TCI on course for another recordbreaking year in real estate sales
BY DELANA ISLES
Real estate in the Turks and Caicos Islands continues to thrive in tandem with the booming tourism industry, and according to the third-quarter report, the Islands is heading for another recordbreaking year.
That report, released by Sotheby’s Realty this month, outlined that the top three singlefamily homes in the territory have generated nearly $50 million in total sales while the top three land transactions have reached a whopping $19 million.
The agency reported that this quarter, the spotlight was on the land category, which saw the closing of some exceptional parcels, notably a 20-acre parcel on North West Point closing at $7.5 million.
“These high-profile deals reinforce the islands’ reputation as a premier luxury destination, showcasing immense growth potential and a growing investment appetite for properties in the outer islands.”
Total land sales at the end of the quarter were $147.9m, at a $966.5K average price, with 153 parcels sold.
The strong land performance
was led by waterfront residential sales and commercial parcels.
Accounting for nearly half of the total inventory sold, the land category, this quarter has outperformed the others.
“These transactions occurred across the various islands of the Turks and Caicos Islands including Grand Turk, South Caicos, North and Middle Caicos, Pine Cay, and Parrot Cay.”
The agency said this trend indicates a growing interest in land acquisitions on the outer islands, beyond the popular Providenciales.
“And on ‘Provo’, there is a rush to acquire the few quality waterfront parcels remaining.”
For single-family homes, total sales were $224.5 million, with an average price of $2.7m, 82 sold. This performance was led by a record Parrot Cay sale.
This segment of the market continues to demonstrate resilience and strength, maintaining its solid foundation despite a quieter overall sales volume this quarter.
“We achieved our record sales of $30 million on Parrot Cay and three notable sales, each exceeding $5 million, showcasing strong buyer interest and confidence in the luxury segment,” the agency reported.

They said these high-value transactions reinforce the sustained demand for premium properties in the TCI’s real estate market.
The agency will soon be finalising the multiple pending villa sales at Blue Mountain, along with other transactions, with the upcoming launch of M-House by Beach Enclave and the recent debut of Strand’s Signature Villas further strengthening this segment of the market.
Meanwhile, the condominium market continues its steady pace with total sale at $107.3 million at the end of the quarter, with an average price of $1.5 million and 73 sold.
The quarter marked a record high for average sales of existing condominiums, from $1,241,360 in 2023 to $1,470,441 this quarter.
The agency said the significant performance is attributed to recent sales of 11 Southbank Boathouses and two of The Ritz-Carlton Residences.
However, they boasted: “There are 89 pending deals in the condo segment totaling $255,011,011 in dollar volume at an average price of $2,865,298.”
This added to the remaining inventories at Southbank’s ARC Sky Villas, The Point by Grace Bay Resorts, The Strand, The Loren at Turtle Cove, Andaz, and St. Regis Residences, Sotheby’s said they are anticipating continued growth in this segment.
OVERALL MARKET
In summary, the total volume of sales for the year, the agency reported, is $489.5m, $1.6m average price with 313 sold.
Led by condominium sales, there are 140 pending sales totaling a whopping $442,423,698 ($3,160,000 average price).
“The Turks and Caicos Islands real estate market continues its growth pattern even as we enter maturity.
“This success is due to our exceptional developers who create remarkable products and our outstanding operators who consistently provide exceptional levels of hospitality.
“We anticipate a prosperous end-of-year performance, as we continue to see high-profile listings being added to the Multiple Listing System.”
DARE programme revived to combat youth, drug addiction and violence
In a move to safeguard the future of its youth, the Royal Turks and Caicos Islands Police Force and the Ministry of Education, Youth, Sports and Culture are joining forces to relaunch the Drug Abuse Resistance Education (DARE) programme in schools.
This critical initiative, set to kick off on Monday, October 28, 2024, at the Oseta Jolly Primary School, aims to equip students with the knowledge and skills to resist the allure of drugs and violence, fostering a generation of healthy, empowered individuals.
The reintroduction of DARE marks a renewed commitment to preventative education, addressing the root causes of drug abuse and violence before they take hold. By providing students with comprehensive tools and resources, the programme aims to create a lasting impact on their lives, promoting positive decision-making
and a strong sense of self-worth.
The DARE programme, first introduced in October 2022, has a proven track record of success in empowering students to resist peer pressure and make informed choices.
Through interactive lessons, engaging activities, and positive role models, students develop the confidence and resilience needed to navigate the challenges of adolescence.
This relaunch signifies a united front against the threats of drug addiction and violence, demonstrating the unwavering dedication of the Turks and Caicos Islands to the well-being of its youths.
By investing in preventative education, the islands are paving the way for a brighter, healthier future, where every child has the opportunity to reach his or her full potential.
Controversial Asylum Bill passed as Govt & Opposition ‘kiss and make up’
BY DELANA ISLES
Resounding ‘ayes’ rang out from both sides of the House of Assembly last Thursday when the Asylum Bill 2024 came up for its third reading and passage, a show of unity that was missing when the Bill was first debated.
On September 26, the Bill was first debated in the House, then made its way for amendments in the committee of supply, where it remained for a few weeks.
However, just a day after that debate the Opposition staged a protest action outside of the Premier’s Office in Providenciales, as they made calls for the government to hold consultation with the people on the contents of the proposed legislation.
The winds swiftly changed when they returned to the House for continued amendments in the committee last week, with several amendments being proposed
by the Opposition Appointed Member, Hon Alvin Garland and the Opposition Leader, Hon Edwin Astwood.
Amendments that were quickly taken on board by the Minister of Immigration and Border Force who took the bill to the House.
In presenting the Bill for its third reading, Hon Minister Arlington Musgrove thanked the Leader of the Opposition and the Opposition Appointed Member for the amendments they proposed to the Bill.
“I came here this morning with a long speech to show up the opposition, but they saw the error in their judgement,” Musgrove claimed, stating that with unity much can be achieved for the people.
The minister highlighted some important parts of the bill, namely if anyone enters the Turks and Caicos Islands illegally, they will be refused asylum if so sought.
He said another part of the bill allows the minister of immigration and border force to determine whether the government will house persons who – upon entering the territory legally –seek asylum.
Musgrove pointed to some of TCI’s asylum cases, where the government footed the bill for their housing while their cases wound through the judicial system. He stated that the Asylum Bill ensures that this will not happen again.
Before the Bill was officially passed, Leader of the Opposition addressed the Assembly.
“My main issue was consultation with the public, not the contents of the Bill or anything.
“I always feel that the government should go to the people, and that it’s not too late.”
He suggested that the minister and his team should go around the country and educate people about the bill, same as was done with the
changes to the Constitution.
Astwood stated that the people are confused, as evidenced by the feedback his party received when the Bill was first debated.
But according to the Minister, the government did consult with the people on the issue of Asylum when the changes to the Immigration Ordinance were put forward.
Undaunted, Astwood further suggested that the ministry should now focus primarily on the issue of Asylum and provide the people with a better understanding as there is a lot of misinformation floating around.
THE ASYLUM BILL
The Bill makes way for the appointment of an Eligibility Committee, it also sets out details as to the application and review process, grounds for eligibility, the grant or refusal of exceptional leave pending grant of asylum,
application for indefinite leave to remain in the Islands, grant or refusal of that application and the revocation of asylum.
It also establishes a Refugee Review Committee which will consider appeals, grounds of appeal, effects of the appeal on the decision taken by the Minister and the powers of the Review Committee on appeals.
It further empowers the Governor to give directions to the Minister on the consideration of applications and to make rules for the hearing of appeals.
Provisions are also outlined in the Bill for a refugee to leave the Islands whether on their own accord or through deportation.
The Bill goes even further and sets out the provision for offences of persons who assist illegal entry in the Islands, with the knowledge that the persons seek to enter the Islands illegally to apply for asylum.
Grand Turk tops searches for island destinations in 2024
Grand Turk has emerged as the destination that American travellers searched for the most on Skyscanner over the last year.
In its 2025 Trending Destinations (Travel Trends) report, Skyscanner reported that Grand Turk was the most searched destination, among the top ten destinations that saw the biggest increases in searches over the past 12 months.
Searches for Grand Turk increased by 528 percent, with the Turks and Caicos Islands being the top trending destination for those looking to relax in nature.
“As travelers turn to social media for inspiration, Turks and
Caicos Islands has seen increased interest as celebrities like the Kardashians, Biebers, and Drake and influencer brand trips have popularised the destination –showcasing its natural beauty and perfectly Instagrammable backdrops,” Skyscanner said in its report.
Minister of Tourism, the Hon Josephine Connolly expressed her delight with the results of Skyscanner’s analysis.
“As the US market is our number one source market, I am very pleased to see that our American visitors continue to embrace the warmth, calm and beauty of
our multi-island destination as evidenced by the searches for Grand Turk.
“We are beautiful by nature and each of our eight inhabited islands offer visitors a unique experience.”
In reference to Grand Turk, she explained that Experience Turks and Caicos is working with other tourism stakeholders to create new tourism products and enhance the visitor experience there.
“From new signage on historical sites to the November launch of a Taste of Turks and Caicos culinary event every Thursday during cruise ship hours to showcase local cuisine and culture to visiting cruise
passengers, they are dedicated to positioning the nation’s capital as one of the top destinations within the Turks and Caicos Islands,” Connolly said.
The Cruise Capital of the Turks and Caicos Islands, Grand Turk is rich in history, a walk along the capital city Cockburn Town, transports visitors to an age when salt production was dominant and colonialists from Bermuda inhabited the island leaving behind their distinct architecture.
Grand Turk is also a key player in NASA’S history. After orbiting the Earth in 1962, Colonel John Glenn’s capsule touched down in
the Atlantic Ocean east of the Turks and Caicos and his first step on dry land took place on Grand Turk. Today, a display paying homage to that landing resides in the Turks and Caicos National Museum and a replica of the capsule is displayed near to the JAGS McCartney Airport.
The museum itself contains a wealth of fascinating displays, including a 500-800-year-old Lucayan carved wood ceremonial chair, and artifacts from the Molasses Reef Wreck, which was the oldest European shipwreck excavated in the Western Hemisphere.
DECENTRALISING POWER
The Turks and Caicos Islands House of Assembly has passed the District Administration Bill 2024.
This landmark legislation aims to decentralise power, empower local communities, and bring decision-making closer to residents. It will establish district boards on key islands, giving residents more input on local matters.
Deputy Premier Hon Jamell Robinson hailed the bill as “a historic day” and “long overdue,” emphasising the importance of local governance.
Minister of Public Safety and Utilities Hon Kyle Knowles highlighted the potential benefits of the bill for Grand Turk and Providenciales, the two most populous islands. Minister of Education and Youth Hon Rachel Taylor expressed her strong support for the bill, highlighting its potential to empower local communities and improve infrastructure. Premier Hon Charles Washington Misick acknowledged the complexities involved in decentralising power and the need for careful coordination with central government functions.
What are your thoughts?
Nothing new
Creating Local District Administration in the TCI is not new. It has been around for over 79 years when in 1945 the Caicos Districts Boards Ordinance was enacted. This current law simply repeals that law and that’s just about it.
The main objective of that law was for the “better management of public affairs” and boards were established for the islands of (1) Middle Caicos (2) North Caicos (3) Providenciales (4) Salt Cay (5) South Caicos, but as appointed by the Governor as he saw fit.
That objective finds its way into the new law. These may be considered “family Islands” outside of Grand Turk and Providenciales. No mention of Providenciales was made in that 1945 Law and curiously enough no mention of Providenciales was made in the 2024 Bill.
One wonders why after nearly 80 years “Provo” as we know it today, cannot get its own local Government. Is it because Provo in a practical and functional is already deemed “one of the seats of government” along with Grand Turk? These anomalies in vision and practice need to be addressed. It
District Administration Law.
Quite naturally where there is a minister responsible the word governor must now mean a Governor guided by the advice of cabinet. This point is critical because it would seem that when it comes to the energy legislation, it ought to mean The cabinet but politicians tend to hide behind this word when things “get expensive for the people” and say, “it is not us but her”.
It is clear that the context of the law places the Governor in a position where she takes the advice of the Cabinet and an elected minister ‘responsible”. It means that when “ministers are responsible for something” such as energy, increasing prices, immigration, that the word governor means “cabinet” etc.
Bureaucracy upon bureaucracy
It will not do for the District Commissioner (the DC) to have such a central and pivotal role in making policy and deciding what’s best for the particular island as enshrined in the law. The DC is a civil servant, to “administer” and not “decide” things.
While the DC would have his or her function, what is needed is someone who could properly liaise with the people, the districts and design a list of priorities for each island.
There is alas, a new layer of bureaucracy where budgetary allocation shall be made through the District Commissioner’s budget and will be captured as a line item within the chart of accounts. (2) A board shall not commit to any project, activity, or function until funds are appropriated.
Quality over quantity
While recently patting itself on the back for upcoming Constitutional changes, proposing legislation to formalise the application for asylum in this country (which doesn’t appear to be a big problem, even though they horribly botched the “Sri Lankan case”) and now planning to devolve more decisionmaking to the districts, the government still seems unable to adequately maintain the roads, upgrade medical care, improve the school system, and generally maintain the badly deteriorating infrastructure - all things that should be a crucial part of “governing” this country.
But wait – let’s not forget that Minister Shawn Malcolm has decided that the country will get a fleet of Mercedes Benz ambulances. If this is the kind of decision the government will make when it actually “does something”, perhaps we are better off if it continues to do nothing!
If we try to sell this story to the outside world, we will have to label it as fiction because nobody will ever believe that it is actually happening!!
Local Govt needed
Recently the PDM’s candidate for South Caicos, Ms Karen Hynetta Forbes, after much “digging and dredging” between the Planning Department and the Department of Environment and Coastal Resources (the DECR) found that there was illegal and unauthorised dredging on the Island Of South Caicos.
exposes the gap in governance and provision for these Islands. With Providenciales having “taken off like a rocket” these past 10 years, it was high time for the government to place its attention on North Caicos as it is the next island to “move”. With this law, there should have been an allocation for what the island needs at this time. Enacting a law that resembles a 1945 law, with a few extra pages and provisions will not make a difference. What is needed for this area of the country is a serious and solid investment.
Multiple meanings
In 1945, the word governor meant the Governor acting in his own almost personal and decided gubernatorial capacity. Now today the word “governor” is very nuanced because it can mean the Governor acting alone and or the “Governor in Council” acting in a cabinet setting and taking the advice of an elected cabinet.
With the definition of that word working mischief in the Courts today, as to “who the Governor is” a greater definition should have been given to its meaning in this
They will have to wait on the annual budget exercise, meaning “nothing will be happening right now” but maybe it will after the 25/26 Budget.
It is really not good enough and here the law lacks the real teeth to do something except add another layer of bureaucracy on top of an existing one.
Layer upon layer
Is this more bureaucracy? Washy Misick is correct about complexities and coordination. A challenge that no government anywhere has overcome. Let’s hope that they move civil servants from one office to another instead of hiring more.
Re-organisation instead of progress
And yet again the government goes through the process of re-organisation, in hopes that our citizens will mistake it for progress –once more boosting the old adage “the more things change, the more they remain the same”.
This was a failure of good governance and more importantly, policy. Resorts and developers were getting away with literal murder on that island because as reported the dredging presented a serious environmental threat to the eco-system of South Caicos and the entire TCI environment but not a word from any elected government MP, minister or the Premier.
Would the implementation of a district board be able to fill these serious policy gaps in law, administration and “government”? These district boards are needed but they need to fill serious gaps in the reality and structure of government. Would they function as a second layer of government, a next check on power or a “government within a government”?
Is it “red meat” election promises to get the people excited, “without any meat on the bone” and the money may come next year after the elections are over?
TCI reels as 40th homicide marks grim milestone
In a chilling escalation of violence, the Turks and Caicos Islands has been plunged into mourning following the 40th homicide of the year.
The latest victim, 43-year-old Eston Lundy, was gunned down in broad daylight while sitting in his vehicle on Walter Cox Drive in Kew Town.
This brazen act, occurring on Sunday, October 20th, has sent shockwaves through the community and ignited urgent calls for action.
The Royal Turks and Caicos Islands Police Force (RTCIPF) responded to a hail of frantic calls reporting gunfire at approximately 2:23 pm, according to a police statement.
Despite their swift arrival, Mr Lundy succumbed to his injuries, marking a tragic turning point in a year already marred by escalating violence.
In a joint statement released this week, HE Governor Dileeni Daniel Selvaratnam and the Premier Hon Charles Washington Misick expressed their profound outrage, stating, “We have reached a tragic and deeply concerning milestone with the 40th murder recorded this year.
“Every life lost is a devastating
blow to our community. Our heartfelt condolences go to the families and loved ones affected by this senseless violence.”
The statement pulled no punches in acknowledging the gravity of the situation, declaring, “This situation is unacceptable.”
The territory’s leader outlined a series of immediate measures aimed at stemming the tide of violence, including the deployment of additional specialists to the
serious crime team and tactical firearms unit.
Furthermore, intelligence-led operations are being intensified in high-risk areas to disrupt and dismantle criminal networks.
The joint statement also underscored the government’s commitment to addressing the root causes of crime, emphasising a multi-sectoral approach to expand crime prevention and community outreach programmes.
“The safety of our communities and all who visit is our top priority,” the statement affirmed.
In a poignant appeal for unity, the Governor and Premier urged the public to play their part in ending the cycle of violence.
“Ending this cycle of violence requires all of us to work together.
“We urge anyone with information that can assist in bringing these perpetrators to justice to step forward. Speak to
someone you trust or contact Crime Stoppers anonymously. Together, we can make a difference.”
As the Turks and Caicos grapples with this grim reality, the question on everyone’s mind is whether this latest tragedy will be the catalyst for meaningful change.
The eyes of the nation are now fixed on the government and law enforcement agencies, watching and waiting for their response to this urgent crisis.
On Saturday, October 19, police were called out to Ambergris Cay where sightings were reported of several persons who appeared to be illegal migrants roaming the island.
In a statement this week, the Border Force Department reported that their officers, along with those from the Royal TCI Police Force, Marine Branch and the Regiment,
were immediately dispatched to the island.
A search uncovered an abandoned blue boat near Fish Cay and led to the apprehension of 27 individuals, consisting of five women and 22 men believed to be Haitian nationals.
The migrants were transported to South Caicos and then to Providenciales for detention and
processing on October 20.
Meanwhile, the department also reported that in the early morning hours of Thursday, a joint operation apprehended eight persons near the northwest point area. Five of these individuals were women, and three were men.
Further details, including the nationalities and charges, will be released as the investigation
progresses.
Police continue to urge residents to report any information they may have about illegal migration, to 911, the Serious Crime Unit at 231-1842 or Crime Stoppers at 1-800-8477 or the Crime Stoppers
P3 app, where video footage and other information can be shared discreetly.
The public is further reminded
that harbouring or facilitating the illegal entry of migrants is a serious criminal offence punishable by fines up to $20,000 and imprisonment for up to four years under the Immigration Ordinance.
Authorities said they will not hesitate to prosecute anyone found in violation of these laws to the fullest extent.
Former immigration boss set to answer for placing Sankar on ‘Stop List’
–
13-year-old case finally up for trial
BY DELANA ISLES
Real Estate Broker, Richard Sankar is moving ahead with his action against former Immigration Director Desmond Wilson for placing him on the ‘Stop List’ in November 2007.
Sankar – the plaintiff - is claiming that Wilson acted with misfeasance and in breach of his statutory duties.
Last week, Justice Anthony Gruchot denied a motion filed by Wilson – and the Attorney General who is named as the second defendant - to strike out Sankar’s statement of claim in which he is suing for thousands of dollars, as well as a writ pursuing a number of orders against the defendants.
The matter was initially heard in November 2022, and the decision was handed down on October 15.
The facts of the case are that between 1996 and November 2007, Sankar was a real estate agent and a holder of a work permit, permitting him to take up employment with one particular employer named in the permit. However, in November 2007, he resigned from his position with a view to obtaining a selfemployed work permit.
It is a requirement that when the application for a self-employed work permit was submitted to the Department of Immigration, Sankar had to be outside the TCI. Accordingly, on or around November 4, 2007, he left the territory.
Subsequently, on or before November 6, 2007, Wilson in his capacity as Director of Immigration at the time, placed Sankar on the immigration ‘Stop List’.
A ‘Stop List’ is a document with the names of persons removed from, and or prohibited from entering or re-entering the territory for various reasons determined by the Director of Immigration.
According to the pleadings, made by Sankar’s attorneys, he remained on the ‘Stop List’ until at least January 10, 2008, at which time and in circumstances unknown to him, he was removed from the ‘Stop List” when Alonzo Malcolm, the successor in office to Director of Immigration, removed him.
In June 2008, Sankar regained his right to remain in the TCI and take up gainful employment.
The court also heard that in 2005, Sankar had also applied for a Permanent Residence Certificate (PRC); however, consideration of
Former Director of Immigration Desmond Wilson
that application was deferred by the then Executive Council at its meeting held on October 12, 2005, and then seems to have been ‘lost’.
On September 6, 2021, Sankar – who has since been approved for his PRC in May 2021 - filed an action against Wilson and the AG seeking several reliefs.
He filed for general damages for pain, suffering and loss of amenity; special damages including out-ofpocket expenses, living expenses, migration expenses, loss of income, loss of potential earning capacity, loss of competitive advantage, and borrowing costs, in the amount of $1,355,000; and aggravated damages and exemplary damages in the amount of $75,000.
The alleged breaches or acts are that Wilson “failed to act honestly in the performance of his duties; acted dishonestly and in bad faith in performance of his public office; knowingly abused the powers conferred on him by statute and so acting knowingly abused his public office; added the plaintiff to the ‘Stop List’ in a vacuum of either information or advice as required under either limb of the threshold test as imposed by the statute.”
“Used his position as director of immigration to exercise power outside of what was permitted by the then Immigration Ordinance; acted with the knowledge that he had no lawful power to add the plaintiff to the ‘Stop List’ under the circumstances as known to
him; was aware that his conduct was unlawful; acted with targeted malice towards the plaintiff in the performance of his public office; took action in performance of his office with the predominant intent of damaging Sankar; intentionally, knowingly, or recklessly committed unlawful act(s) which caused damages to the plaintiff.”
Sankar also alleges that Wilson acted with the knowledge that his actions would probably injure him, and that he could and should have refused the request and/or direction of others to have him placed on the ‘Stop List’ and failed, neglected, or refused to do so.
While no defense was submitted to the court in light of Sankar’s claims and allegations, on October 29, 2021, attorney for the defendants filed an application to strike out the action based on a limitation of actions provision contained in the Public Authorities Protection Ordinance.
They claim that the time has expired for the plaintiff to bring the matter to the court. However, Sankar’s lawyers put to the court that the plaintiff should be allowed to question Wilson as to his motives for putting him on the stop list, since it is being alleged that it had nothing to do with his performance as a public officer.
Rather, as revealed by Sankar in a press release in March this year, the move was orchestrated by the Michael Misick-led government at
the time to stop him from working in the TCI, with Wilson acting on his behalf.
In his judgment, Justice Gruchot submitted that insofar as the Ordinance is relevant to the application to strike out the claim, he can only proceed based on the submissions made by the plaintiff.
“In my view, it is necessary to hear evidence as to the reasons and/ or motives for placing the plaintiff on the ‘Stop List’.
“The application to strike out the claim based on the limitation provision in the Ordinance does not succeed for this reason, but, in coming to that decision, I make it clear that I am not making any ruling that the Ordinance is not applicable. That will be an issue in the trial of the matter if it proceeds.”
He further stated that it is not “a very clear case” where it can be said that the claim is frivolous, vexatious or an abuse of the court on the issue of limitation.
He stated that there is an issue to be tried which may allow the plaintiff to escape a limitation defence.
Further complicating the matter, defense attorney stated that Sankar has delayed some 16 years before bringing the action and that he is aware (from a previous action) that the documents needed to defend the claim could not be located.
The lawyer told the court that the documents were lost in Hurricane
Ike in 2008.
Sankar’s lawyer submitted to the court that he could not find the right opportunity to bring the claim, the nature being “explosive” and that he had only just regularised his immigration status shortly before commencing this action, the inference being that if he had commenced the action sooner, he may not have obtained Islander status.
However, the judge pointed out that this claim by the plaintiff has to be viewed in the context where Sankar had commenced two other actions against the Turks and Caicos Islands Government concerning his status, one of which named Wilson as a defendant.
“It cannot be said that the Plaintiff is hesitant to initiate proceedings,” Justice Gruchot noted.
In striking out Wilson’s claim for abuse of process, the judge stated: “I am not of the view that the knowledge of the Plaintiff, that the Defendants’ loss of documents in the hurricane, is sufficient to amount to an abuse, the passage of time alone being insufficient.”
He said the loss of the documents occurred in 2008, and that if proceedings had been commenced promptly, even within 12 months from the date of accrual, the defendants, would be in the same position as they are now albeit the witnesses’ memories may well have been better.

