The Chief Executive Welcome to the April edition of the Monthly News and the start of another EIC membership year. We have an exciting year planned, and this commenced with the official opening of our new Northern Region office at Wynyard Park in Teesside. Members and non-members had the opportunity to visit the new facility and attend the inaugural North East Energy Showcase, which provided a platform to hear about the major supply chain opportunities in the North East region of the UK. This successful event is to be swiftly followed by a one-day showcase event on the UK CCS Outlook, which will take place on 12 May in the EIC London office. A timely opportunity to learn more, following the recent announcement made by the UK Government agreeing funding for the FEED studies on both the Peterhead and White Rose CCS projects. One of the major changes for the UK energy industry this year is the recent introduction of the Electricity Market Reforms and the associated Capacity Market, which are designed to drive investments of around £110 billion in power generation capacity. The EIC will hold its Power Sector-Based Forum on 10 June, where National Grid will provide an overview of the impact these initiatives are likely to have on the UK power market, helping members to better understand where upcoming opportunities are likely to be found. The forum will also provide members with a review of new projects, project updates, and political and technical trends affecting the sector. The Offshore Renewable Energy Catapult, established by the Technology Strategy Board, recently delivered the great news that by 2020 offshore wind could deliver £6.7 billion annually to the British economy. An economic study carried out by the organisation identified turbine manufacturing, foundations, cabling and substations as specific areas where UK suppliers can develop worldleading capability. As offshore wind fast becomes a major opportunity for the UK there are many opportunities for diversification from oil and gas operations to offshore renewables as the effective deployment of offshore wind relies heavily on subsea, shipping and installation capabilities, skills learned and refined from decades of experience in the UK’s North Sea industry.

The EIC is continuing its work to represent the interests of the supply chain in this area, and on 23-26 September, the EIC is hosting a shared UK Pavilion with RenewableUK at WindEnergy in Hamburg, a new international trade fair for the industry, where members are invited to exhibit their solutions. WindEnergy is one of three new international exhibitions added to the EIC’s Overseas Events calendar as we ramp up activities to meet the commercial needs of our members, across all sectors, and continuing with this objective the EIC will join forces with the Nuclear Industry Association to host a shared UK Pavilion at the World Nuclear Exhibition – Paris in October. This is an opportune event for EIC members, as the UK’s Nuclear New Build programme continues to gather pace. With the full support of the French nuclear industry and including the major reactor vendors, the event is a great showcase for new technology, expertise and solutions. Also, in November, the EIC will host a UK Pavilion at Offshore Korea in Busan. With its many shipbuilding facilities and fabrication yards, Korea is enjoying its position as a global hub for large offshore plant construction and modular build for major offshore projects. The UK Pavilion will provide a prominent platform for those companies looking to connect with buyers in the region. And lastly but by no means least, the EIC will once again host the UK Pavilion at OTC 2014, with 53 leading companies exhibiting their goods and services at this remarkable oil and gas exhibition, held every year in the US. At the event, Regional Managers from the EIC’s overseas network of offices will be on hand for one-2-one meetings and informal discussions, and representatives from UK companies are welcome to register for a UKTI reception at the Hilton Post Oak on 5 May, and a Business Breakfast presentation on Opportunities in Mexico with PPI at the Reliant Stadium, on the morning of 7 May. Sector Analysis Investment in low carbon energy: what are the signals for the supply chain? It is no secret that the Government’s commitment to meeting the UK’s legally binding carbon reduction targets has pushed renewables, in particular offshore wind, high up the agenda. In a similar fashion since the negotiations under the government’s Final Investment Decision Enabling began last year, EDF’s Hinkley Point C project and developments in new nuclear build have been in the spotlight. So what has been done to provide the necessary investment signals? Last year saw the Energy Bill to implement the Electricity Market Reform become an Act, arguably a much needed rubber stamp to drive investment forward. The Chancellor’s budget in March saw the final details of the capacity mechanism as well as underpinning support for renewables under the Contracts for Difference (CfDs) mechanism. Furthermore, a range of measures aimed at the business community were announced. Of particular interest was the help for exports and tax breaks for buying new equipment in a bid to improve Britain’s record on selling goods overseas. Efforts to cut the energy costs for energy intensive sectors were also introduced to help drive industrial investment and ensure that the UK continues to manufacture many of the raw materials needed to produce clean technologies. However, the measures did not receive a warm welcome by all, as many renewables bodies were quick to warn that the changes would undermine investment in clean energy, particularly the announcement of freezing the carbon floor price, which could result in making investment in renewables more expensive at a time when it is essential to reduce costs. On my visit to the Franco-British Offshore Wind event in Paris in January, it became clear that while opportunities are vast in the sector and the UK remains to be recognised as a leader in offshore wind technology, the reality is that the French and German industries are catching up and threatening our first-mover advantage. The message at the event was loud and clear – developers want to work with the UK supply chain. However, if the UK does not pick up pace and create a stable environment for investment they will progress ahead and leave us behind. We risk losing out to our European neighbours and those governments that provide clearer signals and stability within their regulatory frameworks. The developments over the last few months should help investors view the UK in a more positive light. The confirmation that Siemens will build an offshore wind turbine manufacturing facility in Hull is an important indicator of the success of the policy measures so far. To promote innovation and supply chain development the Government consulted last year on proposals for implementing the key eligibility criteria of a supply chain plan to enable projects to take part in the allocation www.the-eic.com

