Crown Land Unit serves 43 notices on illegal structures in Five Cays
A joint enforcement operation last week saw 43 notices being served on several illegal structures in the Five Cays community
The Crown Land Unit (CLU) conducted the exercise, in collaboration with the Informal Settlements Unit (ISU), and the Royal Turks and Caicos Islands Police Force on September 18, serving notices of unauthorised occupation and letters of illegal occupation on illegally constructed buildings.
As part of the operation, 31 letters of illegal occupation were served to illegally constructed buildings across several parcels of Crown Land in the vicinity of Silverado Wells. The letters were either handed directly to occupants or posted on the structures where the occupants were not present.
An additional 13 notices of unauthorized occupation were issued to unoccupied and incomplete structures, instructing
the cessation of any further development.
In a statement this week, the Crown Land Unit said the exercise is aimed at informing occupants and land users of their unlawful presence on Crown Land and to ensure compliance with the Crown Land Ordinance, which prohibits illegal squatting and unauthorised development.
The ISU, in partnership with the CLU and other government agencies, will continue enforcement operations as part of a broader strategy to address informal settlements in the Turks and Caicos Islands.
These efforts are essential for safeguarding Crown Land and promoting organised, sustainable development, the Unit said, adding that the ISU and its partners are fully committed to conducting all enforcement activities transparently and in strict accordance with the law.

Prisoner rehabilitation top priority for PDM govt
– calls out current administration

The Opposition’s stated position on rehabilitation of prisoners is that more can, should and needs to be done to properly prepare prisoners for life on the outside and thereby cut down the recidivism rate in the islands.
Responding to questions last week at the PDM press conference, the leader of the PDM Opposition, Edwin Astwood said it is sad the manner in which prisoners are forgotten and being left to their own devices, when the government can and should be doing more to rehabilitate inmates.
“These are our neighbours, friends, family, these are our people inside the prison…,” Astwood bemoaned, recalling the days when prisoners were allowed outside the prison walls to work under supervision.
He said his party wants to bring this initiative back and go even further putting several other educational and creative programmes in place for prison to avail themselves.
The initiative Astwood is referring to is The Chance for Change Programme, an

initiative started by the last PDM government, aimed at reducing recidivism rates by helping offenders rehabilitate.
Deputy Leader of PDM, Robert Been Jr. said the government needs to bring back the programme, offering alternative sentences and opportunities for prisoners to obtain their high school diplomas or beyond.
The programme was run at Her Majesty’s Prison in Grand Turk offering drug and addiction rehabilitation. However, in the past few years, there has been no indication that the programme is still up and running at the Prison.
A point Been mentioned: “These were initiatives that were already in the process of moving forward, but somehow of course, when the current government took office, nothing continued or developed from that.”
Offering his opinion on the subject, Chairman of the PDM Ezra Taylor pointed out that the current government does not have a parole board in place, stating that this is indicative of their lack of concern for rehabilitating prisoners.
“This tells you their lack of concern for rehabilitation and
adding value back to persons who would have been incarcerated. By simply not having a parole board in place, you are denying persons an opportunity for their freedom.”
He posited that it may also be a human rights violation, yet “the government is sitting idly by, and this seems not to be an important issue for them”.
Taylor further suggested that prisoners should also be offered scholarship opportunities, explaining: “They’re still Turks and Caicos Islanders, they’re still citizen of this country and we are responsible as leaders to add value back to their lives... even if they have been incarcerated.”
This week, HE the Governor met with Jeff Mellow from the College of Criminal Justice, New York, who is supporting the Department of Rehabilitation and Community Supervision (DRCS) in identifying key areas to enhance the delivery of effective rehabilitative practices and ensuring effective stakeholder engagement.
According to the Governor’s Office, the department is developing a comprehensive strategic plan to drive key reforms in rehabilitation.
One gun, 32 murders: Police link wave of violence to organised crime
In a shocking revelation that underscores the escalating violence in the Turks and Caicos Islands, Commissioner of Police Edvin Martin has disclosed that a staggering 32 murders committed, have been linked to a single firearm.
This alarming discovery paints a grim picture of a once-peaceful territory now grappling with the spectre of organised crime.
“I want to indicate to you that through our analysis, crime analysis of the casings that has been derived from crime scenes, we are identifying that as much as 32 to date, with ongoing analysis still being done, 32 murders were associated with more than one person using the firearm and in certain circumstances, I have seen as much as 3,4,5,6, and seven cases of homicides ballistically associated to the same weapon.
“While they are issues relating to crimes in general, we do believe that definitely there is a large number of criminal activity, particularly as it relates to the issue of homicides being committed by a small number of people.”

multiple individuals have used the same weapon, further highlighting the concentrated nature of the criminal activity.
He admitted that despite its best efforts the Royal Turks and Caicos Islands police force is struggling to contain the rising homicide rates, with a disturbingly low detection rate adding to the challenges.
Commissioner Martin attributed
the surge in violence to a combination of factors, including illegal immigration, drug trafficking, gun smuggling, and gang activity. He warned that “a significant number of immigrants are coming into the country illegally, and with them come drugs, guns, and gangs”. This influx has created a deadly cycle of crime that is proving increasingly difficult to break.
Despite the challenges, the police have launched Operation MIGHT, a comprehensive initiative aimed at suppressing criminal activity. Commissioner Martin reported a decline in overall crime since the operation began, offering a glimmer of hope in the fight against violence.
However, the shadow of unsolved cases looms large.
At a previous press conference held on the 24th of June, Superintendent Dean Holden, Head of Crime, Safeguarding and Public Protection, acknowledged the difficulties, stating, “We don’t have the same access to some of the forensic capabilities... and also we’re working on some other areas of evidence recovery, including covert policing.”
Holden admitted that while the police often know who is responsible for the crimes, proving it in court remains a hurdle. He emphasised that even without convictions, the police are proactively targeting these individuals to disrupt their activities and prevent further offenses.
As the islands grapple with this unprecedented wave of violence, the link between 32 murders and a single firearm serves as a chilling reminder of the urgent need for comprehensive action.
The Commissioner further highlighted the need for the community, law enforcement agencies, and government must work together to address the root causes of crime and restore peace to this once-tranquil paradise.
Fortis’s first utility-scale solar-plus battery microgrid on track for 2025 completion

FortisTCI reported this week that the utility company is making significant strides in constructing the territory’s first utility-scale solar plus battery microgrid on its property in Kew, North Caicos.
The project began last year and has reached a critical milestone with the installation of solar PV system now underway, the company shared in a statement.
The multimillion-dollar project marks FortisTCI’s single-largest investment in renewable energy. Once completed, the microgrid will have a capacity of 1.2 megawatts and is expected to meet 30% of the energy needs for North and Middle Caicos, providing savings for customers over time as utility regulations evolve.
Commenting on the progress made was FortisTCI President and CEO Ruth Forbes.
She shared: “Our energy investment strategy is grounded in data from independent technical studies and focuses on achieving an optimal energy mix, with at least 33% renewable energy by 2040.”
She said the Twin Islands solar plus battery microgrid is a significant project in the company’s energy transition.
“We are proud of the progress made thus far. As we advance this project, it is essential that renewable energy legislation advance in tandem to ensure alignment with the necessary utility-level investments to benefit customers and meet the country’s renewable energy goals.”
Forbes added that the
regulatory framework and supporting legislation governing the energy sector are crucial as they directly impact the scale, pace, and structure of renewable energy development in the Turks and Caicos Islands.
Meanwhile, the microgrid will be a ground-mounted solar energy system and the largest solar photovoltaic installation in the TCI.
The system will produce approximately 1.9 GWh of green energy per annum. This green production is equivalent to 132,684 US gallons of fuel avoided or 1,400 metric tons of CO2e avoided per annum.
According to the project’s timeline, solar PV installation is on track for completion this year.
The battery energy storage system, which will support
the solar PV system, is set for completion early next year.
Following its completion the solar plus battery microgrid on Salt Cay will be launched next year. When completed, this system will provide 91% of the island’s energy demand.
The utility company said introducing utility-scale microgrids is a significant step forward for the territory, offering numerous benefits for consumers, the economy, and the environment.
The continued integration of solar energy into the grid will reduce the reliance on fuel for electricity generation, lowering electricity costs over time as the regulatory framework adapts.
Additionally, the shift towards low-carbon energy sources supports FortisTCI’s commitment
to reducing its carbon footprint, the company stated.
The regulatory framework and supporting legislation governing the energy sector are still very much in the drafts of the government’s work, with a draft bill tabled in the House of Assembly since 2023, with no movement since.
Among the initiatives the government is working on to regulate the energy sector, is a Renewable Energy and Resource Planning Bill and a Multi-sector Public Utility Regulatory Reform.
The government is developing a draft policy for a multi-sector independent regulatory body to oversee the electricity, water, telecoms, and fuels sectors. The policy aims to ensure regulatory accountability, good governance, and transparency.
MISICK’S CRITICISM OF THE UK GOVT
Premier Hon Washington Misick has publicly criticised the UK government for not fulfilling its promises to ensure the safety and security of the Turks and Caicos Islands amidst a significant crime wave. The islands have experienced a record number of homicides, fuelled by escalating violence in neighbouring Haiti and other factors. Despite repeated requests for enhanced security support, including a physical military presence, Premier Misick argues that the UK’s response has been insufficient. He further warned that if the UK fails to provide adequate support, the Turks and Caicos Islands will be forced to “stand alone and bite the bullet” to protect their “little piece of paradise”.
He emphasised at a recent press conference the need for greater collaboration and a more robust approach to address the root causes of the crisis. Governor HE Dileeni Daniel-Selvaratnam acknowledges the need for greater UK involvement but highlights ongoing efforts to leverage international partnerships for security. What are your thoughts?
Washy can do more than talk
Shouldn’t Washy also raise the issue of who collects the flight overpass monies and likewise sea traffic fees paid to the UK?
The issues are linked because the UK will cry penury while profiting from the TCI‘perfidious albion’ as the saying goes.
Over our heads
This is all on London. A tiny country with few citizens can’t possibly deal with this. It’s tough to do law enforcement with a non-existent prosecution service and incompetent police. A few more judges would help a lot.
Gang raids by the police should be done by specialist officers who are trained like soldiers and not over-briefed before they leave for the raid. These gang raids need to be a surprise for everyone. If the gang is armed, then engage immediately. Parents
have developed since February 2021. It meant that this Premier and his government were always free to expose the UK’s lack of support during this time. He and his government failed to do that. This government could have mobilised the support of the public, the Official PDM Opposition and engaged its really “Silent as the Lambs” back bench on this ‘most serious and critical issue of our times’.
Illegal immigration is an immediate and existential threat to our security and it has already, over 50 years significantly changed the demographic of the TCI in a way that the native population is significantly outnumbered. Adding insult to injury, former Governor Dakin lobbied with this self-same Premier while he was in opposition to assist him in ensuring that illegal migrants in the TCI get opportunities unlike those afforded to a Native TCIslanders: to grant them schooling from infancy to high school and scholarships.

Failed representation
It seems that elected MPs in the TCI today are oblivious and could care less about global political trends on immigration and that it is a “gateway drug” to cheap labour to which the West is addicted on. These issues, to oppose the trend of illegal immigration, do not resonate well because they are all ‘on it and in it’.
Cheap labour is money and makes the Rich Man, “Massa”, richer. Former UK Prime Minister Rishi Sunak fell on his sword by refusing to do anything significant about Illegal immigration in the UK by planning flights to Rwanda to act as a deterrent to the brokers and shippers profiting from illegal immigration. His successor in office, Keir Starmer of the Labour Party scrapped those plans for a more strident policy of allowing illegals in the UK under the guise of human rights but it is all a pipeline to cheap labour. In the US, the industry needs and wants cheap labour so there is a consensus to allow them in. It will be political football, insults will be hurled but the underlying global trend and policy favours illegal migrants and cheap labour. That is why perhaps there was no pressure from the PNP’s back bench on this issue.

