Financial framework sent to UK Ministers

PREMIER, Dr. Rufus Ewing, reported that the Fiscal and Strategic and Policy Statement (FSPS) was sent off to the UK on Thursday. Cabinet, on Wednesday, considered the final amended version of the FSPS presented by the Minister of Finance and agreed the document and that it should be sent to UK Ministers.

According to Ewing, the budget preparations are continuing with a view to concluding this year’s budget round in June. The FSPS is the framework outlining revenue projections and expenditures and forms the basis on which the budget is developed. It has to be approved by the Foreign and Commonwealth

TCI reducing reliance on UK, Misick FINANCE Minister, Washington Misick, dismissed the possibility of financial worries for the Turks and Caicos Islands. The question was raised following the move by Fitch Ratings to downgrade the United Kingdom's long-term foreign and local currency Issuer Default Ratings (IDR) to 'AA+' from 'AAA'. Misick explained that the TCI has been working to reduce its reliance on the UK and has done “a good job” so far. The downgraded credit score translates to an impact to the Turks and Caicos Islands, since it essentially means that the UK government’s loan guarantee to the country is affected. The loan of $170m, at 3.20 per cent, is due to be repaid 2016. The longer term impact of the downgrade on the TCI was not known, but was expected to be far reaching.

However, Misick pointed out that guaranteeing the loan is the extent of the support the UK currently provides to the TCI. According to him, the downgraded credit score was not a surprise, given the economic woes rocking Europe and the UK’s ties to that market. Premier, Dr. Rufus Ewing, added that there is no long term impact for the TCI. He stated that Fitch’s rating reflects the economic troubles in the UK, while in the Turks and Caicos Islands, investor confidence remains high. Fitch’s rating action followed the conclusion of the review of the UK's sovereign ratings initiated on March 22 and resolved the Rating Watch Negative. The previous negative outlook on the UK's sovereign ratings had been in place since March 14, 2012. (VANESSA NARINE)

Office (FCO) before the new budget can be finalised and debated and passed in the House of Assembly. The last delay in finalising the Fiscal and Strategic and Policy Statement was due to revisions in the area of revenues, where additional financial commitments had to be made. Cabinet met last Wednesday (April 10) and examined in detail a

version of the FSPS prepared by the Ministry of Finance, which included revised estimates for expected revenues from existing sources. Cabinet also discussed options for further tax increases necessary to ensure the expenditure plans for 2013/14 and subsequent years are robust and sustainable. These included the legislative and administrative changes required to broaden accommodation tax to

other tourist related services, a flat rate property tax and a professional service tax with a view to these measures coming into effect from October 1, 2013. Other tax raising options were also considered. The budget is expected to be placed before the House of Assembly in June, according to the Finance Minister, Washington Misick. (VANESSA NARINE)

Need for stronger leadership in tourism - Ewing THE MAIN take away from the 14th annual Conference on Sustainable Tourism Development was the need for stronger leadership in advancing progress in the sector not only nationally but regionally, according to Premier Dr. Rufus Ewing. Ewing returned from the conference this week. According to him stronger leadership will ensure sustainability of the industry as well as address the major challenge of balancing the interest in environmental preservation and developing a tourist product. Another key area to benefit from strong leadership Ewing pointed to was that of the ‘One Caribbean Concept’. He explained that the concept would see the region better marketed and airlift between Caribbean countries improved. “We need to find ways to ensure visitors can move around to get a true Caribbean experience…a more enriching experience,” Ewing said. Asked about the disadvantages of having the entire Caribbean marketed together, given that the TCI is a high-end destination, the Premier likened the concept to a mall where tourists do not have to shop in every store, but have an opportunity to really enjoy the Caribbean experience. The Premier added that tourism, given its regional importance in that it accounts for a significant percentage of Gross Domestic Product (GDP) for many Caribbean countries, must be placed higher on the agenda of the Caribbean Community (CARICOM). He said: “It is important enough to be addressed at the highest level of CARICOM.” The Caribbean Tourism Organisation has been staging its Annual Conference on Sustainable Tourism Development, otherwise known as the Sustainable Tourism Conference (STC) since 1997. Anti-money laundering seminar Risk for money laundering ‘fairly high’ – Rawlins

THE FINANCIAL Services Commission (FSC), on Thursday, hosted an anti-money laundering seminar at the Regent Palms’ conference room – an effort to raise awareness of the issue and assist practitioners in the sector to develop policies and procedures to combat it. Legal enforcement consultant with the commission, Marc Rawlins, told the Weekly News that the risk for money laundering in the Turks and Caicos Islands is “fairly high” and the seminar would better equip stakeholders to both recognise that risk and clamp down on any malpractice. The seminar looked at an overview of the nature of money laundering, associated threats posed to the public and businesses, as well as the reputation of the TCI. It also discussed a proposed statement of guidance for the appointment of compliance officers, money laundering and reporting officers. One of the main organisers of the seminar, Rawlins, said the main focus of the seminar, which attracted over 60 participants, was education of the risks of money laundering. “We looked at an overview of what money laundering is, the legal obligation of the practitioners in the financial services sector and development of best practices in the form of policies and procedures to address the risk,” he said. According to him, the risks of money laundering in the TCI are four-fold - customer risk, product risk, delivery risk and country risk.

He said: “If we look at customer risk, what we have is wealthy customers who access high value property or services and we do not always have enough information about that customer to be able to detect whether or not they are using ‘dirty’ money….the list goes on if we look closer.” NOT A PRIORITY Rawlins bemoaned the fact that anti-money laundering efforts are not a huge priority in the TCI, particularly given that the risk is fairly high. He stressed the fact that there is need for this issue to be put on the forefront of awareness. “We are not looking for it, so it is easy for such activities to happen under our nose,” Rawlins said. He added that in this regard, the tangible take away from the seminar is a basic understanding of the

Police on the lookout for stolen car OFFICERS of the Royal Turks and Caicos Islands Police Force are investigating a robbery and other criminal acts that took place earlier this week. They received a report on Tuesday (April 23) at approximately 11.25pm of a man being robbed at gun point in the vicinity of Granny Hill in Providenciales. Reports are that the three masked and armed men pulled a 30-yearold victim from his car, and forced him to empty his pockets. Stolen were a sum of cash, a cell phone and the vehicle, a Daihatsu Charade with the name ‘Mr. Grouper’ written on the back in yellow.

Fortunately, the victim was not harmed. The suspects were described as dark-skinned black men believed to be within ages of 17 to 25. Up to press time the vehicle was not found, nor the suspects apprehended. The police are asking members of the public with information to call Crime Stoppers anonymously on 1-800-8477. problem, the risks associated with money laundering and a greater awareness. “We do not want the TCI to be known as a money laundering haven…we can lose investors and jobs, among other things,” the consultant said. He underscored the fact that as a regulatory body, the FSC saw the importance of addressing this matter. “The focus has to be on reducing the risk for money laundering in the TCI,” Rawlins said. Deputy chairman of the FSC, Delton Jones, who opened the day’s session, agreed with this. Jones said: “From the board’s perspective, we have to protect the reputation of the jurisdiction and the interest of the public. “We want the jurisdiction to be recognised for a sound and solid legislative framework, high quality services and recognition in the international community for meeting the obligations that are best practice in the sector.” According to him, a proactive approach is the best way to tackle this potentially damaging problem. PROACTIVE The deputy chairman said: “The FSC, as a regulator, has been proactive and has taken a number of steps to better position itself to facilitate the sustainable development of the financial sector in the Turks and Caicos Islands. “Based on an assessment of recent local and regional developments and a number of international reviews by, among others, the IMF (International Monetary Fund) and Toronto Centre, we have drawn up a fiveyear plan to build on regulatory capacity and the capability of our staff. “This is on-going. In parallel with this, we have been working along with stakeholders to modernise the

suite of financial services legislation, much of which is outdated. “As a part of the action plan, work continues on new banking, trusts and insurance ordinances.” According to him, the commission’s on-going work will see the TCI taking advantage of the opportunities in a changing sector. “There are opportunities for the TCI to reap benefits from expansion of the sector. “This can happen once we have a commitment to building a world class reputation for the financial sector based on a strong regulatory capacity. “Other successes include high quality standards, market intelligence and timely enactment of new product legislation and carefully targeted marketing and promotional initiatives,” he said. Jones added that the financial services sector is key to the local economy, second only to tourism, and contributing some 11.5 per cent to the Gross Domestic Product (GDP). “The TCI will have to compete in a very uncertain and yet dynamic international financial landscape. “The new landscape is characterised by new entrants, as more countries see the financial industry as vital to their economic

recovery,” he said. The deputy chairman made it clear that competition in the financial services sector will no longer be based mainly on cost considerations, but on reputation and high service standards. Jones maintained that the seminar is consistent with the commission’s work to enhance the reputation of the TCI by building the capacity of practitioners in the area to increasing international importance and scrutiny. “As a member of the Caribbean Financial Action Taskforce, the TCI is firmly committed to complying with its international obligations,” Jones said. Those present at Thursday’s seminar included head designated non-financial businesses and professions, Paul Coleman; legal counsel Kenisha Bacchus; certified anti-money laundering specialist, Shanta Narineshingh; FSC compliance officers, Teka Roberts and Kylee Simmons; and Officer in Charge of the Financial Crimes Unit/ Financial Intelligence Unit, Dwayne Baker. At the end of the day’s session, the participants agreed on a framework to assist in risk reduction in the area of money laundering.

