Appellate Court says remote SIPT trial can go ahead BY DELANA ISLES THE COURT of Appeal has declared that Governor Nigel Dakin did not act outside his authority in ordering the Special Investigations and Prosecution Team (SIPT) trial to be held remotely. The decision on this case was delivered on Monday (August 31). “The judge, in my view, is doing nothing more than making use of modern technology,” said President of the Court of Appeals Sir Elliott Mottley. On April 23, Chief Justice Mabel Agyemang issued direction to the court regarding Covid-19 temporary protocols for audiovisual court hearings to be conducted. This direction followed the imposition of Emergency Powers granted to the governor and the making of several regulations in respect of the pandemic to ensure public health was maintained. The SIPT trial’s nine defendants took issue with the chief justice’s direction and sought relief through the Supreme Court in a civil matter. The defendants are Michael Eugene Misick, Floyd Basil Hall, McAllister Eugene Hanchell, Lillian Boyce, Jeffrey Christoval Hall, Clayton Stanfield Greene, Thomas Chalmers Misick, Lisa Michelle Hall and Melbourne Arthur Wilson. Their main concern was that the
Governor Nigel Dakin remote court would violate their constitutional rights to a fair and equitable hearing. On June 18, following a trial which lasted nine days, Supreme Court judge Tanya LobbanJackson declared and ordered that Regulation 4(6) of the Emergency Powers (Covid-19) (Court Proceedings) Regulations 2020 is ultra vires (beyond one’s legal power or authority) the Governor’s powers. This is under the Constitution of the Turks and Caicos Islands, the Emergency Powers Ordinance and the Emergency Powers 2017 Order, she said. Justice Sir Elliott Mottley the Supreme Court to conduct proceedings while sitting outside of its territorial boundaries. The judge found that the said regulation 4(6) is of no legal effect. She declined to make any of the other declarations sought by the applicants. They requested that the judge declare that the regulation constitutes an unlawful infringement by the governor on their rights to protection by the law, including their right to a fair hearing in the proceedings and the right against irrational, unreasonable and arbitrary exercise by the governor of his powers under the constitution, the ordinance, and the order. They also sought a declaration that the offending regulation contravenes the principles of separation of powers, that it violates international law and the plaintiff’s right to due process and equality of treatment. COURT OF APPEAL DECIDES The appeal before the Court of Appeal dealt with these declarations and the judgement Lobban-Jackson gave on June 18. The appellate court’s judgement was handed down for two separate appeals brought by both the prosecution and the defence in the SIPT trial. In one matter the attorney appealed a decision by the trial judge that the governor acted outside of this authority. The prosecution was represented in the appeal by Queen’s Counsel Andrew Mitchell, Quinn Hawkins; Kate Duncan and Latisha Williams for the appellants. In the second matter, the SIPT defendants (represented jointly) were appealing a decision by the

judge not to make declarations regarding the violation of their constitutional and other rights. Queen’s Counsel Ariel Missick and Selvyn Hawkins represented by the SIPT defendants. The appeal cases were heard on July 21 to 24 and 27 and judgement was delivered on August 31. In reviewing the judge’s decision, President of the Court of Appeals Sir Elliott Mottley stated that it is his opinion that in seeking to construe Regulation 4(6), the judge was required to consider that at the time there was a pandemic and the effects of that pandemic on the socio-economic conditions in the TCI. He added that based on this observation, the judge in his view, was required to examine the reason why the Emergency Order and in particular Regulation 4(6) were necessary. “The intention is to ensure that during the Covid-19 pandemic, the administration of justice, including trial, continues in a manner that would not endanger public health.” As such Sir Elliott Mottley decided that the chief justice was correct in issuing the direction and that it does not violate the SIPT defendant’s constitutional or other rights. “It follows from what I have stated that I do not consider that Regulation 4(6) created any court to sit outside the TCI. “The Regulation 4(6) in my view permits a judge while outside the territorial limits of the TCI to sit and preside over a trial, which is taking place in a courtroom within the territorial boundaries of the TCI. “In so doing, the judge in my view, is doing nothing more than making use of modern technology. “The coercive powers of the
judge may at all times be enforced within the courtroom. “Further, there is but one courtroom and the judge who sits outside the territorial boundary of the TCI is conducting one trial which is taking place within the territorial boundaries of the TCI.” He was also of the view that a judge sitting outside of the jurisdiction would not offend the common law rule. He therefore ordered that the attorney general’s appeal should be allowed and Judge Lobban-Jackson’s declaration that the governor acted ultra vires be set aside. In their appeal, the SIPT defendants submitted to the appellate court that Regulation 4(6) contravenes their constitutional right to be tried by a judge sitting in the TCI as per the supreme law of the land. However, the judge found - as argued by the attorney general - that the regulations are not irrational, unreasonable or fundamentally unfair and do not offend against the general proposition of the protection of law. As such this ground of appeal was rejected. JUDGES’ FEEDBACK In an unusual twist to the delivery of judgments in appeal cases, all three justices provided feedback on the appeals. Justices Adderley and Stollmeyer agreed with their colleague’s decisions on both appeals, and both offered their own thoughts on the appellants’ cases. However, he stated another aspect to the matter that needed to be examined. Justice Stollmeyer examined another aspect of the matter, CONTINUED

Rule breakers can be fined on the spot

A NEW ticketing system is in place for Covid-19 rule breakers, giving authorities the option of handing out on-the-spot fines of up to $250. Under the Public and Environmental Health (Covid-19) (Control Measures) (No. 2) Regulations 2020 (Legal Notice 91 of 2020) violators can now be ticketed. This new system came into place on Friday, August 28. Previously, any person who contravened these regulations would have been liable on summary conviction to pay a fine of $1,000 or face a term of three months in prison, or both. This option is still on table, and comes into play if the violator
challenges the issuance of a ticket and wishes to plead not guilty to the alleged offence before a magistrate. If they are found guilty following a court hearing, they will have to pay a fine or face imprisonment. Commenting on the new measures, Premier Sharlene Cartwright Robinson appealed to the public to be responsible in how they conduct themselves. Everyone should be cognisant of the health protocols as mandated by the regulations, particularly wearing face coverings, practising social distancing and avoiding congregating. She added: “Various warnings have been published in the public domain to adhere to the health protocols and the Ministry of
Health and police continue to receive reports of non-compliance. “In order to be effective in controlling the spread of the virus, we will adopt a zero-tolerance approach to those who continue to blatantly breach the regulations set out for the protection of the public.” TICKETABLE OFFENCES A fixed penalty is now imposed for anyone failing to comply with the 8pm to 5am curfew requirements. The fine also comes into play if businesses fail to comply with restrictions on business operations. This means that from August 28, all businesses have to be closed by 7pm and businesses such as restaurants and bars are not allowed to have more than 10 patrons at any given time.
Tickets can be issued for breach of restriction on the 10-person maximum number allowed inside a religious place of worship and the 25 maximum permitted to attend a funeral. Additionally, no more than four people outside of one household can gather on the beach, or they will be ticketed. Failure to wear a face mask in a public place is also a ticketable offence. These fines are to be paid to the clerk to the Magistrate’s Court on the date specified on the ticket. The regulations further outline that if the person pleads not guilty to the offence alleged or to request the court to mitigate the fine, the ticket becomes a summons to appear before the court at the date
and time specified. If they fail to appear, they will be fined. The Ministry of Health’s compliance officers will be working along with the Royal Turks and Caicos Islands Police Force in enforcing all Covid-19 health requirements and protocols. A public health officer, a police officer or an officer of the relevant government department may visit any business, premises or public place to ensure compliance with the provisions of these regulations and any guidelines issued by the Ministry of Health. Any of these individuals can issue a ticket, order the immediate closure of a business or premises or order the dispersal of people at that business or premises or at any public place.
A second lockdown looms as Covid-19 cases skyrocket BY OLIVIA ROSE ANOTHER full lockdown could be imposed to combat the spread of the deadly Covid-19, Deputy Premier Hon. Sean Astwood has warned. He expressed alarm over the reckless approach of some residents to the crisis facing the territory, during a press conference on August 26. And said those not adhering to stringent measures implemented by the Government to curb the virus are causing a rapid increase in cases. “You must be aware that if these increases in positive cases lead to key indicators being reached, we will have no choice but to implement a complete lockdown and a shelter in place order.” Astwood stressed that the Government is seriously concerned that too many citizens and businesses have been ignoring the public advisories. “I must emphasise that the protocols are not failing us, we as a people are failing us - failing to comply with the very protocols that may save our lives of someone we love,” he said. “Government is working tirelessly and taking all steps

necessary to manage this pandemic and to avoid another complete shutdown of our country.” He warned that the cavalier approach by some citizens could seriously impair efforts to contain the spread of Covid-19 and have a devastating impact. “Our ability to do this depends on you. It depends on each of us doing our part. “We are confident that if we all do our part as outlined, which includes social distancing, eliminating mass gatherings, wearing a mask,
constantly sanitising our hands and our surroundings we can prevent the spread of this disease. “Please let us work together to avoid getting to that point,” he added. Astwood’s warning of a second lockdown, came mere days before the territory surpassed 500 positive Covid-19 cases recording since the start of the pandemic. The total as of Wednesday, September 2, stood at 555, with 330 active cases and the total number of Covid-19 related deaths
remain at four. The ministry said 62 new test results had been recorded by the national public health laboratory over the 24 hours before Wednesday’s statistics. These confirmed 17 people were positive and 45 negative for Covid-19. To date, the TCI has recorded a total of 2,557 test results, with 2,002 confirmed to be negative and 555 positive confirmations. All those confirmed not to have Covid-19 and any contacts were asked to continue following proper guidelines from the Ministry of Health. The number of people in quarantine has increased to 823. The ministry said the public health team continues to implement aggressive contact tracing and control measures in relation to all active cases. From the onset of the pandemic, the World Health Organisation (WHO) recommended social distancing, mask wearing and frequent hand washing to combat the spread of the virus. Covid-19 has since claimed millions of lives worldwide and continues to overwhelm countries’ healthcare systems. Although a host of mitigating
measures have been implemented in the TCI some citizens are reluctant to adhere to these practices. In an effort to clamp down on those who ignore the mandated Covid-19 rules, the Government is currently drafting laws that will fetch stiffer penalties. Premier Sharlene Cartwright Robinson during a national address on August 11 said violations of the Covid-19 health and safety rules are a serious public health threat. She stressed that even as the infection rate continues to rise in the TCI there remains a “flagrant disregard” for the law, especially among partygoers. The Attorney General’s Chambers has started to work on laws that will bring stiffer penalties and make the breach of protocols a ticketable offence. “We are concerned though that a small minority continue to flout the regulations and the protocols,” the premier said. “Some people are still engaged in relatively large social gatherings; others are either refusing to wear masks or doing so not properly. “This is no time for complacency or reckless behaviour and so I implore the whole population to remain vigilant.”

