Average long-term mortgage rates fall; 30-year loan at 5.1% ASSOCIATED PRESS WASHINGTON — Average longterm U.S. mortgage rates fell this week for the second week in a row, though interest rates on the key 30year home loan remain at decade-high levels. Economic uncertainty and weakened homebuyer demand continue to loom over mortgage rates. Mortgage buyer Freddie Mac reported Thursday that the 30-year rate declined to 5.1% from 5.25% last week. By contrast, the average rate stood at 2.95% a year ago. The average rate on 15-year, fixed-rate mortgages, popular among those refinancing their homes, dipped to 4.31% from 4.43% last week. Earlier this month, the Federal Reserve intensified its fight against the worst inflation in 40 years by raising its benchmark interest rate by a half-percentage point and signaling more big rate hikes to come. The Fed’s move, its most aggressive since 2000, means higher costs for mortgages as well as credit cards, auto loans and other borrowing for individuals and businesses. Higher borrowing rates appear to be slowing the housing market, a crucial sector of the economy. Last month, sales of both existing homes and new homes showed signs of faltering, worsened by sharply higher home prices and a shrunken supply of available properties. Homeownership has become an increasingly difficult aspiration, especially for first-time buyers. Besides staggering inflation, rising mortgage rates and soaring home prices, the supply of homes for sale continues to be scarce.

The proposed rules address requirements for licensing, facility administration, resident care, and programs; standards for environmental health and infection control; and improving health care quality. Allow the DOH to accept accreditation or certification of Hawaii’s nursing facilities by other nationally recognized accreditation or certification organizations for purposes of renewing Hawaii’s nursing facilities’ licenses; Improve consistency with the current federal requirements as set forth in 42 CFR Part 483 Requirements for Long Term Care Facilities which contains the requirements that an institution must meet in order to qualify to participate as a Skilled Nursing Facility in the Medicare program and as a nursing facility in the Medicaid program. The federal requirements serve as the basis for survey activities for the purpose of determining whether a facility meets the requirements of participation in Medicare and Medicaid; Update requirements for emergency preparedness for all hazards, including but not limited to natural disasters, pandemic events, or terrorist threats due to recent experiences nationally and locally, in order to be consistent with current federal requirements and guidance; Require facilities to: (1) develop, implement, and maintain an effective, comprehensive, data-driven quality assurance and performance improvement program that focuses on indicators of the outcomes of care and quality of life for the full range of care and services provided by the facility; and (2) notify the resident, resident’s representative, and the state long term care ombudsman of transfer or discharge initiated by the facility.
The proposed Title 11 Chapter 97.1, “Home Health Agencies” rules (proposed rules) establish minimum licensure standards for home health agencies, replacing the current regulations promulgated on February 1, 1982. The proposed rules address requirements for licensing, governance and administration, patients’ rights, and standards of care. The proposed rules: 1. 2. 3. 4.
Clarify the definition of home health services to be consistent with the federal Medicare definition; Redefines "advance practice registered nurse" and "physician" based on authority derived from 38 C.F.R. Part 17, Authority of VA Professionals to Practice Health Care; Authorize licensed home health agencies to provide home health services to Veterans Administration beneficiaries; and Require facilities to (1) develop, implement, and maintain an effective, comprehensive, data-driven quality assurance and performance improvement program that focuses on indicators of the outcomes of care and quality of life for the full range of care and services provided by the facility; and (2) follow accepted standard precautions on infection control.
The proposed Title 11 Chapter 103.1, “Licensure and Certification Fees for Health Care Facilities and Agencies” rules (proposed rules) will amend licensure fees for all health care facilities, agencies, or organizations that require licensure by the Hawaii Department of Health. Health care facilities include but are not limited to hospitals, skilled nursing facilities, intermediate care facilities, intermediate care facilities for individuals with intellectual disabilities, adult day care centers, adult day health centers, adult residential care homes including expanded adult residential care homes, assisted living facilities, case management agencies, clinical laboratories, community care foster family homes, developmental disability domiciliary homes, free standing birthing centers, free standing outpatient surgical centers, home health agencies, special treatment facilities, and therapeutic living programs.
