UK greenlights Howard Hamilton International Airport redevelopment project
The United Kingdom Government has approved the construction of a New, State-of-the-Art Passenger Terminal to be built at the Howard Hamilton International Airport (formerly Providenciales International Airport).
The UK’s consent to the multimillion-dollar project came just a few week after Hon. Premier, accompanied by Her Excellency Anya Williams, the Governor (Acting) met with Lord Zach Goldsmith, Minister of State (Overseas Territories, Commonwealth, Energy, Climate and Environment) to discuss the project and formally request approval on May 9 during an official visit to the UK.
“The United Kingdom’s Foreign Commonwealth and Development Office (“FCDO”) giving its approval for the redevelopment of the Airport as outlined in a Business Case recently presented by the Turks and Caicos Islands Airports Authority (“TCIAA”) requesting permission to proceed with the project through a Public Private Partnership (PPP) program”, the Turks and Caicos Islands Airport Authority (TCIAA) announced on Thursday, May 25, 2023.
The TCIAA said the UK approval was a “critical step toward the construction of a new passenger terminal”
The major redevelopment project which has been touted as a flagship project for the Washington Misickled administration will also include expansion works to the airside of the Airport - which will increase the current apron, extend the existing runway, and add a taxiway.
The TCIAA informed that the UK’s approval of the project was communicated to the Premier, Hon. Charles Washington Misick in a letter on Tuesday, May 23, 2023, from Paul Chandler, Director of Overseas Territories & Polar Directorate for the FCDO.
In his letter, Chandler said, “It’s clear that a lot of time, effort, and expertise has gone into it for which I commend you and the team… We fully recognize and support the urgency of the project.
“We are also aware, however, of the risks surrounding major infrastructure projects and want to ensure that these are mitigated as far as possible.”
Following the approval, the TCIAA said it in turn wrote to Lord Zach Goldsmith, Minister of State (Overseas Territories, Commonwealth, Energy, Climate and Environment to formally
request written approval for further consideration and pursuit of the redevelopment of the Howard Hamilton International Airport through a Public Private Partnership (“PPP”) program.
Premier Misick commenting on the approval of the project reiterated his Government’s commitment to redeveloping the Howard Hamilton International Airport with a relevant life cycle of at least 40 years, the TCIAA stated.
The Premier said: “The need for the redevelopment of the Airport has been classified as critical, necessary, and long overdue by the Government.
“Though the process has been long to get to this point, it was a necessary and responsible one.
The TCIAA has spent the past year engaged with international expert consultants conducting the relevant studies, doing the necessary market testing, and developing what, in the end, was a very highly technical, meticulously prepared, and strong business case that the UK has now endorsed.
“The next step is for the project to be appraised by the House of Assembly to allow the TCIAA to proceed with its planned Pre-Qualification of Interested Bidders Stage. The Government is committed to progressing this quickly.”
Musgrove, Minister with responsibility for the Airports Authority, praised the TCIAA for its achievement noting that the work the TCIAA has been doing over the past year to reach this crucial point in the redevelopment of the Airport is “commendable.”
He said: “Many across the region have done similar projects and have responded to the TCIAA’s process with admiration and expressed the sentiment of wishing they had taken a similar approach with its research and stakeholder engagements to establish a project of integrity and with the execution of good governance.”
PUBLIC PRIVATE PARTNERSHIP
Further Musgrove revealed that a decision was made to pursue a Public Private Partnership for the redevelopment of the Airport in the summer of 2022.
TCIG are working to develop a program delivery that improves the infrastructure and service quality and increases capacity in local skills development and business opportunities”, Musgrove stressed.
SCOPE OF WORK
The TCIAA noted that in the last quarter of 2021, the Government received various unsolicited presentations for the redevelopment of the Airport, all of which varied in size of scope and proposal, which made it abundantly clear that a consultancy was required to present the best options for the life of the redevelopment based on TCIG’s goals, preferred funding, and managing mechanism.

Misick underscored that the current approach to the project is aimed at striking a balance and getting value for money.
He added that: “The process and development must be economical, efficient, effective, and, most importantly, equitable.
“What matters most in the project’s success is its social and economic impact on the people of the TCI and our ability to design a program that effectively monitors and manages it to the advantage of the TCI.”

He said: “On a nearly weekly basis, the Hon. Attorney General and her team, assisted by the UK Firm, Ashurst, along with the Director of Contracts, the Chairman and Legal Counsel for the TCIAA, and a legal team (GIDE) acting for the Consultants and the TCIAA, have been meeting to review and consider the necessary measures to be taken and adjustments needing to be made to not only facilitate the project but to secure good governance.
“The TCIAA and TCIG want the public to know that the decision to pursue a PPP program for the redevelopment is not premised on a situation where the TCIAA and/TCIG cannot self-fund the project,” said Hon. Musgrove.
He further explained that the decision to pursue a PPP is premised on a ‘big picture’ understanding and approach to value for money and the benefits which can be achieved for the greater social good of the investment need through a PPP.

– Musgrove sends warning to irregular migrants
Minister of Immigration and Border Services Hon Arlington Musgrove has warned people living illegally in the Turks and Caicos Islands to leave immediately or face deportation.
“Operation Pursuit will commence immediately, and persons who are here illegally and unlawfully are advised to leave now or risk being detained, repatriated or deported, and stop listed from returning to the Turks and Caicos Islands in the future”, he said.
Musgrove’s stern warning comes as the government takes a zero-tolerance approach to rid the territory of illegal migrants.
The immigration minister made this announcement during a press conference with Her Excellency Governor (Acting) Anya Williams, Premier Hon Charles Washington Misick, and Acting Commissioner of Police Mr Rodney Adams held on Tuesday, May 23, 2023.
The minister, who bemoaned the socio-economic burden illegal migration is placing on the Turks and Caicos Islands, said inland, sea, and air operations will be ramped up to detect, prevent, intercept, and investigate incidents of irregular migration.
He stressed that illegal migration is the number one threat facing the TCI and the vexing issue is growing exponentially.
He said: “In 2021, we repatriated 1426 persons from 23 vessels; in 2022 we repatriated 2132 persons from 28 vessels, and; already for 2023, as at May 22nd, we have repatriated 1921 persons from 17 boats, and just over one-third of
the year has passed.
“If we continue on this trend, we are looking at an estimated 4494 persons to be repatriated from an estimated 36 boats.
“This is unprecedented, and it has serious social and financial pressures and implications for our communities, our livelihoods and our country.”
He further revealed that in 2021, the government shelled out an estimated $3m plus on illegal and irregular migration and a whopping $4m in 2022.
“Year on year, since 2018, the cost of this growing problem has increased, and whether it is sustainable or not, the better we get at our interceptions the more it will cost the country.”
OVERSTAYS
Moreover, the growing problem in the TCI is the issue of unlawful ‘overstayers’, a problem the immigration minister acknowledges is rather extensive.
He explained that “overstayers”, refer to persons who had been granted leave to remain at one point, “for example to visa, visitor, resident or work permit, but whose statuses have since expired”.
“There are many persons living and working amongst us who have not regularised their status here and some who have sought to further harm our country by creating and selling fraudulent copies of our products.
“Another dynamic of this wicked issue is the go-fast boats that ferry people, drugs, guns and ammunition into this country on a daily basis, adding to the already growing illegal population within our borders, and servicing the criminal network and shanty town developments throughout our communities.
“So much so, that there is an increase in pleasure boat theft and we know that these boats are being stolen to service this illegal activity”, he added.

a meticulously designed and executed procurement exercise involving a pre-qualification stage, a renowned international airport operator could be engaged for the operation and maintenance of the Airport, while the construction of the terminal will be via a local investor or a consortium thereof, who would in the process of preparing themselves for construction of the project contract the requisite skills and project experts experienced in the construction of airports within the similar scope contemplated. Another feature of the redevelopment project is that there will be no impact on
TCIG’s debt status.
“TCIG’s remuneration would result from a structured revenue share scheme or dividend repayment policy depending on whether the project is structured as a PPP or developed with Public funding/financing.”
Godfrey Smith, CEO of the TCIAA, commented, “With the approval now given by the UK, it is important to know that the Business Case continues to develop. As the project progresses, we will need to continuously assess our data, measuring our risks and opportunities, to procure a contract and development that we can remain proud of and
have confidence in a decade from now.”
Mr. Smith and the Chairman, accompanied by the Permanent Secretaries for Finance and Border Control, will attend the Global Airport Development (Americas) Conference next week, where the TCIAA will be presenting a session on the TCI, the project, and the significance of airport developments on reflecting and enhancing the Islands’ identity.
With swift approvals as desired, TCIG and TCIAA is hopeful to commence the procurement stage of the project as early as late June 2023/ early July 2023.
Minister Musgrove acknowledged that while the TCI government cannot control nor influence Haiti's political and social instability, which has led to economic hardship and a mass exodus, the TCI must do all it can to protect its borders and ensure the safety of its people.
“While we cannot control the situation in Haiti, we can certainly control the situation here and this government is committed to eliminating the practices that serve as pull factors for illegal migration, and which also harbours and fosters irregular migration.
“We are a tiny group of islands with only enough resources to help our people face and survive the economic shocks of inflation and globalisation.
“And to be very honest, the money that we are spending on illegal and irregular immigration could easily go towards the implementation of social programmes for the benefit of our people.”
He admonished Turks and Caicos Islanders who are contributing to the problem by hiring irregular migrants and reminded them that they too will face the full force of the law for this practice.
“As custodians of this land, some of us directly contribute to this problem and we must stop it! I will call it for what it is – it is distracting, it is frustrating, it is dangerous and it is a downright embarrassment to this country, regionally and internationally! And it must stop!
“I am also putting you, my people on notice, that we will not be entertaining any requests for leniency, because I will say this; when the government is not as active, you cry for activity, and when the government is active, your cry is that it is inhumane or an infringement on human rights, or that you need the people, although you have not taken the
necessary measures to regularise their status here, we are not doing it”, Musgrove stressed.
UNSUSTAINABLE Governor (Acting) Williams, said that while the Turks and Caicos Islands “fully empathise” with Haiti and the level of suffering its people are currently experiencing, the TCI is not in a position to sustain the magnitude of irregular migrant activity.
She said: “As you are aware our neighbouring country Haiti continues to experience unprecedented challenges with the country now experiencing a full collapse of its government, being void of elected officials; affected by famine, cholera, devastating gang violence, and economic collapse.”
She explained that one of the main pull factors for immigrants to the Turks and Caicos Islands is the territory’s booming economy.
“Being a first-world country that is experiencing tremendous economic growth and success, makes it a highly attractive destination for those who are living in economies that have collapsed or are on the brink of collapsing, where its citizens are living at or below the poverty line.
“It is for these reasons that the TCI, like New Zealand, Australia, the USA and many European nations are being severely challenged by an upsurge in irregular migration.
“For us in the TCI, like other first-world countries that are facing the same challenge, there is no ready or easy solution as you seek to balance between humanitarian solutions and economic impact.”
Thousands of Haitians continue to flee their homeland and embark on perilous journeys across the sea in search of a better life, as Haiti continues to reel from a humanitarian and security crisis triggered by months of political turmoil and a proliferation of gang violence.
UPHOLDING BOTs INTERESTS
On Thursday, May 11, 2023 Chair of the Foreign Affairs Committee, Kearns, who is also the Chair of the All-Party Parliamentary Group on the Turks and Caicos Islands led a Backbench Business Debate in the UK Parliament on the future of the UKs Overseas Territories.
According to a release from MP Kearns, the House of Commons unanimously passed the following motion: "That this House is committed to upholding the interests of British Overseas Territories and their citizens; recognises the special historical, cultural, and social bonds that bind the United Kingdom and Overseas Territories; and calls upon the government to ensure that British Overseas Territories citizens’ rights as British citizens are upheld, to defend the sovereignty and borders of overseas territories from foreign powers, and to consider the unique circumstances of each territory when formulating policies which affect them."
The debate was well subscribed with senior MPs, including three select committee chairs from all of the main political parties, noting the special bond between the UK and the OTs. MPs from across the House urged the British government to ensure that the Overseas Territories are listened to and their requests are acted on. What are your thoughts?
Sweet
distracting words
The main issue has always been the economic welfare of the colony. Britain collects the air corridor monies and the overseas and underwater transit monies and the TCI remains clueless about how much this has been since 1976. Could these sums not have significantly advanced the TCI over the years?
Beware
There are many economic, social, political and constitutional issues that need to be addressed in the wake of this House of Commons motion. Recently a review was announced of all the remaining overseas territories of which Turks & Caicos is a critical part.
The backbench debate in the United Kingdom’s House of Commons (parliament) does not bode well for the TCI. The United Kingdom’s Conservative Party, (the Tories) who are more liberal and radical than any
A matter of trust
The post-interim government history of the TCI and its relations with the UK has not been so hopeful. Maybe some kind of review may be needed. During the interregnum where the Constitution was suspended, 2009 to 2012, TCIs saw the Brits and the latter-day expats consolidate their power and position in the TCI.
It is now an unwritten rule and edict that native-born Turks & Caicos Islanders are not to own anything in their country. TC Islanders have seen a country where they are denied access to Crown, albeit owing to the excesses of the PNP regime, 2003 to 2009, but this is a sad reality. For a review to be meaningful these issues have to be addressed. Control of who runs the government is at issue.
All governors since 2012 have attempted to assert control over policy issues in cabinet deliberations, even though the Constitution provides that a quorum cannot be raised in the cabinet unless three ministers are present. The economy is divided so that TCIs are left out of the majority of what is relevant in their country. There is not much hope for this so-called review because relations with the UK over the past 11 years have not been so hopeful. Hopefully, the so-called review will take these matters into account.
Control measures
Part of the review and the motion passed by the UKS House of Commons provides for the Government, it's not clear which one, TCI or UK, to make improvements in areas such as education, accessibility, financial regulation, funding, infrastructure development and cross-departmental cooperation with OTs. Would this mean that the UK would subsidise these areas?
Ulterior motive
Coming out of the UK debate leading to the motion was the talk of family and ‘cementing of ties with the UK and the overseas territories. One must always be sceptical of “sweet talk” about being part of a family. These are usually kind words to enable the accomplishment of an ulterior motive.
MPs in the UK’s House of Commons urged the “UK Government to better cement its relationships with overseas territories partners for mutual benefit and to seize the opportunities available from these diverse and strategically essential members of the British family of nations.” How would they move to cement relations?
How is that accomplished. These MPS are beginning to recognise the strategic importance of the overseas territories and that they need more “love”.
Rather tempting words that cannot be trusted. They speak a common language and culture. While the language part may be true, the cultures are not the same. What TCIs want for their country, economically, socially and politically is far different than the aspirations of the MPS in the UK. TCIs want eventual independence so that they could chart their own course in the world. TCI government and opposition need to demand terms of reference for their review and consider opting out of it where the terms are not palatable.
Guarantees independence
This probably guarantees our national independence during a very dangerous era, in a crisis-laden world.
UK Government, more so than the labour party, who are about to take office.
The Tory Government has imposed gay Marriage on the UK and their backbenchers are seeking to have it imposed on the overseas territories. This is anathema to the TCI and most Christian-leaning overseas territories. Local public policy does not permit but the UK and its leaders see things differently So when they speak to mandating that “ this House is committed to upholding the interests of British Overseas Territories and their citizens; recognises the special historical, cultural, and social bonds that bind the United Kingdom and Overseas Territories; and calls upon the government to ensure that British Overseas Territories citizens rights as British citizens are upheld, to defend the sovereignty and borders of overseas territories from foreign powers, and to consider the unique circumstances of each territory when formulating policies which affect them.", one must be careful.
It doesn’t really mean that. Their idea of “rights” is based on global legality where they seek to tell you, the people of the Overseas Territories” what your “rights” are and what “rights” to uphold. Will the “review” deal with issues of this nature?
What interest would the UK have in these issues? No one in the TCI is complaining about a low level of education, its school system is fit to send out graduates who matriculate into the top universities in the world. So, what is the issue? Are they implying that the local TCI government or regional governments are not budgeting enough for education and that the UK would step in with more money?
The argument can always be made for more funds to be invested in education but not UK money because it comes with a price. It is then that they seek to mandate how you run your country, especially if you are not prepared to run it yourself.
They will tell you that TCI taxpayers must pay for illegal migrants to be governed with scholarships from primary school to University.
This was certainly the mission and passion of Former Governor Nigel Dakin, a UK-appointed Governor who functioned as “Super-Premier”. Tied with UK grants, gifts and other “largesse” would be mandated to give full rights of citizenship to illegals and to respect issues like gay marriage. Maybe these gifts are not so ‘giving’ and should not be accepted.
We now have the Wagner group trying to move into Haiti and other less powerful gangs close by. A glance at the map shows how tempting our archipelago is to hostile powers. If we can now build a functional democracy our future is looking good for our political independence inside the N. Atlantic alliance.