HM PRISON TAKEOVER According to Premier Sharlene Cartwright Robinson, officers of the police force will take temporary control of Her Majesty Prison in Grand Turk, in an effort to restore order. The TCI’s leader said lawmen will be sworn in as prison officers, on a date to be announced soon, to curb the anarchy plaguing the prison. What are your thoughts? Human needs
The prison does not need policing. The prison facilities need to be made fit for human habitation. Proper and sufficient drinking water is also a must.
Minor punks
So, the inmates have taken over the asylum. Perhaps much of this is the result of inadequate funds being spent on the physical structure of the prison itself. And inappropriate people being hired to staff the place because as ‘tough’ as these local bad boys are being portrayed, they are nothing but minor punks on the overall scale of prison inmates. If the prison has a high percentage of these ‘tough’ guys in its population, and the local prison staff can’t control them, then speed up the trial and conviction process and then ship them off to a foreign prison where they will be made to toe the line very quickly. Rehabilitation is a great goal, but there first needs to be a degree of remediation to prepare a fertile ground for the re-education process.

What are the complaints at the prison and can they be corrected?
Corrupt justice
That would be a huge compromise of the different pillows of justice and it can only breathe unfair, unbalanced and corrupt justice in the prison system. While she at her shuffle and dance, she need to find police to temporarily replace the ones in the TCI to solve our huge crime on the street problem.
All our needs
We need specialists who have expertise in rehabilitation and incarceration management. We need to conduct random drug testing and need to install more surveillance cameras at Her Majesty Prison. We need esteemed gentleman like Mr John Malcolm at the helm, who has the knowhow to turn our prison around.
We need the premier to consult more with not just with her cronies, but a bipartisan team of leaders from attorneys, psychologists, law enforcement officers, pastors, bishops and educators to come up with viable, workable and sustainable solutions to the nonsense going on at the prison in Grand Turk. The world is watching.
A virtual tour
I think it might take much more than extra personnel, trained or not, to address the prison issue. Someone should take the country on a virtual tour of the prison so everyone can see the conditions. Prisons aren’t meant to be hotels but if the inmates are living in deplorable circumstances, they are going to react.
A racist model
Over the last ten years there has been a spiral in crime, killings, gun violence and a culture criminality - symptoms of a lawless generation. It has prompted a new policy, the planning of an $18 million facility and what seems to be new tactics and a redeployment of skills to combat a new problem. The redeployment of police personnel to the prison marks a failure of leadership there and the bad experiment of bringing British officials to run that facility. For many years, the TCI moved from training, culturing and promoting its own, so dependence had to be placed on bringing
them in from London. The facility is limited in what it can do. There are reports that despite breaches in the law, that facility was used to house lunatics and certain homeless persons in previous years. Proper management and leadership in that facility is sorely needed. Are these officers equipped with the skills, temporary as the tenure is intended to be, to combat the short and long-term reasons for why persons are there in the first place? It appears that the old British model of punishing them, getting them off the street and out of the way is still in play. Ancient British models of reform are outdated, now outmoded in the UK, must end here in the TCI. These models of dubious reform were based on the idea to protect the ruling classes and the colonial occupation but in no way designed to improve the way people were treated. One can safely say this is all based on a racist model.

focusing chiefly on the issue of remote hearing. “The facts are as Mottley P and Adderley JA have set them out and I need add nothing to what they have said.” He stated that on the face of its wording Regulation 4(6) is ultra vires. “No matter how it is parsed it is clear that it provides that a courtroom can be a place outside the Islands where the judge elects to sit for the purpose of conducting the case. “Applying the appropriate interpretation rules, however, produces a different result requiring as it does an examination of the context and the intention.” He added that the regulation does not create a court outside of the TCI, nor does it require a judge to sit outside of the Islands and conduct, or preside over, the proceedings of a court sitting within the Islands. He noted that it only provides that the chief justice may put into place the procedures for a court to sit during the existence of the State of Emergency which was first declared on March 20. “It is agreed that no issue arises if a judge is physically within the Islands when a trial is taking place and it is being held within the Islands. “It is only if a judge happens to be physically in another jurisdiction that the contention arises. In that setting, the words
‘courtroom’ and ‘sit’ are said on behalf of the respondents to mean that: ‘courtroom’ is wherever the judge may happen to sit; ‘sit’ is the place where the judge is physically, so that if the judge happens to be in Antarctica, for argument’s sake, that is where he sits and that is where the courtroom is, and that offends the long established common law in this regard.” He noted that the parties are agreed that the common law does not permit this. Justice Stollmeyer stated that clearly, the judge can choose to hold a hearing in a place other than a traditional or prescribed courtroom. He said it further leaves it open to the judge to direct where the hearing will be held. “There is nothing that requires the judge to be physically present in the same place where the hearing is taking place. “Yet further, there is nothing in the practice direction setting out the procedure for taking evidence in such a place, unlike the provisions of Para 11.5, which sets out how this is to be done when the hearing is taking place in a courtroom.” In short, it is for the judge to decide how, in all the circumstances, the hearing should proceed, subject of course, to observing the rules of natural justice, applicable court rules and open justice being readily available.
Three robbed in weekend crime spree TWO armed men approached a man in the parking lot of a bank on Leeward Highway, Providenciales, and demanded that he give them money. The incident happened outside CIBC FirstCaribbean International Bank last Friday, August 28, at about 12.30pm, according to a report from the police press office. The victim handed over an undisclosed amount of cash and the muggers made away in a red car. There were no shots fired or injuries reported in this incident. The next morning at about 8.30am, two armed men in a silver car attempted to enter a money transfer on Aviation
Drive, Providenciales. They were unsuccessful and fled the scene. Just minutes later the masked men dressed in dark clothing robbed two customers in a business establishment on Industrial Drive, Providenciales. They forced their victims to the floor and stole two wallets and cell phones, the police press office said. The robbers escaped in the silver car that was later abandoned and located by officers along Cooper Jack Bay Road. Caribbean broadcasters call for suspension of fees BY DELANA ISLES MEMBERS of the Caribbean Broadcasting Union (CBU) are appealing to media policymakers and regulators across the region for two forms of relief during the Covid-19 pandemic. Their first request is for the suspension of the charging and collection of licence and regulatory fees for the next 12 months. And secondly, members are calling for immediate legislative action to order high tech global entities to provide equitable compensation to content producers for use of their media. The proposals were announced during the CBU’s 51st annual general meeting conducted online in late August. The CBU members at the meeting represented Anguilla, Barbados, Belize, Cuba, San Andres – Colombia, Guyana, Jamaica, St. Kitts-Nevis, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago and the Turks and Caicos Islands. Chris Jarret of Radio Turks and Caicos represented the TCI. At that
meeting, Jarret was elected to the union’s board of directors. The first resolution outlined that media organisations in general, and those in the CBU in particular, have been negatively affected by a significant reduction in business. In spite of this impact, indigenous media in the region has played a tremendous public service role during the pandemic. Governments and regulators, like the media, cannot predict when things will be returned to normal, the meeting revealed. As such, members of the CBU are appealing to media policymakers and regulators across the region to suspend the charging and collection of licence and regulatory fees for the next 12 months. They are asking for this to be done in recognition of the significant additional public service being provided at no charge to the governments and public health agencies. In its second resolution, the CBU high tech global entities are experiencing exponential growth
and make it their core business to access and use traditional media content and information through the internet, without fair and sometimes no compensation. These so-called “hyper-scalers”, the union said, are accessing and using the material without permission from broadcasters and publishers, including content in the Caribbean. They are not based in the region and do not pay consumption or corporate or any other taxes in regional countries. As such the CBU is calling on governments and policymakers in the region to take immediate legislative action to mandate them to provide equitable compensation to content producers. They want legislators to take steps to follow other governments and especially the approach of Australian authorities that have created measures to secure payments from these “hyperscalers”. And also order them to make a fair contribution, like locally based businesses, to the tax coffers of Caribbean countries.

Opposition leader says Government is ‘sleepwalking’ as crime escalates BY OLIVIA ROSE LEADER of the Opposition Hon. Washington Misick said the Government is “sleepwalking” through serious issues like crime and Covid-19 which threaten citizens’ lives and livelihoods. Misick’s statement came as the territory recorded its 17th and 18th murders for 2020, making it the deadliest year on record for the TCI. Over the last several months, violent crime has marred the territory’s serene image, much to the dismay of residents, visitors and business owners. In a brief Facebook post on Tuesday (September 1), Misick condemned the Government’s lacklustre approach to tackling the crime wave. “I speak not only as the leader of the Opposition but also as a concerned citizen over the runaway rate of violent crime in these Islands,” he wrote. “In relation to the size of the population the Turks and Caicos Islands are at the top of the most dangerous countries in the world.” Misick suggested that the alarming statistics require a robust and unconventional response from the Government. “Yet there appears to be no urgency on the part of the premier,” he said. The Opposition leader pointed out that due to the spike in violent criminal activity some businesses are being forced to close their doors.

“People are being forced to convert their homes into fortresses and businesses are now beginning to close because of the threat crime poses to their employees,” he said. On Monday (August 31), TCI Paint and Supply announced in a Facebook post that the store, which has operated in the TCI for over a decade, would be closing indefinitely. “TCI Paint and Supply Ltd will be closed from today August 31, 2020, until further notice due to the alarming increase in crime,” it said. “It is with great regret that we’ve come to this decision but the safety of our staff is of utmost importance. “We urge the powers that be as well as the community to work

together to bring speedy change to this new and endangering environment of violent and lifethreatening crime.” The paint supply company accused the Government of “turning a blind eye” to the plight of businesses and residents. “Turning a blind eye or keeping a lid on it to prevent a possible decline in tourism is not working. “Let this sink in, three people [at time of writing] have died this year
from Covid-19, whilst there have been 18 murders. “People and businesses are being robbed and shot at will on a daily basis with little or no fear of consequence. “This is not a TCI Paint issue, this is not a Haitian or American or Turks Islander or expat issue. This is a countrywide, all of us in the same boat, issue. “We have to demand some kind of change over the current
situation, how many countless lives have to be affected by what is going on? “How many unsolved murders, how many free for all robberies will go on as an almost acceptable fashion?” Meanwhile, the Opposition leader also decried the Government’s handling of the Covid-19 crisis. Man, 25, charged with Kingstown murder TWENTY-five-year-old Prince Jubbar Salmon has been charged with the brutal murder of Dieudonne Cantave. Haitian-born Cantave, 26, was shot dead in Kingstown, Providenciales, at about 3pm on August 13, according to the police press office. Officers who attended the scene found his lifeless body with gunshot wounds to his head and neck. Salmon was charged with murder and carrying an illegal firearm on Saturday (August 29) and is currently in police custody. The homicide was the 16th of the year in the TCI – a tally which has now risen to 18 with the murder of two men in Grand Turk last week. In a police press release on Sunday, Commissioner of Police Trevor Botting encouraged anyone with information to speak to Crime Stoppers confidentially. “We do not want your name,
anything that can assist with this investigation would be of great help. “I want to also encourage the investigating officers to continue to work hard to bring criminals to justice as we try to curb the level of gun violence we see today in the Turks and Caicos Islands.” Following Cantave’s killing, two men were shot dead in Grand Turk on Sunday, August 23, in a series of shootings which left another man in critical condition. Deon Emmanuel and Howard Freites Junior were the latest victims of a violent crime wave which has resulted in 18 murders since the start of 2020. Commissioner of Police Trevor Botting said the level of crime is “unprecedented and unacceptable” and described the murders as “an attack on everything that we hold dear”. According to the police press office, Emmanuel, 23, was walking in the Over Back
district at about 11pm when he was shot. Emergency personnel were dispatched to the scene but the young man was pronounced dead at 11.47pm. Less than half an hour after the first attack, two armed men came out of bushes and fired gunshots towards a group of men playing dominoes at a bar off Church Folly. Freites Junior, 37, was shot and died at the scene while a second man, aged 44, was injured. He was taken to Cockburn Town Medical Centre where his condition is currently listed as stable. Two men - Dominic Swann, 31, and Ellington Been, 25 were arrested in connection with the murders but were released on bail without charges. No private testing available for Covid-19 BY DELANA ISLES THERE are currently no facilities carrying out private testing for Covid-19 in the TCI - a situation that changed just a few days ago with no explanation from the Ministry of Health. People who need to travel or tourists who need to return to their home countries are now unable get the negative PCR test results that many countries require before entry or re-entry. In an unusual press statement on Monday (August 31), the health ministry “reminded” the general public that to date the only laboratory in the TCI that has approval to carry out testing for Covid-19 is the National Public Health Laboratory. It went on to suggest that no private laboratory has even met the requirements for the collection of samples to be sent for testing overseas. The statement was in direct contradiction to what was previously announced by Minister of Health Hon. Edwin Astwood during a press conference on August 26. Then he announced for the very first time that one company, ACCU Diagnostics, had been approved to conduct testing at its own facility. That laboratory, the minister said, had reported three positive test results to the ministry. Prior to this, three private facilities in the TCI were affording residents the opportunity to have their samples taken and sent to the United States for testing to be returned in three to five days. The health ministry has now put an end to this practice as well. When the Weekly News reached out to the minister for clarity on the situation, he stated that he would

