TCI’s agriculture development and food security draft plan completed BY OLIVIA ROSE The TCI government which continues to work to bolster the territory’s ability to produce its own food has completed the final draft of the Agriculture Development and Food Security Plan. This is in an effort to counteract the territory’s high dependence on imported food which leaves the country in a vulnerable state during instances of natural disasters and adverse geopolitical changes such as the Russia-Ukraine war. To this end, the government has outlined “Strengthening Agriculture” as one of its 12 Priority Projects to drive socioeconomic growth in the territory. Speaking at a recent Open day event held to unveil the 12 transformational Priority Projects to the public, Hon Josephine Connolly, Minister of Tourism, Agriculture, Environment, Fisheries and Marine Affairs announced the completion of the plan and stressed that the government is committed to

ensuring that people of the Turks and Caicos Islands have access to a constant and nutritious food supply. She explained that the Agriculture Development and Food Security Plan is a roadmap document for strengthening the agriculture sector through the implementation of several programmes that will, in turn, boost economic development, and create jobs and opportunities for technological innovation. She said: “The Turks and Caicos Islands is considered to be food insecure, we import nearly all of our food, this leaves the country vulnerable to external shocks such as climate change, natural disasters, and global supply chain disruptions such as shortages, an increase in transportation, and shipping.” Connolly further explained that this also means the territory is at risk of introducing pests and diseases if the food imported is not properly inspected at the ports of entry.

“Whilst we welcome visitors and tourists to our beautiful country, they too pose a risk to our health and our environment. If we do not ensure that their pets who are travelling companions are not inspected for pests, diseases and other health risks at the airport. “Our priority is to keep us safe while providing an enabling

environment to increase food production and promote sustainable use of agriculture. Projects in a nutshell In a nutshell, the “Strengthening Agriculture” project when completed will introduce animal husbandry at Kew Farm, build a biosecurity site at the Providenciales airport, and institute

Former Deputy Premier, Floyd Hall

Former Speaker of the House, Clayton Greene

Floyd Hall and Clayton Greene get one year and six month sentences – Greene bailed, Hall remanded, appeals pending BY DELANA ISLES In what for some was a shocking conclusion, the Chief Justice, Mabel Agyemang sentenced ex-Deputy Premier Floyd Hall to a one year prison term and Clayton Greene to six months imprisonment. Both Hall and Greene were found guilty of Bribery and Money Laundering, respectively, on September 25. Hall has been remanded into custody until Monday, October 16, when his bail application will be heard. Greene has been released on bail pending his appeal. The Chief Justice also ordered just over $1 million to be confiscated from Hall, which includes his $870,000 parliamentary pension and $150,000 from a recent real estate sale. The balance of $134,582.33 is to be paid by Hall to satisfy the court’s judgement. Both defendants have indicated their intention to appeal. AGGRAVATING FACTORS Thursday’s (October 12) court date saw the two appearing before the

Chief Justice again to learn their fate, a fate that many within the local community were of the belief would have either been suspended sentences or ended in the two being fined. And while Agyemang expressed that she was exercising mercy in the sentencing of the two men, particularly with regard to the unreasonably long delays, she did draw attention to what she termed “sustained greed” exhibited by Hall, the careful planning that went into the criminal acts the two men were found guilty of, and the impact their combined actions have had on elected offices within the territory. The aggravating factors of the offence and of the defendant were laid out by the Chief Justice: “Floyd Hall was an elected official in one of the constituency of Grand Turk, a place of trust. He was then made the occupant of the high position of Deputy Premier, a position of trust and also of instrument and the expectation was that he would serve the people of these islands. “But Hall had a different motivation for being there, it was his own financial gain for which he committed the very serious offence

of bribery, not only one time, which he might have been forgiven for succumbing to the winds of temptation, but he sustained his greed over the period of three years. “His commission of the offence of bribery was by careful planning which produced sophistication in the manner in which it was done. It involved cover-up and disguising the nature of the money received, this included a letter of demand of a finder’s fee, a letter to request a loan, a promissory note to hide the truth, and the general attempt to make his… activities look legitimate.” She told the packed courtroom that as minister of finance, Hall should have known that the bribes he took in the commission of his duties would lead to losses of revenue which would negatively affect the finances of the TCI. “Uncaring about the fortunes of the country, his motivation was greed, the expectation of personal gain. The effect of his actions as an elected official negatively impacts the integrity of elected office in these islands and must be treated with the seriousness it deserves.” Submitting character references

for Hall were King’s Counsel Ariel Misick and Carlos Simons. Letters were also received after the verdict was read last month from Gilbert Morris, Ambassador-at-Large for the Commonwealth of The Bahamas; Calvin Greene of the PNP and Bishop Coleta Williams III. Chief Justice Agyemang read an excerpt from one of the letters: “It is very unfortunate there were systematic weaknesses in our country governance, and they fell into temptation.” MERCY PLEAS King’s Counsel Earl Witter attorney for Hall - pleaded his client’s case by pointing to the sentence delivered for British hotel developer Richard Padgett who was given a two-year suspended sentence in April 2014. Padgett had confessed to bribing Hall and others. Padgett was sentenced to two years on the count of bribery and six months for perverting the course of public justice. He had also settled with the Crown in relation to a number of civil claims related to Third Turtle development and land on

East Caicos that was acquired by a company he controlled. He has also transferred land to the Government valued at about $7 million and made a cash payment of $75,000 for the costs of investigating the claims, to the Crown. Hall’s lawyer also pointed to the sentence given to former government minister Lillian Boyce in 2021, after five years of standing trial. Boyce changed her not guilty plea to guilty in 2021 and was ordered to repay the Crown $1 million by the late Judge Paul Harrison. In summarising his sentence to the defendant, Justice Harrison said: “The confiscation order as it stands is that you Mrs. Boyce will pay an amount of $721,580.49 forthwith, that is, immediate payment. “The balance of $278,419.51 to be paid within six months of today’s date and shall be recoverable by way of levy on your goods if it is not paid. “In addition, we’ll impose on you a sentence of six months’ CONTINUED 

A Weekly News column that puts you on the spot for your opinions on the issues of the day

BENEFICIARIES OF THE $10.5M WRITE-OFF Publicising a list of names detailing who benefitted from the government’s $10.5m write-off for TC Invest/TOLCO loans would be a “highly irresponsible and possibly illegal” thing for the TCI government to do. These sentiments were recently expressed by Deputy Premier and Minister of Finance Investment and Trade, Hon Erwin ‘Jay’ Saunders. Following a historic move by the TCI government to write off a staggering $10,588,637.41 in loan portfolios for the defunct TC Invest/TOLCO, to lift a massive financial burden off the shoulders of 176 families in the territory, some residents are demanding that the government publish the list of names to be transparent and to show who benefitted from the debt forgiveness. However, the Minister of Finance, Investment and Trade, who piloted the motion to completely erase the colossal debt, stressed that the Bill was passed “unanimously” in the House of Assembly and assured residents that there are “checks and balances” in place which ensures that mechanisms exist for preventing or penalising unethical behaviour. Saunders told the Weekly News: “It would be highly irresponsible and possibly illegal for us to go and take personal banking information and put it out there because there are some persons who didn’t ask for the write-off to happen, but they got it and all of a sudden their names are out there.” What are your thoughts?

Investigate if millionaires benefitted One thing is noteworthy and commendable about this loan write-off is that suffering, hardworking people, who cannot make ends meet were given a break because they absolutely needed it. One can easily take the position and be aware that owing to the meltdown of the world’s economy of 2008 with the Lehman Brothers Market crash, the negative fallout of the TCI economy because of the findings from the Robin Auld Commission of Enquiry, the suspension of the Constitution, that TCIslanders fell behind in payments and were made to pay the Bill for all of that political fallout. There was a critical trend where the TCI labour market was opened to the world, where all and sundry were

allowed to come in and work in job sectors that TCIslanders were qualified to work within; displacing the TCIslander in his own country, as a result of this negative trend. An unstable governmental system that was called, rightfully or wrongfully, “systemically” corrupt, the trends did not portend well for the TCIslander. Loans fell into arrears and many persons lost homes and businesses. People were not able to keep up so quite naturally, so the government had to step in. It is great that there is political consensus on this measure and the vote was unanimously carried. The Leader of the Opposition, the Hon Edwin Astwood had great vision and foresight in supporting this measure as it helped many hard-working people. This is not what this issue is all about. It is alleged that at least four or five of those persons who got their loans written off were not your typical “hardship case”. There were allegedly about four to eight persons, falling into the millionaire, privileged, Politically Exposed “PEP”,

closely connected class of privileged persons who got “written-off”. If this is the case, we are not dealing with, as the Hon Minister of Finance alleges, placing “sensitive banking information” before the public. There must be a mechanism albeit cloaked in secrecy for the criteria and standard for a write-off to be established and checked into. Nobody is asking for private information to be exposed on the not-so-privileged but those rich and privileged ones, who are alleged to have gotten ‘unsolicited loan relief and write-offs. Those need some kind of investigation. Do not make any name public but investigate the millionaires.

Reasons for the write-off? The TCI has finally joined the ranks of the Western world where the rich and powerful use the poor to get their way. In the US they have political action committees, loan write-offs, and under-the-table deals, which the media routinely ignore. Congressmen, senators, and presidents get elected as broke men but leave office as multi-millionaires. When TCI Bank was alive, its liquidation went after hardworking people, and took their homes, the liquidators, to my knowledge, did not touch any politician who had unsecured loans. Let not the Minister of Finance deceive himself or anybody by focusing his remarks on the distressed loans and persons found in distress. He states, “It would be highly irresponsible and possibly illegal for us to go and take personal banking information and put it out there because there are some persons who didn’t ask for the write-off to happen, but they got it and all of a sudden their names are out there”. What a clever play of the cards and this minister may be seen as a great wordsmith as he acquits himself well. It is equally clear that there is no call from officialdom, ie the Official Opposition, the Hon Edwin Astwood for the names to be placed out there. He obviously voted for the measure. So, what is the Minister of Finance talking about? That part makes sense. It is those loan write-offs of those privileged ones who must take some kind of scrutiny and investigation. While even their names need not be made public, why they got loan writeoffs when they could afford the payments is curious and mind-boggling. The reason for the write-off of the loan law, must be based on the idea that “certain persons are in financial distress, and they cannot pay”. This must be the reason why the vote was unanimous, and the opposition supported it. It cannot be the same where persons who are “rich” refuse to pay, and should benefit from the same law and standard of writeoff/the relief. It is clear, that some of those rich ones, as the Minister stated, did not seek relief. The Leader of the Opposition should convene his Public Accounts Committee, demand answers to these pertinent questions. He need not make the

names public but things like that cannot go unchecked. Let the Integrity Commission check this decision as well.

Cloud of secrecy Secrecy seems to be the commodity and the substance of modern government. Anytime secrecy is needed, there is always “something else” behind it. This cloud of secrecy is there, pervasive and powerful. Just like the multi-billion-dollar hospital contract, which no-one is interested in, cannot be made public to protect certain proprietary interests because the interest of the lender, it seems, is more important than the people of the TCI, we must now hide behind the same cloud of secrecy with this write-off. There is so much secrecy in the TCI. It is commendable that 170 or so families got relief, thanks to the Minister of Finance and the PDM Opposition for supporting this measure. Governments do not usually do this. They are never generous. Even though loans should only last for seven years. There must be something in it for someone, rich, powerful and closely connected. Those rich persons who were not enslaved by the burden of debt should decline the write off and continue paying their debt to the government and the people. There is no need for “names” but answers must be given.