House of Assembly passes Govt’s $424.3m budget
The Government’s $424.3m Appropriation Bill for Fiscal Year 2023-2024 was passed by the House of Assembly on Friday, May 19, 2023.
The budget which has been touted as "one of the biggest” in the territory’s history, was passed after four days of parliamentary deliberations.
The funds are expected to upgrade public schools, roads and major capital projects while spurring economic development.
Investments are also expected in mental health and other forms of healthcare and to further bolster affordable childcare and provide free tertiary education for all Turks and Caicos Islanders.
Allocations in this year’s budget will further expand Infrastructure development such as land acquisition, tourism product enhancement, agriculture, catastrophic risk insurance, environmental and coastal resources, energy and utilities, and communications.
Additionally, the budget increases minimum wages for employees and further invests in a new housing policy to foster homeownership, while enhancing public safety, justice, and equity across the Turks and Caicos Islands.
The spirited debate saw members from both sides of the aisle delivering their contribution to the budget which was presented by the Minister of Finance Investment and Trade Hon Erwin Saunders under the theme: “Delivering on The Citizen's Contract: Achieving Social, Economic, and Environmental Progress for All”.
Premier of the Turks and Caicos Islands, Hon Charles Washington Misick said the Budget’s theme was in “line with the thrust of the
Citizen’s Contract which focuses on people, planet and prosperity”.
He told the House of Assembly that his government’s vision for the TCI “is a country where every citizen will have an equal opportunity to get a good education, build wealth, have excellent social services, and share in the prosperity of these islands”.
Misick said: “The Citizen’s Contract upon which my government was elected and on which we have been delivering for the people will be updated to meet the global challenges and on the ground, realities, we have been responsive to the needs of our people whether through the provision of stimulus, reduced customs processing fees, lower fuel tax or increased social assistance to
the most vulnerable.”
He stressed that his government’s contract with the People of the Turks and Caicos Islands is not about quick fixes and short-term gains, but cementing a bright future for all citizens.
He added: “The primary goal is to have a highly educated population, create better-paying jobs, develop infrastructure that will stand the test of time, and make the TCI investment friendly.
He also spoke about creating a healthcare system that delivers quality care and is accessible
to everyone, while creating an immigration system that develops and not burdens the TCI; and builds a safe and secure country for our people and those who come to our shores.
JOBS/ECONOMY
Misick underscored that one of the pillars of the Citizen’s Contract is a strong economy that can provide full and quality employment for citizens.
He said: “It demands that the government facilitates access to opportunities such as Invest TCI
grants, TCICC, and first-time homeowners’ relief.
“Our goal is to give TCI Islanders a leg up and protect them from being further marginalised as the economy develops.
“We are creating institutions that will support our people such as the Credit Union.”
To this end, the Government has established a Citizen’s Empowerment Fund with an initial allocation of $7.5m.
This first tranche will be dedicated to the creation of the National Credit Union to benefit all status holders and BOTCs who live in the TCI.
He said: “The LOO [Leader of the Opposition] questions the genuine commitment by some politicians to working for our people.
“Mr Speaker, let me remind the LOO that every increase in benefits for our public servants in the last 25 years has been provided by a PNP administration.
“My government has allocated $2.5m in this year’s budget to implement the review of salaries and allowances across the public sector.”
The territory’s leader further pointed to the review of the Public Service Pay and Grading system as an example of the Government’s commitment to enhancing the livelihood and lives of the citizenry.
He said: “They are considering factors such as the recent increase in the minimum wage and the cost of living in the TCI.
“The deadline for completion is November 2023.”

But independence in the future should remain our goal. Who better to lead the TCI than our people, who understand our culture, respect our beliefs, and are a part of our sacrifices?
Hon Otis Morris, minister with responsibility for postal services announced during his budget speech that residents will soon get their mail delivered.
“We continue to look for more creative ways to stay relevant and to provide better and expedited services to customers and the public at large.
“The postal services intends to set up residential mailboxes in several communities on Providenciales in areas where homes have 911 numbers.
“The mailbox numbers will
Minister Morris said that instead of the public attending the postal office to collect mail, the Postal Services will bring the mail to the public.
“This is a different concept from community mailboxes and when implemented will be a first in the Caribbean.”
He said the TCI Postal Services intends to join the United States Postal Services small business courier services web initiative.
Under this initiative, small businesses in the Turks and Caicos Islands could register on the Postal Services website offering
local products to customers internationally.
The Postal Office will then provide the courier services through the United States Postal Services and other regional and international postal networks for priority delivery to the destination within two business days, Morris explained.
“Over the last year, we have also re-opened the post office subbranch on the islands of South Caicos and North Caicos.
“There are other initiatives in the planning stages which will be made public in due course,” the minister said.

The TCI is beyond just another destination, as it boasts some of the world’s best beaches, caressed gently by tranquil pristine waters, covering the planet’s second largest barrier reef. Transcending these touristic ecosystems are its customs and culture exhibiting the nation’s rich heritage.
These two wonders, in conjunction, have created the perfect match and since then, tourism has become the quarterback of TCI’s economy, sprouting endless business activities throughout the land.

roles of artificial intelligence (AI) in tourism.
AI employs futuristic algorithms and computers to prompt human logic; hence, performs tasks, which traditionally require human cognitive function, to recognize, interpret and make decisions.
As a competitive destination, the TCI travel sector must leverage AI and its subfields, such as machine learning and deep learning to fashion responsive and adaptive environment and systems and deliver services, which can swiftly react to customers’ requests and needs at any time.
One of the most exciting tasks of AI is assisting online customers. Hotels and other tourism businesses can deploy chatbots on social media and instant messaging apps to provide faster, valuable information to customers in the absence of a representative. Besides, this technology can
be deployed at airports and hotels for face-to-face customer service interactions using robots to answer queries; hence, cutting queues at information desks and enhancing overall efficiency. Hilton chain has installed an AI robot, ‘Connie,’ which uses speech recognition to provide tourists with information.
Similarly, Dorchester Collection hotels utilise AI in information processing and analysis to rapidly capture, decipher and probe a huge array of data. From this, the company acquires valuable information about customers’ habits and can analyse trends and apply commercial strategies.
But it is the AI-powered revenue management system, which enables travel businesses to maximise their earnings – allowing entrepreneurs to accurately sell a product or service at the ideal time, for the best price, in the most efficient way.
This data-driven discipline allows AI to cipher through available statistics – whether it is existing rooms, reservations, upcoming events or historic data – and automatically calibrate costs and distribution policies to optimise financial outcomes.
Moreover, employing AI to enhance employee management
and scheduling – factoring in pertinent details, such as hours, shifts, supervision and time between shifts – can be beneficial in airports, hotels and other tourism-oriented businesses.
Ground-breaking AI face recognition technology can also be deployed for security purposes at airports. It utilises facial features to identify people of interest and compares real-time images with those stored on a database. Besides, the technology can verify the number of people in a particular area.
And machine learning can facilitate customer loyalty programmes. It exploits online tracking, transaction history and personal preferences to provide loyalty scheme members with personalised and valuable rewards; hence, promoting repeat customers.
It must be understood though; policymakers must adopt a successive training programme, where workers learn new skills to fill employment gaps created by AI.
Undoubtedly, trends submit that AI will continue to develop and enhance services within the travel industry, and meliorate the traveller’s experience; hence, those who fail to adapt will certainly find themselves lagging behind!

It has been argued that the core of economics as a discipline is about how people make decisions when there is a scarcity of resources. There is scarcity when the need and or want for something exceeds the availability of that particular thing. In one sense, there will always be scarcity, simply because humans have a voracious appetite for wanting more than they need and an equally insatiable desire for hoarding. On the other hand, scarcity does not have to be part of our lives. There are enough resources – food, water, and housing – to satisfy every person on the planet today and in the future. In Genesis 1, God told his earthly representative and partner, Mankind, that there were unlimited, available resources. The job of Mankind was to harness, utilize and multiply these resources for their own purposes. Instead, Mankind exploited resources and used them to bring pain and hurt to one another. The other thing Mankind did was create an economic system built on the philosophy of scarcity, in direct opposition to God’s view. But throughout the Bible, we see

In an agrarian society similar to the one the Israelites would live in, the land was important. But for one of Israel’s twelve tribes, the tribe of Levi, God chose not to give them land, but a wage. 21 As for the tribe of Levi, your relatives, I will compensate them for their service in the Tabernacle. Instead of an allotment of land, I will give them the tithes from the entire land of Israel. (Numbers 18:21). The Levites were to serve God as priests – singers, musicians, speakers, and students of the Law - and in return, they received compensation for their work.
Ensuring that fair wages are paid to workers is an essential part of economic justice. Fair wages involve providing compensation that is in line with the labour, skills, and contributions of a person (employee) to an organization. Employers, be they the government, small businesses, or a multinational conglomerate, should strive to offer wages that enable employees to meet their basic needs, support their families, lead a decent life and enjoy the blessings of creation (ice cream is one of God’s best gifts to us).
When a worker is compensated well, it helps to reverse the idea of scarcity. Fairly compensated workers have greater purchasing power which they use to buy food,
provide housing and healthcare and gain an education. A fair wage also acts as a motivating factor in increasing productivity and efficiency. A valued worker will invest time and effort in ensuring the quality of their work is of the highest
grade. Furthermore, when a worker earns a fair wage, it helps to boost the economy. When a person has more spending power it stimulates economic activity through business growth, job creation, and expansion of goods and services. Finally, wellcompensated workers suffer less frustration, stress, and conflict. This in turn promotes social cohesion and community-mindedness.
A fair wage is not only good for the individual, society, and country, it is a biblical mandate designed to reverse the curse of Eden and show the goodness and generosity of God. YOU.ARE.LOVED.
Why you need to stop taking him back
I will never understand why anyone would want to go back to the same man, time after time, after he has cheated. So I’m about to give you the cold, hard truth because I have seen it too many times, and admiringly, I want to get you out of there.
Sure, people can change – they may even change for the better. Does that necessarily mean the quality of the relationship a second, third, and fourth time around will also change for the better? I guess some find the risk to be worth the reward. I wouldn’t not however hold my breath.
There are many reasons why you should not take a cheater back. I for one, will let you know that if I cheat once, you best believe it will happen again. And one more thing, who the heck is in a monogamous relationship anyway? Don’t be so naive.
With no reservations, I have gathered some reasons as to why you should pack your bags and move to your friends’ house. Cheaters have no place among you.