get the chief medical officer and the permanent secretary to clear up the confusion. Up to press time, no such clarity had been offered. Monday’s statement explained that the Public and Environmental Health (Testing of Covid-19) Regulations 2020 were published in the TCI Gazette on May 1, 2020, volume 171 no. 30. In this, the requirements for testing are laid out including the application and approval process for facilities who may wish to test for Covid-19 in the TCI or refer samples overseas for testing. “To date, three applications have been received by the Ministry of Health and they are currently under review,” it read. “At this time, no lab other than the National Public Health Laboratory has completed all of the requirements for performing Covid-19 testing.”
The ministry stated that the testing regulations set out the requirements which need to be met to establish testing outside of the National Public Health Laboratory. It added that these requirements are to ensure that all procedures are validated for in-country testing. Also that all safety procedures are in place for the proper collection of specimens as well as processing, disposal, packaging and transportation, whether the tests are carried out locally or sent overseas for testing. It further explained that only the National Public Health Laboratory is using what it terms the gold standard for testing - which is PCR testing. However, as outlined in the press statement, the only people the Government facility is testing are suspected cases of Covid-19, contacts of positive cases, persons travelling overseas for treatment abroad and front-line workers.
These cases take precedence over everyone else. No mention or further explanation is given as to how tourists or people wanting to travel overseas will be tested. The ministry went on to warn any facility found to be testing without the written approval of the Ministry of Health that they will be committing an offence under the regulations. The ministry then pointed to a similar press release on the matter, which it had issued on June 24. Following this statement, the health minister spoke with a local television news station on the matter, in an attempt to shed some light on what is happening. According to what the minister told the station, the in-country testing being conducted by a private laboratory was halted to facilitate the changing of a filter. “We have been receiving… positive test results from ACCU
laboratories, one of the private labs here, however that laboratory has to change a filter on their biosafety cabinet… used to process the samples… “That company is supposed to be executing that today [Tuesday] and once the bio safety is again certified, that certification will be forwarded to the ministry for signing and that person should be allowed to continue testing.” The minister said that other laboratories are still to get all of the relevant documentation into the Ministry of Health for review and approval. He stated: “You have to show that you are qualified and you have the necessary steps in place to conduct Covid-19 testing here or where you’re sending the samples, because we have to be able to validate your results.” He added: “When we report the results from these various places we need to make sure they are credible results because we are reporting it locally and internationally, so if we have laboratories… that are performing things that we are not sure of or haven’t been certified by the ministry, you can see the problem there.” The minister reiterated that the goal is for testing by private labs to be conducted in order to assist the Public Health Laboratory, particularly in the area of community testing. He said the lab’s resources are already stretched thin with contact tracing. “We’re doing a lot of contact tracing of suspected cases and we want to move to testing the general public. “We were hoping that the private facilities can be up, so that a lot of people who just want to get tested… can go and get it.”
Fourth person dies from Covid-19 ANOTHER person has died from coronavirus in the TCI, the Ministry of Health announced on Monday (August 31). The ministry is in the process of notifying the next of kin and an investigation is being conducted into the full circumstances of the death. The individual, who was the fourth to die from the virus in the territory, has not yet been named. “The thoughts and prayers of the Ministry of Health are with the family and friends of this individual,” a ministry
spokesperson said. The death comes just days after Minister of Health Hon. Edwin Astwood announced that a third person had died suddenly from Covid-19 in Providenciales. “While the individual was not known to be symptomatic for Covid-19, out of an abundance of caution a swab was taken and the result returned as positive,” he said. Investigations are ongoing by the public health team to identify any possible epidemiological
links. The Ministry of Health is currently working to identify the family of the deceased to ensure proper notification of the death is given. Astwood announced the third death on Thursday, August 27, despite it happening the weekend prior. He explained the next day that the delay was due to the ministry conducting investigations and attempting to locate the family for proper notification of death.
“Following a full briefing by my ministry, and taking deep consideration of the public interest, the time that had passed and the limited success in identifying the family of the deceased, the decision was made to notify the public,” he said He added that the mere presence of a particular illness does not mean that that illness is the cause of death. “So it is incumbent upon medical professionals to ensure that causes of death are accurate. “As standard procedure, the

Collapse of the US dollar and its impact INEVITABLY the US dollar will lose its value and the country’s economy will collapse. Before Covid-19, an economic bubble existed and the birth of the coronavirus busted that bubble. Three times in 2019, the federal government (Fed) cut interest rates, restarted quantitative easing and quantitative tightening came to a halt. Financing, bearing towering budget deficits has been issued to rescue shutdowns. The Fed is printing money for the government to spend – more than it’s collecting from taxes, supporting an unproductive workforce that is earning huge pay cheques, while staying at home. Interest rate is 2.5 percent – a near negative rate designed to amplify economic growth through financial means. Unfortunately, the government’s cure for this pandemic has proven worse than the virus itself, aggravating an inflationary ordeal. Already, there are heightened monetary challenges for the US economy and consumers which have spurred fascinating discussions from American stock broker

Peter Schiff. Visibly, the number of goods and services available for purchase aren’t growing. The government is not printing purchasing power, rather it’s printing claims to the subsisting production supply of economic activities. Schiff argued, consumers would change their buying habits and prices would spike, inducing less spending, not because they have less to spend but the money consumers have would be less valuable. Besides, the dollar crisis would be worse than the 2008 financial crisis. Back then, the Fed printed money for bailouts with minimal consequences. However, with the dollar crisis, printing
money won’t make economic sense because it reduces the dollar worth. But, this isn’t just a dollar crisis, it’s a sovereign debt. Subprime mortgages and US treasuries are impacted. More so, all debts denominated in US dollars - corporate and municipal bonds, pension and annuity - are gravely affected. Certainly, this will leave lasting footprints in the TCI and other non-US states that use the US dollar. America has defaulted and the dollar will continue to fall until it collapses, losing its reserve currency status. The world will remonetise gold, which is over $2,000 an ounce - the reason Warren Buffet is now buying gold stocks.
Cost of living in the TCI will spiral and international business will diminish. Prices of goods and services will rise exponentially which could determine a shortage in foods and energy. However, in 1980, the US was at a similar juncture. Hopefully, it will reverse its collision course to prevent the dollar from becoming monopoly money. In the 1960s, it printed money frequently. A decade later the Fed abandoned the gold standard, sending the dollar on the verge of subsiding. The dollar slumped and lost two-thirds of its value against other fiat currencies like the Deutsche mark, Japanese yen and the Swiss franc. Gold went up 20 fold and oil 10 fold. Paul Volcker, the then chairman of the Federal Reserve, did the unthinkable. He allowed interest rates to rise to 20 percent and that helped the dollar to rebound and rebuild confidence, which was no longer backed by gold. To acquire this, the US must default on its treasury bonds, social security, Medicare benefits, pensionable obligation and guaranteed loans - not withholding its debtors.
Boom, slowdown, recession or recovery? THERE are four economic cycles, namely boom, slowdown, recession and recovery. Countries will undergo one of these cycles from time to time. This article will describe the four economic cycles and based on the description of the various economic cycle, you can make your own conclusion as to what economic cycle we are in. One of the primary determinants for an economic cycle is the performance of the gross domestic product (GDP). GDP is the value of goods and services produced by a country during a specific period of time. BOOM
During the boom stage, countries will experience an increase in the GDP that is growing faster than normal trends. It is during this stage where consumption of goods and services will increase as people will be spending and demanding more goods and services. As a result of this, the public and private sector will be able to hire more people and will be in a great position to increase the salaries for employees.

If more people are hired, consumers will have money and they can consume the goods and services they desire. The demand for goods and services will see an increase in revenue for the private and public sector. It will also provide opportunities for individuals to create new business or expand existing businesses. SLOWDOWN
During the slowdown stage, countries will experience a level of growth but the rate of the growth of GDP has slowed down. For instance, if countries were
experiencing a GDP growth of say 2.5 percent in the past but they are now they are experiencing a GDP growth of say one percent then we can say countries are experiencing a slowdown. During the cycle, countries will still experience economic activities as described in the boom stage but it will not be at the same level as the boom and therefore some countries will experience some unemployment. RECESSION
During the recession stage, countries will experience negative growth. Recession is normally measured when there is a fall in
GDP for two consecutive quarters. It is during this stage that there is a reduction in the demand for goods and services, revenues for the public and private sector decline significantly, there is a high level of unemployment as companies will be forced to lay off employees and cannot afford to recruit staff. As a result, the disposable income will be reduced and people will not be in a position to spend less money on goods and services. RECOVERY
During the recovery stage, countries will experience a positive improvement in GDP after the recession stage. It is during this stage that the confidence level of consumers and businesses will begin to increase and there will be some level of positive economic activity. Based on the aforementioned economic cycles, I believe we can conclude that the Turks and Caicos Islands is in recession. Furthermore, there are symptoms of recession in the TCI whereby companies laid off employees, unemployment is high, and the demand for goods and services has decreased.

