Federico Cardini PresidentI would like to extend my warmest greetings to all our readers and introduce the October issue of INFORMA for 2022 which comes with information about business in Italy and Thailand from our beloved members and partners, and information about products for the Thai market.
TICC is pleased to announce the special project “Thai-Italian Business Summit”, which represents an exclusive occasion and will be attended by an honorary keynote speaker, Senator Mr. Matteo Renzi, who was Prime Minister of Italy from 2014 to 2016, together with H.E. Mr. Anutin Charnvirakul, a Deputy Prime Minister of Thailand who is also the Minister of Public Health. The event will take place at the Four Seasons Hotel Bangkok on November 29, 2022, from 17:00 – 21:00 hrs.

The Thai-Italian Chamber of Commerce (TICC) is a private, non-profit organization which has a network of companies from all around the world but mostly focusing on Italian and Thai companies with its headquarters in Bangkok, Thailand.
The main goal of the Chamber is to enhance cooperation between Italy and Thailand, by developing programs of common interest in order to increase the awareness between or ganizations and public administrations in the two countries. THAILAND FULLY REOPENS
The Tourism Authority of Thailand (TAT) is pleased to advise that as of today international travellers to Thailand will no longer be required to show proof of vaccination or ATK test results, and a longer length of stay will be on offer, signalling the completion of the kingdom’s full reopening to international tourism.
Effective from today through until 31 March, 2023, the period of stay in Thailand will be extended to 45 days (from 30 days) for tourists from countries/territories entitled for visa exemption, and to 30 days (from 15 days) for those eligible for a Visa on Arrival (VOA).
Thailand began a carefully planned gradual reopening to international tourism from 1 July, 2021, with the Phuket Sandbox, Samui Plus, and 7+7 Extension programmes. This was followed by a four-phase reopening timeline from October 2021 to January 2022 in which destinations throughout the country reopened to tourists. On 1 July, 2022, came the removal of the Thailand Pass registration scheme, and foreign nationals as of then only had to show proof of vaccination or a negative ATK test result within 72 hours of travel. Now, with the kingdom fully reopened, international visitor arrivals are on the rise, international events and local festivals are being held, and major international and regional airlines are resuming flights from countries around the world.
Thai Airways International (THAI) in its recently announced 2022-2023 winter schedule (30 October, 2022 – 25 March, 2023) is operating flights on 34 European, Australian, and Asian routes with increased frequencies on selected routes. This includes daily flights between Bangkok and London, Paris, Zurich, Frankfurt, Copenhagen, Sydney, Melbourne, Tokyo, Osaka, Fukuoka, Manila, Seoul, Taipei, Hong Kong, Singapore, Jakarta, Kuala Lumpur, New Delhi, Mumbai, Dhaka, and Karachi.
On the event scene, as the host of APEC 2022, a number of APEC meetings are taking place in Thailand, most recently the SME Ministerial Meeting (SMM), from 5-10 September, 2022, in Phuket. The 11th APEC Tourism Ministerial Meeting and the 60th APEC Tourism Working Group Meeting took place from 14-20 August, 2022, in Bangkok. Next, the APEC Finance Ministers’ Meeting (FMM) is scheduled from 19-21 October, 2022, and the high-profile APEC Economic Leaders’ Week (AELW) is from 14-19 November, 2022.
The OR Thailand Grand Prix 2022 – the third edition in Thailand of this MotoGP world championship motorcycle racing event – is on this weekend from 30 September-2 October, 2022, at the Chang International Circuit in Buri Ram province; the immensely popular Vegetarian Festival is taking place from 24 September to 5 October, 2022, in different locations throughout the country; and the Bangkok Art Biennale (BAB 2022) will be held from 22 October, 2022, to 23 February, 2023, at various locations across Bangkok featuring works by 73 local and international artists.
The world’s first fully-branded Columbia Pictures movie theme park featuring rides and attractions from Ghostbusters, Jumanji, Hotel Transylvania and other blockbusters – Columbia Pictures’ Aquaverse – is set to open in Bang Saray, short drive from Pattaya, on 12 October, this year.
Furthering Thailand’s standing as a world-class gastronomy destination, the sixth edition of the MICHELIN Guide Thailand is due for release at the end of 2022. It will feature for the first time Northeast Thailand or Isan in addition to Bangkok, Phra Nakhon Si Ayutthaya, Chiang Mai, Phuket, and Phang-Nga.
The resumption of flights to Thailand from all over the world, together with the return to pre-pandemic entry requirements, and the extension of stay periods for tourists, have all come in time for the kingdom’s high season which runs from October to March.
As one of the world’s favourite holiday destinations, Thailand is pleased to be welcoming tourists back. While they can once again enjoy a fun, fascinating and rewarding holiday, they are asked to please remain vigilant and to continue to abide by health and safety standards.

