US, Bahamas and TCI deepen security alliance at Miami conference

Coming out of that meeting, the three countries signed a new statement of intent targeting the movement of drugs, guns and people across their borders.

The Governor, the incoming Governor Her Excellency Dileeni Daniel-Selvaratnam, several officials from the United Kingdom, a contingent from Washington, TCI’s minister of immigration, the attorney general, commissioner of police, commanding officer of the TCI Regiment, permanent secretaries for immigration and national security, and a similar contingent from the Bahamas attended the high-level meeting in
Miami.
The intent: working to further deepen their collective security.
Speaking with the Weekly News on Thursday, Governor Dakin said this year’s conference, while renamed, is the same as the OPBAT conference hosted in TCI in 2021. He noted that the renaming of the conference recognises that it is a much bigger threat than the threat in which they were once engaged.
Next year the Bahamas will host the conference.
“Yesterday (March 8) we agreed the movement of drugs, guns, and people, the violence it spawned and the gangs it generated were part of one wider problem; the collapse of Haiti was also enormously significant,” Governor Dakin shared post-meeting.
He stated that given the collapse of Haiti, the extraordinary uptick in migrant boats leaving their shores, this is existential for TCI and the result of this conference is hugely important.
“What we need is broadly obvious, in that we collectively strengthen the Lucayan Archipelago, stretching from Miami to Haiti, so that irregular migration is identified and intercepted or displaced.
“But while we are collectively stopping the sloops, we also need
to identify and prosecute those who profit from the trade.”
The Governor said the conference reinforced that these objectives are shared and the US, Bahamas, TCI and UK, working as one, can interdict but also arrest and prosecute those networks who drive this trade.
He said the reason he wanted the future Governor there was to make sure that there was a seamless handover between them, ensuring she is part of the briefings and all negotiations.
Incoming Governor DanielSelvaratnam delivered final words at the conference on behalf of the TCI delegation.
“She closed off for us, sort of saying that she was committed to this and wanted there to be a seamless transition on national security issues. I think that was very important for the Bahamas
and the Americans to hear,” the Governor noted.
STATEMENT OF INTENT SIGNED
As relayed by the Governor, the text of the document reads: “Since its inception in 1990, OPBAT has enabled thousands of closely coordinated law enforcement and security missions across the Florida Straits, Lucayan Archipelago, and northern Caribbean Sea. The original goal of combatting illegal narcotics forms the bedrock of OPBAT and the OPBAT agreements have supplied a framework for over 30 years of successful, trilateral cooperation.
“All three parties to the agreement bear witness to the evolving threats in the region, and acknowledge the need to dedicate resources to combatting irregular migration, illegal financial
transactions, unlicensed fishing, international criminal operations, and the trafficking of guns, goods, and people. The parties also recognise the need to attend to the looming threats of manufactured opioids, political instability in the region, and displacements brought on by extreme weather events.
“OPBAT offers admirable operational flexibility to all parties involved and is unique to the northern Caribbean. While it cannot be replaced, it can – through mutual agreement and discussion – be enhanced to counter 21stcentury threats.
“We accept the need to leverage our authorities against complex threats, commit to coming together to combat transnational organised crime, and pledge ourselves to our common goal of security and stability in the northern Caribbean.”

Mr Miquel Swann has been appointed to lead the ongoing transition of the TCI Tourist Board into the Destination Management Organisation (DMO).
The appointment which took effect on Thursday, March 16, 2023, was approved by the Cabinet of the Turks and Caicos Islands.
As part of his new role, Swann’s responsibilities will include overseeing the day-today operations of the TCI Tourist Board, the onboarding of the new entity and providing regular updates and reports to Cabinet on the progress of the transition, according to a statement from the

THE TCI Government has engaged the services of a constitutional specialist, Sir Jeffrey Jowell, KC (King’s Counsel) who will travel to the territory later this month for discussions, as it prepares to review the territory’s relationship with the United Kingdom.
The services of the highpowered expert, who worked on the Cayman Islands constitution in 2018 were sought out to help the TCI negotiate with the United Kingdom as the Government moves ahead with its plans to reform the territory’s constitution.
Premier Hon Charles Washington Misick said that as times change, the constitution must be “flexible enough to respond to the needs of the people”.
“To ultimately create a politically independent country, with a self-assured and confident people, we need a modern and active constitution.
“The constitution provides the framework for decision-making, promotes good governance, and secures human rights and responsibilities”.
“We must constantly review our relationship with the UK”, he said during a recent national address.
Misick stressed that while the bipartisan proposal for constitutional reform in the TCI agreed upon by the two main political parties in 2019 is still on the cards, many snags have occurred in the process.
“We have had extensive internal discussions on constitutional changes.
“This process has been
delayed, but we have engaged a constitutional specialist, Sir Jeffrey Jowell, KC.
“He has extensive experience in Overseas Territories Constitutional Law and has advised on the drafting of constitutions around the world.”
Misick explained that Sir Jeffery will arrive in the Turks and Caicos Islands in a short while to meet with the government, the opposition, and other stakeholders.
Sir Jeffery has been involved in constitutional developments for many jurisdictions including the Cayman Islands.
The scope of his work includes judicial review, human rights and planning.
He advises extensively on the drafting of national constitutions, the relationship between the UK and dependent territories, and the design and application of internal regulatory and Ombudsmen schemes.
He has appeared on these matters in the courts of Commonwealth countries as well as the Privy Council and the UK Supreme Court.
PROPOSED CHANGES
A number of important issues affecting the territory’s socioeconomic development are outlined in the constitutional proposal.
According to the Premier, this will include discussions about getting banking to all communities in the TCI in one form or another.
The other big-ticket item that will be raised with the United Kingdom is the management,
demarcation, and settlement of TCI’s Exclusive Economic Zone (EEZ) as the Government looks to diversify the economy through offshore fishing.
Another main proposal is the “return to trial by jury as a fundamental right” with the defendant having the option to elect to trial by judge alone.
Another proposal questioned whether the Attorney General should be a political appointee or run in the elections as an independent, or be jointly
appointed by the premier and the leader of the Opposition.
Other proposals suggest changes to the parliamentary term, with regards to increasing the period from four years to five years.
Proposals were also made about the legislature, as it relates to the revision of qualifications to be elected as a member of the House of Assembly.
The UK’s intervention and decision in 2009 to bypass the elected government, suspending parts of the territory’s constitution
and temporarily giving expanded powers to the UK-appointed governor, came in the aftermath of allegations of widespread corruption.
During direct rule, the UK shepherded through a new constitution in 2011, the territory’s fifth since 1962. Since then, Government officials in the Turks and Caicos Islands have had numerous meetings and consultations over the years to discuss possible changes to the 2011 constitution.

Commenting on this appointment Premier Hon C. Washington Misick said: “As we move toward a more comprehensive framework for destination marketing and management, it is important that we utilise the skillset of our civil servants. Once the transition is complete, the DMO will see the continuation of the marketing and promotion of the Turks and Caicos Islands tourism product.
THE DMO
THE Destination Management Organisation (DMO) is forecasted to drive economic growth by an additional $640m annually, within the next ten years, according to Premier Charles Washington Misick. The Premier announced these projections for the soon-to-be-established DMO during his State of the State address on Monday, February 27, 2023, held in recognition of the Progressive National Party (PNP) government’s second year in office. He revealed that in keeping with the TCI Government’s economic development strategy, a decision was made to restructure and modernise the Tourist Board, the entity responsible for the management and marketing of the tourism sector in the TCI for decades.
What are your thoughts?
Radical changes necessary
If this growth comes from tourism the population will need to grow by more than 20,000 working-age people. Tourism is a low product per head sector so this may be an underestimation. The immigration and labour regulations must change, or forget this now.
Too many questions
The devil is in the details. First, what is the mandate; second, who are the appointees; third, is this a political ploy or a gravy train; fourth, what accountability and checks and balances are there as a matter of law and not just choices?
Some serious points for considerationjust for starters.
Faulty premise
So many questions arise in the wake of this decision to jettison and discard the institution of the Tourist Board and exchange it for a Destination Management Organisation called the “DMO”. Searches for a copy of the Government’s 2021 election manifesto cannot be found and one may hope this PNP Government placed such a daunting exercise in their many promises to the people. Governments usually do not need to promise everything to the public in times like these because people tend to follow Governments without question. Yet this idea needed to have been a major election issue because of its dramatic effect.
Removing the Tourist Board, a concept written in water, is such a bad idea.
Years of Institution building regulatory oversight over the tourism industry have been removed with one swipe of the pen. The Tourist Board is not unknown to scandal as in 1991-95 major irregularities were found and it begs the question of whether this move is an attempt to cover the legacy of that fiasco.
The Tourist Board has served the people of the TCI well and it is a faulty premise that this newly created DMO could ever replace the Tourist Board. With 14 seats, a virtual super majority, a Government can just about do anything but this one is destructive of the Board’s legacy. It would be better if the government used its overwhelming majority to do good rather than this kind of “bad”.
Ill thought out
What a way to celebrate two years in office and little to show for it. This government projects that this step would “drive economic growth by an additional $640m annually, within the next ten years”. What is so different from what the Tourist Board is doing that the projected DMO could do to spur additional growth? What are the projections? Where is the game plan? Or is this just a game? What kind of additional investment is needed to spur growth? The TCI currently presides over exponential growth over the last ten years and growing, in the billions, mainly for the private sector, under the umbrella of the outgoing Tourist Board. Projecting another $640m cannot excite anyone who is thinking.
It begs the question for whom is this growth for? Is it for the private sector
and the Exclusive Community of Grace Bay? Is the Premier simply projecting for a particular class? Despite the massive billion-dollar tourism industry, very little of the wealth is falling on the TCIslander or his Bahamian and Caribbean brother. It is all concentrated in a few hands.
To get people excited, they need a plan to genuinely diversify the tourism sector. Create professions that only TCIslanders should be able to dominate. Create lowinterest finance for TCIslanders as they are systematically shut out of the banks.
The best the $640m projection could do is to ensure high salaries for ministers and secure their pensions after only serving two terms in office. Very little of a tangible nature could come out of this. There aren’t any concrete plans or agenda items to empower the TCIslander, so it is not worth the effort. When they talk about empowerment, they mean themselves.
Out of thin air
A new board and oversight will be created and staff members, who have served the Tourist Board for many years, have already been given termination letters. Imagine an organisation, like the Tourist Board which carries years of institutional memory being removed. Training, seminars, conferences, strategy and marketing prowess all gone. Without this idea being publicly debated in the last election, you would wonder why
this is coming all out of thin air. Is this a genuine exercise to promote TCI tourism or another way for politicians and cronies to “Get sum a dat”. Alas TCI politicians are in business for themselves. They go into office as “mendicants”, penniless, “hat in hand” and leave with huge pensions but also richer than they entered. These are the questions that arise. Will this be a serious venture and will it be another “Get rich scheme for the Ministers of Government, essentially a routine exercise? Minister of Tourism, the widely popular, Hon Josephine Connolly has always stayed away from schemes of this nature and corruption – it is clearly not her idea, so where did this policy change come from? Did it really come out of thin air? This one requires more disclosure by the government, and deeper oversight by the Leader of the Opposition and his Public Accounts Committee. Where is the plan, the business case proposal, of any, and the policy direction?
More funds and resources needed to achieve E-Governance – Premier
A significant investment coupled with in-depth planning and expertise is needed for the TCI government to fully realise its E-Governance initiative.
Although the government is making significant headway in digitalising various sectors to make doing business in the TCI easier and more convenient, more resources and funds are needed to fully modernise service delivery platforms and further propel the territory into the digital age, Premier Hon Charles Washington Misick recently explained.
“My government came to office with e-Governance and digitalisation of customer service processes as one of our main deliverables.
“Over the last two years, we have recognised that this task will take time, more resources and expertise than originally thought”, Misick said during his national State of the State address.
He continued: “We have also realised that there is user resistance to the e-Systems already in place.
“Digitalisation is not only about buying equipment and software but also the training and ongoing supervision of users.
“Achieving a well-run, fully
integrated digitalised government requires in-depth planning, expertise, and significant investment”.
Misick explained that an initial $4m has been allocated from the Development Fund for the formulation of a digitalisation strategy, which will cover a contract management system, a national identification card to replace the various IDs in use.