Too late to cry
This is an interesting pivot on the part of the Premier with his accusation that the UK failed to “ensure the safety and security of the Turks and Caicos Islands amidst a significant crime wave. The islands have experienced a record number of homicides, fuelled by escalating violence in neighbouring Haiti and other factors.” It really is too late to call them out now. Since the return of the Constitution in 2012, provisions were made for there to be a shared responsibility for the Premier and Minister of Finance to sit on the National Security Council (the ‘NSC’ or ‘Council’) It is at this level of ‘intelligence” that the Premier would not simply be restricted to making requests for enhanced security support but he’d be a part of the design aspect of such request.
He sits on the NSC where policy for crime-fighting, defence, and related issues
Dakin attempted this with any stakeholder and any government he served in. The Premier should have exposed this. This meant that former Governor Dakin, wanted a “sustainable and reliable market for illegal immigration” in the TCI, education, jobs and scholarships funded by “we the people”. The former Governor was representing his policy, a UK immigration policy, contrary to local policy, it meant that they supported illegal immigration into the TCI, and were not working with the government in any way. Former Governor Dakin was out of order as an elected Minister of Immigration was incumbent but this Premier, nor His Minister of Immigration, never called the Governor or the UK out until now.
He was complicit and “was in bed with them by his silence”. Not once did this Premier or his 14 MPs ever come to the people during this time while the UK was busy working to undermine TCI’s immigration law and policy. It is now that the curtain is about to fall and this government has been found wanting when it comes to the effects of illegal immigration that this Premier is seeking to call the UK out, it is too little and too late.
As a result of His silence and complicit acts with protecting the UK, Governor Dakin, by not calling them out earlier, has added to the issue of illegal immigration
This government, awash in cash, could have ‘gone it alone’ and done its own thing. But no. Sitting on the National Security Council (the NSC), this Premier could have insisted that more policy and support be demanded from the UK publicly to combat these trends. To combat these trends this Government needs to change or emphasise the local policy regarding illegal immigration away from the UK model to a purely TCI reality.
The NSC with its presence could initiate a policy that would be regional-related and seek greater ties with CARICOM and the Bahamas on vessels, supplies and personnel. To be bold they must be prepared to defy the UK’s position and be willing to expose games being played but they are not doing that. It seems that the only one in this debate is the Leader of the Opposition. This government can also budget for it as well. He gets nowhere, by seeking to expose the current Labour government, which is liberal in its thinking on illegal immigration
and which wants to encourage these illegal migrant trends.
It would have been better three years ago to “yank the chains’ of the former hypocritical Conservative government on these issues. It is too late for the premier at this point to attempt to do something when the ‘horses have already left the stable and are running wild.’
A government asleep
During these last three years and a half in office, this Government was pummelled and attacked by the general public and the PDM opposition on the issue of illegal immigration. Yet they seemed callous about the issue. Not one MP or minister, even the Minister responsible for immigration, ever came out and publicly dealt with this issue. The Premier knew that any measure or half-baked schemes that he brought to the floor of parliament would be supported by His 14 plus MPs. There was no pushback on anything even their refusal to engage the public on this issue. They have also played politics on it by remaining silent so as not to offend certain migrant groups who can now vote. It cannot be unnoticed that the level and the qualifications of MPs leave much to be desired. They are seemingly appointed by a compromised nominating process where certain “powers that be” have a vested interest in causing a weak representative to be selected for the government of the day.
Such MPs as we have seen this Parliamentary does and God forbid, “cannot represent” the real interests of the people. This may be a bit unfair because they have been successful in voting themselves huge salaries and huge pensions for “life after death” when they go into retirement from parliament. For Illegal immigration, education, etc, they are silent.
This is the product of weak nominating processes in the TCI. Without regard to the party constitution the nominating teams and committees basically do their own thing and no one, it seems, can do anything about it. The country then ends up with bad MPs who are basically clueless and the real issues of the country are ignored. This can be seen in elected MPs not knowing their roles except to “collect what’s in it for themselves”.
MPs who have an agenda for the people would vote down salary increases for themselves and debate the government towards sustainable solutions. Pressures could mount to get them to budget for mentorship, trade schools and increasing cooperation with the Bahamas, CARICOM and basically pulling the British along.
We now have a Premier, his hands ‘flailing in the air, crying over the product of weak leadership, No serious policy and a parliamentary team not placing
enough pressure on this government these past four years to do something about the situation.
A new form of representation
A public collaboration with the Official Opposition, Chambers of Commerce and related bodies could have given the government enough “public policy grist” to combat this British onslaught of facilitating illegal immigration into the TCI. Yet, we have an eleventh-hour cry for help from the Premier (the 11th Hour Premier”). He and his government should have been working with the people, the public and the official opposition from “day one” in office. This must sound like a warning to the next government of the TCI, be it PNP or PDM, that when taking office, “they cannot under any circumstances ever leave the people behind.”
An ongoing collaboration with the government and the public in a new public square would do wonders for immigration and other policies in the TCI. Owing to the weak cadre of MPs in the current political space, perhaps there is a need to convene a “New Council” of former leaders in a new collaboration on policy at these levels. What if the Oswald Skippings Immigration policy were in force today?
A lot of the issues that we confront today, including those of the 11th-hour Premier would have been addressed. Unfortunately for the TCI, we are electing low-calibre performers, and they need help. Why not convene a group of cross-party political leaders from the past? At no time would any of them ever countenance a governor running a policy contrary to the local consensus and remain silent about it to the end of their terms.
It is suggested that those Hon gentlemen, as gifted as they are, would not fit into the square pegs of today’s political dynamics. They were mavericks in their own right but most of all, they were always prepared to “come public” midterm and expose British treachery when it conflicted with their policies. No one is asking for agreement at these levels but a Council comprised of such men and others would no doubt keep a future PDM and or PNP government’s “feet to the fire” and guide them in the right direction of immigration, education and other policies. When it became untenable for men of the past to carry on with their governments they crossed the floor. History will remember well the legacies of men like the Late Hon Hilly Ewing and the Late Walter Cox for keeping to the courage of their convictions. When the Hons Cheryl Tull and the Hon Ashwood Forbes were at odds with their governments’ policy, they as, back benchers, thankfully “stepped
out of line” defied the “Parties’ whip”, and criticised their PDM government. This is what a backbencher must do- it is actually a solemn duty to do so. Defy your government when it is time to do so. This is what serious, sensible and mature leaders do. They represent and will not tow the party line because of “what’s in it for them” Men and women of this calibre can ensure that when a government takes office the Government function as a government and not as a group of cheerleaders. Part of our immigration issue is that we do not have constant policy pressure from the elected few in Parliament, the backbench MPs of the PNP Government, so the policy making square must widen to proven men and women of the past.
Stepping out of line now is needed because real representatives would expose a government’s weakness on Illegal Immigration, bad crime fighting policies, the lack of proper budgeting, exposing his ministerial salaries and exposing governors who try to function as Ministers of Immigration when they could but should not.
Plaster over the wounds
The effect of illegal immigration is directly linked to the crime wave and the dire neglect of our youth in the TCI. The Premier misses the vital point that illegal immigration carries an internal dynamic, which he as premier could control by way of budgeting well for social policy. It meant that the British agenda on immigration should have been exposed and resisted by the Premier and His government well before now. It is too late.
The words of Former Minister of Education, the Hon Karen Malcolm resonate well here. In her release, she asks, “Turks and Caicos, where have we gone wrong? Why is there so much hate among our young men?” These are pertinent and poignant questions that must be asked at this time. She points out that there were “thirty-three senseless killings in nine months, an average of three per month. This is unacceptable. What is our Governor and the government doing to stop this madness?
Crime is not a political issue, but the government holds the purse strings and is better positioned to call for more skilled manpower, and has a larger platform to address our youths, reassure our people, and motivate others. This crime situation cannot continue, we must all come together and play our part to stop the violence. We must join hand in hand to end this crisis”.
This is good social policy. Unity!!!!!!!!!! In sum, a number of solutions are found in her words. Essentially, those words are a reaction to the ‘industry of illegal immigration” and
its effects. Illegal immigration will feed crime and murders. It was important when Dakin was Governor to call out illegal immigration, that Governor’s agenda to create a post Turks and Caicos Islander era and to replace the people with illegals and to provide proper representation.
The Hon Karen Malcolm like the public, are well aware that the government of the day “holds the purse strings” of the country and the Premier as Minister of Finance, is well placed to budget for what’s needed to combat crime and illegal immigration. A budget to include more provision for illegal immigration would embarrass and force the British hand to add to what’s budgeted. Pressure for this could have also come from the back benchers of the PNP government but none whatsoever.
The Hon Malcolm also addressed the idleness of young men in the system who are committing these heinous acts on the streets but are we training them properly. The trade school implemented by her as minister, but cancelled by the current PNP Government, would have gone a long way to combatting the crime situation from the children of illegals, from the TCIs, but have no outlet to redirect their energies to useful pursuits.
Most importantly, the Hon Malcolm states that “We are a God-fearing nation, and as such we must seek divine intervention in this situation. We must pray for our youth; we must pray for reconciliation. We must ask God’s forgiveness and reach out in love to those who have strayed from the path.
Many are grappling with issues rooted in childhood, and early intervention through evangelizing and counselling is essential. Mentorship is urgently needed for our troubled and at-risk youths, and the church also has a critical role to play, going beyond its walls, and reaching the lost at any cost. I ask our brothers and sisters in Christ to visit those who are grieving at this time, to offer prayers that can help diffuse tensions.
Our young men are grieving in destructive ways and desperately need our help.” So much to react to here except that yes prayer is needed, God is important because the fool says in his heart-there is no God, and mentorship for the at-risk youths is really needed.
Yet mentorship and other programmes must be budgeted for as the ‘money is there’ and this requires leadership and yet intense pressure from the back benchers of the Current PNP Government but they are all silent.
Maybe increasing MPs, ministers and permanent secretaries salaries could have been sacrificed for these initiatives. They must find a better way to combat the effects of illegal immigration budgeting better and MPs placing much needed pressures on their Governments to “do the Right thing” and to stand up to the British when things start to go wrong and not after the fact.
“Crime is overwhelming us”, but the force is fighting back
– Police chief opines
In a stark admission of the escalating crime crisis gripping the Turks and Caicos Islands, Police Commissioner Mr Edvin Martin declared, “Crime is overwhelming us.”
While acknowledging the challenges ahead, Commissioner Martin expressed confidence in the police force’s determination to address the crisis. He affirmed that the Royal Turks and Caicos Islands Police will do everything within their power to preserve the safety and security of the islands.
This alarming statement, delivered at a press conference on Tuesday, September 17, 2024,
has sent shockwaves through the archipelago, highlighting the urgent need for comprehensive action.
As of September 15th, a staggering 930 criminal offenses have been reported, excluding traffic and immigration violations. This represents a significant surge in crime, with the majority of offences, 784, concentrated on the main island of Providenciales (Provo). Grand Turk has also witnessed a worrying increase, with 110 reported crimes.
Commissioner Martin painted a grim picture of the situation, emphasising that the police force
cannot tackle this scourge alone.
He called for a “whole of society” approach, urging citizens, businesses, and government agencies to unite in the fight against crime.
In response to the escalating crisis, the government has pledged its full support to the police force, committing additional resources for personnel, infrastructure, and equipment.
Commissioner Martin outlined a multi-pronged strategy to combat crime, including:
-Expansion of the Police Force: 26 new officers have already been recruited, with plans for further expansion to bolster law enforcement capabilities.
-Establishment of new police stations: Strategic locations will see the construction of new police
stations to enhance community policing efforts.
-Operationalisation of the A Wing: This facility will provide much-needed resources for crime prevention and investigation.
-Improvement of maritime assets: The coast guard will receive upgraded vessels and equipment to strengthen patrols and interdiction efforts.
-Procurement of vehicles and equipment: The police force will be equipped with new vehicles and essential gear to enhance operational effectiveness.

