“TCI remains scandal-free”– says Premier Territory's robust financial services regulations lauded
BY OLIVIA ROSEThe Turks and Caicos Islands Financial Services Commission (FSC) has been commended for navigating the constant changes and shifts in the local and global financial sector and keeping the territory “scandal-free”.
The FSC is an integrated regulator with responsibility for the regulation of all financial services businesses operating in or from the Turks and Caicos Islands, and the supervision of designated non-financial businesses and persons (DNFBPs) and not-forprofit entities operating in or from the TCI.
Against a myriad of challenges
affecting the financial services sector including a pandemic outbreak, global warming, market developments, changes in legislation and regulations, and the collapsed crypto exchange FTX in neighbouring Bahamas proving a cautionary tale, Premier Hon Charles Washington Misick says the TCI remains a “ properly regulated jurisdiction”.
Speaking at the FSC’s recently held Annual Industry Conference, Misick said: “I would like to congratulate the Financial Services Commission though because the Turks and Caicos Islands Financial Services Commission has done a good job in navigating around these pitfalls, and our jurisdiction
remains scandal-free.”
Misick pointed out that the Beneficial Ownership Registers Interconnection System ('BORIS') is another shift, the financial sector has had to skilfully manoeuvre.
BORIS is a tool to connect the national central registers holding beneficial ownership information of corporate and other legal entities and trusts and other types of legal arrangements.
It forms part of the European Union's ambitious intent to put in place an increasingly extensive digitalisation of the various sectors of justice and cross-border cooperation.
Misick said: “With change comes much uncertainty and under the sanctions and anti-Money Laundering Act of 2018, the British Overseas Territories committed to introduce public registers of beneficial ownership interest by the end of 2023.”
However, the European Court of Justice in a judgment on the 22nd of November 2022, decided that open public access to beneficial owner registers of the EU member states companies is no longer valid because it contravenes the Charter of Fundamental Rights of the European Union, he explained.
“In case you are not aware of it, it technically also contravenes the constitution of the Turks and Caicos Islands because those same fundamental rights are enshrined in our Constitution.
“There's still uncertainty as to whether the United Kingdom will continue to insist on compliance... before the end of this year.”
Misick said the overseas territories' heads of Government are actively involved in the debate regarding the public registers of beneficial owners.
He added: “It is very much on the JMC agenda in November of this year and there's absolutely no way on God's green earth that it is possible to sign off on this before the end of 2023.
“In any case, I think we all appreciate the importance of having a properly regulated jurisdiction but we also must ensure that we do things that enhance jurisdiction and make it easy to do business.”
Robust regulation
Meanwhile, HE Governor Dileeni Daniel-Selvaratnam during her address at the conference stressed that robust financial regulation is imperative to safeguard wider financial systems in the TCI as the Government works to evolve the territory’s financial services industry.
She said: “The Turks and Caicos Islands has one of the fastest growing economies in the Caribbean, and as such strong financial regulation is imperative to safeguard wider financial systems and provide consumer protection will not come if we wait for some other person or some other time.
“This does require us to reappraise our prior convictions in the light of evidence and experience and be innovative within the boundaries set by the law. It is only with such agility that we can continue to deliver in rapidly changing circumstances.”
She pointed out that the FSC has to navigate a number of changes that have a profound impact on the regulation, development, and stability of the financial sector.
These changes include financial and geopolitical facts, population growth, global warming, environmental health, technological advances, international standards, and financial crimes such as money
laundering, terrorist financing, fraud, identity theft, and nefarious internet-based schemes.
Governor Daniel-Selvaratnam who has direct oversight over the regulation of international financial services said the Turks and Caicos Islands continue to ensure regulatory compliance, as well as seeking to make strides in building its financial services, notwithstanding the ongoing international regional and national pressures.
She said: “As we're all aware, the commission has an extensive mandate, which includes education, outreach, and advising on all matters pertaining to financial services.
"The commission's work must not only withstand economic, social, and political stress but must be the vanguard in an industry that continues to see widespread spread change post-pandemic, the ability to evolve and steer the required changes to create the necessary environment that encourages growth is essential.”
She underscored that it is critical for the FSC and by extension the financial sector to apply innovative thinking that steered the territory through the pandemic to effectively navigate the current changes it is faced with.
“Regionally, the Commission continues to consider how best the Turks and Caicos Islands should position itself with an agenda to progress work to modernize the environment for the operation of financial services and support our ease of doing business for investors in keeping with international standards.”
“True resilience in today's climate, must see resolve for change as means of not only surviving but thriving”, she said.
First SIPT corruption trial verdict this month
BY DELANA ISLESThe Turks and Caicos Islands public can expect a verdict in the almost decade-long corruption trial on September 25.
It is a long-awaited end to a process that has spanned more than eight years and millions of dollars from the public purse.
Confirming the news for the Weekly News on Thursday, September 7, was lead prosecutor and King’s Counsel Andrew Mitchell. Mitchell had previously advised that the verdict would have been delivered in September, if not in July when the first of the two trials had been wrapped up.
The defendants who will soon know their fate are former Deputy Premier Floyd Hall, exgovernment minister Jeffrey Hall, and attorneys Melbourne Wilson and Clayton Greene.
The remaining defendants will stand trial this October, namely exPremier Michael Misick, former minister McAllister Hanchell and attorney Chalmers Misick.
In late March, the defense wrapped up its case against the four accused, with closing arguments delivered in May.
The facts of the case against the seven accused – initially heard before the late Justice Paul Harrison – are the same, though split.
Three conspiracy to defraud charges, one bribery charge and another of concealing the proceeds of criminal conduct were filed in
the trial against Floyd Hall, Jeffery Hall, Wilson and Greene.
In all three of the conspiracy charges, chief defendant Floyd Hall is alleged to have conspired with former Premier Michael Misick to defraud the TCI.
In the bribery charge, Floyd Hall is alleged to have accepted inducements directly or indirectly from Richard Padgett and related and connected entities by unlawful corrupt payments or other rewards while he was a minister of government.
Padgett was at the time the developer of a luxury hotel at Third Turtle. Padgett has since pleaded guilty to this charge and has been sentenced.
In one of the three charges
Floyd Hall, Jeffrey Hall and Wilson allegedly conspired with Misick, Lillian Boyce, Samuel Been, Quinton Hall and Earlson Robinson in a North West Point land deal.
In this land deal, ex-minister
Jeffrey Hall is alleged to have used a company named Urban Development to purchase land and then sell it immediately to Canadian developer David Wex.
The fifth count names Clayton Greene, alleging he concealed or disguised the proceeds of criminal conduct committed by Floyd Hall.
The trial officially began on December 8, 2015.
The entire process commenced in 2008-2009 when recommendations for investigations were handed down by Sir Robin Auld’s Commission of Inquiry.
Grand Turk mother sentenced to life for daughter’s murder
Forty-five-year-old Najah Karioka of Grand Turk was last week sentenced to life in prison for the murder of her daughter.
When the news of the horrific crime was first reported by the police in May 2020, the entire territory was shocked to its core.
The nine-year-old child was found in her North Creek, Grand Turk home she shared with her mother, unresponsive.
Police were alerted to a shooting incident at the home at about 10:07pm on May 20, 2020, when a report was made to the Police Control Room that emergency
medical personnel were needed at the home.
When first responders arrived, they found the child unresponsive with head injuries.
At the time, Commissioner of Police Trevor Botting had stated: “This case remains a tragic incident that touched the lives of many throughout the Turks and Caicos Islands- because it involved a minor.”
Commissioner Botting had also asked that residents remain vigilant: “I would also like to use this opportunity to ask the residents of Grand Turk to please remain
vigilant and be the “eyes and ears” of your community.
“Do not hesitate to report suspicious activity to 911.
“The Royal Turks and Caicos Islands Police Force need even more community cooperation to continue combating the scourge of violent crime lately on the island. Remember to call Crime Stoppers anonymously at 1-800-8477 (TIPS)”
Karioka learned the penalty for the crime on August 29, following a judge alone trial.
A life sentence is no less than 30 years.
THE PRIVATE SECTOR AND THE FSS
The private sector in the TCI has been lambasted by the Minister of Finance, Industry, and Trade Hon Erwin Jay Saunders, for taking a lacklustre approach to collaborating with the government to help grow the financial service sector (FSS).
There is a burning desire within the Turks and Caicos Islands to grow this sector, the territory's second-largest industry after tourism, which has been touted as a potential "game changer" for the TCI.
Addressing an audience made up of members of the government, the private sector, business students, and members of civil society at the Financial Services Commission Annual Industry meeting, on Friday, August 25, 2023 at the Shore Club, Minister Saunders explained that the government has established TCI Finance Limited, a quasi-government agency to market and manage the industry alongside the private sector. However, Saunders revealed that the private sector has yet to hold up its end of the bargain as it relates to funding the agency. What are your thoughts?
State of depression
Not surprised the private sector has not responded. The industry is in a state of depression because of the non-stop and ever increasing demands put on the sector by the Financial Services Commission (FSC).
The FSC treats the industry as if they are all facilitating money laundering criminals. To the FSC, the main occupation of the industry should be conducting burdensome due diligence and compliance, checking on clients on a daily basis and undergoing staff anti money laundering training.
If this is not quite up to date firms are threatened with fines or suspension. The thought that we should be bringing in more business which means more potential money laundering criminals being serviced is anathema to them.
Missing the point
It is easy to pack industry professionals in the same room and move to ‘lambast’ them because that is a good political “grizzle” and makes the citizenry feel good.
The reality may show that it is merely the usual “style over substance” which is
the stock and trade of today’s political class. Is this the real issue facing TCIslanders: private sector money and TCI Finance Ltd?
There is no record of the premier or minister of finance, ever calling the private and financial sectors into a conference, session or seminar to seek their cooperation on any issue.
This kind of collaboration and ‘leadership’ is missing from the current administration. They can spout fancy words and language but really take no action. It is time a government of the TCI emerges to lead the financial services sector even though it is under the independent Financial Services Commission. Budgeting and financing must come from Parliament and under the sponsorship of the government.
The minister of finance is responsible for ‘supply’ ie seeking funding and monies for statutory bodies of this nature. This is something he identified in his remarks. With this power and responsibility, he could do a number of things. He has the ‘leverage’ but not doing anything to exercise that leverage or policy oversight.
Such as demanding reforms to the way the FSC is run and managed. To that end, he does not even require the input and or monies from the private and financial sectors. Reason being, that if he wishes,
he’d be speaking for the people of the TCI, which should be his primary focus.
Just over two years ago, in November 2021, the premier lambasted the private sector and banks over their “de-risking” measures and refusal to lend to the local business community or anyone else for that matter. Yet no policy came from those remarks, no bill, green paper or anything else. Just words that would please an economics lecturer or an ineffective academic.
Private sector money
Given the experience with the Destination Management Organisation and the manner in which TCI natives were simply jettisoned from that body after 20 years or more of experience, one cannot be enamoured with the minister’s appeal to have ‘private money’ infecting a regulatory body. That cannot make policy or practical sense.
The Financial Services Commission (the FSC) needs to be free of private sector money because it is supposed to be an independent regulator. Suffering ‘no infections, the FSC needs to be free to regulate banks, attempt to set a level playing field for all in the TCI and not simply favour its policy oversight to the banks, mortgage companies and the big law firms (the troika of influence in the TCI).
It is unfortunate that the Minister of Finance is ‘barking up the wrong tree here’ because the troika has not helped and will not help. It would be best if the minister would find the resolve to lead on critical issues impacting TCI people. These issues involve a lack of access to cash and loans for business development.
TCIslanders lament how certain people ‘could just come off the plane” and find credit facilities, help and anything they need to set up in business”. Such comforts are not available to the people. The government and the FSC need to establish some goalposts for the Banks to follow.
If these bodies do not function as they should, then the Opposition and its leader, Edwin Astwood, need to step in and provide alternative solutions on how TCI people may obtain finance, low-interest loans and the same “comforts” as those just flying in.
Failed leadership
In or around November 2021, the premier took to the same ‘pulpit’ but in a different forum, where he lambasted the banks for failing to lend to locals and “discriminating against a whole group of people”.
Yet again, the issue falls flat and the elected government “does nothing” about the fact that banks refuse to lend or work with local people. It is not the people, because when Scotiabank left Grand Turk, 90% of its loan portfolios were being served. People in the TCI pay their loans.
The premier, in his November 2021 remarks, suggested that "…. we have to work with the private sector and the banks to see how that can happen and what we can do.” Yet in 2023, the Minister of Finance
is reporting that the private sector is not working with the government, and that there is ‘no cooperation at those levels’.
It is again a failure of leadership and where the minister refuses to seek or demand cooperation from the private sector or the FSC. Further in 2021, the premier described the approach and attitude of the Canadian Banks as “lazy” and the Bank officers in the TCI functioning as messengers.
The premier, threw his hands in the air and declared that "…they can’t really help us, that’s the truth. They can’t help us, it’s an enterprise decision, so they can’t make the decision locally as to what happens here”. Such resignation was not good for the people of the TCI. Could he not amend the banking ordinance and regulations to ensure that banks are really managed in the TCI, decisions be made in the TCI and that managers are not just messengers but actual decision-makers?
He has 14 seats and all 14 of them should have been demanding reforms as well. Yet if these banks pull out in reaction to real measures, it is clear that owing to the strength of the TCI’s economy, other banks would rush in to fill the gap and to conform to local regulations.
A serious government would create the climate for banks to lend and work with its people not just talk and complain about it. The same rhetoric has been spouted about egovernment and two years later the same 'nothing' is the result.
For the people, by the people
Apart from the weak language and lamentable words of the minister of finance, the people of the TCI must take over the process of finding a resolution to the financial crisis people face.
The government has clearly dropped the ball. The time is ‘nigh and high’ that the opposition must intervene. The Hon Edwin Astwood, needs to mobilise the public and invite the government to a forum with the people. Issues to be discussed should include the “de-risking” issue and the refusal of banks to lend to the people.
A public comment should be made on the establishment of the TCI Finance Ltd because like the DMO, it was established without the consent and knowledge of the people. It is not about just attracting new business.
What has to happen "internally in the
TCI," is a series of reforms and laws mandated by the people to ensure "right" is done by them. The development of a sector where Turks and Caicos Islander businesses could form companies to trade locally and without the scope of the FSC or international financial oversight.
This suggested forum should discuss the development of a local bank a credit union and an entity that would lend to locals and low interest rates. Such an entity could take capital from the $400m budget and a part of the National Insurance fund portfolio. The TCI Finance Ltd initiative is too private, too everything that cannot be trusted.
Writing on the wall
EJ Saunders, the rest of the ministers and ruling party backbenchers are a bunch of as***. The private sector that runs our economy is not interested in the financial services industry as there is no more money in it to be had. All they wanted was the tourism industry in the form of the newly minted DMO that would be funded by the people. They only want to control the tourism industry where the money is. How stupid can you be! The people warned of the stupidity of getting rid of the tourist board but you all who think you have all the sense did not heed our warnings.
Missed the boat
The world has changed, and one has to question whether there is any real possibility of growing the financial services sector.
Campaign to find new DPP launched
–Otuonye to resign next year
The search is on for a new Director of Public Prosecutions (DPP), as the incumbent Mr Eugene Otuonye, KC is set to demit office at the end of his five-year term which ends in January 2024.
The launch of a recruitment campaign to find the next DPP was announced by HE the Governor, Dileeni Daniel-Selvaratnam, in a statement to the media on Friday, September 1, 2023.
In announcing the recruitment campaign, Governor DanielSelvaratnam said Mr Otunoye has served the Turks and Caicos Islands with distinction, having held a number of significant positions of
public office.
She said: “ I would like to place on record my sincere thanks and recognition of his committed public service over the course of his 24-year career in the Turks and Caicos Islands.
“As the Director of Public Prosecutions, he has demonstrated strong leadership and worked diligently to transform the approach of his office and engagement with criminal justice stakeholders to improve victim support and the delivery of criminal justice outcomes.”
Governor Daniel-Selvaratam stressed that in recruiting the next Director of Public Prosecutions, a similarly accomplished individual, “with excellent legal judgment, strong leadership, and commitment to engage with others to improve the effectiveness and efficiency of our criminal justice system”, would be ideal.
the rewarding experience and great learning in public service. I retire with profound gratitude to the gracious Turks and Caicos Islands and its people for their confidence in me over these years.

