The Chief Executive As we come to the end of another exciting year for the EIC, this is a great opportunity for me to reflect on some of the initiatives that have been implemented in the last year to increase and improve the membership service offering.

Looking back over 2014, a major change for the EIC has been the relocation of our Asia Pacific office to Kuala Lumpur. The new office is headed up by Azman Nasir, who is responsible for supporting the EIC’s membership base and growing the EIC’s activities across Asia Pacific, Australasia, China, the Indian Sub-Continent, Afghanistan and Pakistan. Malaysia is one of the world’s top investment destinations for offshore manufacturing operations, which made it a very attractive base from which the EIC can support its members who are looking to enter or expand in the region.

The EIC has also introduced Insight Reports for members, providing high-value market insight on specific industry sectors to aid with the development of long-term business strategies, inform decision-making and identify prospective global market opportunities.

Insight Reports for Shale Gas, Midstream and Upstream were released in November. If you would like to receive any of these reports, please email: membership@the-eic.com The EIC also continues to build its substantial presence at all major international events for the oil and gas sector, and has now introduced nuclear, renewable and power events into the programme, with recent appearances at the World Nuclear Exhibition in Paris and RenewableUK’s Conference and Exhibition in Manchester.

The most recent being the 30th edition of ADIPEC in Abu Dhabi which was officially opened by His Highness Sheikh Hazza bin Zayed Al Nahyan, Security Advisor to the UAE, the British Ambassador to the UK, Philip Parham, and the EIC’s President, Lord Howell.

During the show Amec Foster Wheeler unveiled its new corporate branding on the UK Pavilion. Both companies have enjoyed the benefits of EIC membership for over 20 years combined, and I hope our long-standing relationship will continue as they join together, bringing them face-to-face with suppliers looking for opportunities with the new company.

Amec Foster Wheeler was one of eight contractors, along with seven operators and six related service companies who spoke at our recent EIC Connect Oil & Gas event to educate suppliers on future opportunities and challenges across the upstream, midstream and downstream industries. This year, we introduced two Question Time sessions to give delegates and speakers the opportunity to come together and debate two highly topical issues: Shale Gas and Local Content. (Please see the report in the January edition of the Monthly News).

One of the hot topics at the event was the UK Government’s response to the Wood Review. Work on implementing the recommendations will begin in earnest in the New Year, and top of the agenda will be a review of whether the current tax regime is enough to support the UK’s oil and gas industry in the face of a rapidly declining oil price and rising contracting costs. Both are causing a significant slowdown on new project development on the UKCS and beyond. As always, in the face of such obstacles, the EIC looks at ways in which to support its members and I am delighted to announce the revitalisation and expansion of the current offering provided to members by appointing a Regional Manager for Aberdeen and Norway who will be based in Aberdeen. The new manager will harvest their experience and connections to increase the advantages for members throughout Scotland and Norway, opening up opportunities across the North Sea and the energy sector as a whole.

While the EIC looks to recruit this new person we want to ensure that the views of our member companies are carefully considered and a short survey has been sent to all member companies to gather this data.

Finally, it only remains for me to wish you and your families an enjoyable Christmas.

Devolution of power: a game changer for renewable energy in post-referendum Scotland?

“The politics of renewables has been turning ugly.

From onshore wind to solar farms, the political voices against an expansion in renewables have become ever shriller.” These words that formed part of Energy Secretary Edward Davey’s speech to delegates at the RenewableUK annual conference in Manchester last week paint a bleak outlook.

Last month not only saw Defra announce plans to cut subsidy payments to farmers for land that features solar panels but the Conservative Party receive wide criticism from both lobbyists and politicians for hindering the onshore wind sector. Perhaps epitomising the ‘ugly politics’ was the decision by utility company RWE that it would not continue with the development of the 340MW Galloper offshore wind project, due partly to time constraints to secure appropriate financing.