Deputy Premier says Constitutional amendments a “pivotal moment” for TCI
In a passionate address to the House of Assembly, Deputy Premier, Hon Jamell Robinson heralded the forthcoming constitutional amendments as a “pivotal moment in governance” for the Turks and Caicos Islands.
This comes as proposed amendments, signalling a shift towards greater representation, accountability, and modernisation, were enthusiastically debated and passed in the House of Assembly on Thursday, October 17, 2024.
The Deputy Premier said that the changes are aligned with the evolving identity of the Islands. “We are on the brink of transformative democracy, one that redefines the way we govern and elevates the voices of our citizens,” he declared.
Robinson dismissed any notion that the changes were mere formalities, asserting that they were a “clarion call for progress, accountability, and empowerment”.
He drew parallels between the amendments and the natural evolution of societal norms. “Just as we adjust our wardrobes to suit modern tastes and styles, so too must we adapt our constitution to reflect the values and realities of
today.”
Robinson underscored that the changes were not a departure from heritage but rather an affirmation of progress, providing a clear path for future generations.
One of the key changes involves renaming the House of Assembly to “Parliament,” a term Robinson believes signifies a more collaborative and proactive legislative body.
“It encapsulates our ambition to be more than a reactive assembly but a proactive Parliament that meets the challenges of our time head-on,” he explained.
The Deputy Premier also highlighted the unifying aspect of the term “Parliament,” transcending divisions and bringing together diverse voices under one roof.
Premier Hon Charles Washington Misick echoed
Robinson’s sentiments, describing the resolution as a “landmark advancement” to the Constitution. While acknowledging that the amendments may not be perfect, he viewed them as a significant step in the right direction. Misick emphasised the evolving nature of the constitution, pointing to the provisions for referendums and a Constitutional Commission as indicators of future amendments.
“This is ambulatory if you like. It’s a moving situation,” he stated.
The Premier expressed his gratitude to all contributors to the debate, including the Leader of the Opposition, for their commitment to the will of the people.
The proposed amendments are expected to be implemented in the near future, ushering in a new era of governance in the Turks and Caicos Islands.
TCI tackling mosquito-borne diseases with pioneering environmentally sustainable strategies
In an effort to safeguard public health, the Turks and Caicos Islands Ministry of Health and Human Services has launched an ambitious mosquito control project in partnership with the renowned London School of Hygiene and Tropical Medicine (LSHTM) and the UK Health Security Agency (UKHSA).
This pioneering initiative, funded by UK Research and Innovation (UKRI), aims to revolutionise mosquito management practices by implementing environmentally sustainable strategies, setting a new standard for public health protection in the region, according to a statement from the Turks and Caicos Islands Government.
Mosquito-borne diseases have long posed a significant threat to the health and well-being of the residents of the TCI.
This new project seeks to address this challenge head-on by conducting a comprehensive assessment of mosquito species and their breeding grounds across the islands. By understanding the intricate ecological dynamics at play, the project team will