Mr Eugene Otuonye, KC was appointed Director of Public Prosecutions in January 2019.
In the current day and age of transparency and worldwide regulations, especially in the perceived “tax havens”, there is unlikely to be a demand for companies and or banking facilities or such vehicles.
The time for mass use of those products has passed and we missed the boat. Pumping money into it now seems futile!
I do not want to seem to limit my definition of the financial services sector without mentioning real estate which I assume accounts for the vast majority of the industry and which goes hand in hand with a number of other sectors.
As expected
Hmph. What did they really think was going to happen? That board should have never had that power or position. As they say "When yuh don't listen, ya fa feel.
Winner takes all
Who are the local experts in Financial Services? Which could serve a global market? In that market, who wants to team with a government to provide expert services?
Also in TCI our labour market is a regulated mess, the banking sector is antiquated and regulated by nobodies.
Just try attracting a FS company here from, say, Connecticut. Oh, by the way, Cayman is next door.

TCI Govt to invest millions to build national fibre ring
BY OLIVIA ROSEThe Turks and Caicos Islands government is looking to invest between $15m to $25m to build a national fibre ring to improve connectivity across the islands.
As the government looks to position the territory as the financial services hub of the Caribbean, it is cognizant that cutting-edge digital infrastructure is needed to attract businesses and catapult the sector to new heights.
Against this backdrop, the government initiated a project earlier this year to build a national fibre ring that will link the sole subsea cable (Arcos-1) to improve domestic connectivity on each inhabited island, in a bid to solve the broadband capacity and quality
of service issues and to maintain connection in the event of a hurricane and connect the TCI to neighbouring islands, the US and South America.
Speaking at the Financial Services Commission’s (FSC) Annual Industry meeting on Friday, August 25, 2023, Minister of Finance Investment and Trade, Hon Erwin Saunders said the government is committed to spending “very high-level numbers”, to bring the project to fruition.
He said: “I don't want to commit anything but it certainly will be between $15m to $25m to get the fibre optic cable built.
“We've already started the preliminary work, and the consultants have already drafted the plan, and I think that's going to
be coming to cabinet very shortly about how we move forward with that”, he told the large gathering which included members of the private sector.
Saunders stressed that a modern financial services sector is “unimaginable without robust digital infrastructure”.
He said: “We know what the private sector is doing in terms of telecommunications companies but I don't think a lot of you know that the government is investing in world-class technologies.
“We're committed and we've already stated that this is not just a vision we've already started the work to build a state-of-the-art domestic fibre optic cable linking Provo to North to Middle to South to Grand Turk.
“I think with just a little bit
more, we're going to try to link that from Grand Turk to the Dominican Republic, so we can have a complete redundancy to the Turks and Caicos Islands.”
In a tender document released in January 2023, the government bemoaned capacity issues due to the lack of fibre connectivity to most of the islands besides Providenciales.
The government announced its intention to recruit a consultant to ‘identify the optimum routes for the buildout of a fibre link across the main inhabited islands of the TCI ranging from Providenciales (in the west) to Grand Turk (in the east), as well as alternatives, including redundancy and routes for connectivity to/by international fibre links.’
“While Providenciales has
international fibre connectivity, the other islands do not, and are connected via microwave wireless transmission, which is plagued by capacity issues and environmental issues that greatly reduces the service quality of their data and other communication services.”
The government also warned that "communications supported by this technology is highly susceptible to disruptions from tropical storms, which often causes severe damage to the transmission equipment and supporting infrastructure, such as towers". TCIG argued that a national fibre ring linking the main inhabited islands connecting with Arcos-1 will help modernise the country's telecommunications market, while also enhancing economic and social opportunities for the nation.

The Ports Authority of the Turks and Caicos Islands won the 2023 NovaPort Cup after finishing as the best-performing member port of the Port Management Association of the Caribbean (PMAC).
The NovaPort Cup, which arrived in the TCI earlier this week, is awarded at the end of the PMAC Annual General Meeting to the member with the highest score based on a composite of five key performance indicators: total cargo volumes; total revenue generated per revenue ton; total expenses per revenue ton; net profit per revenue ton; total staff per revenue ton.