Murder number 33 rocks Dock Yard

The murder rate in the Turks and Caicos Islands continued its upward climb this past Friday, days after the Premier called out the United Kingdom for insufficient aid to the territory to help curb the crime wave.
Reports are that the man – so far unidentified by police – who lived in a shack among bushes in the Dock Yard area was shot and killed.
At about 11:50 pm on September 20, residents alerted police to gunshots fired in the community and that of an unresponsive male lying in the bushes.
When police officers and medical personnel arrived on the scene they found the unnamed man, lying prone with what appeared to be a gunshot wound.
Investigations are still ongoing as police try to determine the deceased identity. They are currently treating the shooting as a ‘suspected homicide’.
Friday’s murder brings the Islands closer to the highest recorded murder rate of 34, which was recorded in 2022.
As police resources continue to
be strained, and the dissatisfaction espoused by Premier C.W. Misick regarding the help the territory needs and is not receiving, this week Governor Dileeni DanielSelvaratnam met with international law enforcement partners in an appeal for help.
She has taken a more cautious stance than Misick with regard to UK assistance. Last week the Premier stated that despite repeated pleas for enhanced security support, the UK has failed to deliver on its promises, leaving the Turks and Caicos Islands vulnerable and exposed.
The Governor on the other hand explained that the UK Government is still supporting the TCI in its fight against crime, albeit not at the degree that is necessary.
She did however agree with the Premier that there is a need for greater operational engagement by the UK government.
She posited that she is pursuing all avenues and not just relying on the UK in respect to the operational support that the territory needs, stating: “We have been leveraging those international partnerships to
ensure that we do not remain vulnerable.”
In an apparent attempt to leverage those international partnerships, this week she met with regional heads of the Royal Canadian Mounted Police (RCMP) to discuss cooperation in tackling shared threats.
According to a brief
communiqué from her office, posted to Facebook, their discussions focused on the situation in Haiti, how TCI’s vital partnership with the RCMP is strengthening law enforcement networks and opportunities to further collaborate in supporting efforts to detect, disrupt and dismantle criminality and safeguard TCI streets and borders.
Meanwhile, anyone with information that may help in the latest murder investigation is urged to contact the closest police station, 911, the Serious Crime Unit at 2311842, Crime Stoppers at 1-8008477 or the Crime Stoppers P3 app to provide any information anonymously.
Chicago man arrested with a bullet at Provo airport
Thirty-three-year-old Tyler Olupitan has been granted bail pending a plea on a charge of possession of ammunition.
The man – who resides in Chicago, Illinois in the United States - is the latest in a slew of American tourists arrested with unauthorised ammunition at airports in the Turks and Caicos Islands throughout 2024.
Qlupitan was picked up by police after his carry-on bag was scanned and a bullet was discovered inside. He was at the time an outbound passenger at the Howard Hamilton International Airport in Providenciales.
He has since been released on station bail and is currently
awaiting a hearing before a Magistrate.
The man is among several other American tourists arrested at TCI’s airports with ammunition and gun in their possession.
All of the other defendants pleaded guilty to their offences, were fined and given suspended sentences.
A wealth of talk but a shortage of action
The political landscape of the Turks and Caicos Islands (TCI) has long been characterised by vibrant discussions and fervent debates. Politicians are adept at articulating visions, promises, and grand plans for the future. However, a recurring theme in recent years is the perception that, while the rhetoric is plentiful, the substantive action required to implement these policies frequently falls short.
THE ART OF RHETORIC
In the TCI, political leaders are skilled communicators, often engaging the public through speeches, social media, and community events. Their ability to resonate with constituents and paint a picture of progress is impressive. Campaigns are filled with promises to enhance infrastructure, improve education, boost healthcare, and tackle pressing issues such as housing shortages and economic diversification.
However, the gap between these promises and actual implementation can leave many citizens feeling disillusioned. The allure of well-crafted slogans and ambitious agendas often overshadows the tangible steps
needed to realize these goals.
PROMISES VS REALITY
One area where this gap is particularly evident is in the housing market. Politicians frequently speak about the urgent need for affordable housing solutions in the face of a growing crisis. Despite the increasing number of expatriate workers and tourists, the local housing market is struggling to meet demand. Yet, comprehensive plans and concrete initiatives to address this issue remain elusive. Similarly, while tourism is touted as a cornerstone of the TCI economy, there is a growing concern about its sustainability. Politicians often highlight the need for diversification beyond tourism, yet initiatives to stimulate sectors like agriculture or technology have not been adequately pursued. This lack of follow-through raises questions about the commitment to long-term economic resilience.
GOVERNMENT
INSTABILITY AND LACK OF DIRECTION
Frequent changes in government every four years contribute to the stagnation of progress. This cycle
often leads to a lack of continuity and a sense that the TCI is like a boat sailing without a destination. Each new administration tends to introduce its own agenda, sometimes disregarding some good initiatives of its predecessor. As a result, critical issues such as crime, housing, and economic diversification are often left unresolved, perpetuating a cycle of inaction.
A VISION FOR THE FUTURE
As we consider the trajectory of the TCI, it is crucial to ask: what will the Turks and Caicos Islands look like 20 years from now? If current trends continue unchecked, the islands could face rapidly increased socioeconomic disparities, deteriorating infrastructure, and a potential decline in both quality of life and the natural environment. Without proactive measures to address these issues, we risk becoming less accessible and less appealing to future generations. Conversely, if our leaders prioritize effective governance, community engagement, and sustainable development, the TCI could transform into a vibrant, thriving destination that balances
economic growth with the wellbeing of its residents. This vision hinges on the actions taken today, as the choices made by our current politicians will directly impact the legacy left for future generations.
THE CALL FOR ACCOUNTABILITY AND QUALITY LEADERSHIP
The calls for accountability and transparency in governance are becoming louder. Citizens are increasingly aware of the need for politicians to not only speak about change but to take meaningful steps toward it. There is also a growing demand for higher-quality representatives—leaders who possess not just the charisma to communicate effectively but also the competence to deliver results. Efforts to engage the public in the decision-making process—such as town hall meetings and forums— are essential. These platforms allow politicians to share their vision while providing space for constituents to voice concerns and hold leaders accountable. As the electorate becomes more informed and engaged, the demand for accountability will likely intensify. A PATH FORWARD
To bridge the gap between rhetoric and reality, TCI politicians must prioritize action and demonstrate a genuine commitment to their constituents. This means developing clear, actionable plans and following through with adequate resources and oversight. By fostering collaboration among stakeholders—government, private sector, and civil society— politicians can create a more robust framework for implementing policies. Building trust with the electorate is essential; transparency in decision-making processes and regular updates on progress can help rebuild confidence.
CONCLUSION
The Turks and Caicos Islands stand at a crossroads. While politicians are not short on talk, the real test lies in their ability to translate that talk into tangible outcomes. As the TCI continues to evolve, the responsibility rests on the shoulders of its leaders to rise to the occasion and deliver on their promises. Why the rule of law suffers when we have too many laws
Professor of law, Mila Sohoni, in her Fordham Law Review, entitled “The idea of too much law,” asks, if concision is the embodiment of shrewdness, what is verbosity the soul of?
Of overbearing and cumbersome, she said! Even despotic regimes – at minimum –according to analysts, for a long time now, have deplored the truth that state laws and regulations are being enacted faster than we can keep them.
Even so, Roman philosopher Marcus Tullius Cicero, during his time observed that laws tend to accumulate, one upon the other – purporting that the amassing of laws incongruously impedes the rule of law.
Yet, the rule of law maintains that individuals and institutions are uniformly answerable to the authority and ensure that society is guarded against lawlessness.
Because of the enormous orbits of laws in modern jurisdictions worldwide, including the TCI, it is impossible for ordinary citizens to live a normal life, while keeping

apace with the pyramid of laws they are subject to.
For most people it is impossible to avoid violating some laws and considering that ‘ignorance of the law is no excuse,’ the complexity of statutes, and its sweeping nature, only a few can hope to keep track of all these rules.
For many more; however, these laws, which regulate almost every facet of their lives are overwhelming; subsequently, making this ‘ignorance’ inevitable. Henceforth, many offenders break the law with impunity, for the same reason that law enforcers lack the resources; time, funds, and manpower to pursue violators. Additionally, too many laws impel
citizens to revolt.
Another challenge is the idea that laws are often interpreted differently, depending on who is in power. We’ve seen this upheaval, especially in the US Supreme Court, with regards to politics and racial issues.
One thing is certain, ‘man’ cannot keep laws. In the spiritual realm – from ancient days – Jews were given the oracles of God but failed to keep them.
The point here is, we need more education than laws. In fact, all laws must be communicated, since the nexus between education and lawful behavior is a complex one; hence, the power of knowledge could determine the individual’s
ability to avert lawlessness.
Education is not just transit facts; it is the impetus behind people’s ability to understand their legal responsibilities, while simultaneously reinforcing their understanding of current laws and regulations. Coupled with, fashioning the moral structure of society to make sure that citizens are cognizant of, and adhere to what is right.
Moreover, an educated populace with critical thinking skills and moral reasoning – knowing right from wrong – certainly is more equipped to assess the ramifications
of their actions and avoid harmful actions to society.
For instance, the seatbelt law –and while I have no qualms with this important rule – education is preferred over enacting such.
Ideally, it is substantially more rewarding to educate the public about the detriments of not wearing a seatbelt, than regulating people’s lives around this phenomenon.
Education develops critical thinking, a requisite value for logic in decision-making; therefore, the chances of an educated person breaking the law are extremely low.
Manage effectively!

That is why it is very important that when individuals are given managerial positions, make sure they are equipped with managerial skills. Enrol in some management classes to help you to be successful or recruit someone to help you or guide you in managing people and your finances. Some people are natural with management, but others will have to be trained.

dealing with human resources issues. You must deal with people on a regular basis, and you must be honest with them. If they are not performing, tell them. Some of us do not want to hurt anyone’s feelings and some of the people we manage are our friends and family and so it sort of interferes with the effective management of people. If you do not manage people properly, it will not only hurt you, but it will also jeopardize the entire organisation. Employees must know up
front what is expected of them. If they deviate from the standards of the company and they are not performing, deal with it immediately. Do not procrastinate otherwise the issues become overdue and furthermore, if you do not deal with the issue, you may be implying to the employee that what they are doing is fine. You must be very careful with this, otherwise, some employees will take advantage of the situation. If you find it difficult to manage people, then make sure you bring in your human resources manager. If you do not have a human resources person, then bring in a third party.
Do not let anyone intimidate you or make you fearful otherwise you as a leader will be viewed as a failed leader and you may create a culture in your organization where everyone will have their own way.
MANAGING FINANCES
Finances are critical for an individual and an organisation. If you do not manage your finances properly, it can jeopardise you. The key to managing your finances is to have a budget, stick to your budget and control yourself. You do not want to be in a situation where you have mismanaged your finances, and find yourself having to borrow to make up for the mismanagement. This can be avoided if you manage your finances properly.
CONCLUSION
Many things in life can be improved if we manage them properly. I encourage you to enrol in a management course. If you are currently in college, it does not hurt to enrol in management courses because one day, you will be in a leadership position and that degree in your subject area alone will not help you to be a great manager.
The type of church needed in Turks and Caicos
For several years, I had the privilege of leading the Association of Evangelical Churches in one of the Southern Caribbean islands. Often, especially after a significant societal event, people would ask, “What is the church doing about this?” After years of contemplating this question, I came to understand why it felt incomplete. A more insightful question emerged: “What kind of churches are needed to effectively address the challenges facing our nation?” This shifts the focus from reactive measures to proactively building churches equipped to meet the specific needs of society. Here is the good news, we have an idea of the type of churches needed. In TCI. In the Caribbean. Around the world.
In Revelation 1:9-20, John, the last surviving apostle of Jesus Christ, has a powerful vision of Jesus Christ in His full, resurrected, heavenly glory. Exiled on the island of Patmos, he is given a vision of the risen Christ, whose appearance is marked by His radiant splendor, piercing eyes, and authoritative presence.
This passage offers a vital picture of the kind of church that is needed today, especially in the Turks and Caicos: a church that beholds Jesus in all His glory, recognizing His authority, purity,