People make mistakes – they even make terrible choices at the expense of those they love, unfortunately. That is why it is critical to understand the true meaning of forgiveness in our relationships, otherwise, we will inevitably have a rough road of distrust in life and love. The "Sorry it won't happen again" and the crocodile tears only come out when their acts have been revealed. Know who you are going to bed with.

If he is engaging in behaviour that is premeditated (meaning, it is calculated in steps, well thought out or done with intent outside of your best interest) then this means he would have had plenty of opportunities to question his own morals and values for himself, you and the relationship. So he would have had plenty of chances before the act. Did he question his integrity as a human being, to feel remorse or regret, and address the risk to you and the relationship? He did but he acted out anyway. He needs to be in the dog house then.

Lurking eyes are equally damaging. Whilst I do not mind someone who looks at other people and undresses them with their eyes. Other people consider this as an act of cheating. Does he have to sleep with the neighbour for you to know that he has done so in his mind 200 times over?

I have known so many couples and individuals who do this. Some even cut ties with the mutual intent to get back together. Or to put it simply, those who use a break-up as a way of thinking their partner will change. Only

Lawyers for four corruption accused deliver closing statements
BY DELANA ISLESIn what is likely their last address to the court in relation to the SIPT case, lawyers for four corruption accused this week delivered their closing arguments, maintaining that the Crown has failed to prove its case.
The trial initiated by the Special Investigation and Prosecution Team, which investigated and later laid charges against several Turks and Caicos Islanders and foreign investor, is coming to a partial end.
The four accused – Floyd Hall, Jeffrey Hall, Melbourne Wilson and Clayton Greene – appeared with their attorneys Monday through Thursday, before Chief Justice Mabel Agyemang in the Providenciales Supreme Court for the hearing.
King’s Counsel Earl Witter,
– Crown goes next, then a verdict thereafter
representing Floyd Hall, went first as his client is the chief defendant in this case.
Three conspiracy to defraud charges, one bribery charge and another of concealing the proceeds of criminal conduct were filed in the trial against Floyd Hall, Jeffery Hall, Melbourne Wilson and Clayton Greene.
In all three of the conspiracy charges, chief defendant Floyd Hall is alleged to have conspired with former Premier Michael Misick to defraud the TCI.
In the bribery charge, Floyd Hall is alleged to have accepted inducements directly or indirectly from Richard Padgett and related and connected entities by unlawful
corrupt payments or other rewards while he was a minister of government.
Witter said the Crown has failed to prove that Hall conspired with anyone to defraud the TCI.
“Reasonably the first defendant Mr. Hall cannot have been proven guilty beyond a reasonable doubt. I raise exhortations to count three which alleges bribery; the court must be wary, factoring into its considerations the evidence used to establish the guilt of Mr. Floyd Hall.”
He said it turns out that the evidence presented to the court relates to actions and utterances of Hall’s colleague at the time Michael Misick.
Following a lengthy presentation over two days, Witter ended with: “We pray for an acquittal.”
The Chief Justice responded, saying: “At the arraignment of the defendants, I did promise that I will keep an open mind, and do the best I can to do justice in the matter, and I will.”
She thanked Witter for his time in the trial – the lawyer was there from the inception when the trial began in 2015 – and for his industry.
Attorney for Melbourne Wilson, King’s Counsel Alair Shepherd also presented closing arguments to the court.
He went into detail about the manner in which Crown land was
given at the time in question, what Belongers were allowed under the law to do with their assigned lands particularly as it relates to foreign investors.
Shepard advised the court that on the documented evidence presented during the trial, his client is not criminally culpable, urging the Chief Justice to be careful in the way she assesses events that took place outside of the documentary evidence.
On June 5 and 6, lead attorney for the Crown, King’s Counsel, Andrew Mitchell will have the final say in the trial, with his closing statements.
A verdict is expected sometime after the case closes, and before the second trial of Michael Misick, McAllister Hanchell and Chalmer Misick begins sometime later this year.
TCI representatives rushed to honour a wealthy king, who cannot explain his wealth
Any Turks and Caicos Islander with any notion that our country is moving ahead smartly and clearing its path to a bright future should, after seeing leader Washington Misick and the T&C Government team in the UK for King Charles’s coronation just over a fortnight ago, squash any such lofty notions. In fact, an angry and bewildered colleague I engaged with on this promptly wisecracked that all the visiting entourages from former British Slave colonies such as those in our neighborhood of Jamaica, Bahamas, and elsewhere, with their presence, spewing nonsense about “We have longstanding relationship ties”, we are family”, and “We have a long friendship going back…”, should have all been thrown in the famed Tower of London dungeon for political prisoners.
Not for being political prisoners like prior occupants of long ago who bucked the system, but because they were so daft. While the focus will be placed on the T&C appearance at this event, this applies to all with the same Slave colonial history. There was the T&C retinue all dressed in their finest attire, looking like ‘house slaves’ on hand to cater to their masters every wish and demand. It was a most disappointing and ‘stomach turning’ event that not only left a bad taste in my mouth
BY BEN ROBERTSbut had me doubting that we, as a people, could not even convince a jackass, on meeting him for the first time, that we were humans and smarter than him. So pathetic, and so very sad.
Really now, why were we there? Longstanding relationship? Close family? Long friendship going back centuries? Anyone claiming such from our shared ‘colonial abuse’ background has to be delusional, and very much divorced from reality. We were enslaved by these people and are the primary reason for their wealth. Prior to their swarming out to our lands, they were destitute, malnourished, and crushed under the boot of their unscrupulous monarchs and their ‘enablers’, the aristocracy. That is why there was such a refugee ‘jailbreak’ to our part of the world. Once slavery was abolished there continued a period of colonial rule that saw a number of these countries be given what they proudly laud as ‘independence.’
Exactly what that is, one has to wonder. A penniless, hungry guy, who would do anything to advance his standing in life, comes to your world, installs himself as lord and master over you, and then tens of decades later you beg him to give you independence. Independence from what? And who gifted him the authority to ‘offer’ you independence? You gave it to him. Yes, it was you who gave him that privilege.
Biggest mistake ever, for all those former colonies who sing about having gotten their independence. In asking this White man, not a part of their world, culture, or moral make-up, for independence, they fortified him with a power he did not, and does not have. And in that trek across the Atlantic to the UK, at their own expense, they are slavishly acknowledging that power. So what are they independent of? And what were they looking forward to by being there? Maybe to catch a
glance from the king. Maybe be in a photo with him. Or maybe to get to shake his hand. Or ‘wonder of wonders’. Maybe to sit in the same room with him. And what does any of that mean? These people are ‘representatives’ of their people back home. Can they really say that, with their presence, they are representing their people? Not sure about you, but this sounds like the most pathetic idea of ‘representation’ ever heard. Can anyone imagine former leader JAGS McCartney or long-serving leader Oswald Skippings up there choked up with a tie, in jacket with tails, taking part in this ridiculous spectacle put on for the world. Just imagine it!
Now this. Our ‘representatives’, and those of our neighbours with this shared history of colonial dispossession by this king and his ancestry, are there to partake in a big celebration thrown by him to show off his greatness, wealth, and opulence. But there is one burning question, where did he get this wealth when, like Joseph Malema of South Africa said, ‘they do not have a goldmine?’ They got all this from Malema’s South African gold; Jamaica’s sugar cane; India’s massive agricultural produce; Turks & Caicos salt, sisal, bat guano and cotton; and, man I will get out of breath listing all the other places. So this is the scenario. Our
attendees are at a massive party thrown by a guy who ‘robbed them blind’ for centuries and, in the case of T&C but also that of the so-called ‘independent’ attendees, still robbing us blind. By attending this event we are indicating to this individual with ill-gotten gains that we are okay with all this. In fact, by appearing and ‘jumping up at de party’ we are telling him that he does not have to worry a single day of his life that he will be brought to account for the multitude of ways in which he dispossessed us. Our wannabe ‘representatives’ would have done well, in attending this big party, to have walked with a carefully tabulated bill in their pocket of remuneration due so that, were they to catch the king’s eye, shake his hand, or sit in a room with him, they could hand it to him, thereby making him aware of what was due to us and our people for going on nearly four centuries of continued parasitic dispossession, and that we were prepared to exhaust every means possible, legal and otherwise, to get back what was ours. It is a shame that for all our degrees in business and finance, law and jurisprudence, and systems of politics and governance, we still look like fools in these people’s eyes. And by this embarrassing ‘bowing and scraping’ behaviour, why should they see us any differently?
New constitutional reform proposal submitted to the UK – Premier
A new proposal for the constitutional advancement of the Turks and Caicos Islands has been submitted to the United Kingdom’s Foreign Commonwealth and Development Office (FCDO) for consideration.
Premier Hon Charles Washington Misick said the new proposal which garnered bipartisan consensus was submitted one week ahead of his visit to the UK for the King’s coronation and the Joint Ministerial Council (JMC).
“The proposals submitted were agreed on by both political parties and if agreed as is largely expected will see yet another step in the increase in the autonomy of the islands”, Misick said during his contribution to the 2023/24 budget debate in the House of Assembly on Friday, May 19, 2023.
The new proposal was drafted after the government hired a highpowered constitutional expert Sir Jeffrey Jowell KC who worked on the Cayman Islands constitution in 2018, to help the TCI negotiate with the United Kingdom as the government moves ahead with its plans to reform the territory’s constitution.
The consultant later submitted his report in March 2023 following his visit to the Turks and Caicos Islands where he met with various stakeholders including political parties and civil society groups.
Misick underscored that discussions in March indicated a “universal and cross-party enthusiasm” for constitutional reform.
He explained that the umbrella
focus of the constitutional changes aims at enhancing democratic governance, facilitating the integrity, fairness, and efficiency of public administration, and promoting and securing human rights and obligations.
Coupled with this, the proposed changes seek to further solidify a cooperative relationship with the UK “which recognises the TCI’s autonomous capacity in matters of domestic affairs, in the light of the progress it has recently made towards responsible governance and its future commitment to the rule of law”, the Premier stressed.
He said: “Mr Speaker, as far back as 2015/16, the major political parties have tried to modernise our
US woman loses leg in shark attack
A 22-year-old American woman visiting the Turks and Caicos Islands is currently nursing a life-altering injury after her leg was bitten off by a shark while snorkelling.
According to reports, the victim who resides in Connecticut and a friend were snorkelling in the Bone Yard dive site in the Princess Alexandra National Park, near the Blue Haven Resort, when they were attacked by a shark.
Preliminary reports from the Royal Turks and Caicos Islands Police Force revealed that the incident occurred around 3:07 pm on (Wednesday 24th May) however, it is still unclear how the two snorkelers managed to escape
the shark and returned to shore for help.
The police further stated that an employee of a resort located in the vicinity of the Leeward Marina, Providenciales called the police control room requesting ambulance assistance.
“The employee indicated that the female victim had her leg bitten off by a shark.”
Officers of the Royal Turks and Caicos Islands Police Force, along with an ambulance were dispatched to the location.
Paramedics placed the victim’s severed limb on ice and she was transported to the Cheshire Hall

However, despite the government's efforts, the territory has had little success “except for the expansion of the cabinet”, he noted.
The territory’s Premier emphasised that the proposals are based on three sources, including the 2006 TCI Constitution, and recent constitutional developments in other British Overseas Territories, particularly the Cayman Islands.
He said: “The developments indicate an acceptance of autonomous capacity in domestic affairs and a degree of delegation in international affairs.
“The Report of the Constitutional
Reform Committee (“CRC”) was delivered in 2019-2020 after an extensive consultation exercise across the Islands. These proposals have been previously submitted to the UK Government.
“They also benefited from a considered response from Mr Adam Pile, Head of the Caribbean Department in the UK FCDO’s Overseas Territories Directorate (“the Pile letter”).
“Proposals which emanated from discussions with a range of stakeholders over the last week of March 2023 with Consultant, Sir Jeffrey Jowell KC.”
He underscored that in order for the Turks and Caicos Islands to achieve political independence in
the future “we need a modern and active Constitution.”
“I thank the Leader of the Opposition for his support as we push to have the changes very soon.”
PROPOSED CHANGES
A number of important issues affecting the territory’s socioeconomic development were outlined in the constitutional proposal.
This includes discussions about getting banking to all communities in TCI in one form or another.
One of the big-ticket items that will be raised with the United Kingdom is the management, demarcation, and settlement of TCI’s Exclusive Economic Zone (EEZ) as the Government looks to diversify the economy through offshore fishing.
Another main proposal is the “return to trial by jury as a fundamental right” with the defendant having the option to elect to trial by judge alone.
Other proposals relate to whether the Attorney General should be a political appointee or run in the elections as an independent, or be jointly appointed by the premier and the leader of the Opposition.
While others suggest changes to the parliamentary term, with regards to increasing the period from four years to five years.
Proposals were also made about the legislature, as it relates to the revision of qualifications to be elected as a member of the House of Assembly.
DMMO represents a “new era” of partnership for TCI’s tourism industry –
The DMMO represents a new era of collaboration and partnership for the Turks and Caicos Islands tourism sector.
The organisation will work efficiently and effectively to bring together the public and private sectors, local communities, and other key stakeholders to collectively work towards enhancing the competitiveness and sustainability of the TCI as a world-class destination.
This is according to the Minister of Tourism, Environment, Religious Affairs, Culture and Heritage, Fisheries and Marine Resources & Agriculture, Hon Josephine Connolly.
The TCI’s first Destination Management and Marketing Organisation (DMMO) received $2.3m in this year’s budget which will come from the Ministry’s overall $18.7m budgetary

During her budget address in the House of Assembly last week, Hon Connolly said although the creation of the DMMO has been a long journey, it was a necessary endeavour to secure the future of the territory’s tourism industry.
In this vein, the DMMO dubbed “Experience Turks and Caicos” has been established with a clear mandate to improve efficiency and effectiveness in service delivery for tourism in Turks and Caicos.
“We have heard the concerns of our people, and I fully agree with them.

