TCI records notable decrease in Covid-19 cases BY OLIVIA ROSE OVER the last few weeks, the Turks and Caicos Islands has recorded a significant decrease in the number of daily positive Covid-19 cases. This was revealed on Friday, September 18, by Minister of Health Hon. Edwin Astwood. Between Saturday, September 12, and Thursday, September 24, the number of active cases dropped from 362 to 83 and the number of recoveries shot up from 276 to 588. Speaking at a press briefing at the Office of the Premier in Providenciales, Astwood said over the last week the average number for daily positive tests is 3.3 - the lowest since June. The health minister said this downward trend has been observed for about two weeks in succession. As it relates to the current active cases, only two are in the age range of 65 and over, and three in the age range of zero to four years. Astwood said the majority of active cases were still in the age range of 25 to 44. “Currently there are no persons admitted to the hospital for treatment due to Covid-19 symptoms and complications,” he said. “Deaths over the past week due to Covid-19 has remained at zero. I always say that for us here in the TCI, one death is far too many. “I am very happy to also report

that our islands of South Caicos, North Caicos and Parrot Cay all now have no active cases.” The minister credited the territory’s decrease in cases to the efforts of the populace, the Government and the public health team. “We have made truly remarkable progress,” he said. “We all see the encouraging news as we continue to reopen the country. “Just under a month ago we were struggling under the weight of daily increases in the number of daily positive Covid-19 cases.” He also lauded the territory’s use of the World Health Organisation’s Go.data system, a new high tech data processing network tool, for the decrease in recoveries from Covid-19. The Go.data system is an outbreak investigation network for field collection during public health emergencies. Astwood further revealed that the Government has successfully procured additional hospital beds to boost the hospital’s capacity to handle any surges in the virus. These additional beds will be incorporated in the outpatient departments. The TCI’s first oxygen generator has also been procured. This critical device will be used to treat patients requiring oxygen therapy and ventilation. Speaking at the press briefing,

chief epidemiologist Dr Shandey Malcolm provided a breakdown of the territory’s Covid-19 cases as at Friday, September 18. At the time of the conference Dr Malcolm reported that the territory had a total of 667 cases overall. “Of the 667 cases, 617 tested positives in Provo, 17 in Grand Turk, 19 in North Caicos, 11 in Parrot Cay and one in South Caicos. “320 or 48 percent of the cases are female, 297 or 44 percent of the cases are in the 25 to 44 age range and 165 or 235 of the cases were in the 45 to 64 age group. “So the good news is we’ve had very few cases and the over 65-years age group and the less than five years age group three percent

and two percent respectively.” She explained that a total of 376 or 58 percent of cases were linked to other confirmed cases. Thirteen or two percent of cases are being considered as imported or linked to international travel from countries where there is sustained transmission. “The remaining 278 or 78 percent have an unknown source of infection,” Dr Malcolm said. “In terms of clinical characteristics 389 or 58 percent were symptomatic at the time of sample collection and 96 or 14 percent reported some comorbidities.” On Thursday, September 24, the Ministry of Health reported

that four new cases of Covid-19 have been identified. This takes the number of active confirmed cases to 82. The total number of recoveries now stands at 588, with a total confirmed positive cases identified in the TCI to date at 676. No new Covid-19 related deaths have been recorded, the total number of Covid-19 related deaths stands at five. According to the ministry’s dashboard report 33 new test results have been recorded by the National Public Health Laboratory. To date, the TCI has recorded a total of 3,066 test results, with 2,390 confirmed to be negative and 676 positive confirmations.

Gov’t offers extra cash support during pandemic MORE stimulus grants and temporary unemployment benefit are among the measures the Government is rolling out to support those struggling financially during the Covid-19 pandemic. The cash awards will go to non-hospitality workers and licensed public service operators, according to Premier Sharlene Cartwright Robinson. The Government is also slashing import duty on laptops and tablets to support children in home learning, while a food assist programme will benefit all 11,000 households in the TCI. The premier, who is also Minister for Finance, Investment and Trade, made the announcement during a press conference on September 10. “We have an obligation to our people and we must help our people to survive during this period of great challenge experienced worldwide,” she said. “Though our revenues are down and our monthly obligations are growing due to rising healthcare and Covid-19 related costs, as a Government, we are obligated to do what we can. “We must make a special

effort to stand with the poor; the marginalised and the disadvantaged. “Indeed, this nation’s manifesto must be based in the biblical precept: whatever you do unto the least of these.” The new stimulus for nonhospitality workers will go toward TC Islanders, employed in all sectors outside of the hospitality sector, who have been adversely affected by coronavirus. The process has been streamlined and will be launched in October, the premier said. Further details will be released to the public in the coming weeks. A new policy was also created for licensed public service operators as a result of challenges faced in the roll out of the first employee cash stimulus. Most of the operators were unable to benefit from the programme due to conflicting arrears with the National Insurance Board (NIB) and licensing laws. An additional challenge was the inability in law to modify the approved amendments under emergency powers legislation. Taxi cabs, community cabs and private transfers can now

supply an NIB assessment alone to qualify. This affords all operators the ability to benefit based on discussions agreed with the representatives of the public transportation sector. With schools switching to online learning as a result of the pandemic, a waiver of import duty on laptops and tablets is to assist students. The Government has provided tablets for many pupils identified by educators and this initiative is to provide further support to parents and students. Close to 11,000 households throughout the TCI will be eligible for the national food assistance programme, with the exclusion of tourism properties. Those households will have an ability to opt out should they wish to This will be fully funded by the TCI Government under the Ministry of Finance but managed by the Office of the Premier, Local Government and Community Affairs and volunteers. A bill has been approved by Cabinet for temporary unemployment benefit and will be tabled at the next House of Assembly meeting.

Gov’t waives up to 75% in stamp duty Opposition leader asks for more to be done for locals BY DELANA ISLES THE BOOMING real estate industry has been thrown another big bone by the Government in the form of reduced stamp duty, up until December 20. The stamp duty waiver on immovable property is available to all eligible applicants that transact a transfer of the property or any real right over such property. This comes as the territory seeks to boost revenues in the face of the economic hit it has taken due to drastically reduced tourist revenues. A significant portion of Government revenue comes from stamp duty and since the Covid-19 pandemic halted most economic activities around the world, the TCI’s real estate industry has been the only industry that is reporting significant profits. This is due in part to a 50 percent reduction in stamp duty offered between April and June. This reduction has now been increased to up to 75 percent for

closure on purchased under $2 million for the period September 21 to October 20. From October 21 to November 20, buyers who close on properties in the Islands, within the same price range mentioned above, will receive a 50 percent waiver in stamp duty. Those who buy properties between November 21 and December 20, will receive a 25 percent reduction in stamp duty for properties costing $2 million and less. The Government has stipulated that these waivers cannot be combined with any other stamp duty waiver that may be offered under the homeowners’ policy, investment policy or a development agreement. Conditions for the waiver are as follows: submission of a completed affidavit form provided, current market value of land cannot exceed $2 million, current market value of building and land cannot exceed $2 million, approval by the collector of stamp duty for the duty waiver,

Additionally, transfer documents must be submitted no later than three days following approval from the collector of stamp duty of the waiver. In order to ensure the intended benefit of the scheme, the Government has outlined that if the property is sold within five years of the date of acquisition, the buyer is liable to pay the stamp duty that

would have been payable, but for the concession. To ensure this, an appropriate restriction will be entered regarding the five-year time period on the Turks and Caicos Land Register. In a press statement last week, Leader of the Opposition Hon. Washington Misick condemned the move by the Government to offer the incentive as a way of generating revenue. “This kind of knee jerk reaction is a poor excuse for a revenue policy.” He said a proper revenue policy requires a holistic and collaborative approach to economic recovery. “Instead, the premier and colleagues seem poised to offer another unnecessary gift to wealthy foreign interests who do not need it or are already committed to pay their duty based on existing real estate contracts – including all of the presale condominium and villa units now completed.” He said given that strata titles can be transferred once units are ‘dried in’ this will benefit the Ritz Carlton’s

existing purchasers. “It will also benefit the recently announced purchase of Dellis Cay and others, none of whom should expect this concession. “If there is a concession to be given, it should be given to struggling locals who are trying to own their own shelter.” The party leader is calling on the Government to engage with the banks to extend the mortgage relief scheme offered in March, given that many people are still out of work or on reduced pay. “Without the Government’s intervention, many may find themselves homeless at this critical time. “This situation is grave, given that people are being kicked out of their apartments and are unable to pay water bills, electricity bills and feed their hungry children. “Despite all of this, the premier believes that the TCI is doing better than okay.” Misick stated that what is needed is leadership that can empathise with the plight of the people.

Marine police detain 124 Haitian migrants

More than 100 migrants were packed onto this 38 foot boat

A WOODEN boat containing 124 travellers from Haiti was detected one mile from Turtle Rock on Sunday evening (September 20). The blue 38 foot vessel with twin outboard engines, which was in TCI waters illegally, was intercepted by officers of the police Marine Branch at 9.49pm after sailing 190 miles from Haiti. During the operation, several migrants jumped overboard to escape but were quickly detained, a police press release said on Monday (September 21). The Marine Branch boat Sea Guardian with the assistance of Sea Enforcer towed the vessel to the South Dock Port. The detainees were handed over to Immigration Department

officials for processing and repatriation. On September 12 a small motorboat carrying 23 people was intercepted in TCI waters travelling from Haiti. Officials from the Radar Station tracked the 25 foot vessel five miles from South Dock in Providenciales at about 10.20pm. Patrolling officers of the Marine Branch Unit were then dispatched to meet the boat on motor vessel Sea Guardian with the assistance of motor vessel Sea Enforcer. They found the boat, which was white with blue stripes and had the name ‘Loose Moose’ painted on the side, with 23 Haitian nationals on board.

The 18 men and five women were removed from the vessel and handed over to Immigration Department officials for processing and repatriation. In a statement on June 11, Hon. Vaden Williams, Minister of Immigration, Citizenship, Labour and Employment Services, reminded it is an offence to harbour or assist illegal aliens. Anyone found guilty is liable to a fine of $20,000 or a term of imprisonment of four years, or both in accordance with the Immigration Ordinance 2018 Revised. He admires the “no-nonsense, understated but fundamental changes” he is bringing to the police force. “He won’t be leaving before I leave, and I’m in no rush to go because there is much work first to be delivered.” What are your thoughts?

Eight Dominican nationals who were on board the boats were arrested

Police seize Dominican fishing boats TWO outboard fishing boats from the Dominican Republic were detained after they were spotted steering near Seal Cay without permission last week. Officers of the police Marine Branch Unit and of the Department of Environment and Coastal Resources (DECR) responded to the sighting on Thursday, September 17. They intercepted the boats at

about 11am and discovered eight Dominican nationals on board but no marine products. The men were immediately arrested and taken into custody. DECR officers carried out processing and further investigations. Both the Ministry of Health and the Ministry of Immigration were informed of the arrests.