Lack of openness frequently points to corruption The Minister of Finance’s response to the public’s demand to release the names of beneficiaries of the loan write-off is both irresponsible and dishonest. The fact that he is also confirming that some loans were written off even though the borrowers did not apply as a justification for the lack of transparency is also hogwash. The entire initiative is bogus and classical vote buying in my opinion and discriminatory at best. How can the minister and his colleagues decide to continue to write off these large sums of debts with taxpayers’ money and yet not willing to be fully transparent, is beyond reason. CONTINUED 

CHTA opens nominations for the prestigious 2023 CHIEF Awards The Caribbean Hotel and Tourism Association (CHTA) is now accepting nominations for the Caribbean Hospitality Industry Exchange Forum (CHIEF) Awards, recognising best practices within the Caribbean hospitality industry. This comes as anticipation builds for CHIEF 2023 this November. Last year, Grace Bay Car Rentals and Sales won for Human Resources and Staffing. A statement from the CHTA this week noted that the awards honour member hotels, resorts, attractions, and related enterprises for their exemplary initiatives in 2023 across categories such as sustainability, marketing, people development, social responsibility

and technology achievement. Nominations are open to all active CHTA members in good standing and may be submitted directly by members themselves or by tourism entities, industry partners, and CHTA sponsors. An independent panel of expert judges will select the winners, with the results to be announced at the CHIEF awards luncheon, taking place from November 29 to December 1, 2023, at the Hilton Miami Airport Blue Lagoon. CHTA President Nicola Madden-Greig said: “The 2023 CHIEF Awards celebrate the resilience, innovation, and community spirit demonstrated by our members and partners. We are honoured to recognise these efforts

and eagerly anticipate outstanding nominations.” CHIEF Program Chair Bill Clegg explained that the event was created as an “idea exchange forum” and as such, the actions and results of the award-nominated and -receiving strategies discussed in Miami will be communicated after the conference for adoption by other tourism businesses throughout the Caribbean region, the statement reads. Last year’s winners included The Landings Resort & Spa in St Lucia for Business Operations; Half Moon in Jamaica for Environmental Sustainability and Bucuti & Tara Beach Resort in Aruba for Sales and Marketing. CHIEF: Exploring the ‘New Era

of Caribbean Tourism’ The Caribbean region’s premier engagement, networking and education event for hospitality professionals, CHIEF 2023 will explore the theme “A New Era of Caribbean Tourism: Balancing Tradition, Technology, and Community”. The event will welcome various attendees, including hoteliers, resort owners, attraction operators, vendors, government officials, students, and other hospitality and business stakeholders. This year’s CHIEF comes on the heels of the global pandemic and the outstanding recovery of Caribbean tourism. Discussions will focus on cementing the lessons learned,

and creating a sustainable and resilient industry focused on growth. Attendees can expect general sessions and focused breakouts on timely topics such as AI in marketing and operations, using emerging technologies to futureproof hotels, and fostering a dynamic work environment. “Delegates can look forward to dynamic sessions focused on innovative practices and technologies they can implement to elevate Caribbean tourism. Our goal is for attendees to leave feeling energised and equipped with the knowledge to drive their businesses and our industry forward into the new year and beyond,” the CHTA President said.

imprisonment, but I am going to suspend it for six months.” Justice Harrison had also ordered that in default of payment of the $278,419.51 within the six month period, that under the Proceeds of Crime Ordinance, Boyce will have to serve a period of four years in prison. Witter is asking the court to impose a similar sentence on his client as Padgett and Boyce received. Attorney for Clayton Greene,

Richard Bendall, has asked the court to impose a similar sentence upon his client. Both attorneys pointed to their clients’ standing within the community, and their “Fall from grace” due to the guilty verdicts delivered last September 25. In relation to these pleas by the defence attorneys, on Thursday, the Chief Justice gave her response, stating: “Regarding the sentencing of a public official who performed the art of filling his pockets rather than being committed to the cause of seeking the good of the

Open the books and let’s see who benefited if it’s the same people who got loans at TCI bank and did not repay which resulted in lots of innocent people losing their life savings.

country, being one of the aims of punishment also weighs with the court. This is important that this message is conveyed that public office is public service and not a means to enrich one’s self. “I balance this with the mitigating factors already set out, and while I find Mr. Padgett’s sentencing for bribery to have been based on his peculiar circumstances, and that Lillian Boyce’s sentence was upon similar facts, I will take it into consideration. “I have decided that Hall, a first offender regarding whom eminent persons in society have testified as to his good character, deserves the mercy of the court in the exercise of my discretion in his sentencing, these are the reasons for the severe reduction in sentence for an offence as egregious as bribery both in the facts of it and the manner in which it was committed. She said the seriousness of the offence deserved a period of imprisonment, so she will not consider suspending Hall’s sentence, as was done with Padgett and Boyce. Meanwhile, similar sentiments were expressed by the Chief Justice as it relates to Clayton Greene. The judge told the court that while Greene’s lawyer submitted that his client did not gain from his crime, she is not convinced that he did not benefit. She addressed Bendall’s assertion, stating: “The court finds that Greene turned a blind

eye, rather than that he had not participated fully in the commission of the crime with full knowledge, this is incorrect, for that was the cost findings in connection with the $77,000 and not the $200,000 sent to him by Richard Padgett which was… to Delroy Howell, the Harbour House account, knowing that Richard Padgett was a developer dealing with the government of which Hall was a member.” She stated that even though the

prosecution had acknowledged that Greene did not benefit from the money he received, she “would not go so far as to state that he received no money from any of the transactions seen that he was a director... and the owner of Harbour House to which the money was applied”. Three character letters were submitted on Greene’s behalf from Conrad Griffiths KC, Bishop Coleta Williams III and Calvin Greene.

We welcome letters from all members of the public on a variety of topics Please note that all submissions are subject to editing in keeping with defamation laws and newspaper style. ISU informs Haitian community of plans to mitigate shantytowns The Turks and Caicos Islands Informal Settlements Unit (ISU) is taking a consistent proactive approach to address the issue of shantytowns in the TCI by educating residents in the Haitian community on its plans to mitigate informal settlements. Justice Carlos Simon, KC, the Strategic Lead of ISU, along with Dominique Durham, Deputy Permanent Secretary of the Ministry of Physical Planning and Infrastructure Development recently appeared on Example of Christ, Radio Creole 95.1 FM, with host and figurehead of the Haitian community Pastor Salomon Morency as part of their efforts to reach out to the non-Englishspeaking communities in the TCI. This is the third radio discussion as part of a series of engagements

with the Haitian Community geared towards intercultural communication on the issue perpetuated in communities largely populated by Haitians. Speaking on the partnership, Justice Simons said: “We are very excited to partner with Pastor Morency to reach the Haitian community with vital information on our work and the services that are available as we continue our commitment in empowering the non-English speaking residents while helping to mitigate the formation of informal settlements.” He continued, “Our organisation has taken a proactive approach to address this issue head-on and educate all residents through information. “We seek to empower individuals by equipping them with

crucial knowledge and resources to navigate the challenges associated with informal settlements.” Pastor Morency commented, “I am happy to partner with Justice Simons and his team. Through my station, I have been able to communicate and share important information with the Haitian people here in the Turks and Caicos Islands. “By coming down to our station and reaching out to the people, in Creole, it shows how important it is to the ISU that everyone is not only made aware of the situation but also how to protect themselves against misinformation regarding planning permissions when building their homes or any illegal land deals.” Through a translator, Justice Simons along with members of the Crown Land Unit and the

Ministry of Physical Planning and Infrastructure Development, discussed the organisation’s goal to build safer and more sustainable communities in the Turks and Caicos Islands. “In an increasingly interconnected world, effective communication is paramount to the work of our organisation,” Justice Simons said, “and we are excited to continue our collaboration with Pastor Morency to keep everyone informed. “We hosted a live call-in show last Saturday, September 30th, where members of the community were able to call in with their questions and concerns, which we were able to answer,” he said. The ISU is also actively updating its website to include both Haitian Creole and Spanish

translations to accompany the default English text. A translation into Tagalog is also planned as part of their future updates. Justice Simons added, “We recognise the challenges faced by non-native English speakers in accessing vital services, information, and opportunities. By making content available in their native language, we are striving to create an environment that fosters understanding, inclusivity and collaboration.” He continued, “This will be an ongoing effort, and our team will be targeting all these communities through various dissemination channels to ensure that the work and mandate of the Informal Settlements Unit are being shared with all residents, whether English is their first language or not.”

She said “The aim of this project is to show farmers and potential farmers the proper way of rearing animals and have a holding area to begin management of the roaming goat problem.” The Minister further revealed that the Public Works Department recently provided her ministry with the procurement documents for the animal husbandry and biosecurity projects. “The second part of the project is to construct a centre at the Providenciales International Airport for the staff of the Agriculture Department so that they can properly inspect important agricultural items such as fruits, vegetables, meat, and live animals to improve our biosecurity.” The third project is geared towards formulating the agriculture development and food security 5-year plan. “We saw the need to analyse in a holistic manner to identify the gaps and the opportunities within the sector through consultations with the stakeholders and government. “This will give a blueprint to guide the development of the sector,

this body of work will be key in ensuring the improvement of the food security and the nutrition needs of the Turks and Caicos Islands, thereby reducing the food import bill, creating policy and legislative framework requires to develop the sector in a sustainable manner.” Additionally, the fourth project which is well underway has developed a comprehensive incentive plan for the agriculture sector. She said: “This plan will consider those factors which hinder the growth of the sector, such infrastructure, water, land preparation, and technology and recommend incentives to address these issues, thereby creating the enabling environment to stimulate agriculture development.” “We have a total of 24 farmers actively producing products, 34 are currently registered with the Department of Agriculture.” The Agriculture Minister underscored that training is important for farmers and her ministry has held over 14 training sessions thus far in this financial year, in an effort to assist farmers and the general public in improving their agriculture skills. “Last week, was the most recent composting training. is conducted, the Agriculture Department is also involved in the E-government programme to modernise its services. To this end, the department has engaged a firm to develop an online platform that will bring the delivery of services to the fingertips of all users.

The Minister pointed out that the platform will allow for the application and approval of import permits for plant and plant products, animals and animal products as well as the registration of farmers. This will enhance the delivery of the services to the general public.