Commenting on the incident, the Department of Environment and Coastal Resources (DECR) explained that the location of this incident forms part of the Princess Alexandra National Park, a marine protected area in the Turks and Caicos Islands.
The DECR said although incidents such as this are highly unusual in the TCI, “swimmers, snorkelers and divers and boat operators are reminded to
exercise caution on the water”.
“We remain committed to ensuring the safety of both our visitors and our treasured marine life”, the DECR stated.
Just like any healthy Caribbean environment, sharks can be seen throughout the Turks and Caicos Islands.
On the extensive barrier reef, grey reef sharks are common, and in the wetlands, nurse sharks and lemon sharks (often juveniles) can be spotted.

Swimmers are also advised to avoid being near fishing activities, which can draw sharks, and avoid murky or cloudy waters, which can disguise an approaching shark.

Connolly underscored that the DMMO represents a ‘new era” of collaboration and partnership in the realm of tourism for the territory as it brings together the public and private sectors, local communities, and other key stakeholders to work collectively towards a common goal which is to ultimately enhance the competitiveness and sustainability of the destination as a world-class tourism product.
She told the House of Assembly that the significance of the DMMO cannot be overstated, as the territory has to put its proverbial shoulder to the wheel to keep abreast with the competition.
“We are competing in a fiercely competitive global tourism market, and we must be proactive in our approach to remain relevant and attractive to visitors.
“The DMMO will provide us with the tools we need to succeed in this environment.
“It will enable us to tap into the latest marketing techniques and technology, to create a compelling destination brand, and to provide visitors with an unforgettable experience.
“The DMMO will be a driving force for innovation and excellence in our tourism industry.”
Coupled with this, the Minister revealed that her Ministry has established a Department of Tourism Regulation (DTR), a watchdog body of sorts to ensure the territory’s tourism product meets certain benchmarks.
She said: “Mr Speaker, the department will be responsible for mandatory tourism regulations and compulsory standards; inclusive of training on tourism services.
“Brand Turks and Caicos has been established, we must ensure that we maintain and protect our image.
“The DTR will ensure tourism standards are met in accordance with our product and key focus will be placed on quality management ensuring that brand TCI is maintained at its highest standards.
“This year we will continue our efforts to empower our people to be economically independent, to continue to benefit from the growth of this tourism economy and we will do so by improving efficiency in service delivery, and efficiency in meeting our goals and objectives.”
Premier calls out Opposition for distortion of ‘facts’
– says the budget has something for everyone
BY DELANA ISLESThe Premier has responded to remarks by the opposition leader which call into question the high level of professional consultancy and the effectiveness of the current administration.
During his budget presentation last week, Honourable Charles W. Misick said the ramblings and distortions by the leader of the opposition (LOO), Hon Edwin Astwood and the oppositionappointed member are based on untruths and deception.
“The leader of the opposition spent most of his adult working life in middle and senior management roles in the public service; over four years as a Cabinet minister and more than two years leading His Majesty’s Loyal Opposition and the Public Accounts Committee.
“Yet, despite these roles, the opposition leader either lacks a basic understanding of the relations
between portfolios, programmes and projects within public finance management or he is creating mischief by suggesting that there is no spending on programmes,” Misick said.
He added: “You cannot isolate individual line expenditure from the
associated project or work package and expect to deliver programmes. That is a fool’s errand. It is futile.
“The leader of the opposition expressed a disdain for consultants; yet in the same breath, he claimed credit and legitimately so, for being part of the policy-making team that delivered the Physical Development and Sustainability Master Plan that was done by a consultant.”
The Premier noted that consultants add value by bringing specialist knowledge and skills to the process and help in effective decision-making.
He said they also coach, transfer knowledge and help to speed up implementation, all of which need to be properly managed.

He stated that the finance minister’s presentation of the budget was logical, coherent, factual and supported by results and evidence.

Misick said the oppositionappointed member, hon. Alvin Garland then sought to disparage his government’s gender budget, claiming that there are multiple women in public sector leadership.
“I will have to ensure that he is included in the next gender training session, so he will learn that gender applies to both men and women.”
The Premier said it is no secret that the TCI needs to get its young men qualified and to put more of them into good-paying jobs.
“I also wish to inform the honourable member, that the Vision 2040 document was started by me and is not the product of the former administration.”
SOMETHING FOR EVERYBODY
The Premier stated that the theme for the budget debate - ‘Delivering on The Citizen's Contract: Achieving Social, Economic, and Environmental Progress for All’is in line with the thrust of the Citizen’s Contract which focuses on people, planet and prosperity.
In the span of five days, Marine Officers were twice alerted by their US counterparts in the coast guard of two illegal vessels heading towards Providenciales.
The first was spotted on Thursday, March 18, carrying 30 passengers onboard, and the second vessel with 129 onboard was intercepted on Sunday, May 21.
These latest interceptions – at press time – bring the total number of illegal migrants intercepted and detained for deportation in 2023, to 1,921 illegal Haitian migrants from 17 vessels.
On May 22, the Royal TCI Police Force confirmed that of the 1,921 migrants, 1,545 were men, 376 were women and 11 were children.
Commenting on the interceptions, acting Commissioner of Police Rodney Adams sought to reassure the community that the protection of the TCI borders remains a high priority for the police service.
“We acknowledge our partnerships in the fight against irregular migration and remain grateful for the continued collaborations between our regional and international partners.
“These are challenging operations within a dangerous environment, and I wish to thank members of the public for their continued support and sharing of information with us. This latest interception and the figure of 1,792 illegal migrants apprehended for the year (as of May 18), show our relentlessness in addressing illegal migration in the TCI
“I would like to say Bravo Zulu to our Marine Branch officers and partners who continue to do their best by protecting the waters of the TCI. Our officers place their lives at risk daily to ensure the lawabiding individuals and the borders of the TCI are protected.”
The illegal migrants are all in the custody of the Immigration Task Force for processing.
On May 21, the boat carrying 129 souls was intercepted by officers at about 4:56 p.m. The vessel was a blue open-bow makeshift sailing boat with no sail.
Police said the boat intercepted on May 18 was a green 24 ft fibreglass boat powered by twin outboard engines.
The public is being advised to notify the closest police station or to contact 911 and give any information on illegal activity.
When the budget was laid on the table of the House of Assembly at the end of April, Astwood had remarked that professional consultancy in the new budget took up most of the spending, urging the population not to be fooled by the government’s ‘big budget ever’ as it contained nothing for the ordinary people.

Diners robbed by heavily armed criminals at Downtown restaurant – staff gun-butted
Patrons and staff at a restaurant in the heart of Downtown Providenciales were left terrified last weekend after gunmen entered the establishment with guns drawn.
The incident occurred at about 9:44 pm on Saturday, May 20. Eyewitness reports are that the three masked men armed with what appeared to be high-powered
guns entered the restaurant and announced a hold-up.
Patrons recounted that they were told to lie on the ground while the three criminals divested them of jewelry, cash and other valuables on them. The robbers then escaped in a waiting vehicle.
Police said two employees were rushed to the Cheshire Hall
Medical Center where they were treated and released having been struck on the head with a firearm during the robbery.
Investigations are continuing by the Serious Crime Team, and anyone with information as to the identity of the assailants is asked to contact the nearest police station or call crime stoppers anonymously on 1-800-8477.

National awardees from the 2022 list celebrated
For their dedicated service to country, scores of Turks and Caicos Islanders were bestowed with prestigious awards at last weekend’s national honours and awards ceremony.
An eclectic group of 35 awards, 28 of whom were able to attend in person, were recognised with awards such as the Patriotic Award, Long Service Award and Young Achievers on Saturday, May 20.
The ceremony was held inside the Yellowman and Sons Auditorium in Grand Turk to acknowledge the 2022 awardees after the ceremony was postponed to the Spring of 2023.
In attendance were Governor (Acting), Her Excellency Anya Williams; Premier Hon Charles Washington Misick and his wife, cabinet ministers, senior government officials, family, and
friends of the honourees as well as the community of Grand Turk.
Hon Rita Gardiner OBE was bestowed with The Order Of Turks And Caicos Islands. This award is given for service with distinction in any field of discipline.
The Patriotic Award Cayos Medal – given to a person who demonstrates a keen sense of national consciousness and for rendering exceptional sacrificial service - went to Lindsay Butterfield, Alexander Freites, Valerie Beatrice Jennings, and Lois Taylor.
The Long Service Medal – given for outstanding and exemplary public service to the islands and its people for a minimum period of twenty years - went to Leroy Alexander Adams, Pastor Marilyn Forbes, Kayla Gardiner, Valeda Gardiner, Almina Gibson,

The National Young Achiever’s Medal is given to Turks and Caicos Islanders between the ages of 12 and 25 years who have performed exceptionally well on a national, regional or international level in the areas of culture, academics, performing arts and sports among others.
Awardees of this medal are
Chyenne Astwood, Aaron Jamal Garland, and Andy Missick.
Yet again, there were no recipients for The Order Of National Hero which is conferred upon a person for their extraordinary and outstanding achievement and merit in service to the Turks and Caicos Islands or to humanity at large.
The TCI’s only national hero remains the Hon James Alexander George Smith (JAGS) McCartney.

for The Patriotic Award Mouchoir Bank Medal which is an honorary award for demonstrating a very high regard for national integration and philanthropic contribution to the development of the islands
The same goes for The Meritorious Service Medal –which is an award for sacrificial and meritorious service in a field of service that is inherently challenging or for a brave or humane act in the islands or abroad.
HezronH exhibits for Atlantic World Art Fair 2023
Local artist HezronH is among several artists from the Caribbean slated to appear in the third annual Atlantic World Art Fair this June.
Running from June 1 to 15, the event will be held in collaboration with global art platform Artsy.
The Atlantic World Art Fair seeks to redefine the Caribbean and its neighbouring regions from an internal perspective,
giving them agency on their own terms.
Hezron will be presenting four large-scale works as part of the fair with each piece being roughly four feet square.
“In this precursor of paintings for his newest and most ambitious series since his Tears of the Trouvadore collection, the artist delves deeper into themes associated with identity
and its connection to memory. Interweaving flora found in the Turks and Caicos he begins to explore what is lost and what can be gained in the symbiosis between the land and its inhabitants, its mortality and its immortality, its de-evolution, and its fight to survive,” a statement from Hezron reads.
The third annual online experience features a curated
group of knowledgeable galleries focused on talented contemporary art makers in the Caribbean, the Atlantic Islands, and the region's wider diasporas.
Other artists participating are nationals of or reside in, Aruba, Azores, The Bahamas, Barbados, Bermuda, Cayman Islands, Cuba, Curaçao, Dominica, Dominican Republic, French Guiana, Guadeloupe,

