U.S. mortgage rate falls to 7.22 percent ASSOCIATED PRESS LOS ANGELES — The average long-term U.S. mortgage rate fell for the fifth week in a row, more good news for prospective homebuyers grappling with an increasingly unaffordable housing market. The latest decline brought the average rate on a 30-year mortgage down to 7.22 percent from 7.29 percent last week, mortgage buyer Freddie Mac said Thursday. A year ago, the rate averaged 6.49 percent. The average rate on a 30-year mortgage is now at the lowest level it’s been in 10 weeks, when it was 7.19 percent. “Market sentiment has significantly shifted over the last month, leading to a continued decline in mortgage rates,” said Sam Khater, Freddie Mac’s chief economist. “The current trajectory of rates is an encouraging development for potential homebuyers, with purchase application activity recently rising to the same level as mid-September when rates were similar to today’s levels.” While the recent string of rate declines are welcome news for would-be homebuyers, the average rate on a 30-year home loan remains sharply higher than just two years ago, when it was around 3 percent. Higher rates can add hundreds of dollars a month in costs for borrowers, limiting how much they can afford in a market already out of reach for many Americans. They also discourage homeowners who locked in rock-bottom rates two years ago from selling.

Notice of Availability Joint Flight Campaign Supplemental Environmental Assessment/Overseas Environmental Assessment In 2022 the Department of the Navy (Navy) and the United States Department of the Army (U.S. Army) completed an Environmental Assessment/Overseas Environmental Assessment (EA/OEA) that analyzed potential environmental impacts from launch at the Sandia National Laboratories / Kauai Test Facility Launch Pad 42 (Kaua’i, Hawaii), over-ocean vehicle flight in the Pacific Ocean, booster splashdown in the Pacific Broad Ocean Area (BOA), and payload impact in the Pacific BOA. A Finding of No Significant Impact was signed on April 14, 2022. This Supplemental Joint Flight Campaign (JFC) EA/OEA provides additional analysis for new launch locations at the Pacific Missile Range Facility (PMRF) and the Pacific Spaceport Complex Alaska (PSCA) for up to six joint test operations per year until 2032.

Pursuant to Sections 91-2 and 92-41, Hawaii Revised Statutes (HRS), the Hawaii Public Housing Authority (HPHA), Department of Human Services (DHS), hereby provides notice that it will hold a public hearing on the following administrative rule changes: 1) Repeal Chapter 15-186, “State-Aided Elderly Public Housing Projects,” Hawaii Administrative Rules (HAR), and adopt Chapter 17-2035, “State-Aided Elderly Public Housing Projects,” HAR; and 2) Repeal Chapter 15-193, “State-Aided Family Public Housing Projects,” Hawaii The Proposed Action is sponsored by the Office of the Under Secretary of Defense Administrative Rules (HAR), and adopt Chapter 17-2034, “State-Aided Family for Research and Engineering, which has designated the Navy Strategic Systems Public Housing Projects,” HAR.
