Welcome to Texas WaterTM 2021 - Virtual! We regret that we can’t extend Austin’s hospitality to each of you in person this year, but we bid you a giant virtual welcome to Austin for this year’s Texas WaterTM 2021 annual conference and exhibition event—the largest water-related conference event held in North America on a statewide or regional basis and now the largest virtual event of its kind. Texas Water, which is proudly sponsored by both the Texas American Water Works Association (TAWWA) and the Water Environment Association of Texas (WEAT), is widely recognized as being the premier water and wastewater-related conference held annually in Texas. VIRTUAL CONFERENCE NAVIGATION We’re so glad you’re joining us for this very special Texas Water experience. We know that this year has us all facing very unique and uncertain circumstances, but we’re incredibly excited to be able to transition our Conference to this virtual platform! As an attendee, you should have received an email with your login information and the link to access the Virtual Conference. If you did not receive your login information, please send an email to texwater@texas.net. Here’s some information on navigating the conference platform and tips to help ensure your conference experience is a success! Safari and Edge are also supported; IE is not recommended. The Help Desk in the Conference also provides some additional technical information.

TECHNICAL SESSIONS: All of the exemplary program of technical sessions can be viewed here. The AUDITORIUM link in the Lobby takes you here, as well as clicking on Technical Sessions in the top menu. • You can preview the schedule (Pages 26-37) and add sessions to your agenda (Do not be concerned if you see a blue icon “Registered” instead of “Add to My Agenda”. That is an automated feature that doesn’t apply to our conference). All sessions will be available to all registrants. Sessions will become available at their scheduled times in the program, then available for on demand viewing after.

LOBBY: The lobby will be the first place you visit during the virtual conference, featuring our top sponsors. EXPO HALL: Click on EXPO Hall to visit with our exhibitors! Make sure and spend some time visiting the “eBooths” that our vendors have set up to display their products and services. • Clicking on a session name, will display the session’s information, speakers, and any handouts. Important! You must click on the session title in the left panel for the correct information (description, presenters, handouts, etc) to display on the right panel. • For those seeking TCEQ Operator Hours: Credit hours will be available for viewing most virtual technical sessions. o You will be given a PASSWORD at the end of the session. Do not exit the session without making note of the password! o You will submit the password in the testing area of the platform, located in the Attendee Lounge. See the Attendee Lounge portion of these instructions for more details. o The code next to the session title will tell you which license the session credit counts toward (water, wastewater, or both.) Please note: Sessions are only worth .5 hours of operator credit even if they are longer than 30 minutes.

Q&A Discussion Groups for Technical Sessions: Be sure to participate in our Q&A discussions with our presenters. The Discussion Groups will be active after each block of sessions (see pages 26-37) and can be accessed by visiting Lounge → Attendee Lounge → Chat and Discussion Groups. This opens up the Unified Communication Platform. Clicking the Plus icon next to Discussion groups will pull up the list of available groups.

LIVE EVENTS: Join us for live virtual receptions that include networking with other attendees! • These live receptions will be hosted for the Opening Session on Monday (3/29) at 11 am, the Women in Water Panel on Wednesday (3/31) at 12 pm, and the Conference Entertainment Event on Wednesday (3/31) at 5 pm. • You can select a “seat” at a table and join into live chats (or even video chats) with other attendees during the event. You’ll need to select a “seat” to attend these events from the Live Events tab. MATT SLUSHER

Matt Slusher grew up on the border, in McAllen Texas but over time was called to live in two of America’s cradles of musical creativity, New Orleans and Austin, TX. Matt has played lead guitarist in many bands such as Rodney Hayden Band and Gal Holiday in New Orleans. As a singer, songwriter and mandolinist, he was a founding member of both the South Austin Jug Band and Wood & Wire. Most recently, Matt has returned to the music of his youth, releasing a surf rock album in August 2019. Today you can find him writing songs and performing in Austin’s vibrant music scene.

VICTOR LIVINGSTON

As a songwriter first then a producer Victor Livingston is able to invent his own sound; warping country feel with modern production. Livingston released his debut album, Lonely Chugger, last November. A modern take on classic song writing and styles. He is gearing up to release his explosive sophomore album by the end of 2020.

AMERICAN DREAMER is four gifted musicians who bring a heavy dose of strings to their unique blend of Indie-Folk. This is your main hub for all attendee and exhibitor conference chats, video chats, and also where you will access the Q&A Discussion Groups for the Technical Sessions. Note: you will need to click on the “plus sign” on the left-hand side menu to join a booth chat or Discussion Group.

o You can search for a specific attendee by clicking on the magnifying glass next to Private Chats. Click on the speech bubble icon next to their name to enter into a private chat with the person.

o You can also request to join a live video chat with an attendee. The red dot next to a name means that person is not in the virtual conference at the moment, while a green dot means that they are online. The notification bell at the top will alert you to new activity or chat requests.