J-LEG and Operation Pursuit set to strengthen security and stop illegal entry
Seventeen government agencies have pooled their skills, knowledge and manpower to effect the reinstatement of the Joint Law Enforcement Group (J-LEG), an umbrella body to coordinate and strengthen law enforcement locally, regionally and internationally.
On Tuesday, May 23, acting Governor, Her Excellency Anya Williams presided over a signing ceremony among the partner agencies, signalling the reinstatement of J-LEG.
A statement from her office related that the signing of the Memorandum of Understanding on Tuesday, signifies the reestablishment of the J-LEG as the oversight body in support of a multi-agency operational compliance taskforce (MOCT) to take active steps to enforce existing TCI laws relative to participating agencies for the deployment of resources inland and the protection of the borders of the Turks and Caicos Islands.
Williams stated: “As we
work to ensure the continued safeguarding and protection of the Turks and Caicos Islands, the reestablishment of J-LEG is critical as it brings together essential
government agencies to coordinate their resources in an efficient manner to address security concerns in land and at our borders in a more structured manner.”
She said working alongside the national security council, the aim and objective of J-LEG will be to develop strategies to detect, prevent, interdict, disrupt, dismantle and to deter criminal activities through coordinated intelligence-led operations with partner agencies, which is critical in addressing TCI’s national security concerns.
“We express our profound gratitude to the 17 law enforcement agencies for the continued work of their teams and look forward to working with them to ensure their future success,” the governor said.
Premier, hon. Charles W. Misick expressed his gratitude to law enforcement for all their hard work and noteworthy achievements in recent times.
“Their dedication speaks to what can be accomplished with a joinedup approach taken to address the challenges of irregular migration and other infractions of the TCI’s border. The increased criminal acts require us to work together, and my Government puts its full support toward this initiative.”
Acting Commissioner of Police Rodney Adams said the police force is pleased to serve as the lead agency in coordinating the work of the J-LEG.
He added: “As crime is everyone’s business the relaunch of this group is critical in helping the RTCIPF to bring about safe communities across the TCI by reducing criminal activities and the fear of crime by creating more safer spaces for the inhabitants of these islands.”
Led by the Royal Turks and Caicos Islands Police Force (RTCIPF), J-LEG is said to be critical for an effective multi-agency working partnership between key law enforcement agencies, partners, and stakeholders across
the Turks and Caicos Islands, regionally and internationally. This is supported by mandates issued by the Turks and Caicos Islands National Security Council.
The ministries, departments, statutory bodies and agencies that are part of J-LEG are: immigration department, national security secretariat, customs department, environmental health department, revenue department, crown land unit, airports authority, ports authority, planning department, national insurance board, department of motor vehicles, probation service, department of correction and rehabilitation, TCI regiment, department of environmental and coastal resources and the fisheries and maritime department.
‘OPERATION PURSUIT’
Meanwhile, when the National Security Council met on Tuesday, members also approved ‘Operation Pursuit’, which is the multi-agency initiative that will enforce various laws to deter persons from entering TCI illegally and preserve the national security of the islands.
Operation Pursuit will locate, identify and process persons undertaking employment in the TCI without the necessary permits or authorisation as well as identify and prosecute employers who may be employing workers illegally.
They will also identify buildings and structures that do not have the necessary planning permissions and take requisite action to address informal settlements.
Further, they will identify and prosecute persons operating illegally in TCI maritime waters, and prevent illicit contraband from entering TCI by locating, identifying and prosecuting persons involved in transnational and organised crime.
Fisheries and marine laboratory named in honour of South Caicos stalwart
The Ministry of Environment, Fisheries and Marine Affairs this week commissioned the Caribbean’s first Fisheries and Marine Laboratory.
Named after Clifford Leroy Brooks – a South Caicos native who dedicated over 30 years to fisheries research and management in the Turks and Caicos Islands –the realisation of the facility was a collaborative effort between the government, the South Atlantic Environmental Research Institute (SAERI) and the Department of Environment and Coastal Resources (DECR).
It was funded by the Darwin Plus Initiative.
Located at the National Environmental Centre in Lower Bight, Providenciales, the laboratory will encourage continued research and report of the fisheries and marine sector in the territory.

Excellency Anya Williams officially cut the ribbon to the laboratory along with the Premier, the Fisheries minister and other representatives on Tuesday, May 23.
Williams said: “We express our thanks to the Darwin Plus Initiative and all those involved in making this Laboratory a reality.”
She added: "Mr. Brooks dedicated over 30 years of his life to fisheries research and management in the Turks and Caicos Islands and it is only fitting that this laboratory be named in his honour to commemorate his service to these islands.”
Also bringing remarks at the ceremony was Ed Butler, a scientist representing the South Atlantic Environmental Research Institute in the TCI.
Butler said: “The opening of the Clifford Brooks Fisheries and Marine laboratory represents a momentous occasion for the
promotion of science-driven marine and fisheries management.
“Not only is the development of this laboratory landmark for the TCI, but also for the Caribbean community as it is a chance to be the first regional centre of excellence of its kind within CARICOM.”
He said that as a fishery scientist, he can attest to the fact that the data the laboratory will provide are invaluable components of modern fisheries management, without which it is very challenging to make informed decisions in the interest of fisheries development and sustainability.
“The fact that this laboratory may now support the improvement of these initiatives in the TCI and across the Caribbean is extremely exciting.”
The development of the laboratory is part of the Darwin Plus One Project concerning tropical marine ecosystems in the
TCI for science-based fisheries management, Butler noted.
He said the commissioning signals the coming on board of the second full-time member of the project team, Project Officer Jessly Robinson.
Following the ceremony Project Officer Jessly Robinson led a demonstration and tour of the new facilities for the attendees.
“In many respects, Officer Robinson represents the potential future of the fisheries component of this laboratory, and I'm extremely proud of everything he and the Project have accomplished over the last year,” Butler said.
Minister with responsibility for Fisheries and Marine, Hon. Josephine Connolly in her remarks spoke fondly of Clifford Leroy Brooks.
“Mr Leroy Brooks was the heartbeat of fisheries in the Turks and Caicos Islands, who joined the civil service in 1987 as a fisheries
officer. He worked his way up the ranks becoming senior officer, then deputy chief fisheries officer and finally assistant director for fisheries and protected areas and revenue collection.
“His career in the TCI was dedicated to bettering the lives of the fishermen and developing the fisheries industry.
“Although Leroy Brooks sadly passed in January 2020, his legacy remains because of his dedication to the fisheries sector.”
Minister Connolly stated that opening the laboratory in honour of Mr Brooks is a major breakthrough for the TCI, “as we have committed to becoming a centre of excellence for fishery and marine research.”
She added: “To open this laboratory today to propel our country to the next level, there are many blue economy opportunities we could explore to diversify our economy and secure the livelihoods of our people.”
Eggs, rolls and prison walls
The remarkable story of hope and opportunity in the Nation’s capital
It is a seldom occurrence that I conduct interviews in order to prepare a column. I hold informal conversations and interact with readers via emails or text messages, but a good old ‘sit down’ interview is a rarity. So, I was looking forward to this interview, which was arranged after seeing a rather catchy advert on social media. It read: THE NEWEST ITEM ADDED TO THE DCR SHOPPING LIST. FRESH BREAD - HOT OUT THE OVEN!
For readers who have only recently moved to our blessed archipelago or for those who are unfamiliar with local acronyms, DCR stands for Department of Correction and Rehabilitation. In other words, the prison was advertising that, in addition to the veggies grown at the prison farm and the purveyance of fresh eggs, they are now also selling fresh bread. Following a short conversation with the prison’s superintendent Mick Woodbine, who with 5 months under his belt is a relative newcomer, it was agreed to meet me in Grand Turk for an interview, together with his assistant superintendents, Meshelle Jennings and Clyde Greene.

interview memories of substandard prison conditions come to mind, but here I am pleasantly surprised to sit down with a group of people who have a genuine enthusiasm for the work they do. This is a group of people who do not shy from sharing their sense of pride in what has been accomplished in the last two and half years and especially the past five months. “I inherited a prison in a good place”, admits Mick Woodbine, “it’s safe, it’s calm and the relationships are very positive. The staff at the prison have achieved amazing progress over the last two and a half years to get the prison to where it is currently.”
As we go through some of the statistics, I learn that the prison was originally built for 116 inmates and now houses 126 persons. Add to these 85 staff, including a nurse, a teacher and a cook and it quickly
becomes clear that this is indeed a bustling place. As the conversation turns to the day-to-day operation, I am informed by my conversation partners that, “the focus of the prison is changing, as we become even more rehabilitative and inclusive, developing a culture with “hope” at its centre, where well trained and equipped staff are confident in delivering a safe and purposeful environment where prisoners achieve better outcomes”.
“Achieving better outcomes”, for some reason, resonated with me. And as this relates to the Grand Turk prison it would seem, from an outsider’s point of view, that the combination of improving infrastructure and engaging with the community in a positive way, appears to have paid dividends for the staff, the inmates and yes, the community of Grand Turk as a whole.
“Do you know that a box of eggs at one point was selling for as much thirteen dollars in the supermarket?”, I am asked. “Well, when we started to sell fresh eggs for five dollars, for a dozen, eventually the prices in the stores started coming down and people took notice”. As I look around the table, I can tell these guys are proud, not just of their product but also of the well-received community engagement. On a good day, the prison sells one thousand dollars worth of eggs to the community, or two hundred boxes of a dozen. And it doesn’t stop with eggs. As is well known on Grand Turk, the prison’s farm produces an array of vegetables, which are sold directly to the community and with the recent addition of its bakery, a bag of ten freshly baked rolls for four dollars is fast becoming a must buy item on the grocery lists
in the nation’s capital.
“Long term”, explains Meshelle Jennings, “we are looking at creating a proper farm shop, where we will sell vegetables, bakery goods, fresh meats, eggs, and even souvenirs, thereby transforming this operation into a proper business. And as a result of the training they will receive, inmates can have the opportunity to be properly qualified bakers, farmers, etc.” The team impress on me that “We want to create a working culture where people feel empowered and enabled to develop and implement their own ideas for making things better.”
As we bring the conversation to a close, I go around the table with a simple question: What’s a good day in the prison? “Happy staff!”, exclaims Meshelle Jennings, a veteran of over twenty years in the prison service, “makes my day good.” For her colleague Clyde Greene, a good day in prison is a day when inmates are engaged in meaningful activities. “Every day is a good day in prison”, says Superintendent Mick Woodbine, “even the ones that start off challenging, because in the end, when we get through a crisis, there is a real sense of achievement”.

Police force gets second tactical response vehicle to fight crime – ‘Bear
The Royal Turks and Caicos Islands Police Force now has two armored vehicles to further bolster the capabilities of the police force.
Bringing welcome remarks at a handover ceremony this past Tuesday, May 23, at Police Headquarters along Airport Road in Providenciales, Superintendent of Police Dwight Gardiner said the second tactical response vehicle dubbed ‘Bear Cat’ offers greater mobility to officers as they go about their duties.
“This latest arsenal in our fight against criminal elements will enable greater mobility, thereby allowing officers to increase their responses to emergency calls from the public in several problematic areas deemed inaccessible. The acquisition of this vehicle is critical towards achieving the strategic goal of detecting and reducing crime.”
Gardiner continued: “These vehicles are an important tool in combating crime and broader national security challenges. The vehicles which will be used during certain tactical operations will seek to instill fear in the hearts and minds of criminals while offering a security blanket to law-abiding citizens.”
The first TRV named ‘Pitbull’ was handed over to the police by the government a few months ago, having arrived late in 2022.
Governor (Acting) Anya Williams said the investment of $800,000 by the government for the purchase of these two Tactical Response Vehicles marks a significant investment to ensure the safety and security of police officers as they work to keep the islands safe.
“The government has made a significant turn in delivering to the police,” she observed.
Also in attendance at the handover ceremony were the Hon Premier Charles Misick, Deputy Premier Hon Erwin J. Saunders, Commissioner of Police (ag) Rodney Adams, Assistant Commissioner of Police Kendall Grant, government officials and members of the RTCIPF senior management team.