Two hospitalised after Kew Town shooting A MAN and woman have been released from hospital after being shot during a robbery in Dock Yard, Kew Town, on Sunday (September 20). Two men robbed the woman, 36, of $30 and shot her in the upper body at about 1.20am, the police press office said. A second victim, a 31-year-old man was also shot in the lower body. Both victims were taken

to the Cheshire Hall Medical Centre in an ambulance and were treated for their injuries. The woman was discharged from hospital on the same day and the male victim two days later. The circumstances surrounding the incident are under investigation. Anyone with information can call 911 or Crime Stoppers confidentially on 1-800-8477.

The fundamental question being ignored here is, do the people of the TCI have full faith and confidence in Governor Nigel Dakin or Commissioner of Police Trevor Botting? The statement by the governor says loudly and clearly that the opinions and concerns of the people of the TCI do not matter to him. In whose interest is Dakin working. Whose benefits is he seeking to advance? The people of the TCI carry the burden of compensation, accommodations and fringe benefits for Governor Dakin and as such his actions should be in concert with the interest of the people of the TCI, as advised by the people and their representatives. If the governor any time is not working in our best interests, we the people should have no reservations in having him removed from office. Crime has become an everincreasing thorn in our society and more evidently so with the increasing numbers of police leadership and rank and file who have little or no ties to the communities for which they are paid to police. We cannot seek to ignore the elephant in the room. Successive governors in the TCI have failed miserably in their constitutional obligation for police and security. It looks like Dakin is shaping up to not do any better. But then again how could we possibly expect anything else from an agent of imperialism? But we should not settle for gross negligence or deficiency from our hired help.

Corrupt officers

I concur. We have had several commissioners of police which causes me to think that some of our major problems are within the police force itself. Are the other generals in the force working against whomever is appointed as the COP? Are there corrupt officers who are a part of the criminal activities in the country? Is the judicial system working against us? We have to do a deep dive into the Royal TCI Police Force and solve the infighting within the organisation in order for criminal activities in society to be addressed. Maybe His Excellency the governor knows more that he could legally divulge.

We need action

Now to all that has been and done thus far, let’s see action not a bag a mouth. For real.

Lost evidence

Commissioner Botting seems to be making all the right moves – additional new officers coming on board, British officers being seconded for specialised roles, and a general increase in the professionalism of the force. But I fear all will be for naught unless two critical areas can be addressed. The first is the all too frequent situation in which evidence is improperly gathered, ‘lost’ somewhere by the police or the Crown prosecutors or ends up with an inaccurate charge being laid, because of which the accused is often set free. It is extremely frustrating to see good work go down the drain and

the undesirables returned to the streets. The other critical impediment to police effectiveness is the lack of support they get from the populace. A community will generally get the level of policing it deserves, and until the local population learns the difference between ‘snitch’ and ‘responsible citizen’ and begins to feed the police the critical information they need to clear these cases, they have no right to complain about police ineffectiveness. But please, commissioner, make the after dark police presence much more visible!

Speak out

The problem is not the commissioner of police but we, the citizens and residents of this country. We have some bad apples on the police force and that is topped with the fact that in too many crimes the culprits are related to some ‘up to do’ connected family that perverts the course of justice. Until we stop interfering and start really speaking out, we will stay in this mess and it will continue to down spiral. We could change commissioners every month and that will not solve the issues at hand. Call a spade a spade.

Police hand out 35 tickets to rule breakers BY OLIVIA ROSE THE COVID-19 task force issued 35 tickets last week to people who have violated the Government’s strict pandemic safety guidelines. Under the Government’s new ticketing system, police are now able to hand out on-the-spot fines of up to $250 for rule breakers. This new system came into effect on August 28. The newly enforced task force has been actively carrying out operations and has fined a number of people for violations and noncompliance with the Covid-19 rules. Minister of Health Hon. Edwin Astwood said those who do not adhere to the established health and safety guidelines will face the consequences. “I believe we all want to see a stronger and more effective

NIB confirms new chief executive appointment RHESA Cartwright has been appointed to head the TCI National Insurance Board. On September 9, the board announced the appointment of its new chief executive officer. Cartwright brings over two decades of experience to the post. Commenting on her appointment, Cartwright said: “I am pleased to assume this new role and look forward to driving the execution of our strategic plan. “My key focus will be extending the longevity of the fund, improving customer service, introducing new technology and improving staff satisfaction.” Cartwright first joined the board as branch manager of the Providenciales office, and has been acting CEO since December 2017. She previously worked with Barclays Bank and served in several capacities from entry to supervisory level positions during her tenure. “Miss Cartwright is aptly qualified and believes that she was being prepared for this role for the last 22 years,” the board stated. She holds a Diploma in Management specifically for Social Security practitioners, completing the programme with distinction. She also has an MBA from University of the West Indies.

He said collectively the taskforce has taken a clear mitigation approach in an effort to address coronavirus at the community level. “We do understand that while it is seen as a Covid-19 enforcement task force only to issue tickets, our intentions are from a preventive standpoint to educate members of the public of the importance of adhering to the protocols set by regulation and the ministry.

“From an intervention standpoint we will be identifying possible hotspots and engaging with members of the communities about the facts of Covid-19 and at the same time gather information and feedback that may assist decision makers. “From an enforcement standpoint our focus is to deescalate situations where possible, however where it becomes absolutely essential we will not neglect our duties to enforce the laws. “From a recovery standpoint, it is imperative that as a country we recover from the challenges encountered as a result of Covid-19.”

Adams stressed that regulations are clear and where members of the community are determined to breach them they will be dealt with accordingly. The deputy commissioner called on residents and guests alike to do their part in flattening the curve. “We must adjust to meet this new norm, to see this team as your servants on the frontline there to help you through these challenging times.” He added that while most people are complying with regulations, there are still a few whose reckless behaviour and actions could derail the progress made over the last few weeks. “To those of you who are complying we say thank you and continue to do so, and to those of you that are not doing so, let’s work together for the good of all of us.” Under the Public and Environmental Health (Covid-19) (Control Measures) (No. 2) Regulations 2020 (Legal Notice 91 of 2020) violators can be given onthe-spot tickets. Previously, anyone who breached the regulations would have been liable on summary conviction to pay a fine of $1,000 or face a term of three months in prison, or both.

Public spat between Beaches and Gov’t continues BY DELANA ISLES THE PUBLIC battle of words between Beaches Resort and Spa and the Government over unpaid taxes continued this week, with the resort calling the Government a liar. In a third volley of words, the resort rubbished statements by the Government that it had responded adequately to the two lawsuits filed against it. It is the Government’s contention that it does not have to file its entire defence against the lawsuits until the resort sorts out issues related to court changes at its end. The Government has stated that it has made it clear to the court that it intends to defend the claims being made. In its initial statement to the public, the resort called the Government out on not responding to the first lawsuit which was filed more than a year ago. It has now categorically denied that it was the one holding up the legal process. In a statement on Saturday,

September 18, general manager James McAnally wrote: “If we were the party guilty of delay we would have let sleeping dogs lie rather than using a press release to provoke the Government from its slumber.” He stated that the Government was due to file its defence in June 2019, and did not. “In September 2019, Beaches filed an application

for default judgment. In an attempt at an out of court settlement Government asked us to outline our issues. “Once more, despite the lawsuit and our numerous letters which have gone unanswered, we wrote a 23-page memorandum on June 2, 2020, again highlighting the issues. “Still, no response from the Government.” McAnally said that in a

further attempt to arrive at an amicable resolution Beaches submitted a proposal on July 3 and only received a response on September 14 some two months later and only after the resort’s first press release. The resort’s GM also made it clear that the second lawsuit is not a challenge to the assessment made by the independent audit, as the Government had indicated. “Again, let us be clear based on the facts - Beaches at no time called for any independent audit. “Quite the opposite; Beaches was notified on September 25, 2019, by the Ministry of Finance that they would be conducting a comprehensive audit of

Beaches Resort and Spa.” The resort contends that the “so-called independent audit” was contracted by the Government without consultation or reference to them. “Beaches complied with the audit but to date have never seen the final report. “We filed the second lawsuit in the Magistrates Court because we were served with an assessment which either had to be paid in full or challenged in court - not to challenge the audit as the Government suggested.” NO TAXES OWED The resort maintains that it owes no taxes to the Government. “In fact it is the Government which owes Beaches tax refunds on several items on which we overpaid and which have been verified by the Government’s own audit.” McAnally stated that Beaches’ court filings in May 2019 “clearly demonstrate that Beaches owes no taxes and that the Government cannot disregard our legally binding development agreement(s) nor the ministerial commitment given in writing by the then finance minister as to the method of calculating the hotel accommodation tax”.

The resort also denies claims that the Government sought to amicably resolve the matter, by way of an amnesty on tax penalties owed. “That is certainly not so. The Government knows full well that when it made the first assessment against Beaches, it had not yet introduced the amnesty. That assessment was then withdrawn. “The amnesty was then introduced and no sooner had the amnesty expired, was a second assessment made against Beaches.” The resort’s GM stated that there was no amnesty at any time when an assessment existed against Beaches. He added that in any event, an amnesty would only apply to persons who lawfully owe taxes, which he said Beaches does not. “Other hotels settled their tax claims under the amnesty programme for cents on the dollar.” McAnally reiterated the resort’s position that it does not wish to be in a dispute with a host country, and the company remains ready to engage in good faith dialogue with the Government. “But we will not remain silent in the face of false accusations.”

Two cadets trained at RMA Sandhurst BY DELANA ISLES OFFICER Cadets Adrian Parker and Francis Glinton left the Turks and Caicos Islands two weeks ago for the Royal Military Academy Sandhurst. The men travelled to the United Kingdom for rigorous training at the British academy, which has since begun. The two, along with Officer Cadet Dixie Smith - who will attend Sandhurst next year along with a fourth potential officer - will form the commissioned officers of the TCI Regiment. The fourth officer is yet to be selected. All three cadets - Parker, Glinton and Smith - are Turks and Caicos Islanders. Commenting on the selection during a press briefing last week, Governor

Nigel Dakin said: “We have taken our first steps towards a regiment that can protect our borders and respond to natural disasters.” The four cadets will, upon completion of their training and commission - support commanding officer of the regiment, Colonel Ennis Grant. Governor Dakin also revealed that the full time regimental sergeant major will be Colin Da Silva and the chief clerk, Colour Sergeant Joel Richards. They will assume their appointment on Thursday, October 1. Major John Galleymore has been appointed the first reservist. Galleymore will serve as Colonel Grant’s second in command. “He brings much welcome UK Special Force experience with him,” the governor said.

Advertisements for the recruitment of the marines, who will form the teeth of the TCI Regiment, will be open shortly. Both men and women are invited to apply. “We look for reserve recruits from all walks of society and want to assemble the very best the country has to offer in terms of a balance between experience and youth,” Dakin said. He added that there will be a proper selection course where fitness, resilience and initiative will be prized. “This is a regiment that will operate and be built on small teams of four, so there is great scope for leadership potential to be harnessed and developed,” the governor stated. It is hoped that the full regiment will become operational before the 2021 Atlantic hurricane season.