process for CfDs. The consultation proposed that the plans would need to set out how the project would support long-term economic growth and viability of the global low-carbon energy supply chain. The criteria are aimed specifically at the CfDs for renewables so the Government will rely on project developers to engage with the nuclear supply chains. The nuclear industry requires another approach. Although the news about the agreement for the strike price for Hinkley Point C was much welcomed and has been seen as a boost to investor confidence, European state aid verdict pending, the opportunities that it will bring for the UK supply chain is questionable. There has been much cynicism around the project in that most of the supply chain opportunities will go to French companies rather than UK companies. Concerns remain over how procurement will be handled by EDF, who has yet to release the specification for several components. However, partnering could provide a solution giving UK companies access to French nuclear experience and an alternative route to market. At the Asia Nuclear Platform in February I was informed about the benefits the PFCE (France and China Partnership) has brought to both the French and Chinese nuclear industries. The programme helped the localisation of many companies in China and has strong implications for the construction of the European Pressurised Reactor programme worldwide. A recurrent theme throughout the event was the focus on localisation of the supply chain. It is apparent that regardless of the ambition and momentum behind localising the supply chain domestically, countries that are newly launching a programme cannot reach a high level of localisation from the beginning. Factors such as the country’s existing industrial base play a key role in this. For companies that rely on global supply chains, a more localised approach to procurement could be the answer to greater flexibility and control in their supply chain. This leads me to conclude that while the UK has long been attractive for inward investment because of the large domestic market, access to the EU market, and favourable political and socio-economic conditions, the Government has an important job to sustain this and promote low carbon growth in the UK. We cannot do this alone and focus needs to turn to this growth being based in the UK as well as exporting outside. The UK needs a stable environment and world leading incentives for basing investment here. Only then will we be able to reap the benefits from innovation, jobs and growth that a low carbon economy can bring. Bodycote Skelmersdale is one of Bodycote’s largest surface technology facilities and is not only capable of delivering a comprehensive range of HVOF and Plasma coating processes utilising robotic/CNC booths, but also has in addition a modern well equipped CNC machine shop complimented by a fully functioning grinding and surface finishing shop all under one roof. The site offers a One Stop Shop service; alleviating the need for customers to use numerous contractors and in doing so, dramatically reducing many of the risks associated with multi operational manufacturing. A fast track service is also offered at this site. As part of the continued expansion Bodycote has recently invested in new equipment to improve efficiency, quality and on time delivery all in line with significant improvements in environmental characteristics and a greater emphasis towards operator safety and well being. Bodycote is also heavily committed to the Lean initiative which is currently being adopted by the site. Part of the strategy at site is to have greater control on all processes removing the need for sub contract operations where possible. This allows the company better visibility when it comes to planning and reduces lead times giving customers an improved service. This is highlighted by recent investment in a straightening press for the site. This equipment will allow Bodycote to carry out any straightening requirements on site instead of sub contracting and the company anticipates a reduction of several weeks on lead times for any parts requiring this process. It has also increased the capacity in the grinding and surface finishing department with an investment in a four metre CNC diamond grinding machine. This now allows Bodycote to machine, coat and finish components up to four metres in length. ABB has won an order worth US$55 million to supply a submarine AC (alternating current) power cable system for a new wind farm located off the coast of Norfolk, UK. The underwater cables will feed the electricity generated by the 400MW Dudgeon offshore wind farm into the UK national grid. The order was received from Dudgeon Offshore Wind Ltd, a company owned by Statoil and Statkraft. The Dudgeon offshore wind farm will be capable of producing enough electricity to power more than 400,000 UK homes annually. The turbines will be located in waters 18-25 metres deep on a 55 sq km