Yet the month of October also saw an announcement from the Scottish government that consent had been granted to four Scottish offshore wind farms; Inch Cape, Neart na Gaoithe, Seagreen Alpha and Bravo. With a combined capacity of approximately 2.2GW and the capability to power 1.4 million homes, the decision reflects Scotland’s target to generate ‘100% electricity demand equivalent from renewables by 2020’ and confirms Scotland’s position at the forefront of the renewable revolution in the UK and across Europe.

Scotland is blessed with great renewable energy potential due to an abundance of rich natural resources.

Harnessing this potential has resulted in a higher percentage year on year of the amount of electricity produced from renewable sources. Currently, Scotland makes up approximately a third of all renewable generation in the UK. This contributes to increased energy security and improved management of environmental responsibilities as, according to DECC, roughly 32% of carbon dioxide displaced by renewable electricity generation in the UK last year came from Scotland. 11.9 million tonnes of CO2 to be exact. In addition, Scottish renewable energy is a significant area of economic growth not just through the investment it attracts but the job market that it creates. This is underlined by the fact that over 11,000 people are now in full time employment within the sector.

With an international reputation for innovative technologies, Scotland’s wave and tidal sector offers much potential for economic growth. Industry has long called for collaboration with government and academia in order to work together towards a common agenda of developing local supply chains to form a sustainable and prosperous renewable energy sector. Developing this supply chain and procurement can be attributed to Scotland’s acknowledged success in marine renewables.

The 398MW MeyGen project being developed in the Inner Sound of the Pentland Firth will be the largest tidal stream project in the world as it intends to deploy various www.the-eic.com

turbines types to generate enough tidal energy to power 40,000 local homes. Natural and extreme sea conditions such as those experienced at Pentland Firth are able to be replicated at the FloWave Test Tank at the University of Edinburgh. This energy simulator with the ability to create both deep-sea waves and currents, aims to assist in the design of prototype turbines located in fast-moving tide streams such as those at Inner Sound.

Working together collectively, industry, government and academia enable project clustering and a sense of localism to form with clear economic and educational benefits. MeyGen is currently recruiting an execution team to deliver Phase 1 of the tidal project and FloWave has recently unveiled a prize that allows young researchers the possibility to put their marine energy ideas to the test.

It is, however, the governmental strand of the trio that has heightened importance. With devolved power to Holyrood, the Scottish government can exert greater control over planning processes and decision-making which may prove a game-changer in consenting renewable projects.

Scotland’s decision at the referendum has provided the renewable sector with stability. With the outcome now clear, projects that were on hold are progressing with financial involvement from both domestic and international investors. One example is the 43MW A’Chruach onshore wind farm. Infinis Energy recently ‘signed a six year £52 million project financing facility to fund the construction and operation’ of the wind farm having stated, earlier in the year, that building work would not commence until the result of the vote was known. The 664MW Beatrice offshore wind farm located in the Outer Moray Firth provides another example. Fund management company, Copenhagen Infrastructure Partners, has since acquired a 25% share in the ‘attractive’ project which is expected ‘to deliver stable inflation linked returns for many years.’

These wind farms illustrate the strong investor confidence in Scotland’s advanced wind energy sector.

It remains to be seen if all four of last month’s consented offshore projects make it to construction phase. The fact that they are likely to be competing for financial support under the Contracts for Difference mechanism encapsulates the difficult challenges they face. In the build up to the general election the renewable energy sector faces much uncertainty. Concerns are growing about the vague outlook for industry growth post 2020 and subsidy withdrawal threatens to undermine future projects. Nevertheless, as Scotland aims to move to a low carbon society, renewable energy has gained increased momentum. Last week Edward Davey described renewables as ‘a great British success story.’ Indeed ‘a great Scottish success story’ is justifiable.

Power sector hits a slowdown in contracting levels, according to EIC Monitor EPC Activity North America, India and Argentina have been hotspots of EPC contracting activity in Q3 2014, accounting for half of such contracts awarded (15) in the power sector. The majority of these were in the US where five contracts were placed, followed by Canada (4), Argentina (3) and India (3).

