed next steps.
• Discussed a paper on the Integrated Solid Waste Management Project for the Turks and Caicos Islands, co-funded by the Caribbean Development Bank, providing strategic planning and design of an improved Solid Waste Management System which will benefit all islands. Members agreed next steps.
• Approved an amendment to the licence fee for a previously granted
application by BFF Cooper Jack (aka The Strand) for an area of crown land to be used for the creation of a pier, beach and five groynes.
• Was updated on the intention to increase passengers’ duty free allowance on goods imported for personal use through airports. It is not intended for the exemption to be extended to goods imported for commercial sale and persons receiving the exemption will be required to pay CPF of 5%.
• Conditionally approved planning application PR 16963 for the rezoning of Parcel 60610/151 in Five Cays, Povidenciales from Commercial land to a Cemetery in order to construct a Mausoleum, subject to statutory requirements.
• Approved the re-appointment of Edward Hall Snr and appointment of Breanna O. Johnson as Members of the Turks and Caicos Gaming Control Commission Board with effect from 1 July 2023 to 31 March 2025.
• Approved the appointment of Quintin Lightbourne as Chairman of the Physical Planning Appeals Tribunal with effect from 1 July
2023 to 31 March 2026, and Simone Rigby and Kenya Forbes-Jagger as members of the same Tribunal with effect from 1 July 2023 to 31 March 2025.
• Approved the revocation of Kesha Gardiner’s appointment as Deputy Chair of the Turks and Caicos Islands Port Authority Board following her resignation and approved for serving Member Pastor Dennis Swann to be appointed as Deputy Chair and for Ms. Showonda Gardiner to be appointed as a Member of the Board for a period of two years with effect 1 July 2023 to 31 March 2025.
• Was updated on issues related to ongoing and well documented security concerns at the Grand Turk Cruise Centre, the winding down of the TCI Tourist Board and the rolling out of the Crown Land (Amendment) Ordinance, and the Crown Land (Residential Conditional Purchase Lease)(Arrears and Mesne Profit) (Amnesty) Ordinance 2023.

A simple thank you goes a long way. Too many times, some of us live our lives without thanking people for the service they provide or the things they do. Sometimes we have the attitude that these individuals who are providing services are getting paid and so there is no need to thank them for the services they do. There are some people who volunteer their time in helping others. Furthermore, we don’t know what people are going through and a simple thank you can brighten that person’s day.
Even within your home, learn to give thanks to the people in your household. Therefore, let me ask you this, do you give thanks. How often do you say thanks?
These little gestures of giving thanks make a significant difference. People feel appreciated and valued. When people don’t feel appreciated, they may quit their jobs or even come out of a relationship. Do you now

With that said, I want to use this article to thank the people who supported me on June 30th at Beaches Resort where I launched my second book Succeeding in Your Position and celebrated the 10 years anniversary of my accounting firm, HLB TCI Ltd.
This was a Friday night; it was the end of a long week after working so many hours and it was also a busy weekend. Therefore, people did not have to be at my
event, but they came out in great numbers on Friday night. I do not take this for granted at all and so I just want to publicly thank everyone who was there and those who wanted to be there but couldn’t be there for reasons beyond their control.

Dubbed the “Great Reset,” inaugurated by the World Health Organization (WHO), this initiative is supposed to take effect in 2030, heralding the dress rehearsal of the “New World Order” (NOW).

Eighty-four” – a dystopian anthropological novel and cautionary tale, depicting “Airstrip One,” formerly called England and one of three totalitarian states that will rule the world – you’re right! Beyond Orwell’s spiel; however, this period of history,
during the Great Tribulation, is chronicled in the Book of Revelation, depicting an epoch, when the world is controlled by the antichrist – acquiring power from Satan to perform wonders. Still, many people viewed this sinister agenda of the world’s political elites as unreal. And Wikipedia that had previously published this NWO as a ‘myth,’ edited the publication and now designates it as a ‘conspiracy theory’.
Despite the NWO being a biblical prophecy, it is preferred that we recount the result of the World Economic Forum (WEF) recently convened in Davos, Switzerland for instantaneous affirmations, exhibiting this world order.
At the WEF, without amendments and a comprehensive
treaty, the WHO advanced a global digital passport. This two-dimensional bar code –downloaded on a personal mobile phone, regulates health and travel issues.
To date, 80 of the 194 countries, including the European Union, have already adopted this idea and this suggests that everyone must comply with WHO mandates to travel unchallenged.
This dilemma is owing to the recent pandemic! Undoubtedly, the war against SARS-COV-2 has gravely impacted society. We can agree, the virus exposed the flaws of neoliberal policies, austerity measures and a global economy designed for efficiency; rather than, resilience and sustainability.
More so, the crisis exhibited the interconnectedness of the global risk society; hence, it accelerated the digital transformation of the world – spawning the “Great Reset” initiative we’re seeing now.
This so-called economic recovery plan will have profound consequences for everyone, as this would be the first building block seemingly merging digital currencies, digital health records

In the film entertainment world, this is the age of the sequel, the reboot, the remake, and the rehashed. The most original thing you are going to get is the movie adaptation of a book. What this means is that watching a movie has become predictable. You know what is going to happen before it happens, and when it does all that you are left with is a fading hope that something would move you or stir your senses.
In the book of I Samuel, the people of Israel decided that they did not want to wait on God’s choice of a king for them. They wanted their own, they wanted a king like all the other nations. Not very original.

In choosing to not partner with God, he, Saul was his name, basically chose to suffer. And suffer he did. After some initial victories that gave the people a false sense of security, Saul spent the last years of his reign looking over his shoulder and alienating his family and nation. He had already rejected God. His story is a tragic one, but not unusual, when we choose to
do it our way and not God’s, we choose pain, shame, and death. Which is exactly what happened to Saul. I am an exile. I do not live in the place I was born, as a matter of fact, I have not lived there more than 5 years. I do not live in the place I grew up. I am an exile. But more than that I am a spiritual exile. This is not my home, I am a sojourner going through these shadowlands. As an exile God has told me I need to “work for the peace and prosperity of the city where I sent you into exile. Pray
to the Lord for it, for its welfare will determine your welfare.”
(Jeremiah 29:7). In practice that means I pray for the world I live in, I pray for these islands and its inhabitants and I do whatever I can to see it prosper. Which is why I have to say this. Our leaders need to choose faith over fear. Our leaders need to seek counsel from God first and then from the places and persons he leads them to. Our leaders need to believe God has a plan and God is working for the good of the land and its people. When Saul was
faced with Goliath he chose fear over faith (I Samuel 17:11) and when he did not know what to do instead of seeking God this is what he did, “ 5 When Saul saw the vast Philistine army, he became frantic with fear. 6 He asked the Lord what he should do, but the Lord refused to answer him, either by dreams or by sacred lots or by the prophets. 7 Saul then said to his advisers, “Find a woman who is a medium, so I can go and ask her what to do.” (1 Samuel 28:5-7)
Generational challenges are on the horizon. The choices of today will affect, either positively or negatively, the lives of generations to come. If you are a follower of Jesus, pray for the peace and prosperity of these islands. If you are in a place of influence, seek God’s counsel, choose faith over fear, and do not doubt God’s goodness. You. Are. Loved.

I mean, let’s say it for what it is. Finding your soulmate is hard. CHHS students cop second spot in Regional Tourism Debate 2023
Students from the Clement Howell High School (CHHS) in the Turks and Caicos Islands have placed second in the Regional Tourism Debate for schools in the region.
The debate which was held in Montego Bay, Jamaica on July 3, 2023, had three students Antwan Butler, Esther Joseph and Kiajé Williams competing with students from Jamaica and St Lucia for the regional trophy and title.
The three students represented the Turks and Caicos Islands after emerging as the national tourism debate champions, in a competition held earlier this year, as a precursor to the wider regional competition.
The tourism debate competition was aimed at fostering a greater appreciation for tourism and hospitality among youths; while developing high school students' articulation and critical thinking skills. It had students from three different nations using the Zoom platform to compete in a series of debates leading up to the final on 3 July 2023.
The defending champions, The Bahamas, did not participate in this year’s event.
Wolmers High School for Girls from Jamaica and Leon Hess from St Lucia both sent representatives.
The finals saw the Turks and Caicos Islands team, coached by Ms Keisha Carter, proposing the motion “This house believes that intra-regional trade offers very little support to tourism”.
The Turks and Caicos team claimed second place with a ‘fiery’ presentation, according to a statement from the Ministry of Education.
The opposition, St Lucia claimed first place by opposing the motion - “This house believes that visa-free travel should be allowed to all countries within the commonwealth”.
St Lucia won with 660 points, just ahead of Turks and Caicos Islands (606), demonstrating the intensity of the competition and a slim margin of victory. Sandals Resort, the event's sponsor, provided each team's coaches with
a free weekend stay at any of their properties in the Caribbean.

