Contradictory statements over secret land deal BY VANESSA NARINE THE LAST report on the Civil Recovery Programme (CRP) from the deputy managing partner of Edwards Wildman Palmer, Laurence Harris, was that many new cases are not likely to be opened at this stage. In an interview last Thursday (May 23), he said: “We remain on course to complete many of our cases by the end of the summer 2013. “This year has seen our most intensive period of activity as many of our cases come to trial. “We have had trials and hearings every month but one so far this year,
often more than one a month and that pace will continue. “So far this year we have been involved in seven major hearings or trials since January and after this week, we have four more trials before the end of July. “By the time we get to that point we will have completed the majority of our cases – subject of course to any appeals. “After July, we will still have a smaller number of cases which we will be progressing forward and which will probably not reach trial until 2014, unless they settle earlier.” However, when questioned on
TCI law enforcement advisor could face criminal inquiry LARRY Covington, the Foreign and Commonwealth Office’s (FCO) Caribbean Law Enforcement Advisor, could face criminal inquiry for allegedly lying to Metropolitan Police officers investigating corruption within the Royal Cayman Islands Police Service (RCIPS), a Scotland Yard review has concluded. The investigation was made public in a Monday (May 27) report by the Cayman News Service (CNS), another Overseas Territory where Covington serves. He also works with officials in Anguilla, Bermuda, the British Virgin Islands and Montserrat. According to the report, Covington, as well as former Governor, Stuart Jack and the Attorney General, Sam Bulgin, are under the microscope. The CNS report said: “Jack has been cited by the Met in a letter to the current Governor, Duncan Taylor, for possible attempts to pervert the course of justice over a break-in at the Cayman Net News office in 2007 by two of its staff. “The senior investigating officer of ‘Operation Tempura’, Martin
Bridger, has claimed that Jack did not tell him that he had authorised the search and that if he had, the investigation would have lasted for only a couple of weeks. “However, Jack has categorically denied the allegations made by Bridger, implying that he had told him about his part in the break-in.” Asked to comment on Covington’s continued involvement in the TCI, Governor’s spokesperson, Neil Smith, said he remains the FCO’s designated Overseas Territories’ law enforcement advisor. He added that the FCO is aware of Bridger’s claims and as the issue is a “live matter” and cannot comment further on it. Smith stated that according to the FCO, the ‘Operation Tempura’ investigation closed in November 2009 and the Cayman Islands’ current Governor is seeking legal advice into whether to launch an investigation. Covington reportedly visits the TCI two or three times a year, staying only for a few days. (VANESSA NARINE)

whether there are investigations into the February 2008 sale of blocks of land in Middle Caicos, Harris, who is currently in London, said the matter is being “actively” investigated. To date the land recovered by the CRP, in its three years in the Turks and Caicos Islands, is some 2,500 acres. The blocks sold to developer, Seiger-Suarez doing business in country as Juniper Hole Development Ltd, is an estimated 2,580 acres – which is more than the land the civil recovery team has recovered in the last three years. Hence the contradiction, as Harris said the majority of the cases have been completed and smaller ones are being looked at presently, but the Middle Caicos land deal involves more land than what has been recovered over the last three years. In response to this criticism, in an email exchange on Wednesday, he said: “I would not want anyone to read into the comments I made last week that the Middle Caicos transaction is not under active consideration.” TIMELINE Asked when the investigations started, Harris said: “I can't provide a timeline as to when we will be able to say anything publicly; that depends on the outcome of certain investigations which are on-going at present. Rest assured, as soon as we are able to say anything publicly about this, we will.”

The deputy managing partner of Edwards Wildman Palmer added that he is aware of the local concern when it comes to this issue, but reiterated his limitations on commenting on an issue that is undergoing investigation. Harris said: “We are very much aware of the Middle Caicos transaction and it is a transaction that the Civil Recovery Team has been very actively investigating. “We understand that it is something which is of very real concern to many people on the Islands. “At this stage, we cannot say anything about what recommendations or actions we might make or take since our investigations are not complete…it would not be right for me to provide that information since we have not provided details in relation to our investigations previously, until the
stage where either proceedings have been issued, or a settlement has been reached.” The Weekly News broke the story of the land sale in an exclusive April 2011 report under the headline ‘Secret land deal exposed’. Land Register documents reveal there is a $12.5m mortgage on the property via Belize Bank, now British Caribbean Bank. The Weekly News understands that of the $12.5m borrowed by the developer to buy the land; only $7.5m was paid into the Treasury and the remaining balance of the loan $5m has yet to be accounted for. Also, the developers have filed bankruptcy and had their office building in Miami sold at auction shortly after the lands was handed over. Of the massive acreage sold off is one of the country’s most ecologically and historically important sites, the Crossing Place Trail – a site that Former Environment Minister McAllister Hanchell pledged, in July 2008, to have transferred to the National Trust – five months after the site had already been transferred. At least half of the Middle Caicos Causeway and two miles of the main road are also included in the blocks sold. As the matter is under investigation according to Harris, the Attorney General (AG), Huw Shepheard, under whose purview Crown Land falls, declined to comment on the matter.
Don-Hue addresses concerns on Detention Centre conditions BY DAISY HANDFIELD IN THE past months there have been a number of allegations relating to mistreatment and brutality towards detainees at the Five Cays detention centre in Providenciales. Sometime last week, an African inmate was put on suicide watch after he was allegedly attacked by police officials for protecting another inmate from police brutality. The Minister of Border Control and Labour, Don-Hue Gardiner, in an invited comment, explained that the matter is in the hands of the police so he is unable to speak much on it. He said: “The allegation that you spoke of is being investigated and it’s in the hands of the police and I cannot address that in any particular manner at this time. It’s a pending investigation and it is actually ongoing.” Aside from that incident, the Weekly News asked the Minister to clarify previous allegations many others have made about mistreatment at the centre. He said: “There is no evidence to back up all those allegations. I trust in the judgement of the persons that manage the facility and I am sure

that there is no evidence of anyone being mistreated there.” The detention centre in Providenciales is not capable of facilitating persons staying over two weeks because it does not pass human rights standards and regulations. Gardiner said: “Whether they are facing criminal charges, they are assisting officers with an investigation or they may be of some interest to the TCI, these are some of the reasons why they might be held longer than normal. “Or there may be a case where their documentation is not in order so that they could be repatriated, and
while we wait to get these documents in order we would generally have to keep them longer then are normal. “However our endeavour is to be able to move persons out of that facility as quickly as we possibly can and for the most part we have been able to do so,” he said. Asked about the plans of Government to make improvement to the facility, the Minister said: “We’ve noticed that there are certain deficiencies at the Five Cays detention centre and we have carried out a survey of work that needs to be done to bring it up to our own standards. “We ask that it meets the standard for keeping persons secured and we noticed that compared to other facilities in the region, there is work to be done. “We are certainly in line with facilities of this kind in the region, however, given our own standards and what we’d like to achieve in the TCI we appreciate that we have a long way to go. “Certainly we intend to have the question of a financing quote at the detention centre addressed in this year’s budget where we are hoping continued

Beckingham is currently Deputy High Commissioner in India, heading the MumbaiWestern Indian offices. His previous appointments overseas included Ambassador to the Philippines (and nonresident Ambassador to Palau,
Micronesia and the Marshall Islands), Consul-General and Director-General of Trade and Investment Sydney, and Director of British Information Services New York. Beckingham was a Director of the Joint FCO/DTI Export Promotion Directorate in London, ran the commercial section of the Embassy in Stockholm, and had a short term secondment to Cadbury-Schweppes. Beckingham said: “I am honoured and delighted to have been appointed Governor of the Turks and Caicos

Islands. “I look forward to working with the elected Government there to strengthen the Islands’ prosperity,
and helping to support, with my wife, their rich culture, worldclass environment and important relationship with the UK.”
Last Thursday (May 23), the Weekly News questioned Todd over the possibility of his departure from the office of Governor. He denied that he was being replaced,one week before the announcement. Todd said: “I am here as Governor at Her Majesty’s pleasure and as far as I know I still have that pleasure and will carry on serving. “When my appointment comes to end, it will come to an end in the normal way at some stage. When that will be I can’t say yet.” Beckingham is expected to take up his appointment during October 2013. (VANESSA NARINE)

to satisfy funds to refurbish the facility. “A solid decision as to whether or not we will refurbish has not yet been made but we do know that given the standard that we would like to see there we would acknowledge that there are lots of things that we still need to do.” He was also asked if Government had sparked up the thought of maybe even moving the facility to a different location on Providenciales. He said: “We haven’t come to conclusion on that question as yet whether there would or would not be a change in location or whether we will simple refurbish the existing facility in collaboration with the owners of the facility. “Those are things that we need to address and we will do so once we have finalised the budget for 2013-2014.”
York to confirm that the Turks and Caicos Islands is still a paradise for vacationers and is ripe for new investment. At a press conference on Thursday (May 29) the Premier introduced the delegation. This will include Minister of Finance, Washington Misick; Permanent Secretary in the Premier Office, Wesley Clerveaux, Deputy Permanent Secretary of Finance, Arthur Been and Head of Secretariat Ronlee James. From the investment arm Rochelle Thompson and Rebecca Astwood of the Investment Unit, while Joseph Connelly from PricewaterhouseCoopers and EJ Saunders, CEO of Digicel will make up the private sector team. They will attend two important events, the Caribbean Tourism Organisation Caribbean Week and the Invest Caribbean Now Initiative put on by Avalon Partners. Premier Ewing stated that this year the Turks and Caicos Islands was afforded the opportunity to be the featured country whereby it will make presentations as to why the territory is ideal for investment and what it has to offer to the rest of the world, its potential investors. He said: “We will also have the opportunity to have lots of networking with many investors that may be there and several side meetings and luncheons and dinners to host to meet with several investors. “We intend to have lots of private sector input to better explain to individuals at the conference why TCI is the best place to invest.” Sponsorship and support for

The Premier said he is looking forward to the week as he has high hopes for the country as a premier vacation and investment destination. Ewing said: “We know the global economy is down, but our hopes are high for Turks and Caicos and we continue to have good press, even though we have had some negative incidents recently. “But we continue to have lots of good press where major magazines mention Turks and Caicos as a great destination to visit and also now we want to see from an investment standpoint that it is a great destination to invest.” Director of Tourist Board, Ralph Higgs noted that for far too long the investment division has been absent from the annual New York event and that he is happy at its inclusion this year. The week will start with a colloquium (academic seminar) on Monday, June 3, involving four
students from the Community College, which the Tourist Board has sponsored, Higgs said. On Tuesday evening, June 4, there will be a TCI reception where the Tourist Board will have a small exhibit highlighting the opportunities in the TCI for vacation purposes, while the investment unit will showcase the investment opportunities. From Wednesday through to Friday, the business of the CTO, such as budgeting and marketing, will be dealt with. Higgs added: “We take this opportunity very, very seriously; it provides a great venue for us to network with our counterparts from around the region and to meet our top producing wholesalers, travel agents and travel press. “Turks and Caicos is a very new brand in the New York and tri-state area for vacation purposes and this joint initiative for investment and tourism will certainly refocus the attention of the Turks and Caicos as an investment destination.” Thompson in brief remarks noted that Invest Caribbean Now is a strategic event for international
business leaders which brings together top investors from Wall Street and several ministers of government and Heads of States to discuss the viability of investing in the emerging market that is the Caribbean. Joseph Connolly remarked that he is happy to be joining the Premier and team to invite some good investments into the Turks and Caicos. He noted that that the world is coming out the recession now and people are looking for investment opportunities again. Connolly said: “We have had a very successful development programme…over the last three years and I think people came down here for a reason; to invest and to make money and it’s interesting to know that those businesses that came down here have continued to expand which gives you an indication they wouldn’t be doing that if they weren’t successful. “So I think it is important that we spread that message to other investors and basically confirm to them that the Turks and Caicos is open for business.” (DI)