Of the five contracts placed in the US, two EPC contracts were awarded on upgrade projects in Florida: one to Robins & Morton for the expansion of the Polk gas-fired power station in Polk County; and one to Zachry Engineering for the modernisation of the Port Everglades Clean Energy Center. A further contract was awarded on an upgrade and expansion project in Texas. Here, a consortium of Mitsubishi Heavy Industries and The Industrial Company will carry out the EPC work for a CO2 capture system at the W A Parish power plant in Ford Bend City.

Further up the US East Coast, Alstom has been appointed to supply and install a Static VAR Compensator system to provide voltage stability to the grid system in West Wharton, New Jersey. In West Virginia, Foster Wheeler secured a contract to rehabilitate and optimise the wet flue gas desulphurisation system at the 700MW Longview Power Plant.

The latest EIC Monitor report indicates a gentle decline in the level of contracting activity across power generation sectors in Q3 2014, with a discernible decrease in the number of major contracts awarded in the last quarter. Contracting levels across the global power industry have declined steadily during the last quarter (Q3: Jul-Sept 2014) with 66 major contracts placed (EPC, OEM Supply and PMC), a 15% decrease compared to 78 awards in Q2 2014 and a 22% decrease on Q3 2013 figures.

Wind turbine supply contracts have been omitted from the EIC Monitor Q3 Power Report due to technical updates that are under way to the Renewables function of EICDataStream.

Thermal, Nuclear and Biomass Major Contract Awards in Q3 2014

In Q3 2014, a total of 66 major contracts were awarded across 58 thermal, nuclear and biomass developments, declining 15% from 78 awards in Q2 2014. A total of 30 EPC contracts, 34 OEM Supply contracts and 2 PMC contracts were awarded.

EIC Monitor In Canada, all four EPC contracts awarded have been for transmission and distribution projects. Contractor ABB secured two contracts, one for the Madawaska HVDC Transmission Link Upgrade which connects the grids of New Brunswick and Quebec, and one for the Maritime Link from the island of Newfoundland to Nova Scotia.

Also in Newfoundland and Labrador, Alstom has been appointed to carry out the EPC work for the HVDC bipole Labrador – Island Transmission Link. In central Canada, SNC Lavalin secured a contract to design and build the Keewatinoow switchyard as part of the Bipole III Transmission Reliability project in Manitoba Province.

In Argentina, contracting activity in the power sector has been dominated by the Costa Atlantica Transmission project in Buenos Aires Province, on which a total of two EPC contracts and three OEM Supply contracts were awarded in Q3 2014. In September 2014, Abengoa and Intesar secured the major EPC work, the former to build the northern branch and the latter to build the southern branch. Also in Buenos Aires, local contractor Electroingenieria has been appointed to construct the 810MWe Manuel Belgrano II CCPP. In India, two EPC contracts were awarded on coal-fired power projects: one to Bharat Heavy Electricals to build the Wanakbori 800MWe supercritical coal-fired plant in Gujurat State, and one to a joint venture of Larsen & Toubro and Mitsubishi Hitachi Power Systems to supply two steam generators for the expansion of the Tanda coal-fired plant in Uttar Pradesh.

Also in north-eastern India, Alstom has been contracted to build Phase 2 of the Champa – Khurukshetra UHVDC Transmission Line to carry 3GW electricity from Chhattisgarh State to Haryana State.

In Q3 2014, there were two EPC contracts awarded for nuclear projects. In Bulgaria, Westinghouse was awarded a contract to provide the plant equipment, design, engineering and fuel for the upgrade of the Kozloduy nuclear power plant in Vrasta Oblast. In neighbouring Romania, a consortium of Candu Energy and China Nuclear Power Engineering Company has been appointed to build the two nuclear reactors for the Cernavoda nuclear power plant expansion.

