Greetings to my Texas Baptist family, The Lord has brought us together during a time when the world needs us the most. Our convention has been used by God to be the light of the world in the midst of very uncertain times. I welcome you to witness the power of Christ Jesus our Lord through the cooperative and collective work of our churches, institutions, and affiliated partners. Hello Texas Baptists! Welcome to the first ever "virtual" BGCT Annual Meeting. As you know this is not what we expected or, frankly, wanted. However, thanks to the approval of our Executive Board and the sweet cooperative spirit of our Texas Baptist family we are making it happen. I must also say thank you to our staff. So many of them gave the above and beyond effort to make all that you are seeing and experiencing so worthwhile. And, thanks to President Adam Wright and Dallas Baptist University who have served as our host of the meeting. They have been more than gracious and generous in providing the necessary space to make this event successful. Finally, a big thank you to our Convention President, Dr. Michael Evans, for his service and leadership these past two years. The Lord raised him up for such a time as this and he has been more than a friend to all of us. Thanks, as well, to our other officers in First Vice President Jason Burden and Second Vice President Jason Atchley. They, too, were faithful to the task and served with a kind and sacrificial spirit.

At the end of this year I will have completed 9 years of service to you, our Texas Baptist family. This has, without a doubt, been the most challenging year I have experienced as your Executive Director and, honestly, in ministry. COMPELLED SPEAKERS The State of Texas Missions: David Hardage and Michael Evans, Sr. Michael Evans, Sr. Michael A. Evans, Sr. is the pastor of Bethlehem Baptist Church in Mansfield, Texas, where he has humbly served for more than 28 years. Evans was elected to serve as President of Texas Baptists in July 2018. Evans is the former Director of African American Ministries for the Baptist General Convention of Texas, which involved service to over 800 churches statewide. He has served as President of the Board of Trustees of the Mansfield Independent School District and as Adjunct Professor at Dallas Baptist University. Evans is the author of Leadership in the Black Church: Guidance in the Midst of Changing Demographics. He received his Bachelor of Arts in Political Science (Pre-Law) from the University of Texas at Arlington, the Master of Divinity degree from Texas Christian University’s Brite Divinity School and a Doctor of Ministry degree from Baylor University’s Truett Theological Seminary. He is married to Lisa and the couple has two children. David Hardage The Baptist General Convention of Texas Executive Board elected David Hardage to serve as the convention’s executive director in January 2012. Hardage has been pastor of four churches, interim pastor of five churches, is a former Associational Director of Missions and served as a Development Officer. He has also had the privilege of serving on various Texas Baptists committees and boards. He earned his bachelor’s degree from Baylor University, a master’s of divinity degree from Southwestern Baptist Theological Seminary and a doctorate from Midwestern Baptist Theological Seminary in Kansas City. He is married to Kathleen and the couple has two children.

WORSHIP Michael Slaughter & Hunter’s Glen Baptist Church Choir & Orchestra Michael Slaughter currently serves as Worship Pastor at Hunters Glen Baptist Church in Plano, Texas. He also has served churches in Oklahoma, he has been in ministry since 2004. He is a graduate of Oklahoma Baptist University and Liberty University’s Rawlings School of Divinity. He is married to Rachel and has three children, Jeremiah, Abigail, and Lydia. Michael loves leading God’s people to worship and spending time with his family. David Talaguit
Biblical Community Church in Richardson
The grandson of an evangelist, David was exposed to the ministry at an early age. He was born in Subic Bay, Philippines and began singing in a children’s choir at age nine and found his love for Music ministry. He studied Music Education with Voice Concentration at Southern Methodist University. David teaches Elementary Music in Mesquite ISD and is currently serving at Biblical Community Church in Richardson as Elder for Worship. He is also working in partnership with Scripture Memory Songs in the Philippines writing and producing videos of key verses in the Bible in the vernacular to help saturate the Philippines with the Word of God. Worship Pastor at First Baptist Church of Kaufman
Yohel David Martinez was born in Venezuela and at the age of 15 moved to the US. He graduated with a BA in Arts and Theology as well as a Minor in Music at the Baptist University of the Américas in San Antonio, TX. Yohel is also a writer and composer. Throughout his ministry, he has been able to write songs for the local church and collaborate with other worship leaders to create and write worship music. In 2018 he released his first music project, an EP in Spanish titled “Un Mar Sin Limite”, "A Limitless Sea" and is currently working on making a cross-over album to reach the Latino community as well as the Anglo. Yohel is married to Alma Martinez and they both have three beautiful kids. He is the full-time worship pastor at FBC Kaufman.

