Cost of living relief: $1,000 for every TCIslander and BOTC
In an unexpected move to combat the rising cost of living, Premier Charles Washington Misick announced a whopping $15 million relief package for Turks and Caicos Islanders.
The package includes a onetime $1,000 grant for every TCIslander and British Overseas Territory Citizen (BOTC), providing much-needed financial relief in the face of global economic challenges.
Premier Misick announced the package to alleviate the financial pressures caused by inflation during a House of Assembly sitting on Tuesday, November 5, 2024.
“The inflationary pressure has been unrelenting... this one-time cash grant will ease the pressure and offer immediate relief,” he explained while emphasising that the well-being and progress of the people are at the centre of his government’s agenda.
He reiterated the government’s commitment to ensuring that the benefits of economic growth are shared by all citizens.
The relief package is part of a broader range of initiatives implemented by the government to manage inflationary challenges, enhance infrastructure, and combat youth unemployment.
Misick said: “In our ongoing efforts to manage inflationary challenges, enhance infrastructure and combat youth unemployment, our government has implemented a range of initiatives across economic stability to support our citizens.
Key initiatives include; the expansion of the National Insurance for unemployment benefits, which now provides greater support to those affected by job loss.
He continued: “In other words, seasonal workers, as we are experiencing now, will have an opportunity to collect unemployment benefits for eight weeks in the same way that a person who finds themselves unemployed will be able to collect during that same period of time.”
Coupled with this, other initiatives include the launch of a credit union to meet the community’s microfinance needs.
The territory’s leader said: “We put our mouth where money is, and this is a performance that we can all be proud of.
“Mr Speaker the upcoming launch of a credit union is designed to meet the community’s microfinance needs…We are finally making some progress to get professionalised, this credit union will offer accessible financial services to individuals and small businesses, enabling them to secure
funding for development projects, entrepreneurship, personal needs by facilitating micro-financing and to promote economic participation at all levels.”
Additionally, Misick revealed that his government is looking to expand the national allocation of the initial seed funding and the finalisation of the concept paper for the territory’s first National Mortgage Corporation which is scheduled to be completed in November.
In August 2021, the government also disbursed a one-off $1000 to citizens totalling $8m as part of a stimulus package.
Misick reminded that his government also introduced a $5m subsidy programme to assist with the energy costs from October to December in 2022.
He said: “We reduced the processing fee from seven and a half to 5% and we eliminated the fees on breakfast items entirely.
“Mr Speaker, to help farmers support local agriculture and enhance food security, for our farmers, we increase grants to macro, small, and medium enterprises to foster business, foster business growth and job creation…we increased pensions provided by National Insurance Board, remove restrictions on the right to work for individuals at 60, you remember that and in addition, we lessen the transportation cost by reducing fuel tax by 25%.
“We ensured more access to education with free tuition at the Turks and Caicos Islands Community College and more scholarships, this is the performance we can be proud of Mister Speaker.
“We have increased the homeowners’ policy exemption from $20,000 to $50,000 and Mister Speaker, we reduce that duty for Turks and Caicos and BOTC holders.
He continued: “Our government has increased funding for welfare assistance programs, including home health, juvenile care and welfare grants.
“Our focus is to create a strong and resilient economy, address social and economic challenges, and expand opportunities for all Turks and Caicos Islanders.”
Interest free salary advance for civil servants up for grabs
As part of a range of benefits for Turks and Caicos Islanders announced by the government this week, the Premier announced that the annual salary advance for civil servants will once again be offered this year, but with a longer repayment plan.
The advance is available for pensioners as well as civil servants this holiday season.
The announcement was made in the House of Assembly on Tuesday, November 5 by the Premier and Minister of Finance, Honourable Charles Washington
Misick, as he presented the Public Finance Management (Special Christmas Advance) (Temporary Provisions) Bill 2024.
The bill was passed with support, making way for public servants to receive a month’s advance on their salaries for the holidays.
Those who are interested in applying for the advance should do so by Friday, November 15, with the payout being on December 2.
They will have a repayment period of up to nine months (February to October 2025).
Applications can be collected from respective Ministries, and Pensioners can submit their applications through the portal: https://tcigpensioners.gov.tc.
The pensioner application portal is now live.
The advance is an annual allowance for civil servants during the festive season, which previously had a significantly shorter repayment plan.
In the past, the government offered a Christmas Advance to its staff, but in 2012 the program changed to an interest-based loan.

The MP and Minister of State for Europe, North America and the UK Overseas Territories is in the Turks and Caicos Islands for a three-day visit with a focus on the escalating security challenges facing the territory.
The Minister’s visit comes at a time of heightened tension, with the islands grappling with a surge in violent crime and a flow of illegal migration.
In a statement, released via the Governor’s Office, upon his arrival, Minister Doughty emphasised the UK’s commitment to the security and well-being of the Turks and Caicos Islands.
He stated, “The people of the TCI deserve to live in a society free from the threat of violence, and the UK is fully committed to the defence and security of the TCI. I want to reassure those in the
TCI that we take our constitutional responsibility on this extremely seriously.”
The Minister’s itinerary includes meetings with key law enforcement officials, representatives from civil society, and a visit to the Maritime Operations Centre to assess the effectiveness of UK-funded coastal surveillance systems. He is also expected to tour with the Royal Turks and Caicos Islands Tactical Unit to gain a firsthand understanding of the crime landscape.

Opposition Leader accuses Govt of electioneering with public funds
In a steamy session of the House of Assembly, Opposition Leader Edwin Astwood launched a scathing attack on the government, accusing them of using public funds for political gain ahead of the upcoming elections.
His remarks were sparked by Premier Charles Washington Misick’s announcement of a oneoff $1000 Cost of Living grant for residents.
Astwood questioned the timing of the grant, suggesting it was a politically motivated move designed to “excite the people” and influence the election outcome.
He argued that the government was “campaigning with the people’s money” with the tacit approval of the UK government.
“It makes total sense that the British government will allow this administration to campaign with the people’s money so they don’t have to raise no money,” Astwood declared. “We’re going
to campaign with the people’s money that the opposition cannot do nothin about because we have the British government support.”
Astwood’s remarks drew immediate criticism from the Premier and the Attorney General.

Robust financial performance in first half of fiscal year
The Turks and Caicos Islands has reported a robust financial performance in the first half of the fiscal year 2024/2025, according to Premier Hon Charles Washington Misick.
During a House of Assembly sitting on Tuesday, November 5, 2024, the Premier announced an impressive operating surplus of $54.4m and a cash increase of $48.6m.
This brings the closing cash balance to a solid $415.5m.
“I am so pleased to report to you that the financial performance of the Turks and Caicos for the first half of the fiscal year, 2024/2025 has been robust. It reinforces our economic resilience and is proof of my government’s commitment to sound fiscal management,” said Premier Misick.
He attributed the strong performance to exceptional results in key revenue streams such as hotel and restaurant taxes, stamp duty on land transactions, work permit fees, and seaport departure taxes.
Hotel and restaurant tax, the largest revenue contributor saw a 15% increase over the same period during the previous year.
Stamp duty on land transactions grew by 21%, reflecting investor confidence and an active property market.
Work permit fees increased by 20%, while Seaport departure tax also saw an increase, contributing to the overall revenue growth.
Tourism, a cornerstone of the economy, has seen a resurgence with visitor arrivals returning to pre-pandemic levels.
Additionally, the Premier mentioned a significant increase in cruise passenger arrivals.
“In the first month of the fiscal year alone, we welcomed nearly one million visitors,” the Premier reported.
He also highlighted a significant increase in cruise passenger arrivals, with June recording the highest number ever, exceeding 110,000.
The real estate sector also contributed substantially to the positive financial results, with stamp duty collection on land transactions growing by 21%. This growth, according to the Premier, reflects investor confidence in the islands and indicates an active property market.
While acknowledging concerns about expatriate employment, Premier Misick reassured citizens that the government is committed to prioritising local employment.
He emphasised ongoing efforts to build a strong, skilled local workforce to meet the demands of the growing economy.
“We are investing in education, training, and skills development to ensure our people are first in line for these jobs,” he stated.
THE BORDER FORCE
The Turks and Caicos Islands officially launched its Border Force on October 31st, 2024. This new agency is the result of a threeyear effort by the Ministry of Immigration and Border Services to strengthen national security and combat illegal activity. The Border Force will play a key role in safeguarding the islands from threats such as human trafficking, drug smuggling, and other transnational crimes. It will also facilitate the smooth and secure flow of legitimate trade and tourism. The launch of the TCI Border Force marks a new era in the islands’ approach to national security and immigration management.

TCI experiencing the bloodiest year in its history
– murder #42 of a beloved woman rocks community

The escalating crime crisis in the Turks and Caicos Islands continued unabated this week, with an appalling 42 murders committed in 2024 so far.
As the murder rate continues its steady and staggering climb, information from the Royal Turks and Caicos Islands Police Force (RTCIPF) is seeing a steady decline.
Reports on criminal activity to a frightened public are dwindling, with little to no response to media queries.
On Monday, November 4, police reported a “possible murder” in Wheeland, Blue Hills, bringing the murder rate to 42.
This publication was able to identify the victim as 47-year-old Ayesha Clarke-Williams who was shot and killed in her home.
On Tuesday, in a YouTube video on the Police Force’s channel on the social media platform, acting Commissioner of Police Kendall Grant spoke about the killing of Mrs. Williams and the rising crime rate.
“Last evening, the community of Wheeland Blue Hills was shaken to its core following the homicide
of Ayesha Williams.
“Mrs Williams, 47, was found unresponsive within the confines of her home with what appeared to be a gunshot wound.
“Mrs Williams’ tragic death has shaken us all.”
Grant said while they are committed to bringing safety to every corner of the TCI, the territory is facing challenging times with a few who see it fit to cause societal fear.
On November 3, officers also responded to another shooting incident along South Dock Road, recovering the body of a man who is yet to be identified.
Grant stated: “As a country, we cannot ignore the alarming increase of murders, 42 murders, the highest the TCI has seen in its history.”
On Tuesday, Ayesha Williams’ sister, Apostle Cindy Jarrett shared a heart-breaking message on her Facebook page: “Today I am so broken that my beautiful sister’s life was taken, a hard-working loving young lady. Rest in God my love, I love you, but God loves you more.”
Apostle Jarrett has thanked all who have reached out to her family in their time of bereavement.
A FAMILY SHATTERED
A family is left even more shattered as Mrs Williams’ husband43-year-old Jevion Williams of the Bahamas was brutally murdered on August 23, 2023, in a shooting incident in the vicinity of Sam Wilson’s yard, off Walter Cox Drive Kew Town in Providenciales.
Reporting on the details of that crime at the time, Police stated the couple was confronted by gunmen in a suspected robbery when they were both shot multiple times.
Both victims were taken to the Cheshire Hall Medical Centre, where they received emergency medical care, but were subsequently airlifted overseas for specialised medical treatment.
Despite all efforts, the Bahamian succumbed to his injuries on August 25 whilst receiving medical treatment overseas. His wife later recovered from her injuries.
The couple was well-known for their delicious burgers sold at their business G&W Juicy Juicy Burgers at Sapodilla Beach.

