Message from Her Excellency Ms. Yingluck Shinawatra Prime Minister of the Kingdom of Thailand

I Yingluck Shinawatra

Prime Minister of the Kingdom of Thailand

wish to extend my congratulations to the Thai-Italian Chamber of commerce for its achievements this year and for the publication of the Business Directory for 2012.

With a long history of close relations between the Kingdom of Thailand and the Italian Republic as a foundation, the business links between the two countries remain an important component of Thailand’s economic links with Europe and a force in the continued growth in Thailand’s trade and investment with the globalized economy. For a number of years now, the economic link between Asia and Europe has been characterized as being the weakest of the links amongst the three traditional centres of global economic growth, namely, Asia, Europe and North America. That the first Asia-Europe Meeting or ASEM was convened in Thailand in 1996 is recognition of this country’s pivotal role in trying to revitalize the business and economic ties between these two continents. Although much progress has been made to strengthen these links in the years since, the present challenges faced by the Eurozone may cause this momentum to slow down. It is therefore up to Thai and Italian companies, as well as those of Asia and Europe, to maintain the momentum for closer and deeper business interaction so that opportunities are not lost and mutual benefit maximized. It is therefore my hope that the Thai-Italian Chamber of Commerce will continue to play a central role in encouraging business interaction between the two countries and in developing business partnerships that will last beyond the current economic difficulties in some parts of the world. May I take this opportunity to extend my best wishes to the members, Board of Directors and staff of the Thai-Italian Chamber of Commerce for their continued happiness and success.

he Italian government has been, for some time already, attaching the highest priority to the support of the internationalization of the manufacturing sector, particularly so in the countries that are showing the most dynamic pace of growth. The Ministry of Foreign Affairs and the Diplomatic Missions have been assigned in this context a role of coordination to facilitate the expansion of Italian businesses in new markets. Embassies, while retaining their function as pillars of the country’s foreign policy, have seen their responsibilities in support of the national economy grow dramatically. This is not only implemented though direct assistance to companies but also through a less direct, but for some even more effective, all round national image promotion. The former is provided in a systemic perspective, where Embassies coordinate and supervise the action of various players, such as the reformed ICE, the Chambers of Commerce as well as sectorial or regional missions visiting abroad. The latter has to be tailored to the characteristics of the host country and spaces on all aspects of the Italian identity, from the various forms of cultural production, ancient and contemporary, to the advancement of science and technology, to the Italian lifestyle. This is what I have been trying to do since my arrival and I wish to thank our sponsors, many of whose are member of the TICC, for their support. From this endeavor we draw great satisfaction and encouragement: in spite of the world difficult economic situation, trade between Italy and Thailand has been advancing at a steady pace and at the end of 2011 has reached its historical record, totaling 4 billion USD, with a surplus in Italy’s favour. Asia is the area in the world that has witnessed the highest growth of attention from Italian companies in recent years. Asean countries, both collectively and individually, offer very important opportunities, the more so after the FTA in 2010 and in view of its full implementation in 2015, when all limitation to internal trade will be abolished. With this in mind the Italian government is organizing a “Asean awareness” meeting at the end of March. The Italian Minister for Foreign Affairs Giulio Terzi has invited his colleagues from all Asean countries and the top executives of ASEAN and the IFI to attend. The exercise will provide an excellent chance to present the business and investment opportunities offered by every individual countries to top representatives of the Italian business and financial community. Thailand represents a great potential for Italian companies but, being an economy in many ways mature and with very dynamic characteristics, cannot but look at Italy as a springboard for entering into the great European market, that it should no longer consider only as a destination of its own exports, but also as a place for the settlement of activities – production and services – in collaboration with Italian entrepreneurs. Important examples show the merit of this choice, from the success recorded by important Italian groups which have opened here large-dimension industrial factories in partnership with Thai members, to recent investments in Italy by a big Thai group in the retail sector.

