Four corruption accused to plead to five charges BY DELANA ISLES New information has been filed in the matter of The Queen versus Floyd Hall, Jeffrey Hall, Melbourne Wilson and Clayton Green. The four men will enter a plea of guilty or not guilty to the charges before Chief Justice Mabel Agyemang in a Providenciales courtroom on Friday, June 25. They are named in five charges with the remaining three defendants - Michael Misick, McAllister Hanchell and Thomas Misick, who face their own trial next year - and several others. The indictment lists three counts of conspiracy to defraud, one charge of bribery and one count of concealing the proceeds of crime. A copy of the information obtained by the Weekly News from the Director of Public Prosecutions Eugene Otuonye outlines the charges in full below. CHARGE ONE CONSPIRACY TO DEFRAUD Floyd Basil Hall between August 1, 2003, and December 31, 2008, conspired together with Michael Eugene Misick and McAllister Eugene Hanchell to defraud the Crown, the Government of the Turks and Caicos Islands and/or the Belongers, by arranging the transfer of Crown land at Water

Cay on terms that were contrary to the economic interests of the Crown, the said Government of the Turks and Caicos Islands and/or the said Belongers. CHARGE TWO CONSPIRACY TO DEFRAUD Floyd Basil Hall, Jeffrey Christoval Hall and Melbourne Arthur Wilson between January 1, 2004, and June 30, 2006, conspired together with Michael Eugene Misick, Lillian Boyce, Samuel Ernest Been, Quinton Albert Hall and Earlson Mcdonald Robinson to defraud the Crown, the Government of the Turks and Caicos Islands and/ or the Belongers, by arranging the transfer of Crown land at North West Point on terms that were contrary to the economic interests of the Crown, the said Government of the Turks and Caicos Islands and/or the said Belongers. CHARGE THREE - BRIBERY Floyd Basil Hall between August 1, 2003, and August 31, 2009, accepted inducements directly or indirectly from Richard Padgett and related and connected entities by unlawful corrupt payments or other rewards (in the form of cash, credit, entertainment and other advantages), whilst serving as a minister of the Crown in the Government of the Turks and Caicos Islands so that he

would act in a way that was contrary to the ordinary rules of honesty and integrity expected of ministers of the Crown. Two TCI radiographers, Latavia Ingham and Andresha Gardiner, have expanded their skillset after being trained and certified to perform mammography examinations. The pair have completed a four-week course offered by Mammography Educators, a company based in the United States, a TCI Hospital press release said on Friday, June 18. The topics covered included human anatomy, physiology, physics of the breast, image quality and correlative anatomy. Dawn Derenburger, senior consultant and mammography technologist at Mammography Educators, conducted the training. Derenburger is certified with the American Registry of Radiologic Technologists (ARRT) and has over 15 years of experience in mammography practice at several healthcare facilities.

She travelled to the Turks and Caicos Islands to conduct the special hands-on training starting with a model, and she later introduced actual patients. The training covered standardised positioning, which is a technique that has been found in scientific studies to generate a higherquality image, capture more breast tissue, and is more comfortable for mammography patients. This approach is also more ergonomically sound for the radiographer, the press release said. “In addition, this technique further improves the consistency and efficiency of the image across patients as the angle of a patient affects the final image,” it added. The department now has three radiographers certified in the standardised positioning technique for mammography, including

Kirsten Hale who completed the course as a refresher. There is also a fourth radiographer who specialises in ultrasonography but is crosstrained in mammography and serves as a backup. Eleanor Hall, chief of allied services at TCI Hospital, said the programme was funded by the organisation and is a strategic accomplishment for the healthcare facility. “It provides the diagnostic imaging department with more scheduling flexibility, redundancy to cover periods of unexpected leave and improves continuity of the mammography service. “In addition, we are committed to training and developing local talent within the healthcare sector, especially in fields with limited expertise in the domestic workforce,” she said.

Premier urges Ritz-Carlton to put Belongers first BY DELANA ISLES Close to a decade after its conception, The Ritz-Carlton, Turks and Caicos luxury resort is finally up and running in the Turks and Caicos Islands. The international hotel officially opened its doors on Tuesday, June 22, during a ceremony attended by government officials, industry leaders and partners. The sprawling resort sports three 12 storey buildings, a casino, spa and an international steakhouse, among a host of other amenities. Congratulating the Ritz-Carlton team, Premier Charles Washington Misick said the Government is happy to officially welcome them as a part of the Turks and Caicos Islands family. The premier was delivering remarks at the opening ceremony closed to the local media, but which was live-streamed on social media channels by some of the attendees. “We look forward to the economic benefits that your opening will bring to the Turks and Caicos Islands,” he said, “and appeal to your sense of corporate responsibility to do right by the people of the TCI and to our fragile environment.” Misick said the organisation must ensure that Islanders are given every opportunity to excel within the Ritz-Carlton organisation, and

that their operational methodology is sensitive to the local environment. The premier pointed out that the journey to build the resort started under the Rufus Ewing PNP administration, and has now come full circle. “This happened under tremendous ridicule and resistance…so for those of you, us, who stayed the course, to God be the glory, we are here.” Misick recalled some of the issues that first came up and the push back from some quarters when the idea was introduced to build the territory’s first 12 storey building near the beach. “We are here today because we persevered,” he said. He told the developers that his administration will continue to give them its support “in every possible way to ensure that this development is successful”. However, he said this support is not without conditions. “…those conditions are summed up in our desire to see inclusive growth and social development to the people of the Turks and Caicos Islands,” he said. “We are aware of the many clever legal manoeuvres practised in the Turks and Caicos private sector to exclude Turks and Caicos Islanders from the economic process, and so I put you all on notice that the time has come for

this to stop.” He added that the Government is enthusiastic and encouraged by the economic growth being seen as the territory recovers from the impact of the pandemic. “There’s every sign that the Turks and Caicos Islands is on the way to a V-shaped recovery, driven by the tourism sector, and The Ritz-Carlton, Turks and Caicos has a significant part to play in that recovery.” A V-shaped recovery is a period of economic decline, then a short

trough, and finally a rapid recovery, according to Wikipedia. The gathering also included remarks from Roberto Stipa of the Desarrollos Hotelco group, Walter Gardiner, director and broker of Regency-Christie International Real Estate, and John Hazard, general manager of The RitzCarlton, Turks and Caicos. In his remarks, Stipa expressed his gratitude to those who provided their remarkable support throughout this journey. “Our sincere appreciation to

the three premiers and Cabinet that went through with the project the Honourable Rufus Ewing, the Honourable Sharlene Cartwright and the Honourable Charles Washington Misick.” Stipa also thanked Walter Gardiner, the shareholders of Desarrollos Hotelco, Marriott International, the construction and contractors’ team, his family and the local community and the ladies and gentlemen of The Ritz-Carlton. “This project would not have been possible [but] because of their dedication, perseverance and expertise we were able to move this project along, completing it during one of the most difficult years,” Stipa said. Former premier, Hon. Sharlene Cartwright Robinson - who was also in attendance - shared some remarks on her official Facebook page. “Today we officially welcomed The Ritz-Carlton to the Turks and Caicos Islands. This property joins three others in the region.” She added: “It was a long journey and I am always grateful to be a part of positive development for these Islands. “As former premier and minister of finance, it feels good to see years of work come to this end. “I welcome The Ritz-Carlton and am excited about what this does for ‘Brand TCI’.”

Government to pump $50m into expansion of South Dock BY OLIVIA ROSE A whopping $50 million will be spent over a period of three to four years to modernise and expand the South Dock port in Providenciales. The major project is expected to boost the port’s efficiency by upgrading its cargo handling capacity and equipping it with modern, reliable and state-of-theart infrastructure. This is according to the Hon. Arlington Musgrove, Minister of Immigration and Border Services, Customs, Disaster Management, TCI Ports Authority, Civil Aviation and Airports Authority. In response to questions submitted by the Weekly News last week, Musgrove disclosed the scope of work to be undertaken for the port’s redevelopment. He said the South Dock port, which was developed over two decades ago, is “congested and has

reached the end of its life cycle”. The redevelopment project is consistent with several goals of ‘The people’s plan for progress: Transforming TCI through inclusive growth’, he explained. Particularly goal nine, which is, ‘Resilient infrastructure, innovation and industry’. Musgrove explained that following extensive consultations, a multi-year phased approach was agreed to construct a modern climate and disaster resilient port at South Dock. “The project will be implemented over three to four years and involve an investment approaching $50 million,” he said. The plan, which is expected to get underway before the end of this year, will see the construction of a new container yard for bulk materials. There will also be a new 241 foot by 53 foot berth with a roll on

roll off (RoRo) ramp which will allow two vessels to operate at the

same time. Minister Musgrove said: “Phases one and two is a single project and includes construction of the new berths, which should take about 36 months to complete. “This is currently out to tender. It is expected that tendering would be completed for phase one to commence before the end of 2021. “The construction of the new port office block is also included in phase one as a separate contract. This is being appraised for tendering to commence during the summer,” he added. The port office complex will be built outside of the main port to house the TCI Ports Authority and Government departments that operate from the port. The minister further revealed that phase one of the South Dock redevelopment project will include the construction of a safe-water drainage system. And the construction of a 288 foot by 85 foot berth to absorb the existing berth - this will include a second RoRo ramp. The Government also plans to install new mast lighting, and dredge a larger turning basin to a depth of 18 foot. As part of the upgrade and expansion of the port, a new fire service and electricity system will be constructed at the facility. South Dock port, which is a critical link in the territory’s domestic and international trade supply-chain, will also benefit from facelifts and enhancements. These will include the paving of the existing container yard, construction of a new entrance, gatehouse, scale, staging area for freight trucks and internal roadways, installation of plugs for refrigerated containers and the construction of a safe fuel mooring system. Stevedoring operations will be transferred to a location outside of the main port. Other existing facilities at the berth such as

administrative buildings, offices and an engineering workshop will be remodelled. ECONOMIC BENEFITS Minister Musgrove underscored that the port’s redevelopment will bode well for the territory’s longterm economic vitality. He said there will be a reduced cost of living and doing business from berthing of larger vessels as well as more efficient stevedoring service and prospects for reduced tariffs. There will be new port systems, procedures and tariff setting regime, reduced waiting times and demurrage costs for vessels, safe fuel discharge and environmental stewardship. And this will all lend to the promotion of international trade in the territory and play a critical role in the sustainable growth of its economy, he said. Musgrove stressed that in a typical year South Dock receives more than 500 vessel calls, processes more than 15,000 containers and 400,000 tons of cargo. A feasibility study conducted in 2012, suggested the relocation of the port so that it may be able to handle larger cargo volumes as the country continues to develop. The redevelopment and modernisation plan was first announced by the People’s Democratic Movement (PDM) administration in 2019. The new Government’s plan will be rolled out in two phases while the previous government had outlined a plan consisting of five phases. Musgrove first announced the plans at a press conference on June 2. Out of the three main ports in the TCI, South Dock is the main maritime gateway. About 95 percent of all food, fuel and building materials enter the TCI through the port.