A matter of proactive intervention?

THE ANCHOR of the 220ft yacht was dragged through the coral reef off North West Point on April 1 and 2 resulting in years of marine life growth being lost. The matter is currently before the courts; therefore we are restricted in our comments about the incident. However, the question of protecting the local resources of the Turks and Caicos Islands in now more pressing. How can we avoid such reoccurrences?

Confiscation

Perhaps we should look at confiscation of offending vessels.

A few big fines

We have new marine charts for Provo produced by Wavey Line Publishing of Grand Turk, a private venture. The charts for Grand Turk and Provo are good, for the rest of the islands they are vague. The charts must warn on the depth issue as it relates to reefs. You cannot prevent these large deep draft boats for running up on the reefs, but you can fine them and direct the fines to repairs. A few big fines and the marine industry and their captains will pay attention. We also have commercial freight vessels up on the reefs, one there for years at North Caicos. Fund their removal and sink them as an artificial reef to protect coast lines without reef or the natural reefs themselves.

Natural resources under attack

It would seem that our natural resources are under some kind of an attack. With two years of growth in marine life lost this is devastating because marine life takes a long to grow and to re-grow after being destroyed. First of all boatmen, captains, new persons sailing these waters need to be educated in this. Also penalties in the marine pollution ordinance must be increased, say 10 times. There must also be public awareness of the greater problem and the connection of our pristine environment to our tourism product which is already fragile. The DECR needs to place more indicators of where reefs are located so that collisions and destruction of this nature could be avoided at all costs.

Send clear message

One would hope that the courts will deal with this issue expeditiously and address the

problem head on. A message must be sent that no one will be allowed to destroy our environment. It is reassuring that the DECR has and the Attorney General has decided to enforce whatever laws there are. Eco-tourism, green tourism, sustainable concepts are at the heart of TCI's survival and economic strategy. Our future is tied to a beautiful environment and a proper policing of the laws can ensure this.

Somebody needs to tell the Governor he looks like a joke in the water and what he is doing by diving cannot in any way help the situation.

Lapse of enforcement sends wrong signal

Get out of the way Governor and let the Ministers do their job. I thought we had elections, November 9, 2012, cussed each out, went through the usual motions of not speaking to each other for a while and for that elected a ‘government’. Now that we have the Government holding office, they should do what they can to enforce the law, impose penalties and not let the Governor play his usual games siding with Leeward.

This is the second major environmental damage impacting the TCI and its sacred eco-system. In 2008 the former Premier Mike Misick gave permission to dredge Leeward and reef damage in the area of $100m was sustained. Where is the lawsuit on the part of the people by the Government to recover damages from this loss? Lapses of enforcement like this send the signal and message to all and sundry that TCI is a place if you have money you can come in, do damage, pay your way out and go.

Why was Todd in the water?

What next is the Governor doing in the ocean, playing games, diving, playing like a charlatan politician, saying that he is inspecting the damage? Diving? Investigating? This is certainly not the role of the Governor! It is a ministerial one and investigating is for the Ministers responsible. It reminds one of the ridiculous ways former US presidential candidate Michael Dukakis looked, riding round in a military tank in the 1988 US presidential elections to garner votes

Seven TC Islanders awarded senior Gov’t positions DEPUTY Governor Anya Williams, on Thursday, announced the confirmation of seven appointments to senior positions in Government. Dr. Nadia Astwood is the new Director of Health Services, Kenrick Kneely the Director of Environmental Health, Shirlen Forbes the Chief Statistician, Anryn Malcolm the Maintenance Manager, Carolyn Dickenson the Gender Affairs Coordinator, Dainer Lightbourne the Director of Planning and Ogail Awad the new Deputy Director of Planning. Williams, commenting on the appointments, said: “I am very pleased to confirm these civil servants in their new senior roles. “This is consistent with my priority of seeking to 'Promote from within' and to develop proper succession

planning within Government.” According to her, with several Head of Department positions having become vacant over the past few years, these persons have acted up in these senior roles for a range of one to three years and have done an excellent job in managing their departments through a rather difficult period. Williams noted that the new Public Service Ordinance (PSO) seeks to remedy situations such as this and to regularise persons’ tenure in Government, whereas in the past persons served for in some cases over five years in a post without having the opportunity to be confirmed in that post. The new PSO provides that where a vacancy exists in an established office and the person who occupies

the office has been acting for a period not less than 12 months and is qualified by virtue of any law in force to be appointed to the office and there is no other person whose qualifications render that person more suitable for appointment, the person who occupies the office shall be entitled to be appointed. The new PSO has also lessened the probation period for new appointments from two years to six months and has set new provisions for staff appraisals, recruitment, promotions and disciplinary procedures. The appointments were made in line with Section 52 of the Public Service Ordinance of 2012. The new ordinance came into effect on October 1, 2012, and has been widely praised among civil servants.

We must also press the Government to increase penalties and to instruct the Attorney General to enforce the law, not settle. While we are at it, tell the Governor to get out of the way. He is an unnecessary distraction, a game player, a high school type choosing cliques and friends. Our country, economy, revenues are all at stake and this Governor is just getting in the way.

Cabinet approved another $22,000 for reef repairs

REPAIRS to the coral reef, off North West Point, are progressing and on Wednesday Cabinet approved $22,000 for continued works – an addition to some $47,000 approved when the incident was first reported. Premier, Dr. Rufus Ewing, reported that the additional finances were made immediately available to fund an independent expert assessment for a thorough survey of the damage caused to a sizeable section of the reef. The assessment will also contribute to the negotiations on compensation. Minister of Environment, Home Affairs and Agriculture, Amanda Missick, told the media that of the initial $47,000 some $8,000 has already been spent to cement the damaged coral, with the remaining funds already committed. Cabinet was also advised that

the DPP is separately progressing a criminal case against the captain and engineer and that DEMA has seized the vessel under the provisions of both the National Parks Ordinance and the Fisheries Protection Ordinance. Benjamin Cameron, Captain on the M.Y. White Cloud, and David Brown, its Chief Engineer, were slapped with one charge each for anchoring a vessel greater than 60 feet in length outside an approved anchoring zone in the Northwest Point Marine National Park and three charges associated with causing anchor damage to coral reef structures. The anchor of the 220ft yacht was dragged through the reef, off North West Point, resulting in significant damages on April 1 and 2. at its meeting on March 28. GU-MED, whose starting investment is approximately $8.4m, reportedly has to receive further accreditation from higher education bodies. It has already received interim accreditation from the Caribbean Authority for Accreditation in Medicine and other Health Professions (CAAM-HP). CAAM-HP is the accrediting

GU-MED’s facilities, to be based in Providenciales, are expected to include housing space for administrative offices, classrooms, seminar rooms and library, will also house an integrated basic sciences

laboratory, a communication and clinical skills lab, and a Centre of Excellence and Research (COE&R). All classrooms and seminar rooms will be equipped for videoconferencing and electronic systems which will allow for realtime demonstrations and interactive teaching and learning. GU-MED will offer a four year allopathic medical course leading to the award of a Degree in Medicine (MD); an innovative Advanced Standing Programme for issuance of MD; degrees for qualified Physician Assistants (PAs), Nurse Practitioners (NPs), as well as qualified International Medical Graduates (IMGs) from approved World Health

Four still under detention order following death of Kaziah Burke ALTHOUGH there have been no formal arrests for the death of Kaziah Burke who died from multiple bullet wounds on April 13, police have stated that the four suspects who were previously arrested are still under a detention order. Two of the men are in custody for seven more days, one for five days and one for three. Police Commissioner Colin Farquhar spoke on the subject during a press conference on Tuesday. “We still have several on-going investigations, but the homicide investigation, we do have four people that are under detention orders which are providing us an opportunity to continue our

investigations, whether it is ballistics tests and that sort of thing.” Police are still reaching out to the public for any additional information that could help them with the case. “The case is going on very well,” he said, “I can’t say too much about it as it is still an ongoing investigation but what we are appealing for is any witnesses who may have seen something to provide information to the police. “We suspect that there are other people who may have seen things so it’s about gaining as much information as we can in these investigations.” (DAISY HANDFIELD)