Gearing up EV production
The news on electric vehicles in Thailand has ramped up considerably over the last year and even in just the last month as companies actively respond to the government’s efforts and well-designed policy to make the country an EV hub and its strategies begin to take shape through concrete activities on the part of numerous companies. Neta Auto made its debut in the country unveiling its electric city car which will be available through a network of 30 dealers nationwide by the end of this year. The company is also joining with PTT subsidiary, Arun Plus, in creating an EV ecosystem, as well as the assembly of Neta vehicles creating a production hub for the ASEAN region. This was followed by BYD Co. making a splash with their land purchase in the Eastern Economic Corridor (EEC) with WHA Corp., Thailand’s largest industrial estates developer, to build its first electric vehicle production plant in Southeast Asia. Underscoring the importance that is being set with EV production, BYD’s investment marks WHA’s most significant deal in 20 years. Previously announced in May was the USD 1 billion deal between Foxconn and Arun Plus, through their new venture, Horizon Plus, to develop and manufacture EVs in Thailand, with an expected completion date for their factory in 2024.

A key component in driving this effort is to boost domestic sales of EVs, which are forecast to sharply increase in light of higher oil prices and government subsidies which aim to attract an increasing number of buyers to create economies of scale. This, in turn, will encourage further investments in the sector creating a positive feedback loop, with a two-stage plan which will first encourage drivers to switch to EVs regardless of origin, before eventually prioritizing domestic EV models. The shift to EVs is opening up opportunities for companies, as Great Wall Motor and MG have already introduced three EVs in Thailand which have quickly become popular among buyers establishing both a brand presence and increased awareness of interest for EVs.

Also include premium incentives for industries involving innovation and high technology such as biotech, nanotech, and advanced materials, support measures for the research and production of novel food, the addition of new economic corridors, or special investment zones, in four regions of Thailand, and the introduction of a special mechanism to improve the ease of doing business by addressing pain points flagged by investors.

The 2023-2027 Investment Promotion Strategy aims to help restructure the country’s economy and ensure Thailand is innovative, competitive, and inclusive as it competes in the post Covid-19 world. The strategy sets out to encourage technological advancement, the transition to green and smart Industries, talent development, as well as creativity and innovation, and to strengthen the country’s status as a regional hub for business, trade and logistics. The strategy also sets five sectors of strategic importance to industrial development as priority industries, namely the bio-circular-green (BCG) sector, the EV supply chain, electronics manufacturing, the digital economy, and creative industries.

Thailand has developed a strongly favorable and evolving
policy environment providing the right push for the EV market and accelerating the development of EV production and its related value chain through enhanced measures. The BOI’s revisions were made recognizing the need to ensure that the incentives remain relevant in a fast-changing business environment, while also allowing investors, particularly SMEs and startups, to have increased access to BOI benefits, and to manage their costs more effectively. Moreover, the revised measures abolish two requirements, namely, the condition barring investors from receiving additional benefits from other agencies, and the requirement for ISO certification. And while EV production begins to ramp up, the necessary supply chain and related infrastructure that goes with it is also being developed – with the BOI approving three to five-year tax holidays to charging service providers. With more than half of Thailand’s charging stations located in the Bangkok metropolitan area, the incentives, as with EV production, can further spur investments ensuring a more extensive charging network throughout the country resulting in higher uptake on the part consumers.
Automotive transformation underway
PTT is also taking the lead on the battery front by partnering with companies, including GPSC, specializing in battery manufacturing, and conducting R&D to improve battery technology. The two companies opened the first semi-solid battery production facility in Southeast Asia in the EEC, making Thailand the third country with such a facility in Asia after China and Japan. With rapidly increasing interest in Thailand, EVs are a gamechanger in the context of electrification and decarbonization, and an important element in the country’s transition to a sustainable and cleaner economy. This movement is being driven by the tremendous interest and coordination of a range of stakeholders – the public sector, companies, entrepreneurs, suppliers, and consumers – who, as part of their own carbon journeys, are pushing the EV movement. The unfolding story is that the new components, batteries, chips and charging stations will have a far-reaching impact on technology manufacturing, powering Thailand into a future that combines vehicle production with digital and tech innovations bringing renewed meaning to the country as Asia’s third largest – and the world’s number ten auto manufacturer.