site situated 32km off the coast of north Norfolk. With an installed capacity of 400MW, the wind farm will produce enough green energy to displace emissions of carbon dioxide by up to 19 million tons over its 25 year lifetime. Electricity generated by the wind farm will be brought to shore via a seabed cable at Weybourne Hope, 5km west of Sheringham. From there, an underground cable will be laid to carry the electricity to Necton, where a purpose-built substation will enable it to be transmitted into the national grid. Claudio Facchin, Head of ABB’s Power Systems division, said: “Offshore wind is a growing renewable energy resource, with Europe accounting for around 70% of new offshore wind generation capacity. Transporting electricity from offshore wind farms to the shore and then integrating it into the grid for supply to consumers are key elements.” ABB will design and supply two 132kV three-core AC submarine cables, each 42km in length, running from the wind farm’s offshore substation to Weybourne Hope, where they will connect to the onshore cables. The submarine cables will be manufactured at ABB’s highvoltage cable factory in Karlskrona, Sweden. Bjørn Ivar Bergemo, Asset Manager of the Dudgeon offshore wind farm, said: “The submarine export cable connection is a long-lead item and placing this contract represents a major milestone in the development of the Dudgeon project. Elfab has introduced the industry’s first Ex d-approved burst detection system, FloTel™ XD. Flo-Tel™ offers customers across a wide range of industries the unique features of ATEX Zone 1, non-invasive, fail-safe and reuseable detection when using rupture discs. Working with key customers, Elfab’s engineers have sought to offer a more cost-effective system for key applications, such as LNG. Flo-Tel™ is now fully Ex d-approved, negating the need for intrinsically safe barriers and interfacing directly with the customer’s remote terminal unit, all of which reduces installation costs considerably. As with all of Elfab’s Flo-Tel™ products, Flo-Tel™ XD is a one-time-only installation unit. The system has no moving parts and is therefore exceptionally reliable. Its method of operation is specifically designed to be fail-safe. Any periodic maintenance checks specified by customers can be carried out by a non-electricallyqualified fitter using the Test-Tel™ installation tool. The Flo-Tel™ sensor fits into the rupture disc holder while a magnet is attached to all Elfab rupture disc products. When the disc bursts, the magnet arcs away from the sensor and produces an open circuit signal. After functioning, only the disc needs to be replaced, saving on both costs and downtime. Elfab’s Opti-Gard™ range of rupture discs was recently tested to over one million life cycles, a service life more than four times longer than the previous industry-best. The International SOS Foundation, together with over 13 leading international health, safety and security experts, has launched a global framework to protect workers travelling or on overseas assignments. The document provides strategic guidance for organisations to identify hazards and threats and manage risks to ensure the safety, health and security of its workers. Most instruments available to help protect workers’ safety and health are focused on domestic issues. Furthermore, only two countries, Australia and Canada, have standards and legislation which extend the provisions of occupational safety and health laws to workers outside their home country. The report was compiled by Dr David Gold, Senior Consultant to the International SOS Foundation: “While many organisations have occupational health practices in place for domestic employees, only 32% of the 628 organisations we surveyed conduct person/location risk assessments prior to expatriate assignments. This is very low when you consider that conducting a pre-assignment risk assessment is probably the most important step in any overseas occupational health policy. Clearly many businesses have a gap which needs to be bridged if they want to meet their responsibilities to their workers. This framework provides practical measures that they can implement to protect those working or travelling abroad.” Janet Asherson from the International Organisation of Employers, said: “When we talk about business responsibility, we are thinking about directly-employed workers. However in the modern globalised world organisations must look beyond this. Instead companies need to look at the whole umbrella of business travellers including volunteers, students, trainees, dependents and sub-contractors. “Organisations need to remember that insurance is no longer enough when it comes to ensuring the health and safety of these travellers. Prevention is better than cure and organisations need comprehensive policies focusing on international travel to ensure that they are living up to their responsibilities.” For more information please visit: www.internationalsosfoundation.org