Armed bandits rob employees and shoppers at supermarket
– Police launches investigation
Three armed bandits on Saturday, July 8, 2023, robbed patrons and employees at a supermarket on Industrial Drive, Providenciales.
To this end, the Royal Turks and Caicos Islands Police Force has launched an investigation into the brazen daytime robbery that occurred over the weekend.
According to a police report, the incident occurred shortly after 4 pm on the business premises.
In a statement on Sunday,
July 9, 2023, a spokesperson from the RTCIPF explained that calls were placed to the police control room indicating there was a robbery at a supermarket located along Industrial Drive, Providenciales.
“A team of officers responded, based on eyewitness accounts, three armed, masked men entered the establishment and announced a hold-up, patrons and employees at the establishment were robbed of their valuables”, the police stated.
The armed robbers then made good their escape in a white getaway car parked in the vicinity of the supermarket.
The police informed that investigations into the incident are being conducted by the serious crime team, and is urging anyone with information about this robbery to notify the closest police station or contact TCI Crime Stoppers at 1-8008477 and anonymously give information about this incident or any other illegal activity.

The Ministry of Education and the Ministry of Tourism said they will continue to support this initiative and congratulated all participants including, students, teachers, coaches and officials of both ministries.
TCI records second road traffic fatality
A two-vehicle smash-up along the Millenium Highway in Blue Hills has left one man dead and others injured.
The accident occurred in the early morning hours of Thursday, July 13, sometime around 1 am.
Police and the fire department immediately dispatched officers to the scene - in the vicinity of Chicken Shack - after a call to 911.
An SUV and a motor car were seen when officers arrived.
Police reported that the SUV contained several individuals whose airbags were deployed and were alive. The occupants were rushed to the Cheshire Hall Medical Centre where they received
medical attention.
The other vehicle had overturned due to the collision, and its male driver was lifeless.
Commissioner of Police (ag) Rodney Adams in extending condolences to the family and friends of the deceased said: “It is very unfortunate that once again, the TCI has lost a life on our roadways.
“The responsibility of safe driving is a serious issue that cannot be ignored. As a result, we continue to urge the public to be vigilant, responsible, and law-abiding when using the roadways. We also ask that motorists use their seatbelts.”
The traffic enforcement unit is continuing investigations.

Unruly behaviour of residents at police headquarters caused long lines – Police
A one-minute video taken at the police headquarters this week showing long waiting lines in the hot sun has been refuted by police as an inaccurate representation of what actually happened.
In a statement on the issue on Wednesday, police said it was the unruly behaviour of applicants who arrived late to collect their police records that caused the ruckus, which was widely criticized on social media by residents.
Police explained that from 9am when the office opens numbers are handed to applicants to collect their police records. The office closes at 3 pm.
However, due to the frequency of people arriving late, they have had to stop distributing numbers at 2:30 pm.
This late arrival, according to police, is what occurred on Wednesday, causing the
confusion that was filmed.
“Such individuals refused to join the line and wait their turn, often pushing and shoving applicants already in line and crowding the records unit door demanding their records.
“In several instances, such persons are not in possession of any documentation showing their online application or proof of payment of the prescribed fees.”
Police stated that all persons who were waiting to be served in the allotted time and had their documents in order were dealt with professionally and the line minimised within the time limit.
The collection of police records has been a sore point for many residents, and despite the automation of some of the processes, there remain issues that are still creating long waiting times.
In late June, Police launched a beta testing phase of a new automated system to improve the turnaround time for residents to obtain police records, some five days.
Applicants will have the option of paying online the $10 processing fee and the $10 stamp fees via debit or credit cards.
However, while the system is working, according to the Deputy Premier, Hon. Erwin Jay Saunders, there are some flaws they are still working out.
Speaking to the press on Thursday, Saunders said that as of Wednesday morning, the new Police Records software had processed over 2,300 applications, with over 95% of them being processed within minutes with no issues at all.

Tourism 'watchdog' department established to maintain TCI’s luxury image
In an effort to preserve the Turks and Caicos Islands' image as a luxury holiday destination and ensure tourism businesses are operating within environmental, social, and cultural guidelines, a Tourism Regulation Department has been established by the government.
To this effect, the House of Assembly recently passed the Tourism Regulation and Licensing Bill 2023 for the Turks and Caicos Islands.
This bill represents a major change in the way the tourism industry is regulated and establishes a new government department, the Tourism Regulation Department, to take over the essential responsibility of licensing and regulating activities previously carried out by the now-dissolved statutory body, the Tourist Board.
Minister of Tourism, Environment, Heritage, Maritime and Gaming Hon Josephine Connolly, who recently presented the bill along with the Tourist Board Dissolution Bill, to the House, stated that it is essential for the populace to understand the significance of this change and its ability to strengthen the territory’s tourism industry, protect its reputation, and guarantee the long-term sustainability of TCI’s tourism products and the well-being of all stakeholders involved.
She posited that in order for businesses to contribute to the sustainable development of the tourism industry, it is imperative for the government to ensure there is responsible use of natural resources, minimise the negative impact on the fragile ecosystems, and support the preservation of the territory’s cultural heritage.
“Through stringent regulations and licensing requirements, we can encourage tourism businesses to operate responsibly and in harmony with our environment and communities”, she said.
CLASSIFICATION & RATING SYSTEM
A critical aspect of the bill is the classification and rating of premises and tourism services within the Turks and Caicos Islands.
This is intended to ensure that visitors to the islands are able to make informed decisions about where to stay and what to do, based on the quality of the services offered, according to the minister.
The classification and rating system also helps to promote the TCI as a destination of choice for tourists, by providing a clear and concise indication of the quality of
the tourism products and services available.
In this vein, Connolly said this bill recognises the significance of maintaining our high luxury brand image, ensuring consistency in quality, and enhancing the overall visitor experience.
“By implementing a robust classification and rating system, we can uphold our reputation as a world-class luxury destination and continue to attract discerning travellers from around the globe.
“Let us acknowledge the power of perception and the role it plays in the tourism industry.
“The Turks and Caicos Islands have long been synonymous with luxury, exclusivity, and unparalleled beauty.
“Visitors flock to our shores in search of the finest experiences, expecting nothing less than the utmost quality and exceptional service.”
She opined that it is of paramount importance for the TCI to maintain and reinforce this perception through a comprehensive classification and rating system that ensures consistency and excellence across all tourism businesses.
“By implementing a classification system, we can differentiate our tourism establishments based on their level of luxury, amenities, and services.
“This enables potential visitors
to make informed decisions when choosing their accommodations, ensuring that their expectations align with the experience they seek.
“From opulent resorts and private villas to boutique hotels and luxury condominiums, each property will be categorised and rated according to its offerings.

A robust rating system will allow the government to objectively evaluate and recognise the efforts of tourism businesses that consistently excel in providing exceptional experiences.
She argued that by awarding ratings based on a set of internationally accepted criteria, such as service quality, facilities, cleanliness, and overall guest satisfaction, it will encourage and reward establishments that go above and beyond in providing exceptional luxury experiences.

“We will do so, to bring our small business up to the required standards, we will empower our people, our MSME to be competitive and ensure that the rating system does not serve as exclusion tool.”
TOURIST BOARD PAVED
One of the key advantages of establishing the Tourism Regulation Department as a government department is the alignment of interests and accountability, Connolly underscored.
“By integrating regulatory functions within the government structure, we establish a clear chain of command and accountability.
“The government, as the representative of the people, has the responsibility to protect the interests of all stakeholders involved in the tourism industry: visitors, local communities, and tourism businesses alike.
“Placing the regulatory functions under the purview of a government department ensures transparency, impartiality, and adherence to the public interest, thereby instilling confidence and trust in our tourism governance”, she added.
Furthermore, the bill ensures that the Destination Management and Marketing Organization (DMO), also known as “Experience Turks and Caicos,” a public-private social partnership, is not encumbered with regulatory duties.
She said: “Experience Turks and Caicos,” which comprises representatives from both the public and private sectors, plays a vital role in destination marketing, promotion, and collaborative planning.