develop targeted interventions that minimise the risk of disease transmission while preserving the delicate environmental balance of the islands.
“This collaboration marks a significant step in safeguarding the health of our people,” declared Dr Nadia Astwood, Chief Medical Officer within the Ministry of
Health and Human Services.
“Mosquito-borne diseases have been a persistent concern, and this research will not only identify the current threats but also pioneer innovative, eco-friendly methods to control mosquito populations.”
The project’s initial phase will focus on North Caicos and Middle Caicos, where extensive surveys
will be conducted to identify mosquito species and pinpoint their breeding sites. This critical data will inform the development of a comprehensive mosquito control strategy that is both effective and sustainable.
“We are thrilled to collaborate with the London School of Hygiene and Tropical Medicine
and the UK Health Security Agency on this ground-breaking initiative,” the Minister of Health and Human Services, Hon Shaun D. Malcolm stated. “By investing in this research now, we are taking proactive steps to protect the health of future generations.”
The project team, comprising leading experts from LSHTM, UKHSA, and the Turks and Caicos Islands’ own Department of Environment and Coastal Resources, has already begun engaging with local communities and stakeholders to ensure that the project’s outcomes are aligned with the unique needs and priorities of the islands.
This ambitious initiative represents a bold step forward in the fight against mosquito-borne diseases, demonstrating the Turks and Caicos Islands’ unwavering commitment to protecting the health of its citizens while preserving its natural environment.
With its innovative approach and strong emphasis on sustainability, this project has the potential to serve as a model for other regions facing similar public health challenges.
PDM played pivotal role in landmark Constitutional Reforms
In a stellar bipartisan effort, the Turks and Caicos Islands Parliamentary Opposition has emerged as a key player in the recent passage of significant constitutional amendments.
The reforms, approved by the House of Assembly on October 17th, will reshape the territory’s governance structure, marking a shift towards greater autonomy and democratic representation.
The People’s Democratic Movement (PDM) Oppositionappointed Member, Hon Alvin Garland, expressed strong support for the amendments, emphasising the collaborative effort between the ruling party and the opposition.
“Say what you like, make political gain out of it. Facts are facts. If the Leader of the Opposition were to take the position ‘I’m in the opposition, I’m not going to cooperate with
you?’ We would have never been here today,” Garland declared, highlighting the importance of bipartisan cooperation in achieving these reforms.
Garland also underscored the historical significance of the amendments, stating, “Mr Speaker, our Constitution... would have been suspended in 2009... it would have been probably one of the darkest times in our history.”
He commended the joint efforts of the government and opposition in negotiating with the UK delegation, stating, “We sat in that meeting with the UK delegation. We had to argue, we had to put forward our positions, and we had to justify why these recommendations should move forward.”
The Leader of the Opposition, Hon Edwin Astwood, while endorsing the overall package, expressed reservations about
certain aspects, particularly the appointment of the Cabinet Secretary.
He argued for a system where the Cabinet Secretary is appointed by the Premier, ensuring alignment with the elected government’s agenda.
“This is the person who is following up on your agenda,” Astwood emphasised.
He cautioned against potential conflicts if the Cabinet Secretary were appointed by the Governor, drawing on historical examples of differing approaches between Governors and elected officials.
The amendments include renaming the House of Assembly to Parliament, extending parliamentary terms, and replacing appointed members with elected officials. These changes aim to strengthen democratic principles and empower the electorate.
Attorney General, Hon
Rhondalee Braithwaite-Knowles, addressed potential misconceptions surrounding the amendments, clarifying the role of the Attorney General in cabinet decisions and the appointment of members.
The constitutional reforms signify a new era of governance for the Turks and Caicos Islands, with the Opposition playing a crucial role in shaping the territory’s future.
Govt cracks down on illegal structures in Lower Bight, Providenciales
In a show of force against unregulated development, a multiagency task force descended upon Lower Bight, Providenciales, on Thursday, October 9th, 2024.
The operation, spearheaded by the Planning Department of the Turks and Caicos Islands (TCI) and coordinated by the Informal Settlements Unit (ISU), was bolstered by the presence of the Crown Land Unit (CLU) and the Royal Turks and Caicos Islands Police Force (RTCIPF), according to a statement from the government.
This decisive action was spurred by a rising tide of complaints from private landowners who have witnessed a proliferation of illegal structures encroaching upon their property.
The sight of these unauthorised constructions has become a blight on the landscape, raising concerns about safety, property rights, and the overall integrity of the community.
During the operation, officials meticulously documented violations and issued a total of ten building control notices to occupants of illegal structures.
In cases where occupants were absent, notices were prominently displayed on the structures
themselves, leaving no room for ambiguity.
The issuance of these notices marks a critical step in the government’s efforts to rein in unregulated development and uphold building codes and regulations.
The ISU, in collaboration with
the Planning Department and other key government agencies, has vowed to continue its campaign against illegal structures. These enforcement exercises are not merely punitive; they are a crucial component of a broader strategy to foster safer, more sustainable communities
throughout the Turks and Caicos Islands.
The recent operation in Lower Bight serves as a stark warning to those who engage in illegal construction activities.
Residents of the Turks and Caicos Islands are encouraged to report any suspected illegal
structures to the ISU.
The Turks and Caicos Islands Informal Settlements Unit (ISU) is a government organisation tasked with finding solutions to the growing challenges experienced within and by informal settlements across the Turks and Caicos Islands.
Culture Awards honour TCI icons
Five Turks and Caicos Islanders have been honoured for their outstanding achievements and contributions to the rich cultural legacy and heritage of the Turks and Caicos Islands.
Last Thursday (October 17), the honourees, their supporters and government officials attended an elegant evening of appreciation, put on by the Department of
Culture and Heritage at The Shore Club in Providenciales.
The awardees were William ‘Bill’ Clare, Lorett ‘Lovey’ Forbes, Members of the Gospel Blitz, Dennis ‘Foots’ Penn, and Lindsay ‘Zeus’ Butterfield. Over the years, combined and individually, Their pioneering work has been instrumental in preserving the cultural fabric of the islands.
Premier, Hon C. Washington Misick, in brief remarks, highlighted the crucial role of culture and heritage in shaping the TCI’s national identity. He expressed heartfelt gratitude to the honourees for their unwavering dedication to keeping the Turks and Caicos Islands’ culture alive; also, issuing a call to action encouraging all to become
active custodians of the Islands’ culture.
In brief remarks, HE Deputy Governor, Anya Williams stated: “Thank you for your contributions in helping to shape, to preserve, and to promote the rich cultural heritage of our islands.
“Your achievements are a source of pride for us all and as we celebrate you, may your legacy
continue to inspire others to cherish and to promote the rich cultural identity of our beloved Turks and Caicos Islands.”
The evening featured multiple presentations that highlighted the power of cultural storytelling and celebrated the musical legends who have shaped the cultural identity of the Turks and Caicos Islands. (DELANA ISLES)
Oscar’s rapid development should be a “stark reminder” of needed hurricane preparation
In a testament to the islands’ resilience and preparedness, the Turks and Caicos Islands emerged from Hurricane Oscar with minimal damage, despite the storm’s rapid intensification from a tropical storm to a hurricane.
The storm, which brushed past the islands on Saturday, October 19th, brought heavy rainfall and strong gusts, reaching a maximum wind speed of 85 mph.
By Sunday afternoon, Oscar had weakened to a tropical storm after making landfall in Cuba.
During a press conference on Monday, October 21st, government officials provided an update on the storm’s impact and underscored the importance of constant vigilance during hurricane season.
Director of Meteorology at the Turks and Caicos Islands National Weather Service Dr Holly Hamilton, detailed the swift escalation of Hurricane Oscar, highlighting the critical need for preparedness.
“The rapid intensification of Oscar is a stark reminder of how quickly these hurricanes can develop and intensify.
“This season alone has shown us multiple examples of rapid intensification, highlighting a growing trend. The frequency of rapid intensification has increased by almost 30% between 2001 to 2020 compared to 1971 to 1990, and this is largely due to the effects of a warming climate.
“This means that coastal
communities now have less time to prepare for severe hurricanes, making it even more crucial for the public to pay attention to the information shared about potential hazards”, she stressed.
Dr Hamilton’s remarks were echoed by DDME Director Allison Gordon, who outlined the government’s proactive response to the storm:
“Emergency operation centres were activated on the islands of Grand Turk and North Caicos.
“The national emergency operation centres were partially activated from Saturday starting as early as 1pm and they were closed as late as 6:30pm yesterday, Sunday. As a result of the event, two shelters were activated on the island of North Caicos, and we had just about 24 persons occupying those two shelters. Initial damage assessments have been completed, and minimal damage has been reported.”
Acting Premier, Hon Jamell Robinson commended the efforts of emergency responders and emphasised the importance of community cooperation:
“I’d like to thank all the emergency responders that have been working tirelessly to return us to a state of normalcy so quickly these last few days. Your efforts are greatly appreciated by your government and the people of the Turks and Caicos Islands.
“We are a functional nation right now. Schools were open this morning, all government offices
were able to function. It’s a matter of just going through and ensuring that we do all the cleaning.”
Robinson also addressed concerns about flooding in certain areas, assuring residents that the Public Works Department was actively managing the situation:
“The response capability of PWD and the wider emergency response team is there, so you will see some flooding, but then you will see where it’s removed. This is a systematic response that we are doing.
“So we get the water off the land now then we can assess better what clean-ups need to be done, and if there are any locations that
might be a threat for mosquito breeding sites, the Environmental Health Department will be able to lay down their chemicals as needed.”
The Acting Premier concluded his remarks with a stern reminder for residents to remain prepared throughout the hurricane season, which officially ends on November 30th:
“Oscar reminds us to always stay prepared, given its rapid development. Turks and Caicos, we are not out of the hurricane season as yet. Please, by all means, do as best as possible to stay prepared. Please refrain from taking videos in the middle of a storm. You’re
putting yourself in danger. Please listen to the officials when they say shelter in place.”
As the Turks and Caicos Islands move forward in the wake of Hurricane Oscar, the message from officials is clear: preparedness and vigilance are key to weathering future storms.
The government’s swift response and the community’s resilience have minimised the impact of Hurricane Oscar, but the experience serves as a potent reminder of the importance of staying informed and ready for whatever the remainder of the hurricane season may bring, the Acting Premier underscored.

Advancing holistic human capital development in the TCI
The TCI, an archipelago of lowlying lands, nestled below sea level is home to barely forty-six thousand people and – overtime –its ‘natural beauty’ has lured scores of foreign investors, who have today, swamped its shorelines with a myriad of luxe accommodations.
And now, a huge problem looms! It seems the Turks and Caicos cannot keep pace with employment demands as the hospitality industry escalates.
This is evident in the uptick in work permit applications, not only in the private sector but the government too, is importing skills. Still, companies are grappling to retain staff as human capital is becoming scarce.
At this juncture, people are asking: how did we get here? Who is responsible for the scarcity of employable people? And what is
BY D MARKIE SPRING
required to acquire access?
The answers to these questions lie in the discipline of education.
This phenomenon is the fundamental element of human capital because it is the primary medium of acquiring knowledge and skills.
Learning is not solely the lawmakers’ responsibility. TCI governments have done well facilitating the education of the citizenry, especially at the tertiary
level and while policymakers should commit to doing more to aid learning, it is the individual, who must take charge of his personal development.
However, considering the importance of human capital development, it should form the basis of the educational policy and; therefore, the major policy statement should cite the knowledge of society and the economic value of education.
To reach these targets, the authorities must also provide adequate funding. As we know, investing in education like any other field, involves cost and returns and; therefore, education as an investment would foster social equality and overall economic growth.
Like the government, the private sector should participate in human capital development. However, in this partnership, the government should take the lead in labour market development and considering the impact of globalization, technology and demographic shifts, TCI’s principal competitive advantage should mirror the strategic use of human resources.
Enhancing TCI’s competitive position implies that workers possess adequate skills, knowledge and a supportive environment to
transcend and remain resilient in the era of an ever-evolving work sphere.
Still, the individual must ensure that she is employable, as human capital goes beyond macroeconomic abstractions.
Though faced with constraints; nonetheless, the individual possesses a unique set of capabilities, and it is the individual, who decides how to allocate them and the degree of choice is vast.
The point is, that the individual must start somewhere and then venture out. Know too that career options are also dependent on the individual’s family commitment, potentials, and attributes, the robustness of the labour market, and social determinants.
Even so, it is necessary for

