Existing home sales up 4.3% in October, fifth monthly gain ASSOCIATED PRESS CHARLOTTE, N.C. — Sales of existing homes rose for a fifth straight month in October, reaching a level not seen since before the housing bubble popped 14 years ago. The National Association of Realtors said Thursday existing homes sales rose 4.3% to an seasonally-adjusted rate of 6.85 million annualized units. Reflecting the searing-hot housing market, that figure is up 26.6% from a year earlier. The 6.85 million figure is the highest for that data since February 2006 — the eve of when the housing market reached its apex and subsequently collapsed. Realtors and housing market experts have said the housing market is in a different and healthier place than it was the last time sales were at these levels. With interest rates at near-record lows, mortgage rates have dropped to historically low levels. Also the pandemic has caused many families to seek out different living arrangements to reflect that many people are likely to work remotely for the foreseeable future. But the housing market is now heading into the winter months, and with resurgent cases of coronavirus nationwide, it is more likely that the housing market will take a pause in the coming months instead of rocketing even higher. “We do expect the pace of sales to slow in the fourth quarter, with a weak recovery, resurgent pandemic and depleted inventories weighing on activity, although the risk may be for further upside surprises,” said Nancy Van Housten, lead U.S. economist for Oxford Economics

US mortgage rates fall to new lows; 30-year loan at 2.72% ASSOCIATED PRESS WASHINGTON — U.S. long-term mortgage rates fell this week, reaching record lows for the 13th time this year amid fresh signs of weakness in the pandemic-ravaged economy. Mortgage buyer Freddie Mac reported Thursday that the average rate on the 30-year benchmark loan declined to 2.72% from 2.84% last week. By contrast, the rate averaged 3.66% a year ago. The average rate on the 15-year fixed-rate mortgage eased to 2.28% from 2.34%. Home loan rates have trended downward through most of this year, bolstering demand from would-be homebuyers. Fresh signs emerged this week that the resurgent coronavirus outbreak is likely slowing the economy and forcing more companies to cut jobs. The government reported Tuesday that retail sales in the U.S. — representing about a third of overall consumer spending — grew a sluggish 0.3% in October, even as retailers offered early holiday discounts online and in stores. And a report Thursday from the Labor Department showed that the number of Americans seeking unemployment aid rose last week to 742,000, the first increase in five weeks. The worsening pandemic and the arrival of cold weather could accelerate layoffs in the weeks ahead. Of the roughly 20 million Americans now receiving some form of jobless benefits, about half will lose that aid when two federal programs expire at year’s end.

The HDOA is authorized to establish interim rules when the importation or movement of any flora or fauna, in the absence of effective rules, creates a situation dangerous to public health and safety or to the ecological health of flora or fauna present in the State which is so immediate in nature as to constitute an emergency. Due to recent findings of CLR in multiple locations on Maui, including Haiku and Ulupalakua, and detections on the west side of Hawaii Island, and after a finding by the Advisory Committee on Plants and Animals on November 13, 2020 that the movement of coffee plants and other CLR carriers constitutes an emergency, it was determined that island-wide quarantines for Maui and Hawaii Islands are necessary to prevent the further spread of CLR to other islands not known to have this destructive pest.