Elsewhere in the country, General Cable secured an order for the 2,312km ACSR overhead conductor for the Antelope Valley Station to Neset Transmission Line in North Dakota, and Babcock & Wilson has been appointed to build a dry flue gas desulphurisation unit for a retrofit project at the Flint Creek power plant in Gentry, Arkansas.

In Q3 2014, four OEM Supply contracts were awarded in Central America: three in Mexico and one in the Dominican Republic. In Mexico, Foster Wheeler and GE Energy were both awarded Major Mechanical Equipment (MME) contracts for the cogeneration unit at the Kimberly Clark de Mexico Ramos Arizpe facility in Coahuila State, and Alstom was also awarded a MME contract for the Monterrey III Power Plant Unit 5.

In South America, a total of five OEM Supply contracts were awarded: four in Argentina and one in Brazil.

Faraday, Siemens and a consortium of Nexans, IMSA and Prysmian Group have all been awarded contracts to supply electrical equipment for the Costa Atlantica Transmission project in Argentina. Further north in the Santiago del Estero Province, PW Power Systems was awarded a turbine supply contract for the Frias power plant expansion.

Activity in India was dominated by coal-fired power projects, with three turbine supply contracts awarded – two to Siemens and one to Alstom Bharat Forge – in Q3 2014. Siemens secured its two contracts for the IB Valley power plant and the Karanpura power plant, while Alstom secured the contract for the Tanda power plant expansion.

Siemens was also successful in South Korea, where the company was awarded a contract to supply gas turbines for the Dangjin 4 CCPP. A total of four OEM Supply contracts were awarded in South Korea in Q3 2014, with Alstom, BHI and Doosan also winning contracts for the Dangjin HVDC Line Commutated Converter project, the Pocheon CCPP and the Shin Kori nuclear power plant respectively.

Elsewhere in the Asia Pacific region, Toshiba secured a contract to supply supercritical steam turbines and generators for the Vinh Tan 4 Complex in Vietnam; BHI won a contract for four heat recovery steam generators for the Bangpoo Cogeneration plant in Thailand; Mitsubishi Hitachi Power Systems is set to supply a replacement gas turbine for the Ningbo Kefeng power plant in China; and CMI Energy has been contracted to supply modules and drums for the Bheramara gas-fired plant in Bangladesh.

OEM Supply Activity OEM Supply contracting activity has been dominated by the Americas, India and South Korea in Q3 2014, accounting for two thirds of the OEM Supply contracts awarded (23) in the power sector. The majority of these were in the US where seven contracts were placed, followed by Argentina (4) and India (3).

In the US, a total of seven OEM Supply contracts were awarded in Q3 2014. In Texas, GE secured two contracts to supply generator sets, one for the Montana Power Station and one for the Colorado County Power Plant, while in neighbouring Oklahoma another US-based firm, Nooter Eriksen, was awarded a contract to supply a heat recovery steam generator for Unit 3 of the Chouteau CCPP. A further gas turbine supply contract was awarded to SNC Lavalin for the CPV St Charles NGCC Power Plant in Charles County, Maryland, and another contract for a heat recovery steam generator was awarded to Rentech for the Fernandina Beach CHP plant north of Jacksonville, Florida. www.the-eic.com

PMC Activity There were just two PMC contracts awarded on global power projects in Q3 2014: one to AMEC to become the Owner’s Engineer for the 3GWe Poland nuclear power plant at a yet to be determined location; and one to Kenny Construction Company for the Laredo to Rio Grande Valley Transmission Line in Texas, USA. Damper Technology Limited (DTL) has entered into a licence agreement allowing Jin Heung Machinery Co Ltd (JHM) of South Korea to manufacture the full range of DTL industrial dampers for the Korean market.

The agreement was formally signed by Mr Hyung Do Park, CEO of JHM, and Mark Hancock, Managing Director of DTL, on the DTL stand at the recent PowerGen Asia exhibition in Kuala Lumpur, Malaysia.

The agreement follows a successful visit to South Korea made by DTL, where presentations and technical discussions were held with a number of key Korean EPC companies, including Daelim, Doosan and STX Heavy Industries.