The type of church needed in the Turks and Caicos
Based on Revelation 2:12 – 17
PART FOUR
A REVIVAL OF BIBLICAL LITERACY
Last week, we discussed the critical need for churches in Turks and Caicos (TCI) to emphasize the reading, studying, and application of the Word of God. Sadly, biblical illiteracy among professing Christians is at an all-time high. This is not just an intellectual problem but a spiritual crisis that impacts every aspect of a Christian’s faith journey. This week, we delve deeper into why biblical literacy is essential for spiritual growth and how churches can address this issue.
THE IMPORTANCE OF KNOWING THE WORD
The Bible is God’s revelation to humanity, containing His will, promises, and instructions for how to live in relationship with Him and others. Without an understanding of Scripture, believers miss out on the richness of their faith and the depth
Advancing holistic human ...
workers without a solid educational foundation, who start in low-paying positions, to pursue bolder career moves, which are crucial to boosting their earnings.
Henceforth, workers must continuously upgrade their skills to increase their income and build the attractiveness of their resumes, which can later translate into real value.
However, the individual cannot make real leaps unless the employer recognises the individual and harnesses her potential.
We know a worker with talent is considerably effective when the employer prioritises robustness and development. And while higher education achievement mostly correlates to greater long-term earnings, some people defy the odds, and you can too!
of their relationship with God.
Paul reminds us in 2 Timothy 3:16 (ESV), “All Scripture is breathed out by God and profitable for teaching, for reproof, for correction, and for training in righteousness.”
The Word of God equips believers for every good work, providing both guidance and the foundation for a Christ-centred life.
When believers lack foundational knowledge of the Bible, they are unable to apply biblical principles to real-life situations. Whether it’s finding peace in times of trial or knowing how to respond to moral dilemmas, understanding Scripture enables Christians to navigate life with wisdom and spiritual clarity. Without this foundation, their spiritual growth is stunted, and they remain vulnerable to false teachings, worldly influences, and spiritual stagnation.
THE CURRENT CRISIS OF BIBLICAL ILLITERACY
In our modern age, distractions abound, and many Christians find themselves spending more
cut of the Lord of the Rings trilogy multiple times.
time-consuming entertainment or social media than they do studying Scripture. While attending church on Sundays is still a regular practice for many, the lack of personal Bible study outside of corporate worship limits the spiritual depth of believers.
This disconnect from the Word of God creates a faith that is shallow and prone to wavering when tested. As we face increasingly complex societal and moral challenges, this lack of biblical knowledge and understanding prevents Christians from speaking truthfully and standing confidently in their beliefs. In a world that constantly challenges biblical values, it is more important than ever for believers to be rooted in the truth of Scripture.
PRACTICAL STEPS
TOWARD A BIBLICAL REVIVAL
The good news is that we can address biblical illiteracy within the church by taking intentional steps toward cultivating a hunger for God’s Word.
1. PERSONAL COMMITMENT TO BIBLE STUDY
The first step toward reversing biblical illiteracy starts with individual commitment. Each believer must take responsibility for their own spiritual growth by making Bible reading and study a regular part of their daily life. Setting aside time each day to engage with Scripture—whether through Bible reading plans or group studies—will foster a deeper understanding of God’s Word. As Christians immerse themselves in Scripture, their knowledge and love for the Bible will grow, allowing them to see its relevance in every aspect of life.
2. CHURCHES MUST PRIORITIZE SOUND TEACHING
3. ENCOURAGE ACCOUNTABILITY AND DISCUSSION
Small groups can be an excellent way for believers to grow together in their knowledge of Scripture. Accountability within these groups helps believers stay consistent in their Bible study. Discussing Scripture in a group setting also allows for deeper insights and shared experiences, encouraging everyone to apply biblical truths to their lives. A sense of community around the Word of God fosters spiritual growth and a greater commitment to understanding the Bible.
THE CALL TO ACTION Biblical illiteracy doesn’t have to define the future of the church in TCI. With a renewed focus on studying God’s Word—both individually and within the church community—believers can reclaim the spiritual richness that comes from knowing Scripture intimately. As we strive to grow in our knowledge of God’s Word, we will be better equipped to live out our faith, face life’s challenges, and share the hope of the Gospel with those around us.
Pastors and church leaders play a critical role in encouraging biblical literacy. Sermons must be grounded in Scripture and focus on teaching the Bible in context, avoiding messages that merely offer motivational or surface-level insights. Churches should create an environment where the study of the Bible is prioritized. Churches need to cultivate a culture where seeking biblical truth is central to the life of the congregation.
Garbage collection services stalled in Providenciales
The Environmental Health Department is pleading with residents of Providenciales to bear with them as the garbage collection services are currently experiencing some delays. The department said recent changes in the garbage collection services are due to a transition phase which has unfortunately led to some delays in waste collection over the past few weeks, resulting in a temporary increase in waste pileups in communities.
“We understand the inconvenience that this has caused and sincerely apologise for the disruption.
“As we work diligently to clear the backlog, we kindly request residents to ensure that their waste is stored properly to facilitate efficient and safe collection.”
The department has since outlined a few steps residents can take to maintain cleanliness in communities Residents are urged to
report all uncollected waste to the Environmental Health Department via email, telephone or by visiting the office. Use Durable Bags: all garbage should be placed in bags to prevent tearing and spillage into the environment. Secure Garbage Storage: bags should be secured in a proper garbage storage bin or a constructed garbage hut capable of holding up to two weeks’ worth of waste.
They are also urging residents to ensure all waste is placed in a
location that is easily accessible for garbage collection teams.
The department said following these guidelines will not only speed up the collection process but also help prevent issues such as pests, odours, and scattered debris.
The Environmental Health Department said they are committed to restoring regular service levels as swiftly as possible. Questions can be addressed on telephone numbers 338-2143/2142.
Acting Premier issues stern warning: Complacency not an option in hurricane season
In the wake of Hurricane Oscar’s rapid development, Acting Premier Jamell Robinson delivered a pointed message to residents, stressing that complacency is not an option during hurricane season.
Robinson underscored the necessity of maintaining a state of readiness, emphasising the potential consequences of inadequate preparation.
“If you saw some of the live feeds from stores as well as pictures from water dispensing locations, had this been a more severe event, a number of people would have been caught, figuratively with their pants
down,” Robinson stated bluntly during a press conference on Monday, October 21, 2024.
He drew a direct link between recent supply chain disruptions, including a US port strike and the impact of Hurricane Helene on Florida, and the importance of stocking up on essential supplies well in advance.
Robinson’s remarks came as the islands were still recovering from Hurricane Oscar, which rapidly intensified from a tropical storm to a hurricane, underscoring the unpredictable nature of these weather events.
“This is why we’ve been

preaching for the last many, many, many years about the need for preparedness,” Robinson stressed. “You never know when a storm is going to form, or how quickly.”
The Acting Premier urged residents to heed the advice of officials and maintain a stockpile of essential goods, including canned goods and water, throughout the hurricane season.
“It is important that you be prepared,” he reiterated. “That’s the importance of having your stocks at least ready throughout the hurricane season.”
With the hurricane season far from over, residents must take
Impetigo
OVERVIEW
I saw 2 children with this in September. Impetigo is a common and highly contagious skin infection that mainly affects infants and young children. It usually appears as reddish sores on the face, especially around the nose and mouth and on the hands and feet. Over about a week, the sores burst and develop honeycoloured crusts. Some parents try to treat on their own with Vaseline, or an ‘ointment’, but the sores keep popping up on different parts of the child’s body and they seek medical care when the child is covered with sores.
SYMPTOMS
The main symptom of impetigo is reddish sores, often around the nose and mouth. The sores quickly rupture, ooze for a few days and then form a honey-coloured crust. Sores can spread to other areas of the body through touch, clothing and towels. Itching and soreness are generally mild. A less common form of the condition called bullous impetigo causes larger blisters on the chest and back of infants and young children. Ecthyma is a serious form of impetigo that causes painful fluid- or pus-filled sores.
CAUSES
Impetigo is caused by bacteria, usually staphylococci organisms.
You might be exposed to the bacteria that cause impetigo when you come into contact with the sores of someone who’s infected or with items they’ve touched such as: clothing, bed linen, towels and even toys.
RISK FACTORS
Factors that increase the risk of impetigo include:
• Age. Impetigo occurs most commonly in children ages 2 to 5.
• Close contact. Impetigo spreads easily within families, in crowded settings, such as schools and day care, and from participating in sports that involve skin-to-skin contact. Impetigo infections are more common in warm, humid weather.
• Broken skin. The bacteria that cause impetigo often enter the skin through a small cut, insect bite or rash. Other health conditions. Children with other skin conditions, such as atopic dermatitis (eczema), are more likely to develop impetigo.
• Older adults, people with diabetes or people with a weakened immune system are also more likely to get it.
COMPLICATIONS
Impetigo typically isn’t dangerous. And the sores in mild forms of the infection generally heal without
the necessary steps to ensure their safety and well-being in the face of potential future storms, the Acting Premier stressed.
“We are not out of the hurricane season as yet,” he warned. “Please, by all means, try as best as possible to stay prepared.”
scarring.
Rare, complications of impetigo include:
• Cellulitis. This potentially lifethreatening infection affects the tissues underlying the skin and eventually may spread to the lymph nodes and bloodstream.
• Kidney problems. One of the types of bacteria that cause impetigo can also damage the kidneys.
• Scarring. The sores associated with ecthyma can leave scars.
PREVENTION
Keeping skin clean is the best way to keep it healthy. It’s important to wash cuts, scrapes, insect bites and other wounds right away.
TO HELP PREVENT IMPETIGO FROM SPREADING TO OTHERS:
• Gently wash the affected areas with mild soap and running water and then cover lightly with gauze.
• Wash an infected person’s clothes, linens and towels every day with hot water and don’t share them with anyone else in your family.
• Wear gloves when applying antibiotic ointment and wash your hands thoroughly afterward.
• Cut an infected child’s nails short to prevent damage from scratching.
• Encourage regular and thorough handwashing and good hygiene in general.
• Keep your child with impetigo home until your doctor says they aren’t contagious.
TREATMENT
Impetigo is treated with prescription antibiotic ointment or cream applied directly to the sores two to three times a day for five to 10 days. Before applying the medicine, soak the area in warm water or apply a wet cloth compress for a few minutes. Then pat dry and gently remove any scabs so the antibiotic can get into the skin. Place a non-stick bandage over the area to help prevent the sores from spreading. For ecthyma or if more than just a few impetigo sores are present, your doctor might prescribe antibiotics taken
by mouth. Be sure to finish the entire course of medication even if the sores are healed.
WHEN TO SEE A DOCTOR?
If you suspect that you or your child has impetigo, consult your family doctor, your child’s paediatrician or a dermatologist.
CONCLUSION
Impetigo is an infection that is most often mild but very contagious. Leave children at home when they have symptoms until their doctors give clearance to go to school. Apply preventive measures to limit the spread of the disease. Go to see your children’s doctor when you see such symptoms, because many other diseases have similar lesions. Treatment is with topical and oral ANTIBIOTICS prescribed by a doctor.
Herbs and cherry tomatoes
If, like me, you love cooking, there is nothing more pleasant than having herbs on hand to cook. When on vacation you are lucky enough to have a place to cook, even if the space is limited, and there are fresh herbs in addition, it will be an extra star for your rental accommodation, as I mentioned before, it is the details that make the difference, even a single pot with fresh basil will satisfy a client, plus it is less than nothing to grow.
In the kitchen, it is always nice to have good herbs on hand to enhance a dish. However, they can sometimes be expensive in the grocery store on Island. That is why growing them at home or in your rental accommodation, on your balcony or in your garden, is a good way to save money, but above all to always have what you need at a glance! Here few tips:
Opt for plants if you are a beginner: Seedlings may be less expensive, but they are more difficult to succeed if your knowledge of herbs is slim. If you are a beginner, buy plants instead that you will then plant in your flower beds or planters. You can bring seeds with you when you travel outside, or you can get them from the Sunshine Nursery in Gracebay, and they just received some fresh herbs ready to be planted. I would advise you not to bring them in containers though, unless the container is refrigerated, seeds do not keep well in the heat, so a container that spends a few days in the heat is likely to be a failure to grow.
Group herbs that have the same

requirements together: Just like humans, not all herbs get along well. It is therefore important to place them well in the space so that there is no quarrel. For example, tarragon, parsley, chives and coriander coexist well, because they need fresh soil and sun. Mint, on the other hand, takes up more space that it is better to leave it alone in a pot. Note that herbs also coexist really well with vegetables. Basil loves tomatoes, beans and peppers.
Don’t “smother” your plants: People often tend to use small pots to grow herbs. This has the effect of restricting growth. It is therefore advisable to buy 12 inch pots (3 gallons). You should also be careful not to use too large of a pot, as this will cause too many roots to form, which is not good.
Make sure the “drainage” is good: When planting your herbs
in a pot or planter, first make sure that the pot has holes in it. Then add drainage material such as rocks (or even corks, it will be lighter) to the bottom of the pot. Ideally, 20% of the space should be occupied by drainage material. This simple drainage technique will prevent your roots from rotting.
Pay special attention to basil: Although basil is quite easy to grow, it must be monitored because it needs a lot of water. You must also be careful not to leave it in direct sunlight for too long, as it risks burning.
Water potted plants often: The soil in potted plants will dry out much more quickly than soil. It is therefore important to water them frequently. It is also preferable to water in the morning to give the plants time to absorb the water before being exposed to the sun.
Opt for organically grown plants: Organically grown herbs may be a little more expensive, but they will be much tastier once they are on your plate!
Cherry tomato: If you don’t have much experience in gardening, this is the perfect opportunity to introduce you to it, because it’s easy and fun to grow. The balcony or terrace are beautified with pretty tomato plants, and all it takes is regular watering to obtain the delicious fruits.
Tomatoes need plenty of sun to grow. Remember to position your pot so it gets sun! Fill the pot that will receive the cherry tomatoes with potting soil, making sure to use a rich, good quality potting soil. You can mix the potting soil with garden soil, in small quantities. When the plant grows you can put a stake and tie it gradually to the stake, personally I let them fall naturally from the pot. The tomato plant is a self-pollinating plant which means that it reproduces by self-fertilization, because of its hermaphrodite flowers with female and male organs in the same flower. But you still need pollinating insects as messengers by allowing the pollen to escape and pollinator the wind also accomplishes this mission, oh beautiful nature, but sometimes nature needs a little help, just like people. So when pollinators and wind are lacking or do not do their job well enough, pollination is done poorly, the doctor in you must then intervene by shaking the stems very lightly to create vibrations that will release the pollen so that it falls back onto
the pistil of the flowers. Or you can do the job with a small paint brush by brushing one flower to another.
And here is my very simple and oh so delicious recipe:
● Fresh pasta (or not)
● Olive oil and nothing but olive oil
● 2 (or more) cloves garlic
● Fresh cherry tomatoes
● Fresh basil
● Mozzarella cheese
● Grated parmigiano cheese
● Red pepper flakes (optional)
PREPARATION:
Cook your pasta al dente; Meanwhile, in a frying pan, brown the pressed garlic in olive oil; Add the fresh tomato cherry, chop a few basil leaves, do the same;
Let cook for a few minutes, add a little water if necessary, salt, peper and red pepper flakes (optional); Drain the pasta, add it to the frying pan and stir well; Add the mozzarella (let it melt a little bit);
Serve and add fresh basil and parmigiano to each plate. Enjoy!

TCI represented at Disability Conference in Grenada
Director of Special Education Needs, Dr Anya Malcolm-Gibbs recently attended the inaugural Caribbean Disability Conference, an opportunity to share best practices and challenges facing the region as a whole.
The event was held in Grenada from October 10 to 13, bringing together leaders, advocates, and educators from across the region to address critical issues surrounding inclusion and support for persons with disabilities.
Dr Malcolm-Gibbs had the opportunity to share key insights and initiatives currently being
implemented in the Turks and Caicos Islands.
The conference served as a collaborative platform for discussing regional challenges, best practices, and policies aimed at advancing the rights and well-being of individuals with disabilities.
Participants came from countries such as the Bahamas, Belize, Guyana, Trinidad and the Cayman Islands.
The event offered a wealth of shared experiences and learning opportunities, Dr MalcolmGibbs said.
“It was an invaluable
opportunity to highlight the work we are doing in special education, especially in the areas of inclusive teaching strategies, autism support, and advocacy for students with learning differences. In return, I was able to learn from the approaches being used by other countries, many of which have valuable lessons for us as we continue to enhance our programs.”
Commenting on the pivotal event, Cherylann Jones, Permanent Secretary for Education, noted that human capital development remains a
crucial focus for the Ministry.
“This pillar supports our efforts to build capacity and improve service delivery. Participation in this conference will enable the Ministry to achieve our human development objectives, and we eagerly anticipate the knowledge transfer that will occur among Dr Malcolm-Gibbs and her team.”
The conference featured key discussions on topics such as education, advocacy, disability laws, and overcoming barriers to inclusion.
The sessions focused on fostering collaborative approaches to address challenges
faced by persons with disabilities and promote greater inclusion within the Caribbean.
Minister for Education, Hon. Rachel Taylor stated the conference has been a significant milestone in advancing inclusivity across the region.
“I am proud that our country was represented in these crucial discussions, which will shape the future of support for persons with disabilities in the Caribbean.”
She said the conference not only highlights the importance of collaboration but also strengthens collective commitment to creating inclusive societies.