Hertel has achieved the safety milestone of 10 million hours worked without a lost-time incident. The landmark dates back to January 2012. Hertel provides a range of services including access solutions with scaffolding, insulation, corrosion protection, mechanical, civil and allied specialist services. The majority of its 2,350 staff work in hazardous environments such as oil and gas refineries, chemical plants and nuclear sites throughout the UK and Republic of Ireland where safe working practices are crucial. Online Electronics Limited (OEL) has recently launched its latest flagship development creation, a Mono-Ethylene Glycol Analyser with Real Time Display and Subsea Sampling (MEG ARTS®). The system provides highly reliable information on the composition of MEG and other chemicals received subsea during pipeline conditioning operations. MEG ARTS® technology is principally designed for precommissioning of pipelines where lines require chemical conditioning using MEG in preparation for transportation of gas. At this stage of pipeline pre-commissioning flooding, cleaning, gauging and pressure-test procedures will have been completed utilising a train of pipeline pigs. The pipeline then has to be dewatered and dried to mitigate against internal corrosion and gas hydrate build-up through the life cycle of the pipeline. This can be done either by air-drying where air is pumped through a dryer and then through the pipeline or by chemically conditioning the line using MEG. For subsea pipelines, particularly in deep water, dewatering using MEG conditioning trains is the quickest and most costeffective method. The alternative of drying with air when a riser is not available is more costly, needing a temporary line to be deployed and supported for a longer drying period. The function of the MEG ARTS® technology is to measure subsea the density of MEG real time at the pipeline termination therefore ensuring the integrity of conditioning. In most subsea to subsea pipeline commissioning projects to reduce costs there is only one vessel on location which needs to be connected to the launching end of the pipeline. MEG ARTS® is connected to the receiving end, its controller module is constantly logging and displaying density data and at the required density level for MEG typically 95% purity the controller will command the retrieval of MEG samples. Samples are later laboratory analysed and verified to MEG ARTS® data. Present day industry common practices for assessing the integrity of MEG conditioning is by theoretical calculation based upon pipeline characteristics and volume of MEG applied. Occasionally samples are gathered for assessment topside where there are divers or a ROV operating at the pipeline receiving end. MEG ARTS® can change standard practices and give the owners of subsea pipelines certain confirmation that their pipeline is fit for purpose and can achieve this without the expense of having a second support vessel on location. Pemex has extended a contract for SGS technical supervision services for the fuel terminal EPC project in Tapachula, Mexico for another six months. SGS supervisors will continue to oversee the engineering, procurement and construction project for the storage and distribution of fuel. Having already completed contracts for project management and independent expert technical dispute evaluation services for five Pemex projects, SGS is also currently conducting pipeline integrity studies. SGS technical supervisors are overseeing the EPC project in the areas of engineering, procurement, precommissioning, commissioning and start-up of a storage and distribution terminal for gasoline and diesel at the Tapachula location. Petroleum products are currently transported by train to be stored at and distributed from the terminal. Tests at the site are conducted by the EPC contractor under the witnessing of SGS supervisors. Independent testing, including DFT verifications, dimensional checkups, topographical verification of co-ordinates, and current clamp AC/DC measurements are also conducted by SGS experts in order to verify the quality of on-site work activities performed by the EPC contractor. SGS is providing comprehensive technical supervision services from its mobile office at the Tapachula site. Supervisors are performing quality control services for civil works, mechanical and electrical components and equipment as well as instrumentation and telecommunication systems. SGS specialists are examining procurement procedures and controlling engineering work. Expert supervisors are reviewing EPC contractor monthly invoices, HSE practices during construction and additional unit prices as well as analysing EPC contractor claims. Both SGS and the EPC contractor have established quality plans according to the ISO 10005 standard. WindEnergy 23-26 September 2014 Hamburg The EIC and RenewableUK will host a shared UK Pavilion, in conjunction with UKTI, at WindEnergy in Hamburg, Germany. Taking place on 23-26 September 2014 at the Hamburg Messe Exhibition Centre, WindEnergy Hamburg will unite major global onshore and offshore players under one roof. WindEnergy will bring together a high-calibre, professional audience and more than 1,000 exhibitors demonstrating their innovations and solutions from across the entire value chain of the industry. Both onshore and offshore wind offer attractive market opportunities for the supply chain and while the current