Appeals court frees convicted dangerous driver BY DELANA ISLES THE COURT of appeal has overturned a six-year sentence for Jermaine Missick, who was found guilty of causing the death of Martin Field and Correl Glinton by dangerous driving. The fatal accident took place on September 8, 2017, along South Dock Road, Providenciales. Thirty-three-year-old Martin Field and his 26-year-old girlfriend Correll Glinton were making their way towards the Downtown area on a scooter. Missick was driving towards Chalk Sound when the vehicles collided. The collision instantly killed Field and Glinton, and badly damaged Missick’s open-back Nissan truck. Missick was arrested, charged with two counts of causing death by dangerous driving and released on $20,000 bail, which he remained on throughout the trial. During cross examination, Missick revealed that he had been out drinking. He told the court that prior to

the incident he was at Club Pillows and then at Brother Will’s Bar, both of them drinking establishments located in the Bight. He then left that area and visited another bar in Five Cays. He testified, however, that he did not feel drunk. However, further questioning by the prosecutor revealed that the

defendant did not know if he or the driver of the scooter had veered off their designated lane, causing the fatal accident. Missick told the court during his trial that he was driving between 50 and 55 miles per hour when he collided with “an object” that was in front of him. But at that time he “could not

see or say” what it was. He told the court that he turned his vehicle to the right to avoid the object in front of him, but it happened so quickly, it was only after the event that he discovered he had hit a scooter. The judge sentenced Missick to three years on each count, with the sentences running concurrently (at

the same time). Following the trial, Martin Field’s grieving mother hugged Missick and could be heard saying that she forgave him and him responding that he was sorry as the two cried. But the appellate court did not agree with a lot that went on at trial; issues that were raised by Missick’s attorney Lara Maroof Missick. She represented him in both the trial and the appeal. Court records indicated that last Friday, the appellate justices all agreed to overturn the conviction and sentence, and ordered a new trial for the appellant. It found that the trial proceeding was unfair - the reasons for which the appeal court will elucidate in their written judgement to be delivered in the coming months. The unfairness of the trial therefore rendered the conviction unsafe, flawed and unsatisfactory. The appeals court also called into question the trial allowing the testimony of a particular witness to be considered by the jury as they were trying to reach a verdict in the case.

Climate change: Impacts and post-crisis adaptation BANGLADESH is under water, the Arctic is melting, California’s ravaging wildfires are persistently spreading and the TCI is threatened by sea level rise, higher daily temperatures and impaired water quality. Carbon dioxide (CO2) is a tiny part of the Earth’s atmosphere and since it traps heat it has an outside influence, keeping the Earth’s temperature safely at 60⁰F. If carbon dioxide vanished unexpectedly the Earth’s temperature would plunge 60 degrees in just 16 years, transforming the planet into an icy oval and wiping out almost all lives. However, since the 1800s CO2 has manifested the opposite, rising at an alarming rate! Steven Davis, associate professor in the Department of Earth Systems Science, University of California, explained that humans precipitate 500 tonnes of CO2 per $1 million of global gross domestic product (GDP). In 2019, 40 billion tonnes of CO2 were emitted per $88 billion of global GDP. He stressed, if this correlation perseveres, the depletion in the world’s economy will certainly influence long-term reduction in global CO2 emission. Ideally, now is the time for the TCI to act! values and map a pathway that is not only sustainable but responsible. But who will act first is the big question. A stalemate among governments, individuals, institutions and corporations concerning climate change can prevail and waiting for a pandemic or an emergency will only wind up in an imminent inertia. Therefore, the TCI Government, partnering with other actors, must enact laws and establish written policies to guide the nation’s efforts in combating CO2 emissions. Here, it would be irresponsible for me to press on without highlighting the unintended but welcome consequences of the pandemic. Scientists have confirmed that the air quality in certain countries improved since the lockdowns as manufacturing industries, aviation and other commuting means came

to a halt. Too, there has been a 70 percent reduction in daily greenhouse emission in New Delhi, 18 percent in China, 58 percent in the EU and 30 percent in the US north-east. An Al Jazeera report confirms this is the first time in India that the Himalayan mountain range is visible from a distance. The sad thing is, this reduction in greenhouses gases will be temporary and short lived because it is expected that environmental concerns may not be a priority as the fight against Covid-19 takes

precedence. We must change the way we lived and worked previously. In rebuilding the economy, the TCI Government must pursue green investments to rejuvenate the myriad of jobs losses. In the meantime, the authorities are obligated to educate citizens in applicable fields. The Government must make herculean changes and adapt widespread environmentally friendly agricultural practices through green policies which impel farmers to use greenhouses, irrigation systems and organic manure instead of manufactured fertiliser, weedicides and pesticides. There is also the urgency to reduce the dependency on fossil fuels and explore and exploit clean energy sources such as wind and solar or even tidal. The TCI must play its part to help reduce emission of greenhouse gases.

Looking at an uncertain future THE WORLD is a mess and no one has a clue on what the future holds. The Turks and Caicos Islands is dependent on its neighbour, the USA. Anyone watching US TV is well aware of their mess. The Democratic Party never accepted Donald Trump as the country’s president. In fact, it created false narratives that occupied months. It still goes on. Next came the youth rioting in the streets of the big cities. Riots, not protests, where both private and public buildings were set on fire. The government would not put the police to work. Instead they are withdrawing the police funding. Then at the first of the year the Chinese based bat virus arrives.

Not only in the States but all over the world. People dying like flies. Businesses and the government went to lock down. People were ordered to stay home. The medical industry had to direct a huge portion of its efforts to treating this new challenge. This left those needing special attention for their cancer, hypertension, diabetes and all

the expected human health challenges short of adequate care. I was one, and I am still waiting for a new treatment. I hope I survive until then. All this has stopped travel, business and entertainment. This stopped the influx of income into the TCI just when an election is looming. Prior to this mess, the TCI was

preparing to build infrastructure. Members of both parties wanted power to spend this funding. Now it will not be there for the short and midterm. Will our future make it another 1995 or earlier again? What is behind it all? The communist movement! Has communism been good for the Soviet Union? It dissolved and what’s left, Russia, lives in an alcoholic haze. How about Venezuela? The people of this oil rich nation are starving and living a low standard of living. China survives because it has manoeuvred the USA into its biggest customer. Like Hitler, Chinese leaders want expansion. Hong Kong in the short term, Taiwan in the long.

In my lifetime, the States have moved from a position of safety to open vulnerability. In 1941, the Japanese surprise attacked and wrecked most of the USA naval fleet on Oahu on the state of Hawaii. This started WWII and cost millions of lives. Then only 19 years ago Islamic terrorists hijacked USA commercial aircraft and took down the World Trade Centre towers and a large portion of the USA military Pentagon building. Thousands were killed in the process. Now it’s the virus from China. Certainly, there is more to come at any time. The positive news is there are expectations of a flu vaccine. Negative is the possibility of another flu. 2020-2021 does not look good.

Should Christians and pastors be involved in politics? POLITICS seems to be an area that gets the attention of most people. In fact, some of us spend more time talking about politics than anything else. We have put politics above our relationship with God. We think that the politics and politicians will save our country. However, politics has divided and destroyed us. Therefore, the question is, should Christians and pastors be involved in politics? CHRISTIANS

I believe if you are a true Christian you should do what is right. You will treat people equally and not exclude or include one group over another even if they did not vote for you. You will be strong enough not to compromise your faith for power and money. I believe if you are a true Christian you will be honest and therefore tell people the truth. You would not say one thing publicly about one issue and then say something differently privately about the same issue.

If you are a true Christian, you will fear God and not do anything contrary to the word of God. Therefore, I think Christians should be involved in politics. Of course, some Christians fall, as we are faced with temptations daily. PASTORS

I do not think Pastors should be involved in politics. If a pastor chooses to enter politics, he or she will more than likely align with a political party thus creating division in the church.

I believe in any church members will have different political views. We should avoid as much division as possible in the church. Even if a pastor decides to run independently it will create division. If a pastor wants to enter politics, I think that pastor should step down from the church. Pastors need to focus on spreading the word of God and building up their members to ensure they are grounded in the word of God. In the USA, I have seen pastors who have compromised their faith by joining a political party whose views are totally

different from that of God. These pastors are justifying why they support same sex marriage and why they support abortion. There are even pastors who are using the race card on their platform. I see some pastors have used their pulpits to attack president Trump but these same pastors remained quiet when president Obama passed legislations that were contrary to the word of God. In the Turks and Caicos Islands, some pastors have also compromised their positon. They have allowed their relationship with God to be subordinate to their love for power and politics. Obviously, somebody has to run the country. However, we need people that are not only experienced and get things done, but people that are honest, have strong moral principles and will treat people equally. This fits the description of a Christian. Unfortunately, some of the people who call themselves Christians say the right things out of their mouths but their actions are far from it. We need real Christians in politics.

Delay endangers all. Call the election! PART ONE IN THE press conference of September 16, the governor referred to lending by the TCI Government of hundreds of millions of dollars. This is a significant sum for our territory. The repayment of this loan is going to affect budgets, plans and initiatives for many years in the future. The TCI has to negotiate the best possible deal with terms that will allow this country to grow out of this debt. The negotiations need to be done with a sharp eye on the future and the consequences of this debt for the economy of these Islands. This is why it is vitally important that the Government carrying out the negotiations and agreeing these long-term commitments has a mandate from the people of this country. This Government has less than 11 weeks to the four-year anniversary of their election, 13 weeks before the date for an election must be announced and the House of Assembly must be dissolved. In percentage terms, it is 93 percent through its allotted term. For this Government to have squandered the last six months and now to negotiate such a long-term commitment that will tie the hands of the next Government is clearly

unacceptable. There is also the undeniable fact that this Government is negotiating this significant obligation with one eye on the upcoming election and may be more pre-occupied to get it done quickly rather than get the best possible deal. I do not believe the UK government should allow this significant lending to be passed in the dying days of this administration. The answer is simply to call the election now, allow the people to make their choice, and let the winning party negotiate the lending knowing they will have to live with the terms for the next four years. The premier has always been proud of her Government’s achievements so there should be no reason why her Government should not submit this supposedly glowing record to the voters of this country. I understand in normal circumstances a government however good or bad might

wish to see out their term, but these are not normal circumstance. The negotiation of a loan which will affect the next four years and perhaps longer should be done by a government with a

mandate, not one that signs on the dotted line and then perhaps wanders off into the night to leave others to deal with it. Negotiating and signing this significant loan that will put this country in debt needs to be done by a government with a mandate and tasked with the responsibility to repay the loan. Otherwise we run the risk of having a new government bearing the sins of a government that has left the building. Madam premier do not punish everyone else in pursuit of your misguided ambition. A reversal of decades of struggle Dear Editor, I was elated after the 2016 general elections because we finally elected a woman leader and premier. I was happy to share with family and friends how far we as a country had come. We had elected a young professional, a mother, a wife and a youth advocate. Women are nurturers and I was excited to see the new opportunities would be created for the youth of the country, how the working population would be empowered and the premier’s plans for creating a middle class. Today I am disappointed, hurt and dumbfounded. Instead of our country progressing to the level of self-sufficiency, we have been reduced to being second class citizens in our own country. In a recent joint press conference with the governor, premier, and the commissioner of police, the country waited patiently for an update on the current state of the economy. To my surprise and bewilderment, the governor spoke of what in his views are important.