El Niño won’t protect the Caribbean from storms
Regional climate specialists are warning that the likely development of El Niño conditions this summer will not protect the Caribbean from severe storms and hurricanes. While the phenomenon is associated with drought, the Caribbean Sea is unusually warm, providing the opportunity for strong hurricanes to develop even if conditions are, as anticipated, very dry this summer.
While the leading storm forecasters at Colorado State University are calling for a slightly quieter-than-average hurricane season, they were keen to stress that their early predictions came with a high degree of uncertainty. And even if the impact of an El Nino reduces the number of storms in the Atlantic, the warm water will help intensify those that do emerge.
The conflict in weather patterns has experts at the UWI Global Institute for Climate Smart and Resilient Development and the Caribbean Institute for Meteorology and Hydrology (CIMH) worried, as this region could experience a much more active season than is being suggested, even while residents manage another bad drought.
For several years the UWI and
CIMH have been researching how El Niño events affect the Caribbean, and research shows that it tends to make it much drier. It was El Niño that caused the most severe droughts to impact the region in recent memory in 2014-2016. But the weather event did not stop Hurricanes Joaquin and Matthew, among others, from
causing devastating damage in the Bahamas and Haiti.
El Niño, if it emerges, may be weak this year too, which means it may have little or no impact on the Atlantic. That, combined with the hotter-than-usual water, warmed by more dry, hot days and nights, means there is much more uncertainty about this hurricane
season’s predictions than usual.
“The region can never let down its guard as it only takes one hurricane or storm to cause immense economic setbacks to an impacted country and sometimes the entire region,” the researchers at UWI and CIMH stated in a press release this week.”Very warm seas also impact coastal marine ecosystems such as coral reefs and seagrass beds, and offshore fisheries may experience disruption of seasonal patterns and uncertain catches.”
The UWI-CIMH research also shows that the warmth of both the Pacific and Atlantic will have a strong impact on how the rainy season will unfold, and they said that Caribbean governments should keep a close eye on global and regional climatic conditions over the next few months. They will need to potentially prepare for both very dry and very hot conditions and intense storms or hurricanes.
“We urge Caribbean
governments, residents and other interests to continue paying close attention to shifts in global climate, including the likely emergence of El Niño this year. We also urge them to draw upon the available resources and scientific expertise in the region in understanding the implications for Caribbean societies and in crafting their response,” the experts warned. Climate change is having an increasing effect on weather patterns, making it more difficult for even the most committed storm experts to make solid predictions. The Cayman Islands has not had a major hurricane impact since Cayman Brac was struck by Paloma in 2008, and it will be 19 years in September since Hurricane Ivan wiped out Grand Cayman. In the intervening years, a number of storms have emerged suddenly nearby or intensified very quickly, as was the case with Tropical Storm Grace in August 2021, taking residents by surprise. (CNS)
A DEADLY dormitory fire that killed 19 students in Guyana was set by a fellow student after her cellphone was confiscated when her affair with an older man was revealed, officials said.
Several others were injured when the blaze ripped through a locked dormitory at the Mahdia Secondary School late Sunday.
The female suspect, who is about 14, allegedly threatened to torch the wood-and-concrete building when her phone was taken away over her relationship with an older man, national
security adviser Gerald Gouveia said.
The girl, who was injured in the blaze, is expected to be released from the hospital this week and will be held in juvenile detention.
Officials said the dorm’s locked doors and grilled windows prevented most of the victims from escaping the fire.
“She did this out of love for them. She felt she was forced to do so because many of them leave the building at night to socialize,” Gouveia said of the dorm mother, who locked the residence at night
to prevent the girls from sneaking out.
“This is a very sad situation, but the state is going to work with the students and the families to provide all the support they need.
“The house mother was asleep at the time inside the building but panicked and could not find the right keys to unlock the building from inside but she made it out.”
Residents in the surrounding neighborhood were woken up by the girls’ screams as they clambered to escape the building, the BBC reported.
UK should give BVI resources to get to independence— Minister Hodge-Smith
The United Kingdom (UK) should do more in its efforts at helping to make the BVI and other Overseas Territories (OTs) more self-governing, particularly if the territories have shown an interest in moving in this direction.
This was the viewpoint shared by Junior Minister for Culture and Tourism, Luce Hodge-Smith, who expressed that the UK has the necessary scope to give the BVI and other Overseas Territories more.
“What a majority of [OTs want], they want more autonomy. They want to be able to make decisions for themselves based on the fact that we are developing, we are doing things to help our people to grow,” Hodge-Smith commented on the Talking Points radio programme.
She offered that this should be done even though some decisions that are being made by the OTs are not always pleasing to the UK.
PM leans towards paternity testing for citizenship proof
PRIME Minister Philip “Brave” Davis suggested his administration is leaning toward requiring genetic test results as proof of paternity for people expecting Bahamian citizenship after the Privy Council affirmed that children born to Bahamian men are citizens regardless of their mother’s nationality.
“We need to ensure that the daddy is the daddy and that the daddy knows,” Mr Davis said yesterday.
“The only way we’d know that is if we have some kind of a test.”
The Privy Council did not address how to determine paternity in its landmark; neither did Chief
Justice Ian Winder when he ruled on the matter in 2020.
The Status of Children Act outlines how one can prove paternity. Still, according to National Security Minister Wayne Munroe, KC, the law specifies that it can’t be used to establish citizenship.
Government officials are uneasy about permitting traditional ways of establishing paternity suffice to obtain citizenship, such as using an affidavit signed by the purported father.
On Tuesday, Mr Davis suggested his administration is also questioning if birth certificates could suffice as proof of paternity.
FREE National Movement leader Michael Pintard said the Davis administration must act now to resolve gas retailers’ concerns, warning their inaction could cause a domino effect that will affect the broader economy.
Mr Pintard spoke as some petroleum retailers refused to sell diesel for a second day in response to high fuel costs and the government’s failure to address their margin concerns.
“We have a very serious concern for the broad-based negative impact of this situation if it is not resolved,” Mr Pintard told The Tribune. “One is the loss of productivity at work if this persists and public service drivers in general and residents who have diesel driven vehicles in particular are unable to get to work or if their cost go up in terms of how they get to work.”
“You know in the construction sector, many items are powered by or fuelled by diesel, whether its transportation or the heavy equipment that is used so it is rather worrisome in terms of the multiple ways in which the broader economy can be negatively affected.”
Fuel retailers have complained

But Economic Affairs Minister Michael Halkitis has repeatedly said officials want a solution everyone can live with and that the government would not reduce its margin.
This week, Mr Pintard called on the government to act urgently so there could be a win-win situation for all.
“It’s been a very long time since this discussion has been going on,” he added.
“If I’m not incorrect, it must be somewhere in the vicinity of a year and so the government has to find creative ways of protecting the consumer and ensuring that through our actions or inactions cause the demise of the suppliers.”
In an earlier statement, Mr Pintard said his administration would engage all stakeholders and devise a solution.

Concerns about travel advisories as airlines continue to support Jamaica

Richard Vernon is disappointed that a travel advisory has again been issued for Jamaica by the United States Department of State, to its citizens travelling to the Caribbean island, because of the high crime rate.
The State Department regularly assesses risks for Americans abroad and had previously issued travel advisories for Jamaica, but reissued them with new updates. Vernon was speaking following the inaugural flight of Frontier Airlines non-stop services to Montego Bay from Dallas-Fort Worth in Texas on Monday morning.
“I am a little bit disheartened because, regardless of us getting these new flights, regardless of us putting the work in, we have been listed once more. We have been given this travel advisory despite the efforts of the Government to put the necessary measures in place to contain the monster of crime,” Vernon said.
Montego Bay, he said, is the best destination in the Caribbean, as tourism accounts for 30 per cent of GDP and 30 per cent of the
employment in the service sector, and probably overall in Jamaica.
“We have to protect tourism, and in protecting tourism, we have to ensure that the matter of crime is not one where we have to spend all our resources. The people should be in a position where they are cooperating, and we are protecting ourselves by protecting the economy and protecting the
industry of tourism,” Vernon said.
Noting the recent declaration of the state of public emergency, Vernon said while the gangsters have seemingly put Montego Bay at a standstill, we need to do better as a people. Nevertheless, he indicated that they were still happy that they had the opportunity to get business, and he looked forward to more persons being employed in
the tourism sector.

“We look forward to ensuring that we can get more persons employed in the tourism sector, especially now that we have free access to HEART, all the way up to level four. We want to increase the pool of skilled workers that we have in Jamaica, and at the same time,
I will urge the members in the service sector and in the tourism industry to consider the fact that the government has also issued a base for minimum wage. It is a base, not a cap, and therefore more people in the tourism sector can pay more and facilitate more,” Vernon said.
Citing the number of persons who work in these areas that are employed in the hospitality industry, and who reside in many of these volatile communities, he indicated that there is no excuse for crime, given the many opportunities in the industry.
“We have very good people working and living in these areas, and we hope that by increasing the pool of skilled workers via the HEART, that these idle hands will find more work to do. There is a way out of poverty, and poverty is no excuse for crime,” Vernon said.
Meanwhile, Nadine Spence, chair of the Montego Bay Chapter of the Jamaica Hotel and Tourist Association, said despite the travel advisories issued over the years, visitors are informed and know how to handle themselves if faced with any danger.

Migration figures: Rishi Sunak says numbers ‘too high’ after new record set
Net migration is too high, Rishi Sunak has said, after data confirmed levels hit a new record high last year.
Immigration saw the country’s overall population increase by 606,000 in 2022, according to the Office for National Statistics (ONS).
More people from outside the EU arriving on student and work visas, as well as the Ukraine and Hong Kong schemes, all contributed, the ONS said.
The PM insisted that migration was not out of control.
But after more than a decade of Conservative-led governments promising to reduce numbers, the figures represent a political challenge for Mr Sunak.
Under then Conservative prime minister David Cameron, the Tories pledged to get net migration below 100,000, and the party’s 2019 manifesto also committed to getting the rate down, without setting a specific target.
Now the ONS has confirmed that in 2022, an estimated 1.2 million people arrived in the UK, while 557,000 left in the same period.
Net migration, the difference between those two figures, stood
at 606,000 - an increase of 164,000 on 2021’s total.
Reacting to the data, the PM told ITV’s This Morning: “Numbers are too high, it’s as simple as that. And I want to bring them down.”
Asked whether immigration was out of control, Mr Sunak replied: “Well, no, I think the numbers are just too high.”
The PM said measures to tighten visa rules for overseas students which were put in place this week were “significant” and would bring levels down over time.
In a bid to drive down net migration, from next year, only those on post-graduate research programmes will be able to bring their families to the UK.
On Thursday, the ONS said that of the 925,000 non-EU nationals who came to the UK in 2022, almost 40% arrived on student visas - but it added that students “typically” don’t stay long term, and the majority leave when their courses end.

Net migration continues to increase despite Brexit: more EU nationals left the UK last year (202,000) than arrived (151,000), the ONS said.
Resettlement schemes triggered by what the ONS called “unprecedented world events” were the third biggest driver of the increase.
The number of non-EU nationals who arrived in the UK via humanitarian routes rose from
9% to 19% in 2022.
Among them were 114,000 Ukrainians, and 52,000 Hong Kong citizens who were offered a special visa scheme created after China imposed a national security law in the former British colony.
In the House of Commons, Labour’s shadow home secretary Yvette Cooper said support given to Ukrainians and Hong Kongers had “unusually affected the figures”.
“Net migration is more than twice the level ministers were aiming for, and the asylum backlog is at a record high despite Rishi Sunak promising to clear it this year,” she said.
Ms Cooper criticised the government for failing to tackle
skills shortages, especially in health and social care, or to get people back into work after the pandemic.
Immigration minister Robert Jenrick said: “We want British employers to focus… on training British workers to fill these vacancies.”
He added that he worried high net migration was placing “intolerable pressure on public services, on housing supply and on our ability as a country to integrate new arrivals”.
“What we do want to see is universities focusing on teaching and not on inadvertently creating a backdoor to immigration status here,” he added. (BBC)

You have to imagine that someone somewhere has been fired. Maybe more than one person.
Elon Musk will be looking for scapegoats to blame for the fact that Ron DeSantis’s campaign launch was technically a laughable farce. With the sound cutting out and the link repeatedly crashing it took 20 minutes to get going.
Ron DeSantis must be regretting listening to the adviser who thought this was the way to launch a campaign that needs rocket boosters to propel him to the level of support the polls suggest his biggest rival Donald Trump currently enjoys.
In the Four Seasons hotel in Miami, where campaign volunteers were gathered for the launch, people were trying to put a brave face on - dismissing the technical difficulties as “unimportant” and “insignificant”.
“More embarrassing for Elon Musk than for Ron DeSantis,” one told me. “Find me one voter
in Iowa who remembers this in January and I will give a hundred bucks,” he said.
Once the Twitter session got going, Mr DeSantis talked about his “war on woke”, his legal battle with the Walt Disney Company, and how he would reduce immigration.
With Mr Musk and the other contributors all agreeing with him,
it was certainly not a challenging forum.
Even before the fiasco began Mr DeSantis was being criticised for launching this way. One Trump loyalist noted that the Twitter event was typical for Mr DeSantis - because he didn’t have to face either journalists’ questions or a live audience.
That remark gets to the heart of what could be Mr DeSantis’s greatest problem. How will he cope with interacting with people and the press?
He has a reputation for avoiding journalists and behaving awkwardly with voters. His critics claim he doesn’t have the charisma required for a successful presidential campaign.
“Trump without the charm,” is how rival Nikki Haley’s campaign described Mr DeSantis in an internal memo leaked this week.
EFFECTIVE, IF NOT EXCITING
I saw Mr DeSantis in action myself in the key state of Iowa just a few days ago. He addressed a room of about 600, mostly Republican, voters at a barbeque lunch in Sioux Centre.
It is often said that he is not a natural public speaker but I thought he was effective, if not exciting, as he outlined the conservative
policies he has put in place in Florida.
He showed his political instincts when he made an unscheduled stop that evening in Des Moines where Trump had just cancelled a rallyciting bad weather warnings. “It’s a beautiful night,” Mr DeSantis proclaimed in a jab at his most significant opponent.
The New York Times headline the next day read: “DeSantis Impresses in Iowa”. Although it did note that expectations are so low that he fared well “merely by showing up and not committing any significant gaffes”.
He also did a rare photo call for the cameras - posing at the grill wearing a personalised apron and cooking a remarkably large pork chop. But he was excruciatingly uncomfortable with journalists trying to ask him questions.
If you want to avoid the reporters who have come to cover your event you need to find a way to gracefully brush them off.

Germany falls into recession as consumers in Europe’s biggest economy spend less
Germany has slipped into recession as last year’s energy price shock takes its toll on consumer spending.
Output in Europe’s largest economy dropped 0.3% in the first three months of the year, following a 0.5% contraction at the end of 2022, official data showed Thursday.
The Federal Statistical Office downgraded its previous estimate of zero growth in gross domestic product (GDP) compared with the previous quarter. A recession is defined as two consecutive quarters of declining output.
“The persistence of high price increases continued to be a burden on the German economy at the start of the year,” the office said. “This was particularly reflected in household final consumption expenditure, which was down 1.2% in the first quarter of 2023.”
Claus Vistesen, chief euro area economist at Pantheon Macroeconomics, said spending by consumers in the first quarter was crimped by “the shock in energy prices.”