• Networking Appointments will allow you to search and schedule appointments with other attendees and will allow booth staff to host one-on-one chat appointments. You can set the times you are available for appointments and you will receive an email notification when someone requests an appointment, which you can accept or reject. • Session Evaluations & Testing is where you need

to go for TCEQ operator credit hours. TCEQ has approved the conference for up to 30 operator hours. o Once you click on Session Evaluations & Testing, find the evaluation for the session you have viewed. Complete the brief evaluation of the session. A link that says “Start Test” will appear next to the evaluation once it’s been completed. Take the one-question test to select the password you received during the session. o Once you pass the test, a link to a PDF of the individual session certificate should appear on the page (you may need to close the window and reopen it). A certificate showing all of your passed sessions is available at the Conference Certificate link in the left-hand menu. o Turning in your hours: We need to know when you’re done and want us to turn in your hours to TCEQ. When you are completely finished with your training and are ready to have us report your hours, click on Session Evaluations & Testing in the Attendee Lounge, then the link to the TCEQ hour submission form and complete it. You only need to submit this form one time. We’ll need your contact info, license number(s) and the total number of hours you are seeking. Completing this form is your way of “turning in” your hours. Based on your Certificate, we will report the completed sessions and total hours to TCEQ. See Page 11 for additional information on TCEQ credit hours. TEXAS WATER 2021 - VIRTUAL WELCOMES SPECIAL GUESTS Texas Water Welcomes AWWA President Melissa Elliott, president of the American Water Works Association, will represent AWWA at Texas WaterTM 2021 - Virtual. Elliott will provide comments during the Virtual Opening Session at 11 a.m. Monday, March 29. Elliott’s career is focused on helping water and wastewater utilities tell their stories. She is the Director of Strategic Communication Services at Raftelis where she consults with utilities to provide communication planning, stakeholder engagement and risk communications. Prior to joining Raftelis, Elliott directed public relations departments at two large Colorado utilities—Denver Water and Aurora Water. All that utility experience means she’s worked with the public on issues as diverse as drought, water quality, potable reuse, affordability, rate structure change, massive infrastructure projects, and customer assistance programs. Being AWWA President has given Elliott a new avenue to elevate the conversation about the value of the services utilities provide. As a public relations practitioner working in the highly technical water industry, Elliott makes it her mission to push those around her to stop being so humble about the essential work we do. She says if we want others to understand our challenges, we need to build relationships with the people and communities we serve and talk about the value we provide. When she’s not working with utilities, Elliott makes her home in Denver where she enjoys cooking for friends, planning future travel adventures and spending time in the Colorado sunshine with her husband.

WEF Past President Joins Texas Water WEF Past President Jackie Jarrell will represent the Water Environment Federation at Texas WaterTM 2021 Virtual. Jarrell will provide comments during the Virtual Opening Session at 11 a.m. Monday, March 29. Jarrell is the immediate past president of WEF and has been with Charlotte Water for more than 29 years. As wastewater operations chief she has been responsible for wastewater operations with total permitted capacity of 123 million gallons per day, with the largest plant permitted at 64MGD, the related residuals program producing more than 90,000 wet tons/year, oversight of regulatory functions, process control, and continuous improvement programs within the operations areas. Recently, Jarrell was appointed as an interim deputy director for Charlotte Water. This has expanded her role to oversee customer service, communications, industrial pretreatment, laboratory services, and the Industrial Pretreatment Program, with more than 60 significant industrial users. As a WEF member, Jarrell has held multiple leadership and committee roles, including serving as the chair of the Utility Management Program Symposia and the first vice chair of the Utility Management Committee. Also an active member of the North Carolina Water Environment Association, Jarrell served as the MA chair in 2013. At that time, she lead the MA in developing NCWEA’s strategic plan in 2013. Over many years volunteering for NCWEA, she chaired several committees including the Nominating Committee, the Public Education Committee, the Annual Conference Committee, and the Program Committee. She also worked on several committees such as Water for People, the Wastewater Schools Committee, the Endowment Committee, and the Plant Operations Committee. She is actively involved with the North Carolina Water Quality Association, a regulatory advocacy organization of utilities in North Carolina, and is a past chair and a current board member. Jarrell is a registered professional engineer in the state of North Carolina and holds a Biological Wastewater Grade II OIT. She received a B.S. in engineering from the University of North Carolina-Charlotte. She is a member of the NC 5S. Jarrell is the 2014 recipient of the Arthur Sidney Bedell Award. In 2015, Jarrell, along with her colleagues, was awarded the Gascoigne Wastewater Treatment Plant Operational Improvement Medal.