IMF cuts Bahamas 2024 GDP growth below 2%
The Bahamas was last night urged to identify its “future economic drivers” after the International Monetary Fund (IMF) slashed its 2024 growth projection for this nation to less than 2 percent.
The Fund, in unveiling its latest World Economic Outlook this week, cut this year’s gross domestic product (GFDP) growth forecast for The Bahamas by 40 basis points compared to the projection it gave almost 12 months - reducing it from 2.3 percent to 1.9 percent. And it also trimmed this nation’s projected 2025 growth from 1.8 percent to 1.7 percent, with 2029’s output expansion pegged at 1.5 percent.
The revised IMF forecast knocks around $56m off the Bahamian economy’s forecast expansion in 2024, based on figures provided in the 2024-2025 Budget. Gowon Bowe, the Clearing Banks Association’s chairman, last night told Tribune Business that the changed figures are not surprising given that annual GDP growth rates were always predicted to slow once the economy had completed its post-COVID rebound.
Conceding that the numbers are just forecasts, and warning against getting “too high on the highs and too low on the lows”, he nevertheless said the key issue remains identifying a new Bahamian economic growth driver either within this nation’s traditional industries such as

tourism or new sectors.
While government policies may have played a role, Mr Bowe said much of the post-COVID rebound was the economy reflating “to where we were before” as it opened up and pandemic-related restrictions were eased.
“A more sensible conversation is saying: ‘What are the factors leading to increased growth?’,” he added. “We’ve not identified future economic drivers inside or outside tourism. Nothing comes to mind. That’s what the Government of the day has to answer: What is it that we expect to drive this growth you are talking about?”

Bahamas: Family Island populations see significant decline
BAHAMIANS left the Family Islands in droves over the past decade, according to official data from the Bahamas National Statistical Institute (BNSI), which presented the official 2022 census of the Bahamas population and housing.
The 2022 census also revealed that the population growth rate had slowed significantly over the past few decades, so while the total population is increasing, the percentage increase has steadily declined.
“The 2022 Census recorded the lowest growth rate in the past 52 years – 1.2 percent,” said BNSI Assistant Director Kim Saunders.
“New Providence accounted for 75 percent of the population,
compared to 70 percent in 2010,” she added as she and BNSI Assistant Director Kimberly Rolle presented the data.
New Providence status as the most crowded island showed no signs of ending, with population density surging to 3,709.2 persons per square mile — a 20.5 percent increase since 2010.
Ms Rolle noted Bimini and the Berry Islands experienced similar increases in population density.
The national population density climbed from 65.3 persons per square mile in 2010 to 74.0 in 2022.
Grand Bahama and Abaco saw significant population declines over the past decade. Grand
1.5 percent for 2029.
“Although we acknowledge that even slight economic growth is a good thing, these changes raise significant and ongoing concerns about the direction of our country’s economy. The revisions downwards show that we are not on a strong and solid economic path, and that numerous Bahamians continue to encounter difficulties in their day-to-day lives.
“These forecasts emphasise the critical necessity for a forwardthinking economic plan. It is evident that the current PLP strategy does not instill the trust and drive necessary for strong growth. Our economy’s growth is not meeting the long-term demands of our country.”
to a Tribune Business message seeking comment before press time last night. However, the Opposition argued that the revised IMF numbers “raise significant and ongoing concerns” about the economy’s direction and signal “we are not on a strong and solid economic path”.
Kwasi Thompson, the Opposition’s finance spokesman and east Grand Bahama MP, said: “The Opposition notes the most recent forecasts from the International Monetary Fund (IMF) showing a decrease in the Bahamas’ GDP growth projections - from 2.3 percent to 1.9 percent for 2024, and from 1.8 percent to 1.7 percent for 2025, remaining at
The IMF is thus projecting that The Bahamas will return to what Mr Bowe described as the “lethargic” historical annual GDP growth it endured between the 2008-2009 financial crisis and COVID of between 1-1.5 percent.
Asserting that The Bahamas should “certainly take note” of the IMF revisions, he added that they come as no surprise given that both credit rating agencies, Moody’s and Standard & Poor’s (S&P), have trimmed their own forecast for this nation while the Central Bank has also been subtly signalling GDP expansion this year may be less than 2 percent.
S&P, in its recent Bahamas country assessment, said: “The
Bahamas’ economy grew in 2023 at a more subdued pace, with GDP growth at 2.6 percent, given the dissipation of pent-up demand following the pandemic.
“However, The Bahamas’ tourism sector continued to perform very well, largely driven by a new cruise terminal in Nassau that opened in May 2023. Total arrivals in 2023 were 9.6m, compared with seven million the year before, which is about 132 percent of 2019 levels.
“We expect growth in 2024 to return to 1.8 percent, accounting for a soft landing in the US. GDP per capita is estimated at $36,490. The number of inbound arrivals reached 5.7m in the first half of the year, compared with five million during the same period in 2023,” S&P added.
“Despite good growth over the past two to three years, we expect growth to return to historical levels, which underpins our view of the sovereign’s below-average long-term growth performance compared with that of others at a similar level of development.”
Moody’s, meanwhile, in a note published last week, said: “The credit profile of The Bahamas is supported by the country’s ‘ba2’ economic strength, reflecting the Bahamian economy’s small size, subdued growth outlook dependent on tourism, high income levels and exposure to climate event risk.”
(Tribune242)
The 2022 Census recorded the lowest growth rate in the past 52 years
Bahama’s 2022 population was 46,740, a decrease of roughly 4,600 compared to 2010, while Abaco saw a drop from 17,224 to 16,695 in 2022.
While some Family Islands saw growth in their populations, Ms Saunders pointed out that “the other Family Islands accounted for
nine percent of the total population in 2022, compared to 12.5 percent in 1990.”
Small Family Islands also faced population decreases, with Mayaguana leading the decline, losing 26.7 percent of its population, followed by Ragged Island with a 22.2 percent drop.
Other significant declines appeared in Crooked Island, Inagua, Long Island, San Salvador, Rum Cay, and Spanish Wells. Despite minor population growth in islands like Acklins and Eleuthera, the data shows the Family Islands’ share of the national population continues to shrink.