TCI welcomes hundreds of thousands of visitors this year Visitor arrivals to the Turks and Caicos Islands continue to grow immensely in 2023. Addressing international and local journalists at a media briefing on Monday at the Caribbean Tourism Organisation’s (CTO) State of Tourism Industry Conference (SOTIC), Minister of Tourism, the Hon Josephine Connolly said arrival numbers have matched pre-pandemic levels in 2022 and are on track to do the same this year with both cruise passenger and airline arrivals. The islands welcomed 321,423 arrivals via air from January to June 2023 with the United States market leading with 291,070 arrivals. There were 28,709 arrivals from Canada, 4,437 from the United Kingdom and 27,207 from the Caribbean and other territories. Though there was a 13.37% decline in arrivals from 2019 (502,000) to 2021 (434,863), the Turks and Caicos Islands rebounded in 2022 with 621,913 arrivals, a 43% increase over 2021. In cruise arrivals, the Turks and Caicos Islands welcomed 491,806 visitors from January to June 2023. This is a 51.72% increase over the same period in 2022 which saw 324,161 arrivals. The total arrivals in 2022 were

734,448 compared to 26,573 in 2021. There were 1.1m arrivals in 2019 with 532,173 arrivals from January to June that year. Airlift was boosted with nonstop service from major gateways in the US (Boston, Chicago, Dallas, Houston, Miami and Fort Lauderdale, New York, New Jersey, Dulles), Canada (Toronto and Montreal), the Caribbean (The Bahamas, Cuba, Dominica Republic, Haiti and Jamaica) and the United Kingdom (London Heathrow). Minister Connolly announced that on November 4, 2023, Virgin Atlantic will commence their inaugural service to Providenciales from London Heathrow. The Minister, who said she looked forward to a successful year for the tourism industry which comprises over 85% of the country’s GDP, added that the new marketing and product development strategy goes beyond Providenciales, to build awareness about all the islands, the people, each island’s unique natural assets, distinct natural beauty and charm. She said the creation of Experience Turks and Caicos is to promote all of the islands and the development of tours and attractions to assist islanders to

Re-zoning applications for enhanced urban development to be considered In an effort to foster enhanced urban development and sustainable growth in the TCI, the planning department has announced its intention to consider re-zoning applications. This decision comes as a result of recommendations of the National Physical Development Plan (NPDP) and a thorough assessment of the evolving needs and aspirations of the territory. In a recent statement, the department stressed that the government is placing a strong focus on creating dynamic and

liveable spaces, and is reopening the doors for re-zoning applications that align with its vision of a well-connected, inclusive, and resilient country. “By considering these applications, we aim to strike a balance between preserving the cultural and historical fabric of our neighbourhoods while also facilitating innovative projects that can drive economic prosperity. “We believe that urban development should reflect the diverse interests and aspirations of our citizens”, Jamell

Robinson, Minister for Physical Planning and Infrastructure Development, explained. “By entertaining re-zoning applications, we are providing an opportunity for creative ideas and sustainable solutions to shape the future of our country”. The Planning Department said the government is committed to a transparent and inclusive process that involves community input and expert analysis. As part of this endeavour, public consultations and engagement sessions will be

held to gather feedback from residents, local businesses, and stakeholders. This collaborative approach will ensure that the rezoning decisions reflect the collective aspirations of the country’s inhabitants. The criteria for evaluating re-zoning applications will encompass environmental impact, transportation accessibility, infrastructure requirements, and compatibility with existing land use patterns. The department underscored that each application will be

assessed rigorously to ensure that the proposed developments contribute positively to the overall well-being and quality of life for residents. The government is encouraging interested parties, including developers, community organizations, and individuals, to submit their rezoning proposals for review. Some adults need to have a childlike attitude Love, respect and get along with others

I know this is not the case in all situations but one thing I observed is that many children interact with other children in such a loving and respectful way despite the colour of their skin or their nationality. They hang out with one another, they get along with one another and they don’t see others as black and white, or as foreigners and locals or republicans and democrats or PNP or PDM. Somehow, when some of these children reach adolescence stage, their behaviours are different and perhaps it is because they have been programmed by other adults and society to not only look and treat others differently but to associate only with your kind. Human beings go through a life cycle from infancy to adulthood so they will not remain at the same

stage forever. However, some adults really need to act like some children in terms of their attitudes towards others. Many adults do not see other people as people. The attitudes of some people are very biased. Some of us see and treat people based on their family background, political affiliation, nationality, race, and economic status. As a result, some

white people will not associate with some black people and some black people will not associate with some white people. Some people have been programmed that some whites are better than blacks. Also, in the black community, we have been programmed that some lightskinned blacks are better than darkskinned blacks. Many children see other children as children and

not black and white and that is the attitude that all adults should have. Some adults are not getting along with other adults because of their association with a political party. They see you as a Republican or a Democrat, or as a PDM or PNP. Children do not act that way because they see you as people. In fact, many children do not care about politics until their parents programmed them into thinking politically. Some adults are very unforgiving and hold grudges against others for a long time. While some children do fight, they tend to love others, forgive others, and move on faster than some adults. Some adults worry so much, especially about tomorrow while some children do not worry. Some may say children don’t have anything to worry about

because their parents are taking care of them. Adults shouldn’t be worrying either. Trust God, he will supply your needs. Worrying will not resolve anything so act like a child and live in the moment. Some children also have a lot of faith. They believe they will get what they ask their parents for. They also believe their parents will not abandon and will be there for them. Adults need to have the same approach. Have faith like a child. As you read this article, reflect on your behaviour. Are you biased or prejudiced towards others? If you are, try to have a child-like mentality. This is not about being childish or playful but about seeing people as people. After all, in the eyes of God, we are all one. Do you know how great the world will be if some of us adopt a child-like attitude?

Why high-rise building is the future of affordable living in the TCI

Providenciales, a city-state with limited land space, sustained economic growth and a rapidly growing population is facing a chronic shortage of reasonably priced housing and rentals. Inside this minimal land area of 38 square miles lawmakers must ensure they address the needs of a nation whose population grew exponentially through immigration and from net natural changes of around 50 thousand people to date. With a soaring tourism sector and a current birth rate of 13.24 births per 1000 people, Providenciales population is expected to grow even further and the challenges for policymakers is how to plan for this increase, while sustaining economic growth and quality of life, as the nation bolsters its development to

fashion a dynamic and distinctive destination. The answer is crafting and implementing an affordable housing strategy – fixating on residents with minimum wage jobs, who can’t afford the exorbitant homeownership and rental prices. Instead, of the opulent mansions and the modern British colonialstyle hotels, found throughout Leeward and Grace Bay, the Government must ensure that

low-level income earners and their families are provided with affordable living. To achieve this feat, we believe that policymakers should explore the realities of high-rise accommodations – a popular vertical community that offer unique perspectives, a range of benefits and a lifestyle, which is different from traditional low-rise buildings. A significant advantage of high-rise buildings is the efficient use of urban space, which houses many people in a relatively small footprint. Moreover, it presents a greater sense of community, social interaction, and camaraderie, which is owing to shared amenities, such as pools, and playgrounds.

But minimal productivity, income and savings are regarded as primary causes of underdevelopment and social researchers observed, in the developing world there is little capacity to save – resulting from the low level of real income, which mirrors low productivity and lack of capital. Furthermore, this housing policy can mitigate the current disproportionate burden. Too, the situation will become worse as the TCI experience rapid economic growth and population spikes – pushing demand for living spaces upwards. Additionally, housing projects could expand homeownership, which endows households with financial advantages, such as building wealth through home equity and access to lower-cost capital for startups. And higher ownership is ideal for the fiscal health of communities with endless potential to reinvent savings and domestic financial mobilization, through home-based enterprises (HBE) – a phenomenon, which forge financial development and prevalent among women

worldwide.

Lawmakers should know, although construction of housing projects is not a prominent feature of the TCI national economic growth strategy – the sector has contributed tremendously to GDPs across global economies and served as a catalyst investment in other sectors. This suggests that the sector would create a multiplier effect, boosting employment and in the interim, would demand more skilled workers; hence, more money cycling through communities, which would allow local businesses to thrive. Lawmakers must recognize too, the link between housing and health. Likely, the housing policy is shaped by various considerations, such as overcrowding, location and living conditions, which posit significant direct and indirect threats to the physical and mental health of individuals in society. Therefore, strong government intervention is needed, along with a comprehensive housing policy framework and large-scale investments.

“Finding refuge, peace and guidance in faith: – Lessons from Psalm 16” Psalm 16 is a poem of David that records his heartfelt declaration of trust in God and gratitude for what God has done and will do. In our world, uncertainty is rife, and adversity seems to be around every corner. Yet, this Psalm, though written long before our day, holds a profound message: in our faith in God, we can find refuge, peace, and guidance. SEEKING REFUGE IN GOD: Psalm 16 opens with a poignant plea for divine protection: "Keep me safe, O God, for I have come to you for refuge." Many turn to God when everything else fails; however, the opposite is best. In times of tumult, we ought to turn to God first. In doing so, he then guides us into wisdom, solace, and security. BE GRATEFUL: The psalmist acknowledges that every good thing in life comes from God, declaring, "You are my Master! Every good thing I have comes from you." Gratitude has been proven to be one of the best things we can do for mental wellbeing. Studies have shown that

When we acknowledge that all the good we have in life, friendships, health, satisfying work, food, and security come from God, we experience the blessing of flourishing. FIND GOOD HEROES: Amidst the horror of what is happening in Israel, there are stories of heroes coming out. One lady met those who came to kill her with hospitality and snacks. In verse 3, the psalmist praises the godly people in the land as true heroes and a source of pleasure. This reflection underscores the value of positive role models and encourages us to seek the wisdom and guidance of those who live

The psalmist resolutely decides not to partake in these pursuits. This reminds us to stay true to our beliefs and values, avoiding the pitfalls of false paths. The event opened on Wednesday, October 11, at The Shore Club with cultural presentations and addresses to the delegates from the Governor, Premier and the Minister of Tourism welcoming them to the TCI.

HE Dileeni Daniel-Selvaratnam, Governor of TCI stated in her address: “Tourism is a growth engine for the Caribbean, as a key contributor to gross domestic product across the region, it is a leading economic sector. “In seeking to drive inward investment, it is imperative therefore, that we also recognise the travel and tourism sector for more than just its economic strength and harness its potential to drive environmental protections, inclusive development and socioeconomic growth. “I am pleased to see the conference’s theme, ‘Invest

and societies. Therefore, we must work collaboratively to make this sector sustainable, especially as climate change poses a significant threat to many tourist destinations.” He said SOTIC provides an ideal platform to address this challenge head-on. “The tourism sector provides good jobs and helps to build resilient, sustainable, genderequal, and inclusive economies and societies that work for everyone. Inclusive decision-making is crucial to ensure sustainable growth and deliver and transform tourism into an engine for prosperity, integration, investment,

Haiti ex-senator pleads guilty for role in president’s 2021 assassination

The UN had said that the international mission has been approved for an initial period of a year with a review after nine months

Court temporarily blocks Kenyan police officers from going to Haiti A judge has upheld an opposition politician’s request for an interim injunction temporarily preventing the Kenyan government from sending police to the Caribbean Community (CARICOM) country of Haiti at the head of a UNbacked mission aiming to restore peace and security in the Frenchspeaking country. “I am satisfied that the application and petition raise substantial issues of national importance and public interest that require urgent consideration,” High Court judge Enock Mwita ruled. The injunction had been sought by Ekuru Aukot, who argued the deployment was unconstitutional as it was not backed by any law or treaty. Last week, the UN Security Council approved a Kenyan-led multinational security force with the African country promising