Hundreds of new solar street lights to illuminate TCI – PPID Minister
In an effort to improve safety and visibility conditions for road users in the Turks and Caicos Islands, the government is looking to install some 750 street lights in a year’s time.
This was recently revealed by the Minister of Physical Planning and Infrastructure Development (PPID) Hon Jamell Robinson during a meeting earlier this month with the media.
He explained that the recently passed supplementary budget which made available just under $5m for road development, also has a component for improving electrification with the installation of hundreds of hurricane-resilient
solar streetlights across the territory.
He said: “Our annual budget from Fortis is about 250 lights, but we are looking to invest around $1m in solar lights, so that should get us about another 500.
“So hopefully over the next year, we’ll be able to put in 750 lights across this country, so we want to light up the place not only with just regular electrical lights from diesel power, but from solar in those areas that we can do that.”
Robinson stressed that street lights and improved roadways will augur well for the territory’s longterm development as it will likely boost several aspects of tourism.
He said: “I think it’ll make a

Since announcing its E-Governance plan in 2021, the Washington Misick-led administration has earmarked over 30 Information Technology (IT) initiatives to help digitalise all Government systems including statutory bodies.
A number of projects have since been completed to date.
In keeping with this, business license applications and searches can be done online and applicants can now get their business license within 48-72 hours.

Government set to demolish unlawful structures on Provo and Grand Turk
The Ministry of Physical Planning and Infrastructure Development (PPID) is gearing up to carry out demolition works on unlawful structures in Providenciales and Grand Turk later this month.
This was recently revealed by the Deputy Director of the Department of Planning within the Ministry of Infrastructure, Housing and Planning Mr Toriano Williams, during a recent media brunch.
Williams explained that the Department has identified two active sites where unlawful structures were erected, one in Grand Turk and one in the Lower Bight.
He said: “The department has carried out the majority of its due diligence as it relates to legislation and it is a process in terms of getting to where you have to get to.
“One of the main steps would be the enforcement notices, having that approved by the Board level and by the Director and also consented by the hon minister.., so we’re looking for the two demolishing exercises to commence in early March.”
He underscored that some of the illegal sites are breeding grounds for criminal activities as well as solid waste disposal including derelict vehicles and other unwanted items.
He said: “In any event that there is an emergency in those locations, most persons that live there are vulnerable to basically no access by emergency personnel.
“So these are the things that we want to appeal to the public about, once you choose locations that did
not receive planning permission, you need to seek our guidance because we’re here to assist, we’re here to ensure that you build in accordance with the building codes given our geographic location being located in a hurricane zone.”
Responding to questions from the Weekly News regarding the number of unlawful structures destroyed to date, Williams said:
“The previous one in Blue Hills was over 200 and that happened last year. The one that we are about to commence in Providenciales is about 24 and the portion of Grand
Millions to be injected into infrastructure projects for Grand Turk
Residents of Grand Turk will see a number of infrastructure upgrades and community improvement projects being rolled out throughout the year.
Grand Turk, will receive a facelift soon as the government prepares to invest as much as $10m into various enhancement projects according to the Minister of Physical Planning and Infrastructure Development Hon Jamell Robinson.
“There will be a lot of things in store for Grand Turk this year.
we have ongoing”, Robinson said during a recent media briefing.
The Planning and Infrastructure Minister stressed that a number of tenders for projects such as the upgrades to ponds and bridges have already gone out for bids, while others have commenced.
He said: “You also have the road works that are with procurements now and that should be finalised within the next week or so.

“The good thing about the one in Grand Turk is that the portion on Crown land that we’re about to look at demolishing is the minister’s idea to come back once that site is clear and provide affordable housing, so it is an opportunity”, he added.
He stressed that the recently approved National Physical Development Plan will better assist the Ministry in tackling these vexing issues throughout the Turks and Caicos Islands.
“As the Premier would have mentioned in his State of the State address, hopefully, the Grand Turk Community Enhancement Sustainability Agency gets up and running because they’ve already earmarked some $4m from that, even though it is $8.7m but once it starts for that budget year there will be at least $4m and between the roads, bridges, and community enhancement that will probably be another $6m, so before the end of the next 12 months we could easily see $10m invested in Grand Turk between the various projects
“We’ve already put out the pond and bridges project that will revitalise two of the bridges in Grand Turk. One we did a temporary fix to open it up, but the first phase will deal with the West Road pond.
“You will not only have the revitalisation of West Road but we are looking to do other areas like Pond Street and other places…so we have to get it started”, he added.
Monies will also be spent on addressing drainage, piping, and water concerns.
Robinson stressed that his Government is committed to the development and beautification of the capital.
DDME commences initial damage assessment training
A series of training activities for the implementation of an Initial Damage Assessment (IDA) programme is currently ongoing throughout the Turks and Caicos Islands (TCI).
The programme is being spearheaded by the Department of Disaster Management and Emergencies (DDME) to allow the Department and the TCI to collect pertinent data after a disaster on the state of the islands.
To this end, a number of residents across the islands are being trained within the communities as assessors, to assist the Department in the process of determining the scope and severity of damages to property and infrastructure, a recent statement from the Department said.
Upon the completion of these exercises, each island within the Turks and Caicos will have trained Initial damage assessment representatives that will liaise with the department to conduct the activity.
The training activity will equip the assessors with the knowledge, skills and capacity to perform a rapid assessment of areas affected to know the extent of the impact.
The sessions include two days of hands-on learning via the use of IDA
Manuals and other tools, and a third day was set aside for a field exercise to implement the knowledge gained and to allow the assessors to become comfortable with the programme’s requirements.
The objectives of the programme allowed the participants to collect field data to determine the severity and magnitude of the event, quantify homes and businesses impacted by the disaster and complete the initial assessment within the allotted time.
This training is in keeping with DDME’s vision of building a disaster-resilient nation in TCI and our mission to develop and maintain a culture of Comprehensive Disaster Management, thereby building TCI’s capacity to respond to adverse events.
To date, training has been conducted on the islands of South Caicos, North and Middle Caicos and sessions are scheduled for Grand Turk, Providenciales and Salt Cay.
On completion of the training, participants will receive a certificate.

• Approved for a Provisional Warrant Resolution to withdraw from the Consolidated Fund, to be advanced to the next sitting of the House of Assembly.

• Approved amendments to the Turks and Caicos Islands (TCI) Education Financial Assistance Policy 2022, including but, not limited to, ensuring the policy is in keeping with TCI labour market needs, to which scholarships may be awarded effective 2024-2025.

setting out proposed organizational structural changes to the TCI Community College.

This is one of the main reasons why I love the US colleges because you are not just learning your area of study, but you are required to enroll in other subjects. I remembered when I was in College, I had to take extracurricular activities and I did music and swimming. I also had to do several English classes. At that time, I did not understand or appreciate the reason but when I began to work, I had a lot of writing and so I was grateful for those classes. I also had to take a Religious Education class. All of this is educating the whole person which makes you a well-rounded person.

should be the foundation of your education. If you do not have that foundation, it can impact your entire life. You see when you are face with issues whether in school or in the workplace, that spiritual foundation will be able to guide and strengthen you through these issues. Therefore, never forget God. Ensure that the Bible is taught in school and at home for your spiritual wellbeing which in turn will also help you with your emotions.
I also think it is critical for health awareness to be a part of our education. Too many people are faced with illnesses and diseases and one of the primary causes of this is our diet. Therefore, if we can ensure that health is a major component of our education, you will learn a lot and you may just end up saving not only your life but others as well.
It is also important to have sports as a main part of the curriculum. In fact, some of these students may end
up one day become professional sportspersons. Furthermore, sports help you to maintain a good health.
Another issue we have in our lives is the lack of financial literacy. Financial literacy should be part of the curriculum. At some point in our lives, we will have to deal with money and it is best to start training from young. If some of us knew what we knew now, many of us would not be in the current financial predicament.
It is also important to learn about preservation of the environment. There are so many issues with global warming due to the misuse of the environment. We need to teach the young and the old about the importance of the environment. It is not too late.
Another thing is the teaching methods must change. Many times, we focused a lot on the theory and some students cannot comprehend the theory. Therefore, experiential

learning is the way to go. Experiential learning is a process of learning whereby students are introduced to the subjects in real life scenarios, and they not only observe the areas of the subjects, but they also gain experience and an understanding by a hands on approach.
Finally, everyone should learn some technical and vocational subjects. Some of us look down on these subjects but they are so important as it prepares you to do things for yourself or even prepares you for a full-time career.
I think we can conclude that Education matters, and it is more than certificate or a degree. It is about equipping yourself with valuable practical information to make important everyday life decisions. With that said, let me say a big thank you to the educators for making a difference in the lives of all of us.
Mandating TCI’s history and culture in its citizenship programme and the hospitality industry
TCI’s long-term vision is to become a regional powerhouse – both in economic and cultural terms and aspires to metamorphose as the centre of innovative tourism-oriented enterprises and education with a highly diverse and productive workforce.
However, there is a slight problem! Tourists are asking a host of questions pertinent to TCI’s history and culture and overtime – I observed – many people, especially those working inside the hospitality industry, are unable to answer.
This has often aggravates tourists, because most of them is oddly disquiet and expressed their feelings. For them, their

The most frequently asked questions pertain to the geography of the islands. Where are the TCI located in relation to other
countries? They are also asking about the districts and land size of Providenciales; in addition to, populations by island, the total number of islands and cays, the highest elevations and how these two groups of islands; “Turks” and “Caicos” islands came to be! Safety, security and law enforcement is another big concern for them and whether, or not, Providenciales is a safe island to visit.
Then, the political questions! They enquire mostly about TCI’s system of government and its 20th, 21st century British rule and what does it means to be a British territory.
Many more are enquiring about the economic situation and whether tourism is the nation’s mainstay or whether there are other exporting
industries.
Weather patterns are also a huge concern for them and; therefore, they are asking about the temperature year round, to include winter nighttime temperatures. And what are the impacts of natural disasters, which threaten the islands and how often do they occur?
Finally, there is a mountain of questions about the culture. Most are inquiring about the national plant, animals and dish, and the nationality of the native people. Additionally, a question or two about the various denominations and dominant religion in the islands always popped up.
Henceforth, the Government is encouraged to address this ordeal inside its citizenship programme – demonstrating how distinct meanings of TCI’s history and cultures and subcultures are encoded in its policy and practices.
In this capacity, the government citizenship and immigration services must exhibit citizenship as a commitment to shared knowledge and values, which compels applicants to foster
competence in particular historic facts deemed important to help ameliorate this problem. Meanwhile, lawmakers should mandate basic knowledge of the English Language as a criterion for non-English speakers; hence, establishing an English Language course should be vital part of the citizenship programme. Likewise, the Labor and Employment Services Department should mandate all persons working within the hospitality industry, in their induction training, to learn some aspects of the culture and history of the TCI to effectively communicate with visitors.
Citizenship is the common thread, which fuses everyone living in the TCI – a people coalesced, not by religion or race, but through shared values and equality.
Therefore, this initiative aims to ensure that the new citizens and all hospitality workers acquire some knowledge about the history and culture of the TCI, which enables them to effectively communicate the facts with tourists, and even finding jobs at comparable standards.
Illegal immigration, still a real threat in TCI
Immigration reform is perhaps the most complex policy to enact, let alone enforce without stepping on individuals’ human rights or on the toes of a certain group of people.
I realise there is an undercurrent of tension right now as it relates to this delicate topic, but it’s important to discuss. This is why in my opinion, no one has the perfect solution or answers, not even major developed countries.
Nevertheless, elected politicians have an obligation and a duty to come up with a comprehensive approach and viable solutions in the best interest of the Turks and Caicos.
The impact of the recent pandemic have created even more of a nightmare for many countries around the world. As a result, many people are suffering and in dire straits of basic needs.
Amid the fears and instability in our neighbouring countries like Haiti, it’s pretty evident. As we can see, without intervention, it is forcing hundreds, if not thousands of illegal migrants to risk their lives to reach our shores.
Years ago, political pundits were taken aback when the former premier stated that she cannot stop the illegal Haitian sloops from coming. Although not politically correct, it has proven to be factual. Despite their tireless efforts, with some progress being made in recent months, which political party has yet to show they can?
For decades our country has dealt with illegal immigration, primarily Haitian and Dominican nationals and there seems to be no real solution or end in sight.
Recently, many other nationalities are seizing opportunities and taking advantage of loopholes in our immigration system and porous borders.
I’m inclined to believe we literally have thousands of undocumented immigrants living in our country under the shadows, be it from undetected illegal boats coming ashore or persons who have overstayed their visas.
The recent voters’ list published by Tci Sun, which showed only 9,034 registered voters out of a population of approximately 45k, could be indicative of the magnitude of our illegal immigration problems.
Currently, there are ongoing discussions of enlarging our franchise through a legal framework with descendants of TCI. Looking at it through this prism, although noteworthy, we