Lorna Smith fired as BVI’s Deputy Premier
There’s a major political shakeup in the British Virgin Islands Government as Premier Dr Natalio Wheatley has fired his deputy, Lorna Smith.
In an address this morning, Wheatley announced Smith, who was also the Minister for Financial Services, Labour and Trade, will be replaced by opposition member and representative for the Third Electoral District, Julian Fraser.
Apart from the Deputy Premier role, Fraser will be the Minister for Environment, Natural Resources and Climate Change and he will also be responsible for labour and immigration.
Wheatley added that Fraser remains the Chairman of the Progressives United despite entering an alliance with the Virgin Islands Party where he was a member for several years.
Smith’s role as Minister of
Financial Services and Trade has been added to Wheatley’s lengthy portfolio, which also includes responsibility for agriculture.
Rumours have circulated that Wheathley and Smith frequently clashed after she joined him to form a government following the 2023 general election, where she won a Territorial At-Large seat in Parliament on a National Democratic Party ticket before crossing the floor.
Many had speculated that Smith would have sided with the opposition in a No Confidence Motion against Wheatley and his government.
The premier, while not addressing the rumours directly, explained his firing of Smith, was a “necessary change to the composition of the government that provides my administration with political stability and a wealth of
Hurricane Oscar leaves at least six dead in Cuba
At least six people have died as a result of Hurricane Oscar in Cuba, the country’s president, Miguel Díaz-Canel, has confirmed.
Oscar made landfall as a category one hurricane near the city of Baracoa in eastern Cuba on Sunday afternoon local time before weakening to a tropical storm.
The province of Guantánamo was the worst hit, with more than 1,000 homes damaged by heavy rains and strong winds.
The hurricane made landfall during an island-wide power cut which left around 10 million Cubans in the dark.
President Díaz-Canel said that, as of the early hours of Tuesday, there were still areas which remained inaccessible following Oscar’s passing.
He added that rescue workers were doing their best to reach those cut off.
The president said that “the municipalities of San Antonio and Imías have been heavily battered by this event and there have even been levels of flooding that were not historically recorded in these two areas”.
The six fatalities were all recorded in San Antonio, but so far no details have been given
knowledge and experience which will serve us well over the course of the remainder of this House of Assembly.”
“Political stability is critical at this time to ensure we finalise completion of governance reforms, effectively address the recommendations of the mutual evaluation report, continue to rebuild our infrastructure with the loan funds now secured for hurricane recovery, accelerate the growth and diversification of our economy, improve health care,
as to how they died.
Meteorologists have warned that Oscar could cause localised flash flooding across southeastern Bahamas and the Turks and Caicos Islands on Tuesday as it moves north-eastward.
Some Cubans living in areas where power has still not been restored have taken to the streets in a rare show of open dissent in a country where unauthorised protests are banned and can land protesters in jail.
Banging pots and pans, they chanted: “Turn on the lights.”
While power cuts are not unusual in Cuba, the failure of its biggest power plant last week triggered a chain reaction which saw the nation plunged into darkness.
President Díaz-Canel blamed the situation on a tightening of the decades-long US trade embargo.
He also said that the Cuban state would not rest until power was restored.
But on Monday night those living in neighbourhoods still without power said they were fed up.
“We have been without electricity since Friday,” one man told the Reuters news agency.
education and security, pursue sustainable development, build climate resilience and prepare for constitutional negotiations with the United Kingdom.”
Wheatly said he had a “heavy heart” removing Smith, who is the wife of former Premier Orlando Smith, from his cabinet as she “was a very capable minister.”
“However, she did not give me the confidence that she would remain with my administration for the duration of this term, and this left room for uncertainty and political
instability, which we cannot afford at this time. We must ensure that the Order in Council is lifted, we repair our infrastructure, deliver public services at a much higher level, grow our economy, and continue to build a sustainable nation.”
Wheathley said Fraser will be a valuable addition to his cabinet as he brings over 25 years of experience. The premier said this experience will be vital in his government’s negotiations with the United Kingdom for more autonomy. (Loopnews)
Jobs growth continues in Bermuda but still below pre-pandemic
Bermuda’s job market showed positive growth in 2023, with 952 new positions added across various sectors, bringing total employment to 32,866, the country’s Economy and Labour Minister Jason Hayward revealed in an address to the Sandys Rotary Club.
“Despite this 3 per cent increase, we remain 1,512 jobs below pre-pandemic levels, which underscores the ongoing need for proactive labour policies,” Hayward said.
The tourism sector led the job
growth, with Accommodation and Food Service adding 402 positions, a 12.2 per cent increase to reach 3,699 jobs.
International Business, a cornerstone of Bermuda’s economy, grew by 5 per cent, creating 233 new positions and bringing the sector’s total to 4,927 jobs. The Professional, Scientific, and Technical Activities sector also showed strong growth, adding 144 jobs for a 6.4 per cent increase to 2,377 positions.
Employment increased across all age categories, with workers
levels
aged 65 and older seeing the highest growth at 6.3 per cent. Bermudian employment grew by 0.5 per cent, adding 121 jobs, with locals now holding 68 per cent of all positions.
Addressing workforce challenges, Hayward emphasized the importance of local talent retention. “A strong local workforce is vital not only for economic stability, but also for nurturing community ties and preserving the unique cultural identity of Bermuda,” he said. (Loop News)
Commonwealth leaders to defy UK on slavery reparations
Commonwealth heads of government are preparing to defy the United Kingdom and agree plans to examine reparatory justice for the transatlantic slave trade, the BBC has learned.
Downing Street insists the issue is not on the agenda for the summit of 56 Commonwealth countries, which begins in the Pacific island nation of Samoa on Friday.
But diplomatic sources said officials were negotiating an agreement to conduct further research and begin a “meaningful conversation” about an issue which could potentially leave the UK owing billions of pounds in reparations.
Frederick Mitchell, foreign minister of the Bahamas, told BBC Radio 4’s Today programme: “Once you broach the subject it may take a while for people to come around but come around they will.”
Reparatory justice for slavery can come in many forms, including financial reparations, debt relief, an official apology, educational programmes, building museums, economic support, and public health assistance.
The current text of the draft summit communique – made known to the BBC – says: “Heads, noting calls for discussions on reparatory justice with regard to the transatlantic trade in enslaved Africans and chattel enslavement… agreed that the time has come for a meaningful, truthful and respectful conversation towards forging a common future based on equity.”
It says the heads of government would play “an active role in bringing about such inclusive conversations addressing these harms” and that they agreed “to prioritise and facilitate further and additional research on the
transatlantic trade in enslaved Africans and chattel slavery that encourages and supports the conversations and informs a way forward”.
The text – which could still change once Commonwealth leaders arrive – has been hammered out by diplomats ahead of the summit. British officials succeeded in blocking a plan for an entirely separate declaration on the subject.
The UK did not want any language in the communique about reparatory justice, but at the moment it is having to accept it will include three full paragraphs setting out the Commonwealth’s detailed position.
Officials from Caricom, the body that represents Caribbean countries, have sought to broaden the issue so that it encompasses not just the slave trade across the Atlantic but also the Pacific.
The draft communique says a majority of member states “share common historical experiences in relation to this abhorrent trade, chattel enslavement, the debilitation and dispossession of indigenous people”. It also refers directly to practices known as “blackbirding”, where Pacific islanders were tricked or kidnapped into slave or cheap labour in colonies throughout the region.
Diplomats said the expectation now was that reparatory justice would be a central focus of the agenda for the next Commonwealth summit in two years’ time in the Caribbean, possibly Antigua and Barbuda.
In the run-up to this year’s summit, there have been growing calls from Commonwealth leaders for the UK to apologise and make reparations worth trillions of
pounds for the country’s historic role in the slave trade.
A report published last year by the University of West Indies - backed by Patrick Robinson, a judge who sits on the International Court of Justice - concluded the UK owed more than £18tn in reparations for its role in slavery in 14 Caribbean countries.
Last weekend the prime minister of the Bahamas, Philip Davis, used a visit by Foreign Office minister Baroness Chapman to tell her the fight for reparations was far from over.
Bahamas foreign minister Frederick Mitchell told BBC Radio 4’s Today programme: “The word is apologise, that’s the word.” He said for the Commonwealth gathering, “it’s a simple matter –it can be done, one sentence, one line.”
Asked how much reparations
‘We can’t change our history’ on slave trade - PM
The UK “can’t change our history “, Prime Minister Sir Keir Starmer has told the BBC when asked about paying reparations to countries impacted by the transatlantic slave trade.
His comments come after diplomatic sources told the BBC that Commonwealth heads of government want to start a “meaningful conversation” about an issue that could mean the UK paying billions of pounds for its historical role in the trade.
Sir Keir, who is currently in Samoa for a meeting of Commonwealth countries, said the trade was “abhorrent” and that it was important to “talk about our history”.
Chancellor Rachel Reeves ruled out making payments, in an interview earlier on Thursday, saying “that’s not something that
this government is doing”.
Sir Keir said the focus should be on “today’s challenges” including resilience in the face of climate
should amount to, Mr Mitchell said it was not just a matter of money but of “respect, acknowledging the past was a wrong that needs to be corrected”.
He said member countries “want the conversation to start” but “there appears to be even a reluctance to have the conversation”.
Culture Secretary Lisa Nandy said the UK had heard calls for slavery reparations “loud and clear” but that prime minister was “right” to “focus on the future”.
A UK government spokesperson said they would not comment on the leak to the BBC, but added: “Reparations are not on the agenda for the Commonwealth Heads of Government meeting. The government’s position has not changed – we do not pay reparations.
“We are focused on using the summit at [the Commonwealth Heads of Government Meeting] to discuss the shared opportunities which we can unlock across the Commonwealth – including securing more economic growth.”
It is understood the Downing Street position – that reparatory justice is not on the agenda – while technically correct, has angered some Caribbean ministers when it was obvious the issue would be discussed at the summit.
The BBC understands that the tenor and tone of language from the UK government has contributed to “irritating even more” some members who might not have expected the UK to change its view and “suddenly start shelling out a lot of money”.
Sir Keir Starmer landed in Samoa late on Wednesday UK time, becoming the first sitting prime minister to visit a Pacific island nation.
Speaking to reporters en route, he said he wanted to discuss current challenges with Commonwealth leaders, especially climate change, rather than issues of the past.
change and boosting trade between Commonwealth nations.
He added he wanted to help member countries work with international financial institutions to “unlock money that might help them” in relation to climate change.
Leaders from 56 countries are attending the Commonwealth Heads of Government Meeting taking place in Samoa on Friday and Saturday.
Commonwealth leaders are expected to defy the UK and debate ways of securing reparations for historical slavery. At its height, Britain was the world’s biggest slave-trading nation. Downing Street has the issue is not on the agenda for the summit.
“What they’re most interested in is, can we help them working with, for example, international financial institutions on the sorts of packages they need right now in relation to the challenges they’re facing,” he said.
“That’s where I’m going to put my focus - rather than what will end up being very, very long endless discussions about reparations on the past.
“Of course, slavery is abhorrent to everybody; the trade and the practice, there’s no question about that. But I think from my point of view… I’d rather roll up my sleeves and work with them on the current future-facing challenges than spend a lot of time on the past.”
UK: Chancellor to change debt rules to release billions
The government will change its self-imposed debt rules in order to free up billions for infrastructure spending, the chancellor has told the BBC.
Rachel Reeves said that she would make a technical change to the way debt is measured which will allow it to fund extra investment.
She said this was being done “so that we can grow our economy and bring jobs and growth to Britain”. However, Reeves’ first Budget next week is still expected to mean some cuts to public services and tax rises.
The government has committed to get debt falling as share of the economy during the course of this Parliament, rather than over a rolling five-year period.
But the wider debt measure is expected to allow for up to £50bn more borrowing to invest in big building projects such as roads, railways or hospitals, although not all of this is expected to be allocated at the Budget.
“We will be changing the measure of debt,” Reeves told the BBC, adding that she will set out the details of that on 30 October.
She said the Treasury would “be putting in guard rails” on investment spending by having the National Audit Office and the Office for Budget Responsibility, the
government’s financial watchdog, “validating the investments we’re making to ensure we deliver that value-for-money”.
Reeves added having such oversight would also “give markets confidence that there are rules around the investments we can make as a country”.
Shadow chancellor Jeremy Hunt said the “consistent advice I received from Treasury officials was always that increasing borrowing meant interest rates would be higher for longer – and punish families with mortgages”.
“The markets are watching,” he added.
However, a Labour spokesperson said the party “will not take any lectures from the Tories on how to run the economy” citing former Prime Minister Liz Truss’s mini-budget which caused market turmoil.
“It was Liz Truss and the Conservatives that crashed the economy, which sent mortgages soaring and left the British people worse off,” the spokesperson said.
It is understood the extra room for manoeuvre for spending on investment projects will not be able to be used for extra day-today spending or to reduce planned Budget tax rises.
The chancellor also said she will confirm a tighter rule on spending
on welfare, in government departments, and on debt interest.
That rule “is the one that really binds, and it’s hard to meet, and that will require difficult decisions on spending, welfare and taxation,” she said.
Reeves added it was important for the government to “get a grip on day-to-day spending” by making sure it was paid for through tax receipts and by reforming public services to make them more productive.
Doing that, and giving “certainty and clarity” to financial markets, would “free up” investment cash to “bring good jobs” to the UK.
‘PATH OF DECLINE’
The chancellor said she intended to reverse what she called “the path of decline” that she says she has inherited from the previous Conservative administration.
She suggested this would have seen a fall in government investment from 2.6% of the share of the economy last year to 1.7% by 2028-29, or £20bn a year in cash terms.
“If we continued on that path, we’d miss out on other opportunities, and other countries would seize them,” she said.
“We need to invest more to grow our economy and seize the huge opportunities there are in
it to fund extra investment
digital, in tech, in life sciences, in clean energy, but we’ll only be able to do that if we change the way that we we measure debt,” she said at a meeting at the International Monetary Fund (IMF) in Washington DC.
The Treasury had already signalled that a rule change was likely ahead of the Budget.
The chancellor cited top economists as backing the move, including both the former governor and chief economist of the Bank of England, Mark Carney and Andrew Haldane, as well as former Conservative Treasury minister Jim O’Neill.
She also referred to the words of a top IMF official overnight.
The organisation’s first deputy
managing director Gita Gopinath backed greater investment, speaking to the BBC: “I just want to emphasize again, that public investment is needed in the UK.
“If you compare the UK to G7 countries, investment has fallen short, and so that spending will have to take place alongside having the kind of rules that stabilizes debt over the next five years.”
But writing in The Times newspaper last week, Paul Johnson, director of the Institute for Fiscal Studies think tank, said that using a broader debt measure called public sector net financial liabilities could have downsides, including potentially spooking financial markets, which fund the government’s borrowing. Why Harris moved from ‘joy’ to calling Trump ‘a
On Wednesday afternoon, Kamala Harris stood in front of the vice-presidential residence in Washington DC, and delivered a short but withering attack on her Republican presidential opponent.
Calling Donald Trump “increasingly unhinged and unstable”, she cited critical comments made by John Kelly, Trump’s former White House Chief of Staff, in a New York Times interview.
The vice-president quoted Kelly describing Trump as someone who “certainly falls into the general definition of fascists” and who had spoken approvingly of Hitler several times.
She said her rival wanted “unchecked power” and later, during a CNN town hall event, was asked point-blank if she believed he was a “fascist”. “Yes, I do,” she replied.
Shortly after the town hall finished, Trump posted on X and Truth Social that Harris’s comments were a sign that she was losing. He
said she was “increasingly raising her rhetoric, going so far as to call me Adolf Hitler, and anything else that comes to her warped mind”.
In the home stretch of political campaigns - particularly one as tight and hard-fought as the 2024 presidential race - there is a natural tendency for candidates to turn negative. Attacks tend to be more effective in motivating supporters to head to the polls and disrupting
the opposing campaigns.
For Harris, however, the heavier hand toward Trump stands in contrast to the more optimistic, “joyful” messaging of the early days of her campaign.
While she did warn at the Democratic convention of a Trump presidency without the guardrails, Harris largely stepped back from President Joe Biden’s core campaign message that Trump
posed an existential threat to American democracy.
According to political strategist Matt Bennett of the centrist Democratic group Third Way, however, it is clear why Harris was quick this time to amplify Kelly’s dark portrait of Trump as a man with authoritarian tendencies.
“Everything she does now is tactical,” he said. “The imperative was to make sure as many voters as possible know about what Kelly said.”
The vice-president’s latest remarks come on the heels of a multi-week strategy by her campaign to appeal to independent voters and moderate Republicans who could be open to supporting the Democratic ticket. Polls suggest the race is extremely tight, with neither candidate having a decisive lead in any of the battleground states.
The suburbs around the biggest cities in key battleground states –Philadelphia, Detroit, Milwaukee and Phoenix, for instance
fascist’
– are populated by collegeeducated professionals who have traditionally voted for Republicans but who polls indicate have doubts about returning Trump to the White House.
“Her case for how she wins this thing is to create as broad a coalition as possible and bring over disaffected Republicans - people who just don’t feel that they can vote for Trump again,” Mr Bennett said.
Devynn DeVelasco, a 20-yearold independent from Nebraska, is one of those who had already been convinced by the long list of senior Republicans who worked for thenPresident Trump but now say he is unfit for office.
Although she hopes some Republicans will join her in supporting Harris, she worries there is fatigue around the claims made about the former president.
“When these reports [about Kelly’s comments] came out I wasn’t shocked, it didn’t change much,” Ms DeVelasco told the BBC.

Weinstein is diagnosed with cancer, source says
Harvey Weinstein has been diagnosed with bone cancer, a source close to the incarcerated producer tells CNN.
Weinstein’s specific diagnosis is chronic myeloid leukemia, a form of cancer of the bone marrow, the source says, adding that he is undergoing treatment at Rikers Island in New York.
Weinstein’s longtime spokesperson, Juda Engelmayer, declined to comment on Weinstein’s diagnosis. His attorney, Arthur Aidala, did not immediately respond to CNN’s request for comment.
Weinstein’s prison consultant and authorized legal health care representative in New York
state, Craig Rothfeld, shot down speculation regarding Weinstein’s diagnosis.
“It is both troubling and unacceptable that such private and confidential health matters have become
LABOURER AND DOMESTIC WORKER
a subject of public discourse. Out of respect for Mr. Weinstein’s privacy, we will offer no further comment,” Rothfeld told CNN in a statement.
The diagnosis was first reported by NBC News.
Chronic myeloid leukemia (CML) is a rare type of cancer that forms in the bone marrow before spilling into the blood. It is a slowgrowing type of leukemia that can turn acute if not treated quickly with targeted therapy, according to the American Cancer Society.
Because CML is not as common as other blood diseases, scientists have taken years to develop, test and streamline treatments for the cancer, the society says. Roughly 15% to 30% of people with CML go on to develop acute myeloid leukemia. CML also
typically affects more men than women, it says.
Last month, Weinstein underwent emergency heart surgery. His spokesperson told CNN at the time that he was rushed to Bellevue Hospital in New York for the procedure and was released shortly after.
“As we have extensively stated before, Mr. Weinstein suffers a plethora of significant health issues that need ongoing treatment,” Weinstein’s representatives said in September.
One week after he was released following heart surgery, Weinstein attended a court hearing where he pleaded not guilty to one count of a criminal sex act in the first degree after he was indicted on a new charge by a grand jury earlier in the month.
Earlier this year, an appeals court overturned Weinstein’s 2020 conviction, which was a pivotal turning point in the #MeToo movement. He is tentatively set to be retried in New York on November 12, though prosecutors have moved to combine Weinstein cases into one trial — a move to which his defense has strongly objected.
On Monday, Weinstein’s spokesperson, Engelmayer, declined to comment on whether his upcoming trial might be impacted by his cancer diagnosis. (CNN)
typed copy of The Little Prince to go on sale for $1.25m
A rare typescript of children’s story The Little Prince, one of the most translated books ever published, is set to go on sale for $1.25m (£963,313).
The typescript, which is a typed copy of a text, was produced in New York by its author, Antoine de SaintExupéry, while in exile from Nazi-occupied France in the 1940s and is one of three known to be in existence.
The copy contains handwritten notes and sketches by Saint-Exupéry. It will go on sale at the Abu Dhabi Art Festival in the United Arab Emirates in November.
Having the “typed manuscript...is an extremely rare event”, said Sammy Jay, senior literature specialist from the typescript’s seller Peter Harrington Rare
Books.
Saint-Exupéry wrote Le Petit Prince, in the original French, for children while living in exile in New York during World War Two. It was published in 1943.
He was an experienced aviator, and after writing the book, returned to Europe on a reconnaissance mission for the Free French air force fighting Nazi Germany. He disappeared on his last mission, and no one knows how or where his plane went down.
The famous work of fiction is about a pilot stranded in a desert who meets a small boy called the Little Prince who is visiting Earth. Since its publication, The Little Prince has gone on to sell millions of books around the world.