HE said he and the commissioner of police are not going anywhere anytime soon. This statement in my view was distasteful and condescending. They were upsetting to say the least. We are an intelligent and civilised country. While we may appear to be a passive set of people, I’m sure former governor Bourke will disagree. As I reflect on the governor’s words, I began to ponder why the governor is always jumping to the defence of the premier and the commissioner of police. When the premier said, she is the best man for the job. The commissioner of police should be able to speak for himself. He should have made a pledge that as long as he wears the badge and carries the title of commissioner of police, he will live up to the confidence invested in him and his department. He will bring justice to those responsible for creating such hurt and misery on families and the reputation of our ‘beautiful by nature’ country.

Instead, of hope for our people, we were told of the new financial positions. These posts will only create havoc for any government because the holders will be answerable to HE and their roles will be regressive. The plans of the governor can take this country back to one of the darkest period in our country’s history. When the governor in the Cayman Islands began interfering with the cabinet and government, the premier and government put their foot down and governor Anwar Choudhury was recalled back to London. JAGS McCartney must be rolling over in his grave at the thought of his beloved country in the hands of the British once again. The work of the Junkanoo Club, the first ministerial government and the opportunity to chart our own course. I worked with Honourable McCartney as his personal assistant, and also with the next chief minister. I watched and observed how JAGS and his team were able to rid

the country of the perception and age old strategy by the British to divide and conquer our people. One could not imagine that after 44 years of ministerial government that we, the people, would be facing a reversal of 44 years of struggle and hard work by this Government. I am dumbfounded that in 2020 the premier as leader of the party of JAGS has allowed and is allowing the governor to reverse all the good work that the PDM Government and the years of progress by successive governments. Albeit, the premier is young and perhaps does not understand the struggles of her predecessors. The premier should be a progressive thinker. This is the 21st century - 2020 brought a new decade and an

unforeseen pandemic. The premier needs to find the fire she had as leader of the Opposition. May God grant us the strength to go through the hurting and ride out of our storm. Remember Romans 8:28 says: “And we know that all things work together for good to those who love God, to those who are the called according to his purpose.” Tough times don’t last but tough people do. It’s dark and scary but Jesus said he will never leave us. He is right here holding our hands. Our storm is almost over. We’re gonna be standing on the top of the mountain soon and very soon. Spot on comments from our governor Dear Editor, The latest issue of the Weekly News contained a couple of comments from Governor Nigel Dakin that seemed particularly worthy of note. On the matter of policing, he puts the blame for the current inadequacies of the Royal TCI Police Force on his predecessors, and this is something with which we should all agree. Governor Dakin is a much-needed and welcome change from our past series of governors, many of whom should be considered inattentive at best or incompetent at worst. It would indeed be enlightening if we were ever to get un-redacted access to the communications back and forth between then governor Richard Tauwhare and the British Foreign and Commonwealth Office. Did the governor simply close his eyes to the plundering of this country that was being carried out by the Michael Misick Government and not inform his superiors (in which case he should be scrambling to protect his pension)? Or did he put the facts before the Foreign and Commonwealth Office only to be told not to interfere in the local affairs (perhaps to avoid angering Lord Ashcroft)? Either way, the responsibility falls completely on the shoulders of Her Majesty’s Government. Commenting on the memorandum of agreement about to be signed with the Bahamas to help control illegal migration in

the region, Governor Dakin notes that, although we can do little to mitigate the push factors that make people want to leave Haiti, we are in a position to minimise the pull factors that make these Haitian refugees want to come to the TCI. Here, too, the governor is right on the mark, with the biggest of these ‘pull’ factors being the likelihood of finding employment here. This because there is no sign whatsoever that our local Government has the political will to prosecute those local citizens who encourage and profit from this illegal immigration. In more than 20 years of living on Providenciales, I have seen no evidence whatsoever of any meaningful attempt to shut down these operators. On one occasion, it was reported that a Cabinet minister confronted a friend about his involvement in the illegal immigration business, only to be told: “You make your living your way, and I will make my living mine.” Not surprisingly, no prosecution ever flowed from this blatant admission of illegality! Let’s all hope that Governor Dakin will hold the local Government’s feet to the fire, at least on these two very critical issues which are so very important to our quality of life in this country. Suicide by election in the TCI THIS week marked a grim milestone of more than 12.9 million persons infected or diagnosed with the Covid-19 virus worldwide, more than 3.3 million of which are in the United States, the most impacted country on the planet and the primary source of our tourists. More than 200,000 people have now died from Covid-19 in the USA. Why does a modern country like America have the highest number of people infected with Covid-19 in the world? Why does a modern country like America have the highest rate of deaths worldwide from Covid-19? Because the American government (politicians) have refused to follow the science, and the science and statistics say that 40 percent of persons testing positive for Covid-19 are asymptomatic. That means they have no symptoms of Covid-19 but can still spread the virus. That is how Covid-19 is spreading uncontrolled in America. Asymptomatic Covid-19 patients are of great concern to public health officials and lawmakers due to their ability to spread the virus without knowing that they’re sick themselves. The basic reproduction number or the number of people one person is likely to infect is 2.5. The only way to detect the 40 percent of people who are

asymptomatic and spreading the virus is by frequent testing of everyone. That is how South Korea, China and many other Asian countries have substantially reduced Covid-19 infections. Unfortunately, the US government, despite science, refuses to engage in sufficient testing to protect their people. This PDM Government is also deficient on testing protocols and has done nothing to stem or reduce exposure to Covid-19 and the virus continues to also spread uncontained and uncontrolled in the TCI. No viable plan from our Government means no viable solution. The PDM Government’s newest and most innovative plan for suppressing and eliminating the Covid-19 virus in the TCI is to follow the guidelines of the United States Centres for Disease Control (CDC). Why should our people, or anyone else, follow advice on controlling the virus from the political bureaucrats at an organisation and in a country who have totally failed their own people in controlling the spread of the virus in their own country? Remember, America has the highest number of infected people and the highest death rate in the world.

BY SHAUN MALCOLM Re-electing the PDM to follow CDC guidelines is not sufficient to protect the health and welfare of our people or to stem the expanding cases of Covid-19 in our country. Re-electing the PDM will be tantamount to suicide by election for some people and families. However, there is a solid workable solution. In August, Abbott Labs got approval from the US Food and Drug Administration for its rapid antigen test, which can detect a Covid-19 infection in 15 minutes at any site without the use of laboratory equipment. The USA has ordered 150 million of these tests to start. Abbott's BinaxNOW Covid-19 Ag Card is the size of a credit card. BinaxNOW will cost $5 and will come with a free mobile app that will let people who test negative display a temporary, date-stamped health pass on their phone that is renewed

each time a new test is taken. This test would be a game changer if used in the TCI. The Abbott antigen test, which involves a nasal swab, uses the same type of technology as a flu test. Abbott says it anticipates producing 50 million BinaxNOW tests per month by October. With this rapid antigen test, you get a result right away, getting infectious people off the streets and into quarantine so they don’t spread the virus. The only effective solution is to locate, identify and quarantine the spreaders. I propose that the Government should develop a plan for testing at churches and grocery stores every week to protect our people from

asymptomatic spreaders. We should also be testing tourists immediately upon arrival in our country, not five days before they travel. And before you ask, “What will that cost?”, you should ask how much will it cost if most of our people eventually get infected and are unable to work for some unknown period of time and what will that do to our economy? Our tourism and economy cannot be restored without the participation of a healthy TCI population and the only way to ensure a healthy population is to locate, identify and quarantine Covid-19 spreaders. Locate, identify and quarantine. The restoration of our economy will follow.

Police chief invites community to join crime fight discussion BY OLIVIA ROSE COMMISSIONER of Police Trevor Botting has issued an invite to anyone interested in joining the debate on how to fight serious crime in the TCI, to get in touch. He said the Royal TCI Police Force is ready to begin a national conversation on how societal ills which lead to a life of crime can be productively addressed through partnership. “Those conversations need to be constructive and informed, and my force executive colleagues and I are happy to talk to any interested party or stakeholder about the crime and the societal issues that cause it,” he said. “We are of course engaged with the Government and invite anyone else to join that debate and discussion to ensure its an informed conversation and a conversation that develops an understanding of the issues.” Botting spoke about the factors that contribute to high levels of crime in the territory during a press conference held at the Office of the Premier on Tuesday, September 15. His invite came as an unprecedented level of violent crime in the TCI continues to compromise the physical safety and psychological wellbeing of the populace. With the territory having

recorded 19 murders for the year, up from 13 murders last year, Botting said the current level of crime has been “years in the making”. The police commissioner said it is now imperative for the Government, the police force and ordinary citizens to work together to address the root causes of crime. “The key for a sustainable reduction in serious crime is tackling the societal issues that sit behind the causes of that offence.

“Issues such as poverty, alcohol and substance abuse, disenfranchised young people, predominantly young men, who form themselves into gangs or groups,” he said. “The reality is that there are groups of young men seeking to settle disputes most violently and terribly, wrecking lives, families and communities.” Botting said in order for the territory to effectively stem the spiralling crime rate, public trust

needs to be improved and restored through a collaborative approach to community policing. “Whilst the RTCIPF have the responsibility and leadership for the prevention and detection of crime, and indeed we are accountable for how we do this, dealing with crime and the causes of it is everybody’s business so the conversations are very welcome.” He further stressed that understanding the ecological framework of crime is vital to addressing it. “To support this work we need a whole community approach and a whole political approach if we are serious about making our communities safer.” One of the key factors in reducing crime is a unified approach across political parties, with partners and stakeholders and within communities, the commissioner added. “The truth is there is one common enemy, an enemy that walks amongst us every day and an enemy that seeks to cause death, harm and fear to our communities. “If we unify against the criminals who are causing so much harm and fear, there is nowhere for them to hide. “If we are disparate in our resolve and not unified in our intent, the only beneficiaries would be the criminals. We simply cannot let this happen.

“As a police force, we are working hard to identify who is responsible for these wicked crimes,” he added. Forty new police officers, 20 employed last year and a further 20 coming this year, will allow the force to carry out its plans for community policing. “We remain committed…to develop a community focused style of policing and this work has already started under the leadership of Assistant Commissioner Grant.” The Government has also provided funding and support to the force’s community policing team through a partnership aimed at addressing wider societal ills. “This work will seek to divert potential crimes into another lifestyle,” the commissioner said. “We need to give those people a choice, another option other than the one they are considering and we need to rehabilitate those who are already within the criminal justice system. We need to change hearts and minds.” He said community policing will yield results but they will take time. “We have to hold our nerve knowing we are on the right path to dealing with the issues. “We have to commit for the long haul in terms of financing and resourcing in making a sustainable reduction to the current levels of serious crime.”