and transformative power. The type of church needed in Turks and Caicos should be centred on this vision of Christ, and there are several reasons why this is essential.
Recognising Christ’s Authority
First, a church that beholds Jesus in His full glory acknowledges His absolute authority. In Revelation 1:14-16, Jesus is described with eyes like flames of fire and a sharp two-edged sword coming from His mouth, symbolizing His omniscience and His authoritative word. A church must stand on this truth: that Christ is the sovereign Lord who holds the keys to life and death (v. 18).
Churches that fail to embrace this will lack the foundation needed to address the challenges of life, be victorious in spiritual warfare, and reverse moral decay. A church that recognizes Jesus’ authority must consistently declare the message of Christ’s authority over all things, including societal issues such as
corruption, crime, sexual identity, materialism, immorality, and spiritual apathy.
EMBRACING HOLINESS AND PURITY
Secondly, Jesus is described as having feet like bronze refined in a furnace (v. 15), which signifies purity and judgment. This image reminds the church that Jesus is holy, and He calls His followers to be holy as well.
The church in Turks and Caicos must be a beacon of moral integrity, emphasising the importance of repentance, personal sanctification, and righteous living. If the church fails to uphold this standard, it risks becoming a mere reflection of the culture around it, rather than a transformative agent that brings healing and light to society.
PROCLAIMING THE LIVING WORD
Another crucial aspect of Jesus’
vision is His voice, described as the sound of many waters (v. 15), symbolizing the power and majesty of His spoken Word. The church in Turks and Caicos needs to be grounded in the Word of God, proclaiming it boldly, without compromise. In a world full of noise, distractions, and diluted truths, the church must offer the clarity and life-giving power of Scripture. By doing so, it equips believers to live out their faith in an impactful way, transforming families, communities, and the nation.
When the church in Turks and Caicos beholds Jesus in His glory, several things will happen. Firstly, there will be a greater unity among believers, as they gather not around personalities or programs but around the living Christ. Secondly, the church will be marked by spiritual vitality, where genuine worship, deep prayer, and sacrificial love flow naturally throughout the islands.
This will attract others to the gospel, as people are drawn to the power of a community transformed by Jesus. Moreover, there will be a renewed commitment to mission, both locally and globally, as the church seeks to fulfil the Great Commission.
However, there is a danger that would befall the church if it fails to behold Jesus in His full glory. Revelation 2 and 3 show the consequences for the seven churches in Asia Minor that lost their focus. Some grew lukewarm, some tolerated false teaching, and others abandoned their first love.
The same can happen in Turks and Caicos if the church turns its gaze away from the risen Christ. Churches that do so will become spiritually dead, irrelevant, or compromised, unable to stand as a light in the world.
The church needed in Turks and Caicos is one that beholds Jesus in all His glory, proclaiming His authority, walking in holiness, and standing on the truth of His Word. By doing this, the church will become a transformative force in the community, bringing life, hope, and redemption.
The alternative is to fall into complacency and ineffectiveness, but a church focused on Christ will shine brightly, fulfilling its mission and glorifying God.
Trouble in paradise: can we stop the bleeding in TCI?
The Turks and Caicos Islands (TCI) is at a critical juncture in our country’s history. Rapid development brings opportunities, but it also comes with deep challenges. As an islander, I can’t help but feel concerned about where we’re headed. Our country, once known for unity and shared values, now seems at risk of losing the very things that made it so special.
Growth is inevitable, but what concerns me most is the erosion of our guiding principles. Generations before us embraced diversity, welcoming people of different backgrounds—nurses, teachers, police officers, and labourers alike—into our community. They believed in the ideal that we were all responsible for each other. We are now facing a new wave of immigration that doesn’t feel the same. It’s more than just a shift in demographics; it’s a shift in the culture and fabric of our society.

Turks and Caicos has always stood out because of its strong social fabric. Our people lived by the belief that we were each other’s keepers, ensuring the best place to live, work, and raise a family. We also had the benefit of support from Britain and the economic security of the American dollar. But today, we face a new reality— one filled with confusion, division, and violence.
The rise of social media has only deepened the divide. We now chase fleeting things—money, status, likes—while neglecting the connections that truly matter.
We’ve built walls around ourselves and lost trust in one another. In the space between us, misinformation and fear have
flourished, leaving us disconnected and vulnerable to manipulation. And for the first time, violence has become a part of the TCI experience, particularly among our youth.
Real conversations and conflict resolution must become a part of the norm of how issues are resolved and not allow our emotions and pride to get the best of us.
The question is, are we teaching conflict resolution in our homes, schools, and churches?
Our youth are left with no tools to handle disagreements, and violence has become the default. We must ask ourselves, what are we doing to guide them away from this dangerous path?
If we want real change, we can’t just complain—we must act. We
need to hold our governments, governor and those responsible for our national security accountable for failure to proactively address glaring issues. But it’s not just about the government.
Every institution—legal, political, religious, and social—has played a role in this unravelling. True accountability requires us to look at the bigger picture and address the systemic issues plaguing our society.
We must also guard against the concentration of wealth and power in the hands of a select few. In addition, providing equal opportunity to disenfranchised communities is vital.
Despite the concerted efforts made by our dedicated law enforcement department to curb crime in these pocket areas, in my opinion, not enough is being done to steer individuals away from the life of crime.
When a country fails to deliver
on their promise in these challenged areas, ordinary people are left behind, illegal activities festers, resentment and hate grow, which could lead to violence. We’ve seen it happen elsewhere, and we must prevent it from happening here. This is a reflection on the serious issues facing the Turks and Caicos Islands, and it highlights how violence and crime have become normalized to the point where concern for the loss of human live is often secondary to curiosity about location.
What we fail to grasp is the interconnectedness of these islands, what affects one impacts all. This is a shared struggle requiring a collective response. There is no single solution. The issues are multifaceted, requiring a coordinated and holistic approach. Many of the solutions have been previously raised or touched on by
Premier vows to build new police stations to deter crime
In a bold move to combat the escalating crime rates plaguing the Turks and Caicos Islands, Premier Hon Charles Washington Misick has announced a series of strategic measures, with the construction of new satellite police stations at the forefront.
These stations, which will be strategically located in crimeprone areas such as Five Cays, Blue Hills, and Dock Yard, are intended to serve as a powerful deterrent to criminal activity and as a tool to enhance community safety.
In a hard-hitting address to the nation following a record-breaking 32 murders (now 33), Premier Misick pledged his government’s commitment to curb the escalating crime rate.
“We expect to have architectural drawings completed and start the construction of these stations before the end of the current calendar year,” Premier Misick stated firmly, emphasising his government’s commitment to addressing the urgent need for enhanced security.
The Premier’s announcement comes in the wake of a marked increase in violent gun and gang crime, prompting the National Security Council to instruct the Attorney General to draft specific legislation designed to address these critical issues.
The government has also introduced a series of ordinances aimed at strengthening law
enforcement’s ability to combat crime, including higher penalties for firearms possession, stop and search powers, and anti-gang measures.
Premier Misick underscored his government’s unwavering commitment to restoring peace and safety in the islands. “My government is committed to restoring safety and peace in every corner of this country, and we are approaching this strategically, starting with addressing both the urgent and the important issues first,” he declared.
The territory’s leader acknowledged the underlying social causes of violence and outlined a comprehensive plan to address them, including the development of safe communities with proper housing, infrastructure, mentorship programmes, counselling, and rehabilitation.
He emphasised the importance of a joint approach across government agencies to tackle criminality and social issues that breed crime.

various concerned citizens and groups.
Is there an Active Prison Board? A robust prison system with a focus on rehabilitation could indeed mitigate the formation of dangerous subgroups, both in and out of prison. Proper policies and leadership from a dedicated prison board would ensure the system works not just to detain but to reform.
Do we have a widely recognised “Think Tank Committee” designed to solicit independent voices and ideas to help influence government and public decisions?
Maritime Patrol: Strengthening maritime patrols around key areas such as Grand Turk, Salt Cay, and Great Sand Cay would help secure the
islands from illegal activities like trafficking and other crimes that take advantage of unpatrolled waters.
Crime Stoppers Program: Increasing the financial appeal and effectiveness of anonymous reporting through Crime Stoppers could build public trust. It’s crucial that more people believe in the confidentiality of the system to encourage a higher level of crime reporting.
Lighting and CCTV:
Improving surveillance infrastructure, with better lighting and strategically placed CCTV, would undoubtedly enhance law enforcement’s ability to prevent and solve crimes. These technological tools are vital in deterring criminal activity, providing a sense of security for tourists
stations, the government is implementing a series of other measures to combat crime, including the deployment of a mobile command centre, increased joint operations involving the police, border force, and regiment, and enhanced witness protection programmes.
Premier Misick acknowledged the challenges faced by the police force, including resource and manpower shortages, but commended their efforts in combating crime. He emphasised the government’s commitment to providing the police with the necessary tools and resources to carry out their duties effectively.
“We will spare no expense in providing every tool that the police require to carry out their work,” the Premier asserted. “We’ve invested in tanks, invested in mobile police stations, we invested in boats... and will continue to do so.”
The Premier’s address signals
a strong determination to address the crime crisis in the Turks and Caicos Islands.
“We must stand together, regardless of political parties, denominations, colour, creed or any other categorisation of us as a people”, he added.
Misick further underscored that with the construction of new police stations, which many residents have called on the government to erect, and a comprehensive approach to tackling the root causes of crime, the government is taking decisive steps to restore security to the islands.
He said: “Some of these deal directly with the long term causes of violence which are predominantly social, including the development of safe communities.
“You would have heard me speak about our extensive plan to provide safe housing for everyone with a legal right to be in this country.”

The natural beauty of TCI, often hides these deep-rooted issues, but progress and change won’t come from ignoring the underlying challenges.
What we need is strong, decisive leadership, paired with community involvement. Having a comprehensive strategy along with a wellexecuted plan, will disrupt and dismantle these illegal drug trade networks which appears to be fuelling the fire.
To answer the question, “Yes we can”. Real change will only come when everyday people rise up, not as lone voices, but in large numbers, unafraid to speak truth to power.
This is our country’s moment of reckoning. Let’s not waste it.
An illegal vessel transporting over 40 irregular migrants on board a small craft was intercepted this week near Ambergris Cay.
At about 1:45 pm on Tuesday, September 24, local authorities were alerted by the United States Customs and Border Protection Aircraft and the United States Coast Guard, that a vessel was spotted in TCI waters.
Officers from the Marine Branch, TCI Regiment and TCI Customs and Border Force were immediately deployed, acting Assistant Commissioner of Police (Specialist Tactical Operations) Mat Newton reported.
The vessel was intercepted transporting 38 males and seven females, two minors were among those held.
The irregular migrants were safely brought ashore to Providenciales for processing by the Immigration Task Force.
ACP Newton stated that the close collaboration with Customs and Border Protection, TCI Regiment, Immigration authorities, and the TCI’s international agencies has successfully disrupted illegals from entering the TCI.
“The coordinated efforts of all agencies need to be applauded, and their expertise, resources, and teamwork were vital to this success.”

TCIG launches financial assistance programme for seniors after lengthy delays
In a long-awaited move that brings relief to elderly residents, the Turks and Caicos Islands Government has finally launched the Financial Assistance Programme (FAP) for senior citizens.
The launch of an online application portal, opened on Thursday, 19 September 2024 at 11:59 pm and closed on Thursday, 26 September 2024 at 11:59 pm, came after a series of frustrating delays that left many seniors in a state of financial uncertainty and hardship.
The FAP, a crucial initiative aimed at providing a financial safety net for the elderly, guarantees a minimum monthly income of $1,000 to eligible seniors aged 70 and above. This is achieved through cash grants designed to supplement the income of those receiving less than $1,000 from all other sources, including pensions.
The delayed rollout of the FAP had been a source of significant frustration for seniors who were counting on the promised support.
Premier Hon Charles Washington Misick acknowledged the delays and apologised in a public address, on Monday, August 5, 2024, stating, “We apologise for the delay in getting these funds to you, but assure all that every qualifying person will receive their check as soon as possible.”
The initial plan was to prioritise seniors registered in the National Insurance Board (NIB) database, but technical and administrative hurdles led to setbacks. The government has now assured that all eligible seniors, regardless of their NIB registration status, will have the opportunity to apply and receive retroactive benefits from April 1, 2024.
• To qualify for the FAP, applicants must meet specific
criteria:
• Be a Turks and Caicos Islander or a British Overseas Territory Citizen.
• Have attained the age of 70 years old.
• Be an ordinarily resident in the Turks and Caicos Islands for the last five years.
• Receive a pension below $1,000 per month from one or multiple sources, or receive no pension at all.
Applicants are required to submit a completed affidavit verifying their residency and pension details. The application process is now streamlined through an online portal, although some seniors faced initial challenges navigating the system.