Police officers should not be prison officers Dear Editor, The August 25 announcement that the police will take over the prison is one that cannot be welcomed for a variety of reasons by any rightthinking person. So, I am sounding the warning. Danger! Premier Cartwright Robinson. Danger! As the ‘Lost in Space’ robot readily warned Will Robinson of the danger that lies ahead from a mistake he is about to make. There is a clear conflict that is going to be caused within HMP by having police officers sworn as prison officers. This is according to the United Nations Prison Incident Management Handbook which acts as a guide to assist national prison authorities worldwide. With the Government being plagued by violent outbreaks at HM Prison, monthly spurts of prison uprising, illegal trade of various kinds inside HMP, assault on the prison superintendent and most recently an outright takeover of HMP by the inmates, one could have easily have foreseen that the prison was in urgent help to stem the upheaval. Instead, the Government ignored these warning signs, ignored the call of the human rights commissioner to fix it, denied that these incidents were taking place and enlisted the assaulted superintendent to downplay the unrest that was brewing. It is therefore no wonder that the upheavals at HMP became a clear and present danger to the prison officers, staff, and even the prisoners. So much so that the wellintentioned superintendent has now quit. Yes, of course control needs to be brought to HMP, but not by taking trained police officers off the streets of Providenciales and putting them into an environment that requires weeks, months and years of specialist training, with no training or vetting in place. Why do prison officers and police officers undergo different training? Because they are different professions, that require different skillsets and experience. The premier ought to call upon experienced prison officers, albeit from different jurisdictions, but make sure that the prison officers called upon to assist are experienced, trained, and are going to be as safe as they can be and are going to make the situation better

Two hospitalised after Blue Hills shooting A MAN, aged 28, and a woman, aged 42, were taken to Cheshire Hall Medical Centre after they were shot in Blue Hills, Providenciales. The police press office reported that gunshots were heard at a laundromat and apartment building on Millennium Highway at about 6.20pm on Thursday, August 27. The male victim was treated for a gunshot wound to his
upper body and has since been discharged, according to information from TCI Hospital press office. The female victim was stable in hospital at time of press, after receiving multiple gunshot wounds. Police led shooting under investigation not worse. The prison officers need to make a difference to the situation at the prison, not exacerbate it or cause new issues. The training involved and objectives of the two different professions (prison officer and police officers) are at different ends of the criminal justice system. Once a police investigation is concluded and a suspect charged, how can it at all be fair and just to have the same police officers in control of that person whilst on remand or for that matter convicted and serving a sentence? Does the premier really want to open the flood gates to challenges to having a fair trial? What about confidential legal correspondence that is handled by prison officers and sent on behalf of the inmate to the court or to their attorney? It is madness to think that the little legal confidentiality that exists would ever survive and therefore that causes issues with the right to access a lawyer confidentially. Danger! Premier Cartwright Robinson. Danger! Obviously, in addition to the unresolved HR issues the commissioner pointed out years ago, there will be human rights issues in relation to privacy and confidentiality. Are the same police officers who are currently investigating active crimes and are witnesses in inmates’ trials yet to take place really going to be the ones in control of those inmates? How do you overcome that hurdle? Why can’t the premier see that this shall breed contempt and only ruin any fragile relationship that still exists between inmates and prison officers? Where else in the world do local police officers contribute to running a small local prison?
Danger! Premier Cartwright Robinson. Danger! Crime is rising at an alarming rate in the TCI, especially gun crime and murder. This is not a time when our police officers should be taken from the streets, we need more police officers on the streets. Will we see more unsolved crime than we do already when these police officers are taken and put to work in the prison? While we are seeking reenforcements for our already short staffed force, we are going to simultaneously stretch these officers even thinner? This approach can only be described counterintuitive. The premier said they will investigate corruption at HMP. How is any allegation of corruption going to cease when you put familiar, conflicted local police officers in control of HMP and put those officers and inmates in a vulnerable position? Danger! Premier Cartwright Robinson. Danger! The main problem at the prison is there is no rehabilitation, nothing proactive for the inmates to do. No work experience, no solid education system, so how can the premier expect these young men to be released model citizens or act as such when they are just left to stew in a terrible environment with inhumane living conditions? Fix the prison, don’t just put a makeshift, ramshackle band aid over it temporarily. The situation at the prison has been ongoing for years and has been ignored, so now the time has come and it can’t be ignored or patched up anymore. Danger! Premier Cartwright Robinson. Danger! POLICE shot and injured a 21-year-old man in Grace Bay Village, Providenciales, after coming across what they deemed as “suspicious circumstances”. The events surrounding the incident are under investigation, according to the police press office, but it has not yet been revealed if the investigation is internal or external. The “police-related shooting” happened at about 9.55pm on Thursday, August 27. The injured man was treated at Cheshire Hall Medical Centre for a
single gunshot wound to his upper body and later discharged. Two other people were arrested. “The discharge of a firearm by a police officer occurred when a vehicle was stopped by a police patrol when it was seen in what they considered suspicious circumstances,” the press office said. “No further comment will be made at this time.” Anyone with information on this incident can call 911 or Crime Stoppers confidentially on 1-8008477.
Health ministry office closes for deep cleaning THE MINISTRY of Health’s office in Grand Turk closed to the general public from Tuesday (September 1) until Friday (September 4) for deep cleaning. This went ahead “out of an abundance of caution” due to contact tracing efforts by the public health team, a spokesperson for the ministry said.
“The Ministry of Health wishes to apologise for any inconvenience this may cause, staff will continue to work remotely.” Other government offices that have temporarily closed in the past due to Covid-19 cases include the Department of Road Safety and the Public Works Department in Providenciales.

State funeral held for former Speaker of the House of Assembly, Hon. Austin Alexander Robinson
Former speaker’s unselfish devotion to civil life lauded during state funeral FORMER Speaker of the House of Assembly, Hon. Austin Alexander Robinson was this week laid to rest in a ceremony fit for a man of his stature and calibre. The state funeral was held on Wednesday (September 2), at the Grand Turk Parade Ground. It was attended by the aggrieved family, Premier Sharlene Cartwright Robinson, members of the Cabinet, the Opposition and other government functionaries. Hon. Robinson’s body laid in state at the House of Assembly (which is now being held at the HJ Robinson High School auditorium) for viewing on Tuesday. With the limitations on all gatherings due to the Covid-19 pandemic, the ceremony was somewhat limited in attendance, but not in tribute or the out-pouring of love and memories. Tributes were delivered by Deputy Speaker Derek Taylor of the House who reflected on the life and times of the late Hon. Speaker. Premier Sharlene Cartwright
Robinson, who spoke at length about Hon. Robinson’s service to the country as a long serving and highly regarded member of the civil service, and that of a family man. Special tributes of rousing musical performances, hymnals and reading of scriptures. Austin Alexander Robinson, OBE was born on December 28, 1931, the second son and third child of Richard and Winfred Robinson. He was educated from 19381943 at Grand Turk Primary School, and from 1944-1947 at HJ Robinson High School, then called the Government Senior School. There he passed the Junior Cambridge School Certificate with a distinction and six credits. After leaving school he was employed for two years by a firm in the private sector in Grand Turk. In 1950, he joined the Treasury and Customs Department where he worked for three years before

joining the Merchant Navy. After five years in the Navy he returned to the territory and for another five years until 1964, was an accountant with the Turks Island Salt Company Limited. In 1965 he re-joined the civil service and was respectively administrative assistant, internal auditor, treasurer and deputy financial secretary. In 1984 he was appointed to act as financial secretary. In 1987 he was honoured by Her Majesty the Queen by being appointed a Member of the Most Excellent Order of the British Empire. In 1994 to1995 he was appointed Speaker of the Legislative Council (which is now referred to as the House of Assembly). In 1997 to 2000 he was a member of the Public Service Commission. He is the father of nine children and is married to Carmen Robinson (nee Ellis). Hon. Robinson passed away on June 28, 2020.

Covid-19 crisis should not be politicised, says health minister BY OLIVIA ROSE THE TCI’s fight against the Covid-19 pandemic should not be politicised as the virus is a public health issue and not a political one. These sentiments were expressed by Minister of Health Hon. Edwin Astwood in response to questions at a press conference on August 26. The minister in an impassioned plea called on politicians and citizens to refrain from politicising the disease. “We need to remember that we are dealing with a virus and not politics,” he said. “It is a function of biology and science and we have to treat it that way. Some are trying to treat this as a political issue and not a public health issue.” Astwood stressed that the unprecedented global health crisis is a matter of life and death and national solidarity is required in order for the territory to effectively tackle the virus. “Everything we make about politics, like in the States how they make everything black or white, we make everything here yellow or blue.” He argued that when some politicians use the virus as a

talking point for political mileage, it derails the Government’s efforts to effectively manage the outbreak. “I warn people about it, I recently saw a release from the Opposition saying that this election is going to be about Covid-19 and I was like what? The election is going to be about Covid-19 - a virus?
“The virus doesn’t care about who is PDM, PNP, which island you’re from or who you support. So, I’m telling people don’t make this public health issue political.” Astwood underscored that political leaders need to work across party lines to ensure the TCI reduces the spread of the deadly
virus which has already wreaked havoc on its economy. “I am disappointed...that members from the Opposition are not encouraging people to wear masks, to practice social distancing - they’re not out there promoting it. “And it seems like many people want the infection to grow, they
want the pandemic to grow and I stand by that, that is my personal feeling, that is the opinion of Edwin Astwood. “I do believe a lot of people are hoping that things get worse before they get better just for political gain. “Don’t see this virus as a political ploy or a political tool, it is public health, it affects the economy, it affects the health of the nation, it affects the wealth of the nation.” Astwood further urged residents to be more mindful of the content they share on social media especially as it relates to unverified information about the virus. “It affects how our future is going to be and how we’re going to bounce back and we’re putting so many things out on social media, we need to be more responsible. “There’s a lot of other issues out there that are political, let’s focus on them, let’s keep that in that context but not with the virus.” Astwood said his ministry has worked tirelessly over the last few months to mitigate the spread and impact of Covid-19 locally. He added that while concerted efforts have been made to curtail the dreaded virus, the ministry and by extension the Government cannot tackle the issue alone.

Roadmap for the reopening of schools unveiled BY OLIVIA ROSE STUDENTS in the TCI will continue to learn online in virtual classrooms when school resumes on September 14. On Monday (August 31) during a press briefing, the Ministry of Education unveiled a 13page roadmap document for the reopening of public and private schools across the territory. This came as the Government grappled with the challenge of how best to facilitate the resumption of classes within a safe and healthy environment. The ministry collaborated with the Ministry of Health and regional partners such as Caricom and Unicef to develop protocols to be adopted and implemented by all schools in the TCI. These are intended to mitigate the health risk posed by the Covid-19 pandemic to students, teachers and parents, while at the same time facilitate active learning. The roadmap document outlines five phases, with instructions for online and ordinary classroom learning and a “blended model” of learning. These will be introduced in stages over the next few months. Speaking at the press conference, Minister of Education Hon. Karen Malcolm acknowledged that this ‘new normal’ requires constant monitoring and vigilance. “We continue to work meticulously to ensure the safety

Karen Malcolm of our teachers and students, in an environment that will also facilitate effective learning and human development,” she said. “All public schools have been updated or in the process of final installation of equipment, which include hand-sanitiser stations, additional hand-washing stations and signage. “Private schools are also actively engaged in updating their facilities based on the newly established guidelines. “We have procured over 500 tablets and mifi devices [mobile broadband routers], and are in the process of sourcing additional tablets to be distributed to our students in need to permit effective online schooling for our children.” She explained that instituting the various processes and protocols are part of a comprehensive national plan being overseen by the Ministry of Health. “We fully understand that every new situation will be met with trepidation by some,” Malcolm
said. “With every new historic situation, there may be adjustment that will become necessary along the way – but we are supremely confident that a sound foundation has been laid for an amazing next chapter.” PHASED REOPENING While some schools may have the classroom capacity to permit adequate social distancing and other requirements to prevent the spread of Covid-19, this does not hold for all schools. The ministry’s roadmap explained that a return to the classroom can only be achieved through a blended approach of using both online as well as traditional classroom learning. In order to mitigate the risk and adhere to the health protocols, the ministry has developed a fivephased approach for the reopening of schools. The roadmap stated that phase 1(a) is ‘Orientation (Establish)
system’, 1(b) is ‘Preparing for Learning’. Phase two is ‘Online Learning’, phase three is ‘Online with Blended Classroom Learning for Forms Four and Five’. Phase four is ‘Online with Blended Classroom Learning for all Schools or Classes (Except Providenciales Schools)’. And phase five is ‘Online with Blended Classroom Learning for all Schools or Classes’. Director of Education Edgar Howell during his brief remarks elaborated on the phased reopening. He said that as a result of the urgent paradigm shift from classroom learning to online learning, many schools, parents and students were ill-prepared for such an abrupt change. As such, the last academic semester had many obstacles which had to be overcome. Howell said the ministry has ensured that measures are now in place to tackle these challenges. “The first two phases are split
into phase 1(a) this week and phase 1(b) next week. “During those two phases we expect that schools across the TCI will be liaising with parents and making sure that all the mechanisms that they need to facilitate online learning are in place. “In the second week we expect that schools will go through with their students a psychosocial process where they begin to prepare students for learning, assessment will take place during that period as well. “During the period we expect that parents will also use the opportunity to make sure that those things that are not yet finalised like tablets, laptops or internet access, locating that space within your home to make sure that the child has a dedicated space from which they will learn, that you will do that during the two-week period.” Howell explained that after the two-week orientation process, teaching and learning will officially begin on September 14. Phase two will run from September 14 until October 2. “The Ministry of Education will review the roadmap on October 2 and where there is need for changes we will make those and update the public accordingly,” Howell said. Phase three will run from October 5 to 30, while phase four is slated for November 4 to December 16. Phase five will begin on January 4, 2021, and will run until June 7, 2021.