Grant also laid out the RTCIPF’s plan to combat organised crime and gang activity, namely the proactive and intensive use of the anti-gang legislation to pursue individuals and groups living a life of crime.
He also assessed the steps the police have taken to combat escalating crime this year.
Between July and September, under Operation Mightimplemented earlier this year –police arrested 25 offenders from targeted operations and recovered eight illegal firearms, 156 rounds of ammunition, and $373 kg of marijuana with a street value of
$3.7 million.
Grant said in October they arrested 10 other targeted individuals and recovered four illegal firearms and 64 rounds of ammunition.
This week police recovered an additional firearm and seven rounds of ammunition.
“We are committed and remain steadfast to removing every illegal firearm from our communities,” Grant stated.
He said the police will not hesitate to exercise their powers to bring those responsible to justice, responsibly and transparently.
Premier calls out UK’s ‘lacklustre’ support on crime amidst soaring murder rate
In a fiery address during a House of Assembly sitting on November 5th, 2024, Premier Charles Washington Misick pulled no punches in his condemnation of the UK’s response to the escalating crime wave gripping the Turks and Caicos Islands.
With the murder toll reaching a grim 42, following two additional homicides in the past week, Premier Misick declared the situation “totally unacceptable”.
“What I would like to say is that it is totally unacceptable” the Premier stated, his voice heavy with frustration.
He acknowledged the recent efforts of law enforcement, noting an increase in arrests and firearm seizures, but emphasised that the situation remains dire.
Premier Misick’s most pointed criticism was reserved for the UK government.
He accused the UK of failing to fully grasp the severity of the security challenges facing the islands.
“I still believe that in the United Kingdom, the government still hasn’t gotten the full grasp of what these islands face,” Misick asserted. “And, it’s going to take more than visits from UK ministers in order for us to gather arms around the issue.”
he stated. “And [I] hope that this is the last visit when there will be, continue to be a lacklustre support for the security of the Turks and Caicos Islands.”
Misick’s frustration with the UK’s response was palpable. He drew a stark comparison between the UK’s ability to deploy security personnel for events like football games in Europe and their perceived reluctance to provide adequate support to the Turks and Caicos Islands. “They should be able to deploy more than that,” Misick argued.
While acknowledging the minister’s visit, Misick expressed scepticism about its potential impact.
“While they have been helping, we do need more tangible help,”
The Premier’s remarks came on the eve of a visit by UK Minister of State Steven Doughty, who is responsible for Overseas Territories.
The Premier’s address underscored the growing tension between the Turks and Caicos Islands and the UK government over the issue of security. With the murder rate continuing to climb, the pressure is mounting on both governments to find effective solutions to this crisis.

Premier commends police for hard work amid rising crime – says escaped Haitian criminals in TCI

Acknowledging that the crime rate has climbed steadily, with murders at 42, the Honourable Premier C.Washington Misick had some praise for the hard work the Royal Turks and Caicos Islands Police Force has put in over the past months.
Addressing the House of Assembly on Tuesday, November 5, the Premier said the current situation in the country is unacceptable, making a startling revelation.
“The murder that occurred in Five Cays on Sunday, November 4, has given indication that some of the criminal elements that escaped Haiti might be here in the Turks and Caicos Islands, and are now battling with each other,” Misick revealed.
While this has been a suspicion of many in the TCI, given the
constant illegal landings in remote parts of the country, with boatloads of Haitian migrants, this is the first admission that criminals from the war-torn Haiti have made their way into the TCI and are creating havoc.
The body of a man was discovered at about 6:30am after residents reported hearing gunshots in the community. Police have so far been unable to identify the man.
The Premier said out of the last four murders – except Juvly Inelus – the deceased are still unknown.
“I believe the authorities are aware of some persons who are perpetrating these crimes, and every effort is being made to chase them down and bring them to justice.
“In support of the police, there have been an increasing number of arrests, an increasing number of firearm seizures that has taken
place over the last several weeks, so I believe despite the two recent killings the detection rate, arrest rate, and interception of firearms rate is actually increasing,” the Premier stated.
He said it is his belief that there is now more collaboration, cooperation and support from the public: “I want to thank the public, especially those persons who have been volunteering any information that has helped the police in the recent detections and spate of arrests to continue to support law enforcement.
“We thank you for doing that.”
The Premier also thanked the police for their dedication, noting that there is now a different methodology that is being deployed in some of the hot spots, pointing to what he calls an embargo around Dock Yard – a well known criminal den.
Misick admitted that the situation is troubling, appealing to the opposition not to make crime a political issue.
He also noted that the level of violent crimes the Turks and Caicos Islands is experiencing is occurring across the Caribbean, promising that his government will get to the bottom of the root cause.
Misick was also clear that everything the Police has asked for – manpower, equipment, uplift in overtime, overseas reinforcement among other things - have been granted.
This week, the police force commissioned a mobile police command centre, and according to the Premier a second mobile command centre is already being produced and readied for shipment to the Islands.
The mobile unit is set up with the latest technology, allowing officers
to be flexible, with the ability to respond quickly to locations where permanent stations may not exist.
The Premier’s statement of rising violent crime in the Caribbean was echoed in many think pieces and articles from across the region as countries and governments grapple with the same issues that have besieged and beleaguer the small island state of the Turks and Caicos Islands, with a population of under 50,000.
An article in the Guardian this past August pointed to the gang war in Haiti, plunging the nation into anarchy, and which has been branded by Caribbean leaders as an alarming epidemic.
Armed factions have controlled most of the country’s capital since the former president, Jovenel Moïse, was assassinated in July 2021, with thousands being killed since.
Crown Land Amnesty programme extended with enhanced eligibility
The Crown Land Unit has extended the Crown Land Amnesty programme until May 2026, offering a more inclusive regularisation system for residents.
The Amnesty programme aims to offer opportunities for individuals to regularise their land ownership status, and with the extension residents who have been residing on Crown land for five years or more, or those who have made substantial property improvements, can still apply for regularisation,
It also allows a broader range of individuals to benefit from the initiative, in an effort to promote fairness and inclusiveness in land ownership processes, a statement from the department advised.
Speaking to the extension, Keisha Holder‐Lopez, Director of the Crown Land Unit stated: “The extension of the Crown Land Amnesty Amendment Bill 2024, effective October 4, 2024, signals a commitment to providing further opportunities for individuals regarding Crown land matters.”
She said by extending the amnesty period until May 31, 2026, the amendment enhances the inclusivity of the initiative.
“Now, individuals with offer letters for Residential Conditional Purchase Leases (RCPL) or Freehold Title (FHT) have access to terminal amnesty options, even if their lease was terminated before expiration. This allows for lease renewal or conversion to FHT under specific conditions, including land development initiation before 2023 or financial commitments toward acquiring formal land title,” Lopez added.
Under the current Crown Land Amnesty program, applicants have the opportunity to acquire the freehold title with a 50% discount on the property’s market value through various options.
Option one enables the conversion of a Residential CPL to a FHT without the obligation to settle any outstanding arrears owed to the Crown. This initiative aims to streamline the process of transitioning from leasehold to freehold ownership, providing
a pathway for individuals to secure their property rights under favourable terms.
Option two allows applicants to acquire an FHT through instalment payments, contingent upon meeting specific conditions. To be eligible for this option, applicants must be residents of the Islands and use the property as their primary residence during the application process. Additionally, the freehold purchase price must exceed $75,000, and applicants must demonstrate their inability to secure a mortgage or loan to purchase the freehold title.
This provision aims to facilitate property ownership for individuals facing financial constraints, ensuring that residency and genuine needs are prioritised in the acquisition process.
Option three allows for the conversion of a Residential CPL to a long lease, subject to specific criteria. Applicants must reside in the Islands and use the property as their primary residence during the application process. They
must also demonstrate an inability to secure a mortgage or loan for freehold purchase. Furthermore, applicants must be either over 60 years old or incapacitated due to illness, preventing them from working.
Compliance with property boundaries is essential, ensuring that no buildings encroach on adjacent parcels. This option extends to Executors or Administrators of an estate if the property was the deceased’s primary residence, expanding accessibility to property rights within the framework of the program.
Option four allows for parcel adjustment, reconfiguration, or exchange to facilitate the acquisition of an FHT. This option provides flexibility for applicants who may benefit from modifying the layout of their land parcels to meet the requirements for freehold ownership. By accommodating adjustments, reconfigurations, or exchanges, this option aims to streamline the process of
acquiring freehold title under the program, enabling individuals to optimize their land holdings to secure long-term property rights effectively.
The extension of the Crown Land Amnesty Program not only underscores the organization’s commitment to good governance, transparency, and equitable land distribution but also represents a significant step towards resolving land tenure issues and promoting sustainable development in the Turks and Caicos Islands.
Director Lopez said: “By offering a pathway for individuals to secure legal title to their occupied land and broadening eligibility criteria, the program aims to facilitate a more comprehensive and accessible process, fostering security, investment, and development.”
She is encouraging all eligible individuals to take advantage of the opportunity to formalise their land tenure status.
She said by participating in the Crown Land Amnesty Program, residents can secure their rights.

The Turks and Caicos Islands officially launched the second phase of the Border Force on October 31st, 2024, at the Shore Club Hotel and Resort on Providenciales.
This momentous occasion, marked by pomp and ceremony signalled a new chapter in the islands’ approach to border control and immigration management.
The Director General’s keynote address, delivered with unwavering conviction, emphasised the critical importance of this endeavour for national security, public safety, and economic prosperity.
With a firm commitment to leveraging cutting-edge technology and fostering robust international partnerships, Seymour painted a vision of a border force that is not only resilient but also adaptable to the ever-evolving challenges of the 21st century.
“Our mission has never been clearer,” Seymour proclaimed, underscoring the Border Force’s dedication to safeguarding the nation while facilitating the seamless flow of legitimate trade and travel.
His words resonated with a sense of purpose and determination, setting the stage for a new chapter in the Turks and Caicos Islands’ ongoing pursuit of security and prosperity.

“Our border force initiative is a critical step in our mission to ensure national security, enhance public safety, and enable the seamless movement of goods and people across our borders,”
Seymour stated passionately.
He emphasised the commitment to the people of the Turks and Caicos Islands, who rely on a “strong, secure, and effective” border force.
Seymour acknowledged the challenges faced over the past two years, commending the dedication and resilience that have led to this “pivotal moment.”

“The landscape is changing rapidly. Trade and travel are increasing, and the threats are evolving,” Seymour warned.
He pointed out that the Border Force will be equipped with cutting-edge tools, technology, and methods to respond effectively to these dynamic challenges.

and efficiency. Automation, predictive analytics, and advanced data management will empower the Border Force to swiftly detect threats, protect its personnel, and secure the communities.

Island wide Day of Prayer on November 10
The Religious Affairs Unit has announced an Island-wide day of Prayer, Fasting, and Repentance for November 10.
The designation of the day, in collaboration with the Christian Council, is a time for residents to come together in prayer for the Turks and Caicos Islands, its youth, and families, seeking guidance, strength, and blessings for a brighter future.
Participants from all communities are being invited to pause and reflect on the power of faith, standing united in prayer for the prosperity and peace of the ‘Beautiful by Nature’ Turks and Caicos Islands.
The theme of the day, inspired by 2 Chronicles 7:14, reminds: “He will hear our prayer, forgive our sins and heal our land.” The verse is a call to be humble, turn to God, and work together toward building a resilient and morally sound society.
A statement from the Religious Affairs Unit stated that throughout the day, prayer gatherings will be organised at designated locations across the
island, led by local pastors and spiritual leaders. Each session will offer the opportunity to pray specifically for the wellbeing and guidance of the youth, the strength and unity of families, and for healing and prosperity across the island.
The Religious Affairs Unit emphasises that prayer is an integral part of the TCI cultural heritage, as well as a profound expression of its hopes and values as a people.
Minister with responsibility for the Unit, Hon. Josephine Connolly noted: “As we face the challenges of today, we must take the time to seek the Lord’s face in all our endeavors, asking for His guidance and support. This Island wide Day of Prayer will bring us together, strengthening our faith, and reminding us of the importance of spiritual unity.”

Spotlight on meaningful access to education this Special Needs Month

This November the Turks and Caicos Islands shines a light on inclusion, acceptance, and the strengths of every individual while embracing every ability by creating meaningful change in education.
In honour of Special Needs Month this November, the Department of Special Education Needs Services (DSENS) is urging residents to wear a different colour every Friday, with each colour representing their collective support, awareness, and inclusion for individuals with special needs.
This Friday, November 8, the colour is red to show your support by raising awareness and celebrating individuals with physical disabilities.
The theme this year is ‘Embracing every ability, transforming education for all’ with a focus on highlighting the importance of inclusive education and the power of community in supporting every child.
Anya Malcolm-Gibbs, Director of the Department shared a message to commemorate the month: “At the DSENS we believe every child, regardless of ability, has the right to quality education and support to reach their fullest potential.
“Over the past year, we have made significant strides in embracing every ability and transforming education for all.”
Honourable Rachel Taylor, minister with responsibility for special needs, also shared her satisfaction with the achievements of the department over the past year: “We look forward to continued collaboration and innovation in ensuring every child in our country has access to education and support that they truly deserve.”