Hospitality workers enriched through TCHTA’s collaborative training series
The Turks and Caicos Hotel and Tourism Association (TCHTA) has successfully completed its second round of training in supercharged service.
The training series, delivered by the Caribbean Hotel and Tourism Association Education Foundation (CHTAEF), has empowered and elevated a cohort of 525 individuals in the industry, resulting in almost 1000 employees trained since the start of the program in late 2022.
Hosted and facilitated by the TCHTA, the comprehensive training program included frontfacing and back-of-house staff. Participants ranged from entrylevel employees to management.
Sessions included topics such as Strengthened Supervisors, Healthy Management, and Food Safety, with a special module tailored to sensitising security personnel in tourism and customer services. The modules gave participants
invaluable skills to deliver exceptional service experiences, ensuring a lasting impression on visitors and customers.
The program’s certificate celebration saw a visit from Education Foundation Trustee Ernest Dwight, who commended the teams on their “willingness to play their part in delighting customers and owners through knowledgeable supercharged service”.
The training sessions as well as the certification event were held at the Brighter Futures Center on Leeward Highway. Minister of Tourism Honourable Josephine Connolly, TCHTA President James McAnally, TCHTA People Development Committee co-chair Stacey-Ann Albert, and TCHTA CEO Stacy Cox all extended congratulatory remarks to the group of celebrants while training facilitator Louise John moderated the event.
Albert, who is also Sailrock Resort Operations Manager noted: “Our association is committed to promoting excellence in the industry, and today is a testament to that.
“The certificates received represent a milestone in the participants’ professional journeys, signaling their growth and a commitment to providing exceptional service.”
The TCHTA CEO delivered a charge to the room: “The TCHTA has a mandate of educating not only the hospitality industry, but beyond. We want to foster a culture of training throughout Turks and Caicos. You are now entrusted to take what you have learned from the training and spread it throughout your circles and spheres of influence.”

“However, instead of the software alerting them to that issue, it put those applications in a ‘Pending’ state to be manually reviewed.
“This issue is now being addressed in a more efficient and user-friendly way, as a new feature is being added to the software to allow applicants to be alerted to such issues, as well as allow them to make the necessary corrections themselves.”
Saunders said the status for such applications will also change from pending to ‘require additional information’.
He noted that prior to October 22, applicants for police records had to make trips
and stand in line at multiple government offices – Criminal Records Office twice, treasury, and post office.
That has now been eliminated with the launch of the new system.
However, there still remains the need to pick up a certificate, although this requirement can be automated, the Deputy Premier said.
“My belief is that once the Police become comfortable with the new software and all issues have been addressed, they will allow for full automation of the Police Records process.
“My instincts tell me that it will be within a year of the new software being introduced to the public,” he added.
Rotary of Providenciales welcomes new president
Proud Rotary president Dadre Seymour handed over her role last month after a year of dedicating herself to the improvement of the Providenciales community.
Veteran Rotarian Lofton Ellis in his first speech as president said he was delighted to assume his position at the helm, after many years enjoying the club from the sidelines. He said: As we reflect on the Rotary International and District theme ‘create hope in the world’, some may ask the question, what does it mean to create hope in the world.
“To me creating hope in the world means setting clear and
attainable goals, developing multiple strategies to reach those goals, and staying motivated to use the strategies to attain the goals, even when the going gets tough.”
Rotarians came out in their elegant wear for the changeover and awards ceremony hosted at the Royal TCI Golf Club on June 24.
Rotarian of the Year is Roma Stubbs, Vice President and Club Secretary for 2022/2023.

Addressing the work he intends to oversee as President, Ellis said his board this year will be focusing on social gatherings to encourage familiarity and wellness among members.
Rotarians will also engage in community service activities, in collaboration with the Ashley
Learning Centre through a raffle donation of an anticipated $20,000, as well as with the mental health department to the tune of $50,000.
“All very ambitious agendas, that with a little hope, we can make happen,” Ellis outlined.
He said there will be reoccuring services offered such as dictionary and eyeglass testing programmes among primary schools, roundabouts and park maintenance, elderly food drive, among many other initiatives.
“We further want to re-institute bingo, as a fund-raiser and we want to also conform our club by-laws in compatibility with clubs in our
district.
“We want to include a talent and culture night to our meetings, to allow the many local talents and culture creatives to come and enlighten our agendas, fostering play time and mental relaxation and strengthen our cultural appreciation of folklore and arts.”
Ellis describes himself as a Proud Rotarian. He holds an LLBbachelor of laws, Bachelor in Hospitality and Tourism, Certificate in Human Resources Management, a Diploma in Hotel Accounting, a Diploma in Management Development and another Diploma in Hospitality Law.

Thoughts about observant readers and the need to have a closer look
The weekly feedback I receive from my column is the most rewarding part of writing and when, within minutes of my last column’s online publication, the comments started pouring in, I knew that this was another home run. From a former Chief Minister calling the column “very profound” to my old friend and fellow columnist Drexwell Seymour who messaged, “Hi Titus, I love your most recent article. Well done…I will definitely share the article”. Once again, a new record was set for the most reader feedback to date. “I couldn't agree with you more”, commented radio host Robert Hall, “may I use your piece on one of my shows?”
Some readers responded at length and while I cannot share all the comments due to space limitations, I would like to highlight two noteworthy ones. A reader from France expressed, “I just read your article, I tend to think like you...I’d even go further…colonisation is a crime against humanity! I'm sure you know the subject better than me, especially with regard to the independence of the TCI, given the time you've been living in the islands...” A local reader observed, “Excellent article and a well thought out perspective on why

It will take a political leader with foresight and fortitude to make it happen. In my opinion, we haven’t had such a leader in the 21st century who can inspire and motivate our people to move in that direction. They are too busy trying to make a name for themselves.”
When it comes to the question of independence, it is evident that we will not all agree and share the same points of view. This diversity of opinions is not only expected but also highly beneficial as it ensures extensive consideration of all aspects of this debate. One reader, while supportive of the actual concept of independence, expressed doubt whether “we have the necessary talent in the country to go it alone”. In response
to this, I believe our population is progressively becoming better educated and there’s no reason why an independent Turks and Caicos Islands couldn’t retain and, if necessary, attract talent from overseas.
Lastly, a reader raised a question about my criticism of the status quo, asking, “Why are you being critical of the current state of affairs, especially after everything the Brits have done for this place!” This comment reminded me of King William IV (1830 - 1837), who reigned during the abolition of slavery within the British Empire, in 1833, despite his longstanding opposition to abolition. Prior to ascending the throne, he had spent time in the Caribbean, where he befriended plantation owners who no doubt took great pride in “everything we have done for this place”. William, who is a direct ancestor of King
Charles III, delivered speeches in staunch defence of slavery, asserting its importance to prosperity, and maintaining that enslaved people were “comparatively in a state of humble happiness.”
It is a well-established fact that British colonialism in the Caribbean greatly benefited the British Empire, playing a significant role in its economic development and global dominance. Equally undeniable is the fact that most present-day native Turks and Caicos Islanders are descendants of enslaved people brought to this region against their will. The issue at hand is not so much what the British did “for this place” but rather what they did “to this place”. I hold immense respect for the people who were forcibly brought here to toil on plantations in the Caicos Islands or engage in salt raking in the Turks
Islands. It is remarkable that they endured such harsh circumstances and survived. However, it is highly unlikely they spent their days expressing their gratitude to their colonial masters for allowing them to exist “comparatively in a state of humble happiness”.
In London’s Kensington Palace, a section open to the public attracts thousands of visitors each year. The visitors are the same people who visit the Palace of Versailles in France or Neuschwanstein Castle in Bavaria. They come to appreciate the architecture, delve in the history, and satisfy their curiosity about all things royal. The palace’s first occupant was William III, who reigned from 1689 to 1702. Among the displayed artworks was a sculpture depicting a black man who had long been described as “a favourite personal servant of William III.” Upon closer examination observers noticed a metal collar tightly clamped around the young black man’s neck. Was he truly a jolly servant living “comparatively in a state of humble happiness” or a victim of slavery? I will leave that judgement to the readers. Turks and Caicos, it’s time to have a closer look.
Four smugglers, over 2,000 pounds of cocaine intercepted in Caribbean Sea
Four smugglers were apprehended when Coast Guard Cutter Joseph Napier crew and US Customs and Border Protection multirole enforcement aircraft interdicted their smuggling vessel in the Caribbean Sea with more than 2,024 pounds of cocaine on board.