DURING a police press conference held at the police headquarters in Providenciales on Tuesday, officials announced that there will be a gun amnesty from June 1 to July 1. During this period the Royal Turks and Caicos Police Force (RTCIPF) will give residents who hold an unlicensed firearm the opportunity to surrender the weapons to any police station, church, pastor or anyone who has participated in the firearm and weapons safe handling training given by the RTCIPF. Police Commissioner Colin Farquhar explained that no questions will be asked. “Any person who voluntarily surrenders or disposes a location of any firearm, explosion or ammunition during this amnesty period will not be charged with any offences related to illegal possession, custody or control of that firearm, explosive or ammunition. “The guns will have ballistic testing done to remain on files but they will be destroyed. “The idea is that they will call 911, talk to the person and they will be given instructions on where to turn the weapon in.” When the Police Commissioner was questioned on the timing, he explained why June was most suitable. “Although this is urgent in many ways, we want to make sure this is done prudently. “We wanted to start in May but, we want to train our 911 staff on what to tell people when they phone in and also if we’re going to work with the pastors and church leaders we need to meet with them and put them through a proper training process.” Farquhar commented on some

amendments that will soon be made for persons who already own a firearm and for potential firearm holders. He said: “There will be no high powered guns, such as rifles which will be authorised with the exceptions of legally owned shot guns, there are no large animals or predators in the TCI so there is no justification to owning any type of hunting rifle. “The only exception will be shotguns in particular circumstances, with a valid keep licensed.” Farquhar added that all existing keep and carry licenses will be reviewed by the end of December 31, 2013, and in future they will only be granted in an exceptional circumstance which will include a risk assessment by the police force and a threat assessment of the dangers to that person. “The cost of a keep and carry licence in the TCI is to be doubled to $800. There will be no increase in fee to the keep only licence which

remains in most cases at $400,” he said. The Police Commissioner emphasised the fact that the force was doing the best that it could to try and keep as many illegal weapons off the streets as possible. He said: “We want to keep the keep licence at the rate it is at because we want to promote honest legal ownership; there is just no need for persons to carry a firearm on them in the TCI. “We want all gun owners to be members of the TCI sporting association or a similar responsible gun club. “RTCIPF believes that members of an accredited gun club are more likely to practice and be proficient in the safe handling of their firearms especially in the structural environment of meetings and practices. “So persons with a keep license will be able to obtain a transport permit to travel to an approve gun range or firearm range with their firearm.” He explained that there will be a further review into the ordinance regarding the use of firearms by security companies. “There has been a security ordinance that has been around from about 2007 that has never really been finalised but our intention is as quickly as we can to have that firearm ordinance reviewed and go through the proper processes. “The RTCIPF recognises that there is now a more mature security industry in the TCI with armoured trucks and better trained staff who could be used to move monies to and from banks. “A cultural move from using cash to debit along with increased use of security firms will reduce the need for gun ownership amongst persons.”

Police recover thousands of dollars in counterfeit money

A NUMBER of local businesses, especially gas stations on Providenciales, are on high alert after receiving hundreds of dollars in counterfeit money. The cash came from persons paying for different services, mostly with $100 bills. According to officials from the Royal Turks and Caicos Police Force (RTCPF), within the space of just two weeks the force has gotten close to $4,000 in counterfeit notes that were given to them by businesses that were tricked with the fake money. Assistant Superintendent in charge of the Financial Crime Unit, Kenville Charles, said that two Dominican

nationals were arrested in connection with the use of counterfeit money and are both currently on bail. They could face severe charges. He also explained that the money that was in circulation was the slickest imitation to the US dollar that he has seen so far, making it hard for even the counterfeit money detector pen to detect their fraudulence. “Unfortunately because of the quality of the paper itself, the pen would not be able to detect this,” he said. “What has appeared to have happened in the creation of the counterfeit note itself, a crime where two pieces of paper have been put together. “One side would have the front

of the note itself, and the other part would have the back part of the note. “But in the middle of that note there would be a photocopy of the presidential face, so the back copy of the note would have a copy of the presidential face that would show up if you do a testing or examination.” Charles was unable to give specifics as to where the notes originated from but did say that one of their main suspect countries was Haiti. “We can’t say exactly where it is coming from or that Haiti is the origin for the counterfeit notes that are circulating in the Turks and Caicos but what we have noticed from past investigations that we had that there has been some suspicious reasons to believe that some of the

Commissioner speaks out on police accused of gun trafficking BY DAISY HANDFIELD AMONG some of the issues discussed at the police press conference on Tuesday was the belief by many residents that some police officers are involved in gun trafficking and are showing incompetence when it comes to the job. At the police headquarters in Providenciales, Police Commissioner Colin Farquhar took a minute to clear the misperceptions. He said: “Police involved in gun trafficking is the same rumour that we hear all the time, it’s the same as them saying the police are involved

in the jitney trade. “There are always these types of rumours and we take those suggestions very seriously. “We have a professional integrity unit that looks into those so the complaints aren't dismissed they are looked into and we’re doing a good job with the limited resources.” When it came to the allegations of being incompetent, Farquhar also disagreed. “I'm not sure it is happening to the proportion that people are saying. “I think our officers are doing much better than they were

before, not only in preventing crime but also detecting crime and patrolling. “I'll always go back to we could still use more equipment, we’re still waiting on our vehicles, it’s still going through the process but I think that it would makes us a lot better.” The force will be looking for ways to improve their street crime unit. The Police Commissioner added that more heed will be taken of illegal immigrants. He said: “If they are coming in illegally then they are either bringing in illegal goods with them or here for illegal activity.”

He said: “There may be certain things that you can highlight and that can raise your suspicion. “If you have someone coming into your store or your supermarket with a $100 bill and want to buy one

or two items for one dollar or two dollars, you have to be very mindful of the person. “If you examine the note and it is a 1996 series you have to be even more cautious about the particular transaction. “What you can do if you are uncertain, because the pen itself can’t detect the note, you may want to run your fingers across the 100 notation and if it feels very smooth then the note is counterfeit. “If it has that rigid feel to it then the note is real, that’s the simplest test that can be done.”

PROVO’s popular and longstanding travel agency, Marco Travel, has relocated to Caicos Cafe Plaza in Grace Bay. Chloe Zimmermann, owner and manager, explained that while the previous address at Graceway House had been an excellent central location for Marco Travel customers, the new place in Grace Bay would attract more visitors, as well as serve its large base of established clientele. According to her, many of Marco Travel’s residents and business customers book their trips and vacations because of their confidence in Ms Zimmermann and her staff’s ability to get good deals and give them “peace of

mind”. Zimmermann said: “The peace of mind comes when you can call someone right away to solve unexpected problems along the way far from home. “Even in the age of internet ticketing, nothing beats a human on the other end of a cell phone when things go wrong. “And while we do charge a small fee, we can almost always get a deal that more than makes up for the slight added expense.” Marco Travel opened in 1982 and has since served all of Providenciales through ups and downs in the economy with an experienced and knowledgeable staff.

Clement Howell emerges as spelling bee champs BY DAISY HANDFIELD OUT of the nine secondary schools that participated in the Dr. Rosita Butterfield National High School Spelling Bee, pupils from Clement Howell defeated their opponents and were crowned the 2013 champions. On Thursday the high schools battled it out at the Gustarvus Lightbourne Sports Complex but, although the competition was stiff, only one school could take home the top prize. Placing in second, right behind the Clement Howell was Kehinda Laborde, from the Raymond Gardiner High School. As for third, this year things were a bit different with two schools, Renard Brown from Maranatha and Vernet Pierre from Helena Robinson, tied for the spot. Clement Howell champ, Arbilene St. Paul, explained her study scheme for the event. “It was really hard and I’m really glad my coach and teacher Ms. Forbes took the time out of her schedule to help me, especially the fact that she prepared me for this and the way that she did it.

“She did it slight differently, she kept throwing words at me like words I’ve never seen and from the list so this really prepared me for the day. Hard work pays off. “I’m very happy, my form teacher believed in me and all of my friends, they came and cheered me on.” Education officer responsible for government secondary schools, Louise Thomas noted that the event was an improvement from last year. She said: “I think we made history today, in the sense that this is the first time that the event was aired live on television. “The students did remarkably well unlike last year when the spellers exhausted the three reserve lists that we had. “I congratulate the Clement Howell High School for what they have done and I congratulate all schools and their coaches.” Thomas added that next year there will be a slight adjustment including the separation of the bonus points, rather than adding them to the points of the individual spellers. The students were awarded trophies and prizes for their achievements and efforts.

Scholarship application deadline imminent MINISTER of Education, Akierra Missick, on Thursday reminded the general public that the deadline for scholarships application is April 30. This financial year, 2013/2014, some $1.2m is allocated for scholarships, including obligations the Government already has, limiting the number of scholarships that can be awarded. To this end, Missick urged applicants to sell themselves in their cover letters, as the

application itself is not enough to do that. Missick reported that current scholarships are for academic institutions in the United States and UK, but acknowledged the potential of schools in the Caribbean and in Europe being used, the first being known for medical and other science based programmes. Some 72 students are currently on scholarship and grant programmes.

Categories in national awards will not be expanded CABINET has decided to not expand the categories in the national awards programme this year, but put the idea up for further consultation with the aim of having a new awards and honours in place ahead of the 2014 National Heroes Day. The decision was made after Cabinet discussed proposed amendments to the National Honours and Awards Ordinance. It noted that at present the range

and eligibility of national awards are limited. Cabinet recalled its decision to create a working group to look into broadening the honours and awards available. It was agreed that to avoid confusion it would be necessary to ensure any future awards or honours created do not duplicate those that can be awarded by other honours systems.