Joint Forces make major drug bust
A large quantity of marijuana with an estimated street value of half a million dollars ($500,000), was recently found on a sloop which made landfall and was seized by local law enforcement.
According to authorities, some 27 kilograms of cannabis was brought to the TCI on a sloop along with an estimated 200 illegal migrants who are still on the run.
The discovery was made during a joint operation involving officers of the Royal Turks and Caicos Islands Police Force Marine Unit and the Customs Department on Tuesday, August 29th and Wednesday, August 30th.
An initial police report stated that at approximately 10:10 pm, the RTCIPF Maritime Operations personnel on board one of its maritime vessels contacted the Police Control Room and reported
that they were in pursuit of an illegal vessel transporting a number of illegal migrants in the vicinity of North West Point, Providenciales.
The illegal vessel failed to comply with instructions given by law enforcement and eventually ran aground.
Several of the illegal migrants jumped into the water and escaped into nearby bushes.
Marine Unit officers commenced rescue efforts where one male and a female minor were removed from the vessel.
A joint operation was initiated and remains ongoing in a bid to apprehend the illegal migrants, the police explained.
In an update on Tuesday, September 5, 2023, the RTCIPF revealed that during a search in the waters near the illegal vessel, marine officers noticed packages
floating.
“They managed to retrieve 52, a subsequent search of the vessel by Customs officials netted 61 similar packages”, the police disclosed.
Commenting on this massive find Commissioner of Police (ag) Rodney Adams said the collaboration between law enforcement agencies in the fight against illegal migration and the trans-shipment of illegal drugs into the TCI was circumvented.
He said: “The Royal Turks and Caicos Islands Police Force remains grateful for the collaborations between our national security partners.
“We acknowledge our partnership with the TCI Customs Department and by extension the TCI Border Force. Also assisting in this operation were members of the TCI Regiment and Immigration
Task Force.
“These are challenging and dangerous operations in which our law enforcement operates in protecting the borders of the TCI and we remain relentless in pursuing those with criminal intent on causing fear and disruption on the TCI.”
Collector of Customs, Linda Malcolm said ongoing partnerships with the RTCIPF and other national security departments remain a top priority in securing the TCI’s borders.
Ms Malcom stated: “On Wednesday, August 30th, the Marine Branch escorted a wooden vessel from an area known as Northwest Point to the commercial dock Providenciales.
"As customary, the vessel was subsequently searched by

The decision to discontinue providing free meals to the patients in the dialysis centre has prompted me to write this article.
We are so blessed I don’t know if we will even realise it until we travel to other countries or hear stories from citizens from other countries.
The government is subsidising many of the services in this country. Some may argue it is the taxpayers’ money and so they are paying indirectly. While this may be technically true, if we had to pay the true value or cost for some of the services we receive, many of us would not be able to afford it. Education up to the Community College in the Turks and Caicos is free. We have a generous national health programme. We also have a generous social welfare programme. We have reasonable scholarship and grant programmes. We also have a generous grants programme from Invest TCI whereby you can get up to $30k for a business and in some cases, it can be more than $30k. The government continues to provide

duty-free on basic goods and now they plan to do the same thing with building materials if you are building five units or more. The government also has announced $7m to fund a national credit union. Furthermore, we do not pay any personal or corporate taxes.
It seems no matter what the government does, we are not satisfied and we want more, and we want it for free. Some of us can help ourselves but we still seek help from the various agencies of government.
It is time some of us become more responsible and pay for some of the things we want and need. Perhaps if we do, we would
appreciate it and value the things more and waste less.
Now in terms of IHC’s decision, we were very surprised as we did not see this coming because since 2010, IHC has been providing meals and then recharging them to the government. However, the more think about it, I am fine with it.
The government’s responsibility is to pay for clinical costs and meals at the dialysis centre are not clinical costs. This is a common practice in other countries. Furthermore, KDOQI guidelines do not recommend heavy meals while being dialysed.
Now some people say that some
people depend on these meals. If that is the case, then this is a sad state. If those individuals depend on these meals, then what happens to them on the other four days they do not have dialysis? If there are individuals on dialysis who are dependent on the food that is provided, then they should get help from social welfare and the kidney foundation.
Finally, many people are enquiring as to why suddenly this notice came out. Well, I don’t know the answer, but I can only suspect it is due to the ongoing arbitration
case and perhaps the legal team has identified this loophole that meals are not clinical costs.
Obviously, if the government wants to continue to pay for the meals, then it is its prerogative. However, Interhealth Canada will not absorb the costs of providing meals to the patients as all clinical costs are to be absorbed and paid for by the government. It is my understanding that the TCIG is paying over $32m a year to IHC for the management of the hospitals. Let us stop depending on the government for everything.

In the 1940s, angst about radio addiction among youths was prevalent worldwide; however, technological innovations in colour television in the 1960s took the lure from radio. Following this, society expressed a similar sentiment at the inauguration of the Nintendo game. Today, the habitual tinkle of beeps and notifications emanating from smartphones speakers are familiar sounds to parents worldwide, as they battle with their children’s internet use. New concerns have emerged and now, reports indicate that adolescents are unhappier than ever before.

And so, countries are racing to wean teens from their excessive, potentially harmful use of smartphones and big social media platforms, like Facebook, TikTok, Twitter and Instagram.
Consequently, the aftermath of these addictions; however, has
prompted many observers to link mental health in teens to social media uses and technology.
Citing “Politico” – a Washington-based politicsfocused newspaper, the Chinese Government is contemplating minimising screen time to 40 minutes for children, eight years and younger.
Similarly, the local Government in Utah, a US state has imposed a digital curfew for minors using smartphones.
And France is targeting manufacturers requiring them to install a parental control system, which activates, when the device is switched on.
Meanwhile, other EU countries
have enacted the Digital Services Act (DSA) intended for social media giants. The DSA will allow the EU Commission to probe social media companies and ensure that their products are harmless to children.
If companies fail to comply, there is a stringent penalty. They could pay up to six percent of their global annual revenue.
Besides the interventions of governments, parents have a duty to effectuate some level of control by monitoring their children’s use of computing devices, the internet and social media.
It is known that digital giants are ‘attention grabbers’ pros and use this skill to lure advertisers. Continuous scrolling and recurrent, unpredictable reactions from ‘likes’ and ‘notifications’ – apportion out excitement of physiological stimuli, which imitate the effects of slot machines on the human brain. Sadly, this craving is prominent among adults and seemingly difficult to control and apart from the negative consequences of depression and anxiety it creates,
it’s the absent-mindedness that is unacceptable.
This trend has diluted all business spaces – both private and public – and the growing stigma has caused society to look at companies and government institutions negatively and rendering workers unproductive, unprofessional and lacking customer service.
Moreover, this habit is quite visible in relationships, where everyone seems to be in their own world, headlocked into their phone screens.
Phones are devastating people’s lives, occasioning dangerous roads, disparaging social changes and denigrating academic shrewdness.
And now, there is a huge caveat of confounding factors within society. When a person chooses to be unemployed because of a company’s strict phone policy, one is certain, this is a grave addiction. Therefore, the government and entrepreneurs must educate their workers about the detriments of social media addiction with a policy framework, monitoring and acting if warranted.

Engaging in these activities can help us navigate adversity, find inner strength, and foster a sense of peace, even in the midst of life's storms.

Is TCI at a breaking point?
Dealing with the downward spiral of violent crime
Despite a concerted effort by our local law enforcement departments to control violent crimes, it appears to be a game of cat and mouse with head games, tough pursuits, and evasive captures of these criminals.
With the rising trend of serious crimes being at the heart of most Turks Islanders, concerned citizens are wondering if there is an end in sight. There’s a level of violence none like the country has ever seen, particularly on the island of Providenciales.
One has to wonder when we will get it under control. How many times will the country have to bolster the police department with foreign task forces as a crime prevention solution?
By no means should we downplay the short-term effectiveness of this strategy, but it is still fractured in a sense and in more ways than one lacks continuity. It’s time to invest more in our own police officers; develop and promote the cream of the crop through real succession planning and raise the bar for underperformers.
Furthermore, any short-term interventions must be combined with medium and long-term initiatives to enhance our national security.
Taking a holistic approach to tackling crime has been talked
BY ED FORBESabout, but is it really happening? More than ever before, online activities are driving real-world behaviour, and activities on social media are increasingly leaking into real life, which is being played out among young men.
With that being said, who is monitoring social media in realtime, trolling for suspicious gangrelated activities? We have to be in a better position to disrupt and dismantle these violent groups to avoid their grip becoming so tight that it creates a greater threat to tourism and the communities at large.
Over the years, the socioeconomic needs and public safety concerns in Kew Town and Dock Yard communities, have been largely ignored by successive governments and now it’s at a boiling point.
So, how do we fill these voids with real solutions? We the people, call on our representatives and officials to push for more creation of programmes for our youth, improve job opportunities and invest more in these communities’ overall needs.
We have to find more effective
ways to remove the barriers and plant safe spaces in underserved communities where violence is perpetuated. With ramping gun violence, you’re not just taking that person, you’re destroying a whole family and that’s what our people need to come to terms with.
Who are these victims and who are these perpetrators? Have we taken the time to understand their lives, parental support and economic situations? How do we mediate conflicts before they turn violent? We have to find ways to extract high-risk youth from the cycles of violence in their own neighbourhoods.
The country need more resources to help make the much-needed work of violence prevention more sustainable? Are the local churches doing enough and do we have a think tank committee to brainstorm and share objective ideas?
These are real questions that need answers too. Sometimes, community leaders can manoeuvre and navigate in a way that law enforcement cannot.
The country’s internal security
plan may be good, but at the end of the day, the back door is being left open with access to importation of illegal weapons which is counterproductive.
This is pretty evident with the number of ammunition and weapons being discovered at the Howard Hamilton airport in recent months. Another contributing factor could also include undetected migrant vessels that are making it to our shores.
Granted, we do not have the capacity for luggage checks on incoming international flights, but why not use sniffing dogs?
On another front, the fact of the matter is that we have yet to see a dedicated maritime branch on the ground or a vessel stationed between the islands of Grand Turk, Great Sand Cay and Salt Cay to patrol the waters and enhance detection of illegal activity.
Our political leaders have talked about it, but when it comes to action, we see nothing tangible.
It goes to show how constant innovation and attentiveness are in order to support our dedicated law enforcement officers.
There is no time like now to get gun trafficking under control. Where there are no illegal guns, there will be limited gun-related deaths. In addition, it’s a stark reminder of the length and breadth
armed gang members will go to take revenge without regard for innocent bystanders.
Our country must take a look at violence through different lenses and treat it as a public health crisis.
This will require developing the necessary tools, methods, medical staff and resources to deal with the situation; i.e. establishing a trauma centre and so forth.
Not only do we have to be proactive, but we must double our efforts and deal with the current challenges head-on because we are already in the midst of it all.
It will have to start with creating well-targeted programmes, clear diagnosis of our at-risk youth and our young men involved in these violent crimes. This has to be complemented with the appropriate treatment plan that involves the family and community.
Challenges like this cannot be resolved by any single leader or by law enforcement alone. It will take the right tools and people coming together to create a movement that cannot be ignored.
Communities will need to remain vigilant and law enforcement agencies must remain mission-focused with resultsdriven leadership. Only then, will the country be in a much better position to reduce crimes and save more lives.
Avi Adams appointed as Director of Tourism Regulation Department
Mr Avi Adams has been appointed to the post of Director of the Department of Tourism Regulation (DTR) within the Ministry of Tourism, Agriculture, Fisheries, Heritage, Religious Affairs, and the Environment.
The Office of the Deputy Governor of the Turks and Caicos Islands announced the appointment in a statement on Tuesday, September 5, 2023.
Mr Adams is a native of Grand Turk, Turks and Caicos Islands, who graduated from the HJ Robinson High School in 2000. His tertiary education includes a Bachelor of Arts in Accounting from Bernard M. Baruch College, CUNY, New York, and a Master of Business Administration from Edinburgh University, Edinburg, SC.
He also holds several certifications in accounting, finance, and human resources.
Mr Adams has a proven track record of success in various roles, including 10 years as an accountant/financial analyst, 10
years in human resources and 15 years of management experience, the government said in its statement.
He has also worked in the hospitality industry for the past three years. His previous roles include several at Fortis TCI, including supervisor of accounts payable, superintendent of supply shain management and manager for human resources. Mr Adams also most recently served as the human resources manager at the Shore Club Resort with the Hartling Group.
He is community-focused and heavily involved in various community initiatives, including coaching youth sport teams and mentorship programmes.
Commenting on his appointment, Mr Adams stated: “It is incredibly humbling to be chosen to lead the new Tourism Regulatory Department. Only with God have I come this far, and it will only be him that sustains me to continue pushing forward for the Turks and Caicos Islands
government.
“I am thankful for everyone who has contributed to this new beginning. I am excited to take on this new challenge with the Ministry of Tourism to ensure that the Turks and Caicos Islands remain a premier tourist destination. I am confident that my skills and experience will positively impact our work.”
Deputy Governor and Head of the Public Service, Her Excellency Anya Williams, in extending congratulatory remarks, stated: “The Department of Tourism Regulations (DTR) has been formally established under the Ministry of Tourism to absorb the functions of the Turks and Caicos Islands Tourist Board Quality Assurance Unit and TIDES Training Unit.
“The DTR’s mission is to develop and promote a regulatory environment conducive to a dynamic, competitive, and sustainable tourism sector in TCI.