New laws passed to promote mediation not trial in criminal and civil matters BY DELANA ISLES The Criminal Procedure (Amendment) Bill 2021 and the Civil Procedure (Amendment) Bill 2021 are both seeking to introduce court mediation in criminal and civil matters as an alternative to trials. Attorney General Hon. Rhondalee Braithwaite-Knowles presented the bills to the House of Assembly for debate and passage during a sitting on Wednesday, June 23. In her second reading of the bills, the AG said they seek to do the same thing in relation to criminal and civil matters. In respect of the Criminal Procedure (Amendment) Bill 2021, she said the amendments seek to introduce court ordered mediation as an alternative to the court trial procedures that currently exist. “It is an advancement in our judicial administration and criminal justice system that mediation is an opportunity to deal with the issues

between parties in a way that is governed by the supervision of the court, but not in an adversarial system.” She said this is a much-needed reform, and has been the subject of discussion in the criminal justice stakeholders group. This, she advised, was established

in an ad hoc manner by stakeholders, as they all recognise the importance of having coordinated efforts to ensure there is a properly functioning criminal justice system. “That group comprises the chief justice as chair, the attorney general, the director of public prosecutions, the commissioner of police, the superintendent of prison, the director of social development, and a representative from the private bar.” She said the group meets on a

monthly basis to seek to find ways for better coordination and make proposals to the Government with a view to improving the justice system. “The bill seeks to insert enabling provisions which will allow the court to do court connected mediation in selected criminal cases,” Braithwaite-Knowles said. “For criminal cases, court connected mediation may be used for restorative justice where in the appropriate case - especially for

petty crimes - mediation may be used to bring victim and offender together to achieve restorative justice which may include reparations.” She said the objective is to have justice dispensed but to have it done in a way that the two parties have a better understanding of one another. Similarly, the Civil Procedure (Amendment) Bill 2021 seeks to do the same thing with respect to civil matters. The amendment to this bill outlines that the court has a duty to promote reconciliation and to set up a mechanism including alternative dispute resolution to achieve this. These rules - in both civil and criminal matters - will be made by the chief justice. For clarity, court connected mediation means that the court will be the one conducting all mediations between the parties. The attorney general advised that the court will be one to appoint all mediators in these matters. Both bills were passed with no objections from members of the House of Assembly, or amendments during discussions in the committee of the whole.

Cop faces second trial in indecent assault case BY DELANA ISLES Senior police officer Hilton Duncan will soon know his fate in an indecent assault case. Duncan has been standing trial for the past week and a half for allegedly assaulting a young, police female recruit in 2016. Duncan’s trial is being heard before Judge Tanya LobbanJackson and a seven-member jury. This is the second time the police officer is standing trial on the same charge. In 2019, another sevenmember jury was unable to

reach a satisfactory verdict following a trial before Justice Shiraz Azeez. That jury had returned a four to three verdict for guilty. The law requires that at least five members of a sevenmember jury have to agree on a verdict. As such the case was declared a mistrial and the matter was set for a retrial. The suspended cop is being represented in this trial by attorney Lara Maroof-Misick. Duncan was an acting assistant police superintendent at the time of the alleged offence.

Four corruption defendants for judge only July 1 retrial BY DELANA ISLES The trial of Floyd Hall, Jeffrey Hall, Melbourne Wilson and Clayton Greene will be held without a jury. The men are four of seven remaining defendants who are being retried in the Government corruption case first brought by the British appointed Special Investigation and Prosecution Team (SIPT). The case is now being handled by the Office of the Director of Public Prosecutions. The retrial - which comes as a result of the death of the previous trial judge - will commence on July 1 before Chief Justice Mabel Agyemang.

The four above named accused will face a plea and directions hearing on Friday, June 25. Last Friday, June 18, the chief justice delivered her ruling on the Crown’s application for the trial to be held without a jury. The application also applies to the retrial of the remaining three defendants - Michael Misick, McAllister Hanchell and Thomas Misick, who will face their retrial in 2022. In her ruling in respect of the application, the chief justice said: “I recognise that a system which is as tried and tested as a trial by jury should not be departed from lightly, nor should the defendants who would ordinarily be entitled to

a trial by jury be deprived of such without weighty reason. “I will say that my reasons for so departing are weighty and have been considered in light of the defendants’ constitutional right of being given a fair hearing by an independent and impartial tribunal.” She stated that a fair trial must mean fairness for both prosecution and defence, and that a judge’s ability to comprehend the pertinent issues to be presented, so as to arrive at a reasoned conclusion, must count in the delivery of justice. “It is my view that beyond the considerations… the troubled history of this trial, which has

claimed the attention of a country for about a decade, demands that a verdict reached must be accompanied by reasons. “I there say that in the peculiar circumstances in this case, a jury verdict which is arrived at without explanation, or how it was arrived at may be anti-climactic, and may in fact divide the notion of fairness and justice. “The public - in whose name these charges have been brought - deserves to be provided with the reasons for the verdict which comes after its troubled history.” The chief justice stated that she is of the belief that a judge equipped with judicial experience would be better placed to evaluate

the large volume of documentary evidence in light of the issues to be resolved. She added that a judge will, after reserving judgement for sober reflection, arrive at a considered conclusion which would be communicated to all. The chief justice said she is persuaded that the interest of justice would be best served by the conduct of a trial without a jury. Meanwhile, the judge has ordered that the preliminary argument presented by the prosecution before the late Judge Paul Harrison, delivered on June 24, 2014, in respect of defendants Michael Misick and several others, is rejected.

Attorney in training Andwena Sherlean Lockhart of Prudhoe Caribbean law firm was called to the TCI Bar on Wednesday, June 23. South Caicos raised Lockhart completed her law degree with honours at the University of the West Indies, Cave Hill campus, Barbados (2015-2018). She recently completed the Legal Education Certificate course at the Eugene Dupuch Law School in Nassau (November 11, 2020). Lockhart had got her initial start in tertiary education thanks to the TCI Community College, with an Associate Degree in General Studies Humanities (Law) (20112013).

She also lectures the course ‘Juvenile justice’ part time at the TCI Community College in the Faculty of Humanities and Liberal Studies at the Providenciales campus. Upon being admitted to the bar, she gave a powerful witness to God’s grace and expressed an extensive gratitude to all her family and friends, a release from the law firm said. She recognised her mother Charite Bernadin-Pierre, father Frank Lockhart, her step-father Sergo Pierre, and her son Hayden Arthur, some of whom were present in the courtroom. Lockhart also thanked all her professional colleagues, especially Tim Prudhoe, for

their critical support during her journey. Chief Justice Madam Mabel Agyemang applauded Lockhart on her introductory speech given from the TCI Bar for its detail and its thoughtful thanks. She encouraged Lockhart to ensure that she upholds the standards of her oath within the profession. Prudhoe spoke at length of the merits of the application and of his high impression of Lockhart’s abilities. Upon the invitation of the chief justice, attorney Beryn Duncanson also spoke from the TCI Bar of his personal and family pride in embracing his cousin’s achievement.

Deputy governor shares public service updates with CSA Deputy Governor Anya Williams met with Demarco Williams, president of the Civil Service Association (CSA) recently to update him on the Government’s plans for public workers. According to a press release on Friday, June 18, the deputy governor spoke about Cabinet’s recent approval of the reinstatement of the public service pension and gratuity programme. She described the next steps involving the design of the programme, legislation and other work which will be done through consultation. Williams also updated the CSA president on the public service recruitment programme for 20212022, the focus of the professional development fund and training

programme and other public service matters. Following the meeting, she said it is always a pleasure to meet with the CSA to update on the work that her office is doing, as well as to hear about their continued work and plans. “As we both have very important jobs to do in representing the best interest of the public service, it is important that we work together in partnership in doing so,” she said. She commended the CSA on the work that it is doing, particularly on its rewards and incentive programme. “As a member of the CSA myself, I encourage staff that have not yet done so, to register to be a part of the organisation that continues to work on their behalf.”

During the talk, Demarco Williams told the deputy governor of the success of the CSA’s incentive and rewards programme. To date, partnerships have been made with more than 20 business establishments to provide discounted services to public servants. The CSA president also took the opportunity at the May 28 event to give the deputy governor her membership card. He said it has taken a tremendous amount of work not only to build the association but more importantly for civil servants to regain confidence in the association. “I would like to applaud my team for their continued support and encourage civil servants to

be a part of this great association because together we surely can move mountains,” he added. “I would also like to thank the deputy governor and her office for continuing to work in collaboration with the association in the best

interest of all civil servants.” The parties agreed to continue their monthly meetings going forward to discuss the process and concerns of the civil service and to work on potential projects for both organisations.

CABINET MEETING SUMMARY Casino licences, Covid-19 vaccinations for children aged 12 to 15, and overcrowding in primary schools were discussed at this year’s 15th meeting of Cabinet. Governor Nigel Dakin chaired the meeting on Monday, June 21, at the Office of the Premier in Providenciales. All members were present. Pfizer/BioNTech Covid-19 vaccine with the approval of a parent or guardian. -Approved the development of a longterm strategy to address the issue of overcrowding at the Government’s primary schools on Providenciales. -Approved the appointment of Lavern Skippings Reynolds as chairperson of the Procurement Board with effect from June 21 to March 31, 2023. -Was updated on issues related to the Ministries of Infrastructure, Health, Education, and Immigration. FOURTEENTH MEETING – JUNE 16 Arbitration between the Government and Interhealth Canada and amendments to the National Insurance Board legislation were discussed at this year’s 14th meeting of Cabinet. Governor Nigel Dakin chaired the meeting on Wednesday, June 16, at the Office of the Premier in Grand Turk. All members were present. A Governor’s Office summary sent to press on Wednesday, June 23, said that at this meeting Cabinet: -Was updated on the arbitration case between the TCI Government and InterHealth Canada. Members discussed options and agreed specific actions going forwards. -Was given a presentation of the ninth actuarial review on national insurance and approved amendments to the National Insurance Board legislation. Members agreed on a public consultation to expand on agreed amendments. -Approved a memorandum of understanding between TCIG, TCI Airports Authority and Aismare to enter into negotiations for a development agreement

for the development, operation and management of the airport on North Caicos. -Noted a financial assessment report on the financial position of the TCI Community College, in addition to comments from the Ministry of Finance and those set out in a statutory body report conducted in 2018. Members discussed growing concerns and agreed plans to address these. -Approved the issuing of a dredging licence, subject to planning permission and funding, for the urgent dredging of the approach to Bellefield Landing Shipping Channel. Ministers also agreed a proposed financing mechanism for this work. -Approved an application for exemption of import customs duty on a modified vehicle for a named disabled driver. -Approve a development agreement and immigration protocol document between the TCI Government and Windsong Island Development, Island Management for the expansion of the existing accommodation. EXTRAORDINARY MEETING – JUNE 11 Development of Providenciales International Airport, Covid-19 restriction lifting for official events, and vaccines for children were discussed at an extraordinary meeting of Cabinet. Governor Nigel Dakin chaired the meeting on Friday, June 11, at the Office of the Premier in Providenciales. All members were present except Deputy Governor Anya Williams. A Governor’s Office summary sent to press on Wednesday, June 23, said that at this meeting Cabinet: -Members had an in-depth, out of the box, discussion on the direction of travel for the development of an airport

on Providenciales to handle current and future needs. Discussion included, but was not restricted to: a) A number of unsolicited proposals put forward to the Government. b) Redevelopment vs a new location. c) Ownership (fully owned, private partnership, design, build and operate etc). d) Funding including share options. e) Management (Government, private, joint). f) Existing challenges around traffic movement and land use. g) Involvement of external advice. h) Comparisons within the region. i) Use for inter-regional travel. j) Growth economy opportunities. k) Implications on and other infrastructural needs. l) Public and private transport. m) Agreed next steps. -Reconfirmed its approval for the acquisition of land (Block 60714 Parcel 300) along Leeward Highway, Providenciales, by the Financial Services Commission and the remitting of stamp duty payable on the commission’s transaction. -Confirmed its approval for amendments to the Environmental Health (Covid-19 (Control Measures) Regulations in order to make provisions for an official ceremonies or events which may be held from time to time and require special dispensation during this Covid-19 pandemic. -Was updated on issues relating to the Ministry of Education including vaccines for children, work permit renewals and a Positive Behaviour Policy for the education sector. -Was updated on a successful semi-live crisis exercise carried out on June 10 to test the nation’s disaster preparedness.