Border Force equipped with advanced forgery detection skills and technology
The TCI Border Force continues to build capacity through its ambitious 2024-2025 human capital advancement campaign with yet another milestone achieved in upskilling border force officers in identifying and treating fraudulent documentation.
Recently a group of officers took part in a comprehensive forgery detection training provided by Clever Solutions, a company based in San Juan, Trinidad and Tobago.
The two-day training, led by Clive Bickram and Alicja
Balweirczak, gave officers handson experience with advanced equipment, upskilling them in identifying and treating cases of fraud.
The training is geared towards helping officers perform their duties with greater accuracy by leveraging the latest technology, resulting in improved efficiency and productivity.
A key focus of the training was the VSC80/FS/M2-Forgey, an advanced document verification system that can detect fake documents, altered IDs, and other
types of fraud. This system uses techniques like spectral imaging, magnification, and ultraviolet light to catch even the most sophisticated forgeries. With this equipment, officers are better equipped to keep the borders secure and operations running smoothly.
The Minister of Immigration and Border Services, Hon Arlington Musgrove, highlighted the importance of the tools and training: “We’re happy to partner with Clever Solutions on this initiative. This partnership gives us the tools and knowledge to stay
ahead of new and emerging threats and protect the integrity of our borders.

Dumpsite shooting leaves man injured
Police are investigating the circumstances that led to the shooting of a 53-year-old man who was shot while at the Dumpsite in Blue Hills. The incident occurred sometime around 2 pm on Tuesday, September 23, with residents reporting hearing several gunshots in the Wheeland community, near the landfill to police.
Officers arrived at the location and rushed the wounded man to the Cheshire Hall Medical Center for treatment.
No further details surrounding the shooting have been released by police, but reports are that the man was targeted.

TCI, UK and the Bahamas further maritime boundary delimitation talks
The Turks and Caicos Islands, supported by the United Kingdom, and the Bahamas are still working to resolve boundary matters since initial discussions in 1992.
Last week, the government hosted a technical meeting on maritime boundary delimitation, which is the fourth round of discussions to resolve issues.
The two-day discussions – held September 24 and 25 - focused on delimiting the maritime boundary between the Turks and Caicos Islands and The Bahamas in accordance with international law, particularly the United Nations
Convention on the Law of the Sea.
Senior officials and technical experts from each of the three countries engaged in productive discussions to advance mutual understanding and cooperation on the complex issue, with the ultimate objective of reaching an eventual and equitable maritime boundary agreement.
The negotiations represent a significant milestone in the ongoing efforts to clarify and formalise maritime boundaries, thereby fostering regional stability and enhancing relations between the involved parties.

A delegation from the Department of Rehabilitation and Community Supervision (DRCS) travelled to Barbados to attend the launch of the Caribbean Association of Probation and Parole (CAPP).
The event marked a significant step toward regional collaboration in probation and parole efforts, with participation from several Caribbean Islands, a release from the TCI government stated.

Acharo Harvey has been appointed as Deputy Chief Fire Officer within the Ministry of Public Safety.
With over 25 years of dedicated service in public service, Harvey’s commitment to excellence and passion for firefighting are exemplary as he takes on his new role.
Harvey’s passion for firefighting and making a difference in his community originated from an early age. He graduated from HJ Robinson High School with a strong determination to help others, a quality that has only grown throughout his career.
He commenced his journey in the Turks and Caicos Islands Public Service with a brief time in the Water Department, but his true calling came when he embraced the opportunity to serve as a firefighter, stepping into the role without hesitation.
Starting as a firefighter at the TCIAA Aerodrome in Grand Turk, Harvey quickly distinguished himself through his leadership capabilities, which led to his promotion as Lead Fireman. In 2008, he took on the role of Station Manager in Salt Cay, a position that

Lyndon Robinson appointed as senior citizenship caseworker
The Deputy Governor’s Office has announced the promotion of Mr Lyndon Robinson to the position of Senior Citizenship Caseworker within the Ministry of Home Affairs.
Mr Robinson laid the groundwork for his career, having graduated in 2015 with an Associate’s Degree in Computer Science from the Turks & Caicos Islands Community College (TCICC). His belief in the importance of education is embodied in his motto: “Education is our passport to the future, for tomorrow belongs only to the people who prepare for it today”—a quote by Malcolm X. Mr Robinson continues to invest in his future and is currently pursuing a Bachelor’s Degree in Management Information Systems at TCICC.
Mr Robinson’s public service journey began in 2016 when he took on the role of dental receptionist in the Grand Turk dental department. This initial position allowed him
to hone his administrative, clerical, and customer service skills.
His dedication and adaptability were evident as he transitioned through various roles, each time demonstrating a strong commitment to career advancement.
In 2018, Mr Robinson joined the Department of Registration and Citizenship within the Ministry of Home Affairs as a data processor. Haiti’s leader says nation far from winning gang war as UN deadline looms
Haitian Prime Minister Garry Conille said on Wednesday that the Caribbean country was a long way from winning its war against armed gangs that control most of the capital, as a United Nations deadline for long-delayed support fast approaches.
“We are nowhere near winning this, and the simple reality is that we won’t without your help,” Conille said at an event on the sidelines of the United Nations General Assembly.
“There is a sense of urgency because the Haitian people are watching with cautious optimism, they’re really hoping to see clear results,” he said.
Haiti is currently facing a gang attack at the capital’s main port, Conille said, the key entry point for funding and goods.
A shipping official told Reuters this week that ships were being shot at, preventing them from docking and unloading containers, while authorities have reported the
kidnapping of two Filipino crew members from a cargo vessel in the port.
Haiti’s main seaports and international airport closed for nearly three months earlier this year after violence escalated at the end of February, an outbreak that saw thousands broken out of prison and the last prime minister resign.
“We worry that without the urgent implication of everyone to support this effort, we will lose the little success that we’ve been able to obtain at a very large price,” Conille said.
U.S. Secretary of State Antony Blinken earlier announced sanctions against former deputy Prophane Victor and gang leader Luckson Elan for their role in human rights abuses, as well as $160 million in assistance for Haiti, and called for further support of the U.N.-backed international security mission.
About 10 countries have together pledged over 3,100 troops, but only around 400 have
deployed. The U.N.’s one-year mandate expires in early October and the U.N. Security Council is set to vote on Sept. 30 on whether to renew it.
While countries have pledged hundreds of millions of dollars, both the U.N. mission trust fund and humanitarian plan remain drastically underfunded.
Musalia Mudavadi, an official from Kenya, which is leading the mission, said the current funds were not enough to sustain the current deployment, let alone the thousands of troops that were promised.
“We encourage all the countries that have pledged troops to move with speed,” he said.
The number of people internally displaced has nearly doubled in the last six months, according to U.N. estimates, now surpassing 700,000. Around half the country is going hungry.
Conille’s government is also tasked with arranging the first elections since 2016. His predecessor repeatedly delayed a vote, saying a free and fair process could not take place under the existing insecurity. The United States, the mission’s top financial
backer, has pushed for elections by next year.
Conille said that while far more security was needed, Haiti is already investing half of an estimated $140 million needed to hold a referendum on the Constitution in February and elections in November 2025. Conille said he was “quite confident” that they would be able to hold the votes despite the insecurity but warned that this would not be possible if commitments enabling the mission’s full deployment are not kept. Kenya to send 600 more police officers to Haiti
Kenya has pledged to send 600 more police officers to Haiti in the coming weeks to help fight gangs controlling much of the capital, Port-au-Prince, and nearby areas.
This would bring the Kenyan contingent, deployed incrementally since June to help the Caribbean nation’s beleaguered police force, up to 1,000.
During a visit to the country, Kenya’s President William Ruto also said he supported turning the current Kenya-led security mission into a full United Nations peacekeeping operation.
A handful of other countries have together pledged at least 1,900 more troops.
Violence in Haiti is still rife and a UN human rights expert has warned that gangs are targeting new areas, causing further displacement.
The UN Security Council is due to meet by the end of the month to decide whether to renew Kenya’s current mandate for another 12 months, paving the way for a full UN mission in 2025.
This would lead to increased funding and resources for the operation, which has been hampered by a lack of equipment.
Addressing the Kenyan police officers at their base in Port-auPrince, President Ruto commended
the force for their successes over the last few months.
“There are many people who thought Haiti was mission impossible, but today they have changed their minds because of the progress you have made.”
He said they would succeed against the gangs and he promised to try to get them better equipment.
The nearly 400 Kenyan officers on the ground were going out on patrol “working hand-in-hand with
Haitian forces to protect the people and restore security”, Ruto said.
“Our next batch, an additional 600, is undergoing redeployment training. We will be mission-ready in a few weeks’ time and look forward to the requisite support to enable their deployment,” he added.
But there has been some criticism in Haiti at the lack of a decisive move against the gangs.
A UN human rights expert who has just been there said the mission was inadequately equipped and needed helicopters, as well as night vision goggles and drones.
“The Multinational Security Support Mission (MSS), authorised by the UN Security Council in October 2023, has so far deployed less than a quarter of its planned contingent,” William O’Neil said on Friday.
Despite an international embargo, arms and ammunition continued to be smuggled into the country. allowing the gangs to extend their control to new territories, he said.

Cayman Islands coastguard seized 560lbs of ganja in latest interdiction
During the recent interdiction at sea during joint maritime operations in international waters, the Cayman Islands Coast Guard and the Jamaica Defence Force Coast Guard seized an estimated 560 lbs of ganja.
Multiple large packets of drugs are now being analysed, and more details of the haul will be presented
in court, an RCIPS spokesperson told CNS.
The two Jamaican nationals and two Cayman men suspected of being involved in the drug smuggling have been charged. All four were remanded in custody when they appeared in court on Monday and are due to appear again on 8 October. (CNS)

Bahamas: Banks may face new rules on account fees
Central Bank governor John Rolle said one solution to high bank fees is to require banks to offer a basic banking account with regulated costs.
His comments were made during a press conference regarding bond offerings at the Central Bank this week.
“In The Bahamas, we see that one of the solutions would be that we have a basic banking product,” he told reporters. “A basic banking product would be an account that individuals have access to where there is more regulated control around the cost of that facility. It would be a way of providing some pricing parameters within a defined range for what we call a basic banking or a transactional account.”
Mr Rolle pointed out that similar products are already available in Europe and some Caribbean countries, and local officials are exploring ways to implement them here.
For example, in 2015, the United Kingdom passed regulations requiring the nine largest personal current account providers to offer basic bank accounts. These accounts must be fee-free for standard transactions and cannot include an overdraft facility.
Mr Rolle’s comments come as politicians turn their attention to the issue of rising banking fees, which has frustrated many residents.
Foreign Affairs Minister Fred Mitchell has repeatedly called on the Central Bank to take a tougher stance on regulating fees, while Free National Movement leader Michael Pintard has proposed a plan he claims will address the problem.
“We’re very qualified to provide advice on these matters, and we’ve been doing that,” Mr Rolle said in response to Mr Mitchell’s suggestion that the government may need to step in. “But again, I don’t want the public to believe on any level that you can address some of the issues while not dealing with the other issues.”
He continued: “The approach here is to recognise that you have to improve the consumer experience while also addressing national concerns about the supply of financial services. Supply means
there are costs and resources involved that still need to be covered.”
“So, that’s the tension we have to resolve. We cannot avoid that tension, but it doesn’t mean we’re insensitive to concerns. The conversation we’re having with the industry is about improving that experience.”
In response to Mr Mitchell’s reference to the Central Bank of Barbados’ success in managing banking fees, Mr Rolle cautioned that each country must tailor its approach based on its unique circumstances.