Inter-High debate
Wesley Methodist High School emerged as the winners of the Special Education Inter-High debate, which was held on Friday, November 1.
Clement Howell High School placed second and HJ Robinson third.
The remaining participating schools were Maranatha Academy, Provo Middle School, British West Indies Collegiate, and A. Louise Garland Thomas High.
The best speaker in the debate was Theo Silva, who gave a fullrounded speech, he was the second
speaker from Provo Middle School.
The moot of the debate was– “do specialised schools provide a better education for students with special needs than inclusive mainstream schools”.
The proposition being– HJ Robinson, Clement Howell High School, Provo Middle School, and Wesley Methodist argued that specialised schools are safer for special needs children due to the lack of bullying from kids who are different from them and teachers who are fully trained to understand their unique abilities.

Additionally, 44 teachers and guidance counsellors from public and private schools were trained in the national individualised education plans (IEP) protocol.
Showing his support for the department and the initiative, Premier Honourable Charles Washington Misick visited the Special Needs Association Providenciales (SNAP) Centre,
meeting with Dr Regena Little, the newly appointed Principal, and her dedicated staff.
The Premier shared: “This visit highlights the importance of Special Needs Awareness Month by emphasising the need for increased understanding, empathy, and support for individuals with disabilities. It serves as a reminder of the challenges they face and the importance of creating an inclusive and supportive environment where they can thrive and reach their full potential.
“I encourage all of us to come together as a community to engage in meaningful conversations about inclusion and empowerment for every student, ensuring that those with special needs receive the care, resources, and support they truly deserve.”
As part of the month of activities, the department will host a twoday workshop in collaboration with the Ashley Learning Center, on November 14 and 15 at the Salvation Army, 8:30 am to 2:30 pm.
The workshop is designed to build awareness among teachers, parents, caregivers, and community members about hidden disabilitiesconditions that are real, backed by neuroscience, and highly prevalent in the TCl.
On November 22, the department will also be hosting a Special Needs Conference.

Community policing bolstered with new mobile command unit
In an effort to enhance community safety and engagement, the Royal Turks and Caicos Islands Police Force (RTCPF) has unveiled a spanking new Mobile Command Unit.
The state-of-the-art vehicle, commissioned at a ceremony in Kew Town on Wednesday, November 6, 2024, represents a significant investment in modernising the police force’s capabilities and extending its reach into the heart of local neighbourhoods.
Premier Hon Charles Washington Misick, speaking at the commissioning event, reaffirmed his government’s unwavering support for the RTCPF’s mission to ensure the safety and security of all residents.
He stressed that the unit reflects the government’s commitment to proactive policing and fostering community partnership to help curb soaring crime rates in the territory.
The unit which comes with a price tag of $424,155.00, is designed to serve as a mobile police station, enabling officers to respond swiftly to emergencies, engage with residents in their own neighbourhoods, and provide a visible presence in areas where permanent stations may not be feasible.
The government has already indicated plans to acquire an additional unit in the future,
underscoring its dedication to bolstering community policing efforts.
Acting Commissioner Kendall Grant hailed the Mobile Command Centre as a “monumental and positive step forward” for the RTCPF.
“At the heart of our mission is the drive to serve, protect, cooperate and collaborate with our community.
“This mobile station represents our devotion to that mission …“providing a flexible, quick response and accessibility. With this resource, we will reach locations where permanent stations may not exist, ensuring that all community members have access to the safety they deserve”, he remarked.
HE the Governor, Dileeni Daniel-Selvaratnam, echoed these sentiments, emphasising the importance of community engagement in effective policing.
“At the heart of the Royal Turks and Caicos Police Force is the community. The mobile station demonstrates our commitment to equipping our forces with the necessary tools to protect and serve.
She added: “This new mobile command station will serve our communities directly in their neighbourhoods, strengthening community engagement, accessibility and neighbourhood safety.”
The commissioning ceremony,

South Bank Resort officially opens

South Bank Resort is now officially open, marking a significant step in luxury development for the Turks and Caicos Islands.
On November 5, the developers, government ministers, the media and other special invitees gathered to celebrate the momentous occasion at the resort.
South Bank Resort - a subsidiary of Grace Bay Resorts - consists of 31 acres of oceanfront and 92 waterfront accommodations, including the Turks and Caicos Island’s first ocean swimming lagoon surrounded by a white-sand beach and stunning properties.
It is also home to two palm-trees tropical islands.
There are four neighbourhood districts - The Lagoon, The Ocean Estate, The Launch, and Arcwhere residents have exclusive access to their own private beaches and all the amenities that are offered by the luxury resort.
Speaking at the grand opening, Minister of Tourism, Hon Josephine Connolly expressed pride in the local contributions to the project, specifically acknowledging Kyle Smith’s role as a local entrepreneur. She celebrated the development as a milestone representing collaboration and innovation within the community.
“I am particularly proud to mention one individual who has played a significant role in this endeavour, Kyle Smith. Kyle, who also happens to be the eldest nephew, exemplifies the talent and potential that our local entrepreneurs possess.
“His involvement in this project is a shining example of how local investment and participation can lead to remarkable achievement,” She said.

“Since our inception in February of this year, across the Turks and Caicos Islands, approximately 120 students benefitted from individual and group behavioural therapy, and over 70 students benefitted from individual and group speech therapy. In his remarks, Windward Director Ivor Stanbrook acknowledged the challenges faced during construction, including impacts from COVID-19, while expressing gratitude for the support received. He also expressed how his father was a big believer in South Bank and would be very happy to see this vision come true.
“It’s been a big part of my life and the life of everybody at Windward. It was my father who I think was perhaps the biggest believer in South Bank, and I think he would have been very happy to be here this evening to see all of this,” he said.
“When the going gets tough, the tough gets drinking, as the veil of COVID began to lift, we had good reason for optimism. The world did not end and our sales were fairly strong but with this came a whole new set of challenges. Logistics, procurement delays, manufacturing problems, cost increases, and a total lack of toilet paper. However, the harder the struggle, the more glorious the triumph,” Stanbrook added.
Meanwhile, Grace Bay Resorts CEO Mark Durliat shared his reflections on the vision behind South Bank, noting how he thought this vision was impossible at a time but now it is a reality.
He also expressed appreciation to his business partner Nikheel Advani and his marketing team for their extraordinary efforts in promoting the hotel and the residential owners who invested in the property.
“About 15 years ago, I remember a meeting, in fact, there were
several meetings, that my partner, Nikheel Advani, and I had with Ivor and his father. It was at a little hotel you may know down in Grace Bay that is still there and we were told of this concept. But they told it with a conviction that was compelling and although we understood what they were talking about and what they wanted to do, I must confess that I thought they were nuts, I honestly did,” Durliat recalled.
He also congratulated the residential owners, and their willingness to invest in the South Bank Resort vision and in the TCI.
“We know and we recognise that your investment is very, very substantial. And most importantly, we recognise that without you, this night would not be possible, so thank you very much,” the CEO stated.
Offering the evening’s closing remarks was Mr Smith, another one of Windward’s directors and Minister Connolly’s nephew. Smith expressed gratitude to Ingo Reckhorn, the third director of Windward, emphasising that the Windward team is nothing without the three of them. He also mentioned Ivor’s father, Clyde, one of his biggest mentors, who he wished could be here today.
“Clyde… is someone that we both, many of us, wish could have been here today to see it. Such an incredible mentor, such an incredible individual, none of this would have been possible without his mentorship, his leadership, and our getting to where we are today,” Smith reflected.
The evening culminated in a call to celebrate the achievements and the promise of continued growth for the Turks and Caicos Islands.
Respected Educator Edgar Howell among several appointed Deputy Secretary
Veteran educator Edgar Howell is one of several civil servants appointed to the position of Deputy Secretary as part of a shift in the government’s executive structure.
Howell will now serve as Deputy Secretary within the Ministry of Education, Youth, Sport and Culture.
The announcements were made on Friday, November 1, by the Office of the Deputy Governor and head of the civil service, HE Anya Williams.
Before his appointment, Howell served as Director of Education for fifteen years, following a fiveyear tenure as Deputy Director of Education. He also taught for four years at the Clement Howell High School and one year as Head Teacher at Oseta Jolly Primary School.
Widely considered to embody the philosophy of ‘Education is a lifelong journey’, Howell
holds an associate’s degree in biology, a bachelor’s degree in Zoology and Biochemistry, and a master’s degree with distinction in Education Management.
Sharing his thoughts on his new role, the veteran educator noted: “Stephen Covey advised - ‘You have to decide what your highest priorities are and have the courage—pleasantly, smilingly, non-apologetically, to say ‘no’ to other things. And the way you do that is by having a bigger ‘yes’ burning inside.’
“I accepted that my bigger yes is to nation-building and focused on education and families.”
Howell replaces Cheryl-Ann Jones, who has now retired from her dedicated service to the Turks and Caicos Islands.

The Premier and Minister of Finance have shown a complete lack of empathy and concern for our safety and security merely hours after the tragic killing of a young woman in Providenciales.
The timing of the Premier’s announcement appears deliberately calculated to shift attention away from the recordbreaking murders occurring under his administration.
This raises the question: how is it that the TCIG can allocate a thousand dollars to every citizen, yet struggle to secure adequate funding to protect our borders, sustainably combat crime and ensure the safety of our people while safeguarding our nation’s reputation?
Let me be clear, many Turks and Caicos Islanders indeed need and would appreciate this financial support at this time. However, we also need a government that spends our funds wisely, prioritizes the safety of our borders and communities, and funds meaningful initiatives to empower our citizens truly.
I have long contended that direct financial assistance should target those who genuinely need it, rather than being indiscriminately distributed. Adopting a more targeted approach would save millions that could be redirected towards building our nation and addressing critical issues.

Building a school, a community centre, or even a playground for our people often seems impossible. Yet, without hesitation, this administration decides to hand out a thousand dollars, much of which will go to those who may not truly need it.
Hon Premier, this is the last straw. We see you for who you are. We are not fools to be bought for $1000. We won’t be deceived this time. We will vote you and your administration out and strive to free ourselves from our colonial past in short order.

Ministry celebrates school census day, marks milestone in data-driven education
The Ministry of Education, Youth, Sports and Culture has announced a 100% data submission rate for the 2023/24 academic year, marking a significant achievement in its pursuit of data-driven education.
The announcement was made during the School Census Day 2024/25 event, held under the theme “Data-Driven Education = TCI Strong.”
The ministry emphasised the critical role of data in shaping the future of education in the region. “School Census Day is an essential milestone for gathering key educational data that contributes to informed decision-making and strategic planning within the education sector,” the Ministry stated in a press release.
The event also highlighted
the Ministry’s commitment to inclusivity, with the announcement that Special Education Needs data will be reported to CARICOM and UNESCO for the first time.
A highlight of the day was the signing of a Memorandum of Understanding (MOU) with eleven private educational institutions, formalizing their integration into OpenEMIS, the national education data management system. This move is expected to significantly enhance data accuracy and efficiency across the Turks and Caicos Islands.