focus is firmly on Europe, there is potential for growth on a global scale. According to EICDataStream, there are 175 offshore wind projects proposed or under development in Europe (not including Russia), worth a potential investment of US$507 billion; and 709 onshore wind projects, worth a potential investment of US$103 billion. The overseas trade delegation to Tanzania and Mozambique consisted of 15 UK companies keen to find out more about the current oil and gas opportunities in both countries. The delegation began in Tanzania with a market briefing from UKTI and introduction from the British High Commissioner HE Ms Dianna Melrose. The group then visited the Ministry of Energy & Minerals (MEM) and Tanzania Petroleum Development Corporation (TPDC). The evening consisted of a well-attended Networking Reception with local businesses. Day 2 kicked off with a roundtable meeting with BG Tanzania, Ophir Energy, Shell, Statoil, Asco and Schlumberger. In the afternoon the delegates had the opportunity to present to local businesses followed by one-2-one meetings in a â&#x20AC;&#x2DC;speed networkingâ&#x20AC;&#x2122; format. The group then moved to Mozambique where Anadarko and Eni have agreed to build an LNG facility based on their combined offshore resources. On arrival in Maputo, delegates were invited by the High Commissioner, HE Shaun Cleary to his residence for a welcome dinner. Activities in Mozambique focused on a valuable B2B session where delegates had the opportunity to meet with Anadarko, Kentz, BP, Bulerich-Q, Subtech Group, Siemens, ENH, Technip, Bechtel, Schlumberger and ENH-Kogas. There were also presentations from Standard Bank and Capital Outsourcing Group. The High Commissioner also hosted a networking reception at his residence. There is a wealth of opportunity in both Tanzania and Mozambique for UK plc. This opportunity has been recognised globally with many delegations from other countries visiting the area this year. Taking place during the second week of November, ADIPEC has become the premier oil and gas event for the Middle East and also Africa and the CIS countries. The 2013 event surpassed all expectations in terms of participants and this year’s edition would appear to be on an equal footing. At the time of writing, 70% of the EIC’s first phase of space on the UK Pavilion has already been sold, and that is only after seven weeks from when it was launched. ADIPEC is an unrivalled platform for new market entrants looking for a partner or agent plus, at the other end of the spectrum, established players seeking out new customers across the region. Being part of the UK Group allows companies to attract VIP and regular visitors who turn up during the show so, if this event is on your radar, we would urge you to book early. Apart from all the members we met at Middle East Electricity, our Golf Day and the Oil Baron’s Ball, we were pleased to meet Paul Barry on a regional visit from Cargostore. Firstly I’d like to congratulate Lloyd’s Register Energy for both winning our 2014 Golf Tournament with one of its teams, and also coming runners-up with their alternative second team, so well done to all. Incidentally, third place went to the tournament sponsors, Legrand Electric by a whisper of only a 0.8 point margin. Space limitations prevent us from naming all the supporters for this event but suffice to say, given the popularity and positive feedback that we have received, a date for 2015 has already been booked so please put 19 February in your diaries and reserve your place early as this year’s tournament sold out very quickly. Our Business Presentation this month is on 30 April, when we will host Wood Group in Abu Dhabi. With its increased presence across the region, especially in Kurdistan and Oman, this promises to be an excellent event. Further speakers confirmed for later in the year include Dana Gas, Mott MacDonald and Drydocks World. We also intend to run our popular Fish & Chips night plus other networking occasions throughout the year. Besides our monthly business presentations, we plan to expand our programme of training events, following the success of our Fundamentals days covering oil and gas and LNG. The Middle East office is planning to see how we can implement a wider programme that will eventually be a reflection of the courses that are offered in the UK across the four spectrums of Technical Workshops, Industry Overviews, Business & Management Courses plus Health, Safety & Environment Training. To this end, the EIC’s Head of Training, Ally Le Boutillier, will visit the UAE at the beginning of the month to identify accredited venues, facilities and trainers as well as to try and gauge the appetite from the local membership as to what will work and will not work here. Carbon Capture and Storage (CCS) is the only way that the UK can reduce CO2 emissions and keep fossil fuels in the UK’s electricity supply mix. Marubeni and Pertamina sign MoU for LNG terminal Marubeni Corporation has executed a Memorandum of Understanding with PT Pertamina to co-operate on a new gas-fired IPP and gas related infrastructure business in Indonesia. Under the MoU, Marubeni and Pertamina will together perform a comprehensive feasibility study for the project including assessment of a gas-fired power plant and gas related infrastructure such as a gas transmission pipeline, onshore/offshore LNG receiving terminal and small-scale LNG receiving terminal business.