There is a lot of room at the top for you Too many of us are at the bottom level in society and we have been there for too long. And because many of us are not advancing to the top, the bottom has become overcrowded. Of course, some people at the bottom level are not there because they want to be there, it is just that some people have been overlooked, rejected and discouraged from advancing. However, if you know that you should be at the top, do not accept any rejections or discouragement. Now there are some people who continue to suffer from mental slavery and feel that they are not good enough to be at the top. They lack confidence and they believe the top is reserved for some people. In most facets of life, the top comprises a few people. Some people are at the top because of favours, family connection, hard work and perseverance. We should all aim to be at the top in our

spiritual and physical lives. In order to be at the top of our spiritual lives, we have to have a solid relationship with God and we have to have a lot of faith. In order to be at top in the physical realm, we have to also have faith and be knowledgeable in what you do. You do not need a college degree to be at the top. You do not need to be a brown-noser to be at the top. You need to know what you are doing, you need to have the right attitude and you

need to have confidence in what you do to be at the top. Stop feeling like you are not good enough and that the top is reserved just for the educated and people of certain backgrounds. If you have that thought, then you will remain at the bottom. The bottom is overcrowded with individuals. Many individuals do not know their worth and so they settle for being at the bottom. There are even individuals at the bottom

fighting among others to stay at the bottom because some of them believe as long as they have their feet in the door, they are okay. Of course, many of us had to start at the bottom but that does not mean you should remain there. If you want to move at the top, apply for the position. Stop thinking you will not get it or it is reserved for someone else. Sometimes because you are at the bottom you are overlooked, but the moment you present yourself for advancement, you may get the necessary attention and move to the top. Who wants to be at the bottom? You should never aim to be at the bottom of anything. Even if you are at the bottom, put a plan in place and strive to be at the top. Do not aim for mediocrity. Do not settle for less. There are too many people at the bottom who will only get in your way and become a distraction.

The TCI can alleviate living costs and raise living standards Rental prices are incredibly high and most of us are finding them difficult to pay. What is worse is the idea that home ownership is an unaffordable dream for many people in the TCI. Provisionally, food prices are rising by the minute, forcing many of us to forego certain items. In the same way, trade regulations are impacting the cost of textiles and clothing, and seemingly there’s no price control mechanism to counter these exorbitant charges. Resultantly, the TCI is now a ‘costly paradise’. This is so because of local policies, particularly trade regulations, minimum wage, occupational licensing and customs duty which is currently set at 35.7 percent. In the short run, protectionism has worked, however it is exhibiting grave longterm detriments to the economy. There is a consensus among economists that protectionism has a negative effect on economic growth and financial wellbeing, while free trade, deregulation and

eliminating trade barriers significantly positively impact economic prosperity. Besides, we’ve appropriate extravagant policies relative to doing business, buying property, and obtaining a given standard of living. So, what can we do to address these dilemma that is certain to further undermine our living standards in this post-pandemic era? First, smart fiscal policies and minimum wages designed to achieve social justice must be earmarked above the cost of living, while improving health, happiness and overall

well-being of residents. This strategy goes beyond economics. Additionally, a free trade agreement between the TCI and Jamaica, Haiti and the Dominican Republic can lesson the prices of food and apparel. Ideally, the Government must avoid the income-based approach to this phenomenon, which underpins contemporary public policy ideas. This initiative advocates raising minimum wage, subsidies and adapting stringent revenue-gathering policies to fund Government programmes. While the income-based method

remained the dominant paradigm for alleviating poverty worldwide, these policies attempt to raise the incomes of the poor directly through cash transfers, tax breaks, and minimum wage laws or to raise the poor’s disposable income indirectly by shifting expenditure on goods and services to consumers through various programmes. In the TCI, where low-income households spend significant amounts - on clothing, housing, transport, food and childcare, and services regulated through occupational licensing - government interventions designed to achieve other objectives would restrict supply and in turn raise prices. In almost every aspect of our lives, government intervention and revenue gathering measures have always made consumers poorer. Therefore, if the authorities are serious about tackling the living crisis, they will eradicate all the unnecessary regulations and reduce revenue burdens - both of which deposit undue constraints on TCI’s households’ budgets.

Oil, the environment and climate change PART TWO In last week’s article Jessop spoke about the historic defeats of politically powerful companies such as ExxonMobil and Shell, all while oil deposits are discovered in the Caribbean region. He continues: This potentially places more nations in the Caribbean, in the apparently paradoxical position of becoming major energy producers in a region that is tourism dominated, deeply concerned about global warming and sea level change, and the dangers posed by carbon emissions. Much of the recent environmental focus in and on the region has been on the extraction of undersea oil and related issues such as licensing, spillage, gas flaring, and the impact on marine life and biodiversity, but this is likely to change. Consumer activism, both

domestic and international, are becoming commonplace, and in the years ahead may rapidly move to onshore projects that the newfound oil wealth will bring. In an indication of where in Guyana’s case oil extraction may take it, president Irfaan Ali and his ministers have recently outlined some of the land-based projects under active discussion. These include an energy corridor linking Brazil’s northern states of Roraima and Amapá, with Guyana, Suriname, and French Guiana to share electricity: a project, for which the IDB produced in

2016 an ‘Arco Norte electrical Interconnection’ baseline study which proposes the generation and exchange of renewable energy between the four nations. Other plans involve a significant expansion in Guyanese agriculture to ‘feed the region’; a deep-water port to facilitate shipping and act as a logistics hub for the Americas; the full development of the road linking Georgetown to Brazil’s land locked northeast; and new infrastructure developments enabling the development of other industries in an environmentally sensitive region.

All such projects in the Guianas are of course challenging, but if professionally managed in their development, execution, and operation, they could see Guyana and Suriname becoming sustainable development models for the Americas, and an example of what might be achieved in the dying decades of big oil. For this to happen, it will require not just transparent and publicly accountable decision making, licensing processes and regular environmental audits, but a more proactive approach to the questioning that will come from civil society, globally connected environmental lobbies, and investor and consumer activists in the US and Europe. In an indication of this, the World Wildlife Fund Guianas recently called for a full environmental and social assessment of the oil and gas sector in Guyana and Suriname in order to give decision-makers and the public an objective view of

what is happening. The WWF argued that this will not just benefit stakeholders’ understanding of the issues but cocreate with governments and the companies concerned with longlasting and sustainable solutions that are less costly and conflicting. Unfortunately, much of what has been written in the region and beyond about the potential for new-found hydrocarbon and mineral wealth, obscures a more important but largely lacking intra-Caribbean debate about where further finds lead, and what the environmental, economic, and geopolitical implications might be. After years of exploitation, Guyana and Suriname deserve the development they are about to experience. However, this should not be at the cost of becoming carbon emissions exporters, the environment, or the region’s desire for a low-carbon, sustainable future.

positivity. MOVE WITH A PLAN

The best master plan is only as effective as the planner. Many ideas remain stuck because there was no well thought out plan. Have you ever wondered where you’d like to be in 10, 15, or even 20 years? If so, what plans have you put in place to move your idea from a thought to reality? I believe that at some point in their lives, everyone envisions

a big dream. If you are like me, perhaps you imagined one day owning your fitness studio, starting a fishing company, being self-employed by the time you are 40 years old, and being financially well off. Whatever your dreams are, now is the time to make a plan. There are so many creative ideas, bottled within you just waiting to come alive. Young people, now is the time to move your plan into your purpose. In one of my articles, I alluded to the Renaissance period which marked a time of cultural rebirth at the close of the Middle Ages and the rise of the Modern World. As elite members of the generation Y and Z families, you are poised to contribute to the rise of modern Turks and Caicos Islands.

I envision your plan to map out the blueprint for untapped fields in technical and vocational education and training for personal development and emancipation. There are so many profound areas yet to be explored such as HVAC technician, photography, events planning, plumber, electrician, landscape designer, heavy equipment operator, concierge among many others. I saw a Facebook posting where young people were being encouraged to move into a skilled industry. The time is now for you to establish your plan and move with it. The other two perspectives, move with a purpose and move with positivity, will be examined in part two of this column in next week’s newspaper.

Europe, Latin America and the Caribbean: A new partnership for the future Recovery from the Covid-19 crisis is a global challenge. No country, no region, no continent can face it alone. It is therefore right for the European Union and Latin America and the Caribbean to strengthen our strategic partnership towards a more sustainable, inclusive and equal world. The human toll of the Covid-19 pandemic in our regions has been dramatic. As of June 15, 2021, a total of 732,000 people in the European Union and 1,210,000 people in Latin America and the Caribbean have lost their lives. Covid-19 has also thrown Latin America and the Caribbean into its worst economic recession in 120 years, with more than one third of its 650 million population now living in poverty. The pandemic is magnifying structural challenges through inequality, informality, and low productivity. This could cancel out more than a decade of development progress. In Latin America and the Caribbean, unemployment is expected to rise to more than 33 million people, affecting women and young people in particular. Governments in the region have already made unprecedented fiscal efforts to cushion the blow. Public debt has jumped by more than ten points, to reach 79.3 percent of

GDP. However, tackling the pandemic and stabilising the economy will mean more spending in 2021. The European Commission has called for a Global Recovery Initiative, linking debt relief to investment in the Sustainable Development Goals. And yet, Latin America and the Caribbean have so far received limited multilateral support. This is because middle-income countries are not eligible for the Group of 20 (G20) Debt Service Suspension Initiative (DSSI) or its Common Framework for Debt Treatment. Against this backdrop, the European Commission and the Economic Commission for Latin America and the Caribbean (ECLAC) are calling for a paradigm shift in development cooperation,

in line with the 2030 Agenda for Sustainable Development. Classifications based solely on income-per-capita criteria do not reflect the whole range of a country’s multidimensional vulnerabilities, structural gaps and financing needs. Income alone is not sufficient to determine the inclusion or exclusion of countries from global cooperation mechanisms either during this crisis or those linked to climate change, environmental degradation and loss of biodiversity. The European Commission and ECLAC will work to renew biregional political dialogue for a renewed partnership based on three pillars. The first is moving toward sustainable development models, with equality at the centre.

Third batch of vaccines used, says governor All 14,040 of the Pfizer/BioNTech vaccines from the United Kingdom’s third delivery were administered before their use by date, Governor Nigel Dakin has revealed. In April the governor expressed concerns that uptake was low and if 7,000 people were not vaccinated by the first week of June, the vaccination programme would end. But the vaccination rate has since picked up and the TCI remains on track to receive its fourth batch of vaccines next week. “We had a target of using all the Pfizer vaccines we received in batch three by the end of June - which was their use by date - and that was achieved this week,” he said. Writing on his Instagram page on Wednesday, June 23, he said plans had been made for the next batch of just over 7,000 doses to arrive on this week’s British Airways flight. However, with British Airways placing many staff on furlough, the Royal Air Force (RAF) has stepped in. So in the week beginning July 5 the TCI’s fourth batch will arrive in

an A400 from the United Kingdom. “The size of the aircraft is necessary because Pfizer vaccine is packed in large containers of dry ice,” the governor wrote. That aircraft will also bring into the Turks and Caicos Islands a 14-person training team led by Major James Heath of the

Household Cavalry. The team includes soldiers from that regiment along with royal engineers and a medic. They will deliver basic training to the territory’s new marines. This week’s adult vaccine rate is 67 percent or 23,314 having had their first vaccines and 59 percent

or 20,711 having had their second vaccines. This starts to “assure our safety and lay the strongest foundation to that recovery,” Dakin said. “We are going to get past 70 percent and that’s with thanks to many, not least the people of TCI, who engaged and helped secure

not only their health but their economic future.” The TCI Government accepted the offer from the United Kingdom for doses of the vaccine in November 2020, shortly before the UK received regulatory approval from the Medicines and Healthcare Products Regulatory Agency. It began vaccinating the local population against Covid-19 on January 11, this year. The first batch of 9,750 Covid-19 vaccines arrived in the TCI on January 7, while the second batch containing 23,400 doses of the Pfizer/BioNTech vaccine arrived on February 24. The TCI, along with the Cayman Islands and Bermuda, were the only British overseas territories in the Caribbean to receive this initial batch of vaccines from the UK. This was attributed to the TCI having the required infrastructure to maintain the vaccine (requires cooling to -70 C) and distribute it effectively. The latest statistics from the Ministry of Health on Wednesday, showed that three people had Covid-19, with one of them in hospital. They are all in Providenciales.