There are so many voices in the world competing for significance, but none of these voices are as forceful as the ’voice in politics’ – evoking an image of ordinary people vocalizing their concerns publicly to the powerful, hoping –at best – for a better outcome.
But political voice reaches beyond public protests; it is consumed by states, societal actors, and other powerful figures, who relentlessly oppress the citizenry.
In some jurisdictions ‘voice’ is often perceived as literal, where the public showcases their disquiet in meaningful conversations and other unique ways.

mostly unchecked – resulting in misinformation.
Still, ordinary voices are often ignored and unheard, cancelled out by more powerful declarations; particularly, those coming from the legislative floor, and lately, the judges’ bench.
Besides, lobbyists often help to suppress ordinary voices and it is the norm for corrupt politicians to use campaign funds to swing elections in their favor.
Nonetheless, it is the mainstream media that is helping to stabilize the international political arena by fact-checking unethical politicians and extending their platform to ordinary people who are struggling to be heard.
Yet, these voices converge and interact in ways, which are mostly predictable – well sometimes not
–and usually affirm, and at times disrupt the current order and power structure.
So, what’s next? Opinionatedly, ordinary voices do not require a platform to be heard. They are a powerful voting bloc and; therefore, they must exercise their rights to vote in a meaningful way.
But there is a catch, though the voting bloc votes to expel incumbent governments; still, they interfere with voters’ ability to vote in a way consistent with economic growth, social mobility and political stability, and where ignorance and deception reign especially, these politicians are mostly successful.
Coupled with this, weak politicians, who are struggling to win the hearts of their constituents, do yield to gerrymandering –moving political boundaries to win elections and; hence disenfranchising voters.
So, is there a fix? Certainly! Political voices of citizens and state actors in dialogue with each other expressed their feelings differently and mirroring different understandings of the relationship between trust and change.
And so, confrontational-inclined actors view trust as the vehicle of reforms, which is actionable through coercion and the call for accountability.

You are unique and have a role to play; with your role, you impact someone. You do not have to be part of a group. You alone can make a difference. The difference can be positive or negative but let us focus on making a positive difference.
EXAMPLES IN THE BIBLE
In the Bible, there are so many examples of one person making a difference in the lives of others. Jesus was one person who was born and die to save us from sin. While he was on earth, he performed so many miracles. David was one person who was able to defeat and

WHAT DIFFERENCE CAN YOU MAKE?
There are so many ways in which
you can make a difference. One of the first things you can do is tell everyone about Jesus. God has commanded us to go and preach the gospel.
You do not have to be a Pastor to do. If you do this, you can make a significant difference. Imagine telling one person about Jesus and then that one person tells his family and friends. Do you see the impact you can make? If we
do this, our communities will be better because Jesus is the answer to our issues, not the Politicians, not the Governor, and not the Commissioner of Police.
Another thing you can do is to show love to others. There is too much hatred, and love covers a multitude of sin. God wants us to love one another.
You also can encourage someone daily. So many people are discouraged whether at home, school or the workplace, so if you can encourage someone, you will make a difference. Also, a simple smile with someone can make a difference.
Try smiling more. You never know who you will impact. All of you can help someone. It may not be money but you have a gift that you can share with others so they can improve. Mentor
someone, train someone and share information with someone. Finally, be trustworthy to others. Too many people do not trust anyone, and it is because they were betrayed. If you can find someone who is trustworthy, you will be opening a door to interpersonal communication rather than keeping everything to yourself.
CONCLUSION
There are so many ways in which one person can make a difference. Some of them are very simple and can go a long way such as being Kind. Don’t ever think you cannot make a difference. I believe you are on this earth not just for yourself but also to help others. Do not be afraid or think you cannot make a difference.

The foundational principle encapsulated in this text is the statement, “It is not good that the man should be alone; I will make him a helper fit for him.”
The above text is the blueprint for a successful marriage. The first thing to note is that Marriage is
a Blessing. The text emphasizes that marriage is a divine blessing, a privilege, and an act of God’s favour. It is an aspect of God’s grace bestowed upon individuals and mankind as a whole for their good.
As such, it must be honoured, revered, protected, and preserved, never taken lightly. A simple definition of marriage is that it is a three-way covenant between God, a man, and a woman. Let’s unpack this a bit. God is the one who initiates marriage. He is also actively present in every Godhonouring marriage.
As a covenant, it means that
marriage is a lifelong commitment, irrespective of how tough times get. Finally, for the followers of Jesus, seeking God’s insight, leadership, and blessings are priorities for a fulfilled marriage.
There are several other blessings those who are married experience, according to Genesis 2:18-25. Firstly, marriage satisfies the innate desire for companionship. Humans are wired for connection and intimacy; marriage is the best platform for both to be satisfied. Secondly, it meets the need for partnership, emphasizing the importance of mutual support and collaboration in fulfilling life’s
responsibilities.
Lastly, marriage gratifies the longing for a deep, meaningful relationship, revealing that God designed humans to desire a unique connection with one another.
The reason marriages hit problems is told in Genesis 3; if you have not read that yet, do so to understand why marital tensions exist. But here is the thing: though designed by God, marriages come with problems.
One thing you can do is hit that reset button. See your spouse as a blessing, and ask God to favour you with wisdom and insight in loving your spouse. Lastly, put yourself second in your marriage. Do this by giving more than you take; whether it’s acts of service, forgiveness, or words of encouragement and love, give more than you take. Be second.
As your creator, God loves you and wants you to know that. You can love him back, ask him how to.

multinational corporations
The Bahamas government is defending its introduction of the country’s first-ever corporate income tax, with Prime Minister Phillip Davis emphasising that the new legislation targets only large multinational corporations and could generate up to US$140m in revenue. Speaking in Parliament, Davis
explained that the Domestic Minimum Top-up Tax applies exclusively to multinational corporations operating in The Bahamas that earn over 750 Million Euros (approximately US$800m) annually.
“If you do not own a multinational entity making 750 million Euros per year or more,
this tax does not apply to you,” Davis told legislators, addressing concerns about new tax burdens on local businesses and citizens.
The Prime Minister noted that his administration has actually reduced taxes for most Bahamians over the past three years, including lowering value added tax (VAT) from 12 to 10 percent and reducing

Notably, this impressive cohort includes the Director, Mr Shirlen Forbes, and the two Deputy Directors, Ms Sabrina Williams and Ms Wendera Seymour, along with Miss Alex Bennett - Senior Statistician, Mrs Kia SwannStatistician and Ms Cierra Garland – Statistician, underscoring the authority’s commitment to continuous professional growth and capacity building.
The MSc in Development Statistics programme, which these graduates completed, is designed to train official statisticians. It equips students with the capacity to undertake

American mega resorts owner in negotiations to buy Atlantis
The multi-billion dollar owner of iconic Las Vegas mega resorts such as Caesars Palace, MGM Grand and the Venetian is exploring a deal for Paradise Island’s Atlantis resort.
Tribune Business can reveal that VICI Properties, a New York headquartered real estate investment trust (REIT) that owns 93 resort, gaming and hospitality assets spread across the US and Canada, is in talks with Atlantis’ current owner, Brookfield Asset Management, although the two parties have yet to reach agreement on a sale or how the potential deal may look.
VICI, which owns the physical real estate assets at all its properties, then leases them back to resort and gaming operators such as Caesars Entertainment, MGM Resorts International and Venetian Las Vegas, was identified as the new potential partner for Atlantis and Brookfield in the Central Bank of The Bahamas’ latest quarterly economic report.
That document, which contains a section on recently approved foreign direct investment (FDI) projects, revealed: “VICI Properties and Brookfield were approved for a $382m project on September 10, 2024, in the hospitality sector.” While Atlantis was not identified, the Paradise Island mega resort is the only Bahamas-based asset that
Brookfield is involved with.
Subsequent checks with wellplaced sources, who only spoke on condition of anonymity given that all persons involved with the VICI negotiations are signed to non-disclosure agreements (NDAs), confirmed that the REIT - which was created in October 2017 when it was spun off from Caesars Entertainment as part of the latter’s Chapter 11 bankruptcy reorganisation - is the Atlantis front-runner.
While emphasising that no deal has been reached, and there is no guarantee one will be sealed, they added that the current proposal’s structure would see VICI follow its existing model by acquiring and taking over Atlantis’s physical buildings and real estate assets.
They said the plan also involves Brookfield, which in common with VICI is principally an asset manager/investor in real estate, remaining involved as a management/operating partner for Atlantis. This would be something of a departure from Brookfield’s existing business model, though, and several contacts have already argued it would be better for The Bahamas to have an established mega resort operator involved.
It is also unclear whether the $382m investment mentioned by the Central Bank, details for which were obtained from the Bahamas
Investment Authority (BIA), the Government agency charged with processing all major projects, is a prelude to a much wider partnership with Brookfield and involvement by VICI. Atlantis was said to have a $2.5bn price tag in September 2023 when Brookfield formally started seeking bids.
Stephen Melvin, chair of Higgs & Johnson’s real estate and development practice group, and who is understood to be VICI’s Bahamas legal representative, did no respond to Tribune Business phone calls and messages seeking comment before press time last night. Atlantis representatives did not respond to requests for comment either, while a Brookfield spokesperson also declined to comment.
Documents on VICI’s website suggest it potentially may be a good fit for Atlantis from a real estate ownership perspective.
The Paradise Island mega resort appears well-aligned with its business model, which includes 54 gaming properties featuring a combined 124 million square feet of space and more than 60,000 hotel rooms. Operations include four million square feet of casino,
and seven million square feet of convention, space.
VICI, on its website, describes itself as owning “one of the largest portfolios of marketleading gaming, hospitality and entertainment destinations, including Caesars Palace Las Vegas, MGM Grand and the Venetian Resort Las Vegas, three of the most iconic entertainment facilities on the Las Vegas Strip”.
It added: “VICI Properties owns 93 experiential assets across a geographically-diverse portfolio consisting of 54 gaming properties and 39 other experiential properties across the US and Canada. The portfolio is comprised of approximately 127 million square feet and features approximately 60,300 hotel rooms and over 500 restaurants, bars, nightclubs and sports books.
“Its properties are occupied by industry-leading gaming, leisure and hospitality operators under long-term, triple-net lease agreements...... VICI Properties’ goal is to create the highest quality, and most productive, experiential real estate portfolio through a strategy of partnering with the highest quality experiential place
makers and operators.”
VICI’s just released 2024 third quarter results reveal that for the three months to end-September 2024 it generated $964.7m in revenues and profits of $733m. The latter represented a 31.7 percent, or $176.6m, year-over-year increase, and VICI is projecting it will generate between $2.36bn and $2.37bn in adjusted funds from operation (AFFO) during the 2024 calendar year.
Brookfield has been seeking an Atlantis exit for some time but several bidding processes and efforts to find a buyer have failed to bear fruit. Observers have repeatedly suggested this is because Brookfield is seeking too high a price, especially given that Atlantis is a relatively old property compared to Baha Mar and capital investment/maintenance has been deferred, although this has not been confirmed.
The Toronto-headquartered asset manager took over Atlantis in late 2011 as part of a debt-forequity swap that saw previous owner, Kerzner International, transferred ownership of the resort in a restructuring that saw Brookfield forgive $175m worth of debt in return. (Tribune242)
Caribbean leaders congratulate Trump on re-election as US President
Caribbean leaders have congratulated Donald Trump on his re-election as President of the United States for a second term.
Preliminary results indicate that Trump is projected to win at least 277 of the 538 electoral college votes, defeating Vice President Kamala Harris, while also securing the popular vote with 71.2 million votes or 51 per cent of all ballots cast.
Dominican Republic President Luis Abinader said he’s looking to working with Trump on matter of mutual benefit.