Message

President TICC

Dear Members, Greetings! It is my pleasure, on behalf of the Thai-Italian Chamber of Commerce (TICC) to present you with the TICC’s 2012 Business Directory. Firstly, I wish to extend a warm welcome to all our new members. I would also like to thank all our existing members again for their trust in our Chamber. Over the years, TICC has become a prestigious and noteworthy business network. Its members now surpass 150, evidence of our ability to serve the local Thai-Italian business community and to offer such community meaningful business opportunities and long lasting relationships with Thai and Italian partners. The Chamber is actively committed to serving its members across Thailand. This past year we have broadened our presence in Thailand by opening a chapter in Phuket. For 2012, we plan to continue our expansion into other key business areas and we are hoping to open a chapter in Pattaya, an attractive area for our Thai and Italian members. The chapters will work closely with TICC’s office in Bangkok to ensure that all members have access to and benefit from the vast resources within the Chamber. We are committed to providing members with a valuable gateway to a wider network of Italian and Thai companies. 2011 was an active and productive year but there is more to be done to increase bilateral economic relationships. The focus for 2012 is to promote new business opportunities in new areas of investment and industry. It is a goal that I am sure resonates with all members and we look forward to having members work with us and support us in our endeavours. Our joining with the EABC Consortium, whose members include all the European chambers of commerce in Thailand, will further assist us to promote Thailand and the ASEAN region as an area with high potential for trade and investment for European businesses. We are proud to be part of this consortium and believe that this will undoubtedly position TICC be a forerunner in terms of knowledge and offerings for our members. As far as events and social gatherings, TICC organized a record number in 2011. All were highly appreciated by its participants, a mark of confidence in TICC’s increasing expertise to provide quality services to the local business community. As an example, for the first time, we held the “Ospitalità Italiana” project, a project organized by Unioncamere and ISNART in cooperation with our Chamber to promote and certify authentic Italian restaurants in Thailand. It was a successful event with colors, flags and Italian food which culminated in awards being presented to 14 Italian restaurants based in Bangkok, Hua Hin and Phuket. Another initiative relating to food and beverage was the “Sicilian Fish on The Road” event, a business dinner to promote Sicilian seafood to local buyers and importers with the expectation of building new business relations in the food business and related logistics businesses. We are moving forward with equally exciting events in 2012. While we continue to work hard and also enjoy our social activities, the Chamber nevertheless continues to believe in honesty, friendship and benevolence. Last year, as with every year, TICC organized the “Bridge of Hope” fund-raising Gala Dinner for the St. Camillus Foundation which helps local children with severe handicaps and/or AIDS/HIV. In addition, when the unpredictable floods, and its economic consequences, hit Thailand, the TICC was at the forefront to help people and companies in trouble. I would like to thank members for their support and participation in our various projects and activities. I am certain that the TICC will be able to put together many more interesting initiatives in 2012and look forward to welcoming you all to them. Lastly, I would like to express my sincere appreciation to H.E. Michelangelo Pipan, Italy’s Ambassador to Thailand and his staff. Many thanks also to the Italian Trade Commission, the Department of Intellectual Property (DIP), the Dante Alighieri Association, the Board of Trade of Thailand, the Queen Sirikit Department of Sericulture, the Joint Foreign Chamber of Commerce and Bioagricoop Srl. Yours sincerely, Lino Geretto President of TICC

Outlook Thailand Economy-Overview Thailand enjoined a continuous growth from the 2000 until 2009, when the crisis effects slowed down the positive trend of Thai GDP. In the 2010, in spite of anti-government manifestations that polarized political business and customers’ situation, Thai economy expanded 7.6%. In the first quarter of 2011, Thailand presented a solid growth of the economy (more than 8%) but in the second quarter suffered a shrunk of the GDP of 0.8%. While the expansion in the first quarter was driven by strength in the agricultural sector, the contraction in the second quarter can be mainly attributed to the impact of the Japanese mega-earthquake which afflicted the biggest trade and investor partner of Thailand. In the third quarter of the last year, we could see an acceleration of the economy situation by 3.5%. Thai economic collapsed further due the flooding of October 2011 and the consequent operations of recovery of the country during November and December. In February 2012, the Prime Minister Yingluck Shinawatra expressed confidence that the country’s economic expansion will restart in the first half of 2012, or at least within the second quarter of the year. The overall GDP index registered a neutral growth (approximately 0.1%) if we consider the entire year. Three will be the area interested by the government’s action: the first will be promoting export to the Middle East, India, ASEAN members and other countries signing free trade agreement with Thailand such as China, Australia, Japan and New Zealand; the second area of intervention will be the reorganization and development of basic infrastructure to facilitate connections to Thailand’s neighborhood countries, aiming to be a hub of trade and investment; the third area will concern the stimulation of the household spending by increasing their purchasing power of the families. The government will boost household spending through its policies such as the incentives to poorest village and incentives to promote the women’s role in society. According with the financial agencies among which the EIU, Thailand’s GDP in 2012, will come within a range of 4–5%. The previsions of exports for 2012 are encouraging. The trade balance will be positive, the trade balance in 2012 between export and import will be very tight, circa 0.5% but it’s a positive result if we compare the situation of last year when the trade balance was negative and the difference was circa -5.8%. On the bilateral point of view (Italy and Thailand) the 2011 registered a solid growth in trade flow (+44% on import and + 9% on export) with a positive balance for Italy ( 233.01 Million USD)

