Welcome to the ASCE Texas Section annual conference, Texas Civil Engineering Conference (CECON), a gathering where the shining minds of our industry assemble to learn and share, while nurturing and making new connections. If it is your first time attending, thank you for stepping into our world! If you are a returning guest, it speaks volumes that you have come back! Either way, we treasure your trust in what we have to offer. We promise to make it worth your while.

As in years past, a Planning Committee of more than 25 volunteer members have put together an essential collection of breakout sessions, keynotes, and panels to exceed your expectations, including full specialty tracks. The most current program schedule and speakers list can be explored in the event app. A schedule-at-a-glance appear on page 6 of this program. Please take a look and circle the sessions that interest you most. And don’t forget to visit with our exhibitors located in the main general session ballroom and throughout the foyer. Without the support of our sponsors and exhibitors, CECON and the ASCE Texas Section would not be as big a success.

U.S. Military Academy, West Point Chair, ASCE Committee on Education

Colonel Aaron Hill is a Professor United States Military Academy (PUSMA) and the Deputy Department Head in the Department of Civil & Mechanical Engineering (CME), responsible for teaching, scholarship, and leadership at the Academy and Department levels. He was commissioned as an Engineer Officer from West Point in 1997, where he majored in Civil Engineering. He has served in various assignments worldwide, including Afghanistan, the Sinai Peninsula, Bosnia, and Croatia. COL Hill served in CME from 2006-2009 and from 2016 to the present. Along the way, he earned Master’s degrees in Engineering Management (Missouri S&T) and Civil Engineering (Virginia Tech) and a Ph.D. in Civil Engineering (The University of Texas at Austin). He has taught several courses in the civil engineering curriculum, ranging from structural engineering and steel design to infrastructure systems and construction management. Each spring, he co-teaches Project Management Professional (PMP) prep classes to the West Point community. His research interests include topics in structural engineering and engineering education. He is Chair of the American Society of Civil Engineers (ASCE) Committee on Education and Vice Chair of the American Institute of Steel Construction (AISC) Partners in Education Committee. Additionally, he serves as the Head Officer Representative for Army Men’s Basketball. He is a licensed Professional Engineer (P.E.) in Virginia, a PMP, and an ASCE Fellow.

Bomar is the interim commissioner of the City of Atlanta’s Department of Transportation, while also serving as the city’s commissioner for engineering. This role follows leadership roles with the Metropolitan Atlanta Regional Transportation Authority, Gateway85 Community Improvement District, and Stantec. Bomar also founded and ran her own companies, Street Smarts and Data Smarts, for 20 years prior. For ASCE, she served on the Board of Direction as a technical region director from 2018 through 2020 and has been the Society treasurer since 2021. She’s been active in ASCE’s Transportation and Development Institute for two decades, including as president in 2010 and as a co-founder of the Georgia Section’s T&DI chapter. Additionally, Bomar served three terms on the city council of Duluth, Georgia, and was the first female president of the Institute of Transportation Engineers. Among her many awards, she earned ASCE’s William H. Wisely Civil Engineering Award in 2016 and was WTS Woman of the Year in 2023.

Keynote Raising the Texas Transportation Infrastructure

Mr. Highsmith is with the Federal Highway Administration’s Texas Division Office as the Deputy Division Administrator. In his position, he is responsible for the day-to-day activity of the Division’s 50 employees which include Engineers, Planners, Financial Specialists, and other transportation professionals. The Division is responsible for the federalaid program covering the entire state of Texas including the large metro areas of Houston, Dallas, Fort Worth and Austin as well as the rural and border areas. In addition he serves as an advisor to the Division Administrator and provides policy and program direction on a statewide basis and has the authority to approve federal contract documents. He also provides federal guidance to State and Local officials on federally funded projects. Prior to coming to Texas, Carl worked in the Louisiana Division Office for 9 years as the Program Delivery Team Leader. In that position, he managed a staff of 7 highly trained area engineers, environmental, and realty specialists. Previously, he worked in FHWA Headquarters in Washington DC in the Office of Asset Management as a Bridge Management Engineer. Most of his 27 years in the highway and transportation industry has been spent dealing with bridges from design to construction to inspection to management. 3 of his professional years were spent working for a consultant in Delaware managing their bridge inspection program in Delaware and Pennsylvania. Carl joined FHWA in 1991 after graduating from Morgan State University in Baltimore, with a BS in Civil Engineering. He is originally from Baltimore, Maryland and is a vocal supporter of his hometown sports teams, especially the Ravens and Orioles and loves to travel.