Plans resubmitted for juvenile centre THE NEED for a juvenile centre to house young offenders, currently held in the prisons with adults, is a matter engaging the attention of the current administration. Minister of Education, Youth, Sports and Culture, Akierra Missick, at a press conference on Thursday, explained that an application is being resubmitted to the Planning Board. The board met on March 28 and refused the first proposal to establish a temporary juvenile home at Carlsberg House on the Ridge, Grand Turk. However, Missick acknowledged that the first application was rushed given the importance of the centre. She explained that this time round the project is being treated as a regular project and will go through the procedures, albeit lengthy. Representatives from the Turks and Caicos Islands Government (TCIG) are expected to make a pitch to the board when they meet to consider the new application that will clearly outline the focus of the

project. Cabinet, at its meeting on Wednesday, noted its commitment to ensuring that proper process is followed and interested parties are fully informed about the proposal. It agreed to take forward as soon as possible, subject to planning permission and finalisation of budget allocation, the establishment of a juvenile home (place of safety) on Grand Turk as proposed by the Minister of Environment, Home Affairs and Agriculture, Amanda Missick. Earlier this year, the administration came under fire from Leader of the Opposition, Sharlene CartwrightRobinson, who bemoaned the delay in the establishment of a juvenile centre. She called for the administration to take bold steps and address the matter urgently. Cartwright-Robinson: “There are too many issues that remain underrepresented and we believe that there must be real attention paid to

the emergence of gangs and youths in crime. “We cannot afford to lose more youths to prison and a life of under productivity….too many incidences of this sort are not being addressed head on. “We must admit that many of our youths are in trouble and many of our parents need help with them. “It is time that we admit that and put programmes and policies in place to support these homes, our schools and to protect our children sometimes from themselves. “I just want to say to our people that this requires a community effort and we cannot continue to sweep them under the rug and close the doors of our schools to ‘outsiders’ so as to contain the stories.” According to her, legislation to address many of the ‘taboo’ issues must also be put in place. TCIG Labour and Immigration Departments, through elected representatives (MPs) as desired by the electorate, the time has now come when measurable efforts must be placed to guarantee eligible TCIs are working! How do they do this is the topic now being discussed, and hopefully will draw the attention of appropriate stakeholders who will understand the plight and join in the effort of just cause! I now ask the question, do they really want to provide gainful employment and equal opportunity for the potential TCI workers or is this just a classic exercise of bait and switch, show of deceit and overtly control of the system? Do we really think that the Labour Department wants to address the unemployment problem? And if we sincerely do, do we really believe that the Labour Department can fix the problem? For whatever it is worth I invite the general public in a concerted write-in effort to share their views to assist in solving this now national crisis! I honestly believe that the Labour Department really wants to provide equal opportunity, but in all reality, it appears (and some may say it is true) to have such baggage.

They are so hamstrung with owing repayment of favours that it is almost impossible to systemically implement, monitor and/or enforce for fear of being exposed. Without drawing unwarranted attention or using the big ‘C’ corruption word, we must question the department effectiveness, or should we say clout? So we begin with a recent event that was the brain partner-project of the Labour Department, and what do we get? Shock, disappointment and disbelief not just from the Labour Department, but from all other stakeholders to some degree as demonstrated. Before demonstrating this lapse everybody must first give props to a recent event the Employment Service Department (Labour) and the TCI Hotel and Tourism Association (attending agents) for hosting the employment drive on April 16 at the Gustarvus Sports Centre. And just think about it, day in and day out, these very thousands of job seekers, are in and out the properties of the very organisations (participants with tables in the employment drive) looking for work and are told no work. What will now make them think that at the call of an employment drive announced an hour before the event will get them hired? TCI people cannot be all that stupid, or is it that the attending agents think that TCI are that naïve?

So what were the results of such an event? Total failure and real disappointment would be a kind way of describing results. To add insult to injury the event itself was so poorly attended not even sufficient attendance to be counted on two hands and two feet, and all students. It was not worth the effort so that the potential employers could repeat no, again! And the very sad part about this national spectacle is just that, it is merely a spectacle. And the players are fully aware of it, including our very own Labour Department! Are we just lacking the foresight or is it just the Labour Department does not know what to do, or simply does not want to do the right thing? I think not but who is there to say? Recent events may cause one to think differently as depicted here. I now draw an illustration for case and point to show cause. How is it that a person (expat) from one organisation can be trained and eventually promoted, but when in the same instance, a TCI indigenous (note, I did not say Belongers, because therein too, lies overt selection – locals vs. papers) comes from another organisation with the required equivalent experience in years and function, hiring/selection is denied for lack of experience? This situation is very troublesome, and does need real humane addressing. Yours,

The vision shared among top leaders of the Progressive National

Party is to lead forever a third world country. They care little about the fate of their constituents and only about their next “deal”. No competition for the casino, subsidies and high fares for my brothers business are already in the mix as they hit the ground running. Look around at who has put themselves first and where you are as a ordinary citizen. Tourists and tourism was attacked on the airport road and by the firefighters strike and who claimed credit for that damage. Within 48 hours of the Boston bombing the perpetrators were dead or captured and here in TCI four years after the Inquiry the majority of the rich ministers charged with corruption want to delay by hiding out or using your money to defend themselves. WE continue to wonder why our Premier, a man without the popular vote, mandate continues to preach independence. He seems consumed with this issue; throwing other priorities to the wind. How to pay down the debts of his mentor former Premier Misick? How to handle the extreme high cost of a health care system, which promised full coverage for everyone and has fallen so far short it has damaged even our primary care? How to address the extraordinary high costs of the hospitals and the exorbitant interest rate on the 20 plus year mortgage? With or without independence

That is why our Premier feels safe ranting away at the already independent countries of the eastern Caribbean. Their leaders have access to the USA but their people do not. Ministry of Health recruits more blood donors WITH the increase of horrific car accidents in the Turks and Caicos Islands, especially on Providenciales, the demand for blood is becoming even more constant and essential. Officials from the Ministry of Health hosted a blood recruitment drive on Tuesday at First Caribbean International Bank’s (FCIB) main branch on Leeward Highway. Residents were welcomed to find out their blood group and even donate blood. Medical technologist for the Ministry of Health, Ricardo Missick,

noted that within an hour of the initiative almost two dozen people had turned up. “So far the turnout has been great, we got a lot of people coming and hopefully we can get them to come to the hospital and donate,” he said. “We’re trying to get new donors; we give them their blood type, get their names and their numbers, so hopefully after calling them we can get more people involved. “We just want everyone to come out support because since the hospital

Local students visit artificial reef for Earth Day EIGHTY students from Sandals Foundation’s sponsored schools, Enid Capron Primary and Clement Howell High School, were treated to an underwater eco-learning adventure last Friday (April 19). The young enthusiasts were invited to inspect Beaches Resorts’ successful reef ball project. As part of their coral reef studies, the group from the Five Cays school spent an afternoon snorkelling and witnessing the ongoing success of the artificial reef created along the Grace Bay beach in front of Beaches. The students were treated to an up-close observation of the balls, which have already started to encourage growth of natural coral and inhabitation of marine life since the project’s deployment in 2007. In what may be described as ‘giving Mother Nature a helping hand’, reef balls are concrete structures that provide surface area for corals and other organisms to grow while offering a protective habitat for beautiful tropical fishes and other marine species. The structures were designed by the Reef Ball Foundation, a publicly supported non-profit and international environmental nongovernmental organisation working

to rehabilitate marine reefs. Beaches hired a reef ball team - which included TCI residents and volunteers - to install the structures, and then attach corals that were rescued from a reef near the entrance to Turtle Cove Marina. Beaches Resorts water sports department has been monitoring and protecting the reef ball reef system, which has seen tremendous growth over the past year. Public relations manager, Elanor Finfin Krzanowski, who gave a coral reef lesson to the kids, explained the importance of educating students on the resort’s reef ball initiatives. She said: “It is important that we teach students of our environmental initiatives while explaining what Beaches is doing to preserve our beautiful beaches and coral reef systems. “Unfortunately the growing audience is beginning to play its part in the diminishing of the coral reefs. “Our reef ball reef will serve as a reef relief and will inevitably create a new snorkel site for our guests and also a serve as habitat for marine life.” Rachel Taylor, principal of Enid Capron Primary School, said the trip was an unforgettable experience for the grade six students.

“This hands-on, real-life experience has brought theories into reality and also allowed the students to understand the importance of the reef system,” Taylor said. “It is very important for the students to understand the importance of the tourism and how our day-to-day activities could have a massive impact on the life of the ecosystem.” In addition, the students were given educational information on how and why the balls were made, a chart showing the types of fish found in the Caribbean seas as well as an educational quiz. Future plans for the Beaches Resort’s reef ball project will include educational markers to the sites which will help to teach visitors as well as students of the local school about the underwater world as they swim along the artificial reefs. Each marker will be labelled with the names of coral as well as the type of fishes that likely inhabit the area. This Sandals Foundationsponsored environmental outreach is an educational journey that will not only benefit the Turks and Caicos Islands ecosystem and coastal areas, but will serve as an attraction and a learning tool to both visitors and non-visitors alike.

Acting Deputy Commissioner reassures the public on non-involvement ACTING Deputy Commissioner Rodney Adams stressed that he is in no way involved in the ongoing investigations into Kaziah Burke’s death. He made the announcement during a police press conference this week after it was revealed that his son is alleged to have been party to the incident. “I know there has been much public speculation about my role as the Acting Deputy Commissioner as it leads to this homicide and other related incidents that family members of mine have been suspects of being involved in,” he said. He explained that he and other police officials had spoken about

the investigation as it relates to him being a part. He said: “We have discussed this matter, the Commissioner and I and Deputy Sullivan, and at the end of the day I have no involvement with these investigations. “They are reporting directly to Deputy Sullivan, and I want to reassure the public that as it relates to the investigations I’m not the person they are reporting to, Deputy Sullivan is. “I just wanted to make sure that this is understood by all and that at the end of the day you know we can all have opinions of situations but, we cannot change the facts, they are what they are.” (DAISY HANDFIELD)

Become a sponge, watch, listen and absorb everything. Take notes of strategies that you can implement in your business after the conference.