Free meals for dialysis patients discontinued at TCI Hospital
– Government & InterHealth Canada working to resolve the issue
BY OLIVIA ROSEMinister of Health and Human Services Hon Shaun Malcolm said the government is working with InterHealth Canada to reverse the proposed suspension of free meals for dialysis patients offered at the Turks and Caicos Islands Hospitals -InterHealth Canada.
In a letter, widely circulated on social media, Inter Health Canada’s Chief Executive Officer,
Dr Denise Braithwaite announced that the TCI Hospital which is managed by InterHealth Canada will be unable to continue the provision of free dietary supplements as of September 4, 2023, for dialysis patients.
Dr Braithwaite explained that for some time now, InterHealth Canada has been engaged in discussions with the Turks and Caicos Islands government, on funding the costs associated with the provision of snacks and dietary supplements to patients within the haemodialysis units of both hospital facilities.
She said: “As part of its obligation to follow people-centred care and in its effort to ensure food safety and nutritional support,
InterHealth Canada has been for the past 13 years providing snacks and other dietary supplements for our patients especially since such sessions can last for three or more hours.”
She further explained that earlier this summer the TCIG advised InterHealth Canada that the costs associated with the provision of dietary supplements to dialysis patients are not “clinical costs
Bahamas officers sworn in as another wave of crime hits Provo
BY OLIVIA ROSEAs the Turks and Caicos Islands grapples with another wave of violent gun-related crime, 12 Royal Bahamas Police officers were recently sworn in to boost TCI’s crime-fighting efforts.
A worrying increase in gang violence, homicides, and other criminal acts over the past few months especially on Providenciales has once again necessitated a need for reinforcement in the local police force.
To this end, a dozen police officers, who are trained in various specialty areas from the Royal
Bahamas Police Force, will be deployed alongside the Tactical Unit of the Royal Turks and Caicos Islands Police Force (RTCIPF) in their day-to-day operations to help curb the escalating crime situation facing the island.
The Bahamas officers were sworn- in by Commissioner of Police (ag) Rodney Adams at Police Headquarters on Airport Road, Providenciales on Tuesday, September 5, 2023, in the presence of Governor, HE Dileeni DanielSelvaratnam, Acting Premier Hon Erwin Jay Saunders, and the Attorney General Hon Rhondalee Braithwaite-Knowles.

She further pointed out that pending the clear decision by the TCIG, the dietary supplements supplied to dialysis patients have been provided at the cost of InterHealth Canada, however, the hospital cannot continue to absorb these costs.
“Going forward on an openended basis that position is untenable”, she added.
Briefly addressing the issue
which has sparked much outrage locally, Minister of Health and Human Services, Hon Shaun Malcolm said his Ministry is aware of the issue and is working assiduously to address it, stressing that the interests and well-being of the patients are the government’s primary concerns.
He said: “My government is working with InterHealth Canada to ensure that meals are provided to patients and I can assure you that it remains the intention of my government to continue paying for the meals for dialysis patients as necessary.”
Minister Malcolm assured the public that dialysis patients will be provided the necessary care, at a standard they have become accustomed to.
“My government through my ministry will be providing stipends to all 61 patients, dialysis patients around these Turks and Caicos Islands who are receiving dialysis treatment so that they can continue to have access to a meal during treatment.”
He told the media that due to the ongoing arbitration, no further information could be provided on this matter.

Tropical Storm Franklin had just passed, and its aftermath was all too evident: sargassum seaweed blanketed the beaches and the harbour – it was everywhere. The seaweed was not only an eyesore but also emitted a strong foul odour. Worse still, as the seaweed was slowly rotting on the beach the decomposition process produced toxic hydrogen sulphite gas.
The situation is more complex than just blaming “The Great Atlantic Sargassum Belt” for all that ails the Caribbean. While the belt of seaweed does impact both local communities and marine life, and poses a significant challenge for the tourism industry, the story is more nuanced than that.
Sargassum seaweed was first identified by Portuguese sailors in the Sargasso Sea. This seaweed has been a subject of fascination and study for centuries. In fact, Christopher Columbus noted its presence in his diary in 1492, when he feared that his ship might be ensnared by it. Over time, scientists and environmentalists have recognised the ecological importance of sargassum. In the open ocean, it serves as a floating sanctuary, providing safe habitats for fish, turtles, and other marine organisms. Below the water’s surface sargassum becomes a teeming microcosm of aquatic life.

weighs approximately 236,857 tons. This means the Sargassum Belt now weighs more than 100 of these cruise ships combined. The magnitude of this issue highlights the urgent need for effective management and mitigation strategies.
Caicos Islands. These invasions often occur without warning, even on days when the weather is calm and sunny. The seaweed quickly blankets miles of coastline, piling up in heaps, that reach several metres high in height. Initially golden, the seaweed soon turns brown and, as said, gives off a pungent odour as it decomposes.
Sargassum assaults have a wide-ranging impact harm on human communities and coastal ecosystems. There have been reports of the seaweed disrupting vital infrastructure. In some areas, it interferes with water purification processes and can even cause
complications in power supplies in some parts of the Caribbean. As the sargassum decays the hydrogen sulphide released poses health concerns for humans. Exposure to the gas can cause mild symptoms like headaches and eye irritations, and in extreme cases lead to unconsciousness. Coastal marine life is affected when sargassum blocks sunlight from reaching the seabed in shallow waters; while newly hatched turtles struggle to crawl over these “mountains” of rotting seaweed to reach the ocean.
The root cause of the alarming increase in sargassum levels is human activity. Historically,
sargassum floated in the open ocean and occasionally washed up on the coasts of the Caribbean during hurricane season. While inconvenient, these occurrences were manageable. The situation has changed dramatically due to the climate crisis. Rising sea surface temperatures, coupled with pollution from human activities like sewage disposal and excessive agricultural runoff from crops like soya, have exacerbated the problem. By 2022, the mass of the Great Atlantic Sargassum Belt reached an astonishing 24.2 million tons.

The challenge we face is determining how to manage the growing volume of sargassum seaweed. Fortunately, scientists and engineers worldwide are exploring various solutions, although the feasibility of these ideas varies. Initially, there was optimism about using sargassum as a fertiliser. This idea was quickly dismissed because the seaweed contains heavy metals like arsenic, which would harm plants. Another consideration was composting, but this method risks allowing arsenic to leach into the groundwater and eventually contaminate both drinking water and the food chain. Meanwhile, in Mexico, an innovative approach involves making bricks, known as “Sargablocks”, from sargassum. The bricks are cheaper than the traditional cement blocks, yet it remains uncertain whether they will gain widespread acceptance. The primary obstacle to the industrial utilisation of sargassum is the cost of removing the heavy metals. The processing required to make it safe for various applications is so extensive that it negates any cost benefits.