Putin issues nuclear warning to the West over strikes on Russia from Ukraine
President Vladimir Putin warned the West on Wednesday that Russia could use nuclear weapons if it was struck with conventional missiles, and that Moscow would consider any assault on it supported by a nuclear power to be a joint attack.
The decision to change Russia’s official nuclear doctrine is the Kremlin’s answer to deliberations in the United States and Britain about whether or not to give Ukraine permission to fire conventional Western missiles into Russia.
Putin, opening a meeting of Russia’s Security Council, said that the changes were in response to a swiftly changing global landscape which had thrown up new threats and risks for Russia.
The 71-year-old Kremlin chief, the primary decision-maker on Russia’s vast nuclear arsenal, said he wanted to underscore one key change in particular.
“It is proposed that aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, be considered as their joint attack on the Russian Federation,” Putin said.
“The conditions for Russia’s transition to the use of nuclear weapons are also clearly fixed,” Putin said, adding that Moscow would consider such a move if it detected the start of a massive
launch of missiles, aircraft or drones against it.
Russia reserved the right to also use nuclear weapons if it or ally Belarus were the subject of aggression, including by conventional weapons, Putin said.
Putin said the clarifications were carefully calibrated and commensurate with the modern military threats facing Russia – confirmation that the nuclear doctrine was changing.
Russia’s current published nuclear doctrine, set out in a 2020 decree by Putin, says Russia may use nuclear weapons in case of a nuclear attack by an enemy or a conventional attack that threatens
the existence of the state.
The innovations outlined by Putin include a widening of the threats under which Russia would consider a nuclear strike, the inclusion of ally Belarus under the nuclear umbrella and the idea that a rival nuclear power supporting a conventional strike on Russia would also be considered to be attacking it.
The United States in 2022 was so concerned about the possible use of tactical nuclear weapons by Russia that it warned Putin over the consequences of using such weapons, according to Central Intelligence Agency Director Bill Burns.
CONFRONTATION
The 2-1/2-year-old Ukraine war has triggered the gravest confrontation between Russia and the West since the 1962 Cuban Missile Crisis - considered to be the closest the two Cold War superpowers came to intentional nuclear war.
Ukrainian President Volodymyr Zelensky has been urging Kyiv’s allies for months to let Ukraine fire Western missiles, including longrange US ATACMS and British Storm Shadows, deep into Russia to limit Moscow’s ability to launch attacks.
With Ukraine losing key towns to gradually advancing Russian forces in the country’s east, the war is entering what Russian officials say is the most dangerous phase to date.
Zelensky has urged the West to cross and disregard Russia’s so-called “red lines,” and some Western allies have urged the United States to do just that, though Putin’s Russia, which controls just under one-fifth of Ukrainian territory, has warned that the West and Ukraine are risking a global war.
“Russia no longer has any instruments to intimidate the world apart from nuclear blackmail,”
Andriy Yermak, Zelensky’s chief of staff, said in response to Putin’s remarks. “These instruments will not work.”
Putin, who casts the West as a decadent aggressor, and US President Joe Biden, who casts Russia as a corrupt autocracy and Putin as a killer, have both warned that a direct Russia-NATO confrontation could escalate into World War Three. Republican presidential candidate Donald Trump has also warned of the risk of nuclear war.
Russia is the world’s largest nuclear power. Together, Russia and the US control 88% of the world’s nuclear warheads.
In his remarks to Russia’s Security Council, a type of modern-day politburo of Putin’s most powerful officials including influential hawks, Putin said that work on amendments on changing the doctrine had been going on for the past year.
“The nuclear triad remains the most important guarantee of ensuring the security of our state and citizens, an instrument for maintaining strategic parity and balance of power in the world,” Putin said.
Russia, he said, would consider using nuclear weapons “upon receiving reliable information about the massive launch of aerospace attack vehicles and their crossing of our state border, meaning strategic or tactical aircraft, cruise missiles, drones, hypersonic and other aircraft.” (BBC)
‘I’m a capitalist’ says Harris in economic pitch to voters
US Vice-President Kamala Harris, seeking to sharpen her economic message, pledged to usher in new investments in domestic manufacturing across a range of industries if elected to the White House in November.
In a speech in the must-win state of Pennslyvania on Wednesday, Harris cast herself as “a capitalist” with a pragmatic approach to boosting the middle class.
An hour before the speech, her Republican rival Donald Trump touted his own economic agendaincluding a 15% made-in-America tax proposal - while visiting North Carolina.
Both candidates are campaigning in battleground states this week on their competing visions for the economy, a key issue that voters say is a top priority in casting a ballot.
In a tacit rebuttal to Republican claims that she supports “communist” policies, Harris
described herself as “a capitalist”.
“I promise you I will be pragmatic in my approach,” she said at an event hosted by The Economic Club of Pittsburgh.
Building on her vision for an “opportunity economy”, Harris laid out new proposals to help young families, first time homebuyers and the elderly through $100bn worth in tax breaks and financial incentives. She vowed new investments in artifical intelligence, aerospace and energy development.
Harris added, however, that tax rates for large corporations and the wealthiest Americans must rise so they “pay their fair share”.
She also promised to reform permitting to speed up building in the US, eliminate college degree requirements for federal jobs and increase union apprenticeships, if elected.
“I intend to chart a new way forward and grow America’s
middle class” she argued, while Trump has “no intention to grow our middle class — he’s only interested in making life better for himself and people like himself”.
Later in her first major solo interview with MSNBC, Harris lambasted Trump, saying he “isn’t
very serious” on his tariff proposals and “constantly got played by China”.
“You don’t just throw around the idea of tariffs across the board,” she said. “He’s just not serious about very many of these issues.”
Harris also pushed back for the
first time on the Trump campaign’s claim that she is lying about having worked at McDonald’s as a university student.
“Part of the reason I even talk about having worked at McDonald’s is because there are people who work at McDonald’s in our country who are trying to raise a family,” she said. “I worked there as a student.”
Harris’s remarks came as she is seeking to chip away at Trump’s advantage with voters on his handling of the economy.
Though the race remains close, Harris has opened up a narrow lead in national polling since the two candidates met on a debate stage earlier this month.
At a campaign event in Mint Hill, North Carolina, Trump defended his tariff proposals and suggested they were the reason “people in [other] countries want to kill me”.
NYC mayor charged with taking bribes and illegal campaign funds
Prosecutors have charged New York City Mayor Eric Adams with five counts of criminal offences, including bribery, wire fraud and soliciting illegal foreign campaign donations.
The indictment unveiled on Thursday alleges Adams sought and accepted illegal campaign funds and over $100,000 (£75,000) in luxury travel benefits from Turkish businessmen and an official seeking to gain his influence.
Adams, 64, is a former police officer who was elected to lead the most populous US city nearly three years ago on a promise to be tough on crime.
The mayor has denied any wrongdoing and rejected calls for his resignation.
“I ask New Yorkers to wait to hear our defence before making any judgments,”
Adams said at his press conference on Thursday.
“I follow the rules, I follow the federal law, I do not do anything that’s going to participate in illegal campaign activity.”
The news conference was regularly interrupted by New York residents who called Adams a “disgrace” to the city and asked for “justice”.
If convicted, the mayor could face up to 45 years in prison.
New York Governor Kathy Hochul - who has the power to remove the mayor from his post - said on Thursday she was reviewing the charges.
The 57-page indictment lays out an alleged scheme of corruption and bribery that spans a decade, beginning when he was the Brooklyn borough president. The
corrupt activity continued after he became mayor, the documents alleged, and included extravagant international travel.
In one alleged text exchange included in the indictment, an Adams staffer and an airline manager discuss where the mayor should stay on a trip to Turkey.
After the airline manager suggests the Four Seasons, the staffer replies “it’s too expensive”.
“Why does he care? He is not going to pay,” the manager replies.
“Super,” the Adams staffer says.
Prosecutors claim that same staffer asked the airline manager to charge Adams an artificial price for his travel, to conceal the favourable treatment.
“His every step is being watched right now,” the staffer says, suggesting the mayor be charged $1,000 for a flight to Turkey. “Let it be somewhat real.”

The first cohort of 21 Heads of Secretariats and Executive Administrators recently completed the initial two days of a rigorous four-day training series, marking the beginning of a transformative journey towards administrative excellence, the government said in a statement.
This intensive programme, facilitated by seasoned government officials, delves into a wide array of critical topics, including operating in an executive office environment, effective communication techniques, policy drafting and submission, organisational skills, standard government protocol, financial oversight and management, and ethical standards in the workplace.
Participants are required to complete all four days of the programme, culminating in a final presentation and examination.
“This programme was carefully designed to address the specific needs of our administrative professionals,” stated Ms Julianna Musgrove, Deputy Permanent Secretary for the Office of the Deputy Governor and one of the training facilitators.

Empowering fisherfolk as stewards of TCI’s marine resources
FisherFolkFirst, a nonprofit organisation registered in the TCI, has launched a 12-minute video primarily targeting commercial fishers. The short film summarises the country’s fishing regulations and explains the ecological reasons behind them. The project was carried out in collaboration with the Department of Fisheries and Marine Resources Management (DFMRM) and with the assistance of fishing community members throughout the islands.
While celebrating that the TCI is still blessed with marine resources that many neighbouring countries have lost, the video explains why we need certain regulations to ensure that local fisheries can continue to provide good livelihoods for
future generations. This includes information about closed seasons (e.g., Nassau grouper), size limits, national parks, bans on catching some species (e.g., parrotfish) and bans on using certain equipment (e.g., gill nets).
To cater to all demographics of fisherfolk, separate English, Spanish, and Creole versions of the video have been produced.

The materials were distributed throughout the islands, with gauges given directly to fishermen, and posters, pull-up banners, and brochures being displayed at strategic locations including at the DFMRM offices in Providenciales, South Caicos, and Grand Turk.

Coldplay to break Taylor Swift’s Wembley record
Coldplay is scheduled to play an unprecedented 10 nights at London’s Wembley Stadium next summer, breaking a record held by Taylor Swift and Take That.
The band originally announced a six-night run at the stadium next August, but added four extra shows in September due to “phenomenal demand” during a fan-only presale on Thursday morning.
The general ticket sale begins at 9am on Friday, 27 September, with prices starting at £20 (plus fees).
Unlike Oasis, the band have declined to use Ticketmaster’s dynamic pricing model - where prices are adjusted according to demand. A message on the company’s website stated, “all ticket prices for these concerts are fixed at the advertised rate”.
The 2025 tour dates are in support of the band’s 10th album Moon Music, which is due for release on 4 October.
As well as Wembley, the band will play two nights at Hull’s Craven Park Stadium.
Fifty per cent of the tickets for those shows will go to local fans, who live in the HU, YO, DN or LN postcodes.
The 12 concerts will be the band’s only European dates of 2025.
Earlier this year, the band headlined the Glastonbury festival, where they were joined on stage by Back to the Future star Michael J Fox, and a host of other musicians including rapper Little Simz, Nigerian musician Femi Kuti and Palestinian-Chilean singer Elyanna.
In a series of five-star reviews, The Independent called the show “the spectacle of a lifetime” and The Guardian said it would be “churlish” not to be swept up by a set full of “cartoonish good fun”.
Film star Tom Cruise, who watched the set from a VIP area at the side of the Pyramid Stage simply branded the concert “awesome”.
During the set, the band also previewed songs from their upcoming album, which frontman Chris Martin has hinted could be their last.
“Our last proper record will come out in 2025 and after that I think we will only tour,” he told BBC Radio 2’s Jo Whiley in 2021.
“Maybe we’ll do some collaborative things but the Coldplay catalogue, as it were, finishes then.”
However, he subsequently backtracked those comments, telling the NME the band had another two records left in them.
“We’re going to make 12 albums. Because it’s a lot to pour everything into making them,” he explained. “I love it and it’s amazing, but it’s very intense too.”