Poaching in national parks is an offence, warns DECR Marine authorities have issued a warning after two divers were found fishing illegally at Northwest Point National Park in Providenciales on Tuesday, June 22. The Department of Environment and Coastal Resources (DECR) and the Department of Maritime Affairs and Fisheries apprehended the poachers, who are now being processed. The confiscated marine product included illegally caught conch, lobster and parrot fish. In a press release on Wednesday, the DECR reminded that a failure to comply with the Fisheries Protection Ordinance will result in prosecution. With regard to taking marine products and harmful activities, the ordinance states that no person shall: -Use scuba equipment or any artificial breathing device other than a snorkel when taking marine products. -Use Hawaiian sling for the taking of marine products, unless they are the holder of a commercial fishing licence, anywhere within the fishery limits. -Use any net or trap with intent to take any species of marine

product in any part of the area known as Bell Sound and bounded on the north by a line running in an easterly direction from Horse Cay to Sail Rock Point. -Be in possession of a spear gun within the fishing limits of the Islands. -Engage in the practice of throwing any food into the water for the purposes of feeding or attracting or harvesting any species of marine life unless authorised to do so by the director. CRAWFISH RULES With regard to crawfish, the ordinance states that: -The closed season in relation to crawfish shall be the period from the first day of April to July 31 (inclusive) in each year or such other dates as may, from time to time, be appointed by the governor in the Gazette. -Any person who takes any marine product during a period which is a closed season for that species of marine product commits an offence. -Any person who purchases or is in possession of any marine product during a period which is

a close season for that species of marine product commits an offence unless he proves, the onus being on him, that the said marine product was not taken during the close season or that he did not know and had no reason to believe that the said marine product was so taken. -Under no circumstances is anyone permitted to be in possession of lobster after the midnight on March 31, 2021. During the closed season it is illegal for fishermen to land or trade in lobsters and for restaurants and hotels to serve lobsters. The DECR therefore urges all fishing interests to ensure that they have no lobsters in their possession at the end of the season. In the remaining days of the season, berried lobsters (or lobsters with eggs) must be returned to the water. PARROT FISH RULES With regard to parrot fish, the ordinance states that: -No person shall take, have in his possession, buy or sell any parrot fish. -Any person who contravenes this regulation commits an offence.

In its press release, the DECR also said fishing within a national park is illegal, according to the National Parks Ordinance. Anyone caught doing so will face the full extent of the law. The following activities are also prohibited within all national parks, nature reserves, sanctuaries or areas of historical interest: -The taking of any animal or plant by any method on land or at sea, except to the extent permitted in any fishing zone. -The destruction of, or damage or injury to, any animal or plant. Anyone caught contravening these regulations is committing an

offence and is liable, on summary of conviction, to a fine of up to $50,000 or a term of imprisonment of 12 months, or both. The DECR asked the public to familiarise themselves with the national parks, nature reserve, sanctuary and historical area boundaries, available to view in the National Parks Ordinance. One week. One tourist. And waiting for ‘great things’ It had to happen one day. Dullness, perhaps insipidness is the better word, descended on Salt Cay and hung over the charmed isle this week, just like the strange weather we’ve been experiencing. And just like the wait for a thunderstorm to clear the air, the writer of this column sat, waiting for a noteworthy event. And yet, just like that thunder storm which never materialised, neither did a story. Nothing. The one brave tourist on the island, a self-declared anti-social diver, told me: “I avoid this island from January to March, so as not to have to deal with the whale watching circus,” and shared his enthusiasm for trigger fish; but that in itself wasn’t really enough material for a column. But thank you for visiting! Several months ago, I had written a column entitled, ‘Never a dull moment’, and I wasn’t being sarcastic. For indeed, there appeared never to be a shortage of material to write about on Salt Cay; from the airport

to tell. Not so this week. No overly enthusiastic, inebriated youth crashing a quad bike into a stone wall, no one (thankfully) being medivaced, no sighting of unusually large quantities of ‘square groupers’ being washed ashore. Not that these are necessarily desirable subjects for a Salt Cay column, but this week, I think, I’d have picked on anything. It was time for the writer to go to ‘the mountain’ or rather, as is the case when you live on Salt Cay, to book onto the Salt Cay Ferry and go to Grand Turk. Perhaps a story would present itself. As I sit on the ferry, one of my favourite native entrepreneurs turns to me and says: “It’s a bit like we have nothing to look forward to now, like what’s in the pipeline for us, I’d like to know?” So would I. Enter the twilight zone. “We have some great things planned for Salt Cay,” a local politician informs me. As I try to find out what exactly these “great things” are, he’s a little vague on the details and asks me to wait until after the budget session. Fair enough. Then he adds: “But I’ll tell you one

thing, I’d like to see a daily ferry service to Salt Cay, three times a day! And you know, comfortable, fast ferries.” Right. As I try not to look too bewildered he closes with: “And we really should rebuild the Windmills…” (Windmills Plantation, hurricane-destroyed eightroomed hotel). As my mind wanders off, I think again of my conversation on the ferry that morning, “What’s in the pipeline for us?” And now we know - “great things”. And yet, until recently, it appeared as if Salt Cay had a fully-funded, high quality cruise pier development in the pipeline. For the Islanders, the investors had committed to building a fully-functioning marina, which would shelter the fishermen, attract visiting yachts and was carefully designed to create a base for significant eco-tourism. Additionally, the developers had also committed, during several town hall meetings, to provide training and funding to local entrepreneurs who would personally own their businesses

Disaster teams simulate response to category four hurricane The disaster preparedness of TCI’s emergency responders was rigorously tested at the start of Atlantic hurricane season this June during a semi-live crisis exercise. Governor Nigel Dakin described the scenario in a post

on his Instagram page in which he said national response teams were put through their paces. “We simulated a category four striking TCI,” he wrote. “It had passed over the DR causing devastation.”

within the cruise terminal and in the ‘town centre’ of Salt Cay, thereby creating jobs that were not to be dependent upon a pay cheque, but upon the training, hard work and passion of the native islanders themselves. Having recognised the importance and sterling quality of the history of Salt Cay, the developer had committed not only to design the new cruise terminal in its iconic image, but also to build a new town centre, renovate historical buildings and churches and create an arts centre. To top it all off, Salt Cay Islanders had also been informed, as recently as December 2020, that in addition to all of their accepted requests, a commitment had also been made to increase the availability of potable water for the community and to provide a much-needed government building to house a clinic, the fire department, and the police station. Was it all too good to be true? We’ll never know. What we do know is that, despite paying lip service to the contrary, no one ever came back to the community to ask

they whether they were in favour of telling this particular developer to go take a hike nor were they given the reasons why this long-planned, muchanticipated project wasn’t going ahead. The people had a right to know. It is the lack of information, the lack of transparency that is unpalatable; Salt Cay deserves better. The island has missed attracting investments a number of times in the last few years; never through any fault of its own. From the Devco debacle over a decade ago, to the most recent ill-fated proposal, whose investor has now been welcomed in another Caribbean jurisdiction with open arms, where he will develop the businesses that could have been on Salt Cay. It begs the question: Are we few so special that we can afford, time and time again, to have investors turned away who come calling? And more importantly: What do we do when the investors get the message and no longer come calling? In the meantime, we await “great things” - once again.

The exercise was organised by the Department of Disaster Management and Emergencies (DDME), the Governor’s Office and the UK’s Foreign Commonwealth and Development Office (FCDO). The set-up saw responders at day two after the strike set in early September, coming to terms with the devastation and increasingly complicated and deteriorating scenarios developing. “Space doesn’t allow me to list every problem that went on to hit us,” Dakin said, “but the pressure piled on and it would be fair to say we were kept busy. “Those of you were here for Irma and Maria - it all looked a little like that. To complicate, there were tourists trapped here including famous ‘influencers’ who were capturing world headlines.” Among those involved in the June 10 scenario, were the UK

embassy in Santo Domingo, and the UK’s Crisis Response Centre including the FCDO and Ministry of Defence. The governor and disaster management minister Hon. Arlington Musgrove were interviewed by journalists roleplaying as BBC and CNN. With the National Emergency Operations Centre as the backdrop, they coordinated the local and international response. That included two Royal Navy vessels, Cayman’s helicopter and the arrival of UK troops - coming in after support had been provided by the new TCI Regiment. “Regional bodies such as CDEMA and PAHO needed to be kept briefed,” the governor said. “We had to field offers of support from the region - some welcome, some less so. Locally all resources were initially overwhelmed so prioritisation

became essential.” He said it was great learning for all involved and having had multiple challenges thrown at participants allowed them to adapt and improve before a disaster, rather than just during it. Dakin described the scenario as very realistic, and added: “The organisers put huge effort into providing us with pre-prepared global TV news bulletins and social media feeds for us to respond to.” It was great to pull the national team together in a safe space to learn, where the consequence of a poor decision is only the ability to make a far better decision next time, he said. “But fair to say, because of the experience on the Islands, we left the room knowing if this comes to pass we are more ready this year than we have ever been. We just pray none of this is needed.”

2021 ATLANTIC HURRICANE SEASON June 1 marked the official start of the 2021 Atlantic hurricane season which lasts six months, but the development of the first sub-tropical storm Ana was seen in the Atlantic on May 22.

A press statement from the DDME on its Facebook page on June 1 said, following a recordbreaking 2020 season, this year is expected to be above active according to predictions. There were 30 named storms in the Atlantic Basin in 2020, and although the TCI was not severely impacted, two of those storms made their track very close to the Islands. According to predictions from the Colorado State University (CSU), a maximum of 17 named storms could develop in the Atlantic this year. Eight of which are predicted to develop into hurricanes with four developing into major hurricanes. “We are mindful that the predictions are for the entire Atlantic Basin and not for any specific Caribbean island,” the DDME release said. “We are also aware that hurricane prediction is not an exact science as we experienced in 2008 and 2017. “What we have to consider is that it only takes one storm to impact the Turks and Caicos Islands to bring damage and disruption to the normal daily routine.” The DDME advised that it is time to take the necessary measures to safeguard life and property by following these safety tips: - Before construction, check the area for signs

or a history of flooding and find out how many feet above ground level you need to build your house. If you live in a flood-prone area, purchase flood insurance. - Use proper available waste disposal methods. - Maintain and clear all drainage systems of debris and overgrown vegetation. This will facilitate an easier flow of floodwater. Keep gutters and downpipes clear of debris and garbage as well. - Construct flood barriers and purchase sandbags were necessary to prevent flood water from entering buildings and homes. - Secure all important documents such as birth certificates, passports, deeds and insurance and store them in a waterproof bag or sealed container. - Restock your emergency kit and pantry with non-perishable food supplies and water to last your family for a minimum of 72 hours or more. - Prepare a family evacuation plan and confirm that all family members know what immediate actions to take to ensure their safety. - Ensure that your insurance policy for home, business and vehicle are up to date. - Listen and follow the official information given by local authorities and start your preparations early to avoid panic if a hurricane threatens. Case against governor and minister to be heard July 28 Real estate agent Richard Sankar will be facing some leading authorities in a court case coming up next month. The case is listed as Richard Sankar v. Permanent Secretary of Immigration, Citizenship, Labour & Employment Services et al. And: The Queen (on the application of Richard Sankar) v HE The Governor of the Turks and Caicos Islands, Nigel Dakin; Hon. Vaden Delroy Williams, Minister of Border Control and Labour. The case was originally listed for June 9 before Justice Carlos Simons, but according to Supreme Court registrar Renee McLean it was adjourned to July 28 at 1pm. Despite several requests for information from the Supreme Court registrar, no further details were made available before press time. Tim Prudhoe, representing

Sankar, told the Weekly News he is not instructed to provide information on the case.