In a small island nation like TCI, unchecked immigration could threaten the very fabric of our society in terms of our culture, the burden on our existing welfare system, etc.
What we need is zero tolerance for illegal immigration. Although we are advocates for human rights, our country has a rule of law that must be adhered to.
In order to properly enforce our current laws and bring about real change, the government will need to have stronger checks and balances in place, in addition to implementing more aggressive deterrent tactics.
Such as a better tracking system for overstayed visas under the “Operation Guardian programme”.
-Imposing hefty fines for hiring illegals or aiding and abetting illegal entry.
-Housing enforcement of makeshift shacks erected on vacant properties, be it government or private.
-Investing heavily in border control and protecting our sovereign waterways.
-Increasing unannounced worksite immigration inspections, etc.
It’s unfortunate, but given the rapid decline of our indigenous population over the years and the construction boom, the country cannot continue to thrive and survive without foreign workers.
The reality is, our country does not have a sufficient local labour force to meet the construction demands and the growing need for workers in the service industry.
The question is, at what point are we willing to accept this reality? I also believe there is a broader appetite by the public for the government to make some necessary amendments to our current immigration policies.
The first option: Whilst developing bilateral security partnerships is great, let’s ramp up the pressure on the British government to station their own coastguard ship in our waters on a semi-permanent basis. This will help to deal with the constant interceptions of illegal vessels and less reliance on the US and Bahamian Coastguards.
With our limited Marine resources, why are we processing hundreds of illegal migrants on our shores? Our system was not designed to house and support such levels of immigration.
The high cost of repatriation is draining our already strapped fiscal budget, which in turn creates other economic shortfalls for the country.
The second option: Consider passing an amnesty bill with a path to citizenship for those without criminal records who can prove they have entered the country prior to ‘XYZ’ date.
For eligibility, such persons would have to provide some form of legal documentation, work

In addition, it will allow those who were once illegal to pay into our NHIB, NIB health and retirement system rather than draining it at our own expense.

As we have seen over the years, even though many of these voyages could be very treacherous, these migrants are undeterred by the odds of dying to get to the TCI.
Therefore, it is futile to just sit back, complain and think it will magically go away. Because, at the end of the day, they are here, living and working among us undetected and have been for years. Something unprecedented must be done. Illegal immigration is a matter that should concern all of us. Whether or not we choose to confront the problem, or just put a Band-Aid on it, it’s definitely something we need to tackle head-on.

Freeing America from the quagmire of inequality
The levels of wealth inequality we are currently witnessing in this country are unprecedented and alarming. The very richest among us have succeeded in grabbing ever more of the proverbial pie, and the trend is only worsening. Wealth inequality is proving disastrous for America. On both collective and individual levels, we are suffering because of the ever-growing concentration of wealth in the hands of a tiny few. What is to be done? As we explain below, raise taxes on the topmost bracket of earners, and begin realising the potential and promise of worker self-management, which has historically proven itself to be the indispensable foundation of genuine equality.
According to the Council on Foreign Relations, “Income and wealth inequality is higher in the United States than almost any other developed country, and it is rising.” In September 2022, the Congressional Budget Office (CBO) released a report entitled Trends in the Distribution of Family Wealth, 1989-2019. The CBO found that the “growth of real wealth over the past three decades was not uniform… In 2019, families in the top 10 percent of the distribution held 72 percent of total wealth, and families in the top 1 percent of the distribution held more than one-third; families in the bottom half of the distribution held only 2 percent of total wealth.” In fact, families in the top 1 percent saw their share of the total wealth increase by at least 7.4 percentage

Since 1989 income gains have been heavily skewed toward the topmost bracket of high earners. This is strikingly evident in the growth of CEO compensation since 1965 when “a typical corporate CEO earned about twenty times that earned by a typical worker; by 2018, the ratio was 278:1.” As the Economic Policy Institute points out, from 1978 to 2018, CEO compensation grew by over 940 percent. Wages for the typical worker on the other hand grew by less than 12 percent. CEOs are getting paid exorbitantly because of their power to set pay, “not because they are increasing productivity or possess specific, high-demand skills,” according to the EPI.
This obscene source of inequality cannot even pretend to have any legitimate economic justification: it represents unchecked greed and self-aggrandizement at the expense of everyone else— especially ordinary workers. We could learn something from Spain’s Mondragon Corporation, undoubtedly the world’s largest and most successful cooperative enterprise. Mondragon employs over 80,000 workers across nearly one hundred businesses, but no
manager or executive within the company can make over six times the pay than any worker. The excessive compensation of CEOs is only one contributing factor to the rise of wealth inequality in the United States, but it is a significant factor and one that “we could safely do away with.”
The intensifying concentration of wealth and unjustifiable level of income inequality is proving disastrous in many ways. Here are just a few of them. First, less equal societies typically have more unstable economies, and this country is no exception. “The United States experienced two major economic crises over the past century—the Great Depression starting in 1929 and the Great Recession starting in 2007. Both were preceded by a sharp increase in income and wealth inequality…” It is also well-known that societies with greater economic equality generally also enjoy longer periods of sustained growth: simply put, “longer growth spells are robustly associated with more equality in the income distribution.”
Second, there is an incontrovertible link between economic inequality and violent crime. The fact is that rates of violence are higher in more unequal societies. Why is inequality associated with an increase in criminal activity? As equalitytrust. org observes, economic inequality “may curtail opportunities for some, giving rise to a sense of hopelessness which incites fear, violence and murder.” Certainly, inequality erodes social solidarity and trust, so much so that societies with “large income differences and low levels of trust may lack the social capacity to create safe communities.”
The erosion of perceived fairness and trust also explains the inverse relationship between economic inequality and happiness: a 2011 study, Income Inequality and Happiness, found that “the negative link between income inequality and the happiness of lower-income respondents was explained not by lower household income, but by perceived unfairness and lack of trust.”
Third, the undeniable fact is that the greater the economic inequality
that exists, the worse it is for general health outcomes. What is sometimes overlooked is that income inequality is bad for health outcomes across economic strata, not just for those in poverty. To be sure, poor health and poverty are closely linked; but epidemiological research shows that high levels of economic inequality “negatively affect the health of even the affluent, mainly because… inequality reduces social cohesion, a dynamic that leads to more stress, fear, and insecurity for everyone.” People live longer in countries with lower levels of inequality, as the World Bank reports. In the United States, for example, “average life expectancy is four years shorter than in some of the most equitable countries.”
The most obvious and readily available method for addressing wealth inequality is through taxation policy, subjecting those in the topmost economic echelon to a “high and rising marginal tax rates on earnings.” In 1944 the top marginal tax rate reached 94 percent, applying to income over $200,000, roughly equivalent to $2.8 million today, adjusted for inflation. With our collective amnesia, Americans often forget that the top tax rate remained above 90 percent through the 1950s and did not dip below 70 percent until 1981. At no point during the decades that saw America’s greatest economic growth did the tax on the wealthy drop below 70 percent. Today it is somewhere around 37 percent.
There is another method, no less important, for addressing inequality, but one that gets little attention because it involves a fundamental reorganization of the relations of production: namely, worker self-management, workplace democracy – or, perhaps most accurately, worker self-directed enterprises, to use the wording of economist Richard Wolff. As Wolff points out, these enterprises “divide all the labors to be performed… determine what is to be produced, how it is to be produced, and where it is to be produced” and, perhaps most crucially, “decide on the use and distribution of the resulting output or revenues.” One essential way to appreciate a worker self-directed enterprise is to contrast it to a typical, hierarchically organized corporation where a small board of directors, selected by a tiny number of shareholders, appropriate and distribute the surplus produced by
employees. (Surplus refers to the difference between the value added by workers and the value paid to workers). In a worker-self-directed enterprise, the surplus-producing workers themselves make the basic decisions about production and distribution.
According to Democracy at Work Institute, worker cooperatives have grown in number by more than 30 percent since 2019. It is estimated that there are some 900-1000 worker cooperatives in the United States, comprising roughly 10,000 workers. What these non-capitalist firms have demonstrated, among other things, is first, that they can succeed and be competitive with respect to traditionally organized firms. And second, worker selfdirected enterprises can serve to alleviate income inequality, as Mondragon Corporation does, for example, by establishing a minimum and maximum income level for all workers that is equitable, and reasonable. At US worker cooperatives, the “2:1 topto-bottom pay ratio… points to the prioritization of reducing internal inequality over other compensation goals.”
Extricating ourselves from the quagmire of inequality will require a progressive taxation policy that includes closing corporate loopholes and tax havens. But taxation is not sufficient: genuine, meaningful equality demands economic democracy. Fortunately, there is ample historical evidence to show that worker self-management can be successfully implemented on a large scale. We also know that “investment funds can be generated by taxation instead of from private savings,” as the philosopher David Schweickart has observed.
Worker self-directed enterprises will not only facilitate economic equality but will also foster a participatory-democratic consciousness within the firm and society at large, and ultimately serve as an antidote to the alienation of labor under capitalism. This is because the members of democratized workplaces are arguably no longer estranged from the act of production: empowered to make decisions regarding the labor process, production is no longer an activity ‘alien’ to the worker. In conclusion, workers’ self-management is an essential component in the struggle against gross inequality, exploitation, and the alienation of labor, a process that truly begins with workers formulating their own rules.
Junior leaders within TCI Regiment benefitting from UK expertise
Junior leadership within the Turks and Caicos Islands Regiment is being boosted with a five-day gruelling battle course conducted by the United Kingdom’s ‘The Rifles’.
Last Friday, March 10, Marine Javier Castillo and Marine Isaiah Gardiner of the TCI Regiment embarked on a journey to the United Kingdom to undergo special training to better their leadership skills and make an
impact on the security of the TCI. Accompanying them is Military Liaison Officer, Lieutenant Zachary Rigby.
The course which trains and assesses the Rifles Junior Leaders, covers all aspects of military skill while assessing leadership under pressure.
Since its inception in 2020, the TCI Regiment has placed a lot of emphasis on its junior leadership, sending several of its ranks for
training at Sandhurst, in the United States and in the Caribbean.
Speaking to the latest overseas training exercise, HE Governor Nigel Dakin stated: “The TCI Regiment’s mission and role - be it disaster relief or border protection - sees it working in teams of four or eight; junior leadership is the thing that makes or breaks this model.”