Fairs In 2011 Thailand has consolidated its role as central hub for fair with more international participation a visitor from abroad, thanks also to the Department of Export Promotion support. The main sectors covered by the large number of annual fairs are: Automotive, Gems & Jewelry, industrial equipment, food&beverage which saw the presence of a large amount of fairs and trade events.

Outlook Thailand

Construction and Building Industries The building industry, showed a contraction of the investments in the last quarter of 2011. The main causes are been the rising in the construction material cost coupled with the devastating effect of the flooding who has halted the construction sector. On the opposite side, construction of state enterprise kept improving, especially the pending mega investment projects of National Housing Authority, Port Authority of Thailand and Metropolitan Waterworks Authority. The expectations for 2012 show a substantial growth of the sector, considering the development plan of the areas hit by the inundation and the modernization plans of the country anticipated by the government.

Automotive Automotive market in Thailand is one of the important sectors. The Thailand Automotive Institute, projected to exceed 2 million units by 2014 or 2015. This optimistic forecast is more realistic if we considered that Toyota Motor Thailand announced the opening of a new plant in Thailand that will be operative for the middle of 2013 with an annual productive capacity of 70 thousand units reaching so the total production of 290 thousand cars per year in Thailand within the two production sites. Ford instead announced the opening of a new factory in Rayong during the 2012 with a productive capacity of 150 thousand units. If we consider the subsector of the two wheels, more important producers showed the great appeal of Thai market with the production and selling of numerous new models. Not only the Japanese famous brands have opened full plants in the country; European motorcycles brands as Ducati and Triumph have invested in the Thai market in the last years. Honda, the biggest investor in Thai market, announced her plan to produce and export big bikes from Thailand and plans to become the market leader in 2-3 years. The Italian brand Ducati start the production in Thailand during the 2011 with the installment of a new facility outside Bangkok.

Wine In the last years Thailand has seen a continuous development of the wine market, Thai consumers are becoming increasingly familiar with wines and wine’s players has showed a real interest in this new market, not only with imports of products but also with direct investments in the Country. It was previously thought that grapes would only grow in between the 30th and 50th latitude lines but Thailand’s growing wine industry changes this theory, which is why it is referred to as the “New Latitude Wine”. The climate of the Region is sufficient for harvesting grapes twice a year, the Summer Harvest in July-August and the Winter Harvest in February-March. In Thailand as estimated that the 10 percent of the population drinks wine and presents high growth levels. The great opportunity that offers the Thai market has perceived not only by the wines producers of Europe but also by the New World wines producers. The sale channels can be divided in two areas: the first is represented by the retail market, the second is represented by the hotels and restaurants. The negative note for the foreign exporter of wine in the Thai’s market it consists in the high taxation on imported product, which drastically affects the import of foreign wine, such as Italian.