Only the following exports of conch products will be allowed: conch pearls, conch shells (size restriction of a minimum of seven inches; export of four or more shells requires a CITES permit applied for through DECR); and conch shell products. Cabinet agrees to extend notaries public appointments A moratorium on the appointment of new notaries public remains in effect until the transitional arrangements to begin the new Notaries Public Ordinance are completed. National park licence renewal due soon National park licences will expire on June 30, according to the Department of Environment and Coastal Resources (DECR). In a press release on Tuesday, June 22, the department urged all users to renew their licence on or before June 30 at their nearest DECR office. This will help business owners to avoid any penalties related to operating in a national park without a valid licence. The DECR also reminded that conch season closes on midnight of July 14. “Please note that the export of conch meat will be prohibited during the period of July 15 to October14, 2021,” it said in the statement.

Prepare your garden in case of a tropical storm or a hurricane During the month of May, we usually have a few rainy days, and after months without rain the bush starts to turn green again. This year, these few rainy days have passed like a big grey cloud under our heads, but with very little rain. I always heard from people here that if there was no rain at this time of the year, the sea would heat up too quickly and that heralded a rather difficult season with hurricanes. So now, let’s take a look at what the expert National Oceanic and Atmospheric Administration (NOAA) scientists are saying about it: This year’s Atlantic hurricane season will be above normal with up to nearly two dozen named storms including up to five major hurricanes. Tuesday, June 1, was the start of the Atlantic hurricane season, and it runs until November 30. “For 2021, a likely range of 13 to 20 named storms (winds of 39 mph or higher), of which six to 10 could become hurricanes (winds of 74 mph or higher), including three to five major hurricanes (category three, four or five; with winds of 111 mph or higher) is expected,” the NOAA said recently in releasing the agency’s outlook for the 2021 hurricane season in the Atlantic. An average season produces 14 named storms, including seven hurricanes, of which three become major category three

storms or above with top winds of at least 111 mph, NOAA said. “Although NOAA scientists don’t expect this season to be as busy as last year, it only takes one storm to devastate a community,” said Ben Friedman, acting NOAA administrator. NOAA’s forecast of an aboveaverage hurricane season this year in the Atlantic mirrors a similar prediction made in early April by Colorado State University forecasters. The Colorado forecast calls for 17 named storms, including eight hurricanes and four that will reach major hurricane strength. The names for the 2021 Atlantic hurricane season include Ana, Bill, Claudette, Danny, Elsa, Fred, Grace, Henri, Ida, Julian, Kate, Larry, Mindy, Nicholas, Odette, Peter, Rose, Sam, Teresa, Victor and Wanda. Me who was looking for names for my chickens! Now, safeguarding your garden from strong storms means taking both long-term and last-minute preparations. Long-term preparations are actually a combination of common sense and good tree care. Much of the hurricane damage to homes is caused by trees that either break apart or are uprooted. Make sure the trees you plant are species that have proved

themselves wind-resistant. Ficus benjamina, for example, have a great chance of falling down during hurricanes. Where you plant your trees is important, too. Don’t plant large ones too close to buildings or under or near power lines. And be sure to keep an eye on them as they grow. Regularly inspect any mature or over-mature trees on your property for structural weaknesses, general health and vigour. Look at large, mature trees, especially the ones that are diseased or weak, because they have great potential to cause damage during a hurricane or tropical storm. Here are some other steps you can take to better prepare yourself for a storm: -Know when the storm is likely to hit and plan on preparing a couple of days before. Do not attempt to go out in the storm and move stuff around. This will also give you ample time to clean any messy areas that could be hazardous. -Best to have any trees or leggy plants trimmed, this should be done as we enter storm season and not when a CONTINUED 

Wheeland MP gives seniors a chance to gather and socialise Senior citizens the world over have been safely ensconced behind sanitised doors for more than a year, with the threat of Covid-19 being deadlier to their age group than others. Now the TCI is recording very low cases, as reflected in the daily Mininstry of Health dashboards, local seniors are now being afforded some opportunities to get out and about. Jumping on this opportunity was elected representative for the Wheeland and West Caicos district, Hon. Kyle Knowles. With the support of many eager volunteers, Knowles hosted a meet and greet event that also doubled as a social services registration drive for community elders. In a statement posted to his Facebook page on Monday, June

14, the MP said: “Looking after the elderly within our community has always been a passion of mine and it brought me joy to see the senior citizens of our constituency come out in their numbers to the registration drive.” He said they were able to gather information that will offer his team an opportunity to better serve them. “But more than that, it afforded me the opportunity to have one on one interaction with our precious pearls and to hear their concerns.” He added: “I wanted to have a better idea of who the senior citizens are within my constituency… I needed a definitive number so I can be a bit more specific when I speak to the issues and concerns of my senior citizens.” Knowles said the feedback from the seniors was that they

storm is on the way. Don’t do big trimming right before a storm. Those branches are now heavy projectiles. -Turn off irrigation; if possible shut main line or power. If a tree goes down and breaks the pipe, water will run and add more flooding. -Bring in delicate plants if possible. Any plant that has delicate leaves or stands tall, will most likely take a hit. -Plants that you can’t bring in should be tucked into a corner. You can also use an entrance way, screen room or garage to protect plants (careful not to block access). Large hedges can also make a good anchoring point as well. -Tall plants and trellis should be laid down (if possible). If too tall and heavy maybe try to anchor with rope and stakes. If trellises are staked in the ground, just pull them up and lay them on the ground with the plant attached.

-Pick any fruit that is close to being ripe; it will most likely get ripped off anyhow. -Bring in garden furniture. If garden furniture cannot be brought in, stack it in the corner, or by fence, or under a tree or in hedges, and tie it together and tie it to a fence, tree or hedge. A child’s playground will also work as a good anchor point, unless it is smaller, then it must be moved and tied down as well. Try to lock furniture together by turning chairs upside down on each other and laying them down, then stack a table on top and tie. -Bring in the grill or tie it down as well. It’s not as heavy as you think. -Scan your yard for anything else that could turn into a projectile in heavy winds, ie. signs, gnomes, pots, the dog and other decorations. -Close all doors and windows on sheds and reinforce them if possible.

Fully vaccinated people no longer have to quarantine in Jamaica PRIME Minister of Jamaica, Hon. Andrew Holness has announced that fully vaccinated people will no longer be required to quarantine upon entry into Jamaica as of July 1. Prime Minister Holness made the announcement on June 22 at the sitting of the House of Representatives. Holness stated that fully vaccinated people now have the option of taking a PCR test and upon presentation of negative results, they can be released from the quarantine order. “So essentially, you come into Jamaica and you would be permitted to get your PRC test. Once that result is negative and you’re fully vaccinated, you are released from quarantine,” Holness explained. “This is to recognize the lower risk posed by fully vaccinated persons. I must caution, however, that while the risk is reduced, there is still a risk that fully vaccinated persons may be carriers of the virus and be able to transmit it to non-vaccinated

Regional News Bahamas: ‘Citizenship to stay same until Privy Council ruling’ FORMER Attorney General Sean McWeeney says despite the Court of Appeal’s affirmation of a landmark Supreme Court ruling on citizenship, the status quo will prevail until the Privy Council has ruled on the matter. In a three to two decision, the Court of Appeal on Monday affirmed Justice Ian Winder’s ruling that children born in The Bahamas are automatically citizens if either parent is a Bahamian. In particular, the ruling says, children born out of wedlock to Bahamian fathers are automatically citizens, even if their mother is non-Bahamian. Attorney Wayne Munroe, who represented the applicants in the Supreme Court, said on Monday the appellate court’s ruling is now the law of the land, therefore people who fit into the category should begin applying for passports and voter’s cards. However, Mr McWeeney, QC, head of the Constitutional Commission established by the previous administration, said for practical reasons the status quo will be maintained until a final ruling is made. “The jury is still out there,” he said. “Given that there is a split decision of a full panel of the Court of Appeal, it’s a case that cries out for an appeal to the Privy Council. That is almost inevitable. Until that happens and until the judgement of the Privy Council is released, it means the effect of the jury is still out and the status quo is maintained. “Nobody should go rushing off to the Ministry of National Security.

The legal journey is nearly complete but there’s still one more leg of the race to be run, namely the Privy Council. By next year this time probably even before then, you would have a definitive ruling.” Mr McWeeney said the idea that the status quo will be maintained is based on practical considerations, not legal principles. “Nobody wants to assume that this is a definitive legal position on the basis that certain rights can be recognised when that legal ball is still up in the air,” he said. “What happens if the Privy Council comes down six months from now and says the majority got it wrong? of case where someone can steal a march on. The practical reality is the government won’t deal with anything on the basis of the Court of Appeal’s position. Whether that’s the legal thing to do is another question, but no government is going to change their policies based on what they understand to be a decision of a court that will be appealed to the highest court under the Constitution.” It remains unclear how many people can be affected by the ruling if it stands. While Mr Munroe estimates that tens of thousands of people are likely to fall into this category, Mr McWeeney said his Constitutional Commission unsuccessfully tried to get reliable information on the

matter. “We tried very hard to get that information and that is a very important question,” he said. “Frankly, knowing the way the Privy Council operates, while there is a veneer of concern about only the technical issues, they will want to know how many people are affected by this and how big is this constituency. That affects how you approach these legal questions even if they’ll never admit it. When we were in session, we made numerous efforts to get the information. Anything the government says about it would be fairly anecdotal.” Mr McWeeney said Justice Winder’s decision and that of majority judges who heard the case are in line with what the Constitutional Commission concluded in its 2013 report. However, he said, even the commission was divided on the matter. “I’m not surprised that you have this split,” he said. “It mirrors the internal division we had on the commission as well. There was a very spirited debate.” Meanwhile, Attorney General Carl Bethel elaborated on his plans to appeal the ruling ahead of a Cabinet meeting yesterday. “The issue of who is entitled to be Bahamian, like the fundamental rights and classes of the Constitution, is a very fundamental matter,” he said. “And this matter would’ve ended up before the Privy Council irrespective of who would have won in the Court of Appeal. Had the other

side lost, they would’ve taken it and I’m sure the Bahamian people would not accept any judgement on a matter that doesn’t come from the highest court in the land which is the Privy Council, so it is the government’s intention to appeal the matter. “This is very fundamental. It’s a simple question really, which is to prevail? We acknowledge the original intent of the founders of the Constitution or whether the contemporary concepts or norms ought to prevail over original intent. You must bear in mind that not only is this a question of original intent, but it’s also a question of national intent. President of Haiti’s Supreme Court dies of COVID-19 THE president of Haiti’s highest court has died, Haitian President Jovenel Moïse confirmed in a tweet Wednesday. Supreme Court Judge René Sylvestre, who had tested positive for COVID-19, died Wednesday at the University Hospital of Mirebalais. “The news of the death deeply saddens me, all members of the judiciary,” Moïse said. He described Sylvestre, who also served as head of the Superior Council of Judicial Power, the administrative arm of the judiciary and its highest state institution, as “a statesman, a faithful servant of the Republic.” Jacques Letang, president of the Haitian Bar Federation, said Sylvestre’s death presents “a huge institutional crisis,” for the 12-member Supreme Court, now reduced to six and already undergoing a crisis, as well as for the Superior Council of Judicial Power. Sylvestre, who was 58, is the latest high-profile Haitian personality to

succumb to the deadly coronavirus in Haiti, where the government has yet to issue a shot of any COVID-19 vaccine, and a deadly surge is leading to increased infections and deaths. It remains unclear when vaccines will arrive. A Biden administration official told the Miami Herald last week that the U.S. government is in “active” conversations with the Haitian government on the complexities of delivering a significant number of vaccine doses to the country, including Haiti’s storage capacity and the logistics of shipping the vaccines in proper conditions. The United Nations-backed vaccinesharing platform, COVAX, was also working to get 132,000 AstraZeneca vaccine doses to the country. A shipment that was supposed to arrive last week was delayed. As of June 21 Haiti’s Health Ministry reported 388 deaths from COVID-19 related illnesses and 17,603 registered infections.