ExxonMobil starts Damar output ExxonMobil has started production at the Damar gas field, which lies in 55 metres of water about 200km offshore eastern peninsular Malaysia. The field has a projected capacity of 200 million cubic feet of gas per day. Damar was developed under a gas production sharing contract between ExxonMobil and Petronas. The partners have planned a total of 16 development wells that will tie back to a four-legged gas satellite platform. Full well stream gas will be produced via a 22 kilometres pipeline to the existing Lawit A platform for processing. ExxonMobil operates the Damar, holding a 50:50 share in the field with Petronas.

Taiwan and Mongolia sign renewable energy deal Taiwan and Mongolia have signed an agreement to collaborate in renewable energy generation. Under the Memorandum of Understanding, the two nations will initially work on solar PV, wind power, energy audits and energy efficiency management. Mongolia plans to send a team from the Ministry of Energy to train in energy policy formulation, reasonable energy usage and renewable energy promotional strategies. Taiwan said it will also share its experience in designing coal-fired power stations and grid operations.

Internal Corrosion Management Solutions 14 May 2014 EIC Singapore In collaboration with Belzona, this is a new course designed for engineers, asset owners, operators and contractors involved in the design and material selection of new built process vessels for the oil and gas industry. It will provide an overview of the latest developments in process vessel internal erosion and corrosion management solutions and application techniques utilising organic lining technologies at the design stage of a project. Prequalification testing programme and documented real life examples of the systems will also be presented.

Cambodia’s offshore Block A development delayed Plans to develop Cambodia’s offshore Block A in the Gulf of Thailand have been delayed due to an impasse in negotiations on taxation. Negotiations between Chevron and the government have stalled and could take ‘three to five years’ for the country to see its first drop of oil. A final investment decision for Block A is expected after an agreement on commercial terms and government approval of production permit are in place. Chevron has a 30% operating interest in Block A, an area covering 1.2 million acres (4,709 square kilometres). The development plan for the block consists of a wellhead platform and a floating storage and offloading vessel.

Petronas to spend US$14 billion on EOR project State-owned Petronas has reiterated its commitment to rejuvenate mature assets and develop marginal fields, pledging US$14 billion on 10 enhanced oil recovery (EOR) projects. Petronas, which sees the potential for EOR in 50% of Malaysia’s producing fields, has also set aside US$337 million for its E&P Technology Centre to develop EOR technology. The EOR projects are aligned with the government’s Economic Transformation Programme.

Shell sells Australian downstream businesses to Vitol Shell has sold its Australian downstream businesses (excluding aviation) to Vitol. The sale covers Shell’s Geelong refinery, and 870 site retail business, along with its bulk fuels, bitumen, chemicals and part of its lubricants businesses in Australia. It also includes a brand licence arrangement and an exclusive distributor arrangement in Australia for Shell Lubricants. Shell’s downstream staff in Australia will continue to operate the business under its new owner.

Brightoil gets in to Bohai China’s oil product trader Brightoil Petroleum has struck a deal to acquire Anadarko Petroleum’s non-operated stakes in two Bohai Bay blocks for US$1.075 billion. The transaction is due to close this year subject to preferential rights, regulatory approvals and other customary closing conditions. Hong Kong-listed Brightoil will acquire Anadarko’s 40.09% stake in Block 04/36 and its 29.18% interest in Block 05/36, assets which produced an average of 32,000 barrels per day of oil in 2013. Anadarko was divesting its offshore assets in China last April and that CNOOC Ltd, China’s top offshore operator which owns majority stakes in each of the two blocks, had the first right of refusal over the US player’s interests in the acreage. PetroChina subsidiary Singapore Petroleum holds a minor stake in Block 04/36, while US independent Newfield Petroleum is also looking to sell its 12% interest in Block 05/36. Brightoil, which is engaged in oil product distribution in China and has substantial logistic facilities in Guangdong, wants to enter the upstream business to improve profitability and to this end was awarded, by PetroChina, two small gas fields in Xinjiang.