hailed the election result as a reflection of the will of the American electorate, celebrating the democratic process. “The democratic process has been followed and the people of the United States have made their preference known. Suriname hopes that the new leadership in the United States will contribute effectively to peace and greater security in the world. MPs back ‘minority government’ decision, call for early 2025 election in Cayman
A spring 2025 general election now seems likely after four breakaway MPs backed a move to ensure the diminished UPM coalition can continue as a minority government on a temporary basis.
The four MPs, who resigned from government last week, endorsed a plan to allow Premier Juliana O’Connor-Connolly’s administration to continue on a limited basis.
Echoing comments from Leader of the Opposition Joey Hew on Monday, André Ebanks, who has emerged as the leader of the group, agreed to facilitate the United People’s Movement, which no longer has a majority in Parliament, to continue “for the sake of stability”.
The group also called for a general election to be held as “early as practicable in the new year”.
The statements from Hew and Ebanks suggest Cayman is heading for a spring election, most likely in early April, with the diminished UPM coalition able to continue until then.
However, that remains to be confirmed by Governor Jane Owen and the premier.
The groups in Parliament are now split almost in three with the UPM having seven members, the Progressives six and the four MPs who resigned forming a new group on the opposition benches.
Former Premier Wayne Panton
could also line up with that group, though he has made no statements about his allegiances and remains an independent MP. Chris Saunders is also an unaligned independent in the current structure.
Ebanks, the former deputy premier, issued a statement Tuesday confirming he had spoken with Hew and concurred that the best way forward is for the UPM to
proceed as a minority government.
That means the collected opposition MPs won’t stand in the way of calling Parliament sessions or bringing non-controversial legislation but will not support any contentious new bills, amendments or spending commitments.
Ebanks said the group would attend Parliament at the next session to allow for the consideration of
important legislative amendments to increase financial services licence fees considered crucial to next year’s revenue forecasts.
But the group has made it clear it believes a minority government is only viable for a short space of time.
Ebanks said, “MPs Heather Bodden, Katherine Ebanks-Wilks, Sabrina Turner and I all share the view that the next general election should be as early as practicable in 2025, so that the people of the Cayman Islands can choose to elect a new group of principled leaders committed to good governance, professionalism, innovation and a shared vision to take our three Islands forward to a brighter future for this and future generations of Caymanians.”
SPRING ELECTION LIKELY
It is understood that the UPM had been considering a June election. It now seems likely that Cayman will go to the polls no later than April 2025.
The possibility of the governor calling an earlier election –something that was on the cards after last week’s resignations –now appears slim.
Hew, in his statement, referenced a collective desire from MPs that new voters not be disenfranchised by a snap poll. Holding the election in April would allow people more time to get on the electoral roll
before the end of this year.
“We do not believe that the current minority government, made up of only 7 of the 19 elected members of Parliament, is sustainable for more than the very short term,” he said, in a statement Monday.
“I have had the opportunity to speak to Her Excellency Governor Owen, who has confirmed that she is considering the earliest possible date for the next general elections.
“However, she is concerned, as indeed we are, that the date set will not disenfranchise newly registered voters that are not yet on the official voters’ register.”
With Tropical Storm Rafael dominating time and attention among Cayman’s leaders, there has been no fresh information coming out of government or the Governor’s Office this week.
It is understood that O’ConnorConnolly will reassign the three vacant Cabinet posts among what’s left of her team. A quorum of at least five Cabinet members is needed for the executive to function.
There are currently five Cabinet ministers – the premier herself, Kenneth Bryan, Jay Ebanks, Isaac Rankine and Dwayne Seymour.

Doughty visits BVI to review governance overhaul
The United Kingdom’s Minister of State for the Overseas Territories, Stephen Doughty, is in the British Virgin Islands to receive an update on the territory’s efforts to fix governance lapses identified in a Commission of Inquiry report.
The British Virgin Islands Government said Doughty will visit the island from 4 to 6 November.
“The Minister’s programme will include meetings with Premier Honourable Dr Natalio Wheatley; Leader of the Opposition Honourable Ronnie Skelton; members of the Government of the Virgin Islands; senior public officials, and a range of community representatives to discuss governance reforms and progress,” the government said.
“The Minister will also meet with the Acting Commissioner of Police, Jacqueline Vanterpool, to
understand security challenges and progress on implementation of the law enforcement review.
He will also seek an update from the government on the implementation of beneficial ownership transparency, in line with commitments to deliver on this important reform.”
Ahead of his arrival, Doughty said: “I am looking forward to meeting a wide range of government and community stakeholders during my visit. Our new UK Government is committed to working in partnership with the elected governments and Governors of the Overseas Territories on shared priorities and responsibilities, ranging from governance and security to climate change and nature.
“I will be meeting with a range of stakeholders to assess progress
made on governance reforms, the challenges of security in the British Virgin Islands and on financial services accountability and transparency – alongside discussing joint work on other key issues such as climate change and nature.

How Black voters shifted towards Trump
The Republican candidate almost doubles his support among Black voters compared with 2020, exit polls suggest. How and where? We break it down.
When Kamala Harris was confirmed as the Democratic candidate for the United States presidential election in August, she had hoped to become the first woman, first Indian American and the second African American to make it to the White House.
Harris was expected to reverse a troubling trend for Democrats and win back Black voters, who had been drifting away from the party.
Since then, her campaign has targeted Black voters in battleground states, often with the support of the country’s first Black president, Barack Obama.
Yet as results in Tuesday’s election trickled in, a stunning fact emerged: It is Trump, not Harris, who gained support among Black voters compared with the 2020 election, as the former president won the White House.
So how much support did Trump secure from Black voters? And how did he do it?
Black voters have for decades predominantly voted for the Democratic Party — and that pattern, on the whole, hasn’t changed.
Harris appears to have won 80 percent of the Black vote, according to an exit poll by The Associated Press.
But that’s a drop of 10 percentage points compared with 2020 when the current president, Joe Biden, won nine of 10 Black votes.
The beneficiary? Trump, who won 20 percent of the Black vote this time, according to the exit poll. He had won 13 percent of the community’s vote in 2020 and 8 percent in 2016 — which in itself was the highest level of support by Black voters for any Republican since George W Bush in 2000.
How did Trump perform with Black voters in swing states?
A comparison of Black votes for both parties in some of the swing states in 2024 and 2020 shows how Trump’s support crept up in this year’s election, according to exit polls after both elections.
GEORGIA
Georgia was one of the most crucial swing states in the 2024 election and one of the first battleground states that went Trump’s way. He made a 1 percentage point improvement among Black voters in Georgia from the 2020 election against Biden, according to exit polls.

Was the Black vote shift towards Trump unexpected?
Not really.
A Gallup poll in 2023 showed the proportion of Black adults in the US who consider themselves Democrats had decreased from 77 percent in 2020 to 66 percent.
Why? Today’s Black voters operate a bit more independently from previous generations, especially young Black voters,
convention in August.
The Obamas then joined Harris on the campaign trail. During her campaign, Harris introduced an “opportunity agenda for Black men” that she said would give them more chances to thrive.
The proposals included $1m in forgivable small business loans.
But the party appeared to sense that this wasn’t working, and at a community event in Pittsburgh, Pennsylvania, in October, Barack Obama berated Black men over their apparent lack of support for Harris.
“I’m speaking to men directly –part of it makes me think that, well, you just aren’t feeling the idea of having a woman as president, and you’re coming up with other alternatives and other reasons for that,” he said.

Historically, the Democratic Party’s legacy with the civil rights movement is what kept it popular with Black voters. However, younger Black voters do not have those same civil rights legacy attachments.
“I think a certain generation of Black voters don’t have the direct experience with the civil rights movement or the knowledge of those things because to them that’s not memory – it’s history,” said Adolphus Belk, political scientist at Winthrop University in South Carolina. “They’re coming in without an understanding of these historical contours and turns, limitations, opportunities.
“And those frustrations are being made clear in this rising percentage of Black voters that’s taking a different look at the Republican Party in general and are exploring some curiosities with Trump despite his racial baggage.”
Furthermore, Black voters were seemingly frustrated that they are receiving little from the Democratic Party in return for what they feel is long-term, steadfast support, he said.
Did the Democratic Party see this coming?
As pre-election sentiment from Black voters shifted away from Harris, the vice president went all out in her bid to woo Black voters and relied heavily on Obama’s support.
Obama and his wife, Michelle Obama, were among the first to declare their support for Harris when Biden exited the presidential race and Harris began her journey as the likely Democratic nominee before the party’s national
Obama’s remarks, though, were criticised by many within the Black community. “When you are trying to get a group of people to support you, you appeal to them. You don’t chide them, humiliate them and vent your anger at them,” writer Ta-Nehisi Coates told Al Jazeera in an interview.
“Who do you think is going to see that and say, ‘Yes, now I’m going to do it [vote for Harris]’?”
How did Trump increase his popularity among Black voters?
Similar to the Democratic strategy in the mid-19th century, Trump has been trying to pull away disaffected Black voters from the Democratic Party.
Trump has claimed that African Americans fared better economically under his presidency with record low unemployment. Some experts have argued, however, that this was a continuation of a downward trend that started with the Obama administration.
At a gala hosted by the Black Conservative Federation in Columbia, South Carolina, Trump said he believed he was receiving more Black support due to his four criminal cases because Blacks have been historically treated unfairly by the criminal justice system.
“And then I got indicted a second time and a third time and a fourth time. And a lot of people said that that’s why the Black people like me because they have been hurt so badly and discriminated against,” he said. “They actually viewed me as I’m being discriminated against.”
Trump was criticised and mocked for those comments. But he succeeded in securing celebrity endorsements from African American icons like Kanye West, Kodak Black, 50 Cent and Lil Wayne. (Aljazeera)

Cuba loses power as Hurricane Rafael hits
Cuba suffered a nationwide blackout on Wednesday as Hurricane Rafael brought winds of up to 185km/h (115mph) to the Caribbean island.
The country’s national energy company said strong winds had caused the shutdown of the electricity system.
At least 70,000 people were evacuated from their homes before the category three storm made landfall on Wednesday evening with warnings of storm surges, flash flooding, and mudslides.
It comes just weeks after millions were left without power for four days following a blackout caused by issues with the country’s creaking energy infrastructure.
The incident also coincided with Hurricane Oscar, which killed at least six people.
Rafael made landfall in the western province of Artemisa, near
capital Havana, at around 16:15 local time (21:15 GMT), the US National Hurricane Center (NHC) said.
A spokesperson for the stateowned energy company, Unión Eléctrica, said engineers would have to wait for the storm to pass over the island before they could assess its impact on power plants and the grid more generally.
By 22:00, Rafael had moved on into the Gulf of Mexico and weakened to a category two hurricane, with maximum wind speeds of 169km/h.
The NHC said the storm would continue to bring heavy rains across western Cuba through Thursday and that storm surges could pose a danger to life.
Heavy rains are also expected in the Cayman Islands, while a tropical storm warning is in force in the Florida Keys.
Last month, around 10 million people in Cuba were left without power following a blackout caused by maintenance issues and a lack of fuel to run power stations.
That blackout also coincided with Hurricane Oscar, a less powerful category one storm that left a trail of destruction along the island’s north-eastern coast.
The worst-affected area was the eastern province of Guantánamo, where more than 1,000 homes were damaged by heavy rains and strong winds. (BBC)
Trump win provokes trade-offs and dilemmas for UK
Some UK MPs are delighted Donald Trump will be America’s president again.
“I’m emphatic the world is a safer place now that we have Donald Trump in the White House,” Suella Braverman, the former Conservative home secretary, told the BBC.
Others are pleased, but most, from all parties, offer a rather more fruitily negative view about the president-elect’s victory, ranging from the mildly concerned to the downright horrified.
Plenty, too, ponder what Trump’s win might say about the more conventional political class being so tin-eared about the concerns of millions and millions of people that he has triumphed again.
What might that mean for British politics in the future?
It is an issue the prime minister has been alive to ever since he won the general election.
One cabinet minister I spoke to the other day waxed lyrical about plans for their connections with a Harris administration.
And what happens if Trump wins? I asked.
“Who knows” was the sentiment of their reply, albeit expressed more crudely.
That is not to say the government
hasn’t put in the ground work in recent months. It has.
But planning for a potential scenario is different from dealing with its reality – and that reality starts now.
First up, the call between the prime minister and the presidentelect, seeking, in Downing Street’s description of it, to describe a tone of warmth, even bonhomie between the socialist former human rights lawyer and the billionaire wheeler-
dealer New Yorker.
“The prime minister offered his hearty congratulations,” we were told, adding “the leaders fondly recalled their meeting in September” - a reference to their first get together at Trump Tower in New York.
“Hearty” and “fondly” stand out to me, given how anodyne and bland these statements so often are.
The read-out of the call from No10 also seeks to leverage “President-elect Trump’s close
connections and affinity to the United Kingdom” - his mum was born on the Hebridean island of Lewis.
But just how Anglophile is he really, some ponder, given his mantra of “America First”?
Sir Keir had the conversation on his mobile in his office next to the cabinet room in No 10.
Team Trump rang the prime minister, after the government had requested a call with them to send their congratulations.
I’m told Trump had spoken to some other leaders first, but seemingly not many.
The plea from some in government, to themselves and an audience beyond Westminster, is to judge Trump by his actions, not by his words.
The verbal fireworks seem inevitable: that is the Trump way but don’t get distracted by them, is the mantra for some.
Not least because brash controversy and wild unpredictability is just the start of it. There is policy to think about too.
Take Ukraine.
If the soon-to-be president starts cutting support for Kyiv, how does Europe respond?
Does it remain broadly united or start to splinter?
If he demands again as he often has that Europe pays more for its defence, does it?
Can the British government afford to crank up defence spending more quickly? Can it afford not to?
Then there is climate changeand then the crucial issue of trade.
The president-elect has talked up the prospect of huge tariffs or import taxes on goods being brought into the United States.
What might this mean for Sir Keir Starmer’s central mission to try to catalyse economic growth?
If the European Union responds with retaliatory measures of its own, how should the UK respond?
Hug Europe close, or use the flexibilities of Brexit to choose a different approach?
Those who observed the first Trump administration closely tell me his significant mandate this time, and the wider Republican victories, mean the next president will be less restrained than last time. They are better prepared to ensure they get their own people into the right jobs to get done what they want to get done and more quickly.