humanitarian operations, and maritime security operations.
In December 2019 when the formation of the Regiment was announced, Governor Dakin observed that having a TCI military force will see more connectivity with the UK military than the territory has ever enjoyed, in terms of support.
He stated: “You can imagine how valuable such a force will be in terms of reinforcing our maritime defences and, given the support provided post-hurricane by the Bermuda Regiment, we are also discussing giving it basic engineering and communication skills so they can provide a disciplined uniformed force who can support during times of natural or other disaster.”
“I hope it also develops into something TCI can be hugely proud of and give those men and women who want to serve their country, an opportunity to serve,” the Governor said.
Since that time, the Regiment has indeed developed into “something the TCI can be hugely proud of” – its first impressive
action coming during the first-ever training exercises in Providenciales when the cadets intercepted illegals entering the territory.
Additionally, they have assisted with disaster relief efforts, crime prevention and intervention efforts during the 2022 crime spree, and other notable acts.
Reflecting on his time in the UK Military – 40 years ago – when he assumed command of one of three Platoons of soldiers in the Queen’s Regiment in Northern Ireland at the age of 19, Governor Dakin said he can still remember the Corporals’ names who led these Sections: “Sullivan, Walker and Leefman”.
He noted that every Platoon in the Regiment and across the Army was built around the leadership and delivery of these three men and junior leaders like them.
“The Army I joined has changed a great deal over 40 years - for the better in my view - but what has remained constant is the quality of its junior leaders.
“It’s an unparalleled strength in the British Army and I’m grateful the TCI Regiment is benefiting from it.” (DELANA ISLES)
CHHS and ISTCI take top prizes at FortisTCI Science Fair
Several schools emerged champions at the 2023 FortisTCI Science and Technology Fair, with Clement Howell High School (CHHS) and International School of TCI (ISTCI) topping the science project competition in the secondary and primary categories.
The awards ceremony – held on March 9 – followed three days of stiff competition (inclusive of March 9) during the Science and Technology Fair comprised of four different segments: a science debate, poster, project, and quiz competition.
Clement Howell High School won with their project titled ‘Don’t Whine Over Your Brine’, which investigated a method of treating brine from reverse osmosis to provide a better use for the concentrate and reduce the amount of waste discarded into the sea. Second place went to the Raymond Gardiner High School with its Barbie Beach Bricks research project, followed by Holy Family Academy in third place with an OpenCV Speed Radar project.
Seven high schools participated in this category.
Other high school projects consisted of experiments, which used recycled plastic bottles to create greenhouses to hasten the growth of tomato seedlings, explored the effectiveness of solar panels in reducing schools’ carbon footprint, and the potency of bacteria in the root nodules of the Australian pine as a natural fertiliser.
High school teams also
investigated the prospects of a wireless charging road to demonstrate its feasibility in a changing technological era. Another experiment highlighted hydro-living in TCI, focusing on energy sources and an aqua sanctuary for the growth and breeding of fish.
Holy Family Academy also copped the coveted President’s Award from FortisTCI President
and CEO Ruth Forbes as a special recognition for “outstanding creativity, innovative thinking and skillful execution in scientific pursuit.”
International School of TCI won the 2023 Science Project Competition in the primary school segment with an experiment that investigated pollution levels in Providenciales. Securing second place was the Eliza
Simons Primary School with a project on growing scallion using hydroponics, followed by Providence International in third place with a project on economical batteries.
Other research experiments conducted by participating primary schools included the diversity of aloe, the use of soldier bush for fat reduction, how sugar affects memory, and how temperature affects seed growth.
In the National Science Poster Competition – Creative Art category Clement Howell High School won the first-place prize, with Maranatha Academy in second and Elite High School in third place.
The Graphic Art category recorded two entries: Holy Family Academy secured the highest score against Raymond Gardiner High School. Providence International was the only primary school in this category.

Premier promises Chamber of Commerce
Deputy Premier Hon Erwin Jay Saunders welcomed the new board of the TCI Chamber of Commerce and promised the government’s commitment to bolstering opportunities for local businesses and entrepreneurs.
“We will work together so our local businesses can thrive, not just survive,” he promised the Chamber this week during its swearingin of new board members held at The Shore Club on Wednesday (March 15), following last week’s first election of the renamed organisation.
The Chamber was renamed in September 2020, at which time the Providenciales Chamber of Commerce board of directors became the incumbent board of directors for the Turks and Caicos Chamber of Commerce, until its first annual general meeting on March 2.

As the incoming President and board members, your determination to make a difference can be clearly seen, and that is why our government is committed to
working with you.”
He encouraged them all to embrace collaboration and openmindedness.
Noting: “Great solutions often emerge from the synthesis of diverse viewpoints and experiences. By fostering an environment where ideas can be shared freely and every voice is valued, you will create a stronger, more resilient Chamber that can overcome any challenge.”
Hon Saunders, who is also the Minister of Finance, Investment and Trade, further encouraged the Chamber to focus on three areas: economic diversification, sustainable development, and the empowerment of
local entrepreneurs and small businesses, especially micro, small and medium enterprises (MSME).
He said economic diversification is crucial for ensuring the longterm stability and growth of TCI’s economy, and by nurturing new industries and promoting innovation, job opportunities are created, revenue streams are broadened, and the TCI’s resilience in the face of global economic shifts is enhanced.
In terms of sustainable development, the Deputy Premier urged that it must lie at the heart of the territory’s growth strategy.
“Blessed with natural beauty, we have a responsibility to
protect our environment for future generations. Striking a delicate balance between progress and preservation is essential, as our development efforts should prioritise sustainability and environmental stewardship.”
He added: “Lastly, we must continue to empower our local entrepreneurs and small businesses. They are the backbone of our economy, generating jobs, driving innovation, and contributing to the unique character of our islands.”
He urged that by providing resources, support, and guidance, the Chamber can help these businesses thrive and, in turn, bolster the TCI’s economic growth

The Turks and Caicos Islands joins the rest of the world this month, in celebrating the indelible contribution of social workers.
Each year the profession of social work is celebrated in the month of March, and this year the chosen theme is “Social work breaks barriers: respecting diversity through joint social action”.
Minister Hon Otis Morris, with responsibility for the Department of Social Development and Welfare in a recent statement to mark the observance, explained that the month is highlighted to uplift social workers in the TCI and celebrate their constant contributions to society.

Morris reminded that these professionals use psychology and sociology to solve social issues and improve individual lives which is no easy feat.
This year, the Department of Social Development and Welfare will host a number of activities to not only celebrate social workers but to highlight some of the work they do across the islands.
To this end, social workers on respective islands will attend church services, lunches and educational sessions.

TCI health officials urged to register for PAHO’s Climate Resilient Health training
Frontline public health officials in the Turks and Caicos Islands are being urged to register for the Pan American Health Organizations’ Climate Resilient Health Systems virtual training course.
Health systems, including hospitals, are at the forefront of climate change, bearing the costs of increasing disease burdens and more frequent extreme weather events while simultaneously inadvertently contributing to negative environmental and climate-related impacts.
As such, the goal of this course is to equip federal, regional and local health systems planners, hospital administrators, long-term care/ community care professionals, emergency planners, sustainability officers, public health officials, health practitioners, and others with the knowledge and tools needed to better prepare for climate change, according to the PAHO’s website.
This includes how to apply best practices to assess health system vulnerabilities and adaptation options, measure and monitor the climate resilience and environmental sustainability of health systems, and undertake health system greening, all while integrating health equity and undertaking broad stakeholder engagement.
To this end, the TCI government
is encouraging health officials across the territory including health systems planners, hospital administrators, health facility board members, long-term care/ community care professionals, business continuity officers, emergency planners, sustainability officers, public health officials, health practitioners, and paramedics to register for the training course which will run from April 4 – May 2, 2023.
“As the TCIG aims to strengthen our health system, reducing our vulnerability and implementing green and equitable strategies, all individuals are encouraged to apply to the Pan American Climate Resilient Health Systems Course with Free Certification.
“The programme’s core focus will provide the technical knowledge and capacity to assess human health risk, identifying vulnerability and promoting sustainability and climate resiliency”, a statement from the government said.
The course will consist of biweekly (Tuesday and Thursday) live virtual 90-minute sessions, offered in English, Spanish and French through live interpretation. Each session will consist of 40 minutes of “theory/foundation” followed by 1-2 case studies, presenting health authority actions across the Americas.

There will be a live question and answer which will be monitored by the programme team and questions will be consolidated and addressed to expert lecturers.
Resources such as frameworks and suggested readings will be provided to all course participants following each session.

BVI: House of Assembly dissolved, election imminent
As anticipation continues to build ahead of the upcoming general elections, Premier Dr Natalio Wheatley has denied being the main reason for the absence of an announced polling date.
According to the Premier, an announcement on the election date should be expected within the coming days.
“By no means should persons think that I’m arbitrarily just, you know, holding up making an announcement,” Premier Wheatley told the Talking Points radio show on Monday, March 13. “But we are going to have it sorted, maybe either tomorrow or the day after.”
Premier Wheatley said he previously planned to announce election day when the House of Assembly dissolved last Friday, but explained that a discussion with the Elections Office showed that there are ‘one or two things’ to be worked out ahead of that announcement.
Meanwhile, Premier Wheatley registered his support for fixeddate elections, noting that the issue has been a topic of discussion for officials recently.
“Persons should know, that I actually support having fixed elections dates,” the Premier said. “It was one of the recommendations by an ad hoc committee set up to basically make recommendations
for election reform, as well as the Commonwealth Parliamentary Association members who were here as election observers.”
According to Section 86 of the Virgin Islands Constitution Order 2007, “A general election shall be held at such a time within two months, but not earlier than 21 days after every dissolution of the House of Assembly as the Governor shall appoint by proclamation published in the Gazette.”

FORMER Cabinet Minister Lanisha Rolle has been charged in court today after allegations that she fraudulently awarded contracts in excess of $750,000.
The former Minister of Youth, Sports and Culture has been granted bail of $150,000 on one count of bribery and 14 counts of conspiracy to commit fraud by false pretenses. The charges relate to her time as minister from 2019 to 2021.
Rolle is accused alongside Alfred Mortimer, Godfrey Burrows, Wilfred Rolle Jr, and her husband, Vontenken Rolle. They appeared before Senior Magistrate Carolyn Vogt Evans. None were required to enter a plea, and were informed that the case would proceed to the Supreme Court by way of a voluntary bill of indictment (VBI). The service of that VBI is set for May 31. More resources needed to fight gangs – UN envoy
The UN’s special envoy to Haiti warned Wednesday that the ongoing training and resources the international community is providing to Haiti’s national police force is not enough to fight increasingly violent gangs.
Helen La Lime, head of the U.N.’s Integrated Office in Haiti, unexpectedly joined an Organization of American States meeting in Washington, D.C., saying it’s time to look at new partnerships as she called once again for the deployment of a specialized foreign force.
“We’re not getting the job done,” she said. “We need to get down to the business of building this country back.”
Powerful gangs have been infiltrating once peaceful communities in the Haitian capital and beyond, with experts estimating that they now control about 60% of Port-au-Prince. They have pillaged neighbourhoods, raped adults and children and kidnapped hundreds of victims ranging from U.S. missionaries

Prime Minister Justin Trudeau told reporters the sanctions have targeted “elite families in Haiti who are so responsible not just for funding gangs, but for destabilizing the political world and their economy in Haiti at the terrible cost for the Haitian people.”
He said Canada also continues to help Haiti’s national police force and other institutions, noting that previous outside intervention hasn’t worked to create long-term stability for Haiti.
“What is clear is there needs to be a fresh approach to Haiti that actually puts the Haitian people themselves in the driver seat on building strong opportunities and strong democracy for them,” Trudeau said.
But top Haitian officials disagree.
“Haiti does not have the means to resolve this crisis alone,” Généus said during the OAS meeting.
Haiti’s National Police has only 9,000 active duty officers in a country of more than 11 million people, and officials say
the department remains under resourced and understaffed despite international help.
“It’s not enough to have weapons. It’s not enough to strengthen the National Police and Army,” said Léon Charles, Haiti’s permanent representative to the OAS and the country’s former police chief.
At least 78 police officers have been killed by gangs, which have seized control of police departments in some areas and burned others, according to human rights activists.
The spike in violence also has left tens of thousands of Haitians homeless and prompted a mass migration to the U.S. and other islands in the Caribbean, with an increasing number of voyages aboard rickety boats turning fatal. Meanwhile, officials in nations including the Dominican Republic, the Bahamas and the Turks and Caicos Islands have cracked down on migrants and complained about the strain that they have placed on government services.