The reader at the gate Observations on meaningful contributions, civility - and Salt I REALLY didn’t see this coming. Just as I thought that the dust had settled on the recent outburst by Salt Cay’s senior civil servant, following the publication of the Salt Cay Note entitled, “A cannon, corona and the onslaught of irresponsible imbecility”, my attention was drawn to yet another written assault by the said civil servant. This time the criticism was aimed at a photo and caption on Facebook from almost a month ago. The Facebook post, which featured a photo of an 18th century British cannon, had simply read, “A Salt Cay landmark has come crumbling down from the bluff, after more than 20 years. It had been precariously close to the edge for a while, so it was just a matter of time...” Innocent enough you would think. And yet the same civil servant who had preciously concluded that I did not belong to Salt Cay because, “you don’t own nothing on this island”, now noted that “criticism is useless if you did nothing to help”, ending the little tirade with “you have been in Salt Cay for years, what have you contributed?” As several observers noted, the outburst was as bizarre as it was uncalled for, as no one had actually been criticised in the first place. My initial reaction was to simply ignore this renewed, unjustified public attack, and I most probably would have, had it not been for the well-meaning individual who’d seen the outburst on Facebook and advised me to back down. “Clearly this person has it in for you and could make your life very difficult on Salt Cay.” Unfortunately, this piece of advice had the opposite effect. The mere suggestion that I, a citizen and voter in this country, who has lived here for going on 31 years, should have to fear repercussions from local officialdom simply for expressing my opinion or, in this case, inadvertently upsetting a civil servant by simply making note of an occurrence, is beyond perplexing and vexing at the same time. Had I been in journalistic attack mode, had I published a piece entitled, “ineptness, incompetence

and indifference, the story of a....”, I’d expect and invite and fierce rebuttal, but I never have, nor intend to. And so really it should be me who is offended when a civil servant takes to the most public of forums, Facebook, in an attempt to denigrate me. It was uncalled for and unprofessional - enough said. Sometimes when you least expect it, a proverbial ray of sunshine enters your life. As I was sitting thinking about the accusation of lacking community spirit and any gumption, someone came to my gate. A young local man, clutching two old books, had come for a chat. He had just read my last column about maritime writers and having been inspired by it was wondering whether I had any other books, on island, he could have a look at. “I’ve always loved reading,” he exclaims with a beaming smile, “especially history.” Has he ever read Salt by Mark Kurlansky I enquire, and when it turns out he has not I hand him my copy and off he goes seemingly delighted to have more reading material for the weekend. Salt, just as an aside for anyone who has not read it, is definitely a worthwhile read for not only does the writer lead the reader on a 5,000-year, salty odyssey through China, India, Egypt, Japan, Morocco, Israel, Africa, Italy, Spain, Germany, Austria, England, Scandinavia, France and the US, but he also dedicates almost five pages to -
you’ve guessed it - Salt Cay! Highlighting the multifarious ways in which this unassuming chemical compound has profoundly influenced people’s lives, the book illustrates very effectively how time and again, salt emerges as a pivotal player in the drama of human history. Although first published in 2002, the description of Salt Cay remains fairly accurate and one almost forgets that almost two decades have passed. “This island offers a chance to see a 19th century Caribbean community. Livestock wander the streets. “The tin-roofed whitewashed houses, shutters painted in bright colours, their foundations surrounded
by a row of conch shells, date mostly from the 19th century. “There are almost no cars; it is mainly bicycles that use the well-worn sparkly roads that are paved with salt. “In recent years, golf carts have been replacing bicycles as the leading mode of transportation. They seem well suited to the salt roads.” As I write these lines, the young local reader has informed me that he has read the book and will come for more. “I finished it in two days,” he says enthusiastically. Here’s to happy readers and contributions to a small community that may not always be measured in bricks and mortar.

Jamaican con man steals $20,000 worth of chicken meat FARMER Nadine Christian said she was swindled out of 83 pounds of chicken by a man pretending to be a restaurant owner. She said that the man, whose name she does not know, conned her of nearly $20,000 worth of meat. Christian said that after speaking with the man on the phone, the man came to her property in Caymanas Gardens, St Catherine, several times asking if the chickens were ready. On Tuesday about 1 p.m., he ordered 100 pounds of chicken. She says he came with his own scale to weigh the chicken, which led her to believe he really meant business. When she weighed the chicken, her scale showed 83 pounds. But he started implying that her scale was faulty, as his allegedly showed that it was 100 pounds. “Then him seh I must write the order on a piece of paper. CDC travel advisory issued for British Virgin Islands THE Centers for Disease Control (CDC) issued a Level 3 advisory on September 1 warning Americans to “reconsider” travel to the British Virgin Islands (B.V.I.) saying travelers to the Caribbean territory are at “increased risk for severe illness from COVID-19” as new cases of the illness have increased over the last 14 days. “Newly identified cases of COVID-19 within the territory” have raised the total number of cases to 38, leading J. U Jaspert, the territory’s governor, to issue a two-week curfew order Tuesday that includes a daily “hard lock-down” from 1:01 p.m.
until 5:00 a.m. A “limited number of essential businesses” will be allowed to open between 5:00 a.m. and 1 p.m. Restrictions on the movement of vessels within territorial waters remain in place, with no movement permitted excluding authorized operators, Jaspert said. Beaches will close at 12 noon to ensure individuals can return home by 1:00 p.m. in compliance with the curfew; visitors can only visit beaches for exercise, with group meetings or parties forbidden. The B.V.I. is not yet accepting international travelers, yet the latest CDC information is “concerning” to tourism stakeholders in the
territory and will likely delay the government’s efforts to reopen the destination to visitors in the short term, Sharon Flax-Brutus, the territory’s former tourism director, said Wednesday. B.V.I. borders are currently open only to returning British Virgin Island citizens, permanent residents and naturalized citizens. Travelers to the territory are required to register through an online portal. Under Phase II of the territory’s Restricted Border Reopening Plan beginning this week, work permit holders, students and other specified groups will be permitted to re-enter the country.

Bermuda and Bahamas: More than 200 Covid-19 cases in security forces Cayman at opposite ends of fiscal policy THERE have been more than 200 COVID-19 cases collectively in the Royal Bahamas Police Force and Royal Bahamas Defence Force, National Security Minister Marvin Dames said this week. He said of the 102 confirmed cases in the police force, six of those are still currently active. As it relates to the RBDF, Mr Dames said there have been some 103 cases recorded within that agency to date. He added: “Defence force total cases are around 103. That includes the recruits and that’s 103 to date. So, those numbers when you look at it from an overall perspective, they’re not bad and given the work that these officers do. “As I said, the commissioner told me yesterday (Tuesday) that they have six active cases. They had a total of 102 and the defence force had a total of 103 since COVID has started, since the beginning of the COVID period to now and most of those COVID cases are asymptomatic which are a little bit more difficult to manage.” Cases in the Bahamas continue to skyrocket. As of Wednesday evening
(September 2), the Bahamas had recorded 2337 cases with 47 deaths. An additional 14 deaths are under investigation. Of the cases, 1420 are active. New Providence (1476) and Grand Bahama (557) are still the hotspot locations.
NO NEW ENTRY TRAINING The news of the law enforcement infections come after RBDF officials revealed on the weekend that the agency had discontinued new entry training due to the “quick spread of COVID-19” among its latest intake of recruits. “Steps have been taken to sanitise the training facility, lodging, classrooms and other common spaces occupied or utilised by the recruits and training staff,” the RBDF said in a statement on Saturday. In an effort to minimise COVID-19 exposure among law enforcement agencies, Mr Dames said officials are continuously looking at preventive measures to deal with the COVID-19 threat. “The plan that these agencies have in place has been working and what we have been doing from day
one is trying our utmost best to avoid a massive outbreak and I think we have been successful to date,” he said. “…I mean this is a very dynamic thing and these agencies are constantly looking at how they can improve upon their preventive measures.” Mr Dames also spoke about recent cases involving law enforcement officers being brought to court on charges. He said everyone should be treated equally under the law, no matter who they are. “We police at the consent of the Bahamian people and if the Bahamian people see that the police, the defence force and the prison, immigration and customs, our law enforcement agencies are operating and are being treated differently then how do you think that would look? “So, this is a clear testament that the agencies are doing what they are supposed to be doing so whether you are in uniform or whether you sit in some high office somewhere else, you are subject to the same laws as the man on the streets.” (Tribune242)
Google honours Jamaica-born british doctor, civil rights pioneer Harold Moody JAMAICA-BORN British doctor and civil rights pioneer Dr Harold Moody is being revered by Google Doodle on Tuesday. On September 1, 1904, the then 23-year-old arrived in the United Kingdom to pursue medical studies at King’s College in London. His life in London was marred by racism, which led him to form the UK’s first civil rights movement. Though he was a fully qualified doctor, having achieved the highest honours throughout his training and further education, he was unable to work due to the colour bar system that denied people opportunities based upon their race. Moody was undeterred and so he opened a private medical practice in Peckham, South East London. The two children depicted in the doodle, which is illustrated by Dublin artist Charlot Kristensen, are a reference to Moody’s treatment of disadvantaged children. The mission of the League of Coloured Peoples, formed in 1931, was to tackle racial injustice and inequality throughout Britain and the world. At the government level, the league helped to bring about

legislative changes that have assisted in the push for an equal future. In 1943, he was appointed to a government advisory committee on the welfare of non-Europeans, and in the same year, he also took the chair of the London Missionary Society. Reacting to the news, president of the Universal Negro Improvement Association in Jamaica (UNIA) Steven Golding told The Gleaner that it is phenomenal that Google would highlight such a personality