Learn more about the differences between warning signs, diagnosis, and treatment of attention deficit hyperactivity disorder and Asperger's syndrome’. The article comes from the Fall 2010 issue of ADDitude. Signs Your Child May Have Asperger's Syndrome: More severe forms of autism are often diagnosed in the first two years of a child’s life, but AS is usually diagnosed at a later age. A major reason for that is that children with AS develop language skills more or less on time. While they may have moderate delays in the development of speech, the majority of such children communicate by age three. Asperger's Syndrome Symptoms Checklist: A child with AS might have some or all of the symptoms

listed below. Its subtle combination of symptoms leaves parents wondering if anything is wrong or if the symptoms are part of their child’s personality. A child with an unusual special interest, like the Titanic, may seem delightful to an adult, but odd to another 7-year-old. When a child goes to preschool, social difficulties become more evident. Typically, AS kids are unable to make friends. They have a hard time reading other people or understanding humor. Most children with AS want to make friends, but they don’t know how. Their poor conversation skills and difficulty reading social cues can lead to loneliness and depression as they go through middle school. Look out for the conclusion next week.

Tips for talking to an abused child

IF YOU have a history of child abuse, having your own children can trigger strong memories and feelings that you may have repressed. This may happen when a child is born, or at later ages when you remember specific abuse to you. You may be shocked and overwhelmed by your anger, and feel like you can’t control it. But you can learn new ways to manage your emotions and break your old patterns. Tips for talking to an abused child: Avoid denial and remain calm: A common reaction to news as unpleasant and shocking as child abuse is denial. However, if you display denial to a child, or show shock or disgust at what they are saying, the child may be afraid to continue and will shut down. As hard as it may be, remain as calm and reassuring as you can. Don’t interrogate: Let the child explain to you in his or her own words what happened, but don’t interrogate the child or ask leading questions. This may confuse and fluster the child and make it harder for

This includes teacher, guidance counselors, social workers and the police • Don’t be afraid to report family members who abuse you, especially if you are threatened. • Never sit on laps in transportations • Sexual advances from adults are against the law. • Do not give hugs and kisses to persons who make you uncomfortable. • Don’t be enticed by common lures such as money, food, clothing and jewelry. • Don’t accept gifts in exchange of keeping child abuse a secret. • Don’t give out personal

information about yourself, your family situation about school, your telephone number or your address on the Internet.

THE 27th annual congress of the Caribbean Association of Insurance and Financial Advisors (CARAIFA) began on Monday with Prime Minister Roosevelt Skerrit urging regional financial advisors to develop a health insurance scheme for the Caribbean. Jamaica cops say cocaine trade resurfacing Karanambu Lodge in Guyana won the Caribbean Sustainable Tourism Award.

Guyana grabs the most awards at regional tourism conference

GUYANA has dominated the Caribbean Tourism Organisation (CTO)/ TravelMole Sustainable Tourism Awards. For the second consecutive year, Guyana bagged three of the six honours at the STC-14 awards ceremony last week. The 2013 awards comprised six categories covering all aspects of sustainability, from overall excellence, to accommodation, community, heritage and biodiversity. The Caribbean Excellence in Sustainable Tourism Award was won by Guyana’s Karanambu Lodge Inc., an eco-tourist destination providing guests with the opportunity to experience the wildlife of Karanambu. The Puerto Rico Tourism Company copped the Destination Stewardship Award, with Conservation International Guyana receiving special mention in this category. Guadeloupe’s Aquarium de la Guadeloupe; Aruba’s Amsterdam Manor Beach Resort; and Sandals

YEARS after they smashed an international drug ring operating in Montego Bay, St James, with help from nationals of one South American country, the Jamaican police say they are seeing troubling signs of a re-emergence of the deadly cocaine trade here. This was underscored by senior investigators probing a multimillion-dollar cocaine seizure in St James on Saturday. A senior investigator attached to the Major Organised Crime and AntiCorruption Task Force (MOCA) revealed yesterday that major players from the same South American country are at the centre of this new enterprise. According to the investigator, the enterprise has been linked to at least three murders, which were carried out to exact revenge for missing drugs. “It appears that the cocaine is coming back and it is as a result of collusion between them (nationals of the South American country) and Jamaicans,” said the investigator, who spoke on condition of anonymity. The investigator estimates that at least 90 per cent of the cocaine, also known as the white lady, coming into the island is from the same South American country and is being sent here for redistribution locally and overseas.

Barbados duo charged with trafficking in five Guyanese women TWO people charged with human trafficking in Barbados involving five Guyanese women appeared in the District ‘A” Magistrates’ Court in Bridgetown on Tuesday and one was granted bail, while the other was remanded. Fifteen of the charges they face were read to them with other pending. The two, Amelia Allison Joseph, 36, of Waterhall Land, Eagle Hall, St Michael; and 22-year-old Keenon Tristan Chase, of King William Street, The City, made an afternoon appearance before Magistrate Deborah Holder, but their charges were so many that, by 3.30 pm, the magistrate called a halt, saying she would read the remainder on Wednesday.

By that time, she had read 15 of the lengthy indictable charges, five of which were in District B’s jurisdiction (in Christ Church), to the two accused. Those charges were for receiving the five Guyanese women, managing a brothel, harbouring, forced labour

and recklessness as to sexual exploitation. The adjournment, however, saw Joseph, a businesswoman and proprietor of Kisses International Bar, and Chase, the bartender, parting company, as prosecutor Station Sergeant Keith Belle had no objection to Joseph being released, but asked that Chase be kept in custody. Noting that all the charges were serious and that one involved a 17-year-old, the prosecutor explained that he would not be objecting to bail being granted the woman because she was pregnant, but he told the court that Chase was already on bail, on a robbery charge, from the same court.

“I don’t think anything is coming from the other sources (countries),” the senior investigator insisted. In 2008, St Ann businessman Norris ‘Deedo’ Nembhard and four other Jamaican men were extradited to the United States to face cocaine charges. Investigators believed they were part of an international drug ring that also involved nationals from Panama, Colombia and Cuba. National security and police officials believe the multibillion-dollar lottery scam resulted from the vacuum created by the smashing of the drug ring. STASH FOUND IN VEHICLE On Saturday, detectives from MOCA and the Transnational Crime and Narcotics Division, with support from members of

the Jamaica Defence Force, intercepted a vehicle carrying 66 kilograms of cocaine with an estimated street value of $264 million along the Mount Carey main road in St James. Private security providers Guardsman Limited yesterday acknowledged, through its Chief Executive Officer David Whittaker, that the vehicle was from its fleet. The company also confirmed that one of its security contractors was one of the two men apprehended by the police in connection with the massive drug find. Stunned by the seizure, Whittaker told The Gleaner that Guardsman has launched an internal probe to determine if any of its systems had been breached. “We have started our own investigations to see where exactly there was

a breakdown,” he said in response to questions about how the cocaine got into the vehicle. Whittaker could not confirm, up to late yesterday, whether the second man in police custody was attached to the company. He said if it is determined that the man is not attached to Guardsman, that would be a breach of company policy. Investigators said the two men, whose identities are being withheld, would be interviewed and could face criminal charges. General manager in charge of operations at Guardsman, Major Ricardo Blackwood, also sought to distance the company from any involvement, saying “we do not in any way stand for what is allegedly individuals conducting unlawful activity”.

Yellow leaves on hibiscus plants Hibiscus are sensitive plants that develop yellow leaves regularly for many reasons. Diagnosing the cause of yellow leaves on hibiscus can be frustrating. Hibiscus are temperamental plants. Seasoned growers are used to sudden yellowing or periodic dropping of leaves and tend not to panic, but novice growers can become quite frustrated at trying to diagnose the cause. While the potential causes are many, sometimes there is no cause at all. Watering Hibiscus likes to be kept moist, but not wet. Keeping a hibiscus too wet or dry will cause yellow leaves. Since hibiscus are very sensitive to changes in soil moisture, do not let a plant dry out completely between watering, especially container grown plants. A good rule of thumb is to stick a finger into the soil, and if it is dry to the second knuckle, water. Never plant a hibiscus in an area that is prone to flooding or standing water. There are several Hibiscus diseases that can cause yellowing leaves and leaf drop. Mushroom root rot causes a sudden wilt and death. Remove dead and dying plants with as much of the rootball as possible. Sterilize the soil thoroughly before replanting in that spot. Leaf spot is caused by various fungi and bacteria. Damage is usually minor. The primary control is to remove and destroy all diseased leaves. Nematodes are microscopic worms that can invade and damage the roots of hibiscus, causing yellow and dropping leaves. There is no available treatment for nematodes other than soil sterilization prior to

planting. Insects that can cause yellow leaves on hibiscus include aphids, spider mites, mealybugs, and whiteflies. Ants always indicate the presence of aphids. Fungus gnats in too moist soil can damage roots and cause leaf drop. Hibiscus scale can suck the juice out of the plant and cause yellow leaves. Always check all parts of the hibiscus plant carefully for pests, including the bark and underside of leaves. Hibiscuses are heavy feeders, but over fertilization can burn roots

and cause yellow leaves. Under fertilization, especially a lack of minor elements such as iron, can cause leaves to yellow. Using a balanced fertilizer with minor elements is recommended. Finally, being such sensitive plants, hibiscus may develop yellow leaves for no reason that can be determined. Experienced growers accept the fact that hibiscus are rather temperamental, and unless there is an obvious cause, do not worry much about yellowing leaves. Luckily, hibiscus grow back lost leaves very quickly in most instances.