A worthwhile trade-off? THE APPLICATION by Sandals Resorts International (SRI) to lease the public beach access between Beaches and the Key West Village, formerly the Veranda, has the support of Premier, Dr. Rufus Ewing, and his Government. Ewing said: “They have something we want and we have something they want,” referring to the demands being made in the new Development Agreement that is currently being negotiated with SRI. What are your thoughts?
Forked tongues
As the Indians used to say, our Premier speaks with a forked tongue. Out of one side of his mouth he tells us the beach access roads are up to Parliament, then he goes on about this special deal. The negotiations with Beaches are a dead secret affair and we know what resulted from this. Beaches got special privileges while they benefited from being on our beautiful Grace Bay.
Wake up
The dawning of a new day is over after only seven months of sleep. Wake up my fellow islanders and see the same old stuff that brought the inquiry to our shores. The 2006 Constitution and the 2007 election resulted in the inquiry call less than two years later and this Government cannot last that long doing the work of the former government. Why is any agreement, from the resort deals to the hospital deal, secret?
Transparency
Suffice it to say that the Government would be well placed to hold the line on jobs,
enforcement training opportunities and fight for the rights of locals. I would be concerned if the resort were flexing its muscles by what appears to be a series of ultimatums.
People are watching
People are vigilant to see that the Government stands its ground and fights for the rights of the people at large.
What are we getting?
The Premier has publicly said that the new agreement reflects an improvement in the duty rate in terms of concessions and all immigration matters have been taken out of the agreement. Whereas the 2006 document included immigration clauses, a contravention to the immigration ordinance. But that is all that he has said about the new development agreement. These are all things that in my mind are standard and reasonable requests. What is it that Beaches has that we want? And, more importantly, is it that big a deal that Ewing’s Government is in support of Butch Stewart privatising public space? This is a major issue and the answers need to be given to the public. The people deserve
that much.
Private negotiations
The negotiations are private and there have been calls for more transparency. The Hon. Premier’s response to that was something of a snide comment, when he remarked at one of his press conferences, whether a town hall meeting should be called to discuss the development agreement. We understand that the development agreement has an element of confidentiality, but when something this big is part of the agreement it must be a decision of the people, not the trade-off we are seeing, especially when the people stand to lose.
A bad precedent
The idea itself is ludicrous. If you give one developer the opportunity to leverage his assets (which Butch Stewarts has a lot of in the TCI) and say I will give you something if you support my application for a public beach access to become private, others will want to do the same. It is a bad precedent being set and, in my view, should not be done.
Decision not made
I can understand the fuss being made, but people have to understand that while the Hon. Premier has said that he supports the privatisation of the beach access, the final decision is still up to the Planning Department.
Weighty endorsement
The independence of the Planning Board is the big issue here, I think. An endorsement from the Premier himself is a weighty one. Now only time will tell.
How much are we prepared to give?
Beaches has had in the past, through other administrations, plenty of incentives to develop its resorts. Many more than we really should have given. Mr. Stewart knew the beach access was there long before he considered buying the Veranda. He could just as easily developed the old Treasure Beach property and not needed to block an existing public beach access. If we give this to Mr. Stewart, what will Lord Ashcroft want for one of his hotel properties? Will the next developer at Dellis Cay want private beaches there? What about Parrot Cay wanting no access to their beaches? All the above named have ‘something we want’. What are we prepared to give up for that?
Only the beginning
The blocking of one single public beach access is only the beginning. If the good doctor gives this away, what else will he give away ‘in the name of the people’? Grace Bay Club managed a huge expansion without taking anything away from the people. Mr. Stewart has alternatives to blocking the public access. There are very attractive and practical bridges and tunnels for such purposes. He might want to have his engineers look into that!

Airport redevelopment works underway TURKS and Caicos Islands Airport Authority (TCIAA), in March, broke ground for the planned $10m redevelopment of passenger facilities at Providenciales International Airport. And the vision for a newly renovated terminal and airport facility is being realised at a rapid rate with works commencing on the site. Currently construction workers are on site daily ploughing away in order to keep to a tight 18-month timeline for completion at the end of 2014. The expansion of the existing west car park has been the first area to undergo construction.
The parking lot replaces the current lower lot placed directly in front of the terminal building. The elevated lot will have three tiers comprising of the executive lot, the main lot and the overflow lot. Upon entrance, patrons will have a larger number of parking spots to choose from and they will have the added convenience to exit on a slope direct to the new roadway. Construction on the new traffic circulation system has also been undertaken. The roadway will host a convenient roundabout to aid the flow of traffic. Persons can decide to continue
to the parking lot from the centre of the roundabout or exit the airport roadway. A statement from the TCIAA said: “For the safety of the public, they can expect to see construction of the terminal building begin in approximately three weeks, where a protective barrier will be put in place to safeguard passengers whilst work continues on the lower parking lot as well as terminal roofing.” The terminal expansion project works are being completed by a team that is over 90 per cent Belonger workforce. At the ground breaking ceremony, TCIAA chief executive, John
Smith, estimated that the Belonger involvement would be at 75 per cent. The redevelopment is the second phase in the overall plan to improve the airport. Phase one was completed by Dexter Construction, with major sub-contractors Cove Construction Ltd. and CBMS of the Turks and Caicos Islands. The focus was extending the runway from 7,600 feet to a length of 9,200 feet. This extension supported the facilitation of new long-haul flights from Europe and Asia to the TCI, allowing for planes such as the Boeing 777 and 747 to land at the airport.
Phase two, according to the TCIAA Chief Executive will nearly double the size of the terminal to better accommodate the 500,000 passengers who pass through the Airport each year. It will increase in size from 51,462 to 92,321 sq ft. Once completed passengers will be able to enjoy expanded check in counter areas and self-check in facilities, additional bathroom facilities, larger retail space for shops and restaurants, and improved medical amenities. Work is scheduled to be completed in 2014 and will ensure that the TCI’s airport meets the International Association of Travel Agents criteria for Level C Class facilities.

Premier blasts media for false report
PREMIER, Dr. Rufus Ewing has refuted allegations that he was responsible for the alleged dismissal of Air Turks and Caicos agent, Darrita Smith, after a reported incident on Monday (May 27). According to a report from local online news outlet, Smith was dismissed from her post after she had approached the Premier’s entourage and requested that the Premier’s son, who was travelling with him, go through the necessary security and other checks, as is the norm for outbound passengers. At a press briefing on Thursday (May 30), the Premier slammed the media reports of the incident, calling them reckless and false. He said: “Where I welcome and support the fundamental right of citizens, political leaders, and media houses to make inquiries on matters that may involve breaches in the law or in propriety, I must however state that we do each other and our democracy a disservice when we make and disseminate reckless and false accusations without genuine attempts to get at the correct facts.” Ewing called for professionalism in reporting and a review of the statements made by the two media agencies. The Weekly News spoke with human resources manager at Air Turks and Caicos, Claudette Gibson on Wednesday, May 29, and she disputed reports that the woman was terminated from her job. She said the company’s policy when certain reports are received - is to suspend employees until investigations into the incident are completed. Gibson stressed that it is an internal matter and had it been anyone but the Premier involved, the incident would not have been given the same prominence, and that
it would have been dealt with in the same manner. “It has absolutely nothing to do with the Premier,” the HR manager said, “the whole matter has been blown out of proportion. “Had it been any other passenger and reports came to the company that they weren’t treated with respect, company policy is that the employee is suspended while investigations are carried out, to ascertain what took place.” Gibson noted that it was unfortunate that it was the Premier and his son, but the company is handling the incident. According to her, Smith is on suspension pending the outcome of the inquiry. Air Turks chairman, Lyndon Gardiner, in a statement from the company forwarded to the Weekly News by the Premier’s secretariat on Thursday (May 30), also weighed in on the incident. He stated that no disciplinary action was requested by the Premier and that no complaint was received from the Premier’s office or head of the TCI Airports Authority. Gardiner said: “We wish to make clear that no employee of Air Turks and Caicos was terminated in relation to the Premier's travel, nor was termination or other disciplinary action ever requested by the Premier; indeed no complaint was received from the Premier's office or the head of the TCI Airports Authority.” According to him, the company carried out their investigations after hearing of a possible breach of customer service standards and the employee concerned was subsequently cleared of any inappropriate behaviour after review of all the facts. “There was some initial confusion regarding the reservation for the

The Commissioner of Police’s contract with the TCIG came under scrutiny during the May 15 sitting of the House. Elected Member for Wheeland, Vaden Williams, asked the Attorney General (AG), Huw Shepheard, to inform the House on the Commissioner’s engagement with TCIG. The AG noted that Governor Ric Todd extended the contract of Colin Farquhar as Police Commissioner for two years to allow a succession plan to be implemented. Opposition Leader, Sharlene Cartwright-Robinson, queried

whether there was a review of the Commissioner’s performance on which the extension was based and whether or not there were any changes to his contract. The AG said he was not in a position to answer the question.

He went on that the company holds the Premier and his Cabinet in high esteem and also mentioned the airline’s policy of affording certain privileges to them in conformity with international standards. Gardiner noted that adherence to proper safety standards and regulations is never waived by the airline under any circumstance whatsoever. He too alluded to the ‘sensationalised’ reports in the
media. He said: “As our PR representative is well-known to all the media participating in the spread of these erroneous allegations, we can only conclude that they did not want actual facts to interfere with sensationalism.” Meanwhile, chief executive officer of the Airport Authority, John Smith, who was also contacted by the Weekly News, stated that the Premier and his entourage did not breach any rules. He said: “The way he accesses the aerodrome; he has been given the authority to do so and has that privilege handed down to him by virtue of the office of the Premier, sanctioned by the Governor’s office and the National Security Programme and the airport is required to enforce. “There was no breach of security of such at all, absolutely none.” The CEO noted that the Premier and entourage, when travelling overseas, also have the same right of access. “That is the same thing you offer to the Governor and the individuals who are listed in the National Security Programme, this is sanctioned by the Governor’s office, the only office in the land which has the authority in aviation to issue that,” Smith said. When asked if he knew of the incident, he said: “I knew nothing of the incident at all… except that
a mother called yesterday [May 28] to find out what the status of the aviation law was and I was saying to her as it stood. “It was raised by the leader of the Opposition yesterday and my response was pretty straightforward, that I can say categorically there was no breach of our security and that the matter is a matter that is being handled by the appropriate airline.” He, along with the authority’s chairman, Herbie Ingham, in a press release stated categorically that there was no violation. On the issue of the Premier having the woman fired from her job, as has been reported, Smith said he could not comment on that. He said: “It is really the prerogative of Air Turks and Caicos… I can’t comment on that and it would be unfair for me to do so and I would be really and truly out of my place…as I don’t know if that is the case.” Ingham in his statement noted that it is rather unfortunate that such wild and malicious allegations are made against individuals without merit. He confirmed that the Premier and his entourage transited the Providenciales International Airport on the day and time in question properly and in full compliance with recent procedures and protocols in the National Aviation Security Procedures (NASP) inclusive of amendments. Arthur Porter arrested HEAD of the oncology programme at the Cheshire Hall Medical Centre and managing director of the Cancer Centre of the Bahamas, Professor Arthur Porter, was arrested on fraud charges. He was wanted on charges of committing fraud against the Canadian government, accepting bribes, and conspiracy. Arrest warrants for Porter and four other men were issued by Quebec’s Anti-Corruption Squad in February. According to a Monday report (May 27) in the Canadian Press, the former head of Canada's spy-agency watchdog, who received prestigious appointments from different levels of government and was nearly honoured with a street in his name, was arrested abroad on fraud charges. The report said Porter was detained by Panamanian authorities, along with his wife Pamela, several months after Quebec police announced they wanted to charge him in connection with the province's on-going corruption scandals. The pair's arrest was announced in a statement on Monday by Quebec's anti-corruption police watchdog, which said the operation was carried out with the help of the Royal Canadian Mounted Police (RCMP) and Interpol. "Extradition proceedings are being undertaken against the two," the statement said. Porter became head of the Security Intelligence Review

Committee, which monitors the work of the Canadian Security Intelligence Service (CSIS), two years after he was appointed to the watchdog by the Harper government in 2008. Prime Minister Stephen Harper has said Porter's alleged criminal acts had nothing to do with the work he did for the Government of Canada. At the same time that Porter held his federal role, he was director general of the McGill University Health Centre — which is now mired deep in scandals and the subject of multiple criminal charges. He abruptly resigned from his federal post in November 2011, ultimately quitting his hospital role as well and leaving the country. The Sierra Leone-born Porter faces charges of fraud, conspiracy to commit fraud, fraud against the government, breach of trust, laundering the proceeds of crime, and
participating in a secret commission. His wife faces charges of laundering criminal proceeds and conspiracy. Porter is one of several people facing fraud-related charges stemming from the construction of the $1.3-billion McGill University Health Centre in Montreal, one of Canada's biggest infrastructure projects, set to open in 2015. Others charged include the former head of engineering giant SNC-Lavalin. Police announced the charges against Porter in February. A month later, the McGill University Health Centre said it was cancelling plans to pave an ‘Arthur T. Porter Way’ onto the hospital property. Porter had been managing director of a private cancer treatment centre in the Bahamas. He told media that he had late, stage-four cancer and was too ill to travel to Canada. "I don't want them to think I would chicken out on anything," he told the Associated Press during an interview in February. "So if they want to come here, absolutely no problem." The Dept. of Foreign Affairs issued a statement last Monday saying it was aware of reports that two Canadian citizens were arrested in Panama and that consular officials were ready to provide assistance as required. A department official said further details cannot be released due to privacy concerns.