Bahamas could gain $140m from 15% minimum taxation
The Bahamas could earn $140m in revenue from the global tax crackdown on major multinationals, a Cabinet minister disclosed yesterday, while suggesting the initiative is the first step towards “one tax rate for all”.
Michael Halkitis, minister of economic affairs, told a panel discussion at the annual RF Economic Outlook conference that the G-7/OECD-led push to levy a minimum 15 percent corporate income tax worldwide by 2024 was merely “a crack in the door” that is intended to ultimately lead to the harmonisation of tax systems and rates.
“The reality we face, beginning in 2024, is that multinational enterprises with revenue of 750m euros or higher will be subject to a minimum tax rate of 15 percent or higher in jurisdictions in which they operate,” he said, explaining that the initiative was designed to prevent “a race to the bottom” on global tax rates while also halting tax avoidance and evasion by corporate conglomerates.
The Bahamas, despite having no history of income or corporate taxes, is among 138 nations that in July 2021 signed on to the
Organisation for Economic CoOperation and Development (OECD) inclusive framework that underpins the minimum tax drive and commits signatories to implementing it.
“The potential uptick for The Bahamas could be $140m annually,” Mr Halkitis said of the impact from levying a 15 percent corporate tax on Bahamas-based subsidiaries of major multinational groups. “That could change as more analysis is undertaken.
“As we consider any changes we make, we remain satisfied
that the 2024 deadline is not hard and fast, and as a country without corporate income tax there is a need to implement a legislative and administrative framework” to implement the 15 percent minimum rate.
The minister pledged that, despite the corporate income tax reform, the Government will seek to ensure that The Bahamas maintains its economic competitiveness through a tax system that stimulates both Bahamian and foreign direct investment (FDI).
But, warning that the 15 percent
minimum tax likely represents only the start, not the end, of the OECD’ latest tax-related moves, Mr Halkitis said the 750m euro threshold will likely be progressively lowered to capture more and more companies in the net with the Paris-based forum’s final destination likely a one-size-fits all global system where taxes and rates are the same across all countries.
“I think we should recognise that this is not the final salvo so to speak,” the minister added. “In my view this is a crack to open the door..... This is not the last, I believe, we will hear from the OECD on global tax. I believe their objective is to have one international tax rate.”
He repeated this assessment later on, adding: “My personal opinion, I think the objective is to have one international tax rate for everybody. I think this is a crack in the door. I don’t see it ending here. I see eventually a lowering of the threshold to try and have everybody have one tax rate.’
The 750m euro turnover threshold means that, at present, only Bahamas-based entities that are part of multinational groups with revenue above this level
Trinidad PM weighs Mexico request to join US anti-gun lawsuit
MEXICO has asked CARICOM to join its legal fight to hold US gun manufacturers and distributors responsible for the crime mayhem their weapons of destruction have been used to unleash in some countries – and T&T is actively considering the request.
Prime Minister Dr Keith Rowley indicated this on Thursday night at the People’s National Movement’s public meeting at Barataria Community Centre. It was the PNM’s first public meeting for 2023.
On Mexico’s request, Rowley said, “T&T is actively considering that to test the legality of those who make those weapons of war that are destroying our societies – we have to join that fight.”
Rowley said he suspects the proposed legal battle, which will be undertaken in the US courts, is
will be subject to the 15 percent minimum corporate tax. However, if this is lowered, more and more companies across all sectors face being caught in the net.
Ryan Pinder KC, the attorney general, warned in a recent address: “A corporate income tax is clearly a novel approach in The Bahamas and will have significant regulatory reform for the country in tax administration, affecting almost every area of the crossborder economy.”
And the Ministry of Finance, in a paper on the issue released last year, said: “The imposition of a corporate income tax would necessitate a significant reform of Business Licence fees, very likely including the elimination of the turnover-based annual fee for the vast majority of Bahamian businesses. As such, the net annual revenue gain from a new corporate income tax would most certainly be significantly reduced.”
The Government is due to shortly launch a wide-ranging public consultation that, while addressing the 15 percent minimum tax issue, will also look at the options for a broader and more comprehensive overhaul of The Bahamas’ taxation system. Several observers have argued that moving to incomebased taxes, and away from the current regressive consumptionbased structure, will introduce greater equity and fairness as taxes are linked to ability to pay.

The taxation we have on the corporate sector is the Business Licence fee,” Mr Halkitis said. “There is no taking into consideration expenses etc. The recurring excuse used over the course of our history is we did not have the expertise or administrative capacity to do audits and verification.”
He added that implementing any income tax-based system, such as the 15 percent minimum corporate version, “won’t be easy” for The Bahamas to accomplish and will “require tremendous investment in capacity building and training of individuals” in taxation.
Kevin Moree, attorney and partner at McKinney, Bancroft & Hughes, told the panel discussion that implementation of the 15 percent minimum corporate tax at the current turnover threshold was unlikely to have a negative impact on the Bahamian financial services industry.

San Francisco reparations plan proposes $5m for black residents
San Francisco could become the first major US city to fund reparations, under a plan that would award $5m (£4m) to each eligible black resident.
A city-appointed panel also suggests guaranteed annual incomes of $97,000 for qualifying recipients and homes in San Francisco for $1 a family.
The city’s Board of Supervisors has begun considering the recommendations.
Supporters say it would be just compensation to black Americans for the legacy of slavery and racism.
Opponents say the price tag is too high.
The San Francisco board enthusiastically welcomed the proposals at Tuesday’s first hearing, according to the Associated Press news agency.
The committee’s draft proposal, first released in December, outlines more than 100 suggestions.
It is widely viewed as the most
detailed policy effort yet in the US on the controversial issue of reparations.
Supporters of the plan say it is needed to redress the legacy of US slavery and racist policies, which they argue have disproportionately harmed black Americans in terms of poverty, poor health, incarceration and economic status.
According to the San Francisco Chronicle, the reparations committee chairman Eric McDonnell said: “When you consider all of the ways in which the systems and practices have been managed to exclude and steal, if you will, the opportunities for financial mobility - families are hurting and have been for decades, if not longer.
“Financial repair is time sensitive. That is not one that can or should wait.”
But critics - who include political liberals in the city - have labelled it a financial and political

Since then Boston City Council has also approved a reparations task force.
In 2021, Evanston, Illinois, a suburb of Chicago, approved
reparations for some residents, including money for home repairs, down payments and interest or late penalties due on property. One of the difficulties being discussed in San Francisco is how to determine who qualifies.
About 50,000 black people live in San Francisco, but it’s not clear how many would be eligible. Qualifying criteria under the plan include that a person would need to be at least 18 years old and have identified as black or African American in public documents for at least a decade. (BBC)
Jeremy Hunt: More immigration not a Brexit betrayal
JEREMY Hunt has denied that the decision to give some overseas construction workers easier access to UK jobs was a “betrayal of Brexit”.
The chancellor’s budget relaxed immigration rules to help construction employers fill certain vacant roles.
Net migration to the UK - a prominent political issue ahead of the 2016 EU referendum - rose to a record high of about 500,000 in 2022.
But Mr Hunt said “people who voted for Brexit didn’t vote for no immigration”.
He told the BBC they voted “for control of migration” and argued the back-to-work policies announced in his budget on Wednesday were “an important part of delivering our Brexit promise”.
He said he had accepted the recommendations of the Migration Advisory Committee (MAC), which advises the government on how many foreign workers should be granted visas.
The committee recommended that five jobs - including bricklayers,

roofers and plasterers - should be added to the government’s shortage occupation list, which helps employers fill certain roles.
People in professions on the shortage occupation list are able to apply for a skilled worker visa and take up jobs in the UK.
A review of worker shortages in hospitality and construction revealed that vacancies have risen sharply in both industries, relative to pre-pandemic levels.
In a BBC interview, Mr Hunt was asked if the change on construction workers was “a betrayal of Brexit” for British people who voted to leave the EU “on the grounds that the jobs would go to them and their children”.
“No,” he replied.
“What those people who voted for Brexit want is an economy, an economic model, that does not depend on unlimited, lowskilled migration,” Mr Hunt, who
campaigned to remain in the EU, said.
“What those people want is to know the government has a plan to remove the barriers to stop people working in the UK, to make sure we invest in our skills. That was the plan that I announced yesterday.”
The Labour Party has accepted the need for skilled foreign workers, but has promised a plan to train British workers to fill job vacancies.
Shadow Chancellor Rachel Reeves told the BBC that bringing in migrant workers would not be Labour’s priority to address skills shortages.
“We would rather there was more support given to train up people who are already in Britain,” she said, adding that one way Labour would do this would be by reforming the apprenticeship levy to help young people get into jobs.
‘SURPRISE’ MIGRATION LEVELS
The freedom of EU citizens to live and work in the UK - and British citizens to do likewise in any EU
country - without needing a visa ended in 2021 following the Brexit vote.
Labour leader Sir Keir Starmer has ruled out restoring freedom of movement and says the UK must wean itself off “immigration dependency”.
However, the CBI - the UK’s biggest business group - says immigration is needed to solve worker shortages and boost economic growth.
Some Brexit supporters say leaving the EU has given the UK more control over migration policy. A post-Brexit points-based immigration system - which covers EU and non-EU migrants - was launched by the government at the end of 2020.
The Office for National Statistics (ONS) reported that net migration - the difference between people arriving and leaving - stood at just over 500,000 in the year ending June 2022.

US drone downing: Russia will try to retrieve remnants of drone
RUSSIA said on Wednesday that it would try to retrieve the remnants of a US drone that crashed into the Black Sea.
The large MQ-9 Reaper drone plunged into the water on Tuesday.
The US said it brought down the damaged drone after it became “unflyable” when a Russian jet clipped its propeller - but Moscow has denied these claims.
Speaking on state television, Russian security council secretary Nikolai Patrushev confirmed Moscow was attempting to find the aircraft.
“I don’t know whether we’ll be able to retrieve it or not but it has to be done,” Mr Patrushev said.
He also said that the drone’s presence in the Black Sea was “confirmation” that the US was directly involved in the war.
Senior Washington official John Kirby said the US was also searching for the aircraft, but stressed that if Russia beat them to it, “their ability to exploit useful intelligence will be highly minimised”.
That message was reiterated by General Mark Milley, America’s top
military general, who said the US has taken “mitigating measures” to ensure there was nothing of value on the downed drone.
He said it would be challenging to retrieve the drone, noting the water where it crashed was anywhere between 4,000ft to 5,000ft (1,200m to 1,500m) deep.

UK: People face biggest fall in spending power for 70 years
PEOPLE face their biggest fall in spending power for 70 years as the surging cost of living eats into wages.
The government’s independent forecaster said that household incomes - once rising prices were taken into account - would drop by 6% this year and next.
Living standards won’t recover to pre-pandemic levels until 2027, it warned.
It came as Chancellor Jeremy Hunt said the economy would shrink this year but avoid recession.
Energy and food bills have shot up due to the war in Ukraine and pandemic, and are squeezing household budgets.
Inflation - the rate at which prices are rising - is currently in double digits.
It is set to more than halve to 2.9% by the end of this year, according to the Office for Budget Responsibility (OBR). But for now, the figure remains very high, and well ahead of average wages.
The drop in real household disposable income would represent
“the largest two-year fall in living standards since records began in the 1950s,” Richard Hughes, chairman of the OBR, said.
“We think households are going to dip into some of their savings to help manage the squeeze on living standards and that supports growth in the near term,” he added.
The OBR looks at the government’s tax and spending plans in the Budget and then predicts how the country will perform over the next five years.
Previously it had expected the UK to fall into recession at the end of last year and continue to shrink all of this year.
A recession is usually defined as when an economy gets smaller for two three-month periods - or quarters - in a row.
The last time the UK’s economy went into recession was in 2020, at the height of the coronavirus pandemic.

That’s a huge challenge for the business, he told the BBC.
“I would love to consider growth and we all aspire to growth,” he said.
“However, the challenges right now are for us to cope with high energy costs, lack of resources, and labour shortages. Every penny we’ve got is going into manufacturing, not investing.”
The biggest issue Robinson Brothers is grappling with currently is high energy prices, and
Mr Hanrahan was disappointed not to hear anything in the Budget to address that.
“All very well talking about growth in two or three years time. It’s the here and now that we want, and that wasn’t available from the Budget today.”

LOCATION
The Director may be based at the Commission’s Office in Grand Turk or Providenciales. Wherever based the Director will have to visit the other office with regularity.

Deputy Governor promises teachers improved pay, better conditions
Teaching is one of the most honourable and noble professions, helping students gain knowledge about various subjects and recognising their strengths and weaknesses to achieve excellence and become better human beings.
On March 10, the Turks and Caicos Islands celebrated its Teacher’s Day, by recognising their selfless service to the youth of the territory.
Acknowledgements were delivered by the head of the Public Service and Deputy Governor, HE Anya Williams.
“We recognise, commend, and applaud you for your service and promise our commitment to continue to work to improve the infrastructure, pay, and benefits, not only for teachers but also the wider public service.”
The TCI’s public service has over 400 teachers, who the Deputy Governor said give selflessly of themselves every day to educate, mould and inspire the future generations of the Islands.
“In the words of Nelson Mandela, who stated that ‘education is the most powerful weapon that you can use to change the world’, continue to use your knowledge, skills and will to not only change lives but to change the entire world,” Williams encouraged.
Minister of Education, Hon Rachel Taylor also shared a
message of acknowledgement for all teachers in TCI.

Gunn to direct new Superman movie, announces special release date
James Gunn announced Wednesday that he will write and direct the new Superman movie slated for a theatrical release on July 11, 2025.
The new project, “Superman: Legacy,” is the first instalment in a planned cross-platform rollout of superhero content from DC Studios and HBO Max. This “Phase 1” is being called “Gods and Monsters” by the studio, reports Variety.
The cast has yet to be set, but the studio did release a first synopsis of what to expect in the film.
A Wednesday press release from Warner Bros. Pictures said it will feature “the story of Superman’s journey to reconcile his Kryptonian heritage with his human upbringing as Clark Kent of Smallville, Kansas. Weinstein won’t face LA retrial on rape, assault charges
HARVEY Weinstein will not be retried in Los Angeles for the rape and sexual assault charges jurors failed to reach a verdict on last December, prosecutors said Tuesday.
Los Angeles Superior Court Judge Lisa Lench has dismissed those charges, which stemmed from claims by two of the four accusers included in the trial.
Weinstein was sentenced last month to 16 years in prison after jurors found him guilty on a rape charge and two counts of sexual assault involving an Italian model who claimed the disgraced exfilmmaker attacked her in 2013. Those were the only charges Weinstein was convicted of in the L.A. trial.