He said Moody’s social and political agitations on behalf of “coloured people” helped put Jamaica in the light that it has been cast for so many years, as “a people who stand up against injustice, who are known to make our voices heard and known to be amongst the cadre of leadership when it comes to organising in defence of human rights, civil rights and against discrimination”.
AT first glance, Bermuda and the Cayman Islands look similar in many ways: size, economic dependency on financial services and a low-tax regime. Both have been impacted by the COVID-19 pandemic and its related lockdown measures through a rise in healthcare-related costs and deteriorating government revenues. But while Cayman has so far been able to rely on a cushion of more than CI$500 million in cash reserves, the situation is strikingly different in Bermuda. Last week, Bermuda Finance Minister Curtis Dickinson outlined that the island’s total debt had increased by US$520 million to US$2.82 billion, as a result of the pandemic. Bermuda, like Cayman, had allowed its residents to dip into their private pension savings with the withdrawal of a $12,000 lump sum. In addition, the government expanded unemployment benefits to more than 9,700 people for up to 16 weeks, racking up $38 million in costs by June alone. The “very positive news”, Dickinson said, was that Bermuda’s government raised $1.35 billion in new bonds. All it took was a series of virtual meetings with some of the world’s top investors to generate “healthy demand” in the bonds. Bermuda’s government used a portion of the raised funds to pay down its on-island credit line and $500 million in existing bonds to lower its interest costs. Bermuda will pay 2.375% on the 10-year bond and 3.375% on the 30-year bond, each representing half of the total amount raised. According to Dickinson, the average interest on the government’s debt portfolio dropped by 0.59%, even though much of the bond issue represents new debt. To facilitate the bond issues, in July Bermudian legislators had to raise the country’s debt ceiling by $600 million to $3.5 billion. When Dickinson’s Progressive Labour Party government took over after the 2017 election, the total net debt stood at $2.4 billion. YEARS OF SURPLUSES END IN 2020 These are eye-watering figures compared to Cayman’s fiscal situation. Cayman’s government prides itself on having turned around government finances following the 2008 global financial crisis. As of 30 June, Cayman had about CI$266.5 million in public debt. After seven years of budget surpluses, Cayman Islands Finance

Minister Roy McTaggart is projecting for this year an operating deficit of CI$173.2 million, rather than the initially budgeted surplus of CI$65.3 million. So far, government could rely on its higher-than-expected cash balance of $559.6 million, as of June 2020, to cover revenue shortfalls and COVID-19-related costs and economic-stimulus measures. To avoid a depletion of Cayman’s cash reserves and to help meet financial obligations over the next two years, the government is currently seeking a loan of CI$500 million (US$609.7 million) from a syndicate of local banks. Asked at the recent Chamber Economic Forum why Cayman was not tapping the liquid bond markets to raise the funds, thereby taking advantage of low interest rates and Cayman’s very high credit rating, McTaggart said its request for proposals had invited all kinds of bids. However, government had previously indicated that it preferred an offer from local banks. Another reason for choosing a loan facility over a bond issue is that government does not intend to draw down the funds immediately, but only if needed, in order to reduce interest costs. It currently projects that drawing down a portion of the loan will increase debt balances to CI$273.6 million by the end of 2020. This would still be many multiples less than Bermuda’s debt, which is expected to exceed $3 billion this year. (Cayman Compass)

Rule changed in Bermuda to end mixed-status heartache A BERMUDIAN-BORN woman who missed her chance to get status by weeks was overjoyed yesterday to get a second chance after a government policy change. The 31-year-old said: “I think I’m still dreaming.” The woman, who asked not to be named, was speaking more than eight years after she highlighted her status problems with The Royal Gazette. She was speaking after Jason Hayward, the labour minister, said that legislation to tackle the problem of mixed-status families would come into force. The changes to immigration law, the “repatriation and mixedstatus amendments”, means that applications for status and permanent resident’s certificates would be accepted by the Department of Immigration from September 14. The move will tackle the longstanding discrepancy where some members of the same family were Bermudian, but others were not.

for up to two generations. The new legislation cannot be used for people born beyond two generations. But Mr Hayward promised that the paperwork would be streamlined for Bermudians whose children were born overseas to apply for status for their family members. Mr Hayward could not provide numbers for how many might gain status as a result of the new policy, but said “significant interest” was expected. There will also be a two-year window from September 2020 to August 2022 for PRC holders to apply for their children to obtain PRCs.
Mr Hayward said the timespan was “something we can review further in the future”. Cases of mixed status include families where one parent holds Bermuda status or a PRC, while a spouse or children, despite being born on the island, do not. Other examples include families where some of the children do not have the same rights. The woman, whose parents are PRC holders originally from the Azores, said her older brother and sister had both been successful in obtaining status. A route to status only existed for people resident in Bermuda up until July 31, 1989 under earlier regulations. The woman who was born in August 1989, just missed being able to qualify for status, despite having two children born in Bermuda who did get status. She said: “Finally, I can call Bermuda home. I always did anyway, but now I can do it for real. “It’s the right thing to do. I’ve always said it’s about human rights. You can’t have one sibling Bermudian and another not.” She added: “I come from that first set of people born after that date. Even though I’m born and raised here, I couldn’t get it.” The woman said: “This has made my day. Now I’m just curious as to how much it’s going to cost.
“Once it’s done, I can go public. They can see how grateful I am and many others are for this.” Mr Hayward said it would not be possible for immigration staff to provide specific answers to people who called with queries on whether they were eligible. But he added that a page would be launched on the Department of Immigration website, including a list of frequently asked questions, to cover circumstances where people would be able to apply. Mr Hayward said: “To better assist the public to understand types of situations persons may be in, it is only possible to provide examples of the two issues the legislation seeks to address — repatriation, and mixedstatus families.” He said the new repatriation rules applied to Bermudians whose children were born overseas. He said: “The parents of these children will not be required to prove that they were domiciled in Bermuda at the time of the child’s birth, for up to two generations. “What this means is that if a Bermudian has a child born overseas, the child is automatically Bermudian at birth, without the need to fulfil any requirements. “If the child born overseas in turn has a child of its own, the second generation born overseas will also be Bermudian from birth.”

DR’s Covid-19 death rate increases THE health authorities on Tuesday reported the death of 28 people from coronavirus, a disease that in six months has claimed the lives of 1,738 Dominicans since the start of the pandemic on March 1. In addition, 264 new positives were registered on Tuesday, when 2,126 PCR tests were processed, all in private laboratories. According to the bulletin for September 1, 94,979 people have been infected with COVID-19 and 68,736 have recovered, while active cases total 24,505. According to data from the epidemiological bulletin published last weekend by Public Health, the fatality in the country is 1.78%. This represents 10 decimal points more than two weeks ago (1.68%).
The growth is due to the fact that the rate has been 2.96% in the last two weeks. However, the rise in fatality can be explained by the low number of positive cases that have been identified in recent days. Which in turn is caused by a significant reduction in the number of tests. Leaving out rates, samples, and percentages, August closed as the month with the most deaths in the Dominican Republic. Over 500 with about an average of 18 deaths a day. When compared to July, which ended with 416 deaths and an average of 13 deaths per day, it can be said that in the country five more people have lost their lives per day than in the previous month. A NUMBER of The Pointe’s Chinese workers demonstrated outside the Chinese Embassy in Nassau on Tuesday due to worries about the COVID-19 situation in The Bahamas and a desire to return home since the project is nearly complete. Counsellor of the Chinese Embassy Yin Haigang told reporters that about 200 workers are trying to return home. Harry and Meghan to make shows with Netflix THE Duke and Duchess of Sussex have reached a deal with streaming giant Netflix to make a range of programmes, some of which they may appear in. “Our focus will be on creating content that informs but also gives hope,” said Prince Harry and wife Meghan. “As new parents, making inspirational family programming is also important to us,” they continued. Biden calls for police to be charged over shootings DEMOCRATIC presidential candidate Joe Biden has urged charges against police who shot two black Americans, Jacob Blake and Breonna Taylor. Speaking in Delaware, Mr Biden did not specify what counts should be brought in the cases, which have fuelled racial justice protests nationwide. The Democrat spoke after notching up a record fundraising haul in August. He has a lead over President Donald Trump, a Republican, in opinion polls ahead of November’s election. During a news conference in his hometown of Wilmington on Wednesday, Mr Biden was asked whether he agreed with his running mate, Kamala Harris, that the officers in the Blake and Taylor cases should be charged. “I think we should let the judicial system work its way,” he said. “I do think at a minimum, they need to be charged, the officers.” Mr Blake, 29, was shot seven times in the back and paralysed during an arrest in Kenosha, Wisconsin, on 23 August. Michel Barnier: UK risks no-deal on post-Brexit trade unless it compromises THE EU’s chief negotiator says the UK will “have to move” if it wants a post-Brexit trade deal by the end of 2020. Michel Barnier said he was “worried and disappointed” about the lack of concessions from his British counterpart, David Frost, after the pair met in London on Tuesday. And he said the end of October was a “strict deadline” to finalise an agreement for next year. No 10 said it was “clear [a deal] will not be easy to achieve”. The prime minister’s official spokesman said “major difficulties remain” between the two sides, but the UK government was keeping in close contact with the EU. The UK left the EU on 31 January, but entered a transition period until 31 December while the two sides negotiate a trade agreement. During this time, the UK continues to follow some of the bloc’s rules. If a deal is not made and ratified by parliaments by the end of the year, the UK will go into 2021 trading with the bloc on World Trade Organisation rules - which critics fear could damage the economy. But Boris Johnson has ruled out any extension to the end of the transition period, saying it was his
Coronavirus: US passes six million Covid-19 cases THE US has now surpassed six million cases of Covid-19 - almost a quarter of the world’s total, according to data collated by Johns Hopkins University. It said the country added one million new infections in less than a month. More than 185,000 people have now died. In the UK, France and Spain, the infection rate dropped compared with Sunday’s figures - but the tallies may be readjusted later on. It comes as children across Europe prepare to return to schools this week. The total number of confirmed cases globally has now surpassed 25 million, with more than 846,000 Covid-19 related deaths. The true
number of cases is likely to be significantly higher, because many people who have had the infection but did not show symptoms have not been tested. Meanwhile, the World Health Organization (WHO) has warned that the emergency authorisation of vaccines requires a “great deal of seriousness and reflection”. The UN body’s chief scientist, Soumya Swaminathan, said every country had the right to approve drugs without full trials, but it was “not something that you do lightly”. The WHO says that 33 potential vaccines are currently up for clinical trials, and a further 143 are in preclinical evaluation.