TW21 - Virtual Keynote Rep. Tracy King Chairman Tracy King will provide keynote comments at Texas WaterTM 2021 - Virtual. The address will take place during the Virtual Opening Session at 11 a.m. Monday, March 29. Chairman King graduated from Carrizo Springs High School, attended Southwest Texas Junior College and Texas A&M University, where he earned a Bachelor of Science in Agricultural Engineering. In 1983 Chairman King took a job with the Beltone Hearing Aid Center in San Antonio and soon after moved to Uvalde to open a branch office there. He later purchased the Beltone Hearing Aid Center and owned and operated it until 2008 when he sold the business to spend more time with his family. Chairman King has always been active in public service, a former member of the Board of Trustees for the First United Methodist Church and a past president of both the Kiwanis Club and the Texas Hearing Aid Association. He is currently the Chairman of the powerful House Natural Resources Committee and serves as a member of the Energy Resources Committee. He previously served as chairman of Border and International Affairs; Agriculture and Livestock; and Licensing and Administrative Procedures Committee. During his tenure in the Texas House of Representatives he has served on committees such as Natural Resources, Appropriations, Ways & Means, Calendars, Environmental Regulation, Agriculture and Livestock, Border and International Affairs, Culture, Recreation and Tourism and Licensing and Administrative Procedures. He also serves on the Edwards Aquifer Oversight Committee and the Energy Council. Chairman King is married to the former Cheryl Baker of Hondo and they are the proud parents of two children, Katelyn Marie King and Clayton Baker King.

TCEQ OPERATOR HOURS TCEQ has approved Texas WaterTM 2021 - Virtual for up to 30 TCEQ credit hours. You’ll be able to receive credit hours through June 25, 2021. Credit hours will be available for viewing most virtual technical sessions (when you click on a session, the righthand window will display the type of credit it counts for: w = water, ww = wastewater and w/ww = water and wastewater). How to Receive Credit: Once you log into the Virtual Conference, click Technical Sessions in the top menu. Find the session you’d like to watch from the list. Please note that each video can be played, paused or exited. You cannot fast forward. Make sure and pay attention so you can write down the password shown during the presentation. (Hint: It’s not always at the end of the session). Hover over Lounge and click Attendee Lounge from the dropdown menu. Click Session Evaluations & Testing on the lefthand side and find the Evaluation for the Session you just viewed. Complete the brief evaluation of the session. A link that says Start Test will appear next to the Evaluation you just completed. Take the test to enter the password you received during the session. Once you pass the test, a link to a PDF of the individual session certificate should appear on the page (you may need to close the window and reopen it). A certificate showing all of your passed sessions is available at the Conference Certificate link in the lefthand menu. CONFERENCE HIGHLIGHTS SCHOLARSHIP GOLF TOURNAMENT