Jaggard also released a statement about the dismissed charges.
“Although I was willing to undergo cross examination at trial, due to circumstances that were beyond my control, I was not able to appear for trial,” Jaggard said. “As a result, those charges were dismissed.”

Brendan Fraser caps comeback with best actor Oscar win for The Whale
Brendan Fraser has scooped an Oscar for his first lead role in a major film for 12 years, in The Whale.
His best actor victory caps a comeback for one of Hollywood’s former leading men who has admitted he was left “in the wilderness” for a decade.
The intense drama of The Whale allowed the Mummy and George of the Jungle star to show a new side to his talents.
Fraser plays a reclusive and morbidly obese English professor who wants to reconnect with his estranged daughter.
Struggling to catch his breath in an emotional acceptance speech, he explained that when he rose to fame, he had not fully realised his career trajectory would not necessarily continue.
“I started in this business 30 years ago, and things - they didn’t come easily to me, but there was a facility that I didn’t appreciate at the time. Until it stopped,” he said.
The Whale is a reference to Moby Dick, and in one of several nautical references, Fraser said he
felt like he had “been on a diving expedition on the bottom of the ocean, and the air on the line to the surface is on a launch being watched over by some people in my life”.
They included his sons and manager. He also thanked director Darren Aronofsky for “throwing me a creative lifeline and hauling me aboard the good ship The
Whale”.
“Thank you again, each one and all. I’m so grateful to you,” he added.
Fraser emerged as a major screen star playing George of the Jungle in 1997, then as heartthrob Rick O’Connell in the hit Mummy action trilogy from 1999-2008.
He took on further dramatic roles in Gods and Monsters, The
Quiet American and Crash, as well as fantasy roles in Bedazzled and Journey to the Center of the Earth.
But his film work slowed from the late 2000s, amid years of injuries sustained while performing stunts, which resulted in operations on his spine, knee and vocal cords.
And following the breakdown of his marriage, there was a child support payment legal battle, while he also made a sexual assault allegation against a leading Hollywood figure.
In 2018, he said Philip Berk, head of Golden Globes organising body the Hollywood Foreign Press Association (HFPA), had groped his bottom in 2003. The HFPA found that Mr Berk “inappropriately touched” Fraser, but that it “was intended to be taken as a joke and not as a sexual advance”.
Fraser has said the incident “made me retreat” and “feel reclusive”.
When the major roles dried up, he found it tough. “Your sense of value comes from the work that you’re doing or if you’re able even
to be asked or invited to come and do it,” explained Fraser.
“I realised I needed to take care of some physical things and chips and hips and joints and all of that medical curio that I’d earned along my journey in making those films early on, and I’m [now] ready to start again.”
Since The Whale’s world premiere in September, the star’s performance was talked about as one of the most powerful of the year, and perhaps the best of his career.
In its review, the Telegraph awarded five stars, calling the film “a thing of beauty and power”. BBC Culture declared that the “captivating” Fraser “deserves an Oscar”.
The Guardian was less impressed, however, giving two stars for Fraser’s “disappointing return to movies”, describing it as “a hectoring invitation to blubber”.
In January, the returning USCanadian actor, 54, told BBC News he hoped the feature would help to “end the bias against those who live with obesity”.
Ryan Reynolds’ wireless company to be sold in $1.35 billion T-Mobile deal
MAJOR money is on the way for Ryan Reynolds.
The actor’s Mint Mobile company is being acquired by T-Mobile as part of a larger deal worth up to $1.35 billion, executives announced Wednesday.
T-Mobile said it would pay 39% cash and 61% stock to buy Ka’ena Corp., which Mint Mobile is a subsidiary of.
Reynolds, who frequently appears in Mint ads, holds a 25% stake in the affordable wireless company, according to Bloomberg.
“Mint Mobile is the best deal in wireless and today’s news only enhances our ability to deliver for our customers,” Reynolds said in a statement Wednesday.

Moments after winning the Oscar for best actress, Michelle Yeoh hopped on a video call with her mother, who was back home in Malaysia, watching the ceremony with a crowd of supporters.
“Malaysia boleh!” Janet Yeoh said, blowing kisses to her daughter.
“Boleh” - which means nothing is impossible - certainly captured the mood not just in Los Angeles but also on the other side of the world.
“For all the little boys and girls who look like me,” Yeoh said.
“This is a beacon of hope and possibilities,” she continued, holding up the trophy as the first Asian woman and only the second woman of colour to be honoured as best actress in the award’s 95-year history.

At the watch party in Kuala Lumpur, Janet Yeoh was promptly drowned in news camera lights as soon as her daughter was proclaimed the winner. Supporters dressed in gowns and tuxedoes raised their hands in the air and shouted for joy. And billboards on display on the highways of
Kuala Lumpur, Malaysia’s capital, proclaimed her as the pride of the country.
The same jubilation was palpable on social media, where feeds were bursting with tweets, posts and comments of people celebrating what was was a historic night at the Oscars. Twitter in Asia had some some 350,000 congratulatory posts while Weibo, China’s version of Twitter, said a hashtag lauding her win was viewed about 360 million times.
On Weibo she was hailed for representing Asian women “beautifully on the most prestigious stage for film in the US”; on Instagram, her win was welcomed as a victory for all Asians; and there was plenty more praise on Twitter.
Malaysian-British heartthrob Henry Golding, who played Yeoh’s son in the hit comedy Crazy Rich Asians, posted on Instagram: “WOW... Just, wow”. Everything Everywhere All at Once dominates the 2023 Oscars
Man said that in fact “the Academy Awards won a Michelle Yeoh” and not the other way around.
Malaysia’s prime minister Anwar Ibrahim tweeted his congratulations, saying the country took “enormous pride in her achievement”. Hong Kong’s culture secretary Kevin Yeung put out a statement calling Yeoh’s win “well-deserved”.
Yeoh burst into Hollywood in the 1997 James Bond film Tomorrow Never Dies, playing a Chinese femme fatale opposite Pierce Brosnan’s 007. By then she was already a celebrity in Asia, having made her debut in Hong Kong.
But it would be another 26 years before she would be in the running for an Oscar.
“This is proof that dreamsdream big, and dreams do come true,” a tearful Yeoh said in her acceptance speech on Sunday night. Then, acknowledging her mother, she said: “I have to dedicate this to my mum, all the mums in the world because they are really
the superheroes and without them none of us would be here tonight.”
Mrs Yeoh told Malaysian publication The Star that her daughter won because she is hardworking.
It was fitting that Yeoh received her trophy from Halle Berry, who in 2002 had been the first woman of colour to win best actress. Twenty one years on, Yeoh is just the second woman of colour to receive that honour.
Yeoh’s award was one of seven picked up by Everything Everywhere All at Once, which swept the evening. The film also won best picture, director, best supporting actor for Ke Huy Quan and best supporting actress for Jamie Lee Curtis.
Like Ms Yeoh, Mr Quan’s journey to an Oscar gold took decades. He started as a child actor in the early 1980s and one of his most memorable roles was Short Round, Harrison Ford’s sidekick in 1984’s Indiana Jones and the Temple of Doom.
“My journey started on a boat,”
said Mr Quan, who played Ms Yeoh’s husband in Everything Everywhere All at Once. “I spent a year in a refugee camp and somehow I ended up here on Hollywood’s biggest stage. They say stories like this only happen in the movies. I cannot believe it’s happening to me. This, this, is the American Dream.”
But Yeoh stole the night - her win in what some have described as one of the “whitest” Oscar categories stood out for a few reasons.
For one, she is not AsianAmerican but rather someone who started off on shores well beyond the US. And she acknowledged this when she thanked her colleagues in Hong Kong, for “letting me stand on your shoulders giving me a leg up so I could be here today”.
And second is her age: it’s not often that a 60-year-old woman makes Hollywood history for playing a superhero. Closing her acceptance speech, Yeoh took on the ageism in Hollywood that is biased against women.

Thomas criticises plans to restrict how far golf balls fly at future elite tournaments
US PGA champion Justin Thomas has heavily criticised plans by the R&A and United States Golf Association to restrict how far golf balls fly at future elite tournaments.
Former US Open champion Bryson DeChambeau and the manufacturers of Titleist golf balls have also been critical.
The rule-makers want top professional and elite amateur golf to be played using a “tournament ball” that would not fly as far as those currently in use across the game.
“You’re trying to create a solution for a problem that doesn’t exist,” said Thomas. “To me, it’s just so bad for the game of golf.”
Recreational amateur golf would not be covered by the “Model Local Rule” that the R&A and USGA are recommending for elite golf use. Both organisations say they plan to implement the move at their majors - the Open and US Open in 2026.
“The great thing to me is the fact that you can play the exact same golf ball that I play,” Thomas

“For an every day amateur golfer, it’s very unique that we are able to play the exact same equipment.”
The new rule means a ball struck by a driver swung at 127 mph in laboratory conditions should not be capable of flying further than 320 yards. With tour clubhead speeds averaging around 114 mph, this would lead to a substantial reduction in driving distances at top events.
“If you can swing 127 miles an hour, like, power to you,” Thomas said.
“I mean, people are running faster, so, what, are they just going to make the length of a mile longer so that the fastest mile time doesn’t change, or are they going to put the NBA hoop at 13 feet because people can jump higher now?
“Like, no. It’s evolution. We’re athletes now. Like, we’re training to hit the ball further and faster and if you can do it, so good for you. So yeah, as you can tell, I’m clearly against it.”
DeChambeau, who is among the longest hitters in the game, told the LIV Golf website: “I think it is the most atrocious thing you could do to the game of golf.
“It’s not about rolling golf balls back; it’s about making golf courses more difficult.”
DeChambeau won his only major title at the 2020 US Open at Winged Foot, where narrow fairways and thick rough were expected to create one of the most difficult course set ups in major history.
But Brandon Matthews, who has the PGA Tour’s fastest average swing speed (126.6mph) told the Golf Channel he welcomes the proposals.
“I’m really looking forward to seeing shot shapes again like you used to see,” said Matthews.
“Like a rising ball flight. You don’t see that anymore because of the ball technology. So, you’re going to see a little more of that come back, which is really cool.
“I don’t know how far they’re going to go with this, but it’s going to be a really exciting change and I think it’s going to make the game a little bit better.”
Meanwhile, the boss of Acushnet, who manufacture Titleist balls that are most popular on tour, attacked the “bifurcation” of splitting rules between the elite and recreational forms of the game.
“Golf is an aspirational sport and we believe at its very best when equipment and playing regulations are unified,” said David Maher, the company’s president and chief executive.
“During the past two decades, PGA Tour average playing length has increased by less than 100 yards and scoring average has remained virtually flat.”
The R&A and USGA believe the game has “crossed a rubicon” and that it would be irresponsible not to restrict driving distances going forward.

However, Rodgers said “decision day” has yet to arrive.
“I think since Friday, I made it clear that my intention was to play and my intention was to play for the New York Jets,” he added.

Zlatan Ibrahimovic has been called up to the Sweden squad at the age of 41 for their European Championship qualifiers, a year after his last cap.
Sweden will face Belgium and Azerbaijan later this month.
The AC Milan forward has been sidelined for much of the season because of a knee injury.
He quit international football after Euro 2016 but returned in 2021 for their unsuccessful World Cup qualifying campaign.