Quincy Jones, musical titan and entertainment icon, dead at 91
Musical titan Quincy Jones, the composer and producer who added his tasteful polish to recordings by everyone from Ray Charles and Frank Sinatra to Michael Jackson, has died, according to his representatives. He was 91.
Jones died Sunday night at his home in Bel Air, California, surrounded by his children, siblings and other family members, his publicist told CNN in a statement.
“Tonight, with full but broken hearts, we must share the news of our father and brother Quincy Jones’ passing,” the Jones family said in the statement. “And although this is an incredible loss for our family, we celebrate the great life that he lived and know there will never be another like him. He is truly one of a kind and we will miss him dearly; we take comfort and immense pride in knowing that the love and joy, that were the essence of his being, was shared with the world through all that he created. Through his music and his boundless love, Quincy Jones’ heart will beat for eternity.”
A renowned jazz and pop musician, Jones was also a prolific cross-genre arranger, conductor, record label executive and civil rights advocate. His talent and drive led to an almost unparalleled career in entertainment.
His long and varied list of credits include composing the score for the Oscar-winning film, “In the Heat of the Night,” producing Michael Jackson’s blockbuster “Thriller” album and gathering dozens of pop and rock stars to record the 1985 charity single “We Are the World.” Born in Chicago to a carpenter father and a mother who suffered from mental illness, Jones developed a love of music early on and took up the piano.
His family eventually moved to Seattle, Washington, where Jones began taking lessons from famed horn player Clark Terry. He also met and became close friends with a then-unknown pianist named Ray Charles. The pair would enjoy a lifelong friendship.
A teenaged Jones began performing with jazz bands, and his talent at composing and arranging music drew the attention
of bandleader Lionel Hampton.
Jones was only 15 when Hampton invited him to tour with the group, something Hampton’s wife, Gladys, put a stop to right away.
“I got on the band bus right away, and Gladys got on and said, “Hamp, what’s that child doing on the bus?” Jones recalled in an interview with the National Endowment for the Arts. “And I was so upset. And she said, ‘Get him off here. Make him go back to school. We’ll call him later when he gets his schooling.’”
Jones heeded her advice, finished school and earned a scholarship to Schillinger House (now known as Berklee College of Music) in Boston, from which he graduated in 1951.
After graduation, he headed out on tour with Hampton and his band.
Thus began a storied a career which found Jones soon arranging and recording for such legends as Count Basie, Duke Ellington, Sarah Vaughan and his friend Ray Charles. Bandleader Lionel Hampton, trumpeter Dizzy Gillespie and other giants also tapped the young Jones for their European tours.
In 1961, Jones was hired by Mercury Records as their artists-
and-repertoire director. He made history three years later when he was promoted to vice president, making him the first AfricanAmerican man to hold such a position within a white owned record label.

During his appearance on Night Two of the World Creole Music Festival in Dominica on October 26, the 46-year-old, who has been an advocate for the use of marijuana in both religious and personal use, said the plant known as cannabis, has an array of medical benefits that can heal many of the illnesses faced by humans today.
The younger Marley has several songs dedicated to marijuana,

Australia’s government says it will introduce “world-leading” legislation to ban children under 16 from social media.
Prime Minister Anthony Albanese said the proposed laws, to be tabled in parliament next week, were aimed at mitigating the “harm” social media was inflicting on Australian children.
“This one is for the mums and dads... They, like me, are worried sick about the safety of our kids online. I want Australian families to know that the government has your back,” he said.
While many of the details are yet to be debated, the government said the ban would not apply to young people already on social media.
There will be no exemptions on the age limit for children who have consent from their parents.
The government says that the onus would be on social media platforms to show they are taking reasonable steps to prevent access.
Albanese said there would be no penalties for users, and that it would be up to Australia’s online regulator - the eSafety Commissioner - to enforce the laws.
The legislation would come into force 12 months after it passes and be subject to a review after it’s in place.

Researchers who aim to improve cancer treatment by using artificial intelligence to simulate clinical trials have been given £5.9m in funding by a charity.
The Cancer Research UK grant will go to a project led by the University of Manchester and The Christie cancer hospital which will test the effectiveness of radiotherapy treatments on a group of “virtual” patients, based on reallife data.
Lead research professor Rob Bristow said the simulated trials would help make research “faster, safe and less expensive” than large-scale clinical studies.
Some of the earliest research into radiotherapy was pioneered by The Christie hospital and the cancer charity in the 1920s.
The charity said the treatment
works by using X-ray radiation to kill cancer cells by irreversibly damaging their DNA.
An estimated 44,000 people are diagnosed with cancer each year in the north-west of England, according to the charity’s data.
The £5.9m will help fund the project for five years.
Groups of patients are created virtually based on real-data by an AI computer programme, with treatments or devices tested on them in simulated trials.
Researchers said this allowed for ideas to be tested at a faster rate than traditional trials which involve real patients.
The work of the team in Manchester is to focus on investigating patient-specific genetics and tumours, as well as comparing a new form of proton

In an open letter sent to the
government in October, signed by over 100 academics and 20 civil society organisations, the Australian Child Rights Taskforce called on Albanese to instead look at imposing “safety standards” on social media platforms.
The group also pointed to UN advice that “national policies” designed to regulate online spaces “should be aimed at providing children with the opportunity to
benefit from engaging with the digital environment and ensuring their safe access to it”.
But other grassroots campaigners have lobbied Australia’s government for the laws, saying bans are needed to protect children from harmful content, misinformation, bullying and other social pressures.
A petition by the 36Months initiative, which has over 125,000 signatures, argues children are “not yet ready to navigate online social networks safely” until at least 16, and that currently “excessive social media use is rewiring young brains within a critical window of psychological development, causing an epidemic of mental illness”.
When asked whether there should be broader efforts to educate children about how to navigate the benefits and risks of being online, Albanese said that such an approach would be insufficient because it “assumes an equal power relationship”.
“I don’t know about you, but I get things popping up on my system that I don’t want to see. Let alone a vulnerable 14-year-old,” he told reporters on Thursday.
“These tech companies are incredibly powerful. These apps have algorithms that drive people towards certain behaviour.” (BBC)

Why coffee could be good for your health
In the past, coffee was associated with increased health risks. But research from the last decade finds that drinking coffee may actually benefit your health.
Caffeine is the most popular psychoactive drug in the world. Humans have been drinking coffee, a natural source of caffeine, for centuries, but there have been mixed messages around its effect on human health for decades.
“Traditionally, coffee has been seen as a bad thing,” says Marc Gunter, professor of cancer epidemiology at Imperial College London and former head of the section of nutrition and metabolism at the International Agency for Research on Cancer (IARC). “Research from the 1980s and 90s concluded that people who drank coffee had a higher risk of cardiovascular disease – but it’s evolved since then.”
With more, larger-scale population studies emerging over the last decade, Gunter says, scientists now have data from hundreds of thousands of coffee-drinkers. But what does the research tell us – and is coffee consumption providing health benefits, or risks?
Coffee has been associated with an increased risk of cancer because it contains acrylamide, a carcinogenic substance found in foods including toast, cakes and chips. However, the IARC concluded in 2016 that coffee is not carcinogenic, unless it’s drunk very hot – above 65C (149F). In a 2023 review, researchers argue that, while coffee is one of the main sources of acrylamide in our diets, there is not yet a strong, conclusive evidence base showing that it relates to cancer risk.
THE POTENTIAL HEALTH BENEFITS OF DRINKING COFFEE
Not only that, but more research has found that coffee may actually have a protective effect. Some studies have shown an association between coffee drinking and a lower risk of some cancers in patients, for example.
In 2017, Gunter published the results of a study that looked at the coffee-drinking habits of half a million people across Europe over a period of 16 years. Those who drank more coffee had a lower risk of dying from heart disease, stroke and cancer. These findings are consistent with research from other parts of the world, including the US, and more recent research in the UK.
Gunter says there’s enough consensus across observational studies to confirm that people who

drink up to four cups of coffee a day have fewer diseases compared to those who don’t drink any.
The potential benefit of coffee could go further. Coffeedrinkers in Gunter’s study were more likely to smoke and had unhealthier diets than non-coffee drinkers. This would suggest that if coffee does lower the risk of heart disease and cancer, it might be more powerful than we think – it’s overriding the effects of unhealthy behaviours.
That’s true whether it’s a cup of decaffeinated or caffeinated coffee. Decaf coffee has similar amounts of antioxidants as normal coffee, research has found. Gunter hasn’t found in his research any differences between the health of people who drank caffeinated versus decaf, which led him to conclude that the health benefits associated with coffee are due to something other than caffeine.
WHY WE CAN’T REALLY KNOW HOW COFFEE AFFECTS OUR HEALTH
However, all of this research was based on population data – which doesn’t confirm cause and effect.
People who consume coffee may simply have better underlying health than people who choose not to, says Peter Rogers, who studies the effects of caffeine on behaviour, mood, alertness and attention at the University of Bristol. That’s in spite of their unhealthier lifestyle habits, as found in Gunter’s research.
“Some people suggested there might be a protective effect, which is somewhat controversial as it’s based on population evidence,” he says.
confusing in pregnancy. One 2022 review of studies found a link between coffee consumption before and during pregnancy and misscarriage. But the researchers say that, since they looked at population studies, there could be other explanations for the relationship they found between coffee consumption and pregnancy loss. For example, smoking is related to caffeine intake, they say, and is known to increase the risk of misscarriage.
Esther Myers, a dietician and chief executive of EF Myers Consulting, carried out a review of 380 studies and concluded that four cups of coffee per day for adults, and three for pregnant women, shouldn’t lead to any adverse effects.
Within the general population, some people can drink caffeinated coffee all day long, while others become anxious after one cup. Studies have found that differences in our genes can affect how differently two people metabolise caffeine. But, Myers says, “we don’t understand why one person is perfectly fine with a level of caffeine and another person is not”.
For regular drinkers, meanwhile, there’s bad news for those who drink coffee for a boost in concentration.
Meanwhile, people who consume coffee regularly often have higher blood pressure, which should increase the risk of cardiovascular disease. But, Rogers says, there isn’t evidence that higher blood pressure from drinking coffee is associated with higher risk of cardiovascular disease.
Clinical trials looking into coffee – which could better determine its benefits and risks – are rarer than population studies. But a group of researchers conducted one trial in which they observed the effects of drinking caffeinated coffee on blood sugar.
The small study, conducted by the Centre for Nutrition Exercise and Metabolism at England’s University of Bath, looked at how coffee affects the body’s response to breakfast after a fragmented night’s sleep. They found that participants who drank coffee, followed by a sugary drink that stood in for breakfast, had a 50% increase in blood sugar, compared to when they didn’t consume coffee before “breakfast”.
Still, this kind of behaviour would have to happen repeatedly over time for the risk to accumulate.
Putting people into laboratory settings also brings up the question of how relevant the findings are to real life – indicating that neither population, or lab research can provide definitive answers on how coffee affects our health.
CAN DRINKING COFFEE
INCREASE THE RISK OF MISCARRIAGE?