Police Scotland chief says force is institutionally racist
“It is the right thing for me to do, as Chief Constable, to clearly state that institutional racism, sexism, misogyny and discrimination exist.
Sir Iain Livingstone said prejudice and bad behaviour within the force was “rightly of great concern”.
He also said that acknowledging the issues exist was vital for real change to happen.
A review recently uncovered first-hand accounts of racism, sexism and homophobia by serving officers.
It also heard about cases where staff had been “punished” for raising concerns.
Sir Iain’s statement is believed to be the first of its kind by a police chief and comes amid ongoing controversy about policing culture in the UK.
But he stressed that his admission of institutional discrimination did not mean that individual officers and staff were racist or sexist and expressed pride and confidence in their work.
Speaking at a meeting of the Scottish Police Authority on Thursday morning, Sir Iain said:
“Police Scotland is institutionally racist and discriminatory. Publicly acknowledging these institutional issues exist in our organisation is essential to our absolute commitment to championing equality and becoming an antiracist service, “It is also critical to our determination to lead wider change and support wider change in society.”
Sir Iain, who is to retire on 10 August, admitted that people from different backgrounds or with different requirements “don’t always get the service that is their right” and that this was also true for the force’s own officers and staff.
Sir William Macpherson’s definition of institutional racism, set out in his 1999 report into the killing of black teenager Stephen Lawrence, is the collective failure of an organisation to provide an appropriate and professional service to people because of their colour, culture, or ethnic origin.
It can include processes, attitudes and behaviour which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness and racist stereotyping.
Sir Iain said the force had already put in place measures including enhanced vetting of its officers and a more rigorous recruitment process to help tackle the issue.
First Minister Humza Yousaf said that, as a person of colour,
the admission of institutional racism by the chief constable was “monumental” and “historic”.
Mr Yousaf said he had personal experience of racism within the police, having been “searched over a dozen times as a young boy, whether it was in my car or walking with my friends in the street or in airports”.
Police Scotland last year launched a four-year strategy called “Policing Together” to tackle
discrimination in the force and in the community, with a mandatory leadership programme to be rolled out to about 5,000 officers and staff to improve the existing workplace culture.
The force has faced a number of concerns about that culture in recent years.
Some women who are former officers spoke to the BBC’s Newsnight about a “boys club” culture at all levels of Police Scotland.
One of them, former firearms officer Rhona Malone, won almost £1m in compensation from the force after an employment tribunal found she had been victimised when she had raised concerns about sexism.
Ms Malone said the chief constable’s admission was welcome, and that she hoped it would help officers within the force who are currently challenging Police Scotland on these issues. However she said she was angry that it had taken so long to recognise the problem, and that officers who had raised concerns were still “getting pushback”.

The Turks and Caicos Gaming Commission seeks a Deputy Director to assist with the daily operations of the Commission. The Deputy Director will assist the Managing Director in planning, managing, and coordinating the daily operations of the General Counsel, Chief Financial Officer and Director of Enforcement and Investigations. The candidate will ensure the protection and integrity of gaming related activities and that all policy and procedures are in compliance with all laws, regulations, policies and code of Ethics.
ESSENTIAL DUTIES AND RESPONSIBILITIES WILL INCLUDE:
• Assists the Managing Director in training, performance review, and disciplining staff.
• Develops internal programs and policies, and assists with the development of strategic plans and risk assessment as required.

TCI leaders host reception for diaspora in Manchester
Leaders of the Turks and Caicos Islands recently met with students and members of the TCI diaspora at a reception in Manchester, England.
On Saturday, May 15, Governor (Acting) Her Excellency Anya Williams, Premier Hon C. Washington Misick, and Minister of Education, Hon Rachel Taylor hosted a reception for members of the Turks and Caicos Islands diaspora residing in the United Kingdom (UK).
The large gathering of Turks and Caicos Islanders marked the conclusion of the TCI delegation visit to the UK for the Joint Ministerial Council (JMC) and the World Education Forum (WEF), a recent statement from the Office of the Premier said.
The evening provided a direct opportunity for students and diaspora members to engage directly with the senior leadership of the territory, in an open forum.
During her remarks, the Governor (Acting) highlighted the important role Turks and Caicos Islanders must play in building their country for future generations.
She acknowledged that while going away to further one’s education is a good thing, it is essential that persons return to contribute and help build the TCI into the nation they desire it to become.
She further told the students that all skill sets are needed in the journey of nation-building.
Echoing those sentiments was the Premier Hon C. Washington Misick who praised the students on their academic pursuits and the diaspora members for the experience they have gained while in the United Kingdom.
The Premier said: “As the Turks and Caicos grows, the demand for skilled, experienced persons remains high and the government
would welcome persons returning.”
He further added, “There are numerous small business opportunities that exist for Turks and Caicos Islanders, and the government has earmarked certain categories for only Turks and Caicos Islanders and persons should take advantage.”
Minister of Education, Hon Rachel Taylor in addressing the large group of students who attended the reception, said: “It is a pleasure to be here in the presence of our country’s greatest assets, our people!’ especially our youth who will be responsible for the continuous development of our country as we seek to bridge the skills gap through education and training.’ According to the statement, the Minister of Education also took the opportunity to have side meetings with the students as she learned of their personal concerns in relation to the challenges they are experiencing.
The Scholarship Officer, Ms Sharine Lightbourne was also in attendance and was able to actively engage in the side table discussions.
Minister Taylor encouraged the students to take advantage of any Internship or Apprenticeship Programmes that are available in the UK and reminded them to also register for the TCI National Internship and Apprenticeship Programmes being offered.
“The Minister and her team listened attentively to the concerns and promised to ensure that with the additional manpower being added to the Scholarship Unit within the 2023-2024 budget, it will provide greater opportunity for oversight in relation to our students’ data inclusive of students who are not on government scholarships”, the Office of the Premier stated.

Job Purpose: The individual will work to improve the quality of tourism services in TCI through the development of international partnerships with organisations that promote international tourism quality labels.
In addition, it will aim to facilitate access to information on TCI tourism legislation for all national and international tourism businesses.

- Supervise the activities related to the design of international quality standard programs to be financed by international organizations.
- Coordinate the activities related to the design of tourism quality programs to be financed by international organizations with the Fundraising Specialist (Finance and Operation Department) and Business Support Services and Training Unit
- Supervise all DMO activities related to the implementation of the international quality programs for the different sectors of the TCI Tourism Industry.
- Inform the CEO and the Board of Directors about the results of the international quality programs implemented by the DMMO and assist the CEO to present these results to the Minister of Tourism and the Department of Tourism Regulations.
- Collaborate with the Tourism Intelligence Unit to identify specific indicators and collect related data to be used to monitor the impacts generated by the implementation of international standard tourism quality programs by TCI tourism businesses.
- Supervise all monitoring activities to control if and how tourism businesses are implementing / adopting the voluntary international tourism quality standards.
- Supervise the exchange of information from the Ministries of the TCIG and the One-Stop-Shop.
OTHERS:
- Develop annual work plan and budget for the Quality Assurance Department.
- Conduct annual or biannual assessments of the quality assurance team and develop Performance Improvement Plan for those respective teams that it is required.
- Collaborate, if requested, with the Department of Tourism Regulations (Ministry of Tourism) for the improvement of the tourism quality standards for the tourism businesses in TCI.
- Collaborate with the CEO and all other members of the executive team for the definition of the Annual Report about the DMO performances and impacts on the tourism industry in TCI.

- MastersDegree in Tourism Product Development, Business Administration, Economics or similar

Brain implants help paralysed man to walk again
A paralysed man has been able to walk simply by thinking about it thanks to electronic brain implants, a medical first he says has changed his life.
Gert-Jan Oskam, a 40-year-old Dutch man, was paralysed in a cycling accident 12 years ago.
The electronic implants wirelessly transmit his thoughts to his legs and feet via a second implant on his spine.
The system is still at an experimental stage but a leading UK spinal charity called it “very encouraging”.
“I feel like a toddler, learning to walk again,” Mr Oskam told the BBC. He can also now stand and climb stairs.
“It has been a long journey, but now I can stand up and have a beer with my friend. It’s a pleasure that many people don’t realise.”
The development, published in the journal Nature, was led by Swiss researchers. Prof Jocelyne Bloch, of Lausanne University, who is the neurosurgeon who carried out the delicate surgery to insert the implants, stressed that the system was still at a basic research stage and was many years away from being available to paralysed patients.
But she told BBC News that it was the team’s aim to get it out of the lab and into the clinic as soon as possible.
“The important thing for us is not just to have a scientific trial, but eventually to give more access to more people with spinal cord injuries who are used to hearing from doctors that they have to get used to the fact that they will never move again.”

The Republic of Ireland is set to introduce health warning labels on alcohol products.
Stephen Donnelly, the Irish minister for health, signed new regulations into law on Monday but they will not come into force until 2026.
Labelling will warn consumers about the risks of drinking alcohol as well as providing a product’s calorie content and the number of grams of alcohol.
The Irish government said the regulations would bring alcohol products into line with requirements for food packaging.
Mr Donnelly said: “I welcome that we are the first country in

The operation to restore GertJan’s movement was carried out in July 2021. Prof Bloch cut two circular holes on each side of his skull, 5cm in diameter, above the
regions of the brain involved in controlling movement. She then inserted two disc-shaped implants which wirelessly transmit brain signals - Gert-Jan’s intentions - to two sensors attached to a helmet on his head.
The Swiss team developed an algorithm which translates these signals into instructions to move leg and foot muscles via a second implant inserted around Gert-Jan’s spinal cord - which Prof Bloch intricately attached to the nerve endings related to walking.
The researchers found that after a few weeks of training he could stand and walk with the aid of a walker. His movement is slow but smooth, according to Prof Grégoire Courtine of the
École Polytechnique Fédérale in Lausanne (EPFL), who led the project.
“Seeing him walk so naturally is so moving,” he said. “It is a paradigm shift in what was available before”.
The brain implants build on Prof Courtine’s earlier work, when only the spinal implant was used to restore movement. The spinal implant amplified weak signals from the brain to the damaged part of the spinal column and was boosted further by pre-programmed signals from a computer.
BBC News reported how in 2018, David M’Zee became the first patient to be successfully treated with a spinal implant, so much so that he was able to have a
baby with his wife, something that had not been possible previously.
And last year we reported how as the result of the same technology, Michel Roccati became the first man with a completely severed spine to walk again.
Both have benefitted tremendously but their walking motion is pre-programmed and looks robotic. They also have to keep their intended movements in step with the computer and have to stop and reset if they get out of sync.
Gert-Jan had only the spinal implant before he had the brain implants. He says that he now has much greater control.
“I felt before that the system was controlling me, but now I am controlling it”.Neither the previous or new systems can be used constantly. They are bulky and still at an experimental stage. Instead, patients use them for an hour or so for a few times a week as part of their recuperation. The act of walking trains their muscles and has restored a degree of movement when the system is turned off, suggesting that damaged nerves may be regrowing.
The eventual aim is to miniaturise the technology. Prof Courtine’s spin out company Onward Medical, is making improvements to commercialise the technology so it can be used in people’s day-to-day lives.
“It’s coming,” says Prof Courtine,. “Gert-Jan received the implant 10 years after his accident. Imagine when we apply our brain-spine interface a few weeks after the injury. The potential for recovery is tremendous”. (BBC)

Saturn’s iconic rings are disappearing
Saturn’s iconic icy rings may not be around for future skygazers to glimpse at through their telescopes, according to new research.
A new analysis of data captured by NASA’s Cassini mission, which orbited the gas giant planet between 2004 and 2017, has revealed new insights into how long the rings have been around and when they may vanish from sight. The findings have been shared in three studies published in May.
Our solar system and its planets formed about 4.6 billion years ago, and scientists have long debated the age and origin of Saturn’s rings. Some astronomers have argued that the bright, icy rings must be younger than expected because they haven’t been eroded and darkened by interactions with meteoroids across billions of years.
The Cassini data has led to a new finding, published May 15 in the journal Icarus, that supports this
ring system in 2019
theory of the rings appearing long after Saturn’s initial formation. Additional studies published on May 12 in Science Advances and May 15 in Icarus, respectively, arrived at similar conclusions.
“Our inescapable conclusion
is that Saturn’s rings must be relatively young by astronomical standards, just a few hundred million years old,” said Richard Durisen, professor emeritus of astronomy at Indiana University Bloomington and lead author of
both Icarus studies, in a statement.
“If you look at Saturn’s satellite system, there are other hints that something dramatic happened there in the last few hundred million years. If Saturn’s rings are not as old as the planet, that means something happened in order to form their incredible structure, and that is very exciting to study.”
It’s likely the seven rings were still forming when dinosaurs roamed the Earth, according to the researchers.
INSIGHTS FROM CASSINI
Saturn’s rings are largely comprised of ice, with just a small percentage belonging to the rocky dust created in space by broken asteroid fragments and micrometeoroids. The pieces, similar to sand grains, collide with particles in Saturn’s rings and create floating debris as the ring material orbits the planet.
During Cassini’s Grand Finale,
when the spacecraft completed 22 orbits in which it passed between Saturn and its rings, the researchers were able to obtain data about how many meteoroids pollute the rings, the mass of the rings themselves and the rate at which material from the rings rains down on the planet. All the data seemed to point to the same finding about the younger age of Saturn’s rings.
The researchers were able to gauge how much cosmic dust, which moves through our solar system on a regular basis, has built up on the icy rings. Over 13 years, Cassini’s bucketlike Cosmic Dust Analyser was able to scoop up 163 grains of dust that originated from beyond the Saturn system as they whirled around the gas giant. The rings were surprisingly “clean,” which suggested that they must not have been around long enough to accumulate an excess of cosmic dust. (CNN)
Only 1 in 10 Americans eat enough fruits and vegetables, which are a key pathway to good health. And according to a new study, there’s a distinct benefit for anyone diagnosed with high cholesterol.
Researchers looked at levels of LDL, or low-density lipoproteins — often called “bad” cholesterol because a build-up can increase the risk of stroke and heart disease. In study participants, LDL levels dropped 10% and total cholesterol declined 7% for people following a plant-based diet when compared with those who eat both meat and plants, the study found.
“This corresponds to a third of the effect of taking cholesterollowering medications such as statins, and would result in a 7% reduction in the risk of cardiovascular disease in someone who maintained a plant-based diet for five years,” said lead author Dr Ruth Frikke-Schmidt, professor of clinical biochemistry and chief physician at the Rigshospitalet in Copenhagen, Denmark.
“Importantly, we found similar results across continents, ages, different ranges of body mass index, and among people in different states of health,” FrikkeSchmidt said in a statement. “If people start eating vegetarian or
vegan diets from an early age, the potential for reducing the risk of cardiovascular disease caused by blocked arteries is substantial.”
The analysis was based on results from 30 randomized clinical trials, with over 2,300 of them published between 1982 and 2022. Those studies investigated the impact of vegetarian or vegan diets on all types of cholesterol and apolipoprotein B (apoB), a protein in blood considered to be a good measure of how much bad fat and cholesterol is in the body.
The meta-analysis is the first to focus specifically on the effect of diet on concentrations of apoB, the authors said. Results showed being vegan or vegetarian was associated with a 14% reduction in apolipoprotein B levels.
“This large analysis supports what we already know: that including more plant-based foods in your diet is good for your heart,”
Tracy Parker, a senior dietitian at the British Heart Foundation in Birmingham, said in a statement. She was not involved with the study.
However, the study also highlighted that the impact of diet on cholesterol may be limited for people who “inherit the tendency for their livers to produce too