More negatives than positives to characterise Todd’s stint as Governor BY VANESSA NARINE
GOVERNOR Ric Todd assumed his post as Governor in the Turks and Caicos Islands on September 12, 2011. His two years in the Islands have not been without its challenges; characterised by everything from calls for his recall to a diminished public image when he pushed controversial issues such as Value Added Tax (VAT) and gay rights through the Equality Ordinance. While the Equality Ordinance advances gender, race and religious freedoms, among others; one particular area of focus that caught the public’s attention and drew their ire was the emphasis on gay rights. The Ordinance, while protecting against discrimination based on sexual orientation, also proposed lowering the age of consent to engaging in homosexual activity from 18-years-old to 16-years-old. Despite massive protests the law was passed under the interim administration, without any changes, last September.
RAINBOW RIC However, in the wake of the public outcry, Todd did not move past this battle unscathed and got stuck once again with the title ‘Rainbow Ric’. The Weekly News found that enforcing gay rights is an issue close to his heart. In June of 2009, the then British ambassador to Poland sparked a diplomatic incident after promoting a controversial gay pride march due to take place in Warsaw. According a report in the Daily Mail, a daily paper in the United Kingdom, Todd was told by the country's civil rights ombudsman that he had “exceeded his authority” and Roman Catholic groups accused the ambassador of representing the homosexual lobby. The report said the problem arose after Todd gave gay rights leaders a ‘UK Guide to Lesbian, Gay, Bisexual and Transgender People and Their Rights,’ translated into Polish, earlier that week. It was adapted from the so-called Transgender Toolkit, a political
$2.5m budgeted for scholarships DEPUTY Premier and Minister of Education, Akierra Missick has proposed that $2.5m be budgeted in the 2013/2014 financial year for new and existing scholarships. This proposal was accepted by Cabinet, according to Premier, Dr. Rufus Ewing, during a post Cabinet press briefing on Thursday (May 30) He also advised that decisions on the allocation of scholarships within these guidelines and budget will be taken by the Scholarship Board, which will also proceed with the allocation and ensure applicants are informed in a timely manner regarding the status of their applications. Details of the scholarships awarded will be published in the Gazette. When asked, Minister Missick stated that the scholarship areas remain the same as last year’s. She explained: “We were operating within the first quarter of the budget, which we were allowed to do by the application in the House of Assembly given that the budget would not be passed by the summer, so they would have been the same areas

that were on the list including areas of health for students who would like to go to medical schools, dentistry, nursing, then we had engineering from top to bottom electrical, water etc.” However, she noted that next year’s scholarship agenda will change and so will priority areas. She said: “We continue to have discussions with corporate TCI to really see in what areas there is a glut on the market. “We, in conjunction with the Ministry of Border Control and Labour, will conduct the national skills audit to see where there are deficiencies in the Turks and Caicos.” (DI)

Todd was initially dubbed ‘Rainbow Ric’, in 2008, by British expatriates in Poland, when he hoisted a 'rainbow flag' - a symbol of gay rights - next to the Union Flag in front of the British embassy. According to the Daily Mail, when asked whether he would raise the rainbow flag at the British embassies in Iran or Saudi Arabia, Todd said: “I have made a judgment-about what I should do in Poland, and in my opinion this is the appropriate thing to do in this country. “I am not interfering in Polish politics or society nor am I criticising it. The Foreign Office policy is clearly spelt out and I am acting in accordance with policy. “We have achieved a lot of good things around the world on the subject of LGBT rights. “None of this is any suggestion by me or the Foreign Office that the Polish policy on LGBT rights is wrong.”
VAT FIGHT The VAT fight was another major issue and while a unified House of Assembly managed to get the legislation shelved, although not repealed, Todd contended that the current system of taxation is suboptimal. When the VAT Green Paper was made public last March, Todd made it clear that the introduction of VAT would definitely happen. According to him, there was no reason why the TCI could not handle VAT. Todd’s response to the protest was an acknowledgement that taxation is an emotive subject, adding that the resistance to a new tax was understandable. However, he stated that VAT’s introduction was not about increasing taxes, but about broadening the tax base and spreading it “a bit more thinly” across the TCI. “We can have a tax that is balanced and fair without having increases,” Todd said. He maintained that VAT’s potential implementation was in the interest of developing the economy. In between the protests, the initial report on the effects of Value Added Tax (VAT), a study commissioned by the Turks and Caicos Independent Business Council (TCIBC) was leaked to the Weekly News. Author, Richard Teather, who is a tax expert, warned that VAT is a “notoriously complex tax” and one that is not well suited to small island economies such as TCI. The report entitled ‘VAT and the TCI an independent appraisal’

looked at the suitability of a VAT for the TCI and examined whether it would be better or worse than the range of current taxes that it was proposed to replace. At the end of a year-long fight the House of Assembly majority voted to repeal the Value Added Tax (VAT) legislation. The consensus from the House majority was that the repeal of VAT legislation was larger than the repeal itself; rather it was a stance against an attack on democracy. RECALL The VAT fight was the main issue raised when calls were made for Todd’s recall to the UK. As recent as March this year there were repeated calls from Premier, Dr. Rufus Ewing, for his recall to the UK. Todd, in a prior interview commenting on the request for recall, said the recall was political. Ewing, in a February 10 letter to Secretary of State, William Hague, said: “The Governor and his administration, in their haste to expedite their mandate or agenda ended up violating many principles of good governance that had recently been approved and committed many acts that were similar, or identical to those that members of the previous administration were alleged to have committed. “These acts were of such magnitude that even those persons who called for the intervention of the UK government were calling for the recall of the Governor and regretted the method of intervention by the British.... Hon. Hague as stated already, our beautiful by nature Turks and Caicos has a bright future, but the current Governor...are obstacles in the way of prosperity. “They never have, and even more so now, enjoyed the trust, confidence and support of the people of the Turks and Caicos Islands. “I am hereby requesting that Governor His Excellency Damian Todd...be recalled and replaced by unbiased individual, better suited to adapt to and to work synergistically with a democratically elected government, the business community and the local community. “This will ensure that all stakeholders will have a fresh start at governing the Turks and Caicos Islands in the best interest of our people.”
SUCCESSFUL Despite the criticism, Todd, in an interview with the Weekly News in March this year, explained that the two years he has been here have been successful, considering the achievement of the eight milestones, the elections, the development of the economy and the return of honest and transparent government. According to him, in addition to the recall, the “other bit of nonsense” is the operation of two governments in the Turks and Caicos Islands. “There is one Constitution, one Government and one Governor,” Todd said. “My role here is to carry out the Constitution.” Premier, Dr. Rufus Ewing, on Thursday said he wished Todd well in his future endeavours and thanked him for his service to the TCI. However, he noted that the Governor’s leaving has been met with mixed reactions. Ewing said: “We know what we have, but we don’t know what we will get...we hope that the new Governor has the best interests of the TCI at heart.” The Premier added that he cannot predict what the new Governor will bring to the table, even with his background in economics, but made it clear that his Government expects that he will stick to his area of responsibility. Opposition leader, Sharlene Cartwright-Robinson, commenting on the end of the Governor’s contract, said: “I have always known that he had a two year contract and it no secret that he and I rarely saw eye to eye, we were always at opposite ends on a number of issues. “But the focus now has to be on the new Governor. One of the concerns I had about Governor Todd was the background he brought to the post at the time he came to the TCI, particularly since he had never served as a Governor before. His background did not lend anything to the time that he was in the TCI. “When we were doing consultations on the Constitution, we addressed the issue of the background of officials the UK appointed. “The new Governor, Beckingham, has a background in trade, which is a good thing at this time.” With past Governors, there has been a customary one-year extension of their two-year contracts; however, Todd is the third in the last of the TCI’s governors not to get the extension.

Dynamics of igniting national pride NATIONAL Heroes Day celebrations brought out one common sentiment among speakers at the main event - the wreath laying and awards ceremony in Grand Turk. And that was the need for national pride to be up front and centre in the psyche of Turks and Caicos Islanders. Premier, Dr. Rufus Ewing, had one of the most stirring calls for the restoration of national pride. He said: “I rise on this platform, on this day, not only in the recognition of our past but also to pledge my commitment to you my people, to build this nation, to launch a campaign of nationhood, a campaign to protect our culture and promote national pride for our country, our symbols and our people. “There are many nations and many cultures living in the Turks and Caicos Islands.
“While we welcome and embrace all, we must not permit our culture and our symbols to be overshadowed by any other culture. “Those of you who came to live among us in search of a better way of life, or to make this place your home, you too must display your patriotism for this country and love our people and everything Turks and Caicos as you seek to be a part of us. “If this country is your future you too must raise our flag and raise our people as we grow this great nation….our flag should be flown in front of every Government building, every school and every medical facility as a national symbol. “To this end, I have recently tabled a paper to Cabinet to enact a policy making it mandatory for all public buildings, schools and institutions to fly on a daily basis, the flag of the Turks and Caicos Islands as the

ultimate symbol of our nation's pride.” The call marks a good start in the right direction towards developing a sense of national pride among locals; however, it is only that, a start. This effort has to reach deeper because at the end of the day what stands to be lost is not something the Turks and Caicos Islands can afford – the loss of its culture. AMERICANISED The criticism that I have heard more often than not is that Turks and Caicos Islanders, more so the younger generation, display attitudes and behaviours that are more in line with those of the United States of America – most everything about the younger generation reflects that particular western influence. This is understandable given that many of these young people either went to school in the USA or visit there often. But the TCI is a Caribbean country. That said, I return to the Premier’s comments about expats in the TCI, where he says: “There are many nations and many cultures living in the Turks and Caicos Islands. “While we welcome and embrace all, we must not permit our culture and our symbols to be overshadowed by any other culture.” I would endeavour to say that the Turks and Caicos Islands are not in danger of having their culture overshadowed by that of the expats in this country; rather are in more danger with having to battle the
strong American influence in the local community. Expats in the TCI are away from home and for many of them events, like the recent Haitian Flag Day, are ways they keep connected to their home countries and cultures, while respecting and upholding the values their second home, as well as contributing to its development. Another large group of expats here are the Indians and a major part of Indian culture is religion, which for most is Hinduism. The TCI, according to the 2011 Constitution, is a Christian nation and, for example, there are no temples for Hindus to worship here and when festivals come around, most Indians either get together as a group or enjoy their festivities at home. These are only two groups of many other nationals that are in these Islands, and I believe there are slim chances that the cultures of expats will overshadow the local culture. The American influence is the largest threat in my view. A SPARK What is being talked about now, things like the mandatory hoisting of the flags, are things that children from as early as nursery school were taught in many countries. But the reasoning behind this is that for those countries independence was a fact, not a question. In any case, independence is the eventual goal of the TCI and a deep sense of pride gains deeper roots from an early age; everything from
the way the flag is handled to the history lessons that make a country what it is. All in all, a start has been made and continued emphasis in this area can only meet success and hopefully changes in the psyche of the youth who stand to learn so much from the older persons in the community and realise how rich their own culture is. A deep sense of national pride comes from understanding what you have and how you came to have it – lessons in the country’s history. Knowledge inspires a kind of fire and today’s youth is the best target group to advance the catalyst that would cause a much needed spark to promote national pride. This spark will define national pride for the younger generation; define their love and devotion for the Turks and Caicos Islands. However, with this move, the dangers of nationalism – a movement that consciously aims to unify a nation, create a state, or free it from foreign or imperialistic rule – must not be ignored. And one of the greatest dangers of nationalism is prejudice against other groupings, as the promotion of patriotism and tolerance are only separated by a thin line. Balances more often than not are held up by small things and the promotion of national pride, while a must, cannot be advanced haphazardly, but must be done from a strategic base for viable success in the interest of the future development of these Islands.
Manufacturing policy for the TCI DIVERSIFICATION of the local economy is one of the main areas the current administration campaigned on and going into office, Premier, Dr. Rufus Ewing, stressed the need for diversification to support economic growth. When Cabinet met on Wednesday (May 29), Minister of Finance, Trade and Investment, Washington Misick, tabled two proposals from businesses in the Turks and Caicos Islands wishing to establish manufacturing facilities. It was agreed that a manufacturing policy should be developed in order to take forward these and other manufacturing proposals. And at a press conference on Thursday (May 30), the Premier noted that the policy will take into consideration Belonger preference, environmental safety and international standards, among others. When asked, he confirmed that the areas of manufacturing in the
proposals are that of textiles and agro-processing. Last December, the Premier stated that collaboration was sought not only between the UK, but with other Overseas Territories to advance economic diversification, a development that would include agriculture, deep sea fishing and offshore financial services. Ewing said while there are useful policies, which the other Overseas have tried and tested, that can be adopted by the TCI, the country will still seek out other regional partners, such as the Caribbean Community (CARICOM) for needs such as advancing agriculture. To date, as it relates to the agriculture push in the TCI, some 500 acres were allocated in North and Middle Caicos; 10 acres in Grand Turk, which includes both private and Crown land; and 86 acres in North West and North Central Providenciales that have been
surveyed. Also, consultations are ongoing in Providenciales among stakeholders about zoning of plots for agricultural purposes. Minister of Environment, Home Affairs and Agriculture Minister, Amanda Missick, in her ministerial statement to the House of Assembly on April 26, stated that, in addition to making available lands for agriculture, the Government’s North Caicos Farm is currently focusing on research to support the development of best practices. These, according to her, will support local farmers. She noted that this builds on a successful symposium that was held in the latter part of 2012. Turning to the fact that the post of Agriculture Director is still vacant, Missick stated that efforts are ongoing to recruit a new director to advance efforts in developing the sector. Local protesters are not giving up BY DAISY HANDFIELD JUST four days into the protest in front of the Beaches resort on Providenciales, protestors are coming out with bigger signs and have even already gained international exposure. Main protestor Dorell PrattDelancey told the Weekly News on Thursday that she believed owner of Beaches, Butch Steward, had contacted the Premier’s office in attempts to get her removed from the property. According to her, Premier, Rufus Ewing contacted her, but did not request for her to leave the property after she told him that she was not going anywhere. In the days that she has been protesting in front of the resort, a reporter from the United Kingdom has also spoken with her. Although the protest continues to be a two-man protest, with PrattDelancey and Jermaine Riley, they have no intention of leaving until their demands are met. She said: “Of course we are not moving and we’re not going to move until Butch Stewart rips up the 2006 agreement.
“We are hoping to make progress again today [Thursday] and I feel that if we come together we can be that leverage that the Premier needs and that the Opposition needs to push Beaches to do the right thing and give up their 2006 agreement.” There has still not been any feedback from the resort but, the protestors feel as though their incentive is drawing attention. Pratt-Delancey said: “A lot of managers come out daily and they check. They would come out like every half an hour but, they know where we stand. “We are here until Butch Stewart rips up the 2006 agreement and obeys the laws of this country, especially the laws that are set at the Labour Department and also give our people jobs.” On Monday the list of unemployed persons who signed the protesters’ sheet stood at 70, but as of Thursday it had increased to 89. She said: “So far we stand now at 89 unemployed people in the Turks and Caicos Islands, we’ve got a few that got jobs yesterday [Wednesday] and as they get jobs we take them off the list.” The Weekly News asked the protestor if she felt as though those
jobs derived from the protest. She said: “Their resumes may have been pending, no one can actually say if they got jobs because of the protest I would love to believe that but I believe that the resorts in their meeting are discussing this small protest and their wondering where would be our next stop and so like I said, if these 89 people get hired then this protest is over and of course if Beaches signs the 2006 agreement. “I’m confident that something positive will come out of this. If the managers don’t come out and greet us every morning we would feel like were doing this in vain but, because we saw the general manager, we saw various managers that keep on coming out and checking out then we know that this is bothering them, we know that this is the leverage that our country needs. “The Premier is going to do his job and the Opposition is going to do their job but, the TCI needs to know that they have a role to play as well and we have to do our job. “They need to know that anything worth having is worth fighting for, we have to learn as a country to fight.”