1,000 police officers. The resolution, adopted under UN Charter’s Chapter VII last Monday, which sets out the Security Council’s responsibilities to maintain international peace and security, was penned by the United States and Ecuador. The UN said the international mission has been approved for an initial period of a year with a review after nine months. It will be led by Kenya, and several of Haiti’s Caribbean neighbours including Antigua and Barbuda, Jamaica, the Bahamas and Belize, have also pledged their support. Aukot, a lawyer who helped draft Kenya’s revised 2010 constitution, argued that Kenya was deploying its police abroad at a time it had failed to quell insecurity within its own borders. International media reports said the judge issued the conservatory

order “restraining the respondents from deploying police officers to Haiti or any other country until October 24, 2023”. Dominica’s Prime Minister Roosevelt Skerrit, who is also the chairman of the 15-member regional integration movement, CARICOM, said Prime Minister Skerrit said while the United Nations Security Council had passed the resolution “Haiti needs more than that. “Haiti is going to need a comprehensive set of measures to help it stabilise the situation, bring law and order back into Haiti, but also going forward an economic plan that is well financed by the international community,” Skerrit said, adding that “Haiti is going to need a complete overhaul and a Marshall plan to help it get out of the situation once and for all”. Former Haitian Senator Joseph Joel John pleaded guilty on Tuesday to criminal charges in a U.S. court for his role in the 2021 assassination of the Caribbean country’s last president Jovenel Moise. John, one of 11 defendants, could face life in prison at a sentencing proceeding scheduled for Dec. 19 in federal court in Miami. John pleaded guilty to providing material support to the plot to kill Moise, including rental vehicles used by the conspirators, introductions to gangs whose support they sought and attempts to procure weapons. According to John’s statement, he was present at meetings where Moise’s assassination was discussed, including one the night before the killing was carried out. The shooting of Moise in his bedroom two years ago left a political vacuum emboldening gangs to expand their territory, becoming de facto authorities across large parts of the Haitian capital Port-au-Prince, many carrying out killings, kidnappings and gang rapes. Dominica health officials worried at high rate of prostate cancer cases Health Minister Cassanni Laville has expressed concerns about the high number of Dominican men suffering from prostate cancer, saying the island has one of the highest mortality rates from the illness in the region. “Our current data from 2019 indicates that prostate cancer related deaths in Dominica stands at 39.2 per 100,000 population, placing us at the top, my friends, at the top of the list among 35 countries in the sub-region,” he said. “This is not a statistic that

we should be proud of. This is alarming and necessitates immediate action,” he said, noting that the island is working with the Pan American Health Organisation to identify consultants to assist in developing a programme. “We have already met with various stakeholders earlier this year. Their expertise will aid in the development of standard operating procedures for breast cancer and prostate cancer screening,” he said, adding that the focus will also expand to include other cancers.

government called for urgent help from international forces to help restore order. The U.N. Security Council backed such a force this month but, as displaced people crowd into schools and theaters, the force has yet to materialize. John was arrested in Jamaica and in May last year became the third man to be charged with involvement in Moise’s murder. An investigative judge in Haiti has called several highprofile politicians to appear for questioning, while the U.S. case investigates Colombian exsoldiers, businessmen and dual Haitian-American citizens. John was extradited to the United States from Jamaica, where he was arrested early last year. He pleaded guilty to conspiracy to kill and kidnap a person outside the United States, proving material support to carry out a violation resulting in a death, and conspiracy to provide such support. In a separate plea agreement, the court said John could face a life sentence and a fine of up to $250,000 for each of three counts.

Bahamas: IMF’s latest projections show growth to ‘regress’ The International Monetary Fund’s (IMF) latest projections for The Bahamas reiterate that mediumterm economic growth may not generate sufficient revenues to escape new and/or increased taxes, it was argued this week. Hubert Edwards, head of the Organisation for Responsible Governance’s (ORG) economic development committee, told Tribune Business that the Fund’s forecasts of 1.8 percent GDP growth for 2024, dropping to 1.5 percent by 2028, were consistent with previous predictions that this nation will “regress” back to traditional pre-COVID expansion rates. These numbers, he added, “are not necessarily consistent” with the Government’s own forecasts as set out in last Fiscal Strategy Report, which affirmed the Davis administration’s focus on trying to grow The Bahamas out of its post-COVID debt crisis with the imposition of extra taxes being a last resort. The IMF provided an immediate boost in this week’s World Economic Outlook, maintaining a 4.3 percent real GDP growth forecast for 2023, which is higher than the 3 percent estimates by both the Central Bank of The Bahamas and Moody’s, as well as the 1.8 percent predicted by Standard & Poor’s (S&P) in its recent country report. While Mr Edwards said there was nothing surprising in the IMF’s figures, and that they should have been long “baked into all expectations or projections”, he told this newspaper: “It underlines really the concerns we would have discussed and expressed quite a bit, and that’s that the country’s economic growth is likely to regress to levels which are not necessarily consistent with the outlook by the Government; where the Government expects it to be. “Those are levels that will not necessarily help the country to generate extra funds to recover without resorting to higher forms or newer forms of taxation. That is the downside. That information is well-known and should be baked into all expectations and projections by policymakers.” Mr Edwards, though, said the IMF was not always correct. He noted it had forecast that The Bahamas’ “consolidation is going to level off relatively quickly in 2023” following the COVID-19 pandemic, but this has yet to happen with tourism continuing to produce “robust growth”. “I would hope this growth continues and defeats the projections,” the ORG chief said.

The Fund’s forecasts of 1.8 percent GDP growth for 2024, dropping to 1.5 percent by 2028

“I’m hoping that Moody’s got it right with 2.5 percent growth for 2024, and the IMF got it wrong. That will be better news than the projections in the outlook by the IMF.” The Fund, meanwhile, also reaffirmed projections that inflation in The Bahamas will drop from 5.5 percent in 2022 to 3.6 percent this year, followed by a further fall-off to 2.6 percent in 2024. Mr Edwards said these figures were not inconsistent with those provided by the Central Bank, noting that the two main drivers of consumer prices in The Bahamas are food and energy costs. “Those two aspects affect The Bahamas disproportionately, if you will, because we import all our food and all our inputs for energy, so that could have a large impact on us,” he added. Mr Edwards warned that the present conflict between Israel and Hamas could have a further negative impact on oil prices, depending on how the conflict plays out, given the wider Middle East’s status as a major oil producer and influence on global prices. He added that, while Iran was not directly involved, there remained the possibility that sanctions recently lifted, and which have allowed that nation to export more oil - could be reimposed if it was found to have played a role in Hamas’ rampage. This, too, could help drive up oil prices, which last night stood at $86.17 per barrel on the West Texas Intermediate index and $87.92 for Brent crude. “It could result in some pressure and have adverse implications for inflation on this side of the world,” Mr Edwards said of the

Gaza conflict. “We have a really dynamic situation going here. While we’re hoping for the best, we have to build in the worst-case scenario, which means we have to put policymakers on notice that there may need to be adjustments in expenditure should costs rise and we are not able to afford to buy as easily as projected. “We have to have a wait and see approach to this crisis and the impact it may have on inflation going forward. The impact of food and energy costs is going to remain with The Bahamas for a while.” The Central Bank recently warned Bahamian consumers that inflation will remain “high” in the nearterm, and decline more slowly than in other countries, with food and

drink prices rising 11 percent over the year to end-June 2023. The banking regulator, unveiling its monthly economic update report for August, said any inflation reduction for The Bahamas will “lag” and take place over the “medium to long-term” due in part to summer’s soaring Bahamas Power & Light (BPL) bills as the utility sought to recoup previously under-recovered fuel costs. “As it relates to prices, inflation is projected to remain high in the near-term, although trending downward over the medium to long-term, with a lag, owing to moderating price trajectories in the major trading markets and delayed fuel cost pass-through in domestic energy prices,” the Central Bank

said. “Upside risk to inflation revolves around uncertainty in international energy costs and supply chain shortages, associated with the geopolitical tensions in Eastern Europe.” This means that Bahamian families already struggling with the post-COVID cost of living crisis are unlikely to see much, if any, short-term relief from sustained price increases across multiple basic commodities. “Average domestic consumer price inflation, as measured by the All-Bahamas Retail Price Index, rose to 5.2 percent during the 12 months to June from 4.4 percent in the comparative 2022 period, explained by the pass-through effects of higher global oil prices and other costlier imports,” the Central Bank added. “Leading this outturn, average inflation for recreation and culture accelerated to 17.3 percent vis-àvis 1.3 percent in the previous year. Further, average costs increases quickened for food and nonalcoholic beverages (11 percent), restaurant & hotels (10 percent), alcohol beverages, tobacco and narcotics (5.4% percent), health (5.3 percent), housing, water, gas, electricity and other fuels (4.7 percent) and furnishing, household equipment and routine household maintenance (2.9 percent). “Average prices for miscellaneous goods and services firmed by 1 percent following a decline of 1.8 percent in 2022. Providing some offset, average inflation moderated for transport (6.6 percent), clothing & footwear (3 percent), communication (1.7 percent) and education (1.3 percent).” (Tribune242)

Keir Starmer promises to build new towns and 1.5m homes Sir Keir Starmer has promised to build “the next generation” of new towns, along with 1.5 million homes, as part of a “decade of renewal under Labour”. The Labour leader said he would “bulldoze through” the planning system in England if his party wins power. Without action, he said home ownership would become “a luxury for the few”. As Sir Keir readied himself for his conference speech, he was covered in glitter by a demonstrator calling for electoral reform. But he received his biggest applause as he claimed he had moved Labour from a party “of protest” to a government in waiting. Throughout the speech, the Labour leader set himself out as a reformer, promising to deliver economic growth and security. Sir Keir promised to accelerate building on unused urban land to create the “next generation of new towns” near English cities, echoing those built by the first Labour government after World War Two. He added that where there were good jobs and infrastructure nearby a Labour government would “get shovels in the ground”. However, he said this would not

The Labour leader said he would “bulldoze through” the planning system in England if his party wins power

mean “tearing up the green belt”. “Labour is the party that protects our green spaces,” he said. “But where there are clearly ridiculous uses of it, disused car parks, dreary wasteland - not a green belt, a grey belt, sometimes within a city’s boundary - then this cannot be justified as a reason to hold our future back.” Labour expects the majority of up-front investment in the new

towns to come from the private sector, with local areas bidding for new towns required to seek out private backers. He also pledged to build 1.5 million new homes during the five years of the next Parliament, arguing more housing was central to delivering economic growth. Suggesting his party is aiming for two terms in power, he said a Labour victory would herald

a “decade of national renewal” after 13 years of Conservative-led government. Without economic security and stability people would not be able to break the “class ceiling”, he said. Sir Keir’s speech in Liverpool could be his last before a general election, expected next year, and could be his final opportunity to make a speech to a conference audience setting out his pitch to be prime minister. He made a bold appeal to Conservative voters who “despair” at their party to join Labour, adding that he now oversees a “changed Labour party, no longer in thrall to gesture politics”. This was contrasted with the Tories, who he accused of descending “into the murky waters of populism and conspiracy, with no argument for economic change”. He made several digs at former PM Boris Johnson in his speech, referencing the Downing Street partygate scandal. Sir Keir went on to attack Labour’s main rivals in Scotland, the Scottish National Party, who he said can “barely provide a ferry to the Hebrides”. The speech lasted just over an hour, including a pause as security dragged a protester off the stage.