much cholesterol, meaning that high cholesterol is more strongly influenced by our genes (DNA) than by our diet,” said Robert Storey, professor of cardiology at the University of Sheffield in the United Kingdom, in a statement.
“This explains why statins are needed to block cholesterol production in people who are at higher risk of, or have already suffered from, a heart attack, stroke or other illness related to cholesterol build-up in blood vessels,” said Storey, who was not involved in the study.
Statin treatment is superior to plant-based diets in reducing fats and cholesterol levels, FrikkeSchmidt said in a statement.
“However, one regimen does not exclude the other, and combining statins with plant-based diets is likely to have a synergistic effect, resulting in an even larger beneficial effect,” she added.
EXPERT TIPS ON STARTING A PLANT-BASED DIET
Anyone considering becoming a vegetarian or vegan should be sure it is well planned to include enough iron, iodine, vitamin B12 and vitamin D, said registered dietitian Duane Mellor, a senior teaching fellow at Aston University’s Medical School in Birmingham, UK.
“If someone is thinking about
making a dietary change, it can be useful to discuss these with a health professional and perhaps a dietitian so that it is designed to be nutritionally adequate, help address their health concern and ideally be enjoyable,” said Mellor, who was not involved in the study.
In addition, people who transition to a plant-based diet should still be mindful about the kinds of foods they’re consuming.
“Not all plant-based diets are equal,” said Aedin Cassidy, professor and director for interdisciplinary research at the Institute for Global Food Security in Queen’s University Belfast, in a statement. (CNN)

Vinicius Jr: Javier Tebas says La Liga could reduce racist incidents in six months
La Liga could reduce the amount of racist incidents in Spain’s top flight in six or seven months if it had the “necessary powers”, the league’s president Javier Tebas says.
The Spanish league has requested more power to punish incidents of racism.
That came after Real Madrid forward Vinicius Jr was the target of racist abuse at Valencia on Sunday.
“We are convinced that if we had those powers, within months we would get rid of this problem,” Tebas told the BBC.
“At least we would improve it considerably in general and specifically in the case of Vinicius. But if we don’t have the powers, all we can do is file complaints,” he added.
Vinicius has been the target of racist abuse a number of times this season and the latest incident has seen him receive support from the footballing world, with players and fans showing support for the Brazilian during the match between Real and Rayo Vallecano on Wednesday.
As La Liga waits for the ability to take stronger action, Tebas said he would support the Brazil international if he decided to abandon a game.
“If he feels affected of course I’d encourage him to leave the pitch,” he said.
“He and the whole team could
abandon it. That is the decision of the referee but I’d encourage him to leave the pitch - he will be supported by me personally and La Liga.”
Tebas said the league has registered nine complaints about racist abuse directed specifically towards Vinicius.
Under Spanish law, La Liga can identify and report cases, but not impose sanctions.
“We want powers, we don’t want to hide on the issue of racist
insults,” Tebas said.
“It’s not enough for us only to be able to file complaints, we want to be able to punish anyone who shouts racist insults.
“We will keep trying to make sure nobody in any stadium shouts racist insults.
“Eliminating this problem 100% will never be possible. The same way that totally eliminating robberies and other crimes is impossible but we would reduce it a great deal and, if we were given
the necessary powers, in six or seven months we could say that we don’t have racism.”
WHAT IS LA LIGA DOING ABOUT RACISM?
La Liga made a formal request to the Spanish government that two laws are amended to give it authority to impose sanctions such as the total or partial closure of stadiums, bans for supporters and financial penalties.
Currently, La Liga submits
a weekly letter to the RFEF’s (Spanish football’s federation) competition committee and the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport detailing any chants at matches that incite violence or include insulting content.
For insults that could be classified as hate crimes, La Liga also reports them to the Hate Prosecutor’s Office, as was the case on Sunday.
On Sunday, Real’s match at Valencia was paused in the second half after an incensed Vinicius reported opposition fans to the referee.
After the match, Vinicius and Tebas were involved in a row on Twitter, after the Brazilian said La Liga “belongs to racists” and “in Brazil, Spain is known as a country of racists”.
Tebas responded by saying Vinicius twice did not turn up for a meeting to discuss what it “can do in cases of racism”, adding: “Before you criticise and slander La Liga, you need to inform yourself properly.”
Tebas has since apologised for how his tweets were received, and when asked about the matter on Thursday said: “I didn’t want to attack Vinicius. The form and the moment weren’t ideal. I don’t think the message was well crafted.” (BBC)
Indoor track and field competition will be renamed ‘short track’ in a change by World Athletics which the governing body hopes will help grow the sport.
Indoor championships will remain but the move is intended to encourage “competition innovation”, with the traditional indoor 200m track providing flexibility for outdoor use in cities.
Performances on outdoor or temporary 200m tracks would be recognised as official results, including records.
It will come into effect on 1 November.
World Athletics president Lord Coe said the change would open a “world of opportunities” for the sport and encourage growth through investment in new
infrastructure.
“This change is designed to remove an unintentional barrier to competition innovation, by offering organisers the chance to explore solutions and opportunities which the current rules may discourage,” Coe said.
“Under this new concept, the 200m short track will no longer be confined to the indoor environment, and a world of opportunities will open up for meeting organisers to stage official competition in whatever facilities they have available.”
The governing body’s accompanying proposed new world-record list includes separate short-track records for events ranging from the 200m to the 5,000m.

Monaco Grand Prix: Lewis Hamilton and Mercedes close to agreeing a new contract
Lewis Hamilton says he has not been in talks with Ferrari and he and Mercedes are close to agreeing a new contract to keep him at the team beyond this season.
Hamilton’s deal with the Silver Arrows runs out at the end of this season.
He said he had a team working with Mercedes team principal Toto Wolff on the new contract.
This week, there have been reports that Ferrari had contacted Hamilton about him switching to the Italian team.
Hamilton said Mercedes’ struggles to be competitive since 2022 “don’t have a bearing” on him wanting to stay.
He added: “This is the first time I have not been negotiating myself and I have a great team in the background doing all the work and I can focus on the job. I say what I want and that’s what we’re working towards.”
But both the seven-time champion and the Italian team denied that was the case as F1 gathered in Monaco for this
weekend’s grand prix.
“Naturally, when you are in contract negations, there is always going to be speculation and unless you hear it from me, that’s what it is,” Hamilton said.
“Maybe with the race (in Imola last weekend) being cancelled, they just got bored.
“My team is working closely behind the scenes with Toto and we are almost at the point of having a contract ready. It is much more relaxing now because before I was doing it myself.”
Asked directly whether Ferrari had been in touch, Hamilton said: “No.”
Ferrari team principal Frederic Vasseur said: “You know perfectly that at this stage of the season each week you will have a different story and we are not sending an offer to Lewis Hamilton. We didn’t do it.
“We didn’t have discussions. I
think every single team on the grid would like to have Hamilton at one stage - it would be rubbish to not say something like this.”
Vasseur said it was too early for Ferrari to start negotiating with their drivers Charles Leclerc and Carlos Sainz over their futures. Both are contracted until the end of 2024.
“The most important (thing) for us is to stay focused on the development in the current
season,” Vasseur said.
“In a couple of months, we’ll have the slot to discuss about the future.
“We agreed that we’ll discuss about the contracts later on and I don’t want to change because we had rumours from someone that Lewis could come or Charles could go or Carlos could go. We are dealing with our jobs internally and I will stay focused on the plan.” (BBC)
Wayne Parnell: Durham sign South Africa allrounder for T20 Blast
Durham have signed South Africa all-rounder Wayne Parnell for their T20 Blast campaign.
The 33-year-old has taken 268 wickets in 264 T20 matches and helped Worcestershire to the 2018 title.
Parnell is expected to link up with Durham this weekend after playing for Royal Challengers Bangalore in the Indian Premier League.
He also has experience in county cricket with Sussex, Glamorgan, Kent and Northamptonshire.
Parnell claimed nine wickets in seven matches in this year’s IPL, including England pair Joe Root and Jos Buttler in taking 3-10 against Rajasthan Royals.
Durham have lost pace bowler Matthew Potts to a call-up to the England squad for the upcoming series against Ireland.
“Wayne is an experienced international level T20 bowler with a proven track record of delivering
performances in franchise cricket,” Durham director of cricket Marcus North said.
“His experience of playing for and captaining T20 teams around the world will be valuable to us this season. He bowls left-arm pace and can provide runs down the order with the bat.
“He has played a lot of white ball cricket in England and he comes straight to Durham on the back of a good stint in the IPL so he is ready to play when he arrives this weekend.”

Tottenham: Arne Slot rules himself out of contention for Spurs job
Arne Slot says he wants to stay as Feyenoord manager - ruling himself out of contention for the Tottenham job.
The 44-year-old Dutchman had been heavily linked with a move to Spurs after Antonio Conte’s sacking in March.
Slot, who led Feyenoord to the 2022-23 Eredivisie title, held talks with the Rotterdam-based club on Wednesday about a potential extension to his contract.
“I have been hearing a lot of rumours going around about other interest in me,” said Slot.
“Although I am thankful, my wish is to stay at Feyenoord and
continue working on what we created last year.
“There is not - and there has not been - transfer conversation and yesterday’s meeting was exclusively for an extension. All talks with the club have always been only in that sense. Looking forward to next season with Feyenoord.”
After Conte’s sacking, Cristian Stellini was appointed Spurs interim manager but was dismissed after four games.
Ryan Mason took over as interim boss for a second spell, having previously held the role briefly at the end of the 2020-21 season.

Eight swimmers from the International School of the Turks and Caicos Islands will wing out this week for the Third Annual Aquatics Club Invitational Swim Meet in Nassau, Bahamas.
Top swimmers from the region are expected to participate in the event. The International School’s team will be represented by Hayley Williams, Shreya Tygai, Anaiah Alleyne, Garin Bescoby, Shlok Ganglani, Mikayla Mcdonald, Azaan Allenye and Zayn Honore, all of whom have been training hard to compete at their best.
In addition to the opportunity to compete against top swimmers from the region, the event also offers the chance for the team to win awards, including McDonald’s vouchers for heat winners and high-point trophies for the top three swimmers in each age group.
Accompanying the team will be their coach, Mr Benneth Williams, and team manager, Mrs Indrani Saunders.
The players said they were excited about the opportunities.
Shlok Ganglani: As a grade four student, this will be Ganglani’s first ever swimming competition, and he couldn’t be more excited.
Swimming has always been a passion for him since he was a little boy, and he’s grateful to be given the opportunity to showcase his skills at such a prestigious event. He has learned a lot from his coaches and teammates, and he’s confident that he will continue to improve and learn more from this experience.

The Turks and Caicos Islands Sports Commission will host a number of camps this summer starting in early July.
The three-day camps are expected to target a number of students from pre-teen to late teens.
The event starts from July 1012 with the Grand Turk Sports Performance Camp (ages 13-18) at the Parade Ground.
The second Sports Performance Camp for a similar age range, will be held from July 13-15 in South Caicos.
In North Caicos, action tips off
high-level meets, including the Bahamas Barracuda Swim Meet and the ISCA Elite Showcase Classic in the USA, where she achieved personal best times. As an active footballer with the Turks and Caicos Football Association and the International School, she is a well-rounded athlete with a bright future ahead. With her sights set on representing her country at CARIFTA in 2024, there’s no limit to what this determined and talented young swimmer can achieve. Along with swimming, she also enjoys gymnastics, tennis, dancing, acting, playing piano, reading, arts and crafts, and cheerleading. Shreya is excited to represent her school at the Mako Invitational in The Bahamas and is proud to have been selected. She promises to do her best and make the most out of this amazing opportunity.
Brooks “grew” during season in France
TCI’s top American footballer, Ashley Brooks has improved his tactical skills while competing for the Élancourt Templiers this year in France.
“It was definitely a season of
learning and growth for me.”
Brooks, who plays the quarterback position, said that at the beginning of the season, it was a bit rough to get on the same page with the other players and to build
the needed chemistry.
As the season progressed, they meshed and got better overall and ended up winning three of their last four games.
“So the team and myself have good
momentum heading into the offseason-so I’m excited for what’s next.”
The league, which runs from January to June, falls under the French Federation Football America.
In 2022, Brooks became the first
Turks and Caicos Islander to sign a player’s contract with a professional European American Football team. He said this was due to practicing, training and visualising himself at the highest level.