Dental Health and Nutrition

IMAGINE you have worked really hard and built yourself a really nice and expensive house, but because of the time involved, you have not spent much time on the outside of the house. The yard needs to be clean, the gate is broken and the house is in general disrepair. It really doesn’t matter how beautiful the inside is because the outside gives the first impression. Let’s apply this same scenario to our bodies. We may exercise and stay fit and avoid foods we think are not good for us but if we don’t pay attention to our teeth and oral health, the rest of it will soon become pointless because we soon won’t be able to eat anything! Our mouth is the gate way to our body and good nutrition starts with caring for our teeth from an early age. According to a factsheet printed by Colorado State University: “The food we eat affects our teeth. At the same time, the health or lack of health of our teeth and gums affects what we can eat.” This is so true because without our teeth we can’t chew foods high in fluoride and Calcium which can lead to poor overall health and malnutrition. Fluoride is the mineral mainly responsible for the formation of strong healthy teeth. Fluoridated water is usually the main source of fluoride in the diet but Fluoride can also be found in fish and teas. On the other hand, bacteria are the main culprit of tooth decay. Bacteria need carbohydrates for food so that it can row and multiply. By cutting back on simple carbohydrates, such as sodas, candies, cakes and cookies, the rate of dental caries can be reduced. Bacteria seem to prefer Sucrose, also called table sugar, but other simple carbohydrates, such as fructose (fruit sugar) and lactose (milk sugar) are easy to ferment and also promote bacterial growth. The Canadian Dental Association suggests the following tips to care for your teeth: Try to choose sugar-free snacks Add less sugar to coffee or tea (or use sugar substitutes). Avoid sugar-sweetened soft drinks. Look for fruit juices and drinks with no added sugar. Read lists of ingredients when you're grocery shopping. Honey, molasses, liquid invert sugar, glucose, and fructose are all types of sugar. Avoid sticky sweets; they cling to teeth and are harder to brush away. Eat sweets with a meal, not as a snack. The increased flow of saliva during a meal helps to wash away and dilute sugar. Carry a travel-size toothbrush and use it after eating sweets. If you can't brush, at least rinse your mouth with water or eat a fibrous fruit or raw vegetables. Many people, myself included, really do not like visiting the dentist but it is something that needs to be done to ensure we have, not only beautiful, but healthy teeth that can last throughout our lifetime. This process of ensuring we have teeth that lasts a lifetime starts even before we see the first signs of teeth formation. Bird flu virus unusually dangerous to humans AS THE death toll from China’s bird flu outbreak rose to 22 with news of another victim in eastern Zhejiang Province, the World Health Organisation (WHO) warned the H7N9 virus was one of the most lethal that doctors and medical investigators had faced in recent years. “This is an unusually dangerous virus for humans,” Keiji Fukuda, WHO’s assistant director-general for health, security and the environment told a news conference in Beijing Wednesday. “We think this virus is more easily transmitted from poultry to humans than H5N1,” he added, referring to the bird flu outbreak between 2004 and 2007 that claimed 332 lives. “This is definitely one of the most lethal influenza viruses that we have seen so far.” As investigations continue into the possible sources of infection, Fukuda warned that authorities were still struggling to understand the virus. The WHO said China must brace for continued infections. Fukuda’s warning came as Taiwanese health authorities said they’ve confirmed the first human case of H7N9 in Taiwan -- one they said was imported from China. 238 dead after eight-storey building collapse in Dhaka At least 238 people have been killed and many more are feared trapped after an eight-storey building collapsed on the outskirts of the Bangladeshi capital Dhaka, government officials say. Firefighters and army personnel are leading the operation to rescue those caught beneath the debris in Savar. More than 600 people have been injured. The death toll is expected to rise. Building collapses are common in Bangladesh where many multistorey blocks are built in violation of rules. The Rana Plaza building contained several clothing factories, a bank and a market. It collapsed at about 0900 local time (0300 GMT), during the morning rush hour. Grieving relatives have been anxiously waiting outside the collapsed building in Savar. Rescue teams have been working frantically using concrete cutters and cranes digging through the rubble to pull people out. It is still not clear how many people are trapped inside, although

local media say there are hundreds. A doctor at the local hospital told the BBC that their services had been stretched. The reason for the collapse is not yet known. The latest incident has once again raised questions about safety standards in the country’s thriving garments industry. Sohel Rana, a local who rescued several people, told Bangladeshi newspaper The Daily Star that he had heard cries for help coming from under the rubble.

The scene looked like a “war zone”, Dhaka resident Tahsin Mahmoo told the BBC, adding that appeals had been put out for citizens to donate blood. UK Peace Index highlights rate of fall in violent crime RATES of murder and violent crime have fallen more rapidly in the UK in the past decade than anywhere else in Western Europe, researchers say. The UK Peace Index, from the Institute for Economics and Peace, found UK homicides per 100,000 people had fallen from 1.99 in 2003, to one in 2012. The UK was more peaceful overall, it said, with the reasons for it varied. The index found Broadland, Norfolk, to be the most peaceful local council area but Lewisham, London, to be the least. The research comes as a separate study by Cardiff University suggests the number of people treated in hospital in England and Wales after violent incidents fell by 14% in 2012. Some 267,291 people required care - 40,706 fewer than in 2011 according to a sample of 54 hospital units, its report said. For its inaugural index, the Institute for Economics and Peace (IEP), which defined peace as

“the absence of violence or fear of violence”, used Home Office data on crime, such as public disorder offences and weapons crime, and police officer numbers. It found the violent crime rate in the UK was down by about one quarter - from 1,255 per 100,000 people in 2003, to 933 in 2012. GANG VIOLENCE These reductions came despite a 6% drop in the number of police offers per 100,000 people, it said. In Broadland, which has a population of about 125,000 people, only eight violent crimes were recorded for 2012. Its average overall crime rate for the decade was 323 per 100,000 people about a third of the national average. The five most peaceful local authority areas, which also included Three Rivers, in Hertfordshire, South Cambridgeshire, East Dorset and Maldon, in Essex, recorded a combined total of 24 homicides over the decade.

Letta set to become Italy’s new prime minister Bolivian children are taught that regaining access to the sea is a patriotic duty

Bolivia takes Chile sea dispute to international court BOLIVIA has filed a lawsuit against Chile at the International Court of Justice in The Hague to reclaim access to the Pacific Ocean. Bolivia lost access to the coastline in a 19th Century war with Chile, leaving it landlocked ever since. Chile says Bolivia’s demand has no historical or legal basis. The two countries have had limited diplomatic relations since 1978, and previous attempts to negotiate the redrawing of the border have failed. Speaking in The Hague, Bolivian Foreign Minister David Choquehuanca said his nation had demanded that Chile negotiate in good faith with Bolivia “a swift and effective agreement that grants it [Bolivia] fully sovereign access to the Pacific Ocean”.

Bolivian President Evo Morales said he had decided to file the suit after “listening to the Bolivian people”. He had earlier expressed his confidence that Bolivia would regain its access to the sea, saying: “We’re going to win this battle because we’re right.” Reacting to the news, Chilean Interior Minister Andres Chadwick ruled out any dialogue. “If they want to talk about Chile’s maritime sovereignty, no. No dialogue is possible,” he said. The borders between the two neighbours date back to the 1904 Treaty of Peace and Friendship, signed after Bolivia lost 400km (250 miles) of coastline to Chile during the War of the Pacific (1879-1884).

ENRICO Letta appears set to become Italy’s new prime minister, after being asked by President Giorgio Napolitano to form a broad coalition government. The appointment of Mr Letta, currently deputy leader of the centreleft Democratic Party, could see the end of two months of parliamentary deadlock. An inconclusive general election in February left the country in political limbo. Mr Letta said he would aim to change the course in Europe on austerity. “European policies are too focused on austerity which is no longer enough,” he said, following the closed-door meeting with the president in Rome. The 46-year-old also said he had accepted the post knowing that it was an enormous responsibility and that Italy’s political class “has lost all credibility”. Mr Letta must now form a cabinet that can win cross-party support and a vote of confidence in parliament, possibly this weekend. Factions from across the political spectrum, including former Prime Minister Silvio Berlusconi’s rightwing People of Freedom Party (PDL), have indicated that they are ready to form a coalition under a figure like Mr Letta. Spotlight on Salt Cay

St. Johns Church and the Catechist

STANDING proudly, along the seafront on Salt Cay, can be seen the historic Anglican Church of St Johns. This is without question an outstanding and praiseworthy national treasure of the Turks and Caicos. Responsible for its wellmaintained and attractive appearance is present catechist, Mr. Holton Dickenson, who has been a member of the Anglican Church for over threescore years and ten! In fact, in June 2011, many catechists from around the Anglican diocese including Holton Dickenson from Salt Cay and Ashdon Garland from Grand Turk were invited to Christ Church Cathedral in the Bahamas, where they were honored for their dedicated service to their community. The Diocesan Bishop, the Right Reverend Laish Zane Boyd Sr. presented each honoree with a monogrammed blue scarf displaying the Caulfield family and Diocesan Crest. The Caulfied Family Crest symbolized the fact that Dr. Charles Caulfield was consecrated the first Bishop of Nassau in 1861. Historically, catechists were lay

Christian teachers. They taught the catechism from the common book of prayer. They sat by the bedside of the sick, buried the dead and carried out the administration of the Church. There is a wonderful story written in the British newspapers in the early 1900s that explained why the priests had difficulty reaching Salt Cay: “One priest cannot adequately minister to the developed congregations of Grand Turk, Salt Cay and East Harbour and, at the same time carry on missionary work in the outlying Caicos settlements.