Coup plotter, money launderer Guy Philippe to be freed from US prison, deported to Haiti
Guy Philippe is a man of many moves. The former Haitian police commander once led a government rebellion against a president. He was later elected to a seat in the Haitian Senate just before being captured by U.S. authorities who had hunted him down for nearly a dozen years for pocketing more than a $1 million from Colombian cocaine traffickers. Philippe cut a plea deal with federal prosecutors in Miami, but even then he still tried several times to get his nine-year sentence reduced while representing himself both before and during the pandemic era.
Now, the 55-year-old is scheduled to be released on Thursday from a federal prison in Atlanta, transferred to U.S. immigration custody and eventually deported to Haiti, a country reeling from the July 2021 assassination of its president, Jovenel Moïse, and the terror of deepening gang violence since Philippe’s arrest more than four years earlier. His possible return to Haiti as the United States is trying to stabilise the security situation is fuelling concerns about how his presence back in the country might affect an already volatile landscape. A State Department spokesperson did not want to discuss Philippe’s return to Haiti and directed questions about his deportation to the Department of Homeland Security.
“Mr Philippe was lawfully arrested by the Haitian authorities
and legally extradited to the United States,” the spokesperson said. Nevertheless, Philippe’s pending return to his volatile homeland is raising questions about U.S. policy regarding Haiti and even has former US diplomats who served in the country and are aware of Philippe’s controversial reputation baffled.
“I’m not close enough to the situation to comment on the facts, but this does seem a particularly bad time to add gasoline to a raging fire,” said Jim Foley, a retired diplomat who served as U.S. ambassador to Haiti between 2003 and 2005 during which time Philippe led a bloody coup against the then-sitting president, Jean
Bertrand Aristide. Luis Moreno, who overlapped with Foley and served as deputy chief of mission in Port-au-Prince from 2001 to 2004, said given how perilous the security situation currently is in Haiti, “it’s incomprehensible how anyone could think this was a good idea. Maybe there is something I don’ t know about.”
“He still has influence. He still has guns. He still has access to narco-trafficking,” Moreno said.
“He also has intense political aspirations and ambitions. He wants to be the ruler of Haiti, he wants to be the dictator of Haiti. It has always been his dream and his objective. And that’s dangerous.”
Ahead of his release, Philippe filed a petition with the InterAmerican Commission on Human Rights, requesting precautionary measures based on what he says is “a history of persecutions he had previously faced in Haiti and the fear of future harassment; threats and irreparable harm, on account of his political opinions and expressions.” “Mr. Philippe is petitioning the Commission to actively appeal to the Government of Haiti to provide him with adequate security to protect his rights to life and personal integrity; to adopt the necessary measures so that he can carry out his activities without being subjected to acts of
violence, intimidations, threats, or any harassments in the exercise of his daily life,” the petition, obtained by the Miami Herald, said. Philippe who has passed the time in federal prison by releasing voice notes from prison about his case, refers to his Jan. 5, 2017, arrest by Haitian police as a “kidnapping” and his extradition to the United States on that same day as “illegal” and “politically motivated.”
The seven-member commission, an autonomous organ of the Organization of American States, has not yet ruled on Philippe’s request, stating that it requested information from Haiti on Nov. 17, 2022 but has received no response to date. Philippe’s next move is anyone’s guess, but in court papers filed last year he expressed “his commitment to return to society as a law-abiding citizen” and “participate in the betterment of his community in Pestel, Haiti,” in the western region of the country. “He had a vocal group of followers, many of whom are probably waiting for his return to Haiti,” said David Weinstein, a former assistant U.S. attorney who is now a Miami defense attorney. He led a team of prosecutors that brought indictments against Philippe and more than a dozen other Haitian police officers, politicians and business people on drug-trafficking and related money-laundering charges nearly two decades ago. Sands calls for vaccine as Dengue cases rise
FREE National Movement chairman Dr Duane Sands has called for the Davis administration to bring in a dengue vaccinewith cases having risen to 66 as of yesterday, according to The Ministry of Health and Wellness.
Dr Sands was a guest on Rodney Moncur’s Freedom March talk show this week.
In the space of two days, 14 more cases of dengue fever have been confirmed according to a Dengue Alert, released by the ministry this week.
The alert sent out reiterated symptoms of the disease including, headache, fever, nausea, vomiting, rash and aches and pains in certain areas of the body.
The alert added that: “Prevention and control of dengue depend on vector control. There is no specific treatment for dengue/
Dr Sands said: “We ought to have a conversation in this country — I know vaccines are something
that some people have a serious issue with, not that they should, but let’s ask the government if I want to get the dengue vaccine, would you bring it in?
“There is a vaccine available. It is commercially available. Depending
on which vaccine you choose, it can either be used only in young people, people younger than the age of 16. Or another version can be used in young people and adults.
“It can be purchased by the government and I think we should be proactive, get a supply and make it available to people that want it.
“People that have never had dengue, probably are not candidates for vaccination. The problem with dengue is, many people get dengue and don’t know it, because the majority of people who get dengue have very mild symptoms.
“I think if we look at the official numbers and that is the number of people that have been tested and if we say that there have been 60 that have been confirmed, then it is not unreasonable to infer that you probably have more than 600 people already infected with
dengue. The numbers can increase, they can explode.
“Given the fact there are a number of people in the country who have been previously infected with different stereotypes of dengue, when they come in now, if they get bitten by a mosquito that’s carrying the fourth stereotype or the third stereotype and they had the first or the second, then some of those people come in with what we call haemorrhagic dengue and they can die from it,” Dr Sands said.
According the Centres for Disease Control and Prevention (CDC), the 2022 approved Dengvaxia dengue vaccine is recommended for children ages nine to 16, who have a previous history of “laboratory-confirmed” dengue infection, living in areas where dengue occurs frequently or continuously.

Hurricane Lee rapidly intensifying, forecast to become Category Five
Hurricane Lee has begun rapidly intensifying in the eastern Atlantic and is now predicted to reach Category 5 strength, the National Hurricane Center said in the latest advisory.
“The question doesn’t appear to be if (rapid intensification) continues, but rather how strong Lee will get, and how quickly will it get there,” forecasters wrote in the 11 a.m. advisory Thursday.
The hurricane is already currently at Category 2 strength with winds of 105 mph. Its top wind speeds are now predicted to reach 160 mph, just above the minimum threshold for a Category 5 hurricane at 157 mph, the National Hurricane Center said. That’s up from 155 mph earlier Thursday morning.
Current models “are calling for remarkable rates of intensification, beyond rates normally seen with model forecasts,” the center said.
Meanwhile, Tropical Depression 14 formed over the eastern tropical Atlantic. The depression is forecast to turn north and is not currently a threat to South Florida.
Swells generated by Lee are expected to reach portions of the Lesser Antilles on Friday, and reach the Virgin Islands, Puerto Rico, Haiti, the Dominican Republic, Bahamas and Bermuda this weekend, and could be potentially “life threatening,” the National Hurricane Center said.
There is “potential for tropical storm conditions to occur on some of these islands over the weekend,” the hurricane center said Thursday.
Though Lee’s path appears to be heading straight for South Florida, the region does not have to brace for a direct hit.
Lee is expected to turn north at some point over the next few days, Robert Molleda, a forecaster for the National Weather Service Miami, said at a briefing Thursday morning. Models are suggesting a turn Tuesday or Wednesday.
“Lee is not a threat to South Florida at this time,” Molleda said. “There’s no indication right now that Lee is going to continue to roll west-northwest without stopping all the way to Florida. Is that out of realm of possibility? No, but it’s not the likely.”
Officials have warned Floridians, amid peak hurricane season, to ensure their storm supplies are ready.
As of 11 a.m. Thursday, Lee was 870 miles east of the northern Leeward Islands, the eastern boundary of the Caribbean. Lee was moving west-northwest at 15 mph with maximum sustained winds of 105 mph, a dramatic increase from 80 mph earlier that morning. Tropical-storm-force winds reached up to 90 miles from Lee’s center, and hurricane-force winds reached up to 25 miles out.

major hurricane later Thursday. Its forecast track shows the hurricane headed in the general direction of the Bahamas and potentially Florida. But it is too early to know exactly how close the system will get to the islands of the eastern Caribbean.
“There is the potential for tropical storm conditions to occur on some of these islands over the weekend,” the National Hurricane Center’s latest update said.
The current cone indicating the probable path of the eye of the storm sits just north of Puerto Rico, Haiti and the Dominican Republic.
“The high pressure to the north of it, that’s what’s going to steer it,” said Anthony Reynes, senior forecaster with the National
Weather Service in Miami.
“Tropical systems, they cannot go against the flow of the high pressure, they have to go around it … once it moves to the north of Puerto Rico, it’s going to start shifting more to the north and eventually northeast. The cyclone is moving around the edge of that high.”
There also will be a low pressure trough moving east over the U.S. that should also contribute to the northward motion of the storm, he said.
The system will be traveling over record-warm water, close to 86 degrees.
Lee is the fourth Atlantic hurricane of the 2023 season, behind Don, Franklin and Idalia,
and will be the third major hurricane, meaning Category 3 or above. Franklin and Idalia were major hurricanes.
As of 11 a.m. Thursday, Tropical Depression 14 was about 160 miles west of the Cabo Verde Islands, moving west-northwest at 17 mph. It should continue moving in that direction over the next several days, and could become a tropical storm later in the day or Thursday night. Meanwhile, the remnants of Hurricane Franklin were given a 10% chance of gaining “some subtropical or tropical characteristics” over the warm waters to the west-northwest of the northwestern coast of Spain. It is not expected to further develop after Thursday.
Biden Administration concern about China’s expansion in the Caribbean
Outgoing United States Ambassador to Guyana SarahAnn Lynch says the Biden Administration is concerned about what she says is China’s expanding financial footprint in Guyana and the wider Caribbean.
“We’ve tripled the bilateral trade over the last few years so I think we are here, we are strong, and we will remain here,” she told reporters at a news briefing as her tour of duty here winds down.
According to Lynch, China’s financial presence in Guyana and the rest of the Caribbean is expanding but the US Embassy is aggressively pushing guarantees of value for money from American companies.
“Clearly, the China footprint is growing in Guyana as well as the broader Caribbean,” she said.
She stated that in addition to the United States, other countries have been exploring investment opportunities in agriculture, information technology, tourism, and manufacturing. But she advised Guyanese companies
to take advantage of business opportunities with American companies because of inherent advantages.
“US companies bring some unique things to any country in which they invest, and that’s
quality; excellence; on-time, onbudget projects; and high standards of safety. So I think all those things are important for Guyanese local companies to think about when they’re considering which US companies they want to partner with — and it’s important for the Guyanese people to know that [with] US companies [this is] what they bring to the table,” she said.