With the agreement now in place, DTL is looking to further enhance its offering into the Korean market, capitalising on JHM’s existing damper capabilities and status as a long established and progressive Korean fabricator.

Oceaneering Asset Integrity working on BP Chemicals Hull has reached a major milestone of 300,000 man hours without a Days Away From Work Case (DAFWC).

Oceaneering has been providing non-destructive testing and inspection on the BP Chemicals site since 2000.

During the 14 years there has been over 18 TARs when the resident site team has been supplemented by additional personnel, increasing the onsite resource fourfold for short periods of high activity. EIC Member News mercury can cause catastrophic heat exchanger failure if not managed and poses additional personnel health risks, hydrogen sulphide can cause corrosion problems, health risks and can poison other crucial plant catalysts such as in mercury removal units, and moisture becomes frozen during the liquefaction process causing blockages, reduction in performance, and safety concerns. Clearly the importance of effective sampling and measurement warrant significant time, attention and investment to achieve best possible performance.

Current industry standards, techniques and equipment are not necessarily optimised for this purpose and traditionally the equipment has been provided by general purpose EPC firms with little direct knowledge or expertise in the physics, chemistry and engineering requirements of accurate sampling and analysis. With the huge volumes of gas continually processed by these plants, the smallest (ppb) of measurement errors can add up to plant-scale problems – with an unplanned plant shutdown a possible outcome that could cost tens of millions.

There are many sources of error caused by poor component selection and sample system design, and each and every one is a sampling failure that can put the plant at financial or safety risk. The danger being that some sampling failures remain unseen until the resulting issue becomes apparent. For example, a moisture sampling deficiency (failure) may not become apparent until ice formation. Plants cannot afford to operate in this way.

Industrial technology specialist Tracerco, part of Johnson Matthey Plc, has reaffirmed its commitment to the north east region with the official opening of its new 61,000 sq ft Measurement Technology Centre in Billingham.

The £9 million investment, which houses 150 people, at the Belasis Business Park Enterprise Zone, has provided the technology company with a custom built research, development and engineering test centre for its team of scientists and engineers. It provides the business with a platform to expand its measurement technology innovation endeavours for customers in the world’s oil, gas and petrochemical industries.

The new building incorporates bespoke prototype, scale up and testing facilities for its instrumentation and subsea technologies. This includes a state-of-theart testing module – complete with dedicated Factory Acceptance Test (FAT) control rooms – for the award winning Tracerco ProfilerTM instrument and a 30,000 litre underwater testing pool, designed especially for its newly invented Discovery CT scanner.

Robert MacLeod, Chief Executive, Johnson Matthey, officially opened the new centre at Tracerco’s site in Belasis Hall Technology Park, Billingham. Event Report Rio Oil & Gas 2014 15-19 September 2014 Rio de Janeiro Now in its 17th edition Rio Oil & Gas 2014 again proved to be one of the best of its kind with over 47,000 attendees.

The exhibition was an excellent platform for the 32 exhibitors in the UK National Pavilion to showcase their products and services. UK exhibitors and EIC members also had the opportunity to participate in many additional networking opportunities around the exhibition.

The EIC once again hosted our Whisky Tasting receptions in the UK Lounge, sponsored by UK Trade and Investment and Swire Group; Rio Samba and Gas at the world famous Rio Scenarium; and a local content workshop given by ABS Group and sponsored by Roxtec.

Exhibitors also had the chance to attend a breakfast seminar with major contractors in Brazil and be part of UKTI’s cocktail reception. The UK National Pavilion also hosted briefing sessions on doing business in Colombia and Mexico which ran throughout the exhibition.

The UK National Pavilion was also delighted to host a visit by the British Ambassador Alex Ellis, who enjoyed a walk around the Pavilion and talked to the UK exhibitors.