AN UNARMED black man died in New York state after he was hooded by police and held face down to the road for two minutes, body camera footage shows. Daniel Prude, 41, was suffering from mental health issues when police restrained him in March. He died in hospital a week later, but the news has only now become public as his family held a news conference. Mr Prude’s death took place two months before the killing of George Floyd sparked global outrage. Mr Prude’s brother, Joe, called police in Rochester, New York, on 23 March as his sibling was suffering from acute mental health problems. “I placed a phone call for my brother to get help, not for my brother to get lynched,” he told Wednesday’s news conference. “What is their sentence? You killed a defenceless black man. A father’s son, a brother’s brother, a nephew’s uncle.” A warehouse worker from

British teacher denies sex offences against pupil A TEACHER accused of having sex with a pupil has told a court the boy was not the father of the baby she miscarried. Kandice Barber, 35, of Wendover, Buckinghamshire, denies child sex offences, including having sex with a child under 16. The boy, who was 15 at the time, told Aylesbury Crown Court she had told him she might be pregnant with his baby. In a statement, Ms Barber said her husband was the father of the baby she miscarried. Earlier the court heard an investigation began at the start of 2019 when the school found out about a topless picture of the teacher which had been shared among pupils. Ms Barber, of London Road, is alleged to have sent the photo to the boy. She told police her Snapchat
account must have been hacked. In a police interview the teenager, who is now 17, said he had had sex with the teacher in a field, and she had performed sexual acts on him in a car and in woodland. Giving evidence by videolink, he said: “I didn’t tell the school at first because she told me she was pregnant with my child.” He agreed with barrister Nadia Chabat that he said he did not want his child growing up in prison. Ms Chabat said Ms Barber had had a miscarriage before Christmas, so he would have known she was not pregnant. He said that he did not know that, and agreed he told the school’s head that nothing had gone on between them and he did not have any photos. The boy said he had not lied, but was “just nervous”.
POWER crews are working to restore electricity across storm-devastated Louisiana, road crews are clearing debris, and thousands of tarps are to be distributed to patch over wrecked roofs. But Gov. John Bel Edwards cautioned his state’s residents on Wednesday to be realistic about “the long road ahead of us” to recover from Hurricane Laura. “There’s been an awful lot of progress made in terms of the resources being brought to bear,” the governor said at a news conference. But “there’s still a very, very long way to go, however,” he added. Two more deaths were reported on Wednesday, increasing the storm’s U.S. death toll to 21. More than 230,000 people in Louisiana remained without power Wednesday, six days after Laura ravaged the state, according to the Louisiana Public Service Commission. In addition to power outages, the state Health Department said more than 175,000 people faced water outages, while hundreds of thousands more had to boil their water to make it safe for use. US sanctions International Criminal Court officials SECRETARY of State Mike Pompeo on Wednesday announced sanctions against two International Criminal Court officials -- the Trump administration’s most aggressive move yet to try to deter an ICC investigation into possible war crimes by US military and intelligence officials. The top US diplomat said he was designating ICC Chief Prosecutor Fatou Bensouda, and the ICC’s Head of Jurisdiction, Complementary, and Cooperation Division Phakiso Mochochoko “for having materially assisted Prosecutor Bensouda.” “Individuals and entities that continue to materially support those individuals risk exposure to sanctions as well,” he warned during a press conference at the State Department. “Additionally, the State Department has restricted the issuance of visas for certain individuals involved in the ICC’s efforts to investigate US personnel.” The move was swiftly condemned by the international tribunal, human rights organizations and the foreign minister of the Netherlands, where

JOB SUMMARY: The Chief Executive Officer is the chief executive of Invest Turks and Caicos and is responsible for the success of the organization. Under the strategic direction of the Board of Directors, the CEO is expected to lead the implementation of the Turks and Caicos Islands (TCI) Government’s economic development vision, attract significant investments to the islands, oversee services for Micro, Small and Medium (MSME) businesses and support expanded sustainable development throughout the entire Turks and Caicos Islands. These investments will be expected to build a successful, sustainable economy and provide improved opportunities for employment and growth. As well, the Chief Executive Officer will be actively evaluating investment and related economic policies and advising Government how to improve the business climate and attractiveness of the Turks and Caicos Islands. The Chief Executive is expected to be a strong leader who can develop a cohesive team within the organization and across TCI to drive new investment to the country. The CEO will ensure that the organization has motivated staff who produce positive results using best international practices. The position involves overseeing a staff of up to thirteen persons who are predominately highly trained investment professionals. The challenge is to build on the success of the Agency, communicate effectively with Government, and develop new policies and programs that attract and retain job-creating investments of all sizes and types. The successful candidate is expected to bring considerable international managerial or entrepreneurial experience to the position and be a communicator who is customer-focused and goal-driven. KEY OBJECTIVES: 1. To manage the day to day operations of Invest TCI through planning, organizing, coordinating, directing and controlling the functions of the Agency. This includes maintaining, modifying and implementing a rolling five-year Strategic Plan for the Agency, complete with annual marketing plans and budgets; monitoring financial and operational performance; and ensuring that the organization has a full complement of operating policies and procedures for both internal operations and for dealing with prospective investors and dailyoperations. 2. PERSONAL SPECIFICATIONS Education and qualifications: The preferred candidate should have a master’s degree in finance, business administration, economics or related field, plus preferably a certificate on Board management. EXPERIENCE AND KNOWLEDGE: Minimum of ten (10) or more years of senior management experience as a Vice-President or above at a private enterprise/company/ agency engaged in investment development and/or investment/financing/marketing. Coronavirus antibodies may last for at least 4 months, new study finds A NEW study has found that antibodies from the novel coronavirus (COVID-19) may last for at least four months after a person gets infected. The study, published Tuesday in The New England Journal of Medicine, measured antibodies from 30,576 people in Iceland. Researchers found that COVID-19 antibodies did not decline within four months after patients were first diagnosed with the virus. “There is no evidence of any slight decrease,” study coauthor Dr. Kári Stefánsson told Today, adding antibodies were also found in asymptomatic people who were never tested for coronavirus. Researchers also observed higher levels of antibodies in older patients and in people who were hospitalized with a more severe case of coronavirus. Women, smokers and users of anti-inflammatory medication had lower levels of

Coronavirus: Cheap steroids save lives from severe Covid Just because virus is found in a child’s nose does not definitively prove they are transmitting it at the same rate as adults.
Coronavirus: Children’s role in spread puzzles scientists CHILDREN can carry coronavirus in their noses for up to three weeks, according to a study from South Korea. But the presence of the virus in a swab doesn’t mean someone is necessarily capable of passing it on. These findings leave unresolved question of how likely children are to spread the virus to others. They emphasise the continuing role of social distancing and good hygiene as children go back to school. The president of the Royal College of Paediatrics and Child Health, Prof Russell Viner explains there are three separate, but linked questions about children and Covid-19: § Do children get the virus? § How severely do they get the virus? § Do they pass it on to others? While we know for sure that children can catch the virus, Prof Viner says data from antibody blood tests suggest they may be less susceptible to catching it than adults - particularly children under the age of 12. And scientists are very confident that children are less likely to become ill than adults even if they do catch it, with many not showing any symptoms at all. That’s what a British study, published on Friday, confirms. The third question is the one we know least about, and it’s this the South Korean study claims to address. WHAT DOES THE SOUTH KOREAN STUDY SAY? The study, based on 91 children, found that even among those with few or no symptoms, virus could be found in their swabs as much as three weeks later. The fact they had detectable virus in their noses, the authors concluded, suggested they were capable of passing it on. Because of the way South Korea tested, traced and isolated cases, even those without symptoms, it is uniquely placed to look at this group. Once they had identified and
isolated cases, the patients were repeatedly tested until the virus had cleared. The study was therefore able to give us some new information about children as carriers of the virus, and their potential capacity to be spreading it onwards. Like other studies, though, it still leaves a missing piece of the puzzle. Just because virus is found in a child’s nose does not definitively prove they are transmitting it at the same rate as adults. Dr Roberta DeBiasi, chief of the paediatric diseases division at the Children’s National Hospital in Washington DC, said it would be “illogical to think children have no role in transmission” given they do carry the virus. But professor of child health at the University of Liverpool, Prof Calum Semple said: “The presence of the virus genetic material in swabs in the respiratory tract need not equate with transmission, particularly in people who do not have important symptoms such as cough and sneeze.” SO CAN WE DRAW A CONCLUSION? Logic dictates that in both children and adults, people with no or few symptoms - who aren’t coughing and projecting the virus into the air - are likely to be less infectious, and children generally get milder cases of the disease. But significant numbers of asymptomatic people could still have a noticeable effect on the infection rate. And, as Prof Viner points out, keeping schools closed is not neutral either but poses its own set of risks to children’s development, education and mental health. While the exact risk children pose remains an open question for the moment, answering it will be vital to controlling future outbreaks. Dr DeBiasi believes that while the “vast majority of infected children have mild or unrecognised disease,” they may play an “important” role in enabling the spread of infection through communities. CHEAP steroids can save the lives of patients who are critically ill with Covid-19, studies show. The findings confirm the results of an earlier trial, which has already led to steroids being used widely for Covid patients in intensive care. The new results, published in JAMA, show eight lives would be saved for every 100 patients treated. The researchers said the findings were impressive, but stressed steroids were not a coronavirus cure. In June, the UK’s Recovery trial found the first drug - a steroid called dexamethasone - that could save the lives of people with severe Covid. The latest study brings together all clinical trials involving steroids on coronavirus patients around the world. It confirms dexamethasone works and that another steroid, hydrocortisone, is equally effective. “At the beginning of the year, at times it felt almost hopeless knowing that we had no specific treatments,” said Prof Anthony Gordon, from Imperial College London. “It was a very worrying time, yet less than six months later we’ve found clear, reliable evidence in high quality clinical trials of how we can tackle this devastating disease.” The results on 1,703 critically ill patients showed: § 40% died when given only standard treatment

Bronze Age tradition of keeping human remains uncovered AN “inconceivably macabre” tradition of keeping human remains as relics during the Bronze Age has been discovered by researchers. The discovery by University of Bristol archaeologists revealed how the dead were commemorated 4,500 years ago. In one case, a human thigh bone found in a grave near Stonehenge had been crafted into a musical instrument. The findings were made using radiocarbon dating and X-ray scanning techniques. Dr Thomas Booth, from the university, said: “Even in modern secular societies, human remains are seen as particularly powerful objects, and this seems to hold true for people of the Bronze Age. “However, they treated and interacted with the dead in ways which are inconceivably macabre to us today.” In the discovery made in Wilsford, near Stonehenge, the carved and polished artefact was found with other items, including stone and

bronze axes, a bone plate and a tusk. “Although fragments of human bone were included as grave goods with the dead, they were also kept in the homes of the living, buried under floors and even placed on display,” said Professor Joanna Brück. “This suggests that Bronze Age people did not view human remains with the sense of horror or disgust that we might feel today.”
Researchers said the findings revealed human remains of those within living memory were regularly kept and circulated amongst the living. The team also used microcomputed tomography at the Natural History Museum to look at microscopic changes to the bone produced by bacteria, to learn how the body was treated while it was decomposing. Generosity can make us live longer, new research shows GIVING money or resources to your children or aging parents is likely to increase their life span, according to a new paper published Monday in the Proceedings of the National Academy of Science. There is a linear relationship between the amount and frequency of wealth transfers and the lengths of individuals’ lives, the study results have shown. “At the beginning of life you are reliant on others,” said lead study author Tobias Vogt, who is an assistant professor in the faculty of spatial sciences at the University of Groningen. “It’s a good idea to help others throughout the course of our lives.” The researchers’ goal was to track data on how every individual in a given society consumes and saves. Intergenerational wealth transfers can include money, but they can also include houses, benefits or time. WEALTH TRANSFERS The researchers recognised that other factors -- such as country’s gross domestic product (GDP) and income inequality -- also affect a