Stood covered in glitter, Sir Keir said in response: “That’s why we changed the party.” “If he thinks that bothers me he doesn’t know me,” he added. The speech exemplified Sir Keir’s confidence as party leader, with praise for former PM Tony Blair, vows to reform the NHS and a declaration of support for Israel which led to a standing ovation. But he warned that if Labour won the election, its task would be harder and longer than under Mr Blair or previous Labour regimes. “There’s no magic wand here,” Sir Keir said. “Changing a country is not like ticking a box. It’s not the click of a mouse.” The response from trades unions was broadly positive, but while Unite general secretary Sharon Graham welcomed the speech, she said “the devil will be in the detail” and called on Labour to “lay out a vision for a reshaped economy”. Martin McTague, chairman of the Federation of Small Businesses, said “it is good to see small business needs front and centre of this conference”, adding: “The over-arching theme of this Labour conference has been build, build, build and that resonated well.” (BBC)

Blinken says US will ‘always be there’ for Israel US Secretary of State Antony Blinken has promised unwavering support for Israel in its fight against what he described as a Hamas “reign of terror”. Speaking with PM Benjamin Netanyahu about last weekend’s deadly attack by Gaza-based militants, Mr Blinken said Israel will “never, ever” be alone. He also urged Israel to avoid harming civilians in the conflict. At least 1,300 Israelis were killed, and over 1,400 Palestinians have died in air strikes on Gaza. Twenty-five US citizens are known to have died in Israel. Hamas, which is designated a terrorist organisation by the US and European Union, took up to 150 people hostage when its gunmen stormed through the Gaza security barrier on Saturday in a co-ordinated land, air and sea attack. It was the deadliest assault by Palestinian militants in Israel’s 75-year history. America’s top diplomat met Mr Netanyahu in Tel Aviv on Thursday, where he was thanked for the US support. During a joint press conference,

Mr Blinken told Israelis “you may be strong enough on your own to defend yourself, but as long as America exists you will never, ever have to”. He also stressed the importance of taking “every possible precaution” to avoid harming more civilians as fighting continues. The US mourned “the loss of every innocent life”, he added. Concerns have been mounting for Gaza’s civilian population amid dwindling supplies and expectations of an Israeli ground offensive. Mr Blinken also condemned the deaths caused by the “heinous attacks” of Hamas. Mr Netanyahu said that Mr Blinken’s visit to Israel was a “tangible example of America’s unequivocal support of Israel”. “President Biden was absolutely correct in calling this sheer evil,” he added, referring to the unprecedented attack on the Jewish Sabbath. Mr Blinken also met Israeli President Isaac Herzog on Thursday. On Friday he will meet Palestinian President Mahmoud

US Secretary of State Antony Blinken and Israel’s PM Benjamin Netanyahu

Abbas and Jordan’s King Abdullah in the Jordanian capital Amman. US President Joe Biden on Wednesday said he had made it clear to Mr Netanyahu that Israel “must operate by the rules of war” in its response to Hamas’ attacks. He has also said Israel has a duty to respond to an “act of sheer evil”.

Israel has said a total blockade - including on food, fuel and other essentials - imposed on Gaza since the attacks would not be lifted until hostages are freed. Israel has vowed to annihilate Hamas and has launched a bombing campaign on the enclave of 2.3 million people.

Reuters quoted an unnamed US state department official as saying there were up to 600 Americans in Gaza, some of whom wanted to leave. Aid agencies, meanwhile, have been calling for humanitarian corridors to ease the suffering of civilians in Gaza. (BBC)

Captain Tom’s daughter defends decision to keep book profits The family of Captain Sir Tom Moore kept the profits from his books for themselves, they have said. Hannah Ingram-Moore told TalkTV’s Piers Morgan Uncensored there had been no agreement with her father that book money would go to charity. Capt Sir Tom’s autobiography, Tomorrow will be a Good Day, came out in 2020. He writes in the prologue that “with the offer to write this memoir I have also been given the chance to raise even more money” for his foundation. Ms Ingram-Moore claimed they had kept the profits from the captain’s three books - reportedly £800,000 - at his request. She said her father wanted his family to keep the money in a company separate to the Captain Tom Foundation. There is no suggestion that Ms Ingram-Moore acted illegally by keeping the money from the book sales, rather than donating it to her late father’s charity. In the prologue to the 2020 autobiography, Capt Sir Tom wrote: “Astonishingly at my age, with the offer to write this memoir I have also been given the chance to raise even more money for the charitable foundation now established in my name. “Its goals are those closest to my heart, with a mission to combat loneliness, support hospices and

help those facing bereavement... I am deeply honoured to be given yet another opportunity to serve the country of which I am so very proud.” In a clip of the TV show released to the BBC, Ms Ingram-Moore’s husband, Colin, told Morgan that the “vast majority” of the £809,000 revenue reportedly raised by the family’s company Club Nook Ltd “came from the three books that he wrote with Penguin Random House”. He said “95%” of the Club Nook money was from the books. Ms Ingram-Moore, of Marston Moretaine, Bedfordshire, said: “These were my father’s books, and it was honestly such a joy for him to write them, but they were his books. “He had an agent and the agent and he worked on that deal.

“They were Captain Tom’s books and his wishes were that that money would sit in Club Nook.” Morgan asked, “For you to keep?” and she replied “Yes specifically”. The books were “never anything to do with the charity”, she said. Her father “decided what to do with the income from them - it was his wishes, not ours - he made the decisions about the things that he did - we didn’t act for him”, she said. Capt Sir Tom’s extraordinary fundraising efforts for National Health Service charities are part of Covid-19 pandemic history. By walking laps around his Bedfordshire garden, he raised £38m for NHS Charities Together, which works with a network of more than 230 NHS Charities

across the UK to support the organisation. However, the charity set up by his family in his honour is no longer taking donations. The Captain Tom Foundation is currently the subject of a statutory inquiry. Just over a year ago, the Charity Commission launched an inquiry into its finances. It also emerged Ms IngramMoore was paid thousands of pounds via her family company for appearances in connection with her late father’s charity. ‘PAID £18,000 FOR AWARDS’ She appeared at an awards ceremony - the Virgin Media O2 Captain Tom Foundation Connector Awards - which

included the name of the charity and the charity’s logo on its awards plaques. At that time she was the charity’s interim chief executive on an annual salary of £85,000. However, her appearance fee was paid not to the Captain Tom Foundation but to Maytrix Group, a company owned by her and her husband. She told TalkTV she was paid £18,000 and gave £2,000 of it to the foundation. This summer, the foundation stopped taking money from donors after planning officials at Central Bedfordshire Council ordered that an unauthorised spa pool block at Ms Ingram-Moore’s home should be demolished. The building on the site of the family home - originally approved for the use of the occupiers and the Captain Tom Foundation - was granted planning permission in August 2021 and had been partly constructed when revised plans, which included a spa pool, toilets and a kitchen “for private use”, were submitted in February 2022. The revised plans for what was called the Captain Tom Building were turned down by the council in November 2022. A demolition order for the nowunauthorised building was issued, the authority said. That order was appealed and a hearing is due later this month. (BBC)

California player wins $1.76bn Powerball jackpot A single ticket sold in California has won $1.76 billion (£1.4 billion) on the Powerball - the secondlargest lottery jackpot in history. The identity of the ticket holder has not been disclosed. The winner has the choice of having the money paid out over 30 years, or receiving an estimated $774.1 million lump-sum payment. The biggest ever win was $2.04 billion in November 2022. That ticket was also bought in California. The odds of winning the jackpot are one in 292.2 million. In comparison, the odds of being struck by lightning over the next year is 1 in 1.22 million, according to the US National Weather Service. The winning ticket was purchased at Midway Market &

Liquor in Frazier Park, 75 miles (120 km) north of Los Angeles, Powerball said. Tickets cost $2 each and are sold across the US, Puerto Rico and the US Virgin Islands. Huge billion dollar prizes have become more common as ticket prices have been raised. The game has also been tweaked, with players now choosing five numbers from one to 69 instead of from one to 59 under the previous rules. Players also select the Powerball - their sixth number - from one to 26, instead of the previous one to 35. That decreases the chance of winning the grand prize from one in 175.2 million to the current one in 292.2 million. (BBC)

Will Smith and Jada Pinkett Smith maintained appearances that they were still together

Will Smith and Jada Pinkett Smith separated in 2016 Jada Pinkett Smith has revealed in a new interview that she and her husband Will Smith have been separated since 2016. Though the actors were living completely separate lives for seven years, they were not ready to publicly confirm the news before, she confessed to NBC. By the time they separated she said that they were “exhausted with trying”. The pair still live separately, but do not plan on divorcing. Pinkett Smith, 52, told NBC she had promised herself that she

and Smith, 55, would never get a divorce and said she has not been able to break that promise. “I think we were both kind of just still stuck in our fantasy of what we thought the other person should be,” she said. The interview came ahead of the release of Pinkett Smith’s memoir, Worthy, next week. The couple made headlines last year when Smith stormed the stage at the Oscars and slapped host Chris Rock, yelling “keep my wife’s name out of your [expletive] mouth”.

Beyoncé joined Taylor Swift at the premiere

Taylor Swift joined by Beyoncé for The Eras Tour film premiere Beyoncé, Rachel Zegler and Adam Sandler were among the stars attending the world premiere of Taylor Swift: The Eras Tour in Los Angeles on Wednesday. Swift, wearing an Oscar de la Renta full-length blue gown, posed with her fans and fellow celebrities on the red carpet. “I’ve always had fun doing this. I can’t believe I get to do music as a career. That’s crazy,” she said. The Eras tour was “the most electric experience” of her career, she added. “I’ve never had this much fun in my life as I have had on The Eras

Tour. “We did this show rain or shine, in sickness and in health, no matter what was going on in our lives. And we did it with a grin on our face because [of] what greeted us on the other side.” The film was shot over the course of three concerts in Los Angeles’ SoFi Stadium in August, and the set list includes tracks spanning her whole career. However, the sprawling, fourhour live show has been edited for the cinema, with fan favourite tracks like Wildest Dreams, The Archer and Cardigan missing from the running order.