Export Showcase East Africa Export Showcase Tuesday 9 December 2014 EIC Conference Suite, London Interest in East Africa has increased exponentially in recent years following the discovery of significant quantities of oil in Uganda in 2006. Excitement surrounding onshore oil discoveries in Uganda has been bolstered by promising oil discoveries in Kenya. Sector Showcase Nuclear Sector Showcase Tuesday 10 February 2015 Manchester venue tbc The UK’s knowledge and experience of the nuclear industry is vast – being the first to develop and operate nuclear power stations sixty years ago – we currently have around 18% of our electricity supplies from nuclear energy. At present there is a huge amount of work involved in decommissioning of current plant, alongside preparing for the building of new power stations with the first being developed by EDF, followed by Horizon Nuclear Power and NuGeneration. It is anticipated that the first new plant will be online by 2023. Saudi Aramco to increase Fadhili gas plant capacity Following a review of their future capacity plans, Saudi Aramco has decided to increase the capacity of its proposed gas plant facility at Fadhili to 2.5 billion standard cubic feet a day (scf/d). When the project was first launched, the featured planned capacity was thought to be in the region of 1 billion scf/d, but that is now being increased to 2.5 billion cubic feet a day (cf/d).

Foster Wheeler had already been awarded the frontend engineering and design (FEED) contract for the plant earlier this year and they have now been instructed to carry out further FEED work to reflect the higher capacity of the processing facilities.

The Fadhili plant will process sour gas from the Khursaniyah oil field and the Hasbah non-associated gas field. Aramco has ramped up its offshore nonassociated gas operations in the Gulf in recent years and is developing several fields in the region including the Karan, Hasbah and Arabiyah fields. Much of the gas contained in the oil major’s Eastern Province hydrocarbon assets is sour meaning it has a high sulphur content.

This makes it more difficult to process than sweeter gas, which has minimal amounts of sulphur.

Aramco’s initial plan was to release three engineering, procurement and construction (EPC) packages for the scheme, with another separate contract that will deal with the offshore facilities. The contract model will be lumpsum turnkey with a percentage of the engineering work and project management to be carried out overseas. The proposed packages from the initial scope were: a sulphur recovery unit (SRU), process facilities and a gas inlet and treatment facilities.

Pre-qualification for the EPC contracts is currently underway and the following are thought to have expressed an interest: China Huanqiu Contracting & Engineering Corporation (China), CTCI Corporation (Taiwan), Daelim Industrial (South Korea), GS Engineering & Construction (South Korea), Hanwha Engineering & Construction (South Korea), Hyundai Engineering & Construction (South Korea), Hyundai Heavy Industries (South Korea), JGC Corporation (Japan), Saipem (Italy), Samsung Engineering/Daewoo Engineering & Construction (South Korea), SNC Lavalin (Canada), Tecnicas Reunidas (Spain) and Tecnimont (Italy).

The budget for the initial scheme was estimated to be in the region of US$3 billion, not including the offshore package. This is now expected to rise significantly.

Office News

November started off with a visit to the 21st Oil Week in Cape Town. The event provided a clear picture of what is currently going on across the African continent with exploration and production, both offshore and onshore.

It was clear that all the major global players are now investing a lot of time and money participating in this developing region which is one that the EIC membership needs to be aware of, while also recognising the unique challenges that need to be faced in order to reap the substantial harvest that will mature over the coming couple of years. As a result, we will be looking at ways in which we can assist and facilitate this process both from the regional office as well as from the UK. We would definitely place Africa within the ‘watch this space’ category.

Following straight after this came ADIPEC where the EIC had the pleasure of hosting an ice breaker reception which saw 60 companies making up the UK Pavilion. The show gets busier each year and 2014 was no exception.

Our programme of training continues and it was pleasing to see a healthy take up for our Fundamentals of Refineries and Petrochemicals course which we intend to repeat early in the New Year. Looking ahead to December, we are returning to Basra for the Oil & Gas Show and before we realise it, the festive season will be upon us, so please allow us to wish all our membership the very best and look forward together to a happy and prosperous new year.