Beach accesses better protected under National Parks Ordinance, Ewing CABINET on Wednesday (May 22), agreed that the beach access points and community parks should be registered as National Parks under the National Parks Ordinance, given their importance to the community, and invited the Attorney General (AG) to give this legal effect. And when asked, Premier, Dr. Rufus Ewing, contended that the beach access points will be better protected under the National Parks Ordinance, as opposed to having them placed under the National Trust. He explained that the National Trust is an organisation and changes regarding status of sites under the Trust can be made more easily. According to him, unlike the current application from Sandals Resorts International (SRI) to lease the access point between Beaches TCI and the newly acquired Key West Village, formerly the Veranda, there will be no future considerations for similar applications, as the access points will be protected under the National Parks Ordinance. Ewing added that any changes to that protection will have to be taken to the House of Assembly for debate and considered before approval.

Politics of location Dear Editor, Who am I? I guess the right response would be “I am a black woman”. However, that was never how I saw myself. I am just a person. A confused 22-year-old who has not decided where to go for graduate school, and graduation is right around the corner. I never sat and thought about how my race, gender and class affected me, or how these markers of identity made me who I am. However, when I examine my life, I am surprised by how much these markers have impacted my life. Surprisingly, race had the least effect on my life growing up. I grew up on an island where 95 per cent of the population was Afro-Caribbean. Racism was never an issue. Topics on slavery and civil rights movements were never at the top of our history classes. As a black person, you knew who the key figures were (eg. Martin Luther King Jr., Malcolm X), but further knowledge was something you were expected to learn on your own. The brutality and cruelty experienced by people of colour was always thought of as an ‘American thing’. We had to worry about how issues in the Caribbean affected us and racism was not at the top of the list. Before we continue, do not think I did not have any interactions with
other races. My aunt in England is white and I have fond memories where I spent many days at her home in the islands. She was never my white aunt, but my aunt Susie who turned red if she stayed out in the sun too long. It was my uncle’s Canadian girlfriend Glenda who helped raise me as a child. Glenda taught me how to use the telephone at three-yearsold. She took me sailing and horseback riding. She tried to teach me how to swim; however, I fear that her efforts were in vain. She showed me an appreciation for the outside world. Unfortunately, my family did not realise how much I was learning until she ‘mysteriously’ showed up to the house (I am still denying that I called her), and a three-year-old bird told what said boyfriend was doing in the other room with another lady. Looking back on that day, I guess racism was involved; when three grown black people were scared of the reaction from this petite, white woman. Their fear was based on a stereotype that white people are crazy and respond violently to altercations with black people. I was not aware of racism until I came to America for college. It was eye opening entering a classroom where I was the only person of colour.
Noticeable, but not something I pondered on throughout the day. It was not until I started posting pictures on social media that someone from home asked: “So you do not have any black friends there?” This question threw me for a loop. Was I not allowed to mingle outside my race? Should I go out and find some black friends? It was this question that made me take note of racism. I did conform to the social norm and made new black friends. I read up on racism, slavery and civil rights movements. I watched documents on racism and joined black students clubs. McIntosh’s Unpacking the Invisible Knapsack defines white privilege as unearned advantage for white people (397). She states how whites are taught not to recognise white privileges and it is something all white people have (McIntosh 395). McIntosh is right. None of the people’s friends in my pictures asked them: “So you only have one black friend?” My white friends were not pressured to meet new people of colour. Was it ‘privilege’ for people of colour to have white friends, and not vice versa? At the beginning of this course, I considered gender as the least of my worries growing up. Education was an important factor
in the islands, especially among women. My friend’s mom once told me: “A man can afford to be dumb; he can do manual labour to make money. A woman does not want to do labour.” Therefore, the lesson learned was if we obtain the proper education, we can break down gender norms and are able to provide for ourselves. Yet from my class notes, the United Nations states women do 75 per cent of the world’s work but only earn ten per cent of the world’s wages (McHenry 29 Apr 2013). So now my reply to my friend’s mom is: “I do more work than he does. I work longer hours than he does. I have a desk job while he works outside. Yet I am still making less than what he does. What gender norms am I breaking?” At first, my college roommate and I would have debates on feminism; she was disgusted by my lack of enthusiasm. My roommate is a joy but she did not understand that I was not as passionate on the matter as she is. She made me feel less of a woman because I do not fight for gender equality. It was frustrating sometimes to get her to understand that I did not know how to care for something that was never been an issue to me. At times I wanted to scream at her: “I am sorry that I was fortunate enough to grow up in a peaceful place where my gender did not prohibit me from experiencing life as my opposite gender as yours did.” My experience in gender inequality was never brought on by a man, but someone of my own gender

One Island Mentality YOU have heard it before; those folks in Grand Turk have one island mentality. The ‘Big’ South Caicos was charged with the same mentality. Back in the 1930's when Lorimers had more people than any other TCI community they could have been targeted for the same thing but there were no vehicles, phones or mass communication back in those days. Now it is Provo's turn. My cell phone here in Middle Caicos is cluttered up each week with notices of events going on in Provo, which are two hours and 100 bucks away from Middle Caicos. Lorimers’ residents are three hours away. Provo now has nearly 30,000 people and its hard these days

One high profile former child of North Caicos now resides in Brazil. North Caicos population is also on the way down. Royal Reef and St Charles Place are now ugly monuments to an administration, which deserved to be dismissed but somehow survived. However Courtney and his church, nursery and the farm have survived the Dellis Cay attacks. Once again Middle and North have elected someone who has more on his plate than the problems of Middle and North Caicos. Minister Don-Hue follows Minster Jeffrey and Minister Robert. Save for Minister Sam who tried to get Half a Creek resort going, nothing has ever been done for Middle Caicos. Ministers Mike and Royal created
those monuments to mismanagement. Decades have rolled by and Grand Caicos the largest most beautiful island is now cluttered with shells of abandoned houses. Pavement was installed and now we are taxed to death to pay for it. The little Blue Horizon Resort stands alone on the western edge of Conch Bar with its superior view; the Mudgin Bay Restaurant and Bar overlook the most beautiful view in the northern Caribbean. The people are visiting this western end just to visit the two caves and to look at Dragon Cay while they sip a rum punch and enjoy lunch. The far west end of Middle Caicos was sold out to a bankrupt Miami developer for 3,000 dollars per acre via the former Speaker of the House.

Now I understand the points she made and I can agree with some of them. However, I do not feel as strongly as she does because I believe classism shaped who I am today more than my gender. This is my marker of identity. I come from a poor section of my island. Both of my parents had to work to provide for my siblings and I, while my grandmother raised us. Growing up, I knew the only way out of this place was to get a good education. Therefore, I absorbed everything I could to get me ahead. School became my church and the textbooks my bible. I did not know phrase: “It is not what you know, but who you know” until high school. In the last month of my senior year, after five years of slaving to be on top, I knew that valedictorian position and the scholarship abroad were mine. I did everything I was supposed to; this was my ticket out. Unfortunately, my plans were tarnished and they gave it to someone else under the pretence that I did not have as much extracurricular activities as the other candidate; despite them having a much lower continued

Roads and utilities have been already installed by Sam's developer and the barge is now at rest at Heaving Down Rock a D8 dozer and other equipment was at one time available. The problem for Middle and North Caicos remain. The current representative follows again with one island (Provo) mentality.

TCI to sign on to tax convention

THE TURKS and Caicos Islands is taking another step toward greater tax transparency, with the agreement from Cabinet, on Wednesday (May 29), that the country will sign up to the Multilateral Convention on Mutual Assistance in Tax Matters. The convention will facilitate the efficient and reciprocal exchange of tax information between TCI and existing signatory jurisdictions. A month ago, at a meeting on April 24, Cabinet noted that it is inevitable that further global measures will be adopted on automatic exchange of information on tax and tax transparency. It also said that momentum on the issue is rapidly gaining across the world with particular focus on information about the beneficial ownership of companies for regulatory and tax exchange purposes. The TCI already does this for trusts and banking sectors, however, Cabinet agreed
that it was in the interests of TCI to take a proactive role in global discussions on tax transparency matters and that further consideration would be given to a political commitment in the near future for TCI to engage in shaping the reform. The Premier, Dr. Rufus Ewing, is expected to write to Prime Minister, David Cameron, who is also Chair of the G8, about the G8 tax transparency agenda In his last letter to Cameron in April, Ewing underscored the TCI’s support of the establishment of a multilateral automatic information exchange He said: “We subscribe to the notion that the fight against tax evasion and fraud is rightly a global priority, necessary to protect the integrity of public revenues, the confidence of taxpayers in the fairness and effectiveness of their tax systems and, ultimately, public confidence in open global capital markets.” The Premier pointed out that the TCI supports the efforts of the G8 and open
governments everywhere in the battle against tax evasion and fraud; it has consistently worked with international partners to meet international standards and in particular, the Peer Review process by the Global Forum on Transparency in the Exchange of Tax Information. Ewing expressed support for Cameron’s stated priorities of trade, tax compliance and transparency of the UK’s G8 presidency. He also made it clear that the TCI operates within the framework of an open economy, thriving in open, transparent and competitive markets. He said: “We are also committed to developing our financial service industry as a dynamic, successful and well regulated sector which meets globally recognised standards of transparency and compliance and we stand ready to respond to change. “The Turks and Caicos Islands will embrace this next step and commits to entering into automatic exchange of information agreements with the UK to the
same timetable as the agreements which we are currently finalising with the US.” In his letter, the Premier also pointed out that the TCI is not a tax haven. He said: “High standards do not frighten us and we recognise that they are good for business. “But we are determined to work for the fair application of those standards to all financial services sectors everywhere, whether off shore or on shore. “We look forward to working in close cooperation with the United Kingdom, the other Overseas Territories and international partners on these commitments and would urge rapid development of new global standards in these areas applied fairly to all, regardless to size and economy.” Before Ewing writes again to Cameron, he is expected to be engaged in a teleconference with officials from several British Overseas Territories on Monday (June 3) to discuss the tax transparency, among other related issues.