Poor sleep at age 40 linked to accelerated brain aging
Poor sleep at age 40 was associated with accelerated brain aging patterns at age 55, longitudinal data showed.
A dose-response relationship emerged between the number of poor sleep characteristics early in midlife and brain age 15 years later, reported Clémence Cavaillès, PhD, of the University of California San Francisco, and co-authors in Neurology.
People with two or three poor sleep characteristics had a brain age that was 1.6 years older than those with no more than one of six sleep characteristics assessed (ß=1.61, 95% CI 0.28-2.93). Those with more than three poor sleep characteristics had a brain age 2.6 years older (ß=2.64, 95% CI 0.594.69).
Poor sleep characteristics included short sleep duration, bad sleep quality, difficulty initiating sleep, difficulty maintaining sleep, early morning awakening, and daytime sleepiness.
Sleep disturbances have been linked with poor cognitive performance and an increased risk of dementia, including Alzheimer’s disease, Cavaillès noted.
“However, most studies involve older adults, which raises concerns given the long neurodegenerative process in conditions like

Alzheimer’s disease, where the lesions -- beta-amyloid plaques and tau tangles -- accumulate years before symptoms appear,” she told MedPage Today.
“Advanced brain aging is associated with cognitive decline and Alzheimer’s-related atrophy patterns,” Cavaillès continued. “Therefore, poor sleep may be an important target for early interventions aimed at preventing neurocognitive decline, even before amyloid and tau accumulation begins.”
Balance may provide a better measure of aging than strength or gait
How long a person can stand—on one leg—is a more telltale measure of aging than changes in strength or gait, according to new Mayo Clinic research. The study appears today in the journal PLOS ONE.
Good balance, muscle strength and an efficient gait contribute to people’s independence and well-being as they age. How these factors change, and at what rate, can help clinicians develop programs to ensure healthy aging. Individually, people can train their balance without special equipment and work on maintaining it over time.
In this study, 40 healthy, independent people over 50 underwent walking, balance, grip strength and knee strength tests. Half of the participants were under 65; the other half were 65 and older.
In the balance tests, participants stood on force plates in different situations: on both feet with eyes open, on both feet with eyes closed, on the non-dominant leg with eyes open, and on the dominant leg with eyes open. In the one-legged tests, participants could hold the leg they weren’t standing on where they wanted. The tests were 30 seconds each.
Standing on one leg— specifically the nondominant leg— showed the highest rate of decline with age.
“Balance is an important measure because, in addition to muscle strength, it requires input from vision, the vestibular system and the somatosensory systems,” says Kenton Kaufman, Ph.D., senior author of the study and director of the Motion Analysis Laboratory at Mayo Clinic. “Changes in balance
cognitive problems window, Cherbuin pointed out.
“Midlife is when accumulating damage becomes more easily detectable and it is also a period in life where risk factors for brain and cognitive aging -- such as poor mental health, stress, obesity, diabetes, hypertension, hypercholesterolemia, and sedentary lifestyle -- combine and become increasing concerns,” he said. “Consequently, good sleep quality at midlife and thereafter becomes even more important for brain health, thinking skills, and mental well-being.”
Cavaillès and colleagues used CARDIA, a long-term study of cardiovascular disease risk in young adults, to analyze baseline sleep data in 589 participants.
Good quality sleep is very important, observed Nicolas Cherbuin, PhD, of the Australian National University in Canberra, who wasn’t involved with the study.
“That’s because one of sleep’s functions is to help remove toxic substances, malformed protein, and damaged cell debris from the brain,” which is increasingly important with age, he told MedPage Today.
Other research has linked poor sleep quality in midlife with
Sleep characteristics were self-reported. Brain MRIs were obtained 15 years later and were used to determine brain age based on atrophy using a machinelearning approach.
Mean baseline age was 40.4 (±3.4) years. About half (53%) of participants were women, and 39% were Black.
Around 70% of participants reported no more than one poor sleep characteristic; 22.4% reported two or three, and 8.3% reported more than three. Compared with
participants who had one or no poor sleep characteristics, those with two or more were more likely to be Black, have hypertension or depressive symptoms, and be less educated.
After a mean follow-up duration of 15 years, the mean brain age was 54.3, and the mean chronological age was 55.3 years.
A subsample of 566 participants reported sleep information 5 years after baseline. These data showed that persistent bad sleep quality, difficulty initiating and maintaining sleep, early morning awakening, and daytime sleepiness each were associated with older brain age at the 15-year follow-up.
The findings in this study “are critical because they demonstrate that the link between sleep disturbances and brain health extends beyond older adulthood, suggesting that poor sleep in early midlife may already contribute to accelerated brain aging,” Cavaillès said.
The study had limitations, the researchers acknowledged. Sleep characteristics were self-reported and may have been misclassified. Brain age may have been influenced by unmeasured neuropathology. Because this was an observational study, a causal relationship can’t be assumed. (Medpagetoday) Balance is

The reality of breast cancer in men
A few years ago, I had a male patient who came to me complaining of breast enlargement.
At first, we thought it was a side effect of one of his medications for an enlarged prostate. But during the exam, something about one side just didn’t feel right to me.
I decided to order a mammogram to take a closer look. The results showed an abnormal spot, which led him to see a specialist.
The diagnosis for this man? Breast cancer.
Breast cancer in men can be misdiagnosed or overlooked because it’s so rare. Early detection can be lifesaving.
WHY MEN DON’T THINK ABOUT BREAST CANCER
When people think of breast cancer, most think of “pink” and breast cancer in women. But the truth is men develop breast cancer, too. Men make up about 1% of all breast cancer cases, which means 1 in 726 men will be diagnosed in their lifetimes. The diagnosis is rare in men, but that is still a lot of men getting breast cancer.
One of the biggest challenges with male breast cancer is that it often flies under the radar. Many men don’t realize they can develop breast cancer, and there are no routine screening guidelines like there are for women.
In fact, more than 40% of male breast cancer cases are diagnosed at later stages (Stage 3 or 4). As a result, men get more aggressive treatments compared with women due to a delay in diagnosis.
The symptoms can be subtle — lumps, nipple discharge, changes in the skin or swelling around
any
the breast area. If you notice any changes in those man boobs, don’t ignore them. It’s always better to get checked.
THE ROLE OF GENETICS IN MALE BREAST CANCER
Mutations in the BRCA1 and BRCA2 genes, which are more commonly associated with female breast and ovarian cancer, can increase a man’s risk for breast cancer. About 0.2% to 1.2% of men with an inherited mutated change in BRCA1 and 1.8% to 7.1% with an inherited mutated change in BRCA2 will develop breast cancer by age 70.
In contrast, about 0.1% of men in the general population will develop breast cancer by the same age. Men with BRCA2 mutations have a 7% to 8% lifetime risk of developing breast cancer, much higher than the general male
population. Therefore, men with a family history of breast cancer, especially those with BRCA mutations, should consider genetic testing and be more sensitive to any changes in their breast tissue.
THE LINK BETWEEN
BRCA AND PROSTATE CANCER
These same BRCA mutations also increase the risk of prostate cancer in men.
A young patient recently came to my office with a concern that many wouldn’t expect for his age — prostate cancer. His mother and sister had been diagnosed with breast cancer, and despite being in his mid-40s, he requested both genetic testing for the BRCA gene and a prostate-specific antigen, or PSA, blood test.
While we waited for the genetic test results, his PSA came back higher than expected. At that

position and instructed to extend their knee as forcefully as possible. Both the grip and knee strength tests were on the dominant side. Grip and knee strength showed significant declines by decade but not as much as balance. Grip strength decreased at a faster rate than knee strength, making it better at predicting aging than other strength measures.
• For the gait test, participants walked back and forth on an
8-meter, level walkway at their own pace and speed. Gait parameters didn’t change with age. This was not a surprising result since participants were walking at their normal pace, not their maximum pace, Dr. Kaufman says.
• There were no age-related declines in the strength tests that were specific to sex. This indicates that participants’ grip and knee strength declined at a similar rate. Researchers did not identify sex differences in the gait and balance tests, which suggests
that male and female subjects were equally affected by age.
Dr. Kaufman says people can take steps to train their balance. For example, by standing on one leg, you can train yourself to coordinate your muscle and vestibular responses to maintain correct balance. If you can stand on one leg for 30 seconds, you are doing well, he says.
“If you don’t use it, you lose it. If you use it, you maintain it,” Dr Kaufman says. “It’s easy to do. It doesn’t require special equipment, and you can do it every day.” (Medicalxpress)
point, the gene test became less significant. He underwent a biopsy, and the results confirmed that he had early-stage prostate cancer. So, if you have a family history of breast cancer, it’s not just the women in the family who should be aware. The men in the family need to be part of the conversation, too.
COMPARING MALE AND FEMALE BREAST CANCER
Male and female breast cancers share similarities, but there are also some key differences. Because men have less breast tissue, the cancer is often closer to the chest wall, which can affect how it spreads. The five-year survival rate for men with breast cancer is about 77.6%, compared with 86.4% in women, partly due to later diagnoses.
However, the treatments — surgery, radiation, chemotherapy — are largely the same for men and women. The big difference is awareness. There’s been a great job about raising awareness about breast cancer in women, but men are often left out of the conversation. That needs to change.
EXAMINING YOUR MAN BOOBS
There are no official guidelines for male breast self-exams, but men can take proactive steps to monitor their breast health through suggested self-exam techniques. It’s advisable to perform these exams at the same time every month — maybe the same time as your monthly testicular exam.
Begin by standing in your birthday suit (aka shirtless) in front of a mirror to inspect for any abnormalities such as swelling, lumps, dimpling or nipple changes, both with arms at your sides and raised overhead. For the manual examination, lie down with a pillow under your shoulder and the
arm of the side you’re examining behind your head.
Use the opposite hand to gently press your fingers in small circles across your entire breast area and armpit, applying various pressures, and gently squeeze the nipple to check for discharge. If you discover any changes or irregularities, consult your health care provider.
Remember, these self-exam steps are suggestions to help men identify potential issues early, as such detection can be crucial, especially for those with a higher risk due to family history or genetic factors such as BRCA mutations.
FROM LUMP TO NEXT STEPS
If an abnormality is found, the next steps typically involve a mammogram or ultrasound to assess the lump in detail. If the imaging suggests something suspicious, a biopsy will be done. During a biopsy, the breast tissue is analysed under a microscope to determine whether it is benign or malignant.
Based on the biopsy findings, your doctor may discuss the appropriate treatment options, which can include surgery, radiation or other therapies, depending on the stage and type of cancer found on biopsy and staging imaging. All these treatments are similar to what is offered females diagnosed with breast cancer.
BREAKING GENDER AND MENTAL BARRIERS
There’s an unfortunate stigma attached to men having breast cancer. Many men are embarrassed or shocked by the diagnosis, which can make them hesitant to seek help early on. But cancer doesn’t care about gender, and neither should you. Early detection is the best way to fight this disease, whatever your gender. The key is being open about it.
WHAT MEN CAN DO PROACTIVELY
The most important thing men can do is pay attention to their bodies. If you notice any lumps, pain, swelling or changes in your breast or chest area, don’t ignore it. Talk to your doctor. And if you have a family history of breast or prostate cancer, consider genetic testing. Breast cancer in men is rare, but that doesn’t mean it’s any less serious. By raising awareness during Breast Cancer Awareness Month, breaking down stigmas and encouraging men to talk to their doctors, we can help catch cancer early and help men live longer. High intensity exercise can be used ‘like a drug’ to suppress appetite in women, study finds
Intense exercise can be used “like a drug” by women to suppress hunger levels, a study suggests.
An experiment found that highintensity physical activity led to reductions in levels of a hormone called ghrelin, which is produced by the stomach and increases appetite.
Study leader Kara Anderson, of the University of Virginia in the US, said: “Exercise should be
thought of as a ‘drug,’ where the ‘dose’ should be customised based on an individual’s personal goals.
“Our research suggests that high-intensity exercise may be important for appetite suppression, which can be particularly useful as part of a weight loss programme.”
For the study, eight men and six women fasted overnight and then completed exercises of varying
intensity levels.
Women had higher baseline levels of ghrelin and saw significant reductions after highintensity exercise. Men did not see significant reductions.
Dr Anderson added: “We found that high-intensity exercise suppressed ghrelin levels more than moderate-intensity exercise.

NC State quarterback McCall retires from football after suffering concussion
North Carolina State University quarterback Grayson McCall has retired from football after suffering a concussion he “cannot come back from,” the 23-year-old announced on Wednesday.
50-64
The US Centers for Disease Control and Prevention on Wednesday recommended expanding the use of vaccines to adults between 50-64 years to protect against pneumococcal disease.
The agency’s earlier recommendation for vaccination was for adults 65 years or older and children younger than 5, as well as for children and adults with certain conditions.
Children younger than five and adults above 65 are at an increased risk of contracting pneumococcal disease, which can cause infections, including lung pneumonia, and spreads through contact with secretions such as saliva or mucus.
The agency’s Advisory Committee on Immunization Practices voted 14 to one in favor of lowering the age for adult vaccination, which the CDC said
Pneumococcal vaccines from Merck (MRK.N), and Pfizer (PFE.N), are currently available in the U.S. market.
“The recommendation ... is a significant step forward in efforts to enhance equitable access to pneumococcal conjugate vaccines and may improve vaccination rates,” Merck said in a statement.
The senior was stretchered off the field during the Wolfpack’s game against Wake Forest on October 5 after taking a hit to the head. He has not played since the injury.
“As you all know I have battled injuries my whole career, but this is one that I cannot come back from,” McCall said in an Instagram post.
“I have done everything I can to continue, but this is where the good Lord has called me to serve in a different space. Brain specialists, my family, and I have come to the conclusion that it is in my best interest to hang the cleats up.”
McCall has a history of concussions. He suffered one while still at Coastal Carolina last season that ended his year.
The three-time Sun Belt player of the year transferred to NC State from Coastal Carolina ahead of the season and has thrown for 518 yards along with three touchdowns and two interceptions for the Wolfpack.
“As I feel like my whole world
is being taken from me, I feel some sense of contentment,” McCall continued on Wednesday. “Every time my feet hit the grass, I left every single ounce of myself on that field. I always played my hardest and to the best of my ability because I never knew what play would be my last. I have no regrets throughout my career and that is something I can be proud of. I want to use this time to show my appreciation to everyone who has been along for the ride.
“To my family, friends, teammates, fans and all the coaches who have poured into me over the years, I want to say thank you from the bottom of my heart. Without you all, none of this would have ever been possible.”
True freshman quarterback CJ Bailey took over for McCall as the starter and the Wolfpack are 4-4 on the season.
NC State is next scheduled to play on November 2 against Stanford.
McCall said he would like to get into coaching, saying he looked “forward to taking my passion and love for the game into the coaching space to serve and lead the next group of kids with a dream.” (CNN)