Tourism Thailand is one of the premier tourist destinations in the world. The Thai economy, receives around 7% of its GDP from international tourism revenue, which substantially represent 550 billion Baht (nearly USD 16 billion). However, forecast for 2012 are uncertain and Tourism Authority of Thailand expect for this year 19.5 Million international arrivals. A good news for the sector, despite the first quarter of 2012 have seen a fallen of visitor, if we think that the 2011 saw a tourist flow reached over 15 million visitors, even so the first quarter of 2012, have seen a fallen of the visitors. The cause of this result it could be individuated in the flood that hit Thailand the last months of 2011. The loss of tourists has started in November when there was a reduction of the 18% respect the month of November of the previous year. According to Suraphon Svetasreni, governor of the Tourism Authority of Thailand (TAT), the tourism sector after the flooding has suffered huge damage and estimated total loss total are 70 billion Bath. To revitalize the sector, Tourism Authority of Thailand launched the campaign “Miracle Thailand”, initiative that received the support of Thai Government.

Packaging The packaging sector in Thailand is one of the livelier in the country. The growth of the sector is approximately 10-15% per year. A good witness of the importance of this sector can be the numerous trade fairs organized in Thailand, as the Pack Print International (BITEC 28-31 August 2013) or the Propack Asia (BITEC 13-16 June 2012) event that, for example, last year registered the presence of 30,663 trade buyers had participated in the event from around 59 countries. The phenomenon drowned by increase of the export and in particular by the Countries where Thai goods are exported: to supply the demand from United States, the European Union and Japan, high quality machinery and packaging equipments are required. The biggest area of investment is probably the sector of the liquid products but there are a lot of sectors to consider as canning, snack food, and the area of fast food.

Alternative Energies Currently, the country still relies heavily on imported oil, even though Thailand itself has 78 petroleum fields. And always exists the threat that oil prices could go skyward. Petroleum products account for about 57% of commercial energy consumption in Thailand. In addition, the electricity consumption by commercial and residential sector has high levels and makes worse the situation of energy supply. The new way taken by Thai Government in the first decade of the new millennium, want bring Thailand as the Regional Energy Center of South-East Asia. The plan for Renewable Energy Development aims to promote the virtuous use of solar, wind, biomass, biogas, hydro, biofuels, geothermal and fuel cells. It is important say that the last years saw a big interest by Ministry of Energy for the ITER’s activities. The ITER is an international project to realization of a nuclear fusion reactor that it does understand a real interest of Thailand for this type of energy.

Transports and Comunications

Outlook Thailand

The development of Thailand goes through enforce of the transportation and communication urban networks. Thai government has manifested the intention to promote the connections in the Country. One reason of this decision can be find in the Brunei Action Plan (ASEAN Strategic Transport Plan) that have seen unsuitable the quality of land, railway, water, and air transportations. Its responsibilities include the development of a 6-km section of the Kunming- Singapore Railway which runs between Aranyaprathet and Khlong Luek districts. In addiction, the Transport Ministry proposed in February the construction of a new 336 kilometer rail line between Khon Kaen and Nakhon Phanom at an estimated cost of 41.363 billion Baht. The project will be accomplished in 2017. It will be a great opportunity for all Country, the numbers of the new railway route will be used by more than 130 million passengers and will carry 6.3 million tones of commodities per year, plus, it will help save the costs for entrepreneurs. The enforce of the communication networks will not finish with this project indeed, Transport Ministry will buy more trains for the Airport Rail Link and build a new line from Suvarnabhumi airport to Pattaya. Moreover it is expected for the 6th March the reopened for commercial flights the Don Mueang Airport, closed by Thai authorities in consequence of the disaster of the flooding.

Medical Thailand offers an excellent location for investment in the medical and pharmaceutical sectors. Thailand has been one of the first countries to recognize the potential of medical tourism. The dates tell that in 2006 the Country treated over one million foreign patients and four years after, the target is over 2 million foreign patients in 2012. Under various scenarios, the value added from medical tourism is projected to reach between 59 and 110 billion baht in 2012. At present, the most important and largest private hospital group is represented by the Bangkok Dusit Medical Services that count 26 hospitals in Thailand and 2 in Cambodia.

Outlook Italy Economy-Overview Italy’s economic has been characterized since its unifications by a dichotomy between North and South; the first has dominated by private companies generally marked by small or medium dimension, the second, more bound to the agricultural world and less industrialized. The Italian economy is towed by the manufacturing of high-quality consumer goods, produced by enterprises, many of them family owned. In the last years, Italy suffered a contraction of its economy caused by the international economic crisis. In fact the exports remain a fundamental factor of support; beside that, tourism is an important strength of the country although the occupation is decreasing. The social range which suffered more than other the economic crises, are the youth. In the last months of 2011, the new government started a politic action based the containment of the public debt, the revision of pension system, the fight to tax evasion, the liberalizations and the cut down of the politic costs.