grade average. But everyone knew the reason; my family name was not high enough in the society’s hierarchy. It was alright, I brushed it off and it made me more determined to earn that scholarship abroad. Therefore, I went to community college in my country and tried again at getting a scholarship for university. At the Turks and Caicos Islands Community College, I worked myself to the bone. I joined debate teams, clubs, and even the softball team. I made it near impossible for the government to deny me again. However, I was defeated again. I was valedictorian at the college but my application for the scholarship was denied. Fed up with the system, I begged and pleaded with my parents to help me look into other means of paying for my education. That was my first year at UMass Dartmouth: knee deep in loans that parents had to start payment on and $300 in my pocket for the semester. However, I was not going to be discouraged, and I applied again for a scholarship. I finally got it. I would say sweet victory, but they were not making it that easy. This scholarship came with new rules. All scholarship recipients must maintain a certain GPA, not allowed to switch majors and nice chunk missing from our monthly allowance.
In Langston’s Tired of Playing Monopoly, I became familiar with the term class mobility (402). Class mobility is the movement of people between social classes. This is what I wanted to achieve for my family. It was more important than woman’s rights. However, from what I learned in class, as a black woman I will only be able to make 71 cents for every dollar men earn (McHenry 26 Apr 2013). How can I achieve class mobility if I cannot obtain my economic success? I have come to understand how thick my ‘concrete ceiling’ is. Classism was why I got annoyed at my roommate when she accused me of not caring about women’s rights. How could I have cared when I had my country’s dragon breathing down my neck? They were counting on me to fail, so they could strip me of my scholarship. I could not see how gender or race was affecting my life. Before this course, I did not see how gender will be the reason I get paid less than my colleagues. I had feared it was my class that was going to affect me. I realised now that my gender and race affected my life more than I gave it credit for. However, I still do believe class impacted my life the most. Classism was my motivation from childhood to constantly challenge myself to be my very best. Thank you, Raven Saunders.
People do have a right to know Dear Editor, Be on the lookout for unmarked bullets mysteriously appearing in outgoing air-travellers’ luggage at the Providenciales International Airport, Turks and Caicos Islands! It is a sad state here in these instances is that no-one knows where these bullets are coming from. Please do not ask, nobody is talking, and from all indications even if the information is known it is not available to the general public and there is no way to demand it. There is no such thing as freedom of information just yet! During the recent election campaigning, certain candidates had indicated that one of the first orders of business would be to legislate for the TCI a freedom of information (FOI) act. Those persons have since been elected as members of parliament (MPs), and must now enact legislation. Why the concern and haste? Much reasons to be discussed. In recent weeks this country was literally at a standstill with wonder how cases against visitors/tourists whom allegedly were found with contrabands in their luggage, will be settled. And, after having many inquiries from as far as the USA, to include two distinguished US Senators, there seem to be and was a reprieve! There was much silence throughout the whole country. The tourists were let go, free from all charges, and even free
from the respective $4,000 bounds, and I wonder and ask, are they too free from the open statement of not wanting to return to the TCI to face the courts? Or was that just a hollow statement and our courts system have no teeth? Under normal conditions such a bold statement (especially being publicised in the newspaper), would had resulted in an immediate revocation of bond. But again, this is the TCI! Oh and by the way the non-senators like us too, were watching with keen interest; as recent contraband incidents involving natives were handled with distinct differences. To recap for the first time reader or hearer, two USA tourists were found to have had a single bullet in their respective luggage, and once detected, were dragged before the court, bounded out and complained to the USA newspaper and legislators, who in turn followed suit with inquiries through their embassies. According to the record both accused denied knowledge of the bullet. The charges were dropped. It may sound as if it was a good gesture by the Director of Public Prosecutions (DPP), when stating that discretionary authority is given by Constitution to accordingly act. But in so acting unintentional harm has resulted or will result to the others who may by accident one bullet drop by a disgruntled person, a gesture or any inadvertence can be snared in the same way.
Others or we may not have the same level of pull or luxury like access to USA senators or merely the good grace of other friend or foe TCIs to champion our cause, and receive such DPP discretional constitutional grace. That being the case, absent of transferred constitutional grace, super speedy action is begged of our legislators to do due diligence and have a FOI act passed so information is readily available for the general public. Think about it! We really do not know what happened. We just do not know. No one is telling anyone anything. We are left guessing. And we all know what guessing is, assuming. Assuming and we all know what assuming is! Let us not assume and just reason here. Did the aged tourists made mistakes by way of loss of memory, lapse in chain of baggage custody, personally packed the bags and the bags were in personal sight at all times. Or, did someone else, including hotel staff, the taxi driver, the TSA screener, airline personnel, or even the police wilfully set these tourists up? That is now grave concern for the general travelling public. Who will be the next person found with another mysterious bullet? The public has a right to know! Regards, Edward E. Hundreds sit GSAT examinations THE GUSTARVUS Lightbourne Sports Complex was flooded with hundreds of students on Tuesday through Thursday, who were in the process of sitting their final exams before saying goodbye to primary school. On Wednesday the Weekly News spoke to a few of the students after sitting their English paper 1 and General paper and from the comments, they were quite confident in their performances. One student from Oseta Jolly said; “The exam was good, I wouldn’t say it was easy, it was a bit hard, but still good.” Another from Ianthe Pratt said: “I feel like I did well today. I expect
to do well on Science paper 1 and 2 tomorrow [Thursday] but my goal is to get in the 90s overall so I can be in the top 10.” Although many were media shy, most emphasised how much they could not wait to get all of their exams over with to enjoy their summer vacation. The officer responsible for government high schools throughout the TCI, Louise Garland-Thomas, delegated by Director of Education Edgar Howell, noted that 435 students throughout the TCI were sitting the GSAT examinations, with 327 coming from public schools and 108 from private schools. The majority, 307 students came
from all 14 primary schools on Providenciales, with 216 coming from the three government schools, [Ianthe Pratt, Enid Capron and Oseta Jolly] and 91 from the 11 private primary schools on Providenciales. The remainder, 128 covered all the other schools throughout the nation. Garland-Thomas added that these figures were only a slight difference from last year’s. – How a series of actions yield intentional results every time (Part One) IT is all around us; patterns and designs, framework and structure. For some time now scientist have recognized how close a parallel there is between the animal kingdom and human society. If you were to consider the ant and its labyrinth-like tunnels in an ant hill, you would quickly realize that our arterial highways are similar if not eerily identical. Taking an overhead view of a busy city soon shows how our stop and go traffic patterns mimic those of the ants busily gathering food and resources and then instinctively stopping at a four-way, allowing another ant to proceed and afterwards moving ahead themselves. Why is the company Apple so innovative? One might say that they have achieved that level of success because of technology or skilled manpower, but arguably the other companies have the same access to similarly qualified persons and technology with which they can affect the outcome of their own products. So if Apple has access to the same technology, the same human resource and similar organic resources; why do they standout, year after year and product after product. Could it be that they approach things differently? Rather than view the potential client as a walking cash machine firstly, maybe they seek to identify what the masses need or desire and then build strategy and machines
around those needs. I have heard it said that Apple builds machines that you did not even know you needed and when presented to you, you find that it draws you to acquiring it; the look, the feel, the interactive experience. What is the allure of these devices? Why do they captivate persons so? Why is our physical movement as a society so closely similar to that of the ant or migratory birds or schools of fish? As I considered these questions I came to the conclusion that powerful systems are at work. In the background, behind the scenes and sometimes oblivious to the observer; systems orchestrate the outcomes of all kinds of activities. They are so powerful that individuals, groups, societies, nations and regions are knowingly and unknowingly affected by the subtle impression of a word or barometric pressure increases or by the opinion of one designer at a Spring Fashion Show. Join me as we take a look at this far-reaching phenomenon known as systems. Success is Intentional Businesses are the result of a vision of someone who has a driving passion to see the conceptual become reality. As this concept develops in the womb of the mind it must be nurtured and eventually brought to maturity. Once the developed concept has been delivered we see

When a baby is born they come complete with all the systems necessary to maintain and extend its life; the skeletal, respiratory and reproductive systems are all there. While it will take the child a while to be acquainted with the systems, the daily interaction that comes from need as well as the desire to experiment; allows the baby to discover the beauty and power of the systems that give it continued life. And so a business concept is also delivered with systems that must be discovered and experimented with. As a business do you experiment enough? Are you comfortable with just doing things how they have always been done? Are you aware of the systems that exist in your business, that need to be understood and developed? Do you recognize how powerful your business is, and how great an impact it can have on your current customers? Success is easy to come by, just stick with what you are doing and eventually you will succeed! However, there is a caveat; there must be a ‘method to your madness’ as the saying goes, you must plan the success you desire and have a proper method to execute the plan. This is what systems are all about; it is the creation of a method where an intended outcome is realized through a planned series of actions.

Children and Dental Anxiety BEING scared of going to the dentist is not a new phenomenon. For many adults it is rooted in times before effective pain relief or anesthetics were used and in some countries where the treating practitioner may not have even been trained or qualified. Fortunately for all of us, times have moved on; there is highly effective pain relief and local anesthetics

However, for some the fear associated with going to the dentist persists and in some cases is unconsciously relayed onto our children, breeding in them an unfounded anxiety of visiting the dentist. Recent Clinical Study A new study conducted by scientists at the Rey Juan Carlos University of Madrid and published in the Internationl Journal of Paediatric Dentistry, highlights the important role that parents- particularly fathers- play in the transmission of dentist fear in their family. Previous studies have already identified the
association between the fear levels of parents and their children, but they never explored the different roles that the father and the mother play in this phenomenon. ‘Although the results should be interpreted with due caution, children seem to mainly pay attention to the emotional reactions of the fathers when deciding if situations at the dentist are potentially stressful," states one of the authors. Amongst the possible implications of these results, the authors outline the two most salient: the need to involve mothers and especially fathers in dentist fear prevention

campaigns; and to make fathers attend the dental appointment along with their children and display no signs of fear or anxiety. "With regard to assistance in the dental clinic, the work with parents is key. They should appear relaxed as a way of directly ensuring that the child is relaxed too," notes the author. Practical recommendations to help your child I always encourage parents to bring their children from an early age and visit as a family, so the children are seeing mum and dad relaxed and comfortable in the dentist’s chair. Even before they need to be seen by the dentist they might even get a ride in the dentist’s chair just to help them become comfortable in the environment. We have children’s books in the waiting room and stickers for children who have done well. Ideally a child should have their first appointment at 18-24mths and it should be for a general checkup rather than associated with pain or trauma. The overall goal is for the child to grow up seeing 6 monthly dental visits as routine and normal and nothing to be afraid of. In this way, we can help to break the cycle of dental visits being seen as scary and help our children maintain healthy and strong teeth.

Use cling film to line a 20cm (8in) shallow, square-shaped tin. Leave extra cling film hanging over the sides. 2. Bash the biscuits into pieces using a rolling pin. Feeding birds IT seems like most people like to watch birds at the bird feeders and birdbaths. It’s a great pastime and wonderful to provide food for these beautiful creatures. It’s also an option for those who may not be able to have a pet, but could have a bird feeder. Children and adults alike love to watch the birds. Small species, which are more constrained energetically, benefit greatly from feeding. We should be consistent in feeding them, since irregular feeding can be hazardous to birds, which establish habitual foraging patterns. When choosing seeds, think about the birds that interest you and the types of seeds that attract them. Small black oil-type sunflower seeds are overall the most widely preferred bird seed, so these normally are the major portion of seeds offered. They have high energy content, and the thin shells allow easy use. White proso millet is another attractive seed used especially by smaller birds, and a small amount of finely cracked corn is good in a mix. Safflower is being used increasingly. Unsalted peanuts and other nutmeats can make an attractive addition to a feeding program and will appeal to a variety of birds. Keep in mind that birds prefer good quality seeds that are reasonably fresh. Seeds that are too old or of poor quality may be avoided or just scattered from the feeder onto the ground. Small holes in sunflower seeds, for example, may indicate insect damage and reduced quality. Niger thistle seeds, which are often used in finch feeders, are highly attractive when fresh, but may be rejected when several months old. Although commercially packaged seed mixes offer a convenient

way to get started in bird feeding, such mixtures often contain large amounts of filler seeds that birds do not prefer, and the seeds may not be as fresh as ideal. A good alternative is to purchase preferred seeds in bulk and mix your own, or try fresh specialty mixes available from sources that specialize in bird feeding products. One seed combination that is attractive to a wide range of desirable backyard songbirds is: 50 percent sunflower seeds, 35 percent white proso millet and15 percent finely cracked corn. Many other combinations also work well, and you can adjust mixtures to fit your situation. Feeding hummingbirds is an easy, inexpensive and rewarding pastime. All you need is a feeder, table sugar, some water and you are all set. Here are some easy guidelines to get you started. The most important criteria when selecting a feeder are that it be easy to clean and easy to fill. In order to be a responsible host, you must keep your feeder very clean and full of fresh nectar. Feeders should come apart so that all parts are open and available for cleaning. Please do not underestimate the importance of this. Hummingbirds will eat from anything with nectar in it, but they must be able to find it. Most hummingbird feeders have red on them because the birds seem to be more attracted to red than to other colors, but if your feeder does not have red on it, don't worry. Just tie a piece of bright red ribbon.
Snack food contents of raisins help reduce acidity (an abnormal metabolic condition known as acidosis) and remove toxins from the body, which may cause diseases such as arthritis, gout, kidney stones and heart disease. Raisins contain substances called polyphenolic phytonutrients that have anti-inflammatory and antibacterial properties. These polyphenols have been found to lower fevers by killing the bacteria that causes existing infections. The polyphenolic phytonutrients in raisins also possess antioxidant properties that protect the eyes from harmful free radicals that may cause the development of cataracts, macular degeneration, blindness and other visual disorders.
In nature, hummingbirds eat flower nectar for energy and bugs for protein. Flower nectar is 21 to 23 per cent sucrose, regular table sugar so it is very easy and inexpensive to make. Here is the recipe for making hummingbird nectar: Mix four parts water to one part table sugar in a pan. For example, use one cup sugar to four cups water. Do not use honey, Jell-O or brown sugar. Especially do not use artificial sweeteners. Putting hummingbirds on a diet will kill them. They burn prodigious amounts of energy for their size and need real sugar. Do not use red food coloring. It is unnecessary and can harm the little hummers even in low concentrations because they eat so much nectar. Do not add anything else that you might think of. Just sugar and water, that's all. Bring to a boil then remove from the heat. Stir it while it is heating until all of the sugar is dissolved. Don't boil it for long because that will change the ratio as water is boiled off. The reason for boiling is not to make syrup, but to drive out the chlorine in the water and to kill mold and yeast spores that might be in the sugar. This will help make the nectar last longer both in the feeder and in your refrigerator. Cover and allow to cool before using or pouring into the storage bottle. We recommend making a large batch of nectar and storing it in the refrigerator in a 2 liter soda bottle (washed thoroughly first.) This makes refilling the feeder so easy that you won't mind doing it every few days.