Bahamas: Suffering on the street as heat soars
BAHAMIANS of all backgrounds are scrambling for relief from the brutal heat this summer, but for some of the country’s poorest residents, managing the conditions is an existential challenge.
“The heat is affecting not just the poor but the middle class,” said Bishop Walter Hanchell, President of Great Commission Ministries. “If you can’t afford a standby generator or AC, then man, all you gonna do is suffer, and that’s all we’ve been going through. If it’s affecting the middle class, you could imagine what the poor is going through in those hot houses, those small houses with no ventilation.”
Companies that provide air conditioning services for homes and cars have reported an unprecedented surge in sales and customer interest recently. On social media, reports of ice and water shortages linked to coolingdown efforts have become daily occurrences.
The news doesn’t get better: The Bahamas Department of Meteorology issued a heat advisory yesterday, urging residents nationwide to stay hydrated and limit outdoor activities during peak afternoon hours because the heat index is expected to be near 110°F in the coming days.
As most residents find ways to cope, experts note that some, including those experiencing homelessness and older people, are especially vulnerable.

DOMESTIC workers must be paid the minimum wage like most other employees in Bermuda, the Government has confirmed.
A statement today said: “A domestic worker’s gross pay must add up to at least the minimum hourly wage of $16.40 for any pay reference period before an employer can begin making any deductions.”
The minimum wage, the first for Bermuda, became effective on June 1. It is the highest in the world.
The vast majority of workers must now be paid at the set level or above, although students can receive 70 per cent of the amount under the law.
A few categories are excluded,
including casual workers packing groceries, people working in family businesses, apprentices, volunteers and anyone under the age of 18.
When the minimum wage was announced, the main questions about it centred on the payment of hospitality workers and whether gratuities would be included in the gross amount and count towards the minimum.
The Government gave a clarification, saying that these payments would be added to the base wage in determining whether an employee is being compensated properly.
In the announcement, the Government made it clear that no carve-out was provided in the law
for people working in the homes of others regardless of hours logged per week and the employee’s living situation.
The statement said: “The Ministry of Economy and Labour takes this opportunity to reiterate that domestic workers, whether full-time or part-time and living in or out of their employer’s home, are entitled to receive the minimum hourly wage rate of $16.40 as of June 1, 2023.”

Dominicans and Jamaicans need re-entry visas for Bermuda
The Government stands firm that Jamaicans and Dominicans could be turned away from the island if they do no have transit visas, citing ministerial powers under immigration laws.
The Ministry of Economy and Labour issued a statement in response to a claim by Lawrence Scott, a government MP behind a new charter flight service linking Bermuda to the Caribbean, that “legislation trumps policy” in the matter.
While Mr Scott referenced Section 28 of the Immigration and Protection Act 1956, which allows entry to Bermuda on the condition of a round-trip ticket in hand and a stay not exceeding six months in any 12-month period, the Government has cited Section
32 giving the minister discretion to impose conditions.
A ministry spokesman said: “Mr Scott has referenced Section 28 of the Bermuda Immigration and Protection Act 1956. However, this is not the only relevant section in the Act. Section 32 gives the minister the power to impose conditions with respect to permission to land in Bermuda.
“The requirement for Dominicans and Jamaicans to possess a multi-re-entry visa is a condition, and anyone who does not comply with this condition commits an offence against the Act.”
Section 32 states: “The Governor, or minister, as the case may be, may withhold any permission or grant any permission

Mr Scott, who is the chief executive of ScottsCraft, the parent company of the charter service TXKF Direct, said Portuguese and Bahamian flights to Bermuda were not subject to the transit visa conditions.
He said that ScottsCraft would have a representative on board the service, due to start in August with
a flight to the Dominican Republic, to ensure that passengers have round-trip tickets and will not be overstaying beyond 180 days.
The ministry spokesman added: “Portuguese and Bahamian nationals are not visa-controlled nationals. As such, visa conditions have not been applied to passengers on those flights.
“The Department of Immigration’s visa policy is aligned with legislation and clearly
sets out guidance with respect to persons requiring visas to enter Bermuda.
“Having a ScottsCraft representative on the flight does not ensure that travellers will not remain in Bermuda after the six months expire.
“All visa-controlled nationals must present the relevant documents upon arrival or risk being returned on the next available commercial flight.
Mottley honoured as Barbados strengthens ties with Venezuela
Prime Minister Mia Amor Mottley was awarded one of Venezuela’s top honours.
The Order of Liberators of Venezuela, first class, was conferred by President Nicolas Maduro.
The two leaders also engaged in bilateral talks, after which two agreements were signed by Minister of Foreign Affairs, Kerrie Symmonds, who is part of the official delegation to Venezuela.
Symmonds inked an Air Services Agreement and an AgriFood Sovereignty Agreement,
respectively, with Minister of the People’s Power for Transportation and Executive Director of Conviasa, Ramón C. Velásquez Araguayán and Minister of Productive Agriculture and Lands, Wilmar Castro Soteldo.
Mottley and Maduro then signed a Joint Declaration.

BVI held its elections in April 2023
A report issued by the Commonwealth Parliamentary Association has commended the BVI for a well-run general election.
The Virgin Islands’ 2023 general election was held in April and the Commonwealth Parliamentary Association’s (CPA)’s independent election observation mission published their report on July 3. The report praised officials for their adherence to international obligations and domestic laws.
The team of eight observers who had visited the territory at the time to evaluate the electoral process,
concluded that proceedings on election day were orderly, peaceful and well run.
The report also noted that voting on Advance Polling Day proceeded smoothly and stated that the legal framework in place offers a sound basis for democratic elections.
Notably, the observers also made 14 recommendations for areas for improvement, including on the lack of campaign finance regulations and the steps to clarify the policies and practices on the Belongership status that is required for persons to be entitled to vote.
Governor John Rankin said he welcomed the report and commented, “Free and fair elections are the bedrock of democratic societies and I am pleased that the CPA has confirmed that the election was well run. I once again commend the Supervisor of Elections and her team for all their good work in ensuring that this was the case.”
The Governor said he noted the CPA’s 14 recommendations and expressed hope that these will be addressed by the government and members of the House of Assembly.

UK economy ‘listless’ with little growth in four years
The UK economy has barely grown since 2019 before the pandemic, with one economist describing it as “listless”.
It shrank by 0.1% in May, partly due to the extra bank holiday for the King’s Coronation, which meant there was one fewer working day than normal.
The rising cost of living and higher interest rates have been squeezing households and businesses.
When an economy shrinks, people might lose their jobs and find it harder to get pay rises that keep up with prices.
Inflation - the annual rate at which prices rise - is at 8.7%.
The Bank of England has been putting up interest rates to try to slow price rises but this is having a knock-on effect on consumer borrowing costs, driving up mortgage and loan repayments for millions.
Chancellor Jeremy Hunt said high inflation was hitting the economy.
“The best way to get growth going again and ease the pressure on families is to bring inflation down as quickly as possible. Our

plan will work, but we must stick to it.”
May’s decline in economic activity followed growth of 0.2% in April, the Office for National Statistics (ONS) said.
It said the manufacturing, energy and construction sectors fell, along with sales at pubs and bars.
But it said the health sector recovered while the IT industry had a “strong month”. Strikes also had
less of an impact on the economy than in April.
The coronation - which meant there were three bank holidays in May, rather than the usual two - led to a slowdown in some industries, the ONS said, but benefited others such as those in arts and entertainment.
For most people, economic growth is good. It usually means there are more jobs and companies
are more profitable and can pay employees and shareholders more.
The higher wages and larger profits seen in a growing economy also generate more money for the government in taxes.
It can choose to spend more on benefits, public services and government workers’ wages, or cut taxes.
When the economy shrinks, these things can go into reverse -
but governments normally do still have a choice on public spending.
Capital Economics said that the 0.1% fall in May “isn’t as bad as it looks as some of it was due to the extra bank holiday for the King’s Coronation”.
It added that GDP - the official measure of the size of the economy - was on track to rise by around 0.1% in the three months to June.
“Our sense is that underlying activity is still growing, albeit at a snail’s pace,” said Paul Dales, its chief UK economist.
But Samuel Tombs, chief UK economist at Pantheon Macroeconomics, warned that May’s figures showed growth “remains listless”.
And Martin Beck, chief adviser to the economic forecasting group the EY Item Club, told the BBC’s Today programme that the “bigger picture is the economy remains weak”.
“It didn’t grow at all in the three months to May, and in May the economy was only 0.2% bigger than its size just before the Covid pandemic struck, so we’ve seen next to no growth since the end of 2019.” (BBC)
Hot weather sweeps across southern Europe
A heatwave is sweeping across parts of southern Europe and north-west Africa, with potential record-breaking temperatures in the coming days.
Temperatures are expected to surpass 40C (104F) in parts of Spain, France, Greece, Croatia and Turkey.
In Italy, temperatures could reach as high as 48.8C (119.8F). A red alert warning has been issued for 10 cities, including Rome, Bologna and Florence.
On Tuesday, a man in his forties died after collapsing in northern Italy.
Italian media reported that the 44-year-old worker was painting zebra crossing lines in the town of Lodi, near Milan, before he collapsed from the heat. He was taken to hospital where he later died.
“We are facing an unbearable heatwave,” Italian politician Nicola Fratoianni tweeted.
“Maybe it’s the case that in the hottest hours, all the useful precautions are taken to avoid tragedies like the one that happened today in Lodi.”
People have been advised to drink at least two litres of water a day and to avoid coffee and