COSL set to build new units China Oilfield Service Ltd (COSL), has budgeted for up to 8 billion yuan (US$1.3 billion) in investments for 2014, in part to finance the construction of up to 26 offshore units including rigs and support vessels. The company, which is a unit of China National Offshore Oil Corporation, said that it has clinched 90% of the service contracts it needs for its fleet in 2014. New units being built include four jack-up rigs, under fabrication at Dalian Shipbuilding Industry Offshore (DSIC Offshore) and China Merchant Heavy Industry, two deep-water semi-submersible drilling rigs being built at DSIC Offshore and CIMC Raffles, 15 offshore support vessels, two supply vessels, one 12 stream seismic vessel, two deep-water geological survey vessels, and two deep-water supply vessels. These units, being built at Chinese yards, are scheduled for delivery between 2014 and 2016. COSL said that it will build one more 3000HP module rig for operation in Mexico.

UOP wins contract from two petrochemical producers UOP, a business unit of Honeywell, has been selected by two Chinese petrochemical producers to provide UOP process technology. The UOP C4 Oleflex process will be used by Shandong Huachao Chemical to produce isobutylene, which is a key ingredient for fuels and synthetic rubber. Zibo Qixiang Tengda Chemical intends to use the UOP Butamer process to transform normal butane to isobutene, as well as the C3/C4 Oleflex process to convert isobutane to isobutylene and propane to propylene for the production of plastics. Once in operation, the Shandong Huachao facility will process about 200,000 metric tons of isobutene and Zibo Qixiang Tengda will process around 400,000 metric tons of propane and butane feedstocks. UOP will provide the engineering design, catalysts, adsorbents, equipment, staff training and technical service for both projects, in addition to the technology licensing.

ROC’s new plan at Zhaodong field in China ROC Oil has submitted a new plan to the Chinese authorities in late 2013 that seeks to extend production out to 2023 at the Zhao Dong oil complex in Bohai Bay. ROC said it maximises production from the fields until 2018. After that, it proposes a detailed plan to enhance oil recovery from the fields until 2023. This latter part of the plan will require an extension of the production sharing contract. Heerema Marine Contractors awarded Liwan 3-1 Italy’s Saipem has awarded Heerema Marine Contractors a lump-sum deal for pipeline installation at the Husky Energyoperated Liwan 3-1 deep-water gas development in the Pearl River Mouth Basin, South China Sea. A Letter of Intent was issued to the Dutch player for the installation of 37 kilometres of 22 inch deep-water pipeline in 1,500 metres of water at the Liwan 3-1 project using Heerema’s new build J-lay vessel Aegir. Aegir will take over from Saipem’s pipelay crane vessel FDS-2, which has demobilised from Liwan for other commitments. Aegir is due to mobilise towards the end of May for the Liwan job from Anadarko’s Lucius field in the Gulf of Mexico. The deep-water J-lay vessel is expected to arrive at Liwan in early June for an offshore installation campaign lasting through to early August. The scheduled pipeline installation at Liwan will be Aegir’s first campaign in Asia. Aegir will next move on to the Inpex-operated Ichthys gas development off Australia’s Northern Territory. The deep-water construction vessel will transport and install subsea pipelines and moorings for the planned floating production, storage and offloading vessel and central processing facility at the Ichthys project. The lump-sum deal for Liwan is Aegir’s third contract win in the Asia Pacific region, after earlier awards from Inpex and Shell for work on the Ichthys project and the Malikai tension-leg platform development off Australia and Malaysia, respectively.

Wison wins floating LNG regasification unit contract Wison Offshore & Marine has announced the award of a contract for the delivery of a barge-based floating LNG regasification unit from a 50/50 joint venture between Exmar and Pacific Midstream Holding Corp, a fully owned affiliate of Pacific Rubiales Energy Corp. The regasification unit will be built at Wison Offshore & Marine’s wholly-owned and operated fabrication facility in Nantong, China, where Wison Offshore & Marine is presently in the process of fabricating the Caribbean FLNG project, also for Exmar and PRE, which is currently on budget and on schedule for delivery. Under the agreement for the regasification unit, Wison Offshore & Marine affiliates will be responsible for the turnkey engineering, procurement, construction, installation and commissioning (EPCIC) of the project with delivery anticipated for the fourth quarter of 2015.

New Production Tax Credit for renewable projects In his 2015 fiscal year budget proposal, President Obama announced that he would repeal more than US$4 billion a year in tax subsidies to the oil and gas industry, while giving more funding to renewable and clean energy. One particularly newsworthy aspect is the proposal of a permanent Production Tax Credit for renewable projects, instead of subjecting them to annual extensions, in the hope of creating a more stable environment for their development. Congress would have to approve the proposals before they can become law.