THE anticipation of summer is in the air and even though the temperatures may feel like summer is here already, we still have a few more weeks to go before we officially enter summer. Here in the islands, hurricanes, beach days and cook outs are synonymous with summer. Almost everywhere we turn there is a cookout—to raise funds, to celebrate various cultures among us or just to be with friends. Whatever the reason or occasion for us to celebrate with food, it is important that we make food safety a top priority. A common practice when serving food is to wear gloves. This is a good practice because the gloves protect the server’s hands as well as the health of the consumer by ensuring the food is contaminant free. Food handlers are taught to change gloves frequently so that there is no chance (or little chance) of cross contamination. Well, this is how it should work in an ideal world. Sometimes, there is a false sense of safety when food handlers are wearing gloves. Instead, consider this scenario: you walk into a food establishment and order a sandwich; the worker puts on a clean pair of gloves and proceeds to make your order. However, during the process, she needs to get the cheese from the fridge and when coming back the phone rings with another order on the line. She completes the phone order quickly and promptly returns with a smile and an apology. She resumes making your sandwich but never once did she change her glove! You may ask why she should change her glove. The glove is no longer clean but it is now contaminated by all the dirty surfaces that the worker touched while making your sandwich! Remember, that germs and bacteria are all around us and on everything we touch; so, every time we touch anything other than the food we are preparing, while wearing gloves, we MUST change into a new pair of gloves before touching the food again. Many managers may think this is an unnecessary expense, but I would advise them to consider the cost involved in buying a couple boxes of disposable gloves versus the lawsuit or bad press that is involved in having an outbreak of a food borne illness associated with their establishment. Weather satellite fails week before start of hurricane season JUST as what is predicted to be a very active hurricane season is about to start, a key satellite positioned to track severe weather in the eastern United States and off the US Atlantic coast has failed. In a status report on its website on Friday, the United States National Oceanic and Atmospheric Administration (NOAA) said it had activated a spare satellite, which will provide coverage of the East Coast, while it tries to fix the faulty satellite. The report noted that “There is no estimate on return to operations at this time”. NOAA’s three current Boeingbuilt Geostationary Operational Environmental Satellites (GOES) were designed to last 10 years. The failed satellite, GOES-13, was launched in 2006 and was sidelined for about three weeks last year by another problem. The agency typically operates two GOES satellites over the United States, overlooking the East and West coasts, plus one on-orbit spare. The satellites are outfitted with imagers to watch for clouds and developing storms, atmospheric sounders to measure temperatures and humidity, and other instruments. NOAA status reports indicate that the first sign of trouble with GOES13, the primary East Coast satellite, surfaced late on Wednesday when

it failed to relay expected images. GOES-13 is located over 75 degrees west longitude. The activated spare remains in its storage orbit at 105 degrees west. Data received from that spare and a European satellite will give weather forecasters a full view of the Atlantic Ocean. Should a second GOES fail, NOAA would operate its remaining satellite in a different mode to get a full view of the United States every half-hour. In this scenario, the agency would also depend more on supplemental information relayed by polar orbiting weather satellites.
As efforts continue to troubleshoot the failed satellite, NOAA has no immediate plans to move its spare GOES east. The agency also has an older GOES-12 satellite, launched in 2001, located at 60 degrees west that provides coverage of South America. The Atlantic hurricane season starts on June 1, continuing through the end of November, and NOAA’s Climate Prediction Centre has warned that this year’s season is likely to be “extremely active,” with 13 to 20 tropical storms and seven to 11 of those strengthening into hurricanes. The move comes after a decision by outgoing Cayman Islands Premier Juliana O’Connor-Connolly to join the People’s Progressive Movement, which gave the PPM the 10th seat it needed for a majority in the Legislative Assembly. O’Connor-Connolly won her seat running as an independent in last week’s election, in which the PPM won 9 of 18 seats, one short of a majority. On Tuesday, Cayman Governor Duncan Taylor announced that O’Connor-Connolly had joined the PPM, giving the party its 10th seat in the Legislative Assembly. “I was today informed that the Hon. Caribbean countries discriminate against Rastafarians, Voodoo practitioners and Muslims – report The United States says several Caribbean Community (CARICOM) countries, including Trinidad and Tobago, Jamaica, Haiti and the Bahamas, are engaged in discriminatory practices against Rastafarians, voodoo practitioners and Muslims. In its International Religious Freedom Report for 2012, the Department of State says while there were no reports of abuses of religious freedom in Haiti, some members of the voodoo and Muslim communities “complained they did not enjoy the same legal protections as Christians”. Voodoo, which is widely practised in Haiti, is often blended with elements of other religions, usually Catholicism. The leader of a prominent multidenominational group reported that half the Haitian population practises some form of voodoo and that leaders and civil society representatives have expressed concern that the passage of a constitutional amendment in May, could criminalise the practice of voodoo and lead to increased
discrimination. But the report says that government officials, including the prime minister, immediately responded to these concerns and stressed that the new amendment would not limit the freedom of religious expression. It says that government officials noted that a 2003 presidential decree recognising voodoo as a religious practice remained in force. The report says that some Muslim religious leaders claimed that the Haitian Government was reluctant to recognise Islam, and that Muslims married in a religious ceremony did not receive the same government recognition accorded to Christians who married in the church. The Muslim leaders complained that religious ceremonies could obtain government recognition only through a civil court. According to the State Department, the press reports a “growing number” of Muslims in Haiti since the January 12, 2010 earthquake. In Jamaica, the State Department
says that there were reports of societal discrimination based on religious affiliation, belief, or practice that Rastafarians alleged the overwhelmingly Christian population discriminated against them, “although there were signs of increasing acceptance.” “Rastafarians said that elements of their religion, such as wearing dreadlocks and smoking marijuana, presented serious barriers to their ability to find employment and achieve professional status in the official economy,” the report states. It cites a Rastafarian group, the Church of Haile Selassie I, which it said is seeking religious incorporation “for the 15th year without success.” “Some Parliamentarians maintained that Parliament should continue to deny incorporation because church members used marijuana, which was illegal, in religious services,” the report states, adding that “the church asserted this was not the case and indicated it used legal herbs”. UK faces European Court over benefits for EU nationals Britain is being taken to court by the European Commission for allegedly discriminating against EU nationals who claim social security in the UK. Ministers are accused of discriminating against those from EU member states who have been living and working in the UK. It is alleged an extra residency test applied by the UK to see if migrants are eligible to claim breaches EU law. Work and Pensions Secretary Iain Duncan Smith said he planned to fight the commission “every step of the way”. The EU has a standard test that is supposed to be applied by countries to determine a migrant’s eligibility for welfare payments. But the British right-to-reside test goes further and restricts access to a number of social security benefits that would otherwise be available to those coming to the UK from another EU member state. The commission believes the UK is breaking EU law and alleges thousands of people may have been unfairly denied benefits as a result. Consequently, it plans to take Britain to the European Court of Justice - an action that could take years to complete. But Work and Pensions Secretary
Iain Duncan Smith accused the commission of trying to “water down” measures to protect British taxpayers. “I will fight this every step of the way,” he said. “I will not cave in and I will continue to work on strengthening our benefit system in the meantime to ensure it is not open to abuse by anyone.” Deputy Prime Minister Nick Clegg said he believed the commission had got it “wrong on this one”. He told the BBC: “Of course we need to provide support to people who deserve it, who need it and who are entitled to it, but our benefits system is not a free-for-all and it shouldn’t be a free-for-all.” The government is “very confident” that it is on “strong ground” defending the current benefits criteria, he added. Labour, which introduced the right-to-reside rules in 2004 in response to concerns about EU enlargement, said the residence test should be strengthened. “Most people who come to Britain work and contribute,” shadow home secretary Yvette Cooper said. “But it is right that we should have checks in place to make sure people contribute or show commitment to this country before they benefit.”
New virus ‘threat to entire world’ A NEW SARS-like virus recently found in humans continues to spread -- with the worldwide total now at 49, the World Health Organisation said Wednesday. Of the 49 known infections with the MERS-CoV virus, 27 have resulted in death, the organisation said. The latest deaths were reported in Saudi Arabia. The Saudi health ministry said Wednesday that three people died from their infections in the country’s eastern region. The virus is “a threat to the entire world,” the WHO’s general director said Monday. It “is not a problem that any single affected country can keep to itself or manage all by itself,” Margaret Chan said Monday in her closing remarks at the 66th World Assembly in Geneva, Switzerland. Although many of the cases have occurred on the Arabian Peninsula, people have died of the infection
elsewhere. However, “all of the European cases have had a direct or indirect connection to the Middle East,” the WHO said earlier this month. But “in France and the United Kingdom, there has been limited local transmission among close contacts who had not been to the Middle East but had been in contact with a traveller recently returned from the Middle East.” On Tuesday, a patient died in France after having contracted the virus during a trip to the Middle East, the WHO reported. Coronaviruses cause illnesses ranging from the common cold to SARS, or Severe Acute Respiratory Syndrome, as well as a variety of animal diseases. However, the new virus is not SARS. The WHO recently gave it a more specific name: Middle East respiratory symptom coronavirus, or MERS-CoV. It acts like a cold virus and attacks

Baby rescued from sewage pipe in China out of hospital THE Chinese baby boy rescued from a sewage pipe has been released from hospital to relatives, officials say. The baby had been in hospital in Jinhua city, Zhejiang province, since being cut free from the pipe on Saturday. His 22-year-old mother, who has not been named, said the baby slipped into the toilet and went down the pipe by accident as she gave birth. The baby left with his mother’s family, an official with the Pujiang propaganda department told the BBC. Police initially treated the case as an attempted murder, believing the baby had been thrown down the toilet, says the BBC’s Martin Patience in Beijing.
But now police say the evidence shows this is not the case. “This was an accident,” an official from the Pujiang propaganda department told the BBC. “The baby was taken by his mother’s family. His father’s family went to the hospital too. He left in good health condition.” Local police told Reuters news agency on Thursday the baby’s maternal grandparents took him to a rural location. According to local reports, the mother alerted her landlord after the baby fell into the pipe, but did not admit the baby was hers until later. An official told the Associated Press news agency it was because she was frightened.

MICHAEL Adebowale, 22, has been charged with murder in the hacking death of British soldier Lee Rigby earlier this month on a London street, Metropolitan Police said late Wednesday. Adebowale will appear in court on Thursday. He was one of two people -along with a 28-year-old man whom family, friends and acquaintances have identified as Michael Adebolajo -- arrested after being wounded in a confrontation with police after the May 22 attack. Adebolajo has not been formally charged. Adebowale was discharged from a hospital Tuesday and is now in custody at a police station, police said, while the 28-year-old remains hospitalized under guard. Adebowale also is charged with unlawful possession of a firearm. The killing of Rigby, who had served as an infantryman in Afghanistan and Cyprus, in the southeast London district of Woolwich shocked people across the United Kingdom. In all, 10 people have been arrested in connection with the killing. Two were released without charges, while six others have been freed on bail -the most recent a 50-year-old man arrested Monday night on suspicion of conspiracy to murder.