One in three children worldwide is now nearsighted, study shows
While this increase has largely been gradual, there was a notable spike after the Covid-19 pandemic, say the researchers, who also noted regional disparities.
“Myopia has emerged as a major public health concern nowadays, with striking evidence existing for rapid increases in its prevalence, especially for Southeast Asian countries such as Singapore, China and Taiwan,” according to the paper, which found that East Asian children had the highest rate of near-sightedness, at 35% – more than twice the rate of their White peers.
This could be due in part to the fact that East Asian children start formal education at the age of 2 or 3, earlier than kids in other regions, the researchers say.
Japan topped the list, with 86% of children nearsighted. South Korea had the second-highest rate, at 74%.
Globally, children in urban areas have higher rates of myopia than
those in rural areas, while girls were slightly more likely to suffer from the condition than boys.
The researchers emphasized that younger children were more vulnerable to environmental factors than adults, saying “this is particularly significant for pre-school children, as they are in a critical period of visual development characterised by high plasticity.”
Looking ahead, researchers forecast that the prevalence of myopia will continue to increase among children and adolescents, reaching 36.6% in 2040 and 39.8% in 2050.
There are things parents can encourage their children can do to protect their vision, though.
The researchers recommend that young people “develop the habit of regularly practising eye-protective measures.”
“Students should also increase the amount of time spent on physical activity and decrease the
time spent on non-active activities such as watching television and videos, playing computer games, and surfing the internet,” the researchers say, calling on officials to reduce the burden of homework and tutoring on students, as well as promoting eye exams, early detection and treatment.
These recommendations were echoed by Dr Benjamin Botsford, an ophthalmologist at UMass Chan Medical School, in a piece for The Conversation in June.
Progression of nearsightedness in children can be slowed by taking breaks and avoiding hour after hour on the phone or computer, he wrote. Limiting up-close reading time outside of school — screen time or otherwise — may help slow the progression of nearsightedness in children, he added. Prolonged screen time can cause eye strain and dryness. Botsford suggests following the “20-20-20 rule.”
“Take 20-second breaks every 20 minutes to look 20 feet away from your device. Focus on relaxing the eyes and blinking. The occasional use of artificial tears, which can be bought over the counter at drugstores, may help with dry eye,” he said. Botsford also advises that spending time outdoors is good for your eyes, saying “it has been correlated with a reduced incidence of nearsightedness in childhood.” (BBC)
Doing this for 20 seconds a day can relieve stress and anxiety
A devoted meditator, Eli Susman wanted to deepen his practice, and his meditation journey took him across the world. He spent a month at Plum Village, a mindfulness practice center in southern France run by Buddhist monks focused on honing the art of mindful living.
Susman expected to spend most of the retreat in hours-long meditation sessions, but to his surprise, he found the schedule only allotted 30 minutes of formal meditation practice.
Used to much longer meditation sessions, Susman began to shift his mindset after laterspeaking with one of the monks. Instead of three hours of meditating, the monk advised him that three breaths were all it took to tune in to the present moment.
“This struck me,” Susman told CNN. “What if three breaths or about 20 seconds is really enough to make a difference in people’s lives?”
Susman, now a doctoral candidate in psychology at the University of California, Berkeley, tested his theory in a study published in April in the journal Behaviour Research and Therapy. He sought to find out

whether a quick moment of selfcompassionate touch — soothing yourself through physical contact — could induce similar mental health benefits as meditation, which usually requires more time and commitment.

to the participant and improved mental well-being. The effects on mental health were greater among people who performed this micropractice daily than those who did not practice as often.
“In this touch-deprived society, we can offer ourselves the same kindness and compassion we so freely give to others,” Susman said. “It’s right at our fingertips.”
This study builds on a 2021 study by German researchers that showed 20 seconds of selfcompassionate touch lowered cortisol levels after people underwent a stress-inducing task.
BRIEF DAILY TOUCHES IMPROVED PEOPLE’S WELL-BEING
The latest study measured how
college students — often busy juggling school, work and extracurricular activities — felt about themselves in the current moment. The study participants were randomly assigned to watch a video about how to perform selfcompassionate touch or fingertapping. Finger-tapping involved bringing the index finger and thumb together to touch, which served as the control group. College students did one of the two practices for 20 seconds a day for one month and were then asked to rate their emotional well-being.
College students reported a difference in self-compassion immediately after the first 20-second self-compassionate session. After one month of daily practice, college students reported higher levels of self-compassion, less stress and better mental health than those in the finger-tapping group.
“It’s an interesting but not surprising study,” said Dr. Sanam Hafeez, a neuropsychology director of Comprehend the Mind in New York City who was not involved in the study.

Coffee could be more than a morning pick-me-up, according to new research
A morning cup of coffee may do more than just perk you up, according to new research.
Moderate amounts of caffeine intake — defined as about three cups of coffee or tea a day — were associated with a lower risk of developing cardiometabolic multimorbidity, said the study’s lead author, Dr. Chaofu Ke, associate professor of epidemiology and biostatistics at Soochow University in Suzhou, China.
Cardiometabolic multimorbidity, or CM, is the coexistence of at least two cardiometabolic diseases such as coronary heart disease, stroke and type 2 diabetes.
“Coffee and caffeine consumption may play an important protective role in almost all phases of CM development,” Ke said.
Researchers analysed data from about 180,000 people in the UK Biobank, a large biomedical database and research resource that follows people long-term. Those involved did not have cardiometabolic diseases at the outset.
The information included the participants’ self-reported caffeine consumption through coffee or black or greentea and the cardiometabolic diseases they developed through their primary care data, hospital records and death certificates, according to the study published Tuesday in the Endocrine Society’s Journal of Clinical Endocrinology & Metabolism.

Moderate caffeine consumers had a reduced risk of new onset cardiometabolic multimorbidity. The risk was reduced by 48.1% if they had three cups a day, or 40.7% if they had 200 to 300 milligrams of caffeine daily, compared with people who didn’t drink or drank less than one cup, Ke said.
The study had a large sample size and used multiple biomarkers to support the findings, making it a strong look at how caffeine affects heart health, said Dr. Gregory Marcus, associate chief of cardiology for research and professor of medicine at the University of California, San Francisco. He was not involved in the research.
“These observations add to the
growing body of evidence that caffeine, and commonly consumed natural substances that contain caffeine such as tea and coffee, may enhance cardiovascular health,” Marcus said in an email.
WHAT RESEARCHERS DON’T KNOW
The methodology is strong and the results line up with existing data about caffeine and heart health, but there are still questions about the extent of the connection between caffeine and heart health, Marcus said.
“It is important to emphasize that, while these data suggest a relationship between caffeine, tea, and coffee and a reduced risk of a combination of cardiovascular
diseases, we need to be careful before we infer true causal effects,” Marcus said.
Because the study is observational, it can only show a connection between caffeine and heart health, he said. Other factors may actually be the cause of the improved heart health, he added.
“It remains possible that the apparent protective effects do not truly exist at all and that the positive associations are all explained by some as yet unknown or unmeasured true determining factor,” Marcus added.
“For example, perhaps those more likely to consume these substances also tend to have a healthier diet or to be more physically active.”

Susman’s findings answer an important question of how much self-compassion training is needed to reap the benefits, especially since people often tend to quit mindfulness interventions because of the lengthy time commitments, according to Dr. Susan Evans, a professor of psychology in clinical psychiatry at Weill Cornell Medical College in New York City who was not affiliated with the research.
“Studies like Susman’s have
real-world, practical value and move the field towards a better understanding of how to help people acquire skills to improve their well-being,” Evans said.
However, Hafeez noted that while self-compassionate touch showed similar mental health benefits to long-term therapy, it is not a complete substitute for it — especially among those with diagnosed mental health conditions. Instead, she advised people to think of selfcompassionate touch as an added tool for their mental health toolbox.
“It’s a quick fix for restructuring your way of thinking, but
changing maladaptive behaviors and thought patterns takes a lot more time and work.”
HOW TO PRACTICE SELFCOMPASSIONATE TOUCH
The benefit of self-compassionate touch is that it can be practiced anywhere, whether at home or on a crowded train, Susman said. First, close your mind and think about a recent mistake or moment that made you feel unworthy or a failure. When these moments are remembered, notice any changes in your body.
Second, find a place to touch your body that is comfortable for you. In the study, people had
a hand over their heart and one over their belly, but they were also encouraged to use any other form of touch if it felt more comfortable to them. Doing so can include stroking the back of the neck, using the thumb to massage a spot on the palm or stroking the upper arms like a hug. Susman advised focusing on the sensation and warmth of the touch.
hird, people should ask themselves, “How can I be a friend to myself at this moment?” focusing on forgiving and accepting their imperfections. After 20 seconds, people can open their eyes or repeat the session as often as needed.
The study also didn’t take into consideration the impact of caffeine from carbonated beverages or energy drinks, meaning that researchers can’t say whether those substances would also have a positive effect, Ke said.
SHOULD YOU START DRINKING COFFEE?
Plenty of literature shows a benefit from caffeine consumption.
Several studies have suggested a lower risk of diabetes, Marcus said. And contrary to popular wisdom, drinking caffeine in coffee is associated with experiencing a lower risk of abnormal heart rhythms, he added, pointing to his and others’ research.
But much of that research is observational, and one study showed a mixed result, with more caffeine linked to additional daily step counts but less sleep, Marcus said.
Although the new study should provide comfort to those who already have a coffee or tea habit, it isn’t necessarily a sign to start a regular caffeine routine, Marcus said.
“It is also important to mention that more is not necessarily better,” he said.
“Even if caffeine, coffee, and tea in the amounts described in this study … are indeed healthy, there is also strong evidence that highdose caffeine, particularly when included in artificial concoctions like energy drinks, may actually cause harmful and even dangerous heart rhythm problems.” (CNN)
The study results showed the more people make selfcompassionate touch a habit, the greater the mental health benefits. Susman suggested setting a cue, such as after brushing your teeth, as a reminder to perform the micropractice.
“It’s not about being better than anyone or pretending everything is sunshine and rainbows,” Susman said. “It’s about treating yourself with the same kindness and care you would offer a close friend.”
So if you’re having a bad day, give yourself permission to be your best friend — even if it’s just for 20 seconds. (CNN)

Chemicals linked to breast cancer leach into our foods, study finds
Nearly 200 chemicals connected to breast cancer are used in the making of food packaging and plastic tableware, and dozens of those carcinogens can migrate into the human body, a new study found.
“There is strong evidence that 76 known or potential breast carcinogens from food contact materials recently purchased all over the world can be found in people,” said study coauthor Jane Muncke, managing director and chief scientific officer at the Food Packaging Forum, a nonprofit foundation based in Zurich, Switzerland, that focuses on science communication and research.
“Getting rid of these known or suspected carcinogens in our food supply is a huge opportunity for cancer prevention,” Muncke said.
Of the recently detected chemicals in food packaging, 40 are already classified as hazardous by regulatory agencies around the world, according to the study.
“So many of these chemicals have already been classified as human health hazards, yet they are still allowed to be used in food contact materials, thus allowing them to migrate into the food we eat,” said Jenny Kay, a research scientist at Silent Spring Institute, a scientific research organization focused on the link between chemicals, women’s health and breast cancer. She was not involved in the study.
Rates of early-onset breast cancer in women under 50 are increasing, and experts said the trend cannot be explained by genetics alone.
“Rates of colon cancer are also rising in younger people,” said Dr. Len Lichtenfeld, former deputy chief medical officer for the American Cancer Society who was not involved in the study.
“Is it obesity? Is it alcohol? Is it the lack of physical activity? Is it environmental? There are a lot of reasons,” Lichtenfeld said, “and it’s going to take a long time to sort which has the most impact, as some of these chemicals may be high risk, some low risk.”
The Consumer Brands Association, which represents the consumer products industry, told CNN that its members adhere to the US Food and Drug Administration’s evidence-based safety standards.
“Packaging exists to protect and keep food safe for consumption,” said Sarah Gallo, the association’s senior vice president of product policy and federal affairs, in an email.
“The FDA reviews and approves food contact substances through their science and risk-based system before they go to market,” Gallo said. “The agency’s post market review also provides continuous safety analysis and regulation of the approved substances.”
The FDA has been under fire for its failure to act quickly on health concerns about some 14,000 chemicals known to be added to food. The agency will hold a public meeting Wednesday to present its ideas on how to improve its postmarket food analyses.
POSSIBLE BREAST CARCINOGENS
In 2007, Silent Spring published a list of 216 chemicals that can cause mammary tumors in rodents — a key method for determining toxicity, according to experts.
A January 2024 update to that list found 921 possibly carcinogenic chemicals, including 642 that may stimulate estrogen or progesterone production, another known risk factor for breast cancer.
“The fact that so many potential breast carcinogens are present in food packaging and can migrate into our food is just one example of how many chemicals we are unwittingly exposed to every day,” said Kay, who coauthored the 2024 study update published in Environmental Health Perspectives.
“Many of the mammary carcinogens are hormone disruptors, too, and many of the chemicals on our list can also damage DNA,” she said. “Consumers should not have to keep track of all of the scientific literature on what chemicals to avoid. It should be on regulators to recognize the danger and take action.”
CARCINOGENS IN PLASTIC, PAPER AND CARDBOARD
The new study, published Tuesday in the journal Frontiers in Toxicology, compared the Silent Springs database of known carcinogens for breast cancer with the Database on Food Contact Chemicals Monitored in Humans, or FCChumon.