Restaurants petition Gov’t against 10 patron limit BY DELANA ISLES RESTAURATEURS are protesting the one size fits all approach that the Government has taken to prevent the spread of Covid-19 in their establishments. A group calling themselves ‘Concerned restaurant owners’ has launched an online petition aimed at getting the Government to revise its 10 patrons per establishment policy. Petitioners also want the 8pm curfew revised, both of which they say have significantly curtailed their earnings. The petition called ‘Help our restaurants survive curfew’ and addressed to Premier Sharlene Cartwright Robinson had at time of press amassed 876 signatures, with a target of 1,000. It reads as follows: “We, restaurant owners and community

members, write to urge you to reevaluate your current and future curfew rules as they apply to restaurants. “The current one size fits all policy is only causing further damage while not addressing the real sources of infection. “The 10 person maximum occupancy rate cannot be sensibly applied to restaurants, as it allows smaller restaurants to operate at nearly 100 percent occupancy while larger restaurants are essentially empty.” It goes on: “Consider any small luncheonette or mom and pop eatery versus Mango Reef. “Two tables might fill their entire restaurant but not satisfy the social distancing protocols, whereas only 10 people in Mango Reef, essentially the biggest restaurant on the island and completely outdoors, is not worth turning on

the lights. “This policy seems to be born of laziness on the Government’s part what is required is for an inspector to visit each restaurant and assess the maximum that may be suitably seated at a time, both indoors and outdoors. “Even the most casual observation would conclude that Mango Reef could safely operate with at least 100 people, or more.” The petition on change.org states that what the Government is doing is forcing the mid-sized and larger establishments to close their doors. This not only creates even more economic hardship, but reduces the safe choices for those few tourists still willing to endure the hurdles placed in the path of their vacation enjoyment, it says. “7pm closing is also ill-

conceived, as it forces our guests to have dinner by 5.30pm, which is not only uncomfortably early, but effectively prevents tourists from enjoying afternoon activities such as snorkel and dive tours. “The trickle-down effect is less business for other touristdependent operators.” They urged that if late night bars are the problem, then they are the ones that should be closed. “If late night socialisation on the streets in our communities is the problem, and surely you know that it is, police those areas not the tourists in Grace Bay. “The police cannot be everywhere at once - it is essential that they focus on the actual problem areas.” The petitioners insist that the Government takes swift action to re-evaluate “this failing policy and make haste to remedy before

any more of us are forced to close, temporarily or permanently”. Many of the comments left by signatories to the petition shared the same views. One such commenter stated: “It is nonsense to impose a maximum of 10 customers when one restaurant’s capacity is 12 and another’s is 120. “Show some common sense. If you impose a limit it should relate to the restaurant’s capacity and whether it is outside or indoors. “The economic survival of all businesses during this pandemic depends on the government being thoughtful and not acting in a panic.” Next week, October 1, restrictions such as curfew and limitations on diners and patrons of establishments, as well as inter-island travel are expected to expire.

Small but mighty Tough times and the morphing of Salt Cay into a beacon of hope “YOU wrote about Provo last week!” one of my most loyal local readers exclaimed. Just as I am trying to figure out from her face expression whether she viewed my fanciful, nostalgic excursion to one of our sister islands as an affront to the home island, I get the all clear. “I liked it,” she concludes, “but let’s not do that too often, it is after all the Salt Cay Note!” The hint of a smile reassures me that all is well, and I promise her that we won’t have ‘our’ note hijacked by the Provo-ites, or anyone else for that matter. I was delighted how many readers had reacted to last week’s column entitled, ‘The Provo Factor’. Many shared stories from the “good old days” and quite a few expressed their sorrow over how much Provo has changed. One such text from a Provo resident of over 34 years read somewhat downheartedly: “You have something special in Salt Cay. Provo just spirals downwards.” Another young, native reader was more upbeat and approached me with the following offer:

paragraphs about the feedback from readers but the key message from all those who reached out to me was that they all long back to times when things were simpler, safer and yes, happier. Salt Cay, and the way it has managed to preserve this sense of harmony, is fast becoming a beacon of hope for people around the country. “Small but mighty,” commented one contributor to the Salt Cay Ferry Facebook page, after a photograph of a recent clean-up campaign had been posted. ‘Fighting for Trash Free Seas. 19 September 2020. Help the DECR celebrate International Coastal Cleanup Day and keep our coast clean!” the message on the Salt Cay community WhatsApp group had read. And with that residents of all ages assembled in various spots around the island, gloved, masked and bin bags in hand, to collect the scattered detritus for a good cause. After several hours of filling bags, a group picture was taken of ‘Team North District’ and posted on both the Salt Cay Ferry Facebook page and the Destination Salt Cay group. Over 300 post engagements and

1,000 views later, it became clear that people around the country were enthralled by Salt Cay and the notion of the ‘small but mighty’ attitude and were not merely applauding a small island community for participating in a clean-up campaign, noble as this cause may be. I get the distinct feeling that people’s outpouring of love and affection and yes genuine respect for this feisty little island goes far beyond a nostalgic longing for the ‘good old days’ or the pang of homesickness of those who once lived here. Salt Cay has become the quintessential example of an island with a ‘can-do’ attitude, where optimism prevails over resignation, where crime is negligible, traffic nonexistent and Covid-19 a thing that exists ‘over there’. From this optimistic spirit others around the archipelago can gain hope. Whereas Salt Cay used to be branded ‘the island that time forgot’, we are now ‘the island whose time has come’. And that can only be a good thing. Here’s to the Salt Cay spirit and its uplifting, nationwide role in overcoming the current crisis.

Police officers bring ‘calm’ to HMP New superintendent to arrive soon

BY DELANA ISLES THE PRESENCE of seconded officers of the Royal Turks and Caicos Islands Police Force (RTCIPF) has brought “calm” to Her Majesty’s Prison in Grand Turk. This is according to Governor Nigel Dakin, who made this and other remarks on the situation at the prison, during a press conference on Tuesday, September 15. “Having recently visited the prison and prisoners and I can report it is far calmer since we have deployed police officers temporarily there. “Even the prisoners I spoke to recognised that this was a necessary, if regrettable, short term measure,” he stated. The deployment of police officers to bring extra security to the prison is only a temporary assignment, with relief coming from the recruitment of 12 prison officers from the UK. These officers will be paid by the TCI Government and are expected to arrive in early October to relieve the local police ranks. “The UK is paying for a trainer to build up our present prison officers who we have underinvested in,” the governor said. That person arrived on Thursday, September 17. Governor Dakin said a second trainer arrives on Sunday (September 27) and that person will be contracted for two years. Meanwhile, a new prison superintendent - who comes with extensive experience running prisons in Northern Ireland - will soon arrive in the TCI. The governor said this person has a military background, has chaired the UK prison response to Covid-19, and has a strong reputation around rehabilitation. Additional works to the prison

will soon be completed, the governor announced. “This week a $2 million project, paid for by the UK, to complete internal fencing and lighting projects at the prison was completed. “A project to jam mobile phones, while allowing prisoners proper regulated access to telephony, is nearing completion.” On August 25, during a press briefing in Providenciales, Premier Sharlene Cartwright Robinson said a new prison costing $18 million will be built next to the existing failing facility. Dakin said that despite the latest immediate investments, the premier is correct when she says that a new prison is now long overdue. “The present prison can neither hold violent offenders securely nor can it offer any hope of serious rehabilitation.” He stated that as the territory works to build the police force’s effectiveness, and make the justice sector more efficient, it also has to invest in the prison. “Those we hold there in the end become our neighbours.” Over the years, the prison has been the scene of inmate uprisings, gang violence and a plethora of issues ranging from a lack of staff to run-down infrastructure. Earlier this year, an inmate wielding a plank of wood knocked a prison officer unconscious in the prison yard during an altercation. Following this incident, the Government approved a string of measures to protect staff at the facility including allowing prison guards to use Tasers, pepper spray and mace. The combined challenges have prompted the Government to further adjust operations at the facility which currently houses 71 inmates.

Tropical hydrangea DO YOU like hydrangeas? You know the plant with big blue, pink or white pompoms that we find in the supermarket for Easter feast. We also see them in the bouquets among the florists. Well unfortunately, the hydrangea does not grow in tropical regions. However, the tropical hydrangea, whose real name is the dombeya, has some superficial similarity in appearance to the hydrangea. But it is not related to the latter. Actually, it looks like upside down hydrangeas. I have never seen the magnificent dombeya flower with pears grow here, but I have no doubt that with the right conditions it can grow very well here. I have a friend who grows it in her garden in the Dominican Republic and I know it is also grown by avid gardeners in the Bahamas. This is one of the showiest landscape plants. It is a real showstopper. It also serves as a nectar plant to a large number

of butterflies. Some say that dombeyas smell like frosted cake. This winter bloomer puts on one of the best flower shows of any shrub here in the tropics. The flowers are pink to rose to whitish colour and bloom for only six weeks, but they are worth it, especially if you are nostalgic for the hydrangeas of more northerly landscapes. Dombeya seminole is a large shrub that grows seven foot tall (or more) and about the same in width. It can be kept to about five foot tall with pruning. This shrub will grow in full sun to partial shade and will tolerate some poor soil. The more sun, the fuller the shrub, and that also encourages the maximum number of flowers. It is also fairly drought-tolerant once established, but here on the

Islands consider it as an average to high water consumer. Dombeyas are fast growers and need some fertiliser in the growing season. It is possible to grow tropical hydrangea in a container, but they perform the best when planted in the ground. It’s hard to get a hand on one of these because they are not common and I’ve never see it at the nursery. However, they are easy to propagate so if you have a chance to get a cutting from it somewhere, don’t hesitate to try to grow it. If you are interested in adding a striking new specimen to your garden, then perhaps you might consider planting one of the dombeya varieties. Just remember this plant when you see one.

Gov’t meets with credit union nations

Vandals painted profanities, gang terms and the picture of a gun on the monument base

Vandals deface JAGS McCartney monument site CRIMINALS have used spray paint to deface the site of a soon to be erected statue of the TCI’s first chief minister and only named Nation Hero, JAGS McCartney. Both the premier and leader of the Opposition condemned the actions of the vandals who painted profanities, gang terms and the picture of a gun on the monument base this week. Sharlene Cartwright Robinson called the act “unpatriotic and senseless” while Washington Misick dubbed it “barbaric”. The creation of the lifesized statue in Grand Turk is a joint project between the TCI Government and private sector contributor, Franklyn Missick. In a statement on Thursday (September 24) the premier said: “The unpatriotic and senseless actions of careless and disrespectful individuals responsible for the crude defacing of the proposed monument site is unacceptable. “Efforts to enhance the communities of the Turks and Caicos Islands should be celebrated and cherished, not defaced with such crude imagery and language.” She said that McCartney made great contributions to education and to the development of politics in the TCI and the growth of the nation. “This monument structure in his honour should be treated with the utmost respect and care and will stand as a symbol of national pride. “Although it is disappointing to see an initiative that is supposed to invoke positivity and national pride, defaced in such a way, we will not let this irresponsible act take away from the significance of placing a statue in honour of

our country’s only named National Hero.” The premier thanked Missick for his contribution to the preservation of the history of the Turks and Caicos Islands. She said the Office of the Premier, Local Government and Community Affairs through its Community Enhancement Programme will continue to promote national pride. Another JAGS McCartney monument will be installed at the JAGS McCartney International Airport in Grand Turk and in Providenciales. “To those individuals who seek to destroy and deface public and private property, your actions show the lack of pride and patriotism for the history of the TCI,” she said. “These actions are not acceptable and the perpetrators will be found and brought to justice.” On Wednesday, Opposition leader Washington Misick said that Franklyn Missick’s “unselfish and patriotic” gift should be a source of pride to every Turks and Caicos Islander. “It is therefore most disappointing and disheartening that someone would deface a monument in his memory – even before his statute has been mounted on the base. “It was even more egregious given the symbolism of the graffiti - a combination of profanity and a gun at the feet of a man known for his love of people, country and kindness. “I condemn in the strongest terms this barbaric act and call on the offender to have the courage to step forward and take responsibility and make amends to the community.”