In June next year we will be repeating our successful EIC Connect Middle East event which will take place on 2 June 2015, a date that should definitely be entered in everybody’s diary.

FEED for Kuwait neutral zone nearing completion Work on the front-end engineering and design of the US$1 billion central gas utilisation project in the Wafra oil field, based in Kuwait’s neutral zone, is nearing completion, according to a source with knowledge of the scheme. The objective is to gather gas from oil field facilities and eliminate routine flaring. The proposed new facilities will have the capacity to produce a billion cubic feet a day of natural gas and 720 tonnes of sulphur.

Expected environmental benefits will include reduced sulphur oxide emissions.

In October 2014 EIC Asia Pacific was involved in three events; the first was the Overseas Delegation to Burma (Myanmar), the second was the technical visit and seminar at the Pengerang Integrated Petrochemical Complex (PIPC) project organised by the local oil and gas association and the third event was the Breakfast Roundtable Talk with Petrofac’s Group CEO, Ayman Asfari jointly organised by EIC Asia Pacific and UKTI Malaysia.

After over 50 years of isolation, Burma is re-emerging onto the global stage and is catching up on decades of underdevelopment. This presents huge opportunities for British companies especially in the energy sector. Recent onshore and offshore licence awards have brought success for a number of British companies. There will be supply chain opportunities for British companies, particularly for those with experience in South East Asia.

The PIPC project is one of the biggest projects in Asia at the moment with estimated investment of US$120 billion by 2020. The project spreads across 22,000 acres of land on the southern tip of Peninsular Malaysia and will employ about 60,000 workers at its construction peak. The project will house oil refineries, naphtha crackers, petrochemical plants, a 1,220MW power cogeneration plant, a raw water supply plant as well as a liquefied natural gas (LNG) import terminal and a regasification terminal.

EIC Asia Pacific has a large and fully-equipped conference room with capacity for 70 people. The conference room is versatile enough to be converted into a training room or a function hall for networking events.

Eni signs PSC for offshore exploration in Vietnam Eni and PetroVietnam have signed two Production Sharing Contracts for the exploration of Blocks 116 and 124 located off the coast of Vietnam. The Blocks provide for an exploration period of seven years divided into three and two phases respectively. Eni will consolidate its presence in the area and support growth in the Pacific Basin.

In the PIPC, oil refining facilities will add value to imported crude oil via the Pengerang Independent Deepwater Petroleum Terminal (PIDPT) which is being operated by Dialog Group and Royal Vopak. PETRONAS has awarded various FEED contracts, technology assistance, PMC and EPCC to international companies such as Technip, Fluor, Petrofac, CB&I, Technidas Reunidas, Sinopec, CTCI, Toyo Engineering, Punj-Lloyd and Siemens AG. PETRONAS has nearly completed site clearance and expects its petrochemical complex within PIPC to be ready for operation by early 2019.

ONGC on hunt for overseas producing assets India’s Oil & Gas Natural Corporation wants to take advantage of the falling oil price to more than a double its overseas output to the equivalent of 40,000 barrels per day of oil by 2018. To meet the 2018 target they would like to aggressively go for producing assets because they can produce in such a short time. The Indian government is preparing to float a US$3 billion stake in ONGC and wants the firm to secure energy assets abroad to reduce the exposure of Asia’s third largest economy to supply risks.

US-Mexico pipeline agreed NuStar Energy and Pemex’s international trade arm, PMI, have signed a Letter of Intent to form a JV to develop pipeline infrastructure to transport LPGs and refined products from Mont Belvieu and Corpus Christi in the US to Nuevo Laredo and Burgos-Reynosa in northern Mexico. The companies will jointly fund construction of new pipeline and storage assets, and NuStar will manage construction and operation of those assets.