This was the news announced yesterday by Prime Minister Mia Amor Mottley as she updated the country on the major changes to the upcoming COVID-19 directives, to take effect on June 30. The change, she said, would usher in an end to the Thursday to Sunday curfew as well as the resumption of parties with a capacity of 150 people. Attendees must be vaccinated or have received a negative PCR test 48 hours prior to the event. There is also consideration being given to a return to spectator sports

by July 16. Mottley, who was addressing the country virtually from Ilaro Court, also disclosed that Barbados would once more be instituting a regional travel bubble for vaccinated tourists from jurisdictions determined to be low risk by the Ministry of Health and Wellness. The bubble will include Grenada, Antigua, Barbuda, Dominica, Anguilla, Montserrat, British Virgin Islands, Turks and Caicos, Cayman Islands and Bermuda. ATTORNEY General Carl Bethel said the Minnis administration wants to remove the COVID-19 emergency restrictions by August but that doing so will depend on infection rates and the behaviour of residents. The latest emergency proclamation expires in August. The House of Assembly, however, will be on summer break until September. Asked before a Cabinet meeting this week if parliamentarians will break their summer recess to extend the proclamation, Mr Bethel said: “If the Governor General should form the view that the emergency persists, the Governor General is always free at any time to issue a new proclamation even during the course of the expired term of the existing proclamation. Once he does so, then both Houses (of Parliament) will be summoned to meet within five days of the issuance of such a proclamation. “The mere fact that the House (of Assembly) has adjourned beyond the expiration date (of the emergency proclamation) does not prevent the Governor General in his discretion should he feel that the emergency persists, to issue a new proclamation, summon the houses and allow them to debate whether or not to extend the proclamation. Such a proclamation would last for 14 days absent a

He spoke to journalists just after receiving donations from the government of the United States, valued at some $5.9 million. “We are prepared,” Commodore King said. “On assuming office here, I established a crisis risk along with our disaster unit, which I renamed the Disaster Risk Management Unit. “Those two units have been running training continuously prior to the season. Also we have been the recipient of a number of disaster related equipment from the United States government. I must say everything that the Defence Force asks for to prepare it, we have graciously received. In terms of training, having the necessary equipment and being able to maintain it, we are far better prepared. “Our sister agency, the National Emergency Management Agency (NEMA), they would have been the recipient of some $3 plus million

So whenever persons are arrested, we will be able to go into that equipment to see who the organised persons are in the background.”

Meanwhile, when asked about vaccine hesitancy on the Force, he said: “In terms of any potential of perceived hesitancy, there has been a softening. We had an uptick in a number of members who would have prevented themselves to be vaccinated. We are waiting now on word from Dr Dahl-Regis and her team to come on board HMBS Coral Harbour, to hold a series of meetings and forums with the various ranks to hear what their concerns are and to try address those concerns. “Then we are going to set up here at Coral Harbour again as a vaccination centre. It’s regrettable that we are not going to be able to trace the uniform branches and classify them as an entity. The vaccine database is simply uniform branches. We have seen a significant uptick in members going forward to be vaccinated.” Sometime in mid-May, the Royal Bahamas Defence Force confirmed that its vessel the HMBS Lawrence Major sustained “structural damage” when another motor vessel collided with it in Suriname. Lawrence Major was there for repairs at the time.

Biden backs funding more police to fight crime wave PRESIDENT Joe Biden has unveiled a plan that includes funding more police to combat a nationwide surge in homicides, which he blamed on lax gun control. He said officials in high crime areas can hire more law-enforcement personnel using coronavirus relief funding. Mr Biden’s crime-fighting strategy calls for curtailing rogue gun dealers and firearms trafficking. Republicans are depicting Mr Biden’s Democrats as weak on crime, amid calls by left-wingers to defund the police. Announcing his five-point strategy at the White House on Wednesday, the president urged cities and states to use $350bn (£250bn) of funding from a Covid-19 relief bill on public safety efforts, including adding more police officers, even beyond prepandemic levels. “It means more police officers, more nurses, more counsellors, more social workers or community violence interrupters to help resolve issues before they escalate into crimes,” the president said. Some members of Mr Biden’s party have amplified calls by Black Lives Matter activists to defund the

police, though the president himself has resisted the slogan, which is unpopular with most voters. Mr Biden - who as a senator wrote a 1994 crime bill widely blamed for mass incarceration of black people - said on Wednesday: “This is not a time to turn our backs on law enforcement or our communities.” Unless tamed, the crime wave is likely to become a major issue ahead of next year’s congressional midterm elections. During his remarks at the White House, the president also took aim at armed insurrectionists, saying they would “need F-15s and maybe some nuclear weapons” to take on the US government. The Biden administration has proposed gun control as a remedy for violent crime, although Democratic bills in Congress to limit Americans’ access to firearms have been blocked by Republicans. The administration’s strategy also proposes investing in community violence intervention programmes, employment opportunities and summer activities for teenagers and young adults, and support for formerly incarcerated Americans reentering their communities.

The president recently hosted several big city mayors at the White House for a discussion on crime prevention. WHY IS THE US SEEING MORE VIOLENCE? In March, the FBI released preliminary 2020 statistics showing a significant jump - 25% - in murders from the year before. So far, the upward trend has continued into 2021. The bureau will release its official numbers in September. If early projections bear out, it will be one of the largest homicide increases ever reported. “This was a large scale national increase in violence,” Jeff Asher, co-founder of AH Datalytics and a former analyst for the CIA and Department of Defense, told the BBC. Some analysts have blamed the wave of homicides on the Covid-19 pandemic, although research indicates that global crime rates outside the US fell or were stable amid all the lockdowns. HMS Defender: Russian jets and ships shadow British warship MORE than 20 Russian aircraft and two coastguard ships have shadowed a British warship sailing near Crimea. Moscow’s defence ministry said a patrol ship fired warning shots and a jet dropped bombs in the path of HMS Defender as it sailed some 12 miles (19km) off Crimea’s coast. The UK government rejected Russia’s account of the incident and denied that any warning shots had been fired. A BBC correspondent on the warship said it was harassed by Russia’s military. Aircraft could be heard overhead as BBC defence correspondent Jonathan Beale filed a report from the deck of HMS Defender in the Black Sea as it sailed to Georgia. He described hostile warnings over the radio as the warship’s crew prepared for a possible confrontation. Our correspondent, who had been invited on board the ship before the incident happened, saw more than 20 aircraft overhead and two Russian coastguard boats which at times were just 100m (328ft) away. office and defence ministry, which denied any confrontation. HMS Defender was sailing from Odessa in southern Ukraine to Georgia. To get there, it passed south of the Crimea peninsula, which Russia annexed from Ukraine in 2014 in a move that has not been recognised internationally. territory, the UK says HMS Defender was passing through Ukrainian waters in a commonly used and internationally recognised transit route. A source told BBC diplomatic correspondent James Landale that the Defender was not there to pick a fight but to make a point - to assert its right to freedom of navigation in international waters.

Russia’s defence ministry said the “dangerous actions” of the navy ship entering its waters were a “gross violation” of the UN Convention’s sea laws, and called for the crew to be investigated. A later tweet from the Russian embassy in the UK said: “HMS Defender turns HMS Provocateur and violates Russian border. Not exactly a ‘routine’ transit, is it?”

But a UK government spokesman played down any notion of hostilities, insisting that Russia was doing “gunnery exercises” in the Black Sea. UK Defence Secretary Ben Wallace added: “As is routine, Russian vessels shadowed [the ship’s] passage and she was made aware of training exercises in her wider vicinity.” The British ambassador was summoned to the Russian foreign ministry in Moscow, and met officials on Wednesday afternoon. Russia said the incident happened just after midday local time (09:00 GMT) in the Black Sea near Cape Fiolent in the south of Crimea. According to the Russian military, HMS Defender was told to change course, and when it failed to do so, a Russian border patrol ship sent several warning shots. About ten minutes later, a military jet dropped warning bombs in the path of the destroyer. Athens priest arrested for acid attack on bishops A PRIEST has been arrested in Athens after he threw acid on seven bishops of the Greek Orthodox Church, police say. The attack took place during a disciplinary hearing against the 36-year-old priest on Wednesday afternoon, according to police. Three bishops are being treated in hospital for the burns, mostly on their faces. A policeman, who ran to help the bishops, was also taken to hospital. The suspect, a priest who risked being expelled from the church, was accused of being involved in drug trafficking, according to the ANA press agency. The bishops were meeting to discuss defrocking him after he was allegedly discovered to be in possession of 1.8 grams of cocaine in June 2018, according to local media.

The priest had brought “large bottle of corrosive liquid” to the session at the Petraki Monastery in central Athens, newspaper Ta Nea reported. A guard, who managed to catch the priest at the gate of the monastery, also suffered burns and was taken to hospital. Health Minister Vassilis Kikilias visited the victims in hospital and said one would be transferred for plastic surgery. Greek President Katerina Sakellaropoulou condemned the attack, while Prime Minister Kyriakos Mitsotakis spoke to the head of the Greek Church, Archbishop of Athens Ieronymos II. Mr Mitsotakis said he was “deeply sad” and assured the bishop that “the state will offer all possible medical assistance for the victims’ speedy recovery”. (BBC)

A TRUMP supporter who spent 10 minutes inside the US Capitol during the January 6 insurrection was sentenced to probation Wednesday, avoiding jail, becoming the first rioter to learn their punishment in the riot investigation. At a hearing in DC federal court, Judge Royce Lamberth said the insurrection was a “disgrace” and forcefully rebuked the “utter nonsense” coming from some Republican lawmakers and other right-wing figures who are whitewashing what happened. “I don’t know what planet they were on,” Lamberth said of the GOP lawmakers, without mentioning any names. Recent releases of videos from the attack “will show the attempt of some congressman to rewrite history that these were tourists walking through the capitol is utter nonsense.” Anna Morgan-Lloyd, 49, from rural Indiana, had pleaded guilty to a single misdemeanor for trespassing inside the Capitol as part of the crowd on January 6. She was also assessed a $500 fine. Lamberth said Morgan-Lloyd avoided jail time because she didn’t participate in the violence and condemned those who did. An additional $90,000 is still owed.