US dad allegedly bashes 6-week-old girl, puts baby in freezer to stop crying AN EXHAUSTED Washington dad slammed his tiny daughter in a freezer for more than an hour to stop her from crying, police said. Tyler James Deutsch, 25, allegedly dumped the 6-weekold girl in the 10-degree ice box at his trailer in Roy on Saturday - and then fell asleep. He only woke up when he heard the child’s 22-year-old mom returning. She walked in to find him taking the baby, who was only wearing a diaper, out of the unit. Horrified, the mom tried to dial 911. But Deutsch allegedly snatched the phone away to stop her - so she ran to the trailer park landlord’s office to complete the emergency call. Deutsch appeared in court in Tacoma on Tuesday. He pleaded not guilty to charges of child assault, criminal mistreatment and interfering with reporting of domestic violence.

Cabinet approves draft 2013/2014 Budget A WEEK after the Fiscal and Strategic and Policy Statement (FSPS) was approved by UK Ministers, Cabinet at their meeting on Wednesday (May 29) agreed to the draft 2013/2014 Budget. According to Premier, Dr. Rufus Ewing, at a press conference on Thursday (May 30), the document will be sent to UK Ministers once a few issues are clarified between the Chief Financial Officer (CFO) and the Budget Director. Ewing added that the budget is on track to being tabled in the House in mid-July. Asked about the budget sum for this financial year, the Premier stated that recurrent revenues and expenditure are more than $180m and $170m, respectively. Ewing also noted that the majority of the budget expenditure goes to the health sector, as it has for the last few years, particularly so this year given the payments to be made to Interhealth Canada. He stated that full details are contained in the FSPS, which has been tabled in the House of Assembly. On the issue of taxes, he noted that there are “one or two” new taxes and marginal increases in existing taxes
reflected in the budget. These tax measures are part of the alternative to the introduction of Value Added Tax (VAT). Additionally, to facilitate the delay in the budget preparations, Parliament approved an issue from the Consolidated Fund to cover operational expenses for
the first three months, April to June, of the 2013/2014 financial year. If the 2013/2014 Budget is not passed in July, a further supplementary bill will be tabled in the House to seek additional money from the Consolidated Fund. (VANESSA NARINE)

expenditure by government officials, CEO’s of statutory bodies when travelling overseas on official TCIG business. It also defines the procedures of Government departments that they must follow when arranging international travel for TCIG employees in order to enhance public accountability and transparency. It is based on the principles that no government official should be out of pocket while conducting official government business, likewise no government official should profit or make a profit while on government business, Premier Ewing advised.

Spotlight on Salt Cay
King James and Cotton Key By Candy Herwin
THE 1600s was known as the age of Enlightenment when men sought to use reason and scientific methods to challenge traditions, the Church, faith and the power of government. Intellectual curiosity was sweeping across England, Europe and the Colonies. The educated were reading works by philosophers Baruch Spinoza and John Locke, whilst physicist Isaac Newton had already published the ‘laws of Motion’ and ‘Universal Gravitation.’ It was during this era, when King James 11 ruled England that a Boston shipwright by the name of William Phips arrived in London to seek financial backing for a treasure seeking expedition. He had been salvaging wrecks around the Bahamas and had heard of a Spanish galleon that had sunk during a hurricane, near the Silver Shoals. The ship was ‘La Nuestra Senora de la Conception’ carrying 100 tons of gold and silver. This peaked the interest of Christopher Monck, 2nd Duke of Albemarle, an English soldier and politician who promptly became the principal shareholder in the expedition. He purchased three ships, the ‘James’ and ‘Mary’, which were
fitted with 22 guns and a smaller frigate named the ‘Henry of London. ’It was important for ships to be heavily armed because of the fear of attack by pirate ships patrolling the waters. After many setbacks and false alarms, the wreck and immense treasure were discovered much to the delight of Captain Phips and his crew. The divers combed the waters with long rakes for the incredible haul of gold ingots, pieces of eight, jewels and valuable quantities of silver bullion. With food and water provisions in limited supply and scared of the possibility that their treasure would be lost to roaming marauders, an
important decision was taken to leave behind the remaining bounty and set sail. Near the Handkerchief Shoals they encountered a severe storm but managed to reach the North West end of Cotton Key where they anchored on April 22nd 1687. From Cotton Key, the sailors could see the Bermudian salt ships anchored off Salt Key and the salt rakers piling the salt ready for loading. An entry in the logbook of the James and Mary recounts how the sailors manned the longboats and oared to Grand Turk and Salt Key in search of food, water and wood. Although the sailors had been
sworn to secrecy about the treasure find on the Silver Shoals, one can only imagine what secrets were divulged over a bottle of rum. The news of gold and silver remaining on the wreck circulated throughout the Colonies and on hearing the news, ships set sail in search of the treasure leaving some towns undefended against foreign intruders. Phips spent many days on Cotton Key and once refreshed set sail to England and a hero’s welcome by the Duke of Albemarle and on presentation to King James was promptly knighted for his loyalty to King and Country. Driven by greed perhaps, the
Earl volunteered for the post of Lieutenant Governor of Jamaica and petitioned King James to annex the salt islands to his Governorship in the hopes of profiting from further treasure salvaged from wrecks in the Turks Islands waters. Before a decision could be made, the King was deposed because of his strong attachment to the Catholic faith, which was contrary to the popular deep-rooted doctrines of the Church of England. More than three hundred years later ‘Cotton Cay ’continues to be a timeless and peaceful island, a quite gem in the ocean and one of the natural treasures of the Turks and Caicos Islands.

Outlook for Sailrock development ‘spectacular’ – Morley DIRECTOR of sales with the Sailrock development in South Caicos, John Morley, updated the Weekly News on the progress of the project this week. He said he was optimistic as he maintained that the outlook for the development, that has seen a significant sum invested since it got underway, is spectacular. He said: “This is a project where we see us building for years and years to come.” The Sailrock development targets the high-end market and combines selling land and villas and the development of a resort, the Great House, as well as other projects that support the development of the South Caicos community. Morley said to date that all the roads have been completed and all underground services are in, which includes power lines and water. In addition two villas have been completed and a third started, with a fourth expected to start in fall. The reverse osmosis plant is expected to be installed in the fall and the internet web network will be in place by the end of the year. Works on the Great House will start in 2014 and are expected to be completed in late 2015 or early 2016. As for community focused projects associated with the Sailrock development, the sales director said: “We have a fund where every purchaser contributes two per cent of the purchase price to a South Caicos development fund….we have tried to contribute to the community from
the time we came here.” According to him, so far works have included planting 200 mahogany trees in the community and the restoration of historic stone walls. He added that works being looked at include the restoration of Queen’s Parade, the local cricket pitch, and the development of a walkway along the community’s promenade that would lead to the marina. Morley noted too that Sailrock owns a number of properties in the Downtown area and plans to restore them so they can be rented at a reduced cost, an effort to support local entrepreneurs. Asked about employment opportunities for locals in South Caicos, he said: “It is important for us to employ locals from South Caicos… our main contractor is from North Caicos and he is very conscientious about employing locals. “In the end we will not only provide a number of jobs in construction, but also in the maintenance and on-going operations of the development…. at this time though it is difficult to estimate what the staff complement will be.” Morley reiterated that the massive development’s outlook is indeed spectacular. Sailrock is being developed by affiliates of Sailrock Development Limited, an affiliate of CMK BWI Limited. The principals of Sailrock are responsible for completed projects with values in excess of $3bn. (VANESSA NARINE)
TCI to be visited by the Queen's Frigate THE QUEEN'S Frigate, the Type 23 frigate HMS Lancaster, left her Portsmouth home port on Monday (May 28) for a six-month deployment to the North Atlantic and Caribbean. During her deployment, Lancaster will visit all six of the UK Overseas Territories in the region as well as numerous Commonwealth and Caribbean countries in order to conduct regional defence engagements. These visits will also provide
the opportunity to train with other navies as well as demonstrate the Royal Navy’s continuing commitment to the region. Between visits, HMS Lancaster will be conducting counternarcotics patrols in conjunction with the United States Coast Guard but will remain at high readiness throughout the deployment to provide support and lifesaving assistance in the wake of a hurricane or other natural disaster.

National Heroes Day Memorial Celebrations Governor Ric Todd
LADIES and Gentlemen, Friends. Just over 33 years ago JAGS McCartney died. I was student when he died. Many here were not born in May 1980. If he were here now he would not be a particularly old man, not yet 70. This reminds us just
how young he was when he died and how much he did in his short life. The memory and inspiration of his life and work are still with us. Strongly with us. This should inspire us as we think about our theme - acknowledge the past; build the present; celebrate a
fantastic future. We are here today to honour his memory and to celebrate National Hero’s Day. We do him neither injustice nor disrespect when we say that he was at times controversial in his life. Not everyone agreed with him. My understanding is
that he did not mind that. Today is an occasion to stop and think. To step back from daily life. To step back from the political discussions and sometimes strife that we have. We should not think about the latest media storms. Rather we should ask ourselves what legacy do we want to continue from the life and work of JAGS McCartney. JAGS McCartney held important office on TCI. But it was not this that made him so influential. What made him influential was that he inspired and drove and led thought. He was open to ideas. The things he did and experienced developed those ideas. He thought and he made people think. He followed Winston Churchill’s advice: ‘Give up your safe anchor and set sail on the troubled seas of thought’. We could honour his memory by thinking about TCI, past, present and future. How did we get to where we are today? We are where we are a result of decisions made; actions taken; actions not taken. The choice made and the choice not made. Doing nothing is a choice. TCI should seek to understand, acknowledge and think about the past. For if
of TCI choose it to be. In suggesting that National Hero’s Day is a day for thought I also leave you with the words of another hero, from a different country. Karol Wojtyla - Pope John Paul II. ‘Do not be afraid,’ he said. People of the TCI, do not be afraid.”