THE TCI Government attended its first annual general meeting of the World Council of Credit Unions (WOCCU) this summer after joining the organisation in January. Premier Sharlene Cartwright Robinson participated in the webinar on July 20, along with 90 other delegates. She was joined by Athenee Harvey-Basden and Shonia Thomas-Been, permanent secretary and deputy permanent secretary in the Ministry of Finance, Trade and Investment. The premier thanked the council for accepting the Government’s request to join, making it the first government associate member in its 49-year history. She expressed her intention of using all the privileges that membership will bring, while offering support to further objectives of the movement around the world. The WOCCU is the global trade association and development platform for credit unions around the world. It promotes the sustainable development of credit unions and other financial cooperatives to empower people through access to high quality and affordable

financial services. The council advocates on behalf of the global credit union system before international organisations, and works with national governments to improve legislation and regulation. As an associate member, the TCI Government will benefit from a network of 85,400 institutions in more than 118 countries. These all use credit unions, also known as co-operatives, as a global focus to foster financial inclusion toward the improvement of lives and the financial wellbeing of members. A delegation from the council was scheduled to travel to the TCI in March 2020 to conduct stakeholder consultations. They also planned to assist the TCI Government and private sector in conceptualising the blueprint for co-operative saving and lending. However, meetings were postponed owing to the impending effects of Covid-19 on world travel, the imposition of number controlled gatherings and social distancing requirements. The Credit Union Ordinance was approved in the House of Assembly on July 26, 2016.

However, the ordinance was not brought into effect due to a requirement to have Regulations and Prudential Standards (subsidiary legislation) in place. It later became law on August 1, 2019. In the House of Assembly on August 8, 2019, Premier Sharlene Cartwright Robinson said there still exists in the TCI, elements of society that are either “unbanked and under-banked”. “With financial inclusion as a priority of my Government, the coming into force of the credit union legislation will fill a gap by availing another regulated financial option to the public.” The Appropriations Bill of Financial Year 2020-2021 passed in the House of Assembly in April included an injection of $250,000 as funding for the inception of the Civil Service Credit Union. The 2020 World Credit Union Conference which was to be held in Los Angeles, California was cancelled this year amidst Covid-19 related concerns. The 2021 World Credit Union Conference is scheduled to be held in Glasgow, Scotland, from July 11 to 14, circumstances permitting.

Youth minister asks young to be ‘active change agents’ “I URGE the youth in the Turks and Caicos Islands to be active change agents in building a more equitable and sustainable country.” Hon. Karen Malcolm, Minister of Education, Youth, Culture and Library Services, made this statement as this year’s National Youth Week began on Monday (September 21). “This is a week dedicated to the celebration of youth and their active participation in their communities,” she said. This year the theme is, ‘Joining the power of TCI youth through social intervention’. It follows from previous initiatives which were designed to promote young people’s ideas and direct their energy towards nation building. “As you are aware, the Government of the TCI continues to emphasise the importance of education in the lives of the youth,” Malcolm said. This week, 60 young people benefitted from scholarships that will afford them the opportunity to pursue their goals. Meanwhile, the Youth

‘There’s no quick fix’ to CARICOM Travel redirect Bahamian economy Bubble in operation AMID calls for more diversification of the country’s economy, Finance Minister Peter Turnquest said while officials will continue to have discussions on this, it is still “unrealistic” for the country to move away from its leading tourism industry. The minister made the comments while speaking to reporters outside Cabinet yesterday. He was responding to questions about whether the government had planned to focus more on other industries instead of relying so heavily on tourism. With the country’s tourism industry at a near halt due to the COVID-19 pandemic, many have called for a diversification strategy to reduce The Bahamas’ reliance on foreign visitors. In response, Mr Turnquest said: “The reality is The Bahamas has been dependent upon tourism and financial services for the most part since before independence. “That is not going to change overnight and when we talk about what we are going to do, this is not an immediate solution. Yes, we have and we need to continue the conversation about how we diversify this economy and how we move our reliance away from these big box resorts in the main to a more diversified product, because we are not going to get away from tourism. “It is unrealistic to think we are going to get away from it. God has given us a wonderful environment and beautiful location and we have to take advantage of it but we have to do so responsibly, environmentally as well as sustainably in terms of how we get more people involved in the industry and how we spread the risk of these kinds of pandemics affecting the industry in the way that is has to date.”

The deputy prime minister also said that while officials are doing all they can to quicken the economic recovery pace, there is no “quick solution” that will result in a full economic recovery from the COVID-19 pandemic right away. However, the minister said officials are working with several industry stakeholders to increase tourism diversification, aiding in the country’s recovery from COVID-19. “So, the secret or part of the secret is determining how do we create or cause more development to happen throughout the country so that people have more options, meaning they will come back to The Bahamas more often because they have different options and different experiences but also Bahamians can participate more directly because the cost of getting into the industry is lower, if you only have to build ten rooms or twenty rooms whatever,” he told reporters. “That’s our challenge, how do we put in place the incentives, how do we put in place the infrastructure

and how do we put in place the experiences that will have people come and take advantage and leave more of their dollars here on the islands. “We’re working with agriculture to see how that can be a part of it. We’re working with the tourism development corporation to see how we can incentivize some creative experiences.” He added: “Outside of that, we’re also working with the Small Business Development Centre as you know to try and create a culture of entrepreneurship that would’ve hopefully spur developments and activities that we have not taken advantage of whether that is in service industries or the production of goods and services that can be used here locally. “We believe that that investment is going to pay dividends in the long run. Again, there is no quick solution and anybody that tells you that is selling you a dream. There is no quick solution, but discipline, patience, smarts and vision will get us there.”

BARBADOS, St Vincent and the Grenadines, Dominica, and Antigua and Barbuda, have started operating the CARICOM Travel Bubble, with the hope of resuscitating the travel and tourism sectors. A statement from Ambassador to CARICOM, David Comissiong, said the bubble went into effect on Friday, September 18, in keeping with a decision made at a Special Emergency CARICOM Heads of Government meeting one week before. The key feature of the COVID-19 travel bubble is that people entitled to participate are not required to take COVID-19 tests nor to undergo a period of quarantine. “Our CARICOM Heads of Government took a major step towards resuscitating the COVID-19 challenged travel and tourism sectors, with their agreement to institute a travel bubble among CARICOM member states and associate members which meet the agreed criteria from Friday, 18 September 2020,” the statement said. The Heads of Government took the decision at a Special Emergency Session on September 11, at which they acknowledged that the past six months have been very challenging as countries globally have struggled to cope with the effects of the novel coronavirus (COVID-19). They noted that for CARICOM, it has been particularly difficult, given the high dependence on the travel and tourism sectors. In agreeing to establish the bubble, the heads were guided

by recommendations in a comprehensive report from the Caribbean Public Health Agency (CARPHA). The recommendations included that countries would be categorised ranging from those with no cases to those which had low, medium, high and very high risk with respect to the rate of positive cases over a 14-day period; the level of risk would be determined by the number of positive cases per 100 000 of the population within a 14-day period; only those countries with no cases and those in the lowrisk category would be allowed to participate; and CARPHA will assess relevant data to advise on participation. It was agreed that travellers from countries within the bubble would be allowed entry without being subjected to PCR testing prior to arrival and would also not have to undergo quarantine restrictions. “Travellers may, however, have to be subjected to screening on arrival. Such travellers should, however, have been resident in a bubble country [or should not have travelled to a country outside of the bubble] at least 14 days prior to the date of travel,” the statement said. CARICOM Governments agreed that initially Antigua and Barbuda, Barbados, Dominica, Grenada, Montserrat, St Kitts and Nevis, St Lucia and St Vincent and the Grenadines would be in the bubble as they presently meet the criteria. UK has no hidden agenda re regiment, says governor CAYMAN’S new defence force is beginning a second round of recruitment for reservists, as the bill to formalise this local army is headed for the Legislative Assembly. But Governor Martyn Roper has again stated that Britain “has no economic, political, security or national interest in anything other than supporting Cayman and the region in disaster preparedness and resilience”, quashing rumours that there is a hidden agenda. With tensions still high in the community after the governor, under the direction of the UK, used his reserved powers to pass the Civil Partnership Law, some critics in the community are linking this use of legislative force by the UK with the consolidation of the regiment.

Some have also expressed concern that because this reserve regiment is part of the UK’s defence resources, recruits could be drafted to fight on behalf of Britain should it be necessary. However, the volunteer army was originally an idea posed more than 15 years ago by Premier Alden McLaughlin when he saw the Bermuda Regiment in action here after Hurricane Ivan. The UK had not responded favourably to the request until much more recently, when the current governor, with support from the armed services minister in the UK, helped move the idea forward. Roper said the creation of the regiment had been supported by the Cabinet and the National Security

Council, including the leader of the opposition. “Cabinet and the National Security Council accepted the UK offer of technical support. My job is to ensure that that support is delivered rapidly and effectively,” he said Friday. A new recruitment drive is underway for fit healthy and enthusiastic Caymanians over the age of 18 to help swell the ranks towards the target of 175 men and women by the end of 2021. The second batch of recruits will begin training in February. On Friday two of the existing recruits headed to London on the British Airways flight to embark on their junior officer training at Sandhurst, Britain’s military academy.

Haiti moves closer to constitutional referendum, elections HAITIAN President Jovenel Moise has appointed nine members to a provisional electoral council tasked with preparing a constitutional referendum and organizing local, municipal, legislative and presidential elections in the Caribbean country. The United States government this week reiterated a strongly worded call for Moise and other political forces to work together and arrange the elections. Moise has ruled the Western Hemisphere’s poorest nation by decree since mid-January and in recent weeks renewed protests against his leadership have flared up. The appointments to the provisional electoral council published on Friday in the government’s newspaper are unlikely to placate Moise’s opponents who argue he has failed to control corruption, crime and economic decline. An anti-government demonstration by Haitians calling for Moise’s ouster and other changes is planned for Sunday; earlier protests have often been violent and led to deaths. It is not clear what the constitutional referendum will entail but Moise has previously said the powers of the president needed to be strengthened. The appointments will likely be met with more resistance from the different opposition groups, united in their discontent over the government of Moise, a former banana exporter who took office in 2017. Bahamas Security Minister promises to catch child killer NATIONAL Security Minister Marvin Dames issued a stern warning this week to the perpetrators responsible for the killing of a sevenyear-old boy in Nassau Village on Sunday night, insisting that he has “every confidence” the Royal Bahamas Police Force will find them. His comments on Monday came hours after the child was shot dead after a gunman opened fire outside his residence that night, during a reported drive-by shooting. Police did not release the victim’s identity, but he has been identified by close relatives as Reyes Williams. Three people are said to be helping police with the investigation. Mr Dames sent condolences to the boy’s family. He also told reporters he couldn’t sleep after hearing about Sunday’s tragic ordeal. “I think it would be remiss if I fail to certainly acknowledge and send condolences to the parents of sevenyear-old master Williams who was gunned down so tragically last night in the Nassau village area,” he said at a press conference on Monday. “And so, it’s fitting that we’re here today talking about police community relations and how we can improve our efforts nationally within the communities throughout the Commonwealth of The Bahamas.” He added: “It is very important to note therefore that each and every one one of us have a vested responsibility in ensuring that our communities are safe and to the cowards out there who committed that very tragic act last night, I have every confidence that Commissioner