UPCOMING ANNUAL MEETING TO CELEBRATE TEXAS BAPTISTS LIVING “COMPELLED” IN 2020. By Texas Baptists Communications The Baptist General Convention of Texas will gather online for the 135th Annual Meeting on Nov. 16-17. The meeting will be held virtually for the first time ever in response to the COVID-19 pandemic. Texas Baptists are emphasizing the call to live “Compelled” and celebrating the mission work made possible through partnerships across Texas, the country and around the world. “In the midst of this pandemic, Texas Baptists have locked arms, leaned into the challenge, and ministered effectively,” said Executive Director David Hardage. “At our upcoming online Annual Meeting Nov. 16-17, we will celebrate all that God has accomplished through our cooperative ministry efforts in the midst of difficult times.” On the evening of Mon., Nov. 16, church-elected messengers will gather for the Annual Meeting Business Session from 6:00-8:00 p.m. During this session, messengers will elect officers and vote on the 2020 proposed budget, nominations for affiliated boards and ministries, resolutions and more. Messengers must register by Nov. 13 to participate in the meeting. Texas Baptist-affiliated churches are encouraged to register their maximum number of messengers so that their church’s unique voice can be heard during the meeting. The entire Texas Baptists family–messengers and visitors alike–are invited to join the online Celebration Session on the night of Tues., Nov. 17. from 6:00-8:00 p.m. Texas Baptists will come together to celebrate all they have accomplished and learn about the year ahead. The service will include worship, an update from Executive Director Hardage, a sermon from President Michael A. Evans, Sr., and exciting ministry updates made possible through Cooperative Program giving. No registration is required. Visitors can join the session on this page or on the Texas Baptists Facebook Live. Worship rallies will be hosted at 7 p.m. on Sun., Nov. 15. Rallies will be held for Texas Baptists en Español and the African American Fellowship. A new rally for young adults, Devoted Young Adult Virtual Gathering: 20 Things We Learned in 2020, will also take place at 7 p.m. To register or find more rally information, click here. Leading up to the Annual Meeting, a series of live workshops are being hosted each Tuesday at 2 p.m. over Zoom. Workshops began Sept. 8 and will continue through Nov. 17. STANDING RULES FOR VIRTUAL MEETING By checking this box, you agree that you have read the 2020 Virtual Annual Meeting “Standing Rules” as recommended by the 2020 Committee on Annual Meeting (below). A copy of the “Standing Rules” will be sent to your email address upon completion of registration. It is generally understood, due to the virtual nature of the 2020 BGCT Annual Meeting and the implicit challenges to discussing business, that messengers are encouraged to hold new or miscellaneous business, motions, or resolutions until the next scheduled in-person meeting of the BGCT in 2021 in Galveston. However, the introduction of business is permitted under the following Standing Rules: 1. All reports, motions, resolutions or amendments to the constitution, bylaws or articles of incorporation, or any other business a messenger wishes the 2020 annual meeting to consider, shall be submitted by a registered messenger to the body by emailing the recording secretary of the convention at recordingsecretary@txb.org. The email must include your motion, name, address, church membership, email address, and phone number. 2. All main motions requiring a vote not scheduled on the agenda must be introduced by email to the recording secretary by October 31, 2020. 3. The 2020 Annual Meeting will follow the BGCT constitution and bylaws and Robert’s Rules of Order (RRO) where RRO do not conflict with the constitution and bylaws. An instructional video will be emailed to registered messengers by November 1, 2020, explaining the general process for discussion, debate, and voting electronically. 4. Discussion or debate shall be limited to two minutes per speaker. No messenger shall speak more than once on the same question. 5. Nomination speeches shall be limited to three minutes, and there may be no more than one nomination speech per candidate. 6. The chair shall recognize messengers wishing to speak to each side of the question alternately. 7. All messengers who attend and participate in the business meetings of the convention shall conduct themselves in keeping with the stated objectives of the Constitution of Texas Baptists. 8. NOTICE Texas Baptists’ Bylaws call for the meeting of the convention to be conducted according to the current edition of Robert’s Rules of Order Newly Revised. The officers abide by this manual on parliamentary procedure. In the past, a messenger’s motion has been ruled out of order because it did not comply with Robert’s Rules of Order when a change in wording was all that was necessary for the motion to have been appropriate and in order. Every effort is being made for the business of our convention to be conducted in the smoothest and best way possible for the advancement of our Lord’s Kingdom. If a messenger has a motion to make, the parliamentarian will be available to assist with the wording so that the motion will be in proper format. Note: A motion will not be considered by the convention until a messenger has personally made it at the appropriate time and place while the convention is in session. Standing Rules for this Convention require that all motions be properly submitted by October 31, 2020.
HELP FOR MESSENGERS Materials are prepared each year to help messengers during business sessions of the Texas Baptists Annual Meeting. Among those materials is the Book of Reports, which contains the annual reports of Texas Baptists Institutions and Agencies, the Texas Baptists Executive Board and a copy of the Texas Baptists Constitution and Bylaws. Additionally, the Texas Baptists Bulletin contains information about business matters to be voted on and proceedings.
The Texas Baptists Bulletin is published daily during the Annual Meeting by the Baptist General Convention of Texas. The Bulletin includes announcements, committee reports and proceedings. BULLETIN 2021 BUDGET PROCESS The Business and Financial Plan calls for each administrative office, ministry, and program area of the convention to submit an itemized budget of its expected expenditures for the next fiscal year to the Chief Financial Officer (CFO). The CFO works with staff to make necessary changes and presents the proposed budget to Executive Leadership and then to the Finance Committee of the Executive Board which, in turn, presents it to the Executive Board for its approval. The Executive Board submits the Cooperative Program budget, consisting of all the anticipated income and expenditures which have been submitted and approved, to the Convention in session. Preparation of the proposed budget includes months of projections, research, planning, committee reviews and prayer to arrive at the proposed resource plan for the coming year. Such is the case for the proposed 2021 calendar year budget. For ordained staff members, the Executive Board allows advance designation of a portion of the salary as housing allowance as permissible by IRS regulations. Ordained staff members pay their own selfemployment taxes, which are 15.3 percent of taxable compensation. The detailed budget is published annually and provided to the Executive Board and committees involved in the budget preparation process. A budget summary is mailed to each church annually. The budget summary and the detailed report can be found at texasbaptists.org. For a hard copy, please call 888.244.9400. The Finance Committee is authorized, on a contingency basis, to adjust spending based on actual receipts.