It is a 3-combined international trade show under one roof, “One-stop-shop: food service, hotel, retail and franchise solutions”
The first show to mention is the 16th Thailand Retail, Food & Hospitality Services (TRAFS)Thailand’s Number 1 show of equipment and raw materials for restaurants, cafes, F&B, and food services. THE PAIN ASSOCIATED WITH OSTEOARTHRITIS OF THE HIP IS TREATABLE
Age-related physical deterioration is an unavoidable fact of life and, unfortunately, when that degeneration affects bones and joints, it can become extremely painful, often having a significant impact on the patient’s quality of life. People suffering from hip joint problems is common and people suffering from it often have questions they need answering. Therefore, I wrote this article to provide some insights into how best to manage and treat osteoarthritis of the hip.
What are the most common symptoms associated with hip osteoarthritis?
The first sign of the condition is aching pain around the hip area. Although this pain may not extend to the legs or feet initially, it can often be radiating to the knee joint, eventually leading to prolonged bouts of serious pain that is most severe in the groin area. In addition to the initial pain, the biggest indicator that the condition has developed is pain associated with activity, meaning that it begins when exercising or when placing weight through the hip joint. Such pain may subside once the patient sits or lays down to rest, which shows that the pain is mechanical and the cause that is related to activity.
How to tell if symptoms are caused by hip osteoarthritis
Patients suffering from osteoarthritis of the hip experience hip pain, especially in the groin region, which tends to increase when the hip is being exerted, such as when walking. Pain can radiate to the knee but generally does not involve numbness in the legs or does not extend to the feet. Other symptoms are stiffness and decreased range of motion. The pain becomes more apparent over time, meaning that walking and general use of the joint can become more difficult as the joint gradually ceases up.
How safe are hip arthroplasty procedures?
Although the result of hip replacement is now extremely effective, there are always risks associated with surgery. Therefore, patients should carefully consider which surgical team to select based on surgeon’s experience and expertise before undergoing hip or knee arthroplasty. High quality prosthetics should be chosen, because trying to cut costs on such materials could lead to reduced survivorship of the prosthesis. Additionally, if innovation are available for use in surgery, it can increase accuracy and reduce overall risk. An experienced team and proper facilities are important to reduce post-surgery complication rates. All of this means that patients should only rely on medical institutions with an excellent reputation for their procedures.
How to prevent hip osteoarthritis
While we cannot avoid the physical deterioration that comes with age, there are certain things we can do for ourselves to help delay this process
• Avoid consumption of alcohol because this increases the risk of avascular necrosis of the femoral head developing, which is by far the biggest cause of hip osteoarthritis.
• Practice sports that does not involve heavy impacts, such as cycling, walking, aqua aerobics, and regular swimming.
• Manage your body weight, because being overweight increases the risk of both, hip osteoarthritis and knee osteoar thritis.
• Despite following this advice, many people will still be unable to avoid the onset of hip osteoarthritis. Fortunately, the condition can be managed with treatment, which is capable of restoring a certain quality of life to the patient.