Mediterranean diet may lower heart disease risk in women by nearly 25%, study finds
CLOSELY following a Mediterranean diet may cut a woman’s risk of heart disease and death by nearly 25%, according to a new analysis of 16 studies.
“This study adds to what is already known about the cardiovascular benefits of a Mediterranean diet but further reiterates that it can be equally as beneficial in women as it is known to be in men,” said lead author Sarah Zaman, associate professor at the Westmead Applied Research Centre at the University of Sydney, in an email.
Heart disease is the number one killer of women and men worldwide, according to the World Health Organization. Coronary artery disease kills more than twice as many women as breast cancer in the United Kingdom, while in 2020, one in five deaths among women in the United States was because of heart disease.
Yet few studies on the heart have looked specifically at women, Zaman said.
“It’s long been known that eating a Mediterranean-style is good for your heart, but it’s encouraging to see this research suggest that when we look at women separately from men, the benefits remain,” said Victoria Taylor, a senior dietitian at the British Heart Foundation, in a statement. She was not involved in the study.
BEHIND THE MEDITERRANEAN DIET ANALYSIS
The analysis, published Wednesday in the journal Heart, combined studies on the Mediterranean diet, separating out details about women from men. Women were given points for a higher intake of beneficial foods such as vegetables and fruits, whole grains, legumes, nuts and seafood, and lower intake of red and processed meats, all part of the Mediterranean diet.
Women who most closely
followed the Mediterranean diet had a 24% lower risk of heart disease and a 23% lower risk of early death than women who barely followed the diet, the study found. There was also a decline in deaths from stroke, but it was not statistically significant, according to the study.
“I am thrilled to finally see data on women, as these data are either not presented, or underpowered in prior studies to work as well in women and men,” said cardiologist Dr. Roxana Mehran, who was not
involved in the study. Mehran, a professor of medicine, directs the Interventional Cardiovascular Research and Clinical Trials at Mount Sinai School of Medicine in New York City.
Researchers ran the number on men, and found almost the same results: “There was a 22% lower risk of heart disease and 23% lower risk of death in men,” Zaman said.
A ‘REAFFIRMATION STUDY’
That’s not surprising, said Dr. David Katz, a specialist in preventive and
lifestyle medicine and nutrition who was not involved in the study.
“What we knew about the benefits of the Mediterranean diet before now was not sexspecific,” he said, adding that the cardiovascular benefits of a highquality diet should be the same regardless of sex.
“Accordingly, this was a ‘reaffirmation study,’demonstrating that the benefits observed for the Mediterranean diet in men and women remain statistically robust when exclusively women are considered as a major sub group,” he said via email.
There were limitations — all of the 16 studies were observational, which means they cannot show cause and effect, and they tended to rely on self reports of food intake, which are inevitably affected by memory recall, Taylor said.
The limitations “are acknowledged by the authors, who also recommend that we should interpret their findings with caution, but it also supports the need for more sex-specific research,” Taylor said.
“Whatever your gender, a healthy lifestyle which includes a balanced diet like the Mediterranean-style diet can help you to lower your risk of developing heart and circulatory diseases and the risk factors for them, such as type 2 diabetes, obesity, high blood pressure and high cholesterol,” she added. Coffee could slash obesity, Type 2 diabetes risks: study
MAKING coffee a part of your daily grind can be beneficial to your health.
A new study published in the journal BMJ Medicine suggests that drinking coffee regularly could reduce body fat and lower the risk of getting Type 2 diabetes.
Researchers wanted to see if coffee drinkers were safe from Type 2 diabetes because of their caffeine intake or for other reasons, such as being middle-class and being able to afford a healthier lifestyle.
This study looked at nearly 10,000 people with genetic traits — such as the CYP1A2 and AHR genes — that affect how the body handles caffeine intake by using a statistical technique called Mendelian randomization, which is a tool that investigates a relationship between a trait and an outcome.
The research also found that those with higher levels of caffeine in their blood were no less likely to develop cardiovascular diseases such as stroke, heart failure, coronary artery disease and irregular heart rhythm (atrial fibrillation)
People with these genetic variants are associated with processing and metabolizing caffeine slower and typically drink less coffee yet have high levels of caffeine in their blood.
The same group of people was
found to have a lower body mass index, body fat mass, and risk of Type 2 diabetes, evidently pointing to caffeine as being the reason.
About half of the same group of people’s lower risk of Type 2 diabetes was due to them having a
lower BMI.
Some evidence suggests that caffeine allows the body to burn more fat and/or makes people feel more full causing them to eat less, and being thinner reduces the risk of developing Type 2 diabetes.
About 1 in 10 Americans are affected by diabetes, and about 90% to 95% of them have Type 2 diabetes, according to the CDC. Type 2 diabetes most often affects people over the age of 45.
“These results suggest caffeine may be linked to a lower body mass index, lower body fat and a reduced likelihood of developing Type 2 diabetes,” Dr. Dipender Gill, senior author of the study from Imperial College London, said. “It may improve people’s metabolism, although this doesn’t mean people should go out and drink lots of high-calorie caffeinated drinks like
chai lattes.”
An average cup of coffee has about 70 to 150 milligrams of caffeine, and evidence shows that 100 milligrams per day can increase energy expenditure by about 100 calories per day. But coffee also has other chemicals such as diterpenes which could be detrimental to one’s metabolism.
The research also found that those with higher levels of caffeine in their blood were no less likely to develop cardiovascular diseases such as stroke, heart failure, coronary artery disease and irregular heart rhythm (atrial fibrillation).
“If there is more evidence from larger trials in the future, it may suggest that people should consider drinking espressos or black coffee to reduce their risk of Type 2 diabetes,” Gill said. (NYPost)

Rare ‘triple-dip’ La Niña is over
A naturally occurring climate pattern that brought upheaval to weather systems around the world has ended, meteorologists say.
La Niña was in part responsible for record-breaking rain in Australia, active hurricane seasons, and drought in East Africa.
A cooling of the Pacific Ocean, it has ended after three years.
Now forecasters are watching to see if the warming El Niño pattern will develop later this year.
La Niña is the phase of the El Niño Southern Oscillation (ENSO) where waters in the Pacific Ocean are cooler than average, the opposite of the warmer El Niño phase.
ENSO would normally transition from La Niña to El Niño every two to five years but in 2022, the waters cooled in the Pacific for a third consecutive year bringing a rare “triple-dip” La Nina.
The most severe impact of this period of La Niña has been in eastern Australia, which saw severe flooding and record-breaking rainfall in 2022.
In Sydney the annual rainfall record was broken in October and by the end of the year 2577mm of rain fell, exceeding the previous record of 2244mm set in 1950.
La Niña was also partly responsible for bringing a recordbreaking Atlantic hurricane season in 2020 and the third most active season in 2021.
In February and early March the sea surface temperature in eastern parts of the Pacific Ocean have been rising and now Australia’s Bureau of Meteorology (BOM) and the National Oceanographic Atmospheric Administration (NOAA) in the US have declared ENSO has being “neutral”, so neither La Niña or El Niño.
Forecasters expect neutral conditions to persist through the northern hemisphere spring and early summer 2023.
Beyond that there are some predictions of a warming in the Pacific leading to El Niño developing by late summer, so BOM have issued an “El Niño watch”, which means there’s a 50%

chance of El Niño developing. While forecasts of the El Niño Southern Oscillation in spring are more uncertain than at any other time of the year, it still gives a good indication of what we might expect later this year and into 2024.
WHAT COULD EL NINO BRING?
The biggest impact of El Niño, particularly if it’s a strong one, is on the global average temperature which can rise by an extra 0.2C.

BRITISH scientists are tracking two of the world’s biggest icebergs as they drift towards areas where they could affect shipping, fishing and wildlife.
These city-sized frozen blocks which have broken away from Antarctica can take decades to melt and wither away.
A group of researchers photographed one named A81 as they were flying off the UK’s Halley base for the season. This berg is as large as Greater London. Another team sailed around A76a, an even bigger one the size of Cornwall.
This behemoth is not just similar to the English county in size - at over 3,000 sq km - but also in shape: it’s long and thin.
Some have likened its appearance to a giant ironing board.
Prof Geraint Tarling was on board the Royal Research Ship Discovery which took the
opportunity to inspect the berg as it drifted out of Antarctica’s Weddell Sea into the South Atlantic.
“It was directly in our path as we sailed home so we took 24 hours out to go around it,” the biological oceanographer told BBC News.
“We got in quite close in some places, and had a really good view of it. We collected water from around the berg using special noncontaminated pipes under the ship, so we’ve got lots of samples to study.”
The British Antarctic Survey scientist said the huge flattopped, or tabular, icebergs had a considerable influence on their environment - both disruptive and productive.
As they melt, they put prodigious volumes of fresh water into the sea, which can make it hard for some organisms to function. On the other hand, the melt also releases the mineral dust that was incorporated
into the ice when it was part of a glacier scraping along the rock bed of Antarctica. This dust is a source of nutrients that will spur life in the open ocean.
A76a originated far to the south of its present position, having calved from the Filchner-Ronne Ice Shelf in May 2021.
It’s now heading north, carried by currents and winds towards the gap between the British overseas territories of the Falklands and South Georgia.
There is some concern that it could swing east towards South Georgia and get stuck in the shallow waters of its continental shelf - or possibly at the series of nearby islets known as Shag Rocks.
In either location, it would be a complication for local wildlife and people.
“If it does become grounded, our major concern is break-up and
atmosphere just as a boiling pan of water lets off steam and raises the temperature in a kitchen.
The warmest year on record was in 2016 when a strong El Niño boosted global temperatures.
How much influence a potential El Niño will have on the global temperature in 2023 is likely to be minimal as it’s only due to begin later this year.
However, as the cooling La Niña phase is over, the Met Office suggests temperatures will be between 1.08C and 1.32C above pre-industrial levels.
Some of the other impacts of El Niño include drier and hotter weather in Australia potentially leading to greater wildfire risks, flooding in eastern areas of South America such as Peru and Ecuador, and drought in the Amazon region.
El Niño is also one factor that could decrease Atlantic tropical cyclone development, leading therefore to fewer hurricanes.
As for El Niño’s influence on the UK weather, this is more uncertain, but continued research suggests this is one factor in potentially colder winter weather. (BBC)

Brazilian researchers find ‘terrifying’ plastic rocks on remote island
THE geology of Brazil’s volcanic Trindade Island has fascinated scientists for years, but the discovery of rocks made from plastic debris in this remote turtle refuge is sparking alarm.
Melted plastic has become intertwined with rocks on the island, located 1,140 km (708 miles) from the southeastern state of Espirito Santo, which researchers say is evidence of humans’ growing influence over the earth’s geological cycles.
“This is new and terrifying at the same time, because pollution has reached geology,” said Fernanda Avelar Santos, a geologist at the Federal University of Parana.
Santos and her team ran chemical tests to find out what kind of plastics are in the rocks called “plastiglomerates” because
they are made of a mixture of sedimentary granules and other debris held together by plastic.
“We identified (the pollution) mainly comes from fishing nets, which is very common debris on Trinidade Island’s beaches,” Santos said. “The (nets) are dragged by the marine currents and accumulate on the beach. When the temperature rises, this plastic melts and becomes embedded with the beach’s natural material.”
Trindade Island is one of the world’s most important conservation spots for green turtles, or Chelonia mydas, with thousands arriving each year to lay their eggs. The only human inhabitants on Trindade are members of the Brazilian navy, which maintains a base on the island and protects the nesting

“The place where we found these samples (of plastic) is a permanently preserved area in Brazil, near the place green turtles lay their eggs,” Santos said.
The discovery stirs questions
about humans’ legacy on the earth, says Santos.
“We talk so much about the Anthropocene, and this is it,”
Santos said, referring to a proposed geological epoch defined by humans’ impact on the planet’s
geology and ecosystems.
“The pollution, the garbage in the sea and the plastic dumped incorrectly in the oceans is becoming geological material … preserved in the earth’s geological records.” (CNN)
Spacesuit for return to the Moon unveiled
A new generation of spacesuit for humanity’s return trip to the Moon has been unveiled by Nasa.
The novel design comes with specialist features to support astronauts as they conduct scientific experiments on the lunar surface.
The prototype is said to be a better fit for female space travellers.
Nasa hopes to have the updated suit ready for the Artemis III mission to the Moon in 2025.
The existing spacesuits worn by US space travellers have not been fully redesigned since 1981.
When Nasa announced that humanity would return to the moon after more than five decades, they promised to send the first woman and person of colour to the lunar surface.
But previous plans to send female astronauts to space have been scuppered by the lack of spacesuits in their size.
A well-fitting suit is crucial to prevent excessive fatigue and at worst, physical harm.
In 2019 Nasa had planned to send an entirely female team of astronauts to complete a space walk from the International Space Station.
But just days before Anne McClain and Christina Koch were due to depart on the walk, Nasa realised they didn’t have two

spacesuits in the correct size for both women, and McClain had to be replaced by colleague Nick Hague.
Nasa now believes the new design will overcome these problems and meet some of the challenges posed by the Artemis III mission to the moon, due to lift off in 2025.
The key requirement of a spacesuit is to provide oxygen to
the astronauts which allow them to survive in the near-vacuum of space. This aspect requires careful design, as failure would see an astronaut’s lungs rapidly expand causing death.
“We have a lot of tough requirements on this suit,” said Lara Kearney, manager of Nasa’s spacesuit and rovers team, at today’s demonstration of the new design.
“The moon is a hostile place, and the south pole is really going to be a challenge. A lot of thermal requirements, we are looking for improved mobility so our astronauts can operate more efficiently.”
Texas-based company Axiom Space won a $228 million (£190m) contract last year to design the suits, and now six months later they’ve revealed the first prototype.
In contrast to previous suits, the new Axiom Extravehicular Mobility Unit (AxEMU) spacesuit, has joints stitched in to provide the astronauts with more flexibility. It also sports inbuilt lights in the helmet.
These features are crucial as the astronauts will be required to survey geology, retrieve samples, and collect other data to further our understanding of the Moon’s south polar region.
The helmet also comes with an HD video camera to allow videos from the moon to be watched in high definition back on Earth.
The new space boots should be able to withstand the freezing temperatures that are found in the permanently shadowed regions of the lunar surface.
The suits will be made using advanced manufacturing methods including 3-D printers and laser cutters to ensure exact measurements.
The prototype is part of a $1bn investment by Nasa to get two flight-ready spacesuits in time for the Moon mission.
In 2021, the space agency revealed it had already spent $420m on spacesuit development internally but was struggling to see results, so took the decision to commission the private sector to continue the work.