THE LARGEST READERSHIP IN THE TURKS & CAICOS

NOTICE To: The Depositors/Creditors of TCI Bank Limited (In Liquidation) (“the Company”) As the Company’s Official Liquidator, I advised the Supreme Court on May 2, 2023 that I was going to pay a fourth interim dividend distribution of seven cents (USD$0.07) on the dollar (USD$1.00). We are currently in the process of making these distributions by contacting customers in alphabetical order. For creditors who reside on Islands other than Providenciales and who cannot make private arrangements to have their distributions collected in Providenciales, we will be visiting the other Islands namely Grand Turk and North Caicos for the purpose of making the dividend distribution. The dates and times of these visits will be announced. For those persons who reside outside of the Turks and Caicos Islands, separate arrangements will be made. If your address has changed since the date of filing your claim for the past three distributions, please contact us at telephone 649-941-7500 or via email address info@tciblimitedliquidation.com. World breaches key 1.5C warming mark for record number of days The world is breaching a key warming threshold at a rate that has scientists concerned, a BBC analysis has found. On about a third of days in 2023, the average global temperature was at least 1.5C higher than preindustrial levels. Staying below that marker long-term is widely considered crucial to avoid the most damaging impacts of climate change. But 2023 is “on track” to be the hottest year on record, and 2024 could be hotter. “It is a sign that we’re reaching levels we haven’t been before,” says Dr Melissa Lazenby, from the University of Sussex. This latest finding comes after record September temperatures and a summer of extreme weather events across much of the world. When political leaders gathered in Paris in December 2015, they signed an agreement to keep the long-term rise in global temperatures this century “well below” 2C and to make every effort to keep it under 1.5C. The agreed limits refer to the difference between global average temperatures now and what they were in the pre-industrial period, between 1850 and 1900 - before the widespread use of fossil fuels. Breaching these Paris thresholds doesn’t mean going over them for a day or a week but instead involves going beyond this limit across a 20 or 30-year average. This long-term average warming figure currently sits at around 1.1C to 1.2C. But the more often 1.5C is breached for individual days, the closer the world gets to breaching this mark in the longer term. The first time this happened

This year is “on track” to be the hottest year on record, and 2024 could be hotter

in the modern era was for a few days in December 2015, when politicians were signing the deal on the 1.5C threshold. Since then the limit has been repeatedly broken, typically only for short periods. In 2016, influenced by a strong El Niño event - a natural climate shift that tends to increase global temperatures - the world saw around 75 days that went above that mark. But BBC analysis of data from the Copernicus Climate Change Service shows that, up to 2 October, around 86 days in 2023 have been over 1.5C warmer than the pre-industrial average. That beats the 2016 record well before the end of the year. There is some uncertainty in

the exact number of days that have breached the 1.5C threshold, because the numbers reflect a global average which can come with small data discrepancies. But the margin by which 2023 has already passed 2016 figures gives confidence the record has already been broken. “The fact that we are reaching this 1.5C anomaly daily, and for a longer number of days, is concerning,” said Dr Lazenby. One important factor in driving up these temperature anomalies is the onset of El Niño conditions. This was confirmed just a few months ago - although it is still weaker than its 2016 peak. These conditions are helping to pump heat from the eastern Pacific Ocean into the atmosphere. This

may explain why 2023 is the first year in which the 1.5C anomaly has been recorded between June and October - when combined with the long-term warming from burning fossil fuels. “This is the first time we’re seeing this in the northern hemisphere summer, which is unusual, it’s pretty shocking to see what’s been going on,” said Prof Ed Hawkins, from the University of Reading. “I know our Australian colleagues are particularly worried about what’s going to be the consequences for them with their summer approaching [for instance extreme wildfires], especially with El Niño.” Days when the temperature difference has exceeded 1.5C continued into September, with some more than 1.8C above the pre-industrial average. The month as a whole was 1.75C above the pre-industrial level, and the year to date is around 1.4C above the 1850-1900 average, according to the Copernicus Climate Change Service. While 2023 is “on track” to become the warmest year on record, it is not expected to breach the 1.5C warming threshold as a global average across the full 12 months. CONTRIBUTING FACTORS The world’s oceans have also been experiencing unusually high temperatures this year and in turn, releasing further heat into the atmosphere. “The North Atlantic Ocean is the warmest we’ve ever recorded, and if you look at the North Pacific Ocean, there’s a tongue of anomalously warm water

stretching all the way from Japan to California,” said Dr Jennifer Francis from the Woodwell Climate Research Centre in the US. While greenhouse gas emissions are increasing average temperatures, the precise reasons for why these sea temperatures have surged is not fully known. One theory - which is still uncertain - is that a fall in air pollution from shipping across the North Atlantic has reduced the number of small particles and increased warming. Up until now, these “aerosols” had been partly offsetting the effect of greenhouse gas emissions by reflecting some of the sun’s energy and keeping the Earth’s surface cooler than it would have been otherwise. Another perhaps less wellknown factor is the situation around Antarctica. There have been ongoing concerns about the state of sea ice around the coldest continent, with data showing the levels far below any previous winter. But according to some experts, two spikes in temperature in recent months in Antarctica - triggered by natural variability - have boosted the global average. However, it’s difficult to identify the precise influence of long-term humancaused warming. “In early July, Antarctica got really warm, they saw record temperatures, which is still 20 or 30 degrees Celsius below zero,” said Dr Karsten Haustein, from the University of Leipzig. “And what we see with 1.5C and 1.8C anomalies we are seeing now, it is partially down to Antarctica again.” (BBC)

Bird flu: Scientists see gene editing hope for immune chickens Researchers have developed geneedited chickens that are partially resistant to bird flu. Although the birds are not completely immune, the scientists say their work shows it might be possible to block the virus in three years. The latest results suggest that making further changes to the birds’ DNA could produce fully

immune chickens. Critics say gene editing tackles the symptoms of high-density farming rather than the root cause of animal diseases. Professor Helen Sang, of the the University of Edinburgh’s Roslin Institute, said the team had made significant progress. “We have got to the point where the results are very encouraging

and we want to take this approach further.” The researchers identified three genes they believed were important for the bird flu (formally known as avian influenza) virus to reproduce in the chickens. They made two small changes to one of the genes using a technique known as gene CONTINUED 

NASA finds water and organics in asteroid sample – possible clues to origin of life As they unveiled the first samples recovered from an asteroid on Wednesday, scientists were giddy at the prospects of what this material will tell us about the origin of our planet and possibly even ourselves. After seven years in space, a small spacecraft carrying samples from the asteroid Bennu landed in a Utah desert in late September. Following carefully choreographed procedures to prevent the contamination of the asteroid dust and rocks from life on Earth, the samples were transferred to a clean room at Johnson Space Center in Houston two weeks ago. Since then, scientists have examined some of the material that was collected outside of the primary container to glean some initial insights. They revealed some of their first data during an event at the centre on Wednesday. “Boy, did we really nail it,” said Dante Lauretta, a scientist from the University of Arizona who is the principal investigator of the OSIRIS-REx mission. Scientists have not even opened the main container yet, a process that will unfold in the coming weeks as cataloging all of this material begins. Before the launch of this mission, scientists said the recovery of 60 grams of material would be considered a success. While the effort to determine the overall mass is ongoing, Lauretta

said early estimates are that the asteroid capture mission collected about 250 grams of pebbles and dust from the surface of Bennu. After the material is cataloged, it will be loaned out in small quantities to 230 scientists across 35 countries who are members of the Origins, Spectral Interpretation, Resource Identification and Security-Regolith Explorer, or OSIRIS-Rex mission team. DIGGING INTO OUR ORIGINS So what’s the big deal about recovering pristine samples from the surface of an asteroid? The big deal is that Bennu, an asteroid in a near-Earth orbit that is about one-half kilometre across, is believed to be a time capsule for the types of rocks and chemicals that existed when the planets formed in our Solar System more than four billion years ago. By studying Bennu, scientists are looking back to that primordial era when Earth began transitioning from an extremely hot world with a hellish surface environment into something more like a mud ball. Poking these pebbles and rocks with sophisticated equipment here on Earth may allow Lauretta and the other scientists to answer questions about how terrestrial planets like Earth and Mars formed and possibly whether asteroids

OSIRIS REx asteroid sample return lid opening at Building 31 Astromaterials Curation Facility at Johnson Space Center

seeded Earth with the building blocks for life. In a preliminary analysis of some of the dust, Lauretta said scientists hit the jackpot with a sample that is nearly 5 per cent carbon by mass and has abundant water in the form of hydrated clay minerals. It is highly plausible that asteroids like this delivered the vast majority of the water now found in Earth’s oceans, lakes, and rivers billions of years ago. By piecing together clues from the asteroid dust—both its water and organic molecules—the scientists believe they may better understand how Earth went from an uninhabited mudball to the world teeming with life today. “This is incredible material,” said Daniel Glavin, a coinvestigator on the mission. “It’s

loaded with organics. If we’re looking for biologically essential organic molecules, we picked the right asteroid, and we brought back the right sample. This is an astrobiologist’s dream.” WAIT, THERE’S MORE Beyond exploring the origins of Earth and possibly life upon it, material from this mission will provide insight into other questions. For example, NASA and some companies are interested in harvesting resources from asteroids to fuel human exploration deeper into the Solar System. A thorough investigation of Bennu will provide information about what resources exist in this type of carbon-rich asteroid and how difficult it will be to harvest and process them for fuel.

NASA, of course, is also interested in planetary defense. Bennu, as one of a small subset of asteroids that have orbits outside the main asteroid belt between Mars and Jupiter, is of high interest because it might potentially intersect with Earth. According to scientists, there is a 1-in-2,700 chance that Bennu could strike Earth between now and September 2182. Although Bennu is only about one-twentieth the size of the large asteroid that wiped out the dinosaurs nearly 70 million years ago, it is large enough to destroy multiple cities or cause a huge tsunami. Understanding the nature of Bennu will help scientists and engineers better understand how best to impact and change the orbit of threatening asteroids in the future. (Arstechica.com)

Bird flu: Scientists see gene editing hope for immune ... editing. The resulting chickens had no side effects after two years. They also had increased resistance to bird flu, but were not fully immune: half the chickens infected with a high dose of the virus developed an infection. Although any increase in resistance to bird flu should be welcome, only a solution that provides complete immunity can be used in practice. Any intervention that develops partial resistance would also encourage the virus to change in

order to fight back and so, if the intervention were widely used, it would slightly increase the risk of another human global pandemic if a mutation made the virus deadly to humans. But Prof Mike McGrew, also of the Roslin Institute, told BBC News that experiments in test tubes showed if changes are made to all three genes, then a fully resistant bird might be possible. “When we did these edits in the cells there was no growth of the virus at all. The changes stopped

all replication of the flu. ‘’I am extremely confident that editing the three genes will give full immunity.” Gene editing involves making precise changes to DNA to change the function of a gene. In this instance the three genes were altered to stop them helping bird flu reproduce, but in a way that did not harm the bird. The researchers are trying to identify the further genetic changes required, before producing gene-edited chickens for the next phase of their

research. Bird flu is a major global threat, with a devastating impact in both farmed and wild bird populations. In the UK alone, the current outbreak of H5N1 bird flu has decimated seabird populations and cost the poultry industry more than £100 million in losses. It is thought to have emerged in intensive poultry farming in China in the 1990s. In rare instances, mutations in the bird flu virus allow it to infect people and cause serious illness.