Spain has been sweltering for days in temperatures of up to 45C and overnight temperatures in much of the country did not drop below 25C. Parts of Majorca on
Wednesday were as high as 37C at 04:00.
The Andalusian regional government has started a telephone assistance service for people affected by the heat which has received 54,000 calls since it opened in early June. On the Spanish island of Majorca, the emergency health hotline has had to deal with more than one case of heatstroke every day since May.
A satellite image recorded by the
EU’s Copernicus Sentinel mission revealed that the land temperature in the Extremadura region had hit 60C on Tuesday.
“It is true that the temperatures have risen, but much, much higher than in other years,” Madrid resident Alejandrina Coy told Reuters.
“I see that this is affecting everyone a lot.”
“The weather is becoming less and less linear, there is less difference between the seasons,” said Paz Llanes, another resident.
The Met Office says temperatures will peak on Friday, and BBC Weather says large swathes of southern Europe could see temperatures in the low to mid 40s - and possibly higher.
The heat is likely to continue into the weekend, and in Prague, the Czech capital, temperatures could reach as high as 36C (96.8F) on Saturday, according to BBC Weather - well up from averages of 24C (75.2F) in July.
But as Cerberus dies out, Italian weather forecasters are warning that the next heatwave, dubbed Charon after the ferryman who delivered souls into the underworld, will push temperatures back up towards 43C in Rome and a possible 47C on the island of Sardinia.
Ukraine war: Russian general fired after criticising army leaders
A top Russian general says he has been removed from his post in Ukraine after telling military chiefs the truth about the dire situation on the front line.
Maj Gen Ivan Popov was the commander of the 58th Army, which has been fighting in the southern Zaporizhzhia region.
In a voice message, Maj Gen Popov said he raised questions about high casualty rate and lack of artillery support.
“It was necessary either to keep quiet and be a coward or to say it the way it is,” he said.
“I had no right to lie in the name of you, in the name of my fallen comrades in arms, so I outlined all the problems which exist.”
The voice message was posted to telegram by Russian MP Andrei Gurulyov, who is a former military commander and frequent commentator on state TV. It is unclear when the message was recorded.
Among the issues Maj Gen Popov said he highlighted to his superiors were the lack of proper counter battery systems to help repel Ukrainian artillery attacks, as well as a lack of military intelligence.
The commander said his dismissal was demanded by senior
commanders - who he accused of treason - and approved by the Russian defence minister, Sergei Shoigu.

of information in the absence of official comment from Moscowreported that the order to dismiss Maj Gen Popov had come from the head of Russia’s armed forces, Gen Valery Gerasimov.
They said Gen Gerasimov accused Maj Gen Popov of “alarmism and blackmailing senior management” after he highlighted the need to rotate soldiers who had been in the front line for a sustained period of time and had suffered significant losses.
“The senior chiefs apparently sensed some kind of danger from me and quickly concocted an order from the defence minister in just one day and got rid of me,” Maj Gen Popov said.
“The Ukrainian army could not break through our ranks at the front but our senior chief hit us from the rear, viciously beheading the army at the most difficult and intense moment.”
The Russian defence ministry has yet to comment on the dismissal.
However, a senior official of the pro-government United Russia party, of which Mr Gurulyov is a member, criticised the MP for making a “political show” out of Maj Gen Popov’s remarks.
“General Popov’s statement was not public and was posted on closed chats of the commanders and troops of the 58th Army,” Andrei Turchak wrote on telegram.
“Let the fact that... Gurulyov somehow got hold of this and made
a political show out of it remain on his conscience,” he said, adding that Maj Gen Popov’s conscience was clear and the country could be proud of commanders like him.
Zaporizhzhia and the eastern Donetsk region have become the focus of Ukraine’s counteroffensive, which was launched over a month ago, but has struggled to penetrate well established Russian defensive lines.
On Wednesday, another Russian MP said former Russian commander Gen Sergei Surovikin, who has not been seen in public since the Wagner mutiny, was “resting”.
Gen Surovikin was said to enjoy close relations with the former Wagner boss Yevgeny Prigozhin and there had been media reports that he had been arrested following the brief revolt.
There has been no official confirmation or comment about his whereabouts.
Meanwhile, another senior Russian general - Lt Gen Oleg Tsokov - is said to have been killed in a strike in Ukraine’s occupied south coast this week, although his death has not been officially confirmed by Russia’s defence ministry. (BBC)

A GUATEMALAN court has suspended the party of one of the candidates in next month’s presidential run-off election, raising questions over the vote.
In a video posted on the Twitter account of the Guatemalan Public Ministry, Rafael Curruchich, the head of the Special Prosecutor’s Office Against Impunity (FECI) said they are investigating Movimiento Semilla for allegedly falsifying citizens signatures.

of opposition candidate Bernardo Arévalo. He came second behind former first lady Sandra Torres in last month’s vote, preliminary results showed. The two are due to face off in a run-off election on August 20.
A host of other candidates were blocked from running ahead of the first round of voting, sparking accusations of political meddling against the country’s electoral court and concern from the United States and other Western powers.
The bill is expected to face legal challenges.
In a statement after it passed, Gov Reynolds said the Iowa legislature had voted to “protect life”.
“Justice for the unborn should not be delayed,” she said.
The bill blocks most abortions after early signs of cardiac activity can be detected in a foetus or embryo - around six weeks into pregnancy, before many women know they are pregnant.
It includes some exceptions for cases of rape, incest and foetal abnormalities, as well as when the mother’s life is in danger.
It would go into effect as soon as Gov Reynolds signs it on Friday unless it is blocked by a court. Abortions are currently allowed
through to 20 weeks of pregnancy in Iowa.
Iowa is set to join a growing group of Midwestern states that have enacted abortion restrictions since the Supreme Court overturned the 1973 Roe v Wade decision, including neighbouring states of Missouri and South Dakota.
Last summer, that US Supreme Court ruling ended the constitutional right to an abortion, paving the way for individual states to ban the procedure or bring
in new restrictions.
The Tuesday vote sparked protests at the Iowa Capitol building in Des Moines. Several demonstrators were escorted out of the building by state troopers after they screamed profanities at Republican lawmakers, according to local outlet Des Moines Register.
The legislation is nearly identical to a six-week abortion ban that the Iowa legislature passed in 2018, which was blocked by the state’s supreme court in June.

Even a few minutes of daily light exercise can lower depression risk
THERE are some days when many of us just want to stay in bed from morning to night or remain glued to the couch indefinitely. While lounging can certainly be a good time every once in a while, researchers from the University of Limerick have uncovered yet another reason for everyone to prioritize a little bit of movement — especially older individuals. Their study finds modest amounts of physical activity each day can reduce the risk of depression.
This research, conducted in collaboration with Trinity College Dublin, reports that a “dose” equal to just 20 minutes per day (for five days a week) of moderateintensity physical activity (brisk walking, for example) displayed an association to less risk of depressive symptoms and chances of major depression.
Depression, of course, is an increasingly common condition among older adults. Meanwhile, depression is also linked to a host of significant risk factors for major chronic conditions like cognitive decline, cardiovascular disease, chronic pain, and even an increased risk of death and suicide.
All in all, estimates show that depression causes around five to 10 percent of the burden of all diseases in Europe. Meanwhile, the economic cost of depression in the United States alone is approximately more than $210.5 billion! Therefore, zeroing in on potentially easy and low-cost health and lifestyle solutions that could reduce the risk of depression is a top priority for scientists and doctors alike.