population’s life expectancy and adjusted their models to include those factors. One likely reason, Vogt said, for the correlation between countries experiencing greater longevity in the presence of financial transfers was that those countries exhibited stronger social cohesion. by researchers at Brigham Young University -- with an aggregate of 148 separate studies involving a total of more than 300,000 participants. It found that survival was 50% greater for those with stronger social relationships compared to those with lesser or no social bonds. SHARING LEADS TO LONG LIFE
Western Europe and Japan ranked highest on data linking resource sharing and lower mortality levels. France and Japan, the nations with the lowest mortality risk, showed the highest average individual wealth transfers. Theses countries shared between 68% and 69% of their lifetime income, while reporting mortality rates about twice as low as China and Turkey, where people shared between 44% and 48% of their lifetime earnings, according to the study. “South American countries also rank high in terms of generosity, as they share more than 60% of an average individual’s lifetime income,” the researchers reported. On the low side of the spectrum, countries in Sub-Saharan Africa and Southeast Asia were those in which people were least able to share portions of their lifetime earnings and experienced shorter life spans. This year, even as the coronavirus pandemic swept Europe, Finland held on to its happiest country title for a third straight year. “Generous behavior is related to trust and mutual regard and a sense of being together,” said John Helliwell, co-editor of the World Happiness Report and professor emeritus of economics at the University of British Columbia. “People who are happier are subsequently healthier.” Vogt and his team’s research fit in well with the body of science the UN and researchers around the world have been monitoring since 2012 as they have cultivated the happiness index, Helliwell said. Societies with high mutual trust are more likely to be resilient, and that could be seen in how they have fared recently against the coronavirus, he explained. The sun may have a long-lost twin THE most distant region of our solar system, a sphere of dark, icy debris out beyond Neptune, is too crowded. All that stuff out there, beyond the reach of the ancient disk of gas and dust that formed the planets, doesn’t match with scientific models of how the solar system formed. Now, a pair of researchers has offered a new take on this far-out mystery: Our sun has a long-lost twin. And the two stars spent their childhoods collecting the passing debris from interstellar space, crowding the outer reaches of the solar system. We can’t see this twin. Wherever it is — if it ever existed — it broke away from its orbit with our sun eons ago. The two stars would have circled the Milky Way well over a dozen times since then, and may have ended up in totally different regions of space. But a record of that lost twin’s influence on our solar system may remain in our Oort cloud — a mysterious neighborhood of comets and space rocks at the outer bounds of our sun’s influence. The Oort cloud is a strange place. Unlike the planets and asteroids of the inner solar system, which lie on a single flat disk around the sun, it forms a hollow sphere of debris encircling the solar system in every direction. Compared to the inner planets, these distant drifters experience very little of the sun’s gravity, and could easily be nudged out of their orbits and into interstellar
space. The most distant objects in that sphere are barely linked to our sun at all, drifting along 100,000 times farther away from the sun than Earth. “That’s actually halfway to the nearest star, Alpha Centauri,” said study co-author Avi Loeb, a Harvard astrophysicist. “If Alpha Centauri also has an Oort cloud, if all the stars have Oort clouds, then they’re all touching each other like billiard balls and space is filled with them.” Our Oort cloud is less crowded with large objects than is the inner solar system. Fly through it in a spaceship and you’re unlikely to encounter anything at all. But it still hosts far more stuff than it should, Loeb said. Probably about 100 billion individual objects, mostly chunks of rock and ice, reside in the cloud. We can’t see them directly, but there’s plenty of evidence for them: the comets that plunge into the inner solar system from the Oort cloud at regular intervals. There’s some evidence for even bigger things in the Oort cloud. For a few years now, scientists looking at the known objects beyond Neptune cluster have suggested that there may be an unknown planet out there tugging them into formation. This Planet 9 would be up to 10 times heavier than Earth, though it has yet to be seen. All that mass far beyond Neptune causes problems for astronomers, Loeb said. So does

the fact that the Oort cloud forms a sphere, when all the planets and asteroids in the inner solar system seem to have formed from one flat disk of dust and gas. “The question is: How did it come to exist?” Loeb told Live Science. “The popular view is that maybe they were scattered from the disk that made the planets.” There are some objects in the cloud that clearly came from the inner solar system, Loeb said. But the large
objects in this thick “scattered disk” only make up a fraction — about 1/50th — of the total count of large objects orbiting beyond Neptune. And simulations of Oort cloud formation that have all the objects coming from the inner solar system suggest it should have somewhere between one-third and one-tenth the number of large objects it seems to hold. “You cannot easily explain the large number of Oort cloud objects this way,” Loeb said.
And if you assume there’s a big planet orbiting out there, the crowded Oort cloud gets even more difficult to explain. In this case, together with his frequent collaborator, Harvard undergraduate Amir Siraj, Loeb suggested that the sun may have worked together with a lost twin to capture passing objects from deep space. The theory goes like this: Astronomers already agree that the sun, like most stars, likely formed in a tight cluster with many other stars in a galactic pocket of dust and gas. That stellar nursery was probably full of rogue objects — interstellar comets and maybe heavier things like planets. But on its own, the sun’s gravity probably wasn’t strong enough to pull so many of those objects into Oort orbits. But what if the sun and another star orbited around each other? Throw this binary companion into the mix, and the calculation changes. Assuming the two stars were about the same size, and orbited each other at 1,000 times the distance between Earth and the sun (about 1.5% of a light-year), their collective gravity could have snagged bits of rock and ice from the interstellar medium. By the time the sun and its twin drifted apart — their orbits likely broken by a close encounter with a third star — each would have been shrouded in an Oort cloud far thicker than what the sun and its twin would have captured on its own.

Messi might remain in Barcelona for one more year LIONEL Messi’s father and agent has confirmed that he’s exploring the option of the Barcelona talisman staying at the club for one more year. When asked by a reporter from Spanish TV station Cuatro on Thursday morning whether the option was being considered, he replied: “Yes.” CNN did not immediately hear back from the club or Messi’s representatives when asked for comment. It comes after Jorge Messi met with Barcelona leadership for 90 minutes on Wednesday to discuss the Argentina international’s future with the club. A source with direct knowledge
of the meeting told CNN Sport that Jorge was accompanied by Lionel’s brother Rodrigo as well as a lawyer, and met with Barcelona President Josep Maria Bartomeu and board member Javier Bordas. The source spoke on the condition of anonymity, in keeping with the club’s rules about official statements to the media. The source added that the meeting was convivial, but that the club has no intention of ending Messi’s contract and was only interested in negotiating an extension for two more years with the 33-year-old Argentine forward. Messi’s contract will run out on June 30, 2021.
BRAZILIAN international Neymar is one of three Paris Saint-Germain players to have tested positive for Covid-19, according to multiple reports. Earlier on Wednesday, a PSG press release stated: “Three players are confirmed positive after a Sars CoV2 test and have undergone the appropriate health protocols. All players and staff will continue to be tested over the next few days.” The other two players are Angel Di Maria and Leandro Paredes, their agency confirmed via e-mail to CNN. French media said the three teammates all tested positive after returning from vacation in Ibiza, Spain. CNN has reached out to each of the three players’ representatives for comment. Neymar, along with the other two players, now faces the prospect of missing the start of PGS’s 2020/21 season, due to begin on September 10 when their team travels to face Lens. The French domestic league season is already underway but PGS’s start has been delayed because of the side’s run in the Champions League. There are strict Ligue 1 protocols requiring players that have tested positive for the virus to self-isolate.
Neymar now faces the prospect of missing the start of PGS’s 2020/21 season.
Neymar is the world’s most expensive soccer player having signed for PSG for $263 million from Barcelona in 2017. The Brazilian, as well as Di Maria and Paredes, were part of the PSG team that lost in the Champions League final to Bayern Munich in Lisbon last month. Neymar scored 19 goals and had

Brazil announces equal pay for men’s and women’s national football players BRAZIL’S women’s soccer team will receive the same pay as their male counterparts, the Brazilian Football Federation (CBF) announced Wednesday. The policy means every player representing Brazil will receive equal daily rates and prize money when on international duty. CBF boss Rogério Caboclo announced that pay parity had started in March. “Since March this year, the CBF has equaled the prize money
and daily rates between men’s and women’s football. HALL of Fame guard Steve Nash has signed a four-year contract to become the next coach of the Brooklyn Nets, sources told ESPN. The Nets announced the hiring Thursday morning. In recent weeks, Nets owner Joe Tsai and general manager Sean Marks have been aggressive in recruiting Nash to make the leap that he had so far resisted in his retirement as a transcendent player: head coaching. Nash, 46, comes with no coaching experience, but he has a history of leadership, basketball IQ and playing innovation. He also brings a strong relationship with Nets star Kevin Durant, forged together in his consultant role with the Golden State Warriors. The Nets are keeping Jacque Vaughn as the lead coach and making him the highest-paid assistant in the league, sources said. Sensational Forbes makes USL Championship Team of the Week NATIONAL captain Billy Forbes’s sensational run for new team Austin Bold FC has catapulted him into the United Soccer League (USL) Championship Team of the Week. The 29-year-old, who has been outstanding in the forward position, was recognised for his goal scoring abilities. The US-based footballer has been on fire all August, but was extra special in his last two games. Forbes found the back of the net twice against the Colorado Springs Switchback FC and once against the OKC Energy FC. Austin Bold were high in praise of the Turks Islander. Their website stated that Forbes has not only been a prolific scorer, but “his ability to attack the backline with pace puts every defender under pressure and opens up opportunities for Austin’s other forwards.” The humble Forbes told his club media that his goals were a combination of hard work and luck. ““For me as a player, it just feels good to get a chance to play forward. Formula 1: Sir Frank Williams and Claire Williams step down from Williams team THE Williams family will leave the team founded by Sir Frank Williams more than 40 years ago after this weekend’s Italian Grand Prix. Sir Frank founded Williams in 1977 and turned it into one of the sport’s most successful teams. But after a series of difficult years, the team was sold to US investment group Dorilton Capital last month. Williams and his daughter Claire, the deputy team principal, are stepping down. The team have won nine constructors’ championships and seven drivers’ titles, and dominated large portions of the 1980s and 1990s. But their last win at a Grand Prix was in 2012 and for the past two seasons they have finished last in the championship. Protocols streamlined to host Inter-High – No spectators, live streaming and TV coverage proposed THE most anticipated track and field event in the Turks and Caicos Islands, the Inter-High School Track and Field Championships, will be held next March, but strict protocols will be in place as the world continues to battle the Covid-19 pandemic. A recent meeting between pertinent stakeholders streamlined the procedures for the 2021 version of the games. High on the agenda would be a spectator free venue. Organisers will however put all systems in place to ensure that Turks Islanders do not miss a single event. “There will be no spectators but provision will be made for live streaming on multiple forms of social media and also Flow TV,” Coaches Representative of the Turks and Caicos Amateur Athletic Association (TCAAA) Randy Ford noted. TOP QUALIFIERS Next year’s battle will have less participants than previous years. Organisers will however put systems in place to give athletes opportunities to make the cut. Qualifying meets will be held prior to the Championships, with the eight fastest qualifiers of each event selected to run in the finals. According to coach Ford, if there is an end to the pandemic or a vaccine is completed, each team will be represented by 5055 participants, however if things remain the same by March, teams will only be represented by a maximum of 25 participants. FOLLOWING HEALTH PROTOCOLS Organisers will also put systems in place to ensure that the athletes remain safe at the National Stadium. “Multiple stations will be available for sanitization for athletes and for equipment. Temperature checks and all Covid-19 protocols will be done prior to entry to the facility.” Ford noted that social distancing of athletes in the warm up and cool down areas will also be necessary.