CALIFORNIA Democratic Gov. Gavin Newsom will face a recall election, marking just the second time in state history that a special election will be held to recall a sitting governor. State officials confirmed Wednesday that a recall election will proceed after just 43 people withdrew their signatures from petitions to recall the governor during a 30-day window required by state law. As a result, California’s Department of Finance will now begin estimating the costs of the recall -- including costs of holding it as a special election or as part of the next regularly scheduled election -which will then be submitted to the governor, the lieutenant governor, the secretary of state and the chairperson of the Joint Legislative Budget Committee by August 5, according to a letter outlining the process from California Secretary of State Shirley Weber. A spokesperson for California’s Department of Finance previously told CNN the recall would cost about $215.2 million. A date has not yet been set. The recall drive has been fueled by anger over the restrictions

Contract signed for construction of North Caicos welcome centre Kendell Higgs, CEO of Unlimited Contracting, has signed a contract to carry out the construction of a welcome centre and port office at Bellefield Landing in North Caicos. On Wednesday, June 23, he joined TCI Ports Authority chairman Jason Francis in formalising the agreement. “We’ve worked hard towards this,” Francis said, “it is good to see our hard work paying off. “The people of North and Middle Caicos would be pleased for this. It will improve not only tourism on these Islands but the whole destination.” He added he was pleased that Higgs, “an island boy”, was awarded the contract. Martin has revealed in a new interview that the long-anticipated final two books of the “Game of Thrones” series will feature a different ending than the TV show that concluded in 2019. Following a divisive final season, fans have done everything from demanding HBO try again to peppering Martin for updates on his unfinished books. Martin teased his devout followers with a tantalizing idea: something else. Speaking with WTTW in Chicago, Martin said the unfinished “The Winds of Winter” and untitled final book (rumored to be “A Dream of Spring”) will go in a “somewhat different [direction]” than the TV production. Fast & Furious 9: ‘We’re not just doing the same thing’ ACTOR Vin Diesel can remember what his life was like before the first Fast & Furious film was released two decades ago. “I’ll never forget being at an airport in Mexico, the movie hadn’t come out yet, it was maybe April of 2001,” he recalls. “Paul [Walker, his co-star] and I were sitting on the floor, with our bags to the side, about to board a commercial flight back home. We had just flown down there for the MTV Spring Break thing. “And I remember him leaning over to me and saying, ‘Take all of this in, take in the fact that people are walking over our legs, almost kicking our bags and not paying any attention to us’. I was asked to lower my voice and I did,” the superhero series star wrote in a Twitter post. “Approximately 10 minutes later I was asked to leave the flight. And I did so immediately,” he said.

“I was not forcibly removed,” he stressed. “I rebooked myself on a Southwest flight 2 hours later and traveled home without any further issue. I let my emotions get the better of me, end of story,” he said. Amell spoke out following a TMZ report that said he was “forcibly” escorted off the flight in Austin by an air marshal and three flight attendants after he screamed at his wife. Signs of geological activity found on Venus SCIENTISTS have found evidence parts of Venus’s surface move around like pieces of continent on Earth. And while this activity is probably not driven by plate tectonics, as on Earth, it could be a “cousin” of that process. The findings fit an emerging picture of a planet very much alive, in contrast to the traditional view of Venus. Europe is launching a spacecraft, EnVision, to radar-map and gather spectroscopic measurements of the planet’s surface and atmosphere. And Nasa is sending two craft, Veritas and DaVinci+, to Venus, towards the end of this decade. “We’ve identified a previously unrecognised pattern of tectonic deformation on Venus, one that is driven by interior motion just like on Earth,” said lead author Paul Byrne, associate professor of planetary science at North Carolina State University. “Although different from the tectonics we currently see on Earth, it is still evidence of interior motion being expressed at the planet’s surface.” Dr Byrne, Dr Richard Ghail, from Royal Holloway, University of London, Prof Sean Solomon, from

Richard Ghail, principal investigator on the European Space Agency’s EnVision mission, told BBC News: “This research shows that we have a lot to learn from Venus and that there is a much wider spectrum of surface mobility than just plate tectonics.”

The researchers used data gathered by Nasa’s Magellan spacecraft, launched in 1989 and active until 1994, to map the surface structures, which they have named “campi”, from the Latin for “field”, “campus”. Traditionally, Venus’s lithosphere - its rocky outer layer - was thought to be in one continuous piece, in contrast to the Earth’s, which is broken up into a mosaic of mobile tectonic plates. The Moon, Mars and Mercury are also thought to have static lithospheres. But the findings, published in the journal PNAS, suggest Venus’s lithosphere actually has some degree of mobility - though nowhere near as much as Earth’s. The results of computer models show molten rock - magma - roiling beneath the crust could produce the strain, fracturing and distortion seen in Magellan images of the surface. So Venus’s tectonic activity might resemble that on early Earth, during the Archean Eon, between four billion and 2.5 billion years ago, when the heat flow within the planet was higher and the lithosphere thinner. Starchy snacks may increase CVD risk; fruits and veggies at certain meals decreases risk CAN starchy snacks harm heart health? New research published today in the Journal of the American Heart Association, an open access journal of the American Heart Association, found eating starchy snacks high in white potato or other starches after any meal was associated at least a 50% increased risk of mortality and a 44-57% increased risk of CVDrelated death. Conversely, eating fruits, vegetables or dairy at specific meals is associated with a reduced risk of death from cardiovascular disease, cancer or any cause. “People are increasingly concerned about what they eat as well as when they eat,” said Ying Li, Ph.D., lead study author and professor in the department of nutrition and food hygiene at Harbin Medical University School of Public Health in Harbin, China. “Our team sought to better understand the effects different foods have when consumed at certain meals.” Li and colleagues analyzed the results of 21,503 participants in

the National Health and Nutrition Examination Survey (NHANES) from 2003 to 2014 in the U.S. to assess dietary patterns across all meals. Among the study population, 51% of participants were women and all participants were ages 30 or older at the start of the study. To determine patient outcomes, researchers used the U.S. Centers for Disease Control and Prevention’s National Death Index to note participants who died through December 31, 2015, due to CVD, cancer or any cause. Researchers categorised participants’ dietary patterns by analysing what types of food they ate at different meals. For the main meals, three main dietary patterns were identified for the morning meal: Western breakfast, starchy breakfast and fruit breakfast. Western lunch, vegetable lunch and fruit lunch were identified as the main dietary patterns for the mid-day meal. Western dinner, vegetable dinner and fruit dinner were identified as the main dietary patterns for the evening meal.

For snacks, grain snack, starchy snack, fruit snack and dairy snack were identified as the main snack patterns in between meals. Additionally, participants who did not fit into specific meal patterns were analyzed as a reference group. The researchers noted that the Western dietary pattern has higher proportions of fat and protein, which is similar to many North American meals. Participants in the Western lunch group consumed the most servings of refined grain, solid fats, cheese, added sugars and cured meat. Participants in the fruit-based lunch group consumed the most servings of whole grain, fruits, yogurt and nuts. Participants in the vegetable-

based dinner group consumed the most servings of dark vegetables, red and orange vegetables, tomatoes, other vegetables and legumes. Participants who consumed starchy snacks consumed the most servings of white potatoes. According to their findings: Eating a Western lunch (typically containing refined grains, cheese, cured meat) was associated with a 44% increased risk of CVD death; Eating a fruit-based lunch was associated with a 34% reduced risk of CVD death; Eating a vegetable-based dinner was associated with a 23% and 31% reduction in CVD and allcause mortality, respectively; and Consuming a snack high in starch

after any meal was associated with a 50-52% increased risk of all-cause mortality and a 44-57% increased risk in CVD-related mortality. “Our results revealed that the amount and the intake time of various types of foods are equally critical for maintaining optimal health,” said Li. “Future nutrition guidelines and interventional strategies could integrate optimal consumption times for foods across the day.” Limitations to this study include that dietary data was self-reported by participants, which may lead to recall bias. And, although the researchers controlled for potential confounders, other unmeasured confounding factors cannot be ruled out. (MedicalXpress)

A draw looked likely when play began but New Zealand dismissed India and completed a tricky chase of 139 with relative ease as time ran out. India resumed 64-2, 32 ahead, only for Kyle Jamieson to remove captain Virat Kohli and Cheteshwar Pujara before their lead had passed 40. Rishabh Pant gave India hope with a counter-attacking 41 but skied a catch to Henry Nicholls, who clung on brilliantly running back from gully. Ali Daei, who scored 109 goals for Iran between 1993 and 2006, and Ronaldo are the only two male players to score 90 or more international goals. This is the latest landmark to push the argument for the 36-year-old to be considered an all-time great. He is already the top scorer in club football’s top tournament, the European Cup/Champions League, a trophy he has won five times. Against France he became the top European scorer in World Cups and European Championships combined, overtaking Miroslav Klose’s record of 19.

He also became the top scorer in European Championship history against Hungary on Tuesday, 15 June and his tally is up to 13 now. Almost half of Cristiano Ronaldo’s goals have come in the final 30 minutes of games. He has netted 31 times in the final 15 minutes and 22 times between the 61st and 75th minute. Iran’s Daei, who played for Bayern Munich, is said to have broken Hungarian legend Ferenc Puskas’ record in 2003 with his 85th international goal. That is the year Ronaldo made his international debut - and the Ferenc Puskas Arena in Budapest was where he equalled the record. Cynics could argue that Daei’s goals were against easier opposition - with 95 against fellow Asian sides.

LEGENDARY Jamaican sprinter, Veronica Campbell-Brown, has announced her retirement from competitive athletics, bringing to an end, one of the most successful careers in international track and field. Campbell-Brown, who last month celebrated her 39th birthday, has won 19 medals at the Olympic Games and World Championships level and 34 as a senior athlete for Jamaica, including back-to-back 200m Olympic gold. She also won World Championships gold in the 100m at the 2007 Osaka instalment and gold in the 200m at the 2011 event in Daegu. She was also a member of gold medal-winning 4x100m relay teams at the 2004 Athens Olympics and the 2015 Beijing World Championships. The sprinter made the announcement on her official Instagram account on Wednesday, which was also recognised as International Olympic Day. It is also one day before the start of Jamaica’s Olympic Trials. “What a journey it has been! Through the grace of God, I have climbed from a small town in Trelawny, Jamaica up the ladder of success to become one of the most decorated women in the Olympic Games and World Championships history,” Campbell-Brown stated. “All glory to the Lord for my successes, He blessed me with the talent, the will to stay focused and the requisite work ethics. Additionally, He placed authentic and supportive people in my life who served as pillars of strength as I maneuvered the highs and lows which littered my athletic career.

THE Milwaukee Bucks got a huge boost from their Game 7 victory over the Brooklyn Nets. A really big boost. That victory, combined with the Atlanta Hawks Game 7 win over the Philadelphia 76ers, have made the Bucks the favorite to win the 2021 NBA title, according to some recently released odds. Several sites had Milwaukee much lower in odds to win the title entering their Game 7 in Brooklyn (one site gave the Bucks an 8% shot at the title). That’s not the case anymore. BetOnline has the Bucks as the favorites for the title now at 6/5.

It has the Phoenix Suns second at 13/10 and the Los Angeles Clippers third at 17/2. The Atlanta Hawks are fourth in odds to take home the NBA championship at 11/1. SportsBetting.ag now has the Bucks at +115 in its odds for the NBA title, followed by the Suns at +130 and the Clippers at +850. The Hawks are at +1100. ESPN is also in the Bucks’ corner. The four-time Olympian hopes her legacy will be as an athlete “who fought for women.”