THE 29TH APEC FINANCE MINISTERS’ MEETING : APEC FMM
H.E. Mr. Arkhom Termpittayapaisith, Minister of Finance of Thailand delivered the opening remark and chaired the morning session of the 29th APEC Finance Ministers’ Meeting (APEC FMM). Discussion topics in the morning session consisted of global and regional economic and financial outlook, including key issues and risks for APEC economies and policy responses, at The Queen Sirikit National Convention Center (QSNCC), Bangkok on October 20, 2022.
Global and Regional Economy
In support of the APEC Finance Ministers’ Meeting 2022 Theme, “Advancing Digitalization, Achieving Sustainability”, APEC economies discussed the economic and financial outlook faced by their economies, and shared views on appropriate policy actions. Cooperation between the economies is necessary to achieve the Putrajaya Vision 2040, through the Aotearoa Plan of Action, to develop an open, dynamic, resilient and peaceful Asia-Pacific community by 2040, for the prosperity of all our people and future generations.
Although elements of the economic outlook remain positive, with pandemic indicators improving across APEC economies, global growth since the last APEC Finance Ministers’ Meeting (APEC FMM) has weakened, and downside risks have risen. Uneven recoveries between and within economies, particularly disruptions in investment, tourism and services, may result in widening global inequality. Varying views were expressed on the heightened macroeconomic challenges, including energy and food prices volatility, which are consequential of the prevailing situation. The meeting expressed its concern that these and the remnant effects of the COVID-19 pandemic had contributed to supply chain disruptions and surging inflation, and the consequent tightening of financial conditions.
APEC economies will continue to implement flexible fiscal policies to support inclusive economic growth and job creation. APEC economies will collaborate with relevant APEC fora on such issues related to macroeconomic policies, and work to strengthen economic and financial resilience, while keeping public debt on a sustainable path. Some economies acknowledge the importance of improving debt transparency through joint efforts by private and official creditors and borrowers, while some economies emphasize the impact from the tightening of financial conditions on debt burden, resulting in debt distress.
Strong fundamentals and sound policies are essential to the stability of the international monetary system. APEC economies recognize that excessive volatility or disorderly movements in exchange rates can have adverse implications for economic and financial stability. APEC economies will refrain from competitive devaluation and will not adjust exchange rates for competitive purposes.
APEC economies emphasize the importance of a free, open, fair, inclusive, nondiscriminatory, transparent, and predictable international trade and investment environment, which is conducive to global and regional economic growth, supply chain resilience, innovation, job creation, and development, in line with APEC’s work on economic integration in the region.