Cayman Islands: ‘Resort bubble’ concept not an easy answer THE idea of ‘resort bubbles’, which was floated as a way of kick-starting a post-COVID return to tourism by some hotels in the Cayman Islands, poses many challenges that even those suggesting the concept cannot answer. The idea is to have visitors in sealed bubbles in hotels that would operate as all-inclusive resorts and keep the guests confined to the hotel grounds. The main problem is the inevitable interaction with staff. Premier Alden McLaughlin said that some of the representatives of the tourism sector had met with government last week to talk about the idea but he said there were some serious difficulties. It is understood that the idea is being promoted by the Ritz, the Westin and a small boutique hotel company, Clearly

Cayman, which owns resorts on all three islands. Speaking at the COVID-19 press briefing on Friday, McLaughlin outlined the challenges with the idea. “This is a really, really difficult area and… even the hoteliers themselves are finding it very, very difficult as to how a resort bubble would actually work safely,” he said. “All of us are struggling and no where in the world has successfully done this.” The premier pointed out that the main challenge was dealing with staff who have to come into and out of the bubble. He said guests might be in a bubble but staff will leave work and go to stores, gas stations, bars and back to their families as they live their normal lives. He said it would mean that

hospitality workers would need to be treated like medical staff, with that level of protective equipment and protocols. “I’m not saying its impossible, but it is proving very difficult to work through,” he said, as he spoke about the ongoing discussions. In addition to the inherent problems with the staff and other threats to burst the bubble, the idea has been criticised because of the level of risk it presents weighed against the level of benefit to the local economy, compared to a broader and more tightly controlled return of guests using testing, isolation technology, social distancing and mandated masks. CNS asked the premier about the benefit of opening hotel bubbles, where local levels of employment

are still lower than in other parts of the tourism sector. McLaughlin responded by saying that the hotels do employ some local staff. “These hotels are continuing to pay staff and incur significant operational costs,” he said. “We are facing the possibility of another mass exodus of people from here if the hotels shut down, as well as a continued loss of massive revenue from the hotels. At some point we are going to have to make some really hard decisions.” He said the government was in good shape for perhaps another year, but people have to work and people are earning less than they were. There is also less spend in the broader economy and we face the situation where we could run out of money. The premier said that

the Cayman Islands must find ways to bring people back here to spend money in the economy and the current situation could not continue indefinitely. Finance Minister Roy McTaggart noted that one benefit would be the 13% accommodation tax that government gets from each visitor, and Health Minister Dwayne Seymour said that around 500 Caymanians had signed up at a recent tourism job fair looking for work at these hotels. Nevertheless, visitors staying in a resort bubble would not be hiring cars, drinking in bars, eating in restaurants, visiting attractions, going on trips or spending money in shops. US election: Trump won’t commit to peaceful transfer of power US President Donald Trump has refused to commit to a peaceful transfer of power if he loses November’s election. “Well, we’ll have to see what happens,” the president told a news conference at the White House. “You know that.” Mr Trump also said he believed the election result could end up in the US Supreme Court, as he again cast doubt on postal voting. More states are encouraging mailin voting, citing the need to keep Americans safe from coronavirus. WHAT DID TRUMP SAY? Mr Trump was asked by a reporter on Wednesday evening if he would commit to a peaceful transfer of power “win, lose or draw” to Democrat Joe Biden. The president currently trails his challenger in national opinion polls less than six weeks until the election. “I’ve been complaining very strongly about the ballots,” Mr Trump, a Republican, said. “And the ballots are a disaster.” When the journalist countered that “people are rioting”, Mr Trump interjected: “Get rid of the ballots, and you’ll have a very - you’ll have a very peaceful - there won’t be a transfer, frankly, there’ll be a continuation.” Back in 2016, Mr Trump also refused to commit to accepting the election results in his contest against the Democratic candidate, Hillary Clinton, which she characterised as an attack on democracy. He was eventually declared the winner, although he lost the popular vote by three million, an outcome he still questioned. Speaking to reporters in Delaware, Mr Biden said Mr Trump’s comments on the transition of power were “irrational”. His campaign said it was prepared for any “shenanigans” from the president. The Democrat’s team also said “the United States government is perfectly capable of escorting trespassers out of the White House”. Mr Biden has himself been accused by conservatives of stoking unrest over the election by saying in August: “Does anyone believe there will be less violence in America if Donald Trump is re-elected?” Last month, Mrs Clinton urged Mr Biden this time not to concede defeat “under any circumstances” in a close race on election night.

She raised the scenario that Republicans would try “messing up absentee balloting” and mobilise an army of lawyers to contest the result. WHAT DID TRUMP SAY ABOUT THE SUPREME COURT? Earlier on Wednesday, the US president defended his decision to seek the appointment of a new Supreme Court justice before the presidential election, saying he expects the vote results to end up before the court. “I think this [the election] will end up in the Supreme Court, and I think it’s very important that we have nine justices,” the president said. “I think it’s better if you go before the election, because I think this scam that the Democrats are pulling, it’s a scam, the scam will be before the United States Supreme Court.” Mr Trump was apparently referring to his much-disputed claims that mailin ballots are vulnerable to fraud. The president has said he will name a female nominee for the court this Saturday. She would replace Justice Ruth Bader Ginsburg, who died last Friday.

Italy and Germany have fewer COVID-19 cases as U.K. is ‘freedom-loving’, Johnson says U.K. Prime Minister Boris Johnson has suggested that the U.K. has a worse infection rate than Italy and Germany because it is a “freedomloving country.” Johnson was quizzed by U.K. lawmakers in the House of Commons on Tuesday after unveiling stricter restrictions in a bid to contain the spread of the coronavirus that causes COVID-19. The measures, including 10 p.m. pub and restaurant curfews and stricter rules on wearing masks, come as the U.K. recorded 4,926 new cases on Tuesday and a further 6,178 cases on Wednesday – the highest daily figure in four months. In contrast, Italy — Europe’s worst-hit country at the beginning of the pandemic — reported 1,392 new daily cases on Tuesday, and Germany recorded 1,821, according to the countries’ health officials.

Both countries have so far avoided imposing fresh restrictions despite cases spiking sharply in other European nations, including Spain. Ben Bradshaw, an MP for the opposition party Labour, asked Johnson whether Germany and Italy’s test and trace services were behind their relative success in containing the virus this time around. “Does he think that the reason Germany and Italy have far lower COVID rates than us, with life continuing more or less normally, might be because they have locally and publicly-run test and trace services that actually work?” he said in the U.K. Parliament on Tuesday. With echoes of Brexit, Swiss set to vote on immigration SWISS voters will decide on Sunday whether to tear up a pact with the European Union on the free movement of people, after a referendum campaign that exposed rifts in society over foreigners who make up a quarter of the population. The right-wing Swiss People’s Party (SVP) -- the biggest in parliament -- is leading the charge to seize back control of immigration, echoing some of the arguments proBrexit politicians used in the run-up to Britain’s exit from the EU. Opinion polls suggest it will not be so successful. A gfs.bern poll found 63% of respondents opposed the SVP proposal and 35% supported it, suggesting voters want stability at a time of economic uncertainty amid the coronavirus pandemic. Breonna Taylor: Two officers shot during Louisville protests TWO officers have been shot as thousands of people protest in the US city of Louisville after a grand jury decided no-one would be charged with the death of Breonna Taylor. Ms Taylor, 26, a hospital worker, was shot multiple times as officers stormed her home on 13 March. Brett Hankison has been charged, not with Ms Taylor’s death, but with “wanton endangerment” for firing into a neighbour’s apartment in Louisville. Two other officers face no charges. Louisville Police Chief Robert Schroeder said the officers conditions are not life-threatening. He added that a suspect is in custody. A state of emergency has been declared in Louisville and the National Guard have also been deployed. Mayor Greg Fischer has set a 21:00-06:30 (01:00-10:30 GMT)

But this was rejected by a grand jury that reviewed the evidence. On Wednesday, Judge Annie O’Connell announced the charges that had been brought against Mr Hankison. Kentucky Attorney General Mr Cameron then held a news conference in which he expanded on the decision. “This is a gutwrenching emotional case,” he said. “There is nothing I can offer them today to take away the grief and heartache as a result of losing a child, a niece, a sister and a friend,”

he added in a message to Ms Taylor’s family. Mr Cameron said a ballistics report had found that six bullets struck Ms Taylor, but only one was fatal. That analysis concluded that Detective Myles Cosgrove had fired the shot that killed Ms Taylor. The attorney general said it was not clear if Mr Hankison’s shots had hit Ms Taylor, but they had hit a neighbouring apartment. The top prosecutor said the other two officers - Jonathan Mattingly and Mr Cosgrove - had been “justified to protect themselves and the justification bars us from pursuing criminal charges”. Mr Cameron, a Republican who is the state’s first black attorney general, added: “If we simply act on emotion or outrage, there is no justice. “Mob justice is not justice. Justice sought by violence is not justice. It just becomes revenge.” He added that the FBI was still investigating potential violations of federal law in the case. Ben Crump, a high-profile lawyer for the Taylor family, said the outcome was “outrageous and offensive”. Officials this month agreed to pay her family $12m (£9.3m) in a settlement. Asked for his reaction to the decision, Mr Trump told a White House news conference: “I thought it was really brilliant.” He praised Kentucky’s attorney general, who addressed the Republican party convention last month, for “doing a fantastic job”.

“I think he’s a star,” he said, adding that he approved of the Kentucky governor’s decision to send in the National Guard. Governor Andy Beshear, a Democrat, urged Kentucky prosecutors to release the evidence that was presented to the grand jury. “I think having more of the facts out there so people can see, people can truly process it, is where we need to be,” Mr Beshear told reporters. Shortly after midnight on Friday 13 March, she was in bed with her boyfriend, Kenneth Walker, when they heard a banging on the door. Plainclothes Louisville police officers were carrying out a narcotics raid, and they used a battering ram to enter the property. A judge had granted a warrant to search Ms Taylor’s home because investigators suspected a convicted drug dealer - her ex-boyfriend, Jamarcus Glover - was using the address to receive packages. She had no criminal record. Mr Walker, a licensed gun owner, later told police he thought the latenight intruder was Glover, according to the New York Times. Officials say Mr Walker’s bullet struck a police officer, Jonathan Mattingly, in the leg - an injury for which he later required surgery. The three officers returned fire, discharging 32 rounds, according to a ballistics report from the FBI. Ms Taylor, who had also got out of bed amid the commotion, was shot and died on the hallway floor. According to an arrest report, the officers had been granted a “noknock” warrant, allowing them to enter the property without warning.

Covid-19 New Zealand: Mask NY: MTA board formally bans rules eased as cases drop FACE masks are no longer mandatory on public transport in most of New Zealand as Covid-19 cases continue to drop. From midnight on Wednesday, they were required only in Auckland, the heart of a recent outbreak, and on planes. The rest of New Zealand lifted all pandemic restrictions on Monday. New Zealand was widely praised for its swift response to Covid-19 and everyday life largely went back to normal in June, but the virus reappeared in Auckland in August. The country’s biggest city went back into lockdown, temporarily, as other curbs were re-imposed elsewhere. New Zealand has now recorded 1,468 confirmed Covid-19 cases and 25 deaths. Everywhere except Auckland returned to level one - the lowest of a four-tier alert system - on Monday after seven days of no Covid-19 community cases.