Black men more likely to die from melanoma, study finds
Men with melanoma, particularly Black men, are more likely to die than women with melanoma, according to a new study published in the Journal of the American Academy of Dermatology.
Comparing data from the National Cancer Database from 2004 to 2018, the analysis of more than 200,000 people found the 5-year survival rate in men with melanoma was highest for White men, at around 75%, compared to Black men, who ranked the lowest, with a survival rate of 52%. American Indian/Alaskan Native (69%), Asian (68%) and Hispanic (66%) men fell in between.
The study also showed that men of color were more likely to have melanoma diagnosed at an advanced stage, making it more difficult to treat. Even when adjusted for factors like income level and insurance coverage, Black race alone increased mortality risk compared to the White population, the study found.
Melanoma causes more than 9,000 deaths per year in the U.S., according to the Centers for Disease Control and Prevention. CDC data also show rates of male mortality for melanoma, of all races, are more than double that of females of all races.
“We know that men may be less likely to seek medical care than women, so they can be diagnosed

social, genetic, tumor-specific and potentially biological factors at play, such as hormones and the way the immune system responds to melanoma tumors.”
While it has been known that skin cancer is increasing among all Americans, with specific rises in men and people of color, this is the largest study to date to look specifically at the role of race among men with melanoma.
“We hope our research can lay the foundation for future studies to determine why there’s such a gap in survival rates, and to make headway to reduce these survival rate gaps,” Wysong said.
Steps to protect yourself from skin cancer
The American Academy of Dermatology says to reduce your risk, wear sunscreen and sunprotective clothing and watch for
changes to your skin.
“If you have a spot on your skin that has looked the same your whole life and suddenly the edges might look different or the color changes, if the size changes, that’s an important factor,” Dr. Maral Kibarian Skelsey, dermatologist and director of the Dermatologic Surgery Center of Washington, previously told CBS News.
It’s also recommended that everyone above age 18 get an annual skin examination.
“The thing that’s unique about skin cancer — it’s so common, but it’s also so preventable,” Dr. Elizabeth Hale, associate professor of dermatology at NYU Langone and senior vice president of the Skin Cancer Foundation previously told CBS News.
About 90% of skin cancers are associated with sun exposure, which makes protection important, Hale added.
“We recommend a broad spectrum SPF 30 or higher, and it’s important to think about sunscreen every single day. It’s not just enough when going to the beach or pool because we know that some damage is cumulative,” she says. “When you’re outside, you want to reapply every two hours — even more if you’re sweating or swimming. NASA’s Perseverance Rover Finds Preserved Organic Molecules on Mars
Researchers poring over imagery and data from the Perseverance rover on Mars have found evidence of organic molecules in the planet’s Jezero Crater, potentially providing evidence of the planet’s carbon cycles and its ability to host life.
The discovery is by no means a confirmation that life once existed on Mars, but it is a sign that the conditions necessary for life as we know it once did. Perseverance is investigating many aspects of the fourth planet from the Sun, but chief among them is whether or not Mars hosted life in its ancient past.
The researchers found signals of organic molecules in all ten of the targets Perseverance scrutinized with its SHERLOC instrument (that’s short for the Scanning Habitable Environments with Raman and Luminescence for Organics and Chemicals instrument). The team’s recent research describing the organicmineral associations around Jezero was published today in Nature.
Perseverance has been roaming the western end of Jezero Crater since it landed on Mars in February 2021. Since then, the rover has collected a cache of rock samples that should, if all goes well, be brought to Earth in the early 2030s.
But Perseverance isn’t just rock collecting. Scientists are using cameras aboard the rover to study the Martian terrain. Sweeping views of the rover’s environs
offer evidence of where turbulent rivers once flowed on the nowarid planet, while close-up shots by Perseverance’s SHERLOC camera offers new insights into the chemistry of Martian rock.
“Our results support observations by previous robotic missions to Mars that the Red Planet was once rich in organic material, compounds made primarily of carbon and hydrogen, and that some of that organic material can still be detected billions of years later,” said study co-author Joseph Razzell Hollis, an astrobiologist at NASA’s Jet Propulsion Laboratory and the Natural History Museum in London, in an email to Gizmodo. “Each detection, each observation, gives us a little bit
more information that brings us closer to understanding the history of Mars and whether it could have supported life in the past.”
Besides taking images, Perseverance’s SHERLOC instrument employs Raman and fluorescence spectroscopy, two ways of revealing the molecular composition of Martian rock, and the way those molecules and minerals are distributed across the rock surface. In addition to providing scientific data, these analyses do not damage the rock during the scanning process. That’s particularly useful for a rover that is trying to ship its rock samples to Earth in the next decade.
If life did exist in Jezero Crater, scientists think there’s a
good chance it populated a river delta on the crater’s western rim. That’s because the oldest signs of life on Earth, 3.5-billion-year-old fossilized microbial mats called stromatolites, appear in similar shallows. With water flowing into Jezero for at least a million years and organic molecules sitting on the crater’s subaquatic floor, there was a pretty suitable environment for life as we know it.

The team wasn’t able to exactly date the molecules they found, but Hollis said that “some of the signatures we detect consistent with organics are associated with minerals that were formed by alteration by water 3-4 billion years ago.” The results suggest that a more complex geochemical process may have been at work on Mars than previous data suggested, and at least some building blocks for life were present.
We’re still a long way from finding that which Bowie once ruminated on, but there likely won’t ever be a smoking gun.
As Abigail Allwood, an astrobiologist, geologist, and the principal investigator of Perseverance’s PIXL instrument, told Gizmodo in 2021: “You need to have several scales of observation that all have to sort of piece together to form sort of a complex tapestry, out of which
forms the interpretation of ‘these things must have been biological, in a sense.’”
Ergo, the recent confirmation of organic molecules in Jezero Crater is just another line of evidence adding fuel to the fire of the possible. But the fact that they were there does make that possibility… more possible, if not plausible.
“As planetary scientists and astrobiologists, we are very careful with laying out claims—claiming that life is the source of organics or possible biosignatures is a ‘last resort hypothesis’,” Hollis said, “meaning we would need to rule out any non-biological sources first.”
“We are intrigued by these signals, since they could be organic, and would point to the possibility that building blocks of life could have been present for a long time on the surface of Mars, in more than one place,” he added. “We will need to bring these samples back to Earth to conclusively confirm the presence, type, and mineral associations of organic molecules before we can consider whether they are specific evidence of past life.”
So yes, the bad news is that we may have to wait for the Mars Sample Return (MSR) mission to get both off the ground and back to Earth before we have any more definitive idea of what may-ormay-not have eked out existence in Jezero Crater. But the good news is that there’s a chance. (Gizmodo)
Smartwatches may provide early Parkinson’s diagnosis
Smartwatches might help diagnose Parkinson’s disease up to seven years ahead of symptoms, a study suggests.
The UK Dementia Research Institute team at Cardiff University used artificial intelligence to analyse data from 103,712 smartwatch wearers.
And by tracking their speed of movement over a single week, between 2013 and 2016, they were able to predict which would go on to develop Parkinson’s.
It is hoped this could ultimately be used as a screening tool.
But more studies, comparing these findings with other data gathered around the world, are needed to check how accurate it will be, the researchers say, in the journal Nature Medicine.

But often by the time a diagnosis has been made, there has already been too much irreversible damage to brain cells.
And since about 30% of the UK population wore smartwatches, study leader Dr Cynthia Sandor said, they might offer a cheap and reliable way to identify early-stage Parkinson’s.
“We have shown here that a single week of data captured can predict events up to seven years in the future,” she said.
“With these results, we could develop a valuable screening tool
to aid in the early detection of Parkinson’s.
“This has implications both for research, in improving recruitment into clinical trials, and in clinical practice, in allowing patients to
access treatments at an earlier stage, in future, when such treatments become available.”
The study used data from the UK Biobank, an in-depth health database of more than half a million people.
Dr Kathryn Peall, who worked on the study, told BBC News it appeared to be accurate and distinguish Parkinson’s from other things that might affect movement, such as old age or frailty.
“We compared our model across a number of different disorders, including other types of neurodegenerative disorders, individuals with osteoarthritis, and other movement disorders, amongst others, an advantage of being able to work with a dataset such as the UK Biobank,” she said.
“The results from individuals diagnosed with Parkinson’s disease were distinct.”
But whether people should be told they had Parkinson’s, years before symptoms developed, “will always remain an individual and personal choice”.