“The passage is always rough and un-navigable. The only vessels that cross the channel are chance boats bringing Indian corn blades for the cattle at Grand Turk or an occasional boat to fetch the mail or carry the magistrate.” This reluctance to travel meant the catechists were left on their own to carry out the administration and duties of the Church. On Salt Cay, the role of the ‘catechist’ in society has therefore always been an integral part of community life. The age of St Johns is yet to be determined. At a guess, it was likely rebuilt in the late 1800s and possibly

on the site of an early wooden structured hall of worship. I say this because the severity of the 1866 hurricanes destroyed many of the houses, water catchments and infrastructure of the island. It is likely, that Christian worship was first brought to the islands by the seasonal salt rakers from Bermuda and from descendants of ‘puritans’ who had sailed from Bermuda in search of religious freedom. In 1648, ships laden with provisions, tradesmen and family groups led by Captain Williams Sayles, finally discovered a landmass on which they could settle. They named the island Elutheria

meaning ‘freedom’ which later become known as Elutherathe birth place of the Bahamas. Henceforth, Anglican worship spread throughout the region and by 1670, King Charles 11 had granted the Colony of the Bahamas to the Lord Proprietors of Carolina whose duty it was to “ensure the building of churches and chapels in furtherance of the Christian Religion.” Today, St Johns Church on Salt Cay is an impressive testament to the past and the present and we continue to thank our catechist Holton Dickenson, known fondly as ‘Pa Paulie’, for his tremendous service to the community.

Local association celebrates Office Professionals Day IN CELEBRATION of Office Professionals Day on Wednesday (April 24) local association members and representatives from different businesses throughout the Islands gathered at the Carambola Grill and Longue for their annual luncheon. The group get together saw a great turnout of hard-working individuals who play important roles in keeping the wheels of businesses turning. President of the association, Colleen Parker, said the event seeks to “bring admin professionals together in a setting where we can interact and exchange ideas and gain more members.” The local non-profit organisation, which boasts 29 years of existence, comprises of office secretaries, executive assistants and all other types of administrative professionals,

forming a network to enhance their skills in the profession. They pursue personal development through training and workshops and impact the lives of a younger generation. Parker said that the association tries to assist in the community by helping local schools wherever they can. Volunteers from the group help in the high school by sponsoring the trophy for the top business student and also assist graduating pupils with their exit readiness test, conducting mock interviews in trying to prepare them for their venture into the work environment. They organise an annual essay competition for the local primary schools which seeks to engage students in discussing a topic of current interest and concern. Wesley Methodist student wins essay competition WESLEY Methodist student, Htenneb Williams, took the top spot in an essay competition held Saturday, April 20, at the Turks and Caicos Community College in Providenciales. The fourth annual competition was organised by Turks and Caicos Association of Office Professionals (TCAOP) as a way to engage young people in discussing existing issues and to understand their views on current concerns. This year’s topic, ‘The effect of gangs in our schools’, was chosen because of a noticeable rise in the problem facing the local community recently. President of the association Colleen Parker said it is important understand “what young people thought about current issues in the island…so we look at what’s happening in the community and we try to get the children’s view of what they think”. Local schools were given the topic and a chance to prepare and enter one student into the essay competition. Students from the five schools entered the competition and were given the opportunity to present their essays to the judges. The effect of gangs in our schools The increasing presence of gangs in our schools is a growing trend with severe consequences that students, teachers and parents can no longer ignore. As a ten year old, I can share that growing up is sometimes challenging. It is a time filled with excitement, uncertainty and frustrations. Thankfully, I have parents who are very involved in my life. However, for many children, life is very different as due to a lack of traditional support structures such as family and community, they experience a sense of alienation and powerlessness. We all need to feel special and important. Gang membership provides a major source of identity giving youth a sense of family, belonging and acceptance that is otherwise lacking in their lives. These factors combine to produce

gangs that become powerful and ruthless as they work to expand and impact our schools. Firstly, gangs in our schools can lead to increased student fear and absenteeism. Students attending schools that have a strong gang presence often fear coming to school. Gangs rule by intimidation, force and bullying. Acts such as forcing other students to hand over money, valuable items, do homework assignments are typical gang behavior. As a result, some children avoid coming to school or skip some classes to avoid confrontations with gang members. This leads to high failure and dropout rates among children as the environment makes it difficult or impossible for them to learn. Secondly, gangs play a significant role in increasing violence in schools, though

gang members may not be directly involved or responsible. Gangs often act contrary to rules and regulation. For young impressionable minds like mine, this type of rebel behavior is seen as “cool” and “hip” and we begin to imitate these behaviors even though we are not members of the gang. This makes it difficult for teachers to maintain discipline in school. One major temptation in a student’s life is drugs. Statistics show that schools with gangs are more likely to have drugs available on their school ground making this a negative consequence of gangs in school. With drugs, come guns or other weapons as gangs arm themselves for protection. Additionally, gangs like to maintain turf, making schools vulnerable to gang related violence which spills

over into neighborhoods. Gangs also results in increased costs as schools invest in security guards, cameras and electronic entry systems to detect and handle criminal activity. These require spending funds that could have gone into school improvement projects such as upgraded computer rooms, technology and science labs. Also, since access to some schools is laxed, gang violence spreads easily and unexpectedly from school to school. Students who were transferred because of violent behaviour or gang relations sometimes cause an unintentional spillover of gang activity in the new school and spread their unwanted behaviour and bad habits. Gangs also use up the valuable time of our teachers and administrators who spend time

dealing with gang related incidents and disciplining students. Finally, many gangs neglect the importance of education and see school as evil or a form of incarceration. School is more important to them as a place for gathering with fellow gang members, socializing or other more violent activities. If members are suspended from school, they are often seen using the school grounds as gang hangouts, displaying violent behavior, trafficking drugs and weapons. This makes school a very unsafe place and far from the haven it should be for students. In closing, gangs have serious adverse effects on our school environment. Teachers and parents must act now to address the problems that give rise to gangs in our schools.

Calvin Harris makes chart history with eight top 10s CALVIN Harris has made chart history by becoming the first artist to have eight top 10 hits from one studio album. His track I Need Your Love, featuring singer Ellie Goulding, climbed to number seven on the Official Chart at the weekend. He tweeted his delight at the news: “Eight Top 10s from my album 18 Months now! So happy!!!” The DJ and producer from Dumfries has now overtaken Michael Jackson, who previously held the record. The star had seven top 10 hits from both his 1987 album Bad and his 1991 record Dangerous. Calvin Harris is the first artist in the 60-year history of the Official Singles Chart to achieve the feat. Martin Talbot, from the Official Charts Company, said: “Many artists only achieve a handful of hits in their entire careers, so for any act to secure three or four from one album is an excellent achievement. “In turn, eight top 10s from one album is not just impressive, it is absolutely remarkable. And, of course, record breaking. Gayle smashes fastest Twenty20 century in history – Makes highest individual total – Team tallies highest total WEST Indies opener Christopher Gayle made Twenty20 history on Wednesday when he blasted the fastest century en route the highest Twenty20 score. Playing in the Indian Premier League for the Royal Challengers Bangalore the Jamaican batsman clobbered 175 unbeaten runs—the highest total ever recorded. His innings consisted of 17 sixes, another record. He also hit 13 fours in his 66 balls at the crease. To reach the three digit mark the 31-year-old just used 30 balls. It was four balls less than Australian Andrew Symonds. US government seeks £78m in damages over Armstrong affair The US government is seeking more than £78m in damages after filing a lawsuit over the Lance Armstrong affair. The banned American cyclist, 41, is accused of violating his contract with his former team and is said to have been “unjustly enriched” while cheating to win the Tour de France. “The US Postal Service paid about $40m [£26m] to sponsor the USPS team from 1998 to 2004,” the court document said. Armstrong has admitted to doping during all of his seven Tour de France wins. The lawsuit also names former team director Johan Bruyneel and team management company Tailwind Sports as defendants. Armstrong ended years of denial in January during an interview with chat show host Oprah Winfrey in which he described doping as part of the process of winning the Tour. The US government announced in February it would join the 2010 ‘whistleblowing’ lawsuit filed by ex-US Postal rider Floyd Landis, who himself admitted using drugs throughout his career. Wimbledon bonus for tennis stars WIMBLEDON officials have announced the biggest increase in prize money in the history of tennis as part of a bid to make the sport attractive for future generations of players. THE All England Club, which organises the oldest grand slam tournament, has hiked prize money by 40% to $34.4 million so the winners of the men and women’s competitions will each take home $2.4 million. Wimbledon has also revealed that it will build a roof over Court No. 1, with the structure expected to be completed in time for the 2019 tournament. The retractable roof, which is expected to be similar to that which has been in place on Center Court since 2009, will allow matches to progress despite any bad weather -with rain a regular threat at the grasscourt event. Wimbledon’s announcement regarding the increase in prize money on offer comes following a similar move by organizers of the Australian Open last October.

Players in Melbourne in January competed for a share of $31.1 million following an increase of $4.12 million. This year’s U.S. Open will have its prize fund increased by $4 million to $29.5 million, while next month’s French Open will see the winners earn $1.95 million with the total purse up by 16%. The increases in prize money come following pressure from top players concerned with the huge disparities between those who exit grand slam tournaments at an early stage and those who go much further. At Wimbledon, the purse for winning the title has gone up with the male and female winner taking home a check of £1.6 million -- a 39% increase on last year. Wimbledon, which will be held from June 24 to July 7 this year, has also put more cash into the opening three rounds of the tournament by 60%. Players losing in the first round will net $35,800, which is a big improvement on the $22,100 they would have picked up in 2012.