This means life almost as normal - no more social distancing or caps on gatherings such as weddings or sporting events. Everyone can return to work without restriction and wearing a mask is no longer compulsory on public transport. The government says face coverings aren’t necessary for the general public when there is no evidence of community transmission. But it is still encouraging people to wear masks on public transport. In Auckland, now at level two, they are still compulsory. Also, passengers on planes flying to, from and via Auckland - as well as on all Air New Zealand flights are still required to wear masks. On Wednesday, authorities reported three new community cases that are not linked to the Auckland cluster. They are connected to a recent chartered flight from Christchurch to Auckland. Face masks have become one of the big dividers of the pandemic.

The new rule was on the agenda in an MTA meeting on Wednesday. The rule will ban defecating on the city’s subways, buses and transit facilities. Transit rules previously mandated $100 fines for straphangers who “create a nuisance, hazard, or unsanitary condition (including, but not limited to, spitting or urinating).” Creating an “unsanitary condition” surely includes pooping — but MTA officials think they have to be more specific. Transit workers have for decades griped about destitute straphangers soiling train cars and buses with human waste. On Sept. 7 a train operator was reportedly “soiled with bodily fluid from a customer” at the L line’s Eighth

Gov’t officials tour South Caicos capital projects PREMIER Sharlene Cartwright Robinson joined Government colleagues on a tour of South Caicos recently to scrutinise progress on the latest capital projects. The clinic, government office block, police station, morgue, wharf, sports facility, primary school and high school were among the locations she visited during the trip. Accompanying the premier were Hon. Karen Malcolm, Minister of Education, Youth, Culture, Social and Library Services, and Ronlee James, Executive Director at the Office of the Premier, Local Government and Community Affairs. The tour on September 18 took in ongoing and completed government projects advanced under the Capital Programme and the Community Enhancement Programme. A press release from the Office of the Premier listed the projects and completion dates, beginning with the Regatta Village where the refurbishment of the bathroom is

completed. The South Caicos Clinic and the morgue, except for the installation of the stainless-steel counter tops and cabinets, are due to be completed this month. The installation of a walkway roof, playfield and equipment at Iris Stubbs Primary School is also

scheduled to be completed this month. Works at the sports facility are scheduled to finish in November. The overall completion of the government office block is scheduled for January 2021, while completion of the wharf rehabilitation project is scheduled

for March 2021. Works to the resource centre and restroom at Marjorie Basden High School are completed. But the construction of a new two-storey block is ongoing – due to finish in April 2021. Finally, South Caicos Police Station works will be completed in July 2021. The premier, who is also minister with responsibility for the TCI Airports Authority and Ports Authority, visited both the South Caicos Airport and port facility to view progress of upgrades. Ongoing works to the South Caicos terminal and combined services building - which will house firefighters - are progressing. This started with the demolition of the old terminal building, which is now complete. The project, included under the Airports Authority Capital Programme, is scheduled to be done by November 2021. The South Caicos port facility is benefitting from upgrades to enhance security, including the

erection of security fencing and lights. During her visit, the premier received progress reports on the Community Enhancement Programme launched by the Office of the Premier, Local Government and Community Affairs. All projects amassed a spending of over $25,000 on the island through the Community Enhancement Programme. This includes 65 street naming signs posted throughout the southern (more populated) side of the island and the restoration of Cow House. Visitor numbers will increase, says premier THE TCI’s extensive health protocols will lead to an increase in visitor numbers, the premier told Caribbean heads during a virtual investment summit earlier this month. Sharlene Cartwright Robinson attended the Caribbean Hotel and Resort Investment Summit (CHRIS) and Hotel Opportunities Latin America (HOLA) Connect from September 8 to 10. Members of investment promotions agency, Invest TCI, also represented the territory at the event. Traditionally an onsite summit taking place in Miami, Florida, the organisers decided to unify this year’s events into one online conference. It included five plenary sessions, eight Caribbeanspecific breakout sessions, eight Latin Americaspecific breakout sessions, and multiple networking opportunities. Content was geared toward hotel owners and investors, developers, brands, and lenders. An online keynote panel discussion with heads of government in the region was moderated by the Director General and CEO of the Caribbean Hotel and Tourism Association, Frank Comito. The discussion focused on tourism investments in the TCI and the US Virgin Islands, and the vision, plan, and outlook for the tourism industries in both countries. The premier, during the discussion, shared the success of the TCI Assured authorisation portal in reducing the risk of imported cases once the TCI reopened

about the health and safety of all who enter these Islands.” Invest TCI, as a platinum sponsor, hosted a session highlighting ‘Investment opportunities in the Turks and Caicos’. The presentation will be made by the agency’s chief executive officer James Bursey on September 8. “We set out to let the hotel investment community know the TCI are open for business investment and that Invest TCI is ready to facilitate and streamline new investments into the country,” he said. “We discussed opportunities across all islands, and especially sustainable, marine and eco-adventure focused investments.” Bursey said the summit was “extremely useful” to promote the TCI and provide an excellent opportunity to gain insight into how the industry and region is coping with Covid-19. “Following this conference, there is a consensus that the tourism industry will bounce back and significant optimism that investments will flourish,” he said. The event was organised by Northstar Travel Group and The BHN Group.

Athletes express disappointment over Breonna Taylor decision ATHLETES -- many who have used their platforms to take stances against police brutality over the past few months -- expressed their disappointment Wednesday after a grand jury in Louisville, Kentucky, decided not to charge officers with killing Breonna Taylor. “The white supremacist institution of policing that stole Breonna Taylor’s life from us must be abolished for the safety and well being of our people,” Colin Kaepernick wrote on Twitter Wednesday. Taylor, a 26-year-old Black emergency room technician and aspiring nurse, was shot to death in March after Louisville police officers broke down the door to her apartment while executing a late-night warrant in a narcotics investigation. Former police officer Brett Hankison, who one of the officers involved in the shooting, was indicted on first-degree wanton endangerment charges for his actions on the night Breonna Taylor was killed. Two other officers who also fired shots during the botched March raid were not indicted, meaning no officer was charged in the killing. “I’ve been lost for words today!” Los Angeles Lakers’ star LeBron James said in a thread on Twitter. “I’m devastated, hurt, sad, mad! Papa Massata Diack fights back over his corruption conviction in France PAPA Massata Diack has goaded French authorities by saying they will have to send special forces to Senegal if he is to serve a five-year jail term handed out to him in France for corruption and breach of trust. Diack, the son of former athletics global chief Lamine Diack who himself was given four years in prison for corruption and moneylaundering, refused to leave Senegal for the trial and was sentenced in his absence. In 2016, the global police network Interpol issued an arrest want for Papa Massata, who has been based in his West African nation ever since. “They can send special forces to pick me up,” he brazenly asserted on Monday as he continued to protest his innocence. Last week, 87-year-old Lamine Diack was convicted of corruption in France in relation to a Russian doping scandal and sentenced to two years in prison, with another two years suspended. process, it’s a moral process. They do not respect Africans and they have shown that with Lamine Diack, they do not respect anyone. “Let me tell you now: I will react to any disclosure published in the press, because I also know things. The day Lamine Diack speaks about the Olympic movement, let me tell you, the IOC will explode, Fifa, the IAAF.” Following a huge scandal that has hung over athletics for five years, Diack senior - who led the IAAF from 1999 to 2015 - was convicted of accepting bribes from athletes suspected of doping to cover up test results and letting them continue competing, including in the 2012 London Olympics. In his testimony, he acknowledged slowing the handling of Russian doping cases between 2011-2013 to save a sponsorship deal with a Russian bank and avoid public scandal but he denied the corruption allegations. Fenelus helps team to another victory in Taiwan Football Premier League NATIONAL footballer Marco Fenelus registered his 10th goal of the season and in the process helped club team the Tainan FC (Taiwan Steel) to their eighth consecutive win in the Taiwan Football Premier League. With the 5-2 victory against Red Lion FC, Tainan FC are now only tied with Taipower Football Club for the number one spot, but a tie-breaker could be decided on Sunday when the two teams play. Over the last few weeks, there was a three-team tie for the top spot. Since returning from a sevenweek thigh injury in early July,

Fenelus has been in a dominant mood. Two Sundays ago, he began round three with a hat-trick, while on Sunday last he scored the second goal in the clash. In the 26th minute, he received a cross and finished with a diving rightfooter. Fenelus, who is a former Golden Boot winner, is elated with his team’s performance and is optimistic that he can help carry them to the title in his first year. Prior to this season, the 28-yearold was a star player for defending champions Tatung FC.

NBA player Ariza practices at Sports Complex Veteran NBA small forward Trevor Ariza had a practice session at the Gustarvus Lightbourne Sports Complex court this week, while visiting relatives in the TCI. Ariza, who was born in Florida to TCI parents, visits the islands regularly. Along with his practice session, he also met briefly with Director of Sports Jarrett Forbes, while at the complex. Ariza, who was drafted in 2004 by the New York Knicks, has so far had stints with nine different NBA teams. The 35-year-old is currently a member of the Portland Trailblazers.

Kadine Delphin loves being a firefighter.

“Firefighting is a career that makes you feel proud and accomplished” KADINE Delphin’s athleticism in track and field and on the football and rugby fields were key in her transition to the working world. Now at the age of 23, she is a professional firefighter who has earned the respect of her peers. From the age of 12, the midfielder’s dream had been to play professional football—but circumstances and a desire to give back pushed the Haitian born in a different direction. “In 2019, I came across a firefighter ad in the newspaper and decided that this will be a great career to pursue…After joining and learning more about the job, I quickly realised that this could be a great opportunity for me to give back to the community while at the same time grow as an individual.” Delphin was happy with her career decision. She had all the core requirements and immediately showed potential. Her many years of training in sports did not only help her physically, but mentally, emotionally and taught her early about the importance of team and task.

MENTORSHIP Delphin credits former Technical Director of the TCIFA Matthew Green for his mentorship. “Matthew Green more commonly known as (Coach Green) introduced me to soccer. I ended up learning the game and blossomed to the TCI national team because of his inputs.” Delphin noted that Coach Green also made her play rugby and participate in track and field in an attempt to make her a better overall athlete. “Coach Green always pushed me to be my best in sports and he was always there to motivate me, to never give up and keep my head up high, he was a great coach and a mentor. All of these things led

me to develop a love for sports and physical activities in general.” A GOOD CAREER DECISION The former Clement Howell High School student added that firefighting is not just about fires— but when there is a blaze, the intensity cranks up. “The most intense aspect of the job for me is when you have to fight live fires while wearing B.A (breathing apparatus). Besides fires, firefighters also educate the public about fire safety issues, provide rescue services and code enforcement.” Although she is greatly outnumbered in her job, Delphin is positive that other females can join the profession. “Firefighting is a career that can make you feel proud and accomplished, and it is a career in which I have a lot of respect for. “It is also a great way to give back to the community by helping others to feel safe, it builds you up emotionally and physically and teach you great team work, it also teaches you how to overcome your fears.”