Work is under way across the world to develop gene edited animals that are resistant to disease and are more productive. Parliament passed legislation earlier this year that permits the commercial development and sale of gene edited food. It opens the door for the use farm animals created by the technology, but a further vote in Parliament will be required, once MPs are satisfied that the animals will not suffer. The study has been published in the journal Nature Communications. (BBC)

Drinking an extra cup of coffee per day could help with weight management, study finds Adding an extra cup of unsweetened coffee each day was associated with a reduced risk of gaining weight over a fouryear period, according to a study published in The American Journal of Clinical Nutrition on Oct. 1. The benefit, however, was cancelled if a person added a teaspoon of sugar to the hot beverage. Adding “cream or non-dairy coffee whitener” did not have an effect on weight, the published report said. Researchers from the Department of Nutrition at Harvard T.H. Chan School of Public Health in Boston, Massachusetts, collected data from three prospective cohort studies: the Nurses’ Health Study (1986-2010), the Nurses’ Health Study II (1991-2015) and the Health Professional Follow-up Study (1991-2014). The research zeroed in on

the relationship between coffee consumption habits and body weight changes during four-year increments. Participants completed questionnaires about the foods and beverages they consumed. The researchers looked at both caffeinated and decaffeinated coffee consumption and considered whether the drinks were prepared with sugar, non-sweeteners or cream, the study said. The findings revealed that one additional cup of unsweetened coffee per day was associated with a decrease of .12 kilograms or .26 pounds over a four-year period. Participants who increased their daily intake by one teaspoon of sugar, however, gained .09 kilograms or .20 pounds over that same period. These associations between coffee and sugar consumption with changes in body weight were

The research zeroed in on the relationship between coffee consumption habits and body weight changes

more significant among younger participants and those who were considered overweight or obese. Nutrition experts who were not involved with the study shared their thoughts with Fox News Digital on the findings. “Increasing intake of a warm, low- to no-calorie beverage may improve body weight, as increasing fluids, especially warm fluids, can improve the feeling of satiety, which may lead to fewer overall calories consumed throughout the day,” Erin Palinski-Wade, a New Jersey-based registered dietitian, told Fox News Digital. Adding sugar could negate the benefit of weight loss associated with coffee, as sugar can be a source of extra calories without providing a feeling of satiety, Palinski-Wade said.

However, adding certain creamers/whiteners may have benefits, she indicated. “Milk and creamer additions can add protein/fat, which may help with satiety,” she said. “In addition, few individuals use excessive quantities of milk or creamer as they do with added sugar, due to a preference for sweets.” The study did have some potential limitations, PalinskiWade noted. “It is important to remember that these findings show an association and not a causation,” she said. “Individuals who add sugar to coffee may also be more likely to eat added sugar in other ways throughout the day, which can impact body weight and health.” On the other hand, those who consume unsweetened coffee may

be more likely to focus on reducing added sugar in their overall diet, she added. Kim Kulp, a registered dietitian-nutrition and owner of the Gut Health Connection in San Francisco, told Fox News Digital that the study shows an association between sweetened coffee and long-term weight gain — but that’s very different from showing that a small amount of sugar added to coffee actually causes weight gain. “A teaspoon of sugar contains 16 calories and only 4 grams of carbohydrates,” she said. “This tiny increase in calories by itself isn’t likely to cause weight gain, but it may tell us something about those who prefer to start their day with a little sweetness.” (Foxnews)

Neuroscientist studying the aging brain starts taking multivitamins For years, the conventional wisdom in the medical community has been that multivitamins are useless. Doctors often say that there’s never been any study showing a real health benefit from popping a multivitamin a day, and in the past that was true. Professor Adam Brickman, who studies the aging brain at Columbia University, told Insider he hadn’t popped a multivitamin since he was a kid, but things changed when he started his most recent study of multivitamins for memory loss, roughly six years ago. “I’m just as skeptical as anyone else when it comes to this stuff,” Brickman said. But a number of new and emerging studies — including his own — are starting to suggest that the truth about multivitamins is complicated. Brickman is the author of a large, rigorous study published earlier this year which showed that men over the age of 60 and women over 65 who took a daily

Taking a vitamin seemed to help a little with some of the regular, subtle declines in memory that accompany normal cognitive aging

multivitamin (in this case, it was Centrum) were able to consistently perform better on common memory tests than those who took a placebo. A study from September 2022, using different memory tests, had similar results. “When we start seeing that kind of consistency across welldesigned studies, it certainly helps convince me — the ultimate skeptic — that we’re on to something real,” he said.

These new research finds suggest that aging brains may derive some small, but real, memory perks, from popping a multivitamin a day. As a result, Brickman has started incorporating a multivitamin into his daily routine. “I started taking multivitamins the day we ran the analyses, and saw the results, and I take ‘em every morning,” he said. Older adults may benefit more from vitamins than young people

The memory impact of multivitamins in these new studies was mild. Taking a multivitamin improved older adults’ scores on memory tests versus placebo, but only marginally. The multivitamin wasn’t a silver bullet, either. Multivitamins didn’t eradicate Alzheimer’s or treat cognitive diseases. Rather, taking a vitamin seemed to help a little with some of the regular, subtle declines in memory that accompany normal cognitive aging. Brickman said it looked like the multivitamin was “rescuing three years” of cognitive aging compared to a placebo pill. That’s not significant enough that people would notice the difference. “You might not take a multivitamin and say, ‘wow, my memory is so much clearer,’” he said. But for Brickman, a scientist crunching data, the benefit was stunning enough to influence his own choices at home. “The people taking the multivitamin, their memory was higher at every subsequent visit

compared with the people on placebo,” he said. These positive findings on multivitamins are similar to other research showing that older adults can also benefit from supplementing important nutrients like protein and vitamin D into their regimens. Scientists suspect that part of the reason why older adults may benefit more from taking a multivitamin than younger people is because we become less efficient at extracting key nutrients from our food as we age. “There’s probably something to do with absorption,” Brickman said. Eating fresh produce like vegetables, whole grains, and beans is still the most efficient, straightforward, and safest sciencebacked way to get your vitamins. “We’re not suggesting that people should get their vitamin and nutrient intake from supplements — the primary source of that should be from whole and healthy foods,” Brickman said.

LIV Golf: Cameron Smith says golf’s world rankings IOC suspends Russian Olympic Committee ‘with immediate effect’ are ‘almost obsolete’ Former Open champion Cameron Smith says golf’s world rankings are “almost obsolete” because of their “ridiculous” refusal to award ranking points for events on the breakaway LIV tour. Australian Smith, who won the 150th Open at St Andrews last year, is one of several LIV players to criticise this week’s decision by the Official World Golf Rankings (OWGR) to continue to ignore tournaments on the lucrative Saudi Arabia-funded circuit. Among others who have spoken out against the decision are double major champion Dustin Johnson, former Masters winner Patrick Reed and 2020 US Open champion Bryson DeChambeau. “I think it [OWGR] is almost obsolete now,” Smith, 30, said before LIV’s final regular-season event, which starts in Jeddah on Friday. “We’ve got some guys out here who are playing some of the best golf in the world and they’re outside the top 100, 200 in the world. It’s pretty ridiculous.” Former world number one Johnson, who won the 2016 US Open and 2020 Masters, claimed the rankings are no longer fit for purpose. “I feel like you can’t really use the world ranking system any more,” the 39-year-old said. “Hard to use the world ranking system if you’re excluding 48 guys that are good players. The rankings are skewed.” Majors such as The Open, US Open and Masters use the world rankings to help determine their fields. LIV players without exemptions courtesy of previous major successes will find it increasingly difficult to become eligible for the game’s biggest tournaments. OWGR chairman Peter Dawson

sent a letter to LIV chief executive Greg Norman and chief operating officer Gary Davidson last Tuesday informing them that LIV’s application for ranking status had been refused. The ranking body’s main concern was over limited access for golfers to join the 48-player circuit. “The board committee does not believe it is equitable to thousands of players who strive every day to get starts in OWGR eligible tournaments to have a tour operate in this mostly closed fashion,” Dawson wrote. There are also concerns that LIV’s team format can influence performances in the individual competitions that run in parallel during their 54 hole tournaments. Dawson said the decision was “technical” rather than “political”. “Obviously it’s disappointing,” said American Reed, 33, who now has only his Masters exemption for winning at Augusta in 2018 for major eligibility. “Until the actual world ranking reflects the actual top players in the world, then to me it’s just kind of a broken system… Just because we play on a different tour, it shouldn’t matter.” DeChambeau, 30, called on the majors to find different ways to accommodate LIV’s leading players rather than rely on world rankings. “We would love to find another way to be integrated into the major championship system,” he said. “I think we have some of the best players in the world. Top 12 on the list, the money list at the end of the year or the points list at the end of the year would be, I think, obvious for the major championships to host the best players in the world at those four events each year.”

The International Olympic Committee’s executive board has suspended the Russian Olympic Committee “with immediate effect until further notice”. The move comes after the ROC recognised regional organisations from four Ukrainian territories illegally annexed by Russia since its full-scale invasion began in 2022. The IOC said last Thursday’s recognition was “a breach of the Olympic Charter because it violates the territorial integrity of the National Olympic Committee of Ukraine”. The suspension means the ROC “is no longer entitled to operate as a National Olympic Committee” and “cannot receive any funding from the Olympic movement”. Olympic Councils from the regions of Luhansk, Donetsk,

Kherson and Zaporizhzhia had been recognised by the ROC. The IOC added it would decide whether Russian athletes could compete as neutrals at Paris 2024 “at the appropriate time”. In response, the ROC called the suspension “another counterproductive decision with obvious political motivations”. The IOC did not initially sanction the ROC following the invasion, but Russia has been banned from competing as a nation in athletics since November 2015 after statesponsored doping was uncovered. Russia’s doping suspension was lifted in March but the World Athletics Council ruled the nation would remain banned “for the foreseeable future” because of the war in Ukraine. The IOC has been under consistent pressure to ban Russian

and Belarusian athletes from competing even under a neutral flag since the invasion began. But in March it told sporting federations they should allow athletes from those countries to compete as neutrals. Ukraine has threatened to boycott next year’s Games in Paris if a full ban on Russian and Belarusian athletes is not upheld. “This is an important decision,” said Andriy Yermak, head of Ukraine’s presidential office, adding that “sports cannot be out of politics” and accusing Russia of using “athletes as propaganda”. Currently, IOC sanctions mean no international sporting events can be organised in the territory of either Russia or its ally Belarus, while the flags, national anthems or any other national symbol of both countries must not be used.

Bernie Ecclestone pleads guilty to fraud Bernie Ecclestone, the former boss of Formula 1, has been given a suspended sentence after pleading guilty to fraud. The 92-year-old did not declare more than £400m held in a trust in Singapore when asked by tax authorities in 2015. Ecclestone has agreed in a civil settlement to repay almost £653m to HM Revenue and Customs (HMRC), a court heard. He was sentenced to 17 months in prison, suspended for two years. The billionaire had originally been due to stand trial next month after initially pleading not guilty. The settlement covers Ecclestone’s tax affairs over the past 18 years, including interest and civil penalties.

The court was told that a meeting took place between Ecclestone and HMRC officers in July 2015. It heard that Ecclestone was “seeking to a draw a line under investigations into his tax affairs”

because he “was fed up of paying huge bills for advice”. At the time, he declared he had only one trust which was established on behalf of his daughters.