LUIS Suarez has been hit with a 10game ban for biting Chelsea defender Branislav Ivanovic. The Liverpool striker was found guilty by the English Football Association Wednesday following the incident which occurred during his side’s 2-2 draw with Chelsea last Sunday. An FA statement read: “A threeperson Independent Regulatory Commission today upheld the FA’s claim that a suspension of three matches was clearly insufficient and the player will serve a further seven first-team matches in addition to the standard three. The suspension begins with immediate effect. “The Liverpool forward had accepted a charge of violent conduct but had denied the FA’s claim that the standard three-match sanction was insufficient for the offense. “The incident was not seen by the match officials and has therefore been retrospectively reviewed. “Suarez has until midday on Friday, 26 April to appeal the additional suspension, above the standard three matches.” Liverpool managing director Ian Ayre was unhappy with the severity of the verdict. He told the club’s official site: “Both the club and player are shocked and disappointed at the severity of today’s Independent Regulatory Commission decision. “We await the written reasons tomorrow before making any further

McIlroy still has Rio 2016 Olympics choice RORY McIlroy will have the choice of representing Great Britain or Ireland at the 2016 Olympics if he wants to, despite comments from the R&A implying he may only be eligible for Ireland. Royal & Ancient chief executive Peter Dawson said “there may be an Olympic regulation” saying McIlroy can only represent Ireland in Rio because he has played for them in two World Cups. But the International Olympic Committee cited a rule saying if three years have passed since he represented Ireland, the 23-year-old could play for Team GB. The world number two’s international dilemma comes from the fact that athletes born in Northern Ireland are eligible to represent Great Britain or Ireland at Olympic Games. McIlroy said in January that he could opt out of the Olympics to avoid the difficult decision. Unbeaten GT Stallions one win from finals THE Grand Turk Stallions continue to dominate the Provo Amateur Basketball Association (PABA) Night League and are within one win of reaching the best-in-seven finals against either defending champions the Flyers or last season’s runners up South Caicos Harbour Boys. 2013 has been a phenomenal year for the Stallions and over the weekend they managed to keep their unbeaten record intact with easy wins against the Police in the bestin-five semi-finals. In game one, last Friday night, the Lawmen went down 86-54 with Ira Taylor leading the way for the winners with 20 points and 13 rebounds. Equally impressive was M Lightbourne with 19 points and 13 boards. Saundro Jermain finished with 21 points and 13 boards for the losing side while K. Doughty added another double-double with 11 points and 10 rebounds. On Saturday night, Jermain led his side with a game high 19 points and eight rebounds, but even with

FOR the past two years, I’ve been protesting against the discrimination, segregation and apartheid practiced against sports persons in the TCI. There were times in the past when I’ve been confronted and threatened by members of this nationality. I was told by the league’s president and a member along with the former Sports Commissioner that the league should be left alone because its members are paying to use the Gus Lightbourne Sports Complex. It amazes me to see that persons, who are/were responsible for national sports, permit any nationality to discriminate against any other nationalities in the country. I’ve decided that I shall take a proactive stand and single handedly fight this disrespectful, national slap in the face, here in my native land of birth. MY DECISION I shall share with you, my readers what I am doing and ask you all for your total support, where/ when necessary. I’m in the process of instituting an action in the Supreme Court of the TCI. I request financial assistance to file

AFC Academy showed their maturity and skills when they whipped League Champions Cheshire Hall last Saturday to book a place in the final of the WIV Provo Premier League President’s Cup. Cheshire Hall needed just a draw from the encounter, while the Academy side had to win big to advance. And win big they did with a 4-1 finish. The victory has assured them a place against Haitian team Rozo FC for championship honours. Rozo claimed a 3-0 win over the Teachers to advance. Knowing that a high scoring triumph was the only chance AFC Academy had of making it through to the final they set up an attacking system which almost paid off in the first minute of play when Jensen Joseph shot narrowly wide. AFC Academy continued to keep the ball

well with Jack McKnight running the midfield and making some great passes for his teammates. The young team went ahead in the 14th minute when Joseph was given too much space in the penalty area and drove his shot into the top corner. Joseph then turned provider for the second goal four minutes later as he dribbled past two Cheshire Hall players before sliding the ball back to Jerry Liluce who calmly slotted it into the back of the net. By the 25th minute AFC Academy found themselves 3-0 as Liluce again found himself free to score from close range. The young team continued to dominate and felt they should have been 4-0 up, but Joseph’s strike at the far post was ruled out for offside. Cheshire Hall tried hard to get back in the game but for the most part the Academy’s defense stood firm led by James Rene and Herby Magny. David Jasmine

also did an excellent job in goal and was unlucky to concede on the 40th minute as Marlon Davidson pulled a goal back for the league champions with a well-placed header. The second half started at a frenetic place as both teams knew they would have to score to stand a chance of making the President’s Cup final. Cheshire Hall were always dangerous on the counter-attack as they possessed several players with lightning pace, however AFC Academy held possession well and defended in numbers to thwart any major goal threat. In the 60th minute McKnight made a strong run into the penalty area and was tripped by a Cheshire Hall defender allowing Liluce to score from the resulting spot kick. The remaining 30 minutes was action packed as both teams continued to press for another goal. AFC Academy came close on two

occasions through Joseph and Liluce and Fred Dorvil fired high over the bar for Cheshire Hall in the dying minutes, but as no further goals were added AFC Academy knew that they now had a chance of reaching the finals providing that the game between the Teachers and Rozo FC ended in a victory for either team. added: “We asked the boys to step up today and play with passion and pride. We told them that we wanted to see some exciting and attacking play and they put in a great performance. Hopefully they will now carry that momentum forward into the final”. In Game two both teams only needed a point to advance, but despite a gutsy performance from Teachers Joseph Jacson, and the two Fritz Geralds, Noncent and Norvius scored to carry Rozo into Saturday’s Cup final.

U-12 Sailrock Boys’ League:

Orange All Stars win title

THE TCIFA’s biggest youth league came to an exciting end last week as the Orange All Stars lifted the U-12 Sailrock Boys’ League title. The Blue Marlins ultimately lived to regret their penultimate week’s 5-0 loss to the Orange All Stars. The defeat ended any chance the Marlins had to challenge for the title. And so it proved last week as only a complete loss of form of seismic proportions could have denied the Orange All Stars their championship trophy. With an unassailable lead of nine points and a goal difference of 22 better than the Marlins, the All Stars needed only a point from their first game against the Green Dragons to take the title. With the Dragons hoping to snatch second place from the Marlins, they put the All Stars under an immense amount of pressure. The Marlins on the other hand knew only a win could possibly keep their slim title chances alive and they put on a master class performance against the Purple Pirates. Shadown Sainjour (2), Javed Shearer, Jordan McGregor (1) and Kervins Alexis (2) displayed some excellent attacking verve to seal a 5-2 win with Jack Small adding two to his tally. In the last minute and against the run of play the All Stars sealed their title against the Dragons (1-0) with a goal from Keishun Dean. The third pitch saw a

great 2-2 game between the Yellows and the Reds with goals from Charlie McKnight and Schneider Lightbourne (Yellows) and Joshua and Carl (Reds). With the champions known, the race for the Golden Boot took on a new dimension. Small’s brace had put him on top of the pile with Dean close behind. The second round of matches only added to the excitement. Small was unable to add to his tally as the league champions put them to the sword with a 4-0 rout that saw Dean weigh in with a hattrick to move to the top of the pile. Meanwhile the Marlins produced another showcase against the Yellows to win 5-1 with Shadown and Kervins getting in on the act to vie for the Golden Boot, with a brace a piece, while Jordan netted yet again as well. Goals from Zarek Swann and Wijay saw the Dragons beat the Reds 2-1. The last round of matches was all about the goals. Four players were in contention to take the top scorer’s honours. Although the Dragons beat the Pirates 2-1 with goals from Joovenel and John Kolas, Small was not to be denied his 10th goal of the season, a fine solo effort. Yet again the Marlins produced what was perhaps their best performance of the season with a 5-0 thumping of the Reds. The combination play between COE

midfielders Shadown and Javed was at times utterly breath taking with Jordan a constant menace on the left. In fact this combination which had led to a Javed hat trick and a Jordan goal also led to what must have been a goal of the season contender. A neat set of 1-2’s sent Javed away down the right flank, with still a man to beat he hit a bullet of a cross from the by line that Shadown meet with an audaciously powerful header which left the keeper with no chance. The Marlins’ performance will only have heightened the feelings of what

might have been, since key absentees through the season led to their three defeats. The All Stars however underlined their team’s performances with another 3-0 win against the Yellows. Dean ended any doubts of the destination of the league’s top scorer by adding another to his tally while both Vijay Kalliecharan and Jamie Grey also scored. In truth any team that remains undefeated must likely be worthy champions and so it proved. MVP – Orrin Campbell, a fine season as a captain, marshalling his team from the back with classy assured and mature performances— very impressive. Most Improved Player– Andre Telcineau - unafraid, gutsy and bold considering he has only just joined this group, very much deserved. Top goal scorers – Keishun Dean