Today I declare that this symbol of our people and our nation must not wait until National Heroes Day to be displayed, but that our flag should be flown in front of every Government building, every school and every medical facility as a national symbol. To this end, I have recently tabled a paper to Cabinet to enact a policy making it mandatory for all public buildings, schools and institutions to fly on a daily basis, the flag of the Turks and Caicos Islands as the ultimate symbol our nation's pride. I call on His Excellency the Governor and the Leader of the Opposition to join with me in building this nation of ours. I extended an invitation to all Turks and Caicos Islanders, in their individual capacities, to the private sector, civil society organisations, nonGovernmental organisations, community-based organisations, faith-based organisations, schools, the youth and the elderly to join and support this campaign and the enhancement of the sense of nationhood and national pride in all our citizens. In the variant words of Mahatma Gandhi: ‘Be the change that you wish to see’ in the Turks and Caicos Islands. On this occasion, let us all be encouraged to always cherish the virtues of selflessness and service to the nation, that were demonstrated by our hero and those yet to be recognised, a love and vision for our country that was exemplified by JAGS McCartney. Today we also take this opportunity to honour a woman who has provided selfless service to the Community of the Turks and Caicos Islands and who has been the rock behind our National Hero, Hon. JAGS McCartney, behind every great man there is a great women, and too holds true in the case of Mrs McCartney. The recently established National Honours and Awards Committee under the auspices of the Office of the Premier, hereby honour her with the bestowal of National Honours Award of the Order of Excellence. We also honour her with the establishment of a scholarship in her name in the area of clothing and textiles, which is to be administered by the Ministry of Education to be awarded to the best performing student in clothing and textiles. I pay homage to each of you in our respective places. A pleasant morning to the family of the Late JAGS McCartney especially today’s honoree, Mrs. Dorothy McCartney. We are here at this familiar place celebrating National Heroes Day and focusing our attention on the sole named National Hero, the Late Hon JAGS McCartney. In 2009, I was asked to address the nation as the guest speaker at that year’s National Heroes Day celebration. In that address I called this nation to not only a time to celebrate but also to reflect and review. To celebrate the life of Late Hon JAGS McCartney, to reflect on the times of our country and life and then to review our role as citizens, individually and collectively. That call is just as relevant today as it was then. Today I celebrate the life of my party, PDM’s first leader and one of its founding members but also the country’s first Chief Minister and only named National Hero, JAGS. His name is well known but his life is not as well - known as it ought to be. We cannot truly appreciate him if we do not take the time to learn about him. This year I am trying to encourage us all to find out more about him and to learn from his life all the attributes that makes him a great leader, a uniting national figure but above all a model citizen. Yes we forget that he was just a citizen as we are just citizens. He was not a superhero with super powers. He was chosen in a time when people were prepared to fight, to rally around a cause and to stand up for the rights of others even when it didn’t really affect them. That was a period when ordinary citizens became extraordinary, not from spinach like Popeye nor from the yellow rays of the earth’s sun like Superman. He had no tricks, no super powers just armed with a vision and a passion. Like Gatorade’s
Royal Turks and Caicos Police Band performs during the National Heroes Day celebration slogan, he operated from ‘The wind from within’. He could have sat down and ignored the issues until it affected him directly but he knew he could do more and there are others among us who knows that we can and should be doing more. He did not wait for external sources to move him. We too often look to leadership to move you when all leadership does is ignite the passion within that ought to already be there but too many appear passionless, spineless and careless with the blessing of citizenship in this ‘Beautiful by Nature’ Turks and Caicos Islands. This, my brothers and sisters, if it doesn’t kill us it will surely cause our death. This year, I celebrate our National Hero through six quick lessons for us taught by the life he lived. JAGS had a heart problem and he was given a crutch by nature. He could have sat back and people would have given him a pass to be a mediocre citizen but he pushed himself. No doubt his family would remind him but he listened to the inner voice. Whatever personal crutch life or people have given us, we must challenge ourselves and listen to the inner voice. No matter what role you are called to played, the youth must always be central. Everything we do must be for their betterment and for their upliftment [sic]. We must be mindful that we do not handicap them or rob them of the future they deserve. Ignore the youth and watch your country go down a slippery slope and I say no more. He embraced the youth. He involved himself in programmes to help in the positive development of them and he used sports as a powerful tool in his hand as well. To those citizens who answer the call to leadership, remember God has allowed you to be there so we ought to serve as unto to him. Like JAGS, we must not govern in ignorance. He educated his followers and made sure they understood the issues. He demonstrated unity and despite the fact that many did not like or appreciate his efforts, he represented all regardless of their political persuasion or which island they came from. He impressed on his people the need to stand together as one Turks and Caicos Islands if only
for survival of our nation. Can this call be more relevant at this time? Prophetic I would say. He did not discriminate. He was all inclusive and he made everyone feel important. Those whom society rejected, he involved recognising that everyone has a purpose and a part to play. He represented people from all walks of life and on all issues – from behind the wheels of an Old Truck called Mother Africa to defend young men abused by police to nurses/ civil servants bid for fairer employment terms, to persons requiring medical care, to those who lost their properties, to fighting for greater powers for local representatives…sounds familiar. He never gave up and neither should we. The issues are many but they will only be managed when we honestly identify them, address them and work together to resolve them selflessly. Life was not perfect for JAGS, he had many distractors, some traitors and those who hated him for his passion and for his vision. Who does he think he is? A little black boy from the garden. But he kept the bigger picture before him. There will be people who will fight your vision, your dream, your plan, but look past them and keep a stepping. There are people who will fight against the vision for a country where there is equality, freedom and justice for all. But we must step on them if we must and plod on to a brighter day. He was no supernatural being. He was a simple, ordinary guy who refused to take up space or become another statistic. It must be painful for those who worked with him to watch a lot of what was gained in his period falling away. We still can repair, we can still rebuild and we can still make these Islands the best little nation. We just have to each find his/her place. No leader can do it alone, there must be enough people committed to the cause who themselves understand the life of service. There must be a cause bigger than you and your selfish desires. These times call for selfless servants with a vision and a plan and a heart for the people. Refrain from the tearing down in order to build
yourselves up but respect the opinions of others and the differences in opinion. I say God bless this great lady who today is being honoured and who stood with him when many of us would not have. She obviously shared in the vision and today we are honoured that she is honoured. We are happy that a recent bit of legislation once defunct has been revived so that she becomes the first honouree under the National Honours and Awards Programme. Mrs. McCartney, a strong woman who had to hear the dream perhaps even in his sleep, who had to listen and share on matter that he could not share with others, who became a widow and a single mother and remained our honourable First Lady to this day. I salute you. JAGS believed that the power of the people was greater than the people in power, what say ye Turks and Caicos? People in power – Government and opposition are your servants and you ought to demand a higher level of representation, transparency, honesty, integrity in public office, and ACTION. You ought to demand of yourself as well. Educate yourselves, serve with everything in you knowing that wherever you find yourself you can either positively or negatively impact another’s life and you can either negatively or positively impact the development of these Islands. Stop, and ask yourself what are you doing for your country? Are you giving your best or are you taking up space? Are you the problem of which you speak? Your contribution may not be national but it can impact our nation’s development significantly. You may not be recognised but serving without a desire to be recognised makes you a better citizen as helping others, helps you. A small boy was walking along a beach at low tide, where countless thousands of small sea creatures, having been washed up, were stranded and doomed to perish. A man watched as the boy picked up individual creatures and took them back into the water. "I can see you're being very kind," said the watching man, "but there must be a million of them; it can't possibly make any difference." Returning from the water's edge, the boy said: "It will for that one." I charge us all, make a difference, one life at a time and be a hero to someone. Wherever we find ourselves and whatever good we find to do, do it with humility, passion, mercy, commitment, integrity, honesty, compassion and with a conviction. It is then and only then will you remain hopelessly devoted to the cause. This is the only way to keep the dream alive. Be a good citizen; that is all I ask of you.

QUALIFICATIONS & EXPERIENCE:
• A Master's degree from an accredited university with specialization and thesis in epidemiology followed by at least three years’ experience in the design, conduct, and interpretation of epidemiologic studies, including two years’ experience at the level of Epidemiologist. OR • A Doctoral degree from an accredited university in an allied health discipline with dissertation in epidemiology followed by at one year experience in the design, conduct and interpretation of epidemiologic studies (preferred). DWAYNE Bravo will skipper the T&T franchise in the upcoming Caribbean Premier League T20 tournament. This was revealed on Wednesday at a press conference at the Hyatt Regency, Port-of-Spain. Operations manager of the CPL Carlisle Powell also revealed that the foreign franchise player coming to T&T will be Ross Taylor from New Zealand. The coach of the team will be former Test legend Gordon Greenidge and he will have as his assistant national coach David Williams. Powell also stated that Aussie legend Adam Gilchrist, who had been previously advertised as coming to play, will be missing out as he is suffering from an ankle injury. His place among the international franchise players has been taken by Pakistani Shoaib Malik. A number of former West Indian greats have been named as coaches and are split among the six franchises. Former batting maestro Sir Viv Richards is the head coach of the Antigua franchise and he will have as his assistant the former England player Phil DeFreitas. At last week’s European Tour awards dinner, Garcia joked he would invite Woods for dinner to settle their recent argument and serve fried chicken. The food is stereotypically associated with black people in the American deep south and Garcia apologised to Woods’s agent for the remarks. “It’s already done with. It’s time to move on,” insisted Woods. Garcia has not yet apologised directly to Woods, which he plans to do at next month’s US Open. The world number one had already tweeted last week that Garcia’s comments were “wrong, hurtful and clearly inappropriate”. But he said he had not given any consideration to letting Garcia speak to him face-to-face before they meet at the next major of the year at Merion Golf Club in Philadelphia, which runs from 1316 June. BRAZIL’S preparations for a major international soccer tournament have been hit by “human error” and heavy rain, which caused the roof of Salvador’s host stadium to partially collapse. The Arena Fonte Nova is due to host three matches in the eight-nation Confederations Cup, considered a warmup for the 2014 World Cup also in Brazil, with the first to be played on June 20. But stadium administrators now face major repairs after a triangular tear appeared in one section of the roof on Monday as it buckled under the weight of rain water. The Fonte Nova Participacoes (FNP) group, which manages the stadium, said in a statement: “The breakup of a part of the 36 panels of the roof membrane was (caused) by human error. “The FNP checked the sealing cover the previous day, taking advantage of the non-operation of the Games stadium. “During this procedure a portion of the membrane covering the metal deck was bent, which eventually became a barrier, causing an accumulation of rain water which prevented the correct outlets for drainage.” CNN affiliate TV Record showed aerial images of the stadium staff using buckets to remove pools of water from other sections of the roof to try to prevent further collapses. FNP said repair work was already under way and that the stadium would be ready for its first Confederations Cup match, a Group B tie between Nigeria and Uruguay. It added that the roof structure of the Fonte Nova arena had passed resistance tests, and stressed that this was an isolated incident. However, it confirmed it would now carry out a

But the partial roof collapse is the type of public relations disaster Brazil is desperate to avoid. The South American country is already drawing extra global scrutiny as it hosts back-to-back major sporting events, with the 2016 Olympics in Rio de Janeiro following next year’s World Cup. Rio’s Maracana stadium, considered a cathedral of world football, finally reopened last month after a two-year, $500 million renovation. But the Joao Havelange Olympic stadium in Rio, which is due to

Squash given chance for Olympic place, wrestling wins reprieve SQUASH, the bridesmaid of racquet sports, will hope to finally recognize its Olympic dream after winning a place on the shortlist of candidates to be included at the 2020 Games. While tennis, table tennis and badminton have long been on the Olympic agenda, squash has failed to impress the International Olympic Committee during its previous attempts, with campaigns to be included at London 2012 and Rio de Janeiro 2016 falling on deaf ears. But Wednesday’s announcement by the IOC means it, along with wrestling and the combined baseball/ softball bid, will have the chance
of securing the one final place in September’s vote. There is the offer of a reprieve for wrestling, which was dropped from the program in February, while baseball and softball were axed after the 2008 Games but have since streamlined their competitions in order to win back favor. Wrestling had long been considered an iconic Olympic sport having been part of the Games since its inception in 1896 and missing out just once -- at Paris in 1900. Both freestyle and Greco-Roman wrestling had been mainstays of the Olympics, but this year’s
shock decision led to the sport’s chief Raphael Martinetti resigning as President of the International Federation of Associated Wrestling Styles. Golf and rugby sevens are two new sports to be included at Rio next year and squash is now hoping it will finally make its debut in 2020. “This is a great day for squash as it takes us one step closer to realizing our long-held ambition to join the Olympic Games,” Malaysia’s seventime world champion Nicol David said in a statement following the announcement. The game which was played last weekend finished 5-4. The Mermaids held an early advantage before they were pulled back by the Pirates. They were 4-2 up after the opening period before the Pirates levelled matters at 4-4 at the start of the final period. The game was a great example of competitive
football as both teams gave their all to secure a confidence boosting victory. Sarah Cenary scored all four goals for the Pirates whereas Kadine Delphin (3), Guerline Hall and Yarileny De La Cruz ensured that the Mermaids hold the bragging rights for the time being. Basically the government needs to listen to experts (native) who have vision and know the way forward. One of the few persons that I see is Judith Robinson. There are others who are of equal vision/value, but they have not been committed to sports all their lives in the way that
she has been. A LITTLE ABOUT HER · Judith has been actively involved in competitive sports all her life. · She was a Physical Education teacher · She created national sporting teams · She represented the TCI all her adult life in diverse international sports up to and including the world championships · She possesses some of the highest levels of qualifications from various international/ World governing sporting bodies (softball and athletics) as official, coach and lecturer. · She possesses the love, commitment and vision to promote
us to world recognised levels and respect in the majority of sport played in the TCI. ORGANISATIONAL SKILLS It was Ms. Robinson who is responsible for the little progress that has been made in the school system. She knows what it takes to get things done. RECOMMENDATIONS I recommend that the government make her a so call Jr. Minister or assistant Minister of Sports with direct responsibility for national sports. Give her a full staff as it is necessary, and pay her accordingly.

Bien-Aime set to serve on FIFA’s executive committee despite results – After New Zealand’s Kearns drops out TCI’s most decorated sports administrative ambassador Sonia Bien-Aime was up to press time awaiting the results of a FIFA Executive Committee elections which could have resulted in her becoming the first female to sit as an elective member on the most powerful board in sports. Whatever the final results BienAime will still serve on the FIFA executive committee since New Zealand’s Paula Kearns withdrew prior to Friday’s vote at the FIFA Congress election in Mauritius. Without Kearns contesting,
it means the remaining three candidates will serve on the executive committee - one as elected member for four years and two as coopted members for one year. Along with Bien-Aime, former Australian international Moya Dodd and Burundian FA head Lydia Nsekera were contesting for the top spot. The TCI and CONCACAF representative Bien-Aime rose to prominence due to her unflinching resolve and decent stand during the alleged Mohamed Bin Hammam $40 000 CFU “vote buying” in 2011.
She has since climbed the ladder at the regional and international levels and has become the poster-girl of CONCACAF. Technical Director of the Turks and Caicos Islands Football Association Matthew Green in an invited comment said: “Sonia’s nomination clearly reflects the hard work she does for the association. I am sure she will make a valuable addition to the FIFA organisation. Clearly this also reflects well on the many years of hard work that our association has put in to developing football.”

After two over times and a tie at the bottom of the ninth they claimed an 8-7 win against the Western All-Stars (Bethany Baptist Church, Paradise Baptist Church and Methodist Church). Earlier in the day during the Church Softball League Jericho defeated the Methodist Church 155. Darwin Martinez and Bazy BienAime led with three runs each, while Paula Virgil-Stubbs added two runs and two RBI. In Game two Paradise won by forfeit over Abundant Life, while in a makeup game between defending champs Bethany Baptist Church and Paradise Baptist Church the former won 13 to 5.