Ukraine war: US to arm Kyiv with depleted uranium tank shells
The US has announced it will send controversial weapons to Ukraine as part of more than $1bn (£800m) in military and humanitarian aid.
Russia condemned the move to equip US Abrams tanks with shells strong enough to pierce conventional tank armour.
They are made of depleted uranium - a by-product of uranium enrichment stripped of most radioactive material.
Overnight, suspected Ukrainian drone attacks were reported on the Russian city of Rostov-on-Don and near Moscow.
Unconfirmed video showed what appeared to be a blast in central Rostov where, according to Governor Vasily Golubev, one person was lightly injured and several cars were damaged.
Moscow Mayor Sergei Sobyanin said a drone that targeted the town of Ramenskoye had also been shot down and no damage reported.
The announcement of a new security package for Ukraine came during top US diplomat Antony
Blinken’s visit to Kyiv, prompting an angry Russian response.
The 120mm uranium tank rounds - included in $175m of US military equipment for Ukraineare for M1 Abrams tanks due to be delivered to Ukraine later this year.
The rounds are made of depleted uranium, a waste product from the process of enriching naturally occurring uranium for nuclear fuel or weapons. It cannot generate a nuclear reaction and is considered “considerably less radioactive than natural uranium”, according to the International Atomic Energy Agency.
Depleted uranium can be used to reinforce armour-plating on tanks but is favoured for weapons because of its extreme density and ability to pierce conventional tank armour.
These types of shells sharpen on impact, which further increases their ability to bore through armour, and they ignite after contact.
Russia also reacted angrily when the UK announced in March it was
sending depleted uranium shells to Ukraine for its Challenger 2 tanks.
When President Vladimir Putin described the weapons as having a “nuclear component”, the UK Ministry of Defence said it had used depleted uranium in its armourpiercing shells for decades and accused Moscow of deliberately spreading misinformation.
The UN Scientific Committee on the Effects of Atomic Radiation has found no significant poisoning is caused by exposure to depleted uranium but a 2022 UN Environment Programme (UNEP) report said it was concerned about potential health issues arising from its use in Ukraine.
“The chemical toxicity of depleted uranium is considered a more significant issue than the possible impacts of its
radioactivity,” it said.
The US decision is a U-turn from March when the Pentagon said it would not be sending any depleted uranium munitions to Ukraine.
A Department of Defense official told the Politico news website the US had now decided to send the weapons because they were thought to be the best way of arming Abrams tanks in Ukraine.
National Security Council spokesman John Kirby has described them as “a commonplace type of munition”.
The US will also provide anti-armour systems, tactical air navigation systems and additional ammunition for Himars missiles.
“This new assistance will help sustain it and build further momentum,” Mr Blinken said.
The Russian embassy in Washington denounced the decision as “an indicator of inhumanity”, adding that the US was “deluding itself by refusing to accept the failure of the Ukrainian military’s so-called counteroffensive”.
Since June, Ukraine’s territorial gains in the counter-offensive have been very small, but Ukrainian generals claim they have breached Russia’s formidable first line of defences in the south.
On Wednesday, 16 people, including a child, were killed in an attack on the city of Kostyantynivka, in Ukraine’s eastern Donetsk region.
Ukrainian President Volodymyr Zelensky blamed Moscow for the attack but Russia is yet to comment. (BBC)
China wants to ban clothes that ‘hurt nation’s feelings’
A draft law banning speech and dressing “detrimental to the spirit of Chinese people” has sparked debate in China.
If the law comes into force, people found guilty could be fined or jailed but the proposal does not yet spell out what constitutes a violation.
Social media users and legal experts have called for more clarity to avoid excessive enforcement.
China recently released a swathe of proposed changes to its public security laws - the first reforms in decades.
The clothing law has drawn immediate reaction from the public - with many online criticising it as excessive and absurd.
The contentious clauses suggest that people who wear or force others to wear clothing and symbols that “undermine the spirit or hurt the feelings of thbe Chinese nation” could be detained for up to 15 days and fined up to 5,000 yuan ($680; £550).
Those who create or disseminate articles or speech that do so could also face the same punishment.
The proposed legal changes also forbid “insulting, slandering or otherwise infringing upon the names of local heroes and martyrs”
as well as vandalism of their memorial statues.
Online, people questioned how law enforcers could unilaterally determine when the nation’s “feelings” are “hurt”.
“Will wearing a suit and tie
count? Marxism originated in the West. Would its presence in China also count as hurting national feelings,” one user posted on Chinese Twitter-like platform Weibo.
Legal experts in the country have also criticised the law’s vague phrasing, saying it could be open to abuse.
Zhao Hong, a law professor at the Chinese University of Political Science and Law said the lack of clarity could lead to an infringement of personal rights.
“What if the law enforcer, usually a police officer, has a personal interpretation of the hurt and initiates moral judgment of others beyond the scope of law,” she wrote in an article published on Wednesday.
She cited one case that drew headlines in China last year where a kimono-clad woman was detained in the city of Suzhou and accused of “picking quarrels and provoking trouble” because she had worn the
Japanese garment. The incident sparked outrage across Chinese social media.
There have been other examples of a crackdown.
In March this year, police detained a woman donning a replica of a Japanese military uniform at a night market.
And earlier last month, people who wore rainbow print clothing were denied entry to a concert by Taiwanese singer Chang Hui-mei in Beijing.
“To wear a kimono is to hurt the feelings of the Chinese nation, to eat Japanese food is to jeopardise its spirit? When did the feelings and spirit of the time-tested Chinese nation become so fragile?” wrote one popular social commentator online, who writes under the pen name Wang Wusi.
The draft law is but one example of how Chinese President Xi Jinping has sought to redefine what makes a model Chinese citizen since he rose to leadership in 2012.

Mexico edges closer to electing first woman president
Mexico appears all but certain to elect its first ever female head of state after Claudia Sheinbaum was confirmed as the governing party’s candidate in next year’s presidential election.
The former Mexico City mayor will face off against Xóchitl Gálvez, who is leading the opposition coalition.
Ms Sheinbaum, a 61-year-old trained scientist, is a close ally of leftist President Andrés Manuel López Obrador.
“We will win in 2024,” she told her supporters in a speech.

Biden: Prosecutors seek indictment of US president’s son this month
Federal prosecutors plan to seek an indictment of US President Joe Biden’s son, Hunter, by the end of this month, according to court papers.
It is not clear what charges justice department special counsel David Weiss plans to file against Hunter Biden.
A planned plea bargain to resolve tax-and-gun counts faced by the 53-year-old fell apart in July.
That case marked the first time the justice department had charged the child of a sitting president.
The US first son’s legal woes have become a political lightning rod as his father pursues a reelection campaign.
On Wednesday, Mr Weiss’ office gave a deadline of 29 September for the planned new indictment in a status report required by Judge Maryellen Noreika.
The court filing is related to the felony gun charge alleging that Hunter Biden illegally possessed a firearm while he was a drug user. He is also under federal investigation for his business dealings.
Hunter Biden’s legal team responded in a court filing that their client was abiding by the terms of a so-called diversion agreement approved by a probation office, under which he must stay out of trouble for two years.
His attorney, Abbe Lowell, said: “We expect a fair resolution of the sprawling, five-year investigation into Mr Biden based on the evidence and the law, not outside political pressure.”
In July, Judge Noreika said she
could not approve an “unusual” plea deal overseen by Mr Weiss that would have spared Hunter Biden prison time.
At that hearing, he ultimately pleaded not guilty to two counts of failure to pay federal taxes on income of more than $1.5m (£1.2m) annually from 2017-18.
He was first charged in June.
Although Mr Weiss was a Trump nominee, Republicans have objected to Attorney General Merrick Garland’s elevation of him last month as a special counsel to investigate Hunter Biden. They have cited the prosecutor’s role in brokering what they regard as a “sweetheart” plea deal.
Mr Weiss’ previous working relationship with President Biden’s late son, Beau, in Wilmington, Delaware, has also drawn scrutiny.
Congressional Republicans are considering an impeachment investigation of President Biden, alleging that he had played a role in his son’s foreign business affairs.
Last month, the House of Representatives oversight committee cited bank records it said showed the Biden family and its associates had reaped $20m from oligarchs in Russia, Kazakhstan and Ukraine during his vice-presidency from 2009-2017.
House Speaker Kevin McCarthy recently said on Fox News: “If you look at all the information we have been able to gather so far, it is a natural step forward that you would have to go to an impeachment inquiry.” (BBC)
Ms Sheinbaum beat five other contenders to win each of five polls, averaging about 39% of the vote, the Morena party announced.
A student leader in the 1980s, Ms Sheinbaum served as Mexico City environment secretary when Mr López Obrador was mayor from 2000 to 2005.
She later served as Mexico City mayor herself from 2018 until earlier this year when she stepped down to run for president.
“Girls see an example in me,” Ms Sheinbaum told the magazine Gatopardo. “Being the first woman president would be historic in our country.”
Current polling shows Ms Sheinbaum as the front-runner,
partly down to Mr López Obrador enjoying an approval rating of more than 60%. He is required by the constitution to leave office after a single six-year term.
But Ms Gálvez, an outspoken female senator with indigenous roots, will be attempting to stop her.
The opposition candidate wears indigenous clothing, uses colloquial language and is often seen cycling around Mexico City. She is seen as having a quick wit and down-to-earth demeanour that proves popular with many workingclass and young Mexicans.
She has repeatedly clashed with the president over issues including the high levels of violence in Mexico, stating that “ovaries are needed” to confront organised crime. He has accused her of being the candidate of the rich, the “oligarchs” and “conservatives”. Hours before Ms Sheinbaum’s nomination was announced, her closest rival, former Foreign Minister Marcelo Ebrard, said the vote had been tainted by irregularities and called for a rerun.
But party leaders were quick to defend the process.

Cuba has uncovered a human trafficking ring that has coerced its citizens to fight for Russia in the war in Ukraine, its foreign ministry said yesterday, adding that Cuban authorities were working to “neutralise and dismantle” the network.
The statement from Cuba’s foreign ministry gave few details, but noted the trafficking ring was operating both within the Caribbean island nation, thousands of miles from Moscow, and in Russia.
“The Ministry of the Interior…is working on the neutralization and dismantling of a human trafficking network that operates from Russia to incorporate Cuban citizens living there, and even some from Cuba, into the military forces participating in war operations in Ukraine,” the Cuban government statement said.

Russia last year announced a plan to boost the size of its armed forces by more than 30% to 1.5 million combat personnel, a lofty goal made harder by its heavy but of yet undisclosed casualties in the war.
In late May, a Russia newspaper in Ryazan city reported that several Cuban citizens had signed contracts
with Russia’s armed forces and had been shipped to Ukraine in return for Russian citizenship.
It was not immediately clear if the Cuban foreign ministry statement was associated with the Ryazan report.
But Cuba’s government said it had already begun prosecuting cases in which its citizens had been coerced into fighting in Ukraine.