However, the Food Standard Agency advises pregnant and breastfeeding women not to have more than one to two cups of coffee per day. A review of previous studies concluded that pregnant women should cut out coffee entirely to reduce the risk of miscarriage, low birth weight and stillbirth.
Emily Oster, an economist and author of the book Expecting Better, which explores the data around pregnancy recommendations, also found guidance around coffee to be inconsistent.
“The big concern is the possibility that caffeine consumption is linked to miscarriage, especially in the first three months,” she says.
But, she says, there isn’t much randomised data on this, and drawing conclusions from observational data isn’t reliable.
“Women who drink coffee in pregnancy are likely to be older and are more likely to smoke. We know age and tobacco consumption are causally linked to higher rates of miscarriage,” she says.
“The second issue is that women who are nauseous in early pregnancy are less likely to miscarry. These women also avoid coffee – it’s the kind of thing that bothers you if you’re already feeling sick – so a lot of women who are nauseous and aren’t consuming coffee are less likely to miscarry.”
Two to four cups of coffee a day, Oster says, don’t seem to be related to an increased risk of miscarriage.
WHAT ABOUT CAFFEINE ADDICTION?
Aside from coffee’s potential effects on heart health, cancer and miscarriage, there is how it influences the brain and nervous system. Caffeine is a psychoactive drug, which means it affects our cognition.
“As the body gets used to receiving caffeine on a daily basis, there are physiological changes that adapt the body to live with caffeine and maintain normal function,” says Rogers. “Consuming coffee produces no net benefit to our ability to work efficiently because we become tolerant to that effect, but as long as you keep consuming it, you’re probably not worse off.”
The only people who stand to use caffeine to their advantage, he says, are those who don’t drink it regularly.
At the other end of the spectrum, many people joke about being addicted to coffee. But in most cases, they’re just dependent, says Rogers.
“There’s a low risk of addiction to caffeine – if you take it away from someone, they don’t feel great but they’re not strongly craving it,” he says.
Coffee, he says, demonstrates the difference between addiction, where there is a compulsion to get the drug, and dependence, where the user’s cognitive performance is impaired, but they don’t go to lengths to get it.
The only thing coffee-drinkers need to be aware of, he says, is withdrawal. “Anyone who drinks a few cups of coffee a day is dependent on caffeine. If you took their coffee away, they’d be tired and would maybe have a headache,” Rogers says.
These symptoms depend on how much coffee the person was drinking, but they usually last between three days and a week, he says – in which time, caffeine is the only thing that will alleviate them.
DOES THE TYPE OF COFFEE MATTER?
The way you brew your coffee – whether lovingly crafting it from bean to cup or throwing some instant powder into a mug – doesn’t seem to change the association with better health. By studying people across Europe, Gunter found that various types of coffee still were associated with health benefits. (BBC)

World’s first wood-panelled satellite launched into space
The world’s first wood-panelled satellite has been launched into space to test the suitability of timber as a renewable building material in future exploration of destinations like the Moon and Mars.
Made by researchers in Japan, the tiny satellite weighing just 900g is heading for the International Space Station on a SpaceX mission. It will then be released into orbit above the Earth.
Named LignoSat, after the Latin word for wood, its panels have been built from a type of magnolia tree, using a traditional technique without screws or glue.
Researchers at Kyoto University who developed it hope it may be possible in the future to replace some metals used in space exploration with wood.
“Wood is more durable in space than on Earth because there’s no water or oxygen that would rot or inflame it,” Kyoto University forest science professor Koji Murata told Reuters news agency.
“Early 1900s airplanes were made of wood,” Prof Murata said. “A wooden satellite should be feasible, too.”
If trees could one day be planted on the Moon or Mars, wood might also provide material for
colonies in space in the future, the researchers hope.
Along with its wood panels, LignoSat also incorporates traditional aluminium structures and electronic components. It has sensors on board to monitor how its wood reacts to the extreme environment of space during the six months it will orbit the Earth.
Dr Simeon Barber, a space research scientist at the Open University in the UK, said: “We
have to be clear that this is not a satellite completely made of wood... but the basic premise behind the idea is really interesting.
“From a sustainability point of view, wood is a material that can be grown and is therefore renewable,” he told the BBC.
“The idea that you might be able to grow wood on another planet to help you explore space or make shelters - explorers have always used wood to make shelters when
they’ve gone to a new land.”
Dr Barber said it wasn’t the first time that wood had been used on spacecraft.
“We use wood - cork - on the re-entry, outer shell of vessels of spacecraft to help them survive reentry into Earth’s atmosphere.”
Russian and Soviet lunar landers used cork to help the rover have grip as it was descending to the surface, he added.
“There’s nothing wrong with
using wood in space - it’s using the right material for the right task.”
He pointed out that wood has properties that are hard to control.
“So from an engineering point of view it’s quite a difficult material to work with... I think wood’s always going to have a problem to make critical structures like parts of spacecraft where you need to predict how strong it’s going to be.”
The researchers at Kyoto University hope using wood in making spacecraft could also be much less polluting than metal ones when they burn-up on reentry at the end of their life.
Experts have warned of the increasing threat of space junk falling to Earth, as more spacecraft and satellites are launched.
Dr Barber acknowledged the space industry was under growing pressure over the amount of pollution it puts into the atmosphere but he was sceptical using wooden spacecraft could provide the answer.
“In principle having materials such as wood which can burn up more easily would reduce certainly those metallic contaminants... But you may end up taking more material with you in the first place just to burn it up on the way down.” (BBC)
Are there health benefits to eating turmeric and other spices?
Chilli, turmeric and other spices are often claimed to have health benefits or even the ability to “boost our immune system”. But can spices really add any health benefits to our food, or help us ward off illness?
Spices have been a part of our diets for thousands of years – it’s second nature to sprinkle our chips with pepper, sip on ginger tea and add chillies to our meals. But recently, some spices have been unofficially promoted from everyday culinary staples to allhealing superfoods.
Hillary Clinton reportedly ate one chilli pepper a day while on the campaign trail in 2016 as an attempt to ward off illness. Turmeric, which has been used in Asia for millennia, has found its way into coffee shops around the world in the form of “golden lattes” – and, during the pandemic, into viral messages that claim it can “boost your immune system” and protect you from getting sick. It’s now, according to one celebrity chef, “everywhere”.
Meanwhile, cayenne pepper still hasn’t recovered since the illadvised “Beyoncé diet” back in
2013, which suggested consuming a concoction of cayenne pepper, maple syrup, lemon and water to lose weight.
But do spices really add any health benefits to our food, or help us ward off illness? And can any of them actually do us harm?
THE HEALTH BENEFITS OF CHILLI PEPPERS
One of the most well known and widely used spices are chilli peppers. Many studies have examined their potential effects on our health – but have found both beneficial and adverse results.
Capsaicin is the main active ingredient in chillies. When we eat chillies, capsaicin molecules interact with the temperature receptors in our bodies, sending signals to the brain to create the feeling of heat.
Some studies point to the idea that capsaicin may help you live longer.
One 2019 Italian study found that people who ate food seasoned with chilli peppers four times a week had a lower risk of death compared to those who never ate chillies. (Researchers controlled
found
for lifestyle factors including smoking, exercise and overall diet quality.) And in 2015, researchers in China, who examined the chilli consumption and health of nearly 500,000 Chinese adults, found that eating chillies was associated with lower risk of death. Those who consumed spicy foods almost every day had a 14% lower risk of death than those who ate spicy foods less than once a week.
“The major findings were that higher intake of spicy foods is related to a lower risk of mortality, particularly deaths due to cancer, heart disease, and respiratory diseases,” says researcher Lu Qi, professor of nutrition at Harvard’s school of public health.
This does not, however, mean that starting to eat large quantities of chilli peppers will protect your health – or protect you from
respiratory illness – in the shortterm.
It’s important to remember that the China study followed people for a median time of seven years each. So even if chillies had a protective effect on participants’ health, rather than the people who ate chillies happening to be healthier to begin with, the effect likely built up over time – not within weeks or months.
Qi tried to separate the effects of chilli consumption from everything else by controlling for age, sex, education level, marital status, diet and lifestyle factors including alcohol intake, smoking and physical activity. He says the lower risk of disease relating to eating chillies may be partly due to capsaicin.
“Certain ingredients in spicy foods, such as capsaicin, have been found to improve metabolic status, such as lipid profiles” – cholesterol in the blood – “and inflammation, and these may partly account for the observations in our study”, says Qi.
A number of studies also have shown that capsaicin can increase the amount of energy we burn and can decrease our appetites. (BBC)

Tour de France to take all-French route for first time since 2020
The 2025 Tour de France will be staged exclusively in France for the first time in five years.
The 112th edition of the Grand Tour will feature 21 stages, starting in Lille on 5 July and ending in Paris on 27 July.
The Tour had raced through Andorra in 2021 while it had Grand Departs in Copenhagen in 2022, Bilbao in 2023 and Florence in 2024.
The 2025 race will also see a return of the Champs-Elysees finale on the 50th anniversary of its first finish there. The Tour finished outside Paris for the first time in its history this year because of the Olympics.
“We decided to bring the Tour home, it was high time after all the foreign starts,” said race director
Christian Prudhomme.
The Tour, stretching 3,320km (2,063 miles), will feature two time-trials and six mountain-top finishes, with the first part taking place mostly on the plains.
“A week in the plains is not the joy ride it was in the old days. We have cut the sprint stages and laid traps everywhere,” Prudhomme said.

A court in Kenya has sentenced two men to 35 years each for the murder of Ugandan athlete Benjamin Kiplagat at the end of last year.
The Olympic steeplechaser was stabbed to death on New Year’s Eve in the town of Eldoret, known as a top training centre for athletes.
“Your actions were cruel to a defenceless person whose life you cut short,” Justice Reuben Nyakundi told Peter Ushuru Khalumi and David Ekai Lokere during the sentencing hearing in the High Court in Eldoret.
Kiplagat’s murder shocked people in Kenya, which has seen the killing of a number of other elite athletes in recent years.
The judge said that Khalumi and Lokere had followed Kiplagat, who was in his car, and then
CCTV footage showed that they had intentionally killed him in a premeditated act. The exact motive for the murder was not clear but at the time of the arrests the police had said it was robbery.
On Monday, in an emotional request to the court, the athlete’s mother had asked Justice Nyakundi to hand down life sentences.
She talked about how her son, who started his career running barefoot, had worked hard to become an international runner and the family’s breadwinner, the Nation newspaper reports.
“My son had 8,000 [Kenyan] shillings ($62; £48) and an expensive mobile phone, but the killers did not take any of the property from him. Their mission was to painfully finish him,” the newspaper quotes her as saying.
90-1 shot Knight’s Choice wins Melbourne Cup by nose
Outsider Knight’s Choice has won Australia’s famous Melbourne Cup, in a dramatically close race which went to a photo finish.
It was winning Irish jockey Robbie Dolan’s first ride in the event, but a second victory for New Zealand trainer Sheila Laxon.
Runner-up in the two-mile contest was Warp Speed and third was Okita Soushi, ridden by Jamie Kah - one of a record four female jockeys in the field.
Buckaroo had been the favourite to win but finished ninth, with Knight’s Choice - a 90-1 shotstorming home to win by a nose in the final strides.
Dolan was previously best known as a contestant on The Voice Australia, but he has now
stamped his name in Flemington Racecourse history.
“Pinch me, I’m dreaming... I can’t believe it,” he told the local Nine Network.
“I think I’ll be singing for the rest of my life after that. What the hell.”
The 28-year-old comes from a horse racing family, with his father Bobby Dolan part of Irish horse training legend Dermot Weld’s team when they produced two Cup winners in 1993 and 2002.
Bobby surprised his son by travelling to Australia for his Melbourne Cup debut, and was in the crowd to watch his victory.
It was also a family affair for Laxon, who trained Knight’s Choice with her husband John
Symons and lifted the trophy 23 years after her first victory, when she became the first female trainer to win with Ethereal.
Absurde was fifth for Irish trainer Willie Mullins, with his stablemate Vauban 11th. British challengers Onesmoothoperator and Sea King finished 12th and 14th.
Crowds thousands-strong were trackside at Flemington for the event, decked out in bright outfits and enjoying the sunny spring weather.
The Melbourne Cup is worth more than A$8m (£4.1m, $5.3m) and is often called “the race that stops a nation” although has attracted demonstrations in recent years over animal welfare. (BBC)
Amad inspires Man Utd to first Europa League win this season
Amad Diallo’s second-half double gave Manchester United the win they needed over Greek champions PAOK to kick-start their Europa League campaign and give incoming boss Ruben Amorim a shot at sealing a coveted top-eight finish.
Amad was by far United’s biggest goal threat. He broke the deadlock when he sent a looping header into the far corner five minutes after the interval.
The Ivorian sealed the win when he curled home from the edge of the area 13 minutes from time.
Tarik Tissoudall wasted PAOK’s best opportunity when he failed to convert from eight yards with only Andre Onana to beat.
Onana also made an acrobatic save to deny Mady Camara during a largely drab opening half.