Felix: ‘I want my legacy to be one of someone who fought for women’ LIKE many Olympians, USA track and field athlete Allyson Felix has been having an eventful journey to Tokyo 2020. With four Games under her belt -and having just qualified for her fifth Olympics at the US trials on June 20 -- Felix is an Olympic veteran used to pristine training conditions. The last year has been very different; she’s been training on empty soccer fields and beaches. “It has been quite the experience, a lot of things I could never have predicted, a lot of challenges in the way,” six-time Olympic champion Felix tells CNN Sport’s Coy Wire. “Really just having a solid place to train in, that’s been the biggest challenge,” she says. “I never would have imagined that that would be the case leading towards Tokyo.” There has been one upside to Felix’s new training facilities. For a seasoned sprinter used to training in a group, the sound of cheering

onlookers watching her run through the streets of Los Angeles was a welcome antidote to pandemicinduced isolation. “It was really nice because I think it’s been a bit lonely during the pandemic,” she says. “My neighbors definitely have a better understanding of what I do now.” A TEAM EFFORT Felix’s two-year-old daughter Camryn has also made a few appearances on the track as the Olympian has juggled motherhood and training. “Having a young daughter at home, that’s a whole new world,” she says. “It’s given me a different motivation.” Her journey to motherhood has not been easy. In November 2018 she struggled with preeclampsia and had an emergency C-section at 32 weeks to deliver her daughter. Despite the initial trials she says, “It’s my favorite title. I think it’s the best thing that I’ve ever done.”

Relying on the support of her family has been key to every Olympic journey, but especially this one. Her husband, Kenneth Ferguson, took leave from his job at Chrysler and the family moved to Los Angeles from Michigan so Felix could train with her coach, Bob Kersee, ahead of Tokyo 2020. “It’s really been a team effort, we’ve been focused on the Olympics as a family goal, and so he’s [Ferguson] been incredible.” Juggling newfound parenthood with an unpredictable schedule can be taxing. Felix says by starting the day writing in her gratitude journal -- where she reflects on people, moments and experiences that she’s thankful for -- has helped her stay centered, focused and hopeful. “None of this stuff happens alone. There are so many people who pour into my life to be able to help me to have this opportunity.”

Police officer found guilty of killing former Aston Villa star Dalian Atkinson A BRITISH police officer has been found guilty of the manslaughter of former professional soccer player Dalian Atkinson, but he was cleared of his murder, a spokesperson for Birmingham Crown Court told CNN on Wednesday. Atkinson, a former forward for English Premier League football team Aston Villa, went into cardiac arrest after officers used a Taser on him in Telford, central England, in August 2016. The court heard that Police Constable Benjamin Monk used a Taser on Atkinson for 33 seconds -- more than six times the recommended time -- and kicked him twice while he lay on the ground. Women in Sports names national high jump champion Gardiner as athlete of the month THE TCI Women in Sports (WIS) organisation has named national high jump record holder Tanesia Gardiner as their athlete of the month of May. WIS, who have been instrumental in promoting female sports in the islands, are looking to highlight more achievements by female athletes. The 15-year-old was chosen because of her outstanding performance at last month’s CARIFTA Trials, which took place on May 7-8 at the National Stadium in Providenciales. At the meet, the 15-year-old broke both the U17 and the U20 national high jump records. The U20 mark of 1.68m is also the overall national record. Gardiner also competed in the 1500M and the 3000M. Earlier this month, Ms Gardiner won the 1500M at the 45th Annual Northwest Track and Field Classic International in Florida. She also proved her dominance by helping Team TCI to a 4X100M silver medal. TANESIA’S TRACK AND FIELD HISTORY According to information from WIS, Tanesia started training at the age of seven, while she was a student at the Ianthe Pratt Primary School. Her coach at that time, Ms Kayla Mills stated that Tanesia was always willing to do whatever you pushed her to do. The first time that Tanesia competed was at her school’s Inter-house CrossCountry meet. She placed third that year. The following year, at the age of eight, she placed first, and from then on, she held the title as the Inter-House Cross-Country girl’s champion at her school. Tanesia competed in more

cross-country events on the Island of Providenciales to better her times and distances. She always dominated them. The youngster also dominated the 600M and the 400M at the Inter-Primary Championship. At the age of 11, Tanesia was chosen to compete in the NACAC all age group Championships in Trinidad, where she took part in five different events. In the 800m race she placed first in her heat and placed second overall. This was her first regional meet. Then in 2019, Tanesia participated in CARIFTA Games held in the

Cayman Islands. She was a finalist in the 1500m and placed seventh in the 3000m. Tanesia represented the Turks and Caicos Islands at the Florida West Coast Half Marathon and 5K in December of 2020 and did exceptionally well. She placed second in the 5K run in the15-19 age group category with a time of 19:42.2 overall. DEDICATED Tanesia is a well-disciplined, well-mannered young lady, and according to her Coach, Randy Ford, is one of the most dedicated athletes he has ever coached. She

is punctual to training and never misses a training session. She is also very obedient when it comes to the rules, and takes advice on things that will better her performances both on the track and in her school work. She displays a high level of respect to her coach and has a wonderful spirited relationship with her teammates. She is dedicated and persistent, not only in track and field, but academically as well. Tanesia is a very pleasant business student at the Clement Howell High School, and as mentioned earlier, very discipline.

She works very well on her initiatives and is very serious about her schoolwork. Her work ethic is admirable, and she possesses the qualities of a student/athlete role model for others to emulate and follow. According to WIS, Tanesia is the future of athletics in the TCI and they anticipate that she will represent the Turks and Caicos Islands in many future sporting events regionally and internationally. The officers and members of TCI WIS wish Tanesia all the best in all her future endeavours.

Tokyo 2020: World 800m champion Donavan Brazier fails to qualify at US Olympic trials WORLD 800m champion Donavan Brazier failed to qualify for the Tokyo Olympics after finishing last at the make-or-break US trials. The US record holder, who won gold in Doha in 2019, ran out of energy in the final 200m and finished more than four seconds behind winner Clayton Murphy.

Olympic bronze medallist Clayton set a new world lead of one minute 43.17 seconds, with Isaiah Jewett second. Brazier, 24, said he “made a move a little too early”. “I’m very sad. I knew with about 200 left when Clayton passed me and I couldn’t match it,” he said.

TCAAA hosts celebratory breakfast for track and field officials – Mrs Skippings appeals to officials to remain faithful to the sport

PRESIDENT of the Turks and Caicos Amateur Athletic Association (TCAAA) Edith Skippings appealed to the officials during a celebratory breakfast on Saturday to stay the course of volunteering. The long-standing President pleaded with the officials to remain faithful to the sport. Moving forward, Mrs Skipping noted that the intention is to have more officials attend CARIFTA Games and other international meets. According to Public Relations Officer of the TCAAA Gertrude Saunders-Forbes, the TCAAA head said that the event would become part of the calendar of events. The appreciation breakfast was held at the Hemingway’s Restaurant. The officials also received a gift voucher as a token of the TCAAA’s appreciation “for their dedication and commitment to the sport”. Prior to her plea, Mrs Skippings had read a note from the Official representative of the TCAAA, Darian Forbes, who could not make the event. It read: “I’m sorry I’m not here with you guys today; I am away helping to celebrate my father on Father’s Day. Please know that your hard work is not unnoticed. Your time and energy are not unnoticed. We appreciate you! Your smartness and skillset are not unnoticed. Your dedication and loyalty is not unnoticed. We appreciate you! Working in the scorching hot sun and having to deal with disgruntled coaches, we appreciate you! On the behalf of the TCAAA, meet and assistant meet directors, sponsors/partners, spectators, athletes and myself, I would like to say thank you, thank you, and thank you on this special day, especially having to work numerous times without pay, you are our unsung heroes.” Also in attendance was the President for the Turks and Caicos Commonwealth Games Association, Mr Godfrey Been, who was very happy to be in the company of such a wonderful group. He too expressed his sentiments of thanks and appreciation to the officials for their hard work, and for accepting the responsibilities attached to the job of an official. He closed by saying that whoever takes over from Mrs Skippings has a big step to follow, because President Skippings is very hardworking and committed to the development of track and field and the growth of the youths here in the Turks and Caicos. Glasgow, Kevin Bethel, Philip Munroe, Dwight Myrie and Denecia Harris, who all thanking the association for such a wonderful gesture. They all felt appreciated and pledged to continue their support to the sport. Coach Randy Ford, who plays a dual role as coach and as an official, also thanked the officials for working with him and the time they put in helping with growing

the sport. He told them that great officials do not only create great meets, but they create great athletes. He encouraged them to continue doing what they do, and he hopes to see a few of them climb the ranks of officiating over the years beyond just working in the region, but reach to the level of being selected by IAAF to work with the Commonwealth Games and other Games

internationally, where there are a lot of incentives. The event ended with closing remarks by Rosalie Ingham-Hall, General Secretary for TCAAA, who also thanked the officials, and stated that without their cooperation and support, there would be no track and field events. The celebration for the officials in Grand Turk will take place in July.

FENELUS “EXCITED AND READY” FOR AFC CUP – Tainan FC start with a 3-0 win NATIONAL footballer Marco Fenelus is optimistic that his Taiwan club team Tainan City FC (Taiwan Steel) will do well in their first Asian Football Confederation (AFC) Cup, which started on Wednesday in Hong Kong. The event, which is one of the biggest club competitions in Asia, is an annual continental club football competition for clubs from nations that did not receive direct qualifying slots in the top-tier AFC Club competition ranking. “It is definitely a big deal and an important one indeed,” Fenelus noted. He added that “statistically, I’m supposed to be playing in this

competition for four years in a row now, because I’ve been champion four times running with my clubs in Taiwan (three times with Tatung and once with my current team Taiwan Group Steel) but for some unfortunate reasons Tatung never participated in the competition. But that’s in the past, I’m just happy and excited to finally be here where I deserve to be”. In their opener on Wednesday, Tainan FC defeated Athletic 220 from Mongolia 3-0. The side will now tackle home team Lee Man on Saturday with their final game on June 29 against Eastern Lions also from Hong

Williams makes history for the TCI at CCCAN swimming competition

Tajhari Williams is the first Turks Islander to win a medal at the Central American and Caribbean Amateur Swimming Confederation.

TAJHARI Williams won Turks and Caicos’ first-ever medal at the Central American and Caribbean Amateur Swimming Confederation (CCCAN) when he placed third in the 1500M freestyle event on Wednesday. The 13-year-old is one of five swimmers currently in Puerto Rico participating in the competition. Swimming in the 13-14 Boys age group, the Turks and Caicos Aquatics Swim Club swimmer was able to drop 22.60 seconds from his entry time to establish a new personal best time of 20:30.53. Without an Olympic size

pool in the islands, Williams’s club has been making several trips to neighbouring Bahamas under the direction of club President and head coach Lenin Hamilton. Earlier this year the club travelled for a one-month stint and all the swimmers dramatically improved their time. Williams actually made the qualifying time for five CARIFTA events during that trip, but the regional junior event was later cancelled. Fellow club mates, Lenin Hamilton Jr, Jayden Davis and Mateo Gardiner who have also been dominant in the pool this

year are three of the other four swimmers currently in Puerto Rico under National Coach Ezekiel Hall. Experience swimmer Sean Walters is also on the team. President of the Turks and Caicos Islands Swimming Federation Dan Redmond had told the media on Sunday prior to the team’s departure that he is excited about the team’s prospects. “We’re always very excited because our swimmers are improving all of the time… anytime we go abroad we are coming back with great results…” The five-day event is expected to conclude on Sunday.