UK: Harewood says the government should apologise for slavery
Actor David Harewood has said the government should “100%” apologise for Britain’s role in the slave trade.
The Homeland star has discovered his ancestors were enslaved on sugar plantations in Barbados.
He told the BBC the government’s failure to say sorry was “detrimental to the many thousands of people in the country who are descended from slaves”.
Prime Minister Rishi Sunak has previously said “trying to unpick our history is not the right way forward”.
Harewood’s ancestors were enslaved on plantations owned by the Lascelles family, the Earls of Harewood, who built Harewood House, a vast 18th Century stately home near Leeds.
No expense was spared, with furniture by Thomas Chippendale, landscaping by famed garden designer Capability Brown and portraits by Reynolds and Gainsborough.
But it was financed with the proceeds of slavery. The Lascelles made their fortune and gained their
title on the back of an inhumane trade.
Harewood’s ancestors, like all slaves, were forced to take the name of their owners.
“The only reason that my name is Harewood is because of slavery,” the star said. But even he didn’t know that story until recently.
When the actor visited Harewood House while in his thirties and working at the West Yorkshire Playhouse, he thought the shared name was a coincidence.
“It’s only later in life that I’ve realised that significance and that connection.”
Harewood and David Lascelles,
the current Earl of Harewood, are now acknowledging their shared history by placing a portrait of the actor on display among the family portraits in Harewood House’s grand Cinnamon Drawing Room.
The Earl of Harewood said: “Being honest about the past is the only way to start to address the prejudices of the present.”
The portrait by Ashley Karrell is part of a series called Missing Portraits, which addresses the lack of diverse representation in the Harewood collection.
The earl said their families “interlock in a weird and dark way”, adding: “We can’t change what’s happened, but we can change what happens now.
“I’d like people to think we’d tried our best to make a difference here.”
‘BRUTALITY BUILT THIS HOUSE’
David Harewood hopes that when visitors “see a picture of a black person that they may recognise from the television, they will enquire as to why his picture is there, and then they’ll understand… all of the unpaid work that my ancestors did, and the brutality of what they suffered…
helped build this house”.
The issue of how to address the sins of slavery is very current. Barbados is leading calls for reparations, which Harewood supports. The descendants of 19th Century Prime Minister William Gladstone recently travelled to Guyana, the latest family to apologise for their ancestors’ links to the slave trade.
Like the actor, the earl believes the British government should make a formal apology.
“I think that needs to be something that happens at a national level… At the moment, with our feeble prime minister, there’s absolutely no sign of that happening, sadly.”
Earlier this year, Mr Sunak said the focus should be on “understanding our history and all its parts, not running away from it, but right now making sure we have a society that’s inclusive and tolerant of people from all backgrounds...
“But trying to unpick our history is not the right way forward and is not something we’ll focus our energies on.”
The current earl has not said sorry for his own family’s involvement.
Danny Masterson could be sentenced on Thursday to anywhere between 30 years to life in prison for raping two women in Los Angeles decades ago.
A jury of seven women and five men in May found the 47-yearold actor guilty of two counts of forcible rape. Both attacks occurred in Masterson’s Hollywood-area home in 2003, when he was at the height of his fame and starring on the Fox network sitcom, “That
’70s Show.”
The jury could not reach a unanimous verdict on a final count — an allegation that Masterson also raped a longtime girlfriend — and it has since been dismissed after prosecutors said they would not retry him. “I don’t think they are very appropriate — what they’re saying, what they’re doing, and I didn’t like the way she dealt with the queen,” Trump told Hewitt.

figuratively distanced themselves from Great Britain’s monarchy when they moved to California and stepped down from their royal duties in early 2020. Trump told Hewitt the couple showed “great disrespect” for Queen Elizabeth II before her death last September.

When Meghan and Harry moved to the U.S., then-President Trump said he wouldn’t provide government security for the famous twosome. A spokesperson for the

Freddie Mercury: Queen star’s piano and other items fetch high prices at auction
A Yamaha baby grand piano used by late Queen frontman Freddie Mercury to compose some of the group’s most iconic hits has sold at auction for £1.7m.
The price was slightly below estimates but was still a record for a composer’s piano, auctioneers Sotheby’s said.
Mercury used the piano to write songs like Bohemian Rhapsody, and handwritten lyrics for that hit fetched £1.38m.
Almost 1,500 items are being sold across six auctions by Mary Austin, one of the star’s oldest friends.

Research finds global surge in cancers among the under 50s over past three decades
There’s been a striking 79% increase in new cases of cancer among the under 50s around the world over the past three decades (1990–2019), finds research published in the open access journal BMJ Oncology.
Breast cancer accounted for the highest number of ‘early onset’ cases in this age group in 2019. But cancers of the windpipe (nasopharynx) and prostate have risen the fastest since 1990, the analysis reveals. Cancers exacting the heaviest death toll and compromising health the most among younger adults in 2019 were those of the breast, windpipe, lung, bowel and stomach.
The findings upend received wisdom about the types of cancers typically affecting the under 50s, a linked editorial suggests.
While cancer tends to be more common in older people, the evidence suggests that cases among the under 50s have been rising in many parts of the world since the 1990s. But most of these studies have focused on regional
and national differences; and few have looked at the issue from a global perspective or the risk factors for younger adults, say the researchers.
In a bid to plug these knowledge gaps, they drew on data from the Global Burden of Disease 2019 Study for 29 cancers in 204 countries and regions.
They looked at the incidence (new cases), deaths, health consequences (disability-adjusted life years or DALYs) and contributory risk factors for all those aged 14 to 49 to estimate annual percentage change between 1990 and 2019.
In 2019, new cancer diagnoses among the under 50s totaled 1.82 million, an increase of 79% on the 1990 figure. Overall, breast cancer accounted for the largest number of these cases and associated deaths at 13.7 and 3.5/100,000 of the global population, respectively.
But new cases of early onset windpipe and prostate cancers rose the fastest between 1990 and 2019, with estimated annual percentage changes of 2.28% and 2.23%,

respectively. At the other end of the spectrum, early onset liver cancer fell by an estimated 2.88% every year.
More than 1 million (1.06) under 50s died of cancer in 2019, an increase of just under 28% on the 1990 figure. After cancer of the breast, cancers exacting the highest death toll and subsequent poor health were those of the windpipe, lung, stomach, and bowel, with the steepest increases in deaths among people with kidney or ovarian cancer

countries, early onset cancer had a much greater impact on women than on men, in terms of both deaths and subsequent poor health. Based on the observed trends for the past three decades, the researchers estimate that the global number of new early onset cancer cases and associated deaths will rise by a further 31% and 21%, respectively, in 2030, with those in their 40s the most at risk.
Genetic factors are likely to have a role, say the researchers. But diets high in red meat and salt, and low in fruit and milk; alcohol consumption; and tobacco use are the main risk factors underlying the most common cancers among the under 50s, with physical inactivity, excess weight, and high blood sugar contributory factors, the data indicate. The researchers acknowledge
various limitations to their findings: principally, the variable quality of cancer registry data in different countries may have led to underreporting and under-diagnosis, they suggest. And it’s still not clear to what extent screening and early life exposure to environmental factors may be influencing the observed trends, they add. Covid-19 variant BA.2.86 may be less contagious and less immune-evasive than feared
Two teams of US scientists have completed lab experiments testing the antibodies from vaccinated and infected Americans to see how well they might be able to fend off currently circulating variants of the virus that causes Covid-19, including the highly mutated BA.2.86.
Their results match up almost exactly, and the news – at least when it comes to BA.2.86, which has also been dubbed Pirola – is very good. Our immune systems can recognise and fight off this variant as well as, and perhaps even a bit better than, the currently circulating offshoots of the XBB variant.
What’s more, people who had the most robust responses against BA.2.86 were those who were within six months of an infection with the XBB subvariant. This suggests that this fall’s updated Covid-19 vaccines, which are designed to fight off XBB.1.5, will provide added protection against a range of circulating Covid-19 lineages, including BA.2.86.
“Two independent labs have basically shown that BA.2.86 essentially is not a further immune escape compared with current variants,” Dr. Dan Barouch, director of the Center for Virology and Vaccine Research at Beth Israel Deaconess Medical Center and leader of one of the labs, told CNN.
Their results align with earlier experiments by labs in China and Sweden. Taken together, the data suggests that BA.2.86 will not be as troublesome as experts had feared. In short, this one seems to be a “scariant.”

But another variant, FL.1.5.1, which is causing an estimated 15% of new Covid-19 infections in the US, may be a different story. This fast-growing descendant of the XBB recombinant variant has a constellation of mutations that have raised the eyebrows of variant trackers. In lab testing, it was the most immune-evasive.
“If there wasn’t so much hype about BA.2.86, that would actually be the focus of the paper,” Barouch said.

They conclude, “Prevention and early detection measures are urgently required, along with identifying optimal treatment strategies for earlyonset cancers, which should
include a holistic approach addressing the unique supportive care needs of younger patients.”
They add, “There is a pressing need for partnership, collaboration and resource distribution at a global level in order to achieve these aims.”