FCChumon, created by the Food Packaging Forum, is a list of food contact chemicals that have been detected in human breast milk, blood, urine and tissues.
“The new study took our list of potential breast carcinogens and compared it to their list of chemicals that have been found in food contact materials to find out which of potential breast carcinogens could be getting into people’s diets,” Kay said. “That’s a great way to prioritize chemicals for regulatory action.”
The study found such chemicals as benzene, a known carcinogen connected to breast cancers in animals and people; 4,4’-Methylenebis(2-Chloroaniline), a probable carcinogen linked to bladder cancer; 2,4-Toluenediamine, found to cause breast and other cancers in animals; and 3,3’-Dimethylbenzidine and o-Toluidine, which are dyes used to color plastic and paper.
“Dyes can be used in plastics, paper, cardboard and the like and can have some pretty toxic properties,” Kay said. “Plastics are not the only culprit.”
In fact, while the study found most of the exposure to carcinogens came from plastics used in food packaging, 89 suspected carcinogens were found in paper and cardboard containers.
“Paper has additives such as emulsifiers and adhesives, say if papers are glued together, or there’s a plastic layer glued to the paper,” Muncke said.
A number of the chemicals
found in the study were bisphenols, phthalates or perfluoroalkyl and polyfluoroalkyl substances, known as PFAS — worrisome chemicals that have been linked to many health concerns.
Often called “forever chemicals” because they do not break down in the environment, PFAS are used in food packaging to prevent grease and water from soaking through food wrappers and beverage cups. PFAS can also be found in the ink used to print logos and instructions on food containers.
Chemicals in the PFAS family are linked to high cholesterol, cancer and various chronic diseases as well as a limited antibody response to vaccines in both adults and children, according to a report by the National Academies of Sciences, Engineering, and Medicine.
Phthalates have been linked to childhood obesity, asthma, cardiovascular issues, cancer and premature death in people ages 55 to 64.
Bisphenol A, or BPA, is an endocrine disruptor that has been linked to fetal abnormalities, low birth weight, and brain and behavior disorders in infants and children. In adults, the chemical has been linked to the development of diabetes, heart disease, erectile dysfunction, cancer and a 49% higher risk of early death within 10 years.

TO TAKE TO REDUCE EXPOSURE
While it’s up to regulatory agencies
to make sweeping changes to protect the food supply, there are steps consumers can take to reduce the risk of toxic chemicals and carcinogens, according to Silent Spring.
Avoid burning or charring food, as the muscle meat of beef, pork, fish or poultry produces DNAdamaging chemicals when grilled at high temperatures or over an open flame. Use a ventilation fan when you cook.
Pollutants such as polychlorinated biphenyls, or PCBs, accumulate in fat, so remove the fat and skin from meat and fish before cooking and drain off any that forms during meal preparation. Choose smaller, younger seafood that will contain less mercury and other toxins than larger, older seafood, according to Silent Spring.
While many canned foods and lined cartons have moved away from BPA, some still do use the chemical in the lining. Replacements include acrylic and polyester resins as well as polyvinyl chloride resins, or PVC. Currently, scientists aren’t sure about safety profiles for these substitutes. Choose organic produce, meat and dairy over conventional when you can — while heavy metals may still be present, organic food is exposed to fewer pesticides.
Toss plastic containers. Instead, store and microwave all foods in glass rather than plastic, don’t use nonstick pans for cooking and replace any plastic bottles and coffee makers with glass or stainless steel. (CNN)

Derrick Rose, longtime NBA veteran and former league MVP, announced his decision to retire from professional basketball on Thursday.
Rose, drafted first overall in 2008 out of the University of Memphis, played for 16 NBA seasons - the first seven of those with the Chicago Bulls.
Rose posted his announcement to social media and took out ads in newspapers in the six NBA cities where he played with an impassioned tribute to basketball.

A Real Mallorca fan who racially abused Real Madrid forward Vinicius Jr and former Villarreal winger Samuel Chukwueze has been given a 12-month suspended prison sentence by a Spanish court.
In a statement, external Real Madrid confirmed that the supporter, who was also banned from stadiums for three years, had his sentence suspended after apologising by letter to the Brazil international and doing antidiscrimination training.

The 74-year-old, from Wellingborough, Northamptonshire, was recognised with the royal honour for her services to athletics at Windsor Castle on Wednesday.

that the ceremony had been hosted by the Princess Royal, herself a former Olympian.
“She said ‘It’s a long time coming’, and I said ‘Yes, I certainly know that,’ said Ms Neil.
“I said it’s an honour and a pleasure that I’m receiving the MBE from a fellow Olympian.”
Great Britain’s first black male Olympian is thought to be Harry Edward, who competed at the 1920 Games in Antwerp.
Asked if she felt like a trailblazer in female British sport for her Olympic feat, Ms Neil said: “Yes I do, because I go to schools and homes and all sorts of places,
giving talks and speeches.
“I opened a school the other month in the local area. They appreciate me now, they know I’m here.”
Ms Neil competed in the long jump during her school days before rising to prominence on the track.
She became an international athlete at 16 when reigning Olympic gold medallist Mary Rand was injured, taking her place at a competition in Lille, France.
Ms Neil said: “That was quite an experience because I was the youngest on the team, and quite nerve-wracking. I’d never flown before.”

“I came here to win trophies and to play that kind of final,” said Giroud.

Clark vows to get better after Indiana play-off loss
Caitlin Clark is certain she will return even stronger next season after the Connecticut Sun beat the Indiana Fever 87-81 to end her hopes of finishing her rookie year with a WNBA Championship title.
The 22-year-old, selected as 2023’s number one overall draft pick from the University of Iowa, set regular-season records for assists (337), points by a rookie (769) and three-pointers by a rookie (122) in her debut campaign.

NY Yankees fail to clinch AL East title but Judge makes history yet again
The New York Yankees failed to clinch the American League (AL) East title for the second night running on Wednesday, despite a historic 142nd RBI for Aaron Judge in a 9-7 loss to the Baltimore Orioles.
Down 3-0 after the first inning, the Orioles never looked to be in trouble until the bottom of the ninth, when the Yankees began to fight back. Juan Soto singled to bring home Anthony Rizzo to make it 9-4 to Baltimore before Judge hit a three-run homer – his MLB-leading 57th of the season –to cut Baltimore’s lead to two.
The Orioles then made a pitching change, bringing on Keegan Akin for Matt Bowman, and then closed out the game to seal the win over their division rivals.
Despite the loss, Judge has now homered in four consecutive games, climbing to 142 RBIs on
the season and becoming the first player to bat in 140+ runs in a campaign since 2009, when both Prince Fielder and Ryan Howard recorded 141. According to MLB
stats, the previous longest stretch between 140+ RBI seasons was five years, since RBIs became an official statistic in 1920.
Having nearly clawed back a

Osaka starts working with Serena Williams’s former coach after initial hesitancy
The UFC’s parent company TKO Group has agreed a $375m (£281m) settlement in relation to one of two legal cases affecting about 1,200 former UFC athletes.
The group of former fighters claim the UFC’s contracts suppressed athletes’ abilities to negotiate other promotional options.
TKO Group’s initial settlement in March of £263m was rejected by the judge, Richard Boulware, who said the figure was too low.
In a statement, TKO Group said it believes “the new agreement addresses Judge Boulware’s stated concerns” regarding the Cung Le case.
A new court date of 3 February 2025 was set and the settlement will now have to be signed off by the judge.
TKO Group maintain they felt the original settlement was “fair” but said it was “in the interest of all parties to bring this litigation to a close”.
The anti-trust lawsuits had sought up to $1.6bn (£1.25bn) in damages.
There are two separate legal claims, one filed by fighters Le and Nate Quarry in 2014 representing fighters who competed from 2010 to 2017, and a second filed by fighters including Kajan Johnson that represents fighters from 2017 to the present.
The 2014 claim alleges the UFC attempted “to acquire and maintain monopsony power [where there is only one buyer or client] in the market for elite professional MMA fighter services”.
Naomi Osaka has never hidden her admiration for Serena Williams and now she’s following in the 23-time grand slam champion’s footsteps.
Osaka has started working with Williams’ former coach Patrick Mouratoglou and the Japanese star got the new partnership off to the perfect start at the China Open on Wednesday, winning her firstround match against Italy’s Lucia Bronzetti in straight sets.
Mouratoglou is no stranger to working with champion-level talent, having previously guided Williams to 10 major titles and a career golden slam – all four grand slam titles and an Olympic gold medal.
He has also worked with men’s tennis stars such as Stefanos

And while Osaka is excited about a new chapter in her career, the four-time grand slam champion says she was initially hesitant to start working with the well-known coach.
“The fact that he was Serena’s coach made me want to avoid him just because his persona is so big,” she told reporters, per Reuters.
“This isn’t rude because I found out it’s not true, but I didn’t know if he was a good coach or he coached Serena.
“Then I met him, talked to him, worked with him on the court. He absolutely is a really good coach. I’m really glad that he’s taking this project on, as well.”

Kendrew (#10) were also rewarded for their longest putts, while Leslie Foss (#4), Alex Aquino (#8), Keith Burant (#15), Gregg Rivers (Men #17), Lindy Gunderson (Ladies #17) excelled in the Closest to the Pin battle.
According to information from the golf club, “the tournament raised a record-breaking amount for the TCI Education Foundation, supporting student scholarships at BWIC. A big thanks to all our sponsors and participants for making this happen!”

TCISS season kicks off with Inter-High football
The Turks and Caicos School Sports (TCISS) season is set to kick off this Saturday (September 28) with Inter-High School football for boys and girls.
Last year’s Boys’ champions were the A. Louise Garland Thomas High School and the Marjorie Basden High School were back-to-back Girls’ champions.
The opening weekend will take place at the TCIFA Stadium on Venetian Road starting at 10:00 am but all following games in the season will take place at the National Stadium on Fridays and Saturdays.
Football is expected to run until October 26, before the InterHigh Boys Basketball tips off on November 1. Games will be multi-island based and will be played on Fridays and Saturdays. That tournament is expected to conclude on January 25. Games in Providenciales will be played at the Gustarvus Lightbourne Sports Complex court.
Meanwhile, the females will be in action in softball at the Downtown Ball Park. The InterHigh Girls Softball Season pitches off on November 16 and will run
February 1, 2025.