Scientists say they’ve found a site that marks a new chapter in Earth’s history
Scientists have identified the geological site that they say best reflects a proposed new epoch called the Anthropocene — a major step toward changing the official timeline of Earth’s history.
The term Anthropocene, first proposed in 2000 to reflect how profoundly human activity has altered the world, has become a commonly used academic buzzword uniting different fields of study.
“When it’s 8 billion people all having an impact on the planet, there’s bound to be a repercussion,” said Colin Waters, an honorary professor at the Geography, Geology and the Environment School at the University of Leicester and chair of the Anthropocene Working Group.
“We’ve moved into this new Earth state and that should be defined by a new geological epoch,” Waters added.
The AWG, a group currently comprised of 35 geologists, has been working since 2009 to make the Anthropocene part of Earth’s official timeline. The group determined in 2016 that the Anthropocene epoch began around 1950 — the start of the era of nuclear weapons tests, the geochemical traces of which can be found around the world. Since then, the researchers have considered 12 sites that could provide the key piece of evidence needed to support their proposal, nine of which were put to a vote.
On Tuesday, the scientists announced the geological site — Crawford Lake in Ontario, Canada — that best captures the geological impact of the Anthropocene, according to their research.
However, not everyone agrees the Anthropocene is a geological reality — or that researchers have enough evidence to formally declare it a new epoch.
DIVIDING UP DEEP TIME
The geologic time scale provides the official framework for our understanding of Earth’s 4.5 billion-year history. Geologists break down our planet’s history into eons, eras, periods, epochs and ages — with an eon being the largest chunk of time and an age the shortest.
For example, we currently live in the Meghalayan Age. It’s part of the Holocene Epoch, which began at the end of the last ice age 11,700 years ago, when ice caps and glaciers began retreating. The
Holocene is part of the Quaternary Period, the most recent division of the Cenozoic Era, which in turn is part of Phanerozoic Eon — which spans from 539 million years ago to the present.
These geological chapters are often named after the place where they were first studied. The Jurassic Period is named after fossil-rich rocks in France’s Jura Mountains, while the Cambrian Period got its moniker from the Roman name for Wales.
Andrew Knoll, the Fisher Professor of Natural History at Harvard University, said the scale is “deeply helpful,” for his work as a paleontologist.
“When I say ‘Cambrian,’ this conveys not only the time between 539 and 485 million years ago, but an abundance of information on the biota, environments, tectonics, paleogeography and more,” Knoll said. “(It’s) a bit like saying the Middle Ages, or the Renaissance.”
If approved, the Anthropocene would be the third epoch of Quaternary Period. It would also mean that the Holocene Epoch was particularly short — other epochs have lasted several million years.
Every division in the official timeline is also represented by a single geological site — known as the Global Boundary Stratotype Section and Point (GSSP) — that best captures what’s novel or
unique about a particular chapter in Earth’s history.
Each point is typically marked with a “golden spike,” often hammered in the pivotal layer of rock — although the site could be a stalagmite or core of ice.
BIRTHPLACE OF THE ANTHROPOCENE
For the Anthropocene, the proposed golden spike location is sediment cored from the bed of Crawford Lake that reveals the geochemical traces of nuclear bomb tests, specifically plutonium — a radioactive element widely detected across the world in coral reefs, ice cores and peat bogs.
Crawford Lake emerged as the winner after AWG voted on the nine candidate sites in three rounds. The other potential locations included a peat bog in Poland’s Sudeten Mountains, Searsville Lake in California, a stretch of seafloor in the Baltic Sea, a bay in Japan, a water-filled volcanic crater in China, an ice core drilled from the Antarctic Peninsula, and two coral reefs, one in Australia and the other in the Gulf of Mexico.
Waters said it was very difficult to choose between the different sites and the votes were close, but he believes Crawford Lake won out because the proposed geochemical starting point of the Anthropocene associated with the sediment is particularly precise.
Quaternary Stratigraphy later this summer. If the subcommission’s members agree with a 60% majority, the proposal will then pass on to the International Commission on Stratigraphy, which will also have to vote and agree with a 60% majority for the proposal to move onward for ratification. Both bodies are part of the International Union of Geological Sciences, which represents more than 1 million geoscientists around the world.
A final decision is expected at the 37th International Geological Congress in Busan, South Korea, in August 2024.

Some experts don’t think the Anthropocene rises to the level of epoch-defining.
The lake isn’t large, covering 2.4 hectares (5.9 acres), but it is exceptionally deep, nearly 24 meters (78.7 feet), and the sediment found at the bottom can be divided into annual layers to be sampled for geochemical markers of human activity. This analysis allows scientists to see changes at an annual resolution, explained Francine McCarthy, a professor of Earth sciences at Brock University in Canada who has studied the lake.
“The shape (of the lake) restricts the mixing of the water column so the bottom waters do not mix with the surface waters. The bottom of the lake is completely isolated from the rest of the planet except for what gently sinks to the bottom,” she explained.
Andrew Cundy, a professor and chair in environmental radiochemistry at the UK’s University of Southampton and member of the AWG, said the “presence of plutonium gives us a stark indicator of when humanity became such a dominant force that it could leave a unique global ‘fingerprint’ on our planet.”
However, the selection of Crawford Lake is not the final decision on whether the Anthropocene is recognized as an official geological time unit.

Stan Finney, secretary general of the International Union of Geological Sciences and a professor in the department of geological sciences at the California State University at Long Beach, said the stratigraphic record of the Anthropocene is relatively minimal — barely a human life span — given a proposed starting point of around 1950.
The beginning of the Anthropocene could be defined in any number of ways — including the Industrial Revolution — that would result in a much longer interval than currently proposed, he noted.
“There’s no doubt that humans have impacted the Earth system dramatically and we’re facing incredible consequences today. But it’s been a long-running (phenomenon),” he said.
He also feels that the push to officially recognise the Anthropocene may, in fact, be more political than driven by onthe-ground geology. The term was coined in 2000 not by a geologist but by the late atmospheric chemist and Nobel laureate Paul Crutzen — apparently in off the cuff remarks at a conference.
Finney said it’s more accurate to describe humanity’s profound impact on Earth as an ongoing geological event rather than a formal epoch with a precise global start date. It’s also possible, he said, that stratigraphers may decide that the Anthropocene doesn’t rise to the level of epoch, but it could be the fourth age of the Holocene — the much less catchy Crawfordian Age. ICC commits to equal prize money for men’s and women’s events ahead of 2030 target
The International Cricket Council has announced its men’s and women’s competitions will have equal prize money from now on.
Teams will get the same amount of money when they finish in the equivalent position at comparable events.
They will also earn the same amount for winning a match at those events.
The ICC had previously committed to equal prize money before 2030, and said it has reached equality in the area “well ahead of schedule”.
“This is a significant moment in the history of our sport,” added ICC chair Greg Barclay.
“Since 2017 we have increased prize money at women’s events every year with a clear focus on reaching equal prize money.
“From here on in, winning the ICC Women’s Cricket World Cup will carry the same prize money as winning the ICC Men’s Cricket World Cup, and the same for T20 World Cups and U19s too.
“Cricket is genuinely a sport for all and this decision from the ICC board reinforces that and enables us to celebrate and value every single player’s contribution to the game equally.”
The next ICC tournament is the men’s 50-over World Cup, which starts in October, while there are both men’s and women’s T20 World Cups in 2024.

The ICC and chief executives’ committee also approved changes to over-rate sanctions in Test cricket.
The changes have been retrospectively applied to the start of the World Test Championship cycle, which began with the Ashes on 16 June.
Every England and Australia player was fined 40% of their match fee - about £6,000 for an England player - after the first Ashes Test at Edgbaston, with both sides also losing two World Test Championship points.
Olympics: IOC wants middle ground for Ukrainian, Russian & Belarusian athletes
Allowing governments to decide which athletes can take part in competitions “would be the end of international sport as we know it”, the International Olympic Committee (IOC) has warned.
The organisation says it “has found middle ground” for athletes from Ukraine, Russia and Belarus.
But the Russian and Ukrainian authorities have opposed its plans.
“It cannot be up to the governments to decide which athletes can take part,” the IOC said.
The body updated its stance on Russian and Belarussian athletes in a document released on Thursday.
The IOC has been under pressure to ban Russian and Belarusian
athletes from competing, even under a neutral flag, following the invasion of Ukraine.
In March it told sporting federations they should allow athletes from those countries to compete as neutrals.
With the 2024 Paris Olympics due to start in just over a year, the IOC is still fine tuning its stance on Russian and Belarussian athletes and said it has not made a final decision on their participation in next year’s Games. However, it said the National Organising Committees of Russia and Belarus would play no part in the Games.

The ICC says the changes “balance the need for over-rates to be maintained and ensure players are appropriately remunerated”. Players will now be fined 5% of their match fee for each over they are short, up to a maximum of 50%. This is down from 20% an over, with no maximum. However, if a team is bowled
out before 80 overs, no penalty is applied. This is an increase from 60 overs.

felt strongly that over-rate penalties in the form of WTC points deductions should remain but recommended that players should not have 100% of their match fee at risk.
“We believe this provides a balance between maintaining over-rates and ensuring we are not deterring players from playing Test cricket.”