Fifa president says ‘way more’ football is needed after re-election
Fifa president Gianni Infantino says there is a need for “way more” football after being re-elected until 2027.
World football’s governing body has this week announced an expanded 2026 World Cup and unveiled a new 32-team Club World Cup.
But the expansion of the football calendar has been criticised by player unions and La Liga.
“When I hear there is too much football, yes, maybe in some places, but not everywhere,” said Infantino.
“In fact, in most parts of the world there is not enough football played.
“We need way more and not less competitions, we want football to develop worldwide.
“We are discussing organising a women’s Club World Cup and a Fifa World Series in March every two years, when teams are free from playing qualifiers.”
The 2026 World Cup, which will be held in the United States, Mexico and Canada, will see the number of teams increase from 32 to 48.
The tournament will have 104 matches rather than a projected 80, after Fifa changed a proposed format of 16 three-team groups to 12 groups of four.
There will also be a new last32 round and countries will have to play eight matches to win the tournament, compared to seven at the 2022 World Cup.
The 32-team Club World Cup will take place every four years
from June 2025.
Players union Fifpro and the Professional Footballers’ Association have raised concerns about the demands on players, while La Liga said Fifa’s plans showed a “complete disregard” for the football community.
‘It might be necessary to introduce a salary cap’
Infantino, who was re-elected at the 73rd Fifa Congress in Kigali, Rwanda on Thursday, also discussed the possibility of bringing a salary cap into football.
“We must improve our regulations and the Fifa statutes,” he said.
“We will continue to evolve our good governance principles and look at the transfer system,
and maybe have a discussion to improve transparency of transfer fees and salaries.
“It might be necessary to introduce a cap, we have to think how we can do that. We will look at it with all stakeholders and see what we can do.”
Speaking about the women’s game in his closing remarks, Infantino also said the total prize money for the 2023 Women’s World Cup will be $150m (£124.3m) compared to $15m (£12.4m) in 2015.
Last year’s men’s World Cup in Qatar had a total prize fund of $440m (£364.7m).
“Our mission will be able to have equality in payments for 2026 men’s and 2027 women’s World
Cups,” Infantino said.
The 52-year-old succeeded Sepp Blatter as Fifa president in 2016, retaining the role in 2019 and has been re-elected unopposed for another four-year term.
During Infantino’s time in charge, Fifa has looked into staging the World Cup every two years in a concept that has faced criticism from federations, leagues and players.
There was also controversy at the 2022 World Cup in Qatar when the build up to the tournament was dominated by the country’s treatment of migrant workers, along with its stance on same-sex relationships and its human rights record.
A number of European nations planned to wear a OneLove armband during matches to promote diversity and inclusion but did not do so because of possible sanctions from Fifa.
“It is an incredible honour and privilege, and a great responsibility,” said Infantino following his re-election.
“I promise to continue serving Fifa and football around the world.
“To those that love me, and I know there are many, and those who hate me ... I love you all.”

The congress also included a video address by Michael Llamas, chairperson of the Fifa subcommittee on human rights and social responsibility, who said Fifa was committed to assessing the
human rights legacy of the 2022 World Cup in Qatar.
Human rights organisations claimed thousands of migrant workers had died in Qatar since the country was awarded the World Cup but Qatari authorities denied this, and stressed the country was making labour reforms.
Lisa Klaveness, the head of the Norwegian Football Association, who led the calls for Fifa to address the issue, welcomed the pledge as a first step in the process.
“The most important thing with Mr Llamas’ statement today was that he did not put human rights up against football, he did not say ‘we are not the Red Cross’,” Klaveness told BBC Sport.
“He established human rights as something fundamental that should be embedded in everything we do. Of course then you have to walk the walk but it was very important that he talked the talk today.”
Human rights organisation Amnesty International welcomed Fifa’s pledge but said workers had “already waited far too long for justice”.
“Any review must focus on exactly how Fifa will ensure that workers and their families are compensated for the abuses they suffered — including illegal recruitment fees that have been paid, wages that were stolen and lives that have been lost — rather than whether they intend to do so at all,” said Amnesty International’s head of economic and social justice Steve Cockburn. MEMPHIS Grizzlies guard Ja Morant has been suspended for eight games without pay by the NBA after a video showed him holding a gun in a Colorado nightclub.
The All-Star, 23, was in an intoxicated state and his conduct was “detrimental to the league”, the NBA said.
Morant apologised following the live Instagram broadcast on 4 March.
“I don’t condone any type of violence, but I take full responsibility for my actions. I made a bad mistake,” he told ESPN.
Morant has missed five games while the NBA investigated the incident and, as the suspension is backdated, he can return against
the Dallas Mavericks on 21 March.
“I feel like in the past we didn’t know what was at stake,” said Morant.
“And now finally me having that time to realise everything, have that time alone, I realise that now.
“I realise what I have to lose and, for us as a group, what we have to lose.”
NBA commissioner Adam Silver, who met with Morant in New York on Wednesday, said his conduct was “irresponsible, reckless and potentially very dangerous”.
“It also has serious consequences given his enormous following and influence, particularly among young fans who look up to him,” said Silver.
“He has expressed sincere
contrition and remorse for his behaviour.
“Ja has also made it clear to me that he has learned from this incident and that he understands his obligations and responsibility to the Memphis Grizzlies and the broader NBA community extend well beyond his play on the court.”
It is legal to carry a gun in Colorado with some exceptions, including possession while under the influence of alcohol.
Glendale Police Department did not find enough evidence to charge anyone for a crime.
The incident occurred hours after the Grizzlies lost 113-97 to the Denver Nuggets. Morant has not played since, while the NBA investigated.

Eight arrested and 470 fans kicked out of Italy after football fan violence in Naples
FIVE Napoli fans and three Eintracht Frankfurt fans have been arrested after violent clashes erupted in Naples ahead of the Champions League match on Wednesday, Alessandro Iuliano of the city’s police headquarters said at a press conference Thursday.
Two law enforcement officers were injured in the clashes which left several cars, including at least one police car, burned. One German fan suffered stab wounds and eight others were treated for injuries.
The clashes happened when 470 Eintracht Frankfurt ultra fans – who had been banned from entering the Diego Armando Maradona Stadium for the round of 16 second leg between Napoli and Frankfurt – marched in central Naples, forcing a police line to keep them separated from Napoli ultras, who were also banned from
the stadium.
On Wednesday night and Thursday morning, the 470 ultras were taken by bus from the Hotel Royal Continental where they were staying and were identified and photographed by police, before being escorted to local airports.
Of those, 120 were taken to the police station in Frosinone where they were processed before being taken to Fiumicino airport in Rome.
The other 350 were taken to Salerno before being accompanied to the airport to fly back to Germany, the Prefect of Naples, Claudio Palomba, said at the press conference.
Police are combing surveillance video footage to see if any of those who have now been identified were involved in the violence.

Palomba said that there are also around 300-400 Napoli fans who are banned from the stadium and did not specifically condemn the fans of the German club for acting alone, despite calls from a number of Italian politicians, including Matteo Salvini, Italy’s Deputy Prime Minister, who directly blamed them.
A total damage report has not been released, but several cars and storefronts were vandalised.
Footage filmed by Reuters on Wednesday showed groups of men attacking riot police with flame throwers and objects in the smokeshrouded streets of Naples.
Following reports of violence in the first leg of the tie back in Germany, Italian authorities banned Napoli from selling tickets for Wednesday’s match to Frankfurt fans, according to a statement from
Eintracht Frankfurt published on its website on Sunday.
Speaking to reporters on Wednesday, Naples Mayor Gaetano Manfredi condemned the violence and said he had called Germany’s Ambassador to Italy, Viktor Elbling.
Frankfurt told CNN it was unable to comment publicly on the incidents in Naples.

World Cup 2026: La Liga criticises Fifa plans for tournament and Club World Cup
Fifa has shown a “complete disregard” for the football community with its World Cup and Club World Cup plans, says a statement from Spain’s La Liga.
Football’s world governing body said on Tuesday the 2026 World Cup will feature 104 games, up from 64, and unveiled plans for a 32-team Club World Cup.
“Fifa continues its malpractice of making unilateral decisions on the world football calendar,” said the La Liga statement, adding it will go to the World Leagues Forum (WLF) before taking the “appropriate next steps”.
Representatives of players union Fifpro and the Professional Footballers Association have also criticised Fifa’s plans, which were agreed on Tuesday at its council meeting in Rwanda.
The expanded 2026 World Cup, being held in the United States, Mexico and Canada, will see the number of participating nations increase from 32 to 48.
Fifa had proposed a format of 16 groups of three but has now opted for 12 groups of four, followed by a new last-32 round.

THE A. Louise Garland Thomas High School dominated the 2023 TCISS Inter-High School Track and Field Championship because “they understood the assignment”, the Principal of the school Mrs Kordell Campbell-Forbes stated in jubilation this week.
She said the school’s victory at last week’s event was due to the students’ hard work, discipline and dedication to their craft.
“The students are very talented and they took their training very seriously because they understood the assignment and that was to bring the coveted championship trophy back to the Hawks the School of Champions.”
Under the guidance of coaches Mr Jody Pusey and Mr Alvirto Smith, the Hawks, who won the championship in 2019 and 2020 were able to surge to victory again
this year.
Although this year’s championship was won by gold medals and not overall points, Louise Garland were still able to defeat their rivals.
They finished with a total of 53 medals, including 18 gold, 22 silver and 13 bronze.
Second place went to Clement Howell High School, who finished with 16 gold medals, six silver and
10 bronze, while Marjorie Basden High School, finished third with 12 gold, nine silver and eight bronze.
Although the HJ Robinson High School finished with the second most medals, they placed fourth overall owing to winning eight gold medals.

Aiden Bromley found the back of the net twice within 90 seconds in the first period for the Panthers and it was not until mid-way during the second period that Ryan King pulled one back for the Sharks. That game ended 2-1.
In the other Bantam clash, the Canadiens were able to defeat the Kvanar Oilers 5-2. The Oilers fought hard and scored two goals off the stick
of Jack Henry, but without their regular goalie and a surging Rishith Gururaja, they were just not good enough in that game.
Gururaja scored four times, while Lucas Emery added the other.
In the Novice Division, both games ended in draws, so the week two leaders’ table remained the same.
In the first game, the Scooter Bobs Canucks and the Design Studio Jets battled to a 2-2 draw.
The Canucks were led by Shlok Ganglani who scored twice, while the Jets were led by Lennox Losinske who also finished with two goals.
Game two between the TMW Lightning and the GBCR Islanders also ended in a 2-2 draw.
Nicholas Comert opened the scoring for the Islanders 3:30 into the second period, but Shemar Francis answered for the Lightning less than a minute later. Dylan Garland then carried the Islanders ahead a short while after and they enjoyed the lead until Oisin Ryan evened the game at 10:21.