Gas Natural Fenosa wins gas distribution deal In northwest Mexico, the Energy Regulatory Commission (CRE), has awarded Gas Natural Fenosa a contract to distribute gas in the states of Sonora and Sinaloa with a potential market of half a million customers. The company will invest US$14.5 million over the next five years to expand its network to cover seven additional municipalities. They will build the distribution system and also be responsible for receiving, transporting and delivering natural gas via 500km of pipelines.

Canada to export to Europe The Canadian oil sands industry received welcome news when the EU decided not to label its crude oil as ‘dirty’ which would have made it harder for Canada to export its oil directly to Europe. It is believed that Europe’s strained relationship with Russia is contributing to the Europeans’ desire to trade with more reliable alternatives like Canada.

Tax agreed on LNG projects British Columbia has settled on an income tax rate of 3.5%, half of the proposed rate, for the LNG liquefaction projects that are proposed for the province. This is considered an attractive rate to the developers, many of whom had announced that they would postpone or cancel their projects if the taxes were too high. The BC government is aware that it is competing globally for the LNG market, so its tax rate and regulatory environment must be welcoming to those companies willing to invest in BC’s LNG industry.

US urged to modernise transmission system The Governors’ Wind Energy Coalition has urged the US administration to get behind FERC Order 1000, which is vital for the integration of renewables such as wind on the grid. Order 1000 is the legal and policy framework for the expansion and modernisation of the nation’s transmission system. It requires regions to develop blueprints on how lines are planned and paid for so that systems can be developed efficiently. The governors have urged energy secretary Ernest Moniz to use his authority under the Energy Policy Act of 2005 to promote high-voltage transmission facilities that will encourage clean energy and economic development by connecting renewable energy sources with power customers.

Fundamentals of Oil & Gas Thursday 26 February 2015 EIC Rio de Janeiro

The most discussed topics this year were the World Cup hosted by Brazil, the presidential elections and in the energy sector, the Rio Oil & Gas exhibition. UK companies benefited from several events organised throughout the year by the EIC where they could listen directly to operators and contractors about new opportunities through five business presentations and learn about different aspects of the market in one of the 14 training workshops held in Rio. In total, the EIC engaged with over 500 contacts during those events, involving over 250 companies. Internally, we had our offices refurbished and we expect this change will enable us to offer much more to our members in the future.

Argentina passes oil and gas reforms The lower house of the Argentine congress has approved a bill which updates the country’s 1967 hydrocarbons law and is expected to boost foreign investment in the local oil and gas market. The law, which was approved in October by a margin of 130116, establishes different concession terms for conventional, unconventional and offshore licenses throughout the country. Additionally, it prohibits the practice of reserving blocks for state-run companies and the so-called ‘carrying model’, in which such companies were able to participate in the development phase without making investments. It is understood that existing concessions held by state-run companies will be maintained. The new legal framework is an incentive for the development of Argentina’s shale reserves, regarded as the world’s second biggest.

ANP to announce details of onshore bidding round The Brazilian National Petroleum Agency (ANP) is preparing a request for an Oil & Gas bidding round to be submitted to the country’s national energy policy board, CNPE. The Agency received feedback from oil companies regarding potential onshore developments in the Recôncavo, Espirito Sano, Tucano Sul, Paraná and Barreirinhas Basins. The auction would be aimed at small and medium-sized companies in the local upstream sector, which is dominated by state-run operator Petrobras. Should the bidding round be approved, details are expected to be released this month with the auction being held in 2015. The country’s 13th bidding round, including both onshore and offshore blocks, is also planned to take place next year.

In October we held for the first time the technical workshop ‘Inside a Ship’ in our newly refurbished office. The feedback was very positive from the seven attendees.

Peru power investment hits US$1.36 billion in H1 Investment in the power sector in Peru reached US$1.36 billion in the first half of the year, according to information from the energy and mines ministry. Approximately US$623 million were invested in generation, US$520 million in transmission and US$170 million in distribution.

Private investment highlights include the Cerro del Aguila hydro power plant development, at US$605 million, as well as investments by Empresa de Generación Huallaga (US$149 million) and Enersur (US$123 million).