Then they took plasma, the clear part of the blood, from 66 Americans who had been vaccinated with monovalent vaccines only, who had gotten bivalent vaccines or who had recently recovered from an XBB infection, and tested how well their antibodies neutralised 10 Omicron subvariants including BA.2.86.
They found that across a range of different types of immunity, people were able to neutralize BA.2.86 as well as, and sometimes more effectively than, other circulating variants. The people with the highest neutralizing antibodies were those who had recently recovered from an XBB infection.
At the other lab, Dr. David Ho, a professor of microbiology and immunology at Columbia University, and his team used blood plasma from 61 adults: 17 who had gotten three monovalent vaccine doses and two bivalent vaccines, 25 who had recovered from a BA.2 breakthrough infection and 19 who’d recovered from an XBB breakthrough infection.
His results were substantially similar to Barouch’s. Across the range of immune profiles, antibodies in the blood were able to recognize BA.2.86 just as capably as they were other circulating variants. People with the highest degree of immunity against BA.2.86 were those who’d recovered from recent XBB infections.
That was a surprise because of how many mutations BA.2.86 has. Scientists had predicted that based

During the Omicron wave, infections and hospitalisations hit their highest points of the pandemic in the United States. Weekly deaths reached their second-highest peak, a lesson in how even a tamer version of the virus can be a serious threat if it causes a tidal wave of infection across the population. The vaccines had to be updated. Omicron quickly overtook other Covid-19 variants and began creating its own offshoots, viruses that we’re still dealing with. It became a lesson in how agile the virus can be and how fragile our defenses are in the face of such large shifts.
NOT THE ‘SECOND COMING OF OMICRON’
on what was known about those specific mutations, it might be highly immune-evasive.
Barouch said he didn’t believe his first batch of results, so the lab worked all weekend to repeat the experiments. The results were the same.
“It was not exactly what I was expecting,” he said. “Now, they’ve been repeated, and so now we’re confident about them.”
Barouch said he has been asked to brief the White House and the US Centers for Disease Control and Prevention on his findings. “I think these results are pretty important,” he said.
A GLOBAL EFFORT
Scientists around the world are fast-tracking lab experiments to try to understand the BA.2.86 variant.
Four groups — the two US teams, as well as labs in China and Sweden — have reported results. The early results paint BA.2.86 as more of a paper tiger rather than the looming beast it first appeared to be, although that impression could change as more results come in.
BA.2.86 captured the world’s attention because it looks radically different than any other variants of the coronavirus that we’ve seen so far.
This new lineage has more than 30 changes to its spike protein compared with both its next closest ancestor, BA.2, and with the recently circulating XBB.1.5 lineage. It was an evolutionary leap on par with the one that the original
The White House was worried enough about another Omicronlevel event that it quietly polled about a dozen experts earlier this year about the chances the world would see one within the next two years. Most experts pegged the possibility between 10% and 20%.
So when BA.2.86 appeared on the scene in late July with eerie echoes of Omicron, variant hunters were spooked, and researchers leapt into action to learn more about the new lineage. It has spread to at least 11 countries, including the United States.
The country reporting the most sequences so far is Denmark, and experts say they are closely watching the situation there for clues to its growth.
But only about three dozen sequences, from as many infected patients, have shown up in a global repository over the past month. Even with a lot less genetic surveillance than we once had, experts think that if BA.2.86 were coming on strong, it would be apparent.
“My friends, this is not the second coming of Omicron. If it were, it is safe to say we would know by now,” Dr. Bill Hanage, an epidemiologist who is co-director of Harvard University’s Center for Communicable Disease Dynamics, said in a social media post.
Now, scientists are in the midst of lab experiments to help us better understand how well our immune systems and vaccines will recognize and defend against viruses in the BA.2.86 family.

Scientists grow whole model of human embryo, without sperm or egg
Scientists have grown an entity that closely resembles an early human embryo, without using sperm, eggs or a womb.
The Weizmann Institute team say their “embryo model”, made using stem cells, looks like a textbook example of a real 14-day-old embryo.
It even released hormones that turned a pregnancy test positive in the lab.
The ambition for embryo models is to provide an ethical way of understanding the earliest moments of our lives.
The first weeks after a sperm fertilises an egg is a period of dramatic change - from a collection of indistinct cells to something that eventually becomes recognisable on a baby scan.
This crucial time is a major source of miscarriage and birth defects but poorly understood.
“It’s a black box and that’s not a cliche - our knowledge is very limited,” Prof Jacob Hanna, from the Weizmann Institute of Science, tells me.
STARTING MATERIAL
Embryo research is legally, ethically and technically fraught. But there is now a rapidly developing field mimicking natural embryo development.
This research, published in the journal Nature, is described by the Israeli team as the first “complete” embryo model for mimicking all the key structures that emerge in the early embryo.
“This is really a textbook image of a human day-14 embryo,” Prof Hanna says, which “hasn’t been
done before”.
Instead of a sperm and egg, the starting material was naive stem cells which were reprogrammed to gain the potential to become any type of tissue in the body. Chemicals were then used to coax these stem cells into becoming four types of cell found
in the earliest stages of the human embryo:
• epiblast cells, which become the embryo proper (or foetus)
• trophoblast cells, which become the placenta
• hypoblast cells, which become the supportive yolk sac
• extraembryonic mesoderm cells
A total of 120 of these cells were mixed in a precise ratio - and then, the scientists step back and watch.
About 1% of the mixture began the journey of spontaneously assembling themselves into a structure that resembles, but is not identical to, a human embryo.
“I give great credit to the cells - you have to bring the right mix and have the right environment and it just takes off,” Prof Hanna says. “That’s an amazing phenomenon.”
The embryo models were allowed to grow and develop until they were comparable to an embryo 14 days after fertilisation. In many countries, this is the legal cut-off for normal embryo research.
Despite the late-night video call, I can hear the passion as Prof Hanna gives me a 3D tour of the “exquisitely fine architecture” of the embryo model.
I can see the trophoblast, which would normally become the placenta, enveloping the embryo. And it includes the cavities - called lacuna - that fill with the mother’s blood to transfer nutrients to the baby.
There is a yolk sac, which has some of the roles of the liver and kidneys, and a bilaminar embryonic disc - one of the key hallmarks of this stage of embryo development. (BBC)
The maker of weight-loss drug
Wegovy has become Europe’s most valuable firm, dethroning the French luxury conglomerate LVMH.
Shares rose after the Danish pharmaceutical giant, Novo Nordisk, launched the popular drug in the UK.
At the close of trading on Monday, the firm had a stock market valuation of $428bn (£339bn).
The drug is now available on the National Health Service in the UK and also on the private market.
Wegovy is an obesity treatment that is taken once a week which tricks people into thinking that they are already full, so they end up eating less and losing weight.
Famous personalities such as Elon Musk are among the reported users of the drug, which has captivated Hollywood and the public more widely since it was approved by regulators in the US in 2021.
Wegovy and Ozempic - a diabetes treatment with similar effects - have been described as “miracle” drugs.
But experts warn the jabs are not a quick fix nor a substitute for a healthy diet and exercise.
In trials, users often put weight back on after stopping treatment.

Last month, a new trial showed Wegovy has also been proven to reduce the risk of a stroke or heart attack.

San Francisco 49ers defensive end and reigning AP NFL Defensive Player of the Year Nick Bosa has agreed to a five-year, $170 million contract extension, making him the highest paid defensive player in NFL history, ESPN’s Adam Schefter and NFL Network insider Ian Rapoport reported Wednesday, citing unnamed sources.
Both Schefter and Rapoport report the deal includes $122.5 million guaranteed.
CNN has sought comment from the 49ers and Bosa’s agent regarding the deal’s terms.

Cameron wants 12-round fight again Taylor in November rematch
Undisputed super-lightweight champion Chantelle Cameron has called for her rematch against Katie Taylor in November to be a 12-round contest.
Women’s boxing fights normally last a maximum of 10 rounds of two minutes.
However, undisputed featherweight champion Amanda Serrano announced she will fight Danila Ramos in 12 three-minute rounds next month.
Cameron, 32, beat the previously undefeated Taylor on points in Dublin in May.
She will put her four titles on the line again in the 3Arena in Dublin on Saturday 25 November.
After expressing disappointment that she will not be challenging for
Taylor’s belts, the Northampton fighter has now requested that the rematch lasts longer.
Posting on social media, Cameron said: “Throwing it out there after seeing that announcement Serrano v Ramos fighting 12x3 minute rounds.
“I say me v KT [Katie Taylor] should follow that and fight three-minute rounds for the rematch.”

The new Liga F season is due to start on Friday but instead players will walk out for the first two games.

Skyhawks to battle in three PAL basketball finals
Skyhawks will vie for championship honour in all three finals in this year’s Police Action League (PAL) Boys Basketball Championships.
In the finals set for this Saturday at the Gustarvus Lightbourne Sports Complex court, they will battle against the Guardians in the 13U final, Commanders in the 15U final and Seaquest in the 17U final.
In the 17U semi-finals last weekend, Skyhawks got past the Guardians 45-36 after double-digit scores from A. Almonte (14) and Jude Thermitus (12).
Seaquest won the other older age group semis with a 39-35 win against the Commanders.
In the 15U final four, Skyhawks had another good team game to beat Avengers 42-36.
In the other semi, Ayden Musgrove scored 18 points and D Lightbourne 15 to push Commanders to a slim 40-38 point victory over the Badgers.
In the youngest age division semis, the 13U, Skyhawks defeated Commanders 32-26, while Guardians got the better of Avengers 35-29.
TCIRFU resumes youth rugby
Aims to hold InterSchool Primary tournament in December
The Turks and Caicos Islands Rugby Football Union (TCIRFU) has resumed its youth rugby training. According to information from TCIRFU’s Secretary, Nik Hight, the event is free for all children 5-19.
“Our focus this term is on the primary school ages as we build towards our Inter-School Primary tournament in December. Coach Andrew will resume visiting primary schools during their PE lessons to teach rugby basics”.
Hight said that the Inter-School Primary tournament is “a hugely important pathway to U19 and Senior level rugby. The teamwork and coordination that the young athletes learn will be skills they can use for life”.
The tournament is tentatively set
for early December and according to Hight, every primary school in the Turks and Caicos is invited to send a team.
Meanwhile, the 2023 Rugby World Cup kicks off this Friday, September 8th, in France. TCI’s regional body, Rugby Americas North (RAN) has informed the TCIRFU that all of the RWC matches will be available to watch for free in the Caribbean on rugbypass.tv

The TCIRFU Rugby Clubhouse in the Village at Grace Bay will also be showing all of the major games with a great atmosphere, air conditioning, hot food and cold drinks.

U14 girls motivated to continue development – Coach Baez
Head Coach of the National U14 Girls Football team, Yunelsis Baez is satisfied with the growth of the side at the recently concluded Caribbean Football Union Under-14 (CFU) Challenge Series, which was held in Antigua and Barbuda.
She said that the girls were able to make the needed adjustments to improve as the tournament progressed.
“The players played an acceptable tournament, if we consider that our team was in the league at the highest level of the series and that our players did not have previous international experience. Although they are very young players, they showed improvement in each successive match. They were competitive, and most importantly, they had fun playing. The girls being motivated to continue practicing this beautiful sport shows that CFU’s development objective for this tournament was met.”
During the August 18-27 event, the girls had a number of close battles. Goalkeeping coach, Aaron Lawrence, said that although the outcome wasn’t what the FA desired, “our girls gave it their all and demonstrated remarkable