Sustainable Finance
Secure, efficient, and affordable access to sustainable finance for all sectors is paramount for an inclusive and sustainable economic growth. Economies are to take actions in support of global efforts to comprehensively address all environmental challenges including climate change, and APEC economies look forward to continued progress in mobilizing global climate finance. APEC economies acknowledge the macroeconomic risks stemming from climate change and discussed the costs and benefits of different transitions. Building an ecosystem that enables both government and private sector participants to raise funds for sustainability-focused projects will help APEC economies align with global efforts to meet these goals, including advancing progress towards the United Nations’ 2030 Agenda for Sustainable Development.
Alongside public financing, APEC economies will continue to promote the involvement of the private sector in realizing market-based sustainable finance mechanisms, innovative financing instruments, and emerging technologies. Some economies stress that economy-specific policy instruments, such as fiscal incentives, public-private partnerships, taxonomies and other alignment approaches, standardized project finance loan document templates, and, if appropriate, carbon pricing and non-pricing mechanisms and international carbon credit markets, can support the alignment of financial flows towards a greener and cleaner global economy.
APEC economies note the results of the Seminar on Developing the Ecosystem for Sustainable Finance in the Capital Market, where economies shared their experiences in developing sustainable finance instruments within their respective capital markets. Economies discussed the development of a capital market-friendly ecosystem for sustainable and transition finance, the importance of responsible business conduct, the establishment of taxonomies and other alignment tools, appropriate carbon mitigation measures, and the need to enhance interoperability and comparability of different sustainable finance standards, tools, and frameworks for emerging economies. The completion of the subsequent Seminar Report on Developing the Ecosystem for Sustainable Finance in the Capital Market and Policy Recommendation Paper on Sustainable Finance is also noted. These knowledge-sharing processes serve as an invaluable reference of member economies’ approaches towards the promotion of sustainable finance and the ideas and propositions that APEC economies may henceforth look upon.
Digitalization for Digital Economy
APEC economies welcome members’ participation in the Webinar on Digital Technology for Efficient Tax Collection and the Seminar on Digitalization for Inclusive Finance: Embracing the Digital Fundraising, both of which were held in June 2022, and the Webinar on Strategies and Initiatives on Digital Financial Inclusion: Lessons From Experiences of APEC Economies held in July 2022, as well as the APEC Workshop on Building an Enabling Environment for Fintech: Towards Thriving Fintech Ecosystems that support a more prosperous, inclusive, and sustainable recovery held in September 2022.
APEC economies welcome the completion of the APEC Policy Considerations for Developing Cross-border Payments and Remittances, which covers key considerations and implementation options for, inter alia, risk management, and consumer protection for developing cross-border payment and remittance linkages.
APEC economies welcome the Organisation for Economic Co-operation and Development’s (OECD) Policy Recommendations Paper on Digitalization of Fiscal Measures and Policy Innovations during the COVID-19 Pandemic, which highlights the many ways in which APEC economies used digital tools when implementing fiscal measures during the COVID-19 pandemic. APEC economies also take note of the recommendations in the paper, which have shed light on the opportunities to optimize economic recovery through digital technology.
Implementing the Cebu Action Plan
APEC economies welcome the contributions by members in nominating policies to be implemented as part of the New Strategy for Implementation of the Cebu Action Plan (CAP). This strategy identifies APEC economies’ new and existing initiatives under the different pillars of the CAP, as well as measures in response to the COVID-19 pandemic and actions aligned with the economic drivers under the APEC Putrajaya Vision 2040. So far, 15 economies have submitted a total of 62 initiatives, 58 of which fall under the CAP pillars.
APEC economies welcome the Champion Economy workstream on Just Energy Transition Financing. APEC economies will continue to use the workstream as a mechanism to share knowledge and experience among APEC members, international organizations, and the private sector on relevant tools and approaches.
Other Issues
APEC economies emphasize the importance of disaster risk financing and insurance (DRFI) to mitigate and respond to present and future disasters or shocks. APEC economies acknowledge and appreciate the efforts, valuable inputs, and progress made by APEC economies and the APEC Working Group on Regional Disaster Risk Financing and Insurance (APEC DRFI-WG), particularly on the Risk Analysis Tool Initiative and the 2022 Workplan.
APEC economies acknowledge the 2022 Report of the APEC Business Advisory Council (ABAC) and encourage relevant stakeholders to collaborate in implement ing its recommendations. APEC economies also thank the Asia-Pacific Financial Forum (APFF), Asia-Pacific Financial Inclusion Forum (APFIF) and Asia-Pacific Infrastructure Partnership (APIP) for their support to member economies in implementing the CAP and other Finance Ministers’ Process (FMP) initiatives and look forward to their continued engagement.
APEC economies welcome the OECD’s ongoing effort in addressing the tax challenges arising from the globalization and digitalization of the world economy via the Two-Pillar International Tax Package, consisting of a partial reallocation of taxing rights to market jurisdictions and global minimum corporate tax rules and call for its finalization. The TwoPillar solution seeks to bring about a stable and fair international tax architecture.
APEC economies must continue to work with all necessary partners to ensure people can safely and equally access health systems and that the health systems have the resilience to cope with current and future shocks. This goal will assist in moving economies towards a common goal of achieving universal health coverage.
APEC economies emphasize the importance of quality infrastructure development and investment, and sustainable finance in supporting the post-pandemic recovery, structural transformation, and regional integration. APEC economies encourage exploration of means to mobilize long-term financing and foster private sector involvement to support this. APEC economies will continue to implement the APEC Connectivity Blueprint through to 2025.
APEC economies reaffirm the importance of the APEC FMP as an active forum for fostering policy cooperation and exchange of knowledge and experience among economies in the region.
APEC economies thank Thailand for hosting the APEC Finance Ministers’ Process this year. APEC economies look forward to the United States’ hosting the 30th meeting in Fall 2023.