Carl L. Johnson, P.E., serves as director of District Operations. In this role, he is responsible for the management and control of all 25 districts.Johnson began his career with TxDOT in the Brownwood District Lampasas Area Office in 1995. While in Lampasas, Johnson was involved with many design and construction projects. In 2012, he was promoted to director of operations for the Brownwood District, overseeing maintenance and traffic functions. In addition to his district duties, Johnson was also a leader in many statewide initiatives, such as developing the statewide winter storm plan. Johnson was named the Abilene district engineer in 2017. As district engineer, he worked to improve pavement scores and served as a member of the Ports to Plains Advisory Board and a member of the Abilene Metropolitan Planning Organization. He was instrumental in maintaining a collaborative working relationship between the MPO, TxDOT and the city of Abilene. While in Abilene, Johnson also had several statewide assignments, including participating on TxDOT’s district peer review committee. Appointed as Fort Worth district engineer in September 2020, Johnson served on NCTCOG’s Regional Transportation Council working to address Metroplex-area transportation challenges and opportunities. Under Johnson’s direction as district engineer, he oversaw more than $4 billion in construction including major projects such as I-35W, the DFW Connector, the I-30/SH 360 interchange and the Southeast Connector. Johnson is a 1989 graduate of Texas Tech University.

Keynote Raising the Grade: Flood Planning for the State of Texas Keynote

Brooke Paup has served as a Board member of the Texas Water Development Board since February 22, 2018. Governor Greg Abbott designated her as Chairwoman on April 22, 2021. Prior to her appointment to the Board, Paup served as the director of legislative affairs for the Texas Comptroller of Public Accounts for the previous three years. While there, she led a team of legislative professionals to address statutory tax reforms. Paup is formerly the deputy division chief of intergovernmental relations and former special assistant for policy and research for the Office of the Attorney General, where she worked on legislative issues, special litigation, and public financenotably House Bill 4 and Senate Joint Resolution 1 in the 83rd Legislative Session, which created the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Paup has more than 15 years of state government experience. In September 2022, Governor Abbott appointed her to the Environmental Flows Advisory Group. She is also a member of the State Bar of Texas and Symphony League and a board member of the Wine and Food Foundation of Texas Auction Committee. Paup earned a bachelor of arts from Texas A&M University and a juris doctor from Texas Tech School of Law. She lives in Austin with her husband, Spivey, and their two children, Henry and Heidi.

Reem Zoun, PE, CFM, is the Assistant Deputy Executive Administrator of the Office of Planning at the Texas Water Development Board and is leading the effort for developing the statewide flood planning program and the delivery of the first sets of regional flood plans for the State of Texas. Reem is currently leading and actively working on developing the 2024 Texas State Flood Plan. She has over 22 years of private and public sector experience in engineering, flood risk reduction projects, modeling, mapping, capital improvement project portfolio management and delivery, management, and leadership. Prior to joining the TWDB in 2019, Reem worked for the City of Austin, AECOM, the University of Texas at Austin, Pasminco Elura Mine, and Victoria Department of Natural Resources and Environment in Australia. Reem has multiple publications and presented in various conferences. Reem has a MS in Civil Engineering from the University of Texas at Austin and an undergraduate degree in Environmental Engineering with First Class Honours from Royal Melbourne Institute of Technology in Melbourne, Australia. Reem received the American Society of Civil Engineers (ASCE) Austin Branch 2017 Civil Engineer of the Year award. In 2011, she was awarded as the Young Engineer of the Year by Texas Society of Professional Engineers Travis Chapter. A runner and a gardener, Reem’s favorite part of life is being the mother of her two boys, fourteen-year-old Neal and ten-year-old Aurko.

Professor Jean-Louis Briaud is a Distinguished Professor and Holder of the Buchanan Chair in the Zachry Department of Civil Engineering at Texas A&M University, a Distinguished Member of the American Society of Civil Engineers, and a Professional Engineer. He received his Bachelor degree in France in 1972 and his Ph.D. degree from the University of Ottawa in Canada in 1979. His expertise is in foundation engineering and more generally geotechnical engineering. He has been President of the American Society of Civil Engineers and President of the International Society for Soil Mechanics and Geotechnical Engineering. Among other awards, he has received the ASCE Ralph Peck Award from the USA and the Meyerhof Foundation Engineering Award from Canada. Over the last 30 years, Dr. Briaud has conducted about 15 million dollars of research most of which was on foundations and retaining walls. He has supervised 60 PhD students and 100 Master students. He has published extensively including his latest book entitled Geotechnical Engineering. He enjoys tennis and plays jazz piano at the amateur level.

When we aim to refresh and reinvigorate our lives and our profession, we are encouraged to stop where we are and begin anew. We are told to focus on the future, set goals and think about what we can do. We are to turn our backs on the past and all we have experienced and learned and even see our experiences as the root of our sometimes-joyless existence. However, it is by refocusing on our stories, exactly as they are, that we can find the gifts and wisdom we have accumulated and thus become re-energized. Taking a look at our story with a new perspective, acceptance and yes, humor, we will find the evidence of our resilience and our triumphs. More importantly we will find the pearls of knowledge which we can now share with others. There is power, beauty and resilience in all of our stories and there are ways for us to get inspired again.

Michael Sims currently serves as the Director of Compliance and Enforcement with the Texas Board of Professional Engineers and Land Surveyors. He has been with the Board since June 2018. Michael previously was the Special Projects Manager and Manager of Environmental Permits within the Oil & Gas Division of the Railroad Commission of Texas and worked in Air Permits at the Texas Commission on Environmental Quality. He holds a B.S. in chemical engineering from the University of Texas at Austin and has been a licensed professional engineer since 2010.