A largely unconvincing display from the home side was in marked contrast to that of Amorim’s current club, with Sporting producing a superb performance to beat Manchester City in the Champions League earlier in the week.
But if there is a positive from tonight for Amorim, at least he has plenty to work at in his new job and quite a lot of scope for improvement among his players.
TWO-GOAL AMAD CATCHES THE EYE
The jury is still out on whether Amad is good enough to be effective on a consistent basis for United.
But without question, he is their biggest current goal threat. Not everything he tries comes off but he is brave enough to keep trying and tends not to overcomplicate situations, or lose his concentration, like Alejandro Garnacho.
His efforts seem to earn favour from skipper Bruno Fernandes, whose response to Amad overhitting a routine pass was to offer encouragement, which was in marked contrast to the criticism the
Portuguese unloaded on Garnacho, when he failed to release the ball quickly enough later in the first-half.
As one of the smallest players on the pitch, Amad can be quite pleased with his opener.
Fernandes provided the deep cross and Amad looped it back into the far corner as PAOK goalkeeper Dominik Kotarski watched the ball drop in rather than attempt to keep it out.
Amad’s second was all his own work as he muscled Abdul Rahman Baba off the ball 40 yards from the PAOK goal, then ran to the edge of the area before curling a shot, that took a tiny deflection, into the corner.
After making such an impact, Amad must hope the knock he suffered and needed treatment on immediately before being replaced does not prove to be too serious. (BBC)

Curry passes Barkley record as Warriors beat Celtics
Curry passed NBA legend Charles Barkley - a long-time critic - on the all-time scoring list as the Golden State Warriors beat the Boston Celtics 118-112 on Wednesday.
The 34-year-old, a four-time NBA Championship winner, registered 27 points on the night, plus a triple double, as he moved to 30th on the all-time list and the Warriors sealed their fifth consecutive win.

Raygun retires from breaking after Olympic backlash
Australian breaker Rachael Gunn has announced she will retire from competition, citing the viral response to her performance at the Paris Olympics.
Gunn - who is known as B-girl Raygun - failed to get on the scoreboard in all three of her competition rounds in August, with a routine that included unorthodox moves, such as the sprinkler and a kangaroo hop.
The 37-year-old university lecturer’s moves catapulted her to global attention and ridicule, spawned conspiracy theories about her qualification, and reignited criticism of breaking’s inclusion in the Olympics.

Nageeye and Chepkirui win at New York Marathon
Abdi Nageeye of the Netherlands and Kenya’s Sheila Chepkirui won the men’s and women’s races respectively at the New York City Marathon.
Britain’s David Weir was second in the men’s wheelchair race, won by American favourite Daniel Romanchuk.
Romanchuk, who was also victorious in 2018 and 2019, finished in one hour 36 minutes 31 seconds - five seconds clear of Weir, with Japan’s Tomoko Suzuki eight seconds further back in third.
Switzerland’s Marcel Hug, the
winner of 16 straight marathons and bidding for a fourth consecutive victory in New York, was fourth.
Susannah Scaroni won the women’s wheelchair race for the second time, finishing more than 10 minutes clear of fellow American and five-time champion Tatyana McFadden. Switzerland’s Manuela Schar was third.
Nageeye finished strongly, surging past Kenyan Evans Chebet, the 2022 champion, in the final stretch to clock 2:07.39. Kenya’s Albert Korir was third.
“I was so focused. When I
reached the finish, the emotion was not there. It felt like I was dreaming,” said Nageeye, a silver medallist at the 2020 Olympics.
Chepkirui triumphed in 2:24.35 to claim her first world marathon major win.
She finished 14 seconds clear of 2023 winner Hellen Obiri, with Vivian Cheruiyot completing an all-Kenyan podium.

Djokovic pulls out of ATP Finals because of injury
Defending champion Novak Djokovic has pulled out of the ATP Finals because of an “ongoing injury”.
The 37-year-old Serb, who has won a record seven titles at the event, had already qualified as the sixth most successful player on the ATP Tour this season.
had been so “upsetting” that she changed her mind.
“I just didn’t have any control over how people saw me or who I was,” she told local radio station 2DayFM on Wednesday.
“I was going to keep competing, for sure, but that seems really difficult for me to do now.
“I think the level of scrutiny that’s going to be there, and people will be filming it, and it will go online.”
Gunn received a torrent of violent messages after the Olympics, and was the subject of an anonymous petition demanding she apologise. It falsely accused her and her husband of manipulating her selection at the expense of other Australian talent.
“I was really looking forward to being there, but due to ongoing injury I won’t be playing next week,” Djokovic wrote on social media.
“Apologies to those who were planning to see me. Wishing all the players a great tournament. See you soon.”
Djokovic, who has won a record 24 Grand Slam men’s singles titles, will not play again this season. He has not specified the nature of his injury.
He won 37 of his 46 matches in 2024 and claimed his sole title at the Olympic Games in Parislanding the gold medal that had previously eluded him.
It is the first season since 2005 in which he has not won an ATP
event and only the fourth since 2008 where he has not won one of the four Grand Slam titles.
Last month, Djokovic indicated that competing in the tour’s yearend finals was not a priority.

F1 drivers ask FIA to treat them like adults
Formula 1 drivers have urged the sport’s governing body to treat them like adults after Max Verstappen and Charles Leclerc were punished for swearing.
The Grand Prix Drivers’ Association (GPDA) has also criticised FIA president Mohammed Ben Sulayem for his “tone and language” when addressing the topic.
An open letter from the GPDA said: “There is a difference between swearing intended to insult others and more casual swearing, such as you might use to describe bad weather, or indeed an inanimate object such as an F1 car, or a driving situation.
“We urge the FIA president to consider his own tone and language when talking to our member drivers, or indeed about them, whether in a public forum or otherwise.
“Further, our members are adults. They do not need to be given instructions by the media about matters as trivial as the wearing of jewellery or underpants.”
The FIA has been approached for comment.
The letter has been in the offing since Ben Sulayem used an
interview with Autosport before the Singapore Grand Prix in September to express his distaste for the broadcast of swearing during grands prix.
In Singapore, Red Bull driver Verstappen was ordered by FIA stewards to “accomplish some work of public interest” after using a swear word to describe his car in a news conference.
The drivers were dismayed by Ben Sulayem’s commentsbecause any swear words used over team radio are bleeped out before
being broadcast, and because they feel that allowing the public to hear the transmissions gives an added dimension to the sport by revealing the characters of the drivers in extreme situations.
Lewis Hamilton accused Ben Sulayem of using “stereotypical” language with a “racial element” in the interview.
Ben Sulayem said F1 had to “differentiate between our sportmotorsport - and rap music”.

Chelsea recorded the biggest Europa Conference League victory as they crushed Armenian side FC Noah.
The Blues, playing a completely different team to their last Premier League game, led 6-0 at the breakand added two more in the second half.
They took the lead when Tosin Adarabioyo headed in Enzo Fernandez’s corner.
Noah lost the ball almost immediately following their kickoff and Marc Guiu won the ball and scored.

Fernandez corner, then Fernandez fed Joao Felix who ran through and clipped the ball over the goalkeeper.
Mykhailo Mudryk scored the goal of the game when he curled a fine shot into the top corner, before Felix netted his second via a deflection.
Christopher Nkunku, who also hit the bar, hooked in a seventh from an angle after his initial shot was saved.
And the Frenchman then scored a penalty which he slammed down the middle.

The reference in the GPDA letter to “jewellery or underpants” is to an earlier controversy of Ben Sulayem’s period as president, when he enforced rules on wearing the correct underwear and forbidding the drivers from wearing jewellery.
The letter also expressed the drivers’ unhappiness at fines being used as punishment by the FIA, and asked for transparency as to how the funds are used.
Signed by “the directors and chairman of the GPDA on behalf of the grand prix drivers”, it says: “The GPDA has, on countless occasions, expressed its view that driver monetary fines are not appropriate for out sport.
“For the past three years, we have called upon the FIA president to share the details and strategy regarding how the FIA’s financial fines are allocated and where the funds are spent.
“We have also relayed our concerns about the negative image financial fines bring to the sport.
“We once again request the FIA president provides financial transparency and direct, open
dialogue with us.
“All stakeholders (FIA, F1, the teams and the GPDA) should jointly determine how and whether the money is spent for the benefit of the sport.”
Former F1 driver Alex Wurz is the GPDA chairman, and its directors are Mercedes’ George Russell, ex-driver Sebastian Vettel and Anastasia Fowle.
The letter emphasises the drivers’ desire to “collaborate in a constructive way with all the stakeholders, including the FIA president in order to promote our great sport of the benefit of everyone who works in it, pays for it, watches it and indeed loves it”.
In that context, the fact the drivers have gone as far as to publish a letter criticising two key aspects of the FIA’s policing of the sport will be interpreted as evidence of their frustration with Ben Sulayem’s stance on the issues involved.
It is also a reflection of their feeling that they have not been heard or respected by the FIA on the matters in question.
The drivers’ unhappiness can be gauged by the fact that this is their first collective public statement since 2017, when they asked for a reform of the decision-making process in F1 to keep the sport healthy.

CHHS and Elite dominate opening games of TCISS basketball
Defending champions Clement
Howell High School and Elite dominated their opening games in last weekend’s first round of the Turks and Caicos Islands School Sports (TCISS) Inter-High School championships, which tipped off at the Gus Lightbourne Sports Complex Court.
Both Saturday games were blowout victories. CHHS defeated BWIC by a whopping 73-30, while Elite won against A Louise Garland Thomas High School, by a larger margin 73-22.

Although Randy Prophete finished with a game-high 17 points, it was an all-round team effort for CHHS as Traheim Saunders added nine points, Anios Jean eight points, Wilkenson St. Louis eight points, Deny Sormera seven points, Justin Forbes seven points, Rico Quiroz six points and Daniel Hall five points.
David Hall and Laurence Basden led BWIC with 25 points. Hall finished with 13 points, three rebounds and two blocks, while Basden added 12 points and three rebounds.
Elite on the other hand, had a one-two punch, with Alison Yoandry Almonte Tavarez and Yeury Beato combining for 60 points.
Not all the games will be played in Provo
Tavarez shot his way to 32 points, while Beato scored 28 points and grabbed seven rebounds.
A Louise Garland could not find their go to scorer, since none of them reached double digits.
Bethenly Joseph was restricted to seven points, and Romeo Higgs Jr
to six points. Meanwhile, the competition started on Friday with Wesley Methodist High School defeating Maranatha Academy in a close competitive game. The sixpoint victory (82-76), was led by Poteinsky Dumesle who dominated
with 30 points and 20 boards. Erickson Jean added 14 points and 11 rebounds for the winners.
Allan Gedeon and Jaron Mcnish led Maranatha with 23 and 18 points each.
On November 8-9, the home team of Grand Turk the HJ Robinson High School Stallion, will compete against the A. Louise Garland Thomas High School Hawks on Friday and the Maranatha Academy on Saturday. These games will take place at the NJS Francis Basketball Court, starting at 7:00pm.