The Department proposes to issue, in a plan of financing, one or more series of State of Hawaii Harbor System Revenue Bonds (the “Bonds”) at one or more times in a maximum aggregate stated principal amount of $320,000,000 pursuant to a supplemental certificate supplementing the Certificate of the Director Providing for the Issuance of State of Hawaii Harbor System Revenue Bonds dated as of March 1, 1997, as previously supplemented (the “Certificate”). All of the Bonds to be issued as tax-exempt bonds are expected to qualify as exempt facility bonds for docks and wharves (port facilities) pursuant to section 142(a)(2) of the Internal Revenue Code of 1986, as amended (the “Code”). The proceeds of the Bonds will be used to provide the original financing (by paying for or reimbursing expenditures) of certain capital improvement projects (the “New Facilities”) and to refinance ((by refunding certain outstanding bonds issued by the Department) the costs of other capital improvement projects (the “Refinanced Facilities,” and together with the New Facilities, the “Facilities”), in each case for port facilities under section 142(a)(2) of the Code. The Facilities are or will be located within certain port and harbor facilities operated as a single, integrated system (the “Harbor System”) under the jurisdiction of the Department, including, with respect to the New Facilities: Honolulu Harbor, (address: 79 South Nimitz Highway, Oahu Honolulu HI, 96813) at Piers 41-43 (the Kapalama Container Terminal) and adjacent piers and wharves; Kahului Harbor (address: 103 Ala Luina Street, Kahului, Maui, HI 96732), purchase of land adjacent to Piers 1 and 3 and construction thereon of container yards; Kalaeloa Barbers Point Harbor (address: 91-550 Malakole Street, Kapolei, Oahu HI 96707), fuel pier adjacent to Pier 5 and new pier and wharf facilities at Piers 8, 9, and 10; and Hilo Harbor (address: 80 Kuhio Street, Hilo HI 96720) purchase of land adjacent to Pier 1 for construction of container yards. The designation of Maui and Hawaii Islands as CLR-infested areas means that the movement of coffee and related CLR-carrier material from Maui and Hawaii Islands are subject to the quarantine restrictions specified in interim rule 20-1. Among other things, the movement or transportation of coffee plants and parts, including green (unroasted) coffee beans, used coffee bags, and used coffee harvesting, processing or transporting equipment, from a CLR-infested area to an area that is uninfested, is prohibited except by permit issued by the HDOA. A permit may be issued by the PQB chief (chief) for the transportation of a commodity or item listed in the preceding sentence with conditions established by the chief appropriate for each of the following circumstances, and subject to safeguards and/or treatments established by the chief, including double-bagging in thick, transparent, non-permeable plastic bags that are sealed and labeled: (1) coffee beans for roasting, or other non-propagative plant parts, that are shipped to an approved facility located in an uninfested area that is located at least two miles away from a commercial coffee growing area, or are subjected to a treatment approved by the PQB chief; (2) plants from HDOA certified nurseries, green coffee beans for roasting, or other non-propagative plant parts, that are transshipped through an uninfested area of the State with a final destination outside of the State; (3) previously used equipment for harvesting, processing or transporting coffee plants or plant parts that has been subjected to treatments and/or mitigation measures approved by the chief; (4) coffee plants and plant parts for scientific or diagnostic purposes at a PQB approved facility, provided the contents and packing materials used for shipping are subjected to a treatment approved by the PQB chief after the contents are unloaded; (5) coffee plants, beans for roasting, other non-propagative plant parts, used coffee bags, and previously-used coffee harvesting, processing, or transporting equipment, that are shipped between infested areas; and 6) for limited quantities of coffee plants for propagation from an infested area to a non-infested area, subject to a one-year quarantine in a staterun facility, provided that the Board of Agriculture may reduce the quarantine period. In addition, the chief is authorized to approve treatments, safeguards, and mitigative measures as they are scientifically validated and may revise permit conditions accordingly, as necessary to prevent movement of the CLR to uninfested areas and to preserve the quarantine. Export (out-of-state) shipments of coffee plants and plant parts, green coffee beans, used coffee bags, or other CLR carriers are not subject to quarantine restrictions, provided that they are exported directly from a CLR infested area and are not transshipped through a CLR uninfested area in the State. This interim rule does not affect the movement of roasted coffee.
The Bonds are payable solely from and secured by the revenues received by the Department from the operation of Harbor System. The Bonds shall not constitute or give rise to a general obligation or other indebtedness of the State of Hawaii within the meaning of any constitutional or statutory debt limitation. The full faith and credit of neither the State of Hawaii nor any political subdivision thereof will be pledged to the payment of or as security for the Bonds. The public hearing is required by Section 147(f) of the Code. Subsequent to the public hearing the Governor of the State of Hawaii will consider approval of the plan of finance for the issuance of the Bonds and the capital improvement projects to be financed and refinanced by the Bonds. All interested parties are invited to attend the hearing and to express their views relative to the proposed financing, either orally or in writing.
