Mortgage buyer Freddie Mac reported Thursday that the 30-year rate rose to 6.02% from 5.89% last week. The long-term average rate has more than doubled since a year ago and is the highest it’s been since November of 2008, just after the housing market collapse triggered the Great Recession. One year ago, the rate stood at 2.86%. Rising interest rates — in part a result of the Federal Reserve’s aggressive push to tamp down inflation — have cooled off a housing market that has been hot for years. Many potential homebuyers are getting pushed out of the market as the higher rates have added hundreds of dollars to monthly mortgage payments. Sales of existing homes in the U.S. have fallen for six straight months, according to the National Association of Realtors. “The increase will have an impact on the buying power of would-be homebuyers,” said Steve Reich, chief operations officer at Finance of America Mortgage, a home financing company. “We are hearing that some buyers are taking a wait-and-see approach until rates come down.” The average rate on 15-year, fixed-rate mortgages, popular among those looking to refinance their homes, rose to 5.21% from 5.16% last week. If you are not currently receiving a home exemption, you may file a claim for the exemption to reduce the real property assessment on your home. To be eligible, you must occupy your property as your principal home for more than 270 days of a calendar year and file an income tax return as a full-time resident of the State of Hawaii with a reported address in the County the year prior to the effective date of the exemption. You must possess a valid Hawaii driver’s license, Hawaii State ID, green card, or military orders indicating assigned station in the County. For the exemption to be effective in the next year 2023-2024, the claim must be filed by September 30, 2022. Others who may be eligible for an exemption and are affected by the September 30, 2022 deadline include Hansen’s disease sufferers, totally disabled veterans, property owners who are deaf, blind or totally disabled, nonprofit organizations, low & moderateincome housing projects, homes with a safe room, kuleana, and owner occupants whose combined gross income is less than or equal to $91,200. Other tax relief programs affected by the September 30, 2022 deadline are long term affordable rentals, home preservation tax limitation, and long-term lease application for reclassification of residential investor properties. In order to qualify for an exemption or tax relief, the document by which the property was acquired (i.e., deed, lease, agreement of sale, etc.) must be recorded at the Bureau of Conveyances on or before September 30, 2022. To expedite the filing process, the claimant should know the tax map key number of the property. A change in ownership or use, such as the sale or rental of the property, voids the exemption and must be reported to the assessor within 30 days. Failure to notify the assessor of the change subjects the claimant to back taxes and a civil penalty for each year that the change remains unreported.