Exhibitions and Trade Fairs A wide range of fairs are organized each year (over 1.000 events). Ideally, for each kind of product and industry there is an exhibition. Naturally, the country’s strengths (food, craftsmanship, fashion etc.) are promoted with more fairs. The preparations for the International EXPO of 2015 permit, also, to organize events in the new and futuristic fairs area of Milano-Rho Fiera. Especially in Italy, the fairs are the best way to reach major popularity and promotion between both the specialist of the field and the final potential customers.

Fashion The entire world knows the Italian Style; to support this theory there is the prosperity of Italian fashion sector. Beyond the historical brand as Armani, Dolce & Gabbana, Roberto Cavalli, Prada, Versace, Gucci, Benetton etc., the Italian style and creativity offers every year new brands to the fashion market. Milan is one of the main fashion capitals of the world and one of the cities where every year take place the “Fashion Week” with more than 20,000 professionals. The sector, excluding the multinational brands, lives trough small and medium-sized handicraft enterprises. Last years, after the crisis, the sector shown in 2010 a recover in sales of the +7.2% and the trend in 2011 was very similar, with precision, the positive trend of +7.6% in textile and +4.4 in apparel and fashion. The total fashion sector give revenues for over 65 million Euro and 890 thousands persons employed in hundred thousand companies.

Machinery

Outlook ITALY

The machinery industry is one of major strength of Italian economy. The high level of sells beyond the national borders, positioned Italy as the second exporter after Germany. The range of products goes through rubber and plastic machines, farm machinery, textile machines, building machines and metalworking machines. More than 25% of Thailand import coming from Italy is represented by machineries, positioning the sector as the 1st import items in the Country

Biotechnology Industry Biotechnology, with 378 companies, is becoming an interesting sector for the Italian economy. The company profiles are usually characterized by less than 50 employees and high activity in R&D. Total revenues of the sector amount to 7.4 billion Euro and a total number of employers about 52,400. The fields of interest are various: 246 companies operate in the human health sector, 49 are focused on the “green biotech” and 79 companies are “multi-core”, that is they have activities in more than one application field. The growth of this sector is demonstrated also by the large turnout of visitors at the Biotech Italy, one of the leading events dedicated to the information about medical and biotechnology industry.

Packaging The packaging industry is very important for Italy: one packaging machine out of every four in the world bears the label "Made in Italy". The premium quality of Italian packaging product is appreciated in many industries: food & beverages industry, pharmaceutical, cosmetics, toiletries industry and the chemical/petrochemical field. Packaging sector is in continuous evolution, there is not only the creativity and the competitions between producers, that bring to success the Italian machines, also there are the initiatives of private authority that stimulate the innovation; CONAI for example, the packaging national consortium, have launched a new campaign to support development of virtuous solutions of packaging, adopted by the consorted companies and having the scope to realize eco-friendly packaging, for the more virtuous companies, are expected tax reductions.

Automotive The sector, has dominated since the first years of its birth by FIAT, the largest automotive Group of the nation and the 5th automobile producer in Europe. Automotive in Italy means FIAT. The Group today, count important brands as Lancia, Alfa Romeo, Ferrari and Maserati and in 2009, broadened its products portfolio with the takeover of the American Group Chrysler. The last year has showed an increment of internationalization of productions. FIAT is a key partner for the automotive industry of lots of Country. The most important productions out of Italy are in Serbia, Brazil, Poland, Turkey and India but there are also productions in Vietnam and North Korea.