USES EPR PRINCIPLES TO MANAGE PACKAGING WASTE TO CREATE A SUSTAINABLE ECONOMY
The world is signaling for help. Especially on the issue of “garbage”, which is a problem that is overflowing the world right now. “Waste management” is not the duty of any agency.
All sectors in Thailand, whether the government, the private sector, or civil society, work together to drive a circular economy and the Extended Producer Responsibility (EPR) principles, which extend the responsibility of manufacturers to allow waste to enter the recycling cycle and re-production, reducing waste.
All the behaviors of life, food, utensils are all in the packaging and even the packaging has many benefits but when used, it becomes unintentionally wasteful. Therefore, if it is not brought to re-production, it will become a lot of waste.
The Ministry of Natural Resources and Environment (TSS), Department of Pollution Control, together with the Institute of Packaging and Recycling Management for the Environment (TIPMSE), and the Federation of Thai Industries (FTI), organized a ceremony to honor the leadership organization of responsibility for sustainability, which was held as part of the event Sustainability Expo 2022 or SX 2022, in the concept of “Sustainability for Sustainability” between September 26 to October 2, 2022 by 5 Thai sustainability organizations, namely Frasers Property (Thailand) Public Company Limited, PTT Global Chemical Public Company Limited, The Siam Cement Public Company Limited, Thai Beverage Public Company Limited and Thai Union Group Public Company Limited at Queen Sirikit National Convention Center.
Weather Change Caused by Human
Mr. Varawut Silpaarcha, Minister of Natural Resources and Environment, addressed: “Driven Packaging Management Approaches to the Circular Economy with Extended Producer Responsibility (EPR) Principles.” He said that the world is facing problems caused by climate change, such as storms Noru and tropical storms, and Pakistan is hit by heavy flooding. China has turned to drought and the floods that occurred in Bangkok came from the water of Bangkok itself. It’s not the North Water that spilled into it like in the past. The amount of rain that fell in Bangkok in one day was equal to the total rainfall in September for the entire month.
However, the problem with such a change in weather conditions is that all of them are caused by humans. Thailand ranks 21st in the world’s greenhouse gas emissions, or 0.8% of emissions, but Thailand is the ninth country that will be most affected.
The Minister of Foreign Affairs continued that data from the World Economic Forum Global Risks Perception Survey 2021–2022 stated that the failure to manage global warming is the No. 1 risk, and the variability of extreme weather conditions is increasing year by year, which is the second risk, which every year becomes more severe.
Meanwhile, the Carbon Border Adjustment Mechanism (CBAM) tariff measures cover five commodities: iron-steel, aluminum, fertilizer, energy, and cement.
In addition, if in the future, other countries, such as Korea, America, or Canada, have trials and are considering which is likely to expand to the 6th item, which is automotive-related products, or the EU may expand the product group further to include beverages or agricultural products, how will the agricultural sector of Thailand adjust? EPR principles help create a Sustainable Economy
Mr. Warawut said that 30–40% of the waste problem will come from plastic waste from packaging, which is about 8–10 million tons across the country. These products are used by humans and become garbage even though they can be recycled.
According to the principle of EPR, a new approach to waste management, it is managed at the source, halfway, and the destination with the economic sector, the people’s sector, and the government sector must work together in all sectors.

The government claims that they reached an agreement at the COP26 meeting in Glasgow, England. Thailand’s Prime Minister General Prayut Chan-o-cha has announced that Thailand will be carbon neutral by 2050 and net greenhouse gas emissions will be zero by 2065. The original timelines were 2065 and 2090, which has been negotiated that if Thailand adjusts the timeline down faster, there must be help in 3 things: 1. To get funding. 2. Introduce technology to Thailand 3. Spreading knowledge and teaching in Thailand and a long-term strategy for greenhouse gas emissions
needs to be adjusted. Prior to the COP 27 meeting in Egypt, strategic plans must be submitted to climate change organizations.

TIPMSE move forward to manage packaging waste
Mr. Kosit Suksingh, Vice Chairman of the Federation of Thai Industries and Chairman of the Institute of Packaging and Recycling for Environment, TIPMSE, spoke about the commitment of the private sector in driving EPR. He said that the government’s work now is not to focus on legal or regulatory matters but to listen to the voices of the people and the private sector and open to opportunities for the private sector who have a genuine desire to assist in the management of all types of packaging waste during the recycling process. Create added value according to the circular economy principle and join the drive-in line with the government’s BCG Model policy.