We have been working with our Overseas Events team to organise our afternoon receptions in the EIC UK Lounge at OTC. BP to establish separate oil and gas assets business BP intends to establish a separate business to manage its onshore oil and gas assets in the US Lower 48, which BP currently oversees through its Houstonbased North America Gas group. BP will own the new onshore business, but the business will be led by a separate management team and be housed at a new location in Houston, apart from BP’s Westlake campus. BP is expected to begin disclosing separate financials for the new business in 2015. The business will operate from the onshore US Gulf Coast north through the Rocky Mountains, with a presence in several leading US gas basins. Its portfolio includes an extensive unconventional resource base of 7.6 Bbbl of oil equivalent, across 5.5 million acres and an interest in over 21,000 wells. NA Gas also operates more than 2,000 miles of gathering lines.

XTO and Endeavor to fund oil and gas portfolio ExxonMobil has announced enhancements to its US oil and natural gas portfolio managed by subsidiary, XTO Energy Inc, through an agreement in the Permian Basin in Texas. Through an agreement with Endeavor Energy Resources, XTO will fund development to gain substantial operating equity in approximately 34,000 gross acres in the liquids-rich Wolfcamp formation in Midland and Upton counties. Endeavor will continue to operate shallow production while XTO will drill and operate horizontal wells in the deeper intervals. The agreement increases XTO’s holdings in the Permian Basin to just over 1.5 million net acres.

YPF acquires Apache’s assets The state-owned oil company YPF has acquired all oil and gas assets of US-based Apache in Argentina for US$800 million. Apache’s reserves in the country are estimated at 540 billion cubic feet of natural gas and its production last year averaged 256 million cubic feet per day. The transaction will increase YPF’s reserves by 14% and gas production by 15% and will also mark the NOC’s comeback to the Austral Basin in southern Argentina. The move further consolidates YPF’s leading position in the country, especially in the Vaca Muerta shale formation, where Apache was the second largest concession holder.

Petrobras announces 2014-2018 business plan The Brazilian national oil company has announced its new US$220.6 billion investment plan, which highlighted investments in the development of exploration and production (E&P) projects (US$153.9 billion), 40% will be allocated to pre-salt and 60% to post-salt. The plan also targets an increase in international investments to US$9.7 billion in comparison with the 2013-2017 business plan’s US$5.1 billion. There was a reduction of the total amount to be invested as the previous plan was US$236.7 billion. The decrease makes the plan more reasonable, according to Chief Executive Maria das Graças Foster. Projects are divided in to three areas: projects under implementation, projects under bidding process and projects under evaluation. The plan includes 14 FPSOs expected by 2020 with the procurement process targeted between 2014 and 2016, four new offshore subsea systems and the postponed construction of the Premium I and II refineries.

Brazilian pre-salt production hits new record Eight years after its discovery, pre-salt has set a new oil production record by reaching the milestone of 407 thousand barrels per day, according to an announcement made by Petrobras. This landmark was possible due to the start of operation of well 9-SPS-77 in the Sapinhoá field, located in the Santos Basin, 310km off the coast of Rio de Janeiro. The total pre-salt production arises from ten platforms allocated in 21 wells under production, ten located in Santos Basin and 11 in the Campos Basin. Three new production units are expected to come on stream in the pre-salt layer in 2014: P-58 for the Parque das Baleias North field, the Cidade de Ilhabela FPSO for Sapinhoá and the Cidade de Mangaratiba FPSO for Iracema South.

Repsol agrees US$5 billion YPF deal with Argentina After two years of contentious discussions, Repsol has agreed with the US$5 billion settlement offered by the government of Argentina for the 2012 expropriation of its majority stake in YPF, avoiding further legal battles. Repsol will receive the payment in three packages of Argentine bonds adding up to US$5 billion. The company will also receive an additional US$1 billion contingent package in order to guarantee the liability.

Colombia launches 2014 O&G licensing round The Colombian mines and energy ministry (Minminas) and the hydrocarbons regulator (ANH) officially launched the 2014 oil and gas round in February. The round offers public sale licenses for 97 blocks, including 57 conventional blocks, 19 non-conventional, 13 offshore and 8 coal-bed methane blocks. Submission of proposals will take place in early July and the publication of the final list of awarded areas is scheduled by the end of the month.