Zimbabwe set new T20 world record in Gambia win
Zimbabwe set a world record for the highest score in men’s T20 international cricket by posting 344-4 against The Gambia in Nairobi, Kenya.
Sikandar Raza scored 133 not out from just 43 balls.
Zimbabwe won Wednesday’s match, part of qualifying for the 2026 World Cup, by 290 runs after bowling out their opponents for 54.
Zimbabwe’s record smashes the previous world record of 314-3 set by Nepal against Mongolia last year in Hangzhou, China.
Raza reached his century in 33 balls, equalling Namibia’s Jan Nicol Loftie-Eaton as the secondfastest in T20I cricket.
Sahil Chauhan’s 27-ball hundred
for Estonia against Cyprus in June remains the fastest T20I century.
On top of Raza’s century, Tadiwanashe Marumani (62 off 19 balls), Clive Madande (53 not out off 17 balls) and Brian Bennett (50 off 26 balls) all posted halfcenturies during Zimbabwe’s record-breaking innings.
With the ball, Brandon Mavuta (3-10) and Richard Ngarava (3-13) took three wickets each.
Zimbabwe’s victory guarantees they will advance into the final round of Africa qualifying for the 2026 World Cup, taking place next year. Five of the other seven spots have also been decided, with Namibia, Uganda, Tanzania, Malawi and Kenya also advancing.
Sabalenka replaces Swiatek as world number one
US Open champion Aryna Sabalenka has risen to number one in the latest WTA rankings, ending Iga Swiatek’s 11-month stay at the summit.
Belarusian Sabalenka, who also retained her Australian Open title in January, tops the rankings for the second time after an eightweek stay between September and November 2023.
Neither player was in action last
week but Poland’s Swiatek drops to second after being given a points penalty for failing to compete in the mandatory six WTA 500 events.
The 23-year-old - who appointed a new coach earlier this monthhas only competed in two of the tournaments and has not played since the US Open in September, after deciding to miss the tour’s Asian swing because of fatigue.
She had led the rankings by
more than 4,000 points at one stage after winning five titles in the first six months of the season.
But Sabalenka, 26, slowly reeled her in the second half of the year, winning titles in Cincinnati and Wuhan to go with her triumph at Flushing Meadows.
The next chance for Swiatek to return to number one is the seasonending WTA Finals next month in Riyadh, Saudi Arabia. (BBC)
‘Extraordinary’ Vinicius Jr ‘will win Ballon d’Or’
Minutes after Real Madrid fans were singing for Vinicius Jr to win the Ballon d’Or, the Brazil forward insisted he wanted to “stay at the club forever”.
Vinicius Jr scored a sensational hat-trick against Borussia Dortmund in the Champions League on Tuesday to help his side come from 2-0 down to win 5-2 at the Santiago Bernabeu. He could not have timed his treble better with the Ballon d’Or, widely regarded as football’s most prestigious individual trophy, awarded on Monday, 28 October. After the match, Real manager Carlo Ancelotti called Vinicius Jr “an extraordinary character” and insisted he “will win the Ballon d’Or” based off his performances last season.
The talk is that the 24-yearold is the favourite to win the prestigious accolade having led Real to a La Liga-Champions League double last season, scoring in the Champions League final and also later being named as the competition’s best player.
the pitch Vinicius Jr won the second ever Socrates Award last year, given to the footballer who has performed the best humanitarian work worldwide. Many on social media feel the race for the Ballon d’Or has already been won after rumours emerged that Nike are to release special Mercurial Vinicius Jr, external golden boots two days after the ceremony. Either way, Vinicius Jr’s performance against Dortmund in the Champions League league phase can only help his cause.
the scores, Vinicius Jr’s last two strikes against Dortmund were something special.
At 3-2, with the threat of a Dortmund equaliser hanging over Real Madrid, he picked up the ball in his own half, raced down the left beating Emre Can with pure pace and fired a shot into the bottom corner from the edge of the box.
He completed his hat-trick in stoppage time, this time running from 40 yards out, beating three defenders, and hammering a strike into the roof of the net.
He then celebrated by removing his shirt, sprinting to the home fans who chanted “Ballon D’orVinicius Ballon D’or”.
After the match, Vinicius Jr told Spanish news outlet Movistar: “It’s a dream made reality when our fans chant my name, I want to keep rewarding them with more and more goals.
“I’m 24 and I want to stay with Madrid forever. I want to give everything back to a club which has given me so much.”

LeBron and Bronny James make history as first father-son to play together in NBA game
The Los Angeles Lakers, one of sports’ most prestigious franchises, have seen their share of historic moments, including 17 championships. But on Tuesday night in Los Angeles, the team produced a first in NBA history when Lakers star LeBron James and his son Bronny became the first father-son duo to appear together in an NBA game.
The 39-year-old James, playing in his record-tying 22nd NBA season, was predictably in the Lakers’ starting lineup against the Minnesota Timberwolves. Twentyyear-old Bronny, making his NBA debut, joined his father on the court with four minutes remaining in the second quarter. The pair substituted into the game together and went straight to business as fans applauded.
The Lakers’ faithful at Crypto. com Arena cheered and took photos and video as history was made on the opening day of the NBA’s 79th season.
In a quiet father-son moment before stepping into the spotlight,

LeBron offered some last-minute advice to Bronny, captured on a TNT Sports microphone.
“You see the intensity, right?” LeBron asked. “Just play carefree though. Don’t worry about mistakes. Just go out and play hard.”
The younger James played about two and a half minutes in his first and only shift on the court in the game. He went 0-2 shooting and had a rebound in that time.
The Lakers would win the game 110-103, with LeBron James scoring 16 points for Los Angeles.
Lakers’ forward-centre Anthony Davis had a big night – leading all scorers with 36 points and 16 rebounds.
After the game, the proud father and son shared their impressions of the historic moment with TNT Sports.
“It’s family. It’s always been family over everything,” LeBron said of the importance of Tuesday’s milestone.
“I lost a lot of time because of this league, committing to this
league, being on the road at times, missing his things. … So to be able to have this moment where I’m working still and I can work alongside my son, it’s one of the greatest gifts I’ve ever gotten from the man above, and I’m going to take full advantage of it.”
Bronny described the surreal feeling he experienced as he and his father entered the game together at the scorer’s table.
“Checking in for the first time, that’s a crazy moment I’ll never forget,” Bronny said. “I was given an amazing opportunity to come into this league and get better every day and learn every day. I’m just extremely grateful.”
A smiling LeBron wrapped up the interview by clapping Bronny on the shoulder, adding, “I’m super proud of him, and he’s my lifeline, that’s for sure.”
Earlier in October, LeBron and Bronny played together on court at the same time – though that was in the preseason – against the Phoenix Suns. Tuesday’s appearance made the moment official in the NBA record books.
Among the many famous faces on hand to witness LeBron and Bronny write their own chapter in the NBA history books was some baseball royalty who understood the significance of the moment as well as anyone alive.
Hall of Fame baseball player Ken Griffey Jr. and his father Ken Griffey Sr. were the first father and son to play in the same MLB game when they appeared together as members of the Seattle Mariners in 1990.
“It’s a big deal for my dad and I to be there,” Griffey Jr. told “The Road to Cooperstown” podcast ahead of Tuesday’s game.
“We made history, now we get to watch history. So that’s what’s going to be cool about it.”
Before the game tipped off, the Jameses and Griffeys shared some laughs while standing together on the court for a time capsule photo.

says he’s ‘not quite at Verstappen’s level’
Lando Norris says he is “not quite at the level” of title rival Max Verstappen when it comes to racecraft.
The Briton was controversially penalised at Sunday’s United States Grand Prix, demoting him from third to fourth behind Verstappen, for overtaking off track.
Norris said: “Max is the best in the world in this style of defence and attacking. So I have to be at his level and at the moment I am not quite at the level I need to be at.
“It’s a shame to say, but it’s probably the truth. At the same time, it’s a chance for me to learn and progress.”
However, Norris said he did not believe he deserved the penalty and Verstappen’s driving in the incident was “not how racing should be”. Norris was among a number of drivers who questioned Verstappen’s approach to the
corner, essentially saying it complied with the rules, but was not fair racing.
But in response, Verstappen said: “It’s how the rules are written. I don’t make the rules. I just follow
the rules as much as I can. I just implement the rules and play with them.”
Seven-time champion Lewis Hamilton added: “You shouldn’t be able to come off the brakes and
run more speed in and go off the track and still hold your place.”
The Mercedes driver felt a change had been needed for some time, and pointed out Verstappen had used the same tactic in their 2021 title fight.
Hamilton’s team-mate George Russell said he would ask the FIA whether, following a review, they believed Verstappen should have been penalised for his manoeuvre.
“In my view, he should have been penalised, therefore there isn’t really a loophole,” added the Briton. “If they say he shouldn’t have been, then he is exploiting a loophole.
“But he is in a title battle with Lando the same way as he was with Lewis and I don’t think he would have done the same manoeuvre if it was any other driver, same as in Brazil 2021. It was a bit do or die, and he is happy to drive in
that manner against his title rival, which I totally understand.”
Ferrari driver Charles Leclerc, who won the race in Austin, said Verstappen’s defence of his position from Norris was “a bit too extreme”.
Leclerc added the Dutchman “has always been on the limit of the regulations and sometimes it goes over a little, but that’s what makes those fights exciting”.
Many drivers want to talk to governing body, the FIA, at this weekend’s Mexico City Grand Prix about F1’s rules on racing. Verstappen used these to his advantage in Austin in a move at Turn 12 in which Norris was trying to overtake him around the outside. The rules say if the driver on the inside has his front axle ahead of the car outside him at the apex of the corner, he does not need to give his rival any room on the exit.

WNBA players union demands
new collective bargaining agreement, opting out of current deal
The WNBA players union, known as the Women’s National Basketball Players Association (WNBPA), has opted out of the current collective bargaining agreement early with the league, demanding a new deal which better reflects the growth of the game.
The WNBPA announced the decision on Monday, saying it was looking for “a business model that reflects their true value, encompassing higher salaries, enhanced professional working conditions, expanded health benefits, and crucial investments needed for long-term growth.”
The current deal with the WNBA was due to expire in 2027, but there was an option to end it early. The existing agreement will stay in place for next season, meaning both sides have a year to negotiate a new deal and avoid a potential future work stoppage.
The decision comes after a historic season for the league, which saw audience figures skyrocket and many players become household names on the level of other professional sports in the US.
According to the WNBPA, ESPN’s regular season viewership shot up 170%, CBS Sports saw an
Woods and McIlroy’s TGL to begin in early January
TGL, the technology-driven golf competition headlined by Tiger Woods and Rory McIlroy, will debut on 7 January.
The virtual contest had been slated for a January 2024 launch but was delayed after a power outage caused the collapse of the air-supported dome roof at the SoFi Center in Florida.
Fifteen-time major winner Woods is scheduled to compete on 14 January with his Jupiter Links Golf Club team.
Woods has not played since the Open Championship in July and had further surgery on his back last month.
World number three McIlroy, who is part of the Boston Common Golf team, is set to make his debut on 27 January.

This
86% jump, and attendance reached a 22-year high, up 48%.
“This is a defining moment, not just for the WNBA, but for all of us who believe in progress,” WNBPA president Nneka Ogwumike said in a statement.
“The world has evolved since 2020, and we cannot afford to stand still. If we stay in the current agreement, we fall behind.
“Opting out isn’t just about bigger paychecks – it’s about claiming our rightful share of the business we’ve built, improving
working conditions, and securing a future where the success we create benefits today’s players and the generations to come. We’re not just asking for a CBA that reflects our value; we’re demanding it, because we’ve earned it.”
Amid the rise in popularity, the WNBA is showing no signs of slowing down and the league is set to expand to 13 teams for the 2025 season, with the debut of the Golden State Valkyries, and has agreements for future expansion temas in Toronto and Portland.
Earlier this year, WNBA commissioner Cathy Engelbert said the league hopes to expand to 16 teams, adding that she was “pretty confident” that it could happen by 2028.
“With the historic 2024 WNBA season now in the books, we look forward to working together with the players and the WNBPA on a new CBA that is fair for all and lays the foundation for growth and success for years to come,” Engelbert said Monday after the WNBPA announced its decision.
Rickie Fowler and Cameron Young - face The Bay Golf Club side of Ludvig Aberg, Wyndham Clark, Min Woo Lee and Shane Lowry.
TGL, which will feature six squads of four players, is run by TMRW Sports, the technologyfocused sports company launched by Woods and McIlroy in August 2022.
Serena and Venus Williams, Stephen Curry and Liverpool owners the Fenway Sports Group are among the backers.
Each team will play five matches in a round-robin league format between 7 January and 4 March, with the top four sides earning a spot in the play-offs, which begin on 17 March.
Before each match, teams will pick three players to compete in 15-hole contests that will be split into two sessions: nine holes of three-man alternate shots followed by six holes of singles head-tohead play.
Anthony Joshua will definitely face either Daniel Dubois or Tyson Fury next, says the heavyweight’s promoter Eddie Hearn.
Briton Joshua, 35, suffered a fourth career defeat when he was stopped by IBF world champion Dubois at Wembley Stadium in September.
Fury, who has long been linked with a super-fight with Joshua, will face unified champion Oleksandr Usyk on 21 December after losing to the Ukrainian in May.
“It’s weird saying it after a knockout defeat but AJ is actually
in a really good position,”
Matchroom boss Hearn told BBC Sport.
“We’re going to fight Dubois or Fury next. That’s it. No other interest or warm-up.”
Dubois, 27, dropped Joshua multiple times in front of a reported British record crowd of 96,000 before the fight was halted in the fifth round.
A rematch had been mooted for 22 February in Saudi and the champion’s promoter, Frank Warren, has confirmed Dubois will most likely fight on that date.
It may be against a different challenger, with Hearn saying Joshua may need more time to prepare.
“AJ desperately wants revenge but the only issue is timing,” he said. “For the rematch to happen in February, training camp will have to start in a couple of weeks.
“There are always niggles and he had a few so physically it’s just a case of whether AJ is ready to do that.”
Joshua may instead await the outcome of 36-year-old Fury’s rematch with Usyk.