How to Lead with Vision

Dr. David E. Daniel, P.E., earned BS, MS, and PhD degrees in civil engineering from UT Austin. Between MS and PhD degrees, he worked for 3 years as a staff engineer at Woodward Clyde Consultants in Oakland, California. After earning his PhD, he spent 16 years on the faculty at UT Austin, and then went to the University of Illinois where he served as Head of the Department of Civil and Environmental Engineering and then as Dean of Engineering. In 2005 he became the President of UT Dallas. From 2015 to 2018 he served as Deputy Chancellor and Chief Operating Officer of the UT System in Austin. He retired from full-time work in 2018 and currently serves as a part-time engineering consultant in Dallas and on several non-profit boards and committees. Awards from ASCE include the Norman Medal, Croes Medal, Middlebrooks Award, Terzaghi Lecture, President’s Award, and Geotechnical Hero’s Award. In 2000 he was elected to the National Academy of Engineering. From 2006-2007 he chaired the ASCE External Review Panel that investigated what went wrong with the flood protection system in New Orleans during and after Hurricane Katrina. He also served on the National Academy of Engineering panel that investigated the causes of the Deepwater Horizon explosion and oil spill. Professional organization service includes past President of the Texas Academy of Medicine, Engineering, Science and Technology; Chair of the National Academy of Sciences Gulf Research Program advisory committee; past member of the governing board of the National Academy of Engineering; Chair of the Hill Prize Selection Committee; and past Editor in Chief of the ASCE Journal of Geotechnical and Geoenvironmental Engineering.

Bois d’Arc Lake Program

North Texas Municipal Waater District, Freese and Nichols

The $1.6 billion Bois d’Arc Lake program centers on Texas’ first major reservoir in almost 30 years — a crucial new water source for more than 2 million people in more than 71 growing communities served by the North Texas Municipal Water District.

• Bois d’Arc Lake initially can provide up to 70 million gallons a day of drinking water for North Texans, with expansions planned.

The lake increases recreational opportunities and economic development for the area.

• Ecological improvements across 17,000+ acres to offset the reservoir’s footprint mesh environmental resilience with infrastructure progress.

All the main elements were built simultaneously in 2018-2023: a dam and 16,641-acre reservoir; a treatment plant, two huge pump stations and 60 miles of pipelines; two major sites of forested and emergent wetlands, grasslands and stream restoration mitigation. Customers started receiving treated water from the system in Spring 2023. Delivering Bois d’Arc Lake required foresight, ingenuity, resourcefulness and extensive coordination involving a broad and dedicated array of partners. The team expertly navigated a myriad of challenges, and the final cost is expected to come within 1% of the target.

The Memorial Park Master Plan is centered on restoring ecological systems, fostering resilience, reconnecting the park’s elements - land, waterways, trails, and people, consolidating compatible activities sensibly, preserving cultural history, ensuring responsible management, and enhancing the overall park experience and amenities. At its core, the Memorial Park Central Connector (MPCC) stands as a prominent feature within the Ten-Year Master Plan, located in the heart of Memorial Park. It comprises two land bridges spanning Memorial Drive, reuniting the park’s north and south portions, effectively healing the historical division caused by the road and expanding the green space within the park. Crucially, the project reintroduces endangered Gulf Coast prairie, enhances wetlands, and plays a vital role in habitat preservation and stormwater management, all pivotal for the park’s ecological restoration and resilience. These distinctive land bridges have earned recognition both nationally and internationally, distinguishing Memorial Park and Houston. Covering 96 acres, the project involves establishing new Gulf Coast prairie and wetlands, reforesting specific areas, and constructing four 54foot diameter arches spanning Memorial Drive, providing a pathway for park visitors and wildlife. Key objectives include restoring native prairies and wetlands, reintroducing native flora and fauna, preserving existing trees, expanding green spaces, and enhancing overall park connectivity.

I-35 Waco Project 4B

The I-35 Waco 4B project was a $350 million reconstruction of a 7-mile section of I-35 in Waco, Texas, from 12th Street to N. Loop 340. This is a critical corridor, with more than 140,000 vehicles traversing the area every day. At the time of let, it was the largest design-bid-build project in the state and aimed to improve safety, mobility, capacity, congestion, and aesthetics on the interstate highway. BGE’s SPYGLASS™ technology was crucial for communicating construction phases to the general public. Improvements included:

Stormwater, floodwater, rising tidal waters, (etc.) that are meant to be drained into our natural waterways via storm systems will also flow into our sanitary system (I&I). Sanitary systems have limited capacities, and when the I&I – not requiring treatment – enters the sanitary system, volumes can exceed capacity. Consequently, pathogen-filled sewer water reverses, surcharges, and spills into the streets, and waterways (SSOs); this is a leading cause of water pollution amounting to 32 trillion gallons of pollution each year.