THE NEW ITALIAN GOVERMENT MEASURES

T

he economic measures implemented in this recent short period of time by the Italian government have received a very positive welcome by the international business community and by our main partners, notably the US and the EU during the recent visits by Prime Minister Monti to Washington and Brussels. Here you can find a summary on the comprehensive array of measures adopted in the last few months by the Italian government. The situation - The Italian economy enjoys very solid fundamentals with no significant external imbalances and no bubbles in the housing market, while public accounts present no major macroeconomic imbalances apart from high public debt. And even public debt, although some fluctuations, shows a consistent stability since 1992. The budget deficit is fairly low compared with the figures of our main EU partners and other industrialized countries, and our primary net borrowing in 2010 resulted to be one of the lowest (0.1% of GDP) among EU Member States. At the same time, Italy can count on low household debt and a fundamentally sound banking system. Moreover, a large part of public debt is held by Italian families and institutions, considering that only less than a half (42%) is held by foreign residents, while the Euro zone average is 52.1%. This represents an effective shield against hostile speculative attacks causing artificial liquidity crises. During the most difficult moments last autumn there has been no increase in discretionary spending, in the framework of a very prudent fiscal policy that relied upon automatic stabilisers. Nevertheless market tensions last year represented a major threat to economic growth and fiscal sustainability, and as a consequence new policy measures were promptly enacted. The measures adopted. The economic measures thus swiftly implemented by the government received a very positive welcome by the international business community and by our main international partners. As a first telling result, 10years BTP-Bund yield spreads have narrowed to well below 400bp, having reached 500bp in November.

THE NEW ITALIAN GOVERMENT MEASURES

The strategy adopted is based on three main pillars: fiscal consolidation, by strengthening the fiscal framework, social fairness, reducing the “costs of politics” and being mindful of burden sharing, and growth, through the improvement of business environment and support to infrastructure investment and liberalisation. All these aspects are enshrined into the so called “Salva Italia” Decree Law no. 1/2012 and “Cresci Italia” Decree Law no. 2/2012. Concerning fiscal consolidation and social fairness, the State Budget is expected to be balanced by 2013 on the basis of the December 2011 supplementary fiscal package worth Euros 20.2bn for 2012, 21.3bn for 2013 and 21.4bn for 2014. On the spending side, key measures related to pensions and transfers to local governments were adopted, while on the revenue side property tax, levy on waste and services, excise duties, VAT, tax on luxury goods, fight against tax evasion and increased fiscal transparency were adjusted in order to achieve budget balance. These measures have been paired with solid cuts in expenditures, particularly in social security spending (€9.2bn - €7.6bn net of feedback effects) and local government (€5.0bn).

Business Directory 2012

One of the main feature of budget cuts has been the pension reform, aimed at enhancing the medium and long-term sustainability of the pension system, securing fairness across and intra generations, promoting greater flexibility, improving incentives to remain at work even after the statutory retirement age and promoting transparency and efficiency by merging entities providing pensions (INPDAP and ENPALS into INPS). This has led to savings for about 7.6bn Euros within 2014, that in 2020 will increase to almost 22bn Euros. At the same time, higher social contribution to farmers and the self-employed, together with solidarity contributions by high-income pensioners were introduced in order to ensure social fairness. Still on the budget side, revenue were increased through the adjustment of cadastal value of buildings, the introduction of a tax levy on households’ main residences (IMU) and through other measures at local government level. The third pillar is growth, as a fundamental component for a full and lasting economic recovery. A new tax framework for business (ACE), the reduction of tax burden on capital investments and the deductibility of labour taxes for companies hiring new employees (in particular women and workers under 35) have been implemented, together with measures to fight tax evasion and an upper limit on salaries of public officials and State-owned companies executives. The efforts to support growth have mainly focused on liberalisation policies aimed at promoting competition and competitiveness. Antitrust Authorities have been strengthened in their capacities and areas of intervention. The competition in banking and insurance services has been enhanced, so to reduce costs and ameliorate quality. Particular attention is being paid to SMEs and their internationalisation, with a substantial simplification of administrative burdens and a new regulated indexation of gas prices. In order to further opening up the Italian economic system, recent decisions also looked at the attraction of private investment from abroad, in the infrastructural sector in particular. “Project bonds and public-private partnerships have been introduced in the legal framework.

THE NEW ITALIAN GOVERMENT MEASURES

Finally, as an initiative across liberalisation, simplification and the necessity to adapt Government to new technologies, a Digital Agenda has been launched. This will establish broadband networks, sharing online data between Public Authorities and the private sector to a far larger extent than what has been done so far.