The ICC also confirmed their largest ever investment after the distribution model for the next four years was agreed.
Every ICC member will receive “significantly enhanced funding” and there will be a strategic investment fund ring-fenced designed to “drive global growth initiatives”.
“The success of our media rights and commercial programme for our next four-year cycle means we are able to invest more money than ever before into our sport,” said Barclay.
“All members will receive a base distribution and then additional revenue will be in relation to contribution to the global game both on and off the field.
“This is by far the largest level of investment ever to go into cricket and it’s a once in a generation opportunity for our members to accelerate growth and engage more players and fans and drive competitiveness.” (BBC)

Caster Semenya wins appeal at European Court of Human Rights
The European Court of Human Rights has ruled in favour of double 800m Olympic champion Caster Semenya in a case related to testosterone levels in female athletes.
The 32-year-old South African was born with differences of sexual development (DSD) and is not allowed to compete in any track events without taking testosteronereducing drugs.
A three-time 800m world champion and 800m and 1500m Commonwealth champion, Semenya has been in a long-running dispute with World Athletics.
Regulations requiring her to have hormone treatment were introduced by the governing body in 2018. Semenya has twice failed in legal battles to overturn the decision.
However, the case at the ECHR was not against sporting bodies or DSD rules - but specifically against the government of Switzerland for not protecting Semenya’s rights and dates back to a Swiss Supreme Court ruling three years ago.
In a lengthy judgement published on Tuesday, the ECHR found the Swiss government did not protect Semenya from being discriminated against when its Supreme Court refused to overturn a decision by the Court of Arbitration for Sport (Cas), which upheld the World Athletics rules.
Cas has previously ruled that testosterone rules for athletes like
Semenya, were discriminatory - but that the discrimination was “necessary, reasonable and proportionate” to protect “the integrity of female athletics”.

Dele Alli: Everton midfielder says he was
Everton midfielder Dele Alli says he was sexually abused when he was six years old.
In an emotional interview with former England footballer Gary Neville, Dele revealed the abuse he suffered as a child before he was adopted aged 12.
He said he was “molested” aged six, started smoking aged seven and was dealing drugs at eight years old.
Dele, 27, recently spent six weeks in rehab because of a sleeping pill addiction and mental health issues.
One of football’s brightest young talents, Dele was part of the England squad that reached
the semi-finals of the 2018 World Cup and helped Tottenham to the Champions League final in 2019.
However, his form dipped and he left Spurs to join Everton in February 2022 before going on loan to Turkish side Besiktas last season.
Dele, who earned the last of his 37 England caps in 2019, returned to Everton at the end of last season because of injury.
“When I came back from Turkey, I found out I needed an operation and I was in a bad place mentally,” he told The Overlap.
“I decided to go to a modern-day rehab facility for mental health. They deal with addiction, mental

200m to pip Richardson at US championships
Gabby Thomas ran the sixth fastest time in history as she won the women’s 200m at the US championships in Oregon.
The 26-year-old clocked 21.60 seconds - the quickest time of the year - pipping Sha’Carri Richardson to the title.
The win prevented Richardson, 23, winning a sprint double after she secured the 100m title on Friday.
“I was really ready this year. I was hungry. I wanted it more than, I think, anyone,” said Thomas.

Shericka Jackson ran 21.71 at the Jamaican championships.

Mark Cavendish says he is ‘all good’ after surgery on broken collarbone
Mark Cavendish says it will take “a few weeks” to recover after having surgery on a broken collarbone.
The British rider, who is set to retire at the end of this season, abandoned this year’s Tour de France after crashing on stage eight.
Astana are set to offer the 38-year-old the chance to attempt a record 35th Tour stage win in 2024.
Speaking for the first time since the crash, Cavendish did not address that possibility.
He said his recovery would take slightly longer because of
a previous injury to his right collarbone following a crash on the opening stage of the 2014 Tour in Harrogate.
“It’s a little bit more complicated because of those pins,” he said.
“Nothing to worry about, the difference is it’s not going to be a week to recover, it’s a few weeks. We’re all good.”

Wimbledon 2023 results: Elina Svitolina loses to Marketa Vondrousova in semi-finals
Marketa Vondrousova became the first unseeded player to reach a Wimbledon women’s final in the Open era after ending Elina Svitolina’s inspired run.
Vondrousova had never gone past round two here until this year and missed six months in 2022 after wrist surgery.
But the 24-year-old Czech is now one win from glory after a 6-3 6-3 win over Ukraine’s Svitolina, who was also unseeded after giving birth in October.
Vondrousova will play Aryna Sabalenka or Ons Jabeur in Saturday’s final.
Belarusian second seed Sabalenka meets Tunisian sixth seed Jabeur in Thursday’s second semi-final, which follows on from the first match on Centre Court.
Whoever advances, it is guaranteed there will be a first-time champion at the All England Club.
“I can’t believe it,” said Vondrousova, who had never played before on Wimbledon’s main show court.
“I’m just very happy. Elina is such a fighter and also such a great person. It was a very tough match.”
VONDROUSOVA ENDS SVITOLINA’S STUNNING RUN
Recent history has provided a number of shock Grand Slam finalists in the women’s singles, but Vondrousova’s progress is probably the biggest Wimbledon surprise since Eugenie Bouchard reached the 2014 final.
Vondrousova, ranked 42nd in the world, admitted before the semi-final she “never thought” she could do well on grass.
Clay courts have long been considered the Czech’s best surface and she reached the French Open final as a 19-year-old in 2019, losing on the red dirt to Australia’s Ashleigh Barty.
Since that Roland Garros final she has not gone past the last 16 at a Grand Slam and has had two wrist surgeries, the latest of which kept her out until last October.

Police beat Beaches in cricket final
An all-round effort from the Police cricket team propelled them to another T20 title when the curtains came down on the Senior Men’s T20 Cricket Competition recently at the Downtown Ball Park.
In the final against their rival Beaches, Police won the toss and opted to field first.
Beaches showed little urgency in their batting and although former Jamaican youth cricketer Anthony McKnight anchored the innings and was able to play a few shots, his 34 runs came off of 44
balls.
For the third wicket, he and Mario Smith added 55 runs after Richard Rowe (1) and Sidue Hunter (0) were dismissed by Haiden Spring.
When Smith lost his wicket for 28 (from 36 balls, 4x4s,1x6), Jerome Daley came to the crease and he and McKnight added a further 38 before the latter fell. Daley and wicketkeeper Ricardo Brown then batted out the innings. Daley finished not out on 30 runs from 23 balls (2X4s, 2X6s), while
Brown added 19 unbeaten runs from 13 balls (2X4s, 1x6).
Spring was the pick of the bowlers for Police with 2-38, while Chabbie Charlery took 1-26.
The six overs between Damian St Ange and Garvin Bruno however kept the batsmen at bay. Although none of them took wickets, St Ange managed to bowl his three overs for 13 runs and Bruno his three for 14 runs.
Needing just 140 for victory, the Lawmen had four players in double figures in their charge.
Kareem Jack who saw the team home, finished with an unbeaten 27 runs (22 balls, 4x4s), while Bruno and Charlery turned on the heat early with 53 from the first 4.3 overs. In Bruno’s 21 runs from 13 balls, he struck four fours.
Charlery also went better than a run-a-ball after hitting 23 from 18 balls (2x4s, 2x6s).
Sabuton John anchored the innings batting at three. In his time in the middle, he finished with 24 runs from 40 balls (2x4s), 14 of which were singles.
In the end, the Lawmen won with 15 balls and six wickets to spare.
Claude Williams, who got the wickets of Charlery and St Ange finished with 2-34 from four overs, while Hunter got the wicket of Bruno, bowled and caught to finish with 1-22 from 2.3 overs.
Jack was named man-of-thematch, while Beaches opening all-rounder McKnight was named man-of-the-series.
During the series, he made 240 runs and took 10 wickets.

TCI athletes in DR for NACAC U13 and U15 Championships
THE Turks and Caicos Islands junior athletes who are set to compete in the NACAC U13 and the NACAC U15 Championships this weekend, left the TCI on Wednesday for the Dominican Republic.
In the under-13 category, two boys and two girls are carded to compete in five disciplines while in the Under-15 category two girls and two boys will compete in seven disciplines over the two days.
The athletes hail from Louis Garland Thomas High; HJ Robinson High, Ianthe Pratt Primary; Ona Glinton Primary, Enid Capron High School and May Pen High (Jamaica).
The head coach is Kayla Mills and her assistants are Christopher Foster and Acacia Downer.
The athletes will be managed by Kenesha Thompson.