You can still register to participate in the scholarship golf tournament! All profits from the Virtual Texas Water Golf Tournament go toward the scholarship programs. This year our mission is to keep players safe by following safety precautions but still enjoy a round of golf and continue our mission to assist students with scholarships. We are changing our format to accommodate every golfer playing as a single, a group of two, three, or foursome. Your golf event will be held at a golf course in your community. Your group will register and independently pick a course and submit your scorecard and picture of yourself or your group to Texas Water by April 15. Kenny D worked in the wastewater industry for 20 years and was a tireless supporter of YP education and growth. CONFERENCE HIGHLIGHTS the Dodson Drive 5K registration page; any amount is appreciated. The 2021 Dodson’s Drive Fun Run will be completely virtual. All the event information will be available and updated regularly on our online platforms. Participants can run at their convenience anytime during the week of Texas Water starting on Thursday, March 25th. The 5K will also feature a pre-run stretch-out and warm-up, which will be posted on our online platforms. We will provide several sample routes for various cities across Texas. Try them out or make your own! Runners will be able to print a finisher certificate and be able to post photos for a social media photo contest! Texas WaterTM 2021 - Virtual will give attendees an expanded opportunity to learn with the presentation of posters. The posters give authors the opportunity to display their research topics and share the information they discovered. 2021 WEAT STUDENT DESIGN COMPETITION OPENING GENERAL SESSION AVAILABLE ON-DEMAND City of Houston Intercontinental Airport WWTP, BNR and Solids Improvements The WEAT Student Design Competition gives students the opportunity to design and present a project based on a real-world wastewater treatment plant design problem. Students will be competing to represent WEAT at the Student Design Competition at WEFTEC 2021. The prompt this year is focused around the City of Houston’s Intercontinental Airport Wastewater Treatment Plant in Houston, TX. Students shall propose design alternatives to construct new facilities required for expanded capacity, rehabilitate existing facilities, convert the plant from a conventional activated sludge facility to a biological nutrient removal facility, and design of proposed solids processing facilities. TUESDAY, MARCH 30 For the University Forum competition, graduate students present related, novel research to stakeholders within the Texas Water community. Current and past topics have included innovative treatment strategies and emerging water issues in Texas, such as the influence of extreme weather events on water quality and waterrelated infrastructure. To compete, prospective participants are required to submit a technical paper describing their research, and the top 5-6 papers receive oral presentations at Texas Water. Presentations are judged by consultants and engineers from throughout the state, and winning presenters receive cash prizes and additional presentation opportunities through AWWA and WEF. Overall, students that participate in the University Forum competition receive practical feedback on their research endeavors and networking opportunities with leaders in the Texas water/wastewater industry. South Austin Regional WWTP: Please join Austin Water for a virtual tour of its South Austin Regional Wastewater Treatment Plant. Built in 1984, South Austin Regional (SAR) is one of three wastewater treatment facilities in the City of Austin and has the capacity to treat up to 75 MGDs. Other large wastewater facilities include the Walnut Creek Wastewater Treatment Plant and the Hornsby Bend Biosolids Management Plant. Austin Water has invested over 45 million dollars over the last four years on improvements to update the air distribution system and convert aging sand filter galleries into a state-of-the-art cloth disk filter complex. Staff will walk you through the plant virtually, giving you a behind the scenes look at the facility and operations. This walkthrough will highlight new equipment, technologies, recent upgrades, as well as some of the future challenges for the plant. After the virtual tour, staff will be on hand to answer questions and facilitate an exciting discussion about the operations and maintenance of the SAR Wastewater Treatment Plant.

Combating Zebra Mussels: Zebra mussels were first discovered in the US in the Great Lakes in the late 1980s. Since then, this invasive species has spread across the country and made its way into our Highland Lakes in 2017. Zebra mussels negatively impact ecosystems in many ways, and they are here to stay. They filter out algae that native species need for food, attach to and incapacitate native mussels, and wreak havoc on underwater infrastructure. Water utilities have spent millions of dollars to remove zebra mussels from clogged water intakes. In this virtual tour, learn how Austin Water has worked to combat this pest at our facilities. We will discuss the use of divers for inspections and cleanings, the multi-phase approach to implementing the chemical feed systems, and some of the challenges that were overcome along the way. You will get a first-hand look at the equipment at our facilities and gain insight into the ongoing efforts needed to mitigate this destructive mollusk. Thanks to our sponsors!

Texas WaterTM 2021 - Virtual Scholarship Golf Tournament February 1, 2021 – April 15, 2021

Help raise funds for scholarships to assist students with families in the water and wastewater industry. All profits from the Virtual Texas Water Golf Tournament go toward the scholarship programs. This year our mission is to keep all players safe by following safety precautions but still enjoy a round of golf and continue our mission to assist students with scholarships. We are changing our format this year to accommodate every golfer playing as a single, a group of two, three or foursome. Your golf event will be held at a golf course in your community. Your group will complete the registration form below and independently pick a course and submit your scorecard and picture of yourself or group to Texas Water before the March 15 deadline to be displayed on the Texas Water virtual site during the conference. Otherwise, the deadline for submitting the picture is April 15. Since we cannot be together to enjoy the game of golf, we are still offering opportunities to assist with fundraising by offering four levels of Scholarship Sponsorships as listed below. In addition, there are mulligans for purchase and the forward tee to be used at the team’s discretion on any Par 5. Your generosity is sincerely appreciated by all and let’s enjoy our golfing event. 2021 Dodson’s Drive Registration Form YP Dodson’s Drive 5k

The Dodson’s Drive was created in the spring in 2011 to honor the life and work of Kenneth Dodson. Kenny D worked in the wastewater industry for 20 years and was a tireless supporter of YP education and growth. The Texas Water 2021 Dodson Drive 5k fun run is completely virtual and can be run anywhere you please! Teams and Timed/Donation Registrants for this event will help benefit the Dodson Drive Endowment Fund which raises funds to support WEAT/TAWWA Young Professional activities around Texas, send YPs to the YP Summit, and provide scholarships to those pursuing degrees related to the water/wastewater industry. The Texas Water Dodson Drive 5k will kick off on Thursday, March 25th and go through Tuesday, March 30th at 1pm. All registered individuals and team registrants will receive official event tech shirts. This is your opportunity to be a special part of Texas Water and the Dodson Drive!