Cricket World Cup 2023: Australia suffer heaviest World Cup defeat in South Africa trouncing Australia suffered their heaviest World Cup defeat as they were trounced by South Africa in Lucknow. They were set 312 to win but a miserable batting display saw them bowled out for 177 in 40.5 overs to lose by 134 runs. It means they have lost their opening two games and four consecutive World Cup matches for the first time. South Africa posted 311-7, with Quinton de Kock hitting 109 for his second century of the tournament. He joins compatriot AB de Villiers as the only batter to start a Men’s World Cup with consecutive hundreds. There was a controversial decision to give Marcus Stoinis out after South Africa called for a review, which left Australia 70-6 in their chase. Third umpire Richard Kettleborough deemed the righthander had gloved Kagiso Rabada down the leg side, but replays suggested Stoinis’ hand was off the bat when the ball grazed that glove. Kettleborough’s explanation was both Stoinis’ gloves were touching, but that did not appear to be the case on the pictures shown. Australia’s next game is against Sri Lanka on Monday, while South Africa play the Netherlands on Tuesday. Friday’s World Cup action sees

New Zealand, who have won their first two games, face Bangladesh in Chennai. Confusion reigns but South Africa impress with ball Australia went into their innings with some momentum after Mitchell Starc finished with a double-wicket maiden, but it was soon lost. It was a turgid start from Mitchell Marsh and David Warner, with both struggling for any fluency. Marsh was the first to go,

miscuing Marco Jansen to midoff, before Warner flashed Lungi Ngidi, who bowled with excellent control up front, to point. There was confusion when Steve Smith was given out lbw on review despite the front-on replay suggesting the ball may have gone on to miss leg stump. The technology initially just showed the end result of the HawkEye process, leading to bewilderment from Smith and his partner Marnus Labuschagne, before it was later replayed in full

to show its accuracy. Josh Inglis and Glenn Maxwell soon followed Smith, before Stoinis’ controversial dismissal. When asked about the decision after the game, Australia batter Marnus Labuschagne said: “It looked like there was clear daylight between the two gloves and the handle. “But I have been into the third umpire’s room and the screens are pretty big and much clearer than me looking at a pixelated screen. “I’m sure we’ll get clarity or will seek clarity because it’s a World Cup and we don’t want small decisions that can be avoided to affect the outcome of the games. With the position we were in, it’s hard to say it affected the outcome, but for the future.” Labuschagne made 46, and showed some resistance in a stand of 69 with Starc, but the margin of defeat overtakes their 118-run loss against India in 1983. It leaves Australia’s campaign in trouble. This is the second World Cup to follow this format and the final qualification spot in 2019 was taken by New Zealand on 11 points. Bad weather played a part in that campaign, but is unlikely to this time, meaning sides may need 12 points to qualify for the semifinals. Australia would need to win six of their remaining seven games to reach that mark.

DE KOCK PUNISHES FLAT AUSTRALIA This was another clinical display from South Africa, five days on from blistering their way to a World Cup record total in their opening-game win over Sri Lanka. Temba Bavuma’s side came into the tournament under the radar but have been one of the standout sides in the opening two rounds of games. Their innings was superbly led by De Kock, who cut and drove at will, as he raced to his 19th oneday international ton off 90 balls with a towering pull shot for six. He was ably supported by Aiden Markram, who capitalised on being dropped on one by Pat Cummins in his follow-through to make 56. That Cummins drop was one of five by Australia, including one by wicketkeeper Inglis, who came into the side for Alex Carey, as they were surprisingly subdued and flat. Maxwell was the pick of the bowlers, taking 2-34 from 10 overs, and although Australia improved with the ball as the innings progressed - South Africa were 171-2 after 30 overs and added just 140 in the final 20 two of those drops came in the penultimate over. It is a sign of South Africa’s batting ability and power that it felt like they left plenty of runs out there, which is an ominous sign for the other sides in the tournament.

Rugby World Cup 2023: New Zealand drop Mark Telea for Ireland game Winger Mark Telea has been dropped by New Zealand for Saturday’s Rugby World Cup quarter-final against Ireland over a breach of team protocol. Telea, who made his All Blacks debut against Scotland last November, has scored three tries in two matches during the World Cup. Leicester Fainga’anuku will take the 26-year-old’s place on the wing. “He breached protocol, nothing major but it kept him out of selection,” said head coach Ian Foster. When asked about the specifics of Telea’s omission, Foster added: “It says volumes about what we stand for and speaks volumes for

the team. “It happens, it is what it is. It was pretty clear cut and I do not want to talk about it any more.” The All Blacks, who ended Ireland’s tournament at the same stage at the previous World Cup in 2019 in Japan, have made six changes for Saturday’s quarterfinal at the Stade de France. Ethan de Groot, Ardie Savea, Aaron Smith, Rieko Ioane and the Barrett brothers, Scott and Beauden, are all recalled, with the latter two joining sibling Jordie in the starting XV. Finlay Christie has been selected on the bench in preference to rising star Cam Roigard. Sam Cane captains the side and will be bidding to avoid becoming

the first All Blacks captain to lose three Tests to Ireland. Ireland inflicted two defeats on Cane and the three-time world champions in last year’s historic 2-1 series win in New Zealand. Foster, though, said nothing that happened in the past weighed on his side going into the match. “I do not think the past matters,”

he said. “You learn at the time it becomes a part of who you are. We have prepared well with this match in mind. “We know the size of the challenge. Ireland deserve the credit they get but rugby is about who is best on the day. “We start the match at 0-0 and it

should be a great game.” New Zealand: B Barrett; Jordan, Ioane, J Barrett, Fainga’anuku; Mo’unga, Smith; De Groot, Taylor, Lomax, Retallick, S Barrett, Frizell, Cane, Savea. Replacements: Coles, Williams, Newell, Whitelock, Papali’i, Christie, McKenzie, LienertBrown. (BBC)

Rugby World Cup 2023: Wales boss Warren Gatland says lopsided draw ‘not our fault’ Warren Gatland says the controversial World Cup draw is not Wales’ fault and any teams feeling a sense of injustice should have performed better at the last tournament. The top four sides in the world face each other in the quarterfinals, with Ireland taking on New Zealand and France playing South Africa. In the other half of the draw, Wales play Argentina while England face Fiji. “It’s not our fault this happened,” said Gatland. “I’d just say to the other teams they should have done better in the last World Cup, that’s where the draw came from.” The top five ranked sides coming into the tournament Ireland, France, South Africa, New

Africa were drawn in Pool B with Gregor Townsend’s Scots bowing out of the tournament. This has resulted in the top four colliding in the last eight in Paris as hosts France tackle reigning

champions the Springboks and Ireland look to bring down threetimes winners the All Blacks. The World Cup draw was made in December 2020, just under three years before the tournament started. The seedings were based on world rankings from January 2020, which was effectively the end of the 2019 World Cup in Japan when Wales were fourth-ranked globally. Wales had dropped to ninth in the world when the draw was made in late 2020 and came into the 2023 tournament ranked 10th. In future, the Rugby World Cup board has recommended the draw takes place closer to the event to ensure the pools better reflect performance at the time. Wales came to France ranked lower than Fiji (seventh) and Australia (ninth) in their pool, but won all four games to top the group.

Gatland’s side now sit seventh in the rankings and will rise to fifth if they beat the Pumas in Marseille on Saturday. “You didn’t hear us complaining in 2015 about Fiji, Australia and England and ourselves in the same pool, we didn’t complain about that,” said Gatland at a news conference. “You’re dealt a hand and you’ve just got to deal with that. I agree with the sentiment that the draw may have been done too early, it’s been done too early in the past. “Whether the people in control of that next time can put the pools together a bit later, that’s up to them. We can’t change what’s been done. All I can say, we were in control of what we’re doing. “We’re happy with the progress we’ve made, considering a lot of people in this room saying we wouldn’t get out of our group.” (BBC)

Conor McGregor has been defeated three times in his past four UFC fights

Galtier, 57, won Ligue 1 with PSG last season but was replaced by former Barcelona boss Luis Enrique in July. The Frenchman is due to stand trial in December, following an investigation into alleged racism while in his previous post as manager of Nice. He was questioned by police in June and has denied the accusations. Galtier replaces former Chelsea and Argentina striker Crespo at the helm, after the 48-year-old parted ways with Al-Duhail on Wednesday.

Frenchman Galtier has been named Ligue 1 manager of the year three times and has been a championship winner with Lille and PSG. The Al-Duhail post is his first managerial job outside of France and he inherits a squad that features former Liverpool and Aston Villa midfielder Philippe Coutinho. Galtier is the latest high-profile name to move to the Middle East from Europe, with many heading to the Saudi Pro League. He will lead his new team against Saudi Arabian side Al-Nassr, who include the likes of Cristiano Ronaldo and Sadio Mane, in the Asian Champions League group stage later this month. (BBC)

McGregor, 35, was expected to face Michael Chandler this year, but cannot fight until he is back in the testing pool for six months. Usada has confirmed McGregor re-entered the testing pool on Sunday. “We have been clear and firm that there should be no exception given by the UFC for McGregor to fight until he has returned two negative tests and been in the pool for at least six months,” it said in a statement.

American fighter Chandler appeared on the UFC’s reality TV series The Ultimate Fighter with McGregor earlier this year. Traditionally, the coaches of the

has been delayed after it emerged McGregor was not being tested. The UFC’s decision to remove him from the testing pool caused controversy, as Usada’s rules state a fighter is only removed from testing if they “retire, have their contracts terminated or are removed from the pool”. The two-weight UFC champion suggested he exited the pool to focus on recovering from the leg break, which was an option not previously open to fighters recovering from serious injuries. Asked when McGregor might make his return to action, White said: “I literally have nothing planned with Conor McGregor right now.

The TCI National side will meet BVI at home on Monday

Coach Hill and Christopher Louisy

their second-round clashes of the 2023-2024 CONCACAF Nations League against BVI and Dominica.

Head Coach Ricky Hill feels this can be accomplished if the side plays harder in the early stage.

He said that the objective is to “begin matches in a much more intense manner….We cannot afford to once again go a goal behind early on in the game and then having to chase the game thereafter.” TCI will host BVI at the National Academy on Monday afternoon from 4 pm, before they travel to meet Dominica in their second clash on November 20. Currently, BVI lead League C Group C with six points from two wins with Dominica on three points from two games, and TCI yet to record a point. The loss to Dominica in the first round was via a 3-0 margin, while against BVI it was by a 3-1 score line. BVI then needled Dominica 1-0 in their clash. According to Coach Hill, the TCI players need to remain positive since there is a possibility that the national side can rebound from their defeats and register back-toback wins. He said that the players need to concentrate and apply themselves to gain “a strong foothold on the game, which will hopefully give the team the platform to go on and

gain the victory”. The National Coach added, “The mind-set amongst the players is one of understanding that we have two very important games coming up…and we are committed in endeavouring to get positive results”. Although TCI went down twice last month, they have played relatively good football with three consecutive wins from June 14, 2022 to March 28, 2023. Back in June last year, TCI had lost to Sint Maarten 8-2 before they rebounded to defeat the same side 2-0 three days later. They then registered 1-0 and 2-1 victories against the US Virgin Islands and Bonaire in March of this year. This rebounding trend did not start with Sint Maarten, since in May of 2022, TCI had lost 4-2 to Bahamas, before they gained a 2-1 win in their second clash. Prior to defeating Bonaire and the US Virgin Islands in March, they had also suffered 4-1 and 3-2 losses to the sides in 2022. In the latest FIFA rankings, TCI sits at 32 in CONCACAF with BVI at 34 and Dominica at 28, so it really is anybody’s game